    In a significant move to strengthen rural connectivity and accelerate economic growth, the Ministry of Rural Development has sanctioned projects to Manipur, Mizoram, Himachal Pradesh and Uttarakhand States under PMGSY-III, as details below:-

    Manipur: 41 roads measuring 280.97 km, with an estimated investment of Rs. 225.15 crore, have been sanctioned to the State. Continuing this initiative, 56 roads of 502.24 km length with an estimated investment of Rs. 404.72 crore had already been sanctioned in the State under PMGSY-III.

    Mizoram: 07 Long Span Bridges (LSBs) measuring 373.46 meter, with an estimated investment of Rs. 67.69 crore, have been sanctioned to the State. Continuing this initiative, 17 roads of 487.50 km length with an estimated investment of Rs. 562.70 crore had already been sanctioned in the State under PMGSY-III.

    Himachal Pradesh: 21 Long Span Bridges (LSBs) measuring 970.772 meter length, with an estimated investment of Rs. 140.90 crore, have been sanctioned to the State. Continuing this initiative, 299 roads of 3,123.117 km and 43 LSBs with an estimated investment of Rs. 3,345.82 crore had already been sanctioned in the State under PMGSY-III.

    Uttarakhand: 09 Long Span Bridges (LSBs) measuring 246 meter length, with an estimated investment of Rs. 40.77 crore, have been sanctioned to the State. Continuing this initiative, 212 roads of 2,287.95 km and 09 LSBs with an estimated investment of Rs. 1,865.34 crore had already been sanctioned in the State under PMGSY-III.

     

    This initiative will:

    – Improve access to essential services like healthcare, education, and markets.

    – Enhance connectivity in rural areas, bridging the gap between remote villages and urban centres.

    – Foster economic development, trade, and commerce in the region.

    – Create employment opportunities and stimulate local economies.

    – Align with the government’s vision of a developed India (Viksit Bharat).

    The projects under PMGSY-III will have a transformative impact, contributing to the growth and prosperity of the States and cementing the Government’s commitment to inclusive development.

    In a significant move to strengthen rural connectivity and accelerate economic growth, the Ministry of Rural Development has sanctioned projects to Tripura and Odisha States under Connectivity component of Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), as details below:-

    Tripura: 25 roads measuring 84.352 km under, with an estimated investment of Rs. 76.47 crore, have been sanctioned to the State. Continuing this initiative, 42 roads of 118.756 km length with an estimated investment of Rs. 114.32 crore had already been sanctioned in the State under PM-JANMAN.

    Odisha: 26 roads measuring 63.271 km and 02 Long Span Bridges (LSBs), with an estimated investment of Rs. 69.65 crore, have been sanctioned to the State. Continuing this initiative, 66 roads of 211.14 km and 04 LSBs with an estimated investment of Rs. 219.40 crore had already been sanctioned in the State under PM-JANMAN.

    This landmark initiative will:

    – Provide all weather road connectivity to PVTG habitations in the States.

    – Improve socio-economic condition of the Particularly Vulnerable Tribal Groups (PVTGs) living in these States.

    – Enhance connectivity in rural areas, bridging the gap between remote villages and urban centres.

    – Foster economic development, trade, and commerce in the region.

    – Improve access to essential services like healthcare, education, and markets.

    – Create employment opportunities and stimulate local economies.

    – Align with the government’s vision of a developed India (Viksit Bharat).

    The projects under PM-JANMAN will have a transformative impact on the region, contributing to the growth and prosperity of the Tribal Groups in the States and cementing the government’s commitment to inclusive development.

    Raksha Mantri Shri Rajnath Singh flagged-off Indian Navy Offshore Patrol Vessel, INS Sunayna, as Indian Ocean Ship (IOS) SAGAR (Security & Growth for All in the Region) in Karwar, Karnataka on April 05, 2025. Raksha Mantri also inaugurated modern operational, repair and logistic facilities constructed under Project Seabird worth over Rs 2,000 crore. He was accompanied by Chief of Defence Staff General Anil Chauhan, Chief of the Naval Staff Admiral Dinesh K Tripathi, Defence Secretary Shri Rajesh Kumar Singh and other senior officials.

    The flagging-off of the ship, with 44 naval personnel from nine friendly nations (Comoros, Kenya, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, Sri Lanka & Tanzania), marks a significant step in reinforcing India’s commitment to regional maritime security and international cooperation.

    Addressing the representatives from partner nations of the Indian Ocean Region (IOR), Shri Rajnath Singh termed the launch of IOS SAGAR as a reflection of India’s commitment to peace, prosperity, and collective security in maritime domain. He highlighted India’s growing presence in IOR, stating “It is not just related to our security and national interests, it also points towards the equality of rights and duties among our friendly countries in the region. Our Navy ensures that, in IOR, no nation suppresses another on the basis of overwhelming economy and military power. We ensure that the nations’ interests are protected without compromising their sovereignty,” he said.

    Raksha Mantri also commended the Indian Navy for emerging as the first responder during incidents such as hijacking of ships and acts of pirates, in the region. He stated that the Navy ensures the security of not just Indian ships but also foreign ones, terming free navigation, rule-based order, anti-piracy and securing peace and stability in IOR as one of its biggest objectives. “Along with other stakeholders, Indian Navy is ensuring peace and prosperity in the region. Equipped with state-of-the-art ships, weapons & equipment and well-trained & motivated sailors, we resolve to move ahead with other friendly nations towards developing IOR as a symbol of brotherhood and shared interest,” he added.

    The flag-off coincides with the 10thanniversary of the SAGAR initiative and the National Maritime Day. Shri Rajnath Singh referred to Prime Minister Shri Narendra Modi’s recent MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) initiative and stated that it will expand and strengthen the SAGAR vision in a more advanced and collaborative manner. “Now that India has transitioned from SAGAR to MAHASAGAR, there could be no better time to launch the voyage of IOS SAGAR,” he said.

    The Raksha Mantri highlighted the historical significance of April 05, when India’s first merchant ship, SS Loyalty, sailed from Mumbai to London in 1919, describing it as a fitting occasion to launch the IOS SAGAR mission. “It’s a proud moment to see India leading the charge for regional cooperation on the same date we mark our maritime legacy,” he said.

    Extending his best wishes to the crew, Shri Rajnath Singh exuded confidence that IOS SAGAR will achieve its broader goals of collective security & growth and maritime excellence.

    IOS SAGAR is a pioneering effort aimed at bringing together the navies and maritime agencies of the Southwest IOR on an Indian Naval platform. The mission will serve as an opportunity to provide comprehensive training to sea-riders from friendly countries and marks an unprecedented collaboration in maritime security.

    INS Sunayna, during its deployment, will visit Dar-es-Salaam, Nacala, Port Louis and Port Victoria. The international crew aboard will undertake training exercises and apply knowledge gained from various professional training schools at Kochi. The exercises/training planned include firefighting, damage control, Visit Board Search and Seizure, bridge operations, seamanship, engine room management, switchboard operations and boat handling –  all of which will improve interoperability between the Indian Navy and its international partners.

    IOS SAGAR will play a crucial role in shaping the future of the IOR. With this mission, India once again reaffirms its commitment to building stronger ties with its maritime neighbours and working towards a safer, more inclusive & secure maritime environment in the region.

    Project Seabird Facilities

    The facilities include marine infrastructure designed for berthing ships, submarines and harbour craft, an armament wharf, two piers specifically equipped for refits, marine utility complexes, residential infrastructure consisting 480 dwelling units for sailors and defence civilians, and support facilities comprising 25 km road network, 12 km storm water drainage, water reservoirs, waste management plants and security watch towers.

    These facilities will boost the sustenance of assets operating off the West Coast, and augment the Indian Navy’s efforts in maintaining a future-ready force.  The infrastructure has been developed in pursuit of the Government’s vision of Aatmanirbhar Bharat with more than 90% of the material and equipment being sourced from within the country. The progressive operationalisation of the Karwar base will generate industrial growth and enable substantial support to the local economy in the Uttar Kannada Region.

    The First International Research Conference on Pension (IRCP) 2025 held in New Delhi concluded yesterday. It   was inaugurated on 3rd April at Bharat Mandapam by Shri Pankaj Chaudhary, Minister of State for Finance, Government of India. The two-day event was organized by the Pension Fund Regulatory and Development Authority (PFRDA) in collaboration with the Indian Institute of Management Ahmedabad (IIMA), to mark a historic milestone in India’s journey toward robust old-age income security.

    This platform brought together policymakers, scholars, industry leaders, and international experts to deliberate on the evolving dynamics of pension reforms, financial preparedness for retirement, and innovative strategies to secure the future of aging populations.

     

    Highlighting a big change in India’s demographic landscape, necessitating urgent and inclusive pension reforms to secure a dignified future for its aging population, Shri Pankaj Chaudhary,  Minister of State for Finance in his key note stated that India’s demographic landscape is on the profound shift in the coming decades. By 2050, one in five Indians will be over 60, and by 2047, the elderly will outnumber children. With 19 percent of the population projected to be elderly by mid-century—predominantly women—securing financial independence through inclusive pension schemes is not merely a goal, but a vital need for the country. ‘Pension for All’ must become a national priority, requiring policy action to ensure a dignified and secure future for our aging population.

    In his address, Shri Nagaraju Maddirala, Secretary, Department of Financial Services highlighted that India’s pension framework stands at a pivotal moment of transformation and through the launch of the Unified Pension System and efforts to broaden coverage, we are creating a robust foundation for secure retirement. UPS provides an assured pension of 50 per cent of the average basic pay drawn over the last 12 months prior to superannuation. India’s pension assets, constituting roughly 17 percent of GDP, fall far short of the OECD average, where they typically exceed 80 percent, revealing a stark disparity in retirement readiness.

    Welcoming distinguished guests, global thought leaders, and industry stakeholder, Dr. Deepak Mohanty, Chairperson of PFRDA in his address stated that the National Pension System (NPS) has emerged as a cornerstone of India’s pension sector, fostering financial security for millions, with an accumulated corpus of Rs 14.4 Lakh Cr and 8.4 crore subscribers under NPS and APY. As we embrace technology-driven initiatives and innovative policy solutions, our focus remains on expanding coverage, ensuring financial sustainability, and building a pension-inclusive society for future generations.

    The opening day of the First International Research Conference on Pension (IRCP) 2025 at Bharat Mandapam was a resounding success, featuring three dynamic panel discussions that captivated attendees with their depth and diversity.

    The first session, titled “Pension for Future: Building Resilient Old Age Income Security,” saw experts explore strategies adopted by various countries for enhanced pension coverage, building a sustainable pension system and challenges faced in inclusion of informal sector and gig economy workers. The panel was moderated by Somya Kanti Gosh, Member-16thFinance Commission and was addressed by Dr Deepak Mohanty, Chairperson, PFRDA, Ms. Astrid Ludin, Deputy Commissioner, FSCA, South Africa,  Ms. Omolola Oloworaran, Director General, PENCOM, Nigeria and Mr. William Price, CEO, D3P Global.

    This was followed by “Global Lessons on New and Innovative Investment Practices in the Pension Industry,” which showcased innovative investment methods, approaches for the product design and sharing of international success stories to inspire India’s pension sector. The session was moderated by Prof. Abhiman Das, Director , IIM Ahmedabad  and co-moderated by Mr. Tushar Arora, Senior Financial Sector Specialist, World Bank and was addressed by Mr. Brian M. Miller, Vanguard, Dr. Paul Yu, Director, MPFSA, Hong Kong, China, Mr. William Price, CEO, D3P Global, Prof. Prachi Mishra, Director and Head, Ashoka Isaac Center for Public Policy and Mr. R. Mark Davis, Senior Financial Sector Specialist, World Bank.

    The first day concluded with the “Pension Forum for Regulatory Coordination and Development of Pension Products,” where a panel of regulators and government debated harmonizing policies for pension products across regulators and innovative strategies to drive the growth and accessibility of pension products in India. The session was moderated by Dr M S Sahoo, ex-Chairperson, IBBI and was addressed by Mr. Pankaj Sharma, Joint Secretary, DFS, Mr. Ramesh Krishnamurthi, CEO, EPFO, Mr. Amarjeet Singh, Whole Time Member, SEBI, Mr. Rajay Kumar Sinha, Whole Time Member, IRDAI, Dr. Manoj Anand, Whole Time Member (Finance), PFRDA, and other esteemed organizations enriched the discussions with their expertise, making Day 1 a true melting pot of global insights on pension sector.

    The second day, scheduled for April 4, 2025, witnessed elevated discourse with a series of Research Paper Presentations showcasing innovative studies on pension systems. The concluding day featured two additional panel discussions.

    The first panel discussion was focussed on “Promoting Financial Literacy for Sustainable Retirement Planning” by the esteemed scholars from leading educational institutions. The key topics explored included strategies to enhance coverage while ensuring persistency, changing demographic trends, social pressures and gender biases, integrating financial literacy courses into school curricula under the National Education Policy (NEP), adopting a targeted approach for various population segments, and leveraging influencer marketing strategies. The session was moderated by Ms Mamta Shankar, WTM, PFRDA and addressed by Prof. Simrit Kaur, Principal, SRCC, Dr. Arvind Sahay, Director, MDI, Dr. Pawan Kumar Singh, Director, IIM Tiruchirappalli, Dr. Ashok Banerjee, Director, IIM Udaipur, Dr. Bhimaraya Metri, Director, IIM Nagpur, Sh. S Karthikeyan, Director, DFS, Ministry of Finance.

    The second session was aimed to discuss ‘Pension Fund Investments with a Focus on Risk and Return’ focused on identifying strategies by the Pension Funds to address long-term pension obligations while maintaining the portfolio’s risk-return balance. Key considerations included optimizing asset allocation, diversifying investments, stress-testing, potential impact of AI/ML in investment decision making and incorporating liability-driven investing approaches to align cash flows with future pay-outs without compromising growth potential. The session was moderated by Prof. V Ravi Anshuman, IIM Bangalore and addressed by Prof. S.V.D. Nageswara Rao, Head, SOM, IIT Bombay, Prof. Rupamanjari Sinha Ray, Management Development Institute, Gurgaon and Mr. Vivek Iyer, Grant Thornton Bharat LLP

    The panel discussion was followed by the award ceremony and Mr Rajan Raju, Invespar Pted Limited and Mr Ravi Saraogi, Samasthiti Advisors India and Ms. Pankhuri Sinha  and Lokanandha Reddy Irala, University of Hyderabad were honored as top honorees for best research papers. The event concluded on a commemorative note, highlighting the insightful discussions and learnings from the Conference by Ms. Sumeet Kaur Kapoor, Executive Director, PFRDA. The Vote of Thanks was delivered by Mr. P Arumugarangarajan, Chief General Manager, PFRDA, who expressed gratitude to the esteemed speakers, panelists, researchers and participants for their valuable insights and contributions, marking a successful conclusion to the event.

  • MIL-OSI Asia-Pac: Hong Kong Pop Culture Festival’s outdoor music carnival “ImagineLand 2025” to be held today and tomorrow

         Outdoor music carnival “ImagineLand 2025”, the highlight programme of the Hong Kong Pop Culture Festival 2025 (PCF), is being held today and tomorrow (April 5 and 6) from noon to 10pm at the Hong Kong Cultural Centre (HKCC) Piazza, the Central Lawn & Event Trellis of Salisbury Garden, and the Avenue of Stars free of charge. Today’s (April 5) carnival has attracted many citizens and tourists to watch and participate in its performances and activities.
     
         The PCF is organised by the Leisure and Cultural Services Department (LCSD), and one of the programmes, “ImagineLand 2025”, is supported and sponsored by the Cultural and Creative Industries Development Agency. The Carnival features both daytime and evening programmes. “Go Beyond Concert”, “Comics Fun Experience Gallery” and “Funarts Corner” are available during the day, whereas film programme “Movie Under the Stars” will be held at night.
     
         “Go Beyond Concert”, curated by veteran music professionals Dr Wong Chi-chung, Chiu Tseng-hei and Vicky Fung, together with young jazz musician Alan Kwan as guest curator, showcases three stages at the Hong Kong Cultural Centre Piazza, namely the Forest Stage, Grove Stage and Seed Stage, featuring over 35 musicians and artists from Hong Kong and eight countries and regions to perform mesmerising popular songs and original works. Today’s performances at the Forest Stage featured local pop singers such as Ivana Wong, Joey Tang, Cloud, Ashley Lin, and overseas artists including Didirri from Australia, Sunwoojunga from Korea and more. The Grove Stage showcased performances of different musical styles including electronic, jazz, and rap, while the Seed Stage featured energetic performances by young musicians, filling the Piazza with a multicultural atmosphere.
     
         Tomorrow’s (April 6) performances are also unmissable. The line-up includes erhuist and film composer Wan Pin Chu, the winner of Best Original Music of the 18th Asian Film Awards Ceremony, who will share the stage with renowned local singer-songwriter Yatfung and a cappella group Boonfaysau. Local band Pandora and visiting music groups or musicians, including Naked Feel (the Mainland and Ukraine) , Mathis Picard Trio (France, the United States and the United Kingdom), Invisible Architecture (the United States) and Tomoaki Baba (Japan), will also perform on stage, which should not be missed.
     
         “Comics Fun Experience Gallery” is now on display featuring Hong Kong comics and animation from different eras and popular characters including Old Master Q, Sau Nga Chun, Ngau Chai and Father from Myboy, Din Dong, Tai Ma Shing, and more to highlight the creativity of local artists. There are themed photo spots where iconic props and fiberglass comic characters are set up for visitors to take pictures with their favourite characters. The exhibition will continue at the HKCC until May 7, and then move to Event Space 1.1, VESSEL, Kwun Tong, for display from May 10 to 29.
     
         There is a “Funarts Corner” with yarn spinning, paper fan imprinting, a joyful caricature studio, sound healing and music instrument workshops. Visitors can explore and experience Hong Kong’s pop culture in many different ways through the workshops that blend art, music, and crafts.
     
         “Movie Under the Stars” will be staged at 8pm on both evenings. “Table For Six” (2022) will be screened tonight and “Forbidden City Cop” (1996) on April 6. Audiences can enjoy local comedies while relaxing on the outdoor lawn.
     
         This year, the LCSD presents the third Hong Kong Pop Culture Festival, themed “More Than Joy”. Humour has been a trendsetter in Hong Kong’s pop culture scene. The Festival features a diverse range of formats including stage performances, film screenings, thematic exhibitions, and library and outreach activities. Offering insight into the multifaceted development of Hong Kong’s pop culture along the line of “happiness”, the Festival brings audiences not only joy and laughter but also an opportunity to appreciate how pop culture can be transmitted and transformed, and how integration and breakthroughs are possible.     The Ministry of Rural Development (MoRD) organized an engaging webinar on Friday, bringing together inspiring Lakhpati Didis and representatives from State Rural Livelihood Missions (SRLMs). This session was part of the post-budget consultation series aimed at implementing the Budget 2025-26 announcements with a focus on collaboration and strategic action.

    Shri Shailesh Kumar Singh, Secretary, MoRD, emphasized the importance of State partnerships in advancing the Rural Prosperity and Resilience Programme. Shri T. K. Anil Kumar, Additional Secretary, MoRD, provided a detailed outline for the interaction, setting the tone for constructive discussions. Participants shared valuable insights and strategies to empower more Self Help Group (SHG) women to achieve financial independence and success. The consultation revolved around four critical pillars of rural prosperity: Infrastructure, Finance, Marketing, and Skill Development.

    As part of its commitment to empowering rural women, MoRD also launched the Entrepreneurship Planning Digital Tool (EPDT), designed to support aspiring Lakhpati Didis in crafting effective business plans. Developed by LoKOS, the tool simplifies data entry for SHG members, tracks entrepreneurial progress, and offers necessary guidance, making it a key resource for fostering entrepreneurship.

    Additionally, a toll-free number—0120-5202521—was introduced to assist women with queries related to becoming Lakhpati Didis. Available Monday to Saturday, from 9 am to 6 pm (excluding National Holidays), the helpline aims to provide timely and effective support.

    Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh has said  “Agri StartUps are fast emerging as lucrative avenue of livelihood by intelligently blending traditional organic farming practices with cutting-edge scientific technologies.”

    Addressing the “Natural and Organic Farmers Summit 2025” at Shankarpalli near here, the Minister lauded the efforts of grassroots innovators and farmer-entrepreneurs who are embracing science to scale up agriculture, enhance productivity, and ensure sustainable incomes.

    “Startups in agriculture are not just about farming anymore,” Dr. Jitendra Singh said. “They are applying science, using innovations developed by institutions like CSIR, and adopting tools like drones and soil health cards to make farming more productive and cost-effective. With this, they are cultivating more in less time while safeguarding health and the environment.”

    Dr. Jitendra Singh emphasized that organic agriculture, once considered difficult and niche, is now poised to become mainstream—driven by increasing health concerns and awareness about the harmful effects of chemical pesticides.

    Highlighting the growing relevance of organic food in the context of rising lifestyle diseases, the Minister said, “Every third person today is either diabetic or has fatty liver. Cancer cases are rising. The possible role of chemically-laden produce cannot be ignored. Organic farming is not just a healthier choice, but a necessary one.”

    Dr. Jitendra Singh also pointed to the broader impact of agri-startups on employment generation and rural development, citing the success of initiatives like the Purple Revolution and the Aroma Mission. Lavender cultivation, once confined to Jammu and Kashmir, has spread across the country thanks to scientific inputs from CSIR’s Indian Institute of Integrative Medicine and IICT Hyderabad.

    “You don’t need a PhD to be part of this movement. Many successful startups have been founded by those who haven’t even completed graduation,” he said, adding that agriculture, long neglected in the startup space, is finally getting its due.

    The Minister shared how innovations like floriculture—especially tulip cultivation in Himachal Pradesh—are creating new sources of income. “The tulips offered at the consecration ceremony of the Ram Temple in Ayodhya were grown at our Palampur institute,” he said, underlining the symbolic and economic potential of such initiatives.

    Dr. Jitendra Singh also spotlighted emerging technologies like the Pheromone Application Device (PAD) being developed by IIT Hyderabad to reduce pesticide usage through eco-friendly pest control methods.

    The Minister urged the scientific community and agri-preneurs to participate in the upcoming National Startup Expo in Hyderabad on April 22 and 23. “Let this be a platform to showcase your innovations to the nation. The Government is fully supportive, whether it is financial aid, technical help, or marketing support,” he said. He acknowledged the work of the Eklavya Grameen Foundation whose initiatives in organic farming have made it simpler, economical, and more widely adopted in rural India.

    The Minister concluded by reinforcing that India’s march to become a developed nation by 2047 would be incomplete without uplifting the rural economy and tapping into the vast, underexplored potential of agriculture. “The farmer of today is an agri-entrepreneur. And the field is no longer a place of hardship but a hub of opportunity,” he said.

    Myth 1: Will Waqf properties be revoked?

    • Fact: No property that is registered under Waqf Act, 1995, prior to commencement of Waqf Act, 1995, as waqf will be revoked.
    • Explanation:

    – Once a property is declared waqf, it is meant to stay that way permanently.

    – The bill only clarifies rules for better management and transparency.

    – It allows the District Collector to review properties that might be misclassified as waqf, especially if they are actually government property.

    – Legitimate waqf properties remain protected.

     

    Myth 2: Will there be no survey of Waqf properties?

    • Fact: There will be a survey.
    • Explanation:

    – The Bill replaces the old role of the Survey Commissioner with the District Collector.

    – The District Collector will conduct surveys using existing revenue procedures.

    – This change aims to improve the accuracy of records without stopping the survey process.

     

    Myth 3: Will non-Muslims become the majority on Waqf Boards?

    • Fact: No, the boards will include non-Muslims, but they will not form a majority.
    • Explanation:

    – The Bill requires inclusion of 2 non-Muslims excluding ex-officio members as members in the Central Waqf Council and State Waqf Boards, allowing for a maximum of 4 non-Muslim members in the Council and maximum of 3 in the Waqf Board that at least two members on the Central Waqf Council and state boards be non-Muslim.

    – The majority of members will still be from the Muslim community.

    – This change is meant to add expertise and promote transparency without undermining community representation.

     

    Myth 4: Will Muslims’ personal land be acquired under the new amendment?

    • Fact: No personal land will be acquired.
    • Explanation:

    – The Bill applies only to properties that are declared waqf.

    – It does not affect private or personal property that has not been donated as waqf.

    – Only assets voluntarily and legally dedicated as waqf are covered by the new rules.

     

    Myth 5: Will the government use this bill to take over waqf properties?

    • Fact: The Bill empowers an officer above the rank of District Collector the District Collector to review and verify if a government property has been wrongly classified as waqf—especially if it might actually be government property—but it does not authorize the seizure of legitimately declared waqf properties.

     

    Myth 6: Does the bill allow non-Muslims to control or manage the wealth of the Muslim community?

    • Fact: While the amendment mandates that two members on the Central Waqf Council and State Boards shall be non-Muslim excluding ex-officio members allowing for a maximum of 4 non-Muslim members in the Council and maximum of 3 in the Waqf Board.

    These members are added to bring in additional expertise and oversight. The majority of members remain from the Muslim community, thereby preserving community control over religious affairs.

     

    Myth 7: Will the traditional status of historic waqf sites (such as mosques, dargahs, and graveyards) be affected?

    • Fact: The Bill does not interfere with the religious or historical character of waqf properties. Its aim is to enhance administrative transparency and curb fraudulent claims—not to alter the sacred nature of these sites.

     

    Myth 8: Does the removal of the ‘waqf by user’ provision mean that long- established traditions will be lost?

    • Fact: The removal of this provision is designed to prevent unauthorized or erroneous claims over property. However, protection has been given to such Waqf by user properties (such as mosques, dargahs, and graveyards) which will remain as waqf properties except that the properties, wholly or in part, is in dispute or is a government property. It streamlines the registration process by ensuring that only properties formally declared as waqf are recognized—thereby reducing disputes while still respecting traditional waqf declarations.

    “Waqf by user” refers to a situation where a property is treated as a waqf simply because it has been used for religious or charitable purposes over a long period—even if there hasn’t been a formal, legal declaration by the owner.

     

    Myth 9: Is the bill intended to interfere with the community’s right to manage its own religious affairs?

    Fact: The primary goal of the bill is to improve record-keeping, reduce mismanagement, and ensure accountability. It does not take away the Muslim community’s right to administer its own religious endowments; rather, it introduces a framework to ensure these properties are managed transparently and efficiently.

    Implements Three-Pronged Strategy of  Biosecurity Measures, Strengthened Surveillance and Mandatory Registration of Poultry Farms

    The Department of Animal Husbandry & Dairying (DAHD) under the Ministry of Fisheries, Animal Husbandry and Dairying held a high level meeting on 4th April 2025 in New Delhi to discuss the recent outbreaks of Avian Influenza (Bird Flu) in the  country. Chaired by Smt. Alka Upadhyaya, Secretary DAHD, the meeting brought together scientific experts, poultry industry representatives and policymakers to review the current situation of avian influenza and explore strategies to contain the disease and prevent its spread.

    A three-pronged strategy to prevent and control Bird Flu has been decided by DAHD in consultation with the stakeholders. It encompasses Stricter

    Biosecurity Measures wherein poultry farms must enhance hygiene practices, control farm access and follow stringent biosecurity protocols to minimize the risk of infection, Strengthened Surveillance and Mandatory Registration of Poultry Farms to enhance disease tracking and control (All poultry farms must register with state animal husbandry departments within a month. The government has urged poultry industry stakeholders to ensure 100% compliance with this directive).

     

    Speaking at the meeting, Smt. Alka Upadhyaya emphasized, “Protecting our poultry sector is critical for food security and rural livelihoods. Strict biosecurity, scientific surveillance, and responsible industry practices are essential in our fight against Bird Flu.” Additionally, Secretary DAHD stated the need for developing a predictive modelling system for early warning and environmental surveillance which would enable proactive disease detection and response, minimizing the risk of outbreaks and protecting the poultry industry. DAHD has permitted the use of the H9N2 (Low Pathogenic Avian Influenza) vaccine, developed by ICAR-NIHSAD, Bhopal, which is now available commercially.  A national study will evaluate the vaccine’s effectiveness of LPAI vaccination. The meeting also extensively discussed the possibility of allowing the use of a vaccine against Highly Pathogenic Avian Influenza (HPAI) in India.  Representatives from the poultry industry urged the government to explore vaccination as a strategy to prevent further economic losses in the sector. Scientific experts highlighted that currently available HPAI vaccines do not provide sterile immunity but only reduce virus shedding. Given these complexities, it was agreed that further scientific evaluation is needed before making a policy decision. The meeting recommended conducting detailed science-based assessments to determine the feasibility of HPAI vaccination in India. Research efforts have also been initiated to develop an indigenous HPAI vaccine following global best practices.

     

    The meeting saw participation from top animal health experts and leading poultry industry players including poultry vaccine manufacturers, poultry associations and government & research institutions like ICAR-NIHSAD, ICAR-IVRI, ICAR-CARI, ICAR-NIVEDI, and ICAR-Directorate of Poultry Research.

     

    About Avian Influenza and Current Status in India

     

    Avian Influenza is a highly infectious viral disease affecting birds, with occasional transmission to mammals. Since its first detection in India in 2006, outbreaks have been reported annually across multiple states. This year, the virus has shown cross-species transmission, impacting not just poultry but also wild birds and even big cats in some areas. Currently, six active outbreak zones remain in Jharkhand, Telangana, and Chhattisgarh in the country.

    Comprehensive Approach to Controlling Avian Influenza

    The Department of Animal Husbandry & Dairying (DAHD) has implemented a series of initiatives to control and prevent the spread of Highly Pathogenic Avian Influenza (HPAI) in India. The country follows a strict “detect and culling” policy, which involves culling infected birds, restricting movement, and disinfecting areas within a 1 km radius of outbreaks. States have been instructed to report daily on control measures, with increased surveillance and preparedness, especially during winter when migratory birds pose a higher risk. Surveillance for HPAI has also been expanded to non-poultry species, with negative results from tested cattle, goats, and pigs. In the global effort to combat potential pandemics, India has shared sequencing data of H5N1 isolates and related samples with international networks. Central teams, along with the National Joint Outbreak Response Team, are being deployed to manage outbreaks, and regular coordination meetings are being held with State Animal Husbandry Departments and other relevant authorities, including the Health and Wildlife Departments. India follows a test-and-cull policy to contain Avian Influenza outbreaks. Under the Livestock Health and Disease Control Scheme, the government compensates affected farmers for culled birds, destroyed eggs, and feed, with costs shared 50:50 between the Centre and States.

Under this, the High-Level Committee (HLC), under the Chairmanship of Union Home Minister and Minister of Cooperation Shri Amit Shah, has approved Rs.1280.35 crore of additional Central assistance to Bihar, Himachal Pradesh, Tamil Nadu and UT of Puducherry, affected by flood, flash flood, cloudburst, landslides, cyclonic storm, during year 2024.

    The HLC approved central assistance of Rs.1247.29 crore to three States from the National Disaster Response Fund (NDRF), subject to an adjustment of 50% of the opening balance for the year available in the State Disaster Response Fund (SDRF) and Rs. 33.06 crore to one UT. Out of the total amount of Rs.1280.35 crore, Rs 588.73 crore has been approved for Bihar, Rs 136.22 crore for Himachal Pradesh, Rs. 522.34 crore for Tamil Nadu and Rs. 33.06 crore for Union Territory of Puducherry.

    This additional assistance is over and above the funds released by the Centre to the States in the SDRF and Union Territorial Disaster Response Fund (UTDRF), already placed at the disposal of the States/UT. During the financial year 2024-25, the Central Government has released Rs. 20,264.40 crore to 28 States under SDRF and Rs. 5,160.76 crore under NDRF to 19 States. Additionally, Rs. 4984.25 crore from the State Disaster Mitigation Fund (SDMF) to 19 States and Rs. 719.72 crore from National Disaster Mitigation Fund (NDMF) to 08 States has also been released.

    The Central Government had deputed Inter-Ministerial Central Teams (IMCTs) to these States, immediately after the calamities, without waiting for the receipt of a formal Memorandum.

    The Indian Navy Offshore Patrol Vessel (NOPV) INS Sunayna will set sail from Karwar as Indian Ocean Ship (IOS) SAGAR (Security & Growth for All in the Region). The ship is carrying 44 naval personnel from nine Friendly Foreign Nations (FFNs) and will be flagged off by the Hon’ble Raksha Mantri Shri Rajnath Singh from Karwar, today, 05th Apr 25. This mission will mark a significant step in reinforcing India’s commitment to regional maritime security and international cooperation.

    IOS SAGAR is a pioneering effort aimed at bringing together the navies and maritime agencies of the Southwest Indian Ocean Region (IOR) on an Indian Naval platform. The mission will serve as an opportunity to provide comprehensive training to sea-riders from the FFNs and marks an unprecedented collaboration in maritime security.

    INS Sunayna during its deployment will visit Dar-es-Salaam, Nacala, Port Louis and Port Victoria. The international crew aboard will undertake training exercises and apply knowledge gained from various professional training schools at Kochi. The exercises/ training planned include firefighting, damage control, Visit Board Search and Seizure (VBSS), bridge operations, seamanship, engine room management, switchboard operations and boat handling –  all of which will improve interoperability between the Indian Navy and its international partners.

    IOS SAGAR will play a crucial role in shaping the future of the IOR. With this mission, India once again reaffirms its commitment to building stronger ties with its maritime neighbors and working towards a safer, more inclusive and secure maritime environment in the IOR.

         The Tobacco and Alcohol Control Office (TACO) of the Department of Health (DH) continued to clamp down on illegal waterpipe smoking in no smoking areas during the long weekend of the Ching Ming Festival holiday by conducting another enforcement operation, codenamed “Pipepurge”, in Causeway Bay last night (April 4). A total of three fixed penalty notices (FPNs) were issued.
     
         During the operation, officers from TACO (including plainclothes officers) carried out inspections and enforcement action at a bar in Causeway Bay, and issued three FPNs to persons illegally smoking waterpipes. TACO’s investigation is ongoing, and prosecution may also be taken against the operators of the bar who are suspected of aiding and abetting smoking offences. TACO will also refer the cases to the Liquor Licensing Board for appropriate follow-up action.
     
         Under the Ordinance, conducting a smoking act in a statutory no smoking area (such as indoor areas of bars or restaurants) is prohibited. Any person doing a smoking act in statutory no smoking areas is liable to a fixed penalty of $1,500. Moreover, where smoking products (including waterpipes) are sold, in bars or otherwise, the restrictions on the promotion and sale of smoking products stipulated in the Ordinance apply. Offenders are liable on summary conviction to a maximum fine of $50,000. Venue managers of statutory no smoking areas are empowered by the Ordinance to request a smoking offender cease the act; if the offender is not co-operative, the manager may contact the Police for assistance.
     
         In addition, under the Criminal Procedure Ordinance, any person who aids, abets, counsels or procures the commission by another person of any offence shall be guilty of the same offence.
     
         “The DH will continue to closely monitor and take stringent enforcement action against illegal waterpipe smoking. Last year (2024), TACO conducted 162 operations against illegal waterpipe smoking activities in no smoking areas. A total of 162 FPNs were issued against smoking offenders, while 89 summonses were issued to staff members and operators of the bars/restaurants for other related offences,” the Head of TACO, Dr Fung Ying said.
     
         Dr Fung reminded the public that waterpipe is a smoking product, and its combustion of fuel (e.g. charcoal) releases carbon monoxide. Exposure to a low concentration of carbon monoxide can lead to a range of symptoms such as dizziness, headache, tiredness and nausea; whereas exposure to a high concentration of carbon monoxide can lead to impaired vision, disturbed co-ordination, unconsciousness, brain damage or even death. People should seek medical attention immediately if they suspect they are developing symptoms of carbon monoxide poisoning.
     
         A typical one-hour waterpipe smoking session exposes the user to 100 to 200 times the volume of smoke inhaled from a single conventional cigarette. Moreover, sharing a waterpipe apparatus increases the risk of transmitting infectious diseases, such as tuberculosis.
     
         She cautioned against waterpipe smoking and the use of other smoking products. Smokers should quit smoking as early as possible for their own health and that of others.     The Secretary for Home and Youth Affairs, Miss Alice Mak, today (April 5) officiated at the kick-off ceremony of the “60th Anniversary of Dongjiang Water Supply to Hong Kong” thematic event series. The year 2025 marks the 60th anniversary of Dongjiang water supply to Hong Kong. To commemorate and celebrate this remarkable milestone, the Home and Youth Affairs Bureau (HYAB) will organise and provide a series of thematic activities for young people.
     
    Speaking at the ceremony, Miss Mak said that six decades ago, Dongjiang water was first diverted through mountains and valleys into the Hong Kong waterways, resolving the prolonged water scarcity that had plagued the city. Subsequently, the country expanded and upgraded the water supply system three times. Today, Dongjiang water accounts for over 70 per cent of Hong Kong’s freshwater supply. Every drop of water carries the profound sentiments of a national commitment spanning over half a century. Through the various activities organised under the theme of “60th Anniversary of Dongjiang Water Supply to Hong Kong”, the HYAB aims to enhance young people’s understanding of the history of Dongjiang water supply to Hong Kong and the significant role that Dongjiang water has played in Hong Kong, enabling the youth to appreciate the substantial support rendered by the country to Hong Kong and strengthening their awareness on cherishing water resources.
     
    The Youth Link will organise the “Exchange Tour to Guangdong Province for the 60th Anniversary of Dongjiang Water Supply to Hong Kong” (the Exchange Tour) on April 12 and 13 as the debut thematic activity. Around 80 Youth Link members will visit national major water conservancy projects and cultural and historical sites in Guangdong Province. Taking this opportunity, the HYAB will also arrange for the Youth Link members to meet and exchange with local youth and Hong Kong youth residing in the area.
     
    Besides, the HYAB, in collaboration with the Greater Bay Area Homeland Youth Community Foundation, will lead 500 young people to visit and explore the source of the Dongjiang River at Sanbai Mountain and its surrounding regions in June this year. The HYAB will also collaborate with different youth organisations and provide funding support under the “HYAB Funding Scheme for Youth Exchange in the Mainland 2025-26” for around 30 exchange projects under the theme of “60th Anniversary of Dongjiang Water Supply to Hong Kong”. The visits will cover water conservancy projects and historical and cultural sites in the Sanbai Mountain in Jiangxi Province, as well as in Dongguan, Huizhou, Heyuan in Guangdong Province, enabling the young people to learn more about the history, management and protection of the Dongjiang water engineering project, as well as the culture and history along the areas. 
     
    Miss Mak encouraged young people to seize these valuable opportunities and actively participate in relevant activities to learn more about the story of Dongjiang water and pass on the spirit of gratitude. Miss Mak expressed her hope to work with young people together in future in cherishing this precious resources which has not come easily, and create for a better tomorrow.
     
    Other officiating guests included the Vice-Chairman of the Youth Development Commission (YDC), Mr Kenneth Leung; the Commissioner for Youth, Mr Eric Chan; member of the YDC Mr John Li; and the Chairman of Dynamic Youth of Huizhou, also the collaborative partner of the Exchange Tour, Mr George Lau. Members of the YDC also attended the event.

         A woman who went missing in Mong Kok has been located.
     
         Leung Yuk-lan, aged 86, went missing after she left her residence on Tai Kok Tsui Road on April 2 afternoon. Her family made a report to Police.
     
         The woman was located on Salisbury Road, Tsim Sha Tsui on April 3 evening. She sustained no injuries and no suspicious circumstances were detected.

    The Ministry of Petroleum and Natural Gas (MoPNG) has actively participated in Startup Mahakumbh 2025, being held from April 3-5 at Bharat Mandapam, New Delhi.

    Oil and Gas PSUs have established robust frameworks to incubate, mentor, and fund innovative startups. A total of 32 PSU-backed startups are participating in Startup Mahakumbh 2025. ONGC’s startup fund has seen a 450% growth in valuation over five years, with WellRx—its first oilfield startup under the Startup India Policy—expanding its energy solutions to over 120 countries. IndianOil has funded 42 startups under its IndS_UP initiative, generating 86 intellectual properties and 635 jobs. Oil India supports deeptech ventures such as Caliche Private Limited, which specializes in biochemical sand influx control for oil wells, and Carbonation India Private Limited, which develops sustainable waste management solutions for the oil and gas sector. 

    Expert participation from PSU officials added significant value to Startup Mahakumbh 2025, offering startups access to decades of industry experience and strategic insights. A total of 14 senior executives from leading PSU oil and gas companies shared their expertise on research monetization, EV innovation, manufacturing integration, and mobility solutions. Chairman, ONGC was part of opening pleanary session. Other sessions featured insights  on investment strategies for electrification, policy incentives for EV innovation, acceleration of last-mile EV mobility etc.. The event also hosted an incubation roundtable titled “From Lab to Market – Unlocking Research Monetization,” featuring senior executives from BPCL, ONGC, Oil India, and HPCL. 

    Following the grand success of its inaugural edition, which was graced by Prime Minister Shri Narendra Modi, Startup Mahakumbh 2025 is themed ‘Startup India @ 2047: Unfolding the Bharat Story.’ The event has expanded significantly, with over 3,000 startups from 11 thematic sectors participating alongside more than 1,000 investors and incubators, fostering an environment conducive to innovation and entrepreneurship. 

    The Ministry of Petroleum and Natural Gas has consistently supported and recognized innovation, as demonstrated during India Energy Week 2025, held from 11thto 14thFebruary at Yashobhoomi, Dwarka, Delhi. The ‘Avinya’25 – Energy Startup Challenge’ identified and rewarded startups making advancements in CO₂ capture, ESG solutions, and renewable energy. Additionally, the ‘Vasudha – Oil and Gas Startup Challenge’ recognized international startups pioneering AI-driven solutions in the upstream oil and gas sector.

    Other PSUs are also driving innovation. EIL’s EngSUI initiative has supported 31 startups with ₹35 crore, funding projects in industrial enzymes, compostable polymers, and carbon capture. HPCL’s HP Udgam program has provided ₹35 crore in seed funding to 29 startups, including Maraal Aerospace, which develops solar-powered long-range drones. BPCL’s Ankur program has funded 30 startups with ₹28 crore, helping them raise $132 million and achieve a cumulative valuation of $300 million. GAIL’s Pankh initiative supports startups in energy, logistics, and industrial technology, with ventures showcasing solutions in pipeline repair, biogas generation, and sustainable materials. 

    Through these sustained efforts, MoPNG and its PSUs are fostering a technology-driven and sustainable energy ecosystem, empowering startups to lead India’s energy transition and innovation landscape.

  • MIL-OSI USA: A Curtain of Dust Over the Tarim Basin

    Spring is peak dust storm season in China’s Tarim Basin, particularly in the southern part of the dry, barren depression. It’s a time of year when regional wind patterns shift in ways that cause winds and storm systems to sweep in from the northwest. In early spring, when landscapes in this region are especially dry and have minimal vegetation, land surfaces warm rapidly under the Sun’s heat every morning, fueling convection that can help loft dust upward by the afternoon.
    The image above shows dust sweeping across large swaths of the basin on March 27, 2025. The image was acquired at 12:23 p.m. local time (04:23 Universal Time) by the MODIS (Moderate Resolution Imaging Spectroradiometer) on NASA’s Terra satellite. A more detailed view (below), captured on the same day about an hour later by the OLI (Operational Land Imager) on Landsat 8, shows a gap in a dust layer in the southern part of the basin. Visible through it is part of the Tekilik Shan, a subrange of the Kunlun Mountains with several snow-covered peaks that reach elevations of more than 4,000 meters (13,000 feet).

    The shapes of the fingerlike dust protrusions appear to reflect the underlying terrain. The protrusions line up with underlying valleys, which help control the flow of airborne dust. Dust may have been “self-lofting” over the course of the day. This can occur as the Sun heats recently mobilized near-surface dust, fueling pockets of convection that help lift dust particles higher into the atmosphere, explained Ralph Kahn, an atmospheric scientist at the Laboratory for Atmospheric and Space Physics at the University of Colorado Boulder and scientist emeritus at NASA’s Goddard Space Flight Center.
    Supporting this interpretation, geostationary observations from Japan’s Himawari-9 satellite show dust creeping upward into the Tekilik Shan in hourly increments throughout the day before eventually obscuring the view of the mountains in the late afternoon. A similar process occurred on other days during the late-March outbreak of dust, including March 28 and 29.
    Since the early 2000s, researchers have observed a 1.5 percent decrease in the amount of atmospheric dust detected by MODIS sensors in this region each year. “The trend was likely linked to shifts in the spring—March, April, and May,” not in other seasons, said Hongbin Yu, a research scientist at NASA Goddard. The change is likely related to changes in wind speed or shear, vegetation cover, or soil moisture, he added.
    The Takla Makan Desert is one of the driest, most barren expanses on Earth. Flanked by mountain ranges on three sides and parched by the resulting rain shadow, parts of the Tarim Basin receive no more than 10 millimeters (0.4 inches) of rain per year.
    Dust storms can lead to public health problems in populated areas downwind by transporting small particles, bacteria, and viruses that infiltrate human respiratory systems. Dust storms can also affect Earth’s climate by scattering and absorbing incoming solar radiation and changing the properties of clouds.

    Family farmers share how these cuts will harm their businesses and communities

    What you need to know: Governor Newsom sent a letter of appeal today to the Department of Agriculture asking for a reversal of the termination of $47 million meant to support California’s farmers who grow produce for food banks and community centers.

    SACRAMENTO – Governor Gavin Newsom sent an appeal to the United States Department of Agriculture today appealing the abrupt and inexplicable termination of funding for California’s Local Food Purchase Assistance (LFPA) Program. Since 2022, California has utilized more than $88.5 million in LFPA funding to support local farmers, strengthen the state’s food supply system, and distribute high quality nutritious food to food insecure communities and families. Despite the inevitable harm that will fall upon farmers and communities, California’s $47 million from USDA for LFPA and Local Food for Schools Program that had been awarded for next year have been completely terminated.  

    “California’s agriculture sector – which produces nearly half the country’s fruits and vegetables – relies on the support of the Department of Agriculture to ensure that they can get fresh, healthy foods onto families’ tables. The irrational and malicious slashing of funds will not only hurt our farmers, but also the families who need food banks and school meals to stay healthy and thrive. I implore the USDA to immediately reverse this decision.”

    Impact on California 

    California is the nation’s agricultural leader, producing nearly half of the Country’s fruits and vegetables. The local food production sector faces mounting pressures, including climate change, labor shortages, and market fluctuations, all impacting food availability and affordability. In 2024 alone, California’s LFPA Program allocated the California Association of Food Banks, CDSS’s largest LFPA partner, over $22.3 million to provide local healthy food and 18,647,546 meals to food-insecure Californians.

    The sole basis for the termination of LFPA25 was that “AMS [USDA’s Agricultural Marketing Service] has determined that this agreement no longer effectuates agency priorities, and that termination of the award is appropriate,” even though USDA’s mission includes “promot[ing] agriculture production that better nourishes Americans.”  This decision will cause irreparable harm to the farmers and communities that have participated in and benefitted from California’s LFPA Program.

    As Bloomberg recently put it: “California keeps making the U.S. great — again.” California is outpacing every other state in major industries, driving the nation’s GDP, and according to Bloomberg News, is a “Nevada-sized economy” away from becoming the world’s third-largest economy.

    “. . . [California] is only a Nevada-sized economy away from supplanting Germany and Japan as soon as this year as No.3 in the world behind the US and China.

    It should go without saying California is critical to US economic dominance globally, accounting for more than 14% of US’s $28 trillion of GDP as measured by the World Bank and more than 50% greater than the next largest state by the size of its economy – Texas. Among the many superlatives that can be assigned to the Golden State, consider that there isn’t a major industry in any of the other 49 states that comes close to overtaking its California counterpart. . .

    California, as measured by the balance of payments, sends much more to Trump’s America than it gets back, about $83.1 billion more as the biggest “donor state,” according to the Rockefeller Institute. That’s almost three times more than the No. 2 state, New Jersey, at $28.9 billion. (The top four states are all considered “blue,” sending a combined $156.9 billion to DC. Texas, a champion of Republican ideals, takes $71.1 billion more than it gives.)

    Here’s the scorecard, based on data compiled by Bloomberg:

    • California’s $539 billion of GDP in 2023 from real estate, rental and leasing beats No.2 Texas by 61%.
    • The $414 billion from information dwarfs No.2 New York by 128%.
    • The $412 billion from manufacturing is 41% greater than No.2 Texas
    • The $257 billion from health care and social assistance exceeds No.2 New York by 59%.
    • The $151 billion from construction beats No.2 Texas by 19%.
    • The $121 billion from accommodation and food services is 63% greater than No. 2 Florida.
    • The $125 billion from transportation and warehousing exceeds No.2 Texas by 30.
    • The $55 billion from arts, entertainment and recreation beats No. 2 New York by 68%.
    • The $48 billion from agriculture, forestry, fishing and hunting is 150% larger than No. 2 Texas.

    California is “an economic and technological powerhouse” that “is literally subsidizing the rest of the United States, red states in particular, through the federal budget,” Paul Krugman, the 2008 Nobel laureate in economics, wrote in his Jan. 13 Substack post. Without California, “America would be a lot poorer and weaker than it is.” . . .

    The California juggernaut shows no sign of slowing, based on the estimated growth of the 2,400 companies in the Bloomberg World Large & Mid Cap Index. The 101 companies based in California that are members of the index are poised to see revenue increasing 27% on average in 2024, while the 42 German companies will see 4.6% growth and the 156 Japanese firms 7%. . . 

    The stellar performance becomes no mystery once you understand California is the home of more corporate research and development headquarters than any other state, and its 18% share of R&D locations globally is exceeded only by China (22%) and Germany (21%).

    The UNESCO Regional Office for South Asia, in collaboration with the Union Ministry of Electronics and Information Technology (MeitY) and Ikigai Law as the implementing partner, will be organizing a stakeholder consultation on the AI Readiness Assessment Methodology (RAM) in India. This event will take place on April 8, 2025, at 1:30 PM, at T-Works in Hyderabad.

     

    A key segment of the event is a fireside chat on the IndiaAI Mission, featuring Mr. Abhishek Singh, CEO, IndiaAI Mission, and Additional Secretary, MeitY. The event will also include a panel discussion on “Shaping Ethics in AI Governance: Government and Multilateral Perspectives”, with participation from senior officials representing the MeitY, Office of the Principal Scientific Adviser to the Government of India, Amrita University, UNESCO, and the Government of Telangana.          The Legislative Council Subcommittee on Issues Relating to the Development of Web3 and Virtual Assets visited the Hong Kong Web3 Festival being held at Hong Kong Convention and Exhibition Centre today (April 7) to gain insight into the latest developments in Web3 technology and cryptocurrency.
     
         The Hong Kong Web3 Festival is one of the largest global Web3 events, connecting industry leaders to engage in keynote speeches and discussions, with a view to driving innovation and co-operation. Members received a briefing from representatives of the Hong Kong Web3 Festival on the key features of various stages, which had themes including blockchain infrastructure, crypto finance, as well as Web3 security and compliance, facilitating exchanges among members of the industries.
     
         During the visit, Members also exchanged views with industry representatives on how to further promote the development of Web3 in Hong Kong.
     
         Members who participated in the visit were the Chairman of the Subcommittee, Dr Johnny Ng, Subcommittee members Ms Elizabeth Quat, Mr Lam San-keung, Mr Duncan Chiu, and Mr Edmund Wong.

    Union Finance Minister will participate in 13th Ministerial round of India-UK Economic & Financial Dialogue (13th EFD), besides bilateral meetings, engagement with think tanks, investors, business leaders in both United Kingdom and Austria

    Union Minister for Finance & Corporate Affairs Smt. Nirmala Sitharaman will embark on an official visit to the United Kingdom and Austria from 8th to 13th April 2025, today. Smt. Sitharaman is also scheduled to attend Ministerial Level Bilateral meetings in both countries.

    During the course of the visit, the Union Finance Minister will participate in the 13th Ministerial round of India – UK Economic & Financial Dialogue and engagements with think tanks, investors, business leaders in United Kingdom and Austria.

    The 13th round of the India-UK Economic and Financial Dialogue (13th EFD) is scheduled to be held in London, United Kingdom on 9th of April 2025. The 13th EFD dialogue will be co-chaired by the Union Minister for Finance and Corporate Affairs and the UK Chancellor of the Exchequer.

    The 13th EFD is a significant bilateral platform between the two countries that offers opportunities for candid engagement at Minister level, officer-level, working groups and between the respective regulatory bodies in various aspects of financial collaboration, including investment matters, financial services, financial regulations, UPI interlinkages, taxation matters and illicit financial flows.

    The key priorities of the 13th EFD dialogue for Indian side include cooperation in IFSC GIFT City, investment, insurance and pension sectors, FinTech and Digital economy, and mobilising affordable and sustainable climate finance.

    The Union Finance Minister and the Rt. Hon. Chancellor of the Exchequer are also set to announce and launch various reports and new initiatives for further collaborations.

    On the sidelines of India-UK 13th EFD, Smt. Sitharaman will engage in bilateral meetings with key dignitaries, participate in investor roundtables and other meetings with heads of key financial institutions and companies.

    During the United Kingdom leg of the official visit, the Union Finance Minister will deliver the keynote address at the India-UK Investor Roundtable in presence of Chief Executive Officers of international organisations, including key management personnel from across the UK financial ecosystem covering pension funds, insurance companies, banks, and financial services institutions among others.

    Union Finance Minister Smt. Nirmala Sitharaman along with UK Secretary of State for Business and Trade Rt. Hon. Jonathan Reynolds will co-host the Roundtable in partnership with City of London, with top CEOs and senior management of prominent pension funds and asset managers in UK as participants.

    During the Austrian leg of the official visit, the Union Finance Minister will hold bilateral meetings with senior Austrian government leaders, including with Mr Markus Marterbauer, Finance Minister, Austria; and H.E. Mr. Christian Stocker, the Federal Chancellor, Austria.

    Smt. Sitharaman and Mr. Wolfgang Hattmannsdorfer, Austrian Minister for Economy, Energy and Tourism, will co-chair a session with key Austrian CEOs to apprise them of existing and upcoming opportunities in India for deeper investment collaboration between the two countries.

    Bhubaneshwar witnessed a grand celebration as more than 6000 Yoga enthusiasts practiced Common Yoga Protocol at Kalinga stadium today. One of the Signature Events, ‘Harit Yoga’ launched as Union State Minister of Ayush Shri Prataprao Jadhav along with other dignitaries planted medicinal plants to mark the launching of the signature event. Medicinal plants were distributed to all the Yoga enthusiasts.

    While addressing the gathering, Hon’ble minister said, “Yoga has gained unprecedented popularity in last 10 years and now it has become a global phenomenon. In his Mann ki Baat address on 30 March, 2025 Prime Minister Sh. Narendra Modi emphasised the importance of fitness in daily life and praised initiatives like International Yoga Day. While sharing India’s vision for a healthier world population, the PM mentioned the theme of IDY 2025 as ‘Yoga for one earth One health’. The theme ensures holistic health for whole world.”

    Speaking about the ‘Harit Yoga’ initiative, the Hon’ble Minister emphasised: “Our health is inextricably linked to the health of our planet. Just as Yoga nourishes our mind and body, tree plantation nourishes the Earth, ensuring a greener and healthier future for generations to come.”

    With this the Union State Minister of Ayush Shri Pratap Rao Jadhav announced the launching of ‘Harit Yoga’ and said that Harit Yoga is part of the 10 Signature Events of IDY 2025. Union State Minister Shri Jadhav planted medicinal plants along with other dignitaries to mark the launch of Harit Yoga.

    Mentioning about sustainability and environmental aspect of Yoga, the Union Minister of State aligned Harit Yoga with Prime Minister Narendra Modi’s vision of ‘Ek Ped Maa Ke Naam’ and said, “This initiative encourages individuals to plant trees as a symbolic act of nurturing both personal and planetary health.”

    Hon’ble Minister also highlighted the success of the ‘Prakruti Parikshan Abhiyan’ in which Prakruti Parikshan of more than 1.29 crore people was conducted earning a place in the Guiness Book of World Records.

    Deputy Chief Minister of Odisha, Ms. Pravati Parida thrusting on the power of Yoga said, “Yoga inspires us to adopt healthy lifestyle. Let us integrate Yoga into our daily lives and draw strength from the divine energy of Lord Jagannath. On behalf of Odisha Government, we expressed gratitude to Government of India and Ministry of Ayush for giving Odisha and opportunity to become part of IDY 2025 in organizing 75th day countdown in Bhubaneshwar.”

    While acknowledging the success of Yoga as a soft power at global scale, Member of Parliament, Puri Lok Sabha, Sh. Sambit Patra said, “Thanks to the vision of our Hon’ble PM, 177 countries unanimously adopted India’s proposal to declare 21st June as International Day of Yoga in 2014.”

    Vaidya Rajesh Kotecha, Secretary, Ministry of Ayush praised the enthusiastic turnout and noted that the 11th edition of IDY is poised to witness record-breaking global participation.

    The event was also witnessed the auspicious presence of Monalisa Dash, Joint Secretary, Ayush; Ms Sulochna Das, Mayor, Bhubaneshwar, Nishant Mehra, OSD to Ayush Minister and several other distinguished guests.

    After the addresses, the demonstrators of Morarji Desai National Institute of Yoga, under the leadership of Dr. Kashinath Samagandi, Director MDNIY, performed a live demonstration of the Common Yoga Protocol. More than 6000 Yoga enthusiasts performed the Common Yoga Protocol under the ambience of Kalinga Stadium. The programme was streamed through various social media platforms of the Ministry of Ayush, MDNIY, and other Yoga institutions.

    Common Yoga Protocol (CYP) was given a huge importance in today’s Yoga Mahotsav. CYP is designed with inputs from experts as it comprises day-to-day Yoga practice to reap all the benefits of Yoga. The protocol is intended to popularise Yoga practices like Yoga Nidra, Pranayama, Dhyan, etc. Each Yogic activity is key to improving flexibility, strength, balance, and harmony. Yoga Portal by the Government of India is a platform to help people embrace, practice, and enjoy Yoga every day.

    To mark the launch of Harit Yoga more than 5000 medicinal plants were distributed amongst the Yoga enthusiasts. This initiative integrates Yoga with environmental consciousness.

    The Yoga Mahotsav in Bhubaneswar marked a significant step towards IDY-2025, reinforcing the Government of India’s commitment to promoting holistic health and environmental sustainability through Yoga.

    10 unique signature events to guide events to International Day of Yoga 2025

    This year IDY activities will revolve around 10 unique signature events to mark the 11th edition of the global event, which makes it the most expansive and inclusive:

    ● Yoga Sangama – A synchronised Yoga demonstration at 1,00,000 locations, aiming for a world record.

    ● Yoga Bandhan – Global partnerships with 10 countries to host Yoga sessions at iconic landmarks.

    ● Yoga Parks– Development of 1,000 Yoga Parks for long-term community engagement.

    ● Yoga Samavesh – Special Yoga programs for Divyangjan, senior citizens, children, and marginalised groups.

    ● Yoga Prabhava – A decadal impact assessment on Yoga’s role in public health.

    ● Yoga Connect – A Virtual Global Yoga Summit featuring renowned Yoga experts and healthcare professionals.

    ● Harit Yoga – A sustainability-driven initiative combining Yoga with tree planting and clean-up drives.

    ● Yoga Unplugged– An event to attract young people to Yoga

    ● Yoga Maha Kumbh – A week-long festival across 10 locations, culminating in a central celebration led by the Hon’ble Prime Minister.

    ● SamYogam – A 100-day initiative integrating Yoga with modern healthcare for holistic wellness.

    The International Day of Yoga (IDY) has become a global wellness movement, uniting millions across countries. Here’s a brief look at its key milestones:

    ● IDY 2015 – New Delhi: The first IDY at Rajpath saw 35,985 participants, setting two Guinness World Records.

    ● IDY 2016 – Chandigarh: 30,000+ participants gathered at Capitol Complex, including 150 Divyangjan performing Yoga Protocol for the first time. The Prime Minister emphasised Yoga’s role in treating ailments like diabetes.

    ● IDY 2017 – Lucknow: 51,000 participants joined at Ramabai Ambedkar Maidan, with Yoga highlighted as affordable ‘health insurance’.

    ● IDY 2018 – Dehradun: 50,000+ participants at Forest Research Institute, with the theme “Yoga for Public Health”. ISRO launched BHUVAN-YOGA and Yoga Locator apps.

    ● IDY 2019 – Ranchi: Focused on ‘Yoga for Heart Care’, with eco-friendly Yoga accessories benefiting Khadi artisans.

    ● IDY 2020 – Virtual: Amid the pandemic, 12.06 crore people joined online. The “My Life, My Yoga” contest attracted entries from 130 countries.

    ● IDY 2021 – Virtual: Themed “Yoga for Wellness”, reaching 496.1 million people globally. Iconic celebrations occurred at Times Square, the Eiffel Tower, and Tokyo Sky tree.

    ● IDY 2022 – Mysuru: 15,000 participants at Mysore Palace, with a ‘Guardian Ring’ global Yoga relay and VR-powered digital exhibition.

    ● IDY 2023 – Jabalpur & UN HQ, New York: With 23.44 crore participants, this IDY set two Guinness World Records, including the most significant Yoga session (1.53 lakh participants in Surat). The ‘Ocean Ring of Yoga’ covered 35,000 km.

    ● IDY 2024 – Srinagar: Held at SKICC, Srinagar, with 7,000 participants braving the rain. The ‘Yoga for Space’ initiative saw ISRO scientists join in. A Guinness World Record was set in Uttar Pradesh, with 25.93 lakh people pledging to Yoga. 24.53 crore global participants marked this as a historic celebration.

    The Indian Navy’s stealth frigate INS Tarkash participated in a PASSEX with the Royal New Zealand Navy’s Anzac-class frigate Te Kaha on 04 Apr 25 in the Gulf of Aden. This exercise marked the culmination of the New Zealand led CTF 150 Joint Focused Operation ANZAC Tiger (27 Mar – 04 Apr 2025), a Combined Maritime Forces (CMF) operation in which INS Tarkash was mission deployed.

    The PASSEX involved a range of interoperability drills, including cross-deck landings, cross boarding, Sea Rider exchanges, and tactical manoeuvres, all integrated with communication procedure exercises. This provided a valuable opportunity for the two navies to exchange best practices, further strengthen their bilateral maritime cooperation and enhance interoperability.

    Conducted in the strategic Indian Ocean Region, this event underscores the strong and enduring relationship between India and New Zealand, reaffirming the Indian Navy’s role as a key and preferred security partner committed to regional maritime stability.

    Lok Sabha Speaker Shri Om Birla today highlighted the inclusive and welfarist nature of Constitution of India, mentioning that “the spirit of the Indian Constitution is to treat all citizens equally, provide them with equal opportunities, and integrate the marginalized and backward sections of society into the ‘mainstream of progress.”

    Delivering the Keynote Address on the theme “Parliamentary Action for Social Development and Justice” at the historic 150th Assembly of Inter-Parliamentary Union (IPU) at Tashkent, Uzbekistan,Shri Birla observed that “In recent years, the Indian Parliament has passed several legislations that promote social justice and security and encourage the inclusion of all sections of society.”On the occasion, he also extended Ram Navami greetings to the gathering at the 150thassembly of IPU.

    Referring to the Parliament’s perennial concern for safeguarding the interests of the vulnerable segments of society, he added that “Bills like the ‘Rights of Persons with Disabilities Act-2016’, the ‘Transgender Persons (Protection of Rights) Act, 2019’, and the ‘Nari Shakti Vandan Adhiniyam-2023’ safeguard the interests of all sections of society.”  in this context, he also referred to new Labor laws and codes passed by Parliament for the welfare and social security of workers in the unorganized sector.

    Stressing that Indian Parliament has taken several measures prioritising justice and rule of law, Shri Birla mentioned that “By replacing the ‘Indian Penal Code’ with the ‘BharatiyaNyay Sanhita’, India has established the primacy of justice”. Referring to functioning of Parliamentary Committees in achieving the goals of development and social justice, Shri Birla noted that the various Parliamentary Committees, often referred to as Mini Parliaments, perform a complimentary function to the efforts of Parliament and the government. He highlighted that the Committees on Social Justice and Empowerment; Committee on Women Empowerment; Committee on Labour and Skill Development, and other diverse committees monitor welfare programmes leading to implementation of schemes with effectiveness and accountability. 

    Shri Birla stressed that Government of India works with a mission to achieve targets set for key human development indicators. In this regard, he specifically mentioned that “Under the world’s largest health insurance scheme, Ayushman Bharat Pradhan Mantri – Jan Arogya Yojana (PM-JAY), free health insurance is being provided to the bottom 40% of India’s population”.

    Praising the strong and visionary leadership of Prime Minister, Shri Narendra Modi, Shri Birla said “Under Prime Minister Shri Modi’s leadership, India has achieved the distinction of being the world’s fastest-growing major economy with a 105% GDP growth over the past decade and is rapidly progressing towards its goal of Viksit Bharat in 2047.” Noting that India is the fifth-largest economy in the world and is on its way toward becoming the third-largest economy, Shri Birla said that India is playing a leading role in the world in fields like Innovation, AI, Startups, Space and Defense Technology, IT, Fintech, Pharma, and others.

    He hoped that the discussions at the IPU Assembly would provide all delegations with new perspectives and will allow Parliaments around the world to be able to take concrete steps toward building a just, inclusive, and prosperous society.

    Speaking on the role of IPU in the present world order, Shri Birla mentioned that the IPU continues to add new dimensions to global parliamentary cooperation. He underlined that the theme chosen for the 150th IPU Assembly reflects the expansion of the spirit of ‘VasudhaivaKutumbakam,’ which is deeply rooted in Indian culture, tradition, and philosophy.

    INDIA AND VIETNAM ARE PROGRESSING TOWARD SUSTAINABLE DEVELOPMENT, DRIVEN BY THEIR RESPECTIVE VISIONS AND SHARED GOALS OF DEVELOPMENT

    On the sidelines of the 150th IPU Summit, Lok Sabha Speaker Shri Om Birla met HE. Mr. Tran Thanh Man, President, the National Assembly of Vietnam. Speaking on the occasion, Shri Birla fondly recalled his visit to Vietnam in April 2022, marking the 50th anniversary of diplomatic relations between India and Vietnam. He also emphasized the close cultural and historical ties between the two countries, which have strengthened through high-level discussions in recent years. Shri Birla expressed satisfaction that both countries are progressing toward sustainable development, driven by their respective visions for 2047 (India) and 2045 (Vietnam).

    Shri Birla emphasized that cooperation in various sectors such as defense, technology, infrastructure, and nuclear energy has helped shape their future frameworks. Shri Birla noted that both countries’ parliamentary institutions play a key role in meeting people’s expectations and promoting public welfare, with India utilizing emerging technologies to enhance parliamentary processes and citizen participation. He also informed that the “Digital Parliament” initiative in India has improved efficiency, transparency, and productivity in parliamentary operations. He also highlighted the significant number of Vietnamese students benefiting from educational and training scholarships in India.

    President of the National Assembly of Vietnam emphasized the cultural ties between the two countries. The President also underlined the need for strengthening the close defence and technology ties between India and Vietnam. He extended an invitation to Shri Birla to visit Vietnam. Formation of friendship group between India and Vietnam were also discussed.
