  • MIL-OSI China: S. Korean government declares state of disaster over massive wildfires

    The South Korean government declared a state of disaster on Saturday over wildfires that broke out in the country’s southeastern areas including Ulsan city, North Gyeongsang province and South Gyeongsang province, the Ministry of the Interior and Safety said.

    A mountain fire first broke out in Sancheong County in the province of South Gyeongsang on Friday afternoon before the fire continued to spread on Saturday.

    More massive mountain fires erupted on Saturday morning in other parts of the southeastern regions.

    Acting President Choi Sang-mok inspected the situation in the affected places, ordered relevant authorities to work together to mobilize all equipment available and bring the wildfires under complete control.

    At around 3:30 p.m. local time on the same day, the Korea Forest Service raised the national emergency alert level in the most affected areas to its highest, which is the “severe” stage.

    So far, four firefighters were reported dead and six were injured, local media reported.

  • MIL-OSI China: China, Japan, ROK FMs pledge to advance trilateral cooperation

    China is ready to work with Japan and the Republic of Korea (ROK) to elevate China-Japan-ROK cooperation under the new circumstances, and make it more mature, stable and resilient, Chinese Foreign Minister Wang Yi said in Tokyo on Saturday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks at the 11th China-Japan-ROK Trilateral Foreign Ministers’ Meeting with Japanese Foreign Minister Takeshi Iwaya and ROK Foreign Minister Cho Tae-yul.

    Noting that the trilateral cooperation is one of the most deeply rooted, highly institutionalized, and promising cooperation frameworks in East Asia, Wang said the three-way cooperation has yielded positive results over the past 20 years since its inception, which not only benefits the peoples of the three countries and their respective development, but also promotes regional stability and economic integration.

    With the joint efforts of the three parties, new progress has been made in the cooperation in the six key areas identified at the Ninth China-Japan-ROK Trilateral Summit, Wang said, adding that facts have proved that the more solid China-Japan-ROK cooperation, the stronger the ability of the three countries to withstand risks, the stronger the foundation for empowering development, and the more effective the promotion of mutual understanding and friendship between the peoples.

    Wang noted 2025 marks the 80th anniversary of the founding of the United Nations, as well as the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and only by sincerely reflecting on history can we truly create the future.

    The three countries should review the consensus of “facing history squarely and looking to the future,” stick to the original intention of cooperation and promote the China-Japan-ROK cooperation to achieve the effect of “1+1+1>3” for the benefit of the three countries, the region and the world.

    Stressing that wind and rain are the norm, but being undeterred by them is a state of mind, Wang said to achieve steady and lasting trilateral cooperation, it is essential to create a virtuous cycle of mutual reinforcement with bilateral relations.

    In particular, the three countries need to respect each other’s core interests, properly manage differences, and continuously build consensus, cultivate momentum and deepen cooperation on the basis of maintaining sound and steady relations, Wang said.

    First, Wang said, the three countries will deepen economic and trade cooperation and strengthen its role as the “ballast stone.” Negotiations on the China-Japan-ROK Free Trade Agreement should be resumed at an early date to reach an agreement, expand mutual trade and investment, set up a trilateral dialogue mechanism on export controls, and maintain the stability and smoothness of industrial and supply chains.

    Second, to promote scientific and technological innovation to stimulate new drivers for growth. In line with the principle of openness and cooperation, we will share innovation opportunities and enable new quality productive forces to better empower the high-quality development of the three countries. A trilateral dialogue mechanism on digital economy cooperation will be established. Japan and the ROK are welcome to actively participate in the China-Japan-ROK Innovation Cooperation Center that China is planning to establish.

    Third, to expand people-to-people and cultural exchanges and consolidate public support. We will strive to increase the number of people-to-people exchanges among the three countries to 40 million by 2030, ensure the success of the China-Japan-ROK Year of Cultural Exchange from 2025 to 2026, continue to build the brands of “Culture City of East Asia” and “CAPMUS Asia,” carry forward the fine traditional culture of East Asia, and promote mutual understanding and friendship among our peoples.

    Fourth, to respond to common challenges and promote sustainable development. We will deepen cooperation in healthy aging, medical and health care, new energy, green development and ecological and environmental protection, and strengthen cooperation in disaster management, police and counterterrorism, and jointly address non-traditional security challenges.

    At present, as changes unseen in a century accelerate, global economic growth remains sluggish, geopolitical conflicts are intensifying and the global openness index keeps declining, Wang pointed out that China, Japan and the ROK, as important countries in the Asia-Pacific and major economies in the world, should adhere to the general direction of open economy, jointly uphold free trade, firmly safeguard the rule-based multilateral trading system, foster an open, inclusive and non-discriminatory international economic environment, and promote economic globalization that benefits all.

    We should actively promote regional cooperation, support the building of the Association of Southeast Asian Nations (ASEAN) Community, create more “China-Japan-ROK+” cooperation projects, and inject strong impetus into the development of East Asia cooperation with the vitality of trilateral cooperation, Wang added.

    He said the three countries should practice a new concept of common, comprehensive, cooperative and sustainable security and jointly safeguard regional and world peace, noting we should adhere to the unity of independence and self-reliance and take the destiny of Asia into its own hands.

    The top diplomats of the three countries exchanged in-depth views on trilateral cooperation as well as regional and international issues and made preparations for the 10th China-Japan-ROK Trilateral Summit, believing that they should jointly maintain the momentum of trilateral cooperation, advance practical cooperation in the six key areas in a comprehensive and balanced manner based on the Trilateral Cooperation Vision for the Next Decade, explore new areas of cooperation and expand future-oriented cooperation on the basis of maintaining continuity.

    The three sides also agreed on continuing to deepen people-to-people and culture exchanges, enhance mutual understanding and mutual trust, enrich practical cooperation in various fields, and work for more new outcomes that benefit the peoples of the three countries and the region.

  • MIL-OSI China: Hong Kong-born giant panda cubs meet public under mother’s patronage

    Visitors to Ocean Park Hong Kong can see Hong Kong-born twin giant panda cubs together with their mother Ying Ying from Saturday.
    Fans of the cubs had come for the moment of maternal affection two hours before the amusement park opened.
    “Giant panda cubs grow up best nurtured by their mothers. They usually won’t live independently until two to three years old,” said Howard Chuk, head of zoological operations and conservation of Ocean Park Hong Kong. Tagging along their mother allows the cubs to learn sniffing and other skills humans can’t teach.
    In the venue, the male cub followed Ying Ying closely and coyly jollied for her attention until the mother kissed it and licked its tummy. The female cub also got a kiss-on-the-cheek from Ying Ying while resting on a wooden rack. After the cubs frolicked for some time, Ying Ying breastfed them.
    The park said it would dole out around 3,000 entrance tickets for visitors to see the giant panda family from 10 a.m. every day. On Saturday, all tickets had been distributed by noon. Visitors are allowed 3 minutes with the family in 40-strong groups.
    The two cubs, who made their public debut on Feb. 16 when they turned six months old, now weigh around 12 kilograms each. They are breastfed and bottle-fed.
    The father Le Le now lives separately from the family because giant pandas are solitary animals, said the park. Male pandas don’t take care of young offspring.
    The two cubs’ official names will be unveiled in the first half of the year, chosen from entries for a city-wide naming contest.

  • MIL-OSI China: China contributes to world meteorological early warning efforts

    March 23 marks the 65th World Meteorological Day, with the theme of “Closing the Early Warning Gap Together.”
    Planet Earth faces unprecedented climate challenges. 2024 was the hottest year on record. Global warming has triggered frequent and intensified extreme weather events, which emphasizes the importance of early warning systems in disaster prevention and mitigation.
    In March 2022, UN Secretary-General Antonio Guterres launched the Early Warnings for All (EW4All) initiative.
    From global consensus to national action, China is implementing its National Climate Change Adaptation Strategy 2035 to build a climate-resilient society.
    “Ensuring universal access to meteorological early warning systems is not only a shared vision of the international community but also an important mission of China’s meteorological departments. China Meteorological Administration (CMA) will continuously enhance the meteorological science and technology, improve public services, deliver more robust scientific, institutional and governance support to achieve the goals of EW4ALL initiative, and contribute more wisdom and plans to building a community with a shared future for mankind,” said Chen Zhenlin, head of the CMA.
    CMA has made great efforts to step up meteorological disaster monitoring, forecasting, and warning as well as prevention and response capabilities.
    Today, the new-generation National Emergency Early Warning Information Release System disseminates 82 types of warning information to designated emergency responders within one minute, achieving 99.1 percent public coverage.
    “Enhancing meteorological science and technology capabilities underpins more timely, accurate and widespread early warning dissemination,” said Chen Zhenlin.
    China has effective early warning mechanisms such as Progressive Service and High-Impact Alert and Response systems. When high-impact hazards occur, each warning triggers immediate action, followed by confirmation to ensure closed-loop disaster prevention.
    Recently, Ko Barrett, deputy secretary-general of the World Meteorological Organization (WMO) said, “I love the focus on ensuring that the people and their safety are actually of central importance. ”
    China stands ready to work with fellow developing countries through professional training, visiting scholar programs, and research scholarships to enhance its shared capacity for climate resilience.
    China’s Fengyun meteorological satellite data services now cover 133 countries and regions, achieving an 80 percent global service satisfaction rate.
    Celeste Saulo, secretary-general of the WMO, highlighted the critical role of China’s upcoming satellite launch in advancing global early warning capabilities.
    In 2024, CMA and Vietnam Meteorological and Hydrological Administration (VNMHA) shared rainfall observation data from meteorological stations in China-Vietnam bordering areas, supporting decision-making for local governments on both sides, in particular county- and prefecture-level governmental agencies in disaster mitigation and response work.
    The joint development work by CMA and Pakistan Meteorological Department (PMD) has resulted in an Early Warning Supporting System tailored for Pakistan. The system features a cloud-based open platform and toolbox series covering local information access, numerical weather prediction (NWP) models, artificial intelligence (AI) models, severe weather identification algorithms, early warning information dissemination, etc., enabling swift and effective tracking of meteorological disasters.
    Given the theme of this year’s World Meteorological Day, I think China has already made progress in closing the early warning gap, said Somses Sieglinde, a meteorologist from Namibia.

  • MIL-OSI Asia-Pac: 2024 Is Singapore’s Warmest Year On Record

    Singapore, 23 March 2025 – Singapore’s 2024 Annual Climate Assessment Report was released by the National Environment Agency (NEA)’s Meteorological Service Singapore (MSS) in conjunction with the World Meteorological Day. The report covers Singapore’s main climatic features and notable weather records and events in 2024 and is available on the MSS website at www.weather.gov.sg (please refer to Annex A for an infographic on Singapore’s climate in 2024).

    Singapore’s Climate in 2024

    Temperature

    2          In 2024, Singapore’s annual average temperature was 28.4 degrees Celsius, making it the warmest year on record (tied with 2019 and 2016). Every month in 2024 was equal to or warmer than its corresponding long-term average temperature. Temperature records were broken on several occasions during the year, with record high daily minimum temperatures in February and record high daily maximum temperatures in December. 

    3          The preceding decade (2015-2024) was Singapore’s warmest decade on record at 28.11 degrees Celsius. This is 0.05 degrees Celsius warmer than the decade from 2014-2023, and the fourth consecutive year that Singapore’s decadal mean temperature record has been broken.

    4          While climate change contributed to warmer temperatures, climate variability in 2024 also played a role. The El Niño [1] event that developed in 2023 and ended in the second quarter of 2024 likely contributed to the warm temperatures in 2024, including during Singapore’s hot season (March – May), which was the third warmest hot season on record, after 1998 and 2016 which were also associated with strong El Niño events.

    5          Singapore’s annual temperature trend in 2024 is similar to the global trend recently reported by the World Meteorological Organization [2]. 2024 has been declared the warmest year on record globally since 1850.

    Heat Stress

    6          Singapore experienced higher annual daily mean Wet Bulb Globe Temperature of 27.0 degrees Celsius in 2024 compared to 26.6 degrees Celsius in 2023. However, the number of days of high heat stress [3] was lower. There were 21 days of high heat stress in 2024, fewer than the 37 days in 2023. Most of the 21 high heat stress days in 2024 were during Singapore’s hot season (March to May).

    Rainfall

    7          In 2024, Singapore’s annual total rainfall of 2739.8mm was 8.1 per cent above the long-term average of 2534mm, making 2024 the twelfth wettest year since 1980. January and November 2024 were exceptionally wet, recording rainfall 83.3 per cent and 47.4 per cent above their respective long-term averages. November’s islandwide average rainfall also broke the record for the wettest November since 1980. July and December were notably dry, 52.7 per cent and 30.0 per cent below their respective long-term averages.

    8          While there has been a gradual increase in Singapore’s average annual total rainfall, there is no significant trend in the frequency of heavy rain events and the highest 60-minute rainfall intensity. In 2024, the highest 60-minute rainfall intensities were experienced in the months from September to December compared to the rest of the year, with the highest value of 93mm recorded on 29 December.

    Notable Weather Events in 2024

    Dry Spell in July

    9          Between 18 and 30 July, Singapore experienced 18 consecutive days with daily total rainfall of less than 1.0mm, marking Singapore’s first dry spell since August 2019. Temperatures were also warm, with daily minimum temperatures staying above 28 degrees Celsius in most parts of the island.

    Intense Sumatra Squall

    10        On 17 September, an intense Sumatra Squall swept across Singapore between 7pm and 8:30pm. Maximum wind gusts exceeded 80km/h, with East Coast Parkway recording 83.2km/h at 7:33pm. The squall also brought cooler weather, with temperatures dropping by about 5 degrees Celsius in five minutes.

    Heavy rains in October

    11          Even though October is not usually a wet month and October 2024’s monthly rainfall was below its long-term average, Singapore experienced exceptionally high rainfall on 14 October 2024. Regional convergence of winds caused widespread thunderstorms over the island from midnight into the afternoon. The highest daily rainfall recorded that day was 145.8mm at Kent Ridge, making it one of the wettest days of the year

  • MIL-OSI Australia: Australia-Korea Foundation Board appointments and grants

    Today I announce the appointment of Dr Scott Watkins as Chair of the Australia-Korea Foundation (AKF), as well as new board members to support the Foundation’s work.

    The AKF works to strengthen economic, strategic and personal links between Australia and the Republic of Korea (ROK).

    Dr Watkins has been a Board Member since 2022 and is active in forging networks between Australian and South Korean youth. He is the Chief Sustainability Officer at KISCO, a South Korean chemicals and inks manufacturer, and previously worked for CSIRO.

    I am pleased to announce the appointment of three new board members who each bring extensive experience to support the objectives of the AKF:

    • Professor Gordon Flake, founding CEO of the Perth USAsia Centre
    • Ms Julianne Lee, Vice President of Voice of Korean Australian Businesses and Director a Rosecello Pty Ltd
    • Mr Sung Ho Lee, Partner at Johnson Partners.

    I have reappointed Ms Robyn Bryant, from Bryant Family Grazing in Southern Queensland, for a second three-year term from March 2025.

    I greatly appreciate the efforts of outgoing Chair Peter Coleman and Board Member Ms Karen Halbert for their substantial contribution the Australia-ROK relationship and thank them for their work supporting the AKF.

    • The Australia-Korea Academic Maritime Security Dialogue in South Korea, convened by La Trobe University and the University of Western Australia, to promote discussions on maritime-related issues in our region.
    • An Australia-Korea Business Council initiative to connect female leaders in Australia and South Korea through networking and panel discussions, to promote leadership skills, cross-cultural exchanges and mentorships.
    • Supporting 10 Australian scientists to attend the Federation of Asian and Oceanian Biochemists and Molecular Biologists’ Young Scientist Program in South Korea, to enhance bilateral scientific ties.

    I am pleased to announce the 22 recipients of the Australia-Japan Foundation (AJF) grant round for 2024-25.

    The AJF advances Australia’s foreign and trade policy interests with Japan by supporting partnerships in areas of shared interest and increasing Australian engagement with Japan.

    The grant recipients in 2024-25 include:

    • The Australian Antarctic Program Partnership at the Institute for Marine and Antarctic Studies, University of Tasmania, to develop new pathways for Japanese and Australian scientific collaborations in Antarctic and Southern science.
    • An Australian Strategic Policy Institute (ASPI) workshop to convene leading Pacific experts from Australia, Japan and the Pacific, focusing on improving Pacific resilience to new security challenges.
    • The University of Queensland’s initiative to advance higher education on sustainable construction in Australia and Japan through teaching workshops, a public guest lecture series, and a presentation at Expo 2025, Osaka, Kansai.
    • A Drift Consulting project to bring together Australian and Japanese experts to exchange knowledge and progress the use of Australian seaweed in livestock feed to reduce emissions.

  • MIL-OSI China: China, Japan hold sixth high-level economic dialogue

    TOKYO, March 22 — Chinese Foreign Minister Wang Yi and his Japanese counterpart Takeshi Iwaya on Saturday co-chaired the sixth China-Japan High-Level Economic Dialogue in Tokyo.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, pointed out that since the normalization of diplomatic relations between China and Japan, bilateral trade has increased more than 300 times and has remained at a high level of 300 billion U.S. dollars for 15 consecutive years, with the accumulative bilateral investment reaching nearly 140 billion U.S. dollars.

    The economic outcomes proved that China and Japan are partners, not rivals, Wang stressed.

    Amid profound adjustments in the global economic landscape, rising unilateral protectionism, and setbacks to economic globalization, China and Japan, as major world economies, should establish a correct understanding of each other, demonstrate responsibilities, seek development with innovative thinking, add momentum to cooperation and mutual benefit, and reduce obstacles and differences, Wang said.

    He called for efforts on four key areas of cooperation, including accelerating the transformation and upgrading of economic and trade cooperation, achieving strong partnerships for mutual success, addressing each other’s concerns in a balanced manner, and strengthening regional and multilateral cooperation.

    The two countries should uphold the tradition of promoting political relations through economic cooperation, and expand dialogue and exchanges across all sectors to cultivate new growth drivers, Wang said.

    Enterprises from both countries should be encouraged to collaborate in artificial intelligence, the digital economy, energy conservation, environmental protection, and green trade.

    Cooperation in medical and elderly care industries will be further strengthened to foster the “silver economy.”

    The two countries should expand third-market cooperation to benefit the Global South, and support each other in the successful hosting of the Osaka Expo and the China International Import Expo, while promoting regional cooperation, Wang said.

    With a forward-looking approach, China and Japan should leverage the China-Japan economic partnership consultation mechanism to enhance government-business communication, expand market access and eliminate discriminatory restrictions.

    The two sides will work to avoid the politicization of economic security in order to maintain stable and smooth industrial and supply chains.

    Upholding Asian values, the two countries should advocate openness over isolation, and promote inclusiveness over exclusiveness, Wang noted.

    Negotiations for the China-Japan-Republic of Korea Free Trade Agreement should be resumed and the process of establishing an Asia-Pacific Free Trade Area should be advanced, according to Wang.

    Officials from 15 government departments of both countries attended the meeting.

    In conclusion, Wang said that the dialogue enhanced mutual understanding and confidence in cooperation.

    At a time when unilateral protectionism is rampant, the dialogue has sent a strong signal in support of a free trade system, adherence to international trade rules, and alignment with economic globalization.

    Both sides should further expand their horizons and explore new areas of cooperation to continuously enrich the China-Japan strategic relationship of mutual benefit, Wang said.

  • MIL-OSI China: China, New Zealand complete historic joint dive expedition to Puysegur Trench

    WELLINGTON, March 22 — Chinese and New Zealand scientists have successfully concluded a groundbreaking collaborative dive expedition to the Puysegur Trench, supported by the Chinese Academy of Sciences (CAS) Global Trench Exploration and Diving program (Global TREnD).

    “For the first time in history, humans have reached the deepest point of the Puysegur Trench,” said Du Mengran, chief scientist of the joint research expedition, during the Concluding Open Day in Wellington on Friday.

    The expedition unveiled numerous novel phenomena and yielded an extensive collection of valuable biological samples, many of which represent new depth records or are suspected new species, Du said. Additionally, various rock samples were collected, providing critical materials for studying subduction processes and geological mechanisms.

    Over the past three months, the joint China-New Zealand expedition was conducted by the CAS Institute of Deep-Sea Science and Engineering (IDSSE), in collaboration with New Zealand’s National Institute of Water and Atmospheric Research (NIWA).

    The mission marked the first international scientific dive exploration of the Puysegur Trench and the second collaborative deep-sea expedition between China and New Zealand.

    The expedition involved 68 scientists from eight countries, including New Zealand, Malaysia, Denmark, Germany, France, Brazil, India, and China.

    Liu Weidong, director general of the Bureau of International Cooperation, CAS, said this collaborative spirit embodies the essence of scientific exploration, transcending borders to explore the unknown world for mankind.

    Leveraging the cutting-edge full-water-depth manned submersible Fendouzhe (Striver) and the Tansuo series of research vessels, the team conducted the first manned dive exploration in the Puysegur Trench, located in the notoriously treacherous “Roaring Forties” region.

    Despite extreme sea conditions, the team successfully completed 32 dive missions, setting a new Chinese record of 75 hours across five dives. Du highlighted that this mission was jointly designed by Chinese and New Zealand scientists and executed by a multinational team, with nine dive missions completed by foreign scientists.

    Samples and data collected during the expedition were shared among participating scientists, fostering international collaboration.

    Rob Murdoch, NIWA’s deputy chief executive, emphasized that the China-New Zealand partnership provided New Zealand scientists with unique access to deep-sea exploration resources. The ability to gather deep-sea samples and data that would otherwise be unattainable is invaluable, he said, praising the achievement of completing so many dives under the harsh conditions of the Southern Ocean.

    Among the discoveries were new species of invertebrates and fish, significantly expanding scientists’ understanding of New Zealand’s marine biodiversity. The expedition also uncovered rare whale fall-deep-sea organisms that thrive exclusively on the remains of deceased whales.

    Murdoch expressed enthusiasm for continued collaboration in the coming years, focusing on sample processing, data analysis, and publishing the expedition’s final findings.

    This joint mission follows the first manned deep-sea scientific voyage by Chinese and New Zealand scientists in late 2022. That expedition, aboard the research vessel Tansuo-1 and utilizing the Fendouzhe submersible, explored the Scholl Deep, the deepest point of the Kermadec Trench, located north of New Zealand, approximately 10,000 meters below sea level.

    Chinese Ambassador to New Zealand Wang Xiaolong said the deep sea has always been a challenging frontier for human exploration. However, with technological advancements, manned submersibles such as Fendouzhe have turned deep-sea research from fantasy into reality.

    This expedition to the Puysegur Trench will undoubtedly advance human exploration of the deep ocean and contribute to the development of global marine research, Wang said.

    Last April, Ida Chan welcomed her son into the world. He was born a kilogramme lighter than expected, and Ida decided to breastfeed to help him bulk up.

    Initially, she faced challenges. As her baby was hospitalised due to newborn jaundice, Ida missed the initial window to start breastfeeding. As she struggled to produce enough milk herself, she was also distressed to discover that her son had trouble digesting baby formula.

    Fortunately, she managed to boost her milk supply through consistent pumping and was finally able to breastfeed exclusively three months later.

    With her son now thriving, she knows she made the right decision. “Every drop of breast milk is not just about tiredness, pain and time,” she reflected. “It is all about a mother’s love to her baby.

    Heartfelt giving

    When Ida subsequently learned about some of her friends’ premature babies being severely underweight, it hit close to home. Accordingly, when she learned about the launch of the Hong Kong Breast Milk Bank, she did not hesitate to sign up online right away.

    After clearing a health screening, she began donating some of her breast milk, just as she had hoped.

    Even though she has returned to working full-time and her own child is eating more solid foods, combined with three milk feeds a day, Ida still makes time to pump and reserve an extra bag to donate to other babies.

    Altogether, it takes half an hour for her to pump the milk, store it, and clean up, but she is heartened that she is able to lend a hand to other families in need. “I think it is worth it because I am doing something good for the community.”

    She added that she wants to set an example to her son. “In the future, I want to tell my baby ‘Your mother was helping others, and I want you to be a person like me.’”

    Beyond expectations

    Donating breast milk is not as simple as having good intentions, however. To qualify, donors need to be currently lactating, and have a baby under one year old. They also have to be in good health, pass a thorough assessment that includes a review of their medication history, and submit to undergoing blood tests every three months.

    Since launching in January of this year, the Hong Kong Breast Milk Bank, located in the Hong Kong Children’s Hospital, has collected more than 300 litres of donated breast milk and recruited over 100 eligible donors.

    Hong Kong Breast Milk Bank Director Dr Rosanna Wong said the numbers are beyond expectations.

    This month, the initiative began its second phase, offering donor breast milk to all nine of the Hospital Authority’s Neonatal Intensive Care Units.

    “The first priority of using this milk are those babies who are born under 32 weeks of gestation, or with birth weight less than 1.5kg,” Dr Wong explained. “Other babies who require the milk will be those who have severe diseases like congenital heart disease, or after a gastrointestinal operation.”

    She added that if the bank could gather more donations, milk could be given to less premature babies, or even full-term babies with special needs.

    All milk donated to the bank undergoes pasteurisation, microbiological testing and nutritional analysis, all under strict temperature controls, to ensure its safety and quality.

    Dr Wong described breast milk as the best nutrition for infants, particularly premature babies, as it contains unique properties such as immunoglobulins and immune factors that protect these babies from infections.

    She emphasised that using breast milk for such babies reduces complications, including necrotising enterocolitis.

In a letter, the Senators requested several answers to questions about whether Elon Musk received a “top-secret briefing on U.S. war plans for China” that media reports indicated would have provided him with access to information that is “among the military’s most closely guarded secrets.” Initial reports from the New York Times, later confirmed by the Wall Street Journal, indicated that Elon Musk was scheduled to receive such a briefing today, “because he asked for one.” But President Trump, Elon Musk and Secretary Hegseth indicated that they may have reversed course after this news became public. However, it still remains unclear what information Mr. Musk received at the Pentagon today.

    “We hope that you did not share top-secret war plans with Mr. Musk today and do not do so in the future,” wrote the Senators. “Although they may satisfy his curiosity, there is no legitimate national security or other rationale for providing this information to Mr. Musk – who is not a military or national security expert, is not a member of the President’s cabinet, and is not even serving as a permanent federal employee.”

    Mr. Musk has extensive business interests in China through his automotive company, including a factory in Shanghai that “was built with special permission from the Chinese government” and “now accounts for more than half of (the company)’s global deliveries.” Along with Mr. Musk’s “extensive financial interests in China,” in public, Mr. Musk has “avoided criticizing Beijing and signaled his willingness to work with the Chinese Community Party (CCP).” He has parroted CCP talking points – contrary to the current official U.S. foreign policy – that Taiwan is “an integral part of China” and should become a special administrative zone like Hong Kong.

    “The military’s top-secret information is classified as top secret for a reason,” concluded the Senators. “The unauthorized disclosure of such information to any one of our adversaries could pose exceptionally grave national security risks.”

    Green Party co-leader Chlöe Swarbrick called on New Zealand government MPs today to support her Member’s Bill to sanction Israel over its “crazy slaughter” of Palestinians in Gaza.

    Speaking at a large pro-Palestinian solidarity rally in the heart of New Zealand’s largest city Auckland, she said Aotearoa New Zealand could no longer “remain a bystander to the slaughter of innocent people in Gaza”.

    In the fifth day since Israel broke the two-month-old ceasefire and refused to begin negotiations on phase two of the truce — which was supposed to lead to a complete withdrawal of Israeli troops from the besieged enclave and an exchange of hostages — health officials reported that the death toll had risen above 630, mostly children and women.

    Five children were killed in a major overnight air attack on Gaza City and at least eight members of the family remained trapped under the rubble as Israeli attacks continued in the holy fasting month of Ramadan.

    Confirmed casualty figures in Gaza since October 7, 2023, now stand at 49,747 with 113,213 wounded, the Gaza Health Ministry said.

    For more than two weeks, Israel has sealed off border crossings and barred food, water and electricity and today it blew up the Turkish-Palestinian Friendship Hospital, the only medical institution in Gaza able to provide cancer treatment.

    “The research has said it from libraries, libraries and libraries. And what is it doing in Gaza?” said Swarbrick.

    ‘Ethnic cleansing . . . on livestream’
    “It is ethnic cleansing. It is apartheid. It is genocide. And we have that delivered to us by  livestream to each one of us every single day on our cellphones,” she said.

    “That is crazy. It is crazy to wake up every single day to that.”

    Swarbrick said Aotearoa New Zealand must act now to sanction Israel for its crimes — “just like we did with Russia for its illegal action in Ukraine.”

    She said that with the Green Party, Te Pāti Māori and Labour’s committed support, they now needed just six of the 68 government MPs to “pass my Unlawful Occupation of Palestine Sanctions Bill into law”.

    “There’s no more time for talk. If we stand for human rights and peace and justice, our Parliament must act,” she said.

    The ceasefire-breaking Israeli attacks on Gaza have shocked the world and led to three UN General Assembly debates this week on the Middle East.

However, sharp reductions in aid have disrupted TB programs worldwide, with Africa and South-East Asia among the hardest-hit regions.

    Abigail Harris, Infectious Disease Analyst at GlobalData, comments: “Funding cuts of this magnitude will directly impact access to TB diagnosis, treatment, and prevention, leaving millions vulnerable to disease progression and death. Without urgent intervention, we risk undoing decades of progress in TB elimination.”

    A major concern arising from these funding cuts is the potential for increased drug-resistant TB (DR-TB) cases. Inconsistent treatment due to financial constraints can lead to incomplete therapy, allowing the TB bacterium to develop resistance to standard drugs. DR-TB is significantly more challenging and expensive to treat.

    Harris continues: “If we allow funding gaps to persist, we risk facing an even deadlier TB crisis, where highly resistant strains, which require more prolonged and costly treatment, become more prevalent. The global health community must act swiftly to ensure continued access to treatment and accelerate research into new, effective therapies.”

    The World Health Organization (WHO) has urged immediate action to close the TB funding gap and meet global TB targets, including expanding diagnostic access, improving treatment regimens, and advancing vaccine development.

    GlobalData’s pipeline products database reveals a promising TB pipeline with 15 prophylactic vaccines in clinical development. However, continued R&D investment is essential for the most promising candidates to reach the market.

    Harris concludes: “Governments, international donors, and private-sector partners must recognize TB as the global health emergency that it is. Without sustained investment, the disease will claim more lives and pose an increasing threat to global health security.”

    *The United Nations High-level Meeting (UNHLM) on the Fight Against Tuberculosis was held in September 2023, where member states adopted a historic political declaration on TB. This contained the most ambitious targets to date in the fight against this disease and would put the world on track to ending TB by 2030 if countries follow through on their commitments.

    “A Chinese Ghost Story” was re-released in 4K on the Chinese mainland on March 21, 38 years after it first premiered in Hong Kong.

    The 1987 film, directed by Ching Siu-tung and produced by Tsui Hark, stars two of Hong Kong’s most iconic figures of the time, Leslie Cheung and Joey Wong. It tells the story of Ning Caichen (Cheung), a humble tax collector who falls in love with the ghost Nie Xiaoqian (Wong). Knowing she is enslaved by a cruel tree demon, Ning sets out to save her with the help of Yan Chixia (Wu Ma), a Taoist warrior.

    The film is loosely based on the story of Nie Xiaoqian from Qing dynasty writer Pu Songling’s “Strange Stories from a Chinese Studio” and draws inspiration from the 1960 Shaw Brothers Studio film “The Enchanting Shadow,” directed by Li Han-hsiang. Ching’s version spawned two sequels and numerous adaptations and remakes.

    Combining romance, fantasy, martial arts, horror and enduring music, “A Chinese Ghost Story” enjoyed immense popularity in Hong Kong and across Asia, including in South Korea and Japan. Over the years, it has become a timeless classic and a cult favorite. It was ranked 50th on the “Best 100 Chinese Motion Pictures” list, an honor presented at the 24th Hong Kong Film Awards in 2005 to celebrate the centennial of Chinese cinema.

    Although “A Chinese Ghost Story” wasn’t released on the Chinese mainland in 1987, it gained widespread popularity among young people, especially those born in the 1980s, via videocassettes, VCDs, DVDs, downloads and video-sharing sites over the years. The film received broad acclaim, earning a score of 8.8 out of 10 on China’s review site Douban based on nearly 800,000 user reviews. Its remastered version finally premiered in mainland theaters in 2011 as a tribute to the late pop icon Leslie Cheung.

    Cheung’s fans attended preview screenings for the film’s latest re-release in Beijing, Shanghai and Guangzhou on Wednesday evening. The 4K re-release serves as both a memorial event ahead of Cheung’s death anniversary on April 1 and an opportunity to highlight Eastern aesthetics and cinematic charm on the big screen, according to distributors.

    Over time, the film’s other major stars have stepped back from the spotlight, leaving no chance for a reunion and fueling nostalgia among fans. Joey Wong, who has retired from acting, now lives privately in Canada, with recent reports indicating she has started a new moxibustion clinic. Wu Ma, another prominent actor in the film, passed away at age 71 due to lung cancer in 2014.

    “A Chinese Ghost Story” isn’t the only film being re-released. Distributors have also announced that the Hollywood action blockbuster “Furious 7” and China’s street dance drama “One and Only” will return to theaters in April. These re-releases offer audiences a chance to revisit classics while filling a current content gap in the Chinese film market.

    How do you see US president Donald Trump’s election weighing in on the entire climate debate?
    We are central bankers and supervisors, so we are non-political. We are data-dependent and science-based. We are here together to discuss the impact of climate and nature-related risks on our economies. Talking about climate change in general, there are two major risks: physical risks; meaning increasing numbers of droughts, floods, hurricanes and wildfires. And transition risks, which are the costs and consequences of the transition to net zero.
    If climate policy falls short then, of course, economic and financial risks will increase. That’s what central banks must look at. We analyze the data and see what kind of impact climate change has on the economy. That’s our job. We must deal with these risks, and we will address them, also towards governments.
    What does the withdrawal of the US Federal Reserve mean for NGFS and its agenda? 
    The NGFS was founded at the end of 2017. At that time, we were only eight members. Now we are 144. The Fed, as you just mentioned, left in January. Except for the US, none of the members have exited so far. Instead, thirteen new members have joined since I took over as NGFS Chair at the start of 2024. So, we are still a growing organization.
    And our agenda stays the same, because it has nothing to do with the exit of one member. If we see deregulation, if we see climate being taken off the policy agenda, then we might see increasing physical risk, meaning an acceleration of climate change. And that might mean that we even become more vocal on the risks we see.
    How do you see India’s progress? What more needs to be done?
    It’s not up to me to judge the stance and actions of our colleagues from the Reserve Bank of India. I just mentioned our latest update on the long-term scenarios about GDP being 15 % lower, worldwide, than in a world without climate change. For India, the GDP loss is even bigger. If the world keeps its current policies unchanged, global temperatures are expected to rise by three degrees Celsius (on average). And this could cost India roughly 19 % of GDP by 2050, compared to a world without climate change. So, for India, we show that climate change can have even more serious consequences than elsewhere. And, at the same time, the scenarios show that India is among those countries who would benefit the most from a global transition towards net zero emissions.
    You’ve said your actions are data dependent. What is the data telling us in terms of the economic impact of climate change? Because there is also a pushback.
    We are analytical powerhouses. Our climate scenarios are our flagship product. We have set up different long-term scenarios. For example, a current policy scenario or a fragmented world one, where climate policy is delayed, divergent and/or insufficient across the globe. Or a scenario where policy would bring us to a Paris-aligned world. We look at what those different climate scenarios mean in economic terms, for GDP, inflation, productivity, and so on.
    The fifth vintage of our long-term climate scenarios was published at the start of November last year. It told us that under the current policies scenario, global GDP will be 15 % lower globally in 2050 than it would be without climate change. This is a striking number, and in fact we have reason to believe that it doesn’t even show the full picture, because we do not yet have a full set of data. It does not reflect, for example, future sea level rises, or the kind of climate migration that we might see. When we have more data, we will get more insights, and the results might even change.
    What has the conversation been like at the plenary in the backdrop of the US exit and what is the assessment of the progress made so far?
    We’ve never seen such a strong commitment as we see here in India today. More than 100 people from over 60 countries came from all around the world to be here in person. Another 100 people participated virtually. We’ve never had so many senior level representatives from central banks and financial supervisors. We have more than 25 governors or deputy governors here in India at our annual meeting. 
    What we’ve reflected on today is how political headwinds, deregulation, impact our work. And our work stays the same, because we are non-political animals, and we stick to our mandates. With so many central banks from all over the world in our network, we all have different mandates. In emerging markets or developing countries, the mandates are often not as narrow as they are in, for example, Europe. So, we do have members with broader mandates. That allows them to do different things, such as promoting green finance or other financial sector development.
    Most central banks have initiated some sort of action on tackling climate change and its economic impact. What is your assessment of the progress and what more is needed?
    With 144 members from all over the globe, there are members at completely different stages, depending on when they started and how big their capacities are. Some members are very advanced, like the French, the Dutch, the UK, and there are those who have just started or are so small that they barely have capacity.
    What are the advanced central banks doing? They have started with climate stress testing in the banking sector. For example, in Europe, we have already done a few climate stress tests. In India, Brazil and many countries in Africa, you see that climate change strongly affects food prices. We also see, in some African countries for example, that energy prices are significantly affected by climate change. We cannot rely on past data or experiences; we need a forward-looking perspective. There’s a lot of uncertainty and non-linearity. So, we must work in terms of scenarios.
    When the NGFS was set up in December 2017, there were some central banks who thought, “oh my god, there’s climate change and we do not know at all whether this will affect our work, our mandates”. We thought, “this might be such a big threat that it’s better to collaborate, put together all the resources we have and to see what will come out”. This is why the NGFS was set up. Over the years, we have not only realized that climate change really matters to the economy but also confirmed that it affects our mandates.
    The whole idea of this network is that we share our knowledge amongst our members. This is the benefit of being a member of the NGFS. And we also produce public goods like the scenarios mentioned, which can be used by financial sector players and policymakers beyond the network.
    Different governments have different commitments to climate change and central banks have different mandates. Given that, how effective can this body be?
    Climate policy is not part of our mandate. What governments do is another thing. Of course, our analysis shows that if governments take less action on climate, it will have a huge impact on the economy, often also on inflation.
    You are right, central banks globally have a wide range of different tasks and mandates. But this is also the beauty of our network. 144 different organisations learn from each other. Many members – for example emerging markets – have a lot in common with each other. These countries often form groups among peers so that they can share experience and best practice.
    Any thinking on short-term scenario mapping?
    We will soon publish our short-term scenarios with a time horizon of three to five years, hopefully in the first half of the year. We think it is important to show what will happen within this time horizon.
    Not many care about 2050 and 2100. Not many of us work over this time horizon. If you are a CEO, your contract lasts 3‑5 years. If you’re a politician, you want to be re-elected within 3‑5 years. A scenario which tells you what might happen in 2050, of course, really matters for human beings. But, to tell the story to someone who thinks short term, you need also short-term scenarios.

  • MIL-OSI Security: Federal Way, Washington woman indicted for bank and wire fraud for fake investment scheme

    Preyed on members of the Korean community falsely claiming status as an investment advisor

    Seattle – A 52-year-old Federal Way, Washington woman was indicted this week by a federal grand jury for three counts of wire fraud and two counts of bank fraud, announced Acting U.S. Attorney Teal Luthy Miller. Jenni Yoon Jeong Lee allegedly held herself out to elderly members of the Korean community as an investment advisor. In reality, the investments went into accounts controlled by Lee and were used for her personal expenses. Lee allegedly defrauded at least 28 victims of over $3 million that was used for her expenses, her family’s expenses or to pay off earlier investors in the style of a Ponzi scheme.

    “Ms. Lee held herself out as an experienced investment advisor offering her victims a guaranteed return on the funds they placed with her,” said Acting U.S. Attorney Miller. “However, the indictment notes that none of the money was invested and in fact, nearly $1 million of investor funds were accessed and spent at area casinos.”

    According to the indictment, Lee created various business entities with names that made it seem they were financial investment companies. Lee opened and controlled bank accounts for these shell companies.

    Lee held herself out as a financial advisor employed at the shell companies. She claimed both orally and in writing that she would place victim investments in funds that would guarantee a safe return, sometimes as high as 10%.  She often represented that the principal was fully guaranteed so there was no risk associated with the investment.

    Lee allegedly got the victims to write checks to one of the shell companies for ‘investment,’ or she induced the client to fund a self-directed IRA at a legitimate financial services company and give Lee access to manage the account. Lee would sometimes provide the financial services company with a promissory note to make it appear the client was loaning money to one of Lee’s shell companies. In this way she gained control of the investor funds.

    In all Lee took in at least $3 million. Some money was paid back to investors making the full loss amount approximately $2.2 million. Of that, over $900,000 was withdrawn and spent at casinos.

    The three counts of wire fraud are for specific transfers of funds from self-directed IRA accounts. The two counts of bank fraud are for depositing client checks into one of the shell corporation accounts. These counts are representative acts of the alleged scheme.

    The charges in the indictment are punishable by up to 30 years in prison.

    The charges contained in the indictment are only allegations.  A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

  • MIL-Evening Report: Top Pacific diplomats ready for direct talks on Bougainville independence

    The Pacific’s peak diplomatic bodies have signalled they are ready to engage with Papua New Guinea’s Autonomous Government of Bougainville as mediation begins on the delayed ratification of its successful 2019 independence referendum.

    PNG and Bougainville’s leaders met in the capital Port Moresby this week with a moderator to start negotiations on the implementation of the UN-supervised Bougainville Peace Agreement and referendum.

    Ahead of the talks, ABG’s President Ishmael Toroama moved to sideline a key sticking point over PNG parliamentary ratification of the vote, with the announcement last week that Bougainville would unilaterally declare independence on September 1, 2027.

    The region’s two leading intergovernmental organisations — Pacific Islands Forum (PIF) and Melanesian Spearhead Group (MSG) — have traditionally deferred to member state PNG on discussion of Bougainville independence as an internal matter.

    But as a declaration of nationhood becomes increasingly likely and near, there has been a subtle shift.

    “It’s their [PNG’s] prerogative but if this matter were raised formally, even by Bougainville themselves, we can start discussion on that,” PIF Secretary-General Baron Waqa told a press briefing at its headquarters in Fiji on Monday.

    “Whatever happens, I think the issue would have to be decided by our leaders later this year,” he said of the annual PIF meeting to be held in Solomon Islands in September.

    Marked peace deal
    The last time the Pacific’s leaders included discussion of Bougainville in their official communique was in 2004 to mark the disarmament of the island under the peace deal.

    Waqa said Bougainville had made no formal approach to PIF — a grouping of 18 Pacific states and territories — but it was closely monitoring developments on what could eventually lead to the creation of a new member state.

    In 2024, Toroama told BenarNews he would be seeking observer status at the subregional MSG — grouping PNG, Fiji, Solomon Islands, Vanuatu and New Caledonia’s FLNKS — as Bougainville’s first diplomatic foray.

    No application has been made yet but MSG acting Director-General Ilan Kiloe told BenarNews they were also keeping a close watch.

    “Our rules and regulations require that we engage through PNG and we will take our cue from them,” Kiloe said, adding while the MSG respects the sovereignty of its members, “if requested, we will provide assistance” to Bougainville.

    “The purpose and reason the MSG was established initially was to advance the collective interests of the Melanesian countries, in particular, to assist those yet to attain independence,” he said. “And to provide support towards their aim of becoming independent countries.”

    The 2001 peace agreement ended more than a decade of bloody conflict  known as the Bougainville crisis, that resulted in the deaths of up to 15,000 people, and laid out a roadmap for disarmament and the referendum in 2019.

    ‘We need support’
    Under the agreement, PNG retains responsibility for foreign affairs but allows for the ABG to engage externally for trade and with “regional organisations.”

    “We need countries to support us, we need to talk to those countries [ahead of independence],” Toroama told BenarNews last September.

    The referendum on independence was supported by 97.7 percent of Bougainvillians and the outcome was due to be ratified by PNG’s Parliament in 2020, but was deferred because of the covid-19 pandemic.

    Discussions by the two parties since on whether a simple or two-thirds majority vote by parliamentarians was required has further delayed the process.

    Toroama stood firm on the issue of ratification on the first day of discussions moderated by New Zealand’s Sir Jerry Mataparae, saying his people voted for independence and the talks were to define the “new relationship” between two independent states.

    Last week, the 15 members of the Bougainville Leaders Independence Consultation Forum issued a statement declaring PNG had no authority to veto the referendum result and recommended September 1, 2027 as the declaration date.

    “As far as I am concerned, the process of negotiating independence was concluded with the referendum,” Toroama said.

    Implementation moderation
    “My understanding is that this moderation is about reaching agreement on implementing the referendum result of independence.”

    He told Marape “to take ownership and endorse independence in this 11th Parliament.”

    PNG’s prime minister responded by praising the 25 years of peace “without a single bullet fired” but warned Bougainville was not ready for independence.

    “Economic independence must precede political independence,” Marape said. “The long-term sustainability of Bougainville must be factored into these discussions.”

    “About 95 percent of Bougainville’s budget is currently reliant on external support, including funding from the PNG government and international donors.”

    Proposals to reopen Rio Tinto’s former Panguna gold and copper mine in Bougainville, that sparked its civil conflict, is a regular feature of debate about its economic future.

    Marape also suggested people may be secretly harbouring weapons in breach of the peace agreement and called on the UN to clarify the outcome of the disarmament process it supervised.

    “Headlines have come out that guns remain in Bougainville. United Nations, how come guns remain in Bougainville?” Marape asked on Monday.

    “You need to tell me. This is something you know. I thought all guns were removed from Bougainville.”

    PNG relies on aid
    By comparison, PNG has heavily relied on foreign financial assistance since independence, currently receiving at about US$320 million (1.3 billion kina) a year in budgetary support from Australia, and suffers regular tribal violence and massacres involving firearms including assault rifles.

    Bougainville Vice-President Patrick Nisira rejected Marape’s concerns about weapons, the Post-Courier newspaper reported.

    “The usage of those guns, there is no evidence of that and if you look at the data on Bougainville where [there are] incidents of guns, it is actually very low,” he said.

    Further talks are planned and are due to produce a report for the national Parliament by mid-2025, ahead of elections in Bougainville and PNG’s 50th anniversary celebrations in September.

    NEW YORK, N.Y.—Today, journalists, federal workers, and their unions sued the U.S. Agency for Global Media (USAGM), its Acting Director Victor Morales, and Special Adviser Kari Lake to challenge the unlawful shuttering of the agency and silencing of global media.

    The lawsuit, filed in the Southern District of New York, asserts that the agency has failed to fulfill its legally required functions and violated both the freedom of journalists and separation of powers when it ordered staff not to report to work, suspended contractors, turned off service, and locked the agency’s doors.

    The plaintiffs include the American Federation of Government Employees (AFGE), the American Federation of State, County, and Municipal Employees (AFSCME), The NewsGuild-CWA, the American Foreign Service Association (AFSA), Reporters Without Borders (RSF), and seven individual workers. VOA White House Bureau Chief Patsy Widakuswara is the lead plaintiff.

    Government Accountability Project, a non-partisan civil rights defense and whistleblower protection organization, represents the seven individuals. New York City law firm Emery Celli Brinckerhoff Abady Ward & Maazel LLP represents 11 of the 12 plaintiffs. AFGE, AFSCME, NewsGuild-CWA and AFSA are represented by Democracy Forward and their respective in-house legal departments. State Democracy Defenders Fund represents Reporters Sans Frontiers (RSF), Reporters Without Borders (RSF USA), AFGE, and AFSCME.

    Altogether, these actions amount to an unprecedented attack on the freedom of press and threaten the reputation and credibility of VOA journalists and all USAGM networks. The filing reads:

    “The VOA Journalists have devoted their careers to helping to build USAGM’s networks into a credible media force with global audiences in the hundreds of millions. They are dedicated public servants of the utmost integrity whom Defendants have maligned without basis as incompetent and, even worse, as ‘terrorist sympathizers.’ What is happening to the VOA Journalists is not just the chilling of First Amendment speech; it is a government shutdown of journalism, a prior restraint that kills content before it can be created.”

    The plaintiffs seek immediate relief to reverse the shuttering of the U.S. Agency for Global Media.

    This assault on VOA is an attack on international democracy and journalistic integrity.

    “Voice of America was founded to spread the truth and fight propaganda from lawless authoritarian regimes—so it’s no surprise that the Trump administration is trying to dismantle it. This blatant political takeover isn’t just an attack on our members’ jobs—it’s an assault on press freedom, journalistic integrity, and democracy the world over,” said AFGE National President Everett Kelley, whose union represents VOA and Office of Cuba Broadcasting employees. “These patriotic journalists and professionals have dedicated their careers to making sure regular people understand the truth, and AFGE will not stand by while this administration tries to silence them. That’s why we are joining this lawsuit with our partners—to defend our members, protect their rights, and uphold the truth they work tirelessly to promote across the globe.”

     “The Voice of America was created to promote freedom of press and advance democratic values across the globe. Silencing this agency is nothing short of anti-American and a retaliatory attack on the independent journalists and workers who have dedicated their careers to fighting oppressive regimes and censorship. The voices and reporting of VOA professionals, including AFSCME members, are a beacon of freedom to people everywhere. We refuse to stand by as this administration violates the constitution to obstruct their work and diminishes America’s standing in the world as a leading democracy,” said AFSCME President Lee Saunders.

    “AFSCME members are proud of the work they do at Voice of America to develop and distribute free and independent news to hundreds of millions of citizens everywhere. The very existence of Voice of America is a testament to our nation’s commitment to protecting a free and independent press. This open assault on journalists and our jobs should alarm everyone, and we remain committed to fighting back whether we’re standing up to dictators abroad or our own leaders,” said AFSCME District Council 20 Executive Director Wayne Enoch.

    “Our union was established by journalists to protect the workers that make a free press possible, and we are proud to continue that fight 91 years later,” said NewsGuild-CWA President Jon Schleuss. “America’s founders passionately believed that everyone has the right to free speech and a free press.   • MIL-OSI United Nations: General Assembly Adopts Texts, Marks International Day for Elimination of Racial Discrimination

    The poison of racism remains in the veins of global institutions, laws and everyday practices and must be fought in all its forms, speakers urged the General Assembly today, as the body commemorated the International Day for the Elimination of Racial Discrimination in addition to taking action on three draft texts.

    One of these, the draft resolution titled “Permanent neutrality of Turkmenistan” (document A/79/L.59), was introduced by that country’s representative.  She affirmed neutrality as a fundamental principle of her nation’s foreign policy — “a beacon of peace, stability and constructive engagement in the international community for three decades”.  The Assembly then adopted the draft resolution without a vote.

    By the text, the Assembly called on Member States to respect and support this status of Turkmenistan and to respect its independence, sovereignty and territorial integrity.  It further welcomed the decision of the Government of Turkmenistan to host an international forum, in December 2025, devoted to the International Year of Peace and Trust, the International Day of Neutrality and the thirtieth anniversary of the permanent neutrality of Turkmenistan.

    The Assembly also adopted without a vote the draft decision titled “United Nations Pledging Conference for Development Activities” (document A/79/L.61).  By its terms, the Assembly decided to convene the next such Conference in 2026.  Also adopted without a vote was the draft decision titled “Speakers for the opening segment of the ‘World Social Summit’ under the title ‘the Second World Summit for Social Development’” (document A/79/L.65).

    International Day for the Elimination of Racial Discrimination

    At the outset of the meeting, Philémon Yang (Cameroon), President of the General Assembly at its seventy-ninth session, recalled that peaceful protesters stood against injustice in Sharpeville, South Africa, 65 years ago.  While 69 lives were lost that day, “their courage ignited a movement — one that continues today,” he stated.  And, on the sixtieth anniversary of the adoption of the International Convention on the Elimination of All Forms of Racial Discrimination — to which 182 Member States are party — he said:  “We must recommit to its provisions that prohibit racial discrimination in all its forms.”  Further, he called on the international community to “take decisive action to enforce antidiscrimination laws and ensure they are effective”.

    Urging States to invest in inclusive education, raise public awareness and challenge harmful stereotypes, he emphasized that the fight against racial discrimination is not just a moral duty, but essential to achieving the 2030 Agenda for Sustainable Development.  And, while Africa has long carried the weight of historical injustice, he stressed that the continent is also a beacon of resilience and leadership that “has shown the world how to successfully end abhorrent examples of institutional racism and bigotry”.  The international community must therefore listen to African voices and fully integrate their perspective into global anti-racism efforts.  Additionally, he called on the next generation to “carry forward the fight against racial discrimination with hope and determination”.

    Speaking next was Courtenay Rattray, Chef de Cabinet of the Executive Office of the Secretary-General, who said that the poison of racism is the toxic legacy of historic enslavement and colonialism.  Today, it continues to corrupt communities and erode the foundations of justice, stoked by “growing inequalities and algorithms that capitalize on polarizing content”, he stated.  Forged amidst the civil rights and anti-Apartheid movements of the 1960s, the Convention remains a beacon of hope.  Calling for its universal ratification, he urged business leadership, civil society and everyday people to take a stand against racism in all its forms.

    Ilze Brands Kehris, Assistant Secretary-General for Human Rights, then emphasized that race, colour, descent or origin must never silence people, block their opportunities, make them targets or endanger their lives.  While the Convention was a milestone treaty, she warned that “we once again find ourselves in a period of turmoil” — with racism still permeating institutions, social structures and everyday life in all societies.  While diversity is profoundly human and enriches societies, “because of it, millions of people are treated as sub-human”, she stated.  Condemning the resurgence of nationalist populism and ideologies of racial superiority, she called today’s gathering an opportunity for States, national human-rights institutions, civil society, the private sector and United Nations entities to commit to concrete steps to combat the scourge.

    Echoing calls for universal ratification, Michał Balcerzak (Poland), Chair of the Committee on the Elimination of Racial Discrimination, also encouraged Member States to recognize the competence of his Committee to receive individual communications to provide effective access to justice for victims.  “Formal ratification is essential, but not sufficient,” he said, noting that various provisions were included in the Convention to address historical injustice and structural racism — such as the obligation to adopt special or affirmative measures.  “We witness today the challenging of these measures in many countries,” he pointed out, calling on States and judicial bodies to protect them.  He added:  “Racist and xenophobic discourse are not only increasing, but also encouraged by some politicians and public figures.  This is not the time to remain silent.”

    For her part, Sarah Lewis, Associate Professor at Harvard University, noted that she is “the descendant of enslaved men and women from, we believe, Ghana and Nigeria, and also from slave owners who came from the United Kingdom”.  While this anniversary is a chance to salute the extraordinary progress made to confront racial discrimination, she emphasized that “much more is needed today in many parts of the world to combat injustice”.  Stressing that the racial divide around the world is built on the fiction of racial superiority, she cited ignorance — for example, that slavery could ever be construed as beneficial for the skills it taught the enslaved.  She recalled the words of civil-rights leader Frederick Douglass, who spoke of internalized narratives that seemed to justify inequity, making the case for the power of culture as an overlooked tool for ending racism.  “He said it might take over 150 years for society here, and around the world, to understand these ideas,” she observed.

    During the ensuing discussion, South Africa’s delegate recalled that, “on this day 65 years ago”, people gathered around police stations in his country without carrying the dompas — the document that restricted the movement of people based on their race.  During this peaceful protest, Apartheid security forces and police opened fire on a crowd in Sharpeville, killing 69 and injuring 130.  “Most were shot in the back,” he said.  While the equal enjoyment of human rights is a basic principle of the Universal Declaration of Human Rights — adopted in 1948 — he noted that, in 1965, “it was obvious that this was not a universal understanding”.  This is why the global community recognized the need to establish international law to protect human rights, regardless of race.  The Convention, he recalled, remains the only active legal instrument against racism and racial discrimination.

    Echoing those sentiments, the representative of Equatorial Guinea, speaking for the African Group, stressed the need to address contemporary forms of racism and new forms of slavery, such as human trafficking.  All States must eliminate systemic barriers and racial discrimination faced by people of African descent in housing, healthcare, education and other sectors.  Further, global reparatory justice is crucial for equitable sustainable development.  In a similar vein, Jamaica’s delegate, speaking for the Caribbean Community (CARICOM), said that the injustice of the transatlantic slave trade lingers and affects the lives of people of African descent today.  He also expressed concern about “the growing incitement of hatred and intolerance, including through the use of new and emerging technologies”.

    Echoing that, the representative of Greece, speaking for the Group of Western European and Other States, affirmed the collective “responsibility to address all factors that ignite racist harassment, hate speech, hate crimes and all other forms of incitement”.  Moreover, nationalist and populist ideologies and rhetoric that erode social cohesion have no place in societies.  The representative of Fiji, speaking for the Asia-Pacific Group, strongly condemned racial profiling and negative stereotyping on any grounds and against any persons.  Meanwhile, Suriname’s delegate, speaking for the Group of Latin America and Caribbean Countries, expressed solidarity with all victims of racial discrimination around the world.  He further highlighted the intersection of racial and gender discrimination, calling for gender-responsive policies. 

    However, the representative of the Russian Federation recalled that the international community is far from consensus on fighting racism, with the various documents and decisions adopted by the General Assembly lacking support from Western countries.  “We all know that, in Europe, discrimination flourishes,” she said, spotlighting bans on studies in one’s native language and on participating in elections.  Condemning Western Governments for “turning a blind eye” to their racist, xenophobic and colonialist pasts, she voiced support for the objectives of the Second International Decade for People of African Descent.
