(“ACS”), a world-class leasing platform that specializes in mid-life narrowbody aircraft, announces the final closing on its fourth and largest aviation investment vehicle with total aggregate equity commitments of $936 million. The vehicle was oversubscribed with a diverse investor base of new and existing relationships which include institutional investors, registered investment advisers, and single and multi-family offices. In addition to the $936 million of equity, ACS has negotiated two debt facilities led by Deutsche Bank and Atlas SP and is targeting over $3.5 billion in total capital for deployment.

    • Worsening violence between armed groups in Walikale, DRC, has trapped people and our teams and is preventing the delivery of supplies.
    • If supply routes remain blocked, our teams will start to run out of essential medical supplies in two weeks.

    Escalating violence between armed groups the FARDC and the M23/AFC, and their respective allies, in North Kivu, Democratic Republic of Congo, reached the city of Walikale on 19 March, trapping Médecins Sans Frontières (MSF) staff at our base and at the local hospital. 

    In recent days, the situation has continued to deteriorate. The violence has severely impacted people’s access to healthcare, as 80 per cent of the community has fled the city, after hearing artillery fire and fearing hostilities. Over 700 displaced people are sheltering at the Walikale general hospital, putting additional pressure on already-limited medical resources. 

    “Our teams on the ground have to put their medical activities on hold when fighting erupts and are unable to move safely,” says Natalia Torrent, head of programmes for MSF in North Kivu. “The safety of our staff and patients is our top priority.” 

    Heavy gunfire has been heard in the vicinity of our base, highlighting the extreme risks faced by both healthcare workers and the communities they serve. Two weeks ago, a crossfire hit our logistics base, impacting our structures and some of our vehicles. Massive explosions took place near the town’s general hospital, where MSF supports the Ministry of Health in providing medical care. 

    Critical supply shortages of essential medicines 

    Today, logistical challenges remain critical, with no viable road or air routes to facilitate the transport of supplies and personnel. Our last supplies by air arrived on 17 January. With the airport remaining inoperative, the delivery of humanitarian supplies is a challenge. 

    “Within two weeks, our teams on the ground will start facing shortages of essential medicines, further complicating the ability of our teams to provide urgent medical assistance,” says Torrent. 

    MSF once again calls on all warring parties to respect and protect civilians, medical facilities, and health workers, as well as to facilitate the delivery of medical supplies to the area. We urgently demand safe and guaranteed access to healthcare for all those affected by the conflict.

  • MIL-OSI Asia-Pac: 2500 KG NARCOTICS SEIZED BY INDIAN NAVY’S MISSION DEPLOYED WARSHIP INS TARKASH

    INS Tarkash, a frontline frigate of the Indian Navy operating under the Western Naval Command, has successfully intercepted and seized over 2500 kg of narcotics in the Western Indian Ocean. This operation underscores the Indian Navy’s unwavering commitment to combating maritime crime and bolstering regional security.

    Deployed in the Western Indian Ocean since Jan 2025 for Maritime Security Operations, INS Tarkash is actively supporting Combined Task Force (CTF) 150, which is part of the Combined Maritime Forces (CMF) and is based in Bahrain. The ship is participating in the multi-national forces joint focus operation, Anzac Tiger.

    On 31 Apr 25, while on patrol, INS Tarkash received multiple inputs from Indian Navy P8I aircraft, regarding suspicious vessels operating in the area. These vessels were believed to be involved in illicit activities, including narcotics trafficking. In response, the ship altered its course to intercept the suspicious vessels. After systematically interrogating all suspicious vessels in the vicinity, INS Tarkash intercepted and boarded a suspect Dhow, owing to the coordinated efforts with the P8I and the Maritime Operations Centre in Mumbai. Additionally, the ship launched its integral helicopter to monitor the activities of the suspicious vessel and identify other vessels likely operating in the area.

    A specialist boarding team, along with Marine Commandos, boarded the suspect vessel and conducted a thorough search, leading to the discovery of various sealed packets. Further search and interrogation revealed over 2,500 kg of narcotic substances (including 2386 kg of hashish and 121 kg of heroin) stored in different cargo holds and compartments onboard the vessel. The suspicious Dhow was subsequently brought under the control of INS Tarkash, and the crew underwent comprehensive questioning regarding their modus operandi and the presence of other similar vessels in the area.

    This seizure underscores the effectiveness and professionalism of the Indian Navy in deterring and disrupting illicit activities, including narcotics trafficking at sea. The Indian Navy’s participation in multinational exercises aims to promote security, stability, and prosperity across international waters in the Indian Ocean Region (IOR).

    Cannes, April 2, 2025 – Thales Alenia Space, a joint venture between Thales (67%) and Leonardo (33%), has signed a new contract worth €51 million with the European Union Agency for the Space Programme (EUSPA) to extend the operational life of the European Satellite-Based Augmentation System (EGNOS). Named LIFEX 1 (Life Extension Phase 1), this contract will ensure that EGNOS V2 continues to provide reliable, secure, and high-performance navigation services for Europe’s aviation, maritime, land transport, mapping and agricultural sectors beyond 2028.

    EGNOS system enhances the accuracy, reliability and integrity of positioning signals by improving the performance of Global Navigation Satellite Systems (GNSS), such as GPS and, in the future, Galileo. As part of this contract, Thales Alenia Space will address EGNOS V2 critical system upgrades and infrastructure improvements, reinforcing the system’s resilience and operational durability. These updates will focus on enhancing security measures, modernizing components, and ensuring the ongoing reliability of EGNOS’s “Safety of Life” service, which plays a key role in aviation, enabling accurate approaches at European airports without requiring ground guidance systems.     EGNOS is one of the European Union’s flagship space programs, designed to improve the performance of Global Navigation Satellite Systems (GNSS), such as GPS and, in the future, Galileo.     In sub-Saharan Africa, ASECNA (Agency for Aerial Navigation Safety in Africa and Madagascar) chose Thales Alenia Space in 2019 to carry out a Phase B project for a Satellite-Based Augmentation System (SBAS) in the region including delivery of a pre-operational service in 2020, to provide enhanced satellite-based navigation for aviation, particularly for flights into and out of areas with limited ground infrastructure. Nigerian operator NIGCOMSAT and Thales Alenia Space performed successful demonstration flights in Lomé and Douala in 2021, using the SBAS signal they have transmitted in the Africa and Indian Ocean region since September 2020 – the first SBAS service provided in this region, via the NIGCOMSAT-1R satellite. They also carried out a series of demonstrations of additional services provided by the A-SBAS system in Brazzaville, Congo.

    The Government has taken various steps for the economic development of Union Territories (UTs) through strategic interventions across various sectors including tourism, digital/telecom connectivity, road/air/sea connectivity, governance reforms, industry, employment, etc. This has led to sustainable economic growth, attracted investments and improved living standards.

    Tourism has been identified as a key sector due to its multiplier effect. The Government is actively promoting various kinds of traditional and experimental forms of tourism like eco-tourism, wildlife tourism, adventure tourism, spiritual and wellness tourism, heritage tourism, tourist circuits, astro-tourism, cruise tourism, Meetings, Incentives, Conferences and Exhibitions (MICE) tourism etc. For example, the first-ever dark sky reserve of the country has been set up in Hanle in the UT of Ladakh; the UT of Dadra and Nagar Haveli and Daman and Diu (DNH&DD) has developed world-class sea fronts and premier river fronts; eco-tourism resorts are being developed in the island UTs. All these initiatives have resulted in a boost to tourism and other allied economic activities in the UTs.

    Internet/broadband and mobile/digital connectivity in all the UTs, including the Island UTs, have been considerably enhanced. Connectivity has been revolutionised in the island UTs through the commissioning of the Chennai Andaman Nicobar Islands (CANI) Optical Fiber Cable Project at a cost of about ₹ 1,224 crore in A&NI and the Kochi Lakshadweep Islands Submarine Optical Fiber Cable Project (KLI Project), with a cost of about

    ₹1,072 crore in Lakshadweep. In the UT of A&NI, bandwidth utilization (including inter-island) has increased from 4.1 Gbps to 233 Gbps, internet speed has increased from 100 kbps to up to 300 Mbps, total mobile connections have increased to about 7.5 lakh and Fiber-to-the-Home (FTTH)

    services have increased to more than 37,365. 5G services were also launched in the UT. Similarly, with the commissioning of the KLI Project, bandwidth utilization (including inter-island) has increased to 149 Gbps, internet speed availability is up to 1 Gbps, total mobile connections have increased to about 87,000 and FTTH services have increased to 7,500. These projects have benefitted the public significantly through enhanced online access in the fields of education, tele-medicine, e-commerce, digital governance, tourism etc.

    The various initiatives of the Government have led to reduced cost of data, increased mobile and internet/broadband penetration, increase in internet teledensity, and higher internet/broadband speeds directly to home and offices across the UTs.

    The Government has also been focusing on development of air, road and sea connectivity in the UTs. Strategic infrastructure like roads, expressways, construction of new tunnels/bridges, development of ports, expansion of airports, development of helipads etc. has been created in the recent years. A new terminal building of Veer Savarkar International Airport at Sri Vijaya Puram has come up with a capacity to handle 50 lakh passengers per year; ‘Azad Hind Fauj Setu’ on Humphrey Strait has significantly improved the road connectivity in the island UT of A&NI. 

    Several infrastructure projects to boost road connectivity have also been completed/underway in other UTs, like the construction of the Z-Morh tunnel in Jammu & Kashmir and the construction of the Zojila tunnel in the UT of Ladakh.

    Several steps have been taken to bring in governance reforms in the UTs and to promote ease of doing business. To promote industry and business activities, steps have been taken to significantly reduce compliance burden. Single window clearance systems have been put in place to enable faster clearance of proposals. UTs have implemented suitable policies to promote businesses and entrepreneurship including industrial policy, land allotment policy, start-up policy, logistics policy, policies to promote handicrafts, micro, small and medium enterprises (MSMEs) through suitable incentivisation etc. Investment promotion schemes have been formulated which provide for capital and interest subsidy. The thrust sectors identified are tourism, manufacturing, production, IT and ITes, shipping, agriculture, fisheries etc.

    The Government is also focused on employment generation and skill development. The Prime Minister’s Employment Generation Programme, PM Vishwakarma, Pradhan Mantri Formalisation of Micro food processing Enterprises (PMFME) scheme, PM SVANidhi etc. are being effectively 

    implemented in the UTs with an aim to generate employment, and to provide financial and skill development support. UTs have also identified certain priority economic sectors for accelerated economic growth of UTs, based on their unique strengths and resources, such as developing a Blue Economy, transforming into regional knowledge/IT/medical hubs, promoting tourism etc.

    The Government’s policy of zero tolerance towards corruption and introduction of IT enabled initiatives have brought greater accountability, transparency and financial transformation resulting in a big push to businesses in the UTs and also promoting them as new drivers of economic prosperity (Aatmanirbhar Arthavyavastha) and Viksit Bharat.

    Initiatives under Aatmanirbhar Bharat have been taken to provide better services to consumers and improvement in operational and financial efficiency in electricity distribution in certain UTs.

    Further, a robust monitoring mechanism has been put in place to monitor the implementation of various flagship/development schemes and programmes of Government of India in the UTs.

    It is the endeavour of Government of India to make UTs role models of good governance and development. Moreover, it is envisioned to holistically 

    develop the island UTs as global hubs of tourism, raise the standard and quality of living of residents in UTs, create better infrastructure including social infrastructure, achieve saturation of health and educational indicators, enhance health infrastructure to ensure universal access to quality healthcare, promote green energy etc. This is a continuous process.

    The Government has taken various positive initiatives to promote renewable and green energy in Union Territories through various schemes i.e. National Solar Mission, PM-KUSUM, PM Surya Ghar Muft Bijli Yojana, the National Green Hydrogen Mission etc.

    Under the PM Surya Ghar Muft Bijli Yojana, the UTs are providing additional subsidy in addition to the central subsidy for installation of rooftop solar in residential and government buildings. Grid-connected Rooftop Solar Plants are being promoted and installed in the UTs. The UT of Jammu & Kashmir has installed a 100kW solar power project in Dal Lake. Further, Pilot Green Hydrogen Plant are also being set up in UT of Ladakh. In addition, initiatives for waste-to-energy have been undertaken for the promotion of clean and green energy.

    To promote green energy generation and consumption, the Government of India has notified the Electricity (Promoting Renewable Energy through Green Energy Open Access) Rules, 2022. In line with the 

    above, the UTs of Puducherry and Delhi have implemented Green Energy Open Access (GEOA). In the UT of Puducherry, Green Energy Tariff has been notified. The UTs have notified various policies, including renewable energy policy, solar policy, EV policy etc. Further, in some of the UTs, generation- based incentive is given to the consumers for generation of solar energy.

    These initiatives have resulted in reduced carbon emissions and reduced the electricity cost for the consumers.

    The modern laboratory for the aircraft construction and innovative transport industry, created on the basis of the State University of Management, in terms of automated development of control programs and studying the basics of working on the CNC system (numerical program control) for machines of various technological groups, will become an important element of the university infrastructure. The laboratory will facilitate the integration of practical activities into the educational process, and in the future – the creation of mechanisms for opening scientific and production associations with partners of the real sector of the economy in the direction of more active cooperation with them and solving applied problems.

    The key goal of the created Laboratory of CNC Control is to improve the engineering skills of young people, to involve students in solving practical problems and challenges of Russian industry and engineering science in the field of innovative technologies.

    The development strategy of the State University of Management involves building up competencies and scientific and technical groundwork in the field of managing the technological process of manufacturing high-tech products to form basic technical training for university graduates. The laboratory will become a practical basis for implementing academic disciplines and additional professional education as part of developing international cooperation in programs for training senior and middle management personnel to work with high-tech CNC equipment in the field of intelligent manufacturing.

    ITA Airways has officially received approval to start the integration process into Star Alliance following a verdict by the Star Alliance Chief Executive Board (CEB). Building on its induction into the Lufthansa Group earlier this year, this decision paves the way for its much anticipated entry into the world’s largest airline alliance. The onboarding process will now move at full throttle.

    Celebrating the milestone, Star Alliance Chief Executive Officer Theo Panagiotoulias stated: “In early 2026, ITA Airways is expected to officially join the Star Alliance network as a full member. The decision by our Chief Executive Board underscores the strong confidence our members have in ITA Airways.     On the weekend of April 5 and 6, the Moskino cinema park will become a creative territory for young filmmakers and anyone who wants to get to know the world of cinema better.

    Make your own film and meet experienced filmmakers

    Camera operators, directors and producers will be able to film their course and diploma theses for free on location at the Moscow Cathedral Square cinema park, Prince Andrey’s Chambers, the area near the Tu-154 aircraft and the natural chromakey, as well as in the Moscow of the 1940s set.     On April 5, from 15:00 to 16:00, the educational center will host a lecture by Irina Glebova, Dean of the Production Department of the Institute of Cinema and Television (GITR).   • MIL-Evening Report: New NZ TV series Happiness gives us an engaging musical peak behind the amateur theatre curtain

    The last few decades have seen many attempts to make musical TV shows.

    Some of them applied the aesthetics of musicals (where people spontaneously sing and dance) to the television form, such as the recent cult series Schmigadoon! (2021–23) and the less successful medieval-set Galavant (2015–16).

    Others have foregrounded music by being backstage musicals, or “backstagers”, about the creation of musicals. Glee (2009–15), about the American high school show choir scene, was the most successful of these. It led to imitators like Smash (2013–14), about a Marilyn Monroe musical; 2018’s Rise, a major flop about a high school producing Spring Awakening; and, my favourite, High School Musical: The Musical: The Series (2019–23), a meta-fictional take on the Disney musical canon.

    Backstagers have usually been more successful and also easier to produce than true through-and-through musicals for television, as they place their stories in settings that allow for the more or less “natural” presence of song and dance as part of the shows being staged. This acts as a bridge for audience members who might baulk at the singing and dancing fantasies inherent to the musical genre.

    With their new show Happiness, Kip Chapman and Luke Di Somma have created a welcome New Zealand answer to this style of musical TV show.

    Creating a musical

    Charlie (Harry McNaughton) has returned from New York to his hometown of Tauranga, having been dismissed from helming a Broadway revival of Cats.

    In a desperate attempt to demonstrate competency for a renewal of his visa – and to please his mum Gaye (Rebecca Gibney) – he decides to help out the local amateur musical theatre society Pizzaz (“the finest large-scale yet boutique classical musical theatre company in Tauranga”) with their latest production, an original musical called The Trojan Horse, based on the Iliad.

    The first number in the first episode is an airport flash mob set to Backstreet’s Back, which Charlie’s mum has arranged to welcome her son home. While the nod to the Backstreet Boys is fun, it would have been more effective to start the show with an original musical number. As many writers of musicals have argued, one has to set up the “rules” of a musical in the first ten minutes, otherwise there is a risk of confusing the audience.

    This number hints that Happiness might be a jukebox musical, but thankfully that is not the case. On the contrary, it has a whole set of new songs.

    The score that Luke Di Somma has written for the show-within-the-show is a convincing pastiche of standard musical theatre styles. There is lots of Les Misérables high drama, Chicago showbiz razzle-dazzle, and Dear Evan Hansen pop balladry.

    The songs carefully tread the line between portraying the well-meaning amateurishness of The Trojan Horse and being clever and competent enough in themselves to retain the audience’s interest.

    This collection of stylistic nods, at least among the songs heard in the first two episodes I was able to preview, is typical of musical theatre writing as it is currently done. Di Somma has nicely balanced his own personal style (on display in earlier works like That Bloody Woman and The Unruly Tourists) with the needs of Happiness’s pastiche to create a score that wouldn’t be out of place on any musical stage.

    An affectionate take

    Happiness takes an affectionate look at community musical theatre, with details like the mismatched teacups and homemade lamingtons available during rehearsal breaks, the amusingly stuffed prop and costume store, and the mix of ages and experiences in the cast.

    Backstagers are good fodder for TV as they can involve a wide variety of eccentric characters among the show’s cast and crew. The first episode does a good job of introducing them all. The usual backstage tropes are all there, like the young ingenue overshadowed by the haughty star and the put-upon music director (Marshayla Christie) trying to get her voice heard by the out-of-touch stage director (Peter Hambleton).

    This all makes Happiness fairly predictable, but it is also well observed and always engaging. A specific New Zealand spin comes with details such as the look of the the barn-like space that houses Pizazz, the Number Eight Wire attitude shown by the crew (they have $167 to make the Trojan Horse prop), and poking a bit of fun at the Kiwi accent. In one scene, Charlie suggests that local star Jacqui (Jessie Lawrence) as Helen of Troy might try it without the “Classical” English accent – which only ends up strengthening her Kiwi vowels.

    I hope that Warner Discovery, which produces the show, will distribute it abroad. Happiness paints New Zealand musical theatre talent in a positive light and shows what the locals can do, while also being very entertaining in its own right. It is a welcome addition to the “let’s put on a show” backstager genre.

In her remarks, Duckworth called on Republicans to join her in demanding congressional hearings and an independent investigation to look into the Trump officials on the Signal chat—urging her colleagues on the other side of the aisle to remember that they serve the people of this country, not Donald Trump’s ego.     “The Signal chat security breach reaffirms what we have known all along—that Trump’s national security officials are fundamentally unfit to serve,” said Senator Hirono. “Sharing attack plans, timing, and targets on devices that may well be compromised by adversaries endangered the lives of our servicemembers. Despite jeopardizing our national security, no one involved in this debacle has offered any assurance that this will not happen again or taken accountability for their actions. That is unacceptable.     Since he was first nominated, Duckworth has made it clear that Secretary of Defense Pete Hegseth is unqualified to lead our men and women in uniform. During Hegseth’s confirmation hearing, Duckworth demonstrated some of the areas where he lacks the experience or knowledge that any serious Defense Secretary nominee should have, grilling him on basic questions that he failed to answer. She asked him if he ever led an audit, and he would not confirm. She asked him to describe at least one of the main international security agreements a Secretary of Defense is responsible for leading, and he could not name any. She asked him to name at least one nation that is a part of ASEAN, an organization with several member states that have mutual defense treaties, alliances or enhanced defense cooperation agreements with the US, but none of the three countries he named are part of the organization.

    After The Atlantic reported that Hegseth sent classified war plans in a Signal group chat with other Trump Administration officials, putting the lives of our men and women in uniform at greater risk and undermining the effectiveness of the mission, Duckworth released a statement demanding his resignation and calling him a “f*cking liar.”

    Last week, Duckworth joined fellow SASC member Jacky Rosen (D-NV) and 14 other Senate colleagues in calling on the U.S. Senate Select Committee on Intelligence (SSCI), SASC and SFRC to hold hearings to investigate why members of President Trump’s national security team were recklessly discussing classified military operations on unsecured devices. In the letter, the Senators also criticized the incompetence and carelessness of how these Trump officials mishandled the situation and inadvertently added a journalist to the group chat. Additionally, Duckworth joined Senator Tim Kaine (D-VA) and 12 of her colleagues in demanding answers from President Trump about what disciplinary action will be taken in response to SignalGate and emphasized that the Administration is in direct violation of the Presidential Records Act.

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., the Chairman of the Senate Armed Services Committee, today chaired a hearing examining the nomination of Lieutenant General (ret.) John D. Caine to be the next Chairman of the Joint Chiefs of Staff.

    In his opening statement, Chairman Wicker underscored the tremendous responsibility that Lt. Gen. Caine would have if confirmed as Chairman of the Joint Chiefs. As the Chinese Communist Party continues an expansive military buildup and the other three members of the Axis of Aggressors – Russia, Iran, and North Korea – continue to band together in opposition to the United States, Chairman Wicker noted that Lt. Gen. Caine will work to give strong and decisive military advice to President Trump.

    Chairman Wicker also praised Caine’s diverse background as a former intelligence community liaison, defense technology innovator, as well as his experience both in the active-duty and national guard components of the Air Force. This track record would serve him exceptionally well as the President’s principal military advisor in a complex threat environment, Chairman Wicker argued.

    As for the proper role of the Chairman of the Joint Chiefs within the national defense decision-making complex ecosystem, Chairman Wicker noted that he had utmost confidence in Caine’s ability to remain nonpartisan and retain the trust of President Trump.

    This morning, the committee meets to consider the nomination of retired Lieutenant General Dan Caine for the position of Chairman of the Joint Chiefs of Staff.

     

    General Caine has a tremendous responsibility before him. I believe President Trump has made an excellent choice in selecting him to meet the challenges, so I thank General Caine for his willingness to serve our country, especially in this hour of need.

     

    We live in the most dangerous national security moment since World War II. An Axis of Aggressors, led by the Chinese Communist Party and Vladimir Putin’s Russia, means us harm. This axis does not want this century to be an American-led century or a freedom-led century. Our adversaries have started two wars against Ukraine and Israel. They threaten to open a third front against Taiwan.

     

    We must restore peace, and we can do that only through strength. Since his nomination was announced, some people have written that General Caine is unqualified. They point out that he has not served as a combatant commander, as a service chief, or as a vice chairman – roles which are contemplated in 10 USC 152.

     

    I would suggest these same people read or reread the Goldwater-Nichols Act of 1986. Those who read that law and then read General Caine’s resume will see that the architects of that legislation would conclude that their reforms were successful.

     

    The driving force behind Goldwater-Nichols was to inspire and, in some cases, require jointness. So, let’s talk about jointness with regard to Lieutenant General Caine. They believe that when our military services work together, those services are greater than the sum of their parts. General Caine agrees, and his record reflects that.

     

    He began his career as an Air Force fighter pilot in 1992. By the time he was done, General Caine had operated in every domain, and he had developed relationships with every service. That would not have been true 40 years ago. General Caine flew and commanded aircraft, but he’s also worked for the U.S. Department of Agriculture, having helped in the wake of Hurricane Katrina in the midst of a bird flu outbreak. At the White House, General Caine wrote early homeland security strategies. He deployed and commanded repeatedly to Iraq and Syria, serving within various special operations forces units. He ran our most secretive programs for all military services. General Caine worked extensively as the CIA’s senior military officer, again collaborating with every military service and combatant command.

     

    It’s difficult to imagine a better joint and interagency background for a nominee of this position. Our threat environment is complex, and General Caine understands how the services can work together to meet today’s dangers. We have much work to do, as this committee knows. We need to grow our defense budget. We need to reform the Pentagon’s processes drastically.

     

    If confirmed, General Kaine would play a significant role in providing military advice to the Secretary of Defense and the President of the United States on both of those topics. In particular, the Chairman plays a significant role in the requirements process. I hope he will make a priority to modernize this critical aspect.

     

    The statutory role of the chairman may be limited, but the position is explicitly the voice of the combatant commanders. That voice matters because the commanders are largely absent from our requirements and budgeting processes.

     

    The Chairman can and should also be an advocate for a more agile planning process – one that considers the problems. And I’m going to use two big words here: the problems of simultaneity and protracted warfare – I guess that’s three big words and two big terms. These are technical terms for fairly straightforward facts. First, that our adversaries are likely to act against us in a coordinated fashion – simultaneity.  And secondly, that once that war breaks out it tends to take on a life of its own – protracted warfare.

     

    Lastly, a Chairman is responsible to deliver a serious, honest Chairman’s risk assessment to this committee as soon as possible. I look forward to General Caine’s thoughts on each of these points.

     

    Based on my conversations with the nominee, and based on his actions in uniform, I’m confident that General Caine will give President Trump his best military advice. He will do so without bias, as he’s required to do. He would not consider whether the president may like or dislike that advice that’s exactly what a United States president deserves.

     

    I’m convinced that General Caine sees this role as absolutely nonpartisan. We can argue politics up here on this dais, but I expect General Caine to stay out of it, no matter the subject.

     

    I thank the nominee for his service and for appearing today, and I turn now to my friend and colleague Ranking Member Reed for his opening remarks.

    WASHINGTON, D.C. — U.S. Senator Alex Padilla (D-Calif.), a member of the Senate Judiciary Committee, joined 30 Senate Democrats in urging U.S. Attorney General Pam Bondi to appoint a Special Counsel to investigate whether government officials violated federal criminal laws in connection with a reported security breach involving the commercial messaging app Signal. On March 24, The Atlantic’s editor-in-chief reported that President Trump’s National Security Advisor Michael Waltz had inadvertently included him in a group Signal chat with several high-ranking national security officials. The group reportedly shared and discussed highly sensitive, classified, or controlled information via the unsecure Signal group chat.

    “In addition to the reckless inclusion of a journalist in the chat, we are deeply concerned about this serious breach in the proper handling of such information and deliberations,” wrote the Senators. “Appointment of a Special Counsel is appropriate where the Department may have a conflict of interest or extraordinary circumstances are present, a criminal investigation is warranted, and it is in the public interest to appoint an outside Special Counsel to investigate the matter. Such circumstances are clearly present here.”

    The Signal group chat, started by Mr. Waltz, included Vice President JD Vance, Secretary of Defense Pete Hegseth, Secretary of State Marco Rubio, Director of National Intelligence Tulsi Gabbard, Central Intelligence Agency Director John Ratcliffe, and at least 18 other government officials. The group reportedly discussed not only the foreign policy implications of military strikes against Houthi targets in Yemen, but also real-time operational details, including the timing of planned attacks, types of military aircraft and munitions to be used, and strike outcomes. An unprecedented security breach of this magnitude, involving some of the highest-ranking officials in the federal government, constitutes the type of extraordinary circumstance the Special Counsel regulations were designed to address.

    “These officials conducted a highly sensitive discussion, including of clearly classified or controlled information, over the commercial messaging app Signal, including in some instances on personal devices and while traveling in foreign countries, rather than using the secure U.S. government channels and facilities that are designed and required for the sharing of such information. Despite subsequent claims to the contrary by you, President Trump, and several of the officials involved, including in testimony before Congress, some of the information they shared and discussed over Signal would almost certainly be considered classified or, at a minimum, controlled, prior to and in the immediate aftermath of an impending strike,” continued the Senators.

    The Senators warned that the use of Signal for such communications may violate federal law. For example, grossly negligent handling national of national defense information can violate the Espionage Act. Additionally, the Federal Records Act requires preservation of certain government communications, and the destruction of such records may constitute a separate criminal offense. Statements made by the officials involved — in testimony before the House and Senate Intelligence Committees — raise further concerns about possible violations of laws prohibiting false statements, perjury, inducement to perjury, and conspiracy to commit these offenses.

    “During your confirmation hearing before the Senate Judiciary Committee, you assured the American people that everyone will be held to ‘an equal, fair system of justice’ if you were confirmed as Attorney General, and that ‘no one is above the law.’ As the individuals most seriously implicated in this incident include senior officials at the highest levels, including several of your fellow cabinet members, appointment of a Special Counsel is necessary to ensure that the investigation and any ensuing prosecutions are fair, impartial, and independent and that no official, regardless of seniority or political affiliation, is above the law. The people of this country deserve the assurance that this matter will be taken seriously and addressed swiftly. To do so, we urge you to appoint a Special Counsel immediately,” concluded the Senators.

    The letter was led by U.S. Senate Democratic Whip Dick Durbin (D-Ill.), Ranking Member of the Senate Judiciary Committee, along with Senate Democratic Leader Chuck Schumer (D-N.Y.).     These shockingly reckless breaches of security protocols for safeguarding sensitive and classified information clearly warrant an investigation into whether any of the government officials involved violated federal laws pertaining to the proper safeguarding and preservation of such information. For example, gross negligence in handling national defense information may violate the Espionage Act. Importantly, other laws, including the Federal Records Act, require the preservation of certain government records. Signal allows users to schedule messages for deletion after certain time periods and Mr. Waltz appears to have set the chat messages to delete initially after one week and then later in the chat changed the setting to delete messages after four weeks. Destruction of government records or property may constitute a violation of various criminal statutes. Subsequent statements to Congress and testimony before the House and Senate Intelligence Committees by several of the officials involved raise additional concerns about potential violations of federal criminal laws that prohibit making false statements to Congress, committing perjury in testimony to Congress, inducing another person to commit perjury, or conspiring to commit any of the foregoing actions.

    Even prior to his first Administration, President Trump campaigned for the need to prosecute and “lock up” individuals who allegedly “bypass government security” or “sent and received classified information on an insecure server.” Further, as an avowedly loyal and zealous advocate for the President, you echoed these same sentiments prior to your confirmation. Given the extraordinary nature of this security breach by senior Trump Administration officials, the likelihood that these actions needlessly endangered American lives and our nation’s security, the importance of putting our nation’s security before partisan political interests, and the range of federal criminal laws that may have been violated, it is imperative that the Department of Justice conduct a thorough investigation to assess the extent of the damage and determine whether any criminal charges are warranted against any of the government officials involved.

    Marat Khusnullin: The expansion of the dimensions of the overpass on the Adler bypass has been completed

    The Adler bypass will become part of a prospective highway from the M-4 Don highway to Sochi and will connect the village of Kudepsta with the village of Vysokoye. The existing overpass at the 6th km of the A-149 Adler – Krasnaya Polyana road has been expanded at the construction site. This was reported by Deputy Prime Minister Marat Khusnullin.

    “Road construction is an important part of our daily work. This is due to the fact that roads are an important and integral element that guarantees the comprehensive development of territories. The connectivity of territories and the safety of citizens on short and long-distance trips depend on their quality and reliability. Thus, on the instructions of the President, we are building bypasses of cities, which help reduce travel time, relieve the street and road network of transit transport and improve the environmental situation. Among them is the Adler bypass, which will connect the Kudepsta microdistrict and the village of Vysokoye. As part of the project, the overpass on the 6th km of the A-149 Adler – Krasnaya Polyana highway is being reconstructed. Specialists have already completed the installation of all metal consoles, thanks to which the dimensions of the structure were increased from one to two lanes. The artificial structure will be part of the future interchange at the Eastern Portal of the Adler Bypass and will later become an integral part of the prospective highway connecting the M-4 “Don” highway with the city of Sochi,” said Marat Khusnullin.

    Today, road workers have started the next stage: transferring sections of the overpass from temporary to permanent supports, laying networks, and installing noise barriers. Road workers will begin laying layers of asphalt on the overpass using the integrated Superpave technology in the near future. This innovative approach is aimed at creating asphalt concrete surfaces that are resistant to cracking due to temperature fluctuations, deformation, and fatigue failure.

    The launch of traffic on the overpass in both directions for guests and residents of Sochi is planned for the beginning of the tourist season.

    Chairman of the Board of the state-owned company Avtodor Vyacheslav Petushenko added that the construction of the Adler bypass is divided into several stages.

    “Currently, as part of Stage IV in Kudepsta, we have completed the driving of pile foundations and grillages for 30% of the supports of future artificial structures. The height of some supports of the new bridge crossing over the river has already reached the height of the Kudepsta viaduct on the A-147 highway. It is important to note that the project is complex, since it is being implemented in mountainous terrain and dense urban development. This requires the use of special engineering solutions. Thus, at the Eastern Portal near Ivanovskaya Street, we have completed the driving of all 23 bored piles with frames made of fiberglass reinforcement. They will help to contain the slope when the tunnel boring machine cuts into it. In road construction, this technology is used quite rarely – and mainly in the construction of tunnels,” said Vyacheslav Petushenko.

    The high-speed road bypassing Adler will significantly reduce travel time to Sochi airport and Krasnaya Polyana, and will remove transit transport from the resort area of Adler. In addition, the implementation of the project will improve the environmental situation of the Black Sea coast and give an additional impetus to the development of the tourism potential of the southern regions.

  • MIL-OSI USA: Who Was Alan Shepard? (Grades 5-8)

    This article is for students grades K-4.
    Alan Shepard was the first American in space. He was one of NASA’s first seven astronauts. He also walked on the moon.

    Alan Shepard was born on Nov. 18, 1923. He worked on a ship during World War II. After the war, Shepard went back to school. He became a test pilot. Test pilots try out new aircraft. The pilots make sure the airplanes are safe. In April 1959, Shepard became an astronaut.

    On May 5, 1961, Alan Shepard became the first American in space. He flew on a Mercury spacecraft. There was just enough room for one person. He named his capsule Freedom 7. It launched on a Redstone rocket. The Army first used the Redstone as a missile. On this flight, Shepard did not orbit Earth. He flew 116 miles high. Then he came back down. The flight lasted about 15 ½ minutes. The mission was a success.

    Shepard’s second spaceflight was Apollo 14. This mission went to the moon. Shepard was the commander. Stuart Roosa and Edgar Mitchell were on Apollo 14, too. The Apollo spacecraft launched on a Saturn V rocket.
    On Feb. 15, 1971, Shepard and Mitchell landed on the moon. Roosa stayed in the crew capsule. It stayed in orbit around the moon. Shepard and Mitchell went on two moonwalks. They collected more than 100 pounds of moon rocks. They did science experiments on the lunar surface. Shepard had some fun, too. He became the first person to hit a golf ball on the moon. It showed how far the ball would go in the moon’s lower gravity. So that was science, too.

    Alan Shepard had flown on two space missions. He also worked as the head of the Astronaut Office. He left NASA in 1974. Shepard still worked to support space exploration. He also helped students. He died in 1998.

    The XS-11 and the Transition Away from Mandatory Jet Pilot Training for NASA Astronauts

    Flying in space has been associated with pilots ever since 1959, when NASA announced its first class of astronauts, known as the Mercury 7. Part of being a professional astronaut meant you were a certified jet pilot. Even the scientist-astronauts, so named to differentiate them from the astronauts assigned to the Mercury and Gemini missions, selected in 1965 and in 1967, received pilot training. Until NASA better understood the impact of weightlessness on the human body, Robert R.     In the future, aircraft with long, thin wings supported by aerodynamic braces could help airlines save on fuel costs – but those same wings could be susceptible to ice buildup. In the historic Icing Research Tunnel at NASA Glenn, scientists and engineers are testing a concept for a transonic truss-braced wing. Their goal: to collect important data to inform the design of these potential efficient aircraft of the future.
    NASA Glenn can simulate icing conditions in its Icing Research Tunnel to identify potential challenges for new aircraft designs. These tests provide valuable information about how ice builds up on wings and can help identify the most critical icing conditions for safety.

  • MIL-OSI USA: Ways Community College Students Can Get Involved With NASA

    For many students, the path to a NASA career begins at a community college. These local, two-year institutions offer valuable flexibility and options to those aspiring to be part of the nation’s next generation STEM workforce. NASA offers several opportunities for community college students to expand their horizons, make connections with agency experts, add valuable NASA experiences to their resumes, and home in on the types of STEM roles that best fit their skills and interests. Below are some of the exciting NASA activities and experiences available to community college students.

    Get an introduction to NASA, its missions, and its workplace culture through NASA Community College Aerospace Scholars (NCAS). This three-part series enables students to advance their knowledge of the agency, grow their STEM capabilities, interact with NASA experts, and learn about the different pathways to a NASA career.
    Mission 1: Discover is a five-week, online orientation course that serves as an introduction to NASA.
    Mission 2: Explore is a gamified mission to the Moon or Mars in which students develop a design solution while learning about the agency as a workplace.
    Mission 3: Innovate is a three-week hybrid capstone project consisting of two weeks of online preparation and one week participating in a hands-on engineering design challenge at a NASA center.
    NCAS begins with Mission 1 and students must complete each mission to be eligible for the next.

    NASA’s student challenges and competitions invite students across a range of ages and education levels to innovate and build solutions to many of the agency’s spaceflight and aviation needs – and community college students across the U.S. are eligible for many of these opportunities. In the MUREP Innovation Tech Transfer Idea Competition (MITTIC)Teams from U.S.-designated Minority-Serving Institutions, including community colleges, have the opportunity to brainstorm and pitch new commercial products based on NASA technology.

    Build an experiment and launch it aboard a sounding rocket! Through the hands-on RockOn! and RockSat programs, students gain experience designing and building an experiment to fly as a payload aboard a sounding rocket launched from NASA’s Wallops Flight Facility in Wallops Island, Virginia. In RockOn!, small teams get an introduction to creating a sounding rocket experiment, while RockSat-C and RockSat-X are more advanced experiment flight opportunities.

    Be a part of the NASA team! With a NASA internship, students work side-by-side with agency experts, gaining authentic workforce experience while contributing to projects that align with NASA’s goals. Internships are available in a wide variety of disciplines in STEM and beyond, including communications, finance, and more. Each student has a NASA mentor to help guide and coach them through their internship.

    The National Space Grant College and Fellowship Project, better known as Space Grant, is a national network of colleges and universities working to expand opportunities for students and the public to participate in NASA’s aeronautics and space projects. Each state has its own Space Grant Consortium that may provide STEM education and training programs; funding for scholarships and/or internships; and opportunities to take part in research projects, public outreach, state-level student challenges, and more.     Shri Ashwini Vaishnaw, Hon’ble Minister of Railways, Information & Broadcasting, and Electronics & IT, addressed the 21st D.P. Kohli Memorial Lecture on CBI’s 62nd Foundation Day held today at Bharat Mandapam, New Delhi. Speaking on the theme ‘VIKSIT BHARAT @ 2047 – A Roadmap for CBI’, the Minister outlined a strategic vision for the agency’s role in India’s progress over the next two decades. During the event, President’s Police Medals (PPM) for Distinguished Service and Police Medals (PM) for Meritorious Service to CBI officers were presented acknowledging their dedication and exceptional contributions.

    In his address, Sh. Ashwini Vaishnaw elaborated the important role played by CBI over the years in bringing out truth through in depth & professional investigation and in bringing criminals to justice through effective prosecution. He further said “Our academia, our scientists, our researchers today possess remarkable strength and capabilities. This strength must be harnessed by investigating agencies, law officers, and government departments to co-develop technological solutions. Law alone will not be sufficient, we need techno-legal approach to address the challenges posed by new-age crimes and investigation,” the Minister emphasized.

    Union Minister urged the Central Bureau of Investigation (CBI) to take the lead in building state-of-the-art cyber forensic laboratories by actively partnering with academic and research institutions. He further highlighted the need for institutional frameworks that facilitate such collaborations and suggested that Ministries and Departments such as MeitY, Department of Telecommunications (DoT), and Department of Science and Technology (DST) work closely with investigative agencies to co-create technologies required for modern-day law enforcement.

    The Minister’s remarks come in the backdrop of rapid technological evolution, including challenges posed by artificial intelligence, deepfakes, and cyber-enabled crimes. He stressed that the future of effective criminal justice lies in combining legal frameworks with technological capability and institutional innovation.

    Reflecting on India’s transformative journey over the past decade, the Minister noted the country’s rapid economic growth, strong governance, and technological leadership. He further highlighted four pillars of growth strategy in the last decade, first, public investment in physical, social and digital infrastructure, second a large number of inclusive growth programs, third a strong focus on manufacturing and innovation and fourth, simplification of legal and compliance structures.

    First Pillar: Public Investment In Physical, Social and Digital infrastructure

    The first pillar of India’s growth strategy focuses on significant investments in social, physical and digital infrastructure, including the construction of national highways, new airports, and the electrification of railways. The Minister said that under the leadership of Prime Minister Shri Narendra Modi, India has democratized technology with over 118 crore telecom subscribers, 70 crore smartphone users, and a robust AI ecosystem to support innovation. In social infrastructure, India has also expanded educational opportunities by opening 490 new universities and increasing the capacity of IITs, IIMs, and AIIMS.

    Second Pillar: Inclusive Growth

    The second pillar of India’s growth strategy focuses on inclusive growth, ensuring that economic progress translates into real improvements in people’s lives. Over the past decade, 54 crore new bank accounts have been opened, 4 crore houses built, and 12 crore tap water connections provided. In addition, 35 crore citizens are part of the Ayushman Bharat program, with more than 25 crore citizens coming out of poverty and improved access to essential services for millions.

    Third Pillar: Strong Focus on Manufacturing and Innovation

    The third pillar of India’s growth strategy emphasizes manufacturing and innovation, shifting the country from a services-based economy to a manufacturing hub. Initiatives like Make in India and Startup India have spurred growth, with electronics becoming the third-largest export and India becoming the second-largest mobile manufacturer globally. Key successes include developments in the semiconductor, defense, telecom sector, and the launch of high-speed Vande Bharat trains.

    Fourth Pillar: Simplification of legal and compliance structures

    The fourth pillar of India’s growth strategy focuses on simplification by eliminating outdated colonial-era laws. Over 1,500 archaic laws have been removed, and new frameworks like the Bharatiya Nyaya Sanhita (BNS) and Bharatiya Nagarik Suraksha Sanhita (BNSS) have replaced old legal structures such as the IPC and CrPC. This simplification process is paving the way for a more modern and efficient legal system.

    CBI Director, Shri Praveen Sood welcomed the guests on the occasion. Attorney General of India, Central Vigilance Commissioner, Director IB, Director ED, Heads of NIA & Central Paramilitary Forces graced the occasion. Police Liaison Officers (PLOs) of other countries, also attended the event.

    About the event

    CBI pays its respect and homage to its founder Director late Shri Dharamnath Prasad Kohli and has been organizing the D.P. Kohli Memorial Lecture since the year 2000.

    Shri Dharamnath Prasad Kohli was born in 1907 in Uttar Pradesh (UP), India. After joining Police Service in 1931, he served in UP, erstwhile Madhya Bharat and the Government of India. He had distinguished career in the Indian Police. He headed Delhi Special Police Establishment (DSPE) from July 1955 to March 1963. On creation of Central Bureau of Investigation, on 1st April, 1963, Shri D.P. Kohli became its founder Director and continued as its Director from 1963 till his retirement on May 31, 1968.

    The lecture series has been honoured to feature highly distinguished speakers and luminaries from various fields who share their insights and experience on pertinent topics. The lecture series is intended to contribute to fostering dialogue, sharing knowledge, and advancing the understanding of challenges and solutions in the realm of law enforcement, criminal justice system and criminal investigation. The D.P. Kohli Memorial Lecture serves as an apt tribute to Shri D.P. Kohli’s vision and legacy in establishing the CBI as a premier investigating and prosecuting agency. It also underscores the agency’s commitment to upholding integrity, accountability, and excellence in its operations as enshrined in CBI’s motto Industry, Impartiality and Integrity.

    The Central Bureau of Investigation was established by a Government of India resolution dated 1st April, 1963 to investigate not only cases of bribery and corruption, but also violation of central fiscal laws, serious crimes besides collecting supporting intelligence. Over the last more than six decades, the Central Bureau of Investigation has emerged as a premier investigating and prosecuting agency of the country covering entire gamut of crimes including emerging new age crimes like cyber enabled financial crimes, online CSAM (Child Sexual Abuse Material), etc. CBI as the National Central Bureau for INTERPOL in India also coordinates international cooperation in law enforcement.

    The Central Board of Indirect Taxes and Customs, Department of Revenue, Ministry of Finance, has introduced electronic processing of Bill of Entry/ Shipping Bill pertaining to gems and jewellery/samples/prototypes through personal carriage by air passengers from 01.05.2025 onwards at specified airports.

    The export/import through personal carriage shall be subject to the provisions of Foreign Trade Policy (FTP) 2023 and Handbook of Procedures (HBP), 2023.

    The facility of personal carriage will be available, for export of gems and jewellery in the nine airports (Delhi, Mumbai, Kolkata, Chennai, Kochi, Coimbatore, Bangalore, Hyderabad and Jaipur) specified in para 4.87 of HBP and for import of gems and jewellery in the seven airports (Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad and Jaipur) specified in para 4.88 of HBP. In case of samples/prototypes of machinery, the facility is initially being made available in Bengaluru, Chennai, Delhi and Mumbai airports.

    The harmonised procedure and electronic processing will promote ease of doing business for such mode of transaction especially for gems and jewellery and high-end manufacturing.

Recognising that world-class infrastructure is the backbone of economic progress, the government has launched a series of transformative projects to strengthen transportation, logistics, and urban facilities. The Bharatmala Pariyojana is enhancing road connectivity with expressways and economic corridors, while the Sagarmala Programme is revolutionising port-led development. The Smart Cities Mission is reimagining urban centres with modern amenities and digital integration, and PM Gati Shakti is streamlining multimodal connectivity for seamless movement of goods and people. These initiatives are laying the foundation for a more efficient, interconnected, and sustainable India.

    The scale of this ambition is matched by remarkable achievements that showcase India’s engineering prowess and determination. Iconic projects like the Atal Tunnel, the world’s longest highway tunnel, and the Chenab Bridge, the world’s highest railway bridge, stand as testaments to the nation’s capabilities. Meanwhile, the Statue of Unity, the world’s tallest statue, and the Zojila Tunnel, Asia’s longest, highlight India’s commitment to blending innovation with resilience. The expansion of dedicated freight corridors, modern airports, and renewable energy grids further reinforces the nation’s commitment to building a resilient and future-ready economy.     Economic Acceleration

    India’s economic acceleration is being driven by strategic infrastructure initiatives, with Make in India at the core of strengthening domestic manufacturing and industrial growth. The National Industrial Corridor Development Programme (NICDP) is creating world-class manufacturing hubs, while PM Gati Shakti enhances multimodal connectivity through data-driven planning. These initiatives are fostering seamless logistics, boosting competitiveness, and positioning India as a global economic powerhouse.

    National Industrial Corridor Development Programme (NICDP)

    The National Industrial Corridor Development Programme (NICDP) is a transformative initiative launched to develop world-class industrial infrastructure and promote planned urbanisation across India. By integrating smart technologies and multi-modal connectivity, the programme aims to create globally competitive manufacturing hubs while fostering economic growth and employment opportunities. These industrial corridors are being developed in collaboration with State Governments to ensure efficient planning and execution.

    Key developments:

     

    • In August 2024, the Cabinet Committee on Economic Affairs approved 12 new industrial areas across 10 states under NICDP with an investment of ₹28,602 crore.

     

    • These industrial nodes, planned along six major corridors, will strengthen India’s manufacturing ecosystem and boost its global competitiveness.

     

    PM Gati Shakti

    Launched in 2021, PM Gati Shakti – National Master Plan for Multimodal Connectivity strengthens the vision of Make in India by ensuring world-class infrastructure to support manufacturing and economic growth. This digital platform enhances coordination across 16 ministries, including Railways and Roadways, integrating geospatial mapping and data-driven decision-making to optimise logistics and reduce project delays. By streamlining connectivity, it bolsters industrial corridors, facilitates efficient supply chains, and attracts investments in key sectors. All projects exceeding ₹500 crore are assessed by the Network Planning Group (NPG) to ensure seamless execution.

    As of March 13, 2025, 115 National Highway and road projects covering approximately 13,500 km, with an investment of ₹6.38 lakh crore, have been evaluated under the initiative, leading to more efficient infrastructure development.

    Road and Maritime Connectivity

    Strengthening India’s road and maritime infrastructure is central to the Make in India vision, ensuring seamless connectivity for industries and boosting economic growth. Strategic initiatives like Bharatmala and Sagarmala are enhancing freight movement, improving logistics efficiency, and modernising transport networks to support India’s manufacturing and trade ambitions.

    Bharatmala Pariyojana

    Bharatmala Pariyojana is advancing India’s infrastructure by addressing critical gaps through the development of economic corridors, expressways, and connectivity roads. Aligned with the Make in India vision, the programme focuses on improving logistics efficiency, fostering industrial growth with enhanced connectivity to key hubs, and ensuring safer, more reliable transportation networks. This initiative not only boosts economic growth but also supports indigenous manufacturing and infrastructure development, making India more self-reliant in its transportation and logistics sector. Since its approval in 2017, the initiative has made significant progress:

     

    • As on February 28, 2025, 26,425 km of projects awarded under the planned 34,800 km, with 19,826 km already constructed. The total Expenditure incurred under Bharatmala Pariyojana amounts to Rs. 4,92,562 crore.

     

    • Till February 2025, 6,669 km of high-speed greenfield corridors awarded, of which 4,610 km have been completed.

     

    National Highway Network

    India’s National Highway network has undergone a remarkable transformation over the past decade, driven by higher budget allocations and accelerated construction. The network has expanded from 91,287 km in 2014 to 1,46,145 km in 2024, marking a 60% increase. This expansion has significantly improved connectivity, reduced travel time, and boosted economic activities across the country.

     

     

    Sagarmala

    Launched in 2015, the Sagarmala Programme aligns with India’s Make in India vision by focusing on port-led development to harness the potential of the country’s extensive coastline and navigable waterways. The programme aims to enhance India’s manufacturing and export capabilities by reducing logistics costs for both domestic and international trade. It focuses on improving port infrastructure, connectivity, and the creation of coastal economic zones, which support the growth of the manufacturing sector. Additionally, initiatives like Ro-Pax ferry services, cruise terminals, and skill development for coastal communities contribute to the development of a self-reliant maritime ecosystem, further supporting India’s vision of becoming a global manufacturing hub.

     

    Since its approval, the initiative has made significant progress:

     

    • As of March 19, 2025, 839 projects worth ₹5.79 lakh crores identified under Sagarmala, with 272 projects completed, investing ₹1.41 lakh crore.

     

    • Enhanced port connectivity and coastal infrastructure to strengthen maritime trade efficiency.

    Rail Infrastructure

    India’s rail infrastructure has seen significant advancements, strengthening connectivity, security, and urban mobility. Flagship initiatives such as Vande Bharat trains and metro rail expansion are enhancing passenger experience, modernising transit hubs, and ensuring seamless travel. With a strong push under Make in India vision, the railway network’s expansion, underscores the commitment to inclusive growth and efficient transportation.

    Vande Bharat Trains

    Launched in 2019, Vande Bharat trains exemplify the Make in India vision, showcasing the nation’s engineering capabilities in railway modernisation. As the first-ever indigenously designed and manufactured semi-high-speed trains, they feature modern coaches, advanced safety features, and enhanced passenger amenities. Equipped with automatic plug doors, ergonomic reclining seats, and individual mobile charging sockets, these trains ensure a premium travel experience. Operating on medium and short-distance routes, they improve connectivity while significantly reducing travel time.

    Indian Railways is also set to transform long-distance travel with the Vande Bharat Sleeper Train Set. The first 16-car set, manufactured by Integral Coach Factory, Chennai, completed successful trials on the Mumbai-Ahmedabad route on 15th January 2025, covering 540 kilometers. Following its completion on 17th December 2024, the train was tested in the Kota division at speeds of 180 km per hour, ensuring comfort and high performance for long-distance journeys.

    Since its introduction, the initiative has made significant progress:

     

    • 136 Vande Bharat trains are running across India as of March 18, 2025, offering world-class travel experiences.

     

    • Varied operational schedules include 122 services running six days a week, 2 services four days a week, 8 tri-weekly, and 4 weekly services.

     

    Amrit Bharat Station Scheme

    The Amrit Bharat Station Scheme is a long-term initiative to modernise railway stations across India, enhancing passenger amenities, multimodal connectivity, and overall infrastructure. With a focus on continuous development, the scheme aims to transform stations into modern transit hubs. As of March 12, 2025, 1,337 stations have been identified for upgradation, ensuring improved accessibility, better facilities, and a seamless travel experience.

    Metro Rail Expansion

    India’s Metro Rail system has been instrumental in transforming urban transportation, offering a fast, reliable, and eco-friendly alternative to traditional commuting methods. The network’s expansion gained momentum with increased government focus, ensuring seamless connectivity in major cities. Since 2014, metro systems have rapidly grown, alleviating congestion and enhancing urban mobility. Notably, BEML Limited, a ‘Schedule A’ Company under the Ministry of Defence, has played a key role in manufacturing metro coaches. As of May 2024, BEML has supplied over 2,000 metro coaches to various metro corporations, including those in Delhi, Jaipur, Kolkata, Bangalore, and Mumbai.

    In addition to metro networks, India has also made significant strides with the introduction of the Regional Rapid Transit System (RRTS). The Namo Bharat trains operating on the Delhi-Meerut RRTS corridor are a prime example of India’s commitment to modernising mass transit systems, offering faster and more efficient travel across regions.

    Since its launch, the initiative has made significant progress:

     

    • The metro network has expanded from 248 km in 2014 to 1,011 km by March 2025, covering over 20 cities.

     

    • India’s first Namo Bharat train, operating on the Delhi-Meerut RRTS corridor, enhances regional connectivity with state-of-the-art infrastructure.

    Civil Aviation

    India’s aviation sector has witnessed unprecedented growth, driven by rising demand and proactive government policies aimed at strengthening air connectivity. This rapid expansion has positioned India as the third-largest domestic aviation market globally. The government’s focus on regional connectivity and infrastructure development has ensured improved accessibility, fostering economic growth and mobility across the country.

     

    Since its push for expansion, the sector has achieved notable milestones:

    • The number of operational airports increased from 74 in 2014 to 159 by March 2025, enhancing regional connectivity.

     

    • On November 17, 2024, domestic air passenger traffic surpassed 5 lakh in a single day, setting a new record.

     

    • The number of Flying Training Organisations (FTOs) grew from 29 in June 2016 to 38 with 57 bases by December 2024, strengthening pilot training capacity.

     

    Conclusion

    India’s infrastructure and construction sectors have been pivotal in driving the Make in India initiative, creating the backbone for industrial growth and economic expansion. Landmark projects in road, rail, maritime, aviation, and urban development have not only improved connectivity and logistics but also enhanced the quality of life across rural and urban areas. The expansion of national highways, metro networks, and modern rail services, alongside transformative schemes like PM Gati Shakti and Smart Cities Mission, underscores the country’s commitment to sustainable growth.   • MIL-OSI Europe: Answer to a written question – Adoption of the ReFuelEU Aviation Act and the economic impact of mandatory minimum sustainable aviation fuel quotas in the air transport sector – E-000653/2025(ASW)

    1. ReFuelEU Aviation[1] was overwhelmingly supported by the European Parliament[2] and the Council[3]. The Commission carried out an Impact Assessment before adopting the proposal which shows benefits through 250.000 net job creation and a new push for innovation and research[4]. Fuel costs derived from the 2% minimum share of sustainable aviation fuels (SAF) will increase costs for airlines over the short term as SAF are currently more expensive than kerosene. However, SAF prices are expected to mean an overall cost increase for airlines of around 1% by 2029. SAF prices are expected to go down from the current levels over the medium term easing the upward pressure on costs. The EU SAF market for biofuels is growing faster and higher than the minimum legal requirements in ReFuelEU Aviation. The SAF Allowances under the EU Emissions Trading System (EU ETS), and other tools offer financial support for the production and uptake of SAF[5]. This is allowing for the price increases to remain largely subdued over the short term. The increase in scale will lead to economies of scale, production efficiencies and industrial maturity that are expected to reduce the prices of SAF and consequently the relative price of blended SAF throughout the EU market.

    2. 20 million EU ETS allowances worth around EUR 1.6 billion are supporting the decarbonisation by compensating for the price differential between SAF and kerosene in flights covered by the EU ETS . Other EU financial instruments are also supporting SAF production scale up such as the Innovation Fund and InvestEU. The Commission will present later in 2025 a Sustainable Transport Investment Plan as part of the Clean Industrial Deal[6] which will outline short and medium-term measures to further support SAF.

    Alderney Representatives seek assurances on Alderney’s future.

    After extensive discussions with Alderney Policy and Finance Committee (P&F) the Alderney Representatives have submitted amendments to the States of Deliberation meeting of 9th April to seek assurances on Alderney’s future. This follows calls from the Policy & Resources Committee for a Bailiwick Commission and development of a solution to Alderney’s ongoing runway issues in the recently released Policy Letter.

    The propositions outline a way forward for the Island and will shape relations between Guernsey and Alderney for years to come. However, there are areas that require clarification.

    Chairman of P&F, Bill Abel said:

    “As the Policy Letter highlights, any further delay to the runway rehabilitation means there is an increased risk of airport closures. This could not only limit the essential services the island needs to survive, but also the long-term sustainability of Alderney’s, and thus the Bailiwick’s economy.

    We are therefore seeking a solution to this as soon as possible and the opportunity for Alderney to be a contributing stakeholder and not simply a consulted party.

    The Bailiwick Commission is a positive way forward and P&F fully support the establishment of that Commission. Further to this, it has been requested via an amendment that it not only reviews the constitutional and working relationships, but also the economic one as well.”

    Washington, D.C. – U.S. Senator Ben Ray Luján (D-N.M.) joined U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, Senate Democratic Leader Chuck Schumer (D-NY), and 28 Senate Democrats in urging Attorney General Pam Bondi to appoint a Special Counsel to thoroughly and impartially investigate whether any of the government officials involved in the Signal chat security breach violated federal criminal law. On March 24, The Atlantic’s editor in chief reported that President Trump’s National Security Advisor Michael Waltz had included him in a group text chain with several high-ranking national security officials where highly sensitive, classified, or controlled information was shared and discussed over Signal—an unsecure commercial messaging app.
    “In addition to the reckless inclusion of a journalist in the chat, we are deeply concerned about this serious breach in the proper handling of such information and deliberations,” the Senators wrote. “Appointment of a Special Counsel is appropriate where the Department may have a conflict of interest or extraordinary circumstances are present, a criminal investigation is warranted, and it is in the public interest to appoint an outside Special Counsel to investigate the matter. Such circumstances are clearly present here.”
    The Signal chat group started by Mr. Waltz included Vice President JD Vance, Secretary of Defense Pete Hegseth, Secretary of State Marco Rubio, Director of National Intelligence Tulsi Gabbard, and Central Intelligence Agency Director John Ratcliffe, among at least 18 other high-ranking government officials. In addition to discussing the sensitive foreign policy implications of military strikes against Houthi targets in Yemen, these officials proceeded to discuss key operational information regarding the precise timing of the planned attacks, the types of military aircraft and munitions to be used, and the targets and results of the strikes as they occurred. An unprecedented security breach of this magnitude involving top senior government officials presents the kind of extraordinary circumstances clearly contemplated by the Special Counsel regulations.
    “These officials conducted a highly sensitive discussion, including of clearly classified or controlled information, over the commercial messaging app Signal, including in some instances on personal devices and while traveling in foreign countries, rather than using the secure U.S. government channels and facilities that are designed and required for the sharing of such information. Despite subsequent claims to the contrary by you, President Trump, and several of the officials involved, including in testimony before Congress, some of the information they shared and discussed over Signal would almost certainly be considered classified or, at a minimum, controlled, prior to and in the immediate aftermath of an impending strike,” the Senators wrote.
    In the letter, the Senators raised concerns if the Signal chat violated federal law. For example, gross negligence in handling national defense information may violate the Espionage Act. Importantly, other laws, including the Federal Records Act, require the preservation of certain government records. Destruction of government records or property may constitute a violation of various criminal statutes. Subsequent statements to Congress and testimony before the Houseand Senate Intelligence Committees by several of the officials involved raise additional concerns about potential violations of federal criminal laws that prohibit making false statements to Congress, committing perjury in testimony to Congress, inducing another person to commit perjury, or conspiring to commit any of the foregoing actions.
    “During your confirmation hearing before the Senate Judiciary Committee, you assured the American people that everyone will be held to ‘an equal, fair system of justice’ if you were confirmed as Attorney General, and that ‘no one is above the law.’ As the individuals most seriously implicated in this incident include senior officials at the highest levels, including several of your fellow cabinet members, appointment of a Special Counsel is necessary to ensure that the investigation and any ensuing prosecutions are fair, impartial, and independent and that no official, regardless of seniority or political affiliation, is above the law. The people of this country deserve the assurance that this matter will be taken seriously and addressed swiftly. To do so, we urge you to appoint a Special Counsel immediately,” the Senators concluded.

Importantly, other laws, including the Federal Records Act, require the preservation of certain government records. Signal allows users to schedule messages for deletion after certain time periods and Mr. Waltz appears to have set the chat messages to delete initially after one week and then later in the chat changed the setting to delete messages after four weeks. Destruction of government records or property may constitute a violation of various criminal statutes. Subsequent statements to Congress and testimony before the House and Senate Intelligence Committeesby several of the officials involved raise additional concerns about potential violations of federal criminal laws that prohibit making false statements to Congress, committing perjury in testimony to Congress, inducing another person to commit perjury, or conspiring to commit any of the foregoing actions.
    Even prior to his first Administration, President Trump campaigned for the need to prosecute and “lock up” individuals who allegedly “bypass government security” or “sent and received classified information on an insecure server.” Further, as an avowedly loyal and zealous advocate for the President, you echoed these same sentiments prior to your confirmation. Given the extraordinary nature of this security breach by senior Trump Administration officials, the likelihood that these actions needlessly endangered American lives and our nation’s security, the importance of putting our nation’s security before partisan political interests, and the range of federal criminal laws that may have been violated, it is imperative that the Department of Justice conduct a thorough investigation to assess the extent of the damage and determine whether any criminal charges are warranted against any of the government officials involved.
    During your confirmation hearing before the Senate Judiciary Committee, you assured the American people that everyone will be held to “an equal, fair system of justice” if you were confirmed as Attorney General, and that “no one is above the law.” As the individuals most seriously implicated in this incident include senior officials at the highest levels, including several of your fellow cabinet members, appointment of a Special Counsel is necessary to ensure that the investigation and any ensuing prosecutions are fair, impartial, and independent and that no official, regardless of seniority or political affiliation, is above the law.

    Say goodbye to Puma with us, in the latest 60 Second Update from RAF Benson. In this episode:

    • After 54 years in service, on 31 March, Puma helicopters from RAF Benson will no longer be conducting routine operations. The event will be marked by a farewell flight from Benson on Wednesday 26 – Thursday 27 March.
    • Things get chilly for RAF Typhoons on Exercise Snowrider in Finland alongside the Finnish Air Force, where the jets practised flying from icy runways.
    • The Battle of Britain Memorial Flight confirm that they will be flying Merlin engine fighters this display season, with a full display schedule expected in April.

    The flight was organised to honour its remarkable service.

    On 26 March RAF Benson waved off Puma helicopters for the last time as they embarked on their farewell flight around the UK. The Puma helicopter has been the work horse of the Royal Air Force for over five decades.

    Introduced into service in 1971, the Puma quickly became a key asset, known for its agility, speed, and versatility. Over the years, it has been deployed in various Operations and humanitarian missions.

    In recent history it has seen service in Kenya 2009 to 2011 where they supported UK exercises and in Afghanistan 2015 to 2021. It has also provided support in the Caribbean as a part of Operation RUMAN after Hurricane Irma in September 2017. During COVID it took part in Operation RESCRIPT in 2020, providing vital aid to those in need. Up until March 2025, it has been involved in enduring operations in Cyprus and Brunei.

    “This flight route is via various locations of significance.

    “Each place reflects the rich history and contributions that the Puma has made during its time in service. The aircraft has been a cornerstone of global Defence Operations for more than five decades. We want to celebrate its contribution to supporting our people around the world over the past 54 years.”

    To name a few, the Farewell Tour took the Puma to several key locations:

    • RAF Benson: The home base for the Puma fleet, RAF Benson, has been the heart of operations and training for these helicopters. The farewell flight’s first and final stop was a tribute to the countless hours of service and training conducted here.
    • Northern Ireland: The Puma played a crucial role during the Troubles, providing essential support and transport. The visit to Northern Ireland was a poignant reminder of the helicopter’s contributions to peacekeeping efforts.
    • Kensington Palace: To honour Prince Michael of Kent’s distinguished connection to RAF Benson and the Puma fleet.
    • Cranwell, Halton, Honington, Shawbury and Stanta training area: All sights of significance for the Aircrew that have intertwined history with the Helicopter.
    • Boscombe Down and Airbus Kidlington: Sites for significance for the maintenance and operational capabilities of the fleet.

    As the helicopter flew over these historic sites, it symbolised the end of an era and the beginning of a new chapter for the RAF. The Puma’s drawdown marks the transition to newer technologies, but its legacy will continue to inspire future generations of aviators. For those who have flown and engineered her for over 50 years this is a poignant moment and a chance to reflect on their dedication and service.

    The farewell flight was not just a goodbye but a celebration of the Puma’s remarkable journey and the countless lives it touched and saved over its distinguished career.

    John “Paddy” Hemingway, the last surviving pilot of the iconic Battle of Britain, passed away peacefully on 17 March 2025 at the age of 105.

    Paddy Hemingway, one of a number known as ‘the Few’ and revered figures in British aviation history, played a crucial role in defending the United Kingdom against Nazi oppression during the summer of 1940. His courage in the face of overwhelming odds demonstrated his sense of duty and the importance of British resilience.

    Eighty-five years ago, a nineteen-year-old Royal Air Force Pilot Officer from Ireland, flew his Hurricane in the skies over France, providing fighter cover (strafing attacks, air patrols and dogfights) to the British Expeditionary Force and other allied troops as they retreated to the beaches of Dunkirk in the face of overwhelming Nazi Blitzkrieg attacks. It became known as the ‘Battle of France’.

    When the invasion of France commenced in May 1940, Paddy, a pilot with No. 85 Squadron, found himself locked in a bitter contest with the Luftwaffe. In an eleven-day period the squadron accounted for a confirmed total of 90 enemy aircraft; there were many more claims that could not be substantiated. On 10 May, Paddy was recorded as destroying a He-111, the following day he downed a Do-17 but his Hurricane aircraft was hit by anti-aircraft fire, and he had to make a forced landing. As the Germans advanced, it was clear the airfields would be overrun and the remaining pilots, aircraft and crews returned to the UK.

    No. 85 Squadron, under a new commanding officer, Peter Townsend, became one of the front-line squadrons of the 11 Group (Fighter Command) response to the daily attacks from Nazi aircraft, which came to be known as the ‘Battle of Britain’. Paddy’s logbook records, almost nonchalantly, the daily sorties he and the other pilots undertook in defence of the United Kingdom. In August 1940, during hectic dogfights, Paddy was twice forced to bail out of his Hurricane, landing in the sea off the coast of Essex and in marshland on the other occasion.

    Towards the end of the October 1940, the strain of fighting and loss of comrades was beginning to take its toll on Paddy. He was particularly troubled by the loss of his dear friend ‘Dickie’ Lee DSO, DFC in August 1940, saying in later years that his biggest regret was the loss of friends.

    On 1 July 1941, Paddy was awarded the Distinguished Flying Cross (DFC) and in September that year, he was Mentioned in Dispatches. His journey to London to receive his DFC from The King began with him escaping from a wrecked Blenheim aircraft which crashed on take-off.

    This wasn’t the last of his aircraft related misfortunes. In 1941, serving with No. 85 Squadron, based at RAF Hunsdon, in a Havoc night fighter, Paddy had to bail out at 600 feet due to instrument failure in bad weather, breaking his hand on the tail section. Paddy’s parachute failed to open properly, and he was saved further injury as the chute caught on the branches of a tree. In 1945, whilst serving in the Mediterranean Allied Air Forces with 324 Wing, he was forced to bail out a fourth time. While attacking enemy forces near Ravenna in April 1945, his Spitfire was hit multiple times by anti-aircraft fire. He parachuted into enemy territory and managed to contact Italian partisans, who helped him return to his squadron.

    John Allman ‘Paddy’ Hemingway was the last Battle of France and Battle of Britain (last of “The Few”) pilot. He never saw his role in the Battle of Britain as anything other than doing the job he was trained to do. He didn’t see it as an epoch-making moment in the history of the RAF or the United Kingdom.

    Paddy always had a twinkle in his eyes as he recalled the fun times with colleagues in France and London. This quiet, composed, thoughtful and mischievous individual may not have wanted to be the last of ‘The Few’, but he embodied the spirit of all those who flew sorties over this green and pleasant land. His passing marks the end of an era and a poignant reminder of the sacrifices made by those who fought for freedom during World War II.

    “It is with great sadness that I heard of the passing of John ‘Paddy’ Hemingway today. I am thankful that I was able to meet and spend time with him in Dublin, most recently in January this year. Paddy was an amazing character whose life story embodies all that was and remains great about the Royal Air Force. In his youth he travelled from Ireland to join the RAF and following the outbreak of World War II, was assigned to No. 85 Squadron in France, where he is recorded as destroying two enemy aircraft during the Battle for France, as well as flying supporting missions during the Battle of Dunkirk. He eventually retired from the RAF in 1969 as a Group Captain. Throughout his life he inspired those he knew and served with. My thoughts are with his family and all those who cared for him over the past few years.

    “This was a generation who understood the importance of service and comradeship. A generation who believed that with hard work, clarity of purpose and a determination to succeed, they would not lose. Their efforts and the efforts of all our personnel past & present are the bedrock on which the Royal Air Force maintains the security of the UK at home and abroad.  Their sense of duty and willingness to put others before themselves should inspire those who will build the next generation Air Force.”

    They have arrived ahead of enhanced Air Policing missions as part of NATO’s commitment to maintaining regional security and airspace integrity.

    This deployment highlights the UK’s dedication to supporting NATO allies, and promoting the collective security of Europe.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, along with Senate Democratic Leader Chuck Schumer (D-NY) and 29 Senate Democrats sent a letter to U.S. Attorney General (AG) Pam Bondi urging her to appoint a Special Counsel to thoroughly and impartially investigate whether any of the government officials involved in the Signal chat security breach violated federal criminal law. On March 24, The Atlantic’s editor in chief reported that President Trump’s National Security Advisor Michael Waltz had included him in a group text chain with several high-ranking national security officials where highly sensitive, classified, or controlled information was shared and discussed over Signal—an unsecure commercial messaging app.
    “In addition to the reckless inclusion of a journalist in the chat, we are deeply concerned about this serious breach in the proper handling of such information and deliberations,” the Senators wrote.“Appointment of a Special Counsel is appropriate where the Department may have a conflict of interest or extraordinary circumstances are present, a criminal investigation is warranted, and it is in the public interest to appoint an outside Special Counsel to investigate the matter. Such circumstances are clearly present here.”
    The Signal chat group started by Mr. Waltz included Vice President JD Vance, Secretary of Defense Pete Hegseth, Secretary of State Marco Rubio, Director of National Intelligence Tulsi Gabbard, and Central Intelligence Agency Director John Ratcliffe, among at least 18 other high-ranking government officials. In addition to discussing the sensitive foreign policy implications of military strikes against Houthi targets in Yemen, these officials proceeded to discuss key operational information regarding the precise timing of the planned attacks, the types of military aircraft and munitions to be used, and the targets and results of the strikes as they occurred. An unprecedented security breach of this magnitude involving top senior government officials presents the kind of extraordinary circumstances clearly contemplated by the Special Counsel regulations.
    “These officials conducted a highly sensitive discussion, including of clearly classified or controlled information, over the commercial messaging app Signal, including in some instances on personal devices and while traveling in foreign countries, rather than using the secure U.S. government channels and facilities that are designed and required for the sharing of such information. Despite subsequent claims to the contrary by you, President Trump, and several of the officials involved, including in testimony before Congress, some of the information they shared and discussed over Signal would almost certainly be considered classified or, at a minimum, controlled, prior to and in the immediate aftermath of an impending strike,” the Senators wrote.
    In the letter, the Senators raised concerns if the Signal chat violated federal law. For example, gross negligence in handling national defense information may violate the Espionage Act. Importantly, other laws, including the Federal Records Act, require the preservation of certain government records. Destruction of government records or property may constitute a violation of various criminal statutes. Subsequent statements to Congress and testimony before the House and Senate Intelligence Committees by several of the officials involved raise additional concerns about potential violations of federal criminal laws that prohibit making false statements to Congress, committing perjury in testimony to Congress, inducing another person to commit perjury, or conspiring to commit any of the foregoing actions.
    “During your confirmation hearing before the Senate Judiciary Committee, you assured the American people that everyone will be held to ‘an equal, fair system of justice’ if you were confirmed as Attorney General, and that ‘no one is above the law.’ As the individuals most seriously implicated in this incident include senior officials at the highest levels, including several of your fellow cabinet members, appointment of a Special Counsel is necessary to ensure that the investigation and any ensuing prosecutions are fair, impartial, and independent and that no official, regardless of seniority or political affiliation, is above the law. The people of this country deserve the assurance that this matter will be taken seriously and addressed swiftly. To do so, we urge you to appoint a Special Counsel immediately,” the Senators concluded.

Given the extraordinary circumstances of this shocking incident and the significant public interests at stake, it is imperative that you immediately appoint a Special Counsel to thoroughly and impartially investigate whether any of the government officials involved violated federal criminal law.
    Appointment of a Special Counsel is appropriate where the Department may have a conflict of interest or extraordinary circumstances are present, a criminal investigation is warranted, and it is in the public interest to appoint an outside Special Counsel to investigate the matter.     These shockingly reckless breaches of security protocols for safeguarding sensitive and classified information clearly warrant an investigation into whether any of the government officials involved violated federal laws pertaining to the proper safeguarding and preservation of such information. For example, gross negligence in handling national defense information may violate the Espionage Act. Importantly, other laws, including the Federal Records Act, require the preservation of certain government records. Signal allows users to schedule messages for deletion after certain time periods and Mr. Waltz appears to have set the chat messages to delete initially after one week and then later in the chat changed the setting to delete messages after four weeks. Destruction of government records or property may constitute a violation of various criminal statutes. Subsequent statements to Congress and testimony before the House and Senate Intelligence Committees by several of the officials involved raise additional concerns about potential violations of federal criminal laws that prohibit making false statements to Congress, committing perjury in testimony to Congress, inducing another person to commit perjury, or conspiring to commit any of the foregoing actions.
    Even prior to his first Administration, President Trump campaigned for the need to prosecute and “lock up” individuals who allegedly “bypass government security” or “sent and received classified information on an insecure server.” Further, as an avowedly loyal and zealous advocate for the President, you echoed these same sentiments prior to your confirmation. Given the extraordinary nature of this security breach by senior Trump Administration officials, the likelihood that these actions needlessly endangered American lives and our nation’s security, the importance of putting our nation’s security before partisan political interests, and the range of federal criminal laws that may have been violated, it is imperative that the Department of Justice conduct a thorough investigation to assess the extent of the damage and determine whether any criminal charges are warranted against any of the government officials involved.
