    Defendant Allegedly Raised Over $40 Million While Misrepresenting Financial and Sales Information

    SAN FRANCISCO – A federal grand jury indicted Baba Nadimpalli, the founder and former Chief Executive Officer of SKAEL, Inc. (SKAEL), with securities and wire fraud for defrauding investors and misleading them about the company’s revenue, annual recurring revenue (ARR), and other financial and sales information.

    According to an indictment filed Jan. 17, 2024 and unsealed Sept. 23, 2024, Nadimpalli, 41, a citizen of Australia who resided in San Francisco, Calif., founded SKAEL in 2016 and served as its Chief Executive Officer from 2016 until July 2022.  SKAEL was a San Francisco-based, software-as-a-service (“Saas”) company that claimed to provide its corporate clients with artificial intelligence and automation software to assist customers with mundane, time-intensive tasks by building “Digital Employees,” which SKAEL claimed could connect databases, synthesize large amounts of information, provide information and insights, and perform tasks.  SKAEL earned revenue by charging implementation fees for the building of Digital Employees and subscription fees for the use of the Digital Employees once they were built.

    The indictment alleges that from January 2020 until about February 2022, SKAEL raised over $40 million in three rounds of financing. To induce prospective and existing investors to invest, Nadimpalli allegedly made false claims regarding SKAEL’s revenue and ARR (a measure of total revenue expected per year from committed customers with signed contracts, an important metric for investors), as well as customer and sales information.  For example, in or around 2021, Nadimpalli allegedly provided materially false information to investors in advance of their investments in SKAEL, including representing that SKAEL was receiving ARR from certain companies that did not subscribe to SKAEL’s software and services; overstating ARR from certain customers who were SKAEL customers; and representing that customers who had terminated their SKAEL subscriptions were current customers with ARR.

    The indictment further alleges that in or around February 2022, SKAEL raised approximately $30 million in a Series A preferred stock offering which valued SKAEL at approximately $230 million after closing. In connection with the stock offering, Nadimpalli allegedly directed the creation of an electronic data room for potential investors that contained (1) a spreadsheet that Nadimpalli maintained that contained materially false information about the company’s ARR and customers; (2) a materially false profit and loss statement; (3) a financial metrics spreadsheet that contained materially false subscription revenue and ARR amounts; and (4) an investor presentation that contained materially false information about the company’s ARR, revenue, and customer adoption.

    As described in the indictment, in furtherance of the scheme, Nadimpalli provided an investor and a financial employee false bank account information that included purported customer payments that had not actually been deposited.

    Nadimpalli is charged with three counts of securities fraud and seven counts of wire fraud.  If convicted of securities fraud, he faces a maximum sentence of 20 years in prison and a fine of $5,000,000.  If convicted of wire fraud, he faces a maximum sentence of 20 years in prison and a fine of $250,000.  However, any sentence following conviction would be imposed by the court after consideration of the U.S. Sentencing Guidelines and the federal statute governing the imposition of a sentence, 18 U.S.C. § 3553.

    An indictment merely alleges that crimes have been committed and the defendant is presumed innocent unless and until proven guilty.

    The announcement was made by U.S. Attorney Ismail J. Ramsey and Federal Bureau of Investigation (FBI) Special Agent in Charge Robert K. Tripp.

    The case is being handled by the Corporate and Securities Fraud Section of the U.S. Attorney’s Office for the Northern District of California.  Assistant U.S. Attorneys Noah Stern and Ilham Hosseini are prosecuting the case with the assistance of Mark DiCenzo. The prosecution is the result of an investigation by the FBI.  The U.S. Attorney’s Office and the FBI thank the San Francisco Regional Office of the Securities and Exchange Commission, which announced today a parallel civil enforcement action against Nadimpalli in the Northern District of California.

  • MIL-OSI Global: Fan reviews and parodies of Amazon’s The Rings of Power show that ownership is not just determined by contracts

    The fan reaction to season one of The Rings of Power in 2022 was, to put it mildly, very mixed. Following the 2017 announcement that Amazon had bought the rights to adapt some of J.R.R Tolkien’s lesser-known work, many fans were cautious in their celebration.

    I research fandoms, so I am particularly drawn to the levels of critical analysis and humour fans employ in their review videos and parodies of The Rings of Power. They highlight that while multi-billion-dollar corporations may have the financial clout to own valuable IP and some of the biggest entertainment franchises, ownership is not just determined by contracts.

    Peter Jackson’s The Lord of the Rings trilogy (2001-2003) stands as testament to the director’s passion for Tolkien, Middle Earth and cinematic storytelling.

    With The Rings of Power, Amazon was clearly trying to capture some of that for the small screen. They hoped to use the franchise to compete with other streaming platforms such as Netflix and Disney+, as well as copy HBO’s success with series like Game of Thrones. Epic fantasy television offered Amazon the potential for new subscribers, awards and priceless word-of-mouth marketing.

    However, that is not quite what happened. Early promotion for season one was scarce, the teaser trailer was ratioed (meaning it had thousands more dislikes than likes) and a campaign to use social media influencers and vloggers as promoters backfired.

    When marketing backfires

    Amazon flew a number of social media influencers and vloggers to Mallorca in Spain to watch the first teaser trailer, and then filmed their praise and reactions to be shared on their channels and Amazon’s own social media.

    But fans quickly spotted that a number of the influencers and vloggers had never made Lord of the Rings content before and most of the reactions were scripted, depending on language and nationality of the vloggers. When these promos started to be ratioed on YouTube, Amazon took them down.

    Now with season two upon us, the lack of faith in Amazon’s adaptation has not only continued – it has noticeably grown. Some content creators have reacted negatively to the company’s and showrunners’ attempts at turning the very small amount of the story and lore, to which they have rights, into many hours worth of television.

    Yet, it is how the fans respond which is often more intriguing and revealing than what they are responding to. The overall tone and argument that fans share about the series is that it lacks faithfulness to Tolkien’s world and tries to adapt and copy Jackson’s version of Middle Earth, rather than create something appealing in its own right.

    This is best highlighted in recent videos produced by well-known and controversial Lord Of The Rings fan, Nerdrotic, who outlines in enormous detail how season two has gone further in trying to sound and look like Jackson’s movies.

    The use of clips, dialogue, sound effects and references to press sources raises such content to almost academic level of critique. His cultural capital and knowledge of the story and lore is clearly displayed, and used to both raise the source material up while he puts the Amazon adaptation down.

    This is typical of fans who feel their beloved text is under attack – they come to its defence by building a case for its original quality and value.

    Fan parodies

    The use of parody and humour to pour scorn on the series is also a common practice among fans. New digital technologies like artificial intelligence (AI) allow fans to create a sense of realism that again demonstrates their knowledge and love of the original works.

    Charlie Hopkinson’s Gandalf Reviews deepfake sketches have found an audience that both knows the lore but is also familiar with and enjoys the format of reaction videos made popular on YouTube. Setting Gandalf in a sitcom where he chats with other characters while watching Lord of the Rings may seem glaringly unfaithful to the material, but it uses displacement of those same characters to highlight the importance and value of the original story and movies.

    Fans develop a strong sense of ownership over their favourite media or books. They have taken fantasy, science fiction, comic book and horror franchises to their heart and put time, money and energy into getting to know them in every detail.

    Because of the level of financial and personal investment, they feel they “own” the text and have helped make it popular in the first place. Therefore, they would argue they have every right to feel threatened, angry or frustrated at what they perceive as harm being done to it and so, by extension, them.

    Streaming platforms such as Amazon have tried to stay ahead in an increasingly competitive market by mining well-known IP to lure in fans and non-subscribers alike. However, as The Rings of Power has shown, attempts at courting fans can come at a cost which may never be recouped.

    The relationship between fans and entertainment corporations is as fraught as ever. Amazon needs Tolkien fans, but at the same time doesn’t seem to recognise the fact that the fans may not need them – or another adaption – to keep them entertained. They can do that for themselves.

  • MIL-OSI USA: Governor Ron DeSantis Issues Updates on State Preparedness Efforts Ahead of Hurricane Helene

    TALLAHASSEE, Fla.—Today, Governor Ron DeSantis was joined by Florida Division of Emergency Management (FDEM) Executive Director Kevin Guthrie in Tampa to meet with power and utility linemen staged and ready to respond to power outages caused by Hurricane Helene, and to provide updates on state preparedness efforts before the storm’s landfall.

    Following Governor DeSantis’ request, FEMA approved the state’s pre-landfall disaster declaration request. This will provide important resources and assistance from the federal government, including personnel, equipment and supplies, as well as making available funding sources for emergency protective measures. The pre-landfall declaration request is for the 41 Florida counties included in Executive Order 24-208.

    Governor DeSantis issued Executive Order 24-209 on September 24, updating EO 24-208 and declaring a state of emergency for 61 counties, which allows for state officials to make critical resources available to communities ahead of any potential storm impacts.

    Voluntary and mandatory evacuation orders are in effect in multiple counties statewide. Residents need to evacuate as soon as possible if they are under a mandatory evacuation order. Counties under evacuation orders can be found at FloridaDisaster.org/EvacuationOrders.

    Residents in need of assistance finding or going to a shelter in the Big Bend region for Hurricane Helene can call (800) 729-3413. FDEM team members will be conducting callbacks from messages received last night, as well as accepting new calls today, to facilitate shelter coordination. For additional resources and assistance, residents can call the State Assistance Information Line (SAIL) at (800) 342-3557. Assistance is available in English, Spanish and Haitian-Creole.

    As of 11AM ET, the storm has strengthened into Hurricane Helene, with maximum sustained winds of 80 mph. Helene is expected to move across the eastern Gulf of Mexico and to the Florida Big Bend coast by Thursday evening. Additional strengthening is forecast, and Helene is expected to be a major hurricane when it reaches landfall.

  • MIL-OSI USA: House Science Committee Passes Bills to Advance Research and Technology Development on AI, Nuclear Energy, and Natural Disasters

    Washington, D.C. – Today, the House Science, Space and Technology Committee passed four bills on a bipartisan basis to advance research and technology development, ensuring that the United States remains a global leader in artificial intelligence, energy, and natural disaster resilience: 

    • H.R. 9671, the Department of Energy (DOE) Artificial Intelligence Act, provides updated guidance for DOE’s activities in developing advanced artificial intelligence systems to carry out its national security, energy, and scientific discovery missions. 
    • H.R. 9710, the Small Modular Reactor Demonstration Act, gives direction and guidance to DOE to create demonstration projects and empower research on small modular reactors and micro-reactors. 
    • H.R. 9720, the AI Incident Reporting and Security Enhancement Act, directs National Institute Standards and Technologies (NIST) to use existing vulnerability management processes to account for AI vulnerabilities. 
    • H.R. 9723, the National Windstorm Impact Reduction Program Reauthorization Act, reauthorizes and revamps NIST’s program to improve collaboration and research on the effects of climate change on windstorm behavior. 

    Congresswoman Jennifer McClellan (VA-04), a member of the House Science Committee, successfully offered an amendment to H.R. 9723 based on her recently introduced H.R. 9771, the Building and Upgrading Infrastructure for the Long Term (BUILT) Act. McClellan’s amendment will support interdisciplinary coordination to address the risks to infrastructure integrity resulting from changing climate and environmental conditions.     “As the climate crisis continues to worsen, we must take immediate action to mitigate the most devastating impacts and protect our communities and critical infrastructure systems from harm,” said Congresswoman McClellan. “Devastating extreme weather events remind us of the urgency of the moment and the need to continue improving our resiliency efforts. I offered provisions from my BUILT Act as an amendment to the National Windstorm Impact Reduction Program Reauthorization Act of 2024 to invest in our future by promoting forward-looking research into climate resiliency.” 

    The BUILT Act directs the National Institute of Standards and Technology (NIST) to facilitate research on how climate conditions can affect subsurface properties and how technology can be used to assess infrastructure integrity risks, as well as to convene a workshop of representatives across the public and private sector.

    The BUILT Act is endorsed by the American Geophysical Union and the National Institute of Building Sciences. Both are concerned with the advancement of solutions to solve local and community-based problems with the built environment.

    “The nation’s deficient infrastructure must be improved to protect American lives,” said Dr. George Guszcza, President and CEO of the National Institute of Building Sciences. “NIST recognizes the role lifeline infrastructure plays to support community resilience and recovery after disasters.     • A major international business summit will be heading to London for the first time ever next year.

     

    Today, it was confirmed that the Concordia Europe Summit will be held in the capital in late spring 2025, which will bring together hundreds of global, regional and national policymakers to showcase investment and partnership opportunities across the capital.

     

    The announcement was made at the Concordia Annual Summit in New York, attended by the Mayor of London, Sadiq Khan. The Concordia Summit brings together leaders from the public and private sectors to foster collaboration and create market-led solutions. This year’s theme Navigating a New Era, for the 14th Annual Summit, will cover pivotal topics from the transformative impact of AI on industries to the landscape of international business, geopolitics, migration, healthcare, education, and more. This follows the Salesforce announcement in June of a $4billion investment into the UK including a new office in Southwark.

    The AI Act is a binding legal framework that regulates the use of AI systems according to the level of risk they pose. The AI Act came into force in August 2024, and its significant obligations will take effect in stages over the next three years.

    The AI Pact is a business-focused initiative to help companies prepare for full compliance with the Act, adapt their existing AI compliance processes, and share their ideas and experience through EU-organized workshops.

    One of the most daunting tasks for new leaders is making decisions that impact others. Although the average person makes thousands of conscious decisions each day — some estimates suggest as many as 35,000 — when it comes to making decisions in the workplace, many hesitate.

    A lack of experience often causes new leaders to hold back, intimidated by the fear of making mistakes. The stakes can feel high, as their choices can have far-reaching consequences, not only for themselves but also for the organization and its employees.

    New leaders might face decisions such as delegating responsibilities among team members, prioritizing projects with limited resources or managing conflicts between employees.

    With time and practice, leaders learn to develop decisiveness — the ability to listen to their intuition for making effective, quick decisions. Decisiveness is not about being rash, but about having the confidence to act based on evidence and experience.

    Effective decision-makers balance competing priorities and options while staying deeply aware of the needs of their stakeholders, from employees and colleagues to customers and investors. Once they reach a decision, they follow through with firm, resolute action.

    What sets effective leaders apart is their ability to consistently make decisions that drive organizational success. These leaders understand the difference between operational and strategic decisions, and how each serves a different purpose.

    Operational decisions deal with immediate concerns, focusing on day-to-day activities that require quick responses to keep the business running smoothly. For example, an operational decision might involve addressing a staffing shortage, resolving a technical issue or adjusting a production schedule.

    Strategic decisions, on the other hand, are more complex, involve higher risks and require a broader perspective. They focus on the future direction of the organization and may involve a careful assessment of external factors, such as launching a new product or restructuring a department.

    Building decision-making skills

    But how do emerging leaders develop the skill to confidently make decisions, especially when there are many possible options? To build a strong foundation for decisive leadership, consider these three practical strategies:

    1. Clarify your values

    Understanding your core values is crucial for effective and ethical decision-making. When you and your staff are clear on what matters most to you, decision-making becomes easier.

    For example, if you believe in transparency, you will communicate the decision-making process and outcomes to your team. They will trust that even if they don’t all agree with your decision, they’ll be informed promptly and consistently.

    To gain clarity about your values, reflect on past decisions, consider what felt right or wrong, and identify common themes that guided your actions. You can also use one of the many free assessments available online.

    2. Use a decision-making framework

    There are several tools to help guide confident decision-making, especially early in your career. One simple and effective option is the 5 Ws Framework.

    The framework helps leaders think through these essential questions: Who will be affected? What are the available options? When does the decision need to be made? Why is this decision necessary? And how will the decision be executed?

    Using this framework helps emerging leaders quickly assess all angles of a situation and make thoughtful decisions that ensure no critical factors are missed.

    3. Learn from your network

    One of the most effective ways to develop leadership skills is by learning from others. Observe how your peers and more experienced leaders make decisions, ask them insightful questions and seek their feedback on your own decisions.

    Reflecting on your interactions with them can help you refine your decision-making style and identify areas for growth. It can also help you become more comfortable with ambiguity, risk and uncertainty. The support from your network will boost your confidence and provide much-needed encouragement in times of doubt.

    Other things to keep in mind

    Leaders in AI-integrated workplaces will need not only strong decision-making skills but also the ability to apply a critical ethical lens.

    Artificial intelligence offers many opportunities to accelerate decision-making and improve efficiency. However, the interconnectedness of algorithms, people and data also brings with it complex ethical and sustainability problems.

    To avoid the unintended consequences of AI such as algorithmic bias or privacy violations, leaders across all sectors must carefully evaluate the ethical implications of all decisions and ensure they align with principles of fairness and long-term sustainability.

    In technology-dependent workplaces, emotional intelligence becomes a crucial asset. Leaders who are self-aware and in tune with their emotions can pause to make thoughtful, deliberate decisions, instead of reacting impulsively.

    Mindfulness practices, such as deep breathing and meditation, can help maintain focus and clarity, particularly in situations of high pressure. A clear and centred mind allows leaders to make decisions that align with ethical standards and the long-term interests of people, the planet and profit.

  • MIL-OSI USA: Magaziner Co-Leads Bill to Crack Down on Fentanyl Trafficking at Southern Border

    WASHINGTON, D.C. — The House Committee on Homeland Security today passed H.R.9722: Contraband Awareness Technology Catches Harmful (CATCH) Fentanyl Act. This bipartisan legislation, co-led by U.S. Representative Seth Magaziner (RI-02), will establish a pilot program to use emerging technologies to crack down on fentanyl trafficking and speed up the inspection process at land ports of entry along the border.

    “Fentanyl has claimed the lives of thousands of Americans, and we need to do more to stop the flow of illicit drugs at the southern border,” said Rep. Seth Magaziner. “This bill will leverage promising new technologies at land ports of entry to crack down on fentanyl trafficking and other contraband while allowing legal trade to flow more efficiently.”

    The CATCH Fentanyl Act will require the Department of Homeland Security to establish a pilot program that tests the use of artificial intelligence, machine learning, quantum computing and other emerging technologies to detect contraband, including illicit fentanyl, illegal weapons and human trafficking. The bill also aims to increase efficiencies in inspections and reduce wait times at ports of entry. 

    Currently, the Non-Intrusive Inspection (NII) system program used at ports of entry to scan vehicles and cargo for anomalies such as fentanyl only scans approximately 2% of passenger vehicles and less than 20% of cargo vehicles due to the following issues identified by Customs and Border Patrol (CBP): 

    • Only one-third of the passenger vehicle NII scanning systems CBP plans to use at ports of entry have the capability to adequately scan the undercarriage of vehicles, where fentanyl is often located;
    • Certain NII technology can’t physically fit at ports of entry located on bridges and surrounded by privately-owned land;
    • Machines that scan for weapons of mass destruction (WMD) can’t be placed near cargo scanning machines because of the radiation they release, which causes WMD scanning machines to make false detections;
    • And lines at POEs continue to be eight to 12 hours long during peak times at busier ports.

    The Senate version of this bill was introduced by U.S. Senators John Cornyn (R-TX) and Maggie Hassan (D-NH), and passed out of the Committee on Homeland Security and Governmental Affairs (HSGAC) earlier this year.     On the Commission’s website, in the section entitled ‘European Neighbourhood Policy and Enlargement Negotiations (DG NEAR)’, the 35 chapters of the EU acquis are outlined[1]. The subsection headed ‘Chapter 32: Financial control’ includes the following reference:

    ‘This chapter also requires an institutionally, operationally and financially independent external audit institution that implements its audit mandate in line with the standards of the International Organisation of Supreme Audit Institutions (INTOSAI) and reports to the parliament on the use of public sector resources.’

    In the Commission’s 2024 Rule of Law Report – Country Chapter on the rule of law situation in Cyprus[2], there are various references to these INTOSAI standards.

    On 17 May 2021, the EU Contact Committee, which is the assembly of the heads of supreme audit institutions (SAIs) of the EU Member States and the European Court of Auditors (ECA), which was at that time chaired by the ECA, issued a statement[3] that included the following wording:

    ‘The acquis communautaire provides for an operationally, institutionally and financially independent external audit function, which is in line with the Lima and Mexico Declarations’.

  • MIL-OSI USA: Johnson, Peters, Paul, and Blumenthal Release Bipartisan Report Examining U.S. Secret Service Security Failures and Assassination Attempt on Former President Trump

    WASHINGTON – On Wednesday, U.S. Sen. Ron Johnson (R-Wis.), Ranking Member of the Permanent Subcommittee on Investigations, along with U.S. Senators Gary Peters (D-Mich.) and Rand Paul (R-Ky.), Chairman and Ranking Member of the Homeland Security and Governmental Affairs Committee, and Richard Blumenthal (D-Conn.), Chairman of the Permanent Subcommittee on Investigations, released a bipartisan interim report on the U.S. Secret Service’s (USSS) security planning, communications and coordination failures that contributed to the July 13 assassination attempt on former President Donald. J. Trump in Butler, Pennsylvania. The interim report includes key findings and recommendations to address those failures and ensure the Secret Service can effectively carry out its protective mission.   
    “Shortly after the July 13, 2024 assassination attempt on former President Trump in Butler, PA, I released preliminary findings detailing some of the significant security failures that occurred on that day,” said Ranking Member Johnson. “Today’s interim report expands on those security failures, but the investigation is not complete. Federal agencies like the Secret Service, FBI, and DOJ continue to withhold records that are vital to this Committee’s work. There is still much more information that the public and Congress deserve to know. Going forward, this Committee must be prepared to use compulsory process to ensure that the American people have a complete and thorough understanding of the security failures that resulted in the multiple attempts on former President Trump’s life.” 
    “From planning missteps, to the siloed and flawed communication to the lack of effective coordination between law enforcement, to the breakdowns in technology, the Secret Service’s failures that allowed an assassination attempt on former President Trump at his July 13 rally were shocking, unacceptable, and preventable – and they led to tragic consequences,” said Chairman Peters. “Moving forward, our bipartisan interim report makes recommendations for needed reforms to address these serious failures, provide accountability and transparency for the American people, and ensure that the Secret Service has the tools and resources they need to prevent another disaster like this from happening.”  
    “Our initial findings clearly show a series of multiple failures of the U.S. Secret Service (USSS) and an inexcusable dereliction of duty,” said Ranking Member Paul. “Not only did USSS fail to ensure the AGR roof was adequately covered, they were also aware of a suspicious individual with a rangefinder for at least 27 minutes and did not delay proceedings or remove former President Trump from the stage, even after being informed that the suspicious individual was on the roof of the AGR building. Someone needs to be held accountable for these egregious failures by the USSS, and despite USSS, DHS, FBI, ATF, and other federal agencies’ continued obstruction of our bipartisan investigation, I will continue to push for answers and accountability.”    
    “What happened on July 13 was an accumulation of errors that produced a perfect storm of stunning failure,” said Chairman Blumenthal. “It was a tragedy and completely preventable from the outset. There was both a failure to provide resources – like a working radio, drone detection system, or counter surveillance team – and lack of an effective chain of command. Looking forward, we need structural reform in the agency itself. The Secret Service is filled with dedicated and skilled men and women who serve our country at great risk to themselves and personal sacrifice, and they deserve better leadership. Today’s report is only an interim step, and I look forward to our continuing pursuit of evidence to help understand what went so catastrophically wrong and how we can prevent an event like this from ever happening again.” 
    READ THE INTERIM REPORT: “Examination of U.S. Secret Service Planning and Security Failures Related to the July 13, 2024 Assassination Attempt” 
    The interim report’s key findings of failures include:   
    USSS failed to clearly define responsibilities for planning and security at the July 13 rally: USSS personnel responsible for planning in advance of the July 13 rally denied that they were individually responsible for any planning or security failures and deflected blame. USSS Advance Leads told the Committee that planning and security decisions were made jointly, with no specific individual responsible for approval.      
    USSS failed to ensure the AGR Building was effectively covered: USSS identified the AGR building as a concern due to the line-of-sight from the roof to the stage, but did not take steps to ensure sufficient security measures were in place. USSS knew that local snipers planned to set up inside the AGR building and USSS did not express objections or concerns about that placement. USSS personnel, including the USSS Counter Sniper Team Leader, did not enter the AGR building or go on the roof prior to the shooting. One USSS counter sniper team, whose responsibility included scanning the area around the AGR building for threats, had an obstructed view of the AGR roof.   
    USSS failed to effectively coordinate with state and local law enforcement: USSS did not give state or local partners any specific instructions for covering the AGR building, including the positioning of local snipers. USSS did not adequately consider state and local law enforcement operational plans. Communications at the July 13 rally were siloed and USSS did not ensure it could share information with local law enforcement partners in real time.   
    USSS failed to provide resources for the July 13 rally that could have enhanced security: USSS denied specific requests for additional Counter Unmanned Aircraft Systems capabilities and a Counter Assault Team liaison. A USSS Counter Surveillance Unit – which could have helped patrol the outer perimeter that included the AGR building – was not requested by USSS Advance Leads.    
    USSS failed to communicate information about the suspicious person to key personnel and failed to take action to ensure the safety of former President Trump: At approximately 5:44 pm, USSS personnel were notified that local law enforcement observed a suspicious person with a rangefinder near the AGR building. By 5:52 pm, at least eight USSS personnel had been informed. Approximately two minutes before shots were fired, the USSS Security Room, located on the rally grounds, was told that there was an individual on the roof of the AGR building. Shortly before shots were fired, a USSS counter sniper observed local officers running towards the AGR building with guns drawn.   
    USSS’s counter drone system experienced technical problems that left it inoperable for hours: With no backup system, the USSS agent responsible for overseeing the C-UAS capabilities at the July 13 rally called a toll-free 888 tech support hotline “to start troubleshooting with the company,” which took several hours.  That agent had only three months of experience working with that equipment and lacked knowledge about it.   
    Several USSS officials reported experiencing technical problems with their radios at the rally, and told the Committee such problems are common for USSS: A USSS Hercules 1 counter sniper was offered a local radio on July 13 but said he did not have time to pick it up because he was occupied fixing technical problems with his USSS radio.  In addition, at the Pittsburgh airport before the motorcade left for the rally, the USSS Special Agent in Charge (SAIC) of the Pittsburgh field office gave the Lead Agent his radio because the Lead Agent’s radio was not working.   
     The interim report’s key recommendations include:   
    Planning and Coordination: Congress should require USSS to identify defined roles and responsibilities for USSS personnel responsible for advance planning of any protective event. For all protective events, USSS should improve coordination and specify roles and responsibilities between and among federal, state, and local law enforcement partners. USSS policies and protocols should require advance planning leads to request and review state and local operational plans in advance of any protective event to ensure a shared understanding of security responsibilities and vulnerabilities as well as other critical planning and security components.  
    Responsibility: In advance of each protective event, USSS should designate a single individual responsible for approving all plans, including the responsibility for approving security perimeters.  
    Communications:  DHS and USSS should ensure communications plans between federal, state, and local law enforcement agencies and first responders are properly executed and should ensure records retention capabilities. Congress should require that USSS record its radio transmissions at all protective events. Congress should require DHS and USSS to evaluate the steps it needs to take to ensure communications plans with state and local partners are fully executed when conducting law enforcement and/or first response activities at a given location.  Congress should require that DHS and USSS report to Congress any steps taken to remedy past failures to execute communications plans and to ensure compliance with those plans in the future.    
    Intelligence: USSS should consider sending additional assets, including counter snipers, to all future outdoor protective events as it evaluates intelligence and threats against protectees. USSS should also ensure that the appropriate agents working protective events are informed of relevant intelligence and threats against protectees.  
    Resources:  Congress should evaluate USSS budget and resources. Security requirements should be determined depending on various threat levels, ranging from less severe threat environments to the highest level of security at National Special Security Events.  Congress should require that USSS allocate assets and resources based on the threat level, not the position or title of the protectee.

  • MIL-Evening Report: Why are we seeing more pandemics? Our impact on the planet has a lot to do with it

    Pandemics – the global spread of infectious diseases – seem to be making a comeback. In the Middle Ages we had the Black Death (plague), and after the first world war we had the Spanish flu. Tens of millions of people died from these diseases.

    Then science began to get the upper hand, with vaccination eradicating smallpox, and polio nearly so. Antibiotics became available to treat bacterial infections, and more recently antivirals as well.

    But in recent years and decades pandemics seem to be returning. In the 1980s we had HIV/AIDS, then several flu pandemics, SARS, and now COVID (no, COVID isn’t over).

    So why is this happening, and is there anything we can do to avert future pandemics?

    Unbalanced ecosystems

    Healthy, stable ecosystems provide services that keep us healthy, such as supplying food and clean water, producing oxygen, and making green spaces available for our recreation and wellbeing.

    Another key service ecosystems provide is disease regulation. When nature is in balance – with predators controlling herbivore populations, and herbivores controlling plant growth – it’s more difficult for pathogens to emerge in a way that causes pandemics.

    But when human activities disrupt and unbalance ecosystems – such as by way of climate change and biodiversity loss – things go wrong.

    For example, climate change affects the number and distribution of plants and animals. Mosquitoes that carry diseases can move from the tropics into what used to be temperate climates as the planet warms, and may infect more people in the months that are normally disease free.

    We’ve studied the relationship between weather and dengue fever transmission in China, and our findings support the same conclusion reached by many other studies: climate change is likely to put more people at risk of dengue.

    COVID was not the first pandemic, and is unlikely to be the last.

    Biodiversity loss can have similar effects by disrupting food chains. When ranchers cleared forests in South America for their cattle to graze in the first half of the 20th century, tiny forest-dwelling, blood-feeding vampire bats suddenly had a smörgåsbord of large sedentary animals to feed on.

    While vampire bats had previously been kept in check by the limited availability of food and the presence of predators in the balanced forest ecosystem, numbers of this species exploded in South America.

    These bats carry the rabies virus, which causes lethal brain infections in people who are bitten. Although the number of deaths from bat-borne rabies has now fallen dramatically due to vaccination programs in South America, rabies caused by bites from other animals still poses a global threat.

    As urban and agricultural development impinges on natural ecosystems, there are increasing opportunities for humans and domestic animals to become infected with pathogens that would normally only be seen in wildlife – particularly when people hunt and eat animals from the wild.

    The HIV virus, for example, first entered human populations from apes that were slaughtered for food in Africa, and then spread globally through travel and trade.

    Meanwhile, bats are thought to be the original reservoir for the virus that caused the COVID pandemic, which has killed more than 7 million people to date.

    Ultimately, until we effectively address the unsustainable impact we are having on our planet, pandemics will continue to occur.

    Targeting the ultimate causes

    Factors such as climate change, biodiversity loss and other global challenges are the ultimate (high level) cause of pandemics. Meanwhile, increased contact between humans, domestic animals and wildlife is the proximate (immediate) cause.

    In the case of HIV, while direct contact with the infected blood of apes was the proximate cause, the apes were only being slaughtered because large numbers of very poor people were hungry – an ultimate cause.

    The distinction between ultimate causes and proximate causes is important, because we often deal only with proximate causes. For example, people may smoke because of stress or social pressure (ultimate causes of getting lung cancer), but it’s the toxins in the smoke that cause cancer (proximate cause).

    Generally, health services are only concerned with stopping people from smoking – and with treating the illness that results – not with removing the drivers that lead them to smoke in the first place.

    Similarly, we address pandemics with lockdowns, mask wearing, social distancing and vaccinations – all measures which seek to stop the spread of the virus. But we pay less attention to addressing the ultimate causes of pandemics – until perhaps very recently.

    A planetary health approach

    There’s a growing awareness of the importance of adopting a “planetary health” approach to improve human health. This concept is based on the understanding that human health and human civilisation depend on flourishing natural systems, and the wise stewardship of those natural systems.

    With this approach, ultimate drivers like climate change and biodiversity loss would be prioritised in preventing future pandemics, at the same time as working with experts from many different disciplines to deal with the proximate causes, thereby reducing the risk overall.

    The planetary health approach has the benefit of improving both the health of the environment and human health concurrently. We are heartened by the increased uptake of teaching planetary health concepts across the environmental sciences, humanities and health sciences in many universities.

    As climate change, biodiversity loss, population displacements, travel and trade continue to increase the risk of disease outbreaks, it’s vital that the planetary stewards of the future have a better understanding of how to tackle the ultimate causes that drive pandemics.

Recent events have shown that young people are becoming more frustrated with governance, impatient with development, and disillusioned with political establishments. This discontent has manifested in some surprising election results, youth-led protests, and some policy shifts.

    White elephants and lifelines – the megaprojects reshaping the continent

    Over the past decade, Africa has witnessed a significant surge in infrastructure investment, with large-scale energy, port, and rail projects taking centre stage. These megaprojects are often seen as catalysts for transformative economic growth, addressing long-standing deficiencies in trade corridors and enhancing connectivity across the continent.

    However, these ambitious projects are not without their challenges. Questions about these ventures’ true cost, long-term utility, and the transparency of the deals underpinning them have sparked heated debates across the continent. Many of these megaprojects have been financed through government-to-government agreements, often accompanied by concerns over opaque terms, lack of local involvement, and the potential for unsustainable debt burdens.

    Geopolitical dynamics also play a significant role in shaping Africa’s infrastructure landscape. While China has historically dominated infrastructure investment on the continent, other global powers are increasingly vying for influence. The US, Gulf countries, and other geopolitical actors are stepping up their efforts to fund and develop critical infrastructure projects in Africa, driven by competition for access to natural resources and strategic positioning in the global economy.

    Emerging technologies – supercharging economic development

    The advent of artificial intelligence (AI) is poised to unlock new opportunities for innovation across Africa.     ANDY MARKS [PRO VICE-CHANCELLOR WSU]: Morning, everybody. My name is Andy Marks from Western Sydney University. I want to acknowledge the traditional owners of the land on which we’re meeting today and pay my respects to elders past, present and emerging. This is a fantastic next stage on a journey that we’ve been on in [the] Hawkesbury that goes back more than a hundred years, in fact, when this facility was one of Australia’s first in pioneering the education and research of agriculture in Australia. What we see today with the announcement of stage one funding for the Agri Tech Hub is something that takes that to another level. It’s about an array of infrastructure investments in Western Sydney on the part of the Federal Government, and how they can do the main game for [the] Hawkesbury, which is generating jobs and jobs of the future. So I won’t say any more today other than to introduce our distinguished guests. First of all, the most distinguished, our local member, Susan Templeman. Susan, please.

    SUSAN TEMPLEMAN [FEDERAL MEMBER FOR MACQUARIE]: Thanks, Andy.

    ANDY MARKS: No offence, guys.

    SUSAN TEMPLEMAN: Yeah. Susan Templeman, Member for Macquarie. It is such a pleasure to be here to bring to fruition a conversation that started several years ago and followed with an election commitment of $16.7 million, and to now be at this point knowing that the investment that we are making as a federal government is going to have long term benefits economically for this community, and importantly, for agriculture across not just New South Wales, but Australia – and, we hope, the world. What we’re able to bring here and what we’ll see grow over time is an agritech precinct that is really going to, as Andy has said, take that story of agriculture in the Hawkesbury, which began when colonial settlers saw how fertile this area was. This is the area that fed Sydney when it was in famine, and these are really significant things in the settlement of Australia. And of course, we looked at how [the] First Nations used this land – they also found it was bountiful. So, this is an exciting next step to take agriculture for the Hawkesbury region and Western Sydney into the 21st century. I’m very pleased to have the Minister for Infrastructure, Catherine King, who has supported this project from the start and was key to it being an election commitment and being able to announce that. And I’m so delighted that she’s here to take this next step.

    Thanks very much. It’s great to be here. Susan, and also with George as well. And it’s my first opportunity to actually come on site to see the delivery. Now we’re releasing- the stage one funding is being released for this project, and an important project it is, not just for the Hawkesbury but for Western Sydney overall, making sure that we are investing in new technology for agriculture. Agriculture we want to grow to a much more significant level in this country than we have currently. It’s incredibly important, and being able to have the sorts of technology, the research and development here, I’m looking forward to being able to look at some of the research that’s being done on vanilla bean producing, barramundi producing out on this site, but also looking at what that means for the future.

    With only sort of 40 minutes to the new Western Sydney International Airport, this university will also be an incredibly important way that our agriculture sector can look at how it can preserve goods to getting them to market much more quickly. That over $5 billion investment we’re investing in building the airport actually is very critical to this university here as well in making sure that we’ve got the technology, the research into the future. So I do want to commend Western Sydney University for the foresight on actually developing this site in the way in which they have. And really, the investment- we’re going to be looking forward to seeing not only lots of students here involved and being part of this site, but very much the research that is to come out of Western Sydney University for agriculture into the future. Making sure we’ve got a sustainable, good and healthy food supply is pretty critical to not just our nation, but the world. So I do want to commend them and very pleased to be here on site today. I might hand over to George.

    GEORGE WILLIAMS [VICE-CHANCELLOR AND PRESIDENT WSU]: Thank you minister, and thank you to the local member for their [sic] steadfast support of this project. This is something special for Western Sydney and Hawkesbury. It’s special because it’s bringing AI to agriculture in a way that’s going to transform jobs in this area. We expect there’ll be 240 jobs supporting this facility. And it’s a really great example of taking Western Sydney to the world. This is a world-leading facility that is going to be looking at how we have sustainable, effective agriculture from the beginning to the end of the food chain, and it’ll be doing that in ways that will be of enormous international interest. In our case, we’ve already got great interest from India, for example, who want to work with us because of this facility to bring the technology, the expertise not only to India, but to Asia and the Middle East. And that will be a great initiative for us to lead in this area with our researchers and partners, to actually deal something quite special that will be transformative here and more broadly.

    It’s also a particularly special investment because of Western Sydney. And of course, it’s not just an investment in agritech we’re seeing, it’s agritech plus the airport, plus the enormous growth in infrastructure, plus all of the great developments we’re seeing in people around this region. And this is the sort of investment that goes back not only to 1891 when the Hawkesbury College was first established, but of course much further back to colonial times. And it’s expression of that now in a world class, high tech way that will not only drive jobs, but actually drive that investment through the airport and the like, to bring this to the world and to do something that we think not just for Western Sydney University, but more importantly for our students, for our staff, but also the community is going to deliver enormous benefits, not just next year, but over the coming decades. So thank you. We appreciate the support and we believe with this, this is going to be a game changer for agriculture and technology in this region.

    Recovered vehicles valued at over £4m in total with 180 arrests made

    The first intensification week as part of national policing’s Operation Alliances to tackle serious organised vehicle crime has concluded with 316 stolen vehicles recovered with an estimated value of over £4m.

    The stolen vehicles included cars, motorcycles, lorries, scrap vehicles and various vehicle parts linked to thefts were also recovered.

    Op Alliances is delivered by Opal, policing’s national intelligence team for serious organised acquisitive crime, and brought together a number of organisations working in partnership with policing to stem the flow of stolen vehicles leaving the UK and support enforcement action at ports.

    Vehicle crime is on the increase, with the National Vehicle Crime Intelligence Service (NaVCIS) recording a 29 per cent increase in vehicles identified at ports in the second quarter of 2024. There’s evidence from Opal’s analysis that vehicle crime forms a large part of serious organised acquisitive crime, presenting a significant risk which damages communities and industry.

    Op Alliances is policing’s targeted approach to tackling this criminality with partners including NaVCIS, the Ports Police, Home Office, Border Force, manufacturers, Europol, Interpol, the National Crime Agency and many others (see full list in notes to editors).

    Activity took place across nine different ports, acting on intelligence to locate stolen vehicles and parts destined for overseas markets.

    Police forces across England and Wales took part in the week, engaging with local communities to offer crime prevention advice and initiatives to support vehicle owners in keeping their vehicles safe, as well as encouraging reporting of thefts. 180 arrests were made across the country for vehicle crime-related offences, including burglary and theft of car keys which is an increasingly common tactic used by criminals.

    Forces conducted multiple search warrants, locating and closing down a number of ‘chop shops’, (locations where stolen vehicles are broken down into parts) as well as engaging with scrap metal and motor salvage businesses around enforcement and guidance.

    Many seizures were also made of offensive weapons, theft devices, thousands of pounds in cash, suspected stolen tools, suspected stolen plant and agricultural equipment and a large quantity of drugs.

    Assistant Chief Constable, Jenny Sims is National Police Chiefs’ Council lead for vehicle crime. She said:

    “This intensification week has seen policing, local enforcement, partners and the industry coming together in a targeted effort to tackle some of the highest harm offenders in vehicle crime and the results speak for themselves.

    “We know that organised crime groups are responsible for a significant proportion of vehicle thefts, whether to export high-end vehicles overseas or to break them up for parts. We also know that stolen vehicles are used in poly-criminality, for example in other areas of acquisitive crime but also drug offending and modern slavery, so tackling these groups can be extremely impactful.

    “I’m grateful to all of our partner agencies and organisations who are instrumental in this fight against vehicle crime. The intensification activity this week has supported us in driving intelligence gathering and sharing, as well as our operational work together and I look forward to seeing the results continue.”

    Trials of AI programmes have been ongoing to help ease call demand, tackle child exploitation and to identify DA

    That’s the message from policing’s first-ever lead for Artificial Intelligence (AI) as he reaffirms his commitment to transforming the service.  

    Temporary Chief Constable Alex Murray took up this role in March this year and wants to focus on three key areas: improving productivity, making policing more effective in cutting crime and tackling the criminal use of AI. 

    He is also keen to highlight the innovative work and ambitious pilots already underway to help meet those key objectives.  

    They include:  

    • AI trials in control rooms to help call handlers manage demand and focus on those most at risk.  
    • The development of redaction tools, transcription and translation services.   
    • Tools which can search through huge amounts of data to find out where potential child exploitation is taking place.    
    • The NPCC is also taking part in the Probable Futures programme, a four-year research project which reviews all AI systems across law enforcement and will create a responsible and ‘operational-ready’ framework for using AI.

    “There are huge benefits to using AI across the wider criminal justice system, not just in policing, and we should not shy away from it. 

    “Technology is moving at such a fast pace, and it will never be this slow again which means we need to mobilise now and equip our workforce for the future. If we don’t, we risk falling behind the criminals who are embracing and exploiting these tools.  

    “AI offers huge opportunities for policing. It can automate a range of administrative tasks such as closing call logs, redacting huge court bundles and translating documents.     Union Minister of State for Health and Family Welfare, Smt. Anupriya Singh Patel addressed a high-level side event at the United Nations on the theme “Revitalized Multilateralism: Recommitting to Ending AIDS Together.” The event was organized by UNAIDS, the Global Fund, and PEPFAR.

    In her intervention, the Minister reaffirmed India’s commitment to achieving the United Nations’ Sustainable Development Goal (SDG) of ending HIV/AIDS as a public health threat by 2030. The Minister outlined India’s progress and key strategies in the ongoing fight against HIV/AIDS, including the 5th phase of the National AIDS and STD Control Programme (2021-2026), fully funded by the Government of India. As per the recent India HIV Estimations 2023 report, over 2.5 million people are living with HIV in India, but thanks to concerted efforts, the adult HIV prevalence is at 0.2 % and estimated annual new HIV infections are at around 66,400. New annual HIV infections have decreased by 44% since 2010, outperforming the global reduction rate of 39%.

    “India has made great strides in combating HIV/AIDS through innovative programs and robust partnerships,” the Minister said, pointing to a variety of youth-targeted initiatives like Red Ribbon Clubs in educational institutions and mass-awareness activities such as the annual RED RUN Marathon.

    Smt. Patel pointed out that “India offers comprehensive HIV and Syphilis testing to all pregnant women with more than 30 million free HIV tests being conducted annually”. “In total, more than 1.7 million people are receiving free Anti-retroviral Therapy (ART) through public healthcare systems”, she said.

    She also highlighted India’s role as the world’s largest supplier of anti-retroviral drugs. The country currently supplies over 70% of global anti-retroviral medicines, ensuring affordable access for nations in need. “We are proud to contribute to the global fight against HIV/AIDS by making quality treatment accessible worldwide,” said the Minister.

    Smt. Patel said that “efforts to address stigma around HIV have been bolstered through the HIV and AIDS (Prevention and Control) Act 2017, which ensures that all Indian states appoint ombudsmen to handle grievances and promote HIV prevention policies. Additionally, India’s approach to integrating national health programs, including efforts to tackle tuberculosis, viral hepatitis, and non-communicable diseases, is helping address co-morbidities faced by people living with HIV”.

    The Minister concluded her address by urging continued global cooperation, stating, “Breaking silos and building synergies is the mantra of the Government of India. Through collaboration, we will strengthen the fight against HIV/AIDS and build a healthier world for all.”

    Headline: From 12 to 21: how we discovered connections between the Twelve and BlackJack groups

    While analyzing attacks on Russian organizations, our team regularly encounters overlapping tactics, techniques, and procedures (TTPs) among different cybercrime groups, and sometimes even shared tools. We recently discovered one such overlap: similar tools and tactics between two hacktivist groups – BlackJack and Twelve, which likely belong to a single cluster of activity.

    In this report, we will provide information about the current procedures, legitimate tools, and malware used by the BlackJack group, and demonstrate their similarity to artifacts found in Twelve’s attacks. We will also analyze another recently discovered activity that has much in common with the activity of the potential cluster.

    Who are BlackJack?

    BlackJack is a hacktivist group that emerged at the end of 2023, targeting companies based in Russia. In their Telegram channel, the group states that it aims to find vulnerabilities in the networks of Russian organizations and government institutions.

    As of June 2024, BlackJack has publicly claimed responsibility for over a dozen attacks. Our telemetry also contains information on other unpublicized attacks, where indicators suggest BlackJack’s involvement.

    The group only uses freely available and open-source software, such as the SSH client PuTTY or the wiper Shamoon, which has been available on GitHub for several years. This confirms that the group operates as hacktivists and lacks the resources typical of large APT groups.

    Wiper – Shamoon

    BlackJack uses a version of the Shamoon wiper written in Go in their attacks. Static analysis helped us extract the following characteristic strings:

    During our research, we found Shamoon samples in the following locations:

    Ransomware – LockBit

    In addition to the wiper, BlackJack also uses a leaked version of the LockBit ransomware to harm their victims.

    We found the ransomware in the same directories as the wiper:

    The network directories for placing the malware were not chosen at random. This allows the attackers to spread their samples across the victim’s infrastructure and later place them in C:ProgramData for further execution in the system.

    To launch LockBit, the attackers use scheduled tasks containing the following command line (the 32-character password may vary depending on the host or victim):

    This confirms that the group is not aiming for financial gain, but rather to cause damage to the compromised organization.

    Ngrok

    To maintain persistent access to compromised victim resources, the attackers use tunneling with the common ngrok utility. We found the utility and its configuration file in the following directories:

    Radmin, AnyDesk, PuTTY

    To ensure remote access to the system, BlackJack installs various remote access tools (RATs). Judging by the incidents we studied, the attackers initially attempted to use the Radmin utility, but all the external connections we observed were made through AnyDesk.

    During the RAT installation, the attackers created the following services:

    Additionally, the popular SSH client PuTTY was used to connect to certain hosts within the infrastructure.

    Connection with the Twelve group

    The malware and legitimate tools described above significantly overlap with the arsenal of the hacktivist group Twelve. This group also relies on publicly available software and does not use proprietary tools in its attacks.

    Most of the connections and overlaps between the two groups were discovered through Kaspersky Security Network (KSN) telemetry and Kaspersky Threat Intelligence solutions. KSN telemetry is anonymized data from users of our products who have consented to share and process this information.

    Malware sample similarities

    Let’s first examine the similarities between the ransomware and wiper samples from the BlackJack and Twelve groups. Below is the information from the Kaspersky Threat Intelligence Portal (TIP) on the LockBit ransomware file discovered while investigating the BlackJack attacks:

    The sample is named bj.exe, presumably an abbreviation for the BlackJack group. Among other things, the TIP page shows a list of similar files compiled using the Similarity technology, which identifies files with similar patterns. Although the sample used by the hacktivists was created with the leaked LockBit builder, Similarity first identifies the most closely related files. Note the first hash in the list: 39B91F5DFBBEC13A3EC7CCE670CF69AD.

    Checking this hash on the Threat Intelligence Portal reveals that it was mentioned in our recent investigation into the Twelve group.

    This suggests that the two groups use similar LockBit samples. Additionally, analysis of the configuration of the two samples (BlackJack and Twelve) showed that their exclusion lists (files, directories, and extensions to leave unencrypted) are identical.

    Just like the BlackJack’s LockBit sample, the Twelve group’s ransomware also has a list of similar files.

    Upon checking one of them (underlined in red on the screenshot), we found that the file was also named bj.exe. This means that it is another instance of the BlackJack group’s ransomware, further indicating that the two groups use nearly identical LockBit samples.

    Below is a list of paths where LockBit samples were found during the investigation of incidents related to the BlackJack and Twelve groups:

    Summing up the ransomware analysis, we can draw the following conclusions:

    • Both groups use similar LockBit ransomware samples;
    • The paths where these samples were found are almost identical.

    Let’s continue searching for further connections.

    Wiper reuse

    The study of wiper samples from incidents involving the BlackJack and Twelve groups also revealed similarities between them.

    Both wipers overwrite the MBR record with almost identical placeholder strings:

    By analyzing the BlackJack wiper on the Threat Intelligence Portal, we found that in some cases it was extracted from the following archive:

    Examining the archive, we found the Chaos ransomware – 646A228C774409C285C256A8FAA49BDE:

    Moreover, this file was mentioned in our report on the Twelve group. That is, malware from both groups is distributed in the same archive.

    Checking the file names and paths, we discovered a familiar network directory sysvoldomainscript.

    In addition, during our investigation of attacks carried out by the Twelve group, we also found the use of Shamoon-based wipers. Moreover, according to KSN data, a specific variant of Shamoon, which was involved in BlackJack group attacks, was also seen in some Twelve attacks.

    Similar to the analysis of the LockBit ransomware, we decided to study the paths where the wipers were found in incidents related to the BlackJack and Twelve groups. As you can see from the table below, these paths are identical:

    Summing up the analysis of the Shamoon wiper, we can confidently say that both groups use it or its components in their attacks and place them in identical directories. Moreover, the version of Shamoon that became available as a result of the leak was written in C#, whereas the variants of this wiper used in the BlackJack and Twelve attacks were rewritten in Go, further supporting the connection between these groups.

    In addition to the connections identified through analyzing the malware samples, we also discovered overlaps in the commands and tools used by both groups.

    As you can see, apart from the names of the executable files, the commands are identical.

    New activity

    During our research, we also discovered another activity that closely resembles the ones described above. At this point, we cannot definitively determine which specific group is responsible for this activity; however, the malware samples and procedures clearly indicate that the source is the activity cluster under investigation.

    The similarities we found are listed below:

    1. The discovered wiper contains the characteristic strings we saw in the Twelve and BlackJack wipers and also creates a similar MBR record.
    2. The wiper is spread through the sysvol network directory and saved using a scheduled task, which copies it to that same C:ProgramData directory.
    3. As in the BlackJack and Twelve attacks, before wiping data with the wiper, the attackers launch the ransomware ( enc.exe), which is also copied from the network folder to C:ProgramData:
    4. As in Twelve group attacks, the execution of the wiper, as well as copying the wiper and ransomware from the network directory to the C:ProgramData folder, are performed using scheduled tasks:

    Also during the investigation of this activity, various artifacts and procedures were discovered that we had not seen in the BlackJack and Twelve attacks:

    1. Using the PowerShell cmdlet GetMpPreference to gather information about disabled Windows Defender features.
    2. Creating scheduled tasks:

    Victims

    The mentioned malware samples, utilities, and command lines were found in the infrastructures of government, telecommunications, and industrial companies in Russia.

    Attribution

    Based on our research, we cannot be sure that the same actors are behind the activities of both groups. However, we suspect that the BlackJack and Twelve groups are part of a unified cluster of hacktivist activity aimed at organizations located in Russia.

    Conclusion

    In this study, we demonstrated that the BlackJack and Twelve groups have similar targets and use similar malware, distributing and executing it using the same methods. At the same time, they are not interested in financial gain but aim to inflict maximum damage on target organizations by encrypting, deleting, and stealing data and resources.

    The largest state of the Union is blossoming and flourishing under his dynamic governance. Yogiji has turned out to be a game changer for this state, and that will help the nation. I am particularly amazed at his 24×7 watchdog governance. 

    Personally, for me, this is an absolute delight to be at the inaugural ceremony of the second edition of UP International Trade Show 2024. I had the good occasion to go around and see for myself. There could not be a greater assurance for a man like me that all is well, things are on the right track. What I witnessed was beyond my concept, imagination, and dream. I felt I was in the most developed country in the world.

     This is indeed a very well-thought-out platform that not only showcases what is there in India, in Uttar Pradesh, it affords an opportunity for people to snatch those opportunities, to be in touch with the best minds, the artisans, the skilled workers, the products, and personally flourish. My congratulations to the Honourable Chief Minister for being so thoughtful, farsighted, and practical.

     The beginning was made for the first edition by the Honourable President of India, Smt. Droupadi Murmu Ji and in this context, it is my absolute privilege to be part of the second. We are indeed very happy that the trade show will significantly showcase Vietnam as a partner country. As one of Southeast Asia’s robust economies, Vietnam has an impressive GDP of 435 billion US dollars, and we look forward to witnessing their exceptional products and innovative manufacturing practices but I can assure them, they are in the right place, their participation will enormously benefit them and their people to fully exploit their talent and connect with the best artisans and economic potential.

     Friends, this will also be an occasion to get a feel for the rich cultural heritage of Vietnam. They will, ofcourse, everyone will feel the rich heritage of Uttar Pradesh and Bharat, but we will also get a feel for the rich heritage of Vietnam. I had the occasion to have a look at it, full display through captivating traditional music and what a similarity there was with Indian instruments. I am sure there will be enough for them to carry home. The dance performances, it was enriching.

    And it is a state which, in the last few years, is seeing the happiness factor rising. When the happiness factor rises, your appetite is functional.

     My friends from Uttar Pradesh and all over the country who are here will have the occasion to indulge in authentic Vietnamese cuisine. Renowned for its unique flavours, when we look at Vietnam, the savoury delights of Pho and its spring rolls to the mouth-watering Banh Mi, our palates will be treated to a culinary journey. I have had the occasion to know about them and taste them.

    This, in a sense, is a natural partnership if we go into a historical perspective, will surely foster cultural and economic challenges collectively. The exchanges will be rewarding, further enhancing our bilateral relations and strengthening the resolve for a greater role for the Global South in international affairs. 

    It was the visionary leadership of Prime Minister Narendra Modi, that at the G20 platform, he brought on the international radar, the voice of Global South. This is an important event, their participation is memorable, and I am sure they will carry happy memories of this event.

    The exhibition — the scale, the display, the technological penetration, the cultural wealth, each district’s products. I instructed my team that they will, at the micro level, handle each store, each product, so that the nation comes to know it through Sansad TV. Mr. Chief Minister will seek your cooperation. My team will be here this evening. 

    Friends, the synergy between the Prime Minister of India, his vision, coupled with the Honourable Chief Minister of Uttar Pradesh, Yogi’s execution, sharp execution, execution which has no accommodation for corruption, no tolerance for inefficiency, this has transformed Uttar Pradesh into Uttam Pradesh. The sustained efforts of Yogiji are leading to another milestone development and achievement, soothing to the entire nation, Uttar Pradesh is fast becoming Udyam Pradesh of the country. 

    This venue is very soothing for development. This venue was also witness to the recently concluded SEMICON India 2024 conference, where the Honourable Prime Minister outlined India’s vision of making the semiconductor industry, and that is going to be the foundation of Viksit Bharat. The conference was a crucial step towards realising India’s goal of becoming a global hub for semiconductor manufacturing.

     Let me, friends, come to the state of the nation, the state of Bharat. For ages, India has been the cradle of civilisation, a crucible of innovation, and a global hub of learning. Our Vedas are a gold mine of knowledge and information. India takes pride in being one of the oldest civilisations with 5,000 years of civilisational ethos. We lost our way somewhere in between, but now we are on our way to regaining it  and that too fast enough to be a beacon for the planet in several ways in this century. 

    Nothing can be more satisfying for me to note than that in this regaining, the largest state of the union, under the leadership of Yogi Adityanath, is playing with the straight bat on the front foot to deliver for the nation. Look at a decade ago; the scenario was alarmingly worrisome. The economy was staggering, and the mood of the nation was shaky. From every aspect, governance was challenging for the citizens but what a 360-degree change, soothingly. 

    The last decade is marked by unprecedented transformation — a transformation for the better. Bharat has emerged as the most buoyant economy in the world. It is now the favourite global destination for investment and opportunity, with an ecosystem of hope and possibility all-pervasive in India. Undoubtedly, we are set to regain our pristine glory. India is now a global happening place, and Uttar Pradesh is bubbling with activity. Activity in every sector: infrastructure, growth, industry, and innovation. 

    Today, Bharat is a near 4 trillion dollar economy that has 8% growth prospects for decades to come,  world institutions have analysed. In 2 years, our economy will march ahead of that of Japan and Germany to be the world’s third-largest economy. Incremental infrastructure growth is reflected in 8 new airports annually. The Honourable Chief Minister has indicated the scenario here. Unbelievable achievement! Look at the express highways, virtually doubling, and the state will be on the global map when it comes to the world-class largest airport in Jewar.

     It’s a state where dreams are fructified into ground realities. That’s what I’ve seen. Every 2 years, 3 or 4 metro systems are getting added. Friends, there is daily laying of 28 km of highways and 12 km of railway tracks. In PM Modi’s third term, historic term, 12 new industrial zones are taking shape to boost manufacturing. The nation is fully geared to tap the benefits of artificial intelligence, of electric mobility, green hydrogen, space, and semiconductors. For want of time, I am not focusing on it, but we are among the few countries focusing on the green hydrogen mission, quantum computing. We are in single digits when it comes to the exploitation of 6G technology commercially.

     The journey towards Viksit Bharat is well on track. It will fructify in 2047, if not earlier. The mood of the nation is now one of hope and possibility, with accolades pouring in from global institutions. 

    I have had a long political career, having been elected to Parliament in 1989 and a minister in 1990. The World Bank and IMF are praising us to heights, and rightly so. 

    Based on factual premise, our digitisation and technological penetration is turning out to be a global model for emulation. A decade of Make in India initiative has yielded significant results. Following successes in agriculture and services, India is now poised for manufacturing growth. State governments, UP being in the lead, are competing to attract investments by improving business conditions. 

    Sir, nothing is more important for investment than law and order. Law and order defines democracy and the Chief Minister of Uttar Pradesh, Yogi Adityanath defines law and order. It is in this soothing ecosystem that UP has emerged as an MSME hub by leveraging the sector strengths to create a robust supply chain.

    Technology has enabled greater participation from skilled youth in tier two town and rural areas. 

    Imagine skill mapping, skill mapping during challenging, daunting days of COVID-19. You did it. 

    Bharat is now frog leaping from Make in India to conceptualise, design and make in India. We are having our own concept of evolution. We are engaged in design and Make in India. It is encouraging to see multinationals and Indian companies getting in a synergetic stance. They are establishing innovation centres nationwide. Uttar Pradesh is a shining example of it, the defence corridor being one. 

    Micro, small and medium enterprises are much beyond their nomenclature, as I said earlier. This segment is the spine of the economy and a major contributor of human resource employment. 

    Coming to Uttar Pradesh, I state, with that kind of history, cultural background was plagued with law and order challenges, and atmosphere of fear. 

    Not long ago, growth prospects were all time low. And this state now is a beacon of progress and development. The long, long dark tunnel was negotiated with great speed by the Honourable Chief Minister. And there is great light at the end of the tunnel. The tunnel is much behind. From the tunnel, the dark tunnel, the state is on the expressway. 

    On the way to take a flight for higher economy on the largest airport that is coming up in Jewar. The state is full of hope and possibility. The transformation is unbelievable. Normally, people would not undertake it. They would get adjusted to the status quo. Because the challenge was really very, very, very, very daunting. 

    In a sense, there is a complete makeover of Uttar Pradesh. You are regaining its pristine glory in every sense. Because the governance exemplifies transparency, accountability, worth emulation, the kind of handholding of the entrepreneur. 

    And corruption is a word unheard in Uttar Pradesh. Power corridors are fully sanitised. Decisions are fast-tracked and duly tracked. 

    The state is now turning out to be a great strength to the nation. In phenomenal economic upsurge and unprecedented infrastructure growth in the nation, the largest state of Uttar Pradesh is now an asset and a major contributor unlike a scenario that existed a few years ago. 

    Uttar Pradesh aspires and rightly so, and why not? To reach the target of $1 trillion economy by 2027 and will be mightily adding to the dream of Prime Minister Modi to his $5 trillion economy by 2027. As rightly focused by the Honourable Chief Minister, Uttar Pradesh’s advantages include fertile land, young population, religious tourism, and MSMEs. And look at the size of MSMEs. 

    Some countries in the world may not have that population. As you have a number of units, the massive focus on infrastructure, one has to see to believe it. It’s easier to say that yes, six new expressways are being added. 

    It takes time, planning, execution, and funds. This is happening. All this has a Yogi multiplier, Yogi effect, Yogi impact. 

    Noida contributes 10% of U.P. GDP, I’m told, is crucial for economic growth in the industrial base, IT sector, and upcoming projects like Jewar Airport and Film City. But this city has emerged as one of the leading habitations at a global level. The kind of talent that is there in Noida, I know for sure, I come from the legal profession. 

    It’s becoming a favourite destination. Uttar Pradesh, no longer a sleeping giant, no longer a state with a promise. It’s a state in action with its vast resources, burgeoning population, and strategic location. It’s a growth engine in itself, and tied to the larger growth engine of the nation to take the nation forward. 

    I am particularly impressed by the inclusive growth in the country under Prime Minister Modi’s vision. He believes in a plateau kind of a growth. Everyone has to rise in every sector, every social element. U.P. is in line with it. 

    The trade show focuses on a great opportunity for everyone for boosting MSMEs, promoting geographical indications, and GI products. It was with utmost reluctance that I moved fast. Otherwise, one geographical indicator was good enough to take a few hours. Because it has enormous potential of opportunities. What I saw today was not an exhibition. I saw a basket of opportunities for all. 

    This event, friends, aligns with Prime Minister Modi’s vision of an Atma Nirbhar Bharat and embraces the motto, local to global. 

    India’s progress is evident in various sectors. But this is the right epicentre to take it to the next level, local to global. First it was vocal for local, now local to global. 

    I wouldn’t take long, but India is on the rise as never before. The rise is unstoppable. If I quickly take you, metro services have expanded from five cities to 23. 

    We have the world’s second largest metro network. The number of cities with airports has doubled from 70 to 140. India is now the largest connected nation globally with over 800 million broadband users. Digital technologies have enabled initiatives like housing for 170 million, health coverage for 60 million, and loans for 58 million small businesses annually. India records the highest digital financial transactions globally with 13 billion transactions per month. The country boasts the world’s third largest startup ecosystem with 107 unicorns and the third largest purchasing power in the world. 

    The semiconductor industry, which is very critical. It was here that the beginning was made by the Honourable Prime Minister. It is poised by 2026 to surpass 55 billion. I have no doubt this century belongs to Bharat. This century rightly belongs to Bharat. And that being the situation, let us all get together, ladies and gentlemen, because along with Bharat, we are witnessing a new dawn of Uttar Pradesh, a future where the nation stands tall as a global leader in trade, innovation, and cultural heritage. Chief Minister Yogi Adityanath has painstakingly brought about 360 degree improvement. Not easy. I feel tasked. He brought it about in law and order, in development, in cultural revolution, in giving skill to the people, and in bringing happiness to the people. The vision of Prime Minister Modi and passion of Chief Minister Yogi Adityanath are in synergy, preparing this transformation towards the grand mission of a Viksit Bharat by 2047. I have no doubt that this trade show will be a beacon of opportunity, collaboration, and success in our journey ahead.

    AIIMS New Delhi is a pioneer in the field of medical education, research and healthcare in India whose legacy of excellence continues to inspire medical institutions worldwide.” This was stated by Union Minister of State for Health and Family Welfare, Shri Prataprao Ganpatrao Jadhav as he presided over the 69th Foundation Day ceremony of the All India Institute of Medical Sciences (AIIMS), New Delhi, today.

    Speaking on the occasion, Shri Jadhav said, “AIIMS New Delhi has achieved remarkable milestones and is determined to achieve its goal of being one of the top-ranked medical institutions in the world.” Highlighting that for the seventh consecutive year since the National Institute Ranking Framework (NIRF), AIIMS New Delhi has been ranked number one among medical institutions of India, the Union Minister said, “this Institute’s continuous unchallenged status is a remarkable achievement.”

     

    He informed that AIIMS New Delhi now serves as the National Resource Centre of the National Medical College Network (NMCN) of the Ministry of Health and Family welfare. This has enabled linkages with more than 100 medical colleges for enhancing undergraduate, postgraduate and continuing medical education. “This objective is being facilitated by the creation of a National Learning Management & Information System, SAKSHYAM, which was launched last year”, he said.

     

     

    Shri Jadhav highlighted that AIIMS New Delhi has established a Centre of Excellence for development of artificial intelligence in healthcare. Created by MOHFW, this centre is expected to deliver AI based solutions for evaluation of chest x-rays, early detection of diabetic retinopathy, and identification of skin lesions, among other tools, for enhancing national programs. He noted that “AIIMS is set to be the biggest robotic surgery skill training centre with 2 state-of-the-art robotic surgery equipment dedicated for training of surgeons.”

     

    It was informed that over 900 extramural research projects are being funded by national and international agencies, amounting to a total grant of nearly Rs. 200 crores while AIIMS itself has funded over 240 intramural research projects apart from providing travel fellowships to students, residents, PhD scholars, and staff to participate in national and international conferences. AIIMS Delhi has also started the Centre for Medical Innovation & Entrepreneurship as a Bio-Incubator under the BIRAC – BioNEST Scheme.

    Shri Jadhav said that AIIMS has planned for building a new hostel complex with 2200 rooms, with an estimated cost of approximately Rs 900 crores. He also highlighted new academic facilities that were added recently such as the Mother and Child Block, Surgery Block and the National Centre of Ageing which are fully functional now. Over the last 2 years, the inpatient beds have increased by more than 30%, Intensive care and operation theatre services by nearly 40%. These new facilities will improve the ability of AIIMS to cater to the huge clinical demand. AIIMS has also been entrusted with the responsibility to operationalize the Central Armed Police Forces Institute of Medical Sciences (CAPFIMS) at Maidangarhi.

    The Union Minister kicked off the Foundation Day celebration by officially inaugurating an exhibition showcasing the innovative research and projects undertaken by various departments at AIIMS. He also took a tour of the exhibition.

    The Union Minister also inaugurated the awards ceremony, recognizing the achievements of students and staff with medals and book prizes. Awards were also given for outstanding contributions to the Institute Day Exhibition, celebrating excellence in research and innovation.

    AIIMS New Delhi has undertaken various IT initiatives and has developed various softwares in-house for a wide range of services. The SANTUSHT portal enables patients to register their grievances online, track the status, and provide feedback regarding the resolution. To increase transparency and to maintain the trust that the patients have in AIIMS, realtime dashboards have been developed and made available to the public. The management of IT infrastructure and network has also been digitized for prompt resolution of any hardware or network issues. Triage Register for Emergency Department is a web application which helps to keep the record of patient’s Disease Condition, Medical Examination and improves patient safety by ensuring timely cross-consultation by various departments. The Union Minister launched these digital initiatives during the event. He also inaugurated a fire station at AIIMS which will have a manpower of 6 men. It is the first such station exclusively for any medical institute.

    Prof. M Srinivas, Director, AIIMS New Delhi said “AIIMS has already received NABH certification for some of its blocks and centers and is in the process of NABH certification of all the centers including the main hospital. He highlighted that NABL accreditation of all laboratories in a phased manner is under process. He also informed that AIIMS has also been the forerunner in the implementation of Ayushman Bharat Digital Mission (ABDM). “It has overcome various challenges and has been a role model for the country by creating more than 7 lakh ABHA IDs and more than 20 lakh scan and share tokens”, he said.

    Funded by the European Commission, the DestinE initiative powers a platform harnessing extensive climate data using a digital model of Earth

    Paris, France – September 25, 2024 – Atos today announces that it has been selected by the European Space Agency (ESA) to lead a consortium tasked with an initial 12-month mission to expand the capabilities of the Destination Earth (DestinE) services platform. To accomplish this task, the Group will design and implement advanced applications and services (AAS).

    Kick-started by the European Commission, DestinE has the following components: digital twins of the Earth; a data lake to process big data in the cloud; and a services platform engineered by ESA. AAS will expedite the use of DestinE platform data as well as the roll-out of services by stakeholders within Europe’s ecosystem. As a result, European Union member states, European institutions, manufacturers, academics and scientists will be able to devise strategies for adapting to climate change and implement accurate, actionable measures that ensure mitigation.

    Together with its partners Mews and ACRI-ST, Atos will support ESA in its efforts to pinpoint and deploy pioneering technologies in generative AI, data fusion and 3D visualization. These technologies will be integrated into the DestinE services platform, forming the application and architectural building blocks that will enable users to unlock the full potential of the data lake and digital twin capabilities to create content, services and decision-making tools. Users will enjoy access to a host of different algorithms, collaborative digital tools, thematic information, models, simulations, forecasts and graphic visualizations.

    The platform’s components will accelerate the development of multiple use cases spotlighting the impact of natural phenomena and human activities on Earth while planning for extreme weather events, adapting policy to climate challenges and raising public awareness. For instance, what are the effects of climate change on land use? Which initiatives should be led in cities and regions and how can we monitor their positive impact over the course of decades? What tools should be deployed to address the impact of manufacturing and educate others on climate issues?

    ESA entrusted Atos with its expertise in developing and operating advanced services into DestinE platform under large-scale European initiatives, and the Group’s ability to combine its partners’ know-how, in this case, Mews’ consulting acumen and ACRI-ST’s core business skills to process and manage satellite data. Full knowledge of Atos’ cloud platforms will be key, since DestinE runs on a flexible and secure open-source computing infrastructure which is supported by public cloud operators located in Europe.

    This initiative is spearheaded by Atos’ Toulouse-based teams who specialize in deploying and utilizing Earth observation platforms, backed by interdisciplinary experts working for Atos’ Inno’Labs – innovation hubs that are home to scientists, data scientists, AI specialists, IT architects and software developers.

    The DestinE services platform is powered by ESA’s space observation data thanks to the Earth Explorers and Copernicus Sentinel missions, coupled with data provided by Europe’s meteorological organizations, ECMWF and EUMETSAT.     The European Commission launched the DestinE initiative in 2022. The services platform, data lake, and digital twin engine have been launched in 2024. Focusing on weather-induced extremes and climate change adaptation, the first two digital twins also went through demo testing. Between now and 2030, additional digital twins will be integrated, culminating in DestinE’s development as a full digital replica of the Earth.

    SCOR Investment Partners unveils second vintage of High-Income Infrastructure Debt Strategy

    SCOR Investment Partners announces the launch of SCORLUX High Income Infrastructure Loans II, a sub-fund of SCORLUX SICAV-RAIF.

    The fund marks the second vintage of SCOR Investment Partners’ multi-investor high-income infrastructure debt strategy, following the successful deployment of its inaugural fund, SCORLUX High Income Infrastructure Loans.

    The new fund offers flexible and innovative unitranche or junior/mezzanine secured debt solutions to infrastructure projects or companies. It provides investors with a diversified portfolio, offering attractive risk-adjusted returns for a sub-investment grade profile.

    SCORLUX High Income Infrastructure Loans II will invest in strategically important infrastructure sectors for EU countries, including renewable energy, digital infrastructure and transportation networks. The fund will also support initiatives related to decarbonization, energy efficiency and green mobility.

    In line with SCOR Investment Partners’ sustainable investment philosophy, the fund’s investments will focus on financing low-carbon activities and those with a positive environmental contribution, such as circular economy initiatives and pollution prevention. SCORLUX High Income Infrastructure Loans II is classified as Article 9 under the European Sustainable Finance Disclosure Regulation (SFDR) and has been granted the LuxFLAG Environment Applicant label. 

    A European Long-Term Investment Fund (ELTIF) and accessible to institutional investors, the fund has already secured an investment commitment of EUR 100 million from the SCOR Group, ensuring strong alignment of interest, and is targeting a total fund size of EUR 500 million.

  • MIL-OSI Africa: National Bank of Malawi Plc Secures landmark US$100 million financing facility from Afreximbank to support trade finance

    In a move set to significantly boost trade financing in Malawi, African Export-Import Bank (Afreximbank) (www.Afreximbank.com) has signed a landmark US$100-million Trade Finance Facilitation Facility (AFTRAF) agreement with National Bank of Malawi (NBM) Plc, the country’s largest bank by assets.

    Representing the largest AFTRAF facility ever to be extended by Afreximbank in Malawi, the US$100-million AFTRAF agreement will enhance and maximize the capacity of NBM Plc to finance trade transactions of its clients in the manufacturing, energy and agriculture sectors.

    Additionally, it will allow NBM Plc to issue letters of credit confirmed by Afreximbank, addressing the difficulty posed by a shortage of confirming banks lines. It will also support the importation of critical goods required by Malawi, including intermediate products for the manufacturing sector, fuel, pharmaceuticals and fertiliser.

    The signing ceremony was held at Afreximbank’s headquarters in Cairo on September 24, 2024. Mr. Haytham ElMaayergi, Executive Vice President, Global Trade Bank Africa at Afreximbank and Mr. Harold Jiya, Chief Executive Officer, NBM Plc inked the deal on behalf of their respective organisations.

    In his comments during the signing ceremony, Mr. ElMaayergi said: “Our support to National Bank of Malawi through the Afreximbank Trade Facilitation “AFTRAF” programme will have a significant impact on Malawi’s strategic sectors including manufacturing, agriculture and energy, by empowering them to import inputs and components to generate value-added exports.” He added, “this partnership seeks to sustain supply chains of these sectors to enhance the foreign exchange earning capacity of the country.”

    Mr. El Maayergi added that the collaboration is expected to boost intra- and extra-African trade across NBM’s expanding geographical footprint in the southern African region by supporting corporates with financing products as well as capacity building.

    On his part, National Bank of Malawi plc CEO, Mr Harold Jiya said the credit line is a huge step forward for the Bank and, more importantly, for the people of Malawi.

    He explained: “This partnership will allow us to provide more financing solutions, especially for businesses engaged in international trade. As a Bank, we are committed to making international trade easier and more affordable for our customers. The Afreximbank credit line will help reduce the risks and costs associated with cross-border transactions, giving businesses of all sizes—from large corporations to small enterprises—access to the tools they need to thrive.”

    NBM plc is an Afreximbank Trade Finance Intermediary, which allows it to collaborate with Afreximbank on transactions. It is currently in the process of reprofiling itself into a regional bank.

    On her second day at the UN General Assembly, Administrator Samantha Power joined former President Bill Clinton at the Clinton Global Initiative to make a call to action on ending childhood lead exposure. Administrator Power highlighted the newly-launched Partnership for a Lead Free Future, and over $150 million raised to address lead exposure globally.

    Administrator Power met with Nepal’s Prime Minister Khadga Prasad (K.P.) Sharma Oli, where they discussed the longstanding partnership between USAID and the people of Nepal. Administrator Power welcomed the recent passage of Nepal’s transitional justice legislation, as well as Nepal’s participation as a founding member of the Partnership for a Lead-Free Future. Administrator Power and Prime Minister Oli discussed ongoing efforts to support Nepal’s development, including on health, agriculture, and economic growth, and streamline public service delivery.

    Administrator Power then met with the President of Guyana, Dr. Mohamed Irfaan Ali. They discussed expanding collaboration on support for small businesses, inclusive economic growth, and strengthening Guyana’s business enabling environment. Administrator Power and President Ali also discussed Guyana’s economic advances and efforts to provide greater opportunities for women and disadvantaged populations, as well as addressing security and democracy challenges in the Western Hemisphere – including in Haiti.  

    In a meeting with President of Maldives Mohamed Muizzu, Administrator Power and President Muizzu discussed collaboration on improved public financial management and investments aimed at achieving economic prosperity for all Maldivians. Administrator Power welcomed steps by the Maldives to join the Open Government Partnership. Administrator Power and President Muizzu emphasized the importance of ambitious efforts to address climate change, including through investments in clean energy and climate adaptation.
