    The final board meeting of the Ministry of Transport was held in the Column Hall of the House of Unions. The board meeting was attended by Transport Minister Roman Starovoit, heads of relevant committees of the State Duma and the Federation Council, subordinate organizations of the Ministry of Transport, and veterans of the transport industry.

    Speaking to the participants, Vitaly Savelyev separately focused on some of the results of 2024. The 2nd stage has been completed, the 3rd stage of the development of the Eastern Polygon of the railways has started. The target parameter of carrying capacity for control sections in the amount of 180 million tons has been achieved. The construction of the first high-speed railway in Russia Moscow – St. Petersburg has begun – this summer, construction work will be launched on several sections of the high-speed railway at once. The volume of passenger transportation in civil aviation in 2024 reached 111.7 million people. This is 6% more than in 2023. The capacity of seaports in 2024 reached 1.4 billion tons. The fleet of unmanned trucks on the M-11 highway already amounts to 67 vehicles, in the future – the launch of unmanned trucks on the Central Ring Road this year, and on the M-12 “Vostok” highway in 2026. Modernization, technical equipment and fitting out of 85 checkpoints across the state border of the Russian Federation were carried out.

    “The transport complex is a backbone sector of the national economy. It defines a solid foundation for the socio-economic development of the country. An important event in the transport sector was the formation in 2024, on the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin, of the national project “Efficient Transport System”. The implementation of the national project’s activities will increase the volume of transportation along international transport corridors by at least one and a half times by 2030 compared to the 2021 level and ensure an increase in the aviation mobility of the population by at least 50% compared to the 2023 level,” said Deputy Prime Minister Vitaly Savelyev.

    “Thanks to systemic solutions, constant attention and control from the President, personal involvement of the Prime Minister, coordinated staff work with governors, the construction industry in terms of road transport activities has shown stable growth and very decent results in recent years. From 2019 to 2024, we built and reconstructed more than 5 thousand km of highways, since 2018 we have laid more than 1 billion square meters of asphalt pavement. All this is an unprecedented scale of road construction in our country. It is especially valuable that the national project “Safe High-Quality Roads”, which was successfully completed, not only achieved high indicators, but also received maximum support from the population. This year, we have begun implementing a new national project “Infrastructure for Life”, in which work will also continue in the road section. The new national project has serious tasks, including increasing the share of federal roads, roads in agglomerations and the backbone network that meet standards to 85%, and regional roads to 60%. We have already formed a road activity plan, and a new six-year plan will soon be signed. It will include the construction of the international corridors “North-South” and “East-West”, the transport route “Russia”, as well as 50 bypasses of cities and other key tasks that are necessary to improve the road framework of our country,” said Deputy Prime Minister Marat Khusnullin.

    In 2024, eight bypass sections were put into operation on the federal road network of Rosavtodor, their total length was 367.7 km. In particular, a bypass was built around five settlements (Isametovo, Verkhneyarkeevo, Layashty, Ishkarovo and Asyanovo) on the M-7 Volga highway in the Republic of Bashkortostan.

    The Minister of Transport Roman Starovoit emphasized that the past year was a turning point for the country’s transport complex. “A number of fateful decisions for the industry were made. The most important comprehensive programs were approved, which largely determined the vector of development of domestic transport. The new national projects “Efficient Transport System” and “Infrastructure for Life” prepared on the instructions of the President have already started working. This is a real program of our actions for the next six years,” said Roman Starovoit.

  • MIL-OSI USA: Turning Vanes inside the Altitude Wind Tunnel

    Men stand in front of turning vanes inside the Altitude Wind Tunnel (AWT) at the National Advisory Committee for Aeronautics Aircraft Engine Research Laboratory in this February 1944 publicity photo. The photo was taken just weeks after the tunnel became operational.
    The AWT was the only wind tunnel capable of testing full-size aircraft engines in simulated altitude conditions. A large wooden drive fan, located on the other side of these vanes, created wind speeds up to 500 miles per hour. Each corner of the rectangular tunnel had turning vanes, which straightened the airflow and directed it around the corners. This set of vanes was in the 31-foot-diameter southeast corner of the tunnel. These elliptical panels consisted of 36 to 42 vertical vanes that were supported by three horizontal supports. The individual vanes were 2.5 feet long and half-moon shaped. Each set of vanes took weeks to assemble before they were installed during the summer of 1943.

    In March 2023, the Council adopted the EU’s Space Secure Connectivity programme for the period 2023-2027, which includes deploying, via the IRIS² programme, a constellation of 300 European satellites necessary for telecommunications to function smoothly.

    In December 2024, the European Union’s sovereign telecommunications constellation contract was signed with a European consortium of satellite operators, which should now be placing orders with European manufacturers.

    Since then, no contract has been signed, raising concerns about orders being given to non-European companies, such as Starlink, and European companies having to face large-scale job cuts as a consequence. This would mean a loss of skills for the European Union which, in the current climate, would be extremely serious.

    At a time when the EU has decided to boost its autonomy in the defence and space sector, does the Commission intend to:

    • 1.Establish a mandatory European preference when signing industrial contracts between European industrial consortia, such as Thales and Airbus, and satellite operators?
    • 2.Guarantee the exclusion of non-European companies from this programme, especially those from countries that have declared a trade war on the EU?

  • MIL-OSI USA: Cortez Masto, Colleagues Call on FIFA to Take Steps to Prevent Human Trafficking at the Upcoming World Cup

    Washington, D.C. – Today, U.S. Senator Catherine Cortez Masto (D-Nev.) led a bipartisan group of 17 senators in a letter to officials at the Fédération Internationale de Football Association (FIFA) urging the organization to ensure they are investing and working to prevent human trafficking before, during, and after the 2026 World Cup. The senators requested that FIFA share information about the steps it is taking to keep people safe in host cities and across North America, and what resources they are providing to help support communities across the continent. This letter is co-led by Senators John Cornyn (R-Texas), Amy Klobuchar (D-Minn.), Josh Hawley (R-Mo.), and Eric Schmitt (R-Mo.).

    “The FIFA World Cup is considered the world’s largest sporting event and is expected to bring millions of fans to the United States,” wrote the senators. “[…] We want to make sure that FIFA is considering how to combat human trafficking not just in host cities, but throughout North America. This collaboration should include robust preventative measures, partnerships with law enforcement, and engagement with community organizations to ensure that this World Cup serves as a model for future events.”

    “We respectfully request information about the comprehensive efforts FIFA is taking to support the Host City Committees in combatting human trafficking in host cities, states and across the continent, in addition to any financial commitments you are providing to Host Cities, local or national organizations and any education and training you are providing to your teams, players, and staff on the issue,” they continued. “We also request information about any efforts you are making with local and federal law enforcement and non-profits in advance of, during, and after the World Cup to support anti-trafficking and survivor assistance initiatives.”

    The 2026 World Cup will be the largest ever held, with 78 matches to be hosted in 11 American cities. Millions of visitors are expected to travel to the United States for the event. Given the risks of human trafficking associated with mass travel and a large sporting event, the senators are urging FIFA to take proactive steps to prevent trafficking.

    Senator Cortez Masto is an outspoken advocate for the survivors of human trafficking and sexual assault. Before Las Vegas hosted Super Bowl LVIII and the 2024 F1 Las Vegas Grand Prix, Senator Cortez Masto led similar letters, working with the lead sports organizations to support initiatives to combat human trafficking in Las Vegas. Her bipartisan federal bills to help train law enforcement to identify and prevent human trafficking through airports and combat human trafficking activity on social media were signed into law. She has introduced the bipartisan Jimmy Deal Trafficking Survivors Assistance Act to help human trafficking survivors access air travel so they can escape traffickers and get the care they need. And, she has co-sponsored bipartisan legislation that would prevent the trafficking of children by providing grants for the training of students, parents, and school personnel to respond to the signs of human trafficking.

  • MIL-OSI Global: Tourists are cancelling trips to the US – here’s how this could affect its economy

    The United States is one of the top three most visited countries in the world. The big draw cards – cities such as San Francisco, New York and Chicago and national parks such as Yosemite – have attracted international tourists for decades. This combined with its role as a global business powerhouse meant it had 66.5 million visitors in 2023 – and the 2024 figure is expected to be higher still.

    But a lot has changed in recent months, and 2025’s figures may not be as strong. The 2024 reelection of Donald Trump as the president of the United States and the consequential changes in foreign diplomacy and relations, alongside internal cultural shifts, are starting to change global attitudes towards the US – attitudes that appear to be affecting tourists’ desire to visit the US.

    In a recent report by research firm Tourism Economics, inbound travel to the US is now projected to decline by 5.5% this year, instead of growing by nearly 9% as had previously been forecast. A further escalation in tariff and trade wars could result in further reductions in international tourism, which could amount to a US$18 billion (£13.8 billion) annual reduction in tourist spending in 2025.

    There is already some evidence of travel cancellations. Since Trump announced 25% tariffs on many Canadian goods, the number of Canadians driving across the border at some crossings has fallen by up to 45%, on some days, when compared to last year. Canada is the biggest source of international tourists to the US. Air Canada has announced it is reducing flights to some US holiday destinations, including Las Vegas, from March, as demand reduces.

    According to a March poll by Canadian market researcher Leger, 36% of Canadians who had planned trips to the United States had already cancelled them. According to data from the aviation analytics company OAG, passenger bookings on Canada to US routes are down by over 70% compared to the same period last year. This comes after the U.S. Travel Association warned that even a 10% reduction in Canadian inbound travel could result in a US$2.1 billion (£1.6 billion) loss in spending, putting 140,000 hospitality jobs at risk.

    An unwelcoming environment?

    Some would-be visitors have cited an unwelcoming political climate as part of a concern about visiting the US – including angry rhetoric about foreigners, migrants and the LGBTQ+ community. The Tourism Economics report also cited “polarizing Trump Administration policies and rhetoric” as a factor in travel cancellations.

    There are other factors that may influence travellers from, for instance, western Europe, which represented 37% of overseas travel to the US last year. These include US tariffs pushing prices up at home and the US administration’s perceived alignment with Russia in the war in Ukraine.

    Canadian trips to the US are going down.

    Research by YouGov in March found that western European attitudes towards the US have become more negative since Trump’s reelection last November. More than half of people in Britain (53%), Germany (56%), Sweden (63%) and Denmark (74%) now have an unfavourable opinion of the US. In five of the seven countries polled, figures for US favourability are at the lowest since polling began in November 2016.

    Border issues

    Some high-profile cases at the US border could also be putting off tourists. In March, a British woman was handcuffed and detained for more than ten days by US Customs Enforcement after a visa problem. In the same month, a Canadian tourist was detained after attempting to renew her visa at the US-Mexico border. During the 12-day detention, she was held in crowded jail cells and even put in chains.

    Mexico is the US’s second largest inbound travel market. Tourism Economics suggests that issues around new border enforcement rules will raise concerns with potential Mexican tourists. During Trump’s first term in office, Mexican visits to the US fell by 3%. In February this year, air travel from Mexico had already fallen 6% when compared to 2024.

    Many countries including Canada have been updating their travel advice for the US. For instance, on March 15 the UK Foreign and Commonwealth Office updated its advice for the US, warning visitors that “you may be liable to arrest or detention if you break the rules”. The previous version of advice, from February, had no mention of arrest or detention. Germany has made similar updates to its travel advisory, after several Germans were recently detained for weeks by US border officials.

    Multiple European countries, including France, Germany, Denmark and Norway have also issued specific travel warnings to transgender and non-binary citizens, as US authorities demand tourists declare their biological sex at birth on visa applications. This comes as the US has stopped issuing of passports with a X marker – commonly used by those identifying as non-binary – for its own citizens.

    Alternative destinations

    As thousands of travellers cancel their trips to the US, other destinations are seeing a spike in interest. Hotels in Bermuda have reported a surge in enquiries as Canadians relocate business and leisure trips away from the US, with some predicting a 20% increase in revenue from Canadian visits.

    Europe too has reported increased bookings from Canada, with rental properties experiencing a 32% jump in summer reservations when compared to last year, according to some reports.

    There are already growing concerns that visa and entry restrictions will disrupt fans and athletes from enjoying 2026 men’s Fifa World Cup, held on sites in the US, Canada and Mexico. Visitors from some countries, such as Brazil, Turkey and Colombia, could wait up to 700 days to obtain visas. The International Olympic Committee has also raised concerns over the 2028 Olympics Games in Los Angeles, although US officials have insisted that “America will be open”.

    With mounting visa delays, stricter border enforcement and growing concerns over human rights and anti-minority rhetoric, the United States risks losing its appeal as a top holiday destination. The long-term impact on its tourism industry may prove difficult to reverse.

    Career education helps students gain credits towards graduation while earning hands-on experience in fields like the trades, computer programming, health care, agriculture, culinary arts and more. These career education programs support a strong economy by helping students learn the skills they need to get in-demand jobs.

    Collegiate schools

    Collegiate schools work with businesses, universities and colleges to offer classes that give students pathways to education and careers in the job of their choice. There are 12 collegiate schools in Alberta, offering many different types of programming for grades 7-12, including aviation, graphic design, trades and more.

    If passed, Budget 2025 provides more than $21 million to school boards to help fund special classrooms like carpentry workshops, film and media rooms, science laboratories, heavy equipment simulators and aircraft hangars. Another $6 million is being invested to support the start-up costs for new collegiate schools.

    Dual-credit programs

    Budget 2025, if passed, also provides $4.6 million in 2025/26 to start new or improve existing dual-credit programs. In partnership with universities and colleges, dual-credit programs give students a head start on rewarding careers by allowing them to earn high-school and post-secondary credits at the same time. Of the $4.6 million, $550,000 is being provided by Alberta Seniors, Community and Social Services for new and improved dual-credit health care aide programs.

    Five airlines have offered commitments to resolve the CMA’s competition concerns over their agreement to cooperate on passenger routes between the UK and US.

    • As part of a CMA investigation, these airlines have offered commitments to give competitors slots for take-off and landing at London airports on 3 key routes: London-Boston, London-Miami, and London-Chicago; and to carrying a minimum number of passengers on London-Dallas
    • The CMA is consulting on the airlines’ commitments, and interested parties can provide feedback ahead of the CMA reaching a decision on whether to accept them

    The Competition and Markets Authority (CMA) is investigating the Atlantic Joint Business Agreement (AJBA), a group of 5 airlines that cooperate, rather than compete, on transatlantic flights. The companies involved – British Airways, Iberia, Aer Lingus, American Airlines, and Finnair – contribute aircraft and flight slots, coordinate routes and selling and distribution, and share revenue, under the agreement.

    The European Commission reviewed the AJBA in 2010, accepting commitments (including the availability of slots on some UK-US routes) which were effective for 10 years.

    The CMA commenced investigating the AJBA in 2018 (in preparation for the end of those commitments) and considered a potential commitments package in early 2020. However, due to the impact of the COVID-19 pandemic, the CMA instead imposed Interim Measures (effectively extending the key terms of commitments which had been accepted by the Commission for 5 years). As the sector is now sufficiently recovered from the pandemic, the CMA has completed its review of the AJBA and has considered a new package of commitments offered by the parties which it provisionally considers will address its competition concerns.

    The commitments would require American Airlines and British Airways – the only 2 of these airlines to fly directly on these routes – to offer slots to competitors on 3 key UK-US routes: London-Boston, London-Miami, and London-Chicago. Rival airlines would then be able to apply for these slots, available at London’s Heathrow and Gatwick airports, allowing them to offer or increase flights on these routes – ensuring UK-US travelers can get the best deals when choosing which airline to fly with. Remedy slots allowing competitor airlines to operate on US-UK routes have been a core part of the commitments which have been in place since 2010.

    Slots at these two London airports are difficult to obtain. The airlines that have the rights to them are able to keep them provided they meet the minimum use criteria every year. This means these sought-after slots rarely become available – however, the commitments will continue to allow rival airlines to compete on the specific UK-US routes by reducing this key barrier to entry.

    A further aspect of the commitments package is a requirement that British Airways and American Airlines carry a minimum number of ‘local passengers’ (those who do not start or end their journeys elsewhere) on the London-Dallas route each year. This would protect against a reduction in services on the route and help to constrain prices. The commitments also include measures to support competing airlines on the 3 key routes, including giving access to connecting passengers on preferential terms.

    Juliette Enser, Executive Director of Competition Enforcement at the CMA, said:

    Airline alliances can deliver broader economic benefits, such as enhanced connectivity and new services. But the CMA has concerns about the AJBA’s impact on key UK-US routes.

    Accepting these commitments could address those concerns and protect passengers on the routes, including by making it easier for other airlines to compete, and bring our investigation to a close while allowing the AJBA to continue to operate.

    As is standard practice, the CMA is consulting on the commitments offered by the airlines. Interested parties now have the opportunity to provide feedback on the proposed commitments, which will be considered by the CMA before it makes a decision on whether to accept the commitments in their current form.

    Dozens of Filipinos and supporters in Aotearoa New Zealand came together in a Black Friday vigil and Rally for Justice in the heart of two cities tonight — Auckland and Christchurch.

    They celebrated the arrest of former President Rodrigo Duterte by the International Criminal Court (ICC) earlier this month to face trial for alleged crimes against humanity over a wave of extrajudicial killings during his six-year presidency in a so-called “war on drugs”.

    Estimates of the killings have ranged between 6250 (official police figure) and up to 30,000 (human rights groups) — including 32 in a single day — during his 2016-2022 term and critics have described the bloodbath as a war against the poor.

    But speakers warned tonight this was only the first step to end the culture of impunity in the Philippines.

    Current President Ferdinand Marcos Jr, son of the late dictator, and his adminstration were also condemned by the protesters.

    Introducing the rally with the theme “Convict Duterte! End Impunity!” in Freyberg Square in the heart of downtown Auckland, Bagong Alyansang Makabayan’s Eugene Velasco said: “We demand justice for the thousands killed in the bloody and fraudulent war on drugs under the US-Duterte regime.”

    She said they sought to:

    • expose the human rights violations against the Filipino people;
    • call for Duterte’s accountability; and
    • to hold Marcos responsible for continuing this reign of terror against the masses.

    Flown to The Hague
    The ICC issued an arrest warrant for Duterte on March 11. He was immediately arrested on an aircraft at Manila International Airport and flown by charter aircraft to The Hague where he is now detained awaiting trial.

    “We welcome this development because his arrest is the result of tireless resistance — not only from human rights defenders but, most importantly, from the families of those who fell victim to Duterte’s extrajudicial killings,” Velasco said.

    “These families fought for justice despite the complete lack of support from the Marcos administration.”

    Velasco said their their courage and resilience had pushed this case forward — “even in the face of relentless threats and violence from the police and military”.

    “‘Shoot them dead!’—this was Duterte’s direct order to the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP). His death squads carried out these brutal killings with impunity,” Velasco said.

    But Duterte was not the only one who must be held accountable, she added.

    “We demand the immediate arrest and prosecution of all those who orchestrated and enabled the state-sponsored executions, led by figures like Senator Bato Dela Rosa and Lieutenant-Colonel Jovie Espenido, that led to over 30,000 deaths, the militarisation of 47,587 schools, churches, and public institutions — especially in rural areas — the abductions and killings of human rights defenders, and the continued existence of National Task Force to End Local Communist Armed Conflict or NTF-ELCAC.”

    Velasco accused this agency of having “used the Filipino people’s taxes to fuel human rights abuses” through the spread of fake news and red-tagging against activists, peasants, trade unionists, and people’s lawyers.

    “The fight does not end here,” she said.

    “The Filipino people, together with all justice and peace-loving people of Aotearoa New Zealand, will not stop until justice is fully served — not just for the victims, but for all who continue to suffer under the Duterte-Marcos regime, which remains under the grip of US imperialist interests.

    “As Filipinos overseas, we must unite in demanding justice, stand in solidarity with the victims of extrajudicial killings, and continue the struggle for accountability.”

    Several speakers gave harrowing testimony about the fate of named victims as their photographs and histories were remembered.

    Speakers from local political groups, including Green Party MP Francisco Hernandez, and retired prominent trade unionist and activist Robert Reid, also participated.

    Reid referenced the ICC arrest issued last November against Israeli Prime Minister Benjamin Netanyahu, wanted for war crimes and crimes against humanity related to the Gaza genocide, saying he hoped that he too would end up in The Hague.

The Sagaing area, epicenter of the earthquake, is one of the areas where clashes are most intense due to the ongoing civil war. In the general instability, there is no organized aid for the victims,” said a local Fides source from the Catholic community of Mandalay, near Sagaing, where the earthquake of March 28 caused the greatest damage. “In the areas not controlled by the army, the so-called ‘liberated areas,’ there are no functioning civil institutions, so everything is left to the goodwill of the population or the organization of ethnic minority communities and armies,” continued the Fides source, who requested anonymity for security reasons. “In the areas controlled by the junta, some fire brigades are operating in the capital, Naypyidaw, and in Mandalay, where several multi-storey buildings have collapsed. Many other areas are completely abandoned. The state is completely uninterested in its citizens, their condition, and their well-being.”Two powerful earthquakes measuring 7.7 and 6.4 on the Richter scale struck Myanmar on March 28 at 12:50 p.m. local time, with the epicenter in the Mandalay area. Dozens of people were seriously injured, and scenes of panic ensued in the streets of Mandalay, with people running to open spaces to save their lives. The tremors were also felt in neighboring Thailand, Laos, Vietnam, and the adjacent Chinese region of Yunnan. Official figures on casualties and damage are not yet available. The ruling military junta has now declared a state of emergency in six regions, requested humanitarian assistance from the international community, and ordered the closure of airports in the capital, Naypyidaw, and Yangon. The colonial-era “Old Sagaing Bridge,” built 91 years ago by the British Empire over the Irrawaddy River, collapsed. Several Catholic churches in Mandalay were damaged: St. Michael’s Catholic Parish was the hardest hit, while 20 people were killed when a mosque collapsed in Mandalay. St. Joseph’s Cathedral in the city of Taunggyi, Shan State, was also damaged. Many churches in Mandalay, Naypyidaw, Yangon, and Taunggyi suspended liturgical celebrations and asked the faithful for gestures of solidarity with those now homeless.Earthquakes are relatively frequent in Myanmar, and in the past they have affected the Sagaing fault, which runs from north to south through the center of the country. In 2016, a magnitude 6.8 earthquake in the ancient capital Bagan caused the walls of Buddhist temples to collapse. According to experts, rapid development in Myanmar’s cities, combined with outdated infrastructure and poor urban planning, has made the country’s most populous areas particularly vulnerable to the effects of earthquakes.     The Lufthansa Group is boosting the customer services provided by its hub airlines – for rebooking, online baggage tracking, services and information in the event of irregularities and more – with the start of this year’s summer schedules.

    “We’re there for our customers, offering them an optimum all-round range of services throughout their air travel experience,” confirms Lufthansa Group Chief Commercial Officer Dieter Vranckx. “Now more than ever, our guests can swiftly and simply plan every aspect of their own air travel. And, should those plans change at short notice, they can count on extensive flexibility and support. Our customers and their needs will now be even more firmly centerstage; and their whole air travel experience with our hub airlines will be further enhanced.” 

    The range of digital services that are available via the Lufthansa Group airlines app – which was recently named the world’s ‘Best Airline App’ – has been particularly substantially expanded over the past few months. The app can not only be used to swiftly and easily modify individual travel plans: it also provides more extensive support to travelers in the event of any short-notice schedule change. To take just one example: If a flight is scheduled to operate with an aircraft equipped with the new Allegris First and Business Class cabins and the aircraft is subsequently changed, travelers who have booked a seat in the cabin concerned will have their seat reservation fee automatically refunded if the seat category they have chosen is no longer available.

    Far simpler and more flexible travel preparations

    In a further innovation, customers whose travel plans change can now quickly and easily rebook themselves via the usual digital channels – even if they already have a reserved seat – instead of contacting the Service Center as they have had to do in the past. With any such rebooking, their seat reservation will be retained; and should this not be possible, their reservation fee will be automatically refunded.

    To take full advantage of all such services and options, customers are urged to install the Lufthansa Group airlines app and use it to create their own Travel ID. The Travel ID offers a wide range of benefits and helps tangibly facilitate the air travel process – by storing travel document details and other personal data, for instance, for both past and future bookings. Further services will be gradually added. Customers with a Travel ID can also be offered personalized information and tailored alternatives should their original travel plans unexpectedly change. More than 15 million customers have already created their own digital Travel ID profile.

    A further new facility introduced this month and now available on the app and elsewhere enables travelers with a multi-person booking to cancel the ticket for an individual group member and have its price refunded in line with the applicable fare conditions. Also available online is a new service providing details of immigration guidelines and passport or visa requirements for international travelers. And in yet another innovation, sports baggage and pets destined for carriage in the cabin can now also be booked quickly and conveniently online.

    New services in the event of flight irregularities or baggage delays

    Any traveler who loses their original seat reservation as a result of an aircraft change for the flight concerned will now be actively issued with a new seat and informed of the change. They may then further modify their seat reservation online if they wish to do so.

    Customers traveling with an AirTag can now also securely share the location of their checked baggage with the Lufthansa Group’s baggage tracing teams via the usual digital channels should it be misdirected or mislaid, to help speed up its retrieval and delivery. This new facility supplements the options already available to customers on their airlines’ apps to verify their current baggage status.

    In a further new feature, any Lufthansa Group airline customer wishing to submit a suggestion or a claim for compensation can now do so using a new and improved online form which will automatically check the details they enter for any discrepancies, to help expedite its subsequent processing.  

    A new Help Center for service inquiries and requests

    A new Help Center has also been added to the Lufthansa Group airlines’ websites and apps to offer customers tailored travel solutions and respond to their specific service inquiries and requests.     As part of NASA’s SpaceX Crew-11 mission, four crew members from three space agencies will launch in the coming months to the International Space Station for a long-duration science expedition aboard the orbiting laboratory.
    NASA astronauts Commander Zena Cardman and Pilot Mike Fincke, JAXA (Japan Aerospace Exploration Agency) astronaut Mission Specialist Kimiya Yui, and Roscosmos cosmonaut Mission Specialist Oleg Platonov will join crew members aboard the space station no earlier than July 2025.
    The flight is the 11th crew rotation with SpaceX to the station as part of NASA’s Commercial Crew Program. The crew will conduct scientific investigations and technology demonstrations to help prepare humans for future missions to the Moon, as well as benefit people on Earth.
    Cardman previously was assigned to NASA’s SpaceX Crew-9 mission, and Fincke previously was assigned to NASA’s Boeing Starliner-1 mission. NASA decided to reassign the astronauts to Crew-11 in overall support of planned activities aboard the International Space Station. Cardman carries her experience training as a commander on Dragon spacecraft, and Fincke brings long-duration spaceflight experience to this crew complement.
    Selected as a NASA astronaut in 2017, Cardman will conduct her first spaceflight. The Williamsburg, Virginia, native holds a bachelor’s degree in Biology and a master’s in Marine Sciences from the University of North Carolina at Chapel Hill. At the time of selection, she had begun pursuing a doctorate in Geosciences. Cardman’s research in geobiology and geochemical cycling focused on subsurface environments, from caves to deep sea sediments. Since completing initial training, Cardman has supported real-time station operations and lunar surface exploration planning.
    This will be Fincke’s fourth trip to the space station, having logged 382 days in space and nine spacewalks during Expedition 9 in 2004, Expedition 18 in 2008, and STS-134 in 2011, the final flight of space shuttle Endeavour. Throughout the past decade, Fincke has applied his expertise to NASA’s Commercial Crew Program, advancing the development and testing of the SpaceX Dragon and Boeing Starliner toward operational certification. The Emsworth, Pennsylvania, native is a distinguished graduate of the United States Air Force Test Pilot School and holds bachelors’ degrees from the Massachusetts Institute of Technology, Cambridge, in both Aeronautics and Astronautics, as well as Earth, Atmospheric and Planetary Sciences. He also has a master’s degree in Aeronautics and Astronautics from Stanford University in California. Fincke is a retired U.S. Air Force colonel with more than 2,000 flight hours in more than 30 different aircraft.
    With 142 days in space, this will be Yui’s second trip to the space station. After his selection as a JAXA astronaut in 2009, Yui flew as a flight engineer for Expedition 44/45 and became the first Japanese astronaut to capture JAXA’s H-II Transfer Vehicle. In addition to constructing a new experimental environment aboard Kibo, he conducted a total of 21 experiments for JAXA. In November 2016, Yui was assigned as chief of the JAXA Astronaut Group. He graduated from the School of Science and Engineering at the National Defense Academy of Japan in 1992. He later joined the Air Self-Defense Force at the Japan Defense Agency (currently Ministry of Defense). In 2008, Yui joined the Air Staff Office at the Ministry of Defense as a lieutenant colonel.
    The Crew-11 mission will be Platonov’s first spaceflight. Before his selection as a cosmonaut in 2018, Platonov earned a degree in Engineering from Krasnodar Air Force Academy in Aircraft Operations and Air Traffic Management. He also earned a bachelor’s degree in State and Municipal Management in 2016 from the Far Eastern Federal University in Vladivostok, Russia. Assigned as a test cosmonaut in 2021, he has experience in piloting aircraft, zero gravity training, scuba diving, and wilderness survival.
    For more than two decades, people have lived and worked continuously aboard the International Space Station, advancing scientific knowledge and demonstrating new technologies, making research breakthroughs not possible on Earth. The station is a critical testbed for NASA to understand and overcome the challenges of long-duration spaceflight and to expand commercial opportunities in low Earth orbit. As commercial companies focus on providing human space transportation services and destinations as part of a robust low Earth orbit economy, NASA’s Artemis campaign is underway at the Moon, where the agency is preparing for future human exploration of Mars.

    A speech delivered by Secretary of State for Science, Innovation, and Technology, Peter Kyle, at the Space-Comm Expo 2025 on Tuesday 11 March.

    The British Space programme began in the same year that our late queen, Her Majesty Queen Elizabeth II, ascended to the throne.

    Sixty-three years ago, the launch of Ariel One, the first British-American satellite, made Britain only the 3rd country to launch into orbit.

    In little more than a decade, we went from a nation with space ambition to one of the few countries with a satellite operation. 

    Then, as I was enjoying my first birthday, Prospero became the first British satellite to be launched by a British rocket.

    All those years ago, deciding to have a space programme, designing, building and launching a spacecraft, took decades of planning.

    Fast-forward to today:

    • When, somewhere around the world, there is a rocket launching every 34 hours.
    • When the UK’s space economy is outpacing the growth of our economy as a whole.
    • And when, just this month, the second-ever private spacecraft touched down successfully on the surface of the moon. Powered by British engines, engineered in Buckinghamshire.

    An international effort, with British expertise, contributing to a successful lunar mission.

    There is no mistaking the increasing pace of change.

    Or just how much the people in this room – and the businesses you lead – now contribute towards the growing the British economy.

    So, to begin with, it’s my job to say thank you to all of you.

    Britain’s space sector is not just safe in your hands. It is thriving under your stewardship.

    And with the British economy, it’s felt increasingly, and it’s felt day by day.

    This is a government that has economic growth as our number one mission.

    And for us, growth isn’t just a soundbite.

    It is our very purpose.

    Growth rates are more than an indicator of the state of the economy…

    …They are an indication of this government’s state of mind.

    We are:

    • ambitious for Britain

    • determined to build the wealthier, fairer nation for everyone.

    • And we are impatient for the increased wealth and opportunities that economic growth brings to communities, businesses and to people alike.

    With 16% of UK GDP depending on satellite services, there’s no doubt that the space sector is important to that.

    Because Britain has never had a space flight with our own crew on board, it is too easy for some ‘armchair astronauts’ to dismiss the UK space programme.

    I believe we are approaching a space tipping point. At which it becomes simply impossible for even the most determined science-cynic to ignore. 

    From how we message family and friends or check the weather, to how our country protects itself from climate change and national security threats that we increasingly face – space technologies simply underpin our lives.

    From the everyday, right through to the extraordinary.

    As heavy launches into low orbit become less costly – 95% cheaper than 40 years ago – and the barriers to entry are more easily overcome, the space tipping point now brings with it new risks that we have to face up to:

    • Hundreds of millions of pieces of space junk that threaten the satellites that support almost every part of our interconnected world.
    • As that figure rises, so does the chance of an accidental collision of catastrophic consequences.
    • And at the same time, space is becoming more and more accessible to hostile actors as well, eventually, possibly seeking to do Britain harm.

    The severity of these risks cannot be overstated.

    But neither should we be blind to the extraordinary opportunities that space technologies offer to our country and to us.

    To embed innovation in every part of our economy…

    …and open the doors to a new era of high productivity and growth.

    To secure our nation for the century ahead…

    …and make discoveries that will transform citizens’ lives.

    We reach this tipping point, and we have a narrow window to secure our stake in space.

    We sometimes talk about scientific progress as if it were inevitable.

    But there is nothing inevitable about progress as every one of you knows well.

    If we and our allies stand still, whilst our competitors stride ahead – or hostile actors get a foot in the door – we will find ourselves locked out of the opportunities space can bring.

    And left exposed further to the risks.

    That’s why space is a strategic priority for this Labour government as we deliver our Plan for Change.

    That requires strategic partnerships with our allies in Europe and around the globe, and between the public and the private sectors.

    And it also means being clear about the roles and responsibilities of each.

    There are some activities – like national security – which only governments can and should do.

    Others, where the creativity, the ingenuity and the enterprise of the private sector will suffice.

    And then there is a third way, where the power of partnership of governments and enterprise is the route to discovery, prosperity and to greater growth as well.

    Since we took office in July, I’ve met many of the players behind Britain’s burgeoning space economy.

    Businesses like Astroscale and ClearSpace, designing new missions to remove dangerous space clutter from orbit.

    And Space Forge, who are finding ways to manufacture semiconductors in microgravity.

    The success of businesses like these depends on world-leading research and an ambitious, entrepreneurial mindset.

    The UK is well placed to lead in both.

    These businesses also need a government that understands and appreciates their potential, has their back, and gives them the foundations to keep pushing the frontiers forward.

    Since 2015, the UK has attracted more private investment in space than any other country outside of the United States.

    We cherish Britain as a beacon for innovation, investment, stability and the rule of law.

    And we are determined to keep that beacon burning brightly in the increasingly competitive and uncertain international environment.

    Space is one of the first 4 areas singled out for attention by the new Regulatory Innovation Office (RIO).

    That Office will cut the burden of bureaucracy, freeing up your time and your resources to invest and innovate further and faster.

    Government must, always must, continue to fulfil our side of the bargain, backing British space with the support the sector needs.

    That means grant funding for innovation; direct investment into strategically significant projects; and procuring from the UK firms from government contracts.

    Take our £20 million investment into Orbex, to fund the first British-made, British-launched rocket, set for orbit later this year.

    Prime is designed to take small satellites into the polar orbits, to improve our understanding of a region right at the frontline of climate change.

    The launch will transform the UK space industry.

    It will bring highly-paid jobs to the Shetland Islands, whilst boosting Europe’s ability to access space from our own continent.

    The UK space sector is further bolstered by Britain’s membership of the European Space Agency.

    Indeed, Britain does better because of that key partnership.

    From inspiring the nation with Tim Peake’s flight to the International Space Station, to our instrumental role in the James Webb Space Telescope, our partnership with the ESA means British firms winning in this unique global marketplace.

    In the last quarter of 2024, UK businesses’ net revenues from the ESA were £80 million higher than our contribution.

    That’s a record for any member state.

    And this success is a direct result of public and private sectors working closer together to make sure the UK sees the great return on our collective investment.

    The knock-on effects of these contract wins will add up to a £1 billion of boost across our economy.

    They’ll create 3,800 highly skilled jobs, from Stevenage right up to the Shetland Isles.

    And they will ensure that British businesses have the power and investment to continue making discoveries that will transform people’s lives:

    • Like Airbus, selected to build a spacecraft to help us weather violent solar storms.
    • Thales Alenia Space, which will propel crucial cargo and scientific instruments right up to the moon’s surface.
    • And Open Cosmos, granted contracts to study the magnetic field, and using what they learn to bolster our satellites and better fight climate change.

    The immense contribution British businesses make to our island’s space story shows ambition, integrity, and leadership.

    It is testament to these traits, alongside the determination and dedication of our people.

    As we stand in this space tipping point, the government’s commitment to economic growth demands that we support science and we invest in innovation.

    We also champion the critical technologies to maximise the power and potential of the British economy.

    Your contribution and the commitment to our economic growth mission is profoundly important.

    So, I want to finish exactly where I started:

  • MIL-OSI USA: John James, Don Davis Introduce Legislation to Procure More Fighters for the Air National Guard

    WASHINGTON, D.C. – This week, Representatives John James (MI-10) and Don Davis (NC-1) introduced the Air National Guard Squadron Preservation Act, which requires the Air Force to sustain fighter aircraft procurement and production to fully recapitalize the Air National Guard. This legislation would ensure that the aging A-10 fighter squadron at Selfridge Air National Guard Base would be recapitalized with a new fighter mission. 

    Retaining the overall combat strength in the Air National Guard while America is already short pilots and maintainers, as China continues to close the capabilities gap, is critically important as we work to modernize our fleet. 

    Rep. James issued the following statement regarding the legislation:

    Air National Guard fighter units represent 21 percent of the total Air Force, 30 percent of the Air Force combat power, and 94 percent of homeland defense—at 40 percent of the cost. The Guard is far too critical to our national security to ignore. Selfridge Air National Guard Base is uniquely positioned on our Northern border and Great Lakes, highly lethal, cost effective, and crucial to our local and state economy. Our nation called on Michigan for two world wars and a global pandemic. My bill will assure that Selfridge is prepared and ready to answer when America calls again.”

    Rep. Davis issued the following statement:

    “It is imperative to prioritize taking the necessary steps to ensure the continued production and procurement of fighter aircraft. Our country will be better prepared for global threats, and the American people will be safer,” 
    said Congressman Davis.

     The Air National Guard Squadron Preservation Act:

    • Makes it U.S. policy to maintain the Total Fighter Force needed to confront any threats by retaining force structure through the fighter squadrons across the Air National Guard (ANG).
    • Amends the FY25 National Defense Authorization Act Air National Guard recapitalization plan to include “fifth generation fighter aircraft” in the language.
    • Requires the Air Force to continue production and procurement of an “advanced capability fighter aircraft” and a “fifth generation fighter aircraft” to replace all legacy capability fighter aircraft within each ANG fighter unit.
    • For this Act, the definition of “advanced capability fighter aircraft” means F-15EX, F-16 Block 70/72, and future variants. “Fifth generation fighter aircraft” means an F-35 or F-22 aircraft.
    • Requires the Air Force to fulfill this procurement requirement by entering in to or modifying a procurement contract.
    • Requires the GAO to conduct a review of advanced capability fighter aircraft—to assess any procurement challenges and to issue recommendations on how to solve those challenges.
    • Requests that the Air Force, in consultation with the ANG, conduct a study on continued procurement of advanced capability fighter aircraft to recapitalize the ANG.

    WASHINGTON, D.C. – Today, Congressman Nick Langworthy (NY-23) introduced the bipartisan Safer Skies Act, aimed at closing critical security loopholes in airport security. The bill, co-led by Congressman Jack Bergman (R-MI) and Marc Veasey (D-TX), seeks to enhance safety standards for certain air operators that currently operate without the rigorous screening requirements of commercial airlines.

    “Due to the reforms following the September 11th attacks, Americans have come to expect a high level of safety and security when they board a plane on American soil,” said Congressman Langworthy. “As the chair of the Aviation Safety Caucus, I’ve worked closely with partners and experts in the federal government and aviation industry to identify existing security gaps and maintain our high safety standards. The Safer Skies Act will close a loophole that has allowed certain operators, like ticketed charter flights, to bypass the rigorous screening requirements that ensure the safety of all passengers. It is vital for protecting our skies and the lives of passengers and crew alike.”

    Specifically, the Safer Skies Act would:

    • Require the TSA to update its security screening requirements for Part 135 and Part 380 operators that offer individual seats in advance, provide publicly available schedules, and operate passenger seat configurations of more than nine seats.
    • Ensure that these operators are held to the same security standards as any other scheduled commercial airline.

     

    “Worldwide, the United States sets the security standard. The Safer Skies Act closes a glaring loophole in our screening process. I’m proud to lead this legislation which is a step in the right direction and will keep the flying public and crews safe,”said co-chair Rep. Jack Bergman.

  • MIL-OSI USA: Pfluger’s Bill Seeking to Lower Military Aviation Cancer Rates Included in Legislative Hearing

    Background:

    Military aviators and crewmembers have been found to have a higher risk of developing prostate cancer and melanoma, with possible links to non-Hodgkin’s lymphoma and testicular cancer. This is why Rep. Pfluger reintroduced the ACES Act earlier this year. If passed, this bill would direct the Secretary of the VA to study cancer incidence and mortality rates among aviators and aircrew who served in the Navy, Air Force, and Marine Corps.

    This legislation is critical as it would improve our understanding of the link between military service and cancer risks among Veteran aviators. By better understanding the correlation between aviator service and cancer, we can better assist our military and provide more adequate care for our veterans.

    The ACES Act will help advance research on any correlation between aviator service and cancer rates to better assist veterans and active service members. The ACES Act was introduced in the House of Representatives in the 117thand 118thCongress.

    Rep. Pfluger’s Opening Remarks as Prepared for Delivery:

    Chairman Luttrell, Ranking Member McGarvey, esteemed colleagues on the Subcommittee on Disability Assistance and Memorial Affairs, thank you for inviting me to speak on behalf of my bill, H.R. 530, the Aviator Cancers Examination Study, also known as the ACES Act.

    Military aviators and crewmembers are tragically being diagnosed with various forms of cancer at alarming rates – which is why I am proud to lead this legislation to address the critical gap in our care for military aviators. When brave men and women volunteer for our nation, they shouldn’t face a second battle against cancer without proper government support.

    The ACES Act directs the VA to partner with the National Academies of Sciences to study cancer prevalence among military aviators and identify service-connected factors, ultimately saving lives through earlier detection, developing targeted screening protocols, and ensuring our veterans receive the specialized care they’ve earned.

    This is critical because in 2021, an Air Force cancer incidence study revealed troubling findings about the health risks faced by fighter pilots and their crews. When compared to the general population, it showed aircrews had a 29% greater probability of testicular cancer, 24% higher for melanoma, and 23% higher for prostate cancer.

    Additionally, the Department of Defense’s Military Aviator Cancer Study also found elevated rates of cancer among military aviators and aviation ground personnel.

    I understand concerns about potential duplication with the DoD’s ongoing work. Let me clarify – the ACES Act is complementary, not duplicative. It leverages the National Academies’ expertise in meeting the VA’s evidentiary requirements for determining service connections and includes veterans who might not qualify under the PACT Act.

    Through more comprehensive and focused research on this issue than the aforementioned studies, the ACES Act will help us develop tailored interventions, improve screening protocols, and provide better care for aviators affected by cancer.

    This is not a partisan issue. Over 20 veterans, cancer, and medical professional organizations have rallied behind this bill because they’re tired of waiting year after year while aviators continue to suffer. They demand action now. Moving this legislation forward isn’t just about providing critical care—it’s about finally acknowledging the true cost of service these aviators have paid and continue to pay daily.

    As an Air Force fighter pilot with over 20 years of service, I’ve witnessed firsthand the incredible dedication, bravery, and resilience of our nation’s aviators. But I’ve also seen many of my brothers and sisters fight their toughest battles not in the air, but in hospital rooms, against cancer.

    That’s why I was honored to invite my dear friend Colonel Andy “Pablo” Shurtleff, who is currently fighting non-Hodgkin’s lymphoma, to testify before this committee.

    You must not just hear the facts and figures but the voices of those living with the consequences of their service.

    The ACES Act is not just a bill—it’s a lifeline for those who have already given and continue to give and will give so much for our freedom. We owe it to them to act now.

    As crises flare across global hotspots — from geopolitical conflicts to rising protectionism — a strikingly different scene unfolded in the coastal town of Boao in southern Chinese province of Hainan.

    Amid the tranquility of the small town, the Boao Forum for Asia (BFA) annual conference opened with a timely theme: “Asia in the Changing World: Towards a Shared Future,” offering a rare space for cooperation and dialogue in an increasingly fractured world.

    “Our world is experiencing far greater instability and uncertainty,” Chinese Vice Premier Ding Xuexiang said at the conference’s opening ceremony on Thursday morning.

    Ding, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, called for strengthening mutual trust, enhancing win-win cooperation, promoting economic globalization and safeguarding the free trade system.

    Since Tuesday, when the BFA annual conference began its panels and sub-forums, the world has witnessed a series of escalating crises.

    U.S. President Donald Trump announced plans to impose 25 percent tariffs on all vehicles and auto parts imported into the United States, a move seen as expanding trade protectionism. In the Middle East, Yemen’s Houthi group launched fresh attacks on a U.S. aircraft carrier in the Red Sea and “military targets” in the Israeli city of Tel Aviv. Meanwhile, in East Asia, deadly wildfires engulfed parts of the Republic of Korea (ROK), claiming lives and causing damage.

    Against this backdrop, Boao became more than just a venue for speeches; it became a space for confronting common challenges. Participants delved into issues that transcend borders, from building an open global economy and accelerating modernization in the Global South to addressing the climate crisis, demographic shifts, and the implications of artificial intelligence (AI).

    Asian economic integration

    Addressing the opening ceremony, Ding said that significant progress has been made in building an Asian community with a shared future over the past decade.

    He added that regional economic integration has been strengthened, and Asia’s share in the global economy is steadily rising.

    Highlighting the profound global transformations and the rise of unilateralism and protectionism, BFA Chairman and former UN Secretary-General Ban Ki-moon described the “Asian miracle” as, to a large extent, a product of globalization, free trade, and open regionalism.

    Asian economic integration, many speakers noted, is gaining momentum, with regional frameworks like the Regional Comprehensive Economic Partnership (RCEP) serving as a cornerstone for deepening economic ties.

    The RCEP has emerged as an important anchor for global free trade, said Kuang Xianming, deputy head of the China Institute for Reform and Development, adding that the world’s largest free trade agreement keeps opening up regional markets and advancing regional liberalization.

    The RCEP includes 10 member states of the Association of Southeast Asian Nations (ASEAN) and its five free trade agreement partners, namely China, Japan, the ROK, Australia, and New Zealand.

    Signs of growing cooperation were also seen in a recent high-level economic dialogue between China and Japan, which reached 20 consensus points on collaboration in areas such as green development, environmental protection, and elderly care services, among others.

    Meanwhile, a BFA report identified China and ASEAN as the most appealing economies in Asia. It noted that the inward and outward foreign direct investment dependence of Asian economies on the region itself reached 49.15 percent in 2023, underscoring the region’s growing economic interdependence.

    Answers for an uncertain world

    For many participants, the BFA annual conference was more than just an event for Asia. It served as a reminder that, amid global turbulence, platforms for dialogue and trust-building still exist and still matter.

    The Global South, whose economies contribute 80 percent to world economic growth, took center stage at the meeting.

    South-South cooperation today is greener, smarter, and more inclusive, said Xiaojun Grace Wang, Trust Fund Director of UN Office for South-South Cooperation, calling on the Global South nations to seize this era’s opportunities by enhancing collaboration on digital and data-driven solutions for sustainable development.

    Climate change and the governance of emerging technologies also dominated conversations.

    Helena McLeod, deputy director general and head of the Green Growth Planning & Implementation Division at the Global Green Growth Institute, underscored the vital role of legislation in accelerating the global green transition. “The legislative approaches have to be addressed, and that includes the carbon pricing and pollution control policies.”

    On AI, experts have warned of the risks of unregulated development. “If countries fail to anticipate and manage the risks of AI, they may find themselves inadequately prepared when challenges arise,” said Zeng Yi, a researcher with the Institute of Automation of the Chinese Academy of Sciences.

    China’s reform and opening up continue to draw global attention. Since launching the drive in 1978, the country has transformed from an impoverished nation into a market-oriented economic powerhouse, driving high-quality development and creating opportunities shared with the rest of the world.

    Its GDP grew by 5 percent year on year in 2024, ranking among the world’s fastest-growing major economies while continuing to contribute about 30 percent to global economic growth.

    China’s resolve to deepen reform and opening up, Ban noted, has bolstered confidence in inclusive globalization and an open world economy, injected fresh impetus into a strong and balanced global recovery, and created new opportunities for international cooperation.

    “Opening up is a distinct hallmark of Chinese modernization,” Ding said, adding that the country will steadily expand institutional opening up, further improve market access for foreign investors, and expand trials to open sectors such as telecommunications, medical services, and education.

    “We warmly welcome businesses from all countries to invest and operate in China, participate in the process of Chinese modernization, and share in China’s development opportunities,” he added.

  • MIL-OSI New Zealand: Maintenance works coming for State Highway 1 Kilbirnie/Miramar

    State Highway 1 between the airport and Kilbirnie Crescent/Hamilton Road will see road maintenance work underway next month.

    Roxanne Hilliard, Wellington Alliance Manager, says the stretch of road is the next in line to be worked on as part of the state highway summer maintenance season.

    “This is a key link to the airport and to the Miramar Peninsula. Cobham Drive and Calabar Road carry 20,000 to 30,000 vehicles daily. The highway is well-used, and it is crucial it is kept safe and reliable for the public.”

    Road crews will be resurfacing sections of the highway at night between 9 pm and 4:30 am from Tuesday, 8 April, to Wednesday, 16 April.

    Work will be carried out on Calabar Road, at the Cobham Drive/Troy Street roundabout, the southbound lanes of Cobham Drive near Evans Bay Parade, and at the Kilbirnie Crescent/Hamilton Road intersection.

    Hilliard says these sections of State Highway 1 need to be worked on.

    “People frequently ask why we are working on a road that appears to be fine. The fact is, like servicing your car, the best time to do maintenance is before major damage occurs.”

    “A road may still look like it is in good condition when we resurface it, but what we are doing is fixing it before bigger and more expensive problems arise,” Ms. Hilliard says.

    She says that because it is a well-used route, people traveling between the Wellington CBD and Miramar will experience delays while the work is completed. Stop/Go traffic management and directional closures will be used as needed.

    “Unfortunately, we cannot do this type of work without affecting traffic. Completing it at night is the least disruptive option.”

    “There are fewer vehicles on the road at night, and the work is timed outside of peak operating times for Wellington Airport. However, if you have a late evening flight, please allow extra time to get to and from the airport,” Ms. Hilliard says.

    These works are weather-dependent and may be rescheduled in case of bad weather. Road resurfacing requires dry and warm weather conditions to be effective.

    WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA), a member of the Senate Armed Services and Foreign Relations Committees, joined 15 Senate colleagues in a letter calling on the Chairs of the Senate Armed Services Committee, Senate Select Committee on Intelligence, and Senate Foreign Relations Committee to hold hearings to investigate why members of President Trump’s Cabinet—including the Vice President and Secretary of Defense—were recklessly and illegally discussing classified military operations on unsecured devices. The senators also criticized the incompetence and carelessness of how Trump officials mishandled the situation and inadvertently added a journalist to the group chat.

    “We write to you with grave concern regarding the recent revelations reported in The Atlantic about the Trump Administration’s reckless handling of classified information about U.S. military operations,” wrote the senators. “This gross mishandling of highly classified information has weakened our national security and could have put at risk American lives, particularly the men and women involved in the military strikes in Yemen.”

    The senators continued, “It is even more outrageous that members of the Trump Administration – from the President to Cabinet officials who were part of the Signal group – have tried to downplay, mislead, and excuse this reckless and likely illegal behavior. During a recent Senate oversight hearing featuring Director of National Intelligence Tulsi Gabbard and CIA Director John Ratcliffe, Senators and the American people were left with more questions than answers following the officials’ testimony and repeated evasions.”

    “This raises pressing questions regarding the possible spillage of classified information to an uncleared reporter and onto unclassified devices which can be hacked by foreign intelligence agencies, the irresponsibility of high-ranking Administration officials, and the increased risk this created for U.S. troops who carried out the strikes,” wrote the senators. “For this reason, we are calling on the Senate Armed Services Committee, the Senate Foreign Relations Committee, and the Senate Select Committee on Intelligence to hold joint or separate hearings to investigate this matter fully and get to the bottom of why members of the National Security Council were using unclassified, internet-connected smartphones and channels to discuss highly sensitive military information, when there are known ways to tamper with unclassified devices and when it is possible that dozens of foreign intelligence agencies are targeting the unclassified smartphones used by these senior U.S. government officials.”

    On Monday, just hours after the release of the first the Atlantic article, Kaine and 13 of his colleagues sent a letter to President Trump demanding answers about the unsecured group chat, the violation of security protocols, and the potential violations of the law.  

    In addition to Kaine, the letter to the Chairmen is signed by U.S. Senators Jacky Rosen (D-NV), Tammy Duckworth (D-IL), Martin Heinrich (D-NM), Chris Murphy (D-CT), Kirsten Gillibrand (D-NY), Mazie Hirono (D-HI), Chris Van Hollen (D-MD), Cory Booker (D-NJ), Gary Peters (D-MI), Richard Blumenthal (D-CT), Elissa Slotkin (D-MI), Jeff Merkley (D-OR), Jon Ossoff (D-GA), Ron Wyden (D-OR), and Mark Kelly (D-AZ).

    Dear Chairman Wicker, Chairman Cotton, and Chairman Risch:

    We write to you with grave concern regarding the recent revelations reported in The Atlantic about the Trump Administration’s reckless handling of classified information about U.S. military operations. According to the reporting and the screenshots provided in the original story and a second piece published the following day, the Vice President of the United States, the Secretary of Defense, the Secretary of State, the Director of National Intelligence, the National Security Advisor, and other key national security officials discussed classified information about imminent U.S. military operations using internet-connected smartphones that were not approved for discussing classified information, via a commercial, unclassified messaging app called “Signal.” Planning military strikes using consumer-grade, internet-connected smartphones is reckless and illegal because they can be hacked by foreign governments. Additionally, due to their inexcusable carelessness, a reporter was added to this Signal chat and was provided access to incredibly sensitive information about future military operations that included planned air strikes on terrorist targets. This gross mishandling of highly classified information has weakened our national security and could have put at risk American lives, particularly the men and women involved in the military strikes in Yemen.

    It is even more outrageous that members of the Trump Administration – from the President to Cabinet officials who were part of the Signal group – have tried to downplay, mislead, and excuse this reckless and likely illegal behavior. During a recent Senate oversight hearing featuring Director of National Intelligence Tulsi Gabbard and CIA Director John Ratcliffe, Senators and the American people were left with more questions than answers following the officials’ testimony and repeated evasions.

    Since that initial hearing, and as a direct result of Administration officials’ attempts to downplay the severity of the breach and the importance of the information disclosed, additional reporting from the Atlantic has been published containing further details of what was actually discussed, which included strike planning and explicit operational details like specific timing, types of aircraft used, and sequencing of events related to the pending attack on the Houthi terrorists, any of which could have jeopardized the operation and endangered servicemembers if it had fallen into the hands of our adversaries in advance. This raises pressing questions regarding the possible spillage of classified information to an uncleared reporter and onto unclassified devices which can be hacked by foreign intelligence agencies, the irresponsibility of high-ranking Administration officials, and the increased risk this created for U.S. troops who carried out the strikes.

    For this reason, we are calling on the Senate Armed Services Committee, the Senate Foreign Relations Committee, and the Senate Select Committee on Intelligence to hold joint or separate hearings to investigate this matter fully and get to the bottom of why members of the National Security Council were using unclassified, internet-connected smartphones and channels to discuss highly sensitive military information, when there are known ways to tamper with unclassified devices and when it is possible that dozens of foreign intelligence agencies are targeting the unclassified smartphones used by these senior U.S. government officials. The American people deserve answers, and we need to know if there are any other such chat conversations using Signal or any other messaging app or other actions being taken by Trump Administration officials that are putting our national security and military personnel at risk. We urge your committees to use the Senate’s full oversight powers to compel the following individuals, who were part of the messaging group, to speak to the Senate in both open and closed hearings:

  • MIL-OSI Australia: Virgin Australia and Qatar Airways integrated alliance authorised, doubling flights between Doha and Australia

    The ACCC has granted authorisation to Virgin Australia and Qatar Airways to allow them to engage in cooperative conduct under an integrated alliance for five years, doubling the frequency of flights between Doha and major Australian airports.

    Under the integrated alliance, the two airlines will commence 28 new weekly return services between Doha and the major airports in Sydney, Melbourne, Brisbane and Perth. Virgin Australia will use Qatar Airways’ aircraft and crew to operate the new services under a ‘wet lease’ arrangement.

    The new services will be in addition to the international services already operated by Qatar Airways.

    “We consider that the conduct is likely to result in public benefits such as adding additional capacity on flights between Australia and the Middle East and is likely to result in minimal, if any, public detriment,” ACCC Commissioner Anna Brakey said.

    “This will likely place downward price pressure on these routes and will also give customers of Virgin Australia and Qatar Airways a greater choice of international flights with additional connectivity and loyalty program benefits.”

    The ACCC released a draft determination on 18 February 2025 proposing to grant authorisation. The majority of submissions from interested parties after the draft determination were in support of authorisation. However, some interested parties raised concerns that the wet lease arrangement undercuts Australian aviation jobs.

    “We consider it unlikely that Virgin Australia or any other Australian airline would commence operating Australia-Doha services on a stand-alone basis in the next five years, even if the conduct was not authorised,” Ms Brakey said.

    “As such, we consider it unlikely that the conduct will result in a material detrimental impact on the Australian aviation workforce.”

    While concerns were also raised by some interested parties that the conduct could reduce Virgin Australia’s ability to enter into partnerships with other airlines, the applicants did not seek authorisation for proposed exclusivity arrangements.

    These arrangements involve the applicants becoming each other’s exclusive interline, codeshare and loyalty partners headquartered in the Middle East or Türkiye and Australia.

    While the exclusivity arrangements did not form part of the conduct for which authorisation was sought, the ACCC considered whether they were likely to result in public detriments causally connected to the conduct.

    “We concluded that the overall impact of the exclusivity arrangements on consumers is likely to be minimal. This is because Velocity Frequent Flyer members will continue to be able to earn and redeem Velocity points on Singapore Airlines services operated globally, including on services to and from Europe, the Middle East and Africa,” Ms Brakey said.

    “Virgin Australia’s arrangements with other airlines on services to and from Europe, the Middle East and Africa will remain unchanged, with the exception of Virgin Australia’s partnership with Etihad Airways, which has been more limited in recent years.”

    The ACCC granted interim authorisation to Virgin Australia and Qatar Airways on 29 November 2024 to enable the marketing and sale of the new Australia-Doha services to begin, with flights scheduled to commence from June 2025. Interim authorisation will remain in place until the final determination comes into effect.

  • MIL-OSI Security: Texas man charged federally with sexual abuse on aircraft flying from Chicago to Seattle

    Seattle – A 54-year-old Allen, Texas man who was flying from Chicago to Seattle was charged federally with abusive sexual contact for his repeated illegal touching of the victim sitting next to him, announced Acting U.S. Attorney Teal Luthy Miller. Cherian Abraham and the victim were interviewed at SEA airport when the plane arrived on March 18, 2025. Abraham was arrested on Sunday March 23, 2025, and had an initial appearance in U.S. District Court in Seattle on Monday, March 24, 2025.

    According to the criminal complaint, Abraham was seated next to the 22-year-old victim on the flight.  On three different occasions, the victim reported that he reached under her arm to touch her breast. The first time the victim thought perhaps it was inadvertent contact. The second time, some five minutes later, the victim looked pointedly at Abraham and he withdrew his hand. Apparently undeterred, the victim felt Abraham again poking her with his hand and she verbally confronted him. The victim got out of her seat, contacted the flight attendant, and was moved to a different seat.

    When interviewed at SEA airport, Abraham denied touching the victim inappropriately.

    An investigation by the responding FBI agent revealed that Abraham had twice before been alleged to have touched fellow passengers inappropriately. On April 24, 2024, a victim reported to the airline’s online customer service portal that Abraham had repeatedly touched her and attempted to put his hand between her thighs. The victim yelled at Abraham but was not able to get the attention of a flight attendant.  On October 9, 2023, Minneapolis Airport Police interviewed Abraham after a victim reported that he had touched her leg with an open hand three times.  The victim told him to stop and contacted the flight crew who put her in a different seat.  When interviewed Abraham denied touching the victim. The victim did not want to pursue charges.

    Abraham was released on bond and is scheduled for a preliminary hearing on April 7, 2025.

    Abusive sexual contact is punishable by up to two years in prison.

    The charges contained in the criminal complaint are only allegations.  A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

    The case is being investigated by the FBI.

    The case is being prosecuted by Assistant United States Attorney Ajay Ravindran.

  • MIL-OSI New Zealand: New Zealand 3D maps are a game-changer

    Most of New Zealand has now been mapped in 3D, creating a rich dataset for planning economic growth, land management and modelling for risk, Land Information Minister Chris Penk and Associate Regional Development Minister Mark Patterson say.

    “New Zealand’s landscape is constantly evolving, and it’s crucial that we understand how,” Mr Penk says. 

    “For the first time, this information is available as a single, comprehensive national dataset. With 80 percent of New Zealand now mapped, we can analyse most of the country at once, rather than taking a fragmented region-by-region approach. This has enormous value for decision-making, planning, and modelling.

    “LiDAR (Light Detection and Ranging) data provides a baseline for tracking geological and geographical changes over time, from natural events such as erosion and shifting river paths to new manmade developments.

    “It’s an essential tool for councils to better manage natural hazards by modelling flood zones, identifying slip-prone land and creating hazard maps to help keep people safe. We can also quickly collect new data after natural disasters to assess the impact, which will support recovery efforts.”

    The PGF-LiDAR programme and the 10 regional councils who co-funded the project were supported by $14.6 million in grants from the former Provincial Growth Fund, administered by Kānoa – Regional Economic Development & Investment Unit.

    “The 3D maps enable smarter planning and investment in regional forestry planting operations and greater agricultural productivity,” Mr Patterson says. 

    “Councils are applying the data to ecosystem services such as runoff and nutrient retention, shade and ultraviolet protection, and landscape aesthetics.

    “Councils may also use the data for compliance monitoring such as identification of excessive earthworks and quarrying, tree removal, or building activity across the regions.”

    The data was captured by aircraft fitted with LiDAR technology, which uses pulsed light to measure the distance from the plane to the land below to build up a 3D picture of the country – accurate down to the nearest metre. 

    A new partnership with Ngā Tāngata Tiaki o Whanganui will contribute LiDAR data for the entire Whanganui River catchment, which will be available later this year.

Duckworth is hearing air traffic controllers in the Chicagoland area have been caught up in this backlog that is keeping them from getting back on the job to help keep our aviation system safe for the flying public. I appreciate that Acting Administrator Rocheleau committed to working with me to ensure controllers in Chicago and around the country receive medical reviews in a timely manner so they can get back on the job.”

    As our nation continues to experience an air traffic controller shortage amid multiple near-misses and midair collisions, Duckworth underscored how critical it is that the FAA does not lower its longstanding high standard and potentially sacrifice effectiveness for efficiency. Two weeks after the horrific DCA aircraft collision that killed 67 passengers and crew, the Trump Administration began firing hundreds of FAA employees. Last month, Duckworth sent a letter to FAA Acting Administrator Rocheleau on the reasoning behind these cuts to the workforce.

    For years, Duckworth has been sounding the alarm that we must make these critical aviation safety investments immediately to prevent all-too-often near-misses from becoming catastrophic tragedies. Last Congress, Duckworth chaired two CST Aviation Subcommittee hearings—one last December and the other a year prior—to address our aviation industry’s chilling surge in near-deadly close calls and underscore the urgent need to improve air traffic control systems to protect the flying public.

  • MIL-OSI USA: Chairman Wicker Welcomes Secretary Hegseth to Mississippi, Showcases State’s Role in National Defense

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., the Chairman of the Senate Armed Services Committee, today welcomed Secretary of Defense Pete Hegseth to various national defense installations in Mississippi, highlighting the state’s growing role in the defense industrial base and in support of the American warfighter.
    Specifically, Chairman Wicker and Secretary Hegseth visited the Army Aviation Support Facility in Tupelo, where they met with members of the Mississippi National Guard and participated in flight operations aboard Apache attack aircraft. Wicker and Hegseth also toured the General Atomics facility in Tupelo, where they received a brief on some of the advanced military technologies under production, including hypersonic capabilities. Finally, Hegseth and Wicker were welcomed at “A Southern Salute to the Troops,” an event run by multiple veterans’ advocacy organizations such as Purple Heart Homes and 7 Days for the Troops.
    Separately, Chairman Wicker delivered a keynote address at the University of Mississippi’s National Center for Narrative Intelligence, where he discussed the unique contributions of cognitive warfare capabilities in the broader effort to improve our national defense preparedness against threats like China, Russia, North Korea, and Iran.
