    Secretary for Justice Paul Lam arrived in Paris, France on Tuesday as he continued a trip spanning various European countries.

    Mr Lam attended a Hong Kong legal services seminar organised by the Department of Justice (DoJ) and briefed representatives of various international organisations on Hong Kong’s arbitration system and the advantages offered by its legal service sector.

    On meeting Financial Action Task Force (FATF) President Elisa de Anda Madrazo on Tuesday, Mr Lam remarked that as an international financial centre Hong Kong has always supported the FATF’s work to tackle money laundering and terrorist financing and to maintain the stability of the international financial system.

    He added that the DoJ has participated in mutual evaluations among FATF member jurisdictions.

    Mr Lam later visited the Chambre Arbitrale Maritime de Paris (the Paris Maritime Arbitration Chamber) and met its Secretary General Pascale Mesnil. He was briefed on the chamber’s operations, France’s arbitration sector, and developments in resolving international maritime disputes through arbitration.

    He highlighted that Hong Kong is committed to optimising its arbitration system through multi-pronged policy measures, and to enhancing and consolidating its status as an international legal and dispute resolution services centre in the Asia-Pacific region.

    Mr Lam also expressed hope for a deepening of exchanges and co-operation with the French arbitration sector.

    Yesterday morning, Mr Lam visited the office of the French National & Olympic Sports Committee (CNOSF) and met representatives of the Chambre Arbitrale du Sport (the Chamber of Arbitration for Sport) and the CNOSF Conference of Conciliators to learn about the committee’s sports arbitration and conciliation services.

    He also spoke about the DoJ’s work in promoting sports dispute resolution in Hong Kong.

    At noon, Mr Lam attended a lunch event hosted by the Ambassador Extraordinary & Plenipotentiary of the People’s Republic of China to the French Republic Deng Li.

    Mr Lam briefed Mr Deng on Hong Kong’s efforts in safeguarding national security, implementing the principle of “one country, two systems” by rule of law, and leveraging its unique advantages to promote development.

    In the afternoon, Mr Lam attended the seminar organised by in Paris by the DoJ: “Hong Kong Legal Services – Gateway to China and Beyond”.

    He outlined the unique advantages of Hong Kong’s legal services sector under the principle of “one country, two systems” to about 130 participants.

    Giving a keynote speech, Mr Lam stressed that Hong Kong is the only common law jurisdiction in China and the only jurisdiction in the world with a bilingual common law system in Chinese and English.

    He said that Hong Kong’s common law system aligns with the legal systems of many major economies and with the rules of international trade and business, adding that the city’s professional and comprehensive legal services industry provides high-quality legal services to support global financial and commercial activities.

    During the seminar, Mr Lam also witnessed the signing of a Memorandum of Understanding between the eBRAM International Online Dispute Resolution Centre and Jus Mundi, an AI-powered legal research platform based in Paris, that will enhance co-operation in legal and alternative dispute resolution between Hong Kong and France.

  • MIL-OSI Africa: Zimbabwe undertakes second Joint External Evaluation to strengthen National Health Security

    From 29 June to 4 July 2025, Zimbabwe conducted its second Joint External Evaluation (JEE) to assess the country’s capacity to prevent, detect, and respond to public health threats under the International Health Regulations (2005). The JEE, coordinated by the Ministry of Health and Child Care (MoHCC) with support from WHO and partners, marks a critical milestone in strengthening Zimbabwe’s public health emergency preparedness and response systems.

    The JEE is a voluntary, collaborative process used globally to assess a country’s readiness to manage infectious disease outbreaks and other health emergencies. It is conducted every five years, with the country’s first evaluation completed in 2018.

    “The JEE gives us a structured opportunity to check how ready we are to detect and respond to public health threats and we thank all the partners who have made this possible,” said Dr Wenceslaus Nyamayaro, MoHCC Acting Chief Director, Public Health. 

    The internal self-assessment, the first phase of the JEE, was completed in July 2025 with over 100 participants from across sectors including health, environment, veterinary services, defense, disaster management, civil society, and development partners including WHO, UNICEF, FAO, Africa CDC and others. This participatory process assessed 19 technical areas ranging from biosafety and surveillance to legislation and points of entry.

    Key areas that emerged as requiring urgent attention include outdated or poorly implemented legal instruments, coupled with limited availability of legal support at subnational levels. Gender equity in emergencies remains a concern, with notable gaps in funding for gender-based violence (GBV) prevention and response, as well as low representation of women in emergency preparedness and decision-making processes. Funding for emergency response activities was also highlighted as inadequate.  Surveillance systems for foodborne illnesses and healthcare-associated infections (HAIs) are still fragmented, highlighting the need for stronger cross-sector coordination. Coordination between the human, animal and environmental health sectors is still weak, showing the need to improve how these groups work together. Biosafety and biosecurity capacities also require strengthening, particularly in terms of laboratory infrastructure and staff training. Additionally, readiness at points of entry remains limited, with gaps in the ability to detect and respond to public health threats at borders and airports.

    Zimbabwe also assessed its progress in tackling antimicrobial resistance (AMR), a growing global threat. While the country has developed a robust One Health AMR National Action Plan and established 14 multisectoral surveillance sites, challenges remain in laboratory capacity, integration of data systems and containment of multidrug-resistant organisms (MDROs).

    The next phase of the JEE will involve an external validation mission scheduled for 6–13 September 2025. A team of international subject matter experts, coordinated by WHO’s Regional Office for Africa, will work with technical teams in Zimbabwe to validate scores, review documentation and conduct site visits to key health facilities including laboratories and points of entry. Following the mission, Zimbabwe will develop or update its National Action Plan for Health Security (NAPHS). This plan will consolidate findings from the JEE, past outbreak reviews, and risk assessments to guide future investments and reforms in public health preparedness.

  • MIL-OSI Russia: Summer school at the Polytechnic: 88 participants from different parts of Russia

    The Polytechnic University held its eighth annual Summer School, an educational intensive for high school students that brought together talented children from all over the country. This year, 88 high school students from St. Petersburg and other regions of Russia who passed a competitive selection took part.

    The Summer School program included four areas that combined theory, practice, and excursions to leading enterprises. The students visited UEC-Klimov, the Petersburg Tractor Plant, the Institute of Linguistic Studies of the Russian Academy of Sciences, NIIEFA, the IT Contact company, and the Volkhov Hydroelectric Power Station. In the final, they defended solutions to cases provided by the organizers.

    On the Wings of Polytech track, the participants worked on optimizing the wing design. They created a model in KOMPAS-3D, conducted virtual tests in ANSYS, calculated the load and lift at different angles of attack. The final stage was 3D printing of the wing and its testing on a special stand. The guys presented the results in the form of an engineering report with the defense of the project. The teachers of the program were engineers of the Higher School of Power Engineering and the Scientific and Educational Center “Aircraft Engines and Power Plants” PISh CI Nikita Izbyakov, Andrey Shirokih and Anastasia Bodunova.

    Participants in the track “Energovaybe: how to tame the energy current and not burn out” successfully designed an efficient power supply system for a private home. They analyzed the needs of future residents and developed an optimal layout for electrical appliances, including sockets, switches, and lighting fixtures. To ensure reliable power supply, students calculated the parameters of the key elements of the system and prepared a detailed power distribution plan. The project took into account modern requirements for safety, energy efficiency, and ease of use.

    The students studied electric power engineering with maximum focus on practical applicability. Testing the operation of electrical appliances, conducting experiments on connecting light bulbs, the first modeling in a popular engineering application, developing their own power supply scheme – the participants of the Summer School had no time to get bored, – noted Maria Lyulina, senior lecturer of the Higher School of Electric Power Systems.

    In the track “Linguistics in the Digital Age: from Data Analysis to Artificial Intelligence”, schoolchildren analyzed excerpts from English textbooks for grades 7–11 to assess their complexity. Using special metrics and automatic text processing tools, they found out how the “from simple to complex” principle is observed in the school curriculum. The results will help textbook authors adjust the selection of materials, and teachers will be able to adapt complex texts for better understanding. The track was organized by teachers and staff of the Higher School of Linguistics and Pedagogy Alexander Dmitriev, Marina Kogan and Elena Krupnova.

    In the “How it works: mechanical engineering” program, schoolchildren successfully designed and calculated a single-stage gearbox, a key mechanism for industrial equipment. They performed energy-kinematic calculations, created a 3D model, and analyzed various production technologies, including traditional processing and 3D printing. The intensive course allowed future engineers to master modern methods of designing mechanical systems and understand the principles of choosing optimal production solutions.

    The summer school is a unique opportunity for schoolchildren to immerse themselves in student life and get acquainted with their future profession. Working in groups, together with interested and motivated children, allows them to delve deeper into various technologies of modern professions, – noted the director of the Center for Work with Applicants Artem Egupov.

    BEIJING, July 10 (Xinhua) — The China-Russia Sister Cities Education Forum was held in Guangzhou, capital of south China’s Guangdong Province, on Tuesday. More than 300 educators, teachers and students from six cities in the two countries gathered to develop new approaches to cooperation through thematic seminars, amateur performances and the signing of inter-school agreements.

    According to Chinese education portal eol.cn, Guangzhou maintains sister city ties with five Russian cities, where educational cooperation has become a key area.     Six in ten ‘early adopters1’ of quantum-safe technologies predict that ‘Q-day2’, the point at which quantum computers can break current cryptographic algorithms, will arrive within 5-10 years

    Paris, July 10, 2025 – A Capgemini Research Institute report published today, ‘Future encrypted: Why post-quantum cryptography tops the new cybersecurity agenda, highlights that rapid progress of quantum computing threatens to render current encryption algorithms obsolete. ‘Harvest-now, decrypt-later3’ attacks, together with tightening regulations and the evolving technology landscape, have elevated the importance of quantum safety. However, despite increasing awareness within the industry, many organizations still underestimate the risks surrounding quantum computing, which could lead to future data breaches and regulatory penalties.

    According to the report, around two-thirds (65%) of organizations are concerned about the rise of ‘harvest-now, decrypt-later’ attacks. One in six early adopters believe that ‘Q-day’ will be within five years, while around six in ten believe it will arrive within a decade.

    “Quantum readiness isn’t about predicting a date–it’s about managing irreversible risk. Every encrypted asset today could become tomorrow’s breach if organizations delay adopting post-quantum protections. Transitioning early ensures business continuity, regulatory alignment, and long-term trust,” said Marco Pereira, Global Head of Cybersecurity, Cloud Infrastructure Services at Capgemini. “Quantum safety is not a discretionary spend but a strategic investment, which can turn a looming risk into a competitive advantage. The organizations that recognize this fact early will best insulate themselves against future cyber-attacks.”

    While current quantum computers cannot break widely used encryption yet, high-risk industries such as defense and banking are leading the adoption of quantum-safe solutions. In contrast, consumer-focused sectors like consumer products and retail sectors are showing less urgency.

    Post-quantum cryptography migration preferred over other quantum-security solutions
    Most organizations surveyed (70%) are protecting their systems against emerging quantum threats by adopting the appropriate mix of post-quantum cryptographic (PQC) algorithms.

    They view PQC as the best option to address near-term quantum security risks because it provides a comprehensive approach to securing data. Nearly half of early adopters are already exploring, assessing feasibility, or piloting PQC solutions. For 70% of organizations, regulatory mandates are a key driver behind the shift to PQC.

    While the early adopters are working towards quantum safety, a few organizations (30%) are still ignoring the quantum threat. They are struggling to allocate sufficient budget and personnel to cryptographic transition.

    Report Methodology
    The Capgemini Research Institute conducted a survey of 1,000 organizations with annual revenue of at least $1 billion across 13 sectors and 13 countries in Asia–Pacific, Europe, and North America. The global survey was carried out in April–May 2025. Around 70% of the sample in this report are referred to as ‘early adopters’. This segment is either working on or planning to work on quantum-safe solutions in the next five years. The survey findings were supplemented through in-depth interviews with sixteen industry executives.

    Israeli Prime Minister Benjamin Netanyahu has formally nominated United States President Donald Trump for the Nobel Peace Prize. He says the president is “forging peace as we speak, in one country, in one region after the other”.

    Trump, who has craved the award for years, sees himself as a global peacemaker in a raft of conflicts from Israel and Iran, to Rwanda and the Democratic Republic of Congo.

    With the conflict in Gaza still raging, we ask five experts – could Trump be rewarded with the world’s most prestigious peace prize?

    Nominating Trump for the Nobel Peace Prize is like entering a hyena in a dog show.

    Of course Trump does not deserve it. That we’re being forced to take this question seriously is yet another indication – as if we needed one – of his extraordinary ability to set and reset the terms of our politics.

    There is no peace in Gaza. Even if Trump announced another ceasefire tomorrow, it would not last. And it would not build genuine peace and security.

    Trump has neither the interest nor the attention span required to build long term peace. His administration is not willing to bear any of the costs or investments that come with genuine, lasting diplomacy. And he is not anti-war.

    There is no peace in Iran. Trump’s bombing of Iran simply exacerbates his decision in 2018 to end nuclear negotiations with Tehran. It pushes the world closer to, not further from, nuclear catastrophe.

    Under the Trump administration, there will be no peace in the Middle East. Both the US and Israeli governments’ approach to “security” puts the region on a perpetual war footing. This approach assumes it is possible to bomb your way to peace – a “peace” which both Trump and Netanyahu understand as total dominance and violent oppression.

    The Trump administration is deliberately undermining the institutions and principles of international and domestic law.

    He has deployed the military against American citizens. He is threatening the United States’ traditional allies with trade wars and annexation. His administration’s dismantling of USAID will result, according to one study, in the deaths of 14 million people, including 4.5 million children, by 2030.

    Indulging Trump’s embarrassing desire for trophies might appease him for a short time. It would also strip the Nobel Peace Prize of any and all credibility, while endorsing Trump’s trashing of the international rule of law.

    What kind of peace is that?

    The nomination of Donald Trump for the Nobel Peace Prize by a man who is facing charges of war crimes is an unprecedented and deeply dark irony that cannot be overlooked.

    Trump’s role in brokering the Abraham Accords was hailed as a diplomatic breakthrough. It led to the normalisation of relations between Israel and several Arab countries, including the United Arab Emirates, Bahrain and Morocco.

    But this achievement came at a significant cost. The accords deliberately sidelined the Palestinian issue, long recognised as the core of regional instability, and disregarded decades of international consensus on a two-state solution.

    Trump’s administration openly supported Israeli policies widely considered to violate international law, including the expansion of illegal settlements and the proposed annexation of Palestinian territory.

    His silence in the face of a growing humanitarian catastrophe in Gaza was equally telling. Perhaps most disturbing was the tacit or explicit endorsement of proposals to forcibly relocate Palestinians to neighbouring Arab countries, a position that evokes ethnic cleansing and fundamentally undermines principles of justice, dignity and international law.

    In addition, there is Trump’s unconditional support for Israel’s military campaigns across the region, including his authorisation of attacks on Iranian civilian, military and nuclear infrastructure. The strikes lacked any clear legal basis, contributed further to regional instability and, according to Tehran, killed more than a thousand civilians.

    His broader disregard for international norms shattered decades of post-second world war diplomatic order and increased the risk of sustained and expanded conflict.

    Against this backdrop, any serious consideration of Trump for the Nobel Peace Prize seems fundamentally at odds with its stated mission: to honour efforts that reduce conflict, uphold human rights and promote lasting peace.

    Whatever short-term diplomatic gains emerged from Trump’s tenure are eclipsed by the legal, ethical and humanitarian consequences of his actions.

    Netanyahu’s nomination of Donald Trump for one of the world’s most coveted awards was clearly aimed at flattering the president.

    Trump is clearly angling for the laurel, which his first term predecessor, Barack Obama, won in his first year in office.

    Obama was awarded the prize in 2009 for promotion of nuclear non-proliferation and fostering a “new climate” in international relations, particularly in reaching out to the Muslim world.

    Given neither of these ambitions have since borne fruit, what claims might Trump reasonably make at this stage of his second term?

    Trump has claimed credit for resolving two conflicts this year: the brief India–Pakistan clash that erupted after Pakistani militants killed 25 Indian tourists in Kashmir in May; and the long-running dispute between Rwanda and the Democratic Republic of the Congo.

    Indian Prime Minister Narendra Modi disputes Trump brokered peace. He says the issue was resolved by negotiations between the two countries’ militaries.

    With regards to the Rwanda–DRC conflict, the countries signed a peace agreement in the Oval Office in June. But critics argue Qatar played a significant role
    which the Trump administration has airbrushed out.

    Trump can legitimately argue his pressure on Israel and Iran forced a ceasefire in their 12-day war in June.

    But his big test is the Gaza war. For Trump to add this to his Nobel claim, he will need more than a ceasefire.

    The Biden administration brokered two ceasefires that enabled the release of significant numbers of hostages, but did not end the conflict.

    Trump would have to use his undoubted influence with Netanyahu to achieve more than a temporary pause. He would have to end the war definitively and effect the release of all Israeli hostages.

    Beyond that, if Trump could persuade Netanyahu
    to take serious steps towards negotiating a two-state solution, that would be a genuine Nobel-worthy achievement.

    Trump isn’t there yet.

    The Nobel Peace Prize recognises outstanding contributions to peace globally.

    Although controversial or politicised awards are not new, awardees are generally individuals or groups who’ve made
    significant contributions to a range of peace initiatives.

    They include reducing armed conflict, enhancing international cooperation, and human rights efforts that contribute to peace.

    Inspiring examples include anti-nuclear proliferation organisations and phenomenal women peacemakers. And Nadia Murad and Denis Mukwege, who won in 2011 for their work trying to end the use of sexual violence as a weapon of war.

    Trump has declared his “proudest legacy will be that of a peacemaker and unifier”. But he is neither.

    The president has fuelled escalating insecurity, violent conflict and human rights violations globally, and actively undermined international cooperation for peace. This includes the decision to sanction judges of the International Criminal Court.

    There has been a concerning trend towards using the Nobel Peace Prize to encourage certain political directions, rather than reward achievements.

    Barack Obama’s 2008 Prize helped motivate his moves toward diplomacy and cooperation after the presidency of George W. Bush.

    Ethiopian Prime Minister Abiy Ahmed’s 2018 award was for efforts to resolve the 20-year war with Eritrea. The peace prize encouraged Ahmed to fulfill his promise of democratic elections in 2020. Embarrassingly, within a year Ahmed launched a civil war that killed over 600,000 people and displaced 3 million more.

    This week’s nomination follows efforts by global leaders to flatter Trump in order – they hope – to secure his goodwill.

    These motivations explain why Netanyahu has put forward Trump’s name to the Nobel Committee. It comes at the very moment securing Trump’s ongoing support during ceasefire negotiations is critical for Netanyahu’s political survival.

    Trump has also been nominated by the government of Pakistan and by several Republican figures. Flattery is the currency Trump trades in. These nominations pander to a president who has bemoaned

    They will never give me a Nobel Peace Prize […] It’s too bad. I deserve it, but they will never give it to me.

    Prizes to genuine peacemakers amplify their work and impact.

    1984 winner Desmond Tutu said: “One day no one was listening. The next, I was an oracle.” A Nobel can be a powerful force for peace.

    Trump is no peacemaker, he doesn’t deserve one.

    Benjamin Netanyahu would have us believe Donald Trump is a peacemaker.

    Nothing could be further from the truth. His record is stained with blood and misery. The fact Trump believes himself to be worthy of the Nobel Peace Prize only attests to his illusions of grandeur in the face of overwhelming evidence to the contrary.

    The war in Gaza has gone into its 20th month because Trump did not use the levers at his control to bring the senseless war to a close.

    Some estimates put the true Gaza death toll at 100,000 people, and counting. They have been killed by American-made bombs Israel is dropping across the densely populated strip; from starvation because Israel has enforced a blockade of the Gaza Strip and prevented UN food delivery with the blessings of America; and from gunshots at food distribution centres, set up with US private security.

    All under Trump’s watch.

    Trump could do something about this. Israel is the largest recipient of US aid, most of it military support.

    This has multiplied since Israel commenced its attack on Gaza in response to Hamas terrorism on October 7 2023. Trump has approved the transfer of US military hardware to Israel, knowing full well it was being used against a trapped and helpless population.

    This is not the act of a peacemaker.

    Now the Israeli government is planning to “facilitate” population transfer of Gazans to other countries – a euphemism for ethnic cleansing.

    This is the textbook definition of genocide: deliberate and systematic killing or persecution of people. Trump legitimised this travesty of decency and international law by promising a Gaza Riviera.

    The outlandish extent of Trump’s ideas would be laughable if their consequences were not so devastating.

    When Israel attacked Iran in the middle of nuclear talks, Trump had a momentary pause, before jumping to Netanyahu’s aid and bombing Iran. He then claimed his action paved the way for peace.

    Trump’s idea of peace is the peace of the graveyard.

    JINAN, July 10 (Xinhua) — Scholars and experts from around the world gathered in Qufu, east China’s Shandong Province, on Wednesday for a two-day dialogue and cultural exchanges aimed at finding paths to harmonious coexistence among civilizations and common solutions for global development.

    The Nishan Forum on World Civilizations brought together over 560 guests from over 70 countries in Nishan, the historic site where the eminent philosopher and educator Confucius was born in 551 BC. For thousands of years, he has been revered as a symbol of traditional Chinese culture.

    Among other things, the forum participants discussed how Confucian culture continues to resonate in the modern world, the critical role of global cooperation in driving modernization, and the far-reaching impact of artificial intelligence on the future of civilization.

    At a car parts factory in southwestern Chinese city of Mianyang, a group of humanoid robots undertook an unscripted, real-world stress test: identifying pallets and bins on the factory floor, autonomously planning their routes, and transporting the bins to their designated shelves.

    In this groundbreaking demonstration of the industrial potential of embodied AI, Shanghai-based robotics firm AgiBot and its partners livestreamed their dual-armed, wheeled robots performing real factory tasks for three uninterrupted hours on Wednesday afternoon.

    The live recording marked an advancement in the global robotics industry, showcasing how adaptive machines are poised to become standard collaborators in manufacturing.

    The A2-W robot team, which was deployed about a month before the live test, completed two full logistics shifts during the broadcast, moving over 800 cargo boxes per shift between assembly stations with virtually no errors.

    Their performance demonstrated their ability to navigate the dynamic chaos of a real factory environment. They deftly avoided moving obstacles like forklifts, recalculated paths when workers crossed their trajectory, and even adjusted their grip to handle misaligned boxes.

    At present, even on highly automated production lines, flexible tasks like handling bins still rely on human workers, who are prone to errors, said Deng Yang, engineering director of Fulin P.M., an auto parts supplier in Mianyang of Sichuan Province, whose clients include Volkswagen, General Motors, BYD, NIO and XPeng.

    “Robots, by contrast, can operate 24/7 with significantly higher accuracy in visual recognition,” Deng said.

    The A2-W robots outperformed traditional automation in resisting interference and correcting errors, according to Deng. Additionally, they can adapt to non-standard tasks and handle repetitive, hazardous work.

    Behind the adaptability of these robots is neural-network architecture designed by A.N.U., a Chengdu-based startup. “Today’s demonstration is a small step, but it may represent a giant leap for the global commercialization of embodied AI,” said Yang Zeng, A.N.U.’s algorithm director.

    Many Chinese manufacturers are now facing labor shortages, rising costs and demand for flexible production. While traditional industrial robots are efficient, they lack adaptability for small-batch, multi-product manufacturing. Humanoid robots are believed to be a solution to this problem.

    Humanoid robot firms such as UBTECH in Shenzhen and Kepler in Shanghai have previously conducted factory training, but Wednesday’s show was China’s first live broadcast of a real-world industrial trial.

    Chinese startups have gained global attention by showcasing robots performing impressive stunts like dancing, backflips and Tai Chi, and more robotics companies are now focusing on making these machines even smarter so that they can handle more practical tasks in factories.

    AgiBot sends its robots to a “technical school.” In a 4,000-square-meter space in Shanghai, locations like restaurants, bubble tea shops and homes have been recreated, with over 100 data collectors teaching robots daily chores.

    On Monday, the Beijing Humanoid Robot Innovation Center open-sourced its Tien Kung-Lab motion control framework, providing critical technological support for potential applications in industrial logistics, hazardous environments and other high-complexity scenarios. This April, Tien Kung made history by winning the world’s first half-marathon for humanoid robots.

    “In the future, robots will collaborate with automated production lines, AGVs (automated guided vehicles) and on-site engineers, enabling factories to move toward truly unmanned operations,” Deng said.

    “We’re at a transformative stage for industrial humanoid robots. In the next year or two, AgiBot will scale its general-purpose embodied robots across more industrial applications,” said Wang Chuang, an executive at AgiBot.

    On Maintaining a Robust Energy Grid to Keep Costs Low for Families

    Heinrich began by questioning Audrey Robertson on Texas’ grid, “I’ve been looking closely at NERC’s 2025 summer reliability assessment in Texas. Texas added seven gigawatts of solar power in 2024, nearly seven and a half gigawatts of battery storage in 2024 alone, which is helping the state meet growing electricity demand from AI data centers and some of the things that you’ve articulated. As a result of those additional capacities, the risk of power emergencies has dropped to just 3% now, as opposed to 15% a little over a year ago. So, Ms. Robertson, do you agree that in the face of rising demand, that the grid requires more, not less affordable, reliable energy?”

    Robertson responded, “Undoubtedly the grid demands and we need to deliver more reliable, affordable, secure energy. Are you specifically asking about best systems, or solar systems?”

    Heinrich pressed, “Looking at Texas, would you agree that deploying both energy storage in tandem with renewable energy technologies can actually increase grid reliability, hold prices down and add new generation sources?”

    Robertson followed, “It certainly has the capability to do that. Texas still relies primarily on natural gas as its base load power, and that has to be the base load and the maximum because solar, solar plus wind, excuse me, solar plus batteries can provide a number of benefits, both at a large scale and a small scale, but we have yet to see the 5 or 10 year implications of these large battery systems, which unfortunately or ironically, the environments that are wonderful for solar Texas are not great for batteries. And so battery degradation and the life, the lifetime of a utility scale battery is something that is going to be a further effort of my Department, if I’m so fortunate to be confirmed. But those technologies have yet to play out.”

    Heinrich countered, “I would beg to differ. In New Mexico, we were an early adopter of grid scale storage. At this point in my personal grid in the Albuquerque area, we’re not only 35% solar, 7% nuclear, 15% wind, but using 15% battery storage, we’ve been able for a number of years now to maintain a high level of reliability, and not just a high level of reliability, but a low retail cost, which is the other thing that American consumers care about. I pay about 10.8 cents. Now I rarely pay that, because I have solar on my roof at a scale that I don’t get an electric bill most months. But when I do, I pay 10.8% – 10.8 cents, which is, if you look at the country as a whole, much lower than what you see in the Midwest and the East.”

    On Oil and Gas Spills in New Mexico

    Heinrich pressed Robertson on her company’s record of oil and gas spills in New Mexico, “Ms. Robertson, I wanted to ask you, give you something that’s been raised to me, and I wanted to give you a chance to speak to it is that Franklin Mountain Energy has had a number of both Clean Air Act [violations] and spills in the state of New Mexico, several dozen spills, in fact. And what would you just say to my constituents that are concerned about that record in the Permian?

    Robertson responded, “Senator Heinrich, happy to speak to that. Franklin Mountain Energy is now sold, but when we built this company from a few barrels a day to over 65,000 barrels a day of oil production. Growing an organization from raw BLM leases in Southeast New Mexico, to running five rigs at one time is a massive 24/7 manufacturing operation for which our team has an outstanding safety record and an outstanding EPA air quality record. We did have a number of violations that were cited, the vast majority of those were remedied within a day or two. The majority of those issues came from third party equipment that were on our facilities. We take great pride in both building and operating some of the most remarkable oil and gas facilities in the United States and in this great state of New Mexico. So I guess… Having spills is part of running a big, complicated business. There is not an oil and gas company that can move the amount of fluid, gas, and people that we do without having an occasional spill, but our record within the community is outstanding, and I’m very proud of them.”

    Heinrich responded, “I appreciate your response to that. I think that while these impacts are reality, they also have very real impacts on my constituents and so I think the goal as challenging as it should, should be zero. But I appreciate your focus on that and your response to those questions.”

    TAIYUAN, July 10 (Xinhua) — A train loaded with 50 standard containers of photovoltaic panels weighing 1,159 tonnes departed Jinzhong City in north China’s Shanxi Province for Azerbaijan’s capital Baku on Wednesday morning, marking the province’s launch of China-Europe rail service along the trans-Caspian route.

    According to the press service of the local transport company Huayuan International Land Port, the train departed from the Zhongding logistics center. On the way, it will pass through the territory of Kazakhstan and arrive at the port of Aktau, from where the cargo will be delivered to Azerbaijan by ferry.

    Compared to the traditional method, trans-Caspian transportation allows to significantly reduce transportation time, the company recalled.     To help Taiwan’s machine tool industry proactively respond to evolving international regulations, the Bureau of Standards, Metrology and Inspection (BSMI) officially launched the Local Inspection, Certification, and Calibration Service Platform for Machine Tools on July 1. By integrating the resources of public research institutions, the platform serves as a centralized hub that offers up-to-date information on safety and performance testing requirements, as well as relevant technical standards, for key export products in major global markets. This initiative aims to help businesses stay informed of regulatory changes in real time.

    In addition to the online portal, BSMI has conducted a comprehensive assessment of domestic calibration and certification capacities. The platform provides consultation services and facilitates demand matching between enterprises and service providers, enabling local testing and certification. These efforts help reduce certification timelines and lower testing costs, thereby enhancing the global competitiveness of Taiwan’s machine tool sector.

    BSMI further explained that, in light of India’s recent regulatory changes for mechanical products, they invited the Bureau of Indian Standards (BIS) in April to brief local machine tool manufacturers on new compliance requirements and application procedures. The seminar focuses on key updates to the European Union’s new Machinery Regulation (EU 2023/1230).

    A senior expert from TUV SUD Taiwan, a subsidiary of the renowned German certification body, has been invited to elaborate on the regulation’s major changes. These include strengthened risk assessment requirements, expanded oversight of AI and automated equipment, and clearer responsibilities for manufacturers. The objective is to equip domestic manufacturers with a deeper understanding of the new framework and support early compliance preparation.

    With the EU set to fully implement the new Machinery Regulation by 2027, BSMI will continue to organize technical regulatory briefings targeting major export markets. In addition, BSMI also plans to further integrate testing and certification resources, offer consultation and matchmaking services, and promote international cooperation to strengthen Taiwan’s local testing capabilities and export competitiveness.

    CAIRO, July 9 — Chinese Premier Li Qiang said here on Wednesday that China supports Arab countries in strengthening strategic autonomy, enhancing unity and self-reliance, and pursuing development paths suited to their own national conditions.

    During his meeting with Arab League (AL) Secretary-General Ahmed Aboul-Gheit, Li said that China has always viewed and developed its relations with Arab nations from a strategic perspective and firmly supports their just cause.

    Noting that China and Arab countries are trustworthy friends and good partners, Li said that at present, under the strategic guidance of Chinese President Xi Jinping and the leaders of Arab countries, China-Arab relations have entered their best period in history.

    China is willing to strengthen friendly ties with the AL, enhance strategic mutual trust with Arab countries, deepen cooperation across various fields, work together to advance modernization, and build a higher-level China-Arab community with a shared future, he said.

    CAIRO, July 9 — China and Egypt should consistently facilitate two-way trade and investment, strengthen industrial alignment and market connectivity, and push for a higher level of win-win cooperation, Chinese Premier Li Qiang said here on Wednesday.

    Li made the remarks when meeting with Speaker of the Egyptian House of Representatives Hanafy Ali Gebaly. Li is on an official visit to the Middle East country at the invitation of Egyptian Prime Minister Mostafa Kamal Madbouly.

    Although China and Egypt are geographically distant, the friendship between the two countries has a long-standing history, Li said.

    Since the establishment of bilateral diplomatic relations, no matter how the international situation changes, China-Egypt traditional friendship remains unchanged, and the momentum of bilateral relations and cooperation continues to grow, demonstrating strong internal dynamism, he said.

    China is willing to further promote traditional friendship with Egypt, enhance political mutual trust, firmly support each other’s core interests and major concerns, and continuously elevate bilateral relations to new heights and achieve more new results in bilateral cooperation, so as to better benefit the people of both countries, Li said.

    At the core of Phi-4-mini-flash-reasoning is the newly introduced decoder-hybrid-decoder architecture, SambaY, whose central innovation is the Gated Memory Unit (GMU), a simple yet effective mechanism for sharing representations between layers.  The architecture includes a self-decoder that combines Mamba (a State Space Model) and Sliding Window Attention (SWA), along with a single layer of full attention. The architecture also involves a cross-decoder that interleaves expensive cross-attention layers with the new, efficient GMUs. This new architecture with GMU modules drastically improves decoding efficiency, boosts long-context retrieval performance and enables the architecture to deliver exceptional performance across a wide range of tasks.

This new model achieves significantly lower latency and higher throughput compared to Phi-4-mini-reasoning, particularly in long-context generation and latency-sensitive reasoning tasks. 

    This makes Phi-4-mini-flash-reasoning a compelling option for developers and enterprises looking to deploy intelligent systems that require fast, scalable, and efficient reasoning—whether on premises or on-device. 

    The top plot shows inference latency as a function of generation length, while the bottom plot illustrates how inference latency varies with throughput. Both experiments were conducted using the vLLM inference framework on a single A100-80GB GPU with tensor parallelism (TP) set to 1.
    A more accurate evaluation was used where Pass@1 accuracy is averaged over 64 samples for AIME24/25 and 8 samples for Math500 and GPQA Diamond. In this graph, Phi-4-mini-flash-reasoning outperforms Phi-4-mini-reasoning and is better than models twice its size.

  • MIL-OSI Australia: Tracking insect and bug health in a heartbeat from a digital camera

    In a world-first pilot study, researchers from the University of South Australia (UniSA) have used video footage of insects to extract their heart rates without touching or disturbing them.

    The innovation, published in the Archives of Insect Biochemistry and Physiology, could transform how scientists monitor the health and stress levels of arthropods, that account for more than 80% of animal species.

    Taking footage from smartphones, social media videos and digital cameras, the researchers used sophisticated signal processing methods to monitor the heart activity of ants, bees, caterpillars, spiders, grasshoppers and stick insects.

    Unlike mammals, arthropods have an open circulatory system in which blood fills the body cavity, bathing the internal organs and tissues. Their heart is located on the top (dorsal) side of their body in the abdomen.

    Led by UniSA PhD candidate Danyi Wang and her supervisor Professor Javaan Chahl, the study demonstrates that subtle body movements captured on standard digital or smartphone cameras can be analysed to reveal accurate and detailed cardiac activity in a range of insect species.

    Unlike traditional methods that require physical contact or immobilisation, this technique allows insects to remain free, without disrupting their natural behaviour.

    “Insects are vital to our ecosystems, and understanding their physiological responses to environmental change is essential,” Wang says.

    “Existing methods to measure insect’ vital signs are invasive, however. Our method preserves their natural behaviour while providing accurate insights into their heart activity.”

    The extracted heart rates closely matched the physiological ranges recorded via traditional techniques, validating the system’s accuracy.

    Senior author Prof Javaan Chahl says the system successfully captured heart rates across multiple insect species, detecting physiological differences influenced by factors such as wing morphology and temperature.

    “From ants with heart rates of around 50 beats per minute, to bees reaching 119bpm, our results consistently aligned with established reference values,” Prof Chahl says.

    “What’s exciting is that this was all achieved without attaching sensors or disturbing the insects in any way.”

    One of the most impressive validations came from caterpillar recordings, where the team compared their video-derived cardiac signals to data from infrared contact sensors in previous studies. The shapes and frequencies were almost identical.

    The study also revealed interesting inter-species variations. For example, spider heart rates varied significantly, reflecting differences between species rather than activity levels, since all subjects were at rest during filming.

    Advanced image processing techniques, including motion tracking algorithms and magnification, were applied to detect tiny movements associated with heartbeats. These signals were analysed using spectral filtering and transformed into frequency data to isolate the heart rate.

    According to Prof Chahl, the study marks an important step forward in insect research.

    “Non-invasive cardiac monitoring offers tremendous potential; not just for studying insect health, but also for understanding environmental stressors, pesticide effects, or even the wellbeing of social insects like ants and bees, where heart signals can provide insights into colony health and behaviour.”

    His team has previously used a similar technique with digital cameras to remotely extract cardiac signals in humans and wildlife.

    The researchers hope to test the system in the field and refine it by using machine learning to improve the accuracy across different body types and light conditions.

    “With more refinement, this could become a cost effective and valuable tool in the ecological research toolkit,” says Wang. “It gives us the ability to listen to the hearts of the smallest creatures without harming them.”

    On China buying American farmland and the threat it poses:
    “… Farm security, food security, is national security – we take it for granted. China, their nationals, their people, have purchased only about 300,000 acres of land. It’s not the land, but it’s the location that matters. They have land right next to Whiteman Air Force Base. That’s where our B-2 bombers took off from for their mission to Iran. Back home, Fort Riley, Kansas, is near and dear to my heart – they have land close to that. So, it looks like they strategically purchased land next to military bases. So that in and of itself, they can keep track of what’s coming and going, what new drones do we have, all sorts of things, as you can imagine. So, it’s a national security issue.
    “But beyond that, let’s talk about the other pieces of national security when it comes to agriculture. It’s the food supply chain, so foreign nationals hold about 1/4 of the protein processing in America, pork processing, and beef processing, to be particular. They’re constantly stealing our intellectual property. We have Chinese nationals in our laboratories, at our universities, so they are a constant threat. The one that really scares me is bioterrorism. You know, the next COVID virus, the next thing that they make in a lab in China, you couldn’t imagine that you’d ever have a hot air balloon floating across America… that could be dropping some type of viral particles that would kill all the cattle in America. So that’s the big concern.”
    On the Biden Administration’s failure to act:
    “Let’s talk about why the Biden administration just ignored this. I begged them to make the Secretary of Agriculture part of CFIUS. That’s the committee that assesses foreign investments in the United States from a national security standpoint. Yesterday, President Trump made Secretary Rollins part of CFIUS so she can evaluate each one of these purchases on a case-by-case basis. You know who’s really purchasing the land, right? Is it some proxy, or are they really connected to a country of concern as well?
    “It is absolutely common sense. We brought this to the Biden Administration as we saw this acceleration of these land purchases. The President has the ability to appoint her, Congress can codify it, and we do have legislation that would codify that appointment, make it permanently legal, so that if, heaven forbid, we have another Joe Biden in office, that he wouldn’t take the Secretary of Agriculture off that off that post.”
    On how China has used the land they have purchased:
    “I don’t have any insider information, except to say obviously they’re spying on us. It’s an easy spy spot. But I think what’s more important is what the Trump Administration is going to do here. Basically, they’re going to have an executive order that says China, country of origin, cannot buy any further agricultural land in the United States, period. And they’re going to start a program to start taking land back from them. And you know, Governor Huckabee Sanders, down in Arkansas, has already done that. So, states can do things as well. The state laws, the state governors, can move a little bit more quickly on this. So, I would encourage them to get behind this situation as well. So, I think that the Trump administration is moving again, moving agriculture up to a level of national security.”
    On Secretary Rollins’ statements around ‘No Amnesty’:
    “No amnesty. Period, full stop, end of paragraph, end of sentence, no amnesty. The President made that very clear, and Secretary Rollins reiterated that five times yesterday. Republicans in the Senate are not in favor of amnesty.
    “But two points I’d like to make, though. Number one, we could not have ever even had this discussion until the border was secure. It’s amazing, the border is secure again, The One Big, Beautiful Bill is going to build 2000 miles of barrier, and it’s going to fund that border security for the next four years. Usually, we have to fight every year with the Democratic senators on funding that. But we’re going to double the number of ICE removal agents. I think what we heard Secretary Rollins say yesterday is that they’re going to continue to prioritize the 400,000 violent illegal criminals in this country. And that’s why, I think that’s why you saw DHS Secretary Noem there, and you know, all the different secretaries, the Attorney General, were there saying, look, this is all the above problem that we’re trying to solve. We want to make our farmland secure, and we want to make your family safer as well.
    On Joe Biden’s physician testifying about the former President’s mental decline:
    “You know, I’m a physician as well. I practiced obstetrics and gynecology for 25 years, and maybe I can share a couple analogies from there. Look, this doctor has a legal obligation to come and testify, just like if I had a legal obligation. Let’s say again, I’m an obstetrician. I see a patient in the morning, and she goes out and kills somebody that night. And I’m subpoenaed to the court to come and testify – they would ask me questions. What was her mental status? I’d be obligated to talk about that. Did she say anything that she was interested in killing somebody or herself? I would testify to that.
    “Now, if they ask me if she ever had herpes, has she ever had an STD, has she ever had a miscarriage, I would say, look, that’s patient doctor privilege. It has nothing to do with this case, right? But in this situation, this doctor has every obligation to come talk about the, you know, national security issues regarding the neurogenerative decline of one Joe Biden and how there was an abuse of power with the auto-pen. So, I think that’s fair game, that the law trumps his ethical obligation.
    On the obligation to know who was really in charge during the Biden-Harris Administration:
    “I want my good friend Jamie Comer to go through with this trial. I’m just telling us not to overplay our hand. We cannot stop talking about all the great victories under President Trump, that we’re doing as well. We cannot make this the focus of the Republican Party, but absolutely this doctor absolutely has an obligation to talk about the neurodegenerative decline of one Joe Biden… this is an impact on national security. I think that Congressman Comer is well within his constitutional rights to come in and say, did this President put us at some type of national security threat level? Who was really planned this Afghanistan evacuation debacle? Are there any types of notes? I want to see the notes as the auto pin signed all these pardons. Is there a discussion, you know, with the President that records some of those as well? That would be minimal that I would want to see. So, where there’s smoke, there’s fire, full speed ahead. But we got a great story to tell beyond just Joe Biden’s decline.”
    On the legislation to cut funding to PBS and NPR:
    “I think it’ll come to the floor next week, but I’m embarrassed to tell you that there’s people, Senate Republicans, that are having heartburn about it. Look to your point, $37 trillion of national debt, a trillion dollars a year on interest, and the Senate doesn’t have the kahones to cut $9 billion of total waste, fraud, and abuse. When I sat down with Elon Musk the first time, I gave him a list of the top 10 things that Doge should do, USAID was the top of it, and I put beside it, ‘burn it to the ground.’ Based upon my experiences traveling, seeing what USAID was doing, I knew that there was a lot of fraud and abuse going on with it.
    “And this is also going to defund National Public Radio, Television as well. Look, Kansans back home are tired of their taxpayer money being spent on basically one propaganda unit for the left, right. So, but, but it’s we’ve got some heartburn going on here. Hopefully, we can get it through.”
    On why it’s time to cut funding to USAID, NPR, and PBS:“For over 20 years, we have spent billions of dollars treating people for AIDS in Africa. And I’m so glad we got to do it, but do we need to keep spending a billion dollars a year on that? When does Africa take care of their own problems? When are they going to realize what’s causing AIDS, that there’s ways to prevent it, other than taking a medicine that costs tens of thousands of dollars a month as well. So that’s one piece, the humanitarian part of it as well.
    “And look, there are some moderates within the Republican Party that think National Public Radio should be funded by the government. I disagree. And with today’s media opportunities. I don’t see why the federal government needs to be subsidizing anybody out there in the media, let alone someone who’s so biased as NPR is.”
