  • MIL-OSI China: Chinese premier meets Kazakh PM, calling for enhanced cooperation

    SHANGHAI, Nov. 4 — Chinese Premier Li Qiang met with Kazakh Prime Minister Olzhas Bektenov in Shanghai on Monday, who is here to attend the 7th China International Import Expo.

    Li said that since the establishment of diplomatic ties more than 30 years ago, China and Kazakhstan have always respected each other and treated each other as equals, setting a good example of good-neighborly friendship and mutual benefits between neighboring countries.

    He said that China is ready to work with Kazakhstan to implement the important consensus reached by the two heads of state, deepen political mutual trust, firmly support each other on issues concerning each other’s core interests, continue to expand mutually beneficial cooperation and bring more benefits to the two peoples.

    Li pointed out that China is willing to strengthen the docking of development strategies with Kazakhstan, take high-quality Belt and Road cooperation as the guide, continue to expand bilateral trade, consolidate production capacity and investment cooperation, create highlights in energy and mineral cooperation, enhance the level of connectivity and push for more practical results.

    He called on the two countries to jointly work for the success of the Year of Chinese Tourism in Kazakhstan next year, strengthen cooperation in culture, education, sub-national and other fields, and enhance mutual understanding and amity between the two peoples.

    China stands ready to coordinate closely with Kazakhstan within multilateral frameworks such as the United Nations, the Shanghai Cooperation Organization (SCO) and the China-Central Asia mechanism, actively implement the three global initiatives, practice genuine multilateralism, safeguard economic globalization and free trade, and promote the development of global governance toward a more just and equitable direction, Li said.

    Noting that in recent years, under the strategic guidance of the two heads of state, Kazakhstan-China relations have reached a record high, Bektenov said Kazakhstan attaches great importance to its relations with China and is willing to further strengthen high-level exchanges with China, deepen cooperation on trade, investment, agriculture, transportation, science and technology, culture and education, and strengthen connectivity under the framework of Belt and Road cooperation.

    Bektenov said Kazakhstan welcomes Chinese enterprises to invest in Kazakhstan and is willing to strengthen communication and cooperation with China within multilateral frameworks such as the SCO and the China-Central Asia mechanism.

    Governor Murphy Joins NJ TRANSIT to Showcase Brand New Multilevel Rail Cars

    Governor Phil Murphy and NJ TRANSIT President & CEO Kevin S. Corbett previewed the next generation of multilevel rail cars, modernizing the fleet which will significantly improve reliability, capacity and customer comfort. The latest generation of multilevel rail cars was unveiled at an event at NJ TRANSIT’s Meadows Maintenance Complex (MMC) in Kearny.

    “Providing modern, reliable equipment is a critical component to improving New Jersey’s infrastructure, particularly with regard to public transit,” said Governor Phil Murphy. “These multilevel rail cars are equipped with innovative features that meet the everyday needs of our commuters. Upon their completion, these upgraded rail cars will expand access to reliable and comfortable transportation for NJ TRANSIT riders.”

    Governor Murphy and Corbett previewed the first of 174 Multilevel III cars during an event at the agency’s MMC in Kearny. They highlighted many of the new car’s amenities, including USB charging ports and onboard information displays. The new cars, manufactured by Alstom Transportation in Plattsburgh, NY, will offer a range of benefits over the older, 40+ year-old single level cars they will replace, including dramatic improvement in mechanical reliability. The vehicle maximum speed will increase to 110 miles per hour. The cars, which will begin entering service mid-next year, will be compliant with the latest federal regulations, including Positive Train Control.

    Governor Murphy Holds Roundtable Discussion on Expanding Access to Public Contracting Opportunities for Historically Marginalized Businesses

    Governor Phil Murphy held a roundtable discussion where he met with legislators and stakeholders to gather input on potential legislative remedies and ongoing administrative initiatives to eliminate disparities in the public procurement process and create a more equitable business environment for Minority and Women-Owned Business Enterprises (MWBEs) in New Jersey.

    The discussion follows the release of a comprehensive statewide disparity study earlier this year – the first since 2005 – which reviewed statewide procurement data relating to goods and services, professional services, and construction between 2015 and 2020, and found statistically significant disparities in the awarding of public contracts to MWBEs. The study was necessary so that the State had a legal basis for addressing these gaps. This discussion also follows a series of meetings over the past months led by the Governor’s Office and the Department of Treasury with community partners, faith leaders, labor, and diverse business chambers across the state.

    Governor Murphy Announces Creation of Economic Council

    Governor Murphy signed an Executive Order establishing a new Economic Council, which will be supported by a newly established Development Coordination Committee. Under the executive order, the Economic Council will provide a regular forum for the business community and state government to discuss, collaborate, and solve issues important to the public and private sectors, and stimulate economic growth and prosperity. The new Development Coordination Committee will support the Council’s work in advancing development projects that require multiple state, county and local government approvals. 

    “The Economic Council will ensure that we continue to have a healthy collaboration between the business community and the state government,” said Governor Murphy. “Deepening our Administration’s strong relationship with various sectors across our state will stimulate growth within our economy.     Since the beginning of the Murphy Administration, state officials have worked with legislative partners and industry stakeholders on policies to improve the role and function of the government in facilitating economic development.     The Economic Council’s co-chairs will be Deputy Chief of Staff for Economic Growth Eric Brophy and Chief Executive Officer of the New Jersey Economic Development Authority Tim Sullivan. The co-chairs will designate representatives from industry to participate in working group discussions with the Council. Along with the co-chairs, the Council will also consist of the Governor’s Chief of Staff, Chief Counsel, Chief Policy Advisor, the State Treasurer; and the Executive Director of the Business Action Center, or their respective designees.

    Governors of New Jersey, Pennsylvania, Illinois, Maryland, and Delaware Issue Joint Letter to Grid Operator PJM

    Governor Phil Murphy joined Pennsylvania Governor Josh Shapiro, Illinois Governor JB Pritzker, Maryland Governor Wes Moore, and Delaware Governor John Carney in issuing a letter to PJM Interconnection, the grid operator for New Jersey and the aforementioned states. The governors have called on PJM to take urgent action to address the increasing cost of electricity bills after the record-high prices coming out of the region’s capacity auction.

    The letter addresses issues that impact the path to renewable energy goals, including market structure and the efficacy of the generator interconnection process. In the recent PJM capacity auction for the 2025/2026 Delivery Year, clearing prices surged to almost 10 times higher than the previous year, leaving residents and businesses with much higher bills. Serious flaws with the rules this auction contributed significantly to these unnecessarily high prices. 


    “PJM must take action now to address record high prices,” said Governor Murphy. “In New Jersey, we’re doing our part by bringing new resources to the market and making electricity more affordable for families and businesses as we look to a clean and resilient energy future.     Scores of esteemed industry leaders, researchers, entrepreneurs, and public officials came together at UConn Storrs recently to share ideas on combining their organizations’ energy and expertise to grow a robust, sustainable Connecticut economy.

    “UConn Forum: Economic Engine of a Thriving Connecticut” featured discussions on driving the state’s economy through several key growth areas including advanced manufacturing, sustainable energy, fintech, biotech, quantum computing, artificial intelligence, and other realms.

    Panelists and participants praised the Oct. 31 event as a unique opportunity to learn about innovations in various industry sectors and inspire ideas for collaboration, including by drawing on UConn expertise.

    With an annual impact of $8.5 billion on the state’s economy, UConn takes its responsibilities seriously to help drive Connecticut forward, President Radenka Maric told the crowd in welcoming remarks.

    That includes sharing its research expertise, helping foster startup businesses and technologies, ensuring its graduates are entrepreneurial and workforce ready, and doing all within its power to keep them in Connecticut to build their careers and lives.

    A common theme throughout the day’s discussions was Connecticut’s innovative spirit and enviable strengths, including a well-educated workforce, diverse population, strong schools, family-friendly quality of life, and innovation-oriented business ecosystem.

    Forum participants also agreed it’s a perfect time to accelerate the collaborations between industry and higher education – particularly as Connecticut is regaining population lost during the recession; has seen a noteworthy jump in business startups; and is developing new technologies in several fields.

    “What we’re seeing is that the trends have reversed in a pretty meaningful way. People are betting on Connecticut with both their wallets and their feet,” said keynote speaker Daniel O’Keefe, commissioner of the Connecticut Department of Economic and Community Development (DECD).

    He said the state had the 19th best-performing economy nationwide in the last two years. That’s a major turnaround from the 2000s-era recession in which Connecticut became one of only three states – including Wyoming and Mississippi – whose economies contracted and became smaller on an inflation-adjusted basis.

    As Connecticut’s manufacturing and national defense-related industries bounced back, so did the state – supplemented by growth in areas such as technology and software information, and other emerging industries such as those discussed at the UConn forum.

    “This is a state where innovation happens literally every day. You don’t hear about it as much as you do in places like Silicon Valley because the innovation is taking place not only in our startups, but also in our incredibly large companies,” O’Keefe said.

    Several new collaborations also have immense promise, such as the QuantumCT public-private partnership led by UConn and Yale.

    That initiative aims to win federal funding to transform Connecticut into the nation’s leading accelerator of quantum technologies. The proposal recently advanced to the competition’s next stage, and marks the first time that UConn and Yale have partnered on an initiative of this scope.

    That kind of collaborative thinking underscored most of the forum’s panels, in which the speakers discussed the importance of addressing society’s emerging needs for sustainable clean energy, effective and affordable pharma products, innovative use of AI, or other topics.

    The forum’s guests also gained inspiration from the entrepreneurial history of the Mashantucket Pequot Tribal Nation as shared by its chairman, Rodney Butler ’99 (BUS).

    Having endured generations of forced assimilation and poverty, its members survived economically by selling timber, maple syrup, and other goods until the tribe gained federal recognition in 1983, he said.

    With the ability to diversify into more lucrative areas, the tribe opened a high-stakes bingo hall in 1986 and, in 1992, it opened Foxwoods Resort Casino – now the world’s largest such gaming and entertainment venue.

    Today, the tribe’s annual economic impact in the state is about $1 billion, and it has expanded into the hospitality business, golf courses, real estate holdings, hotel and golf course development, a pharmaceutical network, sports betting, internet gaming, and other ventures.

    It’s a far cry from the early days of selling handmade baskets, picking berries, and hunting snakes to survive economically. The Pequot tribe and UConn have also partnered on several projects, including the development of its hydroponic Meechooôk Farm; research into responsible gaming; and various academic and cultural endeavors.

    “The reason we do all of it, and the reason we’re in this room, is to create a thriving and sustainable community,” Butler told the forum’s attendees. “Ours is at Mashantucket. In this room, it’s about Connecticut and dare I say, all of southern New England.”

    Also as part of the forum, Maric presented a proclamation from Gov. Ned Lamont to UConn Professor Emeritus Lee Langston ’60 (ENG), one of UConn’s most accomplished engineering innovators.

    His career included helping to develop the fuel cells that powered Apollo 11 to the moon. He also was part of a team that helped install the first solar panels at the White House during the Carter Administration, and pioneered gas turbine technologies now used worldwide, including at UConn’s Cogeneration (CoGen) Central Utility Plant.

    Langston joined UConn in 1977 as a mechanical engineering professor after more than a decade at Pratt & Whitney. He also served a year as the interim dean of the School of Engineering (now a college), later retiring from UConn in 2003 but remaining active as a professor emeritus.

    “His contributions to science and society are immeasurable,” Maric said in presenting the proclamation, adding that she first learned of his expertise in sustainable energy when she was studying for her Ph.D. in Japan.

    Maric said the legacy of innovators such as Langston, along with the vision of people at the economic development forum and throughout the state, will be key to its future.

    “We make the impossible possible in Connecticut. We are leaders and will continue to lead, and anyone who says we can’t do it in Connecticut will be proven wrong,” she said.

  • MIL-OSI Global: I’m a Muslim immigrant and a psychiatrist living in Michigan – I haven’t decided how to vote yet

    My three daughters and I arrived in Michigan from Pakistan in 2000.

    Moving here was my choice, and I followed the legal process. Before the move, I had often been to the United States. I was familiar with the culture and spoke fluent English, so I thought I was prepared.

    Resuming my career as a physician in the U.S. was arduous, but I finally passed all the qualifying exams and completed a psychiatry residency at Michigan State University in 2006. After finishing my studies, I stayed on as faculty.

    Of course, there is nothing new or particularly unique about my family’s experience. Immigration, whether it is out of choice or forced by conflict, has always been part of the American experience. After all, the U.S. Constitution was signed by seven first-generation immigrants.

    Experts will tell you that immigration makes our country stronger economically, culturally and in fields like science and medicine. Since I’m a doctor, I’m well aware that 26% of licensed U.S. physicians and surgeons are immigrants.

    But it is also true that immigrants like me face stresses that harm our
    psychical and mental health.

    I teach cultural psychiatry to medical students and residents, specifically how to provide culturally appropriate care to Muslim patients. After more than 20 years in Michigan, I’m deeply rooted in the Muslim and immigrant community, and I’ve seen firsthand how anxious and uncertain my community is about the 2024 presidential election.

    Panic attacks and depression

    Republican presidential candidate Donald Trump has called immigrants “bloodthirsty criminals” and the “most violent people on Earth.” He claims that immigrants were “poisoning the blood of our country.” Research shows, and I’ve seen personally, how this kind of talk can cause anxiety and depression in immigrants both undocumented and legal.

    Undocumented immigrants and their families, who live in precarious conditions and in fear of being deported, are especially vulnerable to Trump’s calls for mass deportations.

    History has taught us that a politician’s hateful words can lead to violence.

    In the first half of 2024, the Michigan Chapter of the Council on American-Islamic Relations documented 239 complaints of discrimination against Muslims, an 81% increase over the same period in 2023. In the report, CAIR-MI Executive Director Dawud Walid attributed the uptick to “policies of elected officials, rhetoric of candidates running for office, along with victim blaming by some political pundits.”

    Adding to the situation are the deepening crises in the Gaza Strip and Lebanon, which are making Muslims in Michigan, especially those with relatives in the Middle East, reel with palpable grief.

    This rise in Islamophobia and fear of an uncertain future is taking a toll. American Muslims are twice as likely to attempt suicide compared with people from other faiths.

    Anxiety in the voting booth

    Like 73% of all Americans, immigrants are anxious about the election.

    With the politicization of baseless claims of undocumented immigrants voting, the fact is that naturalized citizens – who have every right to take part in the election – are a formidable voting bloc, making up 1 in 10 of the nation’s eligible voters and about 5% in Michigan.

    What’s more, naturalized citizens tend to vote at higher rates than native-born citizens.

    Still, for many Muslims in Michigan, it is hard to know how to vote this year. I don’t trust either of the major parties.

    Michigan’s Muslims are feeling devalued and disenfranchised.

    A key Arab American political action committee based in Michigan refused to endorse either candidate this cycle. Although the PAC typically backs Democrats, this year it said “neither candidate represents our hopes and dreams as Arab Americans.”

    In late September, a national group of three dozen Muslim American scholars and imams signed an open letter calling on Muslims not to vote for Democratic nominee Kamala Harris.

    “We want to be absolutely clear,” the letter reads, “don’t stay home and skip voting. This year, make a statement by voting third party for the presidential ticket.”

    A group called Listen to Michigan gained attention during the primaries by attracting more than 100,000 people to vote “uncommitted” as a protest against President Joe Biden’s funding of the war in Gaza. The group has stopped short of endorsing Harris but urged voters “not to cast their ballot for anyone but her.”

    Still, some of my neighbors have decided to back Green Party candidate Jill Stein.

    I know my vote is my voice, and I fully intend to participate in the electoral process. But I can’t trust any of the candidates to create a safe haven for my family – a place where my daughters and I can thrive and live our American dream.

    Applications for the UK Boardroom Apprentice programme are now open. The Government Actuary’s Department (GAD) is joining the UK Boardroom Apprentice programme as a host board, providing aspiring applicants with a safe seat at the table. 

    GAD Board Chair Les Philpott said: “GAD has signed up to this to provide some additional and alternative viewpoints and insights into our Board and access capabilities that support emerging risk areas such as AI and digital. This will also provide the opportunity for supporting the development of the individual.”

    UK Boardroom Apprentice is a unique 12-month board learning, development and placement programme which enables those who would like to serve on a public or third sector board to learn and gain the experience that they need to take that step. 

    Programme renewed

    Since its inception in 2017, the programme has seen 438 individuals across the UK embark on their Boardroom Apprentice journey.

    …SUMMARY…
    Tornadoes (some strong), large hail, and severe thunderstorm gusts,
    are expected today into tonight from the Southern Plains into the
    Ozarks and mid Mississippi Valley.

    …Synopsis…
    A high-amplitude mid/upper-level pattern will continue over the
    CONUS, dominated by a trough now located from a low over northern
    SK, to eastern MT, central WY, western CO, through another low over
    western NM south of GNT, and across western Chihuahua to the central
    Mexican Pacific Coast. A strong, basal shortwave trough was
    apparent in moisture-channel imagery south through southwest of the
    low, over the borderlands of southwestern NM and southern AZ. As
    the shortwave trough pivots around the broader-scale flow field
    today — across west TX to the South Plains/Permian Basin regions —
    the low should shift eastward roughly along I-40 to near TCC, then
    lose definition near the TX line around 00Z. By 12Z, the shortwave
    trough should become positively tiled and extend from eastern KS
    across southwestern OK to the lower Pecos Valley of west TX,
    somewhat ahead of the synoptic-scale trough.

    At the surface, 11Z analysis showed an outflow-reinforced warm-
    frontal zone over southwest, south-central and east-central OK,
    moving slowly northward. A surface low was drawn over west-central
    TX near ABI, and is forecast to move northeastward along the
    combined convective/outflow boundary today. By 00Z, the low should
    be near PNC, with cold front across south-central/southeastern OK,
    then roughly down the I-35 corridor in TX. The warm front should
    extend from the low east-northeastward over central/northeastern MO.
    By 12Z tomorrow, the low should reach the northern MO/southern IA
    vicinity, with cold front to southeastern OK and east-central to
    deep south TX.

    …Southern Plains to mid Mississippi Valley…
    A band of convection largely north of the warm front is moving
    through central OK at this time, with marginal potential for severe
    gusts or a tornado. See SPC mesoscale discussion 2201 for near-term
    details.

    Convection farther south along/ahead of the cold front is expected
    to gradually organize as a QLCS through the remainder of the
    morning, including near the fresh convective boundary trailing the
    ongoing activity over OK. This should occur as the activity moves
    obliquely across the warm front/outflow boundary preceding it, and
    into a more-favorable, slowly northward-shifting boundary layer now
    across southern OK and northwest/north-central TX. Given the
    supportive low-level and deep-layer shear (with effective-shear
    magnitudes commonly 45-55 kt and 200-400 J/kg effective SRH),
    embedded mesovortices with tornado potential should exist, as well
    as the typical threat for severe gusts locally maximized near
    LEWP/bow formations. Due to the lack of a substantial EML and
    related weak MLCINH in the free warm sector, gradual buildup of
    convection is also expected ahead of the QLCS, with at least a few
    warm-sector supercells ultimately evolving and interacting with the
    outflow boundary. These would pose a threat for a few tornadoes, as
    well as large hail and damaging gusts, in an environment
    characterized by upper 60s to low 70s F surface dewpoints, low LCL,
    and enlarging hodographs.

    The severe threats with the QLCS and foregoing supercells should
    shift eastward and northeastward across the outlook area through the
    period, with the convective band sweeping up cells just ahead of it.
    Meanwhile the warm front will shift northward to near or even a bit
    north of the I-44 corridor in northeastern OK/MO. Meanwhile
    additional supercells may develop farther east in the northward-
    expanding warm sector. The most favorable parameter space for
    tornadoes from all this activity should be this afternoon and
    evening from south-central and eastern OK into the Ozarks of
    southern MO and northwestern AR, with a relatively maximized risk of
    significant (EF2+) tornado potential. Forecast soundings reasonably
    depict enlargement of the preconvective hodographs from late
    afternoon into evening over this region, with around 30-kt shear
    vectors and 150-200 J/kg SRH just in the lowest 1/2 km.

    The severe threat should persist into the mid Mississippi Valley
    late tonight, gradually winding down as the projected inflow layer
    becomes less unstable. The eastern bound remains uncertain, but
    somewhat more room has been added on the marginal outlook from IL-AR
    to account for that uncertainty. The backbuilding convective band
    into north and central TX — and the Arklatex tonight — also will
    pose a tornado and severe-gust threat, but with hodographs and deep
    ascent somewhat weaker than farther north.

    WASHINGTON – With just five days until the election, Senate Intelligence Committee Chairman Mark R. Warner (D-VA) today issued a special message to Virginians, urging them to remain level-headed in the lead up to the election and the days after – especially in the face of surging election disinformation, conspiracy theories, and false videos generated or altered with artificial intelligence.

    On the broad feeling of uncertainty plaguing 69 percent of Americans who report feeling anxious or frustrated about the election, Sen. Warner said:

    “I think we’re all going to be tested. Because what’s more important than whatever candidate you’re supporting, is making sure that we have faith in our system. I have been blessed to have been your governor and your senator. I have faith in our democracy, I have faith in the integrity of the literally thousands of folks who give their time and volunteer at our polling locations.” (2:21)

    On the likely outcome that the election will not be immediately called on election night, Sen. Warner said:

    “If your election is not called right away on Tuesday night – even if it doesn’t appear to be that close – there are reasons. Rules have changed. Certain jurisdictions are hand-counting ballots now. That just takes a lot more time. Just because it takes a while to have an election called doesn’t mean there’s anything nefarious or bad going on.” (1:58). He continued, “This is not going to end in Virginia when our polls close at 7 o’clock on Tuesday, or later in the evening as later states close. We’re probably not going to have a declared winner on Tuesday night. I think we just all got to be prepared for that, and have a little patience with a system that has served us well.” (9:25)

    On the barrage of disinformation and artificial videos targeting Americans, Sen. Warner said:

    “It’s going to be a tense time. Please don’t jump to conclusions. As we all tell our kids: just because you see it on the internet, does not mean it’s true. And if you see some story or conspiracy that seems so outrageous, take a deep breath, take a moment, and check other news sites to see if that story is being repeated or if it may just be a one-off.” (3:04). He continued, “If it comes from a meme or a TikTok video, chances are that may not be accurate. We all need to recognize that these next few days and the hours and days after the election are going to be some of the most critical time, I think, in recent history.” (1:34)

    On efforts to cast doubt on the integrity of our election, Sen. Warner said:

    “I’ve said this many times as Chairman of the Intelligence Committee: there are other nations – China, Iran and Russia in particular – who want to interfere in our elections. They may have a candidate choice, but at the end of the day, what they mostly want to do is undermine our confidence in our system. In two years, we’ll be celebrating the 250th anniversary of our nation. Our democracy has stood up to the test of time, but over these next few days, it may be tested again. At the end of the day, I want to count on my fellow Virginians. We’ll get to a fair result. Whether your candidate wins or loses, we’ll make sure the process is fair, that the votes are counted fairly, and I again implore you, if you see crazy stuff, don’t take rash action.” (3:31)

  • MIL-Evening Report: Memes, photojournalism and television debates: 3 images that defined the 2024 US election

    Visual images often last in historical and popular memory. This is especially the case in presidential campaigns in the United States, which offer a vast mix of spectacle, surprise and drama.

    An historian of political visual culture can no more predict which images are likely to last the test of time than we can know who will win. But we can explain why some historical images from presidential campaigns resonate.

    This election season has produced the most media savvy and diverse campaign imagery of all time. Cable news, social media and artificial intelligence have created a whole new universe of image-based narratives.

    In this rich visual landscape, here are three images likely to last the test of time.

    1. Trump’s ‘fight!’ photo

    The uncontroversial front-runner for defining image has to be Evan Vucci’s photograph of Donald Trump being led off the stage in Pennsylvania after surviving an assassination attempt in July.

    Many people, including Trump, were quick to elevate the photograph to the iconic status of Joe Rosenthal’s photograph of troops raising the flag on Iwo Jima during the second world war.

    Both are photographed from below and feature the national flag above Americans working against adversity to reach a common goal. Both fit squarely into the tradition of wartime photojournalism.

    Both photographs enjoyed instantaneous popularity: Trump’s image went viral and the Iwo Jima image was featured on a US postage stamp before the war’s end.

    But their greatest similarity resides in the cultural symbolism of the images.

    Both accurately represent an historical moment; a specific point in time. But the point in time has been actively selected to fit a narrative. The narratives projected are deeply held mythologised symbols of aspirational patriotism.

    Visual literacy prompts us to think about which images were discounted in the selection of these historically powerful two. Historical legacies and the national mythologies that fuel these lean toward images of success over pictures of wartime death and suffering.

    This image of Trump fits all the criteria we would typically and probably unconsciously apply when assessing if an image is likely to have long-term significance.

    The baseline characteristic of iconic images is a general bipartisan understanding of what an image “says”. Regardless of whether you agree with the message being conveyed, you understand its social context, why the image is provocative, dramatic or funny (or not), as well as its historical references.

    However, contemporary images are not always so straightforward to read – and in a post-truth AI world, it is harder than ever to decipher the visual culture of politics.

    2. Brat summer and coconut memes

    Kamala Harris’s youth and vision for the future headlined her campaign’s creation of “Kamala HQ”. The strategy adopted the bright green branding and font of Charli XCX’s smash album Brat after the pop star posted on X: “kamala IS brat”.

    Social media has been a critical tool in introducing Harris to voters, especially those of voting age for the first time in 2024. The campaign’s use of social media represented young people as engaged and respected decision makers.

    Voters have had more than a century to become accustomed to photojournalism. In contrast, a lot of social media representation has arisen from community activism over the past few years. Reporting from women’s marches this past weekend showed links to the visual culture of the protests that followed Trump’s 2016 election.

    Arguably, the most historically significant of this “youth vote” image category are the internet memes of coconuts and coconut trees.

    In a 2023 speech, Harris quoted her mother:

    You think you just fell out of a coconut tree? You exist in the context of all in which you live and what came before you.

    This moment went viral during the 2024 election, and it was not long before people started signalling their support for Harris by adding a coconut emoji to their profile or comments.

    The popularity of the coconut meme by Harris supporters indicates a rejection of the derogatory use of the term “coconut” against people of colour “acting white”.

    The production and reception of memes by younger voters demonstrates a media literacy and sophistication that also requires continuous fact-checking.

    This point was made in Taylor Swift’s endorsement of Harris, which urged her followers to do their own “reliability” checking of information in their feeds after Trump and other conservative figures shared AI-generated images of Swift and her fans allegedly supporting Trump.

    3. The televised debate handshake

    A key image from the debate between Harris and Trump came in the first few minutes, when Harris crossed the stage to offer her hand. It was the first debate handshake in eight years.

    This was a bold action given Trump’s prowling movement on the 2016 debate stage against Democratic nominee, Hillary Clinton, and his well documented predilection for firm handshakes.

    The handshake is representative of the campaign, which has been called “a referendum on gender”. It evoked the image of strong and confident leadership – a central theme as Harris spoke passionately about reproductive rights and abortion.

    Televised presidential debates are one of the most keenly watched and analysed moments of the presidential election season. Image is everything.

    Their importance is perhaps best indicated by Justin Sullivan’s photograph of President Joe Biden, mouth agape and looking frail beneath the word “presidential” during the June debate this year.

    While they rarely lead to an outcome as extreme as a candidate exiting the race, as ended up happening with Biden, the images and soundbites they generate can resonate for decades.

    During the first ever nationally televised presidential debate in 1960, Republican candidate Richard Nixon was said to be unwell and refused to wear makeup. Compared to his opponent, Democratic nominee John F. Kennedy, he sweated profusely on stage, creating an image that was disastrous to his eventually unsuccessful campaign.

    Between the staged and “gotcha” moments of every presidential campaign, debates provide a unique – and, in 2024, a singular – window into how the candidates relate to each other as humans across an ever-widening ideological divide.

  • MIL-OSI USA: Rubio Calls Out PwC for Appeasing Communist China

    The Chinese Communist Party (CCP) continues to increase scrutiny of Western auditing and consulting firms, including global consulting firm PricewaterhouseCoopers (PwC).

    Instead of distancing itself from Communist China, PwC has opted to strengthen its relationship with the regime. Notably, PwC’s China division has consulted for government officials in the Xinjiang Uyghur Autonomous Region, where Beijing is committing genocide against Uyghurs and other groups, appointed an apparent CCP member to the head of its China operations, and aligned itself with Beijing’s strategic goals by openly supporting China’s Belt and Road Initiative.

    U.S. Senator Marco Rubio (R-FL) sent a letter to PwC Global Chairman Mohamed Khande expressing concern over the company’s ties to the CCP and demanding answers on the threat those ties pose to U.S. interests.  

    • “Simultaneous engagements with foreign adversaries are unacceptable. PwC’s apparent deep connections with CCP-controlled entities raise questions about conflicts of interest that could preclude PwC from executing any contract for U.S. federal and state government agencies with fidelity.
    • “Global firms, such as PwC, who have grown prosperous from a free and democratic order governed by American values, can no longer seek to cater to, and profit from, both sides of this conflict.”

    I write with regard to PricewaterhouseCoopers LLP’s (PwC) relationship with the Chinese Communist Party (CCP) and the Chinese government, including Chinese provincial and local government entities, and state-owned companies in the People’s Republic of China (PRC). Recently, media outlets have offered noteworthy coverage of the $62 million fine levied on PwC by China’s Ministry of Finance (MOF). While PwC’s questionable auditing work for Evergrande certainly deserves heightened scrutiny, reports have not adequately grappled with conflicts of interest seemingly rising from PwC’s deep entanglements with CCP-controlled and – affiliated entities, and, potentially, the Chinese government.

    PwC and its U.S. subsidiaries have a history of providing consulting services for U.S. federal agencies. Yet, mounting evidence suggests that PwC’s East Asia and China division (PwC China) has consulted government officials in the Xinjiang Uyghur Autonomous Region (XUAR), where Beijing is engaged in an active genocide against Uyghurs and other predominantly Muslim ethnic groups, contracted for numerous state-owned enterprises in China, and openly supported CCP efforts to undermine U.S. economic interests through support for in China’s Belt and Road Initiative (BRI).

    It is no secret that Chinese regulatory authorities have heightened scrutiny around PwC in the wake of its failure to identify $78 billion in misreported revenues by Evergrande. Key decisions made by PwC’s global leadership during this time suggest a pattern of catering to CCP goals when met with regulatory hostility. Until recently, PwC China boasted dozens of the largest Chinese state-owned enterprises on its list of auditing clients, including the Bank of China, China Railway Group Ltd., PetroChina Co. Ltd., People’s Insurance Company of China, and many others. PwC has lost many of these contracts in recent months, as Chinese regulators have discouraged China-based companies from contracting with PwC for auditing services amid the Evergrande fallout. Yet, to my surprise, as Chinese regulators have taken an increasingly hostile posture toward your firm—and sought to wrest control over Western auditors’ operations in mainland China—PwC has responded with attempts to appease the CCP, rather than decouple and de-risk from communist influence.

    In July 2024, amidst the height of Chinese regulatory scrutiny over PwC’s flawed Evergrande audits, PwC leadership appointed Daniel Li as Chairman of its China and East Asia practice. Li appears to be a member of the CCP and serves on the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC). The CPPCC is a political instrument that serves atop the CCP’s “united front” system—which is designed to cultivate ties with the entities the Party views as friendly—and steers the CCP’s policy aims. As such, Li’s appointment was a clear effort by PwC to win the trust of CCP authorities amid heightening tension by placing an individual with deep ties to the CCP at the helm of your firm’s China operations. While Hemione Hudson was selected to replace Li at the helm of PwC China last month, Li retains a significant role for PwC China—overseeing your firm’s auditing efforts in China.

    PwC’s deepening ties with the CCP are also evident in your firm’s consulting client selection. The Wall Street Journal reports that, last month, as PwC China’s auditing practice faced hostile regulatory actions over its Evergrande audits, your firm’s consulting unit signed a $200,000 contract with local government authorities in the XUAR. As you know, Beijing is actively committing genocide against Uyghurs and other predominately Muslim ethnic groups in the region. China’s abhorrent oppression of Uyghurs includes modern-day concentration camps, cultural reprogramming efforts, forced labor, and physical torture. Years of mounting evidence now places the reality of these atrocities beyond a shadow of doubt.

    Perhaps most concerning, PwC appears to have acted to publicly align its client engagements with CCP ambitions. PwC’s website openly boasts of the firm’s “Belt and Road United” project, started by your firm in 2017, with the expressed purpose of supporting China’s BRI. A document describing the initiative plainly states, “PwC aligns with the strategy through ongoing support for the Belt & Road Initiative.” In the same document, PwC further claims to be an “enabling influence,” and declares that PwC will “assist government departments and regulators in constructing and improving financial markets and regulatory systems in favor of the B&R Initiative.” The document also openly references the global reach of PwC’s client base, professing that “PwC is dedicated to sharing the full range of resources and practical experience sourced from across our expansive global network” to support BRI.

    PwC’s “Belt and Road United” project appears to have generated several spin-off initiatives in other PwC offices across the globe. For example, PwC Italy’s webpage advertises your firm’s “China Business Group”—a division of PwC with the self-described aim to “support Chinese companies doing business in Italy and successfully develop their external growth strategy in the Italian market.” The document claims that PwC stands at the ready to “support Chinese/Italian government organisations” and “introduce investment opportunities in Italy for potential Chinese clients.” This language appears to be a thinly-veiled attempt of PwC to court the favor of the CCP and secure contracts with Chinese state-owned enterprises by working to expand the influence and reach of Communist China around the globe.

    As noted, PwC and its U.S. subsidiaries consult for many leading U.S. industries, and the company has received substantial revenue from contracts with the U.S. government. When U.S. federal agencies hire private entities for consultation, it is an expectation that contractors will prioritize the best interests of the United States above all others. Simultaneous engagements with foreign adversaries are unacceptable. PwC’s apparent deep connections with CCP-controlled entities raise questions about conflicts of interest that could preclude PwC from executing any contract for U.S. federal and state government agencies with fidelity.

    Accordingly, I ask that you provide responses, along with supporting documentation, to the following questions no later than November 15, 2024:

    1. Please describe the extent of any existing contracts retained by PwC, or its U.S. subsidiaries and affiliates, to provide consulting services for U.S. state and federal government agencies.
    2. Do PwC, or any of its U.S. subsidiaries and affiliates, intend to pursue contracts with U.S. federal agencies in the future?
    3. Has the CCP, or any direct subdivision of the CCP, ever been a client of PwC or any of its subsidiaries?
    4. Has PwC ever provided consulting services for a China-based client that has concurrently been included on the U.S. Department of Defense’s 1260H List, the Department of Treasury’s Non-SDN Chinese Military-Industrial Complex Companies List, or the Department of Commerce’s Entity List? If so, please provide the following information for each client:
      • Name of the company
      • Nature of the company’s work
      • Nature of company’s relationship with the PRC and CCP
      • Duration of PwC’s consulting relationship with the company
      • Nature of PwC’s work on behalf of the company
    5. Do any of PwC’s current or past China-based clients work in the following sectors: military and civil defense, aerospace and aviation, energy and power generation, critical mineral mining and refining, steel and aluminum, new materials, shipbuilding, electric or gas combustion vehicle production, artificial intelligence, quantum computing, microelectronics, telecommunications, biotechnology, or high-speed rail? If so, please provide the following information for each client:
      • Name of the company
      • Nature of the company’s work
      • Nature of company’s relationship with the PRC and CCP
      • Duration of PwC’s consulting relationship with the company
      • Nature of PwC’s work on behalf of the company
    6. As noted above, brochures and materials on PwC’s website openly boast about the firm’s support for China’s Belt and Road Initiative, and its work advancing BRI goals in its consulting engagements abroad. Has PwC ever modified or intentionally crafted its consulting recommendations to U.S. clients, including U.S. federal agencies, in order to recommend cooperation with the BRI or portray the PRC’s BRI in a positive light?
    1. PwC performs hundreds of millions of dollars of work each year on behalf of the U.S.
      Government and American taxpayers. Please describe in detail all policies and safeguards PwC has implemented to ensure that work done on behalf of the United States government does not inform the work that your firm does for Chinese government entities and state-owned enterprises.
    2. PwC’s website lists statistics describing the firm’s work in the “Taiwan region.” Does PwC recognize Taiwan as a free and independent nation state?

    The United States of America, our allies, and Western businesses like PwC, face a fundamental threat. As my office has documented, for more than ten years, the CCP has acted on a concerted plan to supplant the United States as the ascendant global economic power, dominating global trade in the industries that will define the 21st century economy.6 This is not just a conflict over size of economies alone, it is also about which values will define our world. The CCP has been all too willing to commit genocide, oppress and censor citizens, and violate economic norms in its pursuit of power. Yet, it seeks to replace American values for the dignity of the human person and representative government with a global system that reflects its own character. Global firms, such as PwC, who have grown prosperous from a free and democratic order governed by American values, can no longer seek to cater to, and profit from, both sides of this conflict.

    The Committee on Culture and Education questioned Glenn Micallef, Maltese candidate for the Intergenerational Fairness, Youth, Culture and Sport portfolio, on Monday.

    The chair and political group coordinators will meet at 18.30 to assess the performance and qualification of the Commissioner-designate.

    In his introductory speech, Mr Micallef presented his plans to ensure intergenerational fairness, respond to the needs of future generations, and protect young people, particularly their mental health. He also stressed the need to support the creative industry and cultural sector, particularly by better addressing the challenge of Artificial Intelligence. Mr Micallef laid out his plans for encouraging sports participation, as a way to promote a healthy lifestyle among Europeans.

    Culture: improve working conditions for artists and ensure copyright protection

    MEPs quizzed the commissioner-designate about the follow up to Parliament’s work on the social and professional situation of artists and other workers in the cultural and creative sectors. Tackling poor working conditions that affect the sector competitiveness is a priority, said Mr Micallef, announcing his intention to assess the remaining legislative gaps in this area in his first month and to organise annual thematic workshops with EU member states.

    They also asked about the copyright protection for music creators. The commissioner-designate promised to lead a so-called “Culture Compass” – a strategic framework to harness the different dimensions of culture -, one strand of which would aim to address this specific issue that significantly impacts the sector.

    The challenges posed by Artificial Intelligence and how to ensure the culture sector receives strong support from the EU’s multiannual budget were other issues raised in the discussion. MEPs also questioned about the Commission’s plans to guarantee artistic freedom of expression across the EU.

    Sport: a tool for inclusion and healthy lifestyles

    MEPs also put forward several questions focused on sports as a strategic promotor of inclusion and diversity in the EU, as well as a means to promote healthy lifestyles. They asked Mr Micallef about the professional dimension of sport, including his views on the proposal to set up a European football Superleague and on football transfer rules.

    Other issues raised by MEPs included the EU’s response to cyber-bullying and addressing youth mental health, the rights of children, and youth unemployment.

    Next steps

    Based on the committee recommendations, the Conference of Presidents (EP President Metsola and political group chairs) is set to conduct the final evaluation and declare the hearings closed on 21 November. Once the Conference of Presidents declares all hearings closed, the evaluation letters will be published.

    The election by MEPs of the full college of Commissioners (by a majority of the votes cast, by roll-call) is currently scheduled to take place during the 25-28 November plenary session in Strasbourg.

    Thales (Euronext Paris: HO) announces the launch of its 2024 employee share ownership plan, running from Monday 4 November to Friday 24 November 2024. This offer is available to Thales employees across 36 countries who are participants in the Group Savings Plan and have at least three months of seniority as of 24 November 24 2024, as well as to the company’s retirees. ​

    The plan offers a 20% discount on the Thales share price, along with a 50% matching contribution on personal investment up to a maximum of €500, funded by Thales. ​

    The objective of this plan is to strengthen the bond between Thales and its employees by providing them with the opportunity to become more closely associated with the Group’s goals, performance, and future successes.

    Terms of the 2024 Employee Share Ownership Plan

    This share offer is available to employees in France, South Africa, Germany, Saudi Arabia, Australia, Belgium, Brazil, Canada, China, Colombia, Denmark, Egypt, United Arab Emirates, Spain, the United States, Finland, Hong Kong, India, Israel, Italy, Japan, Luxembourg, Mexico, Norway, the Netherlands, the Philippines, Poland, Portugal, Qatar, Czech Republic, Romania, Singapore, Sweden, Switzerland, and Turkey who are eligible and participate in the Group Savings Plan. ​

    In the United Kingdom, Thales shares will be offered through a Share Incentive Plan (SIP).

    Offered Shares ​

    The Thales share offer to Group employees will be conducted through the transfer of existing treasury shares previously repurchased by Thales under a share buyback programme authorised by the shareholders’ general meeting in accordance with Article L. 22-10-62 of the French Commercial Code. The transfer of shares to employees and retirees participating in the Group Savings Plan will be carried out under the provisions of Articles L. 3332-18 and following of the French Labour Code, except for the offer in the United Kingdom, where it will be conducted under an SIP. ​

    On 3 April 2024, the Board of Directors decided to implement this employee share ownership plan and delegated the necessary powers to the Chairman and CEO for its execution. In line with the Board’s decision, the offer will cover a maximum of 600,000 shares, with a cost cap of €31 million (including the discount and matching contributions in the employee share ownership plan and SIP matching contributions).

    The Chairman and CEO, by delegation from the Board of Directors, set the subscription period dates and acquisition price by decision on 28 October 2024. The acquisition price is set at 80% of the reference price. ​

    The reference price, noted by the Chairman and CEO on 28 October 2024, is the average of Thales’s opening share prices on the Euronext Paris market over the twenty (20) trading days preceding this date, amounting to €149.61. Accordingly, the acquisition price for employees is €119.69. For the offer in the United Kingdom, the acquisition price will be determined in accordance with the applicable SIP rules. ​

    The shares acquired by offer participants, being existing ordinary shares, are fully assimilated with the existing ordinary shares that make up Thales’s share capital. ​

    • Eligible Offer Participants: The offer is open to employees of the included companies who are part of the Group Savings Plan, regardless of their employment contract (permanent or fixed-term, full-time or part-time) and with a minimum of three months’ seniority.     Congratulations to Dr Katrina Wruck from Queensland for being awarded the national 2025 Young Australian of the Year.

    Katrina has been recognised for research is giving back to remote communities. 

    Based on her research, Katrina has set up a profit-for-purpose business, Nguki Kula Green Labs, which is poised to transform the consumer goods sector by harnessing the power of green chemistry, while inspiring others to step into STEM.

    Katrina’s method of converting mining by-products to zeolite LTA – which can remove contaminants from water that cause hardness – will be commercialised. Her postdoctoral research examines how to break down dangerous ‘forever chemicals’ into benign ones. Altogether, Katrina’s work is a possible foundation for reducing global contamination.

    A proud Mabuigilaig and Goemulgal woman who has long advocated for First Nations knowledge, Katrina also participates in community engagement programs. She is frequently told by the students she speaks to that she’s the first Indigenous scientist they’ve met. Her work has been recognised with several awards and she is already well known in her field.

    MS. JEAN-PIERRE:  All right, everybody.  Hey, everyone.
    Q    Hi.
    MS. JEAN-PIERRE:  Hi, hi, hi.  Okay.  I know this is a short flight, but I do have a couple things at the top that’s important.
    So, to start, I wanted to mention that open enrollment in the Federal Care Act marketplace, where more than 20 million Americans get health insurance, starts today.  More than a decade after passage of the law, Americans’ health care remains under threat.  Just this week, Speaker Johnson promised massive reform to the ACA.  The Republican Study Committee budget cuts a staggering $4.5 trillion from the ACA, Medicaid, and the Children’s Health Insurance Program, consistent with every budget proposed by the former president.
    Senator J.D. Vance has taken aim at the very idea of the risk pooling between healthy and sick which lies at the heart of the ACA.  And Republicans in Congress have made clear that one of their first orders of business would be raising premiums in ACA health insurance by an average of 800 bucks per person per year.
    President Biden and Vice President Harris have done the po- — the opposite, bringing health insurance to more than ev- — more than ever — mor- — more people than ever before, lowering ACA premiums by 800 bucks per year, getting rid of red tape that the prior administration used to try to keep people from enrolling and expanding enrollment support.
    The president and vice president will keep standing up for the affordable health insurance, and they will block any attempt to rip it away. 
    Shifting gears just a second, I wanted to quickly discuss a recent ProPublica series highlighting reports of women in states like Texas and Georgia who have died after being denied the lifesaving care they need because of extreme abortion bans.  The stories are heartbreaking, scary, and sickening a- — sickening.  It’s hard to believe or accept as reality, and it’s completely unacceptable. 
    This should never happen in America, but, sadly, it is, and tho- — and these abortion bans that are denying women lifesaving care are only possible because the former president appointed three Supreme Court justices who overturned Roe v. Wade.  The devastating and gut-wrenching consequences of these bans put in place are — enforced by Republican elected officials are very clear. 
    President Biden and Vice President Harris believe that women in every state must have the right to make deeply personal decisions about their health.  They also believe that no woman should ever be denied the care she needs.  They will continue to fight back against these extreme bans and call on Congress to restore the protections of Roe v. Wade into federal law.
    And finally, we’re en route, as you all know, to Philadelphia, where the president will announce new actions to further his administration’s historic support for unions.  While in Philadelphia, he’ll announce that his administration has protected 1.2 million pensions because of the American Rescue M- — Rescue Plan’s Butch Lewis Act.  During the visit, President Biden will announce new funding to prevent cuts to the earned pensions benefits of 29,000 UFCW workers and retirees.
    As you can see to my right, I’m joined by acting secretary — Labor Se- — Labor — Labor, Julia Su, who will share more about today’s action and the historic work the President Biden — the president and the vice president have done to support unions.
    ACTING SECRETARY SU:  Thank you so much, Karine.  Thank you all for being here.  And so, Karine mentioned this.  We are headed to Philadelphia to announce the restoration of the UFCW Tri-State Pension Fund.  This is part of the president’s commitment, which he has had from day one, to do right by working people.  We know that when jobs are good, when working people are protected, our economy is stronger; our nation is stronger. 
    This is the third event that I’m doing like this.  The — the first one was with the carpenters in Detroit.  The second was with the Teamsters in Centralia, Illinois.  Again, you know, a situation where working people who had worked a lifetime and were expecting to be able to retire with dignity because of their pensions were seeing the end of those pensions and were going to see their — their benefits slashed dramatically.
    Because of the Butch Lewis Act, because of the actions of President Biden and Vice President Harris — noting that Vice President Harris cast the deciding vote to pass the American Rescue Plan, of which the Butch Lewis Act is a part — because of that, these individuals are now going to be able to retire, to be able to live with dignity, to be able to take care of themselves and their families as they expected.
    This announcement also comes, obviously, on the same day that we’ve had a jobs day, and, you know, it’s always a time to talk about good jobs, because this administration now, you know, has presided over more jobs being created than any other administration in the same time period.  It’s now over 16 million jobs.  GDP remains strong.  Inflation is still falling.  Wages are still increasing.  Wages have grown faster than inflation for now 17 months straight.  And the unemployment rate remains at 4.1 percent, so it’s been around 4 percent for the longest stretch since the 1960s.
    So, labor market remains very strong, and this shows what happens when you have a president and a vice president who are fighting for workers every single day.
    MS. JEAN-PIERRE:  All right.  Thank you.   Go ahead.
    Q    Thank you, Secretary.  On the jobs report, should Americans be concerned of — that the economy is cooling in this moment, and what is the administration doing at the moment to ensure that jobs continue to be generated going forward?
    ACTING SECRETARY SU:  Great.  So, two questions and two answers.  No, we should not be concerned about cooling.  There were some anomalies last month that led to a much lower jobs number.  One was, of course, the devastating hurricanes — back-to-back hurricanes that hit the southeast part of the country.  You know, we saw people who lost their lives, lost their homes, lost their businesses.  The federal government was on the ground immediately, working with state and local authorities to do everything from search and rescue to clearing roads to making sure that people had water and power back.
    But in terms of the jobs numbers, it meant that there were employers who, you know, would have been hiring or may have been even ramping up because of the holiday season coming up who just simply couldn’t do that.  So, the hurricanes had a really big effect.
    And then, of course, there were workers on strike — over 30,000 of them.  And the — when they’re on strike, their numbers also, you know, show up as a decrease in the jobs.  Just the — the nature of the — of the numbers.
    But what do we need to do to continue the incredible economy that we have had is to keep on making the investments that the Biden-Harris administration has had, you know, the — where we’ve got over 60,000 infrastructure projects going on around the country.  I’ve visited many of them.  We have apprenticeship programs bursting at the seams.  People being able to look for jobs and get jobs in communities that were shuttered, where factories were closed in the last administration, now opening up again.  And we just need to keep up that work.
    Q    Can I ask about the Boeing strike situation?  It sounds like there’s a vote set for Monday, if memory serves.  Can you speak to what your view is — is on the latest on that and whe- — whether membership will accept?  Will you expect that this will pass —
    ACTING SECRETARY SU:  Yes.
    Q    — as opposed to the previous time when it (inaudible)?
    ACTING SECRETARY SU:  Yes.  So, I was in Seattle from Monday to Wednesday.  I brought the parties together at the — at my office in Seattle.  They, you know, deserve a lot of credit.  I want to acknowledge the leadership of both the machinists and Boeing for coming to the table and doing the hard work of negotiating. 
    You know, the president says this all the time; the vice president acknowledges this all the time: Collective bargaining works.  It doesn’t always look pretty from the outside, but when workers have a voice, when unions are strong and workers are able to help determine the conditions of their work, their wages, the future of their industry, it’s better for everybody. 
    And so, now they have a — an unprecedented offer on the table that many people thought was impossible.  And — and they’re — they’re going to vote on it on Monday. 
    Q    Sounds like you think it’ll pass. 
    ACTING SECRETARY SU:  I don’t know.  You know, I — you know, we believe as — that — that it’s up to the members, of course.  You know, but these workers have not seen a wage increase like this in a very, very long time. 
    In fact, the first-year wage increase is more than what they’ve had in — in the last many years combined.  So, it’s a — it’s really a sign of collective bargaining working. 
    And, you know, workers exercise their right.  They — you know, i- — that they’re part of what we’re seeing in a Biden-Harris America of — of a new era of worker power, and it is resulting in not just the tremendous job growth we keep talking about but really more equity and more — more powerful working people. 
    Q    You touched on this.  But just to be specific, because the president said in his statement that job growth is expected to rebound in November as the hurricane recovery and rebuilding efforts continue, can you give us a sense of what you would project that that could look like?  What could the November picture be?
    ACTING SECRETARY SU:  So, obviously, the — the devastating weather-related phenomena that we have been facing, you know, has an impact — right? — has a devastating, direct, personal impact on communities that are affected.  It also has an impact on the economy. 
    And so, barring something else like that, you know, that was not a sign of weakness in the economy.  That was really a — you know, a weather-related phenomena.  And so, barring that, we expect, you know, those communities to recover. 
    We’re obviously not just watching it happen or hoping it happens.  We’re in there helping it to happen. 
    And so, you know, again, the investments that we’re making is really the key here, right?  We would not have seen the kind of economy — the 16 million jobs created — without that.  This is not an administration that has just, you know, hoped for the best.  It’s one that inherited the economy that was still reeling from a global pandemic that the last administration had no idea how to address. 
    And what we have done is, you know, really, you know, exceeded all expectations on the recovery.  We need to keep on doing that work.  We need to make sure that those infrastructure projects keep breaking ground; that the fabs that are being built, you know, are completed.  And having union workers do that is a part of that too. 
    And so, you know, there’s no reason to expect that the resilient economy that we’ve seen so far will not bounce back from the anomalies of October. 
    Q    Was President Biden’s transcript altered — 
    MS. JEAN-PIERRE:  Hold on — hold on a second.  Wait a minute. 
    Q    Yeah.  (Laughs.)
    MS. JEAN-PIERRE:  Wait a minute.  Is — any other for the secretary?  Can I have her sit down if — if we’re done?
    Q    Keep it tight, because we’re going to land soon.
    MS. JEAN-PIERRE:  Oh, okay.  All right.

    MS. JEAN-PIERRE:  Be careful.  Hold on.  I’m going to let AP go first. 
    Go ahead, AP.
    Q    Thank you, Karine.  On AP’s reporting from last night about the potential doctored co-  — about the doctored comments in the recent transcript.  Were you aware that the Press Office — White House Press Office had done this before the stenographer had taken an approval?
    MS. JEAN-PIERRE:  So, look, I was asked this question — multiple versions of this question on Wednesday.  I don’t have anything else more to share.  What I can say is — and the president put out a statement that was tweeted out — that’s on X, obviously — ver- — being very clear what he meant, understanding that his words could have been taken out of context. 
    He was talking about the comedian.  He was talking about the hateful rhetoric coming out of — from the comedian at the Sunday rally in Madison Square Garden. 
    And I said this on Wednesday, and I’m going to keep saying this is that the president is always going to continue to call out hateful rhetoric. 
    But of course — of course — and you see this today with the pensions announcement; you saw it this week when he went to Baltimore to an- — to announce some ports infrastructure investment, $147 million that went to Baltimore — to Maryland, specifically; 27 states, 11 of those states are red states.  I mean, these are things that the president wants to continue about, and he always will be a president for everyone, even if you did not vote for him. 
    I don’t have anything else to share beyond that.  What I — what we want to make sure — we think what the most important thing for Americans to know is that this is a president that went back and wanted to clarify what he said, because he didn’t want to take it out of context.  I think that says a lot about this president.
    And we’ve been pretty consistent about him wanting to be a president and continuing to be a president for all Americans.  And that’s what you’re going to see.  I don’t have anything else to add beyond that.
    Q    What does the — have you all received reports about Iran potentially having a re- — a strike against — a retaliatory strike from its proxies?
    MS. JEAN-PIERRE:  So, as you said, there are reports that Israeli in- — intelligence suggests Iran is preparing to attack Israel from Iraqi territory in the coming days, possibly before the U.S. presidential election.  Is — is that the U.S. view as well?  You know, I’m not — I’m going to be really careful.  I’m not going to — to your question, I’m not going to speculate or discuss intelligence assessments on this from here.
    So — but we’ve been very clear that Iran should not respond.  I said this on Wednesday.  We will continue to support Israel.  Our support for Israel’s security is ironclad.  And — and if they choose this to do so, obviously we will continue to support Israel as they continue to protect themselves and their security. 
    So, I don’t have anything to share.  I’m not going to read into that.
    Q    Is the president aware of former President Trump’s comments about Liz Cheney that he made last night?  And does he have a reaction to that?
    MS. JEAN-PIERRE:  So, he’s aware.  Obviously, you all have done — have covered — covered those remarks.  Here’s what I would say to that.  It is — it is unacceptable; it is dangerous to — to — to s- — to speak to political violence, to talk about political vi- — violence, to lift up political violence. 
    And what we are doing and we will continue to do is denounce that, condemn that.  There is no place, anywhere, for any type of violence, no place for political violence. 
    And it — and this is a time we shouldn’t be using inflammatory language.  We should be specifically focusing on bringing the country together, and that’s what this president wants to see, and that’s what he’s going to continue to speak to. 
    Q    Do you think those comments put Liz Cheney at risk?
    MS. JEAN-PIERRE:  I mean, look, I can’t speak to that.  I can’t get into hypotheticals.  What we know is that those type of comments tend to be dangerous, right?  They can be dangerous. 
    That’s — we’re hearing violent rhetoric, and we’re going to continue to condemn that.  It is inappropriate in the political space, and — and it is inflammatory language that should not be said by anyone, certainly by — not when someone has a — a leadership — national leadership.
    Q    Has there been any discussion about heightening the security preparations this week in response to what we’ve seen?  Whether it’s, you know, ahead of the election, after the election for certain members of Congress, what does that look like at this point?
    MS. JEAN-PIERRE:  For certain members of Congress specifically?
    Q    Well, just for that and then broader security preparations.
    MS. JEAN-PIERRE:  Well, look, I — I would have to — as it relates to Congress, obviously, that’s the — something for — the Capitol Police can speak to.  I can’t speak to that.
    Look, I think that what you’ll see from this — from this president is that, you know, free and fair elections and especially peaceful election are the cornerstone of our democracy.  And election officials and poll workers are dedicated to public servants who make our democracy work, and they deserve to do their job — their job safely and freely without harassment, without threat of violence. 
    So, we strongly condemn anyone who threatens or harasses them.  And so — but I also believe and we also believe that people should trust in our institutions and trust that this will be a free and fair election.
    Q    What about Lebanon?  Can you give us a status report?  Are those talks dead?
    MS. JEAN-PIERRE:  So, a couple of things.  As you know, Brett and —

    We, the ministers of foreign affairs and ministers of national defence of Canada and the Republic of Korea (ROK) met on November 1, 2024, in Ottawa, Canada, for the inaugural Canada-ROK Foreign and Defence (2+2) Ministerial Meeting (“the ministerial”). The ministerial builds upon the elevation of our diplomatic relationship to that of a Comprehensive Strategic Partnership (CSP) and is a key deliverable of the CSP Action Plan launched in July 2024.

    We, the ministers of foreign affairs and ministers of national defence of Canada and the Republic of Korea (ROK) met on November 1, 2024, in Ottawa, Canada, for the inaugural Canada-ROK Foreign and Defence (2+2) Ministerial Meeting (“the ministerial”). The ministerial builds upon the elevation of our diplomatic relationship to that of a Comprehensive Strategic Partnership (CSP) and is a key deliverable of the CSP Action Plan launched in July 2024.

    Today, through several new announcements and initiatives, we demonstrate our resolve to deepen cooperation to reinforce global stability in the face of interconnected challenges in the Indo-Pacific and beyond. In this, Canada and the ROK are stronger together.

    Partners for global stability

    We condemn in the strongest possible terms North Korea’s deepening military cooperation with Russia in violation of multiple United Nations Security Council (UNSC) resolutions, including the provision of millions of rounds of ammunition and ballistic missiles to support Russia’s brutal and unjustifiable war of aggression in Ukraine. We are gravely concerned that large numbers of North Korean soldiers have been deployed to Russia, which is a significant escalation with dangerous implications for security and stability in Europe and the Indo-Pacific region. We are closely monitoring what Russia provides North Korea in return for weapons and military personnel, including Russia’s possible provision of sensitive technology to advance North Korea’s weapons of mass destruction (WMD) and ballistic missile programs. We call on North Korea and Russia to immediately cease these unlawful and destabilizing activities and to withdraw North Korean troops from Russia. Recognizing that the security of the Indo-Pacific and Euro-Atlantic regions are increasingly interconnected, we commit to actively pursuing further measures together with the international community. 

    We call on Russia to withdraw its forces immediately, completely, and unconditionally from all Ukrainian territory to its internationally recognized borders; we reiterate our unwavering support for Ukraine and the Ukrainian people, and we remain steadfast in our commitment to protect and defend Ukraine’s sovereignty and territorial integrity. 

    We express our deep concern with any nation’s efforts to support Russia’s war economy, such as through the transfer of dual-use materials, including weapons components and equipment, which enable Russia to prolong and sustain its illegal war in Ukraine.

    We condemn North Korea’s nuclear weapons and other weapons of mass destruction (WMD) and ballistic missile programs, and continued missile launches, including its intercontinental ballistic missile (ICBM) test on October 31 (local time), which threatens peace and stability in the region and across the globe, are in violation of multiple UN Security Council resolutions (UNSCRs) and international law. It only demonstrates that North Korea continues to prioritize its unlawful WMD and ballistic missile programs over the well-being of its people, and we call on North Korea to cease its destabilizing actions. We reaffirm that any further nuclear test by North Korea would be met with a strong and resolute response from the international community. We continue to call for the complete, verifiable, and irreversible dismantlement of North Korea’s WMDs. The ROK reiterated the goals of its Audacious Initiative and ‘August 15 Unification Doctrine’ and

    Canada expressed strong support for the ROK’s efforts to achieve a denuclearized, free, peaceful, prosperous, and unified Korean Peninsula.

    Both countries remain committed to multilateral sanctions evasion monitoring efforts and Canada will continue to provide assets via the Canadian Armed Forces’ Operation NEON. 

    We were pleased to join other participating countries last month in launching the Multilateral Sanctions Monitoring Team (MSMT). We reaffirm the goal of assisting all UN Member States in implementing UN sanctions on North Korea by publishing information on sanctions violations and evasion attempts.

    We highlight the valuable contributions of the United Nations Command (UNC) to peace and stability on the Korean Peninsula. The ROK commends Canada for its unwavering support of the UNC since its inception, and Canada’s current leadership role within the UNC through its provision of its Deputy Commander. The co-hosting of the UNC Ministerial together this year is a symbol of our powerful ties and shared priorities in the areas of security and defence, and we will continue to collaborate closely to strengthen cooperation among the ROK, UNC and its Member States.

    The ROK and Canada are committed to working together to actively promote and protect human rights in the Indo-Pacific and around the world, including within North Korea and to seeking accountability for human rights violations.

    We reiterate that the situation of human rights in North Korea is intrinsically linked to international peace and security, and we call on North Korea to engage fully and constructively with the international community, including during its upcoming Universal Periodic Review at the Human Rights Council. We also look forward to the next iteration of the Canada-ROK North Korean Human Rights Dialogue.

    Canada and the ROK affirm our commitment to a free and open Indo-Pacific, based on the rule of law and the peaceful resolution of disputes. We continue to advocate for peace and stability throughout the Indo-Pacific region.  We oppose any unilateral attempts to change the status quo in the Indo-Pacific. We reaffirm that maintaining peace and stability across the Taiwan Strait is indispensable to international security and prosperity.

    Canada and the ROK express their support for the global maritime order based on international law, including the UN Convention on the Law of the Sea (UNCLOS). We express concern about developments in the South China Sea, and emphasize the importance of maintaining peace, security, stability and freedom of navigation and overflight in and above the South China Sea , consistent with UNCLOS.

    Canada appreciates the ROK’s participation in the Conference on the Human Dimension of Ukraine’s 10-Point Peace Formula, hosted by Canada, Ukraine and Norway in Montreal on October 31st, demonstrating our joint resolve to end Russia’s war in Ukraine. Canada and the ROK will continue to discuss ways to jointly support Ukraine’s Peace Formula, while providing the support Ukraine requires to secure a just and lasting peace.

    Indo-Pacific partners

    Canada and the ROK acknowledge the Indo-Pacific region’s pivotal role in shaping global geopolitical and economic relations in the 21st century, with long-term implications for our shared prosperity and security. Canada and the ROK share a common vision for the region to be more secure, free, peaceful, prosperous, inclusive, and sustainable.

    In this context, we congratulate the organizers of the successful Canada-Korea Forum held on October 24-26, 2024 in Montreal, and the Korean Peninsula Symposium on October 23, 2024, co-organized with the Embassies of Japan, and the United States.

    To deepen and implement bilateral collaboration in the region, we announce today the launch of the Canada-Korea Indo-Pacific Dialogue, where our respective Special Envoys for the Indo-Pacific will engage on identifying synergies and joining action on shared regional priorities.

    We also look forward to the Indo-Pacific High-Level Forum, co-hosted by the ROK and Australia, in Seoul on December 13, as we recognize the importance of cooperation with the broader community of Indo-Pacific partners.

    In 2025, we look forward to Canada’s G7 Presidency and the ROK’s hosting of APEC. We further elaborated today how our two countries will establish synergies and use our leadership for cooperation on regional and global challenges. Canada looks forward to working with the ROK on advancing G7 priorities as relevant, including building economies that benefit everyone, fighting climate change, and managing rapidly evolving technologies. Furthermore, the ROK and Canada look forward to working together for a productive APEC in 2025.

    As actively engaged global partners, we will deepen our collective engagement with ASEAN, leveraging the ROK-ASEAN Comprehensive Strategic Partnership and the Canada-ASEAN Strategic Partnership, while reaffirming our commitment to the principle of ASEAN Centrality.

    Partners in security and defence   

    Canada and the ROK are committed to deepening partnerships in security and advancing shared defence priorities through bilateral and multilateral initiatives.   Canada and the ROK will strengthen bilateral and multilateral exercises, including holding regular Army Staff Talks, with the inaugural edition to be hosted in Canada.  

    We are committed to jointly delivering and collaborating on Women, Peace and Security, so that women have full, meaningful and equal participation in defence and security, peace operations and peace negotiations. As we seek to enhance women’s participation in conflict prevention, conflict resolution, and post-conflict state building, Canada and the ROK will leverage the ROK’s 2024-2025 UNSC seat to jointly advance the Women, Peace, and Security agenda globally as well as in the Indo-Pacific region.

    We will continue to cooperate on maritime safety, and combat illegal, unreported, and unregulated fishing, including through detecting dark vessels and joint patrols under Operation North Pacific Guard. We will also continue to explore ways of addressing maritime security challenges in the Indo-Pacific through enhanced maritime domain awareness and relevant instruments such as the Regional Cooperation Agreement Combatting Piracy and Armed Robbery against Ships in Asia (ReCAAP).

    We will further utilize the Canada-Korea Memorandum of Understanding on Defence Materiel Cooperation to share technical information, discuss defence equipment and technology issues of mutual interest, and identify opportunities for bilateral defence materiel cooperation, and hold the 3rd Joint Meeting (Materiel) in Canada in 2025.

    We agree to expand our work within the Canada-Korea Memorandum of Understanding on Defence Research and Development, to encourage collaboration between respective defence research and development organizations.

    Canada welcomes the contribution of the ROK as a NATO partner and commits to working with the ROK to advance its Individually Tailored Partnership Programme. Canada further welcomes the ROK’s recent participation at the NATO Defence Ministers’ Meeting in Brussels. 

    Addressing non-traditional security challenges

    We recognize that climate change is the defining challenge of our time and a threat multiplier that impacts our collective security, including within the Indo-Pacific and Euro-Atlantic areas, and we affirm our strong support for NATO’s Climate Change and Security Agenda. 

    We acknowledge that our democratic values, institutions and processes, and our citizens’ fundamental freedoms, are increasingly vulnerable to hybrid and digital threats, such as foreign interference and disinformation, and we will continue to expand our cooperative efforts to combat these threats.

    We are committed to addressing threats and seizing opportunities linked to cybersecurity and emerging technologies, including threats to the rule of law, democracy, and critical infrastructure. We are pleased to announce today that we will hold Canada-Korea Cyber Policy Consultations to exchange information on each other’s policies, strategies and capabilities. Canada is also pleased to note the ROK’s fruitful engagement with the NATO Cooperative Cyber Defence Centre of Excellence in Tallin, Estonia, of which Canada is also a member.

    We recognize the importance of the responsible use of artificial intelligence, including in the military domain. Canada commends the ROK for hosting several high-level international gatherings on AI to advance discussions on global AI governance, including the AI Seoul Summit in May 2024, and the Responsible Artificial Intelligence in the Military domain (REAIM) Summit in September 2024, in Seoul. We strongly support the Seoul Declaration for safe, innovative, and inclusive AI and the principles for the responsible development, deployment, and use of AI in the military domain articulated in the REAIM Blueprint for Action.

    The relationship between our two nations dates back centuries; reinforced by our countries’ collective efforts to defend peace and security on the Korean Peninsula since the Korean War. We commit to meeting in this format on a biennial basis and look forward to the next iteration of this Ministerial in 2026, where we will reflect on and examine how we may further build upon the achievements stemming from today’s discussion.

    Today, the Ministers of Foreign Affairs and Defence of Canada and the Republic of Korea announced that our countries have agreed to:

    • Hold this Ministerial on a biennial basis and look forward to its next iteration in 2026 to follow-up on the achievements of today’s discussion.
    • Launch the Canada-Korea Indo-Pacific Dialogue, where our respective Special Envoys for the Indo-Pacific will engage on identifying synergies and joint action on shared regional priorities, including in the North Pacific.
    • Advance bilateral diplomatic intelligence cooperation and analytic exchanges between our respective foreign ministries.
    • Expedite the negotiations to finalize the Agreement on the Protection of Classified Military/Defence Information.
    • Explore measures to facilitate and deepen military operational cooperation.
    • Strengthen bilateral and multilateral exercises, including holding regular Army Staff Talks, with the inaugural edition to be hosted in Canada.
    • Hold the 3rd Joint Meeting (Materiel), hosted by Canada in 2025 under the Canada-Korea Memorandum of Understanding on Defence Materiel Cooperation, and continue to identify and expand opportunities for defence cooperation.

    WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) joined U.S. Senators Mike Lee (R-UT) and Roger Marshall (R-KS) in demanding answers from U.S. Department of Homeland Security (DHS) Secretary Alejandro Mayorkas as to how the department plans to address the surge in tuberculosis (TB) from illegal aliens being released into the U.S.
    In a letter to Secretary Mayorkas, the senators admonished his management of the worst border crisis in U.S. history, which has put the lives and property of Americans at risk of harm. They also demand answers, by November 13, 2024,  on whether the department is releasing aliens with TB, and what measures are being taken to prevent TB from spreading.
    “For the past 4 years, Joe Biden and Kamala Harris have willfully opened our borders, allowing millions of criminals, murderers, drug dealers, and terrorists to flood into our country unchecked,” said Senator Tuberville. “As a result, innocent Americans like Laken Riley and Jocelyn Nungaray have been brutally murdered by illegal aliens. But it doesn’t stop there – there have been no health screenings of these populations. Since the creation of the administration’s illegal parole programs, we have seen a 16% rise in Tuberculosis cases between 2022 and 2023 alone. How many more Americans have to needlessly lose their lives before the Biden-Harris administration will take the open border seriously? I join my Republican colleagues in calling on Secretary Mayorkas, Joe Biden, and Kamala Harris to secure the border and save American lives.”

    Secretary Mayorkas,
    Your mismanagement of the border continues to jeopardize the health and safety of American citizens. Due to your negligence and refusal to enforce our current laws, tuberculosis (TB) is rapidly spreading through the millions of unscreened illegal immigrants released into the interior of the United States putting American lives and health at severe risk.
    While the United States previously had one of the lowest TB rates globally, steadily declining for 27 years, your appointment as the Secretary of Homeland Security in February 2021 ushered in a new era. Since then, TB case counts have continuously increased each year with a 16% increase from 2022 to 2023 alone. It is well-documented by academics and government agencies such as the Centers for Disease Control and Prevention (CDC) and the National Institutes for Health (NIH) that foreign-born persons represent the greatest threat for the spread of TB, some of whom come from countries with TB rates as high as 60 times the U.S. rates.
    Despite this increasing human health risk, you have turned what was once border security into a rubber-stamp for any individual seeking access to the interior. Since the start of Fiscal Year 2021, Customs and Border Protection recorded nearly 11 million inadmissible encounters and roughly two million known “gotaways” who evaded Border Patrol agents with unknown numbers of illegal aliens evading detection altogether. Rather than requiring immigrants to apply for status prior to arriving at the border, and undergo health screenings, your policies encourage immigrants to unlawfully enter the interior with no meaningful processing, screening, or security analysis. As reported by the Federation for American Immigration Reform (FAIR), the top seven nationalities encountered by CBP—Mexico, Venezuela, Guatemala, Honduras, Cuba, Colombia, and Haiti—all have significantly higher TB case rates than the U.S. There can be no doubt that your administration’s failure to enforce the law is the cause for the dramatic and dangerous rise of TB in the U.S.
    While unscreened illegal immigrants are bringing TB into the U.S., they are not the only ones suffering from it. As the CDC noted on March 24, 2024, “National [TB] case counts increased among all age groups and among both U.S.-born and non-U.S.-born persons” [emphasis added]. Given TB’s status as one of the world’s leading airborne infectious diseases, it is no wonder that a frightening number of Americans are contracting it. While FAIR correctly details in its report how border counties are bearing the brunt of the TB influx, it is abundantly clear that Americans across the U.S. are feeling the harmful effects of open border policies. The Biden Harris Administration’s border crisis has made every town in America a border town.  Just this month, an illegal Chinese immigrant in Louisiana exposed hundreds of individuals in the U.S. to a rare and aggressive form of TB with high mortality rates.
    There are many laws on the books to combat illegal immigration and its harmful effects, and it is past time for this administration to use them. In addition to closing the border, detaining and deporting inadmissible aliens, and working with the administration to re-instate the Remain-in-Mexico policy, we request that you reinstate Title 42 expulsion authority for this dangerous communicable disease. It is your duty to protect the health and safety of the American people.  
    Given the severity and time-sensitive nature of this crisis, please provide detailed responses to the following inquiries no later than November 13, 2024:
    Does DHS recognize the correlation between increased illegal immigration to the U.S. from countries with high TB rates and the increase in TB cases in the U.S., including among U.S.-born persons?
    Has DHS taken any meaningful steps to mitigate the spread of TB from illegal immigrants entering the country from high-rate countries?  If yes, please explain.
    Does DHS recognize the increase in tuberculosis cases as a public health crisis?
    Has any DHS employee consulted with the White House on this issue?

    Since January 20th, 2021, how many illegal immigrants has DHS screened for TB or referred to HHS for screening?
    Are illegal immigrants screened for active and latent TB upon transfer to a detention facility?
    If an illegal immigrant tests positive for either form of TB, what are the quarantine/removal protocols to protect border patrol agents and other detainees from infection?

    Has DHS knowingly released or paroled illegal immigrants into the U.S. with an active or latent TB infection?
    Does DHS have a contingency plan to address the rising number of TB-positive illegal immigrants entering the U.S. and prevent the spread to Americans? 
     If so, please explain.
    Does this plan include coordination with the CDC and HHS to strengthen screening and testing protocols for TB-positive illegal immigrants?
     Does this plan include using Title 42 expulsion authority under 8 U.S.C. §1182 to render immigrants with TB inadmissible?

    Have you discussed this issue with HHS Secretary Xavier Becerra?
    If so, did the discussion include using Title 42 authority to declare TB a communicable disease of public health significance, thereby rendering immigrants with TB inadmissible?
    If not, why not?

    Have you discussed this issue with U.S. Surgeon General Dr. Vivek Murthy?
    If so, did the discussion include using Title 42 expulsion authority to suspend entry for immigrants with TB?

    WASHINGTON, D.C. – U.S. Senator Gary Peters (MI), Chairman of the Homeland Security and Governmental Affairs Committee, applauds the Department of Homeland Security’s (DHS) decision to designate Lebanon for Temporary Protected Status (TPS) for approximately 11,000 Lebanese individuals currently in the United States. This decision follows months of advocacy by Peters calling on DHS to take this action that will allow Lebanese nationals who are approved to remain safely in the United States due to the ongoing armed conflict in the region.
    “The concerning and rapidly changing situation in Lebanon presents a serious safety risk for the many Lebanese nationals who are currently in the United States,” said Senator Peters. “This announcement is very welcomed news. I pressed the Administration to designate Lebanon for Temporary Protected Status to ensure that the nearly 11,000 workers, students and tourists will be able to remain safely in the United States and work legally to support themselves and their families during the ongoing conflict in the region.”  
    Peters previously sent a letter in June and in early October urging the Administration to make the TPS designation. Following Peters’ first letter, the Administration authorized Deferred Enforced Departure (DED) for Lebanese nationals in the United States. DHS then issued guidance outlining the application process for eligible individuals to apply for DED-based employment authorization. The recent TPS designation for Lebanon will allow eligible individuals to remain safely in the United States for 18 months and give them the ability to work legally to support themselves.
    Below are statements in support of Peters’ calls for Lebanon to be designated for TPS.
    “NNAAC welcomes the decision to extend TPS for Lebanon designation that we have pursued along with Senator Peters while we grieve the loss of so many loved ones in Lebanon. Our priority remains an immediate ceasefire however we will continue pursuing all pathways to protect the safety of our community members,” said Rima Meroueh, Director, National Network for Arab American Communities.
    “These are important protections extended by the Biden-Harris Administration, and a welcomed reprieve for the thousands of Lebanese nationals currently in the country because of the ongoing war on Lebanon. Ensuring that Lebanese nationals in the U.S. are not forced back into harm’s way is an important step,” said Abed Ayoub, National Executive Director for the American-Arab Anti-Discrimination Committee (ADC). “ADC thanks Senator Peters for his commitment to providing these protections.”
    “It is a great relief that the Biden Administration has provided protection to Lebanese nationals here in the United States through TPS, DED, and special student relief.   • MIL-OSI Economics: Call for Applications Digital Spark Challenge 2024

    Widely used social media platforms and rapidly evolving applications facilitate the fast and extensive dissemination of information. With social media and internet users spending a large amount of time online, young people can be vulnerable to fake news and become the targets and/or inadvertent disseminators of false information.
     
    Indonesia and Australia will co-host the Digital SPARK Challenge 2024 (hereinafter also referred to as the ‘Ideathon’) from 30 September to 3 October 2024 in Jakarta, Indonesia, in collaboration with The Asia Foundation and Love Frankie as the organising committee. The Ideathon will provide a platform for youth from ASEAN Member States (AMS), Timor-Leste and Australia to exchange views and pitch their ideas on innovative ways to address fake news and its impacts through social media campaigns.
     
    Through a 4-day immersive workshop, up to 24 teams of two (two teams from each participating country) will be invited as participants of the Ideathon to develop a deeper understanding on fake news identification and mitigation, as well as its impacts to society, and be equipped with communication and advocacy tools to address them. Participants will be guided through a collaborative and participatory learning process to develop ideas for powerful online campaigns to address this issue. Selected experts will serve as on-site mentors and judges. The winning team will be further supported to implement their campaign idea.
     
    Eligibility

    Below criteria and qualifications are applicable for every member of each team:
     
    Each team must consist of two (2) persons only.
    Must be between 18-25 years old at the time of application.
    Members of each team must be citizens of the same participating country (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, The Philippines, Singapore, Thailand, Viet Nam, Timor-Leste, and Australia).
    Must not be government officials or affiliated with government.
    Must have the ability to travel (in-country and cross country) and own legitimate travel documents, such as a passport that is valid for at least six months beyond the date of arrival in Indonesia.
    Must be available to fully attend a 4-day program in-person in Jakarta, Indonesia from 30 September to 3 October 2024 (plus travel days).
    Both members of the winning team must be committed to collaborate with the organising committee in developing the campaign idea for implementation.
    Must be able to work and communicate in English.
    Have basic knowledge and experience in using social media platforms for creating online contents for public communication and accessing digital public data.
    Possess the ability to access the Internet and have relevant computer proficiency.
    Be highly motivated to engage collaboratively with representatives from diverse communities in order to strengthen understanding and enhance personal growth in alignment with the program’s goal.
    Demonstrate leadership skills, motivation, time management, accountability, and strong commitment to promoting social impact.
    Themes

    The Digital SPARK Challenge 2024 will focus on two main themes:
     
    Fake news, such as misinformation, disinformation, malinformation.
    Content manipulation, such as AI-generated contents, deepfakes.
    Other important issues such as hate speech, online bullying, privacy violation and online scams can also be covered as they relate to the above themes.

    Award

    All participants will have the opportunity to engage and learn from relevant experts during the Ideathon and will receive certificates of completion.
    In addition, the first-place winner will be awarded:
     
    Grant funding and ongoing mentorship support for campaign implementation.
    Campaign amplification and integration through ASEAN official communication channels.
    Registration
     
    Teams of two (2) participants each are required to register together. To apply, please fill in the form by 8 September 2024. You will be asked to provide your general information as well as provide short responses detailing your initial campaign idea in accordance with your selected theme. Applications will be assessed based on your response to the selection questions. The selected teams will be contacted by the organising committee.
     
    Selected teams will be supported with travel to/from Jakarta and accommodation during the program.
