  • MIL-OSI Security: 148th Fighter Wing Completes PACAF Deployment

    OKINAWA, Japan  –  

    Members and F-16 Fighting Falcons assigned to the 148th Fighter Wing, Minnesota Air National Guard deployed to the 18th Wing at Kadena Air Base, Okinawa, Japan from July to October 2024. While deployed, the Minnesota Air National Guard members were known as the 179th Expeditionary Fighter Squadron.

    “The 148th Fighter Wing provided a dynamic force employment package to the 18th Wing to provide combat air power adding an additional deterrence factor to the area of operations,” said 179th Expeditionary Fighter Squadron Commander, Lt. Col. Matt Zimniewicz.

    Having the 148th and other rotationally deployed fighters from across the globe highlights the importance of our strategic location in the Indo-Pacific. Not only does it provide a valuable opportunity for fourth and fifth generation fighters to integrate and train, but their presence also serves as a powerful deterrent to potential adversaries in the region, said Col. David Deptula, 18th Operations Group, Kadena Air Base, Japan.

    During their time at Kadena Air Base, Airmen integrated themselves working alongside their 18th Wing counterparts, performing all the same job-specific skills as they would at home station, along with experiencing some unique aspects while deployed.

    “The deployment tempo is a little different than at home station. The crews worked two shifts: to support fighter presence in the Pacific, ensure the pilots continue their training, provide ready aircraft and pilots for Alert, respond to higher headquarters taskings as needed, and participate in large-scale flying exercises,” said Zimniewicz.

    In addition to integrating with the 18th Wing, 179th Expeditionary Fighter Squadron flew with other deployed units; the 199th Fighter Squadron attached to the 154th Wing, Hawaii Air National Guard and the 27th Fighter Generation Squadron out of Langley Air Force Base, Va., integrating as wingmen and flying alongside the F-22 Raptor to enhance interoperability between platforms and units.

    “We are a combined force, so you get different experiences flying with the F-22 Raptor and local F-15 Eagles from the 18th Wing,” Zimniewicz said.

    1st Lieutenant Keegan Flaherty, a 148th aircraft maintenance officer explained, “most of our members operated under the structure of the 179th Fighter Generation Squadron. This incorporated specialists like crew chiefs, weapons, avionics, electric and environmental, tool crib, and supply to ensure day-to-day flying and maintenance operations run safe, smooth, and efficient.”

    During this deployment there were maintenance organization from the 148th that integrated with their 18th Wing counterparts. “The 148th Aerospace Ground Equipment (AGE) crew delivered equipment to the flightline in a timely manner, as well as lending a hand to their 18th Wing active-duty counterparts fixing mission-critical equipment,” Flaherty said. “Our munitions systems specialists were integrated with the 18th Munitions Squadron providing support delivering chaff or flare, missiles, 20MM rounds, and training bombs and munitions.”

    There is a lot about balance and having really good communication to remain mission ready, said Flaherty.

    “The people and the F-16s of the Minnesota Air National Guard provide added readiness and deterrence capabilities to the region,” said Flaherty. “Operating out of the strategic hub of Kadena Air Base, we are proud to play a role in the many missions being conducted out of the aptly named “Keystone of the Pacific.”

    Halfway through the three-month deployment, a smaller subset of 148th personnel and aircraft participated alongside 28 nations during India’s largest multinational exercise, Tarang Shakti 2024. “Tarang Shakti is an opportunity to combine cultures and perspectives while building security and interoperability, with our participating and observing partners. The spirit of collaboration and embracing diversity is key to not only better executing flying maneuvers, but also to broaden people’s minds,” said Indian Air Marshal AP Singh, Indian Air Force Air Staff vice chief.

    For 179th Expeditionary Fighter Squadron pilots like Maj. Christopher Zeigler, the training, partnership, cultural events and problem solving provided by Tarang Shakti-24, enhanced operations for multinational partners supporting a common resolve to sustain and a free and open Indo-Pacific.

    “We worked with a lot of different nations here,” said Zeigler. “The exercise was a great opportunity for us to run large force exercise events with the Indian Air Force. We enjoyed working with everyone and building relationships. We don’t get to do this very often with other countries, so I think it was a really beneficial experience for our unit. Building these partnerships and flying with different airframes like this, it puts us in a better position to support shared missions throughout the Indo-Pacific.”

    While at Kadena, the 148th, in coordination with allies and partners, projected decisive airpower to assist in ensuring regional stability.

  • MIL-OSI: Vast and GGS Energy Partner to Bring CSP-Powered Green Methanol and SAF to the U.S.

    HOUSTON, Oct. 29, 2024 (GLOBE NEWSWIRE) — Vast Renewables Limited (“Vast”) (Nasdaq: VSTE), a renewable energy company specialising in concentrated solar thermal power (CSP) systems that generate zero-carbon, utility-scale electricity and industrial process heat, today announced it has signed a development services agreement with GGS Energy LLC (“GGS Energy”), a leading energy transition development company with deep project development experience, to pursue a commercial-scale synthetic fuels project in the Southwest United States (Project Bravo).

    Project Bravo, Vast’s first deployment in the U.S., will see Vast’s CSP v3.0 technology used to generate carbon free heat and electricity to power a co-located refinery that will produce green methanol and/or electrically powered sustainable aviation fuel (e-SAF). The project is expected to be located in the Southwest United States.

    Methanol is one of the most versatile hydrogen derivatives which, if produced using clean energy, has the potential to decarbonise shipping and aviation fuels. Using CSP can potentially reduce green fuel production costs by up to 40 percent according to a recent report by engineering group Fichtner. Furthermore, e-SAF will be critical to reducing emissions from the aviation industry over the coming decades. Given these and other strong demand trends, the parties expect to attract high-quality, long-term offtake contracts from global strategic partners.

    Project Bravo will build on Solar Methanol 1 (SM1), the CSP-powered green methanol reference plant to be located in Australia at the Port Augusta Green Energy Hub, that Vast is co-developing with global energy company Mabanaft. SM1 will be supplied with baseload renewable heat from Vast’s co-located 30 MW / 288 MWh CSP plant, and it will have the capacity to produce 7,500 tonnes of green methanol each year.

    Vast has been undertaking early-stage development activities for Project Bravo, including initial design, site selection and feasibility assessments, to create a viable project ready for the next phase of development in collaboration with GGS Energy. The project has a development target of 550MWh of CSP generation, with further details to be released as development activities unfold.

    The development services agreement sets out how Vast will advance Project Bravo with GGS Energy, a subsidiary of Glacier Global Partners that was formed in 2020 as an energy transition company focused on developing utility-scale renewable energy. The project’s success could unlock the mass production of green fuels from synthetic feedstocks in the US and catalyse a pipeline of future projects.

  • MIL-OSI Global: On foreign policy, Trump opts for disruption and Harris for engagement − but they share some of the same concerns

    According to conventional wisdom, U.S. voters are largely motivated by domestic concerns and especially the economy.

    But the upcoming presidential election may be somewhat of an outlier. In a September 2024 poll, foreign policy actually ranks quite high in voters’ concerns – with more Democrats and Republicans combined saying it was “very important” to their vote than, say, immigration and abortion.

    As such, understanding where Republican presidential nominee Donald Trump and Democratic rival Kamala Harris stand on the significant international issues of the day is important. And we can do so by looking at the records of their respective administrations in the three regions they prioritized: the Indo-Pacific, Europe and the Middle East.

    Donald Trump: Disrupter-in-chief

    In his 2017 inaugural address, Trump painted a dark picture of the U.S. In his telling, his country was being taken advantage of by other nations, especially in trade and security, while neglecting domestic challenges.

    To disrupt this, Trump promised an “America First” approach to guide his administration.

    And in practice, his foreign policy certainly proved disruptive. He showed a clear willingness to buck traditions and undid some of former President Barack Obama’s signature policies, such as the Iran nuclear deal, which exchanged sanctions relief for restrictions on Tehran’s domestic nuclear program, and the Trans-Pacific Partnership trade agreement.

    In so doing, he ruffled the feathers of allies and foes alike.

    Trans-Atlantic relations were tense under Trump, especially because of his hostility toward NATO. After deriding the Atlantic alliance on the campaign trail, Trump stuck to the same tune while in office. He routinely insulted allies at high-level summits and allegedly came close to withdrawing from the alliance altogether in 2018.

    While NATO did make inroads in bolstering its Eastern flank in that period, the alliance was primarily defined by internal turmoil and limited cohesion during Trump’s time in office. U.S. relations with the European Union hardly fared better. In 2018, the U.S. imposed steel and aluminum tariffs on the European Union, citing national security concerns.

    Trump also broke with previous U.S. presidents in his administration’s Asia policy. One of his first moves in 2017 was to abandon the Trans-Pacific Partnership, a trade deal negotiated by Obama. Trump’s late 2017 national security strategy also announced a major shift toward China, labeling it as a “strategic competitor” – implying a greater emphasis on containing China as opposed to cooperating with it.

    This hawkish turn played out especially in the field of trade. Trump’s administration imposed four rounds of tariffs in 2018-19, affecting US$360 billion of Chinese goods. Beijing, of course, responded with tariffs of its own. The two countries did sign a so-called phase-one deal in January 2020 that sought to lower the stakes of this trade war. But the COVID-19 pandemic nullified any chance of success, and relations soured further with each Trump utterance of the pandemic being a “Chinese virus.”

    Trump showcased somewhat contradictory impulses toward the Middle East and other issues. He pushed for disengagement and to undo Obama’s major policies. Besides withdrawing from the Paris climate accords in 2017, Trump abandoned the Iran nuclear deal in 2018. His administration also signed a deal to end the U.S. presence in Afghanistan, and it withdrew forces from northern Syria.

    But at the same time, Trump continued the bombing campaign against the Islamic State group in Syria and Iraq and authorized the killing of Iranian Gen. Qasem Soleimani in 2020. The latter was consistent with a policy that aimed to pressure and isolate Iran economically and diplomatically. The key example of the diplomatic pressure came through especially via the Abraham Accords through which Trump helped facilitate the establishment of normal diplomatic ties between Israel and the UAE, Bahrain and Morocco.

    Kamala Harris: Alliance and engagement

    Although not taking a driving role in foreign policy, Harris has been part of an administration that has committed the U.S. to repairing alliances and engaging with the world.

    This came across by undoing some major actions from the Trump administration. For example, the U.S. quickly rejoined the Paris climate accords and overturned a decision to leave the World Health Organization.

    But in other areas, the Biden administration has shown more continuity with Trump than many expected.

    For instance, the U.S. under Biden has not fundamentally deviated from strategic competition with China, even though the tactics have differed a little. The administration maintained Trump’s tariff approach, even adding its own targeted rounds against Beijing on electric vehicles.

    Moreover, it cultivated different diplomatic platforms in the Indo-Pacific to act as a counterweight to China. This included the cultivation of the Quad dialogue with Australia, India and Japan, and the AUKUS deal with Australia and the U.K., both of which attempted to further the Biden administration’s strategy of containing China’s influence by enlisting regional allies. Finally, the Biden administration did maintain some channels of communication with China at the highest level as well, with Biden meeting Xi Jinping twice during his presidency.

    The Biden administration’s Middle Eastern policy displayed significant continuity with Trump’s approach – at first. While it turned out to be chaotic, the U.S. completed the withdrawal of its troops from Afghanistan in summer 2021, as had been agreed under Trump. The Biden administration also embraced the format and goals of the Abraham Accords. It even tried to build on them, with the goal of fostering Israeli-Saudi diplomatic ties.

    Of course, the attacks of Oct. 7, 2023, in Israel completely changed the equation in the Middle East. Preventing the spiral of violence in the region has become an all-consuming task. Since then, Biden and Harris have tried, largely unsuccessfully, to balance support for Israel with mediation efforts to liberate the hostages and to ensure a cease-fire.

    Trans-Atlantic relations, however, are an area where there were marked differences in the past four years. The tone of the Biden-Harris administration has been in sharp contrast with that of Trump, reaffirming frequently its clear commitment to NATO. And once Russia launched its illegal invasion in February 2022, the U.S. placed itself at the forefront of supporting Ukraine.

    Harris has suggested that she would continue Biden’s policy of providing Kyiv with extensive and continuous military support. In conjunction with allies, the White House of Biden and Harris also implemented a broad range of sanctions against Russia. But the U.S. under Biden has not yet been willing to support Ukraine’s immediate entry into NATO.

    What next?

    Based on their records, what could we expect of a Trump or Harris presidency?

    It’s unlikely either candidate will abandon strategic competition with China. But Trump is more likely to seriously escalate the trade war, promising extensive tariffs against Beijing. Trump’s commitment to defending Taiwan is also more ambiguous in comparison with Harris’ pledges.

    U.S. policy toward Europe will largely depend on the results of the election. Harris has frequently underlined her steadfast support for NATO, as well as for Ukraine. Trump, on the other hand, is showing signs that he is unwilling to further aid the regime in Kyiv.

    And for the Middle East, it remains to be seen whether either Trump or Harris would be able to better shape events in the region.

    The Honourable Mélanie Joly, Minister of Foreign Affairs, today announced sanctions under the Special Economic Measures (Burma) Regulations against 3 individuals and 4 entities for supplying weapons and military equipment to the Myanmar military.

    The sanctions announced today, in coordination with the United Kingdom and the European Union, respond to the ongoing and increasing aerial attacks by the Myanmar military regime. Over the last six months, military airstrikes killed almost 400 civilians, including more than 60 children, and injured more than 750 people

    These attacks are a grave breach of international peace and security and violate the basic principles of democracy and respect for human rights. The conflict has resulted in a worsening humanitarian crisis and increased instability as the regime escalates violence to assert its authority. 

    Imposing these sanctions on individuals and entities under the Special Economic Measures Act (SEMA) is in direct response to these actions and to those supplying weapons, military equipment, key resources and revenue to the Myanmar military.

    Canada continues to urge all countries to impose similar measures. We call on the international community to suspend all support to the Myanmar military, including the transfer of weapons, materiel, aviation fuel, equipment, and technical assistance to the Myanmar military.  

    Canada will continue to support the aspirations of the people of Myanmar and those who work peacefully to advance a peaceful, inclusive, democratic future.

    The UK, EU and Canada have announced further sanctions targeting the Myanmar military’s access to military material, equipment and funds.

    • The UK, EU and Canada have announced a further round of sanctions to increase pressure on the Myanmar military regime and its associates.  

    • UK sanctions target entities supplying aviation fuel and equipment to the Myanmar military. August 2024 saw the highest number of airstrikes on record by the Myanmar military, killing dozens of civilians.  

    The UK, EU and Canada have announced further sanctions targeting the Myanmar military’s access to military material, equipment and funds.  

    UK action will help to constrain the Myanmar military’s ability to conduct airstrikes on civilians, which amount to gross human rights violations.  

    The latest round of UK sanctions is against six entities involved either in providing aviation fuel to the Myanmar military or in the supply of restricted goods, including aircraft parts. Today’s announcement bolsters previous sanctions against suppliers of aviation fuel to the military in February and March 2023 and arms dealers in October 2023.  

    The UK will continue to work with partners to restrict the sale and transfer of arms and finance to the Myanmar military. Since the coup, the UK has provided more than £150 million for life-saving humanitarian assistance, healthcare, education and support for civil society and local communities in Myanmar.

    Minister for the Indo-Pacific, Catherine West said:  

    The human rights violations taking place across Myanmar, including airstrikes on civilian infrastructure, by the Myanmar military is unacceptable and the impact on innocent civilians is intolerable. 

    That is why today the UK is announcing fresh sanctions targeting the suppliers of equipment and aviation fuel to the Myanmar military. Alongside the EU and Canada, we are today further constraining the military’s access to funds, equipment and resources. 

    These sanctions will increase pressure on the Myanmar military. The UK remains steadfast in our support for the Myanmar people and their aspirations for a peaceful and democratic future.

    On 1 February 2021, the Myanmar military overthrew the democratically elected government, led by Aung San Suu Kyi, and installed a military regime. Since then, they have used violence and atrocities to maintain power and suppress any opposition voices. Increasingly brutal tactics have been implemented as the military continue to cling on to power, leading to the highest number of airstrikes on record by the Myanmar military this August (2024), killing dozens of civilians. 

    Over 3.4 million people are now displaced from their homes due to the fighting, over 18 million people are in need of humanitarian assistance, and Myanmar is now seeing a proliferation in serious and organised crime. 

    Background  

    Since the coup, the UK has designated 25 individuals and 33 entities under the Myanmar Sanctions Regime. The UK continues to lead international efforts to undermine the regime’s credibility and constrain their access to revenue and arms. 

    Today the UK has sanctioned: 

    1. Asia Sun Group Company Limited – for being owned or controlled by Zaw Min Tun, a Myanmar businessman previously sanctioned by the UK in 2023 for making available economic resources, namely aviation fuel, directly or indirectly to or for the benefit of the Myanmar security forces. 

    2. Swan Energy Company Limited – for being associated with Asia Sun Trading Company Limited and by for making available economic resources (aviation fuel) directly or indirectly to or for the benefit of the Myanmar security forces.  

    3. Myan-Oil Company Limited – for being associated with Asia Sun Trading Company Limited. 

    4. Rich Ray Trading Company Limited – for being associated with Asia Sun Trading Company Limited and by making available economic resources (aviation fuel) directly or indirectly to or for the benefit of the Myanmar security forces. 

    5. Progress Technology Support Company (a.k.a Royal Shune Lei Co) – for being involved in the supply to Myanmar of restricted goods or restricted technology or of material related to such goods or technology.  

    6. King Royal Technologies Company Limited- for being involved in the supply to Myanmar of goods or technology which could contribute to a serious human rights violation or abuse.

    “This year marks the 30th anniversary of the Cooperation Afloat Readiness and Training exercise series, which is a testament to the strength and longevity of the U.S.-Malaysia partnership,” said Capt. John Baggett, deputy commodore, Destroyer Squadron 7 and U.S. head of delegation for the opening ceremony. “Over the past three decades, we’ve built a strong foundation of trust and cooperation that has benefited both of our nations. Exercises like this underscore the excellent partnership between our militaries and emphasizes our respect for one another.”

    CARAT Malaysia 2024 builds on 67 years of close collaboration between the U.S. and Malaysia. It highlights our continued dedication to peace, stability and security in the region. Additionally, CARAT Malaysia serves as a symbol of the U.S. commitment to key Association of Southeast Asian Nations (ASEAN) partners to reinforce ASEAN Centrality, supporting a free and open Indo-Pacific.

    During the exercise, participants will engage in specialized training across a wide range of disciplines including medicine, legal operations, aviation, and force protection. Naval vessels and maritime surveillance aircraft, and specialized teams (including diving and explosive ordnance disposal units) will conduct high-intensity drills focusing on anti-submarine warfare, anti-surface warfare, anti-air warfare, and maritime domain awareness.

    This year, Marine Rotational Force – Southeast Asia (MRF-SEA) personnel will engage in training events and expert exchanges with Royal Malaysian army and naval forces, focusing on amphibious operations planning, medical treatment in maritime environments, legal discussions, and security and cyber operations best practices.

    These events aim to enhance the collective interoperability and proficiency between U.S. and Malaysian forces while cultivating strong relationships as partners.

    Royal Malaysian Navy participating assets include the Kedah-class offshore patrol vessel KD Terengganu (F 174), the Keris-class littoral mission ship KD Rencong (KD 114), a Eurocopter AS 550 Fennec helicopter, an F/A-18D Hornet multi-role fighter, and two Agusta Westland AW139 helicopters.

    As the U.S. Navy’s forward-deployed DESRON in Southeast Asia, DESRON 7 serves as the primary tactical and operational commander of littoral combat ships rotationally deployed to Singapore. DESRON 7 also functions as the CTF-76 Sea Combat Commander and builds partnerships through training exercises and military-to-military engagements as the executing agent of Commander, Task Group CARAT.

    Winner: F-35 Detachment Toolkit

    Recognising the need for rapid deployability in support of ACE, the RAF Marham team developed and delivered a deployable toolkit in support of the F-35 fleet. Employing Lean Six Sigma analysis and modelling high level tool usage across the fleet, they identified the full requirements to ensure the project would deliver a successful product. The team repurposed tools and test equipment from redundant issue centres, obtained funding for a laser etching machine, and procured mobile support units. Owing to their efforts, the F-35 now has a deployable tool capability that was used for the first time in the Iceland Air Policing operation. The capability has increased the potential operational output of the fleet, allowing it to operate effectively in two different locations with minimal impact to the flying programme.

    Martyn has consistently demonstrated and embodied innovation, challenge, and improvement. Alongside his commitment to RAF Coningsby, he actively collaborates with the whole force across the RAF, sharing his knowledge and experience and encouraging others to develop their innovative mindset. He created, organised, and delivered courses that developed an internal grassroots innovation network that spans all professions and sections. Furthermore, his exceptional work with industry partners such as BAE Systems has delivered projects that have improved and enhanced the operational output of the Typhoon fleet at both Coningsby and Lossiemouth.

    Winner: Chief Technician Neil Hunt

    Wing Commander Williamson collected the award on behalf of Chief Technician Hunt. It will be formally presented on unit.

    Neil has shown significant determination and commitment to improvement. After identifying issues with the transportation of F-35 canopies across unit, Neil, alongside Sgt Richard James, developed the F-35 Canopy Transportation Trolley project, which has now been brought into service at RAF Marham. The innovative improvement project has already saved Defence over £600k. Continuing to engage with the Astra improvement process, Neil has submitted a further 13 ideas over the past two years. This includes the F-35 Ejection Seat Transportation Solution, which has once again delivered an effective solution that has delivered significant benefits, saving Defence £1.75m in the first 3 months by removing potential for damage and increasing resource efficiency.

    Neil’s award was collected by Wg Cdr Williamson on his behalf and will be handed over formally on unit.

    Beth is new to the Civil Service and the RAF whole force as the Continuous Improvement Facilitator at RAF St Mawgan, who has taken on the role of Astra Ambassador as well as CI Lead. Always keen to learn, she proactively approached the Headquarters CI Team to secure a place on the Lean Six Sigma training course to further develop her skills. Since completing the course, she has rapidly applied her newfound knowledge and skills to delivering improvements across the unit. She has embraced the Astra ethos and amalgamated innovation, challenge, and improvement across all functional areas on unit, developing a growing innovative mindset and culture.     Using the tools and techniques of Continuous Improvement, a full review and redesign of the State Demand form at RAF Coningsby was undertaken. The inefficient process saw at least 12 versions of the same form used on unit, with a significant administrative burden for all involved in submitting the 6000+ forms a year. The process was reviewed end-to-end and redesigned to remove unnecessary steps. Considering the needs of all stakeholders, it has simplified the communication flow and established an effective feedback loop. The project has significantly reduced the rejection rate for state demand forms and the potential misallocation of engineering spares. The redesigned form has also saved over 1600 hours per year just at RAF Coningsby and has also been used repeatedly and proven highly successful in the UK and on Op SHADER.

    Winner: Ailidh Leather

    Ailidh Leather has been the lead for Project POST ROOM at RAF Cosford, which uses scanning technology to significantly enhance the experience of the Post Room staff and the hundreds of recipients on station. Several years ago, Ailidh identified how technology could transform how mail is processed. With increasing amounts of parcels due to online shopping and inefficient handwritten ledgers, the post room was being swamped with mail leading to long delays in items reaching their intended recipient. Her persistence, determination, and forward thinking have ensured that the project has reached the position it is in today despite numerous setbacks. Through her tenacity, the project is making a real difference to the lives of personnel at Cosford, with potential to be rolled out wider across the RAF.

    Chief of the Air Staff’s Award, sponsored by Astra

    Winner: Air Specialist Class 1 Ross McGrory

    Ross played a pivotal role in Project GAIA, seamlessly transforming it into a Digital Shadow for a deployed medical centre by connecting multiple devices to a central hub. Proactively learning a new programming language, and dedicating a significant amount of his personal time, he developed a working product that provides a critical capability – 24/7 monitoring for emergency medical items such as blood supplies. Ross’s innovative mindset and skillset ensured that the complex system could easily be used by non-technical staff, which is not an easy task. Additionally, as second in command of RAF Leeming‘s Makerspace, which is an integral part of the Astra Hub, he expanded user engagement. He swiftly solved a persistent station issue in just 4 hours, highlighting his technical expertise and commitment to innovation.

    Hundreds gathered in Sunderland Hall at the RAF Museum for an evening of reward and recognition, showcasing grassroots innovation and sharing ideas. Grassroots innovation activities from the whole force were on display to ignite the innovative mindset of our people and encourage collaboration to bring meaningful change.

    Personnel from across the whole force were joined by international allies from the United States Air Force (USAF), Royal Australian Air Force, and Royal Canadian Air Force. Members of the USAF currently based in the UK also joined RAF personnel in demonstrating grassroots innovation projects in their area. The USAF’s AFWERX team are working closely with the RAF’s Astra Team to encourage collaboration on common problem sets, with the first joint grassroots innovation projects already being planned.

    Air Vice-Marshal Suraya Marshall, Assistant Chief of the Air Staff, visited HMS Prince of Wales whilst it was taking part in Exercise Strike Warrior off the coast of the United Kingdom.

    Arriving by Royal Navy Mk4 Merlin aircraft, she witnessed an F-35B Lightning launch and had a tour of HMS Prince of Wales’ key areas.

    Exercise Strike Warrior serves as a crucial test of the Carrier Strike Group’s readiness and effectiveness in a variety of complex combat scenarios. F-35B Lightnings from 617 Squadron have been taking part, joining 809 Naval Air Squadron and assisting the Royal Navy in conducting maritime operations, in addition to Typhoons from IX(B) and 1(F) Squadrons from RAF Lossiemouth.​

    Typhoon and F-35B Lightning aircraft form the backbone of UK Combat Air, together forming an interoperable, complimentary, and extremely potent force mix that offers persistence and a mass of sensors and weapons. This is especially important in the face of an advancing and proliferating threat.​

    The F-35B Lightning is a 5th generation, swing-role combat aircraft. This means it can perform the roles and missions of different aircraft types simultaneously. Equipped with advanced sensors, mission systems and low observable stealth technology, hostile radar systems cannot easily detect the aircraft, giving those nations operating the F-35 a significant tactical advantage in many operational scenarios​.

    F-35B Lightning are held at high readiness to deploy in support of UK and NATO operations Worldwide – from both land and sea.

    IAM air transport and rail industry leaders from across the United States and Canada were elected to top positions at the recent International Transport Workers’ Federation (ITF) Global Congress.

    The IAM, North America’s largest transportation union, is taking a leading role worldwide as transport workers find themselves at the forefront of multiple crises – from war, political instability and the rise of far-right governments to the climate crisis.

    “The IAM has long known that our strength relies greatly on workers uniting worldwide to confront the multi-national corporations we deal with every day,” said IAM Air Transport Territory General Vice President Richie Johnsen. “Together with the ITF and its affiliates in the transportation sector, we are closer than ever to balancing the scales for industry workers across the globe.”

    The Congress, held in Marrakech, Morocco, focused on building a comprehensive vision for the ITF for the next five years. Six critical demands – rights, equality, safety, accountability, sustainability and a future that works for workers – are forming the basis to build a safer, fairer and more sustainable transport industry.

  • MIL-OSI USA: New NASA Instrument for Studying Snowpack Completes Airborne Testing

    The Rocky Mountains in Colorado, as seen from the International Space Station. Snowmelt from the mountainous western United States is an essential natural resource, making up as much as 75% of some states’ annual freshwater supply.

    Summer heat has significant effects in the mountainous regions of the western United States. Melted snow washes from snowy peaks into the rivers, reservoirs, and streams that supply millions of Americans with freshwater—as much as 75% of the annual freshwater supply for some states.

    But as climate change brings winter temperatures to new highs, these summer rushes of freshwater can sometimes slow to a trickle.

    “The runoff supports cities most people wouldn’t expect,” explained Chris Derksen, a glaciologist and Research Scientist with Environment and Climate Change Canada. “Big cities like San Francisco and Los Angeles get water from snowmelt.”

    To forecast snowmelt with greater accuracy, NASA’s Earth Science Technology Office (ESTO) and a team of researchers from the University of Massachusetts, Amherst, are developing SNOWWI, a dual-frequency synthetic aperture radar that could one day be the cornerstone of future missions dedicated to measuring snow mass on a global scale – something the science community lacks.

    SNOWWI aims to fill this technology gap. In January and March 2024, the SNOWWI research team passed a key milestone, flying their prototype for the first time aboard a small, twin-engine aircraft in Grand Mesa, Colorado, and gathering useful data on the area’s winter snowfields.

    “I’d say the big development is that we’ve gone from pieces of hardware in a lab to something that makes meaningful data,” explained Paul Siqueira, professor of engineering at the University of Massachusetts, Amherst, and principal investigator for SNOWWI.

    SNOWWI stands for Snow Water-equivalent Wide Swath Interferometer and Scatterometer. The instrument probes snowpack with two Ku-band radar signals: a high-frequency signal that interacts with individual snow grains, and a low-frequency signal that passes through the snowpack to the ground. 

    The high-frequency signal gives researchers a clear look at the consistency of the snowpack, while the low-frequency signal helps researchers determine its total depth.

    “Having two frequencies allows us to better separate the influence of the snow microstructure from the influence of the snow depth,” said Derksen, who participated in the Grand Mesa field campaign. “One frequency is good, two frequencies are better.”

    The SNOWWI team in Grand Mesa, preparing to flight test their instrument. From an altitude of 4 kilometers (2.5 miles), SNOWWI can map 100 square kilometers (about 38 square miles) in just 30 minutes.

    As both of those scattered signals interact with the snowpack and bounce back towards the instrument, they lose energy. SNOWWI measures that lost energy, and researchers later correlate those losses to features within the snowpack, especially its depth, density, and mass.

    From an airborne platform with an altitude of 2.5 miles (4 kilometers), SNOWWI could map 40 square miles (100 square kilometers) of snowy terrain in just 30 minutes. From space, SNOWWI’s coverage would be even greater. Siqueira is working with Capella Space to develop a space-ready SNOWWI for satellite missions.

    But there’s still much work to be done before SNOWWI visits space. Siqueira plans to lead another field campaign, this time in the mountains of Idaho. Grand Mesa is relatively flat, and Siqueira wants to see how well SNOWWI can measure snowpack tucked in the folds of complex, asymmetrical terrain.

    For Derksen, who spends much of his time quantifying the freshwater content of snowpack in Canada, having a reliable database of global snowpack measurements would be game-changing.

    “Snowmelt is money. It has intrinsic economic value,” he said. “If you want your salmon to run in mountain streams in the spring, you must have snowmelt. But unlike other natural resources, at this time, we really can’t monitor it very well.”

  • MIL-OSI Security: Defense News: USS George Washington Carrier Strike Group leads Task Force 70 surface, air forces into Keen Sword 25

    Keen Sword is the latest in a series of joint-bilateral field training exercises designed to increase combat readiness and interoperability of Japan Self-Defense Forces (JSDF) and U.S. forces.

    In addition to Carrier Air Wing 5 and the strike group staff, embarked aboard the flagship Nimitz-class aircraft carrier USS George Washington (CVN 73), CTF 70 is represented in the exercise by the expeditionary Electronic Attack Squadron (VAQ) 134, as well as the Ticonderoga-class guided-missile cruiser USS Lake Erie (CG 70) and the Arleigh Burke-class guided-missile destroyer USS Preble (DDG 88), both operating under Destroyer Squadron (DESRON) 15.

    “The George Washington Carrier Strike Group’s presence is crucial in Keen Sword 25,” said Rear Adm. Greg Newkirk, commander of Task Force 70 and the carrier strike group. “In Keen Sword, our strike group rehearses complex, high-end warfighting with the joint force and allies. This type of exercise showcases the range, agility and lethality of our unified force and reestablishes the George Washington Carrier Strike Group in the U.S. 7th Fleet area of operations with emphasis.”

    George Washington, returning in its second stint as the U.S. Navy’s aircraft carrier forward-deployed to Japan, departed the San Diego area on Oct. 8 to begin operations in the Indo-Pacific.

    The carrier was previously forward-deployed to Yokosuka from 2008 to 2015, and will return there in late fall after completion of its current patrol. The Nimitz-class aircraft carrier USS Ronald Reagan (CVN 76) served as the forward-deployed carrier from 2015 until earlier this year.

    “Keen Sword 25 provides the George Washington CSG an arena to flex its considerable capability in the air, surface and information domains,” said Newkirk. “Not only is the strike group conducting dynamic flight operations and complex expeditionary logistics during this exercise, it is also serving as a hub for tactical decision-making, driving action and reaction among forces throughout the region.”

    The CSG team, with DESRON 15, is coordinating with Lake Erie, operating with allies in the Philippine Sea near Okinawa, as well as Preble, which is in Yokosuka providing a platform for bilateral Tomahawk Land-Attack Missile (TLAM) training with Japan Maritime Self-Defense Force specialists.

    Keen Sword is a biennial exercise designed to help promote peace and security in the Indo-Pacific region. This exercise, and others like it, are an opportunity to demonstrate to the world the will of the U.S. and allies to defend Japan, as well as the ironclad nature of the U.S.-Japan alliance, which has stood for more than 70 years.

    The survey will begin in November 2024 and is expected to be completed in February 2025, weather and flight restrictions permitting.

    Flights will include areas in Humboldt, Lander, Eureka, Elko, White Pine, and Nye counties in Nevada.   

    Initial survey flights will be based out of Tonopah, Nevada, and are planned to move northward over the winter. The survey base and flight locations are subject to change with little warning to other parts of the survey area as necessary to minimize ferrying distances and avoid adverse flying conditions. 

    The purpose of the survey is to provide images of subsurface electrical conductivity that expand the fundamental knowledge of geology underpinning the Basin and Range province of Nevada. These flights are a continuation of a project that began in 2022. The survey area hosts brines and evaporation-based mineral systems that might contain lithium resources, and rock formations that may contain other critical minerals as well as base and precious metals.

    The helicopter will fly along pre-planned flight paths relatively low to the ground, about 200 feet (60 meters) above the surface. Flight line spacing will vary depending on location, typically separated by about 3 miles (5 kilometers). 

    A sensor that resembles a large hula-hoop will be towed beneath the helicopter to measure small electromagnetic signals that can be used to map geologic features. The data collected will be made freely available to the public on ScienceBase, typically within one to two years of flight completion.

    None of the instruments carried on the aircraft pose a health risk to people or animals. The aircraft will be flown by experienced pilots who are specially trained and approved for low-level flying. The survey company works with the FAA to ensure flights are safe and in accordance with U.S. law. 

    The surveys will be conducted during daylight hours only. Surveys do not occur over densely populated areas and the helicopter will not directly overfly buildings at low altitude. 

    This airborne electromagnetic survey is funded by the USGS Earth Mapping Resources Initiative as part of a national-scale effort to acquire modern high-resolution airborne geophysical data through airborne geophysical surveys like this one, geochemical reconnaissance surveys, topographic mapping using lidar technology, hyperspectral surveys, and geologic mapping projects. This survey is designed to meet needs related to mineral resource assessments, geologic framework, and mapping studies, as well as supporting geothermal energy and water resources studies.

    The new geophysical data will be processed to develop high-resolution three-dimensional representations of geology to depths over 1,000 feet (300 meters) below the surface. The models and maps produced from the survey are important for improving our understanding of critical mineral resource potential, groundwater aquifer structure and salinity, geothermal resource potential, and natural hazards. These results will support detailed geologic mapping studies being conducted by USGS and the Nevada Bureau of Mines and Geology, by expanding on the mapping of formations where they can be observed in the hills and mountains into the valleys, where these geologic layers become buried under sediments and volcanic deposits.

    The survey fits into a broader effort by the USGS, the Nevada Bureau of Mines and Geology, and many other state geological surveys and other partners, including private companies, academics, and state and federal agencies to modernize our understanding of the Nation’s fundamental geologic framework and knowledge of mineral resources. 

    The USGS is contracting with Xcalibur Multiphysics under Fugro Earthdata, Inc. to collect these data.

  • MIL-OSI USA: Governor Lamont Announces Connecticut National Guard’s 103rd Airlift Wing Set To Be Honored as the Air National Guard’s Top Airlift Unit

    (HARTFORD, CT) – Governor Ned Lamont today announced that the Connecticut National Guard’s 103rd Airlift Wing has been named the best airlift unit in the Air National Guard by the Airlift/Tanker Association, a group of aviation professionals dedicated to the support of military airlift.

    The organization is set to honor the unit with its Major General Stanley F.H. Newman Award during its upcoming annual convention in Grapevine, Texas, which is being held from October 31 to November 3, 2024. The award is a prestigious, national accolade that is presented annually to recognize the most outstanding Air National Guard wing contributing to the overall success of the Mobility Air Forces mission.

    The 103rd Airlift Wing was selected for the award for its exceptional service during the period from July 1, 2023, to June 30, 2024.

    “Over the years, I have seen the Connecticut National Guard doing amazing things on behalf of the people of Connecticut and the United States, and their professionalism, dependability, and leadership is second to none,” Governor Lamont said. “The 103rd Airlift Wing has provided exceptional support to our military forces in support of operations all over the world, and their bravery, teamwork, and exemplary skills make Connecticut proud. I congratulate the unit on receiving this national award in recognition of their accomplishments. The 103rd Airlift Wing is a model of patriotism.”

    The 103rd Airlift Wing is among the most operationally engaged tactical airlift units in the Total Air Force.

    During the period covered by this award, the unit was chosen to lead a four-ship C-130 Hercules force element while in the Indo-Pacific Command area of responsibility during Exercise Mobility Guardian. The unit also provided expert tactical airlift capability for the European Command area of responsibility during exercise Air Defender.

    Additionally, the 103rd Airlift Wing brought a C-130 Hercules aircraft to Uruguay in support of the Connecticut National Guard’s State Partnership Program and United States Southern Command’s campaigning objectives. In May 2024, the unit completed its Air Mobility Command, Inspector General-observed, Readiness Exercise Validation, where the 103rd Air Wing Inspector General was lauded as the “gold standard” in their ability to plan, execute and report on a largescale combat readiness exercise.

    The Airlift/Tanker Association is a nonprofit organization dedicated to providing a forum for ensuring American military forces continue to have the air mobility capability required to implement U.S. national security strategy. Members include active duty, guard, reserve, and retired military personnel, both officers and enlisted, as well as civilian and industry supporters of the air mobility mission.

    The Major General Stanley F.H. Newman Award is named in honor of a U.S. Army Air Corps pilot who was credited with shooting down the last German airplane of World War II. He died on April 22, 2023, at the age of 99.

  • MIL-OSI USA: NASA Helps Find Thawing Permafrost Adds to Near-Term Global Warming

    Earth’s far northern reaches have locked carbon underground for millennia. New research paints a picture of a landscape in change.
    A new study, co-authored by NASA scientists, details where and how greenhouse gases are escaping from the Earth’s vast northern permafrost region as the Arctic warms. The frozen soils encircling the Arctic from Alaska to Canada to Siberia store twice as much carbon as currently resides in the atmosphere — hundreds of billions of tons — and most of it has been buried for centuries.
    An international team, led by researchers at Stockholm University, found that from 2000 to 2020, carbon dioxide uptake by the land was largely offset by emissions from it. Overall, they concluded that the region has been a net contributor to global warming in recent decades in large part because of another greenhouse gas, methane, that is shorter-lived but traps significantly more heat per molecule than carbon dioxide.

    The findings reveal a landscape in flux, said Abhishek Chatterjee, a co-author and scientist at NASA’s Jet Propulsion Laboratory in Southern California. “We know that the permafrost region has captured and stored carbon for tens of thousands of years,” he said. “But what we are finding now is that climate-driven changes are tipping the balance toward permafrost being a net source of greenhouse gas emissions.”
    Carbon Stockpile
    Permafrost is ground that has been permanently frozen for anywhere from two years to hundreds of thousands of years. A core of it reveals thick layers of icy soils enriched with dead plant and animal matter that can be dated using radiocarbon and other techniques. When permafrost thaws and decomposes, microbes feed on this organic carbon, releasing some of it as greenhouse gases.
    Unlocking a fraction of the carbon stored in permafrost could further fuel climate change. Temperatures in the Arctic are already warming two to four times faster than the global average, and scientists are learning how thawing permafrost is shifting the region from being a net sink for greenhouse gases to becoming a net source of warming.
    They’ve tracked emissions using ground-based instruments, aircraft, and satellites. One such campaign, NASA’s Arctic-Boreal Vulnerability Experiment (ABoVE), is focused on Alaska and western Canada. Yet locating and measuring emissions across the far northern fringes of Earth remains challenging. One obstacle is the vast scale and diversity of the environment, composed of evergreen forests, sprawling tundra, and waterways.

    Cracks in the Sink
    The new study was undertaken as part of the Global Carbon Project’s RECCAP-2 effort, which brings together different science teams, tools, and datasets to assess regional carbon balances every few years. The authors followed the trail of three greenhouse gases — carbon dioxide, methane, and nitrous oxide — across 7 million square miles (18 million square kilometers) of permafrost terrain from 2000 to 2020.
    Researchers found the region, especially the forests, took up a fraction more carbon dioxide than it released. This uptake was largely offset by carbon dioxide emitted from lakes and rivers, as well as from fires that burned both forest and tundra.
    They also found that the region’s lakes and wetlands were strong sources of methane during those two decades. Their waterlogged soils are low in oxygen while containing large volumes of dead vegetation and animal matter — ripe conditions for hungry microbes. Compared to carbon dioxide, methane can drive significant climate warming in short timescales before breaking down relatively quickly. Methane’s lifespan in the atmosphere is about 10 years, whereas carbon dioxide can last hundreds of years.
    The findings suggest the net change in greenhouse gases helped warm the planet over the 20-year period. But over a 100-year period, emissions and absorptions would mostly cancel each other out. In other words, the region teeters from carbon source to weak sink. The authors noted that events such as extreme wildfires and heat waves are major sources of uncertainty when projecting into the future.
    Bottom Up, Top Down
    The scientists used two main strategies to tally greenhouse gas emissions from the region. “Bottom-up” methods estimate emissions from ground- and air-based measurements and ecosystem models. Top-down methods use atmospheric measurements taken directly from satellite sensors, including those on NASA’s Orbiting Carbon Observatory-2 (OCO-2) and JAXA’s (Japan Aerospace Exploration Agency)Greenhouse Gases Observing Satellite.
    Regarding near-term, 20-year, global warming potential, both scientific approaches aligned on the big picture but differed in magnitude: The bottom-up calculations indicated significantly more warming.
    “This study is one of the first where we are able to integrate different methods and datasets to put together this very comprehensive greenhouse gas budget into one report,” Chatterjee said. “It reveals a very complex picture.”

    LANCASTER, CA – Representative Mike Garcia (CA-27) held a Veterans Town Hall at the Antelope Valley Community Resource Center, where he connected with veterans, advocates, and local leaders to address urgent issues affecting veterans in CA-27. Joined by Jon Clark, Staff Director for the House Veterans Affairs Committee, Rep. Garcia provided crucial updates on recent legislative wins, new resources, and his office’s ongoing commitment to supporting local veterans.

    A primary focus of the town hall was the recent passage of H.R.9468, the Veterans Benefits Continuity and Accountability Supplemental Appropriations Act, which Rep. Garcia introduced and got signed into law. This critical legislation closes a $2.883 billion gap in VA funding, securing uninterrupted benefits for over seven million veterans. The bill also mandates strong oversight, requiring the VA to provide regular reports on budget corrections and spending transparency, along with a comprehensive investigation into the causes of the recent budget shortfall.

    Rep. Garcia also shared plans for the new VA clinic in the Antelope Valley, set to open in 2025. This 20,000-square-foot facility will bring essential healthcare services closer to home for local veterans, including primary care, mental health, women’s health, and other specialized services. “The new clinic is a major win for veterans in the Antelope Valley,” Rep. Garcia said. “They won’t have to drive for hours to get the care they deserve. This clinic is built around the idea that veterans should receive top-notch care right here in their community.”

    Additionally, Rep. Garcia highlighted his office’s record of service to veterans in CA-27, noting that they’ve successfully closed over 600 veteran cases, helping with everything from securing benefits to navigating federal agencies.

    To reinforce his commitment, Rep. Garcia outlined several pieces of pro-VA legislation he’s supported: 

    ●      Fully Funded VA Through Appropriations – Ensuring no cuts to the benefits veterans have earned.

    ●      Major Richard Star Act – Providing full retirement pay and disability benefits to veterans with a disability rating of at least 50%, regardless of years of service.

  • MIL-OSI Security: Man Pleads Guilty and is Sentenced for Exposing Himself on an Aircraft

    BOSTON – An Indian man, arrested last week for masturbating and exposing himself on a flight within the view of two other passengers, has pleaded guilty and was sentenced.

    Krishna Kunapuli, 39, pleaded guilty on Oct. 24, 2024 to one count of committing lewd, indecent, or obscene acts on an aircraft. Kunapuli was also sentenced by U.S. Magistrate Judge David H. Hennessy to two years of probation and a $5,000 fine. He was also ordered to delete, in the presence of law enforcement, photographs that he took of a female passenger during the flight and to have no contact with her.  

    According to the charging documents, Kunapuli made unwanted sexual advances towards a female passenger on board a flight from Abu Dhabi to Boston, including touching her hair and taking pictures of her without her permission.  After a crew member intervened, Kunapuli returned to his seat.

    Later in the flight, two male passengers seated near Kunapuli noticed Kunapuli masturbating under a blanket and, at times, with his penis fully exposed. One of the passengers reported this conduct to a flight attendant, who intervened, and alerted law enforcement.

    Acting United States Attorney Joshua S. Levy; Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division; and Colonel Geoffrey D. Noble of the Massachusetts State Police made the announcement today. Assistant U.S. Attorney Elianna J. Nuzum of the Major Crimes Unit prosecuted the case.

This is a significant expansion of the agreement and is expected to meet the needs of this important bilateral market for the long term.

    This expanded agreement was reached at the International Civil Aviation Organization’s (ICAO) Air Services Negotiation Event, held in Kuala Lumpur, Malaysia.   • MIL-OSI Global: Plans to cool the Earth by blocking sunlight are gaining momentum but critical voices risk being excluded

    Solar geoengineering research is advancing fast, after a recent flurry of funding announcements. Yet these technologies are still speculative and have many critics, and we worry their concerns won’t be heard. If geoengineering is essentially allowed to self-regulate, with no effective global governance, future research could easily take us down a dangerous path.

    Solar geoengineering refers to proposals to reduce global warming by reflecting a portion of sunlight back into space before it reaches the Earth’s surface. In its best-known form, this means using high-flying aircraft to inject tiny reflective particles into the upper atmosphere.

    This so-called “stratospheric aerosol injection” hasn’t actually happened yet, beyond a few very small experiments with balloons. Yet for a long time, such ideas remained fringe and too controversial to even consider – and for some academics they still are.

    The academic discussion was highly polarised from the start. Opponents, mainly governance scholars and social scientists, stood firmly entrenched against assumed proponents, mainly natural scientists and engineers. Both sides had their champions, arguments, assumptions, key publications and meetings, generally working on the topic without proper engagement with the other side.

    This polarisation is still visible in publishing today. Take, for example, articles on The Conversation. Critics focus on potential negatives such as altered rainfall patterns, the infringement of human rights, or even a catastrophic “termination shock”. Advocates highlight potential benefits such as reducing extreme heat and preserving ice caps, while others suggest we may soon be forced to try it.

    The authors of these articles are all academic experts. Yet they come from different disciplines and use different arguments.

    A public and private funding boom

    Though the two camps have not resolved their arguments, geoengineering research funding is suddenly booming. There are major philanthropic pledges of US$50 million (£38 million) and US$30 million from the Simons and Quadrature Climate foundations, which are vying for the title of biggest donor with the £10.5 million and £56.8 million of the UK government’s UKRI and Advanced Research and Innovation Agency programs.

    The 1991 eruption of Mount Pinatubo in the Philippines blocked so much sunlight the world temporarily cooled by a few tenths of a degree. Solar geoengineering works on a similar principle.

    Other key organisations speaking about the need for more research include the European Commission, the US government and the World Climate Research Programme. This comes on top of the shock of controversial private enterprises pushing for solar geoengineering, most notoriously the US-based start-up Make Sunsets.

    Support is certainly not unanimous. Many prominent scholars have signed up to a call for a moratorium, for instance. And at a recent UN Environment Assembly session in Kenya many climate-vulnerable nations mobilised against calls for further research into what they see as a highly risky technology that would enable big emitters to carry on emitting.

    However, many powerful interests are seemingly in favour of more research, while the 1.5°C global warming target is moving ever further out of sight. In the near future, we can therefore expect further research, perhaps including including small-scale outdoor experiments.

    As PhD students working on geoengineering, situated somewhere between both camps, we have found this polarisation deeply unproductive and difficult to deal with. Our own research sometimes feels like wandering through a minefield of opinions and perspectives. Yet we can also see the valuable concerns and hopes of both sides.

    That’s why we believe that upcoming research projects must factor in the concerns of opponents, and not represent only supporters of geoengineering or those who have not been explicitly against it. Excluding critical voices would directly impact the scientific process, for one thing.

    But this exclusion is especially worrying as there are currently no governance structures for solar geoengineering. If efforts to develop such governance only involve supportive researchers, they could lack the critical capacity to prevent risks or undesired effects. Disasters in the financial sector and the chemical industry warn us of the perils of self-regulation without critical voices.

    Learn from the critics

    There are other critiques that ought to be factored into any major research project. They include concerns that simply researching the technology will create a slippery slope towards it being deployed, or worries that geoengineering ignores the social and political dynamics behind climate change and addresses only its outcomes. There are also major governance concerns over issues such as the role of the military (could geoengineering be deployed for security reasons in contested regions like the Arctic?), or the concentration of research at influential institutions in the US and Europe.

    Over time, geoengineering researchers have become more aware of such arguments and some are explicitly trying to include them in their work. The American Geophysical Union has recently published an ethical framework for geoengineering, which should provide valuable guidance for any research project. But without active dialogue with critical scholars, their arguments will likely only echo faintly in the pro-research space.

    In practice, more engagement between the two camps would come with many difficulties. For advocates, it can be tempting to avoid such debates and exclude those who disagree with the very foundations on which their research is built. On the flip side, some scholars who have already explicitly argued against the continuation of solar geoengineering research would nevertheless have to participate in it.

    The practical implications will therefore need to be carefully worked out. However, a more productive dialogue might still shape a future that can be acceptable to all sides.

  • MIL-OSI USA: Carissa Arillo: Testing Spacecraft, Penning the Owner’s Manuals

    Flight operations engineer Carissa Arillo helped ensure one of the instruments on NASA’s PACE mission made it successfully through its prelaunch testing. She and her group also documented the work rigorously, to ensure the flight team had a comprehensive manual to keep this Earth-observing satellite in good health for the duration of its mission.

    What do you do and what is most interesting about your role here at Goddard?
    I developed pre-launch test procedures for the HARP-2 instrument for the Phytoplankton, Aerosol, Cloud and Ecosystem (PACE) Mission. HARP-2 is a wide angle imaging polarimeter designed to measure aerosol particles and clouds, as well as properties of land and water surfaces.
    I also developed the flight operations routine and contingency procedures that governed the spacecraft after launch. It is interesting to think about how to design procedures that can sustain the observatory in space for the life of the mission so that the flight operations team that inherits the mission will have a seamless transition.
    What is your educational background?
    In 2019, I got a Bachelor of Science in mechanical engineering from the University of Maryland, College Park. I am currently pursuing a master’s in robotics there as well.
    Why did you become an engineer?
    I like putting things together and understanding how they work. After starting my job at NASA Goddard, I became interested in coding and robotics.
    How did you come to Goddard?
    After getting my undergraduate degree, I worked at General Electric Aviation doing operations management for manufacturing aircraft engines. When I heard about an opening at Goddard, I applied and got my current position.
    What was involved in developing pre-launch test procedures for the HARP-2 instrument?
    I talked to the instrument manufacturer, which is a team from the University of Maryland, Baltimore County, and asked them what they wanted to confirm works every time we tested the instrument. We kept in constant communication while developing these test procedures to make sure we covered everything. The end product was code that was part of the comprehensive performance tests, the baseline tests throughout the prelaunch test campaign. Before, during, and after each prelaunch environmental test, we perform such a campaign. These prelaunch environmental tests include vibration, thermal (hot and cold), acoustic and radio frequency compatibility (making sure that different subsystems do not interfere with each other’s).
    What goes through your head in developing a flight operations procedure for an instrument?
    I think about a safe way of operating the instrument to accomplish the goals of the science team. I also think about not being able to constantly monitor the instrument. Every few hours, we can communicate with the instrument for about five to 10 minutes. We can, however, recover all the telemetry for the off-line time.
    When we discover an anomaly, we look at all the history that we have and consult with our contingency procedures, our failure review board and potentially the instrument manufacturer. Together we try to figure out a recovery.
    When developing a fight operations procedure, we must think of all possible scenarios. Our end product is a written book of procedures that lives with the mission and is updated as needed.
    New cars come with an owner’s manual. We create the same sort of manual for the new instrument.
    As a Flight Operations Team member, what else do you do?
    The flight operations team runs the Mission Operations Center — the “MOC” — for PACE. That is where we command the spacecraft for the life of the mission. My specialty is the HARP-2 instrument, but I still do many supporting functions for the MOC. For example, I helped develop procedures to automate ground station contacts to PACE. These ground stations are positioned all over the world and enable us to talk with the spacecraft during those five to 10 minutes of communication. This automation includes the standard things we do every time we talk to the spacecraft whether or not someone is in the MOC.

    How does it feel to be working on such an amazing mission so early in your career?
    It is awesome, I feel very lucky to be in my position. Everything is new to me. At times it is difficult to understand where the ship is going. I rely on my experienced team members to guide me and my robotics curriculum in school to equip me with skills.
    I have learned a lot from both the flight operations team and the integration and test team. The flight operations team has years of experience building MOCs that serve the needs of each unique mission. The integration and test team also has a lot of experience developing observatory functional procedures. I wish to thank both teams for taking me under their wings and educating me on the fly to support the prelaunch, launch and post-launch campaigns.   • MIL-OSI Security: Marine Corps CH-53E delivers essential equipment to Japan’s JS Kaga

    A U.S. Marine Corps CH-53E Super Stallion helicopter with Marine Heavy Helicopter Squadron (HMH) 466 delivered critical U.S. Navy support equipment to the Japan Maritime Self-Defense Force’s largest ship, the Izumo-class multi-functional destroyer JS Kaga (DDH-184), off the coast of Southern California, Oct. 25, 2024. The mission underscored the operational cooperation between U.S. and Japanese forces as they strengthen joint capabilities in the Pacific.

    The CH-53E aircrew transported a Mobile Cleaning Recovery Recycle System, a specialized cleaning system for restoring friction on flight deck non-skid surfaces. The equipment is vital for maintaining the upper deck for embarked advanced F-35B Lightning II aircraft during ongoing developmental testing on the JS Kaga. On Oct. 20, Air Test and Evaluation Squadron Two Three (VX-23), Naval Air Station Patuxent River (NAS Pax River), Maryland, and the F-35 Pax River Integrated Test Force (Pax ITF) landed a U.S. F-35B on the JS Kaga for the first time. A second short takeoff and vertical landing variant joined the ship Oct. 25.

    With its ability to carry a 16-ton load 50 nautical miles, the CH-53E heavy-lift helicopter is uniquely suited to transporting equipment such as the 15,000 pound MCRRS.

    “Operating the DoD’s only heavy-lift helicopter means missions like this are routine for HMH-466,” said Maj. Tyler Hoogervorst, a CH-53E pilot and HMH-466 operations officer. “Moving essential equipment, whether across land or sea, is a core part of our mission set. But each time we work alongside our Japanese allies, especially delivering directly to a vessel like the JS Kaga, it’s a privilege.”

    The helicopter was received by JMSDF sailors, as well as U.S. Sailors and Marines from the Wasp-class amphibious assault ships USS Essex (LHD 2) and USS Makin Island (LHD 8), and America-class amphibious assault ship USS Tripoli (LHA 7), on board the JS Kaga to support Primary Flight Control, or PriFly, and flight deck operations. Before the helicopter took off, the JS Kaga crew refueled it with approximately 5,000 pounds of aviation fuel.

    This successful equipment delivery highlights the interoperability of U.S. and Japanese forces and their expanding capability to conduct mission-critical operations together, underscoring their commitment to regional security and the effectiveness of integrated naval operations.

  • MIL-OSI Security: KAMANDAG 8 Combined HA/DR Drill Increases Allied Response Capabilities

    BURGOS, Philippines  –  

    A peaceful coastal town in Ilocos Norte, Philippines, showcases a blend of natural beauty and rural charm. Stretching along the northernmost coast of Luzon, it is bordered by the blue waters of the western Pacific Ocean. During October, Burgos became the location where the proverbial rubber met the road as three different nations trained together to accomplish one common goal.

    Members of the Amphibious Rapid Deployment Brigade (ARDB), Japan Ground Self-Defense Force (JGSDF), trained side-by-side with the Philippine Marine Corps (PMC) 4th Marine Brigade (4MBDE) and Bureau of Fire Protection (BFP), along with support from U.S. Marines and Sailors from Marine Rotational Force-Southeast Asia (MRF-SEA), elements of Marine Medium Tiltrotor Squadron (VMM) 165 (Reinforced), 15th Marine Expeditionary Unit (15th MEU), and Combined Task Force – 76 (CTF 76) to share knowledge and experiences while participating in various subject matter expert exchanges leading up to a final humanitarian aid and disaster relief (HA/DR) demonstration on Camp Cape Bojeador during the annual Philippine Marine Corps exercise, KAMANDAG 8.

    The expert exchanges included classes on Small Unmanned Aerial Systems (sUAS); medical care, triage and casualty evacuation; small boats; and operational planning, which were vital to the final execution of the HA/DR demonstration between the combined forces.

    Marines and Sailors from MRF-SEA played a key role in the planning for the HA/DR demonstration, coordinated by the JGSDF Logistics Support Brigade (LSB). U.S. Marine involvement comes on the heels of a successful bilateral response to Typhoon Krathon (Julian) in Northern Luzon and the Batanes Islands, which occurred less than a week before the commencement of KAMANDAG. This experience provided MRF-SEA with valuable insights that enhanced the overall planning process.

    “This is one of the first major evolutions where you have a combined effort between the Japanese Ground Self-Defense Force, the Philippine Marine Corps, and the United States Marine Corps,” said U.S. Marine Corps Capt. Matthew Demaso, the Air Naval Gunfire Liaison Company officer in charge for Marine Rotational Force-Southeast Asia.

    Leading up to the execution of the HA/DR mission demonstration, leaders from the JGSDF, 4MBDE, and MRF-SEA engaged in extensive planning over four days at Camp Cape Bojeador in Burgos. The Operational Planning Team developed a comprehensive and integrated response strategy for the simulated disaster scenario. Concurrently, participating forces conducted multilateral training in key areas, including amphibious landings, search and rescue operations, medical triage and patient evacuation, engineering clearance procedures, and sUAS operations with an RQ-20 PUMA.

    The U.S. Marines manning the PUMA were able to showcase the abilities of an unmanned aerial vehicle in assisting with search and rescue missions in the event of a natural disaster.

    “The information that I’ve been sharing with their personnel is focused on search and rescue, specifically how the sUAS systems could help both the military and the civilian sector for any humanitarian aid or disaster relief mission,” said U.S. Marine Corps Sgt. Marcos Lopez, a sUAS operator with ANGLICO Detachment 1.

    Lopez served as the lead instructor for the sUAS SMEE, demonstrating how to properly launch a PUMA and showcasing the information that the unmanned aircraft can provide, such as grid location, altitude, distance, and live video footage of the surrounding area.

    Leveraging the PUMA’s reconnaissance capabilities enables combined forces to identify citizens impacted by natural disasters ahead of time, allowing rescue personnel to prepare accordingly before arriving on-site.

    While MRF-SEA Marines shared insights into the capabilities of the sUAS, medical personnel at Camp Cape Bojeador exchanged knowledge on best medical practices for responding to natural disasters as they prepared for the HA/DR demonstration. Nurses with the JGSDF, service members with the Philippine BFP, and U.S. Navy Hospital Corpsman 2nd Class David Doyle, a preventative medicine technician with MRF-SEA, led the majority the medical SMEE focusing on taking a mass influx of patients and triaging them promptly, monitoring vitals, and documenting injuries to ensure the best patient care during their admission to a higher echelon of medical care.

    “If we can continue to educate each other on the multitude of possible medical scenarios that can happen after a natural disaster, we will enhance our ability to assist in a real-life scenario,” said Doyle.

    As the training progressed, the collaborative efforts among the combined forces highlighted the importance of real-world preparedness in the face of potential disasters. Elements of the 15th MEU provided air support with MV-22 Ospreys to aid in transporting supplies and conducting casualty evacuations, including medical personnel from 4MBDE and JGSDF. The demonstration also featured over-the-horizon ship-to-shore movements and coordination with local agencies.

    This comprehensive approach not only facilitated skill-building in search-and-rescue tactical operations and patient triage, but also fostered a deeper understanding of each nation’s roles and capabilities, emphasizing the significance of scenario-based training.

    MRF-SEA, along with the 15th MEU and CTF 76/3, played a crucial role in the success of the HADR demonstration as it was one of the defining events of KAMANDAG 8. “We did a tabletop exercise through the humanitarian aid disaster response to walk through the plan and rehearse it, and then we were able to execute the plan for the demonstration, near flawlessly, on time, effectively, and safely,” said Demaso.

    Elements from the LSB and the 4MBDE conducted their ship-to-shore movement using two MV-22 Ospreys attached to Marine Medium Tiltrotor Squadron (VMM) 165 (Reinforced) 15th MEU, launched from the USS Miguel Keith, an expeditionary staging base assigned to CTF-76/3.

    Simultaneously, an amphibious insertion involving combined military forces and Philippine relief agencies was executed using small boats, ensuring rapid notional link-up with local government officials. This set the stage for the rapid deployment of forces and assistance in the simulated disaster response.

    In the days leading up to the demonstration, Marines and Sailors of MRF-SEA used the RQ-20 PUMA to showcase its capabilities in the search-and-rescue component of a HA/DR mission.

    Additionally, MRF-SEA’s tactical air control party conducted successful pick-up and landing zone operations, allowing for the safe and efficient unloading of relief supplies and multilateral disaster relief teams. These efforts also expedited the evacuation of casualties, who were transported to a higher echelon of medical care aboard U.S. Navy vessels.

    In a major step toward enhancing multilateral cooperation in the Indo-Pacific region, MRF-SEA, in collaboration with CTF-76/3 and the 15th MEU, successfully integrated with the PMC and JGSDF, testing the readiness of the multinational forces to respond to real-world emergencies.

    “This successful execution of this HADR training and demonstration marks a significant launch of the Philippines and Japan Reciprocal Access Agreement (RAA), which was enacted just three months ago,” said Capt. Will Thomas, a joint terminal attack controller with MRF-SEA.

    The Philippines and Japan RAA is a defense cooperation agreement that allows for the increased presence of Japanese troops in the Philippines and vice versa for humanitarian missions, disaster response, and other scenarios. This agreement streamlines coordination between the two nations during combined operations or mutual defense needs.

    Unified efforts between U.S., Philippine, and Japanese forces demonstrated their ability to conduct effective disaster response operations in challenging environments, further strengthening regional preparedness for real-world scenarios.

    The annual Philippine Marine Corps exercise highlighted MRF-SEA’s key role in strengthening multilateral cooperation within the U.S. Indo-Pacific Command and reinforced future cooperation with U.S. allies and regional partners, enhancing collective readiness against environmental and security challenges.

  • MIL-OSI Security: KAMANDAG 8: Philippine 3rd Marine Brigade, 15th MEU Conduct Integrated Live-fire Coastal Defense

    PALAWAN PROVINCE, Philippines  –  

    Philippine Marines with 3rd Marine Brigade and U.S. Marines with elements of the 15th Marine Expeditionary Unit established defensive positions at Apurawan Beach to conduct a combined live-fire coastal defense Oct. 22, 2024, during Exercise KAMANDAG 8.

    The training scenario on Palawan’s western shores integrated Philippine and U.S. forces as they coordinated close air support, air defense systems, guided missiles, artillery, mortars, rockets, machine guns, and command-detonated mines to repel a simulated amphibious landing to defend key maritime terrain.

    Philippine Navy Vice Adm. Alfonso Torres, commander of Western Command, and Philippine Marine Corps Commandant Maj. Gen Arturo Rojas attended the event, along with other key commanders and staff.

    KAMANDAG is an annual Philippine Marine Corps and U.S. Marine Corps-led exercise taking place Oct. 15-25 aimed at enhancing the Armed Forces of the Philippines’ defense and humanitarian capabilities by providing valuable training in combined operations with foreign militaries in the advancement of a Free and Open Indo-Pacific. This year marks the eighth iteration of this exercise and includes participants from the French Armed Forces, Royal Thai Marine Corps, and Indonesian Marine Corps; including continued participation from the Australian Defense Force, British Armed Forces, Japan Ground Self-Defense Force, and Republic of Korea Marine Corps.

    “Today, Philippine and U.S. Marines are integrating our respective emerging doctrines for coastal defense and counter-landing operations,” said U.S. Marine Corps Lt. Col. Nicholas Freeman, commanding officer of Battalion Landing Team 1/5, 15th MEU. “We’re training to maneuver and mass effects to attrite, block, fix and destroy a force that attempts to land. Here, Philippine guides would bring in our forces to rapidly establish an area defense of this landing site. Our engagement area would extend from the beach’s exit routes out to the launch points for enemy landing craft, with a plan for fires integrating both Philippine and U.S. Marine weapons systems.”

    On the day prior to the coastal defense, Charlie Battery, Battalion Landing Team 1/5, landed on Palawan’s eastern shores from the amphibious assault ship USS Boxer (LHD 4) in the Sulu Sea. The unit then infiltrated their M777 155 mm towed howitzers across 45 miles of mountainous terrain to firing positions covering the engagement area. Although the M777s did not fire live artillery during the exercise, their participation marked a significant milestone in quickly positioning defensive fires capabilities on the island.

    “This was the longest U.S. military tactical movement, bearing the most fires capability to date, across Palawan,” said Freeman. “This is the first time we have moved this much firepower from one side of the island to the other, and they did it safely, swiftly, and realistically from a ship to objective.”

    In just over 24 hours, the dirty work of digging in by hand along hundreds of yards of coconut palms was completed by approximately 150 Philippine Marines from 3rd MDBE and 150 U.S. Marines from 15th MEU, mainly from BLT 1/5’s Weapons and Bravo Companies. From their camouflaged positions, some Marines commented that the tropical landscape reminded them of the island battles during World War II, such as Guadalcanal and Wake Island.

    “This is the environment that we try to simulate back in California, but it’s difficult to do that because we often train in the desert,” said U.S. Marine Corps 1st Lt. Graham Clark, the battalion fires officer of BLT 1/5 who synchronized each of the elements conducting the live-fire. “This was valuable training with a very important partner force since we are developing these tactics to fight in an environment like Palawan.”

    The first event in the scenario was the detection of an approaching unmanned aircraft system threat. FIM-92 Stinger gunners with the Low Altitude Air Defense detachment, Marine Medium Tiltrotor Squadron (VMM) 165 (Reinforced), 15th MEU, unmasked from their positions and sighted their missiles.

    When the target drone was grounded due to high winds, the Stinger gunners took direct aim at target boats bobbing just above the surface hundreds of yards away. The Stingers, typically used against aircraft, fired and scored direct hits, sending pieces of orange-painted wood scattering into the bay.

    Next, radio calls alerted the defense that amphibious landing craft were approaching from over the horizon. Two F-35B Lightning II aircraft attached to Marine Fighter Attack Squadron (VMFA) 225, 15th MEU, quickly launched from the Boxer and roared overhead. They dropped two 500-pound GBU-12 laser-guided bombs to destroy boats a few kilometers from shore before disappearing over the ocean.

    From the tree line, Philippine Marines then opened fire with 105 mm artillery cannons, supported by BLT 1/5’s 81 mm and 60 mm mortars, providing steady fires and suppression on the next set of targets.

    Meanwhile, a mixed section of AH-1Z Viper and UH-1Y Venom helicopters with VMM-165 (Rein.) launched from Antonio Bautista Air Base in Puerto Princesa, where the squadron had established an aviation spoke ashore. They made multiple attack runs and fired rockets, 20 mm cannons, and 2.75-inch rounds.

    As the remaining closer-in boats were targeted, BLT 1/5 Marines emerged from the tree line with Javelin anti-tank missiles, sending wood flying as their strikes echoed across the bay.

    The entire beachfront then erupted as Philippine Marines fired 90 mm rounds from atop an armored personnel carrier. The combined forces also employed heavy machine guns, including Mark 19 40 mm grenade machine guns and .50-caliber machine guns, as well as medium machine guns.

    When the remaining enemy force crossed the surf, individual Philippine and U.S. Marines repelled the final wave with small arms, accurately engaging paper silhouette targets at close range. A claymore anti-personnel mine detonated, signaling a final blow and ceasing fires across the beach.

    “This was part of KAMANDAG, but really it’s part of a larger transformation in the concept and tactics for coastal defense strategy in this region – something that has not been employed or tested at scale for decades in the Indo-Pacific,” said U.S. Marine Corps Col. Sean Dynan, commanding officer of the 15th MEU. “Having the commander of WESCOM and the commandant of the Philippine Marine Corps attend showed the value and interest in developing this doctrine by both of our militaries. We, along with our Filipino counterparts, will take the lessons learned and continue to refine these concepts.”

  • MIL-OSI Security: USS George Washington Carrier Strike Group leads Task Force 70 surface, air forces into Keen Sword 25

    The USS George Washington Carrier Strike Group (CSG) is leading a contingent of Commander, Task Force (CTF) 70 ships, aircraft and personnel participating in exercise Keen Sword 25 from Oct. 23 to Nov. 1, 2024.

    Keen Sword is the latest in a series of joint-bilateral field training exercises designed to increase combat readiness and interoperability of Japan Self-Defense Forces (JSDF) and U.S. forces.

    In addition to Carrier Air Wing 5 and the strike group staff, embarked aboard the flagship Nimitz-class aircraft carrier USS George Washington (CVN 73), CTF 70 is represented in the exercise by the expeditionary Electronic Attack Squadron (VAQ) 134, as well as the Ticonderoga-class guided-missile cruiser USS Lake Erie (CG 70) and the Arleigh Burke-class guided-missile destroyer USS Preble (DDG 88), both operating under Destroyer Squadron (DESRON) 15.

    “The George Washington Carrier Strike Group’s presence is crucial in Keen Sword 25,” said Rear Adm. Greg Newkirk, commander of Task Force 70 and the carrier strike group. “In Keen Sword, our strike group rehearses complex, high-end warfighting with the joint force and allies. This type of exercise showcases the range, agility and lethality of our unified force and reestablishes the George Washington Carrier Strike Group in the U.S. 7th Fleet area of operations with emphasis.”

    George Washington, returning in its second stint as the U.S. Navy’s aircraft carrier forward-deployed to Japan, departed the San Diego area on Oct. 8 to begin operations in the Indo-Pacific.

    The carrier was previously forward-deployed to Yokosuka from 2008 to 2015, and will return there in late fall after completion of its current patrol. The Nimitz-class aircraft carrier USS Ronald Reagan (CVN 76) served as the forward-deployed carrier from 2015 until earlier this year.

    “Keen Sword 25 provides the George Washington CSG an arena to flex its considerable capability in the air, surface and information domains,” said Newkirk. “Not only is the strike group conducting dynamic flight operations and complex expeditionary logistics during this exercise, it is also serving as a hub for tactical decision-making, driving action and reaction among forces throughout the region.”

    The CSG team, with DESRON 15, is coordinating with Lake Erie, operating with allies in the Philippine Sea near Okinawa, as well as Preble, which is in Yokosuka providing a platform for bilateral Tomahawk Land-Attack Missile (TLAM) training with Japan Maritime Self-Defense Force specialists.

    Keen Sword is a biennial exercise designed to help promote peace and security in the Indo-Pacific region. This exercise, and others like it, are an opportunity to demonstrate to the world the will of the U.S. and allies to defend Japan, as well as the ironclad nature of the U.S.-Japan alliance, which has stood for more than 70 years.

  • MIL-OSI Economics: Lufthansa Group reports an operating profit of 1.3 billion euros for the third quarter following a strong summer travel season

    “Today, we are reporting on another strong summer travel season, with a record seat load factor of 88 percent in August. Particularly in view of the fact that global air traffic again reached its capacity limits this summer, I would like to thank our employees for their efforts and our customers for the patience we sometimes had to ask for.
    Global demand remains intact and bookings for the fourth quarter are also at a high level compared to the previous year, particularly in the premium classes.

    With all passenger airlines operating at a profit, Eurowings, Austrian Airlines and Brussels Airlines even generated record results in the third quarter. Lufthansa Technik and Lufthansa Cargo also remain on track. 
    At the same time, delayed aircraft deliveries, punctuality issues at our hubs in Germany and regulatory disadvantages are impacting our core brand. Lufthansa Airlines has therefore launched the “Turnaround” program to address these and structural internal challenges.

    Across the group, we are continuing to invest in the largest fleet modernization in our history, in premium offers for our guests and in an even more international positioning. These three central pillars of our strategy will enable us to further expand our role as the leading airline group in Europe.”

    Results
    The Group increased its revenue by five percent year-on-year to 10.7 billion euros (previous year: 10.3 billion euros) in the third quarter due to the higher number of flights and the revenue growth at Lufthansa Technik. This was the strongest quarter in terms of revenue in the history of the Lufthansa Group. The Group generated an operating profit (Adjusted EBIT) of 1.3 billion euros (previous year: 1.5 billion euros), resulting in an operating margin of 12.5 percent (previous year: 14.3 percent). The year-on-year decline was due to significant cost increases, particularly in fees, MRO expenses and personnel. Net profit fell to 1.1 billion euros (previous year: 1.2 billion euros).

    Lufthansa Group Passenger Airlines expand capacity

    The Lufthansa Group airlines welcomed more than 40 million guests on board their aircraft in the third quarter, an increase of six percent over the previous year. At 94 percent of available capacity (prior-year period: 88 percent), the seat load factor rose to 87 percent in the third quarter (previous year: 86 percent). In terms of the seat load factor, August was the strongest month in the company’s history, with a load factor of 88 percent.

    Due to the industry-wide capacity growth, average yields fell by 3.5 percent compared to the previous year, although the development in the various traffic regions was mixed: While average yields in continental traffic in the third quarter remained almost at the previous year’s level (-0.4 percent), they fell significantly by 14 percent in the Asia/Pacific region. Due to the improved passenger load factor, the decline in unit revenues (RASK) was less pronounced at minus 2.7 percent. Unit costs increased by 4.5 percent compared to the previous year due to higher fees, as well as higher material and personnel costs. 

    Overall, the Group’s passenger airlines generated an Adjusted EBIT of 1.2 billion euros in the third quarter (previous year: 1.4 billion euros). The decline in the operating profit of the passenger airlines is mainly driven by the 234 million euros decline in the result of Lufthansa Airlines. Delays in the delivery of new aircraft and the associated need to continue operating older aircraft, increased location costs, higher staff costs and expenses for compensation payments following flight irregularities had an above-average impact on the result of Lufthansa Airlines.

    Turnaround program at Lufthansa Airlines is making progress

    Lufthansa Airlines is consistently implementing its Turnaround program. The aim is to increase efficiency, reduce complexity and improve product quality, thereby making the airline fit for the future. Among other things, the Turnaround plan envisages shifting more short-haul traffic to more cost-efficient flight operations. Further efficiency gains are to be achieved by optimizing the network and increasing flexibility and automation. By 2026, the measures will have a gross EBIT effect of around 1.5 billion euros.

    “The Lufthansa Group will continue to focus on generating cash flow and creating value for our shareholders. For this, the Turnaround program at Lufthansa Airlines and the fleet modernization are core elements.     Lufthansa Technik’s result on par with last year, positive performance at Lufthansa Cargo

    In the third quarter, Lufthansa Technik continued to benefit from the high demand for air travel and the associated increase in demand from airlines worldwide for maintenance and repair services. Lufthansa Technik generated an Adjusted EBIT of 167 million euros in the third quarter (previous year: 168 million euros).

    The airfreight business continued to recover in the third quarter compared with the previous quarter. Lufthansa Cargo achieved an operating profit of 38 million euros (previous year: 1 million euros) in the traditionally seasonally weak third quarter for air freight. This trend confirms the anticipated normalization in the air freight market. Furthermore, Lufthansa Cargo is optimally positioned to benefit from strong e-commerce business with Asia, which has prompted Lufthansa Cargo to shift capacity from the transatlantic to the Asia/Pacific region. 

    Adjusted free cash flow clearly positive, balance sheet further strengthened

    The Lufthansa Group generated an operating cash flow of 635 million euros in the third quarter of 2020 (previous year: 1.2 billion euros). After deducting net capital expenditure, primarily for new fuel-efficient aircraft, the Group recorded an Adjusted free cash flow of 128 million euros in the quarter. In the first nine months, the Adjusted free cash flow was 1.0 billion euros (previous year: 1.7 billion euros).

    The Group continued to strengthen its balance sheet during the first nine months of the year, supported by the positive cash flow. At 5.1 billion euros, net debt was below the year-end level 2023 (December 31, 2023: 5.7 billion euros). Net pension liabilities decreased to 2.6 billion euros (December 31, 2023: 2.7 billion euros). Compared to the beginning of the year, available liquidity increased by around 1 billion euros to 11.4 billion euros and was therefore well above the target range of 8-10 billion euros as of the reporting date.

    Outlook

    The Lufthansa Group expects demand for air travel to remain strong in the remaining months of the year. The load factors booked for November and December are well above the levels observed at the same time last year. Demand remains particularly high in the premium classes, i.e. Business Class and First Class.

    The Lufthansa Group plans to increase its capacity in the fourth quarter further compared to the previous year. For the full year 2024, it expects a capacity of around 91 percent compared to the pre-crisis level.

    The Group also expects to report a positive operating result in the fourth quarter. Overall, the Lufthansa Group is therefore confirming its expectation of achieving an Adjusted EBIT of 1.4 to 1.8 billion euros for the full year.
