    Lufthansa German Airlines celebrates its 40th anniversary of flights from South Korea to Germany and is offering four weeks of special fares to major European cities, including Frankfurt, where it has operated for the last 40 years. The offers are also bookable for those who depart from 8 cities in Korea with Lufthansa Rail & Air.

    Lufthansa, as one of the longest-serving European airlines in Korea, has been flying between Seoul and Frankfurt without suspension for four decades. In addition to a Frankfurt service, it also connects Korea with Europe and beyond every day together with a sister Lufthansa Seoul-Munich flight. In addition, this year, as a part of Lufthansa Group, Swiss International Air Lines has added a new service on the Seoul-Zurich route, providing even more convenient connections for Korean travelers.  

    Over the past 40 years, this European airline was the first to introduce and operate the latest and largest aircraft, including the A380, B747-8 and A350, on its Korean routes. Furthermore, Lufthansa also offers a wide range of customized services for Korean customers through localized services such as Korean cabin crew, Korean infights meals and Korean entertainment programs.     Yuri Trutnev got acquainted with the progress of reconstruction, modernization and operation of infrastructure facilities of the Blagoveshchensk International Airport named after N.N. Muravyov-Amursky (Ignatievo)

    During a working visit to the Amur Region, Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev familiarized himself with the progress of reconstruction, modernization and operation of infrastructure facilities at the Blagoveshchensk International Airport named after N.N. Muravyov-Amursky (Ignatievo).

    Large-scale reconstruction is underway at Blagoveshchensk International Airport. As part of the airfield infrastructure upgrade, a taxiway connecting the new runway with the new apron has been put into operation. Its length is 320 m, and its width, taking into account the reinforced asphalt shoulders, is 46 m. Aircraft servicing has already been accelerated. Thanks to the new taxiway, aircraft can taxi to the parking areas of the new apron under their own power, without waiting to be towed by a tractor. In addition to the taxiway, the airport also received additional parking areas for aircraft. They are located on the new apron, part of which was put into operation in March of this year. Until today, up to three aircraft could be serviced here at a time. The new areas make it possible to place up to five narrow-body aircraft or up to three wide-body aircraft on the apron. A special area for de-icing aircraft has also been equipped here.

    Work continues on the construction of the new terminal of the Blagoveshchensk airport. The new airport complex will be 3.5 times larger than the current one. The total area is more than 25 thousand square meters. The throughput capacity is at least 600 passengers per hour on domestic flights and 400 passengers per hour on international flights. The terminal will be equipped with two galleries, each of which will have two jet bridges, as well as comfortable business lounges. Completion of construction and commissioning is scheduled for 2025.

    The work on erecting the reinforced concrete structures of the airport complex building has already been completed, the columns and floors of the building have been fully completed, and all the necessary reinforced concrete structures have been installed. The installation of the metal structures of the building is in progress: 745 tons (78%) of the 960 tons of the main structures of the airport complex have been installed, the installation of the main metal structures of the building is planned to be completed in the first ten days of November. The installation of the roof of the building is more than 40% complete. The installation of profile facade systems and the manufacture of double-glazed windows is underway. Engineering equipment for the airport is being purchased. Work is being carried out on laying external networks: the laying of water supply networks has been completed, the piping of water supply chambers is in progress, the laying of the heating main to the airport has been completed, a block-modular boiler house has been delivered and installed at the site, the laying of sewerage and power supply networks on the station square is being completed.

    Quarter Analysis1

    Income attributable to Shell plc shareholders, compared with the second quarter 2024, reflected lower refining margins, lower realised oil prices and higher operating expenses partly offset by favourable tax movements, and higher Integrated Gas volumes.

    Third quarter 2024 income attributable to Shell plc shareholders also included unfavourable movements relating to an accounting mismatch due to fair value accounting of commodity derivatives, charges related to redundancy and restructuring, and net impairment charges and reversals. These items are included in identified items amounting to a net loss of $1.3 billion in the quarter. This compares with identified items in the second quarter 2024 which amounted to a net loss of $2.7 billion.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as income attributable to Shell plc shareholders and adjusted for the above identified items and the cost of supplies adjustment of positive $0.5 billion.

    Cash flow from operating activities for the third quarter 2024 was $14.7 billion, and primarily driven by Adjusted EBITDA, and working capital inflows of $2.7 billion partly offset by tax payments of $3.0 billion. The working capital inflow mainly reflected inventory movements due to lower oil prices and lower volumes.

    Cash flow from investing activities for the quarter was an outflow of $3.9 billion, and included cash capital expenditure of $4.9 billion.

    Net debt and Gearing: At the end of the third quarter 2024, net debt was $35.2 billion, compared with $38.3 billion at the end of the second quarter 2024, mainly reflecting free cash flow, partly offset by share buybacks, cash dividends paid to Shell plc shareholders, lease additions and interest payments. Gearing was 15.7% at the end of the third quarter 2024, compared with 17.0% at the end of the second quarter 2024, mainly driven by lower net debt.

    Shareholder distributions

    Total shareholder distributions in the quarter amounted to $5.7 billion comprising repurchases of shares of $3.5 billion and cash dividends paid to Shell plc shareholders of $2.2 billion. Dividends declared to Shell plc shareholders for the third quarter 2024 amount to $0.3440 per share. Shell has now completed $3.5 billion of share buybacks announced in the second quarter 2024 results announcement. Today, Shell announces a share buyback programme of $3.5 billion which is expected to be completed by the fourth quarter 2024 results announcement.

    Nine Months Analysis1

    Income attributable to Shell plc shareholders, compared with the first nine months 2023, reflected lower refining margins, lower LNG trading and optimisation margins, lower realised LNG and gas prices as well as lower trading and optimisation margins of power and pipeline gas in Renewables and Energy Solutions, partly offset by lower operating expenses, higher Marketing margins and volumes, higher realised Chemicals margins, and higher Integrated Gas and Upstream volumes.

    First nine months 2024 income attributable to Shell plc shareholders also included net impairment charges and reversals, reclassifications from equity to profit and loss of cumulative currency translation differences related to funding structures, unfavourable movements relating to an accounting mismatch due to fair value accounting of commodity derivatives, and charges related to redundancy and restructuring, partly offset by favourable differences in exchange rates and inflationary adjustments on deferred tax. These charges, reclassifications and movements are included in identified items amounting to a net loss of $4.6 billion. This compares with identified items in the first nine months 2023 which amounted to a net loss of $2.2 billion.

    Adjusted Earnings and Adjusted EBITDA2 for the first nine months 2024 were driven by the same factors as income attributable to Shell plc shareholders and adjusted for identified items and the cost of supplies adjustment of positive $0.3 billion.

    Cash flow from operating activities for the first nine months 2024 was $41.5 billion, and primarily driven by Adjusted EBITDA, the timing impact of payments relating to emission certificates and biofuel programmes of $1.2 billion and cash inflows relating to commodity derivatives of $1.2 billion, partly offset by tax payments of $9.1 billion, and working capital outflow of $0.3 billion.

    Cash flow from investing activities for the first nine months 2024 was an outflow of $10.7 billion and included cash capital expenditure of $14.2 billion, partly offset by divestment proceeds of $2.0 billion, and interest received of $1.8 billion.

    THIRD QUARTER 2024 PORTFOLIO DEVELOPMENTS

    Integrated Gas

    In July 2024, we announced the final investment decision (FID) on the Manatee project, an undeveloped gas field in the East Coast Marine Area (ECMA) in Trinidad and Tobago.

    In July 2024, we signed an agreement to invest in the Abu Dhabi National Oil Company’s (ADNOC) Ruwais LNG project in Abu Dhabi through a 10% participating interest. The Ruwais LNG project will consist of two 4.8 mtpa LNG liquefaction trains with a total capacity of 9.6 mtpa.

    In August 2024, Arrow Energy, an incorporated joint venture between Shell (50%) and PetroChina (50%), announced plans to develop Phase 2 of Arrow Energy’s Surat Gas Project in Queensland, Australia. The gas from the project will flow to the Shell-operated QCLNG LNG (joint venture between Shell (73.75%), CNOOC (25%) and MidOcean Energy (1.25%)) facility on Curtis Island, near Gladstone.

    Upstream

    In July 2024, the operator of the Jerun field in Malaysia, SapuraOMV Upstream Sdn Bhd, announced that first gas has been achieved. Jerun is operated by SapuraOMV Upstream (40%) in partnership with Sarawak Shell Berhad (30%) and PETRONAS Carigali Sdn Bhd (30%).

    In August 2024, we announced the FID on a ‘waterflood’ project at our Vito asset in the US Gulf of Mexico. Water will be injected into the reservoir formation to displace additional oil.

    Marketing

    In July 2024, we announced that we are temporarily pausing on-site construction work at our 820,000 tonnes a year biofuels facility at the Shell Energy and Chemicals Park Rotterdam in the Netherlands to address project delivery and ensure future competitiveness given current market conditions.

    Renewables and Energy Solutions

    In October 2024, we signed an agreement to acquire a 100% equity stake in RISEC Holdings, LLC (RISEC), which owns a 609-megawatt (MW) two-unit combined-cycle gas turbine power plant in Rhode Island, USA. The transaction is subject to regulatory approvals and is expected to close in the first quarter 2025.

    Integrated Gas includes liquefied natural gas (LNG), conversion of natural gas into gas-to-liquids (GTL) fuels and other products. It includes natural gas and liquids exploration and extraction, and the operation of the upstream and midstream infrastructure necessary to deliver these to market. Integrated Gas also includes the marketing, trading and optimisation of LNG.

    Quarter Analysis1

    Segment earnings, compared with the second quarter 2024, reflected higher LNG liquefaction volumes (increase of $237 million).

    Third quarter 2024 segment earnings also included unfavourable movements of $213 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. These unfavourable movements are part of identified items and compare with the second quarter 2024 which included a charge of $122 million due to unrecoverable indirect tax receivables, and unfavourable movements of $98 million due to the fair value accounting of commodity derivatives. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    Cash flow from operating activities for the quarter was primarily driven by Adjusted EBITDA, partly offset by tax payments of $814 million, net cash outflows related to derivatives of $373 million and working capital outflows of $247 million.

    Total oil and gas production, compared with the second quarter 2024, decreased by 4% mainly due to production-sharing contract effects, and higher maintenance in Trinidad and Tobago. LNG liquefaction volumes increased by 8% mainly due to higher feedgas supply in Nigeria, and Trinidad and Tobago.

    Nine Months Analysis1

    Segment earnings, compared with the first nine months 2023, reflected the combined effect of lower contributions from trading and optimisation and lower realised prices (decrease of $1,787 million), partly offset by higher volumes (increase of $513 million), lower operating expenses (decrease of $171 million), and favourable deferred tax movements ($168 million).

    First nine months 2024 segment earnings also included unfavourable movements of $1,198 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. These unfavourable movements are part of identified items and compare with the first nine months 2023 which included unfavourable movements of $2,821 million due to the fair value accounting of commodity derivatives, and net impairment charges and reversals of $1,700 million. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    The Upstream segment includes exploration and extraction of crude oil, natural gas and natural gas liquids. It also markets and transports oil and gas, and operates the infrastructure necessary to deliver them to the market.

    Quarter Analysis1

    Segment earnings, compared with the second quarter 2024, reflected lower well write-offs (decrease of $139 million), favourable tax movements ($96 million), lower operating expenses (decrease of $63 million), and lower depreciation charges (decrease of $57 million), partly offset by lower realised liquids prices (decrease of $304 million).

    Third quarter 2024 segment earnings also included charges of $138 million related to redundancy and restructuring and charges of $104 million related to decommissioning provisions. These charges are part of identified items, and compare with the second quarter 2024 which included a loss of $143 million related to the impact of the weakening Brazilian real on a deferred tax position, and a loss of $122 million related to a tax settlement in Brazil, partly offset by a gain of $139 million related to the impact of inflationary adjustments in Argentina on a deferred tax position.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    Cash flow from operating activities for the quarter was primarily driven by Adjusted EBITDA, partly offset by tax payments of $2,074 million.

    Total production, compared with the second quarter 2024, increased mainly due to new oil production.

    Nine Months Analysis1

    Segment earnings, compared with the first nine months 2023, reflected unfavourable tax movements ($351 million), higher well write-offs (increase of $327 million) and the net impact of lower realised gas and higher realised liquids prices (decrease of $278 million), partly offset by the comparative favourable impact of $910 million mainly relating to gas storage effects.

    First nine months 2024 segment earnings also included gains of $676 million related to the impact of inflationary adjustments in Argentina on a deferred tax position, partly offset by charges of $179 million related to redundancy and restructuring, net impairment charges and reversals of $171 million and a loss of $164 million related to the impact of the weakening Brazilian real on a deferred tax position. These gains and charges are part of identified items, and compare with the first nine months 2023 which included charges of $188 million from impairments, legal provisions of $169 million and deferred tax charges of $132 million due to amendments to IAS 12, partly offset by favourable movements of $106 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    The Marketing segment comprises the Mobility, Lubricants, and Sectors and Decarbonisation businesses. The Mobility business operates Shell’s retail network including electric vehicle charging services and the Wholesale commercial fuels business which provides fuels for transport, industry and heating. The Lubricants business produces, markets and sells lubricants for road transport, and machinery used in manufacturing, mining, power generation, agriculture and construction. The Sectors and Decarbonisation business sells fuels, speciality products and services including low-carbon energy solutions to a broad range of commercial customers including the aviation, marine, and agricultural sectors.

    Quarter Analysis1

    Segment earnings, compared with the second quarter 2024, reflected higher Marketing margins (increase of $139 million) mainly driven by improved Mobility unit margins and impact of seasonally higher volumes partly offset by lower lubricants and Sectors and Decarbonisation margins. Segment earnings also reflected favourable tax movements ($55 million). These were partly offset by higher operating expenses (increase of $63 million).

    Third quarter 2024 segment earnings also included impairment charges of $179 million, charges of $98 million related to redundancy and restructuring, and net losses of $84 million related to sale of assets. These charges and unfavourable movements are part of identified items, and compare with the second quarter 2024 impairment charges of $783 million mainly relating to an asset in the Netherlands, and charges of $50 million related to redundancy and restructuring.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.

    Cash flow from operating activities for the quarter was primarily driven by Adjusted EBITDA, working capital inflows of $792 million, and the timing impact of payments relating to emission certificates and biofuel programmes of $427 million. These inflows were partly offset by non-cash cost of supplies adjustment of $334 million and tax payments of $241 million.

    Marketing sales volumes (comprising hydrocarbon sales), compared with the second quarter 2024, increased mainly due to seasonality.

    Nine Months Analysis1

    Segment earnings, compared with the first nine months 2023, reflected higher Marketing margins (increase of $582 million) including higher unit margins in Mobility, Lubricants and higher Sectors and Decarbonisation margins. Segment earnings also reflected lower operating expenses (decrease of $170 million). These were partly offset by higher depreciation charges (increase of $128 million) mainly due to asset acquisitions, and unfavourable tax movements ($94 million).

    First nine months 2024 segment earnings also included impairment charges of $965 million mainly relating to an asset in the Netherlands, charges of $163 million related to redundancy and restructuring, and net losses of $140 million related to the sale of assets. These charges are part of identified items and compare with the first nine months 2023 which included gains of $298 million related to indirect tax credits, and favourable movements of $60 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    The Chemicals and Products segment includes chemicals manufacturing plants with their own marketing network, and refineries which turn crude oil and other feedstocks into a range of oil products which are moved and marketed around the world for domestic, industrial and transport use. The segment also includes the pipeline business, trading and optimisation of crude oil, oil products and petrochemicals, and Oil Sands activities (the extraction of bitumen from mined oil sands and its conversion into synthetic crude oil).

    Quarter Analysis1

    Segment earnings, compared with the second quarter 2024, reflected lower Products margins (decrease of $492 million) mainly driven by lower refining margins and lower margins from trading and optimisation. Segment earnings also reflected lower Chemicals margins (decrease of $189 million) mainly due to lower utilisation and lower realised prices. In addition, the third quarter 2024 reflected higher operating expenses (increase of $88 million). These were partly offset by favourable tax movements ($133 million).

    Third quarter 2024 segment earnings also included charges of $101 million related to redundancy and restructuring, and net impairment charges and reversals of $92 million, partly offset by favourable movements of $95 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. These charges and favourable movements are part of identified items, and compare with the second quarter 2024 which included net impairment charges and reversals of $708 million mainly relating to assets in Singapore, partly offset by favourable movements of $156 million due to the fair value accounting of commodity derivatives. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items. In the third quarter 2024, Chemicals had negative Adjusted Earnings of $111 million and Products had positive Adjusted Earnings of $573 million.

    Cash flow from operating activities for the quarter was primarily driven by working capital inflows of $2,131 million, Adjusted EBITDA, cash inflows relating to commodity derivatives of $88 million and dividends (net of profits) from joint ventures and associates of $63 million. These inflows were partly offset by non-cash cost of supplies adjustment of $331 million.

    Chemicals manufacturing plant utilisation was 76% compared with 80% in the second quarter 2024, due to higher planned and unplanned maintenance.

    Refinery utilisation was 81% compared with 92% in the second quarter 2024, due to higher planned and unplanned maintenance.

    Nine Months Analysis1

    Segment earnings, compared with the first nine months 2023, reflected lower Products margins (decrease of $1,458 million) mainly driven by lower refining margins and lower margins from trading and optimisation. Segment earnings also included unfavourable tax movements ($106 million). These were partly offset by higher Chemicals margins (increase of $516 million) due to higher realised prices and higher utilisation. In addition, the first nine months 2024 reflected lower operating expenses (decrease of $658 million).

    First nine months 2024 segment earnings also included net impairment charges and reversals of $952 million mainly relating to assets in Singapore, charges of $139 million related to redundancy and restructuring, and unfavourable

    movements of $69 million relating to an accounting mismatch due to fair value accounting of commodity derivatives. These charges and unfavourable movements are part of identified items, and compare with the first nine months 2023 which included losses of $227 million from net impairments and reversals, legal provisions of $74 million and favourable movements of $75 million related to the fair value accounting of commodity derivatives. As part of Shell’s normal business, commodity derivative hedge contracts are entered into for mitigation of economic exposures on future purchases, sales and inventory.

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items. In the first nine months 2024, Chemicals had negative Adjusted Earnings of $174 million and Products had positive Adjusted Earnings of $3,337 million.

    Cash flow from operating activities for the first nine months 2024 was primarily driven by Adjusted EBITDA, the timing impact of payments relating to emission certificates and biofuel programmes of $257 million, and dividends (net of profits) from joint ventures and associates of $165 million. These inflows were partly offset by working capital outflows of $869 million, cash outflows relating to legal provisions of $203 million, tax payments of $182 million, and non-cash cost of supplies adjustment of $182 million.

    Chemicals manufacturing plant utilisation was 77% compared with 70% in the first nine months 2023, mainly due to economic optimisation in the first nine months 2023. The increase was also driven by ramp-up of Shell Polymers Monaca and lower unplanned maintenance in the first nine months 2024.

    Refinery utilisation was 88% compared with 87% in the first nine months 2023.

    Cash flow from operating activities for the quarter was primarily driven by working capital outflows of $136 million, net cash outflows related to derivatives of $107 million, and Adjusted EBITDA.

    Nine Months Analysis1

    Adjusted Earnings and Adjusted EBITDA2 were driven by the same factors as the segment earnings and adjusted for identified items.     OUTLOOK FOR THE FOURTH QUARTER 2024

    1. Basis of preparation

    These unaudited Condensed Consolidated Interim Financial Statements of Shell plc (“the Company”) and its subsidiaries (collectively referred to as “Shell”) have been prepared in accordance with IAS 34 Interim Financial Reporting as issued by the International Accounting Standards Board (“IASB”) and adopted by the UK, and on the basis of the same accounting principles as those used in the Company’s Annual Report and Accounts (pages 244 to 316) for the year ended December 31, 2023, as filed with the Registrar of Companies for England and Wales and as filed with the Autoriteit Financiële Markten (the Netherlands) and Form 20-F (pages 217 to 290) for the year ended December 31, 2023 as filed with the US Securities and Exchange Commission, and should be read in conjunction with these filings.

    The financial information presented in the unaudited Condensed Consolidated Interim Financial Statements does not constitute statutory accounts within the meaning of section 434(3) of the Companies Act 2006 (“the Act”). Statutory accounts for the year ended December 31, 2023, were published in Shell’s Annual Report and Accounts, a copy of which was delivered to the Registrar of Companies for England and Wales, and in Shell’s Form 20-F. The auditor’s report on those accounts was unqualified, did not include a reference to any matters to which the auditor drew attention by way of emphasis without qualifying the report and did not contain a statement under sections 498(2) or 498(3) of the Act.

    2. Segment information

    Segment earnings are presented on a current cost of supplies basis (CCS earnings), which is the earnings measure used by the Chief Executive Officer for the purposes of making decisions about allocating resources and assessing performance. On this basis, the purchase price of volumes sold during the period is based on the current cost of supplies during the same period after making allowance for the tax effect. CCS earnings therefore exclude the effect of changes in the oil price on inventory carrying amounts. Sales between segments are based on prices generally equivalent to commercially available prices.

    From the first quarter 2024, Wholesale commercial fuels forms part of Mobility with inclusion in the Marketing segment (previously Chemicals and Products segment). The change in segmentation reflects the increasing alignment between the economic characteristics of wholesale commercial fuels and other Mobility businesses, and is consistent with changes in the information provided to the Chief Operating Decision Maker. Prior period comparatives have been revised to conform with current year presentation with an offsetting impact between the Marketing and the Chemicals and Products segment (see below). Also, from the first quarter 2024, Shell’s longer-term innovation portfolio is managed centrally and hence reported as part of the Corporate segment (previously all other segments). Prior period comparatives have been revised to conform with current year presentation with an offsetting impact on all the other segments (see below).

    The merger reserve and share premium reserve were established as a consequence of Shell plc (formerly Royal Dutch Shell plc) becoming the single parent company of Royal Dutch Petroleum Company and The “Shell” Transport and Trading Company, p.l.c., now The Shell Transport and Trading Company Limited, in 2005. The merger reserve increased in 2016 following the issuance of shares for the acquisition of BG Group plc.     7. Derivative financial instruments and debt excluding lease liabilities

    As disclosed in the Consolidated Financial Statements for the year ended December 31, 2023, presented in the Annual Report and Accounts and Form 20-F for that year, Shell is exposed to the risks of changes in fair value of its financial assets and liabilities. The fair values of the financial assets and liabilities are defined as the price that would be received to sell an asset or paid to transfer a liability in an orderly transaction between market participants at the measurement date. Methods and assumptions used to estimate the fair values at September 30, 2024, are consistent with those used in the year ended December 31, 2023, though the carrying amounts of derivative financial instruments have changed since that

    A.Adjusted Earnings, Adjusted earnings before interest, taxes, depreciation and amortisation (“Adjusted EBITDA”) and Cash flow from operating activities

    The “Adjusted Earnings” measure aims to facilitate a comparative understanding of Shell’s financial performance from period to period by removing the effects of oil price changes on inventory carrying amounts and removing the effects of identified items. These items are in some cases driven by external factors and may, either individually or collectively, hinder the comparative understanding of Shell’s financial results from period to period. This measure excludes earnings attributable to non-controlling interest.

    We define “Adjusted EBITDA” as “Income/(loss) for the period” adjusted for current cost of supplies; identified items; tax charge/(credit); depreciation, amortisation and depletion; exploration well write-offs and net interest expense.     The identified items categories above may include after-tax impacts of identified items of joint ventures and associates which are fully reported within “Share of profit/(loss) of joint ventures and associates” in the Consolidated Statement of Income, and fully reported as identified items included in Income/(loss) before taxation in the table above.     Provisions for onerous contracts: Provisions for onerous contracts that relate to businesses that Shell has exited or to redundant assets or assets that cannot be used.

    Fair value accounting of commodity derivatives and certain gas contracts: In the ordinary course of business, Shell enters into contracts to supply or purchase oil and gas products, as well as power and environmental products. Shell also enters into contracts for tolling, pipeline and storage capacity. Derivative contracts are entered into for mitigation of resulting economic exposures (generally price exposure) and these derivative contracts are carried at period-end market price (fair value), with movements in fair value recognised in income for the period. Supply and purchase contracts entered into for operational purposes, as well as contracts for tolling, pipeline and storage capacity, are, by contrast, recognised when the transaction occurs; furthermore, inventory is carried at historical cost or net realisable value, whichever is lower. As a consequence, accounting mismatches occur because: (a) the supply or purchase transaction is recognised in a different period, or (b) the inventory is measured on a different basis. In addition, certain contracts are, due to pricing or delivery conditions, deemed to contain embedded derivatives or written options and are also required to be carried at fair value even though they are entered into for operational purposes. The accounting impacts are reported as identified items.

    Impact of exchange rate movements and inflationary adjustments on tax balances represents the impact on tax balances of exchange rate movements and inflationary adjustments arising on (a) the conversion to dollars of the local currency tax base of non-monetary assets and liabilities, as well as losses (this primarily impacts the Upstream and Integrated Gas segments) and (b) the conversion of dollar-denominated inter-segment loans to local currency, leading to taxable exchange rate gains or losses (this primarily impacts the Corporate segment).

    Other identified items represent other credits or charges that based on Shell management’s assessment hinder the comparative understanding of Shell’s financial results from period to period.

    B.    Adjusted Earnings per share

    Adjusted Earnings per share is calculated as Adjusted Earnings (see Reference A), divided by the weighted average number of shares used as the basis for basic earnings per share (see Note 4).

    C.    Cash capital expenditure

    Cash capital expenditure represents cash spent on maintaining and developing assets as well as on investments in the period. Management regularly monitors this measure as a key lever to delivering sustainable cash flows. Cash capital expenditure is the sum of the following lines from the Consolidated Statement of Cash Flows: Capital expenditure, Investments in joint ventures and associates and Investments in equity securities.

    See Note 2 “Segment information” for the reconciliation of cash capital expenditure.

    D.    Capital employed and Return on average capital employed

    Return on average capital employed (“ROACE”) measures the efficiency of Shell’s utilisation of the capital that it employs. Effective first quarter 2024, the definition of capital employed has been amended to reflect the deduction of cash and cash equivalents. In addition, the numerator applied to ROACE on an Adjusted Earnings plus non-controlling interest basis has been amended to remove interest on cash and cash equivalents for consistency with the revised capital employed definition. Comparative information has been revised to reflect the updated definition. Also, the presentation of ROACE on a net income basis has been discontinued, as this measure is not routinely used by management in assessing the efficiency of capital employed.

    The measure refers to Capital employed which consists of total equity, current debt, and non-current debt reduced by cash and cash equivalents.

    Management believes that the updated methodology better reflects Shell’s approach to managing capital employed, including the management of cash and cash equivalents alongside total debt and equity as part of the financial framework.

    In this calculation, the sum of Adjusted Earnings (see Reference A) plus non-controlling interest (NCI) excluding identified items for the current and previous three quarters, adjusted for after-tax interest expense and after-tax interest income, is expressed as a percentage of the average capital employed excluding cash and cash equivalents for the same period.

  • MIL-OSI: LanzaTech and Eramet announce plans for first-of-a-kind integrated Carbon Capture, Utilization and Storage (CCUS) project in Norway

    CHICAGO, Oct. 31, 2024 (GLOBE NEWSWIRE) — LanzaTech Global, Inc. (NASDAQ: LNZA) (“LanzaTech”), the carbon recycling company transforming above-ground carbon into sustainable fuels, chemicals, materials, and proteins, today announced plans to develop a commercial-scale Carbon Capture and Utilization (“CCU”) facility (the “facility”, “plant”, or “project”) at Herøya Industrial Park in Porsgrunn, Norway. The plant will produce ethanol and is expected to begin operations in 2028. Eramet will supply furnace gas as feedstock to the facility from the Porsgrunn Manganese Alloys smelter but will not participate in its financing.

    To unlock further emissions reductions, the two companies also intend to build upon the CCU infrastructure and, if demonstrated to be feasible, integrate Carbon Capture and Storage (“CCS”) technology as part of a second phase of the project. The integration of LanzaTech’s CCU technology with CCS, two commercially proven carbon management solutions, is expected to establish a first-of-a-kind, integrated facility that drives leading-edge carbon abatement metrics.

    The new plant at Herøya will complement the six other commercial scale plants already using LanzaTech’s carbon recycling technology to produce ethanol and the first for which LanzaTech will manage the full scope of project design, construction, and operations. The project’s Front-end Engineering Design (FEED) phase was completed with global engineering firm Fluor Corporation, which brings deep experience and expertise across the project scope and has partnered with LanzaTech in creating a baseline plant design that can be replicated for projects around the world. The project is also being supported by Sweco Group, which brings best-in-class sustainability expertise and design acumen. From a project financing standpoint, LanzaTech’s infrastructure investment partner Brookfield Asset Management will have right of first refusal for financing and owning the project, with a Final Investment Decision (FID) expected within the next six months.

    LanzaTech’s proprietary technology is a fermentation process that biologically converts carbon-rich gases into sustainable raw materials, such as ethanol, for use in clothing, personal care products, packaging, fuel, and more. The facility’s maximum production capacity is expected to be 24 kilotons per annum of fuel-grade ethanol. Demand markets for this ethanol are wide ranging and include chemicals and sustainable aviation fuel. Given LanzaTech’s growing ethanol product sales business, the company intends to market the produced ethanol through its existing and emerging sales channels.

    Eramet Norway’s Porsgrunn smelter has two closed furnaces producing manganese alloys. Manganese smelting falls into the category of hard-to-abate, as carbon is necessary for the chemical reduction of manganese ore. Eramet Group, headquartered in France, is engaged in an ambitious decarbonization pathway, with a target of a 40% reduction of its scope 1 & 2 emissions by 2035 set by the company’s “Act for positive mining” CSR roadmap. CCUS has been identified by Eramet as a major lever of decarbonization for its metallurgical assets. Since metallurgy represents ~90% of Eramet’s scope 1 & 2 emissions, this project makes an important contribution to the validation of a path to Near Zero CO2-emission Manganese Alloys.

    The planned integration of LanzaTech’s CCU process with CCS technology demonstrates the ability of LanzaTech’s carbon recycling platform to partner with and enable other carbon management technologies to further reduce carbon footprints. Residual output from LanzaTech’s gas fermentation process at this facility will take the form of highly concentrated CO2, suitable for CCS, which reduces further operating and capital costs compared to a standalone CCS project.

The potential inclusion of CCS in the project is pending results of a feasibility study and financing, though the companies remain optimistic about its implementation as further support of Norway’s position as a frontrunner in the deployment of CCUS.

    In addition to CO2 emissions reductions, the LanzaTech-Eramet collaboration will positively impact the local community by creating new jobs in the thriving industrial region of Grenland, and furthers the municipality’s reputation for technological innovation.

    The first all-Russian conference “Additive technologies: barriers and overcoming” was held in Moscow as part of the international engine-building forum. The event was organized by the Additive Technologies Center with the support of the Rostec State Corporation and the United Engine Corporation. Polytechnic was represented at the conference by employees of the Institute of Mechanical Engineering, Materials and Transport.

    Representatives of Rostec, Rosatom, Roscosmos, UAC, UEC and others took part in the conference. The business program was divided into several thematic blocks: production, materials, equipment and software. The organizers held a round table with the participation of members of territorially distributed centers of additive manufacturing specialization of UEC and industry experts.

    The delegation from the Polytechnic University included the following representatives of IMMiT: Director of the Institute Anatoly Popovich, Director of the Center for Continuing and Professional Education Maria Trenina and Director of the Scientific and Educational Center “Mechanical Engineering Technologies” Pavel Novikov. The conference participants discussed current issues and prospects for the development of additive technologies. At the plenary session, Anatoly Popovich made a report on the topic “Additive Technologies. Experience and Development Prospects”. He noted the high level of the event and spoke about the achievements of SPbPU in the field of additive technologies, emphasizing the importance of developing ceramics and 3D printing for use in aircraft engine building and space.

    At the conference, a cooperation agreement was signed between JSC Center for Additive Technologies and Peter the Great St. Petersburg Polytechnic University. On behalf of JSC Center for Additive Technologies, the document was signed by General Director Alexey Mazalov. The agreement provides for the joint development of educational programs, advanced training of teachers and staff, and joint research work.

  • MIL-OSI New Zealand: Consumer NZ urges government to get domestic aviation market study off the ground

    Consumer NZ has written to the Minister of Commerce and Consumer Affairs, urging him to direct the Commerce Commission to undertake a market study into New Zealand’s aviation sector.

    Jon Duffy, Consumer NZ CEO, says in sectors where any single company holds a significantly high market share, such as Air New Zealand, which holds an 86% share, there is a risk competition isn’t working as it should to keep prices reasonable.

    In particular, the advocacy organisation is concerned by the findings of its own research into Air New Zealand’s use of dynamic pricing.

    Duffy says a market study would determine to what extent Air New Zealand may be taking advantage of its virtual monopoly.

    “For many New Zealanders, there’s Air New Zealand or nothing – and high fares are affecting our regions.

    “Our research has identified numerous red flags affecting competition in the sector that must be put under the microscope to assure consumers the cost of flying in New Zealand is truly fair.”

    In addition to the limited choice New Zealanders have when it comes to air travel, Consumer is concerned high barriers to entry reduce the likelihood that other carriers will enter the market to compete with Air New Zealand.

    Duffy also points out the government is a 51% shareholder in Air New Zealand but believes that there is no one holding the national carrier to account.

    “We understand Air New Zealand is facing its own set of challenges, like constrained fleet availability and increasing costs in some areas.

    “Our concern remains – New Zealand has the most concentrated domestic aviation market in the world¹, so when Air New Zealand says its pricing is fair, we are forced to take their word for it. A market study would tell us whether we can rely on what we’re being told.

    “A Commerce Commission market study won’t solve anti-competitive behaviour, but getting information about how competition is working in the sector will highlight what interventions may be necessary and provide confidence New Zealanders aren’t being ripped off.”

The purpose is to safeguard the fundemental interests of the Chinese nation and the well-bing of the Taiwan compatriots.     This statement provides an update on the AAIB investigation into an accident to ATR 72-212 A, G-CMJM, at Edinburgh Airport, on 31 October 2023.

    While taking off from Edinburgh Airport, the right nose landing gear wheel detached from the aircraft.  The flight continued to its destination without any abnormal indications or adverse aircraft performance, and the missing wheel was only noticed as the aircraft taxied onto stand after landing.

    The investigation into this event is nearing completion and a final report will be issued in due course.

    On October 31, the second scientific and production forum “Golden Valley” began its work, the main organizer of which is Novosibirsk State University.     — Today we are opening a forum at a leading university, which is one of the five leading universities in the country. Industry leaders have gathered here to share their experience in solving priority tasks to achieve technological sovereignty of Russia. The President has set a task for us — to become leaders in the implementation of innovations in the economy, to achieve technological leadership. In the shortest possible time, we need to build new technological chains together. To this end, new technological projects will be launched in 2025, developed in accordance with the national development goals of the Russian Federation for the period up to 2030. Universities play one of the leading roles in this process. As Governor Andrei Travnikov noted earlier, the role of universities in the socio-economic development of the regions has increased significantly today. This is reflected in federal programs — the strategic academic leadership “Priority 2030”, the project to create modern campuses, which the regional government actively supports, — noted Irina Manuilova.

    The forum program includes plenary sessions, thematic sections, scientific tours and a number of satellite events, including the strategic session “Digital Transformation: Artificial Intelligence in Solving Public Sector Problems,” initiated by the Ministry of Digital Development and Communications of the Novosibirsk Region.

    — Further digital transformation of the Novosibirsk Region is inseparable from the scientific and fundamental base.     NSU is the organizer of the forum for the second year, devoting a lot of attention to this event.

The goal of the forum for us is to strengthen and develop the interaction of the university with industrial partners and in the future to involve them in joint developments and creation of technologies already on the basis of the university.     The Inspectorate-General of Finance of the Portuguese Republic has carried out an audit that points to the participation of Airbus – a European multinational – in an illegal and criminal scheme for financing TAP’s privatisation in 2015.

    The same conclusion had already been reached by a Portuguese Parliamentary Committee of Inquiry, whose work was completed a year ago. At that time, the Assembly of the Republic asked the Government to request that the European Union investigate that participation and establish the necessary accountabilities for the difficulties that said participation created for the Portuguese Republic.

    In the meantime, the Portuguese Prime Minister has informed the Assembly of the Republic that the Government has not taken ‘any steps’ to implement that resolution of the Assembly of the Republic. This was a regrettable choice, but one that only serves to hold accountable those to made it (the last two Portuguese governments).

    But the question was already referred directly to the European Commission (questions E-001889/2023[1] and P-002436/2023[2]), so we are asking again:

    • 1.Has the European Commission already carried out an assessment of the role played by Airbus in the privatisation process of TAP, in 2015, and its accountability for the damage caused to the Portuguese Republic by that privatisation?
    • 2.If so, what are the results of that assessment? If not, why has no assessment been carried out?

    What you need to know: The federal court of appeals today denied Huntington Beach’s NIMBY attempt to sue the state for enforcing state law that requires the city to build its fair share of housing. California will continue to hold the city accountable and ensure that it builds the housing its community deserves.

    SACRAMENTO — In March 2023, the state sued Huntington Beach for violating various state housing laws. The city retaliated by suing the state in federal court, arguing that enforcing California’s laws requiring cities to build more housing was unconstitutional. Today the Ninth Circuit affirmed the trial court in rejecting Huntington Beach’s NIMBY lawsuit.

    “Today, yet another court has slapped down Huntington Beach’s cynical attempt to prevent the state from enforcing our housing laws. Huntington Beach officials’ continued efforts to advance plainly unlawful NIMBY policies are failing their own citizens — by wasting time and taxpayer dollars that could be used to create much-needed housing. No more excuses — every city must follow state law and do its part to build more housing.”

    “I am pleased that yet another court has emphatically rejected Huntington Beach’s attempt to exempt itself from state housing laws,” said Attorney General Bonta. “While the City has been wasting the public’s time and money pursuing this meritless lawsuit, its neighboring communities — along with every Californian struggling to keep a roof over their heads or wondering where they’re going to sleep tonight — need Huntington Beach to step up and adopt a housing plan without further delay. My office will continue pursuing all remedies in the state case against the City, where the court has already determined the City violated the state’s Housing Element Law.”  

    Today, California secured a unanimous decision by a three-judge panel of the U.S. Court of Appeals for the Ninth Circuit affirming the district court’s dismissal of the City of Huntington Beach’s federal lawsuit challenging the constitutionality of enforcing state housing laws. 

    In 2023, the Governor announced that California was suing the city, arguing that the city is in violation of the state Housing Element Law and seeking both penalties and injunctive relief.

    SAN FRANCISCO AIRPORT – A new agreement between Airlines 4 America (A4A) and the California Air Resources Board (CARB) will significantly reduce carbon emissions by accelerating the use of sustainable aviation fuels for flights within the state. 

    The agreement sets a goal of increasing the availability of sustainable aviation fuel for use within California to 200 million gallons by 2035, an amount that would meet about 40% of intrastate travel demand – a more than tenfold increase from current levels. 

    “California and the aviation industry are joining forces to tackle emissions head-on. We’ve put the tools in place to incentivize cleaner fuels and spur innovation, creating opportunities like this to radically change how Californians can travel cleaner. This is a major step forward in our work to cut pollution, protect our communities, and build a future of cleaner air and innovative climate solutions.”

    This achievement was made possible by the development and innovation of alternative fuels spurred by the state’s Low Carbon Fuel Standard program.

    “California is once again demonstrating that smart climate action is good for the environment and good for business,” said CARB Chair Liane Randolph. “This partnership with the nation’s leading airlines brings the aviation industry onboard to advance a clean air future and will help accelerate development of sustainable fuel options and promote cleaner air travel within the state.”

    A4A’s members include Alaska Airlines, American Airlines, Atlas Air Worldwide, Delta Air Lines, FedEx, Hawaiian Airlines, jetBlue Airways, Southwest Airlines, United Airlines, UPS, and associate member Air Canada. 

    “A4A is pleased to launch a partnership with CARB focused on protecting the environment, reducing emissions, and increasing the use of SAF in California and across the country,” said Kevin Welsh, Vice President of Environmental Affairs and Chief Sustainability Officer at Airlines for America. “This partnership reflects the type of collaboration between government and the private sector that is necessary to achieve ambitious climate goals, and the agreement announced today reflects the strength of our commitment to a cleaner, more sustainable future for air travel. We’re excited to work with CARB and other SAF stakeholders to further our industry’s efforts to achieve net-zero carbon emissions by 2050.”

    Key goals of this agreement

    • CARB and A4A will work together with sustainable aviation fuel producers, aviation stakeholders and the federal government to ensure that at least 200 million gallons of cost-competitive options are available for use by airlines within California by 2035.
    • To achieve these goals, CARB and A4A will work together to identify, evaluate, and prioritize new policies and actions, including incentives for investment and timely permitting to help accelerate the availability and use of sustainable aviation fuels within California. 
    • The partnership will establish a Sustainable Aviation Fuel Working Group of government and industry stakeholders that will meet annually to report progress and address barriers to meeting these goals. 
    • CARB staff plans to create a public website that will display the latest information on the availability and use of conventional jet fuel and sustainable aviation fuel in California, as well as details on relevant state and federal incentives and policies.

  • MIL-OSI Security: Military Leaders from the US and Morocco Strengthen Partnerships at the Marrakech Airshow 2024

    U.S. Air Force aircraft arrived at the Marrakech Airshow 2024 (MAS), Tuesday, Oct. 29.

    The trade show features static and aerial displays of military and civilian aircraft and is an opportunity for international aerospace industry representatives to showcase their capabilities at the Marrakech Royal Moroccan Air Force Base from Oct. 30 to Nov. 2, 2024. The air show is also an opportunity for high level military officials to meet with their Moroccan Royal Armed Forces counterparts and the Ministry of Industry and Trade.

    This year, the United States is participating with several aircraft platforms including a C-130J Super Hercules from Ramstein Air Base, Germany, and a Utah Air National Guard KC-135 Stratotanker. U.S. Air Force participation in this international exhibition is intended to strengthen U.S. and international security assistance efforts as well as U.S. strategic partnerships with African countries.

    We are glad to be back in Morocco,” said Brig. Gen. Ricky Mills, Assistant Deputy Under Secretary of the Air Force, International Affairs. “The interactions and exchanges we have with our partners at MAS 2024 allow us to learn from and leverage the strengths of other nations.”

    Also attending is U.S. Air Force Brig. Gen. Shawn Holtz, Deputy Director of Strategy, Engagement and Programs for U.S. Africa Command.

    “The United States and the Royal Armed Forces of Morocco share a longstanding partnership, with Morocco hosting AFRICOM’s largest exercise, African Lion, and partnering with the Utah National Guard for more than 20 years,” said Holtz. “The Marrakech Air Show is one more opportunity to strengthen our relationship, exchange ideas, promote trust, and bolster security cooperation in the region.”

    The two generals are taking part in bilateral discussions with senior leaders from the Royal Armed Forces and other African military leaders.

    U.S. Ambassador to Morocco Puneet Talwar is also attending the air show.

The first destinations will be Bangalore on November 9 and Mumbai (both in India) a little later, on November 15, which will then be served alternately with the new First Class. Two individual suites and the globally unique Suite Plus in the A350-900 will then take off on a scheduled flight for the first time. After a technical introduction phase, Lufthansa will initially present the new, innovative product to its most loyal guests by invitation. As soon as more aircraft with the new First Class are part of the fleet, targeted upgrades by passengers and later targeted bookings will be possible step by step.

    The furnishings in the First Class Suite set new standards: guests can heat or cool their almost one-meter-wide seats in the suite according to their personal needs. The separate suites with ceiling-high walls and lockable door, large table and wide seat, a huge screen and wireless over-ear headphones, set new standards in comfort and individuality in the highest class. A personal wardrobe in the suite provides ample storage space so that travelers can change comfortably and have all their personal items to hand. Individual lamps allow travelers to create their very own feel-good atmosphere. The Suite Plus also combines maximum comfort for individual guests with the unique option of traveling together with a travel partner in a suite.

    Wichita Falls, Texas is home to the Euro-NATO Joint Jet Pilot Training Program, where aspiring aviators from 14 NATO member countries see if they have what it takes to fly with the Alliance’s best.

    The home of a transatlantic training mission

    Wichita Falls doesn’t seem like a place that should mean anything to a European fighter pilot. But if you were to ask Jade, a lieutenant in the Belgian Air Force, if she’s ever heard of the place, she might give you a knowing smirk.

    It’s where she learned to fly.

    The sky over Sheppard Air Force Base thundered as sleek jets knifed through the air, breaking left over the runway in preparation for landing. Home of the US Air Force’s 80th Flying Training Wing, Sheppard owns the busiest airspace in the United States. Planes are constantly landing, taking off or queueing on the long taxiways. A bumper sticker on the back of one car reads: “I Heart Jet Noise.”

    The Euro-NATO Joint Jet Pilot Training Program (ENJJPT) has been turning out NATO fighter pilots since 1981, when seven Allies founded the school at Sheppard Air Force Base in Wichita Falls. Most joint NATO initiatives are based in Europe (where 30 of the 32 NATO member countries are located), but Sheppard was chosen as the ideal location for ENJJPT because of its existing training facilities, year-round good flying weather and the wide-open Texan skies. Today, more than 40 years later, 14 national flags fly outside the squat, brick building that houses ENJJPT’s headquarters, representing the 14 participating NATO Allies: Belgium, Canada, Denmark, Germany, Greece, Italy, the Netherlands, Norway, Portugal, Romania, Spain, Türkiye, the United Kingdom and the United States.

    Inside, Italian pilots saunter through the maze-like corridors, passing groups of Romanians, Norwegians, Spaniards and Danes. In the gear room, Greek instructors put on their flight vests and G-Suits (trousers lined with inflatable air pockets that keep pilots conscious during high-speed turns) and wait for their students. On their way out, they pass groups of Canadian and Turkish students coming back from training sorties, their hair matted with sweat, their faces flushed with victory: it’s another flight down, another step closer to their wings.

    Ask one of the European student aviators how they like living in the Lone Star State, and they’ll twist their mouth into a curious smile and say something like: “I like it.” Which might be a polite way of saying: I’m from a small village in Germany and I’ve never heard someone say “yeehaw” before.

    Fixin’ to fly – A rigorous training schedule

    Not that the students get many chances to sample the local culture. From the moment they arrive at Sheppard and drop their suitcases, their schedules are packed. First stop is “ground school”, where students learn the fundamental science of flight. Then students get fitted for helmets, harnesses and G-suits and climb into their first aircraft, the T-6 Texan II.

    With the instructors watching from the backseat, this is where the student aviators take the stick for the first time. They learn how to take off, fly in formation and land, keeping the aircraft on speed and on course. It’s a time of firsts, each with its own tradition: a student’s first flight is called a “Dollar Ride” because students are expected to give their instructors a Silver Dollar coin. After a student’s first solo flight, their classmates haul them off to a nearby pool of water for a well-deserved bath.

    From here, some students leave Wichita Falls to learn how to fly multi-engine transport aircraft like the C-130 Hercules. Those destined for fighter jets, however, must conquer the T-38 Talon.

    Save a horse, ride a jet plane – training with the Talon

    The Talon is skinny as a scalpel, with wings so thin they seem to disappear when viewed head-on. Its long snout slopes up to a bubble canopy, which encloses two ejection seats. It looks fast, and it is; with afterburners lit, it can punch through the sound barrier and send a sonic boom smashing across the north Texas Plains. One Dutch Major, callsign “Homer”, compares it to a ’66 Mustang sports car – fitting, he notes, because the Talon first entered service in the 1960s.

    The jet will be replaced in the coming years, but in the meantime it’s still a worthy teacher. Its hydraulic flight controls demand that students pay attention, feeling the jet through the stick and continuously “trimming out” to ensure balanced flight. Its stubby wings are built for maximum speed, not maximum stability, and if the inattentive student bleeds too much speed in a turn, it will fall out of the sky – or, as the instructors prosaically put it, “depart controlled flight.”

    When Lieutenant Jade first took off in a Talon, she was used to the T-6 Texan II, and she wasn’t ready for the raw power pumped out by the jet’s two turbojet engines. She had to stand on the brakes to keep the aircraft static as she pushed the throttle to “mil” – full military power. She felt the aircraft tremor as the afterburners lit. When she released the brakes, the jet leapt forward.

    “For me, that day was like… I knew I was on the right track,” she said.

    Getting back in the saddle

    The Talon curriculum is the hardest part of ENJJPT. When students aren’t flying, they’re studying. When they aren’t studying, they’re in the simulator, practising skills like flying in close formation, or the thrill of high-speed, low-level flight. And when they’re not in the simulator, they’re sleeping.

    “Sometimes it’s a bit too fast, and I have to catch up,” Jade said. “That’s the biggest struggle I’ve had so far. That gets me feeling down about it, sometimes. But then it’s even more rewarding when you’re able to step up and strive again.”

    The students know that success is not guaranteed. Plenty of their peers buckle under the stress and leave the Program to serve out their military commitments elsewhere in their country’s armed forces. But for most, failure is not an option. Washing out would mean turning their back on something that’s called to them all their life.

    “Everyone wishes to have an impact on the world,” Jade said. “That’s how I think I can make the biggest impact.”

    Earning their wings

    If a student proves that they can master the demands of high-speed flight in the Talon, they head towards “Drop Night” – the ceremony where they find out which jet they’re going to fly. For the US Air Force, which operates a variety of fighter, bomber and transport aircraft, the suspense is real. When a student is assigned to their first-pick aircraft, some literally leap with joy and relief.

    For Jade, there was little suspense – the Belgian Air Force primarily flies one tactical jet, the F-16 Fighting Falcon multirole fighter, although Belgium is now replacing its F-16 fleet with F-35 Lightning II fifth-generation stealth fighters – but the glee in having passed a demanding curriculum was undiluted. When she “dropped” the F-16, she leapt into the air, pumping her fists before being carried away by her cheering classmates.

    Jade has since left Sheppard to learn how to fly the F-16. Eventually, perhaps, she’ll be deployed to eastern Europe, where NATO Allies have significantly increased the number of fighters on standby to respond to airborne threats, part of the NATO Air Policing mission on the Alliance’s eastern flank. Until then, the next generation of aspiring military aviators has already begun training at Sheppard, joining a decades-long tradition of taking to the skies together.

  • MIL-OSI USA: 60 Years Ago: The First Flight of the Lunar Landing Research Vehicle

    President John F. Kennedy’s national commitment to land a man on the Moon and return him safely to the Earth before the end of the decade posed multiple challenges, among them how to train astronauts to land on the Moon, a place with no atmosphere and one-sixth the gravity on Earth. The Lunar Landing Research Vehicle (LLRV) and its successor the Lunar Landing Training Vehicle (LLTV) provided the training tool to simulate the final 200 feet of the descent to the lunar surface. The ungainly aircraft made its first flight on Oct. 30, 1964, at NASA’s Flight Research Center (FRC), now NASA’s Armstrong Flight Research Center (AFRC) in California. The Apollo astronauts who completed landings on the Moon attributed their successes largely to training in these vehicles.

    In December 1961, NASA Headquarters in Washington, D.C., received an unsolicited proposal from Bell Aerosystems in Buffalo, New York, for a design of a flying simulator to train astronauts on landing a spacecraft on the Moon. Bell’s approach, using their design merged with concepts developed at NASA’s FRC, won approval and the space agency funded the design and construction of two Lunar Landing Research Vehicles (LLRV). At the time of the proposal, NASA had not yet chosen the method for getting to and landing on the Moon, but once NASA decided on Lunar Orbit Rendezvous in July 1962, the Lunar Module’s (LM) flying characteristics matched Bell’s proposed design closely enough that the LLRV served as an excellent trainer.

    Bell Aerosystems delivered the LLRV-1 to FRC on April 8, 1964, where it made history as the first pure fly-by-wire aircraft to fly in Earth’s atmosphere. Its design relied exclusively on an interface with three analog computers to convert the pilot’s movements to signals transmitted by wire and to execute his commands. The open-framed LLRV used a downward pointing turbofan engine to counteract five-sixths of the vehicle’s weight to simulate lunar gravity, two rockets provided thrust for the descent and horizontal translation, and 16 LM-like thrusters provided three-axis attitude control. The astronauts could thus simulate maneuvering and landing on the lunar surface while still on Earth. The LLRV pilot could use an aircraft-style ejection seat to escape from the vehicle in case of loss of control.

    Engineers conducted numerous tests to prepare the LLRV for its first flight. During one of the engine tests, the thrust generated was higher than anticipated, lifting crew chief Raymond White and the LLRV about a foot off the ground before White could shut off the engines. On June 19, during an official visit to FRC, President Lyndon B. Johnson inspected the LLRV featured on a static display. The Secret Service would not allow the President to sit in the LLRV’s cockpit out of an overabundance of caution since the pyrotechnics were installed, but not yet armed, in the ejection seat. Following a Preflight Readiness Review held Aug. 13 and 14, managers cleared the LLRV for its first flight.

    In the early morning of Oct. 30, 1964, FRC chief pilot Joseph “Joe” A. Walker arrived at Edwards Air Force Base’s (AFB) South Base to attempt the first flight of the LLRV. Walker, a winner of both the Collier Trophy and the Harmon International Trophy, had flown nearly all experimental aircraft at Edwards including 25 flights in the X-15 rocket plane. On two of his X-15 flights, Walker earned astronaut wings by flying higher than 62 miles, the unofficial boundary between the Earth’s atmosphere and space. After strapping into the LLRV’s ejection seat, Walker ran through the preflight checklist before advancing the throttle to begin the first flight. The vehicle rose 10 feet in the air, Walker performed a few small maneuvers and then made a soft landing after having flown for 56 seconds. He lifted off again, performed some more maneuvers, and landed again after another 56 seconds. On his third flight, the vehicle’s electronics shifted into backup mode and he landed the craft after only 29 seconds. Walker seemed satisfied with how the LLRV handled on its first flights.

    Walker took LLRV-1 aloft again on Nov. 16 and eventually completed 35 test flights with the vehicle. Test pilots Donald “Don” L. Mallick, who completed the first simulated lunar landing profile flight during the LLRV’s 35th flight on Sept. 8, 1965, and Emil E. “Jack” Kluever, who made his first flight on Dec. 13, 1965, joined Walker to test the unique aircraft. Joseph S. “Joe” Algranti and Harold E. “Bud” Ream, pilots at the Manned Spacecraft Center (MSC), now NASA’s Johnson Space Center (JSC) in Houston, travelled to FRC to begin training flights with the LLRV in August 1966. Workers at FRC assembled the second vehicle, LLRV-2, during the latter half of 1966. In December 1966, after 198 flights workers transferred LLRV-1 to Ellington AFB near MSC for the convenience of astronaut training, and LLRV-2 followed in January 1967 after completing six test flights at FRC. The second LLRV made no further flights, partly because the three Lunar Landing Training Vehicles (LLTVs), more advanced models that better simulated the LM’s flying characteristics, began to arrive at Ellington in October 1967. Neil A. Armstrong completed the first astronaut flights aboard LLRV-1 on Mar. 23, 1967, and flew 21 flights before ejecting from the vehicle on May 6, 1968, seconds before it crashed. He later completed his lunar landing certification flights using LLTV-2 in June 1969, one month before peforming the actual feat on the Moon.

    All Apollo Moon landing mission commanders and their backups completed their lunar landing certifications using the LLTV, and all the commanders attributed their successful landings to having trained in the LLTV. Apollo 8 astronaut William A. Anders, who along with Armstrong completed some of the early LLRV test flights, called the training vehicle “a much unsung hero of the Apollo program.” During the flight readiness review in January 1970 to clear LLTV-3 for astronaut flights, Apollo 11 Commander Armstrong and Apollo 12 Commander Charles “Pete” Conrad, who had by then each completed manual landings on the Moon, spoke positively of the LLTV’s role in their training. Armstrong’s overall impression of the LLTV: “All the pilots … thought it was an extremely important part of their preparation for the lunar landing attempt,” adding “It was a contrary machine, and a risky machine, but a very useful one.” Conrad emphasized that were he “to go back to the Moon again on another flight, I personally would want to fly the LLTV again as close to flight time as possible.” During the Apollo 12 technical debriefs, Conrad stated the “the LLTV is an excellent training vehicle for the final phases. I think it’s almost essential. I feel it really gave me the confidence that I needed.” During the postflight debriefs, Apollo 14 Commander Alan B. Shepard stated that he “did feel that the LLTV contributed to my overall ability to fly the LM during the landing.”

    David R. Scott, Apollo 15 commander, stated in the final mission report that “the combination of visual simulations and LLTV flying provided excellent training for the actual lunar landing. Comfort and confidence existed throughout this phase.” In the Apollo 15 postflight debrief, Scott stated that he “felt very comfortable flying the vehicle (LM) manually, because of the training in the LLTV, and there was no question in my mind that I could put it down where I wanted to. I guess I can’t say enough about that training. I think the LLTV is an excellent simulation of the vehicle.” Apollo 16 Commander John W. Young offered perhaps the greatest praise for the vehicle just moments after landing on the lunar surface: “Just like flying the LLTV. Piece of cake.” Young reiterated during the postflight debriefs that “from 200 feet on down, I never looked in the cockpit. It was just like flying the LLTV.” Apollo 17 Commander Eugene A. Cernan stated in the postflight debrief that “the most significant part of the final phases from 500 feet down, … was that it was extremely comfortable flying the bird. I contribute (sic) that primarily to the LLTV flying operations.”

    In addition to playing a critical role in the Moon landing program, these early research and test vehicles aided in the development of digital fly-by-wire technology for future aircraft. LLRV-2 is on display at the Air Force Flight Test Museum at Edwards AFB (on loan from AFRC). Visitors can view LLTV-3 suspended from the ceiling in the lobby of the Teague Auditorium at JSC.

    Van Hollen, Cardin, Trone Announce $7.7 Million for Airport Infrastructure Projects in Western Maryland

    WASHINGTON – Today, U.S. Senators Chris Van Hollen and Ben Cardin and Congressman David Trone (all D-Md.) announced $7,705,850 in federal funding for infrastructure and expansion projects at the Hagerstown Regional Airport and Garrett County Airport. The funding, provided through the Department of Transportation (DOT) Federal Aviation Administration’s (FAA) Airport Improvement Program and Airport Terminal Program, will increase the airports’ capacities to meet operational needs and safety standards.

    “Hagerstown Regional and Garrett County airports help connect Western Maryland with greater economic opportunity. We fought for these investments to provide both airports with resources to continue to serving Maryland’s businesses, residents, and visitors in the years to come,” said the lawmakers.

    The federal grants have been awarded as follows:

    • $6,786,262 to Hagerstown Regional Airport to remove a building and relocate fencing identified as obstructions by the FAA and to renovate and expand the existing terminal building to accommodate existing and projected airline passenger demand
    • $919,588 to Garrett County Airport to rehabilitate 7,300 square yards of the existing Terminal Apron pavement

    The Airport Improvement Program (AIP) funds various types of airport infrastructure projects across the country, including repairs and upgrades to runways, taxiways, airport signage, lighting and markings – all while creating thousands of good-paying, local jobs. The members have consistently fought to provide funds for airports and terminal operators, including through the fiscal year 2024 appropriations process, which makes $3.35 billion available from the Airport and Airway Trust Fund and an additional $532 million from the general fund for AIP projects.

    The Airport Terminal Program was created in 2021 through the lawmakers’ efforts to pass the Infrastructure Investment and Jobs Act. Funded at $1 billion in fiscal year 2024, the Airport Terminal Program supports safe, sustainable, and accessible airport terminals, on-airport rail access projects, and airport-owned airport traffic control towers.

    In September, the three NASA centers in California came together to share aerospace innovations with thousands of guests at the Miramar Air Show in San Diego, California. Agency experts talked about the exciting work NASA does while exploring the secrets of the universe for the benefit of all.
    Under a large tent near the airfield, guests perused exhibits from different centers and projects, like a model of the Innovator rover or the Alta-X drone, from Sept. 27 through 29. Agency employees from NASA’s Armstrong Flight Research Center in Edwards, California; Ames Research Center in Moffett Field, California; and Jet Propulsion Laboratory (JPL) in Southern California guided guests through tours and presentations and shared messages about NASA missions.
    “The airshow is about the people just as much as it is about the aircraft and technology,” said Derek Abramson, chief engineer for the Subscale Flight Research Laboratory at NASA Armstrong. “I met many new people, worked with an amazing team, and developed a comradery with other NASA centers, talking about what we do here as a cohesive organization.”

    On Sept. 29, pilots from Armstrong joined the event to take photos with guests and answer questions from curious or enthusiastic patrons. One air show guest had a special moment with NASA pilot Jim Less.
    “One of my favorite moments was connecting with a young man in his late teens who stopped by the exhibit tent numerous times, all in hopes of being able to meet Jim Less, our X-59 pilot,” said Kevin Rohrer, chief of Communications at NASA Armstrong. “It culminated with a great conversation with the two and Jim [Less] autographing a model of the X-59 aircraft the young man had been carrying around.”
    “I look forward to this tradition continuing, if not at this venue, at some other event in California,” Rohrer continued. “We have a lot of minds hungry and passionate to learn more about all of NASA missions.”
    The Miramar Air Show is an annual event that happens at the Miramar Air Base in San Diego, California.

    RCMP in Sault Ste. Marie would like to remind the public of the following regulations when operating a drone or remotely piloted aircraft system (RPAS).

    Drone pilots must follow the rules in the Canadian Aviation Regulations (CARs). You should read these regulations in full before you fly your drone for the first time.

    RPA pilots must carry a valid drone pilot certificate and only fly drones that are marked and registered. If you are flying a drone that is less than 250 grams, you do not need to register the drone or get a drone pilot certificate.

    RESPECT ALL LAWS AND THE PRIVACY AND RIGHTS OF OTHERS WHEN YOU FLY AN RPA.

    While flying

    To keep yourself and others safe, fly your drone:

    • where you can always see it
    • at night only if you have lights on your drone
    • below 122 metres (400 feet) in the air
    • away from bystanders, at a minimum horizontal distance of 30 metres for basic operations
    • away from emergency operations and forest fires
    • away from outdoor concerts, parades and advertised events
    • away from airports 5.6 kilometres (3 nautical miles)
    • away from heliports 1.9 kilometres (1 nautical mile)
    • outside controlled airspace (for basic operations only)
    • away from other aircraft, including other drones

    You could face serious penalties, including fines and/or jail time, if you break the rules.

    Fines for individuals

    • up to $1,000 for flying without a drone pilot certificate
    • up to $1,000 for flying unregistered or unmarked drones
    • up to $1,000 for flying where you are not allowed
    • up to $3,000 for putting aircraft and people at risk

    Fines for corporations

    • up to $5,000 for flying without a drone pilot certificate
    • up to $5,000 for flying unregistered or unmarked drones
    • up to $5,000 for flying where you are not allowed
    • up to $15,000 for putting aircraft and people at risk

    Lafayette, CO — Yesterday, U.S. House Assistant Minority Leader Joe Neguse announced he secured $500,000 in Community Project Funding to Colorado State University (CSU) to advance their Multiuse UAS Airfield Project. This funding—secured by Congressman Neguse as part of a government funding package signed into law earlier this year—will support the renovation and improvement of Christman Airfield, which plays a key role in emergency firefighting operations across the Front Range and is paving the way in drone training and research for the Rocky Mountain West. 

    The Colorado Congressman was joined by CSU President Amy Parsons, Drone Center Director Christopher Robertson, and a wide array of university faculty and students—highlighting the critical role of federal support in advancing this initiative. The event featured a ceremonial check presentation and allowed CSU researchers the opportunity to elaborate on the development of new aircraft and UAS technologies.

    “CSU stands at the forefront of innovation and technology in Colorado, and I’m incredibly proud to have secured $500,000 in Federal funding to help renovate and improve the Christman Airfield,” said Assistant Leader Joe Neguse. “After the recent Alexander Mountain and Stone Canyon Fires, our community understands the critical need to strengthen aerial firefighting and emergency management capabilities—and this investment directly addresses that need. Together, we’re taking meaningful steps to better protect Coloradans from the increasing threat of wildfires.”

    Additional Background on CSU Multiuse UAS Airfield Project: 

    As mentioned, the $500,000 federal investment will go toward the renovation and improvement of the Christman Airfield, which is utilized for aviation research and training for wildfire fighting. The renewed facility provides an updated location for aerial firefighting and emergency management during forest fire operations, supporting the protection of Colorado’s natural areas as well as properties in the forested areas of the state.

    Shri Kinjarapu Ram Mohan Naidu, Minister of Civil Aviation, unveiled the Medical Inspection Room via online mode, with a view to providing medical facilities in emergency situations to the employees working in Rajiv Gandhi Bhawan, New Delhi. Free medical examination assistance will be provided to the personnel of various organizations working in Rajiv Gandhi Bhawan such as Ministry of Civil Aviation, IAF, CISF and other private agencies.

     

    Under Special Campaign 4.0, the place which was lying idle was renovated for creating the Medical Inspection Room by removing the unused and obsolete material. In this medical room, a doctor’s chamber, an examination room, visitor area and nursing station have also been prepared. A doctor and a nurse will be available for service on all working days.

     

    Shri Ram Mohan Naidu praised the collaborative efforts of all involved, emphasizing the importance of prioritizing health of officials.

  • MIL-OSI Europe: Answer to a written question – ‘Book and claim’ mechanism for sustainable aviation fuel in Regulation (EU) 2023/2405 (ReFuelEU Aviation): Part 1/2 – P-001878/2024(ASW)

    1. The Commission is aware of its obligation under Article 15(2) of Regulation (EU) 2023/2405 (ReFuelEU Aviation)[1] and aims to publish its report in the shortest time possible.

    The report will address important issues involving the entire value chain of the aviation fuels ecosystem. In preparing this report, the Commission conducted an extensive stakeholder consultation process which highlighted, among other things, the high complexity of the issue at stake and the necessary measures to be made to the already existing flexibility mechanism. Therefore, the Commission recognises that more time was necessary to produce the report. The document is being finalised and the European Parliament will be notified as soon as the report is published.

    2. The work under the preparatory action on Establishing a book and claim system for SAF (sustainable aviation fuel) will directly relate to recommendations contained in the Commission report. It will be implemented in close cooperation with the European Union Aviation Safety Agency (EASA) over a period of three years.

  • MIL-Evening Report: Collisions between planes and birds follow seasonal patterns and overlap with breeding and migration – new research

    Bird strikes with aircraft pose a serious threat to human safety. The problem dates back to the early days of aviation, with the first death of a pilot recorded in 1912 when an aircraft crashed into the sea after striking a gull.

    Since then, 795 lives have been lost to collisions between aircraft and birds, not to mention the countless bird fatalities.

    As aircraft get faster, quieter, larger and more numerous, the risk of serious accidents increases accordingly. Every year, the aviation industry incurs damages worth billions of dollars.

    To mitigate this problem, airports around the world implement wildlife hazard management, including dispersing flocks away from the runway, tracking local bird movements and managing potential food sources such as landfills and farms near the aerodrome.

    In our recent study, we zoomed out from the local airport and examined seasonal and hemispheric trends in bird strikes.

    We found they peak in late summer and autumn in both hemispheres, but the annual distribution differs between the northern and southern hemispheres. Seasonal trends in bird strikes were seemingly influenced by avian breeding and migration patterns.

    Seasonal patterns

    To assess seasonal patterns in bird strikes, we gathered information for individual airports from existing literature and online sources. Our dataset includes 122 airports in 16 countries and five continents.

    For each hemisphere, we determined the time of year with the overall highest number of bird strikes and the spread of strikes through the year.

    We found that bird strikes peaked in late August in the northern hemisphere and in early April in the southern hemisphere. Strikes were relatively more seasonal in the north, while they had a greater annual spread in the south.

    For instance, strikes in New York or Oslo in the northern hemisphere were considerably higher in August compared to other times of the year, while in Wellington or Durban in the southern hemisphere, strikes occurred more consistently throughout the year.

    Bird strikes peaked in the autumn season in each hemisphere. Autumn is generally when young birds fledge and take to the skies. There may be two explanations for why bird strikes are higher during this time of year.

    1. For young birds, avoiding foreign objects in the flight path may be a learned behaviour. This would result in juveniles being struck at a higher rate.

    2. The greater number of birds in the air during autumn due to the influx of fledglings may result in more strikes, with adults and juveniles being struck at random.

    Links to bird migration

    Seasonal peaks in bird strikes were more pronounced in the north compared to the south. Approximately 80% of the southern hemisphere’s surface is water and the solar energy absorbed by the oceans leads to a more stable thermal regime.

    Conversely, the surface of the northern hemisphere is mostly land, leading to greater fluctuations in temperature. Birds migrate in response to these environmental factors and this influences global avian distributions and abundances.

    The intensity of migration is, therefore, much stronger in the northern hemisphere compared to the southern hemisphere, where local bird abundances are more stable seasonally.

    Our findings bridge a gap between aviation safety and macroecology. Airport authorities can use this information in several ways.

    • Wildlife officers can optimise their bird strike mitigation efforts by allocating more resources in the autumn months, particularly in northern regions.

    • Management plans for “problem” species such as gulls are often adapted from existing plans for similar species at other airports. Information on patterns in bird strikes may help in customising these plans to local bird behaviour.

    • Bird strikes are a global issue, so better standardisation in reporting bird strike statistics could improve our ability to analyse them at a global scale.

    Finally, with climate change altering the seasonal timing of cyclical events, such as avian breeding seasons and migration patterns, it may be crucial to forecast the impact of these changes on the seasonal trends in bird strikes.

    To some degree, bird strikes may be inevitable. But with the cooperation of aviation authorities, scientists and policy makers, we may be able to minimise their frequency and intensity.

  • MIL-OSI USA: 56th Security Consultative Meeting Joint Communique

    1. The 56th United States (U.S.)-Republic of Korea (ROK) Security Consultative Meeting (SCM) was held in Washington, D.C., on October 30, 2024. U.S. Secretary of Defense Lloyd J. Austin III and ROK Minister of National Defense Kim Yong Hyun led their respective delegations, which included senior defense and foreign affairs officials. On October 17, 2024, the U.S. Chairman of the Joint Chiefs of Staff, General Charles Q. Brown Jr., and ROK Chairman of the Joint Chiefs of Staff, Admiral Kim Myung-soo, presided over the 49th ROK-U.S. Military Committee Meeting (MCM).

    2. The Secretary and the Minister reaffirmed that the U.S.-ROK Alliance is the linchpin of peace, stability, and prosperity on the Korean Peninsula and beyond based on our shared values, including freedom, human rights, and the rule of law. The two leaders reviewed progress taken during 2024 to implement the “Defense Vision of the U.S.-ROK Alliance,” including enhancing extended deterrence against the Democratic People’s Republic of Korea (DPRK), modernizing Alliance capabilities based on science and technology cooperation, and strengthening solidarity and regional security cooperation with like-minded partners. They noted that the SCM has played a pivotal role in developing the ROK-U.S. Alliance into a Global Comprehensive Strategic Alliance and would continue maintaining its role as a core consultative mechanism to discuss the future development of the Alliance and provide strategic direction.  The two leaders also provided direction and guidance for continued progress in 2025 through a newly endorsed framework of U.S.-ROK bilateral defense consultative mechanisms that effectively and efficiently support Alliance objectives.  Both concurred that the current U.S.-ROK Alliance is stronger than ever and reaffirmed the two nations’ unwavering mutual commitment to a combined defense posture to defend the ROK as stated in the U.S-ROK Mutual Defense Treaty, and as reflected in the Washington Declaration. The two leaders also resolved to continue to strengthen the Alliances’ deterrence and defense posture against DPRK aggression and promote stability on the Korean Peninsula and throughout the region.

    3. The Secretary and the Minister reviewed the current security environment in and around the Korean Peninsula and discussed cooperative measures between the two nations. The Secretary and Minister expressed grave concern that the DPRK continues to modernize and diversify its nuclear and ballistic missile capabilities.  The two sides condemned the DPRK’s multiple missile launches, including ballistic missiles, its attempted launches of a space launch vehicle, and Russian-DPRK arms trade as clear violations of existing UN Security Council resolutions (UNSCRs).  They noted that these actions present profound security challenges to the international community and pose an increasingly serious threat to peace and stability on the Korean Peninsula and throughout the Indo-Pacific region, as well as in the Euro-Atlantic region.

    4. Secretary Austin reiterated the firm U.S. commitment to provide extended deterrence to the ROK, utilizing the full range of U.S. defense capabilities, including nuclear, conventional, missile defense, and advanced non-nuclear capabilities.  He noted that any nuclear attack by the DPRK against the United States or its Allies and partners is unacceptable and would result in the end of the Kim regime in line with the 2022 U.S. Nuclear Posture Review.  He highlighted the increased frequency and routinization of U.S. strategic asset deployments as committed to by President Biden in the Washington Declaration, and noted that these were tangible evidence of the U.S. commitment to defend the ROK.

    5. The two leaders highly appreciated the work of the Nuclear Consultative Group (NCG) inaugurated following the Washington Declaration.  Both applauded the completion on July 11, 2024, of “United States and Republic of Korea Guidelines for Nuclear Deterrence and Nuclear Operations on the Korean Peninsula,” which represents tremendous progress of the NCG commended and endorsed by President Biden and President Yoon. The two leaders affirmed that the completion of the Guidelines established the foundation for enhancing ROK-U.S. extended deterrence in an integrated manner.  Minister Kim noted that, through such progress, the ROK-U.S. Alliance was elevated to a nuclear-based alliance. The two leaders stressed that the principles and procedures contained in the Guidelines enable Alliance policy and military authorities to maintain an effective nuclear deterrence policy and posture.  The Secretary and Minister also welcomed the successful execution of the ROK-U.S. NCG table-top simulations and table-top exercises to enhance decision-making about nuclear deterrence and operations, and planning for potential nuclear contingencies on the Korean Peninsula.  Both sides affirmed that the full capabilities of the two countries would contribute to the Alliance’s combined deterrence and defense posture, and in this regard the Secretary welcomed the recent establishment of the ROK Strategic Command.  The Secretary and Minister directed the NCG to continue swift progress on NCG workstreams, including security protocols and expansion of information sharing; nuclear consultation processes in crises and contingencies; nuclear and strategic planning; ROK conventional support to U.S. nuclear operations in a contingency through conventional-nuclear integration (CNI); strategic communications; exercises, simulations, training, and investment activities; and risk reduction practices.  They noted that such efforts would be coordinated to strengthen capabilities of the ROK and United States to enhance U.S.-ROK extended deterrence cooperation in an integrated manner, and looked forward to receiving regular updates on NCG progress activities at future SCMs.

    6. The two sides pledged to continue coordinating efforts to deter DPRK’s nuclear threat with the Alliance’s overwhelming strength, while continuing to pursue efforts through sanctions and pressure to dissuade and delay DPRK’s nuclear development.  Both leaders stressed the importance of full implementation of UNSCRs by the entire international community, including the People’s Republic of China (PRC) and Russia, both permanent members of the UN Security Council.  The two leaders urged the international community to prevent and respond to DPRK’s sanctions evasion so that it abandons its illegal nuclear and ballistic missile development.  To this end, they decided to work closely with each other and the international community to combat the DPRK’s illegal and malicious cyber activities, cryptocurrency theft, overseas laborer dispatches, and ship-to-ship transfers.  The Secretary and Minister expressed concern that Russia-DPRK military cooperation, which has been intensified since the signing of a Comprehensive Strategic Partnership Treaty between the two, is deepening regional instability.  The two leaders made clear that military cooperation, including illegal arms trade and high-technology transfers between Russia and the DPRK, constitute a clear violation of UNSCRs, and called on Russia to uphold its commitments.  The two leaders also strongly condemned in the strongest terms with one voice that the military cooperation between Russia and the DPRK has expanded beyond transfers of military supplies to actual deployment of forces, and pledged to closely coordinate with the international community regarding this issue. 

    7. Both leaders reiterated the willingness of their Presidents to pursue dialogue and diplomacy, backed by a robust and credible deterrence and defense posture.  In this regard, Secretary Austin expressed support for the goals of the ROK’s Audacious Initiative and President Yoon’s vision of a free, peaceful, and prosperous unified Korean Peninsula, and welcomed President Yoon’s desire to open a path for serious and sustained diplomacy with the DPRK.  Both sides reaffirmed that they remain open to dialogue with the DPRK without preconditions and pledged to continue close coordination.

    8. The Minister and the Secretary noted concerns that the DPRK’s claims of “two hostile countries,” and activities near the Military Demarcation Line (MDL) could threaten peace and the Armistice on the Korean Peninsula.  The two leaders strongly condemned DPRK’s activities that raise tension on the Korean Peninsula, such as multiple unmanned aerial vehicle (UAV) infiltrations in the past, as well as the recent unilateral detonation of sections of inter-Korean roads and ongoing launches of “filth and trash balloons,” and urged the DPRK to immediately cease such activities.  The Secretary and the Minister concurred that the Armistice Agreement remains in effect as an international norm guaranteeing the stable security order on the Korean Peninsula, and that all parties of the Korean War should abide by it while it remains in force.  Both sides noted that the Northern Limit Line (NLL) has been an effective means of separating military forces and preventing military tension over the past 70 years, and urged the DPRK to respect the NLL.

    9. Secretary Austin and Minister Kim reaffirmed the role of the United Nations Command (UNC) in implementing, managing, and enforcing the Korean Armistice Agreement, deterring DPRK aggression, and coordinating a multinational, united response in case of contingencies on the Korean Peninsula.  They reaffirmed that UNC has successfully contributed to those aims for more than 70 years and continues to carry out its mission with the utmost respect for the sovereignty of ROK, the primary host nation.  Both sides welcomed the successful organization of the second ROK-UNC Member States Defense Ministerial Meeting and expressed their appreciation for UNC Member State contributions.  They welcomed the addition of Germany to UNC, and noted that peace and prosperity in the Indo-Pacific, including the Korean Peninsula, and Euro-Atlantic regions are increasingly connected.  The two leaders are determined to continue seeking the expanded participation in UNC by like-minded countries that share the values of the 1953 Washington Declaration, anchored in the principles of the UN Charter and mandates of relevant UNSCRs. Secretary Austin thanked Minister Kim for the ROK’s efforts to support the UNC’s role to maintain and enforce the Armistice Agreement, and to support the defense of the ROK against DPRK aggression.  In this regard, the Secretary and Minister both highlighted their desire to expand combined exercises, information sharing, and interoperability between the ROK, the Combined Forces Command, and UNC Member States.

    10. The Secretary and the Minister also noted the critical role that U.S. forces in the ROK have played for more than 70 years and reaffirmed that U.S. Forces Korea (USFK) continues to play a decisive role in preventing armed conflict on the Korean Peninsula, and in promoting peace and stability in Northeast Asia.  Secretary Austin reiterated the U.S. commitment to maintain current USFK force levels to defend the ROK. 

    11. The Secretary and Minister also reviewed the work of the various bilateral mechanisms such as the U.S.-Korea Integrated Defense Dialogue (KIDD).  They welcomed efforts to enhance information sharing through the U.S. Shared Early Warning System (SEWS) for strengthening the Alliance’s detection capabilities in response to advancing DPRK missile threats.  They also commended the work of the Counter-Missile Working Group (CMWG) and reviewed “the Joint Study on Alliance Comprehensive Counter-Missile Strategy” aimed at informing recommendations for counter-missile capabilities and posture of ROK and United States.  The Secretary and Minister also discussed concrete efforts to strengthen cooperation in space and cyber to robustly deter and defend against growing threats.  They endorsed efforts by the Space Cooperation Working Group (SCWG) to improve space situational awareness information sharing and interoperability, and acknowledged the need to expand ROK participation in exercises and training that can strengthen Alliance space capability and improve resilience against growing space threats.  In particular, the Secretary also welcomed ROK participation in the Joint Commercial Operations (JCO) cell to leverage space industry and strengthen allied space capabilities.  The Secretary and Minister also pledged to deepen cyber cooperation through the Cyber Cooperation Working Group and improve coordination through cyber defense exercises, such as Cyber Alliance and Cyber Flag.  Overall, both leaders expressed appreciation for the continuing cooperation to ensure the Alliance’s space, cyber, and counter-missile efforts to keep pace with the evolving threats posed by the DPRK.

    12. Noting the importance of science and technology (S&T) cooperation, the Secretary and Minister decided to establish the Defense Science and Technology Executive Committee (DSTEC) at the Vice-Minister-Under Secretary level within this year, to guide and prioritize Alliance defense S&T cooperation.  They noted priority areas for cooperation including autonomy, artificial intelligence, and crewed-uncrewed teaming are particularly vital to ensure the ROK is able to achieve the goals of Defense Innovation 4.0 and modernize Alliance capabilities.  Both leaders also welcomed future S&T cooperation related to quantum technologies, future-generation wireless communication technologies, and directed energy to ensure that S&T advancements enhance the combined capabilities of the Alliance.  This included efforts to identify potential areas of collaboration on AUKUS Pillar II.  The Secretary welcomed the Minister’s proposal to host a Defense Science and Technology conference in 2025, and concurred that the DSTEC should leverage this conference to baseline and prioritize Alliance defense S&T collaboration.

    13. The Secretary and Minister also reviewed efforts to improve the interoperability, interchangeability, and resilience of the U.S. and ROK defense industrial base.  They underscored the need to improve efficient and effective collaboration in the development, acquisition, fielding, logistics, sustainment, and maintenance of defense capabilities, and to ensure that S&T advancements are swiftly and seamlessly transitioned into acquisition and sustainment efforts.  Both leaders welcomed progress under the U.S. Regional Sustainment Framework (RSF) and welcomed ROK participation in a Maintenance, Repair, and Overhaul (MRO) pilot project on Air Force aviation maintenance.  The two leaders noted that this pilot project could lead to more bilateral co-sustainment opportunities, and also expand defense industrial collaboration with like-minded partners in the region in light of the ROK’s key role in the Partnership for Indo-Pacific Industrial Resilience (PIPIR) contact group.  The Secretary and Minister also noted with satisfaction the recent U.S. Navy contract with ROK shipyards to conduct MRO services for U.S. vessels, and underscored the potential to expand such work to improve the resilience of the Alliance’s posture in the Indo-Pacific Region.  The Secretary and Minister also recognized the need to improve reciprocal market access to deepen defense industrial cooperation and enhance supply chain resiliency, and are committed to accelerate cooperation with the goal of signing the Reciprocal Defense Procurement Agreement next year based on guidance from both Presidents.

    14. The Secretary and the Minister received and endorsed the MCM Report to the SCM presented by the U.S. Chairman of the Joint Chiefs of Staff, General Charles Q. Brown.  They welcomed the efforts of General Brown, Admiral Kim, and the MCM to enhance military plans, posture, training, exercises, and efforts to coordinate U.S.-ROK Combined Forces Command (CFC) activities and enhance military strength of the Alliance.  The Secretary and Minister concurred that the Freedom Shield 24 (FS 24) and Ulchi Freedom Shield 24 (UFS 24) exercises, which included realistic threats from the DPRK advancing nuclear, missile, space, and cyber threats, enhanced the Alliance’s crisis management and strengthened deterrence and defense capabilities.  In addition, they assessed that combined field training exercises (FTX), which were more extensive than the past year and conducted in land, maritime and air domains, enhanced interoperability and combined operations execution capabilities.  Based on such outcomes, both leaders decided to continue strengthening combined exercises and training in line with the rapidly changing security environment of the Korean Peninsula, and further decided that future combined exercises should include appropriate and realistic scenarios including responses to DPRK nuclear use.  The Secretary and the Minister also emphasized that ensuring consistent training opportunities for USFK is critical to maintaining a strong combined defense posture.  Secretary Austin noted the efforts of ROK Ministry of National Defense (MND) to improve the training conditions for U.S. and ROK forces and stressed the importance of maintaining close cooperation between USFK and MND for the joint use of ROK facilities and airspace for training. 

    15. Given the growth and diversification of the DPRK’s chemical, biological, radiological, and nuclear (CBRN) weapons and delivery systems, both leaders assessed efforts and works to ensure execution of Alliance missions under a CBRN-challenged environment.  In particular, they welcomed progress by the Countering Weapons of Mass Destruction Committee (CWMDC), including the expansion of information sharing required for nuclear elimination operations consistent with the Nuclear Weapons Non-proliferation Treaty (NPT), and the strengthening of cooperation to prevent proliferation of WMD in the Indo-Pacific region. Both leaders welcomed continued multinational counter-proliferation activities in the region amidst advancements of DPRK nuclear and missile program and intensification of arms trade between Russia and the DPRK following the Comprehensive Strategic Partnership Treaty.  Secretary Austin expressed appreciation for ROK contributions to various global security efforts such as Proliferation Security Initiative (PSI), and the Minister and the Secretary concurred on the importance of maintaining cooperative efforts to enforce relevant counter-proliferation UNSCRs.

    16. The Secretary and Minister also reviewed the progress and works to fulfill the Conditions-based Wartime Operational Control (OPCON) Transition Plan (COTP).  Both leaders reaffirmed that the conditions stated in the bilaterally approved COTP must be met before wartime OPCON is transitioned in a stable and systematic manner.  They received the results of the annual U.S.-ROK bilateral evaluation on the capabilities and systems for conditions #1 and #2 based on the bilaterally-approved assessment criteria and standards.  Both leaders affirmed that there was a significant progress of this year’s bilateral evaluation on readiness posture and capabilities, and pledged to continue close consultations between the ROK and the United States. for the establishment of the Future-CFC.  The Secretary and the Minister also reaffirmed that Future-CFC Full Operational Capability (FOC) Certification would be pursued when the results of the bilateral evaluation on the capabilities and systems of conditions #1 and #2 meet the mutually approved levels.  Regarding condition #3, the Secretary and the Minister decided to remain in close consultation for the assessment of the security environment.  Both sides pledged to support continued evaluation and progress in wartime OPCON transition implementation through annual MCMs and SCMs, and affirmed that the wartime OPCON transition would strengthen ROK and Alliance capabilities and the combined defense posture. 

    17. The Secretary and the Minister reviewed the regional security environment, and plans to expand U.S.-ROK security cooperation throughout the Indo-Pacific region to support maintaining a free and open Indo-Pacific that is connected, prosperous, secure, and resilient.  They also reaffirmed support for Association of Southeast Asian Nation (ASEAN) centrality and the ASEAN-led regional architecture as well as regional efforts of the Pacific Islands Forum.  In particular, the two leaders noted the importance of enhancing cooperation during the implementation of both the ROK and U.S. respective strategies for the Indo-Pacific region.  To this end, the Secretary and the Minister endorsed the “Regional Cooperation Framework for U.S.-ROK Alliance Contributions to Security in the Indo-Pacific,” and discussed priorities areas and partners to better respond to the complex regional and global security situation.  After reviewing the work of the ROK-U.S. Regional Cooperation Working Group (RCWG), both leaders reaffirmed their commitment to strengthen defense cooperation with ASEAN members and work together with the Pacific Island Countries to contribute to regional security.  The Secretary and the Minister also acknowledged the importance of preserving peace and stability in the Taiwan Strait as reflected in the April 2023 “Joint Statement in Commemoration of the 70th Anniversary of the Alliance between the United States of America and the Republic of Korea.”  

    18. The Secretary and the Minister reflected on the remarkable progress made during 2024 to fulfill the historic understandings at the Camp David Summit.  They welcomed the Memorandum of Cooperation on the Trilateral Security Cooperation Framework (TSCF), signed by the Ministers and the Secretary of the United States, ROK, and Japan in July, along with enhanced sharing of missile warning information and efforts to systematically conduct trilateral exercises, including the first execution of the multi-domain trilateral exercise FREEDOM EDGE.  The Secretary and the Minister reaffirmed their commitment to continuing to promote and expand trilateral security cooperation including senior-level policy consultations, trilateral exercises, information sharing, and defense exchange cooperation.

    19. The two sides also took the opportunity to reaffirm that expediting the relocation and return of U.S. military bases in the ROK is in the interests of both countries, and decided to work closely to ensure the timely return of the bases in accordance with the Status of Forces Agreement (SOFA) and related agreements.  The two leaders noted the significance of the complete construction of Yongsan Park, and pledged to expedite the remaining return of Yongsan Garrison.  The Minister and the Secretary also reaffirmed their mutual commitment to discuss the return of other U.S. military bases through regular consultations through SOFA channels to reach mutually acceptable outcomes in the future.

    20. Secretary Austin expressed his gratitude that the ROK is contributing toward ensuring a stable environment for U.S. Forces Korea.  The Secretary and Minister also welcomed the recent conclusion of consultations related to a 12th Special Measures Agreement (SMA), and concurred that it would greatly contribute to the strengthening of the U.S.-ROK combined defense posture.

    21. Secretary Austin and Minister Kim affirmed that the discussions during the 56th SCM and the 49th MCM contributed to strengthening the U.S.-ROK Alliance with a vision toward the further development of a truly global alliance.  The two leaders commended the U.S. and ROK military and civilian personnel that worked to strengthen the bond of the Alliance, and expressed appreciation for their shared commitment and sacrifice.  Both sides expect to hold the 57th SCM and 50th MCM in Seoul at a mutually convenient time in 2025.

    WASHINGTON – U.S. Senators Ben Cardin and Chris Van Hollen, Congressmen Steny Hoyer and Dutch Ruppersberger (all D-Md.), today announced $7,556,842 in U.S. Department of Transportation awards to Carroll County Regional, Tipton and Martin State Airports for necessary upgrades to modernize their facilities and improve passenger comfort.

    The funding was awarded by the U.S. Department of Transportation’s Airport Improvement Program and Airport Terminal Program.

    The federal grants have been awarded as follows:

    1. $3,612,000. Carroll County Regional Airport: To remove a building and relocate fencing identified as obstructions by the FAA.
    2. $2,944,842, Tipton Airport: To construct a 6,000 square-foot terminal to accommodate the movement of passengers and baggage.
    3. $1,000,000, Martin State Airport: To fund the funds the construction of a new Airport Traffic Control Tower, replacing the 82-year-old sponsor-owned tower that has reached the end of its useful life.

    The Airport Improvement Program funds various types of airport infrastructure projects across the country, including repairs and upgrades to runways, taxiways, airport signage, lighting and markings – all while creating thousands of good-paying, local jobs. The members have consistently fought to provide funds for airports and terminal operators, including through the fiscal year 2024 appropriations process, which makes $3.35 billion available from the Airport and Airway Trust Fund and an additional $532 million from the general fund for AIP projects.

    The Airport Terminal Program was created in 2021 through the lawmakers’ efforts to pass the Infrastructure Investment and Jobs Act. Funded at $1 billion in fiscal year 2024, the Airport Terminal Program supports safe, sustainable, and accessible airport terminals, on-airport rail access projects, and airport-owned airport traffic control towers.

    Through effective investments, including a historic $155-million wildfire base budget, Alberta’s government ensured the province was prepared to respond throughout the 2024 wildfire season. In anticipation of the wildfire season, Alberta’s government recruited 100 additional wildland firefighters and an additional 40 contract wildland firefighters – in addition to securing more airtankers, heavy equipment, and helicopters equipped with night vision technology. As a result of this preparation, front-line crews were able to respond quickly and fight fires around the clock, containing 85 per cent of wildfires within 24 hours of detection.

    The 2024 wildfire season began earlier than usual, with 64 carryover wildfires stemming from a mild winter and extremely dry conditions. In response to this elevated danger, Alberta’s government activated an early start to the wildfire season on February 20, 2024, implementing a fire ban and fire permit system to prevent additional human-caused wildfires.

    Despite significant challenges, including large wildfires near Jasper that led to evacuations and the tragic loss of an Alberta wildland firefighter, as well as the loss of homes and businesses in the community, Alberta Wildfire demonstrated remarkable coordination, offering immediate aid and resources to Parks Canada, including support personnel, firefighters, aircraft and equipment.

    While supporting the Jasper response led by Parks Canada, Alberta Wildfire crews continued to tackle substantial wildfires throughout the province, deploying personnel, aircraft and equipment to combat wildfires and assist impacted communities. Throughout the season, residents of Garden River, John D’Or Prairie, Fox Lake in the Little Red River Cree Nation, and the Chipewyan Cree Nation were also evacuated. Additionally, an area near Peace River and four neighborhoods in Fort McMurray faced short-term evacuations due to wildfires.

    During the 2024 wildfire season, Alberta Wildfire responded to more than 1,210 wildfires in the Forest Protection Area, exceeding last year’s record-breaking total. While the number of fires in 2024 exceeded the total number of fires in 2023, wildfires this season burned less than a third of the area compared with 2023, underscoring the effectiveness of Alberta’s preparation and investments.

    Although Oct. 31 marks the end of Alberta’s wildfire season, Alberta Wildfire remains vigilant and ready to respond to any potential wildfires across the province.

    • In 2023, there were 1,080 wildfires and more than 2.2 million hectares burned.

    CLOVIS, N.M. — Today, U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Appropriations Committee, and U.S. Representative Teresa Leger Fernández (D-N.M.) participated in a groundbreaking ceremony to begin construction on a new 21,000 square foot terminal at Clovis Regional Airport (CVN). The new terminal at Clovis Regional Airport is fully funded by a $15.7 million grant and a $3.5 million grant from the Infrastructure Law — legislation passed by Democrats in the N.M. Congressional Delegation — and a Heinrich-led $3.5 million Congressionally Directed Spending award that is advancing in the Fiscal Year 2025 Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill that passed out of the Senate Appropriations Committee in July.

    These three investments, totaling $22,700,000, are making it possible for Clovis to complete the new terminal. 

    The terminal at Clovis Regional Airport will better connect the community, improve travelers’ experiences, create high-quality jobs, and grow local economies across New Mexico.

    The Infrastructure Law is delivering billions of dollars in historic infrastructure investments to New Mexico.    

    The Infrastructure Law is set to invest $4.3 billion in formula funding alone for at least 337 vital projects in New Mexico. Some of the projects and priorities that have already received federal funding from the Infrastructure Law include:   

    • $1.8 billion for New Mexico’s roads and bridges.   
    • $379 million over five years, based on formula funding, for New Mexico’s public transit. To date, New Mexico has been allocated $147.2 million to improve public transportation options across the state in Fiscal Year 2022.    
    • $710 million for clean drinking water in New Mexico.   
    • $362.3 million for infrastructure resilience, including $23.4 million through the Army Corps of Engineers for flood mitigation in New Mexico.   
    • $160 million, the first installment of funding from the Infrastructure Law, to support the completion of the Eastern New Mexico Rural Water System pipeline in Eastern New Mexico. 
    • $3 billion across Indian Country to help Tribes deploy broadband infrastructure.  
    • $52.4 million for capping orphaned oil and gas wells and reclaiming abandoned mine lands and $20.7 million has been allocated to cleaning up Superfund and Brownfield sites across New Mexico.   
    • $38 million over five years, based on formula funding, to support the expansion of an EV charging network in the state.   
    • $74.9 million for clean energy, energy efficiency, and power in New Mexico.   
    • $50 million for airports across New Mexico.   
    • $33 million for clean and low emission buses in New Mexico.
