    Following is the speech by the Financial Secretary, Mr Paul Chan, at the Hong Kong Web3 Festival today (April 7):

    (Deputy to the National People’s Congress, Vice Chairman of the All-China Federation of Industry and Commerce, the Chairman and Chief Executive Officer of Wanxiang Group, Mr Lu Weiding), (the Chairman of Wanxiang Blockchain and the Chairman and Chief Executive Officer of HashKey Group, Dr Xiao Feng), Duncan (Member of the Legislative Council Mr Duncan Chiu), distinguished guests, innovators, and pioneers of the digital frontier,

    Good morning. It is an immense pleasure to join you all today at the Web3 Festival of Hong Kong, a gathering of brilliant leaders and innovators to share thoughts and experiences about the future of blockchain, cryptocurrencies, decentralised finance and beyond.

    For those who have come from afar, a warm welcome to Hong Kong. As a city where East meets West and tradition intertwines with innovation, we are proud to host you to collectively chart the course of Web3.

    As a technology, blockchain is displaying its vast potential, significantly increasing transaction efficiency, lowering costs and enhancing market transparency. Today, we are witnessing a marked increase in the institutional adoption of Web3, with traditional banks, asset managers and brokers increasingly integrating digital assets into their offerings.

    As more jurisdictions embrace cryptocurrencies, the market has been energised with optimism, marked by a bullish trend over the past year or so.

    But beyond finance and the enthusiasm on cryptocurrency, we all agree that blockchain can bring real benefits to the people. For example, ReFi (regenerative finance) is gaining traction. Tokenised carbon credits enable the transparent tracking of emissions reductions, reinforcing trust in voluntary carbon markets.

    Meanwhile, the convergence of Web3 and AI is unlocking new frontiers. In finance, decentralised AI algorithms enhance credit assessments, audit smart contracts with greater precision, and deliver hyper-personalised investment strategies. Beyond finance, this synergy streamlines supply chains, revolutionises healthcare data management, and creates new immersive gaming experiences. Web3 and AI are transforming businesses and public services, driving innovation and efficiency at every turn.

    Hong Kong: driving Web3 innovation

    Allow me to take a few minutes to talk about Web3 in Hong Kong, our attitude and approach towards Web3 and our role in this global transformation.

    Hong Kong is pro-Web3. Over two years ago, we published a high-level policy statement on the development of virtual assets, affirming our commitment to a dynamic Web3 ecosystem. Central to this is the principle of the “same activity, same risk, same regulation” approach. Through a balanced and pro-innovation regulatory approach, we seek to maintain a level playing field for market participants and encourage innovative activities in this space.

    We have been walking the talk, and have delivered a number of initiatives. We were among the first in the world to have established clear licensing frameworks for virtual asset trading platforms, or VATPs. Indeed, the Securities and Futures Commission has already issued 10 VATP licences. We have also authorised VA spot ETFs (exchange-traded funds) last year, and Hong Kong now hosts the largest VA ETF market in the Asia Pacific, bridging traditional finance with crypto innovation.

    Meanwhile, legislation for stablecoin regulation is set for imminent passage. My colleagues at the Financial Services and the Treasury Bureau and the Hong Kong Monetary Authority (HKMA) are working hard to get the relevant licensing regime to go live within this year.

    The Government will also conduct consultations on the licensing regimes of over-the-counter trading services and custodian services for VA (virtual assets). This will solidify Hong Kong’s comprehensive regulatory architecture.

    Let me make clear that Hong Kong’s approach to Web3 is not simply about regulation. We aim to strike a balance, ensuring market integrity without stifling innovation. After all, innovation entails risks. The lesson we have learnt is that we need to put it under a balanced regulatory framework so as to enable the sector to grow in a responsible and sustainable manner.

    One essential element in our regulatory regime is sandboxes, such as the HKMA’s Project Ensemble. Project Ensemble allows innovators to test various use cases, such as tokenised real-world assets, with early regulatory feedback. This signifies our pro-innovation approach, as we put regulators and innovators in a co-creation process.

    Later this year, we will unveil a second policy statement on the development of virtual assets. It will cover how to make use of Web3 to fast-track the development of traditional financial services, empower the real economy and strengthen the application of digital asset technologies.

    A few thoughts on Web3

    Now, looking ahead, allow me to share a few thoughts we consider important for the future development and success of Web3.

    First, it is the very vision of Web3 to enable more equitable use of the Internet, and make transactions more efficient and less costly. Innovation is core to this goal, and regulators should adopt a technology-neutral approach. It would only be counterproductive if jurisdictions or regulatory authorities favour particular types of cryptocurrencies, or rule out technologies or applications at the outset. Markets, not mandates, should decide which innovations prevail.

    Second, we all know Web3’s true potential lies well beyond digital assets or cryptocurrencies. Combined with AI, it can be a valuable tool to optimise impact investments, promote inclusive finance, support decarbonisation initiatives, advance sustainable development goals, and more. The global Web3 community should and can strengthen collaboration to support these worthy causes.

    Finally, it is essential that new technologies be developed and applied responsibly. AI, for instance, is evolving at speeds that are unexpectedly faster. Decentralised networks bring enormous benefits, but when coupled with AI, challenges such as algorithmic bias, deepfakes and cybersecurity require attention and co-operation at the regional and global levels. Here in Hong Kong, we advocate for suitable guardrails – frameworks that protect investors, consumers and users while encouraging innovation activities. We support a multi-stakeholder approach where governments, regulators and market players across different territories and regions come together to drive forward the sustainable development of Web3.

    Concluding remarks

    Ladies and gentlemen, to secure a promising and successful future for Web3, we need not just technological innovation, but also a common will to harness creativity and innovation for the benefit of the people. Let me assure you that Hong Kong is committed to this goal. We are here to collaborate with innovators and entrepreneurs from around the world, pushing the boundaries of what is possible, and leveraging the transformative power of Web3 for the greater good.     ​Prime Minister Shri Narendra Modi, along with the President of Sri Lanka, H.E. Anura Kumara Disanayaka, visited the sacred Jaya Sri Maha Bodhi temple in Anuradhapura and offered prayers at the revered Mahabodhi tree.

    ​The tree is believed to have grown from the Bo sapling that was brought to Sri Lanka by Sangamitta Maha Theri from India in the 3rd Century BCE. The temple stands as a testament to the strong civilizational linkages that form the foundation of the close India-Sri Lanka partnership.

    The Prime Minister Shri Narendra Modi met the leaders of the Tamil community of Sri Lanka today in Colombo. During the meeting, he conveyed condolences on the passing of respected Tamil leaders, Thiru R. Sampanthan and Thiru Mavai Senathirajah.

    In separate posts on X, he wrote:

    “It is always a pleasure to meet the leaders of the Tamil community of Sri Lanka. Conveyed my condolences on the passing of respected Tamil leaders, Thiru R. Sampanthan and Thiru Mavai Senathirajah, both of whom were personally known to me. Reiterated unwavering commitment to a life of equality, dignity and justice for the Tamil community within united Sri Lanka.     The Startup Mahakumbh 2025 concluded in New Delhi on Saturday, marking significant participation and highlighting the growing strength of India’s entrepreneurial ecosystem. Among the key participants was the Government e-Marketplace (GeM), which showcased its role in supporting startup growth and underlined the potential of public procurement as a tool for promoting innovation and inclusive development.

    As a strategic presenting partner, GeM engaged with a wide range of startups, investors, policymakers, and industry leaders during the event. Its participation reflected an ongoing effort to support the growth of Indian startups by facilitating access to government markets, encouraging new opportunities, and contributing to the broader vision of an Atmanirbhar Bharat.

    The event saw sector-focused pavilions that celebrated India’s strength in DeepTech, AgriTech, BioTech, MedTech, Artificial Intelligence, Gaming, and more. GeM’s presence underscored its mission to bridge the gap between innovators and government buyers, enabling faster scale, market validation, and meaningful contribution to India’s global innovation standing.

    GeM’s impact at the Mahakumbh was further amplified through a high-energy panel discussion that drew a packed audience and featured sharp insights from GeM leaders, industry experts, and policymakers. The panel covered key themes such as:

    • Charting India’s Growth Story
    • Boosting State Procurement Through Startups
    • Emerging Technology as a Service
    • Driving Startup Growth via GeM Categories
    • Unlocking Opportunities with Central Government Buyers

    The sessions reinforced GeM’s role in transforming public procurement into a launchpad for India’s next generation of entrepreneurs.

    Speaking on the theme of government-startup collaboration, CEO, Government e-Marketplace (GeM), Shri Ajay Bhadoo said, “Let’s work together and unlock the true potential of public procurement in driving startup growth, inclusive development, and Atmanirbhar Bharat.”

    His keynote address underlined the transformative potential of platforms like GeM in scaling innovative homegrown solutions and supporting startups with policy-driven opportunities.

    During the three-day event, GeM responded to over 2500 startup queries, facilitated 1000+ startup registrations and cataloguing, and hosted more than 1500 interactive sessions—including one-on-one mentoring and group engagements—focused on onboarding and skilling through GeM’s Learning Management System (LMS).

    GeM’s Pavilion hosted over 70 innovative startups, including 30 startup pods awarded free of cost to winners of GeM’s Start-o-nauts Challenge. So far, GeM has enabled over ₹38,500 Crore in transactions for 30,000+ startups, reinforcing its position as a true catalyst in India’s innovation ecosystem.

    New Delhi ,Ministry of Tribal Affairs marked a significant milestone in empowering tribal entrepreneurship by showcasing 45 tribal-led startups from across India at the StartupMahakumbh held at Bharat Mandapam, New Delhi. Organized under the flagship initiative “DhartiAabaTribepreuners 2025” as part of Janjatiya Gaurav Varsh, the event witnessed innovation from sectors ranging from deep tech to organic farming and green energy.

    Ministry Reiterates Commitment to Holistic Tribal Development through Enhanced Healthcare Access

    Ministry of Tribal Affairs is committed to the holistic development of tribal communities across the country. As part of this vision, the Ministry has undertaken several proactive health initiatives to bridge healthcare gaps and ensure access to quality medical services for tribal populations, especially in remote areas.

    Mission to Eradicate Sickle Cell Disease by 2047

    National Sickle Cell Anaemia Elimination Mission, launched by Prime Minister Shri Narendra Modi in July 2023. The Mission sets an ambitious target to eradicate sickle cell disease by 2047, focusing on awareness generation, universal screening, and comprehensive disease management among tribal populations through a community-centric and integrated approach.

    Mega Medical Camp at Sundargarh: A Collaborative Effort under Janjatiya Gaurav Varsh

    As part of the celebrations of Janjatiya Gaurav Varsh, the Ministry of Tribal Affairs, in collaboration with AIIMS Delhi and the Government of Odisha, is organising a two-day mega medical camp on 5th and 6th April 2025 at the Sundargarh Government Medical College & Hospital, Odisha.

     

    The camp was formally inaugurated by the Hon’ble Union Minister of Tribal Affairs, Shri JualOram, on 5th April 2025. In his inaugural address, Shri Oram reaffirmed the Central Government’s unwavering commitment to strengthening healthcare services for tribal communities. He commended the efforts of AIIMS Delhi’s team of medical experts for their dedicated service to the tribal people of Odisha.

    On this occasion, the Minister also distributed wheelchairs to around 100 persons with disabilities, exemplifying the Government’s inclusive approach to healthcare. Shri Oram personally interacted with the patients, encouraging them to fully avail the specialised medical services provided.

    Specialised Medical Services and Facilities

    The camp features expert participation from 19 specialist departments of AIIMS Delhi, including:

    • Cardiology
    • Haematology
    • General Medicine
    • Gastroenterology
    • Nephrology
    • Surgery
    • Orthopaedics
      …and others.

    Patients from 18 blocks of Sundargarh district and adjoining regions are benefiting from expert consultations, diagnostic services, and medical treatment.

    In addition to consultations, the following free diagnostic services are being offered:

    • ECG
    • Ultrasound
    • X-ray
    • Blood tests

    Patients are also receiving free medicines as per prescriptions provided by the doctors from AIIMS Delhi.

    On the first day, over 1,500 patients availed these services, indicating a strong community response. The camp will continue on 6th April 2025, ensuring wider outreach and impact.

    Towards Healthcare for All

    This initiative represents a vital step forward in the Ministry’s efforts to realise the vision of “Healthcare for All”, especially in underserved tribal areas. The mega medical camp at Sundargarh serves as a testament to the Government’s ongoing efforts to create healthier, self-reliant, and empowered tribal communities across India.

    The Department of Animal Husbandry and Dairying (DAHD) under the Ministry of Fisheries, Animal Husbandry and Dairying marked it’s noteworthy presence at the recently concluded Startup Mahakumbh 2025, held from April 3rd to 5th at Bharat Mandapam, New Delhi. Participating as a Silver Supporting Partner, DAHD set up an engaging pavilion, showcasing innovations and initiatives in the livestock and dairy sector.

    As part of its Pavilion, DAHD provided Startup Pods to 15 Startups functional in the Livestock and Dairy sector, who got an opportunity to display their product/services and network with key stakeholders while exploring avenues for scaling their impact in India’s agrarian economy. These Startups showcased innovative products and technologies for example, ensuring temperature compliance in dairy processing, AI monitoring for animal health management, sensor-based smart collar for estrus detection, milk adulteration detection kit to ensure food safety, end-to-end SaaS platform for dairy supply chain, artificial insemination gun, data integration in dairy supply chain via blockchain to improve product traceability etc. Ms. Varsha Joshi, Additional Secretary, DAHD, visited the Pavilion and interacted with several startups, appreciating their contribution and innovations in livestock management and dairy technology.

    DAHD’s Pavilion highlighted key government initiatives including the National Livestock Mission’s Entrepreneurship Development Programme, the Rashtriya Gokul Mission, and the Animal Husbandry Infrastructure Development Fund. The pavilion also showcased DAHD’s efforts in delivering services directly to farmers doorstep and attracted significant interest and footfall from a wide range of stakeholders from academia, industry, and general public.

    Ministry of Statistics and Programme Implementation (MoSPI), Government of India, released the 26th edition of its publication titled “Women and Men in India 2024: Selected Indicators and Data”.

    The publication offers a comprehensive overview of the gender landscape in India, presenting selected indicators and data across key areas like population, education, health, economic participation, and decision-making, all sourced from various Ministries/ Departments/Organizations. Utilizing official statistics, it presents gender-disaggregated data across urban-rural divides and geographic regions, facilitating a nuanced understanding of the challenges and opportunities faced by women and men.

    “Women and Men in India 2024: Selected Indicators and Data” serves as a crucial resource, highlighting both progress in gender equality and persistent disparities. By analyzing socio-economic indicators and highlighting trends, it empowers policymakers, researchers, and other stakeholders to develop gender-sensitive policies fostering sustainable and inclusive development.

    “Women and Men in India 2024: Selected Indicators and Data” is available at the website of the Ministry (https://mospi.gov.in/).

    Some of the highlights of the publication are as follows:

    • The primary and higher Secondary levels have consistently high GPI, indicating strong female enrolment. Upper primary and elementary levels saw fluctuations but remained close to parity.
    • The LPFR in usual status for ages 15 years and above has improved from 49.8% (2017-18) to 60.1% (2023-24).

    ​​​​​​​

    • Women own 39.2% of all bank accounts and contribute to 39.7% of total deposits. Their participation is highest in rural areas, where they make up 42.2% of account holders.
    • There is rise in DEMAT account over the years, indicating growing participation in the stock market. From March 31, 2021, to November 30, 2024, the total number of DEMAT accounts increased from 33.26 million to 143.02 million, marking more than a fourfold rise. Male account holders have consistently outnumbered female account holders, but female participation has also shown a growing trend. The number of male accounts rose from 26.59 million in 2021 to 115.31 million in 2024, while female accounts increased from 6.67 million to 27.71 million during the same period.

    ​Associate Director-General of Investment Promotion at Invest Hong Kong (InvestHK) Mr Charles Ng will commence his duty visit to the Middle East from today (April 6) to April 10, with key engagements in Saudi Arabia and the United Arab Emirates (UAE). The visit underscores Hong Kong’s commitment to deepening economic ties with these dynamic markets and promoting the city as a premier gateway for Middle Eastern businesses seeking opportunities on the Mainland and in the broader Asia-Pacific region.
     
    Hong Kong has a strong, long-standing and ever-growing relationship with the Gulf region including Saudi Arabia and the UAE, marked by increasing co-operation in finance, trade, and investment. The city’s merchandise trade with the Cooperation Council for the Arab States of the Gulf reached US$21.6 billion in 2023. These partnerships are further strengthened through initiatives such as the Belt and Road Initiative, which fosters greater connectivity and economic opportunities.
     
         “Amid an increasingly complex global landscape and geopolitical uncertainties, countries in the Middle East are actively diversifying their investments.     As part of its commitment to financial diversification, the city has developed a supportive platform for Islamic finance, including sukuk issuance and tax law amendments to ensure a level playing field with conventional bonds and the successful launch of three government sukuk. It continues to welcome more Islamic financial institutions and products to leverage Hong Kong’s international financial platform and tap into opportunities across Asia and the Mainland.
     
    During his visit to Riyadh, Jeddah and Dubai, Mr Ng will participate in numerous high-level business roundtables co-organised with Asia House, bringing together representatives from prominent businesses, family offices, and investors. He will also meet with representatives from leading Middle Eastern companies and discuss how establishing a presence in Hong Kong can drive their global expansion strategies.

    The leaders inaugurated the 128 km Maho-Omanthai railway line refurbished with Indian assistance of USD 91.27 million, followed by the launch of construction of an advanced signaling system from Maho to Anuradhapura, being built with Indian grant assistance of USD 14.89.

    These landmark railway modernisation projects implemented under the India-Sri Lanka development partnership represent a significant milestone in strengthening north-south rail connectivity in Sri Lanka. They would facilitate fast and efficient movement of both passenger and freight traffic across the country.

    Union Minister for Fisheries, Animal Husbandry and Dairying, Shri Rajiv Ranjan Singh alias Lalan Singh, visited the ICAR–Indian Grassland and Fodder Research Institute (IGFRI), Jhansi on 5th April 2025 to assess the ongoing research efforts and field-level innovations aimed at enhancing fodder availability and sustainable grassland management across the country. Accompanied by Secretary, Department of Animal Husbandry and Dairying (DAHD), Ms. Alka Upadhyaya, and Animal Husbandry Commissioner, Dr. Abhijit Mitra, the Union Minister interacted with scientists and reviewed a comprehensive exhibition showcasing the latest fodder technologies and best practices being promoted by the institute.

    Addressing the gathering, Shri Rajiv Ranjan Singh expressed concern over the prevailing national green fodder deficit, currently estimated at 11%, and stressed upon the need for technology-led interventions to address this challenge. He noted that while only 8.5 million hectares are presently under cultivated fodder, the country possesses approximately 11.5 million hectares of grasslands and nearly 100 million hectares of wastelands that can be harnessed efficiently. He emphasized, “Efficient utilisation of these underused resources is essential for achieving fodder self-reliance and improving livestock productivity.” 

    The Union Minister praised IGFRI’s research and development work and called for speedy dissemination of its technologies through Krishi Vigyan Kendras (KVKs) across states. He particularly emphasized the importance of perennial grasses that are tolerant to abiotic stress, highlighting their potential to rejuvenate degraded lands, contribute to ecological balance, and provide sustainable green fodder throughout the year. Reiterating government’s  commitment to building a resilient livestock sector, Shri Rajiv Ranjan Singh stated that science, innovation, and cooperative governance would be the cornerstones of advancing fodder security and achieving Atmanirbhar Krishi and Pashupalan. He also held discussions with IGFRI researchers, encouraging the institute to position itself as a central knowledge and innovation hub for fodder development and grassland improvement in India.

    Among the key technologies demonstrated during the visit were livestock-based Integrated Farming Systems (IFS) tailored for all categories of farmers; apomictic breeding in perennial grasses to ensure genetic uniformity and sustainability; development of specialized fodder farm machinery aimed at reducing manual labour; seed standards and certification systems for quality assurance in forage crops; and the innovative use of drones for seed pellet-based grassland rejuvenation at scale.

    Ms. Alka Upadhyaya underlined the significance of state-level convergence to support the wider adoption of location-specific fodder technologies. She highlighted the scope for integrating fodder cultivation in fallow spaces within coconut orchards in Kerala as a promising example of such convergence. To further promote this model, she informed that a joint meeting will be held in Kerala on 8th April 2025, bringing together representatives of the State Government, KVKs, and IGFRI scientists.

    The leaders of Indian Origin Tamil (IOT) from Sri Lanka met the Prime Minister Shri Narendra Modi today in Colombo. Shri Modi announced that India will support construction  of 10,000 houses, healthcare facilities, the sacred site Seetha Eliya temple and other community development projects for IOTs in cooperation with the Government of Sri Lanka.

    In separate posts on X, he said:

    “The meeting with leaders of Indian Origin Tamil (IOT) was fruitful. The community constitutes a living bridge between the two countries for over 200 years. India will support construction  of 10,000 houses, healthcare facilities, the sacred site Seetha Eliya temple and other community development projects for IOTs in cooperation with the Government of Sri Lanka.”

    Union Minister of Commerce & Industry, Shri Piyush Goyal conferred the ‘Startup Maharathi’ Awards on the concluding day of Startup Mahakumbh 2025 in New Delhi today. Addressing a packed audience of entrepreneurs, innovators and ecosystem enablers, the Minister lauded all participants, stating that each one of them is a “Maharathi”—a skilled warrior and vital contributor in India’s startup revolution.

    “Maharathi is every one of the 2,400 participants of this grand challenge. Every one of the 3,000 exhibitors at Startup Mahakumbh is on the path to success,” said Shri Goyal, as he acknowledged the immense talent and potential of India’s startup ecosystem.

    He encouraged young founders to set ambitious goals and rise beyond the limitations of the present. “The potential you hold will make you a great contributor to India’s journey in this Amrit Kaal. Let the Startup Mahakumbh ignite aspirations that go beyond the current realm of reality,” he added.

    Comparing the scale of the event with previous years, the Minister informed that while last year saw around 3,000 visitors, this year the Mahakumbh witnessed a record footfall of 2.3 lakh visitors, underlining India’s exponential growth trajectory in the innovation space.

    Shri Goyal also shared that 40% of the applicants for the Maharathi Grand Challenge were from Tier 2 and Tier 3 cities, and many were women-led startups. “Women are taking a lead in India’s development and contributing with great enthusiasm,” he remarked.

    The Minister emphasised that the Government is creating an enabling environment for startups through landmark reforms in Ease of Doing Business. “Over 40,000 compliances have been simplified or removed, and many laws have been decriminalized so that startups can work freely and fairly,” he said.

    Announcing a key initiative, Shri Goyal revealed that a dedicated Startup India Desk will be set up in the Ministry of Commerce & Industry to serve as a helpline for startups across India, accessible via a simple 4-digit toll-free number in regional languages.

    He also said that the Second Fund of Funds for Startups (FFS) with a corpus of ₹10,000 crore, has been approved by Hon’ble Prime Minister Shri Narendra Modi. This year, ₹2,000 crore will be disbursed to SIDBI as the first installment. A significant portion of the fund will be reserved for seed funding of small startups and to support deep-tech innovation.

    “Through this fund, we aim to foster the development of cutting-edge technologies like AI, robotics, quantum computing, machine learning, precision manufacturing and biotech,” he stated.

    The objective is to provide early-stage financial support to budding entrepreneurs who often face challenges in accessing traditional forms of capital. This allocation will empower startups working on disruptive technologies by enabling them to scale prototypes, undertake research and development, and accelerate go-to-market strategies.

    The fund will especially focus on startups operating in cutting-edge domains such as artificial intelligence, machine learning, quantum computing, robotics, precision manufacturing, biotech, and semiconductor design, where long gestation periods and high capital requirements often pose hurdles. By mobilising patient capital, the Government aims to build a strong pipeline of indigenous technology solutions that can address national priorities and position India as a global innovation leader.

    This initiative reflects the Government’s commitment to nurturing a self-reliant and forward-looking startup ecosystem, where young innovators from every corner of India have equal access to resources and opportunities.

    Shri Goyal further urged SIDBI to establish at least one support centre in every state to provide basic infrastructure and shared facilities for early-stage entrepreneurs. Recalling his interaction with a startup that had invested in its own 3D printer due to the lack of shared facilities, the Minister stressed the importance of accessible prototyping resources.

    “We must unlock India’s full potential through facilitation, not regulation. The Government is here to support your journey, not control it,” he concluded.

    Shri Goyal called upon India’s youth to lead the way in emerging sectors like AI, semiconductors and deep-tech, and shape the nation’s path to Atmanirbhar Bharat.

    The Ministry of Ports, Shipping and Waterways (MoPSW) celebrated the 62nd National Maritime Day across the country with great enthusiasm and reverence, honouring India’s rich maritime heritage and the exceptional contribution of seafarers to the nation’s growth and global connectivity.

    This year’s theme, “Prosperous Seas – Developed India and Youth for Blue Economy and Green Growth,” reflected the importance of sustainable growth in the maritime sector and the critical role of youth in driving innovation and environmental stewardship.

    The National Maritime Day Celebration Committee (NMDCC), Delhi chapter, under the aegis of the Directorate General of Shipping, MoPSW, organised the central celebration at the Vinay Marg Sports Ground in New Delhi today. The function was graced by the Union Cabinet Minister for Ports, Shipping and Waterways, Shri Sarbananda Sonowal, as the Chief Guest.

    Speaking on the occasion, Union Minister Shri Sarbananda Sonowal said, “On National Maritime Day, we honour the unwavering spirit of our seafarers and the maritime community who keep India’s economy sailing forward. Under the visionary leadership of Prime Minister Shri Narendra Modi ji, we continue to strengthen our ports, empower coastal shipping, and embrace innovation. We reaffirm our commitment to making India a global maritime leader. The ocean connects us not just to trade, but to opportunity, growth, and national progress.”

    Week-long celebrations were held across the maritime sector, including flag pinning ceremonies for the Hon’ble Prime Minister and Governors of maritime states, blood donation camps, wreath-laying ceremonies to honour fallen seafarers, and national-level seminars on maritime development and the future of the Blue Economy.

    Adding further, Shri Sarbananda Sonowal said, “Under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi ji, India’s maritime sector is undergoing a historic transformation. With our vast Blue Economy, cutting-edge port infrastructure, and future-ready shipping ecosystem, the sector is emerging as a powerful force multiplier in our journey towards a ‘Viksit Bharat’. National Maritime Week is a celebration of our seafarers, our coastal communities, and our unwavering commitment to building a sustainable, secure, and globally competitive maritime future for India.”

    During the event, Shri Sonowal interacted warmly with the cadets during the refreshment session, engaging in meaningful conversations about their aspirations and training. The Union Minister interacted with female cadets, encouraging them to lead from the front in shaping the future of India’s maritime landscape. Shri Sarbananda Sonowal said, “Interacting with the young cadets on the sidelines of National Maritime Week was truly inspiring — their passion and commitment reflect the bright future of India’s maritime journey. I wished them best of luck and commended them for their most important role as the nation builders via a strong, vibrant, modern and efficient maritime sector.”

    To foster community engagement and promote a healthy maritime spirit, sporting events such as football, cricket, volleyball, javelin throw, relay races, and sprints were organised with active participation from maritime professionals. These activities underscored the values of teamwork, resilience, and camaraderie that are hallmarks of life at sea.

    The Ministry also recognised the outstanding services of individuals and organisations in the maritime sector by conferring awards and commendations to honour their dedication and achievements. The event was also attended by the Secretary (Shipping), Joint Secretary (Ports), Directors, and Under Secretaries from the Ministry, reflecting the strong institutional presence and commitment to maritime advancement. Around 510 trainees and faculty members participated in the event.

    The 62nd National Maritime Day not only honoured the legacy of India’s maritime pioneers but also reaffirmed the nation’s commitment to a greener, more inclusive, and innovation-driven maritime future. National Maritime Day commemorates the historic voyage of ‘S.S. Loyalty’, the first Indian-owned steamship, which sailed from Mumbai to London on April 5, 1919. This momentous event marked India’s foray into international shipping and laid the foundation for the nation’s proud maritime journey.

    Skill India Pavilion Sparks Dialogue, Deals, and Dreams at Startup Mahakumbh 2025

    Shri Jayant Chaudhary, Minister of State (I/C), MSDE, and Minister of State, Ministry of Education, attended Grand Finale of the Futurepreneurs Challenge at Startup Mahakumbh 2025, celebrating India’s thriving entrepreneurial ecosystem. The event showcased some of the country’s brightest student innovators who presented their pioneering solutions on a national platform.

    The Futurepreneurs Challenge, a key highlight of the event, featured 10 standout student teams who presented their groundbreaking innovations in a rapid-fire format before Shri Jayant Chaudhary and an esteemed audience of investors, policymakers, and industry leaders. Shri Chaudhary personally congratulated and felicitated the top 10 startups, recognizing them as emerging changemakers in India’s startup journey.

    The top prize went to Chitkara University, Chandigarh, for Stick Buddy, a smart assistive device designed for the visually impaired, featuring obstacle detection, time-date updates, and emergency alerts. Tula’s Institute, Dehradun, took second place with Pragati, an AI-powered nurse robot that conducts health check-ups through a simple handshake, offering real-time alerts, especially for underserved regions. Vignan Pharmacy College, Andhra Pradesh, secured third place with Magna Pads, an innovative menstrual care product that combines pain relief with diagnostic capabilities to detect conditions like anemia and PCOS.

    Special Jury Awards were given to Government Polytechnic Deoria for Vayuputra, an AI-enabled agricultural drone aimed at addressing pesticide overuse and labor shortages, and Rajalakshmi College of Engineering, Tamil Nadu, for Jeevitham, an AI-based child healthcare platform that offers personalized nutrition, vaccination tracking, and digital health records. Other notable finalists presented solutions for organ transplant logistics, MSME credit access, sustainable farming, migrant education, and affordable healthcare—illustrating the diverse and impactful ways young innovators are using AI to solve real-world problems.

    In a compelling fireside chat with Shri Jayant Chaudhary, which was hosted by TIE Global, the theme ‘From Skills to Startups: Unleashing India’s Youth Entrepreneurs’ resonated deeply. He emphasized the unique value of these entrepreneurs, stating, “What stood out to me today wasn’t just the ideas—it was the intent. Each young entrepreneur here isn’t chasing success for the sake of it; they’re solving real problems rooted in their communities. That’s the kind of mindset India needs—where skills and startups go hand in hand. Our job now is to nurture this instinct, strengthen the ecosystem, and make sure every student, every dreamer, feels confident that their idea has a place in India’s future. That’s how we build not just a startup nation, but a nation of responsible creators and leaders.

    The Minister also interacted with the 15 Entrepreneurs, supported by the National Institute for Entrepreneurship and Small Business Development (NIESBUD), under the aegis of Ministry of Skill Development and Entrepreneurship, who exhibited at the Skill India Pavilion showcasing the power of skill-led entrepreneurship, amplifying voices from India’s heartlands and creating meaningful opportunities for youth. The pavilion became a high-impact zone for inclusive innovation, emphasizing that entrepreneurship rooted in skills is the key to building a sustainable, inclusive future for India’s youth.

    Startup Mahakumbh 2025, a gathering of over 3,000 startups, 1,000 investors, and 50+ global delegations, solidified India’s position among the world’s top-three startup ecosystems. Within this vibrant ecosystem, the Skill India Pavilion emerged as a beacon of decentralized, skill-driven entrepreneurship, bridging grassroots innovation with national-scale opportunities.

    As the event concluded, the Ministry of Skill Development and Entrepreneurship (MSDE) reaffirmed its commitment to fostering an inclusive and future-ready startup ecosystem where every aspiring entrepreneur—regardless of geography or background—has the platform to innovate, grow, and lead.

    The Government of India is firmly committed to the holistic development of minority communities, with a special focus on artisans who represent the rich cultural and traditional legacy of our nation, stated Union Minister of Minority Affairs, Shri Kiren Rijiju, ahead of the grand inauguration of Lok Samvardhan Parv in Srinagar, Jammu & Kashmir.

    Reflecting the vision of ‘Sabka Saath, Sabka Vikas’, the Lok Samvardhan Parv will be inaugurated by the Minister at 3:00 PM tomorrow, at the Convention Centre Ground, Kashmir University, Srinagar. The event is being organized by the Ministry of Minority Affairs and will run up to April 13, 2025.

    Shri Omar Abdullah, Chief Minister of Jammu & Kashmir, will grace the occasion as the Chief Guest, and Shri George Kurian, Union Minister of State for Minority Affairs and Fisheries, Animal Husbandry & Dairying, will attend as the Guest of Honour. Several other dignitaries, senior government officials, and stakeholders from across the country are also expected to attend.

    The Lok Samvardhan Parv aims to provide a vibrant national platform for artisans and culinary experts from minority communities to showcase their crafts and traditional cuisines. Coinciding with the Tulip Season—a major tourist attraction—the event is expected to draw significant footfall, enhancing market exposure and livelihood opportunities for the participants.

    The exhibition will feature over 100 artisans from 25 States and Union Territories, presenting a diverse array of handicrafts including:

    • Kashmiri arts such as Carpet weaving, Paper Mâché, Sozni embroidery, Crewel, and Ari work
    • Shawls from Punjab
    • Handloom products from Uttarakhand
    • Traditional jewellery from Nagaland
    • Crochet work from Goa
    • Cane and bamboo products from Assam
    • Leather goods from Maharashtra
    • Matka Silk and Baswara Sarees from Bihar

    Additionally, 16 culinary experts from 12 States will offer a rich gastronomic journey through regional delicacies, including:

    • Kashmiri Wazwan
    • Gujarati cuisine
    • Bihar ka Swad
    • UP ki Chaat
    • Flavour & Fire Paan

    To further enrich the experience, daily evening cultural performances will celebrate the music, dance, and storytelling traditions of India’s minority communities.

    As a flagship initiative of the Ministry of Minority Affairs, Lok Samvardhan Parv aligns with the ‘Vocal for Local’ mission, dedicated to preserving and promoting traditional arts, crafts, and cuisines.      Interns of the Prime Minister Internship Scheme share their holistic development journey

    As part of the fourth online ‘Candidate Open House’ hosted by the Ministry of Corporate Affairs on April 3, 2025, interns enrolled under the Prime Minister Internship Scheme shared their myriad experiences during the first few months of their ongoing internship. These Candidate Open Houses serve as a vital touchpoint for aspirants interested in the scheme, candidates navigating the registration and application process, current interns and industry.

    In the previous edition of the Open House (March 27, 2024), interns from the Mahindra group shared their experiences while Mr. Don Lewis, Head of Skill Development & Education at Mahindra’s Farm Division shared his views on how an internship can provide a strong foundation for professional growth. In this Open House, Anil Bahuguna, Chief of Skill Development at ONGC India, elaborated upon how internships in ONGC are helping youth learn core skills, soft skills and contributing towards overall personality development.

    Willkilinton Deori and Aditi Kashyap – both ONGC interns from Jorhat –  spoke about their internship journey so far covering multiple aspects.  For Willkilinton, the internship has already made him a more disciplined person. Since he is expected to go to his internship location daily (weekdays), Deori feels more aware about following a daily schedule and allocating adequate time to different activities. Aditi is involved in data processing in a hydrocarbon exploration project. Before this internship, she had only read about hydrocarbons in theory. Now as part of her internship, she is involved in data processing of hydrocarbons using a specialized software called ‘Geodesk’.

    Jaya Aishwariya, an intern from Karaikal, Puducherry, mentioned that she commutes 30 km to her internship location. On hearing this, Anil Bahuguna, Chief of Skill Development at ONGC India readily offered to provide accommodation near the site to facilitate her internship journey. Jaya spoke candidly, both in English and Tamil, eager to continue her internship and progress in her career. 

    Avi Rana, another intern from Delhi, shared that several classroom trainings were conducted on diverse topics such a human resource and finance by senior managers from ONGC. These sessions covered both technical knowledge and soft skills trainings – functions of HR, understanding and interpreting financial statements, knowledge of relevant digital tools, presentation skills and communication skills. Avi feels that she is now a more confident person because of the personality development trainings she’s been part of in her internship training. Even her ONGC supervisors agreed that the trainings have significantly helped mitigate her stage fright.

    Aditya and Venkat, interns from Andhra Pradesh, said that they feel very comfortable in their internship environment to interact with their supervisors and seek help in case of difficulties. Aditya also shared that interns receive a food reimbursement of up to ₹5,000 per month. Additionally, they are provided with accommodation facilities and travel by bus, just like full-time employees.

    All the interns shared experiences that symbolises the impact of the Prime Minister Internship Scheme in providing exposure to youth across India to professional environments in top companies of India for upskilling and a well-rounded professional experience.

    An integral part of this scheme is the participation form top companies to contribute towards enhancing employability of Indian youth. Mr.  Anil Bahuguna, Chief of Skill Development at ONGC India provided an overview of ONGC’s operations and its active involvement in the scheme, especially focusing on additional benefits provided by the company including additional financial assistance, accidental insurance, food allowance, accommodation, personal protection equipment etc. Like ONGC, over 200 participating companies are offering additional benefits such as subsidized or free meals, travel and accommodation assistance, reimbursements, and other forms of financial support to their interns.

    Mr. Bahuguna also spoke about ONGC’s efforts to ensure a holistic development experience for interns. For instance, Mr. Rajdeep Singh, former Indian hockey player and currently manager at ONGC conducts sessions with the interns to share his sporting career experiences and how they’ve shaped him as an individual.

    Furthermore, Mr. Bahuguna also explained  ONGC’s intern selection process and potential pathways to full time employment in companies engaged in hydrocarbon exploration & development business. ONGC on its part  is planning to encourage its service providers  to utilise services  of suitable ONGC trained interns post their internship . For this, ONGC will soon modify contractual terms with its service providers.

    MCA officials reiterated that the selection process has commenced for some of the internship opportunities and so the candidates should be alert on the portal and regularly check the status of their applications.  The application phase for Round 2 of the pilot phase of the Prime Minister Internship Scheme is currently underway and April 15, 2025, is the last date for eligible youth to apply.

    Section 233 of the Companies Act 2013 provides for merger or amalgamation of certain companies (Fast Track Merger) through approval of Central Government [Delegated to Regional Directors].  Pursuant to Para 101 of the Budget Speech (2025-2026), it has been decided to widen the scope of such mergers.  For this purpose, a  draft notification (along with an Explanatory note) proposing amendment in the Companies (Compromises, Arrangements and Amalgamations) Rules, 2016 has been placed on the website of the M/o Corporate Affairs (www.mca.gov.in). 

    Comments/suggestions on the draft amendment rules may be sent latest by 05thMay, 2025 through e-Consultation Module on the website of Ministry of Corporate Affairs.

    Ministry of Statistics and Programme Implementation (MoSPI) organized a Conference of State Government Ministers on Strengthening of Statistical Systems on 5th April, 2025 at Vigyan Bhawan, New Delhi.

    Rao Inderjit Singh, the Hon’ble Minister of State (Independent Charge), MoSPI, Ministry of Planning, and Minister of State (MoS) for the Ministry of Culture, chaired the Conference. In his inaugural address, he appreciated the participation and committed involvement of States / Union Territories (UTs) in the conference and underscored the indispensable role of reliable data in shaping effective policies and called for unified efforts to embrace innovation, foster coordination, and uphold transparency in statistical processes, in a continued journey towards attaining the vision of “Vikshit Bharat 2047” and invited cooperation from all the States/UTs to strengthen the national statistical system.

    Dr. Saurabh Garg, Secretary, MoSPI, emphasized the importance of robust statistical system for evidence-based policymaking. He highlighted key initiatives of MoSPI, including the Support for Statistical Strengthening (SSS) Scheme and appealed for participation in the National Sample Surveys (NSS). He stressed upon the need for having sub-state level estimates for more granularity. Concluding with a call for strengthened collaboration, he emphasized greater use of administrative and alternate data sources, use of modern technology in data collection, refining statistical frameworks to promote transparency, credibility, accountability, sustainable development and capacity building of States/UTs officials through NSSTA training programmes.

    The State Government Ministers/UT Administrators appreciated the Conference of State Government Ministers and suggested that this should be made a regular feature for better coordination and holistic development of the National Statistical System. They also highlighted the importance of producing relevant, accurate, and timely statistics at both the national and sub-national levels and emphasised on the key areas where deeper collaboration and partnership between the Centre and the States is crucial for strengthening both national and state statistical systems.

    Additional Chief Secretary, Secretary (Planning), Special Secretary, Director (DES) and other senior level officers from States/ UTs also participated in the conference and made their valuable suggestions.

    The workshop featured presentations on key aspects of statistical development and reforms, focusing on strengthening the national statistical system. Discussions covered the Support for Statistical Strengthening (SSS) Scheme, State participation in the National Sample Surveys (NSS) for district-level and advancements in sub-state level estimates for GDP, IIP, and CPI. Key topics also included statistical standards like NMDS 2.0 and unique identifiers, capacity building, innovation, and sub-national SDG monitoring frameworks. The focus of the conference was also on environment accounts, data dissemination through e-Sankhyiki, review of MPLADS and monitoring of major infrastructure projects, alongside major statistical reforms and achievements.

    The Hon’ble Minister, MoSPI also released its annual publication namely “Women and Men in India 2024: Selected Indicators and Data” and also launched the website of National Statistical Systems Training Academy (NSSTA) and the Micro-data Portal of MoSPI. In addition, Semantic Search on National Industrial Classification Code, developed during the recently concluded Hackathon in IIT Gandhinagar during March, 2025 was also showcased in the Conference.

    Through this conference, MoSPI gained a understanding of the specific needs and requirements of the States/UTs to improve their statistical systems, as well as to ascertain their expectations. The States appreciated the much needed financial support made by MoSPI through the Support for Statistical Strengthening Scheme, popularly known as the SSS Scheme, in augmenting the Statistical system of the States/UTs. Most of the states requested for support from MoSPI, in terms of technical assistance, training to state officials, setting up of training institutes / Centre of Excellence at State/UT level etc. Also, some States/UTs highlighted good initiatives made in their States for improvement of statistical systems, which are worth replicating in other States/UTs.

    The conference concluded on a positive note, fostering continued collaboration with the State/UT Governments.

    Bastar is developing because now instead of Naxalism, Bastar is moving ahead with the flame of development, trust and victory

    The Chhattisgarh government will declare any village that successfully gets all Naxalites to surrender as Naxal-free and will provide a development fund of one crore rupees to that village

    When someone from Sukma becomes a sub-inspector, a barrister from Bastar, a doctor from Dantewada and a collector from Kanker, then development will happen and we have to develop and build Bastar in this way

    Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the Bastar Pandum program in Dantewada Chhattisgarh today. Many dignitaries including Chhattisgarh Chief Minister Shri Vishnu Deo Sai and Deputy Chief Minister Shri Vijay Sharma were present on the occasion.

    Union Home Minister and Minister of Cooperation said that Maharaja Praveer Chandra Bhajdev gave his life for the water, forest, land, and culture of the tribal people. He noted that Maharaja Praveer Chandra’s popularity as a people’s king was unbearable for the then government, leading to his murder through a conspiracy. Shri Shah further emphasized that today, as Bastar stands on the brink of freedom from red terror and has embarked on the path of development, the soul of Praveer Chandra Ji, wherever it may be, is undoubtedly blessing the people of Bastar.

    Shri Amit Shah stated that under the leadership of Prime Minister Shri Narendra Modi, starting next year, artists from every tribal district of the country will be included in the Bastar Pandum. He mentioned that to give international recognition to Bastar Pandum, the Modi government is working to showcase the traditions, culture, and art of Bastar by taking ambassadors from all countries on a tour of Bastar, and spreading it worldwide. Shri Shah also mentioned that 47,000 artists from 188 Gram Panchayats, 12 Nagar Panchayats, 8 Nagar Parishads, one Municipality, and 32 Janpads have participated in this festival. The district administration and the culture department have allocated 5 crore rupees for Bastar Pandum. He emphasized that this Pandum will work to preserve and promote local and traditional art, culture, craftsmanship, festivals, food, languages, customs, attire, jewelry, traditional songs, music, and cuisines in their original form.

    Union Home Minister said that we want the youth of Bastar to receive the most modern education, compete on every platform with the youth of the world, and attain global prosperity, but they should never forget their culture, language, and traditions. He further noted that the culture, dialects, musical instruments and food of Bastar are the jewels of the culture of not just Chhattisgarh but the entire India and we have to preserve it. Shri Shah mentioned that the Bastar Pandum festival, which is being celebrated in seven categories this year, will be celebrated in twelve categories next year, and tribal people from across the country will participate. Union Home Minister also said that India’s strength lies in its unity in diversity, the fusion of various cultures, arts, traditions, languages, dialects, and cuisines. He emphasized that we will stand strong in every competition with the world, but we will also preserve our culture and other heritage, and Bastar Pandum is the beginning of this effort.

    Union Home Minister said that the time has passed when bullets were fired and bomb blasts occurred here. He appealed to all Naxalites, urging them to lay down their weapons and join the mainstream because Bastar wants development. He stated that Prime Minister Shri Narendra Modi wants to give everything to Bastar, but this is only possible when there is peace in Bastar. He emphasized that children should go to school, mothers’ health should be taken care of, tribals and youth should not suffer from malnutrition, arrangements should be made for children’s education, every village should have a dispensary, and there should be a hospital in every tehsil—only then can development happen. He further mentioned that this can only be achieved if the people of Bastar decide to make every village Naxal-free. Shri Shah also mentioned that the Chhattisgarh government has announced that any village that gets all Naxalites to surrender will be declared Naxal-free and will be given a development fund of one crore rupees. He added that no one wants to harm anyone, and therefore Naxalites should abandon violence and come into the mainstream, as both the Government of India and the Government of Chhattisgarh will provide protection. Union Home Minister said that Naxalites, with their weapons, cannot stop the development of entire Bastar.

    Shri Amit Shah said that Prime Minister Shri Narendra Modi has given the slogan “Vocal for Local” and has facilitated the marketing of a unique product from each district by associating it with the GI tag, promoting it in markets across the country. He mentioned that Prime Minister Modi has emphasized that history is not limited to books; our tribal freedom fighters should receive respect and recognition across the country. Prime Minister Modi has taken steps to honor tribal heroes like Veer Gundadhur of Bastar, who fought for independence. He also highlighted that Prime Minister Modi has dedicated the birth anniversary of Bhagwan Birsa Munda as “Janjatiya GauravDiwas” and has declared the 150thanniversary year as “Janjatiya Gaurav Varsha”.

    Union Home Minister and Minister of Cooperation stated that previous governments gave the slogan of “Garibi Hatao”, but for 75 years did nothing for the development of the poor. Prime Minister Modi, over the past 10 years, has built over 4 crore houses for the country’s millions of poor, provided 11 crore gas connections, constructed 12 crore toilets, delivered tap water to 15 crore homes, distributed free rations to 80 crore people, and provided free medical treatment up to 5 lakh rupees for 70 crore people.

    Shri Amit Shah said that those who have understood that for development, one needs a computer, not a gun in hand, and a pen, not IEDs and grenades, have all surrendered. He mentioned that in the direction of ending Naxalism, 521 Naxalites have surrendered so far this year, while 881 Naxalites surrendered in 2024. Shri Shah expressed confidence that those Naxalites who lay down their arms will be able to join the mainstream and progress, but those who choose the path of violence by picking up weapons will be dealt with strictly by the security forces. He added that the Modi government is committed to making the entire country free from Naxalism by March 2026.

    Union Home Minister said that Bastar has now become a symbol of the future, not fear. Earlier, due to the terror of Naxalites, politicians were stopped from holding rallies and gatherings, but times have changed. Today, they are celebrating Ram Navami, Ashtami, and the Bastar Pandum Festival in front of 50,000 tribal brothers and sisters. He mentioned that where once the sound of bullets echoed, now the sound of machines is heard; where villages were once desolate, now school bells ring; where roads were once a dream, highways are being built; and where children once feared going to school, today they are connecting with the world through computers. He added that Bastar’s development is happening because no one is associating with Naxalism anymore.

    Shri Amit Shah said that Bastar is now moving forward with the light of development, trust, and victory. He emphasized that village assemblies should be convened to encourage Naxalites to surrender and help open the path to development. Shri Shah further stated that when someone from Sukma becomes a Sub-Inspector, from Bastar becomes a Barrister, from Dantewada becomes a Doctor, and from Kanker becomes a Collector, then development will take place. This is the kind of development and progress we need to create in Bastar. He urged everyone to work with dedication and fearlessness to make the dreams of development a reality, as under PM Modi’s leadership, no one needs to be afraid.

    Raksha Mantri Shri Rajnath Singh reviewed the maritime security situation, operational readiness of the Indian Navy, and the future outlook during the inaugural phase of the first Naval Commanders’ Conference of 2025 in Karwar, Karnataka on April 05, 2025. Raksha Mantri interacted with the Naval Commanders, with deliberations focussing on addressing contemporary security paradigms, formulating the way ahead to further the combat capability of the Navy, and addressing strategic, operational & administrative aspects. He was accompanied by Chief of Defence Staff General Anil Chauhan, Chief of the Naval Staff Admiral Dinesh K Tripathi, Defence Secretary Shri Rajesh Kumar Singh and other senior officials.

    Addressing the Commanders, Shri Rajnath Singh commended the Navy’s contribution in strengthening India’s maritime security, surpassing the expectations of the people in every situation, and displaying continued commitment towards serving the nation with new energy & innovation.

    Raksha Mantri asserted that it is a necessity to reorient the future roles of the Armed Forces amidst the present unpredictable geopolitical landscape. He referred to the acceptance of global experts that 21stcentury is Asia’s century and India will have a crucial role to play, stating “It is our responsibility to ensure peace and prosperity in the Indo-Pacific as the region has become a focal point for the world”.

    Shri Rajnath Singh reiterated that India stands for a free, open and rule-based order in accordance with the UN Convention on the Law of the Sea (UNCLOS), urging the Commanders to assess the changing circumstances and ensure planning, resourcing & exercising accordingly, while remaining alert and prepared. “Security is an ongoing adaptation process, wherein there is a need to keep assessing, planning, and coming out with new ideas. We need to analyse how India can make its role more effective,” he said.

    Emphasising that national security is of paramount importance to the Government, led by Prime Minister Shri Narendra Modi, Raksha Mantri stated that it has always been ensured that the requirements of the Armed Forces are fulfilled. “The speed at which the work of naval modernisation is being carried out for the last 10-11 years is unprecedented. Induction of new platforms, state-of-the-art equipment has significantly enhanced our Naval prowess and the morale of our brave sailors. It is a testimony to the fact that we are always standing with you in your preparations,” he said.

    On 2025 being declared as the ‘Year of Reforms’ in the Ministry of Defence, Shri Rajnath Singh called for concerted efforts of all stakeholders to fulfil their commitment to reforms. “There are two types of reforms. One is policy reforms which are carried out at the level of the Ministries. Many officers look into policy-related issues, obtain feedback from everyone and formulate policies accordingly. The second type is ground-level reform. Whether it is related to training, R&D, financial or manpower reforms, your role is most important in all these. Till the time there is no convergence of top-down approach and bottom-top approach, we will not be able to achieve our reforms’ goal in the right manner,” he told the Commanders.

    The conference is the apex-level, biannual event facilitating deliberations on significant strategic, operational, and administrative issues among the top Naval Commanders. It plays a pivotal role in emphasising India’s role as a ‘Preferred Security Partner’ in the Indian Ocean Region, bolstering the Navy’s contribution to regional peace, security, and stability.

     The second phase of the conference will be held in New Delhi from April 07 to 10, 2025, witnessing a comprehensive review of major operational, materiel, logistics, HR development, training, and administrative aspects. Chief of Defence Staff, Chief of the Army Staff & Chief of the Air Staff will also engage with Naval Commanders during the Conference to foster synergy amongst the three Services and further drive the convergence efforts.

    The Commanders will also engage with Foreign Secretary Shri Vikram Misri and Shri Amitabh Kant on issues related to foreign policy and international engagement. The Indian Navy’s quest to strengthen modernisation, indigenisation, and self-reliance in line with Government’s vision of Aatmanirbharta is the key focus area of the event.

    In a historic event, Delhi became the 35th State/UT to implement the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) after the National Health Authority (NHA) of the Union Ministry of Health and Family Welfare (MoHFW) entered into a Memorandum of Understanding (MoU) with the Department of Health & Family Welfare, Government of NCT, Delhi.   

    The agreement was signed between Smt. L.S Changsan, Addl Secretary, MoHFW & Chief Executive Officer, National Health Authority (NHA), and Dr S.B. Deepak Kumar, Secretary (Health & Family Welfare), Department of Health & Family Welfare, Government of NCT Delhi, here today. 

    The signing ceremony was presided by Shri Jagat Prakash Nadda, Union Minister of Health and Family Welfare & Chemicals and Fertilizers in presence of Smt. Rekha Gupta, Chief Minister, Government of NCT Delhi; Shri Harsh Malhotra, Union Minister of State for Corporate Affairs  and Ministry of Road Transport and Highways; Smt. Anupriya Patel, Union Minister of State for Health and Family Welfare & Chemicals and Fertilizers; and Dr. Pankaj Kumar Singh, Minister, Health and Family Welfare & Transport and Information Technology, Delhi. Smt. Bansuri Swaraj, Shri Praveen Khandelwal, Shri Kamaljeet Sehrawat, Shri Manoj Kumar Tiwari, Shri Ramvir Singh Bidhuri and Shri Yogendra Chandolia – Members of Parliament (MPs) from NCT Delhi; Smt. Punya Salila Srivastava, Union Health Secretary and Shri Dharmendra, Chief Secretary, NCT Delhi were also present during the event.

    Addressing the gathering, Shri J P Nadda stated, “It is a moment of pride that the world’s largest health coverage scheme which has been in place across 34 states and UTs in the country is finally getting implemented in the national capital as well.” He stated that this scheme is built on trust, hence it is termed as an ‘assurance’ scheme, not an insurance scheme.

    Shri Nadda noted that on the basis of economic caste census, 50 crore people were brought under this scheme, making it the first such scheme to do so. He also informed that 36 lakh frontline health workers, including ASHAs and Angadwadi workers were brought under this scheme and the Pradhan Mantri Jeevan Bima Yojna to cover both health and life insurance. This, he stated, was done to bring these frontline workers under the ambit of comprehensive social security coverage.

    The Union Health Minister stated that with the implementation of AB PM-JAY in Delhi, all senior citizens aged 70 years and above, irrespective of their socio-economic status, will be covered under Ayushman Vay Vandana Yojana which provides Rs 5 lakh free health cover to all senior citizens of the age 70 years and above irrespective of their socio-economic status. This will provide health cover to all eligible senior citizens where all pre-existing diseases will be covered from day one.  “It is estimated that more than 6 lakh senior citizens in Delhi belonging to ~4.5 lakh families will be benefited”, he stated. “With around 30 lakh people belonging to over 6.5 lakh families and an estimated 6 lakh senior citizens, about 36 lakh people in Delhi will be benefitted by the Ayushman Bharat PM-JAY scheme”, he further stated.

    Shri Nadda highlighted that through the AB PM-JAY scheme, 55+ crore beneficiaries were targeted comprising 12 crore families which covered 40% of the vulnerable population of India. He said that implementation of AB PM-JAY will help create a healthy, empowered and prosperous Delhi. He also highlighted that out-of-pocket expenditure has declined from 62% in 2014 to 38% today owing to this scheme.

    Citing a recent LANCET study, Shri Nadda underlined that timely cancer treatment initiation has improved significantly because of the Ayushman Bharat Jan Aarogya Yojna. “Patients enrolled under AB-PMJAY saw 90% rise in access to cancer treatment within 30 days”, he stated.

    Speaking on the occasion, Smt. Rekha Gupta said, “Citizens in Delhi will now be able to reap benefits from AB PM-JAY which provides free health cover of Rs. 5 Lakh to each beneficiary family per year. In addition, Delhi government would be giving an additional top-up of 5 lakhs over and above the cover provided by Central Government. Around 6.54 lakh families in Delhi will be benefitted under the scheme.”

    She also highlighted that beneficiaries will now gain access to 1,961 health benefit packages from 27 medical specialties, featuring updated procedures and better rates for hospitals. She also informed that card distribution for the scheme will be initiated from 10th April 2025 onwards.

    Smt. Anupriya Patel said, “today is a historic day for the people of Delhi as this MoU reflects a common commitment of the Union and Delhi government to provide quality and affordable healthcare to residents of Delhi.”

    Highlighting that AB PM-JAY is the largest health assurance scheme in the world, she stated that Rs. 1.75 crore out-of-pocket expenditure have been saved so far because of the scheme. She also noted that around 6.54 lakh families in Delhi will be benefited with timely and quality healthcare, including all senior citizens, aged 70 years and above.

     

    Ayushman Bharat PM-JAY, launched on 23rd September 2018, has been a game-changer in healthcare, mainly for the millions of poor and vulnerable families across the country. In just five years, it enabled them with timely access and quality healthcare without burdening them with catastrophic health expenditure during medical emergencies.

    Prime Minister had a productive meeting today with the President of Sri Lanka, H.E. Anura Kumara Disanayaka, at the Presidential Secretariat in Colombo. Ahead of the talks, Prime Minister was accorded a ceremonial welcome at Independence Square. Prime Minister is the first foreign leader to pay a State visit to Sri Lanka since President Disanayaka took office in September 2024.

    2. ​The two leaders held detailed discussions in restricted and delegation level format on further deepening the special and close bilateral ties that are rooted in shared history and driven by strong people-to-people linkages. They reviewed cooperation in the fields of connectivity, development cooperation, economic ties, defence relations, reconciliation and fishermen issues. Prime Minister reiterated Sri Lanka’s importance in India’s Neighbourhood First Policy and Vision MAHASAGAR. He conveyed India’s continued commitment to assist in Sri Lanka’s economic recovery and stabilization.

    3. ​Following the talks, the two leaders virtually inaugurated several projects. These include 5000 solar rooftop units installed at religious places across Sri Lanka and a temperature-controlled warehousing facility at Dambulla. They also virtually participated in the ground-breaking ceremony for the launch of the 120 MW Sampur Solar power project.

    4. The two leaders witnessed the exchange of seven MoUs in the fields of energy, digitization, defence, health and multi-sectoral assistance in the Eastern Province. Prime Minister announced support for the development of the Thirukoneswaram temple in Trincomalee, the Sacred City project in Anuradhapura and the Sita Eliya temple complex in Nuwara Eliya. In the areas of capacity building and economic support, a comprehensive package for training an additional 700 Sri Lankan citizens annually, and the conclusion of Bilateral Amendatory Agreements on Debt Restructuring were also announced. In keeping with the shared Buddhist heritage of the two countries, Prime Minister announced that Holy Relics of Lord Buddha from Gujarat would be traveling to Sri Lanka for the International Vesak Day celebrations.   • MIL-OSI Asia-Pac: Prime Minister receives the highest Sri Lankan Honour for Foreign Leaders

    The President of Sri Lanka, H.E. Anura Kumara Disanayaka, today conferred on Prime Minister Shri Narendra Modi the Sri Lanka Mitra Vibhushana award, the country’s highest honour bestowed on foreign leaders. This is the first time that an Indian leader is receiving this award. The award was conferred on Prime Minister for his enduring contribution to strengthening India-Sri Lanka friendship.

    2.​Accepting the award on behalf of 1.4 billion people of India, Prime Minister dedicated the honour to the special friendship between India and Sri Lanka and the age-old links between the people of the two countries.
