    The measles outbreak that began in west Texas in late January 2025 continues to grow, with 400 confirmed cases in Texas and more than 50 in New Mexico and Oklahoma as of March 28.

    Public health experts believe the numbers are much higher, however, and some worry about a bigger resurgence of the disease in the U.S. In the past two weeks, health officials have identified potential measles exposures in association with planes, trains and automobiles, including at Washington Dulles International Airport and on an Amtrak train from New York City to Washington, D.C. – as well as at health care facilities where the infected people sought medical attention.

    Measles infections can be extremely serious. So far in 2025, 14% of the people who got measles had to be hospitalized. Last year, that number was 40%. Measles can damage the lungs and immune system, and also inflict permanent brain damage. Three in 1,000 people who get the disease die. But because measles vaccination programs in the U.S. over the past 60 years have been highly successful, few Americans under 50 have experienced measles directly, making it easy to think of the infection as a mere childhood rash with fever.

    As a biologist who studies how viruses infect and kill cells and tissues, I believe it is important for people to understand how dangerous a measles infection can be.

    Underappreciated acute effects

    Measles is one of the most contagious diseases on the planet. One person who has it will infect nine out of 10 people nearby if those people are unvaccinated. A two-dose regimen of the vaccine, however, is 97% effective at preventing measles.

    When the measles virus infects a person, it binds to specific proteins on the surface of cells. It then inserts its genome and replicates, destroying the cells in the process. This first happens in the upper respiratory tract and the lungs, where the virus can damage the person’s ability to breathe well. In both places, the virus also infects immune cells that carry it to the lymph nodes, and from there, throughout the body.

    Measles can wipe out immune cells’ ability to recognize pathogens.

    What generally lands people with measles in the hospital is the disease’s effects on the lungs. As the virus destroys lung cells, patients can develop viral pneumonia, which is characterized by severe coughing and difficulty breathing. Measles pneumonia afflicts about 1 in 20 children who get measles and is the most common cause of death from measles in young children.

    The virus can directly invade the nervous system and also damage it by causing inflammation. Measles can cause acute brain damage in two different ways: a direct infection of the brain that occurs in roughly 1 in 1,000 people, or inflammation of the brain two to 30 days after infection that occurs with the same frequency. Children who survive these events can have permanent brain damage and impairments such as blindness and hearing loss.

    Yearslong consequences of infection

    An especially alarming but still poorly understood effect of measles infection is that it can reduce the immune system’s ability to recognize pathogens it has previously encountered. Researchers had long suspected that children who get the measles vaccine also tend to have better immunity to other diseases, but they were not sure why. A study published in 2019 found that having a measles infection destroyed between 11% and 75% of their antibodies, leaving them vulnerable to many of the infections to which they previously had immunity. This effect, called immune amnesia, lasts until people are reinfected or revaccinated against each disease their immune system forgot.

    Occasionally, the virus can lie undetected in the brain of a person who recovered from measles and reactivate typically seven to 10 years later. This condition, called subacute sclerosing panencephalitis, is a progressive dementia that is almost always fatal. It occurs in about 1 in 25,000 people who get measles but is about five times more common in babies infected with measles before age 1.

    Researchers long thought that such infections were caused by a special strain of measles, but more recent research suggests that the measles virus can acquire mutations that enable it to infect the brain during the course of the original infection.

    There is still much to learn about the measles virus. For example, researchers are exploring antibody therapies to treat severe measles. However, even if such treatments work, the best way to prevent the serious effects of measles is to avoid infection by getting vaccinated.

    Mandalay (Agenzia Fides) – “There is a lack of medicine and emergency shelter, as many are injured and thousands are homeless on the streets,” reads a statement from Karuna Myanmar (Caritas Burma) sent to Fides. “Local groups, volunteers, and civil society organizations on the ground are working to assess the full extent of the damage and provide initial emergency assistance. The destruction is widespread and the civilian population has been severely affected. The earthquake has caused power outages and disrupted communications. Myanmar’s National Disaster Management Committee has declared a state of emergency in many regions. Thousands of people in Mandalay remain on the streets,” reads the statement from the Catholic Church’s charitable organization, which has activated its network of diocesan offices to monitor the situation and organize humanitarian aid. Numerous buildings, including monasteries, mosques, pagodas, seminaries and churches, schools, hospitals, banks, hotels, airports, residential buildings, bridges, and highways, suffered significant damage. Cities worst affected include Yangon, Mandalay, Naypyidaw, Sagaing, Aungpan, Bago, Kalay, Magway, Kyaukse, Muse, Yinmapin, Taunggyie, and some areas in Shan State. The national Karuna office and diocesan offices have mobilized their volunteer teams to assist the worst-affected Diocese of Mandalay, which has initiated coordination with local authorities, other religious leaders, and local charities. “Under the current conditions, it is difficult to provide an accurate picture with data and figures due to the lack of telecommunications and restricted access to various areas. Karuna volunteer teams are still unable to travel to the affected areas due to disruptions or lack of security,” the Mandalay-based relief agency said. Instead, Karuna’s national office is coordinating with Caritas Internationalis, UNHCR, OCHA, and other aid organizations to seek channels for humanitarian resources and assistance. In the Mandalay, Magway, Sagaging, Bago, and Shan regions, the death toll from the earthquake that struck the country on March 28 continues to rise: more than 2,000 dead, 3,400 injured, and more than 300 missing have been confirmed, but for organizations involved in humanitarian assistance, the number is sure to rise. Myanmar’s ruling military junta has declared a week of national mourning from today, March 31, to April 6. As the civil war continues, the Catholic Church in the country is firmly calling for “an urgent ceasefire to facilitate the delivery of humanitarian aid,” according to an appeal issued by the Bishops’ Conference of Myanmar. “This tragic event has further exacerbated the profound multidimensional humanitarian crisis already gripping Myanmar, where, according to UN estimates, nearly 20 million people, including 6.3 million children, are in urgent need of assistance,” the Burmese bishops wrote. “The Catholic Church reaffirms its unwavering support for those affected and expresses its condolences to the families who have lost loved ones. We pray especially for those who have died in places of worship, pagodas, and mosques. We are deeply touched by the moving messages we have received from Pope Francis, Cardinal Luis Antonio Tagle, Pro-Prefect of the Dicastery for Evangelization, Cardinal Pietro Parolin, Vatican Secretary of State, and the Chargé d’Affaires of the Nunciature, Archbishop Andrea Ferrante,” the country’s bishops wrote. With a view to mobilizing the international community, the bishops assure that “the Catholic Church will participate in the support to help the people with food, medicine, and shelter.” They also reiterate: “This humanitarian crisis requires an urgent cessation of hostilities.     The next milestone in the integration of ITA Airways into the Lufthansa Group: With the start of the 2025 summer flight schedule today, all ITA Airways flights in Frankfurt and Munich will be handled in the Lufthansa Group terminals. This means that ITA Airways and the other Lufthansa Group airlines are “under one roof” at all the Group’s hubs, significantly reducing transfer times for passengers. 

    The move at the German hubs last night included the entire ITA Airways handling operation, from check-in, gates, service desks and baggage reclaim. 

    In Frankfurt, the Italian airline moved from Terminal 2 to Terminal 1, which is used by the Lufthansa Group. Since ITA Airways will also be flying from gate areas A and B in the future, passengers will benefit from significantly shorter distances and thus shorter transfer times. ITA Airways passengers can also reach the Deutsche Bahn long-distance train station with ICE high-speed train connections quickly and easily from Terminal 1. 

    In Munich, ITA Airways moved from Terminal 1 to Terminal 2 and its satellite. This terminal is operated by a joint venture between Lufthansa and Munich Airport. As of today, ITA Airways passengers will therefore be using the terminal that has been awarded five stars by Skytrax multiple times. 

    At the other Lufthansa Group hubs in Brussels, Rome, Vienna and Zurich, all Lufthansa Group airlines are already under one roof. For example, there was already a seamless transfer process for customers between SWISS and ITA Airways at Zurich Airport. In addition, the airlines’ check-in desks have already been placed next to each other at the majority of jointly served airports in recent weeks.

  • MIL-OSI Australia: Successful Rescue Following EPIRB Activation near Pellew Islands

    At approximately 10pm on Friday night, the Northern Territory Police Force’s Search and Rescue Section (SRS) assisted the Joint Rescue Coordination Centre (JRCC) in coordinating a response to an unregistered EPIRB activation approximately 70km northeast of Borroloola, in the remote area of Pellew Islands.

    An AMSA Challenger rescue aircraft was deployed by JRCC from Cairns to support aerial search efforts, while on-water assistance was provided by local mariners from King Ash Bay.

    At around 1am, an overturned landing craft was located from the air, with a 55-year-old man clinging to the hull. The responding vessel from King Ash Bay reached the scene shortly after and successfully rescued the man, who was in good health despite being stranded for nearly four hours.

    The rescue was complicated by the area’s remoteness and hostile environment with saltwater crocodiles populating the region.

    Search Coordinator, Acting Sergeant Chris Grotherr from the SRS, said, “While the activation of the EPIRB played a key role in the successful rescue, it was the swift action and support from King Ash Bay locals that ultimately ensured the man’s survival. Their knowledge of the area and willingness to assist authorities in rescuing a fellow Territorian cannot be overstated”.

    The cause of the incident remains unknown, however initial indications suggest that vessel overloading and rough sea conditions may have contributed and will be the subject of a marine incident report via Marine Safety NT.

    This incident serves as a timely reminder for all mariners to ensure their EPIRBs are current and registered with AMSA.

  • MIL-OSI USA: NASA Boosts Efficiency with Custom X-66 Flooring

    NASA designed temporary floorboards for the MD-90 aircraft to use while it is transformed into the X-66 experimental demonstrator aircraft. These floorboards will protect the original flooring and streamline the modification process.
    Supporting the agency’s Sustainable Flight Demonstrator project, a small team in the Experimental Fabrication Shop at NASA’s Armstrong Flight Research Center in Edwards, California, built temporary floorboards to save the project time and resources. Repeated removal and installation of the original flooring during the modification process was time-consuming. Using temporary panels also ensures the original floorboards are protected and remain flightworthy for when modifications are complete, and the original flooring is reinstalled.
    “The task of creating the temporary floorboards for the MD-90 involves a meticulous process aimed at facilitating modifications while maintaining safety and efficiency. The need for these temporary floorboards arises from the detailed procedure required to remove and reinstall the Original Equipment Manufacturer (OEM) floorboards,” said Jason Nelson, experimental fabrication lead. He is one of two members of the fabrication team – one engineering technician and one inspector – manufacturing about 50 temporary floorboards, which range in size from 20 inches by 36 inches to 42 inches by 75 inches.

    Nelson continued, “Since these OEM boards will be removed and reinstalled multiple times to accommodate necessary modifications, the temporary floorboards will save the team valuable time and resources. They will also provide the same level of safety and strength as the OEM boards, ensuring that the process runs smoothly without compromising quality.”
    Designing and prototyping the flooring was a meticulous process, but the temporary solution plays a crucial role in optimizing time and resources as NASA works to advance safe and efficient air travel. The agency’s Sustainable Flight Demonstrator project seeks to inform the next generation of single-aisle airliners, the most common aircraft in commercial aviation fleets around the world. NASA partnered with Boeing to develop the X-66 experimental demonstrator aircraft.
    NASA Armstrong’s Experimental Fabrication Shop carries out modifications and repair work on aircraft, ranging from the creation of something as small as an aluminum bracket to modifying wing spars, fuselage ribs, control surfaces, and other tasks to support missions.

    The Air Accident Investigation Authority (AAIA) released the Accident Investigation Preliminary Report and Public Notice PLR-2025-02 on an accident involving a Niviuk Artik R paraglider, which lost control and landed on a lawn at Ngong Ping, Ma On Shan, on February 11, 2025. The pilot was injured.   

    A spokesperson for the AAIA said that the Preliminary Report has been published to provide factual information established in the investigation’s early evidence collection phase to both the aviation industry and the general public in a timely manner, and should be regarded as tentative.     From March 24 to 27, the Peter the Great St. Petersburg Polytechnic University hosted a case championship on polymer and composite materials. The event aimed to develop practical skills in working with modern materials, as well as interdisciplinary thinking at the intersection of materials science, mechanics and digital modeling.

    The championship was opened by Dmitry Bogdanov, Director of the Gazpromneft-Polytech Scientific and Educational Center.

    Polymers and composite materials are becoming key for a number of industries today, from aircraft manufacturing to medicine. We strive to give students not just knowledge, but engineering thinking that allows them to adequately assess the properties of materials and factor them into the calculations at the design stage, he noted.

    Two teams of four people took part in the competition — 3rd and 4th year students. The theme of the championship was the development of a concept for a serial product: a light, durable and ergonomic chair designed for use in cafes and restaurants. The main condition was the use of polymer or composite materials, taking into account their physical characteristics, production limitations and aesthetic requirements.

    Before starting work, the students attended a series of lectures on the physical and chemical foundations of polymers and their engineering applications. The classes were conducted by Viktor Nazarichev, a senior research fellow at the Institute of Macromolecular Compounds of the Russian Academy of Sciences, and Ignatiy Abrosimov, an engineer at the Gazpromneft-Polytech Scientific and Educational Center. Particular attention was paid to numerical modeling methods in ANSYS and the principles of selecting reinforcing fillers in composite systems.

    Over the course of three days, the participants worked intensively — from idea generation to strength calculations and geometry modeling. Students learned to set material parameters, analyze their behavior under load, take into account the fiber structure and the features of the binder. The focus was not only on strength characteristics, but also on the manufacturability of the structure.

    The victory was won by a team of 4th-year students from the Higher School of Theoretical Mechanics and Mathematical Physics in the field of “Biomechanics and Medical Engineering”. It included Alexander Plotnikov, Stanislav Bakhmetyev, Ivan Afanasyev and Ivan Strebkov.

    Working with composites requires a different engineering approach. Here you can’t rely on intuition, as when designing with traditional materials – precise parameter adjustment, anisotropy calculation, and reinforcement direction control are important. This is an interesting challenge that forces you to reconsider the very logic of design, Stanislav Bakhmetyev shared his impressions.

    Union Home Minister and Minister of Cooperation, Shri Amit Shah, today inaugurated and laid the foundation stone for various Central and State Government projects worth over Rs 800 crore in Patna, Bihar. The event was attended by several dignitaries, including Bihar Chief Minister Shri Nitish Kumar and Union Minister of State for Home Affairs Shri Nityanand Rai.

    In his address, Shri Amit Shah said that several schemes related to the cooperative sector and other departments were inaugurated and their foundation stones laid today. He highlighted that over the past 10 years, Prime Minister Shri Narendra Modi has undertaken numerous initiatives for the welfare of crores of poor people across the country. Shri Shah criticized previous opposition governments for neglecting the poor, whereas Prime Minister Modi has provided for to meet the essential needs such as housing, electricity, gas, drinking water, toilets, medicines, and 5 kg of free food grains. He emphasized that under PM Modi’s leadership, 80 crore people receive 5 kg of free food grains per person per month, 4 crore people have been given houses, 11 crore gas connections have been distributed, over 12 crore toilets have been built, and free medical treatment of up to Rs 5 lakh has been made available.

    Union Home Minister and Minister of Cooperation, Shri Amit Shah, said that Prime Minister Shri Narendra Modi established the Ministry of Cooperation after 75 years of independence to boost the rural economy, benefiting farmers, women, dairy, fisheries, and agriculture-related activities. He pointed out that for decades, no government prioritized strengthening the cooperative sector. Shri Shah emphasized that Bihar, with its abundant land, water, and natural resources, stands to gain significantly from the cooperative sector in the coming years. He criticized previous opposition governments for neglecting cooperation in Bihar, leading to the decline of the sector and the closure of hundreds of sugar mills. He noted that Bihar once contributed over 30% of the country’s sugar production, but under opposition rule, this share dropped to less than 6%. He assured that the Modi government is committed to reviving the state’s closed sugar mills.

    Shri Amit Shah stated that the Modi government has undertaken significant efforts to strengthen Primary Agricultural Credit Societies (PACS). He highlighted that a Makhana Board has been established in Bihar and announced plans to revive the Maize Research Centre with an investment of Rs 1,000 crore, along with introducing various schemes to support maize farmers. He emphasized that the Government of India is now purchasing the entire maize, pulses, wheat, and rice from farmers at the Minimum Support Price (MSP). Shri Shah also noted Bihar’s leading position in agricultural production, ranking first in litchi, mushroom, and makhana production; second in maize; third in lentil and honey; fifth in moong and sugarcane; and sixth in wheat and rice production. Shri Shah stressed that Bihar has immense potential for agricultural and cooperative sector development, which will be fully harnessed. He assured that the government is committed to reviving all 30 closed sugar mills in the state with full dedication and effort.

    Union Home Minister and Minister of Cooperation said that PACS is now doing various types of work, they have been computerized, and through them, a plan is being implemented to strengthen district-level banks across Bihar. He mentioned that between 1990 and 2005, the opposition governments ran an industry of murder, kidnapping, extortion, robbery, and looting in Bihar, which completely ruined the state. Shri Shah said that during the rule of the opposition governments in Bihar, there were caste massacres, government-sponsored corruption, and the state was defamed in the country and the world due to the fodder scam. He said that the opposition government will always be remembered in Bihar’s history as the “Jungle Raj.”

    Shri Amit Shah said that during the 10-year tenure of the Nitish government in Bihar, roads, electricity, and tap water have reached every village. He mentioned that Prime Minister Modi has worked for the welfare of the poor in Bihar by providing homes, toilets, water, medicines, and ration. He said that during the 10-year tenure of the previous central government, Bihar was given Rs. 2.8 lakh crore, whereas during the 10 years of the Modi government, Bihar has been allocated Rs. 9.23 lakh crore. Shri Shah highlighted that Bihar has received projects worth Rs. 4 lakh crore for roads and bridges, Rs. 1 lakh crore for railway projects, and Rs. 2,000 crore for airport projects. He stated that with Rs. 8,000 crore, seven major bridges are being constructed in Bihar, and with Rs. 31,000 crore, a 5,000-kilometer-long railway line is being built, with the first-ever farmer’s train also starting from Bihar. He added that the Modi government has set up the Makhana Board in Bihar, and with the help of the central government, 766 other projects, including the Barauni fertilizer plant, have been initiated in the state. He emphasized that our government has a 20-year track record of development, and the era of ‘Jungle Raj’ has now ended here.

    The schemes inaugurated and laid the foundation stone by the Union Home Minister and Minister of Cooperation Shri Amit Shah in Bihar today include the foundation stone laying of a project costing Rs. 83.16 crore to develop a storage capacity of sixty-two thousand five hundred metric tonnes in a total of twenty-five PACS under the world’s largest food storage scheme. Apart from this, the foundation stone was laid for the construction of a total of 133 police buildings of the Home Department, which cost Rs. 181.14 crores. The foundation stone was also laid today for three projects of the Ministry of Road Transport and Highways, which cost Rs. 109.16 crores. Moreover, a hostel constructed at Deep Narayan Singh Regional Cooperative Management Institute, Patna at a cost of Rs. 27.29 crore was inaugurated. Makhana processing cum marketing center constructed at a cost of Rs. 46 lakh under the Integrated Cooperative Development Project and a total of 11 warehouses constructed at a cost of Rs. 2.27 crore were also inaugurated today. Along with this, a total of five drinking water supply schemes costing Rs. 421.41 crore were also inaugurated today under the AMRUT-1 project of the Urban Housing and Development Department.

    The Indian Air Force (IAF) will be participating in Exercise INIOCHOS-25, a prestigious multi-national air exercise hosted by the Hellenic Air Force. The exercise will take place at Andravida Air Base, Greece, from 31 March 2025 to 11 April 2025. The IAF contingent will include Su-30 MKI fighters along with combat enabler IL-78 & C-17 aircraft.

    INIOCHOS is a biennial multinational air exercise hosted by the Hellenic Air Force. It serves as a platform for air forces to hone their skills, exchange tactical knowledge, and strengthen military ties. The exercise will integrate multiple air and surface assets from fifteen countries under realistic combat scenarios, designed to simulate modern-day air warfare challenges

    The IAF looks forward to participating in Exercise INIOCHOS 25, a platform to enhance international cooperation, synergy and interoperability among participating Air Forces. This exercise will provide an opportunity to train in planning and executing Combined Air operations, refine tactics in complex air warfare scenarios, and gain insights into operational best practices.  With all operations conducted from Andravida, IAF’s participation will not only strengthen its operational capabilities but also contribute to mutual learning and enhanced coordination among participating countries.

    IAF’s participation in INIOCHOS-25 reflects its commitment to global defence cooperation and operational excellence. The exercise will further reinforce India’s strategic partnerships-and bolster its capabilities in joint operations with friendly nations

  • MIL-OSI New Zealand: Employment Issues – IPL fuel workers strike begins over unfair bonus scheme exclusion – Workers First Union

    Despite multiple attempts to resolve the issue through mediation, IPL continues to offer the bonus only to non-union employees, a decision that Workers First says is unlawful under the Employment Relations Act 2000.
    “Our members are taking strike action today after being denied the same rights as their colleagues because they’ve chosen to bargain collectively,” said Justin Wallace, Workers First organiser. “Denying union members a financial benefit that non-union members receive is a clear-cut case of discrimination.”
    The strike, which began today, will continue for six days from 12:01 AM – 11:59 PM on March 31 and April 2-6. As IPL plays a key role in fuel testing for airports and petrol stations, the strike could slow the certification and release of fuel, including jet fuel, potentially impacting supply chains. Channel Infrastructure, the owner of IPL, manages a critical 170-kilometre pipeline delivering diesel, petrol, and jet fuel to the Auckland and Northland markets, which constitutes 40% of New Zealand’s fuel demand.
    “The responsibility for any disruption lies squarely with IPL and Channel Infrastructure,” said Mr. Wallace. “This issue could have been resolved if management had chosen to treat all employees fairly rather than punishing those who are unionised.”
    Channel Infrastructure recently reported a net profit of $26 million for the full year ending December 31, 2024. Despite a 6% drop in profits compared to the previous year, revenue increased by 7% to $139.8 million. The company has also invested $55 million in infrastructure projects and signed long-term contracts worth around $120 million.
    “This is not a question of affordability – it’s about fairness,” said Mr. Wallace. “Even non-union staff can see the injustice and support our members’ stand.”
    “IPL needs to stop discriminating and extend the bonus scheme to all eligible employees. We remain open to further discussions if they’re willing to address these concerns in good faith.”

  • MIL-OSI China: China’s homegrown jetliner C909 enters Lao market

    China’s domestically developed regional jetliner, the C909, marked another milestone in its international expansion as Lao Airlines took delivery of the aircraft on Sunday, becoming its second overseas operator.

    This C909 aircraft, featuring a 90-seat all-economy class configuration, was delivered under a leasing arrangement. It is expected to undergo a series of preparations in Laos before entering commercial operations.

    According to the aircraft maker Commercial Aircraft Corporation of China, Ltd. (COMAC), the C909, bearing interior and exterior signage in Lao and a custom-designed livery, boasts excellent high-temperature performance and the ability to take off and land on short and narrow runways. These features ensure that it is able to adapt to Southeast Asia’s operational environment.

    COMAC has established a dedicated team to assist Lao Airlines with various preparations, including manual development, personnel training, spare parts support and maintenance capability.

    Formerly known as ARJ21, the C909 aircraft is a domestically developed regional jetliner with a range of 2,225 to 3,700 km, making it suitable for most domestic routes in Laos as well as regional international flights.

    So far, 162 units of C909 have been delivered, serving 645 routes across 158 cities and safely transporting over 20 million passengers, said COMAC.

    In 2022, this model was delivered to its first overseas client TransNusa, an Indonesian airline, making it China’s first indigenously developed passenger jetliner to enter foreign markets.

    The human toll of the earthquake which devastated central Myanmar continues to rise, UN humanitarians warned on Sunday, putting more pressure on nearly 20 million people who were already in need of aid.

    According to news reports citing Myanmar’s military leader, around 1,700 are confirmed dead from Friday’s 7.7 magnitude quake, with some 3,400 injured and hundreds still missing.

    In the Thai capital Bangkok which was also rocked by the seismic event, 76 construction workers are reportedly still missing following the collapse of an unfinished skyscraper. The death toll there now stands at 17.

    The search and rescue effort in Myanmar is focused on the major cities of Mandalay and the capital, Nay Pyi Taw. 

    Some survivors continue to be pulled from the rubble and multiple international aid teams have reached the stricken areas – although the aid effort is being hindered due to damage to airports.

    Shelter, medicine, water

    “People urgently need shelter, medical care, water and sanitation support. This disaster puts more pressure on already vulnerable people facing an alarming crisis,” the UN aid coordination office in the region, OCHA, said on X.

    Burmese civilians are also stuck between forces of the military junta and numerous armed militia battling for control of the country since the February 2021 coup. More than three million have been displaced by the fighting.

    The National Unity Government which represents the democratically-elected civilian administration overthrown by the coup, called on rebel fighters to observe a two week ceasefire to allow humanitarian aid to reach those in need.

    But the military regime is reportedly continuing to carry out airstrikes, including in areas close to the epicentre of the earthquake.

    Call for ‘immediate ceasefire’

    The Human Rights Council-appointed independent expert who monitors the situation in Myanmar, Tom Andrews, said in a social media post on Sunday that the junta should follow opposition forces and declare an immediate ceasefire.

    “Military conscription should be suspended; aid workers should not have to fear arrest and there should be no obstructions to aid getting to where it is most needed. Every minute counts,” he added.

    The UN reproductive health agency, UNFPA, is one of the agencies on the ground urgently working with partners and local communities to assess critical needs and deliver life-saving aid – particularly for women and girls.

    Women and girls face ‘increased risks’

    In an update, UNFPA said early assessments highlight significant damage to health facilities, population displacement and the disruption of essential services, including sexual and reproductive healthcare.

    “In emergencies like this, women and girls face increased risks, from compromised access to life-saving maternal healthcare to heightened risk of gender-based violence, ” said Jaime Nadal Roig, UNFPA Representative for Myanmar.

    “UNFPA is committed to supporting relief efforts, placing the well-being of women and girls – including pregnant women, mothers, and adolescents – at the heart of our humanitarian response efforts.”

    UNICEF Myanmar’s Ko Sai, said in a post on X from Mandalay, that the quake was “an absolute catastrophe” for children in the region, with many youngsters and families in Mandalay still missing.

    “We need urgent assistance, especially for the children, who often suffer the most in this kind of situation,” he added.

    Lifesaving medical supplies

    The UN World Health Organization, WHO, has rushed nearly three tonnes of medical supplies from its emergency stockpile in Myanmar’s largest city, Yangon, to hospitals in Mandalay and Nay Pyi Daw.

    The UN World Food Programme (WFP) Country Director in Myanmar, Michael Dunford said in a tweet that the agency carried out its first emergency food distribution in Nay Pyi Taw on Sunday which included high energy biscuits “and we’re about to scale up our assistance.”

    WHO on Sunday issued a 30-day flash appeal for $8 million to deliver trauma care, prevent disease outbreaks and restore essential services that have been decimated by the quake.

    The Chamber of Representatives of Belgium adopted a resolution on March 20 expressing concern over the growing threat of China to Taiwan. It passed with an overwhelming majority of 126 votes in favor, none against, and 13 abstentions. The resolution called on the government of Belgium to condemn through diplomatic channels China’s increasingly aggressive stance toward Taiwan and to demand that China alleviate tensions, end all provocations, and respect the status quo across the Taiwan Strait. It further noted that United Nations General Assembly Resolution 2758 did not take a position on Taiwan, and urged the Belgian government to clarify this fact at the United Nations. 
     
    In addition, the resolution advocated for the Belgian government to work with European partners to play an active role in the Taiwan Strait and the Indo-Pacific region, and pursue an economic agreement with Taiwan at the European Union-level to strengthen supply chain resilience. It also called on all levels of government in Belgium to collectively foster economic, scientific, and cultural cooperation with Taiwan; support Taiwan’s participation in the World Health Organization, the International Civil Aviation Organization, the UN Framework Convention on Climate Change, and other international organizations; and continue to enhance civil society and media exchanges with Taiwan to jointly combat disinformation. 
     
    The resolution was introduced by Representative Els Van Hoof, Co-president of the Belgium-Taiwan Parliamentary Friendship Group. The Belgian Chamber of Representatives adopted Taiwan-friendly resolutions in November 2015 and July 2020. This latest resolution was the first to condemn China’s threats against Taiwan and the first to be passed by the current Belgian parliament since it opened last July, which was of special significance to the advancement of Taiwan-Belgium relations. 
     
    Minister of Foreign Affairs Lin Chia-lung thanks the Belgian Chamber of Representatives for its support and emphasizes that the Ministry of Foreign Affairs will build on the existing solid foundation to steadily deepen substantive exchanges and friendly cooperation between Taiwan and Belgium.   • MIL-OSI Asia-Pac: HK rescue team heads for Myanmar

    The Hong Kong Special Administrative Region Government today sent a 51-strong team to Myanmar to assist in the search and rescue work in the earthquake-stricken areas.
     
    Chief Executive John Lee saw the search and rescue team off at Hong Kong International Airport.
     
    Led by Fire Services Department (FSD) Deputy Chief Fire Officer Cheu Yu-kok, the team comprises 40 FSD staff members, and officers from the Security Bureau, the Immigration Department and the Hospital Authority (HA).
     
    Apart from two search and rescue dogs, the team is also taking around nine tonnes of equipment, including life detectors and masonry cutting machines, an automatic satellite tracking antenna system for network connection, and team members’ daily necessities.
     
    Upon their arrival in Myanmar, the team will join local rescue teams to start search and rescue work.
     
    Secretary for Security Tang Ping-keung, Secretary for Health Prof Lo Chung-mau, Director of Immigration Benson Kwok, Director of Fire Services Andy Yeung, and HA Chief Executive Dr Tony Ko were also present at the airport to show their support for the team.

    President Lai meets Alaska Governor Mike Dunleavy
    On the morning of March 21, President Lai Ching-te met with a delegation led by Alaska Governor Mike Dunleavy. In remarks, President Lai said that Alaska has long been an important trading partner of Taiwan, and that we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. The president expressed hope that Taiwan and Alaska will have more frequent engagement and exchanges so that our relations can continue to grow to create prosperous development for both sides. A translation of President Lai’s remarks follows: On behalf of the people of Taiwan, I extend my sincerest welcome to our guests. This is Governor Dunleavy’s first visit to Taiwan, and last night, we both attended the Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan. I am delighted to have this opportunity to meet with Governor Dunleavy today at the Presidential Office for further dialogue. Alaska has long been an important trading partner of Taiwan. Our sister-state relationship was established in 1988, and we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. Currently, Taiwan is Alaska’s eighth largest export market and ninth largest source of imports. This goes to show just how close our trade and economic ties are and how much potential there is for further growth. As I said in my remarks at last night’s Hsieh Nien Fan banquet, Taiwan is interested in buying Alaskan natural gas. I am sure that Governor Dunleavy’s visit will help us explore even more opportunities for cooperation and continue to deepen Taiwan-United States relations. In the face of such challenges as expanding authoritarianism, climate change, and pandemics, we look forward to strengthening collaboration between Taiwan and the US. By drawing on our strengths, we can jointly build non-red supply chains to bolster our economic resilience and drive the advancement of global technology. I want to thank the US government for reiterating the importance it attaches to peace and stability across the Taiwan Strait and its opposition to any attempt to change the status quo by force or coercion. These statements backing Taiwan help in maintaining stability across the Taiwan Strait and in the Indo-Pacific region. Once again, I thank Governor Dunleavy for traveling such a long way to Taiwan. Governor Dunleavy then delivered remarks, saying that their trip to visit friends in Taiwan has been fantastic, thanking President Lai for the invitation to meet, and thanking all the staff. Governor Dunleavy said that as the pandemic was raging, the world went from “before COVID” to “after COVID.” Before COVID, he said, the world relied on a number of systems that were in place for decades after World War II involving supply chains, alliances, sources of energy, trading partners, and friends. He went on to say that as we go beyond COVID, we are reestablishing and reevaluating who our friends are, where we are going to get our energy, and who our trading partners are going to be. The governor said that we are creating a new world for the next 50 years with the new administration in Washington, and this is an opportunity for us to reevaluate and reinvest with our friends for the next 50 years in each other, our futures, and our security. Governor Dunleavy stated that one thing is for certain: that Taiwan is a friend of the US and a friend of Alaska, and has been for many, many decades. He said that it is their hope in this trip and subsequent trips to establish an even tighter bond among their friends in Taiwan, the US, and Alaska. The governor also said that we have much in common in that we are members of the Pacific family, are democracies, and believe in freedom, free speech, and capitalism. He indicated that he has much optimism for the future, and that as we reestablish relationships throughout the world, energy is going to be the key and the basis for our economic development, our national security, and our friendship.     President Lai attends AmCham Taiwan 2025 Hsieh Nien Fan
    On the evening of March 20, President Lai Ching-te attended the annual Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan (AmCham Taiwan). In remarks, President Lai pointed out that the United States is now a major source of investment in Taiwan, adding that last year US investment accounted for 11.5 percent of total foreign investment in Taiwan. The president also pointed out that the US has become Taiwan’s largest investment destination, as Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of its total outbound investment last year. President Lai expressed hope that AmCham will continue to offer support in quickly resolving the issue of double taxation, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. He also emphasized that one essential element for our economic prosperity is maintaining security and stability, both regionally and globally. The president expressed his belief that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. A transcript of President Lai’s remarks follows: I’m delighted to be here tonight. I want to wish everyone and their families a happy, healthy, and prosperous year ahead. For many years now, AmCham has acted as a bridge between Taiwan and the US. It not only advocates for Taiwan to various sectors in the US, but also offers advice for the development of Taiwan’s industries. So tonight, I would like to express my deepest gratitude to all our friends from the American business community. The 2025 Business Climate Survey, published by AmCham this January, demonstrates the confidence foreign businesses have in the Taiwan market. We are happy to see that over 80 percent of survey respondents reported stable or increased revenue last year, and around 80 percent expressed confidence in Taiwan’s economic prospects for the coming year. Moreover, 90 percent of businesses surveyed are planning to maintain or expand their investments in Taiwan. The positive developments in Taiwan made by our American friends here tonight, their outlook for the future, and their confidence in Taiwan, are further proof of Taiwan’s ideal environment for investment. The US is now a major source of investment in Taiwan. Last year, US investment accounted for 11.5 percent of total foreign investment in Taiwan. In 2023, Entegris opened a new manufacturing facility in Kaohsiung and Micron launched a new facility in Taichung. Last year, Google further solidified Taiwan as its biggest R&D hub outside of the US by opening a new office here. AMD, Nvidia, and major cloud computing companies from the US have also been choosing Taiwan to expand their presence. Over the past several years, the US has also become Taiwan’s largest investment destination. Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of our total outbound investment last year. Four years ago, TSMC’s [Taiwan Semiconductor Manufacturing Company] investment in facilities in Arizona became the biggest FDI [foreign direct investment] in a greenfield project in US history. And this month, TSMC announced it would expand that investment, breaking another record and highlighting the enduring prosperity shared by Taiwan and the US. In addition to TSMC, Taiwan’s GlobalWafers has built a 12-inch silicon wafer factory in Texas, the biggest in the US. This will be followed by many other industries. These companies are confidently expanding their global presence across the Pacific and eastward into the Americas. The US is moving to reindustrialize its manufacturing industry and consolidate high-tech leadership, as it moves to become a global AI hub. In these efforts, Taiwan is an indispensable partner for the US. While the US is a leader in chip design, Taiwan’s semiconductor manufacturing plays an irreplaceable part in the supply chain. Adapting to the changing geopolitical landscape and the coming era of smart technology, Taiwan will continue to promote its Five Trusted Industry Sectors of semiconductors, AI, military, next-gen communications, and security and surveillance. This will drive the next stage in our economic development. A great time to invest in Taiwan is now. We will continue to better connect relevant government agencies and align with international standards to foster a friendlier investment environment. And I am confident that Taiwanese and American companies can leverage their respective high-tech expertise and invest in each other, boosting growth in industrial innovation and development for both our economies. At the same time, we hope to continue deepening Taiwan-US trade relations. Last year, Taiwan was the seventh largest trading partner of the US, up one spot from the previous year, and bilateral trade grew by 24.2 percent. Taiwan is going to expand procurement from the US of industrial and agricultural products, as well as natural gas. I am very happy to welcome Governor [Mike] Dunleavy of Alaska, who has specially come all the way to Taiwan. Alaska is a source of high-quality natural gas, and its relatively short distance from Taiwan facilitates transportation. So we are very interested in buying Alaskan natural gas because it can meet our needs and ensure our energy security. We hope that AmCham will continue to offer support in quickly resolving the issue of double taxation and removing tax barriers to bilateral investment and trade, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. One essential element for our economic prosperity is maintaining security and stability, both regionally and globally. So we are grateful for the joint leaders’ statement issued by [US] President [Donald] Trump and Japan’s Prime Minister Ishiba Shigeru, in which they expressed their solid support for maintaining peace and stability across the Taiwan Strait. As we face growing authoritarianism, Taiwan will continue to uphold our values of freedom and democracy and will be a responsible actor in regional and global security. Currently, Taiwan’s defense budget stands at about 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. At the same time, we will continue to reform national defense, further enhancing Taiwan’s self-defense capabilities. And we will advance our cooperation with the US and other democracies in upholding regional stability and prosperity. We also welcome continued Taiwan-US cooperation in the defense sector. I believe that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. In remarks, President Lai said that Taiwan and Arizona enjoy close economic and trade relations, and expressed hope that through our joint efforts, Arizona will become a shining example for Taiwan-United States high-tech collaboration and the creation of non-red supply chains. The president indicated that the next goal for Taiwan and the US is the signing of an agreement for the avoidance of double taxation, which would provide greater incentives for Taiwanese businesses to invest in the US, facilitate the establishment of more comprehensive industry clusters, and generate more job opportunities, representing a win-win outcome for Taiwan-US relations. A translation of President Lai’s remarks follows: I warmly welcome you all to the Presidential Office. Governor Hobbs previously visited Taiwan after taking office in 2023. In remarks, President Lai thanked the guests for gathering here in Taiwan and discussing ways to enhance regional cooperation, demonstrating that our democratic allies and friends are standing together as we take on the challenges of a new world and a new era. The president reiterated that Taiwan will continue to engage with the world, and we welcome the world to come closer to Taiwan. He stated that Taiwan will continue to work with international partners to deepen cooperation, exchanges, and partnership in various domains and resist the expansion of authoritarianism. Together, the president emphasized, we can pursue regional peace and security and realize a new vision for a free and open, stable and prosperous Indo-Pacific. A translation of President Lai’s remarks follows: I would like to begin by thanking Anders Fogh Rasmussen, former prime minister of Denmark and chairman of the Alliance of Democracies Foundation, for inviting then-President Tsai Ing-wen to address the Copenhagen Democracy Summit via video over five consecutive years since 2020, and for inviting myself to give remarks via video last year. Chairman Rasmussen then delivered remarks, saying that it is a great pleasure to be back here in Taipei after meeting with President Lai in 2023. He then thanked President Lai for the Taiwanese hospitality on behalf of the Yushan Forum international visitors and participants, who represent four continents and very different political parties but who are united by one thing – the commitment to democracy. Chairman Rasmussen mentioned that over the past few days, they have met with members of the government, legislature, and civil society in Taiwan. He said that he is more convinced than ever that in a very uncertain world, Taiwan continues to stand as a beacon of democracy, from which people in Europe and in the rest of the world have a lot to learn. Over the past eight years, he has been proud to step up his engagement with Taiwan, he said, as he has always subscribed to the view that freedom must advance everywhere, or else it is in decline everywhere. Chairman Rasmussen noted that they have many interests in making sure Taiwan remains free and that we must always stand up for freedom when it is under assault by a dictator. This is why Ukraine’s fight is also everyone’s fight, he explained. He then praised Taiwan for all of the support it has given to Ukraine since Russia’s invasion and honored the two Taiwanese volunteer soldiers who gave their lives for freedom in Ukraine. Chairman Rasmussen remarked that Taiwan is a strong feature of the Copenhagen Democracy Summit that he convenes each year. His foundation, the Alliance of Democracies, has even been sanctioned by the Chinese government due to its support of Taiwan, he said, which is something he takes as a badge of honor. He added that this year’s Copenhagen Democracy Summit in May will be no different, as they plan to focus on the new world order, urgent measures to strengthen Europe’s military, and the situation in Ukraine. But as the United States pulls back from the transatlantic alliance and Europe focuses more on its own defense, he said, Europe should not retreat from the world. He added that to ensure European security, we need more Europe in the Indo-Pacific, and that is why he has been making the argument for more political and economic cooperation with Taiwan. Chairman Rasmussen praised President Lai’s recent decision to increase Taiwan’s national defense budget to more than 3 percent of GDP, adding that it is important that each nation does what it can for its own defense. The chairman once again thanked President Lai for meeting with them today and for the opportunity to visit Taiwan, a beacon of democracy and liberty in Asia.     President Lai holds press conference following high-level national security meeting
    On the afternoon of March 13, President Lai Ching-te convened a high-level national security meeting, following which he held a press conference. In remarks, President Lai introduced 17 major strategies to respond to five major national security and united front threats Taiwan now faces: China’s threat to national sovereignty, its threats from infiltration and espionage activities targeting Taiwan’s military, its threats aimed at obscuring the national identity of the people of Taiwan, its threats from united front infiltration into Taiwanese society through cross-strait exchanges, and its threats from using “integrated development” to attract Taiwanese businesspeople and youth. President Lai emphasized that in the face of increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and expressed hope that all citizens unite in solidarity to resist being divided. The president also expressed hope that citizens work together to increase media literacy, organize and participate in civic education activities, promptly expose concerted united front efforts, and refuse to participate in any activities that sacrifice national interests. As long as every citizen plays their part toward our nation’s goals for prosperity and security, he said, and as long as we work together, nothing can defeat us. A translation of President Lai’s remarks follows: At many venues recently, a number of citizens have expressed similar concerns to me. They have noticed cases in which members of the military, both active-duty and retired, have been bought out by China, sold intelligence, or even organized armed forces with plans to harm their own nation and its citizens. They have noticed cases in which entertainers willingly followed instructions from Beijing to claim that their country is not a country, all for the sake of personal career interests. They have noticed how messaging used by Chinese state media to stir up internal opposition in Taiwan is always quickly spread by specific channels. There have even been individuals making careers out of helping Chinese state media record united front content, spreading a message that democracy is useless and promoting skepticism toward the United States and the military to sow division and opposition. Many people worry that our country, as well as our hard-won freedom and democracy and the prosperity and progress we achieved together, are being washed away bit by bit due to these united front tactics. In an analysis of China’s united front, renowned strategic scholar Kerry K. Gershaneck expressed that China plans to divide and conquer us through subversion, infiltration, and acquisition of media, and by launching media warfare, psychological warfare, and legal warfare. It continues to pursue political and military intimidation, and its united front infiltration of Taiwan’s society grows ever more serious. In 2005, China promulgated its so-called “Anti-Secession Law,” which makes using military force to annex Taiwan a national undertaking. Last June, China issued a 22-point set of “guidelines for punishing Taiwan independence separatists,” which regards all those who do not accept that “Taiwan is part of the People’s Republic of China” as targets for punishment, creating excuses to harm the people of Taiwan. China has also recently been distorting United Nations General Assembly Resolution 2758, showing in all aspects China’s increasingly urgent threat against Taiwan’s sovereignty. Lately, China has been taking advantage of democratic Taiwan’s freedom, diversity, and openness to recruit gangs, the media, commentators, political parties, and even active-duty and retired members of the armed forces and police to carry out actions to divide, destroy, and subvert us from within. A report from the National Security Bureau indicates that 64 persons were charged last year with suspicion of spying for China, which was three times the number of persons charged for the same offense in 2021. Among them, the Unionist Party, Rehabilitation Alliance Party, and Republic of China Taiwan Military Government formed treasonous organizations to deploy armed forces for China. In a democratic and free society, such cases are appalling. But this is something that actually exists within Taiwan’s society today. China also actively plots ways to infiltrate and spy on our military. Last year, 28 active-duty and 15 retired members of the armed forces were charged with suspicion of involvement in spying for China, respectively comprising 43 percent and 23 percent of all of such cases – 66 percent in total. We are also alert to the fact that China has recently used widespread issuance of Chinese passports to entice Taiwanese citizens to apply for the Residence Permit for Taiwan Residents, permanent residency, or the Resident Identity Card, in an attempt to muddle Taiwanese people’s sense of national identity. China also views cross-strait exchanges as a channel for its united front against Taiwan, marking enemies in Taiwan internally, creating internal divisions, and weakening our sense of who the enemy really is. It intends to weaken public authority and create the illusion that China is “governing” Taiwan, thereby expanding its influence within Taiwan. We are also aware that China has continued to expand its strategy of integrated development with Taiwan. It employs various methods to demand and coerce Taiwanese businesses to increase their investments in China, entice Taiwanese youth to develop their careers in China, and unscrupulously seeks to poach Taiwan’s talent and steal key technologies. Such methods impact our economic security and greatly increase the risk of our young people heading to China. By its actions, China already satisfies the definition of a “foreign hostile force” as provided in the Anti-Infiltration Act. We have no choice but to take even more proactive measures, which is my purpose in convening this high-level national security meeting today. It is time we adopt proper preventive measures, enhance our democratic resilience and national security, and protect our cherished free and democratic way of life. Next, I will be giving a detailed account of the five major national security and united front threats Taiwan now faces and the 17 major strategies we have prepared in response. I. Responding to China’s threats to our national sovereignty We have a nation insofar as we have sovereignty, and we have the Republic of China insofar as we have Taiwan. Just as I said during my inaugural address last May, and in my National Day address last October: The moment when Taiwan’s first democratically elected president took the oath of office in 1996 sent a message to the international community, that Taiwan is a sovereign, independent, democratic nation. Among people here and in the international community, some call this land the Republic of China, some call it Taiwan, and some, the Republic of China Taiwan. The Republic of China and the People’s Republic of China are not subordinate to each other, and Taiwan resists any annexation or encroachment upon our sovereignty. The future of the Republic of China Taiwan must be decided by its 23 million people. This is the status quo that we must maintain. The broadest consensus in Taiwanese society is that we must defend our sovereignty, uphold our free and democratic way of life, and resolutely oppose annexation of Taiwan by China. (1) I request that the National Security Council (NSC), the Ministry of National Defense (MND), and the administrative team do their utmost to promote the Four Pillars of Peace action plan to demonstrate the people’s broad consensus and firm resolve, consistent across the entirety of our nation, to oppose annexation of Taiwan by China. (2) I request that the NSC and the Ministry of Foreign Affairs draft an action plan that will, through collaboration with our friends and allies, convey to the world our national will and broad social consensus in opposing annexation of Taiwan by China and in countering China’s efforts to erase Taiwan from the international community and downgrade Taiwan’s sovereignty. II. Responding to China’s threats from infiltration and espionage activities targeting our military (1) Comprehensively review and amend our Law of Military Trial to restore the military trial system, allowing military judges to return to the frontline and collaborate with prosecutorial, investigative, and judicial authorities in the handling of criminal cases in which active-duty military personnel are suspected of involvement in such military crimes as sedition, aiding the enemy, leaking confidential information, dereliction of duty, or disobedience. In the future, criminal cases involving active-duty military personnel who are suspected of violating the Criminal Code of the Armed Forces will be tried by a military court. (2) Implement supporting reforms, including the establishment of a personnel management act for military judges and separate organization acts for military courts and military prosecutors’ offices. Once planning and discussion are completed, the MND will fully explain to and communicate with the public to ensure that the restoration of the military trial system gains the trust and full support of society. (3) To deter the various types of controversial rhetoric and behavior exhibited by active-duty as well as retired military personnel that severely damage the morale of our national military, the MND must discuss and propose an addition to the Criminal Code of the Armed Forces on penalties for expressions of loyalty to the enemy as well as revise the regulations for military personnel and their families receiving retirement benefits, so as to uphold military discipline. III. Responding to China’s threats aimed at obscuring the national identity of the people of Taiwan (1) I request that the Ministry of the Interior (MOI), Mainland Affairs Council (MAC), and other relevant agencies, wherever necessary, carry out inspections and management of the documents involving identification that Taiwanese citizens apply for in China, including: passports, ID cards, permanent residence certificates, and residence certificates, especially when the applicants are military personnel, civil servants, or public school educators, who have an obligation of loyalty to Taiwan. This will be done to strictly prevent and deter united front operations, which are performed by China under the guise of “integrated development,” that attempt to distort our people’s national identity. (2) With respect to naturalization and integration of individuals from China, Hong Kong, and Macau into Taiwanese society, more national security considerations must be taken into account while also attending to Taiwan’s social development and individual rights: Chinese nationals applying for permanent residency in Taiwan must, in accordance with the law of Taiwan, relinquish their existing household registration and passport and may not hold dual identity status. As for the systems in place to process individuals from Hong Kong or Macau applying for residency or permanent residency in Taiwan, there will be additional provisions for long-term residency to meet practical needs. IV. Responding to China’s threats from united front infiltration into Taiwanese society through cross-strait exchanges  (1) There are increasing risks involved with travel to China. (From January 1, 2024 to today, the MAC has received reports of 71 Taiwanese nationals who went missing, were detained, interrogated, or imprisoned in China; the number of unreported people who have been subjected to such treatment may be several times that. Of those, three elderly I-Kuan Tao members were detained in China in December of last year and have not yet been released.) In light of this, relevant agencies must raise public awareness of those risks, continue enhancing public communication, and implement various registration systems to reduce the potential for accidents and the risks associated with traveling to China. (2) Implement a disclosure system for exchanges with China involving public officials at all levels of the central and local government. This includes everyone from administrative officials to elected representatives, from legislators to village and neighborhood chiefs, all of whom should make the information related to such exchanges both public and transparent so that they can be accountable to the people. The MOI should also establish a disclosure system for exchanges with China involving public welfare organizations, such as religious groups, in order to prevent China’s interference and united front activities at their outset. (3) Manage the risks associated with individuals from China engaging in exchanges with Taiwan: Review and approval of Chinese individuals coming to Taiwan should be limited to normal cross-strait exchanges and official interactions under the principles of parity and dignity, and relevant factors such as changes in the cross-strait situation should be taken into consideration. Strict restrictions should be placed on Chinese individuals who have histories with the united front coming to Taiwan, and Chinese individuals should be prohibited from coming to Taiwan to conduct activities related in any way to the united front. (4) Political interference from China and the resulting risks to national security should be avoided in cross-strait exchanges. This includes the review and management of religious, cultural, academic, and education exchanges, which should in principle be depoliticized and de-risked so as to simplify people-to-people exchanges and promote healthy and orderly exchanges. (5) To deter the united front tactics of a cultural nature employed by Chinese nationals to undermine Taiwan’s sovereignty, the Executive Yuan must formulate a solution to make our local cultural industries more competitive, including enhanced support and incentives for our film, television, and cultural and creative industries to boost their strengths in democratic cultural creation, raise international competitiveness, and encourage research in Taiwan’s own history and culture. (6) Strengthen guidance and management for entertainers developing their careers in China. The competent authorities should provide entertainers with guidelines on conduct while working in China, and make clear the scope of investigation and response to conduct that endangers national dignity. This will help prevent China from pressuring Taiwanese entertainers to make statements or act in ways that endanger national dignity. (7) The relevant authorities must adopt proactive, effective measures to prevent China from engaging in cognitive warfare against Taiwan or endangering cybersecurity through the internet, applications, AI, and other such tools. (8) To implement these measures, each competent authority must run a comprehensive review of the relevant administrative ordinances, measures, and interpretations, and complete the relevant regulations for legal enforcement. Should there be any shortcomings, the legal framework for national security should be strengthened and amendments to the National Security Act, Anti-Infiltration Act, Act Governing Relations between the People of the Taiwan Area and the Mainland Area, Laws and Regulations Regarding Hong Kong & Macao Affairs, or Cyber Security Management Act should be proposed. Communication with the public should also be increased so that implementation can happen as soon as possible. V. Responding to threats from China using “integrated development” to attract Taiwanese businesspeople and youth (1) I request that the NSC and administrative agencies work together to carry out strategic structural adjustments to the economic and trade relations between Taiwan and China based on the strategies of putting Taiwan first and expanding our global presence while staying rooted in Taiwan. In addition, they should carry out necessary, orderly adjustments to the flow of talent, goods, money, and skills involved in cross-strait economic and trade relations based on the principle of strengthening Taiwan’s foundations to better manage risk. This will help boost economic security and give us more power to respond to China’s economic and trade united front and economic coercion against Taiwan. (2) I request that the Ministry of Education, MAC, Ministry of Economic Affairs, and other relevant agencies work together to comprehensively strengthen young students’ literacy education on China and deepen their understanding of cross-strait exchanges. I also request these agencies to widely publicize mechanisms for employment and entrepreneurship for Taiwan’s youth and provide ample information and assistance so that young students have more confidence in the nation’s future and more actively invest in building up and developing Taiwan. My fellow citizens, this year marks the 80th anniversary of the end of the Second World War. History tells us that any authoritarian act of aggression or annexation will ultimately end in failure. The only way we can safeguard freedom and prevail against authoritarian aggression is through solidarity. As we face increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and to ensure that the freedom, democracy, and way of life of Taiwan’s 23 million people continues on as normal. But relying solely on the power of the government is not enough. What we need even more is for all citizens to stay vigilant and take action. Every citizen stands on the frontline of the defense of democracy and freedom. Here is what we can do together: First, we can increase our media literacy, and refrain from spreading and passing on united front messaging from the Chinese state. Second, we can organize and participate in civic education activities to increase our knowledge about united front operations and build up whole-of-society defense resilience. Third, we can promptly expose concerted united front efforts so that all malicious attempts are difficult to carry out. Fourth, we must refuse to participate in any activities that sacrifice national interests. The vigilance and action of every citizen forms the strongest line of defense against united front infiltration. Only through solidarity can we resist being divided. As long as every citizen plays their part toward our nation’s goals for prosperity and security, and as long as we work together, nothing can defeat us.

    Police can confirm one person has died and another person is critically injured following a light plane crash near Lake Hawea yesterday.

    Emergency services were called to an area east of the lake about 1:30pm.

    One of the plane’s two occupants was helicoptered to Dunedin Hospital in a critical condition.

    The second was sadly located deceased.

    The Civil Aviation Authority has been notified, and a scene guard remained in place overnight.

    Police will make inquiries on behalf of both the CAA and the Coroner.

The first bill Trump signed into law this year includes what’s called ‘Sarah’s Law.’ It requires authorities to detain any illegal immigrant who is accused of murdering or seriously injuring someone in the U.S. Ernst and other members of Iowa’s congressional delegation had sponsored the legislation for the past eight years.”

    UK firm to land Europe’s first rover on Mars

    A UK aerospace company is set to land the first European rover on the red planet, as it wins £150 million to complete the touchdown system delivering the rover safely to Mars.

    • Contract set to support around 200 high-skilled jobs and boost growth, supercharging Prime Minister’s Plan for Change.

    The new contract, awarded by the European Space Agency and funded by the government through the UK Space Agency, will support a cutting-edge system that will land the Rosalind Franklin rover on the surface of Mars and support its deployment onto the planet.  It will also sustain around 200 high-skilled jobs in the UK space sector and attract international investment, leading to wider growth in the UK economy as part of the Prime Minister’s Plan for Change.

    The first UK-built rover’s mission is to explore the red planet and drill 2 metres down into the surface to hunt for signs of ancient life, such as fossilised microbes, in an effort to find out how our solar system came to be. Exploring Mars is crucial to further our knowledge in climate shifts and may help answer whether life exists beyond our home planet. 

    The mission is made possible by advanced UK robotics and autonomous navigation technologies, which can also be deployed in challenging environments on Earth, such as nuclear power plants and the deep ocean.   

    Named Rosalind Franklin after the British scientist whose work was central to the understanding of the molecular structures of DNA, the rover will be the first European made rover to land on Mars.  

    Britian’s growing space sector is helping to bring jobs and growth to communities and organisations across the UK, with 50,000 people already employed in the sector. It will be a top priority in the government’s Industrial Strategy, which has identified advanced manufacturing and digital and technologies as key growth-driving sectors.

    Technology Secretary Peter Kyle said:  

    This inspiring example of world-class British science will bring us one step closer to answering long-asked questions on potential life on Mars.

    Landing the first ever home-grown rover on Mars, Airbus will not only help Britain make history and lead the European space race but also bring hundreds of highly skilled jobs and investment as we secure Britain’s future through our Plan for Change.

    The rover, entirely built in Stevenage by engineers from Airbus UK, is due to launch in 2028 with the support of NASA and land on Mars in 2030. It was ready to launch in 2022, until the European Space Agency (ESA) cancelled its cooperation with Russia following the illegal invasion of Ukraine.

    The UK Space Agency and international partners stepped up to replace Russian components in the mission, including the lander platform now under development in Stevenage and a key science instrument now led by Aberystwyth University.  

    Dame Dr Maggie Aderin-Pocock DBE said:

    The British built Rosalind Franklin rover will give us vital insight into the history of Mars. This type of information from other planets can give us a better understanding of our own place in space and our planetary evolution.

    With its unique design that enables it to acquire samples at depth of up to 2 metres, we may get answers to some of the fundamental questions we ask about Mars. Drilling to this depth allow us to look for life away from the hostile Martian surface where radiation is likely to kill life as we know it.

    Samples gathered by the Rosalind Franklin rover may help us answer the age old question “Are we alone in the Universe?

    Dr Louisa J Preston, a Co-Investigator on PanCam and Enfys who is based at UCL’s Mullard Space Science Laboratory, said:

    The Rosalind Franklin Rover mission will be a unique ground-breaking mission; the first sent to drill 2 metres into the crust of Mars, collecting and analysing samples that are up to 4 billion years old, with the goal of discovering evidence of past or even present life hidden beneath the surface.

    Rosalind is a truly international collaboration and the UK has taken a pivotal role in this through the development of the PanCam and Enfys instruments, building the rover, and now excitingly providing the landing platform. It is a privilege to be a part of this mission and we cannot wait to finally ‘open our eyes’ at Oxia Planum, the Martian plain where the rover will land, and begin this incredible adventure.

    Under contract from aerospace company Thales Alenia Space (TAS), which is leading the overall ExoMars mission, Airbus teams in Stevenage will design the mechanical, thermal and propulsion systems necessary for the landing platform to ensure a safe touchdown  for the rover in 2030.  

    This will include the landing structure, the large propulsion system used to provide the final braking thrust, and the landing gear to ensure the lander is stable on touchdown. The lander will feature 2 ramps that will be deployed on opposite sides to enable the rover to be driven onto the Martian surface using the least risky route.

    Kata Escott, Managing Director Airbus Defence and Space UK said:

    Getting the Rosalind Franklin rover onto the surface of Mars is a huge international challenge and the culmination of more than 20 years’ work. We are proud to have built the rover in our state-of-the-art Stevenage cleanroom and delighted now to develop the project to ensure its safe delivery to Mars. Rosalind Franklin will be the first Martian rover able to analyse samples from 2 metres below the surface in its search for past or present life. The mission will supercharge our space know-how in the UK, and will advance our collective understanding of our solar system.

    The mission is a collaborative effort from science communities not just across Europe but also the UK, with a range of UK universities involved in the development and launch of the rover. For example, the panoramic camera (PanCam) system on the rover is led by scientists from University College London’s Mullard Space Science Laboratory working with the University of Aberystwyth, Birkbeck College and the University of Leicester. The University of Aberystwyth is also building an infrared spectrometer for the rover, which will identify the most promising rocks to drill and test for evidence of ancient biology.  

    The UK Space Agency also launched the National Space Innovation Programme’s Call 2 funding competition on 27 March. £17 million of grant funding will be made available, supporting businesses, universities, and other space organisations across the UK to develop and commercialise the technologies of the future that will deliver benefits to the UK economy and its citizens.

    Notes to editors

    The contract returns the £150 million invested by the UK into the European Space Agency Exploration Programme to enable the Rosalind Franklin programme to continue. European Space Agency contracts delivered to the UK Space Agency provide an average return of £9.80 for every £1 spent.  

    The US was the last nation to send a rover to Mars in 2021, when NASA’s Perseverance Mars rover collected samples on the red planet.

    Welcome back to the weekly Pfluger Fly-By, a collection of events and happenings to keep you updated on everything I am doing week by week to represent you in Congress.

    This week, I was honored to have my good friend and fellow wingman, Colonel Shurtleff, testify on behalf of my legislation, the ACES Act, I joined Mornings with Maria on Fox Business to discuss a wide variety of topics, I chaired a Committee on Homeland Security’s Subcommittee on Counterterrorism and Intelligence legislative markup that included two of my bills, I questioned the President and CEO of ERCOT on grid reliability in Texas, and much more!

    Colonel Shurtleff Testifies Before Congress on the ACES Act

    This week, I was honored to have my good friend and fellow wingman, Colonel Andy “Pablo” Shurtleff, testify before the House Committee on Veterans’ Affairs Subcommittee on Disability Assistance and Memorial Affairs on the need for my legislation, the ACES Act, which addresses cancer incidence in military aviators. Colonel Shurtleff is actively battling cancer as a result of his service in the cockpit.

    When brave men and women volunteer for our nation, they shouldn’t face a second battle against cancer without proper government support. The ACES Act directs the VA to partner with the National Academies of Sciences to study cancer prevalence among military aviators and identify service-connected factors, ultimately saving lives through earlier detection, developing targeted screening protocols, and ensuring our veterans receive the specialized care they’ve earned.

    As an Air Force fighter pilot with over 20 years of service, I’ve witnessed firsthand the incredible dedication, bravery, and resilience of our nation’s aviators. But I’ve also seen many of my brothers and sisters fight their toughest battles not in the air but in hospital rooms against cancer. I thank Colonel Shurtleff for his brave testimony before Congress on this crucial issue on behalf of military aviators. Please join me in praying for Colonel Shurtleff and his family as he continues his treatment.

    Goodfellow Vietnam War Commemoration Ceremony

    Today, I was delighted to be back in TX-11 where I had the honor of attending the United States of America 50th Anniversary of the Vietnam War Commemoration Welcome Home and Pinning Ceremony at Goodfellow Air Force Base. This ceremony has taken place for over 10 years in San Angelo and is an incredible way to recognize and honor Vietnam War veterans with an official commemorative lapel pin.

    This year’s ceremony coincided with the 50th anniversary of the Fall of Saigon and the end of the Vietnam War. Honoring our nation’s heroes is of the utmost importance to me. I’d like to thank the Goodfellow AFB Heritage Committee, the Heritage Chapter – Freedom Through Vigilance Association, the EC-47 History Site, and all of the Command Staff at Goodfellow AFB for putting together such a meaningful event. I was extremely honored to participate in this today and share a few remarks.

    Counterterrorism Subcommittee Markup

    As Chairman of the House Committee on Homeland Security’s Subcommittee on Counterterrorism and Intelligence, I led the subcommittee’s first legislative markup of the 119th Congress. The markup included ten critical pieces of legislation to counter terror threats and transnational repression in the United States, two of which were my bills, the Generative AI Terrorism Risk Assessment Act and the Countering Transnational Repression Act of 2025.

    Transnational repression, the act of foreign governments or their proxies targeting individuals in another country using various coercive tactics, has become an increasingly concerning issue in the United States. Midlander Bob Fu is a victim of transnational repression. He has testified in the Homeland Security Committee about his experiences being targeted by the Chinese Communist Party.

    The Countering Transnational Repression Act of 2025 would require the Department of Homeland Security to create a dedicated transnational repression office to ensure that the federal government takes steps to counter threats from foreign authoritarian regimes.

    Mornings with Maria on Fox Business

    I joined Mornings with Maria on Fox Business to discuss the Republican Study Committee’s efforts to codify President Trump’s executive orders into law, President Trump signing my legislation to repeal the natural gas tax into law, President Trump and Secretary Hegseth’s announcement of the contract to build the next generation F-47 that will be the most lethal aircraft the U.S. Air Force has ever seen, and much more.

    Keeping the Lights On in Texas

    As a member of the U.S. House Energy and Commerce Committee, I joined my colleagues in questioning witnesses on energy grid reliability. Pablo Vegas, President and Chief Executive Officer for the Electric Reliability Council of Texas, Inc. (ERCOT), was among the witnesses called to testify.

    I believe in the ‘best of the above’, not ‘all of the above’ approach to energy production. This is why, during the hearing, I questioned Mr. Vegas on the pressing need to invest in long-duration, dispatchable resources to support grid reliability in Texas. As the demand for electricity continues to rise, we must invest in secure and reliable resources to power the future.

    Meeting with Texas-11 in Washington

    This week, I met with several community leaders and partners in Washington, which is always a pleasure. Thank you all for taking the time to discuss how we can implement smart, commonsense policies to strengthen Texas-11!

    2025 Congressional Art Competition

    My office is accepting submissions for the 2025 Congressional Art Competition. This competition gives high school students from across Texas-11 the opportunity to have their artwork displayed in the U.S. Capitol Building.

    This year’s theme is ‘Texas to Me’ and students will have until April 21st to submit their artwork. Information on the Congressional Art Competition, including how to apply, can be found on the Congressman’s website by clicking here.

    RULES

    · Artwork must be two-dimensional and original in concept, design, and execution. Art must follow the theme of ‘Texas to Me.’

    · The artwork’s dimensions can be no larger than 26 inches high, 26 inches wide, and 4 inches deep. Accepted mediums for the two-dimensional artwork are as follows:

    · Paintings: oil, acrylics, watercolor, etc.

    · Drawings: colored pencil, pencil, ink, marker, pastels, charcoal (It is recommended that charcoal and pastel drawings be fixed.)

    · Collages: must be two-dimensional

    · Prints: lithographs, silkscreen, block prints

    · Mixed Media: use of more than two mediums such as pencil, ink, watercolor, etc.

    · Computer-generated art

    · Photographs

    We continue to advise Australians do not to travel to Lebanon due to the volatile security situation and the risk it could deteriorate with little notice. Beirut airport could close without warning, and you may be unable to leave for an extended period. The Australian Government may not be able to assist you to leave.

    Although a ceasefire agreement between Israel and Hizballah was announced on 26 November 2024, Israeli military airstrikes in Beirut, southern Lebanon and parts of the Bekaa Valley could happen without warning. Avoid known or suspected areas of military activity. The conflict could spread to other areas in Lebanon. Be prepared to shelter in place for an extended period. Make sure you have enough supplies, including food, water, medicine, radio, torches and batteries. The conflict could spread to other areas in Lebanon. Keep your identity documents, including your passport, handy. See our advice on ‘Armed conflict’ in ‘Safety’.

    Since 19 October 2023, our advice has been Do Not Travel to Lebanon.

  • MIL-OSI Video: Secretary Duffy Speaks to Airport Executives at the AAAE Washington Legislative Conference

    U.S. Transportation Secretary Sean P. Duffy delivered a keynote address at the American Association of Airport Executives’ (AAAE) Washington Legislative Conference. In his speech, he stressed the department’s number one job is safety, and under his leadership the Department is constantly looking for ways to make air travel safer, whether that’s through new policy initiatives, investing in new technology, or utilizing AI. Secretary Duffy also highlighted his plan to upgrade our air traffic control system.
