    Moscow, May 10 (Xinhua) — Chinese President Xi Jinping, along with Russian President Vladimir Putin and more than 20 other leaders, laid red roses at the Tomb of the Unknown Soldier.

    The ceremony was a tribute to the memory and respect of the heroes who died in the Great Patriotic War, on the occasion of the 80th anniversary of the Victory.

    The ceremonial events ended with a grand military parade on Red Square. On the main platform, Xi Jinping and V. Putin sat next to each other and exchanged words from time to time.

    More than 11,500 troops took part in the parade, including contingents from more than 10 countries. Among them was an honor guard from the People’s Liberation Army (PLA). Xi Jinping stood up from his seat as the PLA troops passed the stands.

    During the historical part of the parade, Russian servicemen, dressed in uniforms from the Great Patriotic War, carried old military flags and weapons in their hands, reminiscent of the years of resistance to fascism.

    On the evening of May 8, 1945, the Act of Unconditional Surrender of Germany was signed in the Berlin suburb of Karlshorst, marking the end of World War II in Europe. Meanwhile, in Moscow, it was already May 9, which was declared “Victory Day” by the Soviet Union and then Russia. Since 1995, military parades and other commemorative events have been held in Russia every year on May 9.

    “The Soviet Union took upon itself the most ferocious, merciless blows of the enemy,” said V. Putin in his speech at the parade.

    “We will always remember that the opening of the second front in Europe – after the decisive battles on the territory of the Soviet Union – brought victory closer. We highly value the contribution to our common struggle of the soldiers of the allied armies, the resistance fighters, the courageous people of China. All those who fought for a peaceful future,” said V. Putin.

    The Soviet Union was the main theater of World War II in Europe and lost 27 million people, while China was the main theater of war in Asia and lost more than 35 million people killed and wounded, resisting the main forces of Japanese militarism. Together, Russia and China became the bulwark of resistance to Japanese militarism and German Nazism, making a decisive contribution to the victory in the World Anti-Fascist War.

    Eighty years ago, the peoples of the two countries united in the face of the brutal aggression of militarism and Nazism, fought shoulder to shoulder against a common enemy and wrote a remarkable and heroic chapter in history, Xi Jinping said at a joint press conference with Vladimir Putin after talks in the Kremlin.

    Xi Jinping took part in the Victory Day celebrations for the second time; in 2015, he came to Moscow to mark the 70th anniversary of the Victory. That same year, on September 3, V. Putin attended the parade in Beijing in honor of the Victory of the Chinese people in the War of Resistance Against Japanese Aggression and the World Anti-Fascist War.

    The past decade has been a time of major upheavals and transformations in the international situation, Xi Jinping said during a joint meeting with the media on Thursday.

    In the face of global, epochal and historical changes, China and Russia should firmly guide the development trend of bilateral ties and human society, Xi said, calling for more active joint efforts to safeguard international justice.

    In the run-up to Xi Jinping’s state visit to Russia, his article “Lessons from the Past for the Sake of the Future” was published in Russian media.

    “Historical memory and truth, not erased by time, give us inspiration and lessons, always reminding us of reality and pointing the way to the future. It is important to preserve historical memory, the lessons of World War II should be learned,” he wrote. -0-

    ISLAMABAD, May 10 (Xinhua) — Pakistan Prime Minister Shahbaz Sharif on Saturday convened an emergency meeting of the National Command Council (NCC) to discuss possible missile and nuclear retaliation amid escalating tensions with India, a local state television channel reported.

    Headed by the Prime Minister, the NC is Pakistan’s highest decision-making body, responsible for the management, control and supervision of the country’s nuclear program.

    Deputy Prime Minister and Foreign Minister Ishaq Dar told the media that Pakistan was exercising maximum restraint in the face of Indian aggression to maintain regional peace. However, India’s missile strikes on Pakistan’s strategic air bases on Saturday morning crossed a “red line”, he added.

    “Pakistan’s patience has reached its limit,” I. Dar said, adding that the country had no choice but to fight back.

Undermining these outcomes would seriously disrupt the existing world order.

    Muhab Nassar, an associate professor of international law at Cairo University, said China’s sovereignty over Taiwan is a legally justified and recognized fact. Xi Jinping’s opinion piece once again expressed a firm position: the Taiwan issue concerns China’s fundamental interests, which China will not compromise under any circumstances.

    In his opinion article, President Xi Jinping stated that today’s world still faces a growing deficit in peace, development, security and governance.     China strongly urges India and Pakistan to act in the larger interest of peace and stability and exercise calm and restraint, a Chinese foreign ministry spokesperson said on Saturday.

    The spokesperson made the remarks when asked to comment on the escalating tension between India and Pakistan.

  • MIL-OSI Asia-Pac: Govt assists food shop workers

    Secretary for Labour & Welfare Chris Sun said today the Government’s top priority is to help the workers of Ocean Empire Food Shop get back their unpaid salaries, leave and severance pay following the shop’s closure.

    Mr Sun told reporters this morning that about 100 workers – both local and imported – are being assisted in applying for support under the Protection of Wages on Insolvency Fund, against insolvency and wage default.

    He said: “It takes a bit of time, but they do not have to worry. Right now, under the fund, be it unpaid salaries, unpaid leave as well as severance payment, there is a well-established mechanism for them to get back money that is owed to them.

    “In Hong Kong we have very elaborate labour laws providing much needed and necessary protection for our workers, and such protection applies to both local and imported workers.”

    Mr Sun added that the Labour Department is working closely with the employers whose help could speed up the whole process.

  • MIL-OSI China: China’s 13th batch of aid supplies handed over to quake-hit Myanmar

    The 13th batch of emergency humanitarian assistance dispatched by the Chinese government was handed over to Myanmar on Saturday in Yangon.

    The aid supplies included 1,576 prefabricated houses, which were accepted by Yangon Region Minister for Natural Resources U Zaw Win.

    A 7.9-magnitude earthquake struck Myanmar on March 28. As of May 9, the earthquake has claimed around 3,800 lives and injured over 5,100 people, with around 100 others remaining unaccounted for, according to Myanmar’s official data.

    Ambassador Harvey Rouse, Head of the EU (European Union) Office to Hong Kong and Macao, Consuls General (of European Union Member States), distinguished guests, ladies and gentlemen, dear French little friends over there,

    Good afternoon. It gives me great pleasure to join you at the opening of Europe Day Festival. And actually indeed, thank you very much for the support that I have got from different Consuls General ever since my appointment to the Secretary for Culture, Sports and Tourism. I have actually seen quite a number of you over different events in the last five months.
     
    On today’s special occasion, I would like to highlight the pivotal role Hong Kong plays as an East-meets-West centre for international cultural exchange. Hong Kong has deep-rooted cultural origin and bond from the Mainland of China, but we also have for decades cultivated strong cultural ties with foreign countries, including the European Union (EU) and its member states. Through regular exchanges, we have built a solid foundation of mutual understanding and collaboration. I am most delighted to learn from Ambassador Rouse that our local artists, Opera Hong Kong, will be performing “The Story of Carmen”, a classic European Opera, at today’s Festival. In fact, Carmen, was also performed at our Hong Kong Arts Festival earlier this year and I was one of the audience enjoying it. This is an example of how we can bring talent and tradition from different parts of the world, showcasing our efforts and achievements in promoting cultural exchange and collaboration.

    Hong Kong will continue to leverage our distinct institutional strengths under “one country, two systems” to “bring in” diverse cultures from around the world while enabling Chinese culture to “go global”.

    Hong Kong’s creative industries are now economic drivers for our economy. The Greater Bay Area Development and the Belt and Road Initiative provide unprecedented opportunities for our creative talents to shine on the global stage. By working closely with EU member states, we aim to unlock even greater potential for cultural exchanges and economic growth. Thank you very much for having our local Hong Kong artist to do the backdrop named after this meaningful event.

    Sports is another area under my portfolio that is full of exciting opportunities. The Kai Tak Sports Park, Hong Kong’s largest-ever sports infrastructure, was officially commissioned in March this year. I am sure many of you were among the first to enjoy our signature rugby event, Hong Kong Sevens, at this state-of-the-art stadium in end March. Building on that success, we hosted mega international and local concerts in April, each drawing over 40 000 fans per show. And I believe quite a number of you were there for the Coldplay concert either. We have another series of concerts this weekend as well called Mayday from Taiwan, who is also performing in Hong Kong and they pledged to come back every May to perform here. We will fully utilise the opportunities that this new venue present to Hong Kong and stage more mega sports events and competitions for the enjoyment of all. And of course, larger venue means larger parties. As some of you may know, we will soon welcome international football club teams to play at both the Hong Kong Stadium and the Kai Tak Stadium in end May and late July, featuring Manchester United versus Hong Kong, China Representative Team, Liverpool versus AC Milan from Italy, as well as Arsenal versus Tottenham Hotspur. To sports fans from around the world and particularly the European Union – please stay tuned for more exciting sports events in Hong Kong later this year. Through these sporting events, my bureau will continue our efforts in fostering greater passion for sports.

    On tourism, leveraging the robust foundation built over the years, we aspire to further consolidate Hong Kong’s position as a premier world-class tourism destination. With the concerted efforts of the Government and industry players, we witness a strong comeback of our tourism industry after the pandemic. In the first four months of 2025, we welcomed a total of 16 million visitors, representing an increase by 1.2 times as compared to the same period in 2023 when Hong Kong started to resume normal travel. The rebound is particularly strong among visitors from the European Union, which register a surge by 1.4 times compared to 2023. Quoting the Labour Day Golden Week as another example, we recorded a total of around 1.1 million inbound visitors to Hong Kong, among which the number of non-Mainland visitors was around 180 000, representing a year-on-year increase of about 31 per cent. These underscore the resilience of our tourism industry and Hong Kong’s enduring appeal as a world-class travel destination. To ensure continued growth, the Government promulgated the Development Blueprint for Hong Kong’s Tourism Industry 2.0 last December, setting out our vision and mission over the next five years. With the steadfast support and contribution of our industry partners, I am confident that we will reach new heights on tourism in the years to come.

    HARBIN, May 10 (Xinhua) — The 34th Harbin International Economic and Trade Fair will be held in Harbin, capital of northeast China’s Heilongjiang Province, from May 17 to 21. The event aims to showcase China’s new advantages and drivers in pursuing high-quality development through high-level opening-up, the provincial government said at a press conference on Friday.

    Openness to the outside world in all directions, cooperation between regions of China and Russia, trade and investment, cooperation in production capacity, demonstration and transactions are the topics that will be in the center of attention of the upcoming fair, said Chen Shijun, head of the Heilongjiang Provincial Council for the Promotion of International Trade. According to him, the total exhibition area will be 683 thousand square meters, one main and six auxiliary sites of the fair will be equipped, in these indicators the 34th fair promises to surpass all previous ones.

    More than 1,500 enterprises from 38 countries and regions around the world, as well as 23 provinces, autonomous regions and municipalities directly under the central government of China have registered to participate in the fair, said Chen Shijun.     G7 Foreign Ministers gave a statement on India and Pakistan

    Joint statement:

    We, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America and the High Representative of the European Union, strongly condemn the egregious terrorist attack in Pahalgam on April 22 and urge maximum restraint from both India and Pakistan. Further military escalation poses a serious threat to regional stability. We are deeply concerned for the safety of civilians on both sides.

    We call for immediate de-escalation and encourage both countries to engage in direct dialogue towards a peaceful outcome. We continue to monitor events closely and express our support for a swift and lasting diplomatic resolution.

  • MIL-OSI China: China eases marriage registration with new rules

    China’s revised marriage registration rules, which simplify paperwork and offer greater flexibility for couples, came into effect on Saturday.

    The updated regulations eliminate the need for household registration books, which have long been necessary for marriage applications.

    Mainland couples now only need to present their identification cards and sign a declaration affirming that they are unmarried and not closely related by blood within three generations.

    Additionally, under the new rules, couples can register their marriage at any eligible registry nationwide, regardless of their household registration location.

    The change also applies to couples in which one partner is a mainland resident and the other is a foreign national, or a resident of Hong Kong, Macao, Taiwan, or an overseas Chinese community, according to the Ministry of Civil Affairs.

    These couples can now marry, divorce, or apply for reissuance of marriage certificates at any authorized registration office, without being restricted to the mainland partner’s household registration location.

    The overhaul is part of China’s broader push to streamline public services and ease the burden on citizens, particularly the increasing number of people living and working away from their place of household registration.

    According to official data, China recorded 1.81 million marriage registrations in the first quarter of this year, marking an 8 percent drop from the same period in 2024.

    After nine consecutive years of decline, China’s marriage registration numbers saw a brief rebound in 2023. However, the downward trend resumed in 2024, with registrations falling to their lowest level since 1980.

  • MIL-OSI Asia-Pac: Middle East offers good prospects

    The founder and CEO of a digital marketing group, part of a delegation to the Middle East led by Chief Executive John Lee, says he is optimistic about growth in the region and believes it offers good prospects for investments and mergers.

    The trip, encompassing visits to Qatar and Kuwait, is aimed at strengthening connections with the two countries in areas such as finance, trade and technology.  

    Mr Shen Chengang, who is among a host of delegates from the business community, heads a Mainland firm that offers digital marketing services, including sales data tracking, media outreach, product promotion, and support for Mainland enterprises seeking to expand into overseas markets.

    Mr Shen highlighted that amid global trade uncertainty, Mainland businesses are focusing less on the US market as they seek to mitigate risks.

    By way of contrast, Mr Shen outlined that the Middle East market has witnessed rapid growth over the past few years. With strong consumer purchasing power, he said, it offers a complementary dynamic to the Mainland market.

    He emphasised that the Middle Eastern countries give significant opportunities for Mainland firms to engage in the development of logistics and mobile payment systems, and to explore investment and merger prospects.

    Mr Shen added that Hong Kong, as an international financial centre, can provide invaluable expertise to support investment and merger processes, thereby aiding Mainland enterprises in terms of risk mitigation.

  • MIL-OSI Russia: Pakistan Launches Military Operation Against India

    ISLAMABAD, May 10 (Xinhua) — Pakistan on Saturday launched an offensive against India amid ongoing provocations, the Inter-Services Public Relations (ISPR) said in a statement.

    It is noted that the operation was named “Banyan ul-Marsus” /”Wall covered with lead”/. Several targets in India are being attacked.

    The ISPR said it had destroyed an air base in Udhampur in Indian-controlled Kashmir and an airfield in Pathankot district in India’s Punjab province. Strikes were reportedly continuing at other locations.

    Official sources told Xinhua that the initial strikes destroyed a stockpile of Brahmos missiles in the Indian town of Beas. –0–

  • MIL-OSI Asia-Pac: OFCA organises third 5G Campus Application Competition (with photos)

         Riding on the success of the 5G Campus Application Competitions held in the past two years, the Office of the Communications Authority (OFCA) organises the third edition of the Competition this year under the theme “5G x Unmanned Aircraft System (UAS) – The Sky is the Limit for Knowledge” to enhance students’ understanding of the fifth generation mobile (5G) technology and the UAS, and encourage them to explore the application of 5G technology in the low-altitude economy, with a view to boosting their creativity and tapping their potential in innovative technologies.

         Speaking at the Kick-off Ceremony cum Seminar of the Competition today (May 10), the Director-General of Communications, Mr Chaucer Leung, said, “The 5G Campus Application Competition held last year focused on 5G and artificial intelligence (AI). It was encouraging to see the participating students’ innovative thinking and dedication to research and development in terms of 5G and AI applications, scenario design and collaboration, as demonstrated in the final entries. OFCA organises the third Competition this year to encourage participating students to make use of the unique advantages of 5G technology and explore how to collect data through drones for developing various application solutions for the low-altitude economy, so as to stimulate the innovation and technology potentials of the younger generation, expanding their knowledge and transform their creative thinking into practical solutions for the future.

         “In Hong Kong, drone systems have started to be deployed in applications and trials on the low-altitude economy. They generally operate in airspace within an altitude of 1 000 metres and could be used in scenarios such as emergency rescues, logistics, surveys, maintenance, safety inspections and show performances. The low-altitude economy not only activates low-altitude airspace as a new element for economic development, but also drives the development of communications technology, AI, and the digital industry, bringing new experiences of smart living to the public. The current well-developed 5G network of Hong Kong has laid a solid foundation for the development of the low-altitude economy,” Mr Leung added.

         This year’s Competition is co-organised by the Hong Kong Productivity Council (HKPC) and will be held in stages, comprising the Kick-off Ceremony cum Seminar, the 5G x UAS Inspiration Training Workshop, the first-round adjudication, the Drone Operation and Mobile App Development Training Workshop, and the final-round adjudication cum award presentation ceremony. Participating teams are required to design an innovative mobile application and/or relevant prototype to demonstrate how the data collected by drones can be used and integrated with 5G technology for applications in the low-altitude economy so as to achieve at least one of the specific objectives of the Competition, such as enriching campus life, improving learning environment, optimising teaching resources or learning experience, improving nearby community environment or facilities, realising smart living development in real-life scenarios, and creating economic or social benefits.

         The Chief Digital Officer of the HKPC, Mr Edmond Lai, also officiated at the event today. Veteran practitioners of the innovative technology and education sectors were invited to share with students and other participants the latest developments of 5G technology and the low-altitude economy. A representative from the HKPC also briefed the audience about the requirements and points to note of the Competition.

         The Competition is supported by the communications sector as well as various educational organisations, including the Communications Association of Hong Kong, the Association of I.T. Leaders in Education, the Hong Kong Association for Computer Education, the Hong Kong Competence Education Foundation, the Association of Hong Kong Chinese Middle Schools, the Hong Kong Computer Society, the Hong Kong Federation of Education Workers and the Hong Kong STEM Education Alliance.

         The Competition is open to secondary students. The deadline of registration is May 30. Participants should take part as a school team consisting of three to five students and a teacher as team leader.     ISLAMABAD, May 10 (Xinhua) — India fired air-to-surface missiles at three Pakistani air bases, but no strategic assets of the Pakistan Air Force were damaged, Pakistan Armed Forces Inter-Services Public Relations Chief Ahmed Sharif Chaudhry said early Saturday.

    He said India carried out missile and drone strikes on Pakistani military installations in Punjab province, including Nur Khan, Murid and Shorkot air bases.

    MINSK, May 10 /Xinhua/ — An opinion article by Chinese President Xi Jinping in Russian media demonstrates the similarity of the views of the Belarusian and Chinese peoples on preserving historical memory, Belarusian Foreign Minister Maxim Ryzhenkov said in an interview with Xinhua on Friday before a military parade in Minsk dedicated to the 80th anniversary of the Soviet people’s victory in the Great Patriotic War.

    “I have read the author’s article by the Chairman of the People’s Republic of China Xi Jinping. It is a great article. It once again demonstrates that the Chairman of the People’s Republic of China Xi Jinping and the President of Belarus Alexander Lukashenko have the same views on international issues, on history, on the world order that should be formed today,” he said.

    He noted that he was very glad that the Belarusian and Chinese peoples had the same views on the issues of preserving historical memory. “The Chinese people, like the Belarusian people, once lived through very tragic events in their history. You, like us, also had a harsh occupation. We remember all its tragic moments very well: the Nanjing Massacre, the atrocities of Japanese militarists in other parts of China. This unites us, because we went through that time and we emerged from that war as victors. We, like no one else, lost a great many of our citizens. Our infrastructure was destroyed. Therefore, we, like no one else, value peace and understand what needs to be done for it,” M. Ryzhenkov emphasized.

    According to him, this is precisely why today the two countries are unanimously speaking on the international stage with peace initiatives. “These initiatives are called upon to create a new world order based on the principles of justice, mutual respect, mutual understanding and multicultural development,” the minister said. –0–

    It’s not just Chris Hipkins who cannot define a woman!

    The Government’s response to a 23,532-strong petition asking for ‘woman’ to be clearly defined in all laws, public policies and regulations has been issued, and is being labelled as weak, confused, and shows both a clear lack of understanding around what a woman is and any desire to protect women in society.

    “The sad irony is that the Minister for Women in her response refused to define what a woman is.  Alongside this, she is also clearly indicating the irrelevancy of her role because she will not actually stand up for the recognition and protection of women” says Bob McCoskrie, CEO of Family First.

    The petition asked that ‘woman’ be defined as ‘an adult human female’ in all our laws, public policies and regulations.  It was referred to the Minister for Women, Nicola Grigg, to reply to.

    “There is a clear need to define what a woman is (and a man) so as ensure the necessary protections for specific women’s issues and spaces, such as schools; sports; prisons or other detention facilities; domestic violence centers; rape crisis centers; changing rooms; toilets; & other areas where biology, safety, or privacy are implicated that result in separate accommodations. (Family First has always held that individuals born with a medically verifiable diagnosis of disorder / differences in sex development should be provided appropriate legal protections.)”

    “We note the further irony that the Government has just targeted pay equity laws which themselves are clearly focused on women, and yet simultaneously has responded to our petition saying they also have no idea what a woman is.”

    The Government is also hiding behind a Law Commission review which is not actually about women but about “people who are transgender, people who are non-binary and people with innate variations of sex characteristics”.

    The recent decision by the UK Supreme Court has given a clear and welcome direction that New Zealand could readily follow.

    That the Minister’s response is clumsy and directionless means there is even more need for the Member’s Bill by New Zealand First MP Jenny Marcroft – the Legislation (Definitions of Woman and Man) Amendment Bill – to be drawn from the ballot, debated, and passed into law.

    “It is well past time that the Minister for Women and the New Zealand Government remove their confusion around biological reality and return to protecting and celebrating women – especially given that we are celebrating Mothers’ Day this weekend,” says Mr McCoskrie.

    The Southern Motorway is closed northbound, between Market Road and the Wellington Street on-ramp.

    Motorists are advised to take alternative routes where possible, as lengthy delays are likely.

    A 73-year-old man who went missing in Masterton on 4 May has sadly been found deceased.

    John Rafferty was discovered by a Search and Rescue team this morning.

    Sergeant Anthony Matheson says the death will be referred to the Coroner.

    “This was not the outcome we were hoping for, but I want to thank the community for all their assistance, and the dedication of the search crews who have worked so hard over the past week.”

    As the death has been referred to the Coroner, Police are unable to comment further.

    Jakarta, 5 May 2025 – ASEAN and the United States (U.S.) reaffirmed their shared commitment to continue strengthening the ASEAN-U.S. Comprehensive Strategic Partnership at the 16th Meeting of the ASEAN-U.S. Joint Cooperation Committee, held today at the ASEAN Headquarters/ASEAN Secretariat.
     
    The Meeting welcomed the U.S.’ continued support for ASEAN Community-building efforts, ASEAN Centrality, and in promoting peace, security, and stability in the region through its participation in various ASEAN-led mechanisms. The Meeting commended the robust and full implementation of all measures in the Plan of Action to Implement the ASEAN-United States Strategic Partnership (2021-2025) and its Annex. The Meeting expressed its support for the U.S.’ proposal for an ASEAN-U.S. Leaders’ Joint Vision Statement which will serve as a guide to further advance partnership beyond 2025.
     
    Both sides reaffirmed their commitment to strengthening existing cooperation and identified key areas for future collaboration, including defence; addressing transnational crime; maritime cooperation, humanitarian mine action, digital economy,  artificial intelligence, micro, small and medium enterprises (MSMEs) development,  tourism,  environment and climate change,  education,  public health,  biodiversity,  energy,  disaster preparedness,  connectivity,  and people-to-people exchanges. ASEAN encouraged the U.S. to support the forthcoming ASEAN 2045: Our Shared Future, and enhance practical cooperation in the four priority areas under the ASEAN Outlook on the Indo-Pacific. ASEAN also encouraged the U.S. to further support the implementation the ASEAN Smart Cities Network (ASCN) initiative and welcomed further collaboration with ASEAN centres of excellence.
     
    Recognising close trade and investment ties between both sides, ASEAN reiterated its intention to engage the U.S. in a constructive dialogue to address trade-related concerns and maintain strong and mutually beneficial trade relations with the U.S. ASEAN is also committed to exploring avenues to work with the U.S., including through existing economic platforms such as the ASEAN-U.S. Trade and Investment Framework Arrangement as well as dialogue and engagement between ASEAN Economic Ministers and the U.S. Trade Representative to explore mutually acceptable solutions of common interest.
     
    ASEAN appreciated the U.S. for its longstanding support for the ASEAN development agenda, including its contribution to the Initiative for ASEAN Integration as well as through sub-regional cooperation, including the Mekong-U.S. Partnership (MUSP). The Meeting also commended the U.S. for its commitment to continue supporting development cooperation to realise the goals across the three ASEAN Community pillars. The Meeting looked forward to continue strengthening people-to-people and cultural engagement, including through the Fulbright U.S.-ASEAN Visiting Scholar Program, Young Southeast Asian Leaders Initiative (YSEALI) programmes, and International Visitors Leadership Program, as well as the activities and programmes of the ASEAN-U.S. Center in Washington, D.C.

  • MIL-OSI China: ​Japanese anime classic ‘Ghost in the Shell’ to debut in China

    The 1995 Japanese sci-fi anime “Ghost in the Shell,” considered a landmark in the genre, will make its Chinese debut in a restored 4K version nearly 30 years after its initial release.

    Director Mamoru Oshii expressed excitement about the film’s China release through a video statement.

    “I’m very happy to hear that ‘Ghost in the Shell’ is coming to China,” he said. “It has been decades since I directed the film, yet it still draws audiences to theaters. This is the greatest honor for a director.”

    Oshii said he still vividly remembers working on the project, which required tremendous dedication to complete.

    “One of cinema’s true joys, I believe, is creating shared experiences that bring people together in theaters rather than watching alone at home,” he said. “Whether you’re a first-time viewer or someone who has seen it through other platforms before, I hope everyone will take this opportunity to fully savor its 4K version with fresh eyes.”

    “Ghost in the Shell” is an adult animated film that blends tech-noir, cyberpunk and action-thriller elements. The movie, adapted from Masamune Shirow’s 1989-90 manga, is set in 2029 in the fictional New Port City, a metropolis inspired by Hong Kong, complete with prominent Chinese-language billboards.

    The story follows Major Motoko Kusanagi, a cyborg security agent pursuing a hacker called “the Puppet Master,” while exploring themes of identity and consciousness in an advanced technological society.

    The 1995 film’s cyber-aesthetic design remains visually striking today, while its exploration of identity and human-technology relationships has gained new relevance amid the rise of AI.

    The film initially underperformed at the box office but gained critical acclaim for its narrative, visuals and soundtrack, eventually achieving cult status through home video releases. It is now widely regarded as one of the greatest anime and science fiction films ever made, influencing filmmakers such as James Cameron (“Avatar”) and the Wachowskis (“The Matrix”).

    A remastered version with new digital effects, 3D animation and updated audio was released in 2008 as “Ghost in the Shell 2.0.” Oshii directed a standalone follow-up, “Ghost in the Shell 2: Innocence,” in 2004, while Hollywood released a live-action adaptation directed by Rupert Sanders and starring Scarlett Johansson in 2017.

    The film will make its Chinese debut on May 10 through the National Alliance of Arthouse Cinemas (NAAC), an organization founded in 2016 that operates under the China Film Archive with support from a theater consortium dedicated to arthouse films.

  • MIL-OSI Asia-Pac: CE’s Middle East trip opens doors

    Chief Executive John Lee led a delegation on a visit to Saudi Arabia and the United Arab Emirates two years ago. The trip had a significant impact on a member of the delegation who subsequently began doing business in the Middle East region.

    Public transport company Chairman Cliff Zhang said that just a few months after joining the Chief Executive’s delegation in early 2023, his firm had already supplied three hydrogen buses to Abu Dhabi by November.

    “The three hydrogen buses consist of a double-decker, a single-decker and a coach. We are continuously working very closely with the Integrated Transport Centre, which is the Transport Department equivalent in Abu Dhabi, to continue to work with them and collaborate on their green bus programme. And we expect that after the trial is finished later this year, then there will be an official launch of a bigger green bus programme.”

    The Chief Executive will lead a delegation to Qatar and Kuwait this weekend and Mr Zhang will once again be part of the delegation.

    He has high expectations for the upcoming trip, which he believes will be beneficial and valuable for the Hong Kong Special Administrative Region Government in seeking new markets for Hong Kong businesses.

    The aim of the Chief Executive’s trip is to further cement the message that Hong Kong stands ready to do business with nations in the Cooperation Council for the Arab States of the Gulf and that support for such endeavours comes from the Hong Kong SAR Government directly, Mr Zhang stated.

    “I think the utmost significance is really to deliver that message, that Hong Kong is serious and very keen in terms of continuing to deepen the ties and collaboration with the region.

    “Thanks to the Chief Executive’s invitation for us to be on that first trip, I think it certainly opened a lot of doors, but I think at the same time, it is really up to each of the enterprises and businesses to go back and to visit, and to try to do business and to have something being signed and delivered.

    “We now have a lot of business partners and a lot of collaboration ongoing in the region with different countries and different parties.”

The case is State of Hawaiʻi ex. rel. Anne E. Lopez, Attorney General v. Briston-Myers Squibb Company et al., (Civil No. 1CC141000708).

    The settlement agreement divides the total amount of $700 million equally between BMS and Sanofi. The monies will be paid by wire transfer by June 9, 2025.

    “This landmark settlement is a major victory for the state of Hawaiʻi. Once the money goes into our general fund, we can go to work on immediately identifying ways to enhance health care services for Hawaiʻi’s residents, said Governor Green. “I am very proud of the work by our Attorney General and outside counsel that helped in  achieving this result for the people of Hawaiʻi”.

    “This settlement agreement brings closure to nearly 12 years of litigation,” said Attorney General Lopez.

    Lopez went on to assert, “It doesn’t matter if a company is a one-person shop or a multi-billion-dollar oil company, we will relentlessly enforce Hawaiʻi’s consumer protection laws.”

    Special Attorney General Rick Fried, with the Honolulu-based law firm Cronin, Fried, Sekiya, Kekina and Fairbanks provides: “I started working on this case when I presented it to then-AG David Louie in 2012. It took 13 years to finalize, but I’m very pleased about what this settlement will do for the people of Hawaiʻi. I want to extend my thanks to our Governor, Josh Green and Attorney General Anne Lopez for their support.”

    HONOLULU – The Hawai‘i Department of Agriculture (HDOA), with the assistance of the County of Hawai‘i Public Works Department (COH-PWD), began another round of treatment of palm trees at the Ellison Onizuka Kona International Airport (KOA) on Tuesday, May 6,  in an effort to stop the coconut rhinoceros beetle (CRB) from becoming established on Hawai‘i Island. This was a follow-up to treatment conducted last month at the airport.(Link to previous news release:  https://hdoa.hawaii.gov/blog/main/nr25-08-konacrbtreatments/ )

    “It really is ‘all hands on deck’ in West Hawai‘i and all our partner agencies are dedicating  everything they have to stop the establishment of CRB on Hawai‘i Island,” said Sharon Hurd, chairperson of the Hawai‘i Board of Agriculture. “Mahalo, again, to Mayor Kimo Alameda and his public works crew– their resources and assistance have been phenomenal in this coordinated effort.”

    The County of Hawai‘i and HDOA have been working collaboratively since January 2025 after CRB was detected in the Kona area. COH-PWD has been providing the assistance of their boom trucks to treat the tops of palm trees.

    The following is a brief timeline of detections and intense treatments around West Hawai‘i:

    October 2023 A Waikoloa resident found six grubs (larvae) in a decaying palm tree stump. Increased surveillance continued throughout the island and more intensely on the Kona side.
    April 2024 The Big Island Invasive Species Committee (BIISC) reported that four adult CRB were found in three traps in the Waikoloa area.
    September 2024 HDOA Plant Pest Control (PPC) personnel found a single CRB in a trap during routine monitoring in Waikoloa.
    January 2025 The County of Hawai‘i offered its resources and assistance to HDOA, including the use of its 75-foot boom truck to treat the crowns of palm trees.
    Jan. 14, 2025 Waikoloa Village – HDOA/COH team treated a total of 38 trees via crown treatments and 24 trees were treated via an injection system which provides systemic protection against CRB.
    March 3, 2025 BIISC reported one adult CRB in a detection trap along the boundary of KOA. A day later, BIISC reported that two more adult CRBs were found in traps at the Natural Energy Laboratory of Hawai‘i (NELHA).
    March 14-19 2025 KOA – HDOA/COH and KOA airport staff used two boom trucks to treat 123 trees on the airport grounds and injected 12 more trees that were inaccessible to the boom trucks.
    April 7 & 8, 2025 NELHA – HDOA/COH crews treated the crowns of 44 trees and injected 14 trees due to the close proximity to water.
    April 15, 16 & 21, 2025 Honokōhau Small Boat Harbor and Marina – HDOA/COH crews treated 313 crowns and treated 50+ trees via injection due to the close proximity to water.
    April 24, 2025 West Hawai‘i Veteran’s Cemetery – 13 crowns treated. BIISC had reported finding one wing of an adult CRB. Although a full specimen was not found, HDOA treated all palms on the site as a precaution.
    May 6, 2025 KOA – HDOA/COH and Kona airport staff treated 86 palms via crown application.
    May 2025 Treatment at the Keāhole Ag Park is being scheduled later this month.
    Ongoing Surveillance for CRB continues around Hawai‘i Island by HDOA, BIISC, University of Hawai‘i, the County of Hawai‘i and the state Department of Health Vector Control Branch.
    March 2025 to present A total of 10 adult CRB have been reported in the areas of Keāhole Ag
    Park, NELHA, O‘oma, Kohanaiki and KOA.

    Staff from HDOA’s Plant Pest Control Branch and Pesticides Branch applied the treatments, both on the crown of the trees and via injection into the trees when necessary. All palms that were treated were tagged and surrounded with yellow tape to indicate treatment. Coconuts from treated trees should not be consumed. Questions regarding pesticide use may be addressed to HDOA’s Pesticides Branch at 808-973-9402.

    Residents on all islands are asked to be vigilant when purchasing mulch, compost and soil products, and to inspect bags for evidence of entry holes. CRB breed in decomposing plant and animal waste. An adult beetle is about 2-inches long, all black and has a single horn on its head. CRB leave distinctive V-shaped cuts and/or scalloped edges in palm leaves and bore holes may be visible in the trunks.

    KAILUA-KONA, Hawai‘i Island – Officers from the DLNR Division of Conservation and Resources Enforcement (DOCARE) Hawai‘i Branch Marine Unit have seized a fishing vessel after receiving multiple complaints about longline fishing occurring in the Hawai‘i State Territorial Sea, comprising 3,069 square miles of water, that extends 12 nautical miles around the state.

     

    DOCARE officers boarded the Wai‘aka yesterday morning about seven miles offshore, after observing it fishing with approximately four miles of line deployed. It is illegal to longline fish in state waters within the state Territorial Sea, which extends from the high-water mark to 12 nautical miles from shore.

     

    52-year-old Konane Zager of Kona was cited for violating HRS Section 189-2.5, relating to Long Line Fishing Prohibition. The criminal penalty for violating this section is a petty misdemeanor.

     

    Three ahi were caught and a live one was released. The other two weighed in at 95 pounds and 103 pounds and had an estimated market value of $1251.

     

    Zager is scheduled to appear in Kona District Court on June 19, 2025.

    The Committee on the Elimination of Racial Discrimination this afternoon closed its one hundred and fifteenth session, during which it reviewed the reports of Gabon, Kyrgyzstan, Mauritius, Republic of Korea and Ukraine.

    Chinsung Chung, Committee Rapporteur, said that the Committee’s concluding observations for the five country reviews conducted during the session were available on the session’s webpage.  The Committee thanked the State party delegations that participated in dialogues; the national human rights institutions of Ukraine and the Republic of Korea for submitting written reports and providing updates during the session; and the various civil society representatives who contributed essential information to the reviews.

    Ms. Chung said that this year was the sixtieth anniversary of the International Convention on the Elimination of All Forms of Racial Discrimination.  During the yearlong campaign, the Committee would highlight the achievements made in the last 60 years and identify effective and concrete ways to overcome structural and emerging challenges in making the Convention’s goal – a world free of racial discrimination – a reality.  Information on the anniversary was available on the webpage for the campaign.

    At the opening meeting of the session, Ms. Chung reported, Antti Korkeakivi, Representative of the Secretary-General and Chief of the Human Rights Treaties Branch of the Office of the United Nations High Commissioner for Human Rights, gave a speech highlighting the Committee’s important work and its contributions to promoting and protecting the human rights of all people without discrimination.  He underlined that the sixtieth anniversary of the Convention was an opportunity to explore avenues to generate greater political will and concrete action to fight against racial discrimination.

    Mr. Korkeakivi recognised the negative impact of the United Nations’ liquidity crisis on the planning and implementation of the work of all Committees, as the holding of the next sessions for this year was still uncertain.  He confirmed that the Office of the High Commissioner was doing its utmost to ensure that the treaty bodies could implement their mandates.  Nevertheless, all indications pointed to a continuation of the difficult liquidity situation for the foreseeable future. 

    During the one hundred and fifteenth session, Ms. Chung said, the Committee reviewed follow-up reports for Croatia, Germany, Morocco, Uruguay and Tajikistan.  The Committee thanked these States parties for their reports and invited them to duly consider its recommendations and include the steps taken to implement them in their next periodic reports.

    The Committee pursued its work toward the elaboration of its joint general recommendations 38 and 39 with the Committee on the Protection of the Rights of All Migrant Workers and Members of their Families on eradicating xenophobia towards migrants and others perceived as such.

    Ms. Chung said the Committee also discussed the development of a general recommendation on reparations for the injustices of the transatlantic trade in enslaved Africans, their treatment as chattel, and the ongoing harms to people of African descent, holding a half-day of general discussion on 25 April 2025 as part of this process.  Two expert panels examined legal frameworks for reparations and the lasting effects of slavery, including systemic racism and institutional responsibility. Drawing on these discussions and over 60 written submissions, the Committee would now begin drafting the general recommendation, which would be shared for public input before adoption. Further information was available on the Committee’s webpage.

    Further, Ms. Chung reported, the Committee considered 16 submissions under its early warning and urgent action procedure and endorsed 13 letters to States parties assessed in this procedure.  It also considered four cases under the individual complaints procedure. It declared admissible one case against Germany and discontinued three other cases.

    Ms. Chung also provided an update on the follow-up procedure to the Ad-Hoc Conciliation Commission report published in August 2024 on the inter-State communication submitted by the State of Palestine against Israel under article 11 of the Convention.  Today, 9 May, the Committee issued a statement on the catastrophic humanitarian crisis in the occupied Palestinian territory, acting under its follow-up and early warning and urgent action procedure.

    On 24 April, Ms. Chung said, the Committee held a meeting with States parties.  The Committee thanked all States parties’ representatives who contributed to this event and appreciated that it was well attended.  Earlier today, the Committee also held a meeting with civil society organizations.  In addition, during the session, the Committee heard a report on follow-up to article 13 of the Convention and adopted an updated version of its Rules of Procedure, which would be made available shortly.

    In closing remarks, Michal Balcerzak, Committee Chairperson, said this had been a very productive session.  He thanked the Committee Experts, who had all contributed significantly to the Committee’s work throughout the session, and to working towards the Committee’s mandate of the elimination of all forms of racial discrimination wherever it occurred.  He also thanked all other persons who had contributed to the smooth execution of the Committee’s work.

    Due to the current financial situation, the dates of the second sessions of some treaty bodies are not yet confirmed. The next session of the Committee is scheduled take place between 11 and 29 August 2025, with the reports of Burundi, Guatemala, Maldives, New Zealand, Sweden and Tunisia scheduled for review. All information, including the proposed programme of work, will be available on the session webpage.
