  • MIL-OSI China: International competition highlights health care tech

    With interest in physical well-being continuing to grow, health care-related projects became a highlight at the final of the 8th Zhongguancun International Advanced Technology Competition (ZGC ATECH) held in Beijing on March 28 during the Zhongguancun Forum Annual Conference. Often dubbed China’s Silicon Valley, Zhongguancun is a leading tech hub in Beijing, fostering innovation and global collaboration.

    The competition featured over 3,000 projects from 75 countries and regions, showcasing the latest technological advancements in various fields. Half of the 10 finalists were overseas projects. 

    A focus on health care across the tech sector was clearly reflected in the fact that eight out of the 10 finalists and five of the top six places were projects aimed at solving major health issues.

    First place was awarded to Rossum Robot Technology based in Beijing for its self-developed robotic system for the treatment of fractures. 

    The two second-place awards went to Beijing-based NanoInsights’ new-generation smart optical microscopy imaging solution and Hopstem Biotechnology’s induced pluripotent stem cell-derived cell therapies used for treating strokes and other central nervous system diseases. 

    The three third-place awards were given to Suzhou-based Geek Gene’s innovative T-cell drug, Hangzhou-based Westlake Therapeutics’ red blood cell-based therapy that overcomes immunotherapy resistance to treat solid tumors, and Beijing-based QCraft’s automatic driving solution.

    Other finalists covered 5D printing and more health-related fields, namely smart nano-optic endoscopy, autologous dendritic cell therapy for type 1 diabetes, and brain-computer interfaces.

    The high proportion of health-related technologies in the final coincides with a surging health and wellness sector powered by rising public interest in physical well-being. According to an industry-specific report released by China Consumers Association last year, the health and wellness sector in China was expected to generate 9 trillion yuan ($1.2 trillion) in revenue by the end of 2024. 

    Hosted by the Beijing Municipal Science and Technology Commission and the Zhongguancun Science Park, a high-tech hub in China, the ZGC ATECH has helped tech startups to present their cutting-edge technologies and attract partners and investors to further technological exploration and business expansion. 

    The eighth ZGC ATECH featured two categories. The first was for technological innovation and was divided into 14 sub-categories, including artificial intelligence, integrated circuits, biomedicine, industrial internet of things, new energy, and general aviation. The second focused on special expertise in five sub-categories of artificial intelligence generated content (AIGC) large model, smart connected vehicles, industrial software, smart hospitals and wellness technology. Besides the 10 finalists, each sub-category produced a top-10 list of projects in their specific field.

    At the award ceremony after the final, five of the prize-winning enterprises and teams signed cooperation deals with industrial parks in Beijing, becoming part of an empowering ecosystem.

    In September 2018, a powerful 7.4 magnitude earthquake struck Central Sulawesi, triggering tsunami, landslides, and liquefaction.

    Thousands of lives were lost, and critical transport infrastructure were damaged.

    In June 2019, the Asian Development Bank (ADB) approved the $297.75 million Emergency Assistance for Rehabilitation and Reconstruction Project.

    Supported by the Australian Department of Foreign Affairs and Internasional Trade, the project aims to rebuild key public works and transport infrastructure.

    After the earthquake, tsunami, and liquefaction, the economic impact has been severe. 
    Ports, airports, and other infrastructure are in a state of disrepair, causing significant disruptions to economic activity.Following the recovery efforts, economic factors have picked up, encouraging people to engage in various activities around the port and Palu City.

    The project rehabilitated and reconstructed three ports and an airport to disaster-resilient standards with gender responsive and inclusive features.

    Donggala Port, which serves both passengers and cargo, projected to become a key logistics and passenger hub in Indonesia’s eastern region.

    Wani Port is a multipurpose port that supports agriculture, livestock transport, and government ships.

    Meanwhile, Pantoloan Port is an important gateway for the economy in Donggala and Central Sulawesi, handling various types of cargo and passenger ships.

    Mutiara Sis Al Jufri Airport, the largest in Central Sulawesi, is the main gateway to Palu and its surrounding areas.

    Compared to the old terminal, our passengers are very enthusiastic about the new Donggala Port terminal. The facilities are quite comprehensive, including air-conditioned rooms and seating area. Our passengers have also shown greater comfort at the Donggala passenger terminal.

    When it was built, we set a standard that accessibility for disabilities is crucial. In Donggala Port, we have tracking systems and accessible toilets, as well as proper signage. We also assist passengers all the way to the ship and back.

    Regarding gender aspects, such as nursery areas and others, these remain a focus in the rehabilitation and reconstruction project. For the disability aspect, this has already been implemented at the airport, enabling persons with disabilities to carry out their activities independently.

    As a person with visual impairments, there are now tactile blocks that allow us to navigate independently.

    Before the renovation, there was no access at all for wheelchair users inside the toilet; the door was too narrow, so it was impossible to use a wheelchair. Now, it is more accessible, allowing wheelchair users to move freely from the entrance to the inside.

    With strong collaboration between the Ministry of Transportation and the local government, the project became fully operational in 2024.

    Former President Joko Widodo inaugurated several of them that same year.

    The project’s implementation follows ADB safeguards to ensure compliance with social and environmental impact standards.

    When there was a plan for port construction, we were invited by the local government for relocation, and we also had several meetings with AECOM, so the relocation process went smoothly.

    Twenty-nine affected shop owners in the port area were relocated to the nearby temporary sites to continue their businesses.

    The affected shop owners will move to the permanent relocation site in front of the constructed Donggala Port in early 2025.

    For airport rehabilitation, tenants relocated to temporary sites have been returned to the terminal to continue their business.

    Currently, everyone who was relocated has returned to their respective cafeterias upstairs. Because the air is cool inside, the place gets a lot of customers. During the relocation process,the cafeteria sellers were also given consultations by the airport authorities to ensure everything went smoothly.

    Both temporary sites in Donggala Port and Mutiara Sis Al Jufri Airport were completed with associated facilities: electricity, water, and disposal.

    The rehabilitation and reconstruction of these key transportation infrastructure symbolize recovery.

    It highlights the power of collaboration and commitment.

    The capsizing of the i-Catcher in September 2022 was a devastating incident resulting in loss of five peoples’ lives.
    “We want to extend our sincere condolences to everyone impacted by this tragic incident,” Maritime NZ Director, Kirstie Hewlett says.
    “We recognise the work of TAIC in providing a comprehensive report and set of actions relating to a number of agencies and bodies.
    “As regards to the TAIC recommendations relating to Maritime NZ, we have either already actioned these, have actions in progress, or have partially accepted recommendations, but may be delivering these in ways that achieve the outcome, but through different means,” Ms Hewlett says.
    Where the actions relate to how we work with New Zealand Police or other coordinating authorities in the search and rescue sector. Maritime NZ supports the recommendations.
    These recommendations align with the work our Rescue Coordination Centre has already been doing with its partners, particularly with New Zealand Police in strengthening the way in which we work in relation to collaborating on search and rescue operations. We will also work with the NZSAR Council to support the consideration of whether all aviation taskings should be conducted by our Rescue Coordination Centre.
    “Maritime NZ wants to again offer its condolences to everyone impacted by this incident.
    “We fully understand days like this, two-and-a-half years after the incident occurred will be tough for the survivors, as well as friends and family members of the victims,” Ms Hewlett says.

    At the ongoing 2025 Autumn/Winter Shanghai Fashion Week, 22 African fashion brands made their debut, aiming to break into the Chinese and broader Asian markets while highlighting the appeal of China’s burgeoning “debut economy.”

    Models walked the runway in Shanghai, presenting the latest collections from African designer brands, from handmade weaving to natural dyeing and environmentally friendly techniques.

    Themed “Innovascape,” the fashion extravaganza took place from March 25 to April 1, showcasing nearly 100 runway shows and about 1,000 brands in exhibitions.

    Hannah Ryder, CEO of Development Reimagined, brought 22 African designer brands from 12 countries to Shanghai Fashion Week, giving them the opportunity to connect with global buyers and retailers at the trade exhibition MODE.

    “This is the first time that African designers have come to China as a group, and I think our main message for the Chinese market is that African fashion brands are ready to enter China,” said Ryder, noting that African designer brands have immense potential in terms of creativity and sustainability and can offer something truly unique to the Chinese market.

    “Shanghai Fashion Week is one of the top fashion weeks in the world,” Ryder said, adding that this is not only an opportunity to showcase African creativity and culture but also an excellent chance to establish connections and expand business cooperation with the Chinese fashion industry, and even the rest of Asia, including Southeast Asia, Japan and the Republic of Korea.

    She noted that while African clothing is often associated with beautiful patterns and vibrant colors, African designer brands feature a much more diverse range of design languages and aesthetics.

    Ryder explained that while some of the brands have already entered the European market, they are still new to China and will use the exhibition and runway shows to introduce themselves, alongside launching select new collections on Chinese e-commerce platforms as a “test drive.”

    A Chinese-style buckle and double-breasted design, featuring cuffs inspired by Hanfu yet reimagined with African geometric patterns, is paired with fabric adorned with scenes of local South African tribes. This striking ensemble is one of the latest creations from the South African fashion brand Molebatsi.

    During her 10-day trip to China, Jane saw traditional Chinese clothing, such as Hanfu and horse-faced skirts, for the first time. “China’s long history and traditional culture fascinated me,” she said. After the trip, she began brainstorming ways to combine elements of traditional Chinese clothing with traditional African clothing, ultimately bringing the new products back to China.

    “It’s an incredibly exciting opportunity because there are so many collaborations and mutually beneficial relationships between Africa and China,” said Wandile Molebatsi. “There’s a huge amount of opportunity for Africans here in China, and it’s very exciting.”

    Aristide Loua, from Cote d’Ivoire, is new to the Chinese market. Through pre-promotion activities at Shanghai Fashion Week, he received cooperation invitations and engaged in in-depth negotiations with numerous buyers. “I will formulate a plan for entering the Chinese market based on their feedback,” Loua said.

    “As we witness African designers showcasing their work at one of the world’s most influential fashion weeks, we are taking an essential step toward a more inclusive and diverse global fashion industry. Through continued collaboration, investment, and market access, African brands can carve out their space in the Chinese market — not as a niche, but as a mainstream force,” said Phuti Tsipa, Consul General of South Africa in Shanghai.

    Raphael Deray, a buyer from Printemps in Paris, went straight from the airport to the MODE exhibition to meet with designers from China, Africa, Japan, the Republic of Korea, and other places.

    “My expectations are quite high to find good designers and good products during Shanghai Fashion Week because I know China has a lot of potential. It is a big market for fashion,” Raphael Deray said.

    “As a trendsetter in the Asian fashion industry, Shanghai Fashion Week is an amplifier of innovative fashion. We will create a gateway for international brands to engage with the Chinese market through a more open and inclusive approach and foster a new fashion ecosystem that spans from Chinese design to global resonance,” said Tong Jisheng, director of the Shanghai Fashion Week organizing committee.

    Recently, the “debut economy” has emerged as a key driver of consumption in China. This concept encompasses product launches, flagship store openings, new service rollouts, and the development of innovative business models and technologies.

    Liu Min, deputy director of the Shanghai Municipal Commission of Commerce, said that the “debut economy” is an important measure to expand domestic demand and boost consumption.

    Shanghai has enhanced policy support across multiple areas, including exhibition support, streamlined customs clearance, and financial incentives. These measures have further optimized the launch environment for global new products and provided stronger service guarantees for both domestic and international brands introducing new products in the city.

    “We hope more brands will establish a long-term presence in Shanghai, starting with a first launch or debut show, followed by the opening of flagship stores, and ultimately establishing headquarters here to expand globally,” she added.

  • MIL-OSI USA: Rep. Adams Statement on the Passage of the Continuing Resolution

    Washington, DC—Congresswoman Alma S. Adams, PhD (NC-12), Ranking Member of the House Subcommittee on Higher Education and Workforce Development and senior member of the House Agriculture Committee, released a statement following the passage of the continuing resolution.

    “The continuing resolution fight was about more than just keeping the government open,” said Congresswoman Adams. “It was about refusing to turn over even more power to President Trump, Elon Musk, and standing against these devastating cuts.”

    The continuing resolution includes deep cuts to critical programs and funding for Charlotteans:

    • $700 million in cuts to rent subsidies for low-income households and working Americans. Meanwhile, lack of affordable housing and eviction rates continue to rise in Mecklenburg County. 
    • $116 million in cuts to the Small Business Administration which will eliminate programs for Charlotte’s more than 40,000 small businesses.
    • $2 billion in cuts to airport, roadway, and port safety projects. This comes after the tragic DC plane crash in January that departed from Charlotte.
    • Underfunds homeless services by $168 million. Mecklenburg County’s homeless rate grew by 3% over the last year.
    • Fails to fully fund The Emergency Food Assistance Program by $20 million. Nearly 12% of Mecklenburg County households are food insecure.
    • Fails to renew $293 million in bipartisan emergency preparedness and disaster mitigation projects as Western North Carolina still works to recover from Hurricane Helene.
    • Fails to provide valuable community project funding to local organizations and municipalities that offer services like healthcare, housing assistance, food security, and other critical community needs.

    “I have never celebrated a government shutdown, but I cannot understate the harm that will come from this bill,” Adams continued. “As this administration continues to wage their wars on education, healthcare, social security and federal employees, Congress has given them a blank check. It’s a disservice to all our constituencies.”

    Rather than giving line-item budget allocations, the continuing resolution allocates agency funds in large pots of money without directing where they specifically go. This gives President Trump a “blank check” as he is able to reallocate or cut these funds as he sees fit, with few limitations.

    WASHINGTON, DC— Congresswoman Alma S. Adams, PhD (NC-12), Ranking Member of the House Subcommittee on Higher Education and Workforce Development, released a statement following her vote against the continuing resolution.

    “At a time when my constituents are struggling to make ends meet, the House Republican budget bill looks to slash everything from healthcare and food assistance to veterans benefits and housing support,” said Congresswoman Adams. “This bill will harm our working families, small businesses, seniors, students, and underserved communities in Charlotte and Mecklenburg County. I stand against this reckless bill so I can stand with the people of my district.”

    The continuing resolution targets programs and subsidies Charlotteans use every day:

    • $700 million in cuts to rent subsidies for low-income households and working Americans. Meanwhile, lack of affordable housing and eviction rates continue to rise in Mecklenburg County. 
    • $116 million in cuts to the Small Business Administration which will eliminate programs for Charlotte’s more than 40,000 small businesses.
    • $2 billion in cuts to airport, roadway, and port safety projects. This comes after the tragic DC plane crash in January that departed from Charlotte.
    • Underfunds homeless services by $168 million. Mecklenburg County’s homeless rate grew by 3% over the last year.
    • Fails to fully fund The Emergency Food Assistance Program by $20 million. Nearly 12% of Mecklenburg County households are food insecure.
    • Fails to renew $293 million in bipartisan emergency preparedness and disaster mitigation projects as Western North Carolina still works to recover from Hurricane Helene.
    • Fails to provide valuable community project funding to local organizations and municipalities that offer services like healthcare, housing assistance, food security, and other critical community needs.

    The continuing resolution also fails to direct how most of the funds will be used, giving President Trump even greater authority to freeze or reappropriate the federal dollars included in the continuing resolution.

    “This bill is House Republicans’ attempt to give President Trump a blank check to enact his unpopular, harmful agenda,” said Congresswoman Adams. “We have already seen this administration wage wars on education, food assistance, housing, healthcare, and this will only seek to embolden them.     WASHINGTON – U.S. Senators Chris Murphy (D-Conn.), a member of the U.S. Senate Health, Education, Labor, and Pensions Committee, and Richard Blumenthal (D-Conn.) on Wednesday joined the entire Senate Democratic Caucus in a letter urging President Donald Trump to rescind his March 27 executive order to end collective bargaining agreements between public employee unions and dozens of federal agencies and bureaus. The senators blasted the move as a “gross overreach” of presidential authority, asserting that the executive order is a clear attempt to gut the federal merit-based civil service and implement a system of political cronyism. They stressed that the order poses a grave threat to the ability of over one million federal workers to carry out their missions and deliver important services for the American people – and thus should be rescinded immediately.
    “We write today in outrage over your recent executive order entitled Exclusions from Federal Labor-Management Relations Programs, a gross overreach of the authority granted in the Civil Service Reform Act of 1978 (CSRA). Nearly one third of these dedicated civil servants are veterans seeking to continue their service to our country out of uniform.  
    The executive order effectively classifies two thirds of the federal workforce as having national security missions, a blatant misuse of a limited authority intended to provide operational flexibility to address legitimate security needs. The national security exemption has existed for nearly 50 years and has been used only sparingly by Republican and Democratic Administrations—including during your first term—to exclude federal offices with an unquestionable core function in intelligence, counterintelligence, or national security. There is no evidence that the long-standing collective bargaining agreements at these agencies have jeopardized our nation’s security in any way; to the contrary, the protection collective bargaining has provided for employees allows them to conduct their work on behalf of the American people—including blowing the whistle on fraud or abuse—without political interference. 
    Federal employees’ collective bargaining agreements are critical to ensuring they continue to serve the American people with the peace of mind that comes with being protected from unfair labor practices. Unlike in the private sector, federal employee unions in most cases cannot negotiate pay or benefits, which are set by Congress, and they are legally prohibited from striking. The federal collective bargaining agreements do, however, protect federal employees from illegal firings, retaliation, and discrimination. They also promote resources for whistleblowers and veterans. These federal union contracts give employees in the civil service protections from retaliation so they can serve the American people fairly and effectively without partisan political interference.  
    This executive order, which ruthlessly strips collective bargaining agreements for over one million federal workers, is the most recent attack your Administration has levied against our merit-based civil service in the effort to cut the workforce and replace them with political cronies. While the CSRA does give the president the authority to limit collective bargaining agreements due to national security concerns, the executive order’s direction to terminate mass swaths of federal employee collective bargaining agreements is clearly intended to broadly dismantle the CSRA, which is specifically designed to grant federal employees the right to collective bargaining as a means to resolve workplace issues while maintaining the smooth functioning of government operations.  
    When the Secretary of Labor testified in February in front of the Senate Health, Education, Labor and Pensions Committee, Members of Congress asked her both in-person and through questions for the record whether she and the Administration would commit to honoring all legally binding collective bargaining agreements signed by federal agencies and labor unions, and whether federal employees have the right to organize and collectively bargain without fear of retaliation. The Secretary answered, “if confirmed, I will follow the law and work with the experts at the Department to understand the collective bargaining process at the Department and the terms and conditions of the collective bargaining agreements in place.” This Administration clearly does not have even a basic understanding of the legally binding nature of federal collective bargaining agreements and is actively trying to bend the law to undermine protections for federal civil servants.  
    We urge you to immediately rescind this illegal executive order so that our dedicated public servants can continue to work on behalf of the American public without fear for their job or political retribution.

    WASHINGTON, D.C. — U.S. Senator Gary Peters (MI), a member of the Armed Services Committee, raised issues important to Michigan’s defense footprint with Troy Meink, President Trump’s intended nominee for Secretary of the Air Force, during his confirmation hearing. Peters pressed Dr. Meink to work with him to support the recapitalization of Air National Guard fighter missions, including at Selfridge Air National Guard Base in Macomb County. Peters recently introduced bipartisan legislation that would support this goal by preserving the Air Force’s fighter force structure.  

    “As you know, without recapitalization, the DOD risks losing hundreds of skilled service members at a time when we are already short over 1,000 fighter pilots and over 4,500 maintainers. Of the 25 Air National Guard fighter squadrons in existence today, 15 do not have a recapitalization plan. And being from a National Guard state, Air National Guard state, that concerns me a great deal,” said Senator Peters. “And so, my question for you, sir, is how can we ensure we are taking full advantage of the expertise of our current National Guard aviators and the crews that they have to address this personnel shortfall that the Air Force has?”

    Dr. Meink responded, “One of the things I will be looking at across the board is the procurement plan of fighters to meet the overall requirements that the Department has been given… and Senator, if confirmed, I promise to work directly with you on where we think we’re going to land and have that discussion for sure.”

    During the hearing, Dr. Meink also reiterated the commitment he made to Peters during their meeting prior to the hearing that Selfridge Air National Guard Base will receive a full squadron of new, next-generation KC-46A aircraft tankers, a decision Peters announced last year.  

    Peters also underscored the critical role that Collaborative Combat Aircraft (CCAs) will play in U.S. national security efforts moving forward given their versatile capabilities. Dr. Meink agreed with Peters that CCAs will “have to be a focus” and are required to “deter any aggressor” in the Indo-Pacific and other regions around the world.

    Peters has pushed for and secured language to support the development and integration of CCAs, including during a hearing last year with the former Secretary of Defense and former Chairman of the Joint Chiefs of Staff. As a member of the Senate Appropriations Committee, Peters has also secured language to help position Selfridge Air National Guard Base as a potential location for testing CCAs. He led a provision included in recent government funding legislation requiring a report regarding basing criteria of CCAs. This report will include an evaluation of whether existing Air National Guard bases with legacy fighter missions, such as Selfridge, may be appropriate locations for the basing of CCAs.

  • MIL-OSI Security: Palmer man sentenced for operating an unregistered aircraft without a license

    ANCHORAGE, Alaska – A Palmer man was sentenced today to three years’ probation and is required to pay a $10,000 fine for operating an aircraft without a license and operating an unregistered aircraft.

    According to court documents and evidence presented at trial, for roughly 30 years, William Marsan, 57, held an Airman Certificate as an Airline Transport Pilot issued by the Federal Aviation Administration (FAA). He operated an aviation business out of Palmer, Alaska, transporting services, goods and people across Alaska on his Piper Cherokee aircraft.

    In June 2023, the FAA received a report that Marsan, as the pilot in command of the Piper Cherokee aircraft, failed to radio his intention to take off from Warren “Bud” Woods Palmer Municipal Airport and operated the aircraft against the flow of landing traffic, resulting in a near mid-air collision with another aircraft attempting to land.

    Law enforcement investigated the June 2023 incident and discovered that Marsan was operating an aircraft without a valid license or valid registration. The investigation revealed that in June 2022, Marsan sent a letter to the FAA revoking the registration of his aircraft. Investigators also discovered that Marsan allowed his medical certificate to lapse in 2020 and 2021, which was required to keep his pilot’s license.

    When FAA inspectors contacted him in July 2023 as part of the investigation, Marsan refused to provide his airman certificate, aircraft registration and airworthiness certificates, all of which are requirements through the FAA, and claimed he was not required to have any of those documents. As a result of the investigation, the FAA issued an Emergency Order of Revocation of Marsan’s pilot’s license in January 2024, which required the immediate surrender of his pilot’s license or the filing of an appeal of the decision within 10 days. Marsan failed to file an appeal or surrender his license but continued to fly his aircraft until his initial arrest in July 2024.

    Marsan was released pending trial. He failed to appear for multiple court hearings prior to his trial and he was rearrested in September 2024. On Dec. 4, 2024, Marsan was convicted of one count of operating an aircraft without a license and one count of operating an unregistered aircraft.

    “Alaska’s aviation industry is a vital part of our infrastructure, safely connecting people and goods across the state. Mr. Marsan’s actions—operating an unregistered aircraft without a license and nearly causing a mid-air collision—put lives at risk,” said U.S. Attorney Michael J. Heyman for the District of Alaska. “To prevent further violations and protect communities, Mr. Marsan will serve a significant term of probation under the relevant statutes and pay a fine for the money he made at the risk of others.”

    “Marsan’s flagrant disregard for aviation regulations put countless lives at risk and undermined the integrity of Alaska’s airspace,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “Such reckless, criminal behavior will not be tolerated by the FBI and aviation authorities.”

    The FBI Anchorage Field Office and FAA, Alaska Region investigated the case.

    Assistant U.S. Attorneys Tom Bradley and Mac Caille Petursson prosecuted the case.

  • MIL-OSI China: New cargo air route links SW China’s Guiyang with Bangkok in Thailand

    GUIYANG, April 2 — A new international cargo air route connecting Guiyang, the capital of southwest China’s Guizhou Province, with Bangkok, capital of Thailand, was launched on Wednesday.

    According to Guizhou Civil Aviation Industry Group Co., Ltd, operator of Guiyang Longdongbao International Airport, this route will be operated by Tianjin Air Cargo, using Boeing 737-800 all-cargo aircraft.

    Three weekly flights are scheduled, featuring a one-way cargo capacity of 18 tonnes. The inaugural flight primarily carried Thai durians — and the entire process of harvest, air transportation, customs clearance and final delivery, was completed within 48 hours.

    The Guiyang-Bangkok air route marks Guizhou’s second direct international cargo corridor to Southeast Asia. In February this year, Guiyang also launched an international cargo route connecting the city with Yangon in Myanmar.

    Legislation will empower state and local law enforcement to protect Americans from drone threats

     

    WASHINGTON – Sen. Mike Lee (R-UT) today introduced the Stopping Harmful Incidents to Enforce Lawful Drone Use (SHIELD-U) Act and the Drone Integration and Zoning Act to equip state and local law enforcement with the authority needed to protect their citizens and communities from drone threats.

    State and local law enforcement agencies cannot ensure the safety of their communities when the federal government restricts their ability to respond to active drone threats,” said Sen. Lee. “Rather than waiting on the federal government, which often lacks the resources and capital to respond to threats effectively, this bill grants local authorities the latitude to quickly identify and mitigate threats.”

    BACKGROUND

    These bills equip state and local law enforcement with the authority needed to protect their citizens, communities, and airports from drone threats.

    The current regulatory environment stifles state and local governments’ ability to mitigate drone threats. The FAA currently regulates “navigable airspace” which is defined as “above the minimum altitudes of flight” which is typically 500 ft. However, the FAA has taken some liberties in recent years and stated that minimum altitudes of flight for drones is above a blade of grass. 

    Congress has exclusively granted limited authority to detect and takedown a drone only to the Department of Defense, Department of Homeland Security, Department of Justice, and Department of Energy. According to a Blue Ribbon Task Force Report commissioned by the Association for Unmanned Vehicle Systems International (AUVSI) and Airports Council International-North America (ACI-NA) one challenge in meeting current drone threats is the federal government’s lack of human resources or capital to invest in and operate counter drone technology at airports. When considered beyond an airport environment, the challenge becomes even greater, because federal law does not permit state or local law enforcement to mitigate a drone threat. 

    The SHIELD-U and Drone Integration and Zoning Acts provide essential tools for state and local law enforcement to address the growing drone threats that federal regulations have failed to adequately manage. By empowering local authorities, these bills ensure that communities and airports have the resources needed to safeguard their citizens and infrastructure from potential harm. With the increasing prevalence of drone-related incidents, it is vital to enable local enforcement to act swiftly and effectively in protecting public safety.

    WASHINGTON— This week, Chairman Dale W. Strong invited unmanned aircraft systems (UAS) subject matter experts and industry leaders from Huntsville to testify before the Committee on Homeland Security on the use of UAS in support of the Department of Homeland Security’s (DHS) mission.  

    “Huntsville, Alabama, is renowned for its leadership in cutting-edge research and development. As home to Redstone Arsenal, the nation’s second-largest research park, and several universities, Huntsville is a thriving hub for American innovation. I am pleased that Alabama’s fifth district is well represented on the witness panel,” said Chairman Dale Strong. 

    The joint hearing, entitled, “Exploring the Use of Unmanned Aircraft Systems Across the DHS Enterprise” was led by Representative Dale Strong (AL-05), Chairman of the Subcommittee on Emergency Management and Technology, and Representative Michael Guest (MS-03), Chairman of the Subcommittee on Border Security and Enforcement.

    The hearing examined the Department of Homeland Security’s use of UAS for purposes such as disaster mitigation, emergency management, border protection, and drug interdiction.

    “Emerging technologies like UAS are reshaping the way we respond to disasters. Drones enable the protection of emergency management personnel in high-risk situations, while at the same time increase the effectiveness of the work they do.

    “DHS also utilizes UAS to safeguard our borders. They leverage this technology to protect our homeland from illegal crossings and combat illicit activities such as human and drug smuggling. Customs and Border Protection face tremendous challenges, from dangerous environments and a broadening mission set to adversaries that continue to evolve their tactics and capabilities,” said Chairman Strong.  

    Two witnesses from Huntsville— Dr. Michael Ledbetter, Executive Vice President and Chief Operating Officer, of COLSA Corporation, and Jerry Hendrix, Executive Director of Rotorcraft Systems Engineering and Simulation Center, the University of Alabama in Huntsville— shared the work they are doing in this space.

    “COLSA has designed and developed highly reliable and resilient UAS, and manufactured thousands of units currently deployed worldwide. We also developed software to coordinate UAS swarming. COLSA is now a leading provider of low-cost, non-developmental, deployable Group 1 and Group 2 Swarm UAS. As the Prime contractor, the primary objective of drone program is to provide realistic responses to emerging battlespace threats from UAS by rapidly designing, manufacturing, producing, and delivering representative threat capabilities,” said Dr. Michael Ledbetter.

    The hearing also examined the Department’s efforts to develop these systems by collaborating with academia and industry to integrate emerging technologies into the DHS mission.

    “UAH is part of a tier 1 research university that ranks 6th in federal investment in aeronautical and aerospace engineering research. The center specializes in autonomous research focusing on uncrewed systems and counter-uncrewed systems. Our unmanned aircraft system (UAS) disaster research has been recognized nationally by the Commercial Drone Alliance in testimony to the House Space, Science, and Technology Committee in 2023. UAH’s research was specified as one of the top 8 UAS programs to ‘Bring benefit to the American People,’” said Jerry Hendrix.

    (April 2, 2025) WASHINGTON, D.C. – This week, Representatives Tom Kean, Jr. (NJ-07) and Lois Frankel (FL-22) sent a letter to Secretary of Transportation Sean Duffy and Federal Aviation Administration (FAA) Acting Administrator Chris Rocheleau, advocating for the reimbursement of airports and aviation businesses affected by Temporary Flight Restrictions (TFRs) during President Trump’s visits to his residences in Bedminster, New Jersey and Palm Beach, Florida.  

    Temporary Flight Restrictions have significantly impacted operations at Somerset Airport and Solberg-Hunterdon Airport in New Jersey, as well as Lantana Airport in Florida. These restrictions, particularly during peak flying seasons, have led to notable declines in airport activity and revenue losses.

    Since the first Trump Administration, Congress has appropriated $3.5 million annually to compensate businesses that are regularly affected by TFRs, which temporarily limit airspace access when the President is traveling within a designated radius. However, before affected businesses can apply for reimbursement, the FAA must open a Notice of Funding Opportunity.

    [WASHINGTON, D.C.] – Today, U.S. Senator Tammy Duckworth (D-IL)— a member of the U.S. Senate Committee on Commerce, Science and Transportation (CST) and Ranking Member of the CST Aviation Subcommittee—pressed Boeing CEO Kelly Ortberg four times whether he would commit to neither seeking nor accepting delegation of airworthiness inspection authority—an authority that would allow the company to self-inspect its own aircraft—from the Federal Aviation Administration (FAA) until FAA fixed its own oversight lapses. Again and again, Mr. Ortberg dodged the question and refused to make a firm commitment. During her questioning, Duckworth highlighted how inappropriate it would be for Boeing to accept this delegation authority as the FAA continues working to implement all 16 of the Department of Transportation (DOT) Inspector General’s recommendations from an October report that found FAA’s oversight of Boeing production was “not effective.” Duckworth’s full questioning can be found on the Senator’s YouTube.
    “In October, the DOT Inspector General found that the FAA’s oversight of Boeing was not only not effective, but so bad that it issued 16 separate recommendations for the FAA to fix its process,” said Duckworth. “I believe strongly that FAA must not delegate inspection authority back to Boeing until—at a minimum—FAA fixes its ineffective oversight of Boeing’s production. It’s extremely disappointing that Mr. Ortberg wouldn’t rule out accepting this delegated authority while FAA’s oversight of Boeing production is still so ineffective. Mr. Ortberg is trying to restore Boeing’s reputation, and has taken important actions to do so, but I don’t see how Boeing would improve its safety credibility by accepting authority to once again self-inspect its planes for federal compliance—while the FAA’s oversight is still broken.”
    One of the most shocking findings in the DOT Inspector General’s October report was that that shortly before the Boeing door plug blowout, individuals within FAA wanted to delegate airplane airworthiness inspection authority back to Boeing without any criteria by which to assess whether Boeing could be trusted to properly carry out these inspections. This is particularly concerning because, prior to the 737 MAX crashes and production problems with the 787, the FAA allowed Boeing to self-inspect their aircraft to ensure they conformed with their FAA-approved type design. However, in the wake of the MAX crashes, it was found that Boeing had a pattern of abusing this authority and producing 737 MAX aircraft with nonfunctioning Angle of Attack Disagree alerts.
    After Mr. Ortberg refused to commit that he would not accept the delegation of such an authority when Duckworth asked a fourth time, Duckworth replied: “You have a track record of abusing self-inspecting authority and you’ve already said that you and senior Board managers would make more money if you can put more aircraft out. It is not appropriate at this time for you to accept the delegation of that authority if it is offered to you by the FAA before the FAA has met all 16 of the IG recommendations on how to fix the inspection system.”
    Duckworth has long pushed for improved federal oversight of Boeing. Last year, she urged then-FAA Administrator Whitaker to make sure the FAA requires transparency and accountability as it oversees Boeing’s Safety and Quality Plan. Duckworth also implored FAA to scrutinize Boeing’s bad behavior and use its civil enforcement authority more often, when appropriate, and also called on the agency to review Boeing’s disturbing pattern of failing to disclose critical safety information about 737 MAX planes to pilots.
    Last year, Duckworth also called on FAA to reject a petition by Boeing for a safety exemption to allow the 737 MAX 7 to be certified to fly despite having another known safety defect that has not yet been fixed. The Senator subsequently met with then-Boeing CEO David Calhoun and urged him to withdraw the company’s petition, which the company did just days later, crediting Duckworth’s reasoning for the decision.
    Duckworth last year helped author the landmark bipartisan FAA reauthorization that was signed into law to extend the FAA’s funding and authorities through Fiscal Year 2028. The reauthorization included several of her provisions to improve consumer safety, expand the aviation workforce and enhance protections for travelers with disabilities. Duckworth has noted that while it was a tremendous victory for the flying public, more needs to be done to address the recent issues that have come to light with Boeing since a door plug blew out of an Alaska Airlines flight mid-flight.

    Defendant and Co-Conspirator Both Sentenced to Prison for Conspiring to Send Controlled Aircraft Components to Russia

    Oleg Sergeyevhich Patsulya, a Russian national, was sentenced today to 70 months, or nearly six years, in prison for his role in a conspiracy to export controlled aviation technology to Russia and to launder money in connection with the illegal export scheme. In December 2024, Patsulya’s co-conspirator, Russian national Vasilii Sergeyevich Besedin, was sentenced to two years in prison for his role in the scheme.

    In April 2024, Patsulya, 46, of Miami-Dade County, Florida, pleaded guilty to conspiracy to export items from the United States without a license in violation of the Export Control Reform Act and conspiracy to commit international money laundering. At today’s sentencing hearing, U.S. District Court Judge Dominic W. Lanza for the District of Arizona. found that Patsulya was an organizer and leader of the conspiracy and that the money laundering scheme – which employed numerous shell companies, offshore accounts, and multi-layered transactions – was sophisticated in nature, which led to the application of sentencing enhancements.

    In handing down Patsulya’s 70-month sentence, Judge Lanza emphasized the seriousness of the offense, Patsulya’s leadership role in planning and carrying it out, and the fact that Patsulya committed these crimes not long after being granted the privilege of a visa to enter the United States. “It’s hard to imagine a bigger betrayal of the United States than what you did,” Judge Lanza said. The proceedings also established that Patsulya currently lacks legal status to be present in the United States.

    According to court documents, beginning in or about May 2022, Patsulya and Besedin conspired with each other and several others to obtain orders for various aircraft parts and components from Russian buyers – primarily commercial airline companies – and then fulfill those requests by acquiring the parts from the U.S. suppliers and unlawfully exporting the parts to Russia. The defendants admitted to knowing the items were controlled and required a license from the Department of Commerce to export.

    As part of the scheme, the defendants conspired to export multiple shipments of a carbon disc brake system used on Boeing 737 aircraft. When they contacted various U.S. suppliers in efforts to obtain the brake system, Besedin and Patsulya provided false information that the parts were intended for countries other than Russia. The United States was able to detain, prior to export, multiple shipments made by the defendants containing units of the brake assembly technology.

    As part of their guilty pleas, Besedin and Patsulya admitted that they attempted to conceal the illegal exports and avoid detection by law enforcement, including by making false representations about the identities of their true customers and using straw buyer-companies located overseas to obscure the origin of revenue. For example, on Sept. 8, 2022, Besedin and Patsulya traveled to Arizona to close a deal with a U.S. company, in which the defendants sought to purchase units of the brake assembly technology. During their discussions with the company, the defendants misrepresented that the aircraft parts were going to be exported to Turkey, when they were in fact destined for Russia. The defendants made false statements to the company both orally and in signed export compliance forms. In connection with this transaction, the defendants received money from a Russian airline company to make the purchase. The funds were transferred to Patsulya’s American bank account from a Turkish bank account that had previously received the money from Russia.

    In total, throughout the conspiracy, American bank accounts associated with MIC P&I LLC, Patsulya’s company, received at least $4,582,288.51 sent from Russian airline companies through Turkish bank accounts to purchase aircraft parts and components intended for unlawful export. As part of his plea and sentence, Patsulya is required to forfeit assets, including a luxury car and personal boat, in the amount of $4,582,288.51.

    Sue Bai, head of the Justice Department’s National Security Division, U.S. Attorney Timothy Courchaine for the District of Arizona, Assistant Director Roman Rozhavsky of the FBI’s Counterintelligence Division, and Special Agent in Charge Richard Fitzpatrick of the Commerce Department’s Bureau of Industry and Security (BIS) Phoenix Field Office made the announcement.

    MVV acquisition and optimization

    The Appian funds acquired MVV, owner of the Serrote greenfield open-pit copper-gold asset located in Alagoas, Brazil, from Aura Minerals in 2018 with ten employees. Appian identified Serrote as a rare standalone, construction-ready, copper project with meaningful precious metal by-product credits that could benefit from its technical arbitrage and asset development strategy.

    Following the acquisition, Appian completed a revised Definitive Feasibility Study based on the internal view of a re-scoped project developed during due diligence. This included reducing plant throughput and focusing production on a higher-grade section of the resources with a lower strip ratio. These changes led to a lower initial CAPEX budget of US$243 million vs US$420 million in the original mine plan and reduced operating costs over the life of mine.

    Appian actively worked across all aspects of the investment to unlock value. This included building the in-country management team and installing Appian’s best practice operating standards and procedures. Appian also secured a US$140 million financing facility for the project from a syndicate of three international banks and signed favorable offtake contracts with global traders and smelters.

    The mine was constructed during the COVID-19 pandemic and brought to production in May 2021. The project was delivered ahead of schedule and under budget by US$48 million, within three years of Appian’s initial acquisition. The ramp-up of commercial operations was completed in Q4 2022. MVV has been in stable operation for two years since and today has over 1050 employees.

    MVV has a best-in-class safety record and operates with the highest ESG standards. The project has recorded zero LTIs with over 1.9 million hours worked in the last 12 months, and zero LTIs in the past 36 months. Its Scope 1 and 2 emissions intensity per tonne of copper produced was 1.53 t CO2e/t in 2023, less than half the industry average reported by the International Energy Agency.

    In 2024, MVV achieved strong operational and financial results with 18.3kt of copper and 8.2koz of gold produced, generating an EBITDA of US$83.9 million from US$184.4 million of revenue. The mine’s average C1 cash cost in 2024 was US$1.74/lb Cu.

    MVV will continue to deliver copper over multiple decades with its efficient operations that position the mine in the middle of the industry cost curve. The mine is well located with access to three ports and Maceió airport. The site is connected to the national grid via a 230kV powerline with access to low-cost, renewable energy, with Brazil’s energy mix being 86% renewable.

    MVV is the largest regional exporter in the Alagoas state, accounting for 28.2% of the state’s total exports by value. 100% of MVV’s employees are Brazilian, and over 80% are from the local municipalities.     WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Senate Finance Committee, questioned Boeing CEO Kelly Ortberg on how the company is improving its safety protocols and culture and correcting defects during a hearing of the Senate Committee on Commerce, Science, and Transportation.
    “We’re here today, Mr. Ortberg, to see if Boeing and your new leadership are making the fundamental changes that we would like to see to return the trust,” Sen. Cantwell said in her opening remarks. “We shouldn’t forget that that success is also critical to our national security, to our economy. The company employs over 67,000 people in the State of Washington. I think the whole supply chain is well over 130,000 people, and contributes $79 billion to the American economy […] However, the company must address these manufacturing quality issues.”
    In her questioning, Sen. Cantwell focused on Boeing’s implementation of a mandatory, effective Safety Management System (SMS). An SMS is a set of policies and procedures to proactively identify and address potential operational hazards, complete with checks and redundancies to ensure nothing slips through the cracks.
    Currently, Boeing adheres to a voluntary SMS that the Federal Aviation Administration (FAA) Organization Designation Authorization Expert Review Panel found was not understood “by the average employee” – the panel issued a report last year with 27 findings of concern and 53 recommendations. FAA finally made SMS mandatory for aviation manufacturers last summer in response to requirements in the 2020 Cantwell-led Aircraft Certification, Safety, and Accountability Act (ACSAA) to do so, but the FAA extended the timeline for manufacturers to have a fully implemented SMS until 2027.
    “The expert panel, I think they were very critical of the SMS structure that existed at Boeing under that voluntary structure. So how is it that this is going to change? And will you commit today to a fully functioning Safety Management System that meets the FAA standards?” Sen. Cantwell asked.
    Ortberg responded: “Senator, you’re right. We’ve been operating under a voluntary SMS for approximately the last four years, and I think the Alaska door accident was a cathartic moment for all of us to step back and look at what happened. How could this happen within the Safety Management System?
    “We had the expert panel. We also brought in outside consultants. The FAA did a comprehensive audit of our systems, and we found significant gaps in many of the processes that we use to implement our Safety Management System. Those gaps are all a part of our safety and quality plan that we’re working with the FAA to improve the overall performance.
    “I’m absolutely committed to a mandatory Safety Management System. I appreciate your leadership there, and we’re working to get that done. Actually, I’d like to have that in place by October of this year. We submitted our draft to the FAA, and we’re absolutely committed to move into a mandatory SMS.”
    Ortberg and Sen. Cantwell also discussed the need for the Pacific Northwest to develop a robust advanced aviation materials manufacturing industry – a key component of the Tech Hub designation awarded to a consortium of researchers and manufacturers based out of the Inland Northwest. Sen. Cantwell authored the Tech Hub program in the 2022 CHIPS & Science Act and secured program funding in the 2024 National Defense Authorization Act.

    Sen. Cantwell asked: “Do you see this thermoplastics as a really game changing manufacturing technology focus? Is it really what people are saying?”
    Ortberg responded: “I think thermoplastics offer a huge advantage for the future, and probably more to streamline the production of aircraft. And so I think it is an important, one of those major, important technology areas we should be investing in, and I think it’s going to find its way into many applications in the future aircraft environment.”
    Sen. Cantwell: “Do you see it as something that if we neglect that we could fall behind in as a nation, juxtaposed (to) other countries?”
    Ortberg: “I think Europe has invested probably more than we have in general in this particular area. I don’t think we’re behind in a way that we can’t recover. I do think it’s an area that we need to continue to have overall focus, not just as the Boeing Company, but in terms of new technology evolution within the country.”
    Sen. Cantwell is a stalwart champion of implementing stronger aviation manufacturing safety regulations. Yesterday, she sent a letter to Acting FAA Administrator Chris Rocheleau urging him to examine whether Boeing has satisfied the conditions needed to reauthorize the company’s Organization Designation Authorization (ODA) renewal, which is set to expire next month.
    In February, she vehemently opposed Steven Bradbury as President Donald Trump’s nominee to serve as Deputy Secretary of the U.S. Department of Transportation. The main reason for her opposition was Bradbury’s decision under the first Trump administration to halt a rule requiring plane manufacturers to adhere to a mandatory SMS – just nine days after the first of the two fatal Boeing 737 Max crashes in 2018.
    “We need a leader on safety. We need someone who is going to make it the number one priority, not modify the rule to suit the industry,” Sen. Cantwell said during Bradbury’s committee hearing.
    In August 2024, Sen. Cantwell introduced the FAA SMS Compliance Review Act. The bill directs the FAA to:
    Convene an independent review panel that will make recommendations to help the FAA implement a robust, comprehensive Safety Management System across all lines of business at the agency, which includes Aviation Safety, Air Traffic Organization, Airports, Security & Hazardous Materials Safety, and the Office of Commercial Space Transportation.
    Develop and implement effective processes for performing root cause analyses to identify opportunities for improvement in the FAA’s execution of its regulatory oversight responsibilities.
    Revise its procedures to shorten the time that manufacturers have to prepare for audits from 50 days to one week. 
    Following the Alaska Airlines flight 1282 incident in January 2024, Sen. Cantwell has held a series of aviation safety hearings, along with leading legislation and letters calling for stronger safety oversight at the FAA.
    In January 2023 and January 2024, Sen. Cantwell requested that FAA perform a special technical audit of Boeing’s production line. The FAA later said the audit found multiple instances where Boeing and Spirit AeroSystems failed to comply with manufacturing quality control requirements.

Cantwell held an April hearing to review the independent Organization Designation Authorization (ODA) Expert Review Panel’s final report, a March 2024 hearing with National Transportation Safety Board (NTSB) Chair Jennifer Homendy on its investigation of the January incident and a June hearing with FAA Administrator Michael Whitaker on the agency’s oversight of aviation manufacturers.
    In May, Sen. Cantwell and Sen. Duckworth led the passage of the FAA Reauthorization Act of 2024, which includes new measures to improve aviation safety, such as putting more safety inspectors on factory floors, addressing the nation’s shortage of air traffic controllers, deploying new runway technology to prevent close calls, mandating new 25-hour cockpit recording systems to assist in investigations, and enhancing aircraft certification reforms.
    The FAA Reauthorization Act builds upon the Aircraft Certification, Safety and Accountability Act of 2020, spearheaded by Sen. Cantwell in the aftermath of the Boeing 737 Max crashes in 2018 and 2019.

    The Ministry of Earth Sciences has allocated Rs. 480/- crore and billed for the launch of the Indian National Satellite (INSAT-3DS).

    Currently, INSTAT-3DS,along with INSAT-3DR, are in use for the operational weather services, and some of the important applications of satellite products are:      

    • Round-the-clock monitoring of severe weather conditions with rapid scan capability. Satellite images are generated every 5 minutes for the area of interest (where the severe weather is prevailing).
    • A satellite visualization tool known as Real-time Analysis of Products and Information Dissemination (RAPID) to visualize and analyze satellite images and derived products as per the user’s choice (https://rapid.imd.gov.in/r2v/).
    • Numerous satellite-derived products and imageries are generated at each 30-minute gap, which is very useful in real-time monitoring the cyclone activity and determination of cyclone track and intensity.
    • During pre-monsoon season thunderstorms and lightning season of March to May, various products like Outgoing Longwave Radiation, Quantitative Precipitation Estimate, Sea Surface Temperature, Insolation, winds, winds derived products, etc. and Temperature, Humidity profiles/Thermodynamic indices etc. are used for monitoring the movement of convective weather systems.
    • Satellite-derived products are also helpful in monitoring the onset, active, and withdrawal phases of southwest and northeast monsoons. It is also used to monitor and analyse the origin, movement, and possible impact of Western disturbance moving across North India.
    • Data Collection and Dissemination: The satellite’s data relay transponder facilitates efficient collection and distribution of meteorological, hydrological, and oceanographic data from various ground stations, supporting The India Meteorological Department (IMD).
    • Search and Rescue Operations: The satellite has a dedicated search and rescue payload that assists in locating and saving lives during maritime and aviation emergencies. These advancements in INSAT-3DS have strengthened India’s capacity to monitor and predict weather patterns, enabling better preparedness for extreme weather events and contributing to improving agricultural and water management decisions.
    • Meteorological data and products from both the INSATs are also useful in various sectors in real-time:
    • Aviation Meteorological services (root forecast, convection cloud development, movement, etc.)
    • Marine weather forecast (convection movements, high /low-pressure zones, winds convergence, divergence, etc.)
    • Power Sector ( clouds, convection, etc.)
    • Tourism sector (root, temperature, clouds, dry or moist areas, winds, circulation, etc.)
    • Monitoring severe weather phenomena like intense rainfall episodes, heatwave conditions, cold wave day and night fog, etc. are easily monitored over the Indian region/neighbouring countries by day and night (24-hour) coverage of satellite data.
    • Special sector images are generated for pilgrimage (Like Amarnathji yatra, Kumbh Mela, Kedarnath Jee yatra, etc.)
    • The accumulated snow-bound area images during winter time are generated for specially monitoring the fresh and old snow and its coverage.
    • Agriculture sector services. Satellite provides better guidance for agro meteorology with the help of many satellite-derived products (like Insolation, Land Surface Temperature, Evapotranspiration, etc.).
    • Renewable energy sector: Satellite-based Winds, clouds, Outgoing longwave radiation, etc., provide an important input to this sector for managing the resources efficiently.
    • Research and development activities. New algorithms and approaches (like AI/ML, deep learning, etc.) are also under development to further streamline the process.
    • Therefore, with the support of INSAT-3DS (which provides advanced imaging and sounding capabilities), weather monitoring service capabilities are enhanced. It offered detailed observations of land and ocean surfaces, real-time data on cloud cover, moisture content, temperature profiles, and other atmospheric parameter which are crucial for weather monitoring.

    The INSAT-3D has reached its end of life and has been replaced by the INSAT-3DS, whereas INSAT-3DR is operational in sensing and transmitting meteorological data.

    This information was given by Dr. Jitendra Singh, Minister of State (Independent Charge) of the Ministry of Science & Technology and Earth Sciences, in a written reply in the Lok Sabha today.

    TIGER TRIUMPH OPENING CEREMONY JOINT STATEMENT

    The opening ceremony of the 4th edition of the bilateral joint Humanitarian Assistance and Disaster Relief (HADR) amphibious exercise between India and the U.S. – Tiger TRIUMPH 2025 was held onboard the Indian Navy’s INS Jalashwa (L41) on 01 Apr 25. The exercise reflects the deepening convergence of U.S.-India strategic maritime interests and the countries’ defense partnership. The present edition is aimed at further enhancement of interoperability and combined joint all-domain operations during large-scale HADR operations.

    The harbour phase of the exercise is being conducted at Visakhapatnam from 01-07 Apr 25, and involves a planning process for the execution of various training events at sea, as well as further refinement of procedures established in previous iterations of Tiger TRIUMPH. In addition, the harbour phase will include training and Subject Matter Expert Exchange (SMEE) events on a range of professional subjects, such as special operations, emergency medical response procedures, and operations across the air, maritime, cyber and space domains. These exchanges will allow our forces to continue sharing Best Practices and building stronger bonds. Sports engagements and visits to sites of cultural importance will also be coordinated to nurture camaraderie and develop personal relationships.

    During the sea phase, which will take place from 08-12 Apr 25, the bilateral forces will work together to train for maritime, amphibious and HADR operations through a Joint Combined Command and Control Center. This phase will conclude with establishment of a joint combined humanitarian relief and medical response camp following an amphibious landing at Kakinada. Participating units from the Indian Navy include Landing Platform Dock INS Jalashwa with integral landing crafts and helicopters, the Delhi-class guided-missile destroyer INS Mumbai (D62), Magar-class amphibious assault ship, Deepak-class fleet tanker INS Shakti (A57) and PBI Long-Range Maritime Reconnaissance Aircraft, MH60R Helicopters and Hawk Aircraft. The Indian Army will be represented by an Infantry Battalion group, including Mechanised Forces, and Special Operations Forces from all the three services will also participate in the exercise. Cyber and Space specialists will also participate in the exercise. The Indian Air Force will demonstrate the capability of C130, Mi-17 V5 and showcase the air portable BHISMA medical equipment. The participating U.S. Task Force would comprise a U.S. Navy Whidbey Island-class dock landing ship USS Comstock (LSD 45), with embarked U.S. Marines from the 11th Marine Expeditionary Unit and 1st Light Armored Reconnaissance battalion, as well as the Arleigh Burke-class guided-missile destroyer USS Ralph Johnson (DDG 114) and a Navy P8A Poseidon aircraft. The U.S. Space Force and Air Force are supporting the exercise with subject matter experts and a C-130J aircraft, respectively. The U.S. Army will be represented by a platoon, medical platoon, Civil-Military Operations Center and Multi-Domain Task Force Combined Information Effects Fusion Cell.

  • MIL-OSI USA: $61.5M Thruway Pavement Improvement Project Underway

    overnor Kathy Hochul today announced a $61.5 million pavement improvement project is underway on the New York State Thruway, Interstate 90, in Ontario and Monroe counties. The project includes pavement rehabilitation and safety enhancements on a 4.3-mile stretch of the Thruway just east of Exit 44 to west of Exit 45 — Canandaigua, Victor, NY Route 332 to Rochester, Victor, Interstate 490. More than 60,000 vehicles per day travel on this stretch of the interstate daily.

    “We are making important investments in infrastructure to provide motorists with a safe and dependable roadway,” Governor Hochul said. “The improvements made on this section of the Thruway will benefit the thousands of New Yorkers who travel through Ontario and Monroe counties and strengthen our transportation infrastructure.”

    Thruway Authority Executive Director Frank G. Hoare said, “The I-90 corridor in the Finger Lakes region is a busy section for commuters, tourism and the commercial trucking industry. Investing in these critical infrastructure projects enhances the safety and reliability of the Thruway system, offers some of the lowest toll rates in the nation for customers and maintains the Thruway as one of the safest superhighways in the country.”

    State Senator Jeremy Cooney said, “This project will be vital for the safety of drivers who rely on our New York State Thruway each and every day. I want to thank Governor Hochul for her continued commitment to bolstering our infrastructure statewide and am proud to be her partner in providing the kind of transportation system New Yorkers deserve.”

    Assemblymember William B. Magnarelli said, “Investing in pavement rehabilitation and safety improvements on our highways ensures that they remain safe and sustainable for all users. The New York State Thruway system helps encourage statewide commerce and travel. I am happy to see it and other roads and infrastructure being maintained and strengthened.”

    Ontario County Board of Supervisors Chair Jared Simpson said, “This project will go a long way to enhance the safety of this well-traveled corridor. This section of the Thruway is one of the main gateways into Ontario County, whether for visitors shopping at Eastview Mall, tourists visiting Canandaigua Lake, or people travelling to and from work. The tens of thousands of people who traverse this section of highway each day will appreciate a new, modern and safe roadway. Thank you to our leaders in Albany and to the New York State Thruway Authority for implementing the project.”

    Monroe County Executive Adam J. Bello said, “I’m grateful to Governor Hochul for continuing to invest in New York State’s infrastructure, and this latest road improvement project on the New York State Thruway covering the roadway between Exits 44 and 45 is particularly important for local motorists. This section of the Thruway is used by tens of thousands of Monroe County residents each year, whether for commuting to work or heading out on vacation. These improvements will make Thruway driving safer and more pleasant for people who live, work and visit in Monroe County.”

    To improve the driving surface, crews will utilize a method called “crack and seat” in both directions on I-90 from milepost 347.1 to milepost 351.4. “Crack and seat” involves cracking the concrete pavement, rolling the concrete with a heavy proof roller and overlaying the surface with asphalt. After the crack and seat is completed, the area will be paved with asphalt on the mainline and shoulders.

    Additional work includes milling and replacing the asphalt pavement on the Exit 44 and Exit 45 interchange ramps, replacing the concrete median barrier and replacing the Variable Message Sign (VMS) structure at milepost 349.51 with a new digital sign structure that can display important real-time safety information for drivers.

    The project also includes work at four bridge culverts located at mileposts 350.77, 349.97, 348.67 and 347.81. Concrete repairs will be made to the deck of the bridges, which will then be covered with a waterproof membrane and asphalt wearing surface. Repairs will also be made to the existing bridge railing and drainage systems. These improvements will extend the life of the Thruway and the culverts and enhance safety for motorists. The four bridge culverts included in this project carry traffic on I-90 eastbound and westbound, and conduct traffic on Willowbrook Road, High Street, Victor Egypt Road, and Brownsville Road below the Thruway. During work on the bridge culverts, a section of Willowbrook Road and Victor Egypt Road will be closed with a posted detour for several weeks. The closures on a section of Brownsville Road and High Street at the bridge culvert locations will be conducted at a later date.

    Other improvements in the project include installing a snow fence to prevent blowing snow at Exit 44, a new guiderail, new traffic signs — such as milepost markers, delineators and snow plow markers — and adding new reflective line striping along the mainline and Exit 44 and Exit 45 ramps.

    Villager Construction, Inc. of Fairport, New York is the project contractor following a competitive bidding process. The project is expected to be complete in the fall of 2026.

    Motorists may encounter lane closures on the highway along with traffic shifts and stoppages while construction is underway. All work is weather dependent and subject to change. Motorists are urged to be alert and follow the posted work zone speed limits. Fines are doubled for speeding in a work zone.

    To further enhance safety for workers in a work zone, Governor Hochul signed legislation establishing the Automated Work Zone Speed Enforcement pilot program. The safety enforcement program began in April 2023 and is in effect in various active construction zones on the Thruway. Work zones with speed camera enforcement will have clear signage leading up to it and motorists violating the posted speed limit within the work zone will be fined.

    For up-to-date travel information, motorists are encouraged to download the Thruway Authority’s mobile app which is available to download for free on iPhone and Android devices. The app provides motorists direct access to real-time traffic and navigation assistance while on the go. Travelers can also visit the Thruway Authority’s interactive Traveler Map which features live traffic cameras. Motorists can also sign up for TRANSalert emails, which provide the latest traffic conditions along the Thruway.

    About the Thruway Authority

    The Governor Thomas E. Dewey Thruway, built in the early 1950s, is one of the oldest components of the National Interstate Highway System and one of the longest toll roads in the nation. The maintenance and operation of the Thruway system is funded primarily by tolls. The Thruway Authority does not receive any dedicated federal, state or local tax dollars and is paid for by those who drive the Thruway, including one-third of drivers from out of state.

    In 2024, the Thruway Authority processed more than 400 million transactions and motorists drove 8.2 billion miles on the Thruway. The Authority’s approved 2025 Budget invests a total of $477.3 million in dedicated funding for capital projects across the Thruway system beginning in 2025, an increase of more than $33 million compared to the approved 2024 budget. The increased investment will lead to work on approximately 61 percent of the Thruway’s more than 2,800 pavement lane miles as well as the replacement or rehabilitation of 20 percent of the Thruway’s 817 bridges.

    The Thruway is one of the safest roadways in the country with a fatality rate far below the nationwide index, and toll rates are among the lowest in the country compared to similar toll roads. The Thruway’s base passenger vehicle toll rate is less than $0.05 per mile, compared to the Ohio Turnpike ($0.06 per mile), the New Jersey Turnpike (up to $0.39 per mile) and the Pennsylvania Turnpike ($0.16 per mile).

    The Thruway Authority’s top priority is the safety of our employees and customers. In 2024, two Thruway Authority employees died and another was seriously injured in separate incidents while working on the Thruway. The lives of Thruway Authority employees, roadway workers and emergency personnel depend on all of those who travel the highway. Motorists should stay alert and pay attention while driving, slow down in work zones and move over when they see a vehicle on the side of the road. New York State’s Move Over Law, which was expanded in March 2024, requires drivers to slow down and move over for all vehicles stopped along the roadway. Safety is a shared responsibility.

    Recent reports of European and Canadian tourists being detained at the United States border have many questioning whether travel to the U.S. is safe.

    As the Trump administration moves forward with plans for mass deportations, immigration officers have reportedly been encouraged to question travellers, putting many travellers on high alert.

    The parallels to the COVID-19 pandemic are notable. During the crisis, media coverage contributed to widespread fear of travel, even after borders reopened and health experts deemed it safe. Today, similar discourse is emerging. But how much of this concern is based on real risk, and how much is driven by heightened media attention?

    As experts in tourism and travel, we are here to explain the current risks associated with travelling to the U.S., the rights of travellers if they are stopped at the border and safety tips for those who still choose to make the journey.

    What are the risks?

    Research has long shown that perceptions of risk impact people’s intentions to travel internationally. These intentions are determined by their levels of travel anxiety and their sense of perceived safety in a certain destination.

    Detainment at airports and border crossings is perhaps one of the greatest fears for travellers to the U.S. While the incidents so far have seemed random, many worry about their smart phones being confiscated and social media or emails being checked.

    While some of those affected are Americans returning from vacation or business trips, anyone can be stopped, including foreign students with visas, Canadians and Europeans, even with valid documentation.

    These fears, along with reports of travellers being delayed at land border crossings, have resulted in a decrease in the number of Canadians crossing the Canada-U.S. border. In February, cross-border vehicle trips hit their lowest levels since the pandemic, with many cancelling reservations or making fewer travel bookings to the U.S. for spring and summer.

    The current situation aligns with research showing that risk perceptions about travel can impact a country’s image as a travel destination, which, in turn, affects whether people want to visit it.

    Other concerns relate to local resident negative sentiment. While many Americans are sharing their support of Canada and continuing to head north, there is still concern for how some in the U.S. may react to Canadian travellers.

    Recent studies have shown that while Americans see Canadians as friendly, they no longer view Canada as a close ally. Several countries have cautioned their citizens about stricter measures at U.S. points of entry.

    Know your rights as a traveller

    What rights do travellers have when crossing the border? Very few. While travellers have the right to refuse to answer questions from immigration officers, doing so can result in increased suspicion and being denied entry.

    Canadians should be aware that U.S. border officials have broad inspection powers, which can include requesting passwords to digital devices. These powers apply not only at border crossings but also in customs-controlled areas — designated zones in a border crossing area or airport.

    Both the Canada Border Services Agency and U.S. Customs and Border Protection have the authority to examine any digital device.

    Once at a land border, Canadians are under the exclusive jurisdiction of U.S. laws, not Canadian laws or the Canadian Charter of Rights and Freedoms. If questioned, travellers can ask if they are being detained, or if they are free to leave. If they are not free to leave, the agent needs reasonable suspicion to justify the detention.

    Tips for reducing risk while traveling

    Following customs and immigration laws generally means travellers are unlikely to encounter any issues. However, there are some things that could set off red flags at the border, including staying longer than intended, failing to declare goods to a border officer or not having the proper documentation.

    If you intend to travel, be respectful of local customs, even if political perspectives differ. Avoid political messaging on clothing, offensive behaviour or sparking political conversations with locals.

    While electronic device searches are rare, it is best to be cautious about the content on your devices, including social media posts and profile, political views and other personal information.

    Here is a brief guide to international visitors’ rights. In particular, people should know about how to protect their computers, phones and how to safeguard their data privacy at the U.S. border. The Canadian government also offers advice for travellers to the U.S. regarding privacy issues.

    It’s important to stay updated on government travel advisories related to geopolitical conflicts because they are rapidly evolving. Be sure to follow recommended travel precautions, like these ones for the U.S.

    ‘Antipathy’ to U.S. has real impacts

    Reports of increased detainments, stricter border enforcement and heightened security screenings demonstrate that the risk for travellers at the border is real.

    These incidents have not only created fear among travellers but have also started to take a toll on the U.S. tourism industry.

    Industry analysts announce a significant drop in visitation — down about 15 per cent — and about a 12 per cent drop in revenue due to travellers choosing to boycott the U.S.

    Global geopolitical tensions have fuelled growing resentment toward the U.S., with many international travellers choosing not to travel for political and economic reasons.

    Canada, on the other hand, could end up benefiting from a tourism perspective. International visitors are opting for Canada as a safer and more affordable alternative than the U.S. for leisure and business travel.

    The question now is whether this trend will last. The geopolitical situation has led many around the world to feel antipathetic towards the U.S., and reversing those attitudes will take effort and time.

    ATLANTA – Governor Brian P. Kemp today announced that Georgia-headquartered Flock Safety, a leading safety technology solutions provider, is opening a new manufacturing facility in Smyrna. The new 97,000-square-foot facility will ultimately create an estimated 210 new jobs over the next three years and represents an investment of approximately $10 million. Governor Kemp and First Lady Marty Kemp joined Flock Safety CEO Garrett Langley, Flock Safety Chief People Officer Paige Todd, Smyrna Mayor Derek Norton, Cobb County Chairwoman Lisa Cupid, Metro Atlanta Chamber of Commerce CEO Katie Kirkpatrick, Cobb County Police Chief Stuart VanHoozer, and other state and local leadership to celebrate the ribbon cutting.

Flock Safety launched its Drone as First Responder system last year upon the acquisition of Aerodome, a leader in rapid response drones for public safety.

  • MIL-OSI Security: Nashville Man Charged with Being a Felon in Possession of a Firearm After Allegedly Pointing a Stolen Rifle at Police

    NASHVILLE – Isaiah Taivon Newsom a/k/a Isaiah Taivon Porterfield, 25, of Nashville, has been charged by criminal complaint with being a felon in possession of a firearm, announced Acting United States Attorney Robert E. McGuire for the Middle District of Tennessee.

    “Dangerous felons who possess firearms and put police officers at risk will face swift justice,” said Acting United States Attorney Robert E. McGuire. “We will not tolerate potential violence against first responders and will seek full accountability for those putting our first responders in danger.”

    According to court documents, on March 25, 2025, detectives with the Metropolitan Nashville Police Department were conducting covert surveillance near an address on Nashboro Boulevard. Detectives were parked in their unmarked police vehicles in several different areas of the apartment complex. One detective observed three people walk out of the breezeway near unit B, with one, later identified as Newsom, carrying what appeared to be a rifle.

    As they walked through the apartment complex, Newsom walked about fifteen feet away from another detective’s unmarked vehicle, stood near a tree, raised the rifle to his shoulder and pointed it at the detective, who was still in his vehicle. As the detective relayed Newsom’s actions to the other detectives in the area and they discussed a plan of action over the radio, Newsom walked past the front of the detective’s vehicle towards the passenger side and again pointed the rifle at the detective.

    As other detectives arrived in the area, Newsom moved towards the front of the detective’s vehicle and pointed the rifle directly at the detective. Although he was in an unmarked car, the detective was wearing a tactical vest with patches indicating he was a law enforcement officer, and he was equipped with a body worn camera. The detective activated his blue lights and a short burst of the siren, as he exited the vehicle and announced himself as a police officer. Newsom and the other two people then ran from the area. Detectives pursued Newsom on foot as he ran across a field and entered the wood line. Detectives set up a perimeter and, with the assistance of a K9 unit and the Metro Nashville Police Department aviation unit, took Newsom into custody.

    Detectives searched Newsom’s flight path and located a Windham Weaponry, WW-15, .223/5.56 caliber rifle which was later found to have been reported stolen from a Williamson County Sheriff’s Office marked patrol vehicle. After being advised of his Miranda rights, Newsom admitted to detectives that he had possessed the rifle.

    Newsom had previously been convicted of two counts of aggravated robbery and two counts of felony theft in Shelby County, Tennessee. Newsom served more than seven years in the Tennessee Department of Correction for his felony convictions.

    If convicted, Newsom faces a maximum of 15 years in federal prison and a maximum fine of $250,000.

    This case is being investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Metropolitan Nashville Police Department. Assistant U.S. Attorney Rachel M. Stephens is prosecuting the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    A complaint is merely an allegation. The defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Washington (April 2, 2025) – Senator Edward J. Markey (D-Mass.), a member of the Commerce, Science, and Transportation Committee, today introduced the Safety Starts at the Top Act, legislation that would require large aerospace manufacturers to include two labor representatives and two safety experts on their boards of directors. The legislation comes in response to concerns that Boeing has prioritized profits over safety and failed to consider the views of its workforce in critical engineering decisions.

    “For years, Boeing has prioritized financial engineering over mechanical engineering, undermining the company’s safety culture. It’s time for that to change,” said Senator Markey. “Without input from the workers on the factory floor every day, Boeing is flying blind. By requiring Boeing’s Board to include worker and safety representatives, the Safety Starts at the Top Act will ensure that Boeing listens to the professionals who know safety best.”

    Senator Markey has long called for the Federal Aviation Administration (FAA) and companies such as Boeing to be held accountable for their actions that undermine aviation safety. Last month, Senator Markey wrote a letter to Chris Rocheleau, Acting FAA Administrator, with questions about the FAA’s recent decision to deploy three Starlink terminals from Elon Musk’s SpaceX. In January 2024, Senator Markey, along with then Senator J.D. Vance (R-Ohio) and Senator Peter Welch (D-Vt.), sent a letter to Boeing’s then-CEO David Calhoun about the company’s manufacturing quality control and oversight of contractors.
