  • MIL-Evening Report: More than 20% of Earth’s plant species are found only on islands – and time is running out to save them

    Islands have long intrigued explorers and scientists. These isolated environments serve as natural laboratories for understanding how species evolve and adapt.

    Islands are also centres of species diversity. It has long been speculated that islands support exceptionally high amounts of global biodiversity, but the true extent was unknown until now.

    In world-first research published in Nature today, my colleagues and I counted and mapped the diversity of plant life on Earth’s islands. We found 21% of the world’s total plant species are endemic to islands, meaning they occur nowhere else on the planet.

    These findings are important. Island plants are at higher risk of extinction than those on mainlands. Detailed knowledge of plants species, and where they grow, is essential for monitoring and conserving them.

    Mapping island floras worldwide

    The study involved an international team of scientists. We developed an unprecedented database of vegetation information from more than 3,400 geographical regions worldwide, including about 2,000 islands.

    The definition of an island is somewhat arbitrary. Conventionally, an island is a landmass entirely surrounded by water and smaller than a continent. This means Tasmania and New Guinea are islands, but mainland Australia – a continent in itself – is not. This is the definition we used.

    We found 94,052 plant species, or 31% of the world’s total, are native to islands. Of these, 63,280 plant species, or 21%, only occur on islands.

    Endemic species were concentrated on large tropical islands such as Madagascar, New Guinea and Borneo. On Madagascar alone, 9,318 plant species – 83% of its total flora – grow there and nowhere else.

    Fewer plant species overall were found at ocean archipelagos such as Hawaii, the Canary Islands and the Mascarenes (east of Madagascar, including La Reunion and Mauritius). But a large share of their species were still unique to these islands.

    Two palms are endemic to Australia’s Lord Howe Island – Howea forsteriana and H. belmoreana. They are one of the best-researched examples of “sympatric speciation”, or in other words, species that evolve from a common ancestor at the same location.

    This mode of evolution has long been hypothesised to exist. But examples are rare, and highly useful for evolutionary research.

    The Norfolk Island Pine (Araucaria heterophylla) is, of course, named after the tiny island where it is found. This species, while endangered in the wild, is now widely planted along Australia’s beaches where it is instantly recognisable to us.

    Islands are of great conservation concern

    Islands cover just 5.3% of the world’s land area, but contribute disproportionately to global biodiversity.

    Island plants are at much greater risk of extinction than species found in mainland areas, for reasons such as:

    • small population sizes
    • unique evolutionary traits that make them vulnerable to invasive species such as herbivores
    • specific habitat requirements
    • habitat degradation
    • threats from invasive plant and animal species
    • climate change.

    Some 57% of the island-endemic species we assessed are considered critically endangered, endangered, vulnerable, or near-threatened, according to the International Union for Conservation of Nature.

    Alarmingly, 176 of plant species endemic to islands are already classified as extinct, accounting for 55% of all known extinct plant species globally. Among these is Hawaii’s vulcan palm (Brighamia insignis), which is now considered extinct in the wild. However, the species is popular as an ornamental plant and still survives in gardens.

    Other species might be less lucky; extinction in the wild may mean being lost for ever.

    So, assessing the conservation status of island floras is important. Under a globally agreed United Nations target, 30% of the world’s land and oceans should be protected by 2030. We calculated how much of global islands is conserved today. Disappointingly, only 6% of endemic plant species occur on islands that meet this target.

    For instance, New Caledonia, Madagascar and New Guinea – known for their many endemic plant species – contain relatively low levels of protected areas.

    Protecting our island plants

    Urgent action is needed to protect island biodiversity. This includes expanding protected areas, prioritising regions with high numbers of endemic species, and implementing habitat restoration projects.

    Without such measures, the unique floral diversity of islands may continue to decline, with potentially severe consequences for global biodiversity.

    Much more research is needed to determined the best conservation strategies for all these plant species. Accurate data is vital to guide future conservation strategies and safeguard against further loss.

    Our study also serves as a stark reminder of the urgent need for targeted plant conservation efforts on islands. Many species teeter on the brink of extinction, and time is running out to preserve this irreplaceable natural heritage.

  • MIL-Evening Report: Ocean eddy currents funnel extreme heat and cold to the life-filled depths

    On land, we’re familiar with heatwaves and cold snaps. But the deep sea also experiences prolonged periods of hot and cold.

    Marine heatwaves and cold spells can severely damage ocean ecosystems and habitats such as coral reefs. These extremes can also force species to move or die and cause sudden losses for fisheries.

    In research published today in Nature, we show almost half of the heatwaves and cold snaps reaching the ocean’s twilight zone – between 200 and 1,000 metres – are driven by large eddy currents, swirling currents which transport warm or cold water.

    As the oceans heat up, heatwaves linked to eddy currents are getting more intense – and so are cold snaps. These pose potential threats to the vast amount of life in the twilight zone, home to the world’s most abundant vertebrate and the largest migration on the planet.

    Monitoring the deep sea is hard

    About 90% of heat trapped by greenhouse gases has gone into the oceans. As a result, marine heatwaves are arriving more frequently – especially off Australia’s east coast, Tasmania, the northeast Pacific coast in the United States and in the North Atlantic.

    Researchers have long relied on satellite measurements of temperatures at the ocean surface to detect these extreme ocean temperature events. Surface temperatures are directly influenced by the atmosphere. But it’s different at depth.

    Satellites can’t measure temperatures under the surface, making the deep sea much harder to monitor.

    Instead, we have a handful of long-term moorings – measurement buoys suspended at depth – across the world’s oceans. These are hugely valuable, as they continuously record temperatures and make it possible to detect extremes temperature changes.

    In recent decades, there have been welcome advances in the form of Argo floats – robotic divers which dive 2,000 metres deep and resurface, sampling temperature and salinity as they go.

    Data from these two sources coupled with traditional measurements from vessels made our research possible.

    Heatwaves inside eddy currents

    The data gave us two million high quality temperature readings or “profiles” across the world’s oceans, spanning three decades. We used this rich data to uncover the role of eddy currents.

    Ocean eddies are huge loops of swirling current, sometimes hundreds of kilometres across and reaching down over 1,000 metres. They’re so large you can see them on satellite images.

    These powerful currents can push warm surface water down deeper or lift deep cold water up, causing rapid temperature changes. Eddies can travel a long distance before dissipating, carrying bodies of colder or warmer water with them.

    We discovered their role in triggering deep heatwaves and cold snaps by examining each temperature profile and cross-matching this with eddies present at the same time and location.

    This showed eddies played a major role in triggering marine heatwaves and cold spells in waters deeper than 100 metres – especially in the mid-latitude oceans north and south of the tropics.

    The East Australian Current takes warm water southward down the east coast, triggering many eddies. More than 70% of deeper marine heatwaves in this area actually took place inside ocean eddies.

    When eddies in this current spin anticlockwise, they tend to bring marine heatwaves, transporting warm water to the depths. But when they spin clockwise, they bring cold deep water up higher, bringing cold spells.

    We found deep extreme temperature events linked to eddies are seen more often in major ocean boundary currents, such as the East Australian and Kuroshio currents in the Pacific and the Gulf Stream in the Atlantic. Deep marine heatwaves also occur in the Leeuwin Current off Western Australia. The stronger the eddy currents, the more likely they are to trigger extreme temperatures deeper down.

    Eddy currents are the main driver for nearly half of all deep ocean heatwaves and cold spells. Other drivers include ocean temperature fronts from strong ocean currents and large-scale ocean waves.

    When eddy currents spin one way, they can send heat to the depths. When they spin another, they can bring cold water towards the surface.

    What does this mean for ocean life?

    Day in, day out, heat trapped by greenhouse gases makes its way to the oceans.

    You would expect marine heatwaves to increase, which they are. But cold snaps haven’t gone away. In fact, extremes of both heat and cold are getting more intense in the deeper ocean as the climate changes.

    Our research suggests eddy currents are acting to magnify the warming rates of marine heatwaves and the cooling rate of the cold spells. Warmer oceans overall are leading to stronger eddy currents, which in turn are able to trigger large temperature change over a greater vertical distance.

    Because we can detect ocean eddies with satellites, we can use this research to predict when deeper marine heatwaves and cold spells are likely. This will help find which ecosystems are likely to be hit by extreme heat or cold and assess what damage they do.

    The ocean layer these extremes affect is called the twilight zone – between 200 and 1,000 metres deep. These depths are home to many important fish species and plankton. In fact, this zone has more fish biomass than the rest of the ocean combined. One small fish, the bristlemouth, is likely the most abundant vertebrate on earth, potentially numbering in the quadrillions – thousands of trillions.

    When night falls, vast numbers of fish, crustaceans and other creatures migrate towards the surface to feed in the largest animal migration on Earth. During the day, many open ocean fish head to the twilight to avoid sharks, whales and other surface predators.

    Heat and cold brought by eddies aren’t the only threat to the twilight zone. Marine heatwaves can lead to low oxygen levels in the water and reduced nutrients. We will need to find out what threat these combined changes pose to life in the twilight.

    The state’s highest civilian honor, the North Carolina Award, will be presented to eight distinguished North Carolinians Thursday, Nov. 14, at the Raleigh Marriott City Center. Governor Roy Cooper will present the awards at a 7 p.m. banquet and ceremony.

    All proceeds from ticket sales for the awards ceremony will go to the North Carolina Disaster Relief Fund to help communities recover from Hurricane Helene.

    The award was created by the General Assembly in 1961 to recognize significant contributions to the state and nation in the fields of fine arts, literature, public service and science. The awards have been presented annually since 1964 and this year marks the 60th anniversary of the awards ceremony.

    The 2024 honorees are The Avett Brothers (Scott Avett, Seth Avett and Bob Crawford) for Fine Arts, Frank A. Bruni Jr. for Literature, William Henry Curry for Fine Arts, Thomas W. Earnhardt for Science, Christina Koch for Science, and Dr. Harold L. Martin Sr. for Public Service.

    “Over the past six decades, the North Carolina Award has been given to many remarkable North Carolinians,” said Reid Wilson, secretary of the N.C. Department of Natural and Cultural Resources. “This year’s awardees join an illustrious list of people who have benefitted North Carolina through their impressive accomplishments in public service, literature, science, and the arts. This year’s event will benefit our neighbors in Western North Carolina who were harmed by the devastating storm.”

    Since the award’s inception, more than 300 notable men and women have been honored by the state of North Carolina. Past recipients include William Friday, James Taylor, Etta Baker, Charles Kuralt, Maya Angelou, Lee Smith, Eric Church, Selma Burke, and Branford Marsalis.

    2024 Award Recipients:

    Fine Arts: The Avett Brothers

    Brothers Scott and Seth Avett and their longtime friend Bob Crawford lead the folk rock band The Avett Brothers. From Concord, N.C., Scott and Seth Avett have played music together since childhood. Their partnership began when the two brothers merged Seth Avett’s high school band, Margo, and Scott Avett’s college band, Nemo, and released three albums as Nemo. After the group disbanded Scott and Seth continued to write acoustic music together. In 2001 stand-up bassist Bob Crawford joined the Avetts, and the band released its first full-length album, Country Was in 2002. The band has been nominated for three Grammy awards and been nominated for and won several awards from the Americana Music Association, including Duo/Group of the Year and New/Emerging Artist of the Year awards in 2007. As cultural ambassadors for North Carolina, The Avett Brothers play a vital role in promoting the state’s rich musical heritage, inspiring future generations of artists while remaining deeply rooted in their origins.

    Literature: Frank A. Bruni Jr.

    Frank Bruni has been a prominent journalist for more than three decades, principally at The New York Times, where his various roles have included op-ed columnist, White House correspondent, Rome bureau chief and chief restaurant critic. As the Times’s first openly gay op-ed columnist, in 2016 Bruni was honored by the National Lesbian and Gay Journalists Association with the Randy Shilts Award for his lifetime contribution to LGBTQ equality. He is a graduate of the University of North Carolina at Chapel Hill, where he was a Morehead Scholar and wrote for the student paper, the Daily Tar Heel. Bruni is the author of five bestselling books including the most recent, “The Age of Grievance,” an examination of America’s political dysfunction and culture wars. In 2021, he became a full professor at Duke University, teaching media-oriented classes in the Sanford School of Public Policy. Now living in North Carolina, he continues to write his popular weekly newsletter for the New York Times and to produce occasional essays as a contributing opinion writer for the newspaper.

    Fine Arts: William Henry Curry

    William Henry Curry, a significant figure in contemporary American music, has made remarkable contributions as both a conductor and composer. His dedication to championing American composers, his trailblazing role as an African American in classical music, and his wide-ranging work in both concert and opera have established him as a pioneering force. Curry currently serves as the music director and conductor of the Durham Symphony Orchestra. From 1998 to 2016, he was the resident conductor and Summerfest artistic director of the North Carolina Symphony. During his career, he has conducted some of the world’s greatest orchestras, including the Chicago Symphony, the Cleveland Orchestra, the Los Angeles Philharmonic, and the major opera companies of New York, Chicago, and Houston. Maestro Curry is also a composer, and his works have been played by many of America’s finest orchestras. He has been a mentor for young musicians at the Peabody Conservatory, the Baltimore School of Arts, and many music schools in North Carolina.

    Science: Thomas W. Earnhardt

    Tom Earnhardt has dedicated his life to preserving and promoting North Carolina’s rich natural and cultural heritage. Earnhardt extensive career of service includes time as an assistant attorney general at the N.C. Department of Justice, assistant secretary of the N.C. Department of Administration, and as a professor at North Carolina Central University School of Law. In 1971 Earnhardt was one of the first attorneys hired at the N.C. Department of Justice in the “new arena” of environmental law. Later, while working with Governor Jim Holshouser he played a key role in helping to preserve critical natural areas, including the New River in northwestern North Carolina and the southernmost Outer Banks, today’s Cape Lookout National Seashore. Beyond his legal work, Earnhardt has long been passionate about conservation and environmental education. He served on the boards of numerous natural resource organizations, including The Nature Conservancy, the North Carolina Museum of Natural Sciences, and the North Carolina Botanical Garden. He is best known, however, through his work as the writer, host, and co-producer of the long-running PBS series “Exploring North Carolina,” which highlights the importance of our natural heritage in the life of every North Carolinian.

    Science: Christina Koch

    Christina Koch has blazed a trail for women in space exploration. Selected to be a NASA astronaut in 2013, Koch has set the record for the longest single spaceflight by a woman with 328 days in space, participated in the first all-female spacewalk, and was a flight engineer on the International Space Station for Expeditions 59 through 61. Koch is a graduate of the N.C. School of Science and Mathematics and North Carolina State University. Before becoming an astronaut, she worked at NASA’s Goddard Space Flight Center as an electrical engineer, contributing to instruments for various NASA space science missions. Koch is a passionate advocate for STEM education, actively encouraging young people, especially girls, to pursue careers in science and technology. Throughout her career, she has engaged in educational outreach, technical instruction, and volunteer tutoring, demonstrating her dedication to inspiring the next generation of scientists and engineers. As part of the Artemis II mission scheduled for 2025, Koch will become the first woman to participate in a lunar mission.

    Public Service: Dr. Harold L. Martin Sr.

    Dr. Harold Lee Martin, Sr., has dedicated his life to higher education and public service. Serving as the 12th chancellor of North Carolina Agricultural and Technical State University from 2009-2024, Martin became the first alumnus to lead the institution. His extensive experience in education, spanning over 40 years, made him a key figure in N.C. A&T’s growth to become the largest of the nation’s historically Black colleges and universities (HBCUs) and one of the country’s top public research institutions. Before becoming N.C. A&T’s chancellor, Martin served as senior vice president for Academic Affairs for the University of North Carolina System, where he helped shape policies benefiting institutions across North Carolina, and held leadership roles at Winston-Salem State University, where he served as the 11th chief administrator and seventh chancellor.

    The 2024 North Carolina Awards will be presented Thursday, Nov. 14 at the Raleigh Marriott City Center.     Today, the U.S. Department of Health and Human Services (HHS), through the Centers for Medicare & Medicaid Services (CMS), approved section 1115 demonstration amendments that allow, for the first time ever, Medicaid and Children’s Health Insurance Program (CHIP) coverage of traditional health care practices provided by Indian Health Service (IHS) facilities, Tribal facilities, and urban Indian organizations (UIO). Today’s action is expected to improve access to culturally appropriate health care and improve the quality of care and health outcomes for tribal communities in Arizona, California, New Mexico, and Oregon, and will support IHS, Tribal, and UIO facilities in serving their patients.

    Addressing the Delhi University students, Union Minister of State (Independent Charge) for Science and Technology, Minister of State (I/C) for Earth Sciences, MoS PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr Jitendra Singh called them torchbearers of 2047 India and exhorted them to lead the “Viksit Bharat 2047”, envisioned by Prime Minister Shri Narendra Modi.

    The reforms brought in the last 10 years have given self-confidence to Indian youth and raised his esteem globally, said the Minister.

    The Minister was addressing a certificate distribution and felicitation of young minds at Daulat Ram College in Delhi University. He shared with the audience information about the various steps taken by the Government in the last ten years benefiting the youth and students.

    Dr Jitendra Singh said, “it has been an amazing journey as India comes a long way from fragile five before 2014 to become top five”. The Minister said, this Government after taking charge, within 100 days, have sanctioned infrastructure projects worth Rs 15 lakh crore, 12 industrial nodes will be developed, in which 40 lakh youths will be employed.

    Dr Jitendra Singh recalled the initiative of self-certification by Shri Prime Minister Narendra Modi just a few months after taking charge of the Government. Youth no longer had to go to any Gazetted officer for certification of documents. That showed the kind of faith this government posed on the youth.

    These had been allegations that despite getting good marks in written examination, Government service aspirants were getting subpar marks in the interview. Addressing this issue, Dr Jitendra Singh said, the Government came with the solution. In the Group C service and below of the Government of India, provision for interview was done away.

    Speaking about Start-Ups, Dr Jitendra Singh said, “Our Government incubated and accelerated this concept in the country. There were only 350-375 Start-Ups before 2014, which have now reached around 3.75 lakh. We are now third in the world in terms of Start-Ups.” If India wants to become developed by 2047, it has to have global benchmarks and the country has started going in that direction rapidly, he added.

    NITI Aayog is set to host the Second International Methanol Seminar and Expo 2024, a two-day event on the 17th – 18th October 2024 at the Manekshaw Centre, New Delhi. This is the second major seminar in the Methanol Economy Programme by the NITI Aayog. Methanol Economy in India was started in September 2016 when NITI Aayog, in collaboration with Methanol Institute, USA, organized the first seminar. After 8 years, NITI Aayog is organizing the Seminar and Expo to highlight all the progress of projects, products and R&D initiatives related to Methanol production, application, and allied technological developments in the world.

    The seminar will be a comprehensive platform for discussions on the methanol economy, bringing together global experts, industry leaders, policymakers, and researchers. The key focus of the Seminar would be to highlight the role of Methanol in the world energy transition and the rise of Methanol as a low-carbon fuel in green shipping. NITI Aayog is partnering with Methanol Institute, USA, as the Knowledge Partner. Government of India through various Departments supported various R&D projects in Indian high ash coal to methanol, DME production, conversion of diesel engines to operate on 100% Methanol and Methanol blends in Diesel (MD15) and Methanol blended petrol.     In a significant step towards providing affordable and accessible healthcare, South Eastern Coalfields Limited (SECL), Chhattisgarh-based subsidiary of Coal India, inaugurated the country’s 216th AMRIT (Affordable Medicines and Reliable Implants for Treatment) Pharmacy. Located at the Health Centre in SECL’s Indira Vihar Colony, Bilaspur, this new facility makes SECL the first coal company to operate four AMRIT pharmacies.

     

     

    The AMRIT pharmacies, part of a flagship initiative launched by the Ministry of Health and Family Welfare in 2015, provide a wide range of generic and life-saving branded drugs, implants, and surgical consumables at highly subsidized rates. SECL’s initiative will benefit both inpatients and outpatients, including SECL employees, the general public, and especially people from tribal and rural areas within the coal belt. The expansion of these pharmacies will ensure easier access to affordable medicines for communities in some of the most underserved regions.

    CMD, SECL, Dr. Prem Sagar Mishra highlighted the company’s commitment to inclusive growth, stating: “With the inauguration of our fourth AMRIT pharmacy, we are proud to enhance healthcare access not only for our employees but also for the larger community, particularly in tribal and rural areas of the coal belt. This initiative also aligns with promoting inclusivity which is one of the key focus areas of this year’s Special Campaign 4.0.”

    The Pharmacy has been built by cleaning and utilizing vacant space beside the health Centre emerging as an example of best practices under Special Campaign 4.0. 

    This pharmacy, along three others located in Central Hospitals in the operational areas of Gevra in Korba district, (CG), Sohagpur in Shahdol district (MP), and Chirimiri in Manendragarh-Chirimiri-Bharatpur district (CG), ensures that a wide array of medications for common and critical conditions such as cancer and cardiovascular diseases are available under one roof.

    By offering medicines directly to its employees through these pharmacies, SECL is also contributing to the judicious use of medical resources, helping reduce medical reimbursement costs while ensuring patients receive quality treatment.

    Department of Agricultural Research and Education – Indian Council of Agricultural Research has taken up initiatives for Swachhata Special Campaign 4.0 with great enthusiasm. Targets for the campaign regarding disposal of pending VIP references, public grievances, reviewing and weeding out of physical as well as electronic files, conducting outdoor campaigns for creating swachhata awareness were set by 1st October, 2024. The Department has progressed a lot towards achieving its targets. Reviewing and weeding of physical and electronic files are being conducted at rapid pace and the targets shall be accomplished shortly. The Department has minimal pendency regarding VIP references and Public Grievances. Best Practices are being regularly adopted and monitored by all institutes of the Department. Ample spaces are being freed through swachhata programmes and in turn revenue is being generated. The photographs of sites identified for cleanliness show large improvement after cleaning. Great efforts have been exerted by the ICAR/ DARE institutes to maintain cleanliness inside as well as at the outskirts.

    The Ministry of Earth Sciences (MoES) completed select targeted activities under Special Campaign 3.0, aligned with the Government of India’s guidelines to promote cleanliness, transparency, and efficiency in governance.

    As part of Special Campaign 3.0, from October 2023 to August 2024, the MoES and its subordinate and attached offices and autonomous institutes conducted 73 cleanliness campaigns, weeded out 3,660 files, freed up 7,375 square meters of space, and disposed of scrap, generating a value of around 6 lakh rupees. It has also worked towards addressing references from the PMO, MPs, Inter-Ministerial Consultation references, Parliamentary Assurances, and public grievances and appeals. A Recreation Room and a Yoga Room were also set up at MoES Prithvi Bhavan Headquarters in New Delhi. These facilities were envisaged to enhance team building and work-life balance, encourage mindfulness, and foster connection amongst employees.

    Launched as a nationwide initiative in October 2023, Special Campaign 3.0 aimed at enhancing work efficiency within government institutions by addressing long-pending matters, focusing on office cleanliness, and pacing the administrative environment. The Ministry of Earth Sciences undertook several significant measures during the Special Campaign 3.0, contributing to the larger goals of Swachhata (cleanliness) and good governance.

    MoES remains committed to upholding the values of Swachhata, transparency, and efficiency. The successful completion of the Special Campaign 3.0 is a testament to the Ministry’s dedication to contributing to the Government of India’s vision of a cleaner and more efficient public administration.

    Current Framework

    • To stop unwanted sales calls and messages, TRAI has issued many regulations over the years. The latest regulations were issued in July 2018. These are called Telecom Commercial Communications Customer’s Preference Regulations (TCCCPR-2018). These regulations aim to control spam while making sure businesses can still promote their products.
    • These Regulations set rules to be followed by a Business Entity before it sends commercial communications. Business Entity registers themselves with telecom service providers (TSPs) and gets Headers for them. Through the Header, you can recognize who is the Sender. Eg when you received a message with header SBICRD, u can know it is from SBI Credit Card company.
    • In addition, these Regulations also provide a mechanism to the customers to choose which types of communications they want to block or receive. Eg a customer can choose to receive SMS only related to Financial Sector or Realty sector. Messages are delivered to the customers accordingly.
    • As far as voice calls are concerned, a separate number series 140 has been allotted for making marketing calls. If u have opted to block commercial calls thru DND registration, you will not receive any calls from 140 series.

    Impact of Regulations-

    Measures taken under TCCCPR 2018 Regulatory provisions and subsequent Directions issued by TRAI have resulted in substantial reduction of SMS related complaints against Registered Telemarketers (RTMs). However, complaints regarding UCC calls from normal 10-digits mobile/ landline numbers are continuing.

    TRAI’s Recent Efforts to Combat Spam Calls and SMS Abuse

    The Telecom Regulatory Authority of India (TRAI) has taken significant strides to curb the menace of spam calls and prevent the misuse of SMS headers and content templates. These measures are aimed at safeguarding consumer interests and ensuring a clean and secure messaging ecosystem. Some of Key Actions Taken by TRAI to ensure it are:

    • Stringent Measures Against Spam Calls: TRAI issued directives on August 13, 2024, mandating that any entity found to be making promotional voice calls in violation of regulations would face severe consequences. This includes disconnection of all telecom resources, blacklisting for up to two years, during which there will complete ban on acquisition of new telecom resources. After issuance of Direction, over 800 entities/individuals have been blacklisted, and more than 18 lakh Numbershave been disconnected as part of this exercise.
    • Mandatory URL, APK, and OTT Link Whitelisting:It was observed that sometime malicious links are sent though the SMS.Through its Direction dated 20.08.2024, TRAI directed all the Access Providers that effective from 1st October 2024, all Access Service Providers will be prohibited from transmitting messages containing URLs, APKs and OTT links, which are not whitelisted by the Senders.In compliance with TRAI’s August 20, 2024, directive, Access Providers have implemented mandatory whitelisting of URLs, APKs, or OTT links in messages by sending Entities.Till date, more than 10,000 entities have whitelisted more than 2.75 lakh URLs.
    • Migration for Telemarketing Calls to online DLT platform for better monitoring:A separate 140xxx series is allocated to Telemarketers (TMs) for making telemarketing calls. The assignment of 140 series and registration of telemarketers etc., till now, being done outside DLT platform by the Access Providers.TRAI, on 20th August 2024, issued directions to all Access Providers to migrate telemarketing calls starting with 140 series to online DLT platform latest by 30th September 2024 for better monitoring and control.Telemarketing calls starting with the 140 series have been migrated to the DLT platform for improved monitoring and control.
    • Blocking Unused Headers and Content Templates: It has been observed that there are many unused Headers and Content Templates which are prone to be misused by fraudulent elements. Complying with the Direction of TRAI for re-verification and blocking of Unused/ Unverified Headers/ Content Templates. Access Providers have blocked around 3.5 Lakh Headers and 12 Lakh Content Templates since Feb 2023.
    • Expansion of Joint Committee of Regulators (JCoR):JCoRis a collaborative initiative by TRAI to study regulatory implications in the digital world and to collaboratively work on regulations. It consists of Members from TRAI, RBI, SEBI, Ministry of Consumer Affairs (MoCA), MHA and DoT. Recently, IRDAI, PFRDA and MeitY have also became members of JCoR.

    Action in Pipeline

    • Enhanced Message Traceability: As per TRAI Direction dated 20.08.2024, Access Providers are in the process of implementing technical solutions to ensure better message traceability. This involves mandating the Senders to define the complete chain of TMs through which messages travel before reaching the consumers. This would ensure that Heads and Content templates of the Senders are not misused by fraudulent elements.
    • A separate series for Transactional and Service Calls– On the recommendations of TRAI, 160 series has been allocated by DoT exclusivelyfor making transactional and service voice calls. In the first stage, it has beenearmarked for all entities regulated by RBI, SEBI, IRDAI, and PFRDA. It will help in the easy identification of the calling entity and will prevent the duping of innocent citizen from the fraudsters. Based on discussion with RBI, SEBI, Banks, and TSPs. and a pilot study, different approaches are being examined for its implementation.
    • On 28th August 2024, TRAI has issued a consultation paper seeking public comments on “Review of the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR-2018)”. TRAI is seeking inputs on areas to strengthen the regulations, including stricter provisions against the Unregistered Telemarketers (UTMs) who harass the public through spam calls, improved complaint redressal mechanisms, more effective UCC detection systems, stronger financial disincentives for violation of regulatory provisions, and revised regulations for senders and telemarketers. The paper also explores the possibility of differential tariffs for voice calls and SMS todiscourage UCC. The Consultation Paper is available on TRAI website http://www.trai.gov.in.

    Special Campaign 4.0 was launched by Department of Administrative Reforms and Public Grievances (DARPG) for minimizing pendency in Government offices. Special Campaign 4.0 is being implemented in two (2) phases namely Preparatory Phase from 16th – 30th September 2024 and Main Phase from 2nd – 31st October 2024.

    In the Main Phase, this Department has undertaken comprehensive cleanliness drive in the Headquarters and its subordinate/attached offices, PSU etc. across the country.  Dedicated effects have been made to achieve these targets during the Implementation Phase from 2nd to 31st October, 2024.

    During the third week of Special Campaign 4.0, two PIB Note and more than 125 Tweets have been posted by this Department and its Attached/Subordinate/ Field Offices etc. on various social media platforms, such as, Twitter, LinkedIn, Instagram,  Facebook etc.

    DA&FW has decided to take a special initiative to dispose on merit, the pending 44 lakh self-registration cases as on 21.9.2024 under PM-Kisan Scheme by 31st October 2024.  With regular reviews with the State Governments/UTs and their active collaborations, this pendency has been brought down to 19.39 lakh and this achievement has been included in the Best Practice category.

The meeting focused on key global issues such as climate change and biodiversity.

    During their discussions, MoS Sh. Singh extended his best wishes to Colombia for the upcoming United Nations Biodiversity Conference, set to be held in Cali, Columbia. Highlighting India’s commitment to environmental sustainability, he shared details of Prime Minister Narendra Modi’s ‘Ek Ped Maa Ke Naam’ campaign—a unique initiative aimed at promoting environmental responsibility while honoring the respect and devotion toward mothers. The Colombian Vice Minister expressed his appreciation for this innovative campaign.

    An International Conference of Telecom Regulators conference was organized by TRAI on the sidelines of World Telecom Standardization Assembly (WTSA-24) and India Mobile Congress (IMC-24) in New Delhi.

    The Conference was inaugurated by Dr. Pemmasani ji, Minister of State in the Ministry of Communications and Minister of State in the Ministry of Rural Development in a well-attended inaugural session.  The other dignitaries present at the inaugural session include Ms. Doreen Bogdan-Martin, Secretary General of International Telecommunication Union (ITU),  Mr. Mats Granryd, Director General, GSMA, Shri Anil Kumar Lahoti, Chairman, TRAI and Shri Atul Kumar Chaudhary, Secretary, TRAI.

    This conference was on the theme ‘Emerging Trends in Regulation.’ Many eminent speakers from around the world, who are experts in their domain, spoke and deliberated on many important technical and regulatory issues.  There were three sessions in the conference and each session was on very important and current topics and the sessions were extremely engaging with lot of deliberations and discussions. 

    The first session was titled ‘Regulatory Perspective in Standardization’ in which many burning topics such as Regulator’s Role in Standard Development, Standards as a Tool for Regulators, QoS by Design, Consumer-Centric Approach etc, were discussed. 

    The second session was on the topic “Regulatory Aspects of Satellite Communication, including other Non-Terrestrial Networks”. Some of the topics dealt in this session were Emerging Technological Developments, Deployment Models and Use-Cases of non-terrestrial networks (NTN), Standardization Initiatives, Security and Privacy Concerns, Economic and Social Impact etc.

    The third session “Regulatory Outlook of OTT Communication Services” addressed some complex regulatory issues pertaining to Over-The-Top (OTT) communication services. Key points discussed in this session were, need for OTT Regulation, consumer protection issues, Law enforcement & National security issues etc. 

    The conference received overwhelming response from regulators from around the world who have converged in New Delhi to attend prestigious WTSA-24 and IMC-24 conferences.  The delegates from more than 30 countries registered for this conference and over 150 participants attended the conference including around 80 international delegates, 15 Heads of Regulators/ Minister and domestic participants representing stakeholders from telecom industry.

    A Memorandum of Understanding (MOU) was signed between Communications, Space & Technology (CST), the ICT Regulator of Saudi Arabia and Telecom Regulatory Authority of India (TRAI), during the inaugural session of the conference.

    The conference concluded with a call to action for regulators worldwide to collaborate and share best practices in addressing the challenges posed by emerging technologies and services.

  • MIL-OSI Asia-Pac: Court awards Rs. 10 lakhs as damages to Jan Aushadhi in trademark battle

    In a landmark victory in a court battle, the New Delhi District court has issued a permanent injunction against a resemblance in name of the organization operating in the name of “Jan Aushadhi Sangh” at Bhopal, Madhya Pradesh. This firm was deliberately and intentionally using a deceptively similar name of “Jan Aushadhi” a registered trademark of Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP), Department of Pharmaceuticals, Government of India with malafide intention to create confusion in the mind of the general public and to trade over Jan Aushadhi’s goodwill.  Now, the Court at Delhi has ordered the violator and its proprietors, partners, etc. restraining them from using the said mark “Jan Aushadhi” in any manner. This ruling protects the integrity of PMBI’s brand and ensures consumers receive authentic products at affordable rates through Jan Aushadhi Kendras, which is the main objective of the Pariyojana.

    Apart from issuing direction to violator for delivering all the material bearing the infringement trademark “Jan Aushadhi” to PMBI for destruction, court was pleased to order damages of Rs. 10 lakhs in favour of PMBI.

    With an objective of making quality generic medicines available at affordable prices to all, Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) was launched by the Department of Pharmaceuticals, Ministry of Chemicals & Fertilizers, Government of India and it provides affordable and quality medicines through its network of 13800 Jan Aushadhi Kendra covering almost all districts of the country. People save 50% to 90% on the cost of medicines while buying from these retail outlets. Over the years, Jan Aushadhi has become the largest retail pharmacy chain of the country.

    NIFTEM-K celebrated World Food Day on 16th of Oct, 2024 with a series of engaging activities aimed at promoting food safety, nutrition and providing solutions to reduce Post Harvest Losses. The event featured technical sessions, product and technology displays, and a recipe competition, along with a showcase of pilot plant products.

    During the inaugural address, Dr.Harinder Singh Oberoi, Director, NIFTEM-K, welcomed all the delegate and guests,stated that the theme “Right to Foods for a better life and a better future” coined by FAO is very appropriate for the day as the theme represents all the facets of food sciences.He said that Food Processing, Food Fortification and food safety are all indispensable part of the food system. He further shared that NIFTEM-K had recently signed Memoranda of Understanding (MoUs) with 11 companies and 5 academic institutions at World Food India 2024, held at Bharat Mandapam, New Delhi. These strategic collaborations aim to advance research, foster innovation, and enhance skill development in the Indian food processing industry.

    Sh. G. Kamala VardhanaRao, CEO, FSSAI, in his special address praises NIFTEM-K as a pioneer in innovative research solutions for food safety. He noted the growing global population, projected at 8.4 billion and increasing by 1.1 percent annually, stressing the necessity for enhanced safety and nutrition in food systems. As climate change continues to impact agricultural production, Rao underscored the critical role of institutions like NIFTEM-K, play in addressing these challenges. He urged collaboration to ensure safe, nutritious food for all, emphasizing the need for innovative strategies to adapt to changing agricultural patterns.

    The Chief Guest of the function Sh. MinhajAlam, Additional Secretary, Ministry of Food Processing Industries (MoFPI), launched NIFTEM-K song and praised NIFTEM-K for  addressing the problem of Food waste and innovations in Food processing. He said, “Aligned with MoFPI’s vision to enhance value addition, reduce wastage, and promote sustainable growth and modernization, the NIFTEM-K will create impactful solutions that will benefit the Indian food industry at large.”

    The Programme was graced by the presence of Sh. Dr.Paramjit S. Jaswal, Vice Chancellor, SRM University, Sonipat (Delhi NCR) and Sh. Sanjai Singh Parmar, CEO, Cremica Food Park Pvt. Ltd.

    This year’s World Food Day theme, “Right to Food for a Better Life and a Better Future,” emphasizes the fundamental human right to accessible, nutritious, affordable, and sustainable food. The theme aligns with NIFTEM-K’s mission to foster innovation and research that contribute to food security and the well-being of all.

    During Technical sessions, very insightful discussions were held covering the various aspects of sustainable food system, food security and strengthening food supply chain. The key note speakers involved Executives and Senior Officers from Food Industry, Academic Institution, R&D Organizations, FPO and Start-ups.

    The cumulative overall exports during April -September 2024 is estimated at USD 393.22Billion, as compared to USD 375Billion in April-September 2023, with an estimated growth of 4.86%.

    The cumulative value of merchandise exports during April-September 2024 was USD 213.22 Billion, as compared to USD 211.08 Billion during April-September 2023, registering a positive growth of 1.02%.

    Non-petroleum & Non-Gems & Jewellery exports registered an increase of 9.14% from USD 24.76 Billion in September 2023 to USD 27.03 Billion in September 2024.

    Major drivers of merchandise exports growth in September 2024 include Engineering Goods, Organic & Inorganic Chemicals, Plastic & Linoleum, Drugs & Pharmaceuticals and RMG of all Textiles.

    Engineering Goods exports increased by 10.55% from USD 8.89 Billion in September 2023 to USD 9.82 Billion in September 2024.

    Organic & Inorganic Chemicals exports increased by 11.21% from USD 2.12 Billion in September 2023 to USD 2.36 Billion in September 2024.

    Plastic & Linoleum exports increased by 28.32% from USD 0.62 Billion in September 2023 to USD 0.79 Billion in September 2024.

    Drugs & Pharmaceuticals exports increased by 7.22% from USD 2.39 Billion in September 2023 to USD 2.57 Billion in September 2024.

    RMG of all Textiles exports increased by 17.30% from USD 0.95 Billion in September 2023 to USD 1.11 Billion in September 2024.

    The Government of India launched ‘Special Campaign 4.0’ from 2nd October which will continue till 31st October, 2024. It is focused on institutionalising Swachhata and minimizing pendency in Government offices.

    In line with this initiative, Mr. V. Srinivas, Secretary, Department of Administrative Reforms & Public Grievances (DARPG) visited Nirman Bhawan in New Delhi and, along with Ms. Punya Salila Srivastava, Union Health Secretary, reviewed the activities undertaken so far by the Department of Health & Family Welfare (DoHFW) during the Campaign. Both the Secretaries emphasized the importance of monitoring pending matters on daily basis and advised the officers dealing with public grievances to contact the individuals to ensure that their grievances are being addressed effectively. Importance of evolving innovative and creative practices in the offices / hospitals / institutes was also emphasized.

    Approximately 190 offices of Central Government Hospitals, Subordinate Offices, Attached Offices, Autonomous Bodies, CPSU under DoHFW are participating in the Special Campaign 4.0. DoHFW is particularly focussing on minimizing references from Members of Parliament, references from PMO and resolving Public Grievances and associated Appeals.

     

    Key Highlights of Mid-Campaign Progress made by DoHFW:

    •  482 cleanliness campaigns (including plantation) have been conducted nationwide with an effort of institutionalising Swachhata.

    •  1,971 Public Grievances and 275 Appeals have been addressed by enhancing service delivery and public satisfaction.

    •  20,500 physical files have been reviewed resulting in weeding out of 16,057 files and 1,874 e-files have been reviewed resulting in closing of 1811 e-files by improving record management and creating a more efficient office environment.

    •  The Campaign has also generated revenue of ₹10,66,207 and 11,769 Sq. ft. of space has been generated for office use from scrap disposal, including e-waste.

     

    DoHFW remains committed to minimizing pending matters and maintaining cleanliness and beautification of office rooms and premises.

    Government extends “Samarth” (Scheme for Capacity Building in Textiles Sector) till March 2026

    Expected to impart employment linked skills to 3 lakh persons with an outlay of 495 crores

    Samarth is a demand-driven and placement-oriented umbrella skilling program of the Ministry of Textiles. Samarth Scheme has been extended for two years (FY 2024-25 and 2025-26) with a budget of Rs. 495 Crore to train 3 lakh persons in textile-related skills.

    • Scheme aims to encourage and support the industry in creating jobs in the organized textile and related sectors, covering the entire value chain of textiles, excluding Spinning and Weaving. The training program and curriculum have been rationalized to meet the evolving technological and market needs.

    In addition to entry-level skilling, the scheme also provides upskilling/reskilling programs to improve the productivity of existing workers in Apparel & Garmenting segments. Samarth also caters to the upskilling/reskilling needs of traditional textile sectors such as handloom, handicraft, silk, and jute.

    The scheme is implemented through Implementing Partners (IPs) comprising Textile Industry/Industry Associations, Central/State government agencies, and Sectoral Organizations of the Ministry of Textiles like DC/Handloom, DC/Handicrafts, Central Wool Development Board, and Central Silk Board.

    Under Samarth Scheme, the Ministry, through implementing partners, has trained 3.27 lakh candidates, of which 2.6 lakh (79.5%) have been employed. There is a strong emphasis on women’s employment, and 2.89 lakh (88.3%) women have been trained so far.

    The permanent exhibition titled ‘Black Diamond: Unveiling the Depths’ shall be jointly inaugurated by Union Minister of Culture and Tourism Shri Gajendra Singh Shekhawat in the august presence of Minister of State for Coal and Mines Shri Satish Chandra Dubey, Secretary, Ministry of Culture Shri Arunish Chawla, Joint Secretary & FA, Ministry of Coal Ms. Nirupama Kotru and Joint Secretary, Ministry of Culture Shri Sanjay Kaul.

    The prime objective in developing the gallery has been to showcase the process of exploration and extraction of coal, the technologies used, safety protocols followed and to understand and appreciate the intricacies, technologies, value of minerals and mining and pivotal role of coal in shaping the global energy landscape, as well as dispelling the myth that coal mining is a polluting activity. This exposition will go a long way in fostering a spirit of enquiry, innovation & scientific temper in society and student in particular, and will create deeper understanding about coal.

    This exhibition has been conceptualised, designed and curated by National Science Centre, Delhi (NCSM). High-resolution visuals and interactive exhibits in this exhibition bring the ancient world to life, offering a unique perspective on coal’s formation over millions of years. One can witness the geological processes that have shaped this valuable resource over millennia, offering a mesmerizing perspective on coal’s formation.

    The large dynamic diorama of open-cast mining provides a unique opportunity for visitors to witness the grandeur and complexity of open-cast mining operations. Designed with meticulous attention to detail, this diorama showcases the intricacies of open-cast mining, providing a vivid and immersive experience that captures the scale and dynamism of the industry. One can walkthrough simulated coal mine that brings the mining process to life. Take a virtual descent into the depths of a coal mine with simulated coal mine lift. Once the magical lift descends to the deep coal seam, visitors come out and gear up with safety equipment for the next leg of the journey into the underground coal mine. Explore the workings of long wall mining machines and continuous miners showcased in a diorama, providing an up-close view of their operations. Witness the twin-bolt machine in a specially arranged setting, simplifying the explanation of the technology used to support the mine ceiling after coal extraction. The model of Ranigunj Mining Rescue Operation Capsule is a testament to human courage. Visitors experience the dramatic event where miners faced challenges to save lives.

    The dragline simulator takes centre stage as a star attraction within the gallery. Here, visitors have the opportunity to virtually operate and grasp the nuances of controlling this colossal machine. The simulator seamlessly blends a real-world operation console with virtual representations of the boom bar and bucket, providing an interactive and instructive experience. “Coal Exploration” section will embark you on a modern exploration odyssey, witnessing the advanced technologies employed to uncover hidden coal reserves. A digital diorama on Kayakalp, a transformative initiative by Coal India Limited, represents a pioneering approach to land reclamation and environmental stewardship in the coal mining industry. The term “Kayakalp” translates to rejuvenation and the program aims to reclaim abandoned coal mines, transforming them into eco-parks or tourist spots.

    This exhibition, proudly supported by the Ministry of Coal, transcends traditional displays by merging cutting-edge technology, immersive experiences, and a comprehensive exploration of coal’s geology, exploration, extraction, sustainable practices, and its pivotal role in shaping the global energy landscape. Through captivating displays, delve into the geological processes that transformed plant matter into the black gold we rely on today.

    In essence, this exhibition isn’t just a journey into the depths of coal; it’s a narrative of innovation, sustainability, and the evolution of an industry that has shaped our world.     Ministry of Women and Child Development, including all Autonomous Bodies under its administrative control, has initiated efforts and prepared action plans to implement Special Campaign 4.0 for improving Swachhata and disposal of pending references from 2nd October – 31st October, 2024, on the lines of the Special Campaigns held in the preceding 3 years.

    The identification of targets such as Cleanliness Campaign sites, Planning for Space management and beautification of offices, identifying Scrap and redundant items and their disposal procedure as per GFR, pending references from MP’s, State Governments, Inter-Ministerial references (Cabinet Notes), PMO, Parliamentary Assurances pending for more than 3 months, Public Grievances and Appeals (CPGRAMS as well as grievances received from other sources), Record Management – Review of files/recording and weeding of files/closing of e-files have been completed during the preparatory phase of the campaign and uploaded on the portal.

    During the ongoing Implementation Phase of the Campaign (2nd October-31st October, 2024), the Ministry is taking concerted efforts for disposal of identified pending references. The status of disposal of pending references under various categories as on 15.10.2024 is detailed below –

    MP References – 18, Public Grievances – 430, Public Grievance Appeals – 66, Parliamentary Assurance – 1, Physical Files weeded out – 978, E-Files closed – 335, Cleanliness Campaigns Conducted – 21,843, Space Freed – 60,281 sq. ft., Revenue Earned – Rs.1,76,600/-

    Weekly meetings are being convened by Shri Gyanesh Bharti, Additional Secretary & Nodal officer, Special Campaign 4.0 of the Ministry with Divisions and autonomous bodies to review the status of disposal of pending references and cleanliness activities being undertaken during the implementation phase of Special Campaign 4.0.

    The following best practices have been adopted under Special Campaign 4.0:

    • One Stop Centre functionaries in Indore have collaborated with students to create awareness on cleanliness through nukkad nataks.
    • One Stop functionaries in Delhi conducted an awareness drive on cleanliness in hospitals with focus on maintaining hygiene for prevention of Dengue and Malaria.
    • One Stop Centre and Women Helpline functionaries in Meghalaya have committed to adopt sustainable and environmental friendly practices such as use of energy efficiency light bulbs, reusing the waste papers amongst others.
    • One Stop Centre and Women Helpline functionaries have taken a pledge to realize not only garbage-free surroundings but also clean the society from menace to make women feel safer.

    Ministry of Textiles along with its organizations had commenced the “Special Campaign 4.0” from 2nd October till 31st October, 2024. It is a significant initiative aimed at achieving the goals of institutionalizing Swachhata and minimizing pendency.

    The “Special Campaign 4.0” comprises of two phases. Preparatory Phase was carried out from 16th September 2024 to 30th September 2024, the Ministry had set specific targets, including the identification of cleanliness campaign sites, planning for space management & office beautification, recognizing scrap & redundant items, and identification of VIP References, Public Grievances &Appeals for resolution. Files had been identified for reviewing for the purpose of weeding out. Further Scrap material had also been identified in the form of obsolete electronic items, broken and dilapidated furniture etc. for disposal.

    As on date Ministry achievement includes 19,882 files reviewed, 2,462 files weeded out. A total of 15,606 Sq ft space had been freed and revenue of over INR 3,75,000 has been earned.

    Ministry underlines its unwavering commitment towards achieving the targets set under “Special Campaign 4.0,” making the initiative a notable success and reaffirming the Ministry’s dedication for institutionalizing Swachhata and minimizing pendency across its operations.

    The Sangeet Natak Akademi hosted its first-ever International Festival on Indian Dance, featuring artists from around the world. Prime Minister Narendra Modi shared a special message for the festival, highlighting the significance of dance in India’s cultural heritage and its role in engaging youth with the nation’s traditions.

    The six-day festival was inaugurated by Shri Gajendra Singh Shekhawat, Minister of Culture and Tourism, at the A.P. Shinde Symposium Hall, NASC Complex, Pusa, New Delhi. The event brings together artists, scholars, and students to celebrate and explore the diversity and richness of Indian dance forms.

    In his message, Prime Minister Shri Narendra Modi expressed gratitude to the Sangeet Natak Akademi and the Ministry of Culture, stating, “This is a historic moment and a memorable occasion for all of us. The participation of artists from various nations helps in cultural exchange. Music and dance are languages that transcend borders and are universally understood.” PM Modi highlighted the significance of dance for the younger generation, calling it an integral part of India’s cultural identity. He added, “The earliest scriptures dedicated to performing arts were written by Bharat Muni in India. Carrying forward this legacy is both a source of pride and a responsibility.” He emphasized that engaging youth in such festivals helps them stay connected to their roots and strengthens their role in nation-building.

    Speaking on the occasion, Minister of Culture and Tourism, Shri Gajendra Singh Shekhawat elaborates that, “This festival celebrates the grand tradition of Indian dance, bringing together artists, scholars, and practitioners from across the globe to honor our cultural heritage. Like the ever-flowing Ganga, these traditions thrive through the dedication of generations, connecting us to a deeper unity amidst diversity. He said that I come from the deserts of Rajasthan, where art flourished even in scarcity. I have witnessed how music and dance bring joy and meaning to life, just as Mirabai’s devotional songs did. In today’s turbulent world, where geopolitical instability and moral decline are prevalent, India offers a cultural compass through its ancient wisdom, arts, and values. As global acceptance of our practices—from yoga to Ayurveda—grows, it is our responsibility to carry this legacy forward. This festival serves as a platform to exchange ideas, like the churning of the ocean that produced nectar, empowering India and the world with inspiration and direction for future generations.”

    Ms. Uma Nanduri, Joint Secretary of the Ministry of Culture, extended her heartfelt congratulations to the Sangeet Natak Akademi for organizing this incredible event and bringing together so many young participants. At the Ministry of Culture, we are working towards the welfare and equality of the cultural, artistic, and dance communities. We are committed to achieving significant progress in the years ahead under the leadership of our culture minister.”

    Dr. Sonal Mansingh addressed the media, stating, “Hard movement has been replenished again and again by dance. The idea of Nataraj attains greater significance in our times. When people are talking about scientific advancement, artificial intelligence, and more, I fear artificial intelligence might one day lead to a scenario where Sonal Mansingh dances with the help of AI. We have to step ahead while accumulating all these things with propriety, balance, and an understanding of creativity.”

    Dr. Sandhya Purecha, Chairperson, Sangeet Natak Akademi, stated, that she had the good fortune to experience a wide array of performing arts across India. It was almost instinctive that I envisioned uniting all our rich and diverse dance traditions under one roof for a nuanced exploration of Indian dance in its many dimensions. As Prime Minister stated, preserving and carrying forward such a rich legacy is a source of pride as well as a responsibility.”

    About The festival:

    The International Festival on Indian Dance, organized by the Sangeet Natak Akademi, is bringing together artists, scholars, dance critics, and performers from around the world. The festival kicked off today. It will include thirty seminars exploring various themes, including the historical and contemporary evolution of Indian dance, dance education, research methodologies, and the impact of artificial intelligence on the arts. Discussions will also cover corporate social responsibility (CSR) funding and sustainable livelihoods for performers.

    Each evening, the Kamani Auditorium will feature cultural performances showcasing the talents of renowned artists, including Dr. Sonal Mansingh and Ramli Ibrahim, as well as solo and group acts from India and abroad. Additionally, two exhibitions, opening today, will be featured: one at the Lalit Kala Akademi highlighting the history of the Sangeet Natak Akademi and another at the A.P. Shinde Symposium Hall showcasing the achievements of participating artists. The festival aims to foster discussions on sustainable careers in the arts and promote institutional support for Indian dance, creating a platform for collaboration and cultural exchange.

    About Sangeet Natak Akademi:

    About Sangeet Natak Akademi: Sangeet Natak Akademi- India’s national academy of music, dance and drama – is the first national academy of the arts set up by the Republic of India. It was created by a resolution of the (then) Ministry of Education, Government of India, dated 31 May 1952.

    The Akademi became functional the following year, with the appointment of its first Chairman, Dr P.V. Rajamannar, and the formation of its all-India council of representatives, the General Council. The first President of India, Dr Rajendra Prasad, inaugurated it on 28 January 1953 at a special function held in the Parliament House. Since its inception, the Akademi has been functioning as the apex body in the field of Performing arts in the country, preserving and promoting the vast intangible heritage of India’s diverse culture expressed in forms of music, dance and drama. In furtherance of its objectives, the Akademi coordinates and collaborates with Government and arts academies of different States and Union Territories of the Union of India, as also with major cultural institutions in the country.

    The Akademi establishes and looks after institutions and projects of national importance in the field of the performing arts. As the apex body specializing in the Performing arts, the Akademi also renders advice and assistance to the Government of India in the task of formulating and implementing policies and programmes in the field of the performing arts. Additionally, the Akademi carries a part of the responsibilities of the state for fostering cultural contacts between various regions in India, and between India and the world.

    During second week of Implementation Phase of Special Campaign 4.0, Ministry of Culture along with its Attached, Subordinate and Autonomous Organizations is enthusiastically participating in the Special Campaign 4.0 in full swing to minimize the pendency and institutionalizing Swachhata

    Ministry has freed approx. 19407 Sq. Ft. of area by disposing of scrap and generated revenue of Rs. 9,37,375. Besides 6334 physical files and 1630 e-files out of 12668 physical files & 3261 E-files, respectively have been reviewed.

    Best Initiatives: As part of best initiatives, some of the organizations under Ministry of Culture have undertaken the following initiatives: –

    1. The Victoria Memorial Hall in Kolkata has implemented the practice of using a waste composting machine to manage its organic waste efficiently. This eco-friendly initiative helps convert garden waste, such as leaves and plant trimmings, into compost. The compost is then used to fertilize the memorial’s lush gardens, promoting sustainable landscaping. The benefits include reduced waste sent to landfills, decreased carbon footprint, and the creation of nutrient-rich soil, contributing to greener surroundings while promoting environmental awareness among visitors.

    The Department of Expenditure along with its organizations namely Controller General of Accounts, Chief Adviser Cost, Central Pension Accounting Office, Arun Jaitley National Institute of Financial Management is implementing the Special Campaign 4.0 for institutionalizing swachhata and minimizing pendency. The Campaign aims to improve overall cleanliness of Government offices and enhance public experience of common public with Government Offices.

    The Campaign started with the Preparatory Phase from 16th to 30th September, 2024, wherein targets/ activities under various categories have been identified for implementation/disposal during Implementation Phase from 2nd to 31st October, 2024. With the start of implementation phase w.e.f 2nd October, 2024, the Department of Expenditure has started liquidating the pendencies/ targets identified in respect of Public Grievances, Public Grievances Appeals, MP References, State Government References, Inter Ministerial Reference, PMO References, simplification of rules/ procedures, record management, etc. During the remaining period of this phase, the focus will be on achieving maximum disposal of the identified targets.

    Apart from identifying and liquidating pendencies as well as regular cleaning activities, the Department of Expenditure  also undertook  thematic activities/practices during the Campaign.-

    The Senior Officers of the Department inspected the offices and building premises in North Block to monitor the preparations/ progress of the Campaign and emphasized on maintaining highest standards of cleanliness.

     

       

     

      

    A Medical Test Camp under Safai Mitra Surakasha Shivir was conducted on 17th September, 2024 at North Block, New Delhi for Safai Mitras. A team of lab technicians collected their blood samples for the purpose of conducting basic medicals tests such as LFT, KFT, Blood Sugar (HbA1c + BSF) and HMG. A total of 102 Safai Mitras participated in the Camp.

     

     

     

    Safai Mitra Surakasha Shivir was organized on 20th September, 2024 in North Block, New Delhi for Safai Mitras. The Shivir was inaugurated by Dr. Manoj Govil, Secretary (Expenditure) in a traditional lamp-lighting ceremony. More than 100 Safai Mitras, who underwent medical blood tests on 17th September, 2024, were examined in the Shivir by two general physicians from Rural Health Training Centre, Najafgarh and an Ophthalmologist from Sharp Sight Eye Centre, New Delhi. The medicines prescribed by the Doctors were also provided to the Safai Mitras. The Shivir concluded with a closing note of Additional Secretary (Pers.) and by felicitating the Doctors and their support staffs.

     

    Finance Secretary & Secretary (DIPAM), in presence of Secretaries of Department of Economic Affairs and Department of Expenditure, administered Swachhata Pledge to officials/staff of the Departments of Expenditure, Economic Affairs and Revenue on 25th September, 2024 to encourage cleanliness, environment protection and sustainable development.

     

    In addition to above activities, the Department of Expenditure has organized Swachhata Shramdaan drive on 3rd October, 2024 in the premises of North Block, New Delhi under the Special Campaign 4.0. The Secretaries of Department of Economic Affairs and Department of Expenditure led the cleanliness drive and other Senior Officers as well as Staff of Department of Expenditure, Department of Economic Affairs and Department of Revenue actively participated in the mega cleanliness drive to spread awareness about cleanliness and environmental friendliness.

    Sahitya Akademi, India’s premier literary institution, is participating in the 75th edition of the prestigious Frankfurt International Book Fair to be held from 16 to 20 October 2024 in Frankfurt, Germany. Frankfurter Buchmesse, the world’s largest trade fair for books, brings best publishers and authors from all over the world. In this edition, Sahitya Akademi will be displaying 100 of its titles and will be engaging the best publishers from around the globe to exchange the permissions. This effort is part of Sahitya Akademi’s commitment to promote Indian literature beyond the shores of India. Apart from professional publishing engagements, Sahitya Akademi will be organizing three literary events at the fair. On 16 October 2024, there will be a panel discussion on the “Literary Heritage of India” featuring eminent writers and scholars, Prof. Badri Narayan, Prof Dhananjay Singh and Sri Vishwas Patil. On the evening of 16th October 2024, there will be a “Meet the Author” programme with Sri Vishwas Patil. Both the events will be moderated by Dr K. Sreenivasarao, Secretary, Sahitya Akademi. Prof Badri Narayan is an eminent poet and Director and Professor at the G.B. Pant Institute of Social Science, Allahabad, Prof Dhananjay Singh is the Member Secretary of ICSSR and Sri Vishwas Patil is an eminent Marathi writer and scholar. On 17th a Meet the Author is scheduled with Prof. Badri Narayan, moderated by Secretary Sahitya Akademi. Sahitya Akademi sends Indian writers’ delegations to attend the fair whenever Akademi takes part in the book fair to enable them to have the firsthand exposure of various literatures from around the world and interact with the best minds from various countries.

    The Department of Financial Services along with its organisations (PSBs, PSFIs, PSICs, RRBs etc.), have carried out massive cleaning activities covering its own premises and public places including bus stands, beaches, temples and schools during the second week of the Special Campaign 4.0.

    More than 10000 sites have been cleaned across the country and approx. 3.50 lakh sq. ft have been freed. These freed spaces will be utilized for various purposes like lounge area for customers, parking, storage, creche for employees etc.

    Furthermore, all the Public Sector Banks and RRBs are undertaking other activities in campaign mode viz. dormant accounts activation, renewal of locker agreements, pension grievances redressal and nomination updation in accounts. More than 35 lakhs dormant accounts have been activated and more than 10 lakhs nomination has been updated.  More than 20,000 pensioners have been contacted during the first fortnight of the campaign to address their grievances and educate them with various initiatives taken by PSBs like online submission of life certificate, door step banking facilities etc.

    The organisations of DFS are utilizing the platform of Special Campaign 4.0 to spread the awareness among general public on Cyber Fraud, Nomination in accounts, Updation of KYC etc.
