  • MIL-OSI Asia-Pac: SOUTH WESTERN AIR COMMAND COMMANDERS’ CONFERENCE HELD AT GANDHINAGAR

                    Air Chief Marshal AP Singh, Chief of the Air Staff (CAS) attended the Annual South Western Air Command (SWAC) Commanders’ Conference, which was held from 05 to 07 February 2025 at Headquarters South Western Air Command, Gandhinagar. He was received by Air Marshal Narmdeshwar Tiwari, Air Officer Commanding-in-Chief, South Western Air Command and was accorded a Ceremonial Guard of Honour, on arrival.

                The CAS reviewed the operational preparedness of SWAC and commended all personnel for ensuring the highest level of operational readiness to take on any contingency.

                In his address, the CAS highlighted the crucial role played by the command. He stressed on capability development and exhorted all personnel to imbibe the spirit of the lAF doctrine which envisages the lAF as an agile, adaptive and decisive aerospace power. He urged all commanders to continue their efforts towards maintaining a conducive environment for flying and operations as well as a healthy work life balance. He further advised them to keep abreast with latest developments in military aviation especially in the domains of space, cyber and electronic warfare.The CAS reiterated the importance of ensuring the smooth assimilation of Agniveervayu into the lAF, by closely monitoring and mentoring them.

    The CAS appreciated the efforts of the Commanders especially duringExercise Tarang Shakti-24. In culmination, the CAS awarded trophies to stations for their noteworthy performances in various spheres.

  • MIL-OSI Asia-Pac: 15th edition of Biennial Aero-India International Seminar begins in Bengaluru

    The 15th edition of the Biennial Aero-India International Seminar commenced in Bengaluru, Karnataka on February 08, 2025. The two-day seminar has been organised by the Centre for Military Airworthiness & Certification (CEMILAC) of Defence Research and Development Organisation (DRDO) in association with the Aeronautical Society of India (AeSI) as a prelude to Aero India 2025, which will be held in Bengaluru from February 10 to 14, 2025.

    The seminar is a premier event in the global aerospace arena. The theme this year is ‘Futuristic Aerospace Technologies: Challenges in Design Validation’, highlighting discussions and deliberations on Emerging Trends in Futuristic Aerospace Technologies and Military Airworthiness & Certification: Challenges in Design and Testing.

    International delegates attending the event are from prominent foreign companies like Airbus Defence and Space from Spain; Collins Aerospace, GE Aerospace, Martin-Baker, MBDA and Rolls-Royce from UK, Rafael Advanced Defense Systems from Israel, and SAFRAN France. Indian Industry participating in the seminar includes Abeyaantrix Solutions, Ansys Inc., Globals Inc., JSR Dynamics Pvt. Ltd, RAPHE mPhibr, and TAQBit Labs Private Limited.

    The seminar offers a platform to explore collaborative research opportunities and forge strategic partnerships, advancing the future of aerospace and defence technologies. A total of 12 technical sessions covering various topics on Challenges in Design Validation on Futuristic Aerospace Technologies are scheduled. The seminar on ‘Futuristic Aerospace Technologies: Challenges in Design Validation’ focuses on various topics such as Cutting-Edge Technologies for System Design and Validation, Innovative Approaches for Airworthiness & Certification, Leveraging Artificial Intelligence to enhance Future of Aviation, Pioneering Advancements in Electronics and Sensing Technology, Global Insights into Next–Gen Propulsion Systems, Emerging Trends in Military Aviation, Innovations driving Human Missions beyond Earth.

    Secretary, Department of Space and Chairman ISRO Dr V Narayanan was the Chief Guest of the event, while Secretary, Department of Defence R&D and Chairman DRDO Dr Samir V Kamat was the Guest of Honour. President, AeSI Dr G Satheesh Reddy was also present on the occasion. About 1,100 delegates are participating from DRDO, Defence PSUs, Armed Forces and Private Industries, including MSMEs. Further, 33 speakers from both India and abroad will deliver technical talks on a range of topics in the domain.

    Aero India, Asia’s Largest Air Show, is a biennial air show and aviation exhibition which is held in Bengaluru, organized by the Defence Exhibition Organisation, Department of Defence Production, Ministry of Defence. Aero India is India’s premier aerospace and defence exhibition where global aero vendors and the Indian Air Force (IAF) thrill the spectators with back-to-back aerobatic flying displays. It is a flagship event that brings together global industry leaders, government officials, technology experts, and defence strategists under one roof. The event not only showcases the nation’s technological prowess and innovations but also provides a dynamic platform for international cooperation and strategic dialogue.

     

         

     

    The Legacy and Importance of Aero India

     

    Aero India has evolved into a major international event that not only highlights the latest advancements in aerospace technology but also serves as a critical forum for strategic interactions between domestic and international stakeholders. The show is a reflection of the nation’s commitment to advancing its aerospace and defence capabilities. Over the years, Aero India has been instrumental in:

    Aero India 2025

     

    Aero India 2025, the 15th edition of Aero India, is designed to be a landmark edition that leverages the successes of its predecessors while charting new territories in aerospace and defence technology. Aero India 2025 will be held from 10th to 14th February 2025 at Yelahanka Air Force Station, Bengaluru, Karnataka, India. The first three days are dedicated to business visitors, while the last two days are open to the general public.

     

     

    The broad theme is ‘The Runway to a Billion Opportunities’.

     

    Events at Aero India 2025

     

    The five-day event comprises a curtain raiser event, inaugural event, Defence Ministers’ Conclave, CEOs’ Round-Table, iDEX start-up event, breath-taking air shows, a large exhibition area comprising India Pavilion and a trade fair of aerospace companies.

    • To facilitate dialogue towards strategic partnership with friendly countries, India will host the Defence Ministers’ Conclave on the theme ‘BRIDGE -Building Resilience through International Defence and Global Engagement’. It encapsulates the dynamic geopolitical conditions and the path to mutual prosperity, which can be BRIDGED through cooperation among nations with shared vision of security and development.

     

     

    • A number of bilateral meetings are planned at the levels of Raksha Mantri, Raksha Rajya Mantri, Chief of Defence Staff and Secretary among others on the sidelines of the event. The focus will be on bolstering the defence and aerospace ties with friendly countries by exploring newer avenues to take the partnership to the next level.
    • The CEOs’ Round-Table is expected to provide a favourable platform to foreign Original Equipment Manufacturers (OEMs) for manufacturing in India. Global CEOs, CMDs of domestic PSUs and premier private defence & aerospace manufacturing companies from India will be participating in the event.
    • The India Pavilion will showcase India’s commitment to its Make-in-India initiative by showcasing indigenous defence manufacturing capabilities and cutting-edge technologies ready for the global stage, including the future prospects. Promotion of Indian start-ups is a focus area at Aero India 2025 and a wide spectrum of state-of-the-art technologies/products developed by them will be showcased at an exclusive iDEX pavilion.
    • In addition, dynamic aerobatic displays and live technology demonstrations will provide an immersive experience, showcasing the potential of modern aerospace platforms and technologies. A number of seminars on various important themes are also planned as part of the event.

     

     

    Aero India 2023: A Retrospective Analysis

     

    The previous editions of Aero India played a critical role in laying the groundwork for the continued evolution of India’s aerospace and defence landscape. The 14th edition of Aero India 2023 was held from 13th–17th February at Bengaluru, Karnataka and has been the largest ever edition since its inception in 1996 with more than 100 countries, 809 exhibitors, first ever Fly past with 53 aircrafts showcasing our airpower to global attendees and a total footfall of 7+ lakh visitors over five days. Aero India 2023 was characterized by a series of significant milestones and impactful demonstrations. Key aspects of the 2023 edition were:

    • Showcasing Advanced Aerospace Technologies: The 2023 event provided a platform for companies to display state-of-the-art aerospace systems and defence solutions. This not only demonstrated technological innovation but also set the stage for future advancements in the field.
    • Facilitating Strategic Engagements: Aero India 2023 was instrumental in bringing together a diverse group of stakeholders, including government officials, industry experts, and international delegations. The event fostered an environment of strategic dialogue that focused on collaborative ventures and technological partnerships.
    • Strengthening India’s Global Position: By successfully hosting a comprehensive and well-coordinated exhibition, Aero India 2023 reinforced India’s commitment to advancing its aerospace capabilities. The show also underscored the country’s readiness to engage with global partners in driving forward the next wave of aerospace innovation.

     

     

    The successes and challenges of Aero India 2023 have provided valuable lessons that are being incorporated into the planning and execution of Aero India 2025. The focus on operational excellence, international collaboration, and technological innovation—elements that were prominently on display in 2023—serve as the cornerstone for the upcoming edition. The forward momentum generated by the previous edition is expected to translate into even greater achievements in 2025, with enhanced protocols, refined strategies, and an expanded global participation footprint.

     

    Events at Aero India 2023

     

    The event comprised of a Defence Ministers’ Conclave; a CEOs Round Table; Manthan start-up event; Bandhan ceremony; breath-taking air shows; a large exhibition; India Pavilion and a trade fair of aerospace companies.

     

    Major exhibitors & equipment

    The major exhibitors included Airbus, Boeing, Dassault Aviation, Lockheed Martin, Israel Aerospace Industry, BrahMos Aerospace, Army Aviation, HC Robotics, SAAB, Safran, Rolls Royce, Larsen & Toubro, Bharat Forge Limited, Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), Bharat Dynamics Limited (BDL) and BEML Limited.

     

     

    Aero India 2023 showcased design leadership and growth in UAVs Sector, Defence Space and futuristic technologies. The event aimed to promote export of indigenous air platforms like Light Combat Aircraft (LCA)-Tejas, HTT-40, Dornier Light Utility Helicopter (LUH), Light Combat Helicopter (LCH) and Advanced Light Helicopter (ALH).

     

    Defence Ministers’ Conclave

    Defence Ministers’ Conclave was held on 14th February 2023. Defence Ministers of friendly foreign countries participated in the meeting, which was organised on the theme ‘Shared Prosperity through Enhanced Engagements in Defence (SPEED)’. The conclave addressed aspects related to deepen cooperation for capacity building (through investments, R&D, joint venture, co-development, co-production and provisioning of defence equipment), training, space, Artificial Intelligence (AI) and maritime security to grow together. The conclave was an opportunity for the defence ministers to engage with each other to carry forward the ‘Make in India, Make for the World’ vision.

     

    Bilateral meetings

    On the sidelines of Aero India 2023, a number of bilateral meetings were held at the levels of Raksha Mantri, Raksha Rajya Mantri, Chief of Defence Staff and Defence Secretary among others. The focus was on bolstering the defence & aerospace ties with friendly countries by exploring newer avenues to take the partnership to the next level.

     

    CEOs Round Table

    The ‘CEOs Round Table’, under the chairmanship of the Raksha Mantri, was held on 13th February 2023, on the theme Sky is not the limit: opportunities beyond boundaries.’ It laid the foundation of a more robust interaction between the Industry Partners and Government with an eye on bolstering the ‘Make in India’ campaign.

     

    The Round Table witnessed participation from officials, delegates and global CEOs from 26 countries including global investors such as Boeing, Lockheed, Israel Aerospace Industries, General Atomics, Liebherr Group, Raytheon Technologies, Safran, General Authority of Military Industries (GAMI) etc. Domestic PSUs like HAL, BEL, BDL, BEML Limited and Mishra Dhatu Nigam Limited also participated.

     

    Bandhan ceremony

    The Bandhan ceremony, which witnessed signing of Memoranda of Understanding (MoUs)/Agreements, Transfer of Technologies, Product Launches and other major announcements, was held on February 15th. A concerted effort was made towards forging B2B partnerships at the Bandhan ceremony and more than 250 such partnerships with a total value of more than Rs 75,000 crore have been finalized.

     

    Manthan

    The annual defence innovation event, Manthan, was the flagship technology showcase event held on 15th February. Organised by Innovations for Defence Excellence (iDEX), the Manthan platform will bring the leading innovators, start-ups, MSMEs, incubators, academia and Investors from defence & aerospace ecosystem under one roof.

     

    Manthan had many firsts, including launch of challenges on Cyber Security, establishment of iDEX Investor Hub, MoUs with investors etc. Manthan 2023 provided an overview on the future vision/next initiatives of iDEX to galvanise the start-up ecosystem to foster innovation and technology development in the defence sector.

     

    India Pavilion

    The India Pavilion, based on ‘Fixed Wing Platform’ theme, showcased India’s growth in the area, including the future prospects. There was a total of 115 companies, displaying 227 products. It further showcased the growth of India in developing an ecosystem for Fixed Wing platform which includes the demonstration of various structural modules, simulators, systems (LRUs) etc. of LCA-Tejas aircraft being produced by Private Partners. There was also be a section for Defence space, New Technologies and a UAV section which will give an insight about the growth of India in each sector.

     

    A full scale LCA-Tejas aircraft in Full Operational Capability (FOC) configuration was at the center stage of India Pavilion. LCA Tejas is a single engine, light weight, highly agile, multi-role supersonic fighter. It has quadruplex digital fly-by-wire Flight Control System (FCS) with associated advanced flight control laws. The aircraft with delta wing is designed for ‘air combat’ and ‘offensive air support’ with ‘reconnaissance’ and ‘anti-ship’ as its secondary roles.

     

    Seminars

    A number of seminars were held during the five-day event. The themes included Harnessing Potential of Ex-servicemen for Indian Defence Industry; India’s Defence Space Initiative: Opportunities for shaping Indian private space ecosystem; Indigenous development of futuristic aerospace technologies, including aero engines; Destination Karnataka: US-India defence cooperation innovation and Make in India; Advancement in maritime surveillance equipment and assets; sustenance in MRO and Obsolescence Mitigation and achieving excellence in defence grade drones and Aatmanirbharta in Aero Armament Sustenance.

     

    Major Agreements at Aero India 2023

     

    • MoU between Hindustan Aeronautics Limited and Safran Helicopter Engines, France for Work Share for formation of Joint venture for Design, Development, Manufacture and life time support of Helicopter Engines.
    • MoU between Bharat Electronics Ltd and Aeronautical Development Agency on IWBC and Other LRUs for Advanced Medium Combat Aircraft (AMCA).
    • Co-operation between BSS Material Limited and Pegasus Engineering, an ADUSEA Inc. Division (USA) for Logistic Drones for the Indian Army towards Last Mile Delivery for forward troops deployed along the border areas with capability of operation in wind/gust condition, rain/Snow etc.
    • MoU between Gopalan Aerospace India Pvt. Ltd. and Omnipol, Czech Republic for manufacturing and assembling of 1st passenger aircraft (L 410 UVP-E20 version) by a private company in India.
    • MoU on collaboration of Sagar Defence Engineering Private Limited (SDEPL) & Israel Aerospace Industries (IAI) for IDEX Challenge “Autonomous Weaponized boat Swarm” for Indian Navy.
    • MoU between Bharat Dynamics Limited and Bultexpro Ltd., Bulgaria for setting up the manufacturing facilities for 122mm GRAD BM ER and NONER rockets in India and fulfill the requirements (including ToT).
    • MoU between GRSE and Rolls-Royce Solutions GmbH (MTU) for License production with localization of the MTU 16V4000M73L engine to support the indigenous content for the Next Generation Fast Attack Craft vessel for Indian Navy.
    • BEML enters into License Agreement for Transfer of Technology (ToT) with R&DEE, DRDO for development and supply of TRAWL Assembly for T-72/T-90 Tanks.
    • ToT of Shakti EW System from DLRL DRDO to BEL Hyderabad Unit for all system units, Bill of Material, Test procedures, integration & offering methodology.
    • MoU between Hindustan Aeronautics Limited and Elta Systems Limited, Israel for cooperation on future Business in Maritime Patrol Radar (MPR) for Indian Platforms.

     

    Products Showcased at Aero India 2023

     

    • Vertically Launch Short Range Surface-to-Air Missile (Bharat Dynamics Limited): VLSRSAM is a next-generation, ship-based, all-weather, air defence weapon which can be used by Navy as a quick reaction point defence against supersonic sea skimming targets like aircraft and UAVs. The Missile has a smokeless propulsion system with all-weather capability. It has a highly agile configuration with state-of-the-art Electronic Counter-Counter Measures features.
    • SAL Seeker ATGM for BMP II (Bharat Dynamics Limited): Semi-Active Laser Seeker based Anti-Tank Guided Missile for BMP-II is a subsonic missile with a range of 4,000 metres and flight time of 25 seconds. The missile weighs 23 kgs with the launch tube and can be used in different kinds of terrains to incapacitate the moving and stationary targets such as tanks and Infantry Combat Vehicles.
    • Jishnu (Bharat Dynamics Limited): Jishnu, a Drone Delivered Missile, is light weight and miniaturised missile targeted for soft-skinned targets. It has a range of 1.5 km with a flight time of 9 seconds. The missile can be semi-automatic or completely autonomous based on the systems configurations.
    • Software defined NAVIC/GPS receiver module based on indigenously-developed processors (Astra Microwave Products Limited).
    • Indigenously-built ‘Counter Drone Radar’ based on technology from DRDO (Astra Microwave Products Limited).
    • 9 mm sub-sonic ammunition (Munitions India Limited).
    • BFT on Ios (ideaForge Technology Limited): BlueFire Touch BlueFire Touch, our Ground Control Station (GCS) software, is built to plan and command both mapping and surveillance missions with the ability to pre-plan missions based on operational area and target locations via waypoint-based navigation.
    • HF SDR Radio (Bharat Electronics Limited): It is an advanced software defined radio. The radio is lightweight 20 W transmit capable radio. It provides a complete solution to the short-range communication requirements in the crowded HF band and long-range communications beyond line of sight.
    • Goniometer (Bharat Electronics Limited): It is part of any integrated observation and fire control monitoring system for day time or night time use by the Artillery.

    Wilmington Scrub Fire

    Issued for WILMINGTON, MELROSE, NECTAR BROOK and MAMBRAY CREEK in the Mount Remarkable National Park in the Flinders Ranges.

    Aircraft will continue to work during the day deploying fire retardant to lower the risk of spreading past control lines, and aerial bombing and observational aircraft are supporting them.

    Firefighters on day and night shift will continue to closely monitor weather conditions in the coming days and carry out controlled burns when needed to limit the fire from spreading. Fire behaviour is expected to be low to moderate. During these burns, the community may notice more smoke, flames, and embers, especially at night.

    Whilst there is still currently no threat to local communities, anyone in Wilmington, Melrose, Nectar Brook, and Mambray Creek is strongly encouraged to stay informed through multiple channels as the situation is continually changing.

    Around 79 CFS and Department for Environment and Water firefighters are working on a scrub fire at Alligator Gorge in the Mount Remarkable National Park. They are supported by approximately 23 trucks, 30 Farm Fire Units, heavy machinery, and 6 aircraft, including firebombers and observational aircraft.

    Due to the steep terrain with limited safe access for firefighters, the fire remains uncontained and is predicted to burn for the remainder of the week, if not longer. The fire has continued to grow to approximately 3850 ha and currently remains mostly within the national park boundaries, except for some small areas across the northern end.

    Mount Remarkable National Park will remain closed until further notice. Emergency services may be working on and around roads in the wider area, and motorists are advised to stay away. If you need to travel on roads in the area, please take care and drive according to the local conditions.

    Smoke impacting local communities may increase at different points over the coming days. Please take precautions for your health, and if driving through smoke, ensure you slow down and drive to conditions..

    Washington (February 7, 2025) – Senator Edward J. Markey (D-Mass.), member of the Senate Commerce, Science, and Transportation Committee, and Senator Elizabeth Warren (D-Mass.), member of the Armed Services Committee, today urged National Football League (NFL) Commissioner Roger Goodell, to cancel the planned V-22 Osprey flyover at Sunday’s Super Bowl.
    The V-22 has been involved in 21 major accidents since 1992, resulting in 64 deaths. In March 2022, Marine Corps Captain Ross A. Reynolds of Leominster, Massachusetts was piloting a V-22 when it crashed near Norway, killing Captain Reynolds and three other Marines onboard. The most recent crash, off the coast of Japan in November 2023, killed eight service members, including Staff Sergeant Jacob Galliher – a young father from Pittsfield, Massachusetts. Japan and the United States grounded the Osprey after this incident, but flights have since been resumed. As recently as December 2024, an Osprey was forced to land due to an engine failure.
    In the letter, the lawmakers write, “On the 250th anniversary of the Marine Corps, we appreciate the NFL’s effort to honor servicemembers. But we believe that it is inappropriate to feature the Osprey in this way and that the aircraft should not be included in the flyover.”
    The lawmakers continued, “The families of these brave servicemembers are still grieving the loss of their loved ones. They should not have to be reminded of their loss while watching the Super Bowl. Out of respect for the military families and in deference to the safety concerns about the aircraft, we strongly urge you to cancel the planned V-22 Osprey Super Bowl flyover this Sunday.”
    In November 2024, the Senators wrote to the Pentagon that the increase in V-22 incidents over the last five years raises serious safety concerns regarding the aircraft, and that it should be grounded until those concerns are resolved.

    JUNEAU, Alaska — The Coast Guard ended its search for a missing aircraft with 10 people aboard after it was located Friday afternoon approximately 34 miles southeast of Nome.   A Coast Guard MH-60 Jayhawk helicopter aircrew located the aircraft wreckage and lowered two rescue swimmers down to the aircraft. The rescue swimmers located three individuals in the forward part of the aircraft showing no signs of life. The remaining seven people are believed to be inside the aircraft, which was inaccessible due to the condition of the plane. The Coast Guard determined the severity of the wreckage was beyond the possibility of survival.

  • MIL-OSI China: Crashed plane found in Alaska

    The U.S. Coast Guard said Friday it found a crashed plane matching the description of the aircraft carrying 10 people that went missing along Alaska’s western coast Thursday afternoon.

    The plane was found about 54 km southeast of Nome, a city in western Alaska.

    All 10 people on board were confirmed dead, the U.S. Coast Guard said.

    The wreckage was discovered after an hours-long search operation amid poor weather and low visibility.

    The turboprop Cessna Caravan, operated by Bering Air, was reported missing on Thursday afternoon, according to the Alaska Department of Public Safety. The aircraft, carrying nine passengers and a pilot, was en route from Unalakleet, also in the western part of Alaska, to Nome when its position was lost about 19 km offshore, the U.S. Coast Guard confirmed.

    As of 9 a.m. local time (1800 GMT) on Friday, the Nome Volunteer Fire Department reported that the families of all those on board had been notified. Alaska State Trooper Lt. Ben Endres confirmed that all the passengers were adults on the regularly scheduled commuter flight.

    According to FlightRadar24, a live flight-tracking website, the aircraft’s last recorded position was over water 38 minutes after departing Unalakleet. The flight between the two locations typically takes less than an hour.

    SECRETARY OF DEFENSE PETE HEGSETH:  Well, good afternoon. Thank you very much for your time. 

    I want to echo what the chaplain said, All Glory to God. I wake up every morning, praying for the wisdom to see what is right and good true and the courage to do it. And I know many of you do the same.

    It is an absolute honor to stand in front of all of you. I’m grateful. I’m humbled. Just the two weeks that I’ve been here is a solemn reminder, and a couple of instances, a solemn reminder of the very special nature of what the department of the defense does.  

    And I’ve seen it in the office of OSD. I’ve seen it across so many I’ve had a chance to interact with, and so many more I want to interact with, the solemn commitment to the constitutional duty that we all have, to protect and defend the Constitution. 

    That one administration leaves and another administration comes in, and that can mean a lot of changes in the course of that based on elections that happened and new leaders and new executive orders and new directives and lawful orders. 

    But what I’ve been so incredibly impressed by, is the professionalism of the men and women throughout the ranks who recognize who we work for, which is the American people, in the defense of our nation. 

    So, I want to thank everybody watching, everybody here for a part of that, being a part of that transition, which I’ve certainly recognized a great deal. 

    I spent a lot of my career in the military, which is not as much as so many of you trying to run away from the flagpole as quick as possible.

    Now it appears I am the flagpole [laughter].

    I recognize and understand that distinction. But what I what I want to bring to this job and to the ethos, is a recognition of the men and women who do the dirty work all day long for us here, across the world.

    Every time I speak, or every time in my previous procession, profession, I was on television, and I got the bright lights and spotlight and people are looking to me, I always step back for a second to think about the men and women that I served with. 

    The folks that are never going to be introduced, never going to have a microphone. Never going to be heard from. The men and women that you know that you served with who are the best of the best in our country. That’s who we serve. 

    I was on the phone late into the night last night, talking to families of two soldiers who had a rollover at Fort Stewart. I was on the phone with the three, the families of the three that were lost in the UH60 outside of the airport here in Washington, DC.

    The costs and the consequences are very real, and you know that.

    One of the things I wasn’t prepared for is, every couple of weeks, we do an orders book at OSD where we literally approve the orders that go out. It sounds like a formality but having been on the other end of those orders where those dates really mattered and what the mission was really mattered, I stare at my orders and say, where am I going and what does it mean and how long am I there? 

    That struck me like a thud. 

    Every one of those signatures affects a human being whose mission needs to be important and vital to the national interest and to our department before I sign that book. And that’s very much my commitment to you. 

    It’s also my job to be — as President Trump asked me, to not maintain the status quo. 

    We’re going to take unconventional approaches. We’re going to move fast, think outside the box, be disruptive on purpose to create a sense of urgency that I want to make sure exists inside this department. And that’s not to impugn anybody who’s been here or anybody who’s sitting here who anybody who’s watching.

    I don’t have to tell you all that we live in very dangerous times in a world with ascendant powers who, if they had their way, would love to be on the rise and reject the forces and capabilities and beliefs of the West. 

    America is at the forefront of that. 

    And wearing the uniform here at the department, it’s our job to ensure we create the deterrent effect that maintains American dominance in the world. 

    And there’s a lot of folks, namely — and I’ve name checked it in public as well, the communist Chinese who seek through their ascension a very different view of the world. And so, we have to be urgent, and we have to be ready about what that means. And we’re going to do that. 

    A part of how we’re applying that is I’ve come in with three pillars that I’ve repeated before, but I want to say again of how we’re approaching this from my level.

    Number one is restore the warrior ethos. Make sure that we get back to basics. Our job is to deter conflict and, if necessary, defeat and completely destroy, demoralize and defeat our enemies. That’s what we do. We do war fighting here at the Department of Defense, and we want to restore that through a laser focus on readiness, lethality and warfighting across the spectrum.

    I was on with the superintendents of West Point, Annapolis in the Air Force Academy yesterday, hey, what are we doing there to drive those core principles? What are we doing here to drive those core principles from E-1 to — I guess is it O-10, I’ve never even said that. And I know this room is O-6 and below, which I was told was junior. Where I come from an O-6 ain’t junior. 

    So, this is a new role for me too in that perspective. 

    And I went out to Fort Bliss, met with — intentionally said, hey, E-7 and above and O-3 and above or O-4 and above move out. I want to hear from the folks out here on this border mission, how is it impacting you and your family? What is your mission? Are you being utilized? How does it affect — I actually think it adds to readiness and — because you’re doing a real-world mission, but how does it affect all those aspects? 

    Restoring the warrior ethos is critical, and I think we’ve seen that already in the recruiting numbers. I think we’ve seen an enthusiasm and excitement from young men and women who want to join the military actively because they are interested in being a part of the finest fighting force the world has to offer and not doing a lot of other things that serve oftentimes, too often, to divide or distract.

    It’s about readiness, it’s about staying focused, and I think you’ve seen that from a lot of the executive orders the president has issued that we have echoed. And there can be confusion about that. But from our perspective, why do you get rid of something like DEI? Because from our perspective, it’s served a purpose of dividing the force as opposed to uniting the force.

    And this is something I’ve said quite publicly, and what I want to be is transparent with this building and everyone who serves here, say the same thing in public that we say in private, which I hope you’ll find from us. 

    I think the single dumbest phrase in military history is Our Diversity is Our Strength.

    I think our strength is our unity, our strength is our shared purpose, regardless of our background, regardless of how we grew up, regardless of our gender, regardless of our race, in this department we will treat everyone equally. We will treat everyone with fairness. We will treat everyone with respect. And we will judge you as an individual by your merit and by your commitment to the team and the mission.

    That’s how it has been. That’s how it will be.

    Any inference otherwise is meant to divide or create complications that otherwise should not and do not exist. 

    I’ve served across my career with amazing men and women from all backgrounds. They were at my congressional testimony, they’ve been in my office, they work with me and for me now. Their contributions are immense to this nation and are appreciated equally as with everybody else and that’s the approach we’re going to take. So, restore the warrior ethos. 

    The second one is rebuild our military. 

    Our defense industrial base, our acquisitions process, how we rapidly field new technologies, how we learn from conflicts around the globe, how we match what we fund to capabilities and effects. There’s a lot of programs around here that we’ve spent a lot of money on that, when you actually wargame it, don’t have the impact you want them to. 

    One of the benefits I have is I don’t come from — I don’t have any special interests. I don’t have a background invested in any systems or services. I’m agnostic to that. 

    I want — that means I’m going to take a lot of arrows, and I’m prepared to do so. That’s fine. We need the best systems in the hands of warfighters where they need it, to the COCOMs to deter and send the signals that when that fight comes, we’re ready to win and win decisively. 

    That includes a Pentagon audit, which to the Marines out there, y’all got it figured out and we appreciate that, lean and mean. We are going to focus heavily to ensure that at a bare minimum by the end of four years, the Pentagon passes a clean audit. 

    The American taxpayers deserve that. They deserve to know where their $850 billion go, how it’s spent and make sure it’s spent wisely. 

    It used to be that if you called for an audit, somehow you were undermining the department. I believe the exact opposite. 

    I believe we are accountable for every dollar we spend and every dollar of waste we find, or redundancy, is a dollar we can invest somewhere else, as President Trump has committed, directly to rebuilding our nation’s military. So, rebuilding our military is key. 

    And then third is reestablishing deterrence. 

    Unfortunately, over the last couple of years, we’ve seen events that have occurred that have created the perception — reality or perception, but I would argue more perception of American weakness, whether it’s what happened in Afghanistan by the way, which we’re going to have accountability for, deserve accountability for what occurred in Afghanistan, for what happened on October 7th, the war that was unleashed in Ukraine.

    Chaos happens when the perception of American strength is not complete. And so, we aim to reestablish that deterrence, and it starts with our own southern border. It starts with the defense of our homeland. 

    I think in some ways this department over time has felt like that’s somebody else’s mission. We’ve spent a lot of time, decades, my generation and yours, defending other people’s borders across the world yet we’ve seen an invasion of our own. 

    From people all around the world who I’m sure many of them want to seek a better life. I understand that. But we also don’t know who millions of them are, what their intentions are, why they’re here — that creates a very real national security threat to the country. 

    Border security is national security and, as the president has told us, we’re going to get 100 percent operational control of our southern border and that will — needs to be and will be a focus of this department. 

    I want to tip my hat to NORTHCOM, they’ve done an amazing job in the first couple of weeks here, taking that executive order, which talked about the territorial defense of our country being core to the defense mission, and implementing it. 

    In some ways, using existing processes that we have, which frankly are not robust enough, but also planning and looking forward to how we transition into a more permanent effective defense, repel and seal at our southern border, so that we know exactly who’s coming in and when they come in, they’re coming in lawfully.

    And then also around-the-world prioritization. We have a lot of assets; we don’t have unlimited assets. And so, part of prioritizing is empowering our allies and partners. We need to lead the world, there’s no doubt. And President Trump has been clear about that. 

    America first means we’re taking care of America first. But part of America First is empowering allies and partners to be combat multipliers, to add to the capabilities that we have. 

    I mean that’s foreign military sales, that’s exercises, that’s defense partnerships. But it’s also reminding certain countries and certain regions of the world that America can’t be the guarantor of everything forever in a world where we have to prioritize shifting to larger threats in certain moments. 

    So, you’re going to see that kind of prioritization from us, which we believe will empower, invigorate, incentivize more burden sharing from allies who are beloved to us, who we support, who also need to be prepared to step up. 

    President Trump, led on that with NATO in his first administration. We’re going to do it again. We’re going over to Europe next week for the NATO ministerial to talk to our friends who have been and will continue to be our allies. 

    But we also need to encourage them to continue to step up in their defense industrial base in spending. The kind of things we need to do here at home also. 

    So, sort of to wrap it up, and I’ve already gone longer than I should have. It really is a back — from our perspective a back-to-basics moment. 

    When President Trump chose me and he said, Pete, I want you to run the Defense Department. His charge to me was return that department to its warfighting mission at its core. 

    Warfighting, lethality meritocracy, accountability, and readiness. The things we — the — I — the bedrock of what we all understand our basic mission to be. 

    You know, I was at the Sergeant Major’s Academy down at Fort Bliss just a couple of days ago talking to 500 future sergeants major. Um, they’re the standard bearers. What are the standards? I mean, and it starts with the basic stuff, right? It’s grooming standards and uniform standards and training standards, fitness standards. 

    All of that matters. It’s almost like the broken windows theory of policing. When you ignore the small stuff from criminals, and I’m not — I’m not saying if you violate grooming standards, you’re a criminal. 

    The analogy is incomplete. 

    But if you violate the small stuff and you allow it to happen, the big stuff, it creates a culture where big stuff you’re not held accountable for. I think the same thing exists inside our services. And making sure at every level there is standards and accountability. And that — that we live it at the highest levels as well. 

    Which is why we are going to, you know, look back at what happened in Afghanistan and hold people accountable. Not to be retrospective not for retribution, but to understand what went wrong and why there was no accountability for it. Those types of things are examples. 

    But I just appreciate the service so many of you give. I know so many people are watching. It’s the honor of a lifetime to come alongside you. No one will work harder. No one’s going to be more — attempt to be more transparent with the American people and with you.

    We do want to hear your feedback. Um, and we’re going to hit the ground running. And I’m grateful to President Trump for his leadership. We’re going to rebuild the military and focus on the troops. So, I’m happy to take any questions anybody might have. 

    And you can ask questions. It’s okay. 

    I think there’s a microphone here and here. If you want to come up, sir, to the microphone. 

    So, everybody can hear you. There’s one right here. 

    Yes, sir. I’m going to grab a water.

    Q:  Thank you, sir. You talked about deterrence. Do you see the department becoming more aggressive, more assertive in the gray zone to further deter China and Russia? 

    SECRETARY OF DEFENSE PETE HEGSETH:  That’s a good question. I hope that it’s been noticed and it’s intentional that a lot of our outreach — my outreach early on to defense ministers has been in the Indo-Pacific, strengthening those alliances even more. 

    There’s gray zone activities that exist, some of which you can acknowledge, some of which you cannot. But certainly, we want to send the signals to China that that area will be and continues to be contested. 

    Our allies and partners, we will stand with them robustly in real time with defense capabilities. And we’re not just going to allow them to perpetually sort of de facto gobble up more of that contested space by the routines that they conduct to sort of demonstrate that all is normal in an increasingly escalating way, maybe even to mask efforts they might be undertaking.

    So, we’re definitely, keeping an eye on that. We’re clear eyed about the communist Chinese, the PRC, but we’re also not attempting to initiate conflict or create conflict where it otherwise doesn’t need to exist. We’re going to stand strong with our partners. 

    And then President Trump, at his strategic level, is the one who’s having the conversations to sort of ensure that we don’t ever have a conflict. 

    We don’t want that; they don’t want that. We just have to remain strong in order to be in the best possible position. 

    Q:  Thank you, sir.

    SECRETARY OF DEFENSE PETE HEGSETH:  Thank you.

    Q:  Sir, Army IG. So, I’m really happy to hear you say standards, going back to standards. That’s critically important. 

    I’m involved in senior official investigations for headquarters DA. By and large, our military leadership is doing the right thing. I’m proud to say that as an Army IG. 

    What can we do with the service across the board to better the standards across the whole formation? 
    So, we have some examples of improprieties and things that have metastasized over the last decade. How do we get at those kinds of things? What is the department doing to look at those kinds of cancers that are within our ranks?

    SECRETARY OF DEFENSE PETE HEGSETH:  It’s a good question. 

    First of all, I think in some cases there’s simplification that needs to be had at least from my perspective. And by that I mean — and that goes back to kind of our initial charge, which is culture. The intentional crafting of culture. That there are a lot of reasons why we could look at each other and create differences or caveats or special categories that I think create unnecessary differences and ripples that lead to conflation points that lead to accusations or disagreements or inability to enforce standards.

    I just wrote a book called The War on Warriors, which was used for me and against me in my hearing [laughter]. 

    But in writing that book, for six months, I was on the phone, off the record, with active-duty service members with — at all ranks, right — junior enlisted, senior officers, NCOs, warrant officers, all services, all ranks, because I wanted to get a sense of what their feeling was. 

    And I wrote this down and it’s true, a lot of commanders were expressing they felt like they were walking on eggshells inside their own formations. And this is company commanders, battalion commanders, brigade commanders. 

    Sorry, sometimes I only use army speak for formations, I’m learning the rest in real time, but you know what I mean as far as formations. 

    Because the standards have become opaque and loose, or there’s such an emphasis on differences that treating someone one way is offensive to somebody else as opposed to treating somebody this way and is offensive to somebody else.

    By simplifying that and saying you are an individual who’s put it on the uniform of our nation, who’s sworn an oath to defend the Constitution, and you will be treated by your capabilities, your commitment to the mission, how — your work ethic and what you deliver. You. 

    That’s it. It has nothing to do with your race or your ethnicity or your gender or your sexual orientation.

    That’s not how we’re reviewing the environment for your consideration. 

    When you’re looking at all these other categories as sort of a tapestry, it creates a serious amount of complications. I think by simplifying and focusing on standards, I think a lot of that — I don’t want to say washes away because you still have plenty of complications and you still have problems. Everyone needs to be treated equally, those things to be recognized, sexual harassment, not tolerated. 

    All of those things remain true, which have been true and need to be enforced at the highest levels, but hopefully by some level of uniform simplification that can be addressed. 

    Yes.

    Q:  Great, thanks for taking the time to come and speak with us. 

    Recognizing the president’s intent to streamline the federal workforce, I was hoping you could provide a little bit of your process and your thinking of what that means for the department, where there will be identified areas to be cut or streamlined? And if you have a sense of also the timeline?

    SECRETARY OF DEFENSE PETE HEGSETH:  Sure, thank you for the question. It is — the way I look at it or I’ve thought about it is from the flagpole to the front lines. There are thousands of additional — and I’m not saying that just because we’re here in the Pentagon, but there are thousands of additional Pentagon positions, headquarters positions, other positions that have been created over the last 20 years that don’t necessarily translate to battlefield success.

    Additional staff, additional layers of bureaucracy, additional flag officer positions, that we are — we would be remiss if we did not review. We also live in a budget constrained environment and that’s politics that I thankfully don’t have to worry about anymore. 

    I have my opinions, but that’s not my job. My job is a ready force. 

    We will have to live inside the constraints of the past. I mean, I just — we were down at Fort Bliss recently and the unit there, the armored Cav unit there relayed that they’ve had to cut an FTX, a series of training exercises coming up because of budget constraints. 

    Well, when you’re living off of continuing resolutions and caps, and then you have contingency operations and things that change, suddenly you have shortfalls and now unit training falls by the wayside.

    From my perspective, that’s — I mean, that’s completely unacceptable. 

    What are we spending elsewhere that can be targeted efficiently? And it’s not just the fraud, waste and abuse stuff, it’s systems, it’s hierarchies, it’s layers that we can review, reduce, recommend those reductions. That then allows us to ensure that training and readiness in the frontline units and the COCOMs is even increased. 

    I want more of that. 

    So, it’s interesting. Former Secretary Rumsfeld gave a speech on September 10th, 2001, that was about acquisitions and reform and Pentagon bureaucracy that — overtaken by events the next day, September 11th, 2001 — was quickly forgotten and really never addressed. 

    I feel like I could give about 85 percent of the same speech today, that Secretary Rumsfeld gave on September 10th, because a lot of those processes have become even more systemic in taking root here that cause delays, redundancies, and bureaucratic red tape.

    That’s — we’re looking at the headquarters level. We’re looking at the highest levels.

    I said this in my hearing as well. We won World War II with seven four-star generals. Today we have 44. Do all of those directly contribute to warfighting success? Maybe they do, I don’t know, but it’s worth reviewing to make sure they do. 

    So, we’re looking at all options. What we’re not going to be is hasty about it because we’re in the business of national security. And something that may not look like it’s contributing may be incredibly important to the effort and so whatever we do is going to be done carefully. 

    Q. Thank you. 

    SECRETARY OF DEFENSE PETE HEGSETH: Yes, sir.

    Q:  Good morning, sir. Based on what you said about maintaining American dominance in the world, our adversaries, especially Chinese and Russians, they have a 20-year strategy, a 30-year strategy and they look that far ahead. How do we change our approach to maintain US dominance abroad? That strategy is more than five years, more than 10 years. And also ensuring that our resources are prioritized and allocated to maintaining our US dominance in decades, sir, not in years.

    SECRETARY OF DEFENSE PETE HEGSETH:  You tell me [laughter]. It sounds like you need to come work for me — or maybe you already do and thank you [laughter]. 

    I’m figuring it out. I found out where the bathroom was. 

    That, sir, indeed is the key question. Autocracies have an advantage, not just because of the top-down nature in which they organize. 

    I mean they have disadvantages for obvious reasons. But because they have the convenience of planning without political — you know, the pesky people problem of voting and ballots, they can plan 15, 20 years and then drive that plan without consequence to their own population, which does have strategic advantages, no doubt. 

    I actually think that system loses in the long haul because of its inherent weaknesses. But that militarily has advantages. 

    I think you’re going to see a defense strategy coming out of our office that tries to look that far down the line, tries to make disruptive changes to how we acquire and rapidly field and look at systems that are not about congressional districts or budget line items for FY26 or FY27. 

    But try to look toward what strategically we’re going to need five, ten years down the line looking ahead at what the emerging threats are, and what a shifting in the balance of power would mean. 

    I mean, when — we’re in a different world than we were at the end of the Cold War. We’re now at a near peer or peer environment, which changes a lot of the dynamics of how we need to plan specifically to maintain American strength around the world. 

    Because it is not hyperbole to say without America, the rest of the world acknowledges there’s nowhere else to look as far as actual leadership and capabilities in the defense space. 

    It’s us or us. 

    And then our robust allies and partners who we incentivize to come alongside us. And that’s how you create a Western force capable of ensuring not just our country and our hemisphere, but the world remains free to trade, travel, all the things that we share.

    So, our — I think we have to be willing to look further than any time this president would be in office or I would be in office and set the department up to do that. Knowing that at any time, two years from now or four years from now, the American people can make a different choice and that can lead to different views of that. 

    But we’re trying to take an America First strategic perspective at how we maintain our dominance. 

    And I think you see some things already changing in that — our southern border, the focus on making sure we have control over the Panama Canal and making sure that there’s not a scenario in an emergency where our ships couldn’t transit because you have foreign ownership on either side.

    Those are sort of America First views that we’re willing to look into that look further into the future than just that should there be a contingency, while looking to the Indo-Pacific and realizing the aspirations of the CCP, which are real and could drive a decision point vis-a-vis something like Taiwan.

    So, you’re right, we are trying to think that way, with how we — because dollars drive a lot of those decisions. And so, the budget — as much as I thought this was a job about strategy and people, it’s a job about budgets. And what you fund is what you — is a reflection of what your priority is. 
    And so, we’re spending a lot of time looking at that. But thank you. That’s the key question, sir. Yes, sir. 

    One more. All right. Yes, sir.

    Q:  Hi, sir, thank you for your time today. My question is more about the families of the military and the civilians that support the family of the Department of Defense. So often the frequency of moves, the unsettled nature of what we do impacts the families. I’m looking for your comments on how we plan to continue to take care of those.

    SECRETARY OF DEFENSE PETE HEGSETH:  Oh, my goodness. You’re 100 percent right. 

    By the way, we’re in a reconciliation process right now, which is a unique funding situation, not just looking at budget cycles. 

    As a former O-4 who spent most of his time as an O-2 and an O-3, I spent most of my time with E-4s and E-5s and E-6s and have heard robustly the frustrations they and their families have, which is a massive readiness and retention issue and a morale issue.

    So, as we’ve driven budgets, I have said to the team, that needs to be — I don’t — funding one more multi-billion-dollar system is not as important as funding the families and the capabilities of our human systems that make it all happen. 

    So, I want that to be — and I applaud the previous administration’s increase in E-1 to E-4 pay. That stuff is really important. We need to do more of that. That trickles to the family and how they’re cared for. 

    And then yeah, we have to look at all aspects of how we interact with families from childcare to DOD schools. And the president signed an EO talking about choice in schools. Military families should have choice — if it’s great on post or on base, great. If not, do they have a robust opportunity to seek education or childcare for their kids elsewhere? That matters a lot. 

    Making sure BAH matches. All of these things are important. 

    And my wife’s going to be traveling with me to — we’re going to the NATO ministerial to — we’re not going to the Munich Security Conference. We’re instead going to Poland to see the troops out there and we’re going to Germany to see EUCOM and AFRICOM. 

    I would much rather talk to troops than go to cocktail parties. That’s my job. 

    And we’re going to meet with military families. She’s going to meet with husbands, wives and spouses on that trip. Go see schools go, go see faith groups, childcare centers to get a real pulse of what that is and then make sure we’re funding it. 

    So, I want you to know that’s something that matters a lot to us. I appreciate the question. 

    So, we have one more — oh, go ahead. Let’s do one more. Ricky told me I couldn’t, but why not?

    Q:  Good morning, sir. I appreciate you taking the time. I’m from OSD CAPE. And my question follows up on your point about the acquisition process. We’re in a day right now that we have a lot of dangerous powers that are rising and we’re trying to figure out what to focus on in the acquisition process. 

    And us as civilians, we want to be there to support the warfighters and get them the capabilities that they need fielded in the fastest time possible, but with the appropriate amount of testing and making sure everything works when it gets to the battlefield. 

    So, I guess my real question for you is what’s your focus when it comes to the acquisition process and reforms and the trade-off between faster capabilities that are probably smaller and could be fielded quicker versus these larger scale capabilities that we really need for that deterrent effect?

    SECRETARY OF DEFENSE PETE HEGSETH:  In a perfect world, I would say both, right?

    I mean, first of all listening to the COCOMs, listening to the people on the pointy end of the spear, watching what’s happening in real time on the battlefield, take Ukraine as an example.

    A lot of people — we’re learning a lot about what low-cost systems UAVs can do to high-cost systems that we have invested a great deal in. And the question is do you keep investing in those or not going forward. 

    Listening to the services also making balances — and it’s not necessarily choosing between services but recognizing capabilities of services vis-a-vis prospective upcoming fights. And then I think we have a unique opportunity to tap into industry, Silicon Valley, other — I mean, obviously we’ve got massive organizations that have helped create big platforms that are incredibly important for deterrence.

    We also have some really fast-moving newer contractors that are willing to work, that have already put a lot of money into R&D that want to help us rapidly field these new systems that we’re going to need for fights in the future. 

    So, funding even more robustly, and I don’t want to name check anything and say that’s the only route, but things like DIU and others where you can experimentally rapidly field new technologies and then find a way to make sure they’re funded so that they can be scaled and tested even in real time out with COCOMs, as opposed to an 18-month testing process to kind of move things, merge things together so they’re happening more quickly. 

    And we’re hearing a lot of that from commanders in the field who are saying, hey skip this, this, this and that process. Let us figure out how it works and then we can scale it once we know it does or does not. 

    But I also want — I want to underscore that a lot of these major platforms — and that was a wonderful part of doing the advise-and-consent process in the US Senate. 

    Yes, there are senators that are invested in certain platforms or systems from their home state or their district.

    But when you actually dig underneath it, they understand the strategic deterrence effect of these big systems we spend a lot of money on, oftentimes too much money, over budget and too long. And that’s something we are definitely going to address for reasons of urgency and for reasons of taxpayer — respect for taxpayers.

    But we need and want those systems because without them we don’t have the umbrella that allows us to do so many other things. So, we’re looking at both, but we’re trying to get outside the box and be disruptive on both, recognizing we won’t be able to do everything in every way. But thank you for the question.

    I just want to thank everybody for your time. I appreciate what you do. 

    We’ll let you get back to work. I know — I mean, again, I can’t even fathom the size and scope of this building and what everybody does. I know that — I know what I don’t know.

    Washington, D.C. – Yesterday, during a Senate Finance committee hearing on Jamieson Greer’s nomination to be the United States Trade Representative (USTR), U.S. Senator Reverend Raphael Warnock (D-GA) pressed Greer on his commitment to protecting and bolstering Georgia’s clean energy economy.
    During Senator Warnock’s line of questions, he also highlighted the importance of the boon to Georgia’s economy that the clean energy market provides.
    “Down near my hometown where the Kia plant opened, we’ve got about 9,000 more jobs that have been created in that area. A major economic boon,” said Senator Reverend Warnock. 
    Senator Warnock has continuously fought to deliver robust clean energy investments to communities across Georgia. Last year, heannounced over $700,000 in federal investments to help farmers, ranchers, and rural business owners upgrade their energy systems with sustainable solar and electric energy alternatives to help lower their energy costs. Additionally, the Senator played an instrumental role in securing landmark investments to expand the nation’s fleet of clean electric school buses, including delivering over $60 million for electric school buses for Georgia. In the Inflation Reeducation Act, Senator Warnock secured incentives for domestic solar manufacturing, which will help create more clean energy jobs, as well his plan to promote the creation of sustainable aviation fuel.

    Senator Reverend Warnock (SRW): “In our meeting, we discussed the importance of the Inflation Reduction Act (IRA), and its clean energy investments in Georgia. I enjoyed our conversation very much. Welcome and congratulations to you, and to your family.”
    “We talked about these provisions in the IRA. The state of Georgia has seen growth in our advanced manufacturing sector, with both domestic companies and foreign companies making significant investments, due in large measure to the IRA’s clean energy investments, bringing a lot of jobs to Georgia.”
    “One of the things I’m very proud of as a lifelong native of Georgia is that little Dalton, Georgia known as the carpet capital of the world. If you are walking on a floor anywhere, there is a good chance you are walking on something that was created in Dalton, Georgia. But who would have imagined that Dalton, Georgia would become such a leader in the manufacturing of solar panels? This is due to the Korean solar manufacturer, Qcells, bringing thousands of jobs to Georgia, creating a domestic solar industry, almost entirely free of Chinese supply chains.” 
    “However, it needs trade protections to compete against a heavily subsidized Chinese industry. If confirmed as the nation’s trade representative, how would you work to protect and grow domestic solar and clean energy manufacturing to ensure our supply chain does not depend on China?” 
    Jamieson Greer (JG): “Thank you, senator. I’m glad to hear you express concern and interest in this, these are things I am concerned about too.”
    “To the extent that there is going to be energy products manufactured and used in the United States, it would be great to have them made here. And that we’re not using panels that come from China, and in some instances might include products of subsidies or forced labor. The first Trump Administration did a safeguard tariff. The Commerce Department for many years has had other tariffs in place and I think that those can be effective tools.”
    “You have testified to this, that we have new protections in the United States. Europe did not have these protections in place and they saw their solar industry go away. I’m very interested in maintaining and exploring those possibilities to ensure we have that production here.”
    SRW: “I appreciate that, and I look forward to continuing to have that conversation. I’m excited about the investments in solar energy in Georgia. I’m also proud that Georgia, in many ways, is leading the country in building electric cars, entirely in the United States, employing thousands of Georgians.     “President Trump and congressional Republicans have bragged about repealing federal investments in the green economy that have created these jobs. Jobs that have bipartisan support in my state. I support what we’re doing there, the Republican Governor supports it. This is a top bipartisan economic issue in Georgia. It’s about American manufacturing.” 
    “If confirmed, how will you use your position to protect the investments and thousands of jobs, jobs that foreign car companies have brought to Georgia?” 
    JG: “My role and my jurisdiction in the administration is to negotiate trade deals where appropriate and do trade enforcement as necessary which is certainly an area where I want to make sure any manufacturing you have doesn’t have to compete unfairly with foreign product.”
    “With respect to other incentives or other legislation, that is something that I believe the Treasury Department and the Energy Department, the President and Congress will determine the path forward.” 
    SRW: “Would you agree that if we seed that space, that it is not a net positive result for American businesses?”
    JG: “We need to have advance manufacturing in the United States as much as possible whether it is traditional or electric vehicles or solar panels.” 
    SRW: “So ideology around clean energy should not stop us from doing what is necessary.”
    JG: “If we are going to have manufacturers making clean energy, that makes sense, and broader energy policy, we should be making those things here.”

  • MIL-OSI Security: Maryland Man Facing Federal Felony Charges For Illegally Operating A Drone During The National Football League Wild Card Game

    Baltimore, Maryland – A federal criminal complaint has been filed charging Alexis Perez Suarez, 43, of Baltimore, Maryland, on federal felony charges related to flying a drone over M&T Bank Stadium during a National Football League Wild Card Game in Baltimore on January 11, 2025.

    The federal charges were announced by Erek L. Barron, U.S. Attorney for the District of Maryland; Special Agent in Charge William J. DelBagno of the Federal Bureau of Investigation (FBI), Baltimore Field Office; Special Agent in Charge Greg Thompson of the U.S. Department of Transportation Office of Inspector General (DOT OIG), Mid-Atlantic Regional Office; and Colonel Roland L. Butler, Jr., Superintendent of the Maryland State Police (MSP).

    “We are very serious about temporary flight restrictions,” said U.S. Attorney Barron. “You will be charged and held accountable for any incursion into restricted airspace, including around sports and entertainment venues such as the Super Bowl.”

    “If you are going to fly a drone, you are responsible for learning all the laws and requirements to responsibly operate it. Failing to do so will not excuse you from the consequences of breaking the law,” said Special Agent in Charge William J. DelBagno of the FBI’s Baltimore Field Office.

    “Federal laws and regulations related to owning and operating drones are in place to protect the public and our nation’s airspace,” said Greg Thompson, Special Agent in Charge of DOT OIG’s Mid-Atlantic Region. “We will continue to partner with law enforcement and prosecutors to pursue those whose actions jeopardize public safety.”

    According to the affidavit filed in support of the criminal complaint, on January 11, 2025, the Federal Aviation Administration had put in place a temporary flight restriction (TFR) for M&T Bank Stadium in Baltimore during the NFL Wild Card game, which precluded the flight of any UAS, including flying a UAS under the Exception for Recreational Flyers.  A TFR temporarily restricts certain aircraft, including an UAS, from operating within a three nautical mile radius of the stadium. This is a standard practice for stadiums or sporting venues where a regular or postseason Major League Baseball, NFL, or NCAA Division I Game is occurring; or a NASCAR Cup, Indy Car, or Champ Series Race is occurring.  The TFR goes into effect one hour before the scheduled start time and lasts until one hour after the end of a qualifying event.

    During the game, the incursion of an unidentified and unapproved drone was deemed a serious enough threat that NFL Security temporarily suspended the game.  MSP Troopers and FBI Special Agents tracked the movement of the drone over the stadium and deployed it to the area where the drone landed in Baltimore, Maryland. Despite Suarez having left the scene, law enforcement was able to track down his whereabouts.

    Suarez stated that he purchased a DJI UAS for recreation and also claimed he used it for work. The drone was not registered, nor did Suarez possess a Remote Pilot certificate to operate it. Suarez allegedly flew the drone approximately 400 feet or higher directly over the NFL stadium.  According to the affidavit, while in flight, Suarez captured approximately seven photos of the Stadium while the game was going on and thousands of people were below his flight path.

    There is a zero-tolerance policy regarding UAS/drone use anywhere within the No Drone Zone established by the FAA. Anyone who attempts to fly a UAS/drone in any prohibited manner may be subject to arrest, prosecution, fines, and/or imprisonment. Members of the public are encouraged to report all suspicious activity. Law enforcement will be actively monitoring the airways for illegal UAS/drones and is committed to identifying, investigating, disrupting, and prosecuting the careless or criminal use of drones in the area. 

    If convicted, Suarez faces a maximum sentence of three years in federal prison for knowingly operating an unregistered UAS and for knowingly serving as an airman without an airman’s certificate.  Suarez faces a maximum of one year in federal prison for willfully violating United States National Defense Airspace.

    Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge determines sentencing after considering the U.S. Sentencing Guidelines and other statutory factors.  An initial appearance and arraignment will be scheduled later this month.

    A criminal complaint is not a finding of guilt.  An individual charged by criminal complaint is presumed innocent until proven guilty at a later criminal proceeding.

    U.S. Attorney Barron commended the FBI, DOT OIG, and MSP for their work in the investigation, and thanked the FAA Office of Security & Hazardous Materials Safety and the U.S. Customs and Border Protection for their substantial assistance.  Mr. Barron thanked Assistant U.S. Attorney Robert I. Goldaris, who is prosecuting the federal case.

  • MIL-OSI USA: NASA Explores Earth Science with New Navigational System

    NASA and its partners recently tested an aircraft guidance system that could help planes maintain a precise course even while flying at high speeds up to 500 mph. The instrument is Soxnav, the culmination of more than 30 years of development of aircraft navigation systems.
    NASA’s G-IV aircraft flew its first mission to test this navigational system from NASA’s Armstrong Flight Research Center in Edwards, California, in December 2024. The team was composed of engineers from NASA Armstrong, NASA’s Jet Propulsion Laboratory in Southern California, and the Bay Area Environmental Research Institute (BAERI) in California’s Silicon Valley.
    “The objective was to demonstrate this new system can keep a high-speed aircraft within just a few feet of its target track, and to keep it there better than 90% of the time,” said John Sonntag, BAERI independent consultant co-developer of Soxnav.
    With 3D automated steering guidance, Soxnav provides pilots with a precision approach aid for landing in poor visibility. Previous generations of navigational systems laid the technical baseline for Soxnav’s modern, compact, and automated iteration.
    “The G-IV is currently equipped with a standard autopilot system,” said Joe Piotrowski Jr., operations engineer for the G-IV. “But Soxnav will be able to create the exact level flight required for Next Generation Airborne Synthetic Aperture Radar (AirSAR-NG) mission success.”

    Guided by Soxnav, the G-IV may be able to deliver better, more abundant, and less expensive scientific information. For instance, the navigation tool optimizes observations by AirSAR-NG, an instrument that uses three radars simultaneously to observe subtle changes in the Earth’s surface. Together with the Soxnav system, these three radars provide enhanced and more accurate data about Earth science.
    “With the data that can be collected from science flights equipped with the Soxnav instrument, NASA can provide the general public with better support for natural disasters, tracking of food and water supplies, as well as general Earth data about how the environment is changing,” Piotrowski said.
    Ultimately, this economical flight guidance system is intended to be used by a variety of aircraft types and support a variety of present and future airborne sensors. “The Soxnav system is important for all of NASA’s Airborne Science platforms,” said Fran Becker, project manager for the G-IV AirSAR-NG project at NASA Armstrong. “The intent is for the system to be utilized by any airborne science platform and satisfy each mission’s goals for data collection.”
    In conjunction with the other instruments outfitting the fleet of airborne science aircraft, Soxnav facilitates the generation of more abundant and higher quality scientific data about planet Earth. With extreme weather events becoming increasingly common, quality Earth science data can improve our understanding of our home planet to address the challenges we face today, and to prepare for future weather events.
    “Soxnav enables better data collection for people who can use that information to safeguard and improve the lives of future generations,” Sonntag said.

    What you need to know: Governor Newsom has made the recovery for Los Angeles his top priority – directing a whole-of-government response to support communities and survivors. 

    LOS ANGELES – In the one month following the Los Angeles firestorms, Governor Gavin Newsom has directed an aggressive and coordinated whole-of-government response to support those impacted. 

    The Governor deployed resources before the fires broke out – growing to over 16,000 boots on the ground at the peak of the state’s response. And in the hours that followed, Governor Newsom launched historic recovery and rebuilding efforts to help Los Angeles get back on its feet, faster. 

    Since the day these firestorms ignited, my Administration has been on the ground working to get survivors the support they need. Our goal is simple: a full recovery for the people of Los Angeles as fast as possible. We’re working closely with communities and the federal government to rebuild Los Angeles faster and stronger.

    By the numbers

    Launched historic recovery and rebuilding efforts — faster than ever before

    • Cutting red tape to help rebuild Los Angeles faster and stronger. Governor Newsom issued an executive order to streamline the rebuilding of homes and businesses destroyed — suspending permitting and review requirements under the California Environmental Quality Act (CEQA) and the California Coastal Act. The Governor also issued an executive order further cutting red tape by reiterating that permitting requirements under the California Coastal Act are suspended for rebuilding efforts and directing the Coastal Commission not to issue guidance or take any action that interferes with or conflicts with the Governor’s executive orders. The Governor also issued an executive order removing bureaucratic barriers, extending deadlines, and providing critical regulatory relief to help fire survivors rebuild, access essential services, and recover more quickly.
    • Providing tax and mortgage relief to those impacted by the fires. California postponed the individual tax filing deadline to October 15 for Los Angeles County taxpayers. Additionally, the state extended the January 31, 2025, sales and use tax filing deadline for Los Angeles County taxpayers until April 30 — providing critical tax relief for businesses. Governor Newsom suspended penalties and interest on late property tax payments for a year, effectively extending the state property tax deadline. The Governor also worked with state– and federally-chartered banks that have committed to providing mortgage relief for survivors in certain zip codes.
    • Fast-tracking temporary housing and protecting tenants. To help provide necessary shelter for those immediately impacted by the firestorms, the Governor issued an executive order to make it easier to streamline construction of accessory dwelling units, allow for more temporary trailers and other housing, and suspend fees for mobile home parks. Governor Newsom also issued an executive order that prohibits landlords in Los Angeles County from evicting tenants for sharing their rental with survivors displaced by the Los Angeles-area firestorms.
    • Mobilizing debris removal and cleanup. With an eye toward recovery, the Governor directed fast action on debris removal work and mitigating the potential for mudslides and flooding in areas burned. He also signed an executive order to allow expert federal hazmat crews to start cleaning up properties as a key step in getting people back to their properties safely. The Governor also issued an executive order to help mitigate risk of mudslides and flooding and protect communities by hastening efforts to remove debris, bolster flood defenses, and stabilize hillsides in affected areas. 
    • Safeguarding survivors from price gouging. Governor Newsom expanded restrictions to protect survivors from illegal price hikes on rent, hotel and motel costs, and building materials or construction. Report violations to the Office of the Attorney General here.
    • Directing immediate state relief. The Governor signed legislation providing over $2.5 billion to immediately support ongoing emergency response efforts and to jumpstart recovery efforts for Los Angeles. California quickly launched CA.gov/LAfires as a single hub of information and resources to support those impacted and bolsters in-person Disaster Recovery Centers. The Governor also launched LA Rises, a unified recovery initiative that brings together private sector leaders to support rebuilding efforts. Governor Newsom announced that individuals and families directly impacted by the recent fires living in certain zip codes may be eligible to receive Disaster CalFresh food benefits.
    • Getting kids back in the classroom. Governor Newsom signed an executive order to quickly assist displaced students in the Los Angeles area and bolster schools affected by the firestorms.
    • Protecting victims from real estate speculators. The Governor issued an executive order to protect firestorm victims from predatory land speculators making aggressive and unsolicited cash offers to purchase their property.
    • Helping businesses and workers get back on their feet. The Governor issued an executive order to support small businesses and workers, by providing relief to help businesses recover quickly by deferring annual licensing fees and waiving other requirements that may impose barriers to recovery.

    Partnered with the federal government – across both administrations – to boost California’s rapid response

    • At the Governor’s request, President Biden approved a Presidential Major Disaster Declaration to support ongoing response efforts. The Major Disaster Declaration has been expanded to support communities with repairs or replacement of firestorm-damaged public facilities and infrastructure. 
    • In a cell phone call from the firestorm, Governor Newsom requested from President Biden additional federal assistance to cover 100% of California’s fire management and debris removal costs for 180 days, up from the traditional 75%.
    • Governor Newsom traveled to Washington, DC to meet with President Trump and members of Congress — focusing on securing critical disaster aid for survivors and ensuring impacted families who lost their homes and livelihoods have the support they need to rebuild and recover.

    Deployed unprecedented firefighting and first responder force – including early pre-positioning before the fire

    • At the peak of the state’s response, Governor Newsom deployed over 16,000 personnel, including firefighters, California National Guard service members, highway patrol officers and transportation teams. These efforts are supported by the biggest state investment in fire response in history — nearly doubled since the beginning of the administration. Response efforts include more than 2,000 pieces of firefighting equipment, including 1,490+ engines, 80+ aircraft, 200+ dozers and 210+ water tenders to aid in putting out the fires. The Governor deployed a surge of California Highway Patrol Special Response Teams to provide ongoing law enforcement capacity to further protect fire damaged communities in Los Angeles.
    • Governor Newsom ordered the activation of more than 2,500 California National Guard service members to augment firefighting operations and support local law enforcement to protect communities from looting. The Governor’s National Guard activation started with his emergency proclamation on Tuesday, January 7 with over 600 service members deployed. The Governor doubled the number of those deployed on January 11, and increased that by 1,000 the next day to a total of 2,500. Also strengthening public safety efforts, the Governor signed an executive order directing state agencies to support local law enforcement partners as they lift evacuation orders.

    The 2025 edition of Indian Navy’s capstone Theatre Level Operational Exercise (TROPEX), is currently underway in the Indian Ocean Region. This operational level exercise is conducted biennially with participation by all operational Indian Naval units along with substantial participation of Indian Army, Indian Air Force and Coast Guard assets. TROPEX 25 is aimed at validating Indian Navy’s core warfighting skills, and ensuring a synchronised, integrated response to preserve and protect national maritime security interests in a contested maritime environment against conventional, asymmetric as well as hybrid threats.

    TROPEX 25 is being conducted over a duration of three months from Jan – Mar 25. The exercise is being conducted in various phases – both in Harbour and at Sea, integrating various facets of combat operations, cyber and electronic warfare operations, live weapon firings during Joint Work Up Phase and Amphibious Exercise (AMPHEX).

    During the exercise, the combined fleets comprising approximately 65 Indian Naval Ships, 09 Submarines and over 80 Aircrafts of different types, are put through complex maritime operational scenarios to validate and refine the Navy’s Concept of Operations including forward deployed sustenance and interoperability with other Services.

    TROPEX 25 is witnessing participation of platforms like indigenous aircraft carrier Vikrant, state-of-the-art Visakhapatnam and Kolkata Class destroyers, Kalvari Class submarines and aircraft fleet comprising MiG 29K, P8I, HALE Sea Guardian and MH-60R helicopters.

    Towards enhancing synergy and jointness amongst the Services, IA, IAF and Indian Coast Guard have also been integrated into the exercise, with participation of Sukhoi-30, Jaguar, C-130, Flight Refueller, AWACS aircraft, an Infantry Brigade with over 600 troops, and more than 10 ICG ships and aircraft.

    Having grown in scope and complexity over the years, TROPEX 25 Is a step forward in coordinated planning, precise targeting, combat effectiveness and credible joint operations in a dynamic environment, towards safeguarding India’s national maritime interests, Anytime, Anywhere, Anyhow.

    Union Minister for Civil Aviation Sh. Ram Mohan Naidu chaired a high-level meeting to review and advance aircraft component manufacturing in the country today. The meeting was attended by senior officials, including Secretary Sh. V. Vualnam, AAI Chairman Sh. Vipin Kumar, DGCA Director General Sh. Faiz Ahmed and representatives from industry associations, OEMs, MROs, research institutes and various government departments. The discussions centered on strengthening domestic production and enhancing India’s global competitiveness in the field of aircraft component manufacturing.

    Fueled by strategic alliances with leading global aerospace firms and the growing demand for air travel, India’s aircraft component manufacturing sector is experiencing significant growth. Major international OEMs are progressively sourcing components from India, underscoring the exceptional quality and dependability of our domestic industry.

    The Union Minister while chairing the meeting stated, “Inspired by the Prime Minister’s vision for Make in India and Atmanirbhar Bharat in the aerospace sector, I can confidently state that we are already at a respectable position in the global civil aviation arena but our ambition now is to be in the lead.     Union Civil Aviation Minister Shri Kinjarapu Rammohan Naidu met Union Agriculture & Farmers’ Welfare Minister Shri Shivraj Singh Chouhan at Krishi Bhawan, New Delhi today and discussed the problems being faced by red chilly farmers in Andhra Pradesh. During the meeting Senior officers from the Ministry of Agriculture were also present. Later, speaking to the media Shri Rammohan Naidu said the Government of Andhra Pradesh is planning to procure red chilies and he urged the Union Agriculture Minister to provide financial support to the state government under various schemes. Stating that Shri Shivraj Singh Chouhan responded positively to the request of Andhra Pradesh Government.

    Shri Rammohan Naidu said he had handed over a letter from Chief Minister of Andhra Pradesh Shri Chandrababu Naidu explaining the problems of red chilli farmers to Shri Shivraj Singh Chouhan.

    Frontex has signed a new 184-million-euro framework contract for long-range drones, under which it has renewed a contract with Airbus to operate Heron 1 (from Israeli defence contractor IAI) in the Mediterranean. Bids under the tender were ranked. The company Leonardo also succeeded in the tender; in December, both bidders were invited to Frontex for a signing ceremony.

  • MIL-OSI USA: ICE Homeland Security Investigations supports seizure of Venezuelan aircraft involved in violations of US export control and sanctions laws

    WASHINGTON — U.S. Immigration and Customs Enforcement’s Homeland Security Investigations played a key role, alongside the Department of Commerce’s Bureau of Industry and Security and other partners, in an announcement Feb. 6 by the Justice Department that Dominican Republic authorities, working in coordination with U.S. federal law enforcement and based on violations of U.S. export control and sanctions laws, seized a Dassault Falcon 2000EX aircraft used by Petroleos de Venezuela, S.A., the sanctioned Venezuelan state-owned oil and natural gas company.

    “This seizure demonstrates HSI’s unwavering commitment to enforcing U.S. export control and sanctions laws around the globe,” said ICE Homeland Security Investigations Santo Domingo Country Attaché Edwin F. Lopez. “By working closely with our partners in the Dominican Republic and across the U.S. government, we successfully prevented the violation of U.S. laws designed to protect national security and foreign policy interests. HSI will continue to collaborate with domestic and international law enforcement partners to ensure accountability and uphold the rule of law.”

    The Bureau of Industry and Security Miami Field Office is investigating the case with assistance from ICE HSI Santo Domingo.

    The Justice Department previously announced in September 2024 the seizure of a Dassault Falcon 900EX aircraft in the Dominican Republic that was owned and operated for the benefit of Nicolás Maduro Moros and persons affiliated with him in Venezuela.

    “The seizure of the Dassault Falcon 2000EX aircraft provides yet another example of this office’s commitment to enforcing America’s export control laws against Venezuelan-owned PdVSA and other sanctioned entities,” said Southern District of Florida U.S. Attorney Hayden O’Byrne. “Asset forfeiture is a powerful law enforcement tool, which we will continue to use aggressively to deter, disrupt, and otherwise combat criminal activity.”

    “The use of American-made parts to service and maintain aircraft operated by sanctioned entities like PdVSA is intolerable,” said Devin DeBacker, head of the Department of Justice’s National Security Division. “The Justice Department, along with its federal law enforcement partners, will continue to safeguard our national security by identifying, disrupting, and dismantling schemes aimed at procuring American goods in violation of our sanctions and export control laws.”

    “Today’s announcement — the seizure of a sanctioned aircraft used by the Maduro regime — clearly shows that sanctions and export control laws have teeth,” said Acting Assistant Secretary for Export Enforcement Kevin J. Kurland of the Department of Commerce Bureau of Industry and Security. “BIS will continue to aggressively investigate and hold accountable those who violate our regulations.”

    According to the U.S. investigation, in July 2017, PdVSA purchased the Dassault Falcon 2000EX aircraft from the United States and exported it to Venezuela, where it was registered under tail number YV-3360. Following the imposition of sanctions on PdVSA and identification of the Dassault Falcon 2000EX aircraft as blocked property of PdVSA, the aircraft was serviced and maintained on multiple occasions using parts from the United States. The servicing

    included a brake assembly, electronic flight displays, and flight management computers — all in violation of U.S. export control and sanctions laws.

    President Trump issued Executive Order 13884 in August 2019, which, among other things, prohibits U.S. persons from engaging in transactions with persons who have acted or purported to act directly or indirectly for or on behalf of PdVSA. Pursuant to the EO, on Jan. 21, 2020, the Treasury Department’s Office of Foreign Assets Control identified 15 aircraft as blocked property under U.S. law, which generally prohibits transactions by U.S. persons within (or transiting) the United States that involve any property or interests in blocked property.

    According to a public statement issued by the Office of Foreign Assets Control, since at least January 2019, the Dassault Falcon 2000EX aircraft has transported Venezuelan Oil Minister Manuel Salvador Quevedo Fernandez, who is also sanctioned by the U.S. government, to an Organization of the Petroleum Exporting Countries meeting in the United Arab Emirates and has been used to transport senior members of the Maduro regime in a continuation of the regime’s misappropriation of PdVSA assets.

    The Justice Department’s Office of International Affairs and ICE HSI El Dorado Task Force Miami provided significant assistance.

    Assistant U.S. Attorneys Jorge Delgado and Joshua Paster for the Southern District of Florida and Trial Attorney Ahmed Almudallal of the National Security Division’s Counterintelligence and Export Control Section are handling the matter. Assistant U.S. Attorneys Jonathan D. Stratton and Ajay J. Alexander for the Southern District of Florida also assisted.

    The burden to prove forfeitability in a forfeiture proceeding is upon the government.

  • MIL-OSI Security: Newton Man Arrested for Abusive Sexual Contact of Minor Aboard Flight to Boston

    BOSTON – A Newton man has been arrested and charged for allegedly making repeated sexual contact with a 17-year-old female passenger (minor victim) seated directly in front of him onboard a flight from Puerto Rico to Boston in August 2024.

    Jonathan Alan Lefman, 46, is charged with one count of abusive sexual contact while in the special aircraft jurisdiction of the United States. Lefman was arrested today and will make an initial appearance in federal court in Boston at 2:30 p.m. today.

    According to the charging documents, on Aug. 30, 2024, Lefman was a passenger onboard a JetBlue flight flying from San Juan, Puerto Rico to Boston with his wife and four children. On multiple occasions during the flight and while on the ground waiting to deplane in Boston, Lefman allegedly engaged in abusive sexual contact with the minor victim. Specifically, it is alleged that Lefman intentionally worked his hand in between and through the area between the back and bottom of the seat directly in front of him, where the minor victim was seated, and touched the minor victim’s buttocks without her permission. On at least one occasion when he did so, the minor victim saw his reflection leaning between the seats in the seatback monitor in front of her. On the last occasion when he allegedly touched or attempted to touch her buttocks, the minor victim was able to use her cell phone camera to take a video of Lefman’s fingers protruding between the back and bottom of the minor victim’s seat. According to court documents, after she exited the aircraft, while still on the jet bridge, the minor victim took a video of Lefman as he got off the aircraft.

    It is alleged that, after deplaning, the minor victim’s adult female family member who had been traveling in a different row reported Lefman’s alleged conduct to a JetBlue supervisor and confronted Lefman, showing the video of his fingers to support her statement.

    The charge of abusive sexual contact while in the special aircraft jurisdiction of the United States provides for a sentence of up to two years in prison, one year of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    United States Attorney Leah B. Foley; Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division; and Colonel Geoffrey D. Noble, Superintendent of the Massachusetts State Police made the announcement today. Valuable assistance was provided by Boston Police Department. Assistant U.S. Attorney Elianna J. Nuzum of the Criminal Division is prosecuting the case.

    The details contained in the charging documents are allegations. The defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

    I’d like to go back to my concerns about the nomination of Russ Vought to be the head of the Office of Management and Budget, because that’s an office that determines the services that millions of families and small businesses rely on. 

    And yet, he supported unilaterally taking away those services and help for more than 2,600 federal programs that were ordered to cease activities with less than 24 hours notice. 

    And in every state in the country, we heard confusion and panic and chaos. 

    Since then, I’ve heard from thousands of Granite Staters who are worried about what those cuts mean for them and their families. 

    I’ve heard from health care providers, from our community health centers, from our nonprofits, from our police departments, from so many people who provide services to the state of New Hampshire. 

    And it’s now been more than a week, and despite not one but two federal judges ordering the Trump Administration to stop holding up funds, we are still hearing reports of frozen payment systems and missed reimbursements. 

    Now, I know my Republican colleagues are hearing those concerns too. 

    But despite this outpouring, we’re still here today contemplating confirming Russell Vought, the architect of this reckless, unprecedented and misguided policy. 

    He was directly involved in drafting the memo that OMB sent out that started all of this last Monday. 

    That memo was so extreme that it provoked concern and outrage from both sides of the aisle about the breadth of payments that were being halted. 

    Russ Vought then had to walk back parts of the memo that he’d worked on just the day before. 

    And all of this happened, and he wasn’t even a confirmed nominee. 

    So, I’m very worried about what he’s going to do if he actually gets confirmed for this job. 

    We know that what we saw last week was just a short preview of what he plans to do. 

    And the justification that we’ve heard since that memo is that that memo wasn’t meant to cut off funding to all of the programs that saw their funding halted. 

    It wasn’t meant to stop Medicaid in every state or to shut down HUD’s system of rental assistance or homelessness funding. 

    But I’ll tell you, if that’s your defense, that just means that OMB sent a memo that was so poorly drafted that agencies across the federal government thought it required them to cut off all these programs that people and towns depend on. 

    So, either the OMB under Russell Vought’s direction, deliberately stopped funding for 2,600 programs for water and sewer projects, for housing, for meals for seniors, or they were so incompetent, that without meaning to, they sent a memo to the whole federal government that had that effect. 

    Well, regardless of which answer it is, I think the person who’s behind that, Russ Vought, the man leading that effort, should not be running the Office of Management and Budget that determines how funding goes out in the federal government. 

    And I think this is especially true because there’s no question that Russ Vought and President Trump intend to take away some of the funding that Congress has provided on a bipartisan basis to help families in New Hampshire and around the country save money on things like their energy bills, to help address pollution like PFAS. 

    And I would just remind folks that we passed the Bipartisan Infrastructure Law on a strong bipartisan vote—19 Republican senators voted with the Democrats to invest in our communities.  

    We worked shoulder to shoulder, Republicans and Democrats, to prioritize things like energy efficiency, water infrastructure, funding that this administration says it’s looking at cutting off, even though communities are depending on it. 

    Well, I plan to continue to stand up and defend funding that Congress provides to make necessary investments in all of our communities, and I hope my Republican colleagues will do the same. 

    And then this past weekend, we learned that Elon Musk, the world’s richest man, who’s never been elected, along with unelected, unconfirmed DOGE employees, the DOGE boys we call them, now have access to the payment system at the Treasury Department. 

    That is a system that processes more than $5 trillion worth of payments every year. 

    That’s everything from tax refunds and Social Security checks to reimbursing towns for work that they’re doing on sewers or roads. 

    They have access to Social Security numbers, to health information, and to so much more. 

    This is a system that the vast majority of people working at Treasury can’t access, and they shouldn’t be able to, because this is private information. 

    You may have heard that Treasury only gave “read only”, I say that in quotes, “read only” access.

    But if that’s the case, why is Elon Musk talking about using this access to stop payments to a charity that helps seniors with housing? 

    What’s he doing in the Treasury records anyway? 

    Why does he need that information? 

    This week, we’re hearing confirmation that Musk’s team didn’t just have “read access”. 

    In fact, they had administrator level access, giving them the ability to make changes to this payment system. 

    One specific Treasury employee refuted Treasury leadership’s denial that they gave a DOGE staffer “write access”, that’s the ability to change the code and to change the checks that get sent out by Treasury. 

    The employee said, and I quote, “I am looking at his access right now, and it has the Deputy Assistant Commissioner instructing the team to disregard all previous instructions and assign him,” the DOGE person, “read/write privileges for the database,” so he can change what’s in that database. 

    That doesn’t sound like “read only” access to me. 

    I think it’s unacceptable for an unelected billionaire to be taking over the payments system that our government relies on, that millions of Americans rely on, and trying to stop those payments. 

    Now, fortunately, the original OMB memo was rescinded. 

    But this fight is not over. 

    Instead, this access to the Treasury’s payment system could be the next front in stopping funds going out to the American people. 

    We can, and we do, intend to continue to push back on these illegal actions to stop funding that’s required by law. 

    And despite knowing better, Russell Vought has never shied away from his belief that the executive branch can disregard the law and override spending decisions that are made by Congress.

    He clearly believes that this administration should be above the law and should be able to take away funding that helps millions of Americans. 

    Russ Vought is the architect of Project 2025. 

    That proposed a budget that would cut Medicaid, just Medicaid, by $2.1 trillion over ten years.

     It would slash SNAP, the food program, by $400 billion. 

    We have people in New Hampshire who count on the SNAP program in order to be able to feed their kids. 

    His proposal would cut funding that helps low-income Americans go to college by more than $250 billion.

    It would eliminate the Affordable Care Act tax credits that help millions of Americans afford health care. 

    These are not cuts that lower costs. 

    These are not cuts that create jobs. 

    These are not cuts that enhance public safety and make it easier for people to afford their rent and their groceries. 

    It’s beyond ridiculous that anyone could propose these cuts with a straight face while also supporting trillions of dollars in tax breaks for the wealthiest individuals and corporations in this country. 

    You know, I’m not one to claim that the federal government can’t be run more efficiently. 

    I think we can always do everything better. 

    And it’s important to all Americans to make sure that our government runs effectively and efficiently, but indiscriminately freezing hiring across the board, pushing out thousands of civil servants, makes that problem worse, not better. 

    And last week, more than 2 million federal employees received emails offering to pay their salaries for the rest of the fiscal year in exchange for resigning now. 

    I mean, that in and of itself is questionable because this Congress hasn’t appropriated dollars to pay those employees. 

    And why would somebody who wants to improve effectiveness and efficiency in government, pay people to go home and not work? And that’s what this email said. 

    At the time, it included hundreds of thousands of individuals working in critical national security roles and included, for example, every single air traffic controller in the country, just days before we tragically saw the worst aviation incident in nearly 30 years. 

    Now, they’ve since walked that offer back, stating that it should not apply to employees who are critical to national security. 

    But, like the claim of the funding freeze, they say that that was always their intent, they must have made a mistake, but I’m not sure which option is worse. 

    That while we’re short more than 3,500 air traffic controllers, Russell Vought really wanted to pay the ones we do have not to work, or that he blasted out an irresponsible, reckless, non-targeted effort that could have had devastating consequences for critical positions without taking the time to think it through. 

    What’s more, they tried to convince us this offer will save money, making it clear that even if we lose thousands of key employees with no plans to replace them, we’ll be better off. 

    Well, tell that to the people in New Hampshire who are trying to get answers on their Social Security or their income tax checks. 

    Tell that to the students who need help with their FAFSA form so that they can apply and get help to go to college. 

    Vought has relentlessly attacked the millions of career civil servants who show up every day, no matter who’s in power, to keep the lights on and the wheels turning. 

    Some of these people have served our country for 30, 40, even 50 years through countless presidents and Congresses. 

    We’re not talking about political appointees here, we’re talking about the people who write the checks at the Social Security Administration, about the caseworkers at the Department of Housing and Urban Development who make sure that people have roofs over their heads and food to eat. 

    We’re talking about doctors and therapists at VA hospitals who work around the clock to provide lifesaving care and benefits to the veterans who have sacrificed so much for our country, program operators at the Small Business Administration who helps entrepreneurs get loans. 

    They’re the forest rangers who show up in all weather conditions in the White Mountain Forest in New Hampshire to ensure there is safe and enjoyable recreation opportunities for hundreds of millions of visitors to our national parks and forests.

    And speaking of the weather, they’re the meteorologists at the National Weather Service, the people we rely on to prepare for hazardous storms. 

    These employees contribute to the maintenance of nuclear submarines, which is an essential tenet of our national security, a crucial part of our capability to deter major conflicts. 

    And any impact to our shipyards, we have the Portsmouth Naval Shipyard between New Hampshire and Maine that does maintenance on our nuclear submarines, any impact to that workforce will strain our shipbuilding industrial base that’s already saturated with demand to meet the requirements of our Navy.

    So, why did they get an email giving those employees the option to resign? 

    This administration has said repeatedly that it wants to “restore the warrior ethos” at the Pentagon. 

    But if Russell Vought gets his way, there isn’t going to be anybody left at the Pentagon. 

    And now we’re hearing that Elon Musk’s team is plugging in to our air traffic control system. 

    The National Air Traffic Controllers Association has repeatedly asked for what they need: more funding, targeted investments and workforce development, shorter hours and upgraded technology. 

    We need to get to work in this Senate, in this Congress, on legislation that addresses these issues. 

    But handing the keys to the nation’s air traffic control system over to an unelected, inexperienced billionaire who cuts first and asks questions later, isn’t the solution. 

    Now, Russell Vought will tell you over and over again that government doesn’t work. 

    But he says this at the same time that he’s doing everything in his power to break it with zero regard for how that’s going to hurt you and your family. 

    And this week, we’ve seen and we’ve heard more horrifying parts of Russell Vought’s agenda. 

    He’s teaming up with Elon Musk. 

    And last year, for the first time, thanks to PEPFAR, more than half of new HIV infections were outside of Sub-Saharan Africa. 

    One of the most successful health programs ever in U.S. history, put in by George W. Bush.

    And one of the only things that has stood between Americans and so many of the diseases that come from overseas is USAID. 

    Now, I was listening to the prayer breakfast this morning, and I heard President Trump talking about his admiration for Billy Graham, for Franklin Graham, for the good work that they do. 

    Then a few minutes later, I heard the morning news, and I heard them talking about what’s happening in Sudan, where we have a famine and millions of people desperate because of the conflict there and what’s happening.

    And the news report said, if we don’t get our foreign assistance turned back on to help the Sudanese, eight million people are going to starve to death in the coming months. 

    I can’t imagine that Billy Graham or Franklin Graham support the idea of eight million Sudanese dying, because we’ve turned off the foreign assistance that we provided because Elon Musk doesn’t like the United States Agency for International Development. 

    I think Billy Graham and Franklin Graham, Billy Graham, when he was alive, and his son Franklin would say, these are also God’s children and it’s important for us to support people around the world who are dying. 

    And you know, it’s not just those kinds of situations like we have in Sudan. 

    We have significant diseases that are breaking out in parts of the world, and we don’t have people on the ground to make sure that the people who—the outbreak of Ebola that’s happening in Africa, some of us remember in 2014 when about what came to the United States—we don’t have any aid workers anymore because under Elon Musk’s order, they’ve shut down those programs. 

    They’re bringing those people home, so there’s nobody there to make sure that that Ebola outbreak doesn’t go across borders and doesn’t wind up in the United States. 

    There’s a Marburg outbreak, another hemorrhagic disease that’s happening in Africa. 

    It has a 90% mortality rate, and right now, we have no real treatment and no vaccination for the Marburg virus. 

    And yet again, we’ve taken our teams of people who help in-country to treat the Marburg virus and we’ve taken them home. 

    We’ve said, “go ahead cross whatever country lines you want. Come to the United States, because we’re not going to prevent that.” 

    And, you know, we’ve got a bird flu epidemic now. 

    You may have heard there’s a new strain that’s just been discovered in cows in Nevada. 

    We’ve had, about 70 people who have been infected with bird flu. 

    We’ve had somebody die from that. 

    We used to monitor bird flu outbreaks around the world, but under this shutdown of USAID and its programs, we’re not monitoring bird flu anymore. 

    So, that bird flu can come to the United States? 

    We don’t know. 

    Nobody seems to care in the Trump Administration if that happens. 

    These things don’t just happen overseas. 

    They affect us here in America. 

    It’s in our interest to ensure that these efforts that help with diseases, that help prevent Vladimir Putin and Russia from its nefarious activities in Europe, in Moldova, in Romania, in Ukraine—that’s also happened the aid to help Ukraine in this war against Russia.

    That’s all been cut off. 

    That doesn’t make America safer. 

    That doesn’t make us stronger.

    That doesn’t make us more prosperous. 

    I hope my colleagues will stand against Russell Vought, who has been the architect of so much of this carnage. 

    Sadly, I don’t think my colleagues on the other side of the aisle will do that. 

    And I hope that we can reverse some of this, harm that’s been done to so many people around the world that is going to come home to roost in America if we don’t address it. 

    So, Mr. President, I have taken all of my time.

    (NEW HAVEN, CT) – Ahead of National Pizza Day, which is celebrated this year on Sunday, February 9, Governor Ned Lamont, state and local officials, and dozens of small business owners from across Connecticut announced a bold set of new initiatives the state is taking to celebrate its world-famous pizza culture, including through a series of high-profile events and activations that blend food, fashion, and pop culture.

    “Connecticut pizza isn’t just food, it’s a way of life,” Governor Lamont said. “From New Haven to Hartford to Mystic, our pizza culture is unmatched, and these initiatives will make sure the whole world knows it. This isn’t just about great sauce and slices – it’s about the stories, traditions, and rivalries that have made Connecticut the beating heart of America’s pizza culture.”

    Leading the charge is the launch of The Pizza Capital Trail, a statewide collection of Connecticut’s top pizzerias as determined by public voting and a panel of food experts. Other highlights include an interactive pizza-inspired art installation, a fashion collaboration featuring custom Air Jordan 1’s, and a record-setting pizza party aiming to claim a spot in the Guinness World Records.

    “Connecticut pizza isn’t just something you eat – it’s something you argue about, obsess over, and defend like your sibling or favorite sports team,” Anthony Anthony, Connecticut’s chief marketing officer said. “We’ve always known we’re the Pizza Capital of the United States, but now we’re proving it in ways that go beyond the food – through art, fashion, and experiences that celebrate the passion baked into every slice.”

    A newly released report from the Office of Comptroller Sean Scanlon finds that there are 1,376 pizza restaurants in Connecticut, with New Haven leading the way with 63 pizza establishments. The report also notes Connecticut leads national rankings when it comes to pizzerias per capita and locally-owned establishments.

    Key initiatives unveiled

    The Pizza Capital Trail: Connecticut is preparing to launch The Pizza Capital Trail, which celebrates the state’s top pizzerias. Beginning March 14, 2025, (Pi Day!) the public and a panel of experts will able to vote on the best pizzerias in the state. Voting will be open daily and will close on May 1. The trail will be unveiled in late September, prior to National Pizza Month. Fans will soon be able to cast their votes online by visiting PizzaCapitalTrail.com.

    “The Pizza State” Art Installation: An interactive nine-foot by six-foot fine art piece designed by Michael Pollack of New Haven Pizza Club (NHVPC), made entirely from Connecticut highway signs. It will be displayed at New Haven Pizza Club inside of District (470 James Street, New Haven) for the month of February for visitors to sign and share their favorite pizza spot in Connecticut. It will then be permanently moved for display at Tweed New Haven Airport, which will be seen by more than 1.5 million travelers this year.

  • MIL-OSI United Nations: DR Congo: Rights chief warns crisis could worsen, without international action

    UN human rights chief Volker Türk on Friday expressed profound concerns at the ongoing violent escalation in eastern Democratic Republic of the Congo (DRC) caused by the ongoing Rwanda-backed M23 offensiveIf nothing is done, the worst may be yet to come, for the people of the eastern DRC, but also beyond the country’s borders,” he told a Special Session of the Human Rights Council in Geneva.

    Since 26 January, nearly 3,000 people have been killed and 2,880 injured in attacks by the M23 and their allies “with heavy weapons used in populated areas, and intense fighting against the armed forces of the DRC and their allies”, the High Commissioner said, as UN Member States weighed setting up a fact-finding mission to investigate extreme rights violations still being committed in the DRC provinces of North Kivu and South Kivu.

    Hostilities have continued unabated in this mineral-rich region that has been unstable for decades amid a proliferation of armed groups, forcing hundreds of thousands to flee their homes. Fighting escalated in late January when majority-Tutsi M23 fighters seized control of parts of North Kivu, including areas near Goma, and advanced towards South Kivu and the eastern DRC’s second city of Bukavu.

    A draft resolution circulated before the Special Session – the 37th since the Council was created in 2006 – also condemned Rwanda’s military support of the M23 armed group and called for both Rwanda and M23 to halt their advance and to allow lifesaving humanitarian access immediately.

    Hospitals targeted

    Addressing the emergency session, Mr. Türk noted that two hospitals in Goma had been bombed on 27 January, killing and injuring multiple patients, including women and children.

    In a mass prison break at Muzenze Prison in Goma on the same day, at least 165 female inmates were reportedly raped and most were later killed in a fire under suspicious circumstances, he said, citing the authorities.

    “I am horrified by the spread of sexual violence, which has been an appalling feature of this conflict for a long time. This is likely to worsen in the current circumstances,” the UN rights chief continued, adding that UN staff were now verifying multiple allegations of rape, gang rape and sexual slavery in eastern DRC’s conflict zones.

    MONUSCO role

    Echoing those concerns, Bintou Keita, Special Representative of the Secretary-General in the DRC and chief of UN peacekeeping mission (MONUSCO) told the Council that dead bodies still lie in the streets of Goma, which M23 fighters now control. The situation is “catastrophic”, she continued.

    While I am speaking, youth are being subjected to forced recruitments and human rights defenders, civil society actors and journalists have also become a major population at risk. MONUSCO continues to receive requests for individual protection from them as well as from judicial authorities under threat and at risk of reprisals from M23 in areas under its control.”

    She issued a stark warning on the health risks linked to ongoing fighting, “especially the resurgence of cholera and the high risk of mpox, the sudden interruption of children’s schooling, and the rise of conflict-related sexual violence and gender-based violence”.

    According to latest reports, medical personnel face electricity cuts and lack fuel for their generators for basic services, including morgues, Ms. Keita continued. “I again call on international community to advocate for humanitarian assistance to reach Goma immediately.”

    Countries respond

    In response to the ongoing crisis, DRC’s Minister of Communications and Media, Patrick Muyaya Katembwe, spoke out against the continued logistical, military and financial support of countries including Rwanda “to armed groups operating on our territory”.

    The minister maintained that Rwanda’s support for the M23 had fuelled the violence in eastern DRC “for more than 30 years, exacerbating the war for reasons linked to the exploitation of the strategic mining resources of the Democratic Republic of Congo”.

    Dismissing that claim, Ambassador James Ngango of Rwanda to the UN in Geneva, insisted that a large-scale attack against Rwanda was “imminent”.

    He accused the “Kinshasa-backed coalition” of stockpiling a large number of weapons and military equipment near Rwanda’s border, mostly in or around Goma airport.

    “These weapons include rockets, kamikaze drones, heavy artillery guns capable of shooting precisely within the Rwandan territory. The weapons were not turned at the theatre of operations against the M23, rather they were pointed directly at Rwanda,” he said.

    ‘We are all implicated’

    Highlighting the need for international efforts to end the long-running conflict, Mr. Türk called for greater understanding of the political and economic background.

    The population in the eastern DRC is suffering terribly, while many of the products we consume or use, such as mobile phones, are created using minerals from the east of the country. We are all implicated.”

  • MIL-OSI Global: Map wars in the Middle East: How cartographers charted and helped shape a regional conflict

    Maps are ubiquitous – on phones, in-flight and car displays, and in textbooks the world over. While some maps delineate and name territories and boundaries, others show different voting blocs in elections, and GPS devices help drivers navigate to their destination.

    But no matter the purpose, all maps have something in common: They are political. Making maps is about making decisions about what to omit and what to include. They are subject to selection, classification, abstractions and simplifications. And studying the choices that go into maps, as I do, can reveal different stories about land and the people who claim it as theirs.

    Nowhere is this more true than in the contested regions that today include modern-day Israel and the Palestinian territories. Since the establishment of the state of Israel in 1948, different governmental and nongovernmental organizations and political interest groups have engaged in what can best be described as “map wars.”

    Maps of the region use the naming of places, the position of borders and the inclusion or omission of certain territories to present contrasting geopolitical visions. To this day, Israel or the Palestinian territories may fall off some maps, depending on the politics of their makers.

    This is not exclusive to the Middle East – “map wars” are underway across the globe. Some of the more well-known examples include disputes between Ukraine and Russia, Taiwan and China, and India and China. All are engaged in controversies over the territorial integrity of nation-states.

    A short history of maps

    Traditionally, maps have been used to represent cosmologies, cultures and belief systems. By the 17th century, maps that represented spatial relations within a given territory beaome important to the making of nation-states. Such official maps helped annex territories and determine property rights. Indeed, to map a territory meant to know and control it.

    More recently, the tools for making maps have become more broadly accessible. Anyone with a computer and internet access can now make and share “alternative maps” that present different visions of a territory and make varied geopolitical claims.

    And maps produced in a conflict region, such as Israel and the Palestinian territories, tell a rich story about the relationship between mapmaking and politics.

    Mapping the Middle East

    During the British Mandate of Palestine from 1917 to 1947, British surveyors mapped the territories to exercise their control over the land and its people. It was an attempt to supersede the more informal Ottoman land claims of the time.

    By the founding of Israel in 1948, only about 20% of the total area of what is known as historic Palestine had been mapped – a fact that has fueled land disputes to this day. The British mapping efforts and their omissions enabled the newly established state of Israel to declare most of the territories as state land, thereby delegitimizing Palestinian land claims.

    Maps also helped build the Israeli state. Surveyors and planners mapped the land to allocate land rights, and they helped build the state’s infrastructure, including roads and railroads.

    But maps also helped create a sense of nationhood. Maps representing a nation’s shape by delineating its national borders are known as “logo” maps. They can enhance feelings of national unity and a sense of national belonging.

    Once established, the Israeli state remade the maps of the region. An Israeli Governmental Names Commission came up with Hebrew names to replace formerly Arab and Christian names for different towns and villages on the official map of Israel. At the same time, formerly Palestinian topographies and places were omitted from the map.

    Some Palestinian mapmakers, however, continue to make maps that include Palestinian named sites and depict pre-1948 historic Palestine – an area that stretches from River Jordan in the east to the Mediterranean Sea in the west. Such maps are used to advocate for Palestinians’ right to land and foster a sense of national belonging.

    At the same time, Palestinian cartographers who work with the Palestinian Authority – the government body that administers partial civil control over Palestinian enclaves in the West Bank – make official maps of the West Bank and Gaza in the hope of establishing a future state of Palestine. They align their maps with United Nations efforts to map the territories according to international law by demarking the West Bank and Gaza as separate from and as occupied by Israel.

    After the 1967 war between Israel and its Arab neighbors, Israel occupied the West Bank and Gaza. As a result, map wars intensified, especially between different fractions within Israel. The left-wing “peace camp,” which was dedicated to territorial compromises with the Palestinians, was pitted against an Israeli right wing committed to reclaiming the “Promised Land” for ensuring Israeli security.

    Such incompatible geopolitical visions continue to be reflected in the maps produced. “Peace camp” maps adhere to the delineation of the territories according to international law. For example, they include the Green Line – the internationally recognized armistice line between the West Bank and Israel. Official maps produced by the Israeli government, by contrast, stopped delineating the Green Line after 1967.

    Broader and border disputes

    Not only have different interest groups and political actors used maps of the region to put forth competing geopolitical claims, but maps have also played a central role in sporadic efforts to establish peace in the region.

    The 1993 Oslo Accords, for example, relied on maps to provide the framework for Palestinian self-rule in return for security for Israel. The aim was that after a five-year interim period, a permanent peace settlement would be negotiated based on the borders laid out in these maps.

    Consequently, Palestinian planners and surveyors mapped the territory allocated to a future state of Palestine. With the Oslo Accords promising only a future state – but with its borders and level of sovereignty still uncertain – Palestinian experts nevertheless continue to prepare for governing the territories by mapping them.

    The Oslo maps are used to this day to delineate geopolitical visions of Israel and a future state of Palestine that are based on international law. But for many Israelis, the Oslo vision of a two-state solution has died – the attack by Hamas, the Palestinian nationalist political organization that governs Gaza, on Israel on Oct. 7, 2023, was its last blow.

    The subsequent war between Israel and Hamas, currently subject to a cease-fire, has from the outset involved maps.

    In December 2023, the Israeli military posted an online “evacuation map” that divided the Gaza Strip into 623 zones. Palestinians could go online – provided they have access to electricity and internet in a territory plagued by blackouts – to find out whether their neighborhood was called upon to evacuate. Israeli military commanders used this map to decide where to launch airstrikes and conduct ground maneuvers.

    But the map served a political aim, too: to convince a skeptical world that Israel was taking care to protect civilians. Regardless, its introduction caused confusion and fear among Palestinians.

    Charting a way forward

    Maps aren’t just for making sense of the past and present – they help people imagine the future, too. And different maps can reveal conflicting geopolitical visions.

    In January 2024, for example, various Israeli right-wing and settler organizations organized the Conference for the Victory of Israel. The aim was to plan for resettling Gaza and increase Jewish settlements in the West Bank. Speakers advocated for transferring Palestinians from the Strip to the Sinai through “voluntary emigration.” With Jewish settlers planning for the return to Gaza, and speakers citing both the Bible and Israeli security for justifications, an oversized map showed the location of proposed Jewish settlements.

    Similarly, the Israeli Movement for Settlement in Southern Lebanon has published maps of planned Jewish settlements in Southern Lebanon.

    Such maps reveal the desire by some in Israel for a “Greater Israel” – an area described in 1904 by Theodor Herzl, considered the father of modern-day Zionism, as spanning from the brook of Egypt to the Euphrates.

    Unsurprisingly, Palestinians make different maps for envisioning the future. Palestine Emerging – a Palestinian and international initiative that brings together various experts, organizations, and funders – uses maps that connect Gaza to the West Bank and the wider region.

    Their aim is to transform Gaza into a commercial hub for trade, tourism and innovation and to integrate it into the global economy. Accordingly, maps of urban projects, airports and seaports overlay the cartographic contours of Gaza; and a Gaza-West Bank corridor, which would be sealed for Israeli security, could connect the two geographically separate Palestinian territories.

    Such maps reflect the efforts by Palestinian stakeholders to continue surveying the territories that, since the Oslo Accords, were to make up the future state of Palestine.

    A new era of expansionist geopolitics

    With the current U.S. administration more aligned with right-wing Israeli policies, maps of Greater Israel may guide what Hagit Ofran from Peace Now calls the beginning of a new “Greater Israel” policy period.

    In a novel twist, U.S. President Donald Trump on Feb. 4, 2025, floated a plan for the U.S. to “take over” Gaza, moving its current inhabitants out and turning the enclave into “”the Riviera of the Middle East.”

    Such a move would amount to another attempt to remake borders across the Middle East. It would not, however, end the “map wars” in Israel/Palestine.

    Individual parts from retired fighter jets have been ground down and 3D printed into new components suitable for the UK’s next generation of military aircraft – a first of its kind initiative for the Royal Air Force.

    The innovative recycling project has seen parts from old Tornado aircraft turned into powered metal and used to 3D print new components suitable for Tempest jets. This is a great example of UK-developed technology of the future, and demonstrates UK defence industry as an engine for growth and a key part of the Government’s Plan for Change.

    The development could save taxpayer money, reduce the UK’s reliance on global supply chains of critical and high value metals and produce components that are lighter, stronger, and longer lasting than those made through traditional forging techniques.

    Many of the Ministry of Defence’s surplus assets contain strategic metals, including high quality steel, aluminium, and titanium, and the Tornado 2 Tempest project team have been identifying whether some of these components could be atomised into powders – known as “feedstock” – for additive manufacturing to make new parts.

    Tornado parts containing titanium, including jet engine compressor blades from a low-pressure air compressor, were selected. They were cleaned, successfully atomised and recycled into a 3D printed nose cone and compressor blades by Additive Manufacturing Solutions Limited (AMS) for Orpheus – Rolls-Royce’s small engine concept that is part of the MOD’s Future Combat Air System (FCAS) programme delivering Tempest.

    The nose cone was fitted onto an Orpheus test engine and passed suitability and safety checks – demonstrating the technique has potential use in the sixth-generation jet.

    The project was led by Defence Equipment and Support’s (DE&S) Defence Recycling & Disposals Team (DRDT) in partnership with the MOD FCAS team, Rolls-Royce and AMS based in Burscough, Lancashire.

    The initiative also led to the creation of three jobs and sustained two at Small Medium-Sized Enterprise (SME), AMS. The business now expects to create 25 new jobs by offering the innovation to other suppliers.

    A team of more than 80 people participated in the project, including DRDT’s commercial graduates and Rolls-Royce graduate apprentices, combining current skills and innovative technologies to deliver and maintain future capabilities.

    Funded by UK Strategic Command’s Defence Support Organisation in relation to its Circular Economics for Defence Concept Note, the feat shows that turning old parts into new is viable and could bring huge benefits to the MOD and wider Defence, especially through increasing the accessibility of strategic metals to the UK Defence industry and suppliers.

    The MOD’s Chief of Defence Logistics and Support (CDLS) recently awarded the Tornado 2 Tempest Rolls-Royce Team a CDLS Commendation in recognition of their commitment and dedication to the delivery and improvement of support to the front line.

    The team also demonstrated a Digital Product Passport (DPP) by capturing and recording material provenance and lifecycle data. This can potentially enable more informed decisions around material allocation and protect against the use of counterfeit materials.

    Royal Air Force aviators have joined counterparts from the United States, Canada and Australia on Exercise Red Flag Nellis 25-1, considered one of the world’s toughest air combat training environments, to hone their war-fighting skills.

    RAF personnel, including Rivet Joint aircrew from 51 Squadron, Air Operations Controllers from 19 Squadron and 20 Squadron, along with eight Typhoons and a Voyager aircraft are participating in the exercise, running 27th January to 14th February at Nellis Air Force Base in Nevada, United States.

    Exercise Red Flag was established by United States Air Force in 1975, after the Vietnam War revealed the first 10 combat missions to be the most dangerous for aircrews. The first 10 missions of a modern air campaign are recreated in Red Flag to provide an invaluable experience for all participants.

    Generations of RAF aviators have attended this exercise, and it continues to evolve and reflect the threats and challenges faced on modern operations. Missions are conducted to the nearby Nevada Test and Training Range, and further to the southwest of the United States where there is integration with maritime units.

    This year’s exercise involves approximately 3,000 personnel and up to 150 aircraft over 15 different locations, conducting large force employment missions in a range of scenarios.

    The exercise is renowned for its use of ‘aggressor’ forces including simulated enemy fighter aircraft, ground-based radars and simulated surface-to-air missiles – and even cyber and space-based elements that simulate threats for each mission.

    The Tactical Command and Control team’s role is to manage and control all of those aircraft, alongside other elements and units working in the ground, maritime, cyber and space-based domains, to accomplish the mission. The scale and complexity of Exercise Red Flag Nellis cannot be replicated elsewhere, which makes it an outstanding place to build experience and reinforce a close working relationship with the United States, Australia and Canada.

    Practical quantum computers could help solve problems associated with rescheduling airline flights

    In 1981, American physicist and Nobel Laureate, Richard Feynman, gave a lecture at the Massachusetts Institute of Technology (MIT) near Boston, in which he outlined a revolutionary idea. Feynman suggested that the strange physics of quantum mechanics could be used to perform calculations.

    The field of quantum computing was born. In the 40-plus years since, it has become an intensive area of research in computer science. Despite years of frantic development, physicists have not yet built practical quantum computers that are well suited for everyday use and normal conditions (for example, many quantum computers operate at very low temperatures). Questions and uncertainties still remain about the best ways to reach this milestone.

    What exactly is quantum computing, and how close are we to seeing them enter wide use? Let’s first look at classical computing, the type of computing we rely on today, like the laptop I am using to write this piece.

    Classical computers process information using combinations of “bits”, their smallest units of data. These bits have values of either 0 or 1. Everything you do on your computer, from writing emails to browsing the web, is made possible by processing combinations of these bits in strings of zeroes and ones.

    Quantum computers, on the other hand, use quantum bits, or qubits. Unlike classical bits, qubits don’t just represent 0 or 1. Thanks to a property called quantum superposition, qubits can be in multiple states simultaneously. This means a qubit can be 0, 1, or both at the same time. This is what gives quantum computers the ability to process massive amounts of data and information simultaneously.

    Imagine being able to explore every possible solution to a problem all at once, instead of once at a time. It would allow you to navigate your way through a maze by simultaneously trying all possible paths at the same time to find the right one. Quantum computers are therefore incredibly fast at finding optimal solutions, such as identifying the shortest path, the quickest way.

    Think about the extremely complex problem of rescheduling airline flights after a delay or an unexpected incident. This happens with regularity in the real world, but the solutions applied may not be the best or optimal ones. In order to work out the optimal responses, standard computers would need to consider, one by one, all possible combinations of moving, rerouting, delaying, cancelling or grouping, flights.

    Every day there are more than 45,000 flights in the United States alone, and worldwide there are thousands of airlines connecting tens of thousands of airports. This problem would take years to solve for a classical computer.

    On the other hand, a quantum computer would be able to try all these possibilities at once and let the best configuration organically emerge. Qubits also have a physical property known as entanglement. When qubits are entangled, the state of one qubit can depend on the state of another, no matter how far apart they are.

    This is something that, again, has no counterpart in classical computing. Entanglement allows quantum computers to solve certain problems exponentially faster than traditional computers can.

    A common question is whether quantum computers will completely replace classical computers or not. The short answer is no, at least not in the foreseeable future. Quantum computers are incredibly powerful for solving specific problems – such as simulating the interactions between different molecules, finding the best solution from many options or dealing with encryption and decryption. However, they are not suited to every type of task.

    Classical computers process one calculation at a time in a linear sequence, and they follow algorithms (sets of mathematical rules for carrying out particular computing tasks) designed for use with classical bits that are either 0 or 1. This makes them extremely predictable, robust and less prone to errors than quantum machines. For everyday computing needs such as word processing or browsing the internet, classical computers will continue to play a dominant role.

    There are at least two reasons for that. The first one is practical. Building a quantum computer that can run reliable calculations is extremely difficult. The quantum world is incredibly volatile, and qubits are easily disturbed by things in their environment, such as interference from electromagnetic radiation, which makes them prone to errors.

    The second reason lies in the inherent uncertainty in dealing with qubits. Because qubits are in superposition (are neither a 0 or 1) they are not as predictable as the bits used in classical computing. Physicists therefore describe qubits and their calculations in terms of probabilities. This means that the same problem, using the same quantum algorithm, run multiple times on the same quantum computer might return a different solution each time.

    To address this uncertainty, quantum algorithms are typically run multiple times. The results are then analysed statistically to determine the most likely solution. This approach allows researchers to extract meaningful information from the inherently probabilistic quantum computations.

    From a commercial point of view, the development of quantum computing is still in its early stages, but the landscape is very diverse with lots of new companies appearing every year. It is fascinating to see that in addition to big, established companies like IBM and Google, new ones are joining, such as IQM, Pasqal and startups such as Alice and Bob. They are all working on making quantum computers more reliable, scalable and accessible.

    In the past, manufacturers have drawn attention to the number of qubits in their quantum computers, as a measure of how powerful the machine is. Manufacturers are increasingly prioritising ways to correct the errors that quantum computers are prone to. This shift is crucial for developing large-scale, fault-tolerant quantum computers, as these techniques are essential for improving their usability.

    Google’s latest quantum chip, Willow, recently demonstrated remarkable progress in this area. The more qubits Google used in Willow, the more it reduced the errors. This achievement marks a significant step towards building commercially relevant quantum computers that can revolutionise fields like medicine, energy and AI.

    After more than 40 years, quantum computing is still in its infancy, but significant progress is expected in the next decade. The probabilistic nature of these machines represents a fundamental difference between quantum and classical computing. It is what makes them fragile and hard to develop and scale.

    At the same time, it is what makes them a very powerful tool to solve optimisation problems, exploring multiple solutions at the same time, faster and more efficiently than classical computers can.

    Over the past six years, 457 km of regional and local roads leading to airports have been put into operation in the regions participating in the national project “Safe High-Quality Roads” after repair, reconstruction and construction. This was reported by Deputy Prime Minister Marat Khusnullin.

    “Currently, large-scale work is underway in the country to develop airports: new airport complexes are being built and existing ones are being reconstructed, and airfield infrastructure is being modernized. At the same time, we are bringing access roads to air harbors into compliance with regulations. Over the six years of implementing the national project “Safe High-Quality Roads”, more than 120 sections of the regional and local road network leading or included in the routes to airports have been commissioned. Their total length is 457 km. In 2025, we will continue this work thanks to the new national project “Infrastructure for Life”, – said Marat Khusnullin.

    A unified, comfortable transport system for everyone allows us to solve social problems, improve the quality of logistics and strengthen interregional ties.

    “Recently, there has been an increase in passenger traffic on domestic routes, and the national air transportation route network is growing. At the same time, the road transport infrastructure is also developing, which in combination makes travel to other regions safer and more comfortable. In 2024 alone, 21 km of routes to airports were brought up to standard under the national project “Safe High-Quality Roads”. In 2025, repair work is planned for 16 such facilities of the national project “Infrastructure for Life”, their total length will be about 44 km,” said Transport Minister Roman Starovoit.

    The development of roads to airports and transport infrastructure in general also influences the development of domestic tourism. This is another important aspect of the work to improve the quality of life of Russians.

    “Over the six years of implementation of the national project “Safe High-Quality Roads”, more than 2 thousand sections of the regional and local road network leading to unique natural complexes, architectural monuments, religious buildings, historical landmarks have been repaired, reconstructed and built. As a rule, work on such sites was carried out in a comprehensive manner: in addition to the roadway, elements of safety and road infrastructure were installed. As a result, every year travel around Russia is becoming more comfortable, and the increase in tourist flow ensures investment in the regions, contributes to the creation of new jobs, and forms new spaces for business development,” said Igor Kostyuchenko, Deputy Head of the Federal Road Agency.

    Thus, in 2024, a four-kilometer approach to the Krasnoyarsk International Airport was repaired, and in 2023, a section of the highway in the Irkutsk Region was updated – an approach to the Bratsk International Airport, the second largest air harbor in the region. The length of the section is 2.8 km.

    In 2023, the Tomsk-Airport highway leading to the Tomsk International Airport named after Nikolai Kamov was renovated in the Tomsk Region. In total, more than 8 km were repaired during the implementation of the national project. In particular, on the section from Basandayskaya Street in Tomsk to the village of Klyuchi, the road surface was renewed, public transport stops were repaired, and markings were applied. In 2020, about 0.8 km of access road to the airport terminal was built with a ring road and free parking for 226 spaces.

    In 2020, the Airport Yuzhny – Stankostroiteley Street (western bypass of Ivanovo) highway was built in the Ivanovo Region. The new 2.8 km long section connected the federal highway R-132 “Golden Ring” with the existing section of the western bypass and allowed transit transport to bypass the regional center.

    A Coast Guard Air Station Borinquen MH-60T Jayhawk helicopter aircrew conducted a medevac for a snorkeler from the motor vessel Sea Hunter in Atlantic Ocean waters, approximately 70 nautical miles north of Punta Cana, Dominican Republic, Wednesday.  The snorkeler was a 70-year-old man, U.S. citizen, who experienced a near drowning event while snorkeling off the motor vessel Sea Hunter. “This mission presented a significant challenge, as time was of the essence and required meticulous planning of fuel, communications, and extensive coordination between Sector San Juan and the Sea Hunter crew,” said Lt. William Boardman, Coast Guard MH-60T Jayhawk aircraft commander for the case.   “Our team worked efficiently on scene to ensure a safe return to Puerto Rico. The patient was successfully transferred to Emergency Medical Service personnel and transported to a higher level of care. A huge thank you to everyone involved.”

    Sacramento, CaliforniaAdding to California’s nation-leading fire safety  standards, Governor Gavin Newsom today signed an executive order to further improve community hardening and wildfire mitigation strategies to neighborhood resilience statewide.     The executive order issued by Governor Newsom does the following:

    • Directs the State Board of Forestry to accelerate its work to adopt regulations known as “Zone 0,” which will require an ember-resistant zone within 5 feet of structures located in the highest fire severity zones in the state.
    • Tasks the Office of the State Fire Marshal with releasing updated Fire Hazard Severity Zone maps for areas under local government responsibility, adding 1.4 million new acres of land into the two higher tiers of fire severity, which will update building and local planning requirements for these communities statewide.
    • Requires the Department of Forestry and Fire Protection (CAL FIRE) and the Governor’s Office of Emergency Services (Cal OES) to work with local, federal and tribal partners on improvements to the Federal resource ordering system for wildfire response.

    Science has shown that combustible material within the immediate five feet of a structure contributes the greatest risk of embers directly or indirectly igniting the home. “Zone 0” regulations under development for new and existing construction would require an ember-resistant zone within the immediate 5-feet of structures in local area Very High Fire Hazard Severity Zones in Local Responsibility Areas, and Fire Hazard Severity Zones in State Responsibility Areas.

    Zone 0 regulations would move forward this year in tandem with financial assistance and relief for homeowners, proposed in the Governor’s January Budget, and to be augmented by the California Conservation Corps supporting work in vulnerable communities and in coordination with local Fire Safe Councils. While it is anticipated that the regulations would apply to new construction upon taking effect, requirements for existing homes would likely be phased in over three years to allow homeowners to prepare and prioritize mitigations and secure financial assistance.

    Research suggests that the cost of building a home with Zone 0 mitigations already incorporated adds little to no cost to building a comparable home without those features. 

    Updating fire hazard severity areas

    To ensure future resiliency against urban firestorms, local government planners and developers will have to factor in wildfire-hardening requirements in building planning, design, and construction within nearly 2.3 million acres of land in areas where local governments are responsible for wildfire prevention and response, known as local responsibility areas.

    The release of updated Fire Hazard Severity Zones for Local Responsibility Area maps would identify new areas where new development is required to adhere to the highest standards of wildfire resilient building codes and land-use planning. These new zones and maps would add approximately 1.4 million new acres of land into the two higher tiers of fire hazard severity. Specifically, they would expand current wildfire building resiliency requirements in the High-Fire Hazard Severity Zone to approximately 1.16 million new acres, and they would expand both current wildfire building and local planning resiliency requirements in the Very High- Fire Hazard Severity Zone to approximately 247,000 new acres. 

    The release of these updated zones and maps, which are expected to be released one region at a time beginning in Northern California, would begin a 120-day clock for local government jurisdictions to adopt local ordinances incorporating the State Fire Marshal’s recommendations.

    The release of these Local Responsibility Area maps would follow last year’s release of equivalent updated zones and maps in the State Responsibility Area, and follow months of planning discussions, including consultation with insurance providers who have developed their own models to determine risk, premiums and coverage that are independent of the state’s Fire Hazard Severity Zone maps.

    Investing in wildfire prevention

    Overall, the state has more than doubled investments in wildfire prevention and landscape resilience efforts, providing more than $2.5 billion in wildfire resilience since 2020, with an additional $1.5 billion from the 2024 Climate Bond to be committed beginning this year for proactive projects that protect communities from wildfire and promote healthy natural landscapes. Of note, since 2021, the State has made strategic investments in at least 61 fuels reduction projects near the Palisades and Eaton fire perimeters through projects treated over 14,500 acres.

    The Newsom Administration has invested $2 billion to support CAL FIRE operations, a 47% increase since 2018, which has helped build CAL FIRE from 5,829 positions to 10,741 in that same period, and the Administration is now implementing shorter workweeks for state firefighters to prioritize firefighter well-being while adding 2,400 additional state firefighters to CAL FIRE’s ranks over the next five years. 

    Augmenting technological advancements and pre-deployment opportunities 

    The Newsom Administration has also overseen the expansion of California’s aerial firefighting fleet, including the addition of more than 16 helicopters with several equipped for night operations, expanded five helitack bases, and assumed ownership of seven C-130 air tankers, making it the largest fleet of its kind globally. 

    California is also leveraging AI-powered tools to spot fires quicker, has deployed the Fire Integrated Real-Time Intelligence System (FIRIS) to provide real-time mapping of wildfires, and has partnered with the U.S. Department of Defense to use satellites for wildfire detection and invested in LiDAR technology to create detailed 3D maps of high-risk areas, helping firefighters better understand and navigate complex terrains. 

    In anticipation of severe fire weather conditions in early January 2025, Cal OES approved the prepositioning of 65 fire engines, as well as more than 120 additional firefighting resources and personnel in Los Angeles, Orange, Santa Barbara, Ventura, Riverside, San Bernardino, and San Diego counties, and CAL FIRE moved firefighting resources to Southern California including 45 additional engines and six hand crews to the region. 

    During the wildfires, California was able to mobilize more than 16,000 personnel including firefighters, National Guard servicemembers, California Highway Patrol officers and transportation teams to support the response to the Los Angeles firestorms, and more than 2,000 firefighting apparatus composed of engines, aircraft, dozers and water tenders to aid in putting out the fires.
