    Transformation of Thonoknyu block is an inspiration for others: Union Minister Smt. Raksha Khadse

    Smt Khadse becomes First Union Minister to Visit the Noklak, “Frontier District”.

    Union Minister of State for Youth Affairs and Sports, Smt. Raksha Nikhil Khadse, became the first minister to visit Noklak, Nagaland, one of the most remote districts in the country. During her visit, she was given a briefing on the district’s development by the Deputy Commissioner of Noklak, Shri Arikumba. She also reviewed the progress of the ThonoknyuU Aspirational Block Programme, interacted with civil society representatives, and visited key sites, including Nokyan village, the District Hospital and the Multi-Discipline Sports Complex of Noklak.

    Noklak, known as the “Frontier District,” is located in Nagaland’s easternmost region. The district, which has a total population of 55,434 according to the 2011 Census, is roughly 1,152 square kilometers in size. With 14,630 households, it is mostly rural and home to the Khiamniungan Naga tribe. Low population density and an agrarian economy based on the production of millets, perilla seeds, maize, beans, yam, and Job’s Tear are characteristics of Noklak. The district’s cultural legacy has also been acknowledged; in 2022, the Sustainable Development Award for Economic Sustainability went to the Noklak Masterpieces.

    During the visit Smt. Khadse assessed the progress made by the Thonoknyu Block in 40 key development indicators under the themes such as Health & Nutrition, Education, Agriculture, Social Development and Basic infrastructure. The Block which was previously ranked among the least aspirational blocks, has improved significantly, rising from 465th place in March 2023 to 85th place in September 2024 out of 500 blocks in India.

    The Sampoornata Abhiyan, a targeted three-month campaign that was implemented from July to September 2024 across six key performance indicators, has played a major role in this change. Thonoknyu Block has attained 100% saturation in five of the six KPIs, despite being ranked 465th out of 471 aspirational blocks as of March 2024. The remarkable progress we witnessed in Thonoknyu Block is a shining example that when dedication meets determination and coordination every milestone could be achieved, Smt. Khadse.

    During the interaction, the Union Minister remarked that for India to thrive as a nation, its most remote and underdeveloped regions must no longer be left behind and reiterated the government’s commitment to inclusive development. She highlighted that the progress made by Noklak district and Thonoknyu Block reflects the impact of focused governance and community participation. She reaffirmed the government’s resolve to provide the necessary resources and opportunities to even the most geographically isolated regions, ensuring sustainable growth and development.

    100 New Food Testing Labs to be Established with Financial Support from Ministry of Food Processing Industries, Announces Ravneet Singh Bittu

    Bathinda, 22nd March 2025 – In a bid to enhance food safety and quality, Ravneet Singh Bittu, the Union Minister of State for Railways and Food Processing Industries, announced that the Ministry of Food Processing Industries (MOFPI) will financially support the establishment of 100 new NABL-accredited food testing laboratories across India in the financial year 2025-26.

    Bittu, who inaugurated a world-class food testing laboratory at Maharaja Ranjit Singh Punjab Technical University, highlighted the critical role of food testing in ensuring food safety. “Food testing is vital for ensuring that food products meet safety standards and are free from harmful contaminants and pathogens,” he said.

    The initiative is part of the government’s broader plan under the Pradhan Mantri Kisan Sampada Yojana (PMKSY), which has allocated ₹503.47 crore for 205 laboratory projects. Out of these, 169 projects have already been completed, with ₹349.21 crore disbursed. These labs play a crucial role in meeting the requirements of major regulatory bodies such as the Food Safety and Standards Authority of India (FSSAI), the Export Inspection Council of India (EIC), the Agricultural and Processed Food Products Export Development Authority (APEDA), and international agencies like the USFDA and EU regulations.

    Farmers and producers in sectors such as citrus fruits, green peas, cauliflower, carrots (both fresh and frozen), milk and milk products, basmati rice, wheat, millets like bajra and sorghum, mustard and sunflower oilseeds, and farm-produced shrimp will benefit from these state-of-the-art facilities. These laboratories help ensure compliance with global standards, support exports, and improve the overall quality of food products, ultimately contributing to higher income for farmers and job creation, particularly for skilled technical personnel.

    The laboratory inaugurated at Bathinda will employ cutting-edge technologies like GC-MS/MS, ICP-OES, HPLC, and UV spectrophotometers for testing pesticide residues, heavy metals, microbiological contaminants, and more. With a total project allocation of ₹253.12 lakh and ₹191.259 lakh already released, the facility will serve food processors, farmers, and food businesses to ensure the safety and quality of food products.

    Elaborating on the achievements of the food processing sector in Punjab, Ravneet Singh shared that the Ministry has approved 24 cold chain projects totaling ₹553 crore, 3 agro-processing cluster projects worth ₹70 crore, 16 food processing units with an investment of ₹432 crore, and 10 food testing laboratories totaling ₹48 crore. Under the PMKSY scheme, 61 projects amounting to ₹1557 crore have been approved in Punjab, with a grant of ₹419 crore.

    Additionally, six factories in Punjab have committed investments under the Production-Linked Incentive (PLI) Scheme, totaling ₹126.31 crore. Over 2,500 micro-entrepreneurs in Punjab have received subsidies under the Pradhan Mantri Formalization of Micro Enterprises (PMFME) Scheme, and 1,296 members of Self-Help Groups (SHGs) have received seed capital approval amounting to ₹3.99 crore. In Bathinda and Mansa, honey and milk-based products are identified as the key products under the “One District, One Product” initiative.

    In Bathinda, 483 loans amounting to ₹142.3 crore were disbursed, while in Mansa, 253 loans amounting to ₹72.15 crore were granted. Additionally, Self-Help Groups in Bathinda and Mansa received seed capital funding of ₹75 lakh and ₹18 lakh, respectively, under the PMFME scheme.

    Ravneet Singh also visited an exhibition organized by PMFME beneficiaries, showcasing their products.

    The AGM of Indian National Trust for Art and Cultural Heritage (INTACH) was held on 22nd March 2025 at the Head Office in New Delhi. The Elections were held successfully for the post of Chairman and Governing Council members. After following due procedure the results were declared and Shri. Ashok Singh Thakur was elected as Chairman for a period of 3 years.

     

    INTACH is India’s premier heritage conservation organisation formally constituted on 27th January, 1984. It is a national registered Society under the Societies Registration Act (1860). Our mandate is to preserve and conserve the environment, to revitalise intangible heritage and to foster awareness and appreciation of our immense heritage. It also acts as a cultural bank for providing financial and technical expertise towards the preservation of cultural, natural resources and heritage as also of cultural and innovative activities. The INTACH Charter was adopted in 2004 which serves as a foundation document guiding heritage conservation in India. Recognizing the evolving nature of heritage, we are currently working on revising the Charter to make it interdisciplinary, ensuring it encompasses all aspects of heritage from tangible and intangible to natural and cultural dimensions.

    The ‘India 2047: Building a Climate-Resilient Future’ symposium concluded today at Bharat Mandapam, New Delhi, with a resounding call for sustained action, collaboration, and policy-driven climate adaptation and resilience.

    In his remarks during the valedictory session, Union Minister of State for Environment, Forest and Climate Change, Shri Kirti Vardhan Singh, highlighted India’s remarkable journey in confronting climate challenges. He emphasized the multidimensional nature of climate action, touching upon critical issues such as the impact of heatwaves and water scarcity on agriculture, the urgency of building resilient health systems, adaptation financing, and innovative solutions in the built environment. He called for comprehensive climate adaptation and resilience measures.

    The Minister outlined Critical Action Points that emerged from the symposium:

    • Stronger Institutional Frameworks: Climate adaptation must be embedded across all levels of governance, including at the local level.
    • Community-Driven Solutions: Policies should be tailored to ground realities, local needs and circumstances.
    • Immediate and Long-Term Action: While emergency interventions like heat relief programmes are vital, systemic changes in infrastructure, policy and financing are pertinent for long-term resilience. Addressing adaptation finance, is a critical pillar for mainstreaming adaptation in the short-term and long-term climate adaptation actions.
    • Collaborative Implementation: Policymakers, researchers, businesses, and communities must work together to scale up just and equitable climate adaptation strategies.

    Shri Singh mentioned that the collaboration between Ministry of Environment, Forest & Climate Change, Government of India and Harvard University represented by Lakshmi Mittal and Family South Asia Institute and The Salata Institute for Climate and Sustainability has been a unique opportunity to bring together experts and stakeholders facilitating exchange of ideas. He suggested that the lessons and recommendations from this Symposium be taken, as appropriate, to support India’s continued lead in addressing the Climate challenges of the 21st century.

    Over the past four days, the symposium served as a dynamic knowledge sharing platform for experts from diverse fields—including climate science, public health, labour, and urban planning—to deliberate on the urgent challenges posed by climate change and the pathways to a resilient future. The deliberations focused on four key themes: Climate Science of Heat and Water with its implications on Agriculture, Health, Work and the Built Environment.

    The climate adaptation in Agriculture requires evidence-based policies and decision-making. Emphasis was placed on localized governance and climate-resilient agricultural practices to improve food security and nutrition. Discussions suggested integrating scientific research with policy, long-term climate changes, water use trends, establishing local climate forums, stakeholder-centric metrics, and integrating AI in forecasting. Experts highlighted the need for communication among stakeholders, technological advancements, and balancing short-term and long-term adaptation strategies.

    The resilience in Health sector discussion focused on quantification of heat exposure and its impact on human health, emphasizing the need to improve data collection, correlation and consideration of local context, using the advancements in AI and machine learning. The deliberation also stressed the importance of strengthening climate-responsive public health systems, addressing the fragmented health data landscape, and promoting cross-sectoral collaboration. Emphasis was placed on multi-sectoral governance, suitable metrics, and training healthcare workers on climate-linked health risks, with a focus on leveraging existing programmes and engaging in multi-stakeholder collaboration for policymaking.

    Adaptation at Work is essential to address the heat-related stress and its impact on workers. The challenges faced by workers especially women were recognized and best practices in technical and behavioral adaptation, emphasizing health standards, occupational safety, safe civic spaces, etc. were highlighted.  The importance of government intervention, innovative financial solutions, and multi-stakeholder collaboration was underscored to enhance resilience in diverse geo-climatic conditions. The need for comprehensive strategies, considering local work culture and conditions, leveraging existing policies was emphasized to protect workers from climate-induced heat stress.

    The Built environment we live in, directly impacts our adaptation capacities. The experts in the sector emphasized a balanced approach to urban resilience, combining legal mandates with market-based incentives. The importance of addressing vulnerable populations, particularly in slum areas was highlighted, through local interventions and long-term planning. The success of urban planning policies depends not just on their design but also on operational feasibility, efficiency and cultural acceptance. The need for responsive urban planning frameworks, interdisciplinary collaboration, and action-oriented research was emphasized. There is a need to shift focus to thermal comfort for all.

    Professor Caroline Buckee from Harvard University emphasized the need for more granular data to identify those most at risk from climate impacts. She highlighted the challenges posed by India’s large health system and the importance of integrating health data across different sectors. Professor Buckee also stressed the value of timely censuses for accurate epidemiological estimates and the need for interdisciplinary approaches to address the complex interactions between climate change, health, and other sectors.

    Shri Tanmay Kumar, Secretary (MoEFCC), emphasized the importance of building local capacities to address climate impacts effectively. He highlighted the need for integrated approaches that consider the unique challenges faced by different regions and communities. He noted that adaptation strategies must be inclusive and community-driven, drawing on traditional knowledge and practices. He emphasized that climate resilience and sustainable development require continuous collaboration and commitment. He also reaffirmed that the Ministry remains committed to ensuring that climate resilience strategies are inclusive, sustainable and grounded in scientific evidence and also take into account the development aspirations.

    Prof. Tarun Khanna, Director (The Lakshmi Mittal and Family South Asia Institute, Harvard University), appreciated the collaboration and expressed his gratitude towards the Ministry and Harvard University represented by Lakshmi Mittal and Family South Asia Institute & The Salata Institute for Climate and Sustainability for bringing together leaders from across the field to collaboratively work on the leading challenge of our times. He highlighted the collaborative spirit and the diverse energies that came together to make this symposium a success.

    Shri Naresh Pal Gangwar, Additional Secretary (MoEFCC), expressed heartfelt gratitude to all distinguished speakers, experts, and panelists for sharing their knowledge and insights. He urged everyone to continue working with renewed focus and dedication, emphasizing the importance of collaboration and determination in addressing climate challenges.

    The symposium concluded with a strong message for continued dialogue, knowledge sharing and collaborative efforts. As India moves toward its centenary of independence, the outcomes of this symposium could contribute while shaping appropriate policies and measures for building a climate-resilient future for the nation.

    The second frigate of Project 1135.6 Additional Follow-on Ships, named ‘Tavasya’, built by Goa Shipyard Limited (GSL), was launched by Mrs. Neeta Seth in the presence of Raksha Rajya Mantri Shri Sanjay Seth, and FOC-in-C West Vice Admiral Sanjay J Singh today on 22 Mar 25 at GSL, Goa. These Frigates are Follow-on of P1135.6 ships, which are now being constructed indigenously by Indian Shipyard.

    Addressing the gathering on the occasion, Raksha Rajya Mantri highligted the Indian Navy’s growing self-reliance. He underlined, “This launch is a defining moment in India’s Naval history, showcasing our technological capabilities and unwavering commitment to self-reliance.”

    Raksha Rajya Mantri further stressed that the successful localization of critical components such as BrahMos missile system, torpedo launchers, sonar, and auxiliary control systems demonstrates the growing resilience of India’s shipbuilding ecosystem. “The launch of Tavasya is not just a step forward for the Indian Navy but a giant leap for India’s strategic defence ambitions,” he added.

    The ship has been named ‘Tavasya’, after the mace of legendary warrior ‘Bhima’ from the ‘Mahabharata’, representing the indomitable spirit and growing strength of the Indian Navy.

    The contract for building two Project 1135.6 Follow-on frigates was signed between the Ministry of Defence and Goa Shipyard Limited on 25 Jan 19. The first ship ‘Triput’, was launched on 23 Jul 24. These ships are designed for surface, sub-surface and air combat operations. ‘Triput’ and ‘Tavasya’ are 124.8 m long and 15.2 m wide, with a draught of 4.5 m. The displacement is approximately 3600 tons with a maximum speed of 28 knots.

    ‘Triput’ and ‘Tavasya’ have a large percentage of indigenous origin equipment, weapons and sensors, ensuring large scale defence production by Indian manufacturing units generating employment and capability enhancement within the country. These ships are also equipped with stealth features, advanced weapon & sensors and platform management systems.

    H.E. E.P. Chet Greene Minister of Foreign Affairs, Trade and Barbuda Affairs of Antigua and Barbuda, while on visit to India called upon Dr. Mansukh Mandaviya, Union Minister of Youth Affairs & Sports and Labour & Employment, Government of India at his office at Shram Shakti Bhawan on 21.03.2025.

    Both sides highlighted the historical ties between India and Antigua & Barbuda. Discussions explored avenues for cooperation in various sports, including Cricket, Football, Rugby, Basketball, and Volleyball. The Antiguan delegation expressed keen interest in expanding mutual support and collaboration at multilateral forums.

    The dialogue also covered key areas such as exchange programs for athletes and coaches, sports science, medicine, management, and infrastructure development. Recognizing Sir Viv Richards’ immense popularity in India, the Antiguan side sought bilateral assistance to upgrade cricketing facilities in their country, aiming to strengthen their national team. Additionally, discussions were held on engaging Antigua & Barbuda cricketing legends in coaching academies in India to mentor young talent.

    H.E. E.P. Chet Greene conveyed gratitude to the Hon’ble Minister of Sports for his past contributions and acknowledged India’s support during the COVID-19 pandemic through vaccine assistance. He appreciated the visionary leadership of Hon’ble Prime Minister Narendra Modi in championing global south, economic growth, healthcare, and digital innovation.

    Both sides stressed on enhancing people to people relations through cooperation and collaboration in sports.

    PLI scheme incentivizes domestic manufacturing, increases production, creates new jobs and boosts exports

    PLI scheme clocks ₹1.61 lakh crores in investment,₹14 lakh crore in production, ₹5.31 lakh crore in exports and generates 11.5 lakh jobs

    764 applications approved across 14 sectors with 176 MSME beneficiaries

    Keeping in view India’s vision of becoming ‘Atmanirbhar’, Production Linked Incentive (PLI) Schemes for 14 key sectors are under implementation to enhance India’s Manufacturing capabilities and Exports. The impact of PLI Schemes has been significant across various sectors in India. These schemes have incentivized domestic manufacturing, leading to increased production, job creation, and a boost in exports. They have also attracted significant investments from both domestic and foreign players.

    As on date, 764 applications have been approved under PLI Schemes for 14 key sectors. 176 MSMEs are among the PLI beneficiaries in sectors such as Bulk Drugs, Medical Devices, Pharma, Telecom, White Goods, Food Processing, Textiles & Drones.

    Actual investment of around 1.61 lakh crore (US$ 18.72 billion) has been reported till November 2024 which has generated Production/ Sales of around 14 lakh crore (around US$ 162.84 billion) against targets of 15.52 lakh crore up to FY 2024-25 and Employment of over 11.5 lakhs (Direct & Indirect).

    PLI Schemes have transformed India’s exports basket from traditional commodities to high value-added products such as electronics & telecommunication goods, processed food products etc. PLI Schemes have witnessed exports surpassing 5.31 lakh crore (around US$ 61.76 billion), with significant contributions from sectors such as Large-Scale Electronics Manufacturing, Pharmaceuticals, Food Processing, and Telecom & Networking products.

    Incentive amount of around Rs. 14020 crore disbursed under PLI Schemes for 10 Sectors viz. Large-Scale Electronics Manufacturing (LSEM), IT Hardware, Bulk Drugs, Medical Devices, Pharmaceuticals, Telecom & Networking Products, Food Processing, White Goods, Automobiles & Auto components and Drones & Drone Components.

    Individual cases have been approved over a period of time, through a transparent mechanism. Projects are implemented over a period of time ranging from 2 years to 3 years, depending on the nature of manufacturing and claims are usually made after 1st year of production. Hence, most of the projects are at implementation stage and will be filing incentive claims in due course.

    In the PLI scheme for specialty steel, about 20,000 crore of investments have been made by companies out of 27,106 crore committed and these projects have given a direct employment of 9000. Incentive of 48 crore has been released to the industry so far. The Ministry of Steel estimates that an incentive of 2,000 crore will be disbursed by the end of the scheme tenure. 14 of 58 projects withdrew from the scheme either because of change in business plans of the company and project execution delays.

    It may be worth noting that as many as 35 companies have shown interest in the second round of the PLI scheme for specialty steel. A further commitment of 25,200 crore investment has been committed by these companies. The Ministry of Steel is in the process of selection and signing MoUs with these companies. An incentive of 3,600 crore is estimated to be disbursed to these projects.

    Under the PLI Scheme for the Food Processing Industry, the deadline for filing claims is November 30 for Millets and December 31 for other categories. Most approved beneficiaries submit their claims in the second half of December, after which they are processed, and disbursements occur between January and March. Therefore, assessing incentive disbursements between April and October does not provide an accurate representation. For the FY 2022-23 claim year, an incentive of ₹474 crore has been disbursed. For FY 2023-24, the disbursement target is ₹700 crore, which is on track to be achieved.

    The PLI Scheme for the Food Processing Industry (PLISFI) currently has 171 active beneficiaries across all categories. Given this large number, the withdrawal of six beneficiaries is not significant. Moreover, these applicants withdrew primarily due to their inability to meet their committed investment or expenditure on Branding & Marketing abroad.

    The PLI Scheme has created immense impact across sectors and areas of the economy:

    1. Strengthening India’s position in Global Value Chains: India is now a part of key global value chains instead of being an importer of advanced/intermediate products and components.
      1. Under the PLI Scheme for Promoting Domestic Manufacturing of Medical Devices, 19 green-field projects have been commissioned and production of 44 products including high end medical devices such as Linear Accelerator, MRI machines, CT-Scans, Mammograms, C- Arms, Ultrasound machines etc., which were previously imported into the country has started.
      2. 84 companies under the PLI Scheme for White Goods (ACs and LED Lights) are set to bring investments of 10,478 crore, strengthening domestic capacity in AC and LED segment. For ACs, the selected companies will be manufacturing components like, compressors, copper tubes among others.
      3. Similarly, for LED Lights, LED Chip packaging, LED Drivers, LED Engines, LED Light Management Systems and Metallized films for capacitors etc. will be manufactured in India instead of being imported.
    1. Promoting Domestic Industry: More companies are setting up manufacturing units in India, including MSMEs and startups.
      1. The drone sector has experienced rapid growth, with turnover increasing seven-fold under the PLI scheme for Drones Drone Components. Driven by MSMEs and startups, this success has attracted significant investments and job creation, positioning India as a global leader in drone manufacturing.
      2. India has achieved 60% import substitution in telecom products under the PLI scheme for Telecom & Networking Products. Global tech companies have set up manufacturing units, turning India into a major exporter of 4G and 5G telecom equipment.

      2. India’s position in the global pharmaceuticals market has expanded and it is the third-largest player by volume. Exports now account for 50% of production, and the country has reduced reliance on imports by manufacturing key bulk drugs like Penicillin G.

    The purpose of the PLI Schemes is to attract investments in key sectors and cutting-edge technology; ensure efficiency and bring economies of size and scale in the manufacturing sector and make Indian companies and manufacturers globally competitive. These schemes have the potential of significantly boosting production, increasing manufacturing activities and contributing to economic growth over the next five years or so.

    PLI Scheme is to give a kick start and to lay the foundation for creating a manufacturing ecosystem. All the approved sectors identified under PLI Schemes follow the broad criteria of focusing on key technologies where India can leapfrog and multiply employment, exports and overall economic benefits for the economy. These sectors were approved after vetting by NITI Aayog and after detailed deliberations with concerned Ministries/ Departments.

    Goa Shipyard Limited (GSL), one of India’s premier defence shipyards, achieved yet another historic milestone with the successful launch of ‘Tavasya’, the second frigate of Project 1135.6 (Yard 1259) today, March 22, 2025. The launch marks a significant advancement in India’s self-reliance in warship construction, reinforcing the country’s vision of Atmanirbhar Bharat in defence manufacturing.

    The ship was ceremonially launched by Smt Neeta Seth, in the esteemed presence of Shri. Sanjay Seth, Hon’ble Raksha Rajya Mantri, who graced the occasion as the Chief Guest. Addressing the gathering, Hon’ble Raksha Rajya Mantri commended the GSL’s extraordinary achievement in launching two complex, weapon-intensive frigates within just eight months, despite geopolitical challenges affecting global supply chains. Highlighting the Navy’s growing self-reliance, he remarked:

    “This launch is a defining moment in India’s Naval history, showcasing our technological capabilities and unwavering commitment to self-reliance. The successful localization of critical components such as the BrahMos missile system, torpedo launchers, sonar, and auxiliary control systems demonstrates the growing resilience of India’s shipbuilding ecosystem. The launch of Tavasya is not just a step forward for the Indian Navy but a giant leap for India’s strategic defence ambitions,” the minister said.

    With a displacement exceeding 3800 tons, ‘Tavasya’ is engineered to execute a diverse range of offensive and defensive operations, ensuring strategic dominance in the Indian Ocean Region. Equipped with advanced stealth features, high-endurance capabilities, and next-generation combat systems, the ship represents a significant boost to the operational might of the Indian Navy, the minister said. He reaffirmed India’s ambition to emerge as a global leader in warship exports, citing GSL’s pioneering role in defence exports and the Ministry of Defence’s vision to achieve ₹50,000 crore in defence exports by 2029.

    Speaking on the occasion, Shri Brajesh Kumar Upadhyay, Chairman and Managing Director, GSL, highlighted the shipyard’s remarkable evolution into a strategic defence asset for the nation. “The launch of ‘Tavasya’ is the culmination of our relentless pursuit of excellence in indigenous warship building. From being a mid-sized shipbuilder, GSL has evolved into a leading defence yard, now delivering some of the most complex naval platforms. This project reaffirms our capability to execute high-end warship programs with precision, efficiency, and unmatched commitment to national security,” he said.

    The event was attended by Shri. Sadanand Tanawade,  MP-Rajya Sabha, Cap. Viriato Fernandes, MP-Lok Sabha,  senior dignitaries, including Vice Admiral SJ Singh, PVSM, AVSM, NM, FOC-in-C (WNC); Vice Admiral Rajaram Swaminathan, AVSM, NM, CWP&A; Shri Brajesh Kumar Upadhyay, Chairman and Managing Director, GSL, as well as officials from the Ministry of Defence, Senior Indian Navy officers, and GSL personnel.

    It is a maiden attempt by an Indian Shipyard to construct these complex platforms, which were previously imported in a fully built condition. With an indigenous content exceeding 56%, far surpassing the 25% in similar ships constructed abroad, the frigate is a shining example of India’s engineering prowess, bolstering national security and strengthening India’s position in the global defence ecosystem. The formidable multi-role stealth frigate is designed to operate across the full spectrum of Naval Warfare – Air, Surface, and Sub-Surface – ensuring unmatched operational capability.

    GSL’s impressive execution record has positioned it at the forefront of India’s defence shipbuilding industry. The shipyard has successfully launched seven ships within a year, a feat that underscores its capabilities in delivering multi-domain, next-generation vessels.

    Intensifying the fight against obesity, Union Minister of Youth Affairs & Sports and Labour & Employment, Dr. Mansukh Mandaviya will be taking part in the nationwide movement ‘Fit India Sundays on Cycle’ on 23rd March 2025. Union Minister will be joined by Honourable Governor of Uttar Pradesh, Smt. Anandiben Patel and Uttar Pradesh Minister of Sports & Youth Affairs, Shri Girish Chandra Yadav.

    Dr. Mandaviya will ride a bicycle for 3 kilometres from Marine Drive (Samajik Parivartan Sthal) to Samta Mulak Chauraha to 1090 Chauraha and back, leading a group of more than 400 cyclists, spreading Honourable Prime Minister Narendra Modi’s message of fighting obesity and indulging in a healhthy and active lifestyle.

    Elsewhere, Asian Games medal-winning javelin thrower Kishore Jena will be participating in the cycling movement at picturesque Aksa Beach in Mumbai with members of Physical Education Foundation of India (PEFI) taking part in the initiative in New Delhi.

    Till now, the nationwide cycling drive has been organised across 4200 locations with approximate participation of 2 lakh individuals. The movement also promotes environment-friendly practices to decrease air pollution levels across the country. The initiative is being conducted across multiple States & Union Territories with participation from cycling enthusiasts, athletes, coaches, sports science experts, amongst others.

    Previously, the cycling event witnessed participation of Indian Army jawans, Central Reserve Police Force (CRPF), Indo-Tibetan Border Police (ITBP) and prominent sports stars like Lovlina Borgohain, Sangram Singh, Shanky Singh, Nitu Ghanghas, Saweety Boora, Paris Paralympics bronze medallist Rubina Francis and Simran Sharma (para world champion) apart from celebrities like Rahul Bose, Amit Sial and Gul Panag, to name a few.

    The ‘Fit India Sundays on Cycle’ is organised by the Ministry of Youth Affairs and Sports (MYAS), in collaboration with the Cycling Federation of India (CFI), My Bikes and MY Bharat. Events are simultaneously held nationwide at SAI Regional Centres, National Centres of Excellence (NCOEs) and the Khelo India centres (KICs).

    PLI scheme incentives domestic manufacturing, increases production, creates new jobs and boosts exports

    PLI scheme clocks ₹1.61 lakh crores in investment,₹14 lakh crore in production, ₹5.31 lakh crore in exports and generates 11.5 lakh jobs

    764 applications approved across 14 sectors with 176 MSME beneficiaries

    Keeping in view India’s vision of becoming ‘Atmanirbhar’, Production Linked Incentive (PLI) Schemes for 14 key sectors are under implementation to enhance India’s Manufacturing capabilities and Exports. The impact of PLI Schemes has been significant across various sectors in India. These schemes have incentivized domestic manufacturing, leading to increased production, job creation, and a boost in exports. They have also attracted significant investments from both domestic and foreign players.

    As on date, 764 applications have been approved under PLI Schemes for 14 key sectors. 176 MSMEs are among the PLI beneficiaries in sectors such as Bulk Drugs, Medical Devices, Pharma, Telecom, White Goods, Food Processing, Textiles & Drones.

    Actual investment of around 1.61 lakh crore (US$ 18.72 billion) has been reported till November 2024 which has generated Production/ Sales of around 14 lakh crore (around US$ 162.84 billion) against targets of 15.52 lakh crore up to FY 2024-25 and Employment of over 11.5 lakhs (Direct & Indirect).

    PLI Schemes have transformed India’s exports basket from traditional commodities to high value-added products such as electronics & telecommunication goods, processed food products etc. PLI Schemes have witnessed exports surpassing 5.31 lakh crore (around US$ 61.76 billion), with significant contributions from sectors such as Large-Scale Electronics Manufacturing, Pharmaceuticals, Food Processing, and Telecom & Networking products.

    Incentive amount of around Rs. 14020 crore disbursed under PLI Schemes for 10 Sectors viz. Large-Scale Electronics Manufacturing (LSEM), IT Hardware, Bulk Drugs, Medical Devices, Pharmaceuticals, Telecom & Networking Products, Food Processing, White Goods, Automobiles & Auto components and Drones & Drone Components.

    Individual cases have been approved over a period of time, through a transparent mechanism. Projects are implemented over a period of time ranging from 2 years to 3 years, depending on the nature of manufacturing and claims are usually made after 1st year of production. Hence, most of the projects are at implementation stage and will be filing incentive claims in due course.

    In the PLI scheme for specialty steel, about 20,000 crore of investments have been made by companies out of 27,106 crore committed and these projects have given a direct employment of 9000. Incentive of 48 crore has been released to the industry so far. The Ministry of Steel estimates that an incentive of 2,000 crore will be disbursed by the end of the scheme tenure. 14 of 58 projects withdrew from the scheme either because of change in business plans of the company and project execution delays.

    It may be worth noting that as many as 35 companies have shown interest in the second round of the PLI scheme for specialty steel. A further commitment of 25,200 crore investment has been committed by these companies. The Ministry of Steel is in the process of selection and signing MoUs with these companies. An incentive of 3,600 crore is estimated to be disbursed to these projects.

    Under the PLI Scheme for the Food Processing Industry, the deadline for filing claims is November 30 for Millets and December 31 for other categories. Most approved beneficiaries submit their claims in the second half of December, after which they are processed, and disbursements occur between January and March. Therefore, assessing incentive disbursements between April and October does not provide an accurate representation. For the FY 2022-23 claim year, an incentive of ₹474 crore has been disbursed. For FY 2023-24, the disbursement target is ₹700 crore, which is on track to be achieved.

    The PLI Scheme for the Food Processing Industry (PLISFI) currently has 171 active beneficiaries across all categories. Given this large number, the withdrawal of six beneficiaries is not significant. Moreover, these applicants withdrew primarily due to their inability to meet their committed investment or expenditure on Branding & Marketing abroad.

    The PLI Scheme has created immense impact across sectors and areas of the economy:

    1. Strengthening India’s position in Global Value Chains: India is now a part of key global value chains instead of being an importer of advanced/intermediate products and components.
      1. Under the PLI Scheme for Promoting Domestic Manufacturing of Medical Devices, 19 green-field projects have been commissioned and production of 44 products including high end medical devices such as Linear Accelerator, MRI machines, CT-Scans, Mammograms, C- Arms, Ultrasound machines etc., which were previously imported into the country has started.
      2. 84 companies under the PLI Scheme for White Goods (ACs and LED Lights) are set to bring investments of 10,478 crore, strengthening domestic capacity in AC and LED segment. For ACs, the selected companies will be manufacturing components like, compressors, copper tubes among others.
      3. Similarly, for LED Lights, LED Chip packaging, LED Drivers, LED Engines, LED Light Management Systems and Metallized films for capacitors etc. will be manufactured in India instead of being imported.
    1. Promoting Domestic Industry: More companies are setting up manufacturing units in India, including MSMEs and startups.
      1. The drone sector has experienced rapid growth, with turnover increasing seven-fold under the PLI scheme for Drones Drone Components. Driven by MSMEs and startups, this success has attracted significant investments and job creation, positioning India as a global leader in drone manufacturing.
      2. India has achieved 60% import substitution in telecom products under the PLI scheme for Telecom & Networking Products. Global tech companies have set up manufacturing units, turning India into a major exporter of 4G and 5G telecom equipment.

    The Ministry of Panchayati Raj in collaboration with the Ministry of External Affairs under their Indian Technical and Economic Cooperation (ITEC) program and the Haryana Institute of Public Administration (HIPA), is organizing an “International Workshop on Land Governance” from 24th March to 29th March, 2025 at HIPA Complex in Gurugram, Haryana. The workshop will bring together delegates from 22 countries across Africa, Latin America and South-East Asia to explore innovative approaches for addressing land governance challenges globally. This six-day international workshop will showcase India’s pioneering SVAMITVA Scheme, which has successfully mapped rural inhabited areas using drone technology to provide legal ownership documents to property owners. More than 40 senior officials from 22 participating countries, including Turkmenistan, Colombia, Zimbabwe, Fiji, Mali, Lesotho, Sierra Leone, Venezuela, Mongolia, Tanzania, Uzbekistan, Equatorial Guinea, Kiribati, São Tomé and Príncipe, Liberia, Ghana, Armenia, Honduras, Eswatini, Cambodia, Togo, and Papua New Guinea will exchange best practices on land governance during the workshop.

    The International Workshop will entail discussions on advancements in land governance and sustainable development and feature comprehensive sessions on drone-based land survey techniques, high-resolution mapping, and geospatial technologies that can transform land administration. Technical sessions will include hands-on demonstration of drone survey methods, data processing techniques, ground verification processes and GIS integration. Survey of India experts will conduct field demonstrations of flight planning and drone surveying in a nearby village, offering participants practical exposure to this technology. The International Workshop on Land Governance will also feature field visits and exhibitions to provide participants, hands-on exposure to modern land governance technologies. To showcase cutting-edge technologies, a Drone Vendors’ Exhibition will be organized on March 24 – 25, 2025, wherein 10 drone vendors will set up stalls, displaying innovations in drone-based land mapping and survey techniques. The exhibition will showcase survey-grade drones for high-precision mapping, advanced drone survey processes and technology, and GIS tools and applications for data-driven land management. State Governments will present digital innovations in end-to-end process automation, while demonstrations of Continuously Operating Reference Station (CORS) [CORS network has been established by Survey of India as public infrastructure, which provides 5cm accuracy positioning services for developmental works. This technology can be leveraged for sustainable development and disaster management] and Rovers will highlight real-time, high-accuracy land surveying techniques.

    Industry partners including Survey of India, State Land Revenue Departments, National Informatics Centre, Geo-Spatial World, Hexagon, Trimble, Aereo, Marvell Geospatial, Idea Forge Tech, and AWS will participate as knowledge partners, exhibiting cutting-edge technologies and solutions for land governance. In addition, a series of classroom demonstrations will take place, including drone use cases, ortho-rectified imaging, feature-extracted maps, and ground verification technologies. These demonstrations will provide participants with insights into high-resolution mapping, data validation, and property card finalization, contributing to a deeper understanding of modern land governance practices.

    This workshop recognizes the universal challenge of land governance, noting that according to a 2017 World Bank report, only 30% of the global population holds legally registered land titles. By contrast, India’s SVAMITVA Scheme has pioneered a comprehensive approach to mapping inhabited rural areas with 5cm accuracy at a resolution of 1:500, positioning India as a potential model for other nations. It will help in achieving Sustainable Development Goals related to land rights, with participants learning from India’s SVAMITVA model to empower their own citizens with clear land ownership documentation thus creating more reliable land administration systems.

    Addressing the ceremony, Miss Mak said, “The hopes of our country and the future of our nation lie in the hands of our young generation.” The Government has long attached great importance to youth development and is committed to creating more opportunities for young people and helping them shine and achieve their aspirations. She encouraged the Youth Ambassadors Cadets to learn more about the youth development work by the HYAB and the YDC, including the various youth-related measures stated in the Youth Development Blueprint that help address the needs of young people at different development stages.
     
    Miss Mak said she hopes that the YDC Youth Ambassadors Programme could identify and nurture more young talents with a sense of responsibility and with aspirations. She encouraged the YA Cadets to seize the precious opportunities of participating in the training activities and service projects of Community Care Teams under the Programme, through which they could broaden their perspectives, nurture their passion to serve society, further integrate into the overall development of the country, contribute to Hong Kong and the country, and tell good stories of Hong Kong.

    Mobile exhibition vehicle celebrates 60th Anniversary of Dongjiang Water Supply to Hong Kong in community  
    The rich content of the mobile exhibition vehicle covers precious historical photos showing the situation of droughts in 1960s and the Dongjiang-Shenzhen Water Supply Scheme, as well as the work of the governments of the Hong Kong Special Administrative Region and Guangdong to safeguard the quality and security of Dongjiang water supplied to Hong Kong. Moreover, virtual reality and quiz games are set up to help deepen the public’s understanding of the history, development and current situation of the Dongjiang water supply in an interactive way. Souvenirs on the 60th anniversary of Dongjiang water supply to Hong Kong will be delivered as well.
     
    The mobile exhibition vehicle will tour about 20 locations across the territory starting from today until April 13 (details in Annex). The vehicle was parked outside Kwai Chung Plaza, Kwai Fong, and Chung On Street, Tsuen Wan (outside KOLOUR • Tsuen Wan), today.
     
    Moreover, the WSD launched school roadshows this school year on “Dongjiang Water 60-Year Anniversary: Dongjiang Water and Water Conservation” under the “Cherish Water Campus” Integrated Education Programme, aiming to deepen teachers and students’ understanding of the history and the current situation of Dongjiang water supply as well as the nation’s immense support and care rendered to Hong Kong. The roadshows also help students to understand the importance of water conservation and nurture students to establish good water-saving habits. The roadshows were well-received with over 100 applications enrolled, expecting that more than 20 000 teachers and students will be benefited.

    The Directorate General of Goods and Services Tax Intelligence (DGGI) has intensified its enforcement actions against offshore online gaming entities. The online money gaming industry comprises both domestic and foreign operators.

    Under GST law, ‘Online Money Gaming’ , being actionable claim, is classified as a supply of ‘Goods’ and is subject to a 28% tax. Entities operating in this sector are required to register under GST.

    Around 700 offshore entities involved in the supply of online money gaming/betting/gambling are under DGGI’s scanner. It has been noticed that these entities are evading GST by failing to register, concealing taxable pay-ins, and bypassing tax obligations. So far, 357 websites/URLs of illegal/non-compliant offshore online money gaming entities have been blocked by the DGGI, in coordination with Ministry of Electronics and Information Technology (MeitY), under Section 69 of IT Act, 2000.

    In a recent operation against some of the illegal gaming platforms, DGGI targeted and blocked bank accounts that were being used to collect money from participants, attaching nearly 2,000 bank accounts and Rs. 4 crore, in coordination with the I4C and the National Payments Corporation of India (NPCI). In another action, 392 bank accounts linked to UPI IDs found on websites of some of these offshore entities have been put on debit freeze and sum totalling Rs. 122.05 crore has been provisionally attached in these accounts.

    Another operation against a few Indian nationals, who were running Online Money Gaming Platforms from outside India, was conducted by DGGI. It revealed that these individuals were facilitating online money gaming to Indian customers through various such online platforms including Satguru Online Money Gaming Platform, Mahakaal Online Money Gaming Platform and Abhi247 Online Money Gaming Platform and are using mule bank accounts to collect money from Indian customers. DGGI has so far blocked 166 mule accounts linked with these platforms. Three such persons have been arrested till now and investigation against more such individuals is under progress.

    Non-compliance by foreign entities distorts fair competition, harms local businesses, and skews the market. These unscrupulous foreign entities circumvent restrictions by creating new web addresses. Investigations also revealed that these companies operated through ‘mule’ bank accounts to process transactions. Funds collected through mule accounts leave the potential to be funneled into illicit activities which may also be dangerous for the  national security point of view.

    It has been observed that many Bollywood celebrities and cricketers along with YouTube, WhatsApp, and Instagram influencers, are found endorsing these platforms, and therefore the public is advised to remain cautious and not engage with offshore online money gaming platforms as it may jeopardise their personal finances and indirectly support activities that undermine financial integrity and national security.

    DGGI remains committed to proactively tackle the menace of illegal offshore gaming entities. With the upcoming IPL season, enforcement actions will be more stringent to curb illicit gaming operations. Staying informed and choosing regulated platforms is crucial for responsible gaming.

    The 13th edition of the India-Italy Military Cooperation Group (MCG) meeting was successfully conducted from 20-21 March 2025 in Rome, Italy. The meeting was co-chaired by the Deputy Assistant Chief of Integrated Defence Staff IDC (A) from Headquarters Integrated Defence Staff (HQ IDS), representing India, and the Deputy Head of the Strategic Direction and Military Cooperation Division of the Italian Defence General Staff, representing Italy.

           The discussions were focusing on identifying new avenues to expand the scope of bilateral military focused cooperation. Key agenda points included enhanced exchange programs, capability development efforts and strengthening collaboration between the Indian and Italian armed forces. The meeting also reviewed ongoing defence engagements, assessing their progress and exploring ways to optimize future interactions.

          The MCG serves as a key institutional mechanism to enhance defence cooperation between the armed forces of both nations, fostering stronger military-to-military engagements and strategic collaboration.

    In a significant boost to India’s agricultural exports, a consignment of 30 metric tons (MT) of GI-tagged jaggery from Muzaffarnagar, a region renowned for its high-quality sugarcane, was flagged off for export to Bangladesh. The flag-off ceremony, organized by the Basmati Export Development Foundation (BEDF) under the aegis of APEDA, took place on January 30, 2025.

    The ceremony was graced by MLA, Shamli, Shri Prasanna Chaudhary, Joint Director, BEDF (APEDA), Dr. Ritesh Sharma, AAMO, Saharanpur Division, Shri Rahul Yadav, and Chairman, Brijnanadan Agro Farmer Producer Company, Shri Sandeep Chaudhary, among others.

    This initiative marks the beginning of direct exports of jaggery from western Uttar Pradesh to Bangladesh through Farmer Producer Organizations (FPOs) and Farmer Producer Companies (FPCs). Speaking on the occasion, MLA, Shamli, Shri Prasanna Chaudhary highlighted the superior quality of jaggery produced in Muzaffarnagar and Shamli, which is in high demand in international markets. He thanked APEDA for its constant support in facilitating the export and emphasized the importance of State Government support in maintaining quality standards for global competitiveness.

    Underscoring APEDA Chairman Shri Abhishek Dev’s vision, Joint Director, BEDF, Dr. Ritesh Sharma, stressed the need to empower FPOs for direct agricultural exports, ensuring maximum benefits for the farming community.

    The Brijnandan Agro Farmer Producer Company (FPC), formed in 2023, has 545 members, including two women directors. The FPO is engaged in exporting jaggery, sugarcane products, Basmati rice, and pulses. With training and technical support from BEDF, its members are well-equipped to meet international production and export standards.

    With APEDA’s support, this marks the third success story of an FPO from western Uttar Pradesh in agricultural exports, following the export of Basmati rice by Neer Adarsh Organic Farmer Producer Co Ltd. to Lebanon and Oman in 2023 and 2024. Notably, this is the only FPO in Uttar Pradesh to receive financial assistance of ₹4 lakh under the state’s Agri Export Policy.

    On this occasion, one capacity-building programme on export promotion for Basmati rice and other agricultural products was also organized by Basmati Export Development Foundation (APEDA). Around 220 farmers participated in discussions on export-quality production.

    This initiative represents a significant step in expanding agricultural export opportunities for Uttar Pradesh, empowering farmers, and ensuring a sustainable and profitable future for India’s agriculture sector.

    APEDA facilitates landmark export, strengthening North Eastern Region’s role in India’s floriculture exports

    In a significant step towards enhancing India’s floriculture export potential, particularly from the North Eastern Region (NER), the Agricultural and Processed Food Products Export Development Authority (APEDA), in collaboration with the Department of Horticulture, Government of Mizoram, successfully facilitated the flagging off of the first consignment of Anthurium flowers from Aizawl, Mizoram, to Singapore. The event, held in a hybrid (phygital) format, took place on February 26, 2025.

    Chairman of APEDA, Shri Abhishek Dev, and Special Secretary, Department of Horticulture, Govt. of Mizoram, Smt. Ramdinliani, flagged off the first consignment of Anthurium flowers from Mizoram to Singapore. Officials from APEDA, the Department of Horticulture, Govt. of Mizoram, Zo Anthurium Growers Cooperative Society, IVC Agrovet Pvt. Ltd., and Veg Pro Singapore Pte. Ltd. participated in the ceremonial flag-off.

    The consignment, comprising 1,024 Anthurium cut flowers (weighing 70 kg) packed in 50 corrugated boxes, was exported by IVC Agrovet Pvt. Ltd. from Aizawl, Mizoram, to Singapore via Kolkata. The flowers were sourced from the Zo Anthurium Growers Cooperative Society, Aizawl, Mizoram, and imported by Veg Pro Singapore Pte. Ltd., marking a milestone in the region’s floriculture export journey.

    Anthurium is one of the most important flowers cultivated in Mizoram, playing a vital role in driving local economic activity, particularly benefiting farmers, including women. The flower’s cultivation has been a source of livelihood and empowerment for local communities. Mizoram also organizes the annual “Anthurium Festival,” which promotes tourism and highlights the flower’s beauty and ornamental value.

    The first-ever export of Anthurium flowers from Mizoram to Singapore follows the success of the International Conclave cum Buyer-Seller Meet (IBSM) organized by APEDA in collaboration with the Government of Mizoram on December 6, 2024, in Aizawl. The IBSM witnessed participation from nine international buyers from countries such as Singapore, UAE, Nepal, Jordan, Oman, Azerbaijan, Russia, and Ethiopia, along with 24 domestic exporters. The event established important trade connections and market opportunities for Mizoram’s floriculture products.

    India’s floriculture exports reached USD 86.62 million in FY 2023-2024. This first consignment of Anthurium flowers from Mizoram to Singapore marks a significant step toward expanding floriculture exports, particularly from the North Eastern Region. NER holds immense potential for the export of horticultural and floricultural products. APEDA remains committed to supporting this potential through export promotional activities and collaborations with various stakeholders in the region.

    Spectacular Hong Kong Flower Show to close tomorrow  
         After the show, flowers that are in good condition and suitable for replanting will be distributed to the public at 9am on March 24 at the park’s South Pavilion Plaza (near the Sugar Street entrance). It is estimated that about 3 500 pots will be distributed, subject to conditions of the plants. Each person will be given one pot only on a first-come, first-served basis while stocks last. To help protect the environment, members of the public are encouraged to bring their own bags.
     
         During the flower show period, various recreational fringe activities have been held at the showground. One of the activities, the Jockey Club Student Drawing Competition, held its prize presentation ceremony today (March 22). Winning entries are now on display at the showground.
     
         The competition was conducted in five categories and the champions are as follows:

    Dear brothers and sisters, happy Sunday!
    The parable in today’s Gospel tells us about the patience of God, who urges us to make our life a time of conversion. Jesus uses the image of a barren fig tree, which has not borne the anticipated fruit and which, nevertheless, the farmer does not want to cut down: he wants to fertilize it again since “it may bear fruit in the future” (Lk 13:9). This patient farmer is the Lord, who works the soil of our lives with care and waits confidently for our return to Him.
    In this long period of my hospitalization, I have had the opportunity to experience the Lord’s patience, which I also see reflected in the tireless care of the doctors and healthcare workers, as well as in the care and hopes of the relatives of the sick. This trusting patience, anchored in God’s unfailing love, is indeed necessary in our lives, especially when facing the most difficult and painful situations.
    I am saddened by the resumption of heavy Israeli bombing on the Gaza Strip, causing many deaths and injuries. I call for an immediate halt to the weapons; and for the courage to resume dialogue, so that all hostages may be released and a final ceasefire reached. In the Strip, the humanitarian situation is again very serious and requires urgent commitment from the conflicting parties and the international community.
    On the other hand, I am pleased that Armenia and Azerbaijan have agreed on the final text of the peace agreement. I hope that it may be signed as soon as possible, and may thus contribute to establishing lasting peace in the South Caucasus.
    You are continuing to pray for me with great patience and perseverance: thank you very much! I pray for you too. And together, let us pray for an end to wars and for peace, especially in tormented Ukraine, Palestine, Israel, Lebanon, Myanmar, Sudan, and the Democratic Republic of the Congo.

    Seoul (Agenzia Fides) – On the main altar of the Cathedral of Seoul stands the symbol of the local Church for the Holy Year: the “Cross for Peace,” handcrafted from barbed wire taken from the “Bamboo Curtain” in the Demilitarized Zone separating North and South Korea along the 38th parallel. In front of this symbolic cross, the 30th anniversary of the founding of the “Korean Committee of the Archdiocese of Seoul for Reconciliation” (KRCAS) was celebrated with a Mass commemorating 30 years of commitment and invoke peace and reconciliation.”In 1995, fifty years after the division of the country and 45 years after the Korean War, the year in which Cardinal Stephen Kim Sou-hwan officially expressed his desire to visit North Korea, the Committee for Reconciliation of our Archdiocese was established,” said Archbishop Peter Chung Soon-Taick of Seoul, the current chairman of the KRCAS. The Archbishop, who is also Apostolic Administrator of Pyongyang, reflected on the committee’s 30-year history, which has always strived to keep alive, on moral, cultural, and spiritual levels, the flame of reconciliation and the hope for a definitive peace and reunification of North and South Korea. In its 30 years of existence, the committee has engaged in prayers, educational initiatives, research, cooperation projects with the North, and a special and ongoing moment of communal prayer: the Eucharist for the Reconciliation and Unity of Korea, celebrated every Tuesday at the Catholic Myeongdong Cathedral in Seoul, which has now been celebrated for the 1457th time.Regarding current inter-Korean relations, the Archbishop lamented that “the current situation on the Korean peninsula is dominated by the mechanism of hatred, conflict, and division, rather than love, reconciliation, and unity.” Therefore, he urged everyone to “take courage so that we can continue on our path of national reconciliation and remember our mission for peace in this country: inter-Korean reconciliation and the evangelization of all people.”In his homily during the Mass in Seoul, attended by more than 400 faithful, priests, religious, lay people, and North Korean refugees, Archbishop Chung called for conversion “so that hearts may be changed.” He urged the committee to “take the initiative and join forces with other religions, civil society, political circles, as well as other organizations and members of the Church to walk the path of conversion in both North and South Korea.”The Apostolic Nuncio to Korea, Archbishop Giovanni Gaspari, said at the ceremony: “Amid the current tensions and conflicts on the Korean peninsula, your efforts to open a new chapter of reconciliation are more valuable than ever. The Holy See follows these efforts with great attention and joins in prayer for the peaceful reunification of the Korean peninsula” and hopes that the committee’s work “will bear even richer fruit in the pursuit of peace and reconciliation, and that through its activities, the spirit of reconciliation and unity will be further spread.” During the ceremony, the committee also awarded certificates of merit and recognition to individuals who have distinguished themselves through their commitment to the cause of reconciliation and peace on the Korean Peninsula.The Korea Committee for Reconciliation of the Archdiocese of Seoul was established on March 1, 1995, the 50th anniversary of the liberation from Japan, by the late Cardinal Stephen Kim Sou-hwan, then Archbishop of Seoul and Apostolic Administrator of Pyongyang, with the goal of promoting the Church’s responsibility for reconciliation work on the Korean Peninsula. Based on principles such as “transforming hatred into love, discord into reconciliation, and division into unity,” the Committee carried out initiatives centered on three pastoral areas: prayer, peace education, and sharing. Meanwhile, the Committee also established an affiliated research center, the Institute for Peace-Sharing, with a specific academic, social, and cultural research mandate.Every year, the Committee and the Institute organize a special youth pilgrimage called “The Wind of Peace,” which takes place along the Demilitarized Zone on the border between the two Koreas and aims to raise awareness among young people around the world about being apostles of peace.   • MIL-OSI Australia: New safety push to protect young Australians overseas

    The Australian Government is strengthening its efforts to increase awareness of alcohol related risks of overseas travel, launching a dedicated advertising push to reach young Australians.

    Best friends Bianca Jones and Holly Bowles tragically died last year from drinking alcohol tainted with methanol while on holiday in Laos. No family should have to go through the pain of losing a child or a loved one in this way.

    From next month, Smartraveller will roll out dedicated communications to raise awareness and educate Australians of the signs of methanol poisoning, how to protect themselves from drink spiking and broader alcohol safety – knowing the risks and watching out for your mates.

    The campaign will ramp up across peak travel periods and school and university holidays, and include:

    • Targeted advice and alerts to young travellers, including school leavers, and their parents through social media, text messages and messaging at Australia’s international airports.
    • A new online safety hub on Smartraveller will be established by June 2025, which will host resources aimed at schools, universities and parents.
    • Ahead of schoolies, a new advertising campaign will reach young people through the channels they use most including social media across multiple platforms and digital audio. Youth media engagement and partnerships will also be used to amplify these messages.
    • Working closely with airlines and others in the travel industry to enhance the reach of these public service messages to young Australian travellers, focusing on certain destinations and regions.

    The Australian Government will also work with education institutions and non-government organisations such as Red Frogs and the Nicole Fitzsimmons Foundation to deliver alcohol safety messaging through presentations to school students.

    We want young Australians to watch their drinks and watch out for their mates overseas. We urge them to stay vigilant and check Smartraveller.gov.au for the latest updates.

    The Australian Government has consistently called for a transparent and thorough investigation into the deaths of Bianca Jones and Holly Bowles, and the Foreign Minister has made these expectations clear to the Lao Government.

    The Centre for Health Protection (CHP) today said it is investigating the possible source of a norovirus outbreak involving students who had joined an exchange tour to the Mainland.

    Yesterday, the CHP learnt that 135 teachers and students from a secondary school in Tsing Yi went on a three-day exchange tour to Zhaoqing on March 20. During the period from around 11am on March 21 to 8am the next day, 20 students and one teacher developed symptoms compatible with norovirus infection, including vomiting, diarrhoea and fever.

    Eighteen patients sought medical attention in Zhaoqing. All are in a stable condition and have been discharged, and eight have tested positive for norovirus.

    The CHP is probing the possible source of this norovirus outbreak from different aspects, including the possibility of transmission through person-to-person, contaminated food or the environment. Preliminary investigations revealed that all 21 patients had not consumed any common food items other than the group meals, and there has not been any outbreak of acute gastroenteritis in the school recently.

    After analysing the onset time of the cases, the CHP said that it could not, at this stage, preliminarily rule out that the cases were infected through consuming contaminated food.

    The centre has notified the Guangdong health authority of the relevant information of epidemiological investigations, and has been informed that the Mainland has commenced investigation into the case.

    Apart from giving health advice to the affected school, the CHP will continue to follow up on the incident and conduct epidemiological investigations, including collecting stool specimens from the cases for laboratory testing. It has also alerted the Education Bureau to the situation.

    Separately, the CHP noted that the activity of acute gastroenteritis in Hong Kong has been on the rise since the end of December last year, and has remained at a relatively high level in recent months.

    In January there were 57 outbreaks and 49 in February, while up to March 15, a total of 21 outbreak cases were recorded. Most of these outbreaks were caused by the norovirus.

    The centre also remarked that in addition to the Mainland, there have been recent outbreaks of acute gastroenteritis in other popular travel destinations for Hong Kong citizens, such as Japan, Singapore and Taiwan.

    To minimise the risk of being infected while travelling, the centre advised citizens to remain vigilant and maintain personal, environmental and food hygiene.

    Continuing his visit to Beijing, Financial Secretary Paul Chan today attended the China Development Forum opening ceremony and delivered a keynote speech at the forum’s Symposium on Igniting Growth Momentum through Reform.

    In the speech, Mr Chan pointed out three major trends that are profoundly impacting the global political landscape and economic development.

    He said the rise of protectionism and unilateralism is bringing uncertainty and instability to the global economy, while the trend of regionalisation is reshaping international economic and trade relations, as well as the global trading system.

    At the same time, the emergence of economies in the Global South is becoming a new driving force for economic growth, while technological innovation, particularly artificial intelligence (AI), is triggering changes in production models, business models and consumption patterns.

    He emphasised that in the face of a complex and changing global situation, China remains steadfast in embracing true multilateralism, and works with countries to promote inclusive economic globalisation. He also remarked that China has stressed the need to expand high-level opening-up and advance institutional innovation, deepen reforms in the technology sector, and nurture new quality productive forces based on local conditions.

    Separately, the Financial Secretary mentioned that Hong Kong, under “one country, two systems”, has unique advantages and can play a special role in deepening international exchanges and co-operation, contributing to the country’s high-level opening-up and quality development while creating greater business opportunities for global economies and enterprises.

    First, Hong Kong will leverage its advantage of connecting both the Mainland and the world. While strengthening ties with traditional markets in Europe and the Americas, Hong Kong will explore new markets and develop high-value multinational supply chain management and trade financing services to support Mainland enterprises in going global.

    Second, through financial empowerment, Hong Kong is actively supporting the financing needs of enterprises and projects in areas such as tech development and climate change. The city will continue to enhance the breadth, depth and efficiency of its financial markets to promote mutual benefit between finance and the real economy.

    Third, Hong Kong will drive technological innovation with a particular focus on AI. Leveraging strengths in innovation and technology, international capital, data and talent, along with the innovative capabilities, depth of industries and wide scope of application scenarios of sister cities in the Greater Bay Area, Hong Kong is committed to becoming a hub for international exchange and co-operation in the AI industry.

    Hong Kong also aims to support the growth of technological innovation and future industries by building an ecosystem of “patient capital”, he added.

    It was noted that the hospital was conducting a patient’s eye surgery on March 10 and towards the end of the operation, water started dripping from the ceiling at the end of the operating table.

    Hospital staff immediately used a cloth to stop the dripping while also covering the patient’s head and surgical instruments with a sterile surgical drape.

    The surgery was completed uneventfully. The patient’s condition has been stable and no complications have been reported.

    The hospital has suspended the use of the operating theatre in question and identified the source of the water seepage. Repair work has been carried out.

    While the incident is not a reportable event under the Code of Practice for Private Hospitals, the Department of Health has, for the sake of prudence, requested the hospital to submit an investigation report.

    After assessing the investigation findings and the actions taken by the hospital, the department will take appropriate follow-up action with a view to preventing recurrence and enhancing the protection of patient safety.

  • MIL-OSI China: China’s jewelry industry showcases its sparkle at Beijing fair

    The Beijing International Jewellery Fair is underway at the China National Convention Center (CNCC) in Beijing, March 19-23, 2025, hosted by the Gems & Jewelry Trade Association of China (GAC) and the National Gems & Jewelry Testing Group.

    With more than 1,000 booths spread across 22,000 square meters on the first floor of the convention center, the fair highlights the entire jewelry supply chain, cutting-edge technology, innovative designs and intricate craftsmanship.

    Exhibits range from diamonds and colored gems to jade, ready-made items and high-end custom creations. Organizers aim to encourage business and networking opportunities while meeting growing consumer demand through creative crossovers.

    The exhibition space features several themed sections.

    The colored gem area is a highlight this year, with international jewelers displaying collections including Myanmarese pigeon blood ruby, sapphire, Colombian Muzo emerald and others. High-saturation Paraiba tourmaline and spinel provide unique options for collectors.

    The GAC independent jewelry designers’ collective exhibition has also returned, adding to the fair’s artistic atmosphere with original designs that blend art and commerce.   • MIL-OSI China: Boao forum’s venue island a pioneer in low-carbon development

    BOAO, Hainan, March 23 — As the sea breeze flows over the permanent site of the annual conference of the Boao Forum for Asia, the photovoltaic array radiates a gentle glow, and flower-shaped wind turbines spin, generating green electricity for nearby buildings.

    On Dongyu Island in south China’s Hainan Province, the near-zero carbon demonstration zone is redefining harmony between humanity and nature-reshaping modern living by integrating cutting-edge technology with sustainable development.

    A simple QR code unlocks a zero-carbon coffee experience, where a robotic arm brews coffee using clean energy. An advanced recycling cube sorts materials and converts them into “carbon credits,” which can be exchanged for eco-friendly rewards.

    GREEN, ECO-FRIENDLY

    Spanning 190 hectares, the zone focuses on three key strategies: green building renovation, renewable energy utilization, and eco-friendly transportation.

    Since the renovation of infrastructure in the demonstration zone in 2022, this area has proven how technological innovation and urban renovation can shape a low-carbon future, paving the way for sustainable development, particularly in tropical regions worldwide.

    According to Liu Hongwen, an engineer from COSCO SHIPPING Boao Co., Ltd.’s digital transformation and technological innovation department, these efforts have led to a drastic reduction in carbon dioxide emissions — from 12,000 tonnes in 2019 to just 470 tonnes in 2024, a 96.2 percent decrease.

    A CHINESE SOLUTION TO ENVIRONMENTAL CHALLENGES

    The Dongyu demonstration zone stands as a testament to China’s commitment to carbon neutrality and sustainable development. Looking ahead, this green model could inspire urban transformation projects worldwide, providing a Chinese solution to global environmental challenges.

    One of the zone’s core strengths lies in its energy generation capacity. The zone produces approximately 32 million kWh of green electricity annually, nearly twice its 17-million-kWh demand. The surplus energy is fed into the grid, contributing to an annual savings of 7,720 tonnes of carbon-negative resources, said Ouyang Qinglun, deputy director of the engineering department of COSCO SHIPPING Boao Co., Ltd.

    Sustainable mobility is another key initiative. The zone promotes green commuting through electricity-generating bicycles and will implement restrictions on fuel-powered vehicles starting in 2025.

    The demonstration zone will serve as a springboard for establishing a research institute dedicated to green and low-carbon technologies. This platform will also support the international certification of China’s “zero-carbon” standard and explore regional carbon trading mechanisms, according to the China Academy of Urban Planning and Design (CAUPD).

    Zeng Youwen, chief engineer of CAUPD’s Hainan branch, said that the goal is to replicate this model nationwide and even globally, showcasing that economic growth and environmental protection can go hand in hand.

    At times like this, that’s really important.  

    We are the best country in the world.

    I really believe that.

    And a big part of that, I think, is because we are made up of people from all around the world, all different backgrounds, all different faiths.

    Living in harmony.

    That makes us different to most other countries.

    It sends a message to the rest of the world about what is possible.

    We haven’t always been like this.

    If we jumped in a time machine and went back to when I was born in the early 70s we would barely recognise the Australia we found.

    The White Australia Policy still hadn’t been completely dismantled.

    Only about 1 per cent of Australians came from somewhere other than Europe.

    Today more than 4 million Australians were born in Asia – or their parents were.

    The number of Indian Australians has doubled in just the last decade.

    After Christianity, the next biggest faith practiced by Australians is Islam.

    The fastest growing religion is Hinduism.

    We are a different country.

    Education has also made us a different country to the one I was born in.

    In 1972 only 18 per cent of Australians finished school. Today’s it’s about 80 per cent.

    Back then less than 10 per cent of young Australians had a uni degree. Now it’s almost one in two.

    That’s nation changing stuff.

    And the truth is religious institutions have done a big chunk of that work.  

    Professor Paul Oslington from Alphacrucis College has made the point that faith-based education was here before our first public universities.

    St James College on King Street was teaching children and adults before the first brick was laid at the University of Sydney.

    Across the country now there are almost 3,000 Catholic, Anglican, Islamic, Jewish and other religious schools.

    That change that I talked about, that’s happened in the last 50 years hasn’t stopped. We are still changing.

    And if we get into a time machine and take it to 2050 it will look a lot different again.

    This is why the Universities Accord is important.

    To help us get ready for that future.

    What it says is that by 2050 we are going to need a workforce where 80 per cent haven’t just finished high school, we are going to need a workforce where 80 per cent have finished school and they have gone to TAFE or university as well.

    That’s a big shift.

    Some of that will happen organically.

    Just because the fastest growing jobs are in professions that require a uni degree or a TAFE qualification.

    But some of it will require reform.

    Reform to our education system.

    To help us get there.

    I said a moment ago about one in two young Australians have a university degree today.

    But it’s not one in two everywhere.

    But it’s not one in two in our outer suburbs. It’s not one in two in the regions or the bush.

    And if we are going to hit that 80 per cent target, we have got to change that.

    That’s what the Accord says. And that’s what the reforms I am implementing are all about.

    Things like:

    •    Wiping $3 billion of HECS debt for more than 3 million Australians. 
    •    Paid prac – financial support for teaching, nursing, midwifery and social work students while they do their prac.
    •    Massively expanding fee-free uni ready courses – those courses that act as a bridge between school and uni.

    All of that is in the Parliament right now.

    It’s just the start.

    The Accord also recommends a new funding system, needs-based funding and a new Australian Tertiary Education Commission to steer reform over multiple governments.

    And I hope to provide you with more detail on all of that before the end of the year.

    There is also another Bill in the Parliament.

    That’s the one that sets up a National Student Ombudsman.

    An independent body to investigate and resolve disputes and give students a stronger voice when the worst happens.

    It will also have strong investigative powers, similar to those of a Royal Commission.

    It is a long overdue response to the appalling evidence of sexual violence and harassment on campuses and in student accommodation.

    But it’s not just about that. Its scope will be broad.

    That includes complaints about antisemitism and Islamophobia or any type of racism or discrimination.

    The bottom line is I want students to be safe and feel safe and if something really bad happens they have a place to go to get action.

    Something else I want to talk about today is this.

    Institutions here in this room help train teachers, nurses, counsellors, lawyers, care workers.

    And you also train pastors and priests and ministers. But we don’t train Rabbis or Imams in Australia. Not yet.

    I’ve spoken a number of times to leaders in the Jewish community and Islamic community and others, like Murray Norman, CEO of Better Balanced Futures, about this.

    I think it’s in our interest as a country to change this.

    For Australian religious leaders to be able to get the training and qualifications they need here in Australia.

    Without having to go overseas.

    I also want to talk to you today about our schools.

    We have got big challenges here too.

    Think about this.

    Over the last eight years the percentage of students finishing high school has gone down not up.

    From 85 percent to 79 percent.

    That drop isn’t happening everywhere.

    In non-government schools the percentage of students finishing school is either pretty flat or going up.

    Where the drop is happening is in our public schools. From 83 percent to 73 percent.

    This is what we have to turn around.

    This is what the reforms I am trying to implement with the States are all about.

    Our non-government schools are fully funded or on a path to be fully funded.

    Our public schools aren’t.

    We need to fix funding and tie that funding to the reforms that are going to help students catch up, keep up and finish high school.

    This not about breaking Gonski. It is about finishing it.

    That’s good for the whole schooling system.

    You know I am a product of public education. And proud of it.

    But I hope you also know that I value what you do too.

    You will never see me attacking faith-based education.

    You are an integral part of our education system.

    One last thing.

    The reforms I am driving aren’t just in our universities or schools.

    If we are serious, we have to go back further than that.

    I am talking about early education.  

    The child care debate is over. It’s not babysitting. It’s early education.

    The first five years of a child’s life are everything.

    Everything they see, everything they hear, everything they eat, every book they open, every lesson they learn shapes the person that they become.

    The Government is now considering the Productivity Commission’s final report on the future of early education.

    It tells us it’s children from poor families who are the least likely to go to early childhood education and care, and the most likely to benefit from it.

    It will help us to build a more accessible and affordable early education and care system, which gives children the skills they need to start school ready to learn.

    All these reforms will help us to continue to write the story of Western Sydney.

    A story of change. A story of progress. A story of aspiration.

    A story made possible by the power of education.

    A story that you are helping to write every day. Thank you for what you do and thank you for being here today.

  • MIL-OSI China: Key consensus reached at China-Japan high-level economic dialogue

    Chinese Foreign Minister and member of the Political Bureau of the Communist Party of China Central Committee Wang Yi and Japanese Foreign Minister Takeshi Iwaya on Saturday co-chaired the sixth China-Japan High-Level Economic Dialogue in Tokyo, pledging efforts to deepen economic collaboration between the two nations.

    Both sides agreed to jointly implement an important consensus reached by their leaders, enrich the economic dimension of the China-Japan strategic relationship of mutual benefit, and work together to build a constructive and stable economic and trade relationship that meets the demands of a new era.

    The dialogue concluded with 20 key consensus points regarding cooperation in areas such as green development, environmental protection, elderly care services, service trade, food safety, supply chains and intellectual property protection, among others.

    The two sides agreed to support each other in hosting multiple events, and hold consultations and dialogues at various levels.

    The two countries also agreed to hold the seventh China-Japan High-Level Economic Dialogue in China at an appropriate time.
