  • MIL-OSI USA: Kaptur Announces Over $3 Million in New Federal Funding for NW Ohio Fire Departments

    Toledo, Ohio – Today, during National Fire Prevention Week, Congresswoman Marcy Kaptur (OH-09), a senior Member of the House Appropriations Committee and of the House Fire Caucus announced $3,052,523 in critical federal funding she helped to secure. The Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) Assistance to Firefighter Grant (AFG) and Staffing for Adequate Fire and Emergency Response (SAFER) programs will award 9 Fire Departments across Northwest Ohio new funding to ensure that first responders have the resources and manpower they need to protect local communities. These awards will provide essential funding for equipment, protective gear, vehicle acquisition, hiring, and training, enabling fire department to respond more effectively to emergencies and keep both the public and our emergency personnel safe.

    The 9 Fire Departments in Northwest receiving AFG and SAFER funding are:

    • Village of Sherwood Volunteer Fire Department – $75,428
      • The AFG funds will help the Village of Sherwood Volunteer Fire Department in Defiance County to afford operations and safety improvements, including the purchase of 8 new Self Contained Breathing Apparatuses (SCBA’s) and replace outdated ones.
    • City of Wauseon Fire Department – $53,522
      • The AFG funds will allow the City of Wauseon in Fulton County to purchase a Three Drop Source Capture Exhaust System that will help ensure all Fire Apparatus can utilize the system when parked in the bay. This will minimize their staff’s exposure to cancer causing exhaust contaminants. The City of Wauseon share of the cost is $2,676.14.
    • Village of Whitehouse Fire Department – $294,214
      • The AFG funds will be used by the Village of Whitehouse in Lucas County to upgrade operations and safety with new Self Contained Breathing Apparatuses (SCBA’s).
    • City of Vermilion Volunteer Fire Department – $302,182
      • The AFG funds will be used by the City of Vermillion in Erie County to upgrade operations and safety by replacing outdated air packs for firefighters to better and more safely protect residents
    • Village of Kelleys Island Volunteer Fire Department – $75,361
      • The AFG funds will be used by the Village of Kelleys Island in Erie County for operations and equipment, and will replace aged firehose, handline nozzles, and an additional ground monitor. This equipment will not only be an upgrade, but it will be major upgrades that meet current standards replacing outdated hoses that are 20-30 years old, many of which were donated by other fire departments.
    • City of Huron Fire Department – $135,523
      • The AFG funds will be used by the City of Huron in Erie County to replace bunker gear for the entire department. This will ensure the department is compliant with safety and equipment upgrades.
    • Monclova Township Fire Department – $1,013,046
      • The SAFER funds will be used by Monclova Township in Lucas County for the hiring of additional full-time firefighters for their department, including wages and benefits.
    • Village of Oak Harbor, Portage Fire District – $163,428
      • The AFG funds will be used by the Village of Oak Harbor in Ottawa County for operations and safety improvements and upgrades, including the replacement of soon to be outdated Self Contained Breathing Apparatuses (SCBA’s).
    • City of Northwood Fire Department – $939,819
      • The SAFER funds will be used by the City of Northwood in Wood County for the hiring of 3 additional full-time firefighters for their department, including wages and benefits.

    “Our firefighters and first responders are the ones on the frontlines, running toward danger when others are running in the other direction. They deserve nothing less than the best tools and training to stay safe while protecting our communities,” said Congresswoman Kaptur (OH-09). “This funding will give them exactly that — critical gear, better pay, new vehicles, and equipment upgrades to better protect them as they respond to emergencies and safeguard lives across Northwest Ohio.”

    “With the purchase of the SCBA’s this promotes safety for the public and especially for our firefighters by getting equipment we could not afford to replace. SCBA’s are one of the most essential tools of personal protection for the fire rescue personnel, and will allow them to operate more efficiently,” said Village of Sherwood Fire Chief Darrel Rock.

    “This additional Three Drop Source Capture System ensures that all Wauseon Fire Apparatus can utilize the system when parked in the apparatus bay, therefore, minimizing the exposure our staff have to cancer causing exhaust contaminants. It is important that when our staff come to work, they are provided with a work environment that minimizes any negative exposure that could harm them or be taken home to their families,” said Wauseon Fire Chief Phil Kessler.  “The Assistance to Firefighter Grant Program is extremely important to fire departments across the nation. These funds allow us to invest in our staff, the infrastructure and most importantly the community. Most departments would not be able to procure many of these much-needed items.”

    “The Assistance to Firefighters Grant significantly benefits The Village of Whitehouse by providing funds to upgrade Self-Contained Breathing Apparatuses. This upgrade will impact Whitehouse and surrounding areas by improving Firefighter Safety, embracing new technology, and ensuring operational readiness including mutual aid responses,” said Whitehouse Fire Chief Jason Francis. “As funding is challenging for some communities, this award allows us to replace our outdated equipment that would have been challenging based on our current financial situation.”

    “First of all, I must express our appreciation of this award from not only from our fire department but also our community as a whole. Our community presents itself with unique fire suppression challenges,” said Kelleys Island Assistant Fire Chief Charles Ehrbar. “We are on Kelleys Island on Lake Erie with a little over 120 year-round residences but our summertime population can near 5,000. We have a roster of only 17 volunteer firefighters. The area of the island is approximately 2 miles by 4 miles. We are now experiencing an influx of new builds of larger and taller residential and commercial structures. Being on an island that is accessed only by ferry and aircraft, in the event of a fire incident, our mutual aid is at best one and a half hours for response, if they can respond at all. That being said, we are on our own and must make the best of any situation. This new and updated equipment gives us an advantage of technology and dependability that we certainly did not have prior to this award.”

    “This grant has allowed us to continue serving the citizens and businesses of our service area along with assisting other surrounding fire departments,” said Portage Fire Chief Antonio Hand.

    These new funding announcements follow a $671,428 award for Ney-Washington Township in August 2024, a $952,380 award to the City of Defiance in July 2023, and a $110,014.28 award to the City of Wauseon in June 2023 all secured through FEMA’s AFG program.

    The Assistance to Firefighters Grant program, established in 2001, provides funding to meet the needs of fire departments and non-affiliated emergency medical service organizations. AFG awards are designed to help these agencies obtain the necessary resources to protect the public and emergency personnel from fire-related hazards. In fiscal year 2023 alone, FEMA distributed 1,616 AFG awards, totaling $289.2 Million.

    Thales Canada is pleased to announce that the Government of Canada has awarded a contract to Thales Canada for the acquisition of its Sophie Ultima Handheld Thermal Imager (HHTI) as part of the Night Vision Systems Modernization (NVSM) project. This award marks an important advancement in Canada’s defence capabilities, ensuring that the Canadian Armed Forces (CAF) are equipped with cutting-edge technology designed to excel in complex and challenging operational environments.

    The Sophie Ultima, a lightweight, handheld thermal imager, is engineered to deliver extraordinary performance in the field. With a high performance infrared channel, it offers NATO tank recognition range performance of up to 6 kilometres. The continuous optical zoom and wide 20° field of view enable operators to maintain visual contact with targets during detection, recognition, and identification phases, ensuring rapid and precise engagement.

    Thales will manufacture and maintain the Sophie Ultima at its existing Canadian Electro-Optics Center of Excellence, further strengthening Canada’s defence industrial base. This initiative will create new jobs and spur economic growth, expanding Thales’s current supply chain within Canada. In addition, the Thales Optronics facility in Montreal will provide comprehensive in-service support, ensuring that the Canadian Armed Forces benefit from a dedicated repair facility with rapid turnaround, reducing equipment downtime.

    The Biden-Harris Administration continues to both make urgent and life-saving preparations for Hurricane Milton and carry out response and recovery efforts for communities impacted by Hurricane Helene.
    Today, President Biden and Vice President Harris received a briefing from members of their Administration about updates on the latest forecast for Hurricane Milton, expected impacts for the State of Florida, and the robust pre-landfall preparations underway. They also received an update on the ongoing response to the impacts of Hurricane Helene across the Southeast and Appalachia. President Biden will address the Nation tonight regarding Hurricane Milton.
    President Biden has spoken to Florida Governor Ron DeSantis, Tampa Mayor Jane Castor, Clearwater Mayor Bruce Rector, and Pinellas County Chairwoman Kathleen Peters to get firsthand reports on recovery efforts for Hurricane Helene and to discuss preparations for Hurricane Milton. The President told each of the officials to call him directly if they need additional assistance on response and recovery efforts.
    More than 8,000 Federal personnel are on the ground across the Southeast, including in Florida, to continue Hurricane Helene recovery efforts and respond to the impacts of Hurricane Milton.
    At the direction of President Biden, FEMA Administrator Deanne Criswell will travel to Florida tonight to join the personnel on the ground and ensure every Floridian gets the help they need when this storm passes.
    Additional updates on our efforts for Hurricanes Milton and Helene include:
    Hurricane Milton Pre-Landfall Preparations
    Pre-Landfall Outreach and Emergency Declarations
    President Biden granted pre-landfall emergency declarations for the State of Florida and the Seminole Tribe of Florida for Hurricane Milton, enabling FEMA to provide direct assistance to the state, local and Tribal response, preposition supplies and response assets and mobilize hundreds of personnel in the state, many of whom were already in place supporting the Hurricane Helene response.
    The White House has been in contact with more than 60 Florida officials from all 51 counties that fall under the pre-landfall Emergency Declaration approved by President Biden. We remain in close communication with officials in the 16 cities and counties that will likely be in the direct path of the storm.
    Surging Resources and Personnel to Florida
    FEMA has over 1,000 responders on the ground in Florida supporting Hurricane Milton preparations and recovery efforts from previous disasters. There are over 1,400 search and rescue personnel pre-staged to support Hurricane Milton response efforts.
    The U.S. Coast Guard has 1,300 personnel stationed in Florida ready to immediately assist with life-saving and life sustaining search and rescue operations throughout the State. The Coast Guard also has personnel ready who will work directly with the U.S. Army Corps of engineers to assess and open the critical lifeline of the Port of Tampa as quickly as possible to ensure necessary supplies and fuel can start to flow into the impacted areas again.
    The State of Florida has activated over 6,000 members of the National Guard and expects to bring on an additional 3,000 National Guard members from Florida and other States to support State response activities.
    The Federal government has pre-positioned resources to support local and state response efforts ahead of Hurricane Milton. FEMA pre-staged seven FEMA Incident Management Assistance Teams, eight federal Urban Search & Rescue and swift water rescue teams, three U.S. Coast Guard Swift Water Rescue teams, 10 HealthCare System Assessment Teams, two U.S Army Corps of Engineers temporary power teams, debris experts, Environmental Protection Agency wastewater experts, over 500 ambulances, 20 helicopters prepared to support media requirements following landfall, and 60 High Water Vehicles with ladders from the Department of Defense.
    Additionally, FEMA has five incident staging bases with commodities including food and water. Right now, FEMA has 20 million meals and 40 million liters of water ready to deploy to address ongoing Helene and Milton response efforts with capacity to expand as needed.
    The Department of Defense is ready to support air search-and-rescue efforts, support urban search-and-rescue teams, provide helicopters to move personnel and equipment, and provide high water vehicles. The U.S. Army Corps of Engineers is staged across the area of impact and is prepared to support debris management, assessments of infrastructure and water/wastewater facilities, temporary power installations, and flood/water mitigation efforts.
    Additional Efforts to Support Pre-Landfall Preparations and Protect Communities
    The National Oceanic and Atmospheric Administration (NOAA) is leveraging state-of-the-art technology to keep communities safe throughout the southeast. NOAA’s fleet of “Hurricane Hunter” aircraft gather vital data to help improve track and intensity forecasts, supporting the 24-7 work of the National Weather Service (NWS). NWS provides the real-time, accurate information that assists local meteorologists and emergency operations leaders protect their communities and combat weather misinformation. Additionally, data from reconnaissance planes and drones used to survey damage following Hurricane Helene’s landfall will help us better prepare for post-Milton recovery operations.
    The Department of Energy’s Energy Response Organization remains activated to respond to storm impacts. Via the Electricity Sub-Sector Coordinating Council and Oil and Natural Gas Sub-Sector Coordinating Council, the Department has been coordinating continuously with energy sector partners on both the ongoing Hurricane Helene response and potential impacts from Hurricane Milton.
    The Department of Housing and Urban Development (HUD) has notified local public housing authorities and owners of its assisted multifamily and heath care properties within the State of Florida to immediately implement all appropriate safety protocols for residents and workers. HUD is committed to ensuring that residents of its assisted homes and properties receive critical information that can save lives during extreme weather events. HUD is also conducting outreach and communications on the programmatic flexibilities and waivers that can be utilized to assist communities and survivors. Additionally, HUD is working with communities, shelter operators and homelessness services providers to prepare and support them—in collaboration with FEMA and disaster assistance organizations such as the Red Cross—as they provide life-saving assistance before and after the storm.
    The Department of Health and Human Services’ Administration for Strategic Preparedness and Response (ASPR) is assessing potential critical supply chain disruptions following Hurricane Helene’s impact on the IV solution supply chain. ASPR is coordinating with B Braun, an IV solution manufacturer with a facility in Daytona Beach, Florida, to move their product out of the path of the storm and facilitate other activities that will mitigate potential impacts on future distribution. ASPR and HHS partners are committed to continue working with public and private partners to support the supply chain as facilities address return to full operational capacity. ASPR is encouraging manufacturers, wholesalers, and distributors to evaluate product allocation and healthcare providers to implement product conservation strategies to maximize available supply. ASPR is in communication with stakeholders to reduce disruption and facilitate product allocation.
    Protecting Impacts to Power and Travel Infrastructure
    The Department of Transportation is deploying a Federal Aviation Administration (FAA) Air Traffic Field Incident Response team to Florida and pre-staging operations in Jacksonville to support any impacted towers and airports. The team will work with the State and local authorities and the Department of Defense within the established Emergency Operations Center. The Department of Transportation is also deploying the FAA Communication Support Team (CST), which plays a critical role in restoring communications at impacted air traffic management facilities. Specifically, the CST will set up Starlink and Mobile Phone Bonding kits, which increase signal stability and data throughout the region. The FAA Air Traffic Organization Technical Operations Team is on-site and leading the restoration efforts for communications at air traffic facilities. The FAA is placing aircraft on standby to transport personnel from various agencies, mobilize resources, and support damage assessments to infrastructure.
    The FAA granted permission to the utility Florida Power & Light to use large Teros drones to assist with damage assessments and power restoration after Milton passes. These 1,800-pound drones can fly in harsh conditions and operate in winds up to 70 mph before crewed aircraft are able to fly.
    The Department of Transportation’s Federal Highway Administration is coordinating with the Florida Department of Transportation (FDOT) and is prepared to rapidly process Emergency Relief (ER) funding requests from FDOT. The ER program helps pay for long-term, permanent repairs, and other immediate emergency repairs, such as protecting remaining facilities and restoring essential traffic. It reimburses State, local, federal, Tribal, and territorial governments for eligible expenses associated with damage from natural disasters or other emergency situations based on their requests.
    Hurricane Helene Response and Recovery
    The Department of Defense continues to support search-and-rescue operations, route clearance, and commodities distribution across western North Carolina with 1,500 active-duty troops. The Department of Defense is also employing additional capabilities to assist with increasing situational awareness across the remote terrain of Western North Carolina. The Army Corps of Engineers continues missions supporting temporary emergency power installations, infrastructure assessments, and debris management oversight.
    Mobilizing Financial Assistance and Surging Additional Personnel and Resources
    Over $344 million in assistance has been provided to Hurricane Helene survivors. President Biden approved a 100 percent Federal cost-share for Florida, Georgia, North Carolina, South Carolina and Tennessee to assist in those States’ response efforts. In North Carolina alone, FEMA has approved over $60 million in aid for more than 51,000 households.
    FEMA personnel and other Federal partners, including FEMA’s Surge Capacity Force, remain on the ground supporting impacted communities, with over 17.2 million meals and 13.9 million liters of water delivered and ensuring information is accessible, including resources in preferred languages and ASL.
    Over the course of the last two weeks, 1,000 Urban Search and Rescue personnel have assisted over 3,200 survivors. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods in all Helene-affected States helping survivors apply for assistance and connecting them with additional State, local, Federal and voluntary agency resources.
    Supporting Infrastructure Recovery
    The U.S. Department of Transportation’s Federal Highway Administration announced over $130 million in Quick Release Emergency Relief funding to support North Carolina, South Carolina, and Tennessee. The funding represents a down payment to address the immediate needs to restore vital transportation systems in these states. Additional funding will flow to affected communities from the Emergency Relief program.
    The Federal Aviation Administration (FAA) worked with partners to ensure the national airspace returned to steady state operations and all airports across impacted states reopened. The FAA’s Security and Hazardous Materials Safety Communication Support Team was deployed to restore communications to impacted airports, including delivering satellite communications kits to the Asheville Regional Airport in North Carolina and ongoing work at Valdosta Regional Airport in Georgia. The FAA Air Traffic Organization Technical Operations Team is on-site and leading communications restoration efforts at air traffic facilities. FAA also supported FEMA with two aircrafts to conduct flyover assessments and transport emergency personnel and gear, such as satellite communications kits.
    Additionally, the Federal Motor Carrier Safety Administration issued Regional Emergency Declarations for Florida, Georgia, Kentucky, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. This Declaration affords emergency regulatory relief from Federal Motor Carrier Safety regulations, including maximum driving time for property- and passenger-carrying vehicles from the date of declaration. This allows truck drivers to get essential supplies to affected areas. The FMCSA Regional Declaration eliminates the need for each individual state to request a 14-day extension and allows FMCSA the ability to manage one declaration that includes all eight states and does not expire until October 27.
    NOAA continues to support post-disaster imagery flights following Hurricane Helene, already totaling over 68 flight hours during 20 flights, including over western North Carolina. NOAA is currently repositioning to support Florida and the impacts of Hurricane Milton. NOAA’s aerial imagery captures damage to coastal areas caused by a storm and aids safe navigation. Aerial imagery is a crucial tool to determine the extent of the damage from flooding, and to compare baseline coastal areas to assess the damage to major ports and waterways, coastlines, critical infrastructure, and coastal communities. This imagery not only supports FEMA and the broader response community, but the public at large.
    Supporting Students and Student Loan Borrowers
    The U.S. Department of Education is lifting up a series of resources for students, families, and borrowers impacted by these hurricanes. These resources include guidance, in person support, technical assistance, and peer-to-peer connections for state and local leaders; resources for recovery needs such as mental health support for students and educators; flexibilities to help institutions of higher education continue to manage the Federal financial aid programs; and automatically enrolling affected borrowers with missed payments into a natural disaster forbearance. Thanks to regulations issued by the Biden-Harris Administration, this forbearance will count toward Public Service Loan Forgiveness (PSLF) and income-driven repayment forgiveness.
    Providing Financial Flexibilities to Homeowners and Taxpayers
    The Department of Housing and Urban Development is providing a 90-day moratorium on foreclosures of mortgages insured by the Federal Housing Administration (FHA) as well as foreclosures of mortgages to Native American borrowers guaranteed under the Section 184 Indian Home Loan Guarantee program. The moratorium and extension are effective as of the President’s disaster declaration date in each state. When homes are destroyed or damaged to an extent that reconstruction or complete replacement is necessary, HUD’s Section 203(h) program provides FHA insurance to disaster victims. Borrowers from participating FHA approved lenders are eligible for 100 percent financing including closing costs. HUD’s Section 203(k) loan program enables individuals to finance the purchase or refinance of a house, along with its repair, through a single mortgage. Homeowners can also finance the rehabilitation of their existing homes if damaged. FHA is coordinating and collaborating with the Federal Housing Finance Agency, Department of Veterans Affairs and the Department of Agriculture to ensure consistent messaging and policies for single family loans regarding foreclosure moratoriums and repayment/arrearage agreements. Additionally, affected homeowners that have mortgages through Government-Sponsored Enterprises – including Fannie Mae and Freddie Mac – and the FHA are eligible to suspend their mortgage payments through a forbearance plan for up to 12 months.
    The Internal Revenue Service announced disaster tax relief for all individuals and businesses affected by Hurricane Helene, including the entire states of Alabama, Georgia, North Carolina and South Carolina and parts of Florida, Tennessee and Virginia. Taxpayers in these areas now have until May 1, 2025, to file various federal individual and business tax returns and make tax payments. In addition, the Internal Revenue Service is providing more than 1,000 employees to help with FEMA disaster relief call lines and intake initial information to help disaster victims get federal relief. IRS Criminal Investigation agents are also on the ground in devastated areas to help with search and rescue efforts and other relief work – including assisting with door-to-door search efforts.
    Protecting Public Health
    The U.S. Department of Health and Human Services activated the Emergency Prescription Assistance Program for North Carolina to aid uninsured residents in replacing prescription medicines or certain medical equipment lost or damaged in Hurricane Helene.
    The U.S. Environmental Protection Agency is working closely with state and local officials to restore drinking water service in North Carolina and across the Southeast as well as provide assistance in debris and hazardous waste clean-up efforts.
    Supporting Workers and Worker Safety
    The U.S. Department of Labor announced initial emergency grant funding to Florida to support disaster-relief jobs and training services to help respond to Hurricane Helene. Additional grant funding for North Carolina is forthcoming. The National Dislocated Worker Grant – supported by the Workforce Innovation and Opportunity Act of 2014 – allows the Florida Department of Commerce to provide people with temporary disaster-relief jobs and the delivery of humanitarian assistance to address immediate, basic needs for those displaced by Hurricane Helene. The funding also enables the state to provide training and services to individuals in the affected communities.
    Working alongside the Department of Labor, the States of Florida, North Carolina, South Carolina, and Tennessee have all announced that eligible workers can receive federal Disaster Unemployment Assistance to compensate for income lost directly resulting from Hurricane Helene. And, through the Department of Labor’s innovative partnership with the U.S. Postal Service, displaced workers from North Carolina and South Carolina can now go to the post office in any other state and verify their ID for purposes of getting their benefits quickly.
    The Department of Labor is also working alongside on-the-ground personnel providing disaster relief, recovery, and rebuilding to prevent additional workplace disasters. This includes producing a worker safety training resource for resilience workers in Florida who are continuing to clear debris, rebuild infrastructure, and prepare for Hurricane Milton. This also includes activating the Wage and Hours Division Natural Disaster outreach, education and strategic enforcement program to provide employers and workers with the information they need to ensure everyone is paid correctly under the law.

    Nearly 500 students and faculty of Auburn University gathered on campus Sept. 30-Oct. 2 to hear lectures from leading NASA propulsion and engineering experts and to talk careers goals and opportunities with representatives of the U.S. space program and various aerospace industry firms.
    The Aerospace Industry Day event, exclusively focused on careers supporting rocketry and space exploration, was the first of its kind at Auburn. University spokespersons said they hope to make it an annual expo – and team members from NASA’s Marshall Space Flight Center helped ensure the kickoff was a success.

    “The event marked a significant milestone for our organization and the university as a whole,” said Austin Miranda, an Auburn aerospace engineering undergraduate and president of Auburn’s chapter of the American Institute of Aeronautics and Astronautics. “We deeply appreciate NASA’s participation, which significantly enriched the experience for our attendees.”
    Marshall managers and engineers in the Space Launch System and Human Landing System programs, the Engineering Directorate, and the Space Nuclear Propulsion Office presented guest lectures, staffed exhibit booths, and met informally with students. The event also included a pair of intensive focus sessions on propulsion engineering, face-to-face networking opportunities between students and NASA and industry leaders, and a career fair with Marshall, the U.S. Space & Rocket Center, and more than a dozen leading aerospace industry companies.
    “As an Auburn alum, it’s always great to be able to return to the plains and engage in activities on campus,” said Josh Whitehead, associate manager of the SLS Stages Element at Marshall. “I was impressed not only with the outstanding faculty who engaged from multiple engineering departments, but also with the engineering students who asked informed, insightful questions about NASA, our missions, and the new technologies we are developing to enable exploration of space.”
    Mike Houts, nuclear research manager for NASA’s Space Nuclear Propulsion Office at Marshall, also was struck by students’ enthusiasm.
    “The students’ depth of interest and understanding was impressive,” he said. “Many of them stayed to talk long after events were officially over, and several have already followed up by email. I foresee lots of ‘win-win’ potential moving forward.”

    Among the aerospace industry participants were representatives from the U.S. Missile Defense Agency, Gulfstream Aerospace Corp., Jacobs Technology, Lockheed Martin, Relativity Space, Reliable Microsystems, RTX subsidiaries Pratt & Whitney and UTC Aerospace Systems, and Technology Service Corp. 
    “Everyone was impressed with the level of knowledge and interest from Auburn students, many of whom waited in long lines to ask questions and talk about career opportunities,” said Heather Haney, SLS Program test and verification subsystem manager. “NASA has a great history of collaborating with Auburn to support our nation’s space program, and that was reflected by the excitement on so many faces during the event.”
    Auburn has contributed to a number of key Marshall endeavors in recent years, including support for Marshall’s RAMPT (Rapid Analysis and Manufacturing Propulsion Technology) project, refining a variety of additive manufacturing processes, and for a new laser-ablation technology study to develop multi-material 3D printers for use in microgravity. The latter is set to begin testing in spring 2025. Additive manufacturing research at Auburn was pivotal to development of NASA’s 2024 Invention of the Year, an innovative rocket engine thrust chamber liner and fabrication method. Auburn students also are perennial contenders in annual NASA STEM events, including the NASA Human Exploration Rover Challenge and the Student Launch rocketry competition.
    The Aerospace Industry Day event was hosted by Auburn’s Office of Career Development and the Samuel Ginn College of Engineering.

    NASA and SpaceX are standing down from the Oct. 10 launch attempt of the agency’s Europa Clipper mission due to anticipated hurricane conditions in the area.
    Hurricane Milton is expected to move east to the Space Coast after making landfall on Florida’s west coast. High winds and heavy rain are expected in the Cape Canaveral and Merritt Island regions on Florida’s east coast. Launch teams have secured NASA’s Europa Clipper spacecraft in SpaceX’s hangar at Launch Complex 39A at the agency’s Kennedy Space Center ahead of the severe weather, and the center began hurricane preparations Oct. 6.

    “The safety of launch team personnel is our highest priority, and all precautions will be taken to protect the Europa Clipper spacecraft,” said Tim Dunn, senior launch director at NASA’s Launch Services Program.
    On Oct. 4, workers transported NASA’s Europa Clipper spacecraft from the Payload Hazardous Servicing Facility at Kennedy to the SpaceX Falcon Heavy rocket in the hangar as part of final launch preparations ahead of its journey to Jupiter’s icy moon. While Europa Clipper’s launch period opens Oct. 10, the window provides launch opportunities until Nov. 6.
    Once the storm passes, recovery teams will assess the safety of the spaceport before personnel return to work. Then launch teams will assess the launch processing facilities for damage from the storm.
    “Once we have the ‘all-clear’ followed by facility assessment and any recovery actions, we will determine the next launch opportunity for this NASA flagship mission,” Dunn said.

    The seven NASA astronauts aboard the International Space Station relaxed and took a break Oct. 8 before the SpaceX Crew-8 mission leaves. Mission managers are monitoring weather conditions off the coast of Florida with Hurricane Milton.
    Expedition 72 flight engineers Matthew Dominick, Mike Barratt, and Jeanette Epps of NASA and Alexander Grebenkin from Roscosmos are now targeting departure from the orbital outpost aboard the SpaceX Dragon Endeavour spacecraft for no earlier than 2:05 a.m. CDT on Oct. 13, pending weather.     Space biology and physics were the focus of research operations for the Expedition 72 crew Oct. 7. NASA flight engineer Nick Hague worked in the Columbus laboratory module swapping filters inside the BioLab’s incubator. BioLab supports the observation of microbes, cells, tissue cultures and more to understand the effects of weightlessness and radiation on organisms. NASA flight engineer Don Pettit set up a laptop computer on the Cell Biology Experiment Facility, a research incubator with an artificial gravity generator, located in the Kibo laboratory module.
    Station Commander Suni Williams explored space physics mixing gel samples and observing with a fluorescence microscope how particles of different sizes gel and coarsen. Results are expected to benefit the medicine, food, and cosmetic industries. NASA astronaut Butch Wilmore, who has been aboard the station with Williams since June 6, trained to operate advanced life support gear installed in the Microgravity Science Glovebox for a different space physics experiment then relaxed the rest of the day.
    The Huntsville Operations Support Center (HOSC) at NASA’s Marshall Space Flight Center provides engineering and mission operations support for the space station, the CCP, and Artemis missions, as well as science and technology demonstration missions. The Payload Operations Integration Center within HOSC operates, plans, and coordinates the science experiments onboard the space station 365 days a year, 24 hours a day.

    Dave Reynolds has been named to the Senior Executive Service position of manager of the Space Launch System (SLS) Booster Office at NASA’s Marshall Space Flight Center, effective immediately. In his role, Reynolds is responsible for the design, development, and flight of the solid rocket boosters for the SLS rocket, NASA’s deep-space flagship rocket, designed for a new era of science and exploration.

    Reynolds began his NASA career in Marshall’s propulsion systems department in 2004 as a rocket engines component designer. Since 2020, Reynolds has served as the deputy program manager for the SLS Boosters Office. In this role, he was responsible for the execution of two major contracts with a combined value of $7.6 billion. He also served as an alternate to the manager for overseeing the performance, budget, schedule, and discretionary spending for developing, fabricating, and flying the SLS Boosters. Reynolds supervised a team of 31 civil servants and contractors and acted as the representative for the booster element in key SLS program reviews decision boards, milestones, and budget risk assessments.
    Reynolds’ previous roles include leading the development program for the SLS Booster Obsolescence and Life Extension effort starting in 2016, officially being selected as the development program manager in 2019. In this role he was responsible for creating the strategic plan and initiating the early development phases for the SLS Block II Booster. He also served as a SLS Booster subsystem manager from 2013-2019 where he was responsible for the management of the SLS motor cases, igniters, and small motors.
    From 2012-2013, Reynolds participated in a temporary rotational assignment with the Defense Intelligence Agency’s Missile and Space Intelligence Center where he acted as the NASA liaison as a propulsion subject matter expert and supported military intelligence assessments of foreign weapon systems. From 2002-2004, Reynolds was a design engineer at the Naval Air Warfare Center Weapons Division at China Lake, California, where he served as a propulsion designer specializing in the design, fabrication, and testing of U.S. Navy weapons propulsion systems.
    Reynolds holds a Bachelor of Science degree in chemical engineering from Brigham Young University and a Master of Business Administration and Management from the University of Alabama in Huntsville. He holds two patents for additive manufacturing technologies and has received numerous NASA awards including the Outstanding Leadership Medal, the Exceptional Achievement Medal, and the Silver Snoopy.

    NASA has selected 75 student teams to begin an engineering design challenge to build rovers that will compete next spring at the U.S. Space and Rocket Center near the agency’s Marshall Space Flight Center. The competition is one of the agency’s Artemis Student Challenges, encouraging students to pursue degrees and careers in science, technology, engineering, and mathematics (STEM).

    Recognized as NASA’s leading international student challenge, the 31st annual Human Exploration Rover Challenge (HERC) aims to put competitors in the mindset of NASA’s Artemis campaign as they pitch an engineering design for a lunar terrain vehicle which simulates astronauts piloting a vehicle, exploring the lunar surface while overcoming various obstacles.
    Participating teams represent 35 colleges and universities, 38 high schools, and two middle schools from 20 states, Puerto Rico, and 16 other nations from around the world. The 31st annual Human Exploration Rover Challenge (HERC) is scheduled to begin on April 11, 2025. The challenge is managed by NASA’s Southeast Regional Office of STEM Engagement at Marshall.
    Following a 2024 competition that garnered international attention, NASA expanded the challenge to include a remote-control division, Remote-Operated Vehicular Research, and invited middle school students to participate. The 2025 HERC Handbook includes guidelines for the new remote-control division and updates for the human-powered division.
    NASA’s Artemis Student Challenges reflects the goals of the Artemis campaign, which seeks to land the first woman and first person of color on the Moon while establishing a long-term presence for science and exploration.
    More than 1,000 students with 72 teams from around the world participated in the 2024 challenge as HERC celebrated its 30th anniversary as a NASA competition. Since its inception in 1994, more than 15,000 students have participated in HERC – with many former students now working at NASA, or within the aerospace industry.

    NASA has selected 71 teams from across the U.S. to participate in its 25th annual Student Launch Challenge, one of the agency’s Artemis Student Challenges. The competition is aimed at inspiring Artemis Generation students to explore science, technology, engineering, and math (STEM) for the benefit of humanity.
    As part of the challenge, teams will design, build, and fly a high-powered amateur rocket and scientific payload. They also must meet documentation milestones and undergo detailed reviews throughout the school year.

    The nine-month-long challenge will culminate with on-site events starting on April 30, 2025. Final launches are scheduled for May 3, at Bragg Farms in Toney, Alabama, just minutes north of NASA’s Marshall Space Flight Center. Teams are not required to travel for their final launch, having the option to launch from a qualified site. Details are outlined in the Student Launch Handbook.
    Each year, NASA updates the university payload challenge to reflect current scientific and exploration missions. For the 2025 season, the payload challenge will again take inspiration from the Artemis missions, which seek to land the first woman and first person of color on the Moon, and pave the way for future human exploration of Mars.
    As Student Launch celebrates its 25th anniversary, the payload challenge will include reports from STEMnauts, non-living objects representing astronauts. The STEMnaut crew must relay real-time data to the student team’s mission control via radio frequency, simulating the communication that will be required when the Artemis crew achieves its lunar landing.
    University and college teams are required to meet the 2025 payload requirements set by NASA, but middle and high school teams have the option to tackle the same challenge or design their own payload experiment.
    Student teams will undergo detailed reviews by NASA personnel to ensure the safety and feasibility of their rocket and payload designs. The team closest to their target will win the Altitude Award, one of multiple awards presented to teams at the end of the competition. Other awards include overall winner, vehicle design, experiment design, and social media presence.
    In addition to the engineering and science objectives of the challenge, students must also participate in outreach efforts such as engaging with local schools and maintaining active social media accounts. Student Launch is an all-encompassing challenge and aims to prepare the next generation for the professional world of space exploration.
    The Student Launch Challenge is managed by Marshall’s Office of STEM Engagement (OSTEM). Additional funding and support are provided by NASA’s OSTEM via the Next Gen STEM project, NASA’s Space Operations Mission Directorate, Northrup Grumman, National Space Club Huntsville, American Institute of Aeronautics and Astronautics, National Association of Rocketry, Relativity Space, and Bastion Technologies.

    NASA’s Deep Space Optical Communications technology demonstration broke yet another record for laser communications this summer by sending a laser signal from Earth to NASA’s Psyche spacecraft about 290 million miles away. That’s the same distance between our planet and Mars when the two planets are farthest apart.
    Soon after reaching that milestone on July 29, the technology demonstration concluded the first phase of its operations since launching aboard Psyche on Oct. 13, 2023.

    “The milestone is significant. Laser communication requires a very high level of precision, and before we launched with Psyche, we didn’t know how much performance degradation we would see at our farthest distances,” said Meera Srinivasan, the project’s operations lead at NASA’s Jet Propulsion Laboratory. “Now the techniques we use to track and point have been verified, confirming that optical communications can be a robust and transformative way to explore the solar system.”
    Managed by JPL, the Deep Space Optical Communications experiment consists of a flight laser transceiver and two ground stations. Caltech’s historic 200-inch aperture Hale Telescope at Caltech’s Palomar Observatory in San Diego County, California, acts as the downlink station to which the laser transceiver sends its data from deep space. The Optical Communications Telescope Laboratory at JPL’s Table Mountain facility near Wrightwood, California, acts as the uplink station, capable of transmitting 7 kilowatts of laser power to send data to the transceiver.
    By transporting data at rates up to 100 times higher than radio frequencies, lasers can enable the transmission of complex scientific information as well as high-definition imagery and video, which are needed to support humanity’s next giant leap when astronauts travel to Mars and beyond.
    As for the spacecraft, Psyche remains healthy and stable, using ion propulsion to accelerate toward a metal-rich asteroid in the main asteroid belt between Mars and Jupiter.
    The technology demonstration’s data is sent to and from Psyche as bits encoded in near-infrared light, which has a higher frequency than radio waves. That higher frequency enables more data to be packed into a transmission, allowing far higher rates of data transfer.
    Even when Psyche was about 33 million miles away – comparable to Mars’ closest approach to Earth – the technology demonstration could transmit data at the system’s maximum rate of 267 megabits per second. That bit rate is similar to broadband internet download speeds. As the spacecraft travels farther away, the rate at which it can send and receive data is reduced, as expected.

    This 45-second ultra-high-definition video was streamed via laser from deep space by NASA’s Deep Space Optical Communications technology demonstration June 24, when the Psyche spacecraft was 240 million miles from Earth.

    On June 24, when Psyche was about 240 million miles from Earth – more than 2½ times the distance between our planet and the Sun – the project achieved a sustained downlink data rate of 6.25 megabits per second, with a maximum rate of 8.3 megabits per second. While this rate is significantly lower than the experiment’s maximum, it is far higher than what a radio frequency communications system using comparable power can achieve over that distance.
    The goal of Deep Space Optical Communications is to demonstrate technology that can reliably transmit data at higher speeds than other space communication technologies like radio frequency systems. In seeking to achieve this goal, the project had an opportunity to test unique data sets like art and high-definition video along with engineering data from the Psyche spacecraft. For example, one downlink included digital versions of Arizona State University’s “Psyche Inspired” artwork, images of the team’s pets, and a 45-second ultra-high-definition video that spoofs television test patterns from the previous century and depicts scenes from Earth and space.
    The technology demonstration beamed the first ultra-high-definition video from space, featuring a cat named Taters, from the Psyche spacecraft to Earth on Dec. 11, 2023, from 19 million miles away. (Artwork, images, and videos were uploaded to Psyche and stored in its memory before launch.)
    “A key goal for the system was to prove that the data-rate reduction was proportional to the inverse square of distance,” said Abi Biswas, the technology demonstration’s project technologist at JPL. “We met that goal and transferred huge quantities of test data to and from the Psyche spacecraft via laser.” Almost 11 terabits of data have been downlinked during the first phase of the demo.
    The flight transceiver is powered down and will be powered back up on Nov. 4. That activity will prove that the flight hardware can operate for at least a year.
    “We’ll power on the flight laser transceiver and do a short checkout of its functionality,” said Ken Andrews, project flight operations lead at JPL. “Once that’s achieved, we can look forward to operating the transceiver at its full design capabilities during our post-conjunction phase that starts later in the year.”
    This demonstration is the latest in a series of optical communication experiments funded by the Space Technology Mission Directorate’s Technology Demonstration Missions Program managed at NASA’s Marshall Space Flight Center and the agency’s SCaN (Space Communications and Navigation) program within the Space Operations Mission Directorate. Development of the flight laser transceiver is supported by MIT Lincoln Laboratory, L3 Harris, CACI, First Mode, and Controlled Dynamics Inc. Fibertek, Coherent, Caltech Optical Observatories, and Dotfast support the ground systems. Some of the technology was developed through NASA’s Small Business Innovation Research program.
    Psyche is the 14th mission selected as part of NASA’s Discovery Program, which is managed by Marshall.

    An ancient celestial traveler will make its first close pass by Earth in mid-October. Mark those calendars – because it won’t be back for another 80,000 years.
    The Oort Cloud comet, called C/2023 A3 Tsuchinshan-ATLAS, was discovered in 2023, approaching the inner solar system on its highly elliptical orbit for the first time in documented human history. It was identified by observers at China’s Tsuchinshan – or “Purple Mountain” – Observatory and an ATLAS (Asteroid Terrestrial-impact Last Alert System) telescope in South Africa. The comet was officially named in honor of both observatories.

    The comet successfully made its closest transit past the Sun on Sept. 27. Scientists surmised it might well break up during that pass, its volatile and icy composition unable to withstand the intense heat of our parent star, but it survived more or less intact – and is now on track to come within approximately 44 million miles of Earth on Oct. 12.
    “Comets are more fragile than people may realize, thanks to the effects of passing close to the Sun on their internal water ice and volatiles such as carbon monoxide and carbon dioxide,” said NASA astronomer Bill Cooke, who leads the Meteoroid Environment Office at NASA’s Marshall Space Flight Center. “Comet Kohoutek, which reached the inner solar system in 1973, broke up while passing too close to the Sun. Comet Ison similarly failed to survive the Sun’s intense heat and gravity during perihelion in 2013.”
    Though Comet Tsuchinshan-ATLAS will be ideally positioned to view from the Southern Hemisphere, spotters above the equator should have a good chance as well. Peak visibility will occur Oct. 9-10, once the half-moon begins to move away from the comet.
    Choose a dark vantage point just after full nightfall, Cooke recommended. Looking to the southwest, roughly 10 degrees above the horizon, identify the constellations of Sagittarius and Scorpio. Tsuchinshan-ATLAS should be visible between them. By Oct. 14, the comet may remain visible at the midway point between the bright star Arcturus and the planet Venus.
    “And savor the view,” Cooke advised – because by early November, the comet will be gone again for the next 800 centuries.
    It’s highly unlikely Tsuchinshan-ATLAS will be visible in daylight hours, except perhaps at twilight, Cooke said. In the past 300 years of astronomical observation, only nine previous comets have been bright enough to spot during the day. The last were Comet West in 1976 and, under ideal conditions, Comet Hale-Bopp in 1997.
    The brightness of comets is measured on the same scale we use for stars, one that has been in use since roughly 150 B.C., when it was devised by the ancient scholar Hipparchus and refined by the astronomer Ptolemy. Stellar magnitude is measured on a logarithmic scale, which makes a magnitude 1 star exactly 100 times brighter than a magnitude 6 star. The lower the number the brighter the object, making it more likely to be clearly seen, whether by telescope or the naked eye.

    “Typically, a comet would have to reach a magnitude of –6 to –10 to be seen in daylight,” Cooke said. “That’s extremely rare.”
    At peak visibility in the northern hemisphere, Tsuchinshan-ATLAS’s brightness is estimated at between 2 and 4. In comparison, the brightest visible star in the night sky, Sirius, has a magnitude of –1.46. At its brightest, solar reflection from Venus is a magnitude of –4. The International Space Station sometimes achieves a relative brightness of –6.
    Comets are often hard to predict because they’re extended objects, Cooke noted, with their brightness spread out and often dimmer than their magnitude suggests. At the same time, they may benefit from a phenomenon called “forward scattering,” which causes sunlight to bounce more intensely off all the gas and debris in the comet’s tail and its coma – the glowing nebula that develops around it during close stellar orbit – and causing a more intense brightening effect for observers.
    “If there is a lot of forward scattering, the comet could be as bright as magnitude –1,” Cooke said. That could make it “visible to the unaided eye or truly spectacular with binoculars or a small telescope.”
    What will become of Comet Tsuchinshan-ATLAS? Cooke noted that it is not expected to draw too near the planetary giants of our system, but eventually could be flung out of the solar system – like a stone from a sling – due to the gravitational influence of other worlds and its own tenuous bond with the Sun.
    But the hardy traveler likely still has miles to go yet. “I learned a long time ago not to gamble on comets,” Cooke said. “We’ll have to wait and see.”

    There’s more to thunderclouds than rain and lightning. Along with visible light emissions, thunderclouds can produce intense bursts of gamma rays, the most energetic form of light, that last for millionths of a second. The clouds can also glow steadily with gamma rays for seconds to minutes at a time.

    Researchers using NASA airborne platforms have now found a new kind of gamma-ray emission that’s shorter in duration than the steady glows and longer than the microsecond bursts. They’re calling it a flickering gamma-ray flash. The discovery fills in a missing link in scientists’ understanding of thundercloud radiation and provides new insights into the mechanisms that produce lightning. The insights, in turn, could lead to more accurate lightning risk estimates for people, aircraft, and spacecraft.
    Researchers from the University of Bergen in Norway led the study in collaboration with scientists from NASA’s Marshall Space Flight Center and Goddard Space Flight Center, the U.S. Naval Research Laboratory, and multiple universities in the U.S., Mexico, Colombia, and Europe. The findings were described in a pair of papers in Nature, published Oct. 2.
    The international research team made their discovery while flying a battery of detectors aboard a NASA ER-2 research aircraft. In July 2023, the ER-2 set out on a series of 10 flights from MacDill Air Force Base in Tampa, Florida. The plane flew figure-eight flight patterns a few miles above tropical thunderclouds in the Caribbean and Central America, providing unprecedented views of cloud activity.
    The scientific payload was developed for the Airborne Lightning Observatory for Fly’s Eye Geostationary Lightning Mapper Simulator and Terrestrial Gamma-ray Flashes (ALOFT) campaign. Instrumentation in the payload included weather radars along with multiple sensors for measuring gamma rays, lightning flashes, and microwave emissions from clouds. 
    The researchers had hoped ALOFT instruments would observe fast radiation bursts known as terrestrial gamma-ray flashes (TGFs). The flashes, first discovered in 1992 by NASA’s Compton Gamma Ray Observatory spacecraft, accompany some lightning strikes and last only millionths of a second. Despite their high intensity and their association with visible lightning, few TGFs have been spotted during previous aircraft-based studies.  
    “I went to a meeting just before the ALOFT campaign,” said principal investigator Nikolai Østgaard, a space physicist with the University of Bergen. “And they asked me: ‘How many TGFs are you going to see?’ I said: ‘Either we’ll see zero, or we’ll see a lot.’ And then we happened to see 130.” 
    However, the flickering gamma-ray flashes were a complete surprise.

    “They’re almost impossible to detect from space,” said co-principal investigator Martino Marisaldi, who is also a University of Bergen space physicist. “But when you are flying at 20 kilometers (12.5 miles) high, you’re so close that you will see them.” The research team found more than 25 of these new flashes, each lasting between 50 to 200 milliseconds. 
    The abundance of fast bursts and the discovery of intermediate-duration flashes could be among the most important thundercloud discoveries in a decade or more, said University of New Hampshire physicist Joseph Dwyer, who was not involved in the research. “They’re telling us something about how thunderstorms work, which is really important because thunderstorms produce lightning that hurts and kills a lot of people.” 
    More broadly, Dwyer said he is excited about the prospects of advancing the field of meteorology. “I think everyone assumes that we figured out lightning a long time ago, but it’s an overlooked area … we don’t understand what’s going on inside those clouds right over our heads.” The discovery of flickering gamma-ray flashes may provide crucial clues scientists need to understand thundercloud dynamics, he said.
    Turning to aircraft-based instrumentation rather than satellites ensured a lot of bang for research bucks, said the study’s project scientist, Timothy Lang of Marshall. 
    “If we had gotten one flash, we would have been ecstatic – and we got well over 100,” he said. This research could lead to a significant advance in our understanding of thunderstorms and radiation from thunderstorms. “It shows that if you have the right problem and you’re willing to take a little bit of risk, you can have a huge payoff.”

    NASA Short-term Prediction Research and Transition (SPoRT) Center’s sea surface temperature (SST) product is a pivotal resource for enhancing weather analysis, forecasting, and marine safety at the National Weather Service (NWS) and within the coastal/marine user community.

    Its real-world applications range from improving weather forecasts to enhancing marine safety. What sets this SST product apart from others is its integration of data from multiple satellites, generating a high-resolution 7-day composite at a 2 km resolution. By combining observations from five satellites – three VIIRS and two AVHRR on polar-orbiting satellites like SNPP and MetOp – it achieves around 80% coverage of SST data that are less than two days old, ensuring timely and accurate insights for remote ocean areas, coastal regions, and large lakes. This advanced system supports critical functions such as tropical storm monitoring, visibility forecasts, and ice formation predictions.
    David Marsalek, a meteorologist with NOAA’s NWS in Cleveland, Ohio, highlights the value of SST data for the safety of the Great Lakes, particularly for shipping and recreational activities. Marsalek, who has been focused on marine conditions, notes the dual role of SST data in both summer and winter.
    “For us at WFO Cleveland, SST data is vital year-round,” Marsalek said. During winter, Marsalek emphasizes the role of SST data in forecasting ice formation. He indicates that in Lake Erie, during colder months, the SST product from NASA SPoRT is crucial for predicting ice formation for Great Lakes interests.
    “Our office relies heavily on this data to issue ice outlooks for the pre-ice season in fall and early winter and advisories for situations such as rapid ice growth,” he said. “Without it, we would struggle to provide accurate long-term forecasts, especially as buoys are often removed before ice forms.”
    The SPoRT SST product helps his team bridge this gap, enabling them to make informed predictions about ice development.
    Brian LaMarre, a meteorologist with NWS in Tampa Bay, Florida, said SPoRT SST data, introduced through a pilot project from 2012 to 2015, has become essential for Tampa Bay’s 24/7 forecasting and warnings. The high-resolution SST data is crucial for maritime navigation, particularly in improving marine channel forecasts and helping forecasters anticipate visibility restrictions due to fog in the Port of Tampa Bay. By integrating the SPoRT SST product with air and dewpoint temperature forecasts, forecasters can diagnose when fog will form due to warm, moist air flowing over cooler SSTs in the channel, especially during the Florida fog season from late fall into early spring. This accurate forecasting is essential for Tampa Bay’s largest port, which handles $18 billion in trade annually. Unanticipated port closures due to fog can have a significant economic impact, halting shipping operations and causing costly delays.
    “This data supports decision making for the Coast Guard and harbor pilots,” LaMarre said.

    Additionally, SPoRT SST data aids in assessing water temperature impacts during major weather events like hurricanes, further ensuring the safety and economic viability of the region. LaMarre also highlighted how SST data provides timely temperature forecasts to local organizations focused on marine life rescue. This helps them quickly deploy rescue missions for wildlife, such as sea turtles and manatees, affected by cold water stunning events.
    John Kelley and his nowCOAST Team at NOAA’s National Ocean Service Coastal Marine Modeling Branch within the Coast Survey Development Lab have made NASA SPoRT SST composites available via nowCOAST’s web mapping services and GIS-based map viewer for the past nine years. On average, nowCoast receives around 400,000 monthly hits and even higher web traffic during severe weather events; some users include state agencies, the Coast Guard, and marine industry professionals.
    “The SPoRT SST composite is integrated with a variety of data and information from NOAA, such as tropical cyclone track and intensity forecasts, lightning strike density maps, and marine weather warnings, to support critical operations like marine navigation, coastal resiliency, and disaster preparedness and response,” Kelley said. Accurate SST data plays a key role in helping vessels navigate safely through shifting ocean temperatures and currents, which can affect fuel efficiency, weather conditions, and route planning. It also supports coastal communities by providing timely data to anticipate severe weather events, such as hurricanes, which can impact ecosystems and infrastructure.
    Kelley said SPoRT SST is also used to evaluate the accuracy of short-range predictions from the National Ocean Service operational numerical oceanographic forecast models for both coastal oceans and the Great Lakes. Recently, the composites have been crucial in evaluating lake surface temperature predictions for large, non-Great Lakes inland lakes, where in-situ water temperature observations are often unavailable.
    “The SPoRT SST composites provide critical verification data for large lakes where in-situ water temperature observations are not available,” Kelley said.
    The SPoRT center was established in 2002 at NASA’s Marshall Space Flight Center to transition NASA satellite products and capabilities to the operational weather community to improve short-term weather forecasting.

    After announcing that Edwards Vacuum plans to build manufacturing facility in Western New York two years ago, U.S. Senate Majority Leader Chuck Schumer today announced Edwards Vacuum has reached a $18 million preliminary memorandum of terms (PMT) funding agreement with the U.S. Department of Commerce under the CHIPS & Science Law he championed. This proposed federal funding will support Edwards Vacuum’s plans to build its new $300+ million dry pump manufacturing facility for the semiconductor industry, the first of its kind in the country, as there is currently no domestic production of semiconductor-grade dry vacuum pumps.
    “This investment will ensure an essential part of the semiconductor supply chain – that will be surging in demand – is made right here in Genesee County. I am proud to announce my CHIPS & Science Law is investing $18 million in Edwards Vacuum’s expansion in Western New York, creating the first dry pump vacuum manufacturing facility of its kind in America,” said Senator Schumer. “From Micron to GlobalFoundries, all the major semiconductor companies in New York and across America need vacuum technology for their chip fabs, that only Edwards will make in the USA. A historic $300+ million manufacturing facility like this, with over 600 good-paying jobs, was only a dream a few years ago. But I urged Edwards Vacuum to expand in Western NY because I knew this region had the potential to become the beating heart of America’s semiconductor supply chain.”
    Schumer added, “This continued investment by the Biden administration is proof positive the value of our region as a ‘Tech Hub’ and America’s emerging semiconductor superhighway. Today, Edwards Vacuum’s plans to expand in Western NY move forward. And that dream becomes one step closer to becoming a reality thanks to my CHIPS & Science Law.”
    Today’s proposed federal funding will support a planned $300+ million investment and 600+ good-paying jobs when the facility reaches full production capacity. Schumer explained all chip fabs need vacuum technology like what Edwards makes to power the sophisticated equipment and state-of-the-art machine tools needed to make microchips.  Those tools need and use vacuum pumps, like those that will now be made in Western New York, to manipulate the chip wafers to manufacture the finished microchips. By bringing manufacturing to New York, new chip fabs such as Micron and GlobalFoundries in New York, and Intel in Ohio can have access to critical dry pumps that will now be made in the U.S., offering chip producers shorter wait times, improved responsiveness, and reduced CO2 emissions from an American-made product. 
    This is the third agreement for a New York company from the CHIPS Incentives Program funded by Schumer’s CHIPS & Science Law. Earlier this year, Schumer announced that Micron, which plans to invest $100 billion over the next two decades – the largest private investment in New York’ s history – reached a $6.1 billion CHIPS PMT funding agreement. In addition, GlobalFoundries in the Capital Region also reached an agreement for $1.5 billion in direct grant funding under his CHIPS  & Science Law to support a $12.5 billion public-private investment over the next ten plus years to expand and construct a second, new state-of-the-art computer chip factory in Malta, NY.  
    Schumer added, “The CHIPS & Science Law keeps delivering for New York. We are seeing more targeted federal investment in this region to bring back manufacturing than ever before, and awards like this show that the I-90 corridor truly is becoming America’s semiconductor superhighway.”
    “New York State is a national leader in reshoring advanced manufacturing and research and this could not have been accomplished without the combination of the federal CHIPS and Science Act and New York State’s Excelsior Jobs Program,” Governor Hochul said. “As a result, Edwards Vacuum is bringing 600 good jobs to Upstate New York, bolstering our semiconductor ecosystem, and setting the stage for regional success. This is proof that when we work together the sky’s the limit, and none of it would be possible without the partnership of the Biden-Harris Administration, Commerce Secretary Raimondo and New York’s congressional delegation.”
    Schumer has been a relentless champion for expanding the semiconductor supply chain in Western NY. Schumer personally called Geert Follens, President of the Vacuum Technique Business Area for Edwards parent company Atlas Copco Group, to urge the global semiconductor supply chain company to expand in Upstate New York. Later that year Schumer announced with Governor Hochul that Edwards Vacuum had heeded their calls and planned to build their new manufacturing facility in Genesee County.  Earlier this year, Schumer celebrated Edwards Vacuum’s groundbreaking ceremony in Genesee County for Phase 1 of their construction which is expected to be completed in 2028.  
    Schumer last year also helped the Buffalo-Rochester-Syracuse region win the prestigious Tech Hub designation through his CHIPS & Science Law and earlier this year secured a historic $40 million investment to implement the Tech Hub’s work with companies like Edwards. The proposal called the “NY SMART I-Corridor Tech Hub” has built on the historic investments Schumer delivered that have spurred a boom in semiconductor manufacturing and innovation across Upstate NY. Edwards Vacuum is working with Genesee Community College and Tech Hub partners like Monroe Community College, Erie Community College, and the Northland Workforce Training Center to help them hire and train hundreds of new workers.
    Thanks to Schumer’s CHIPS & Science Law, Upstate New York has seen a major revival in tech manufacturing. Micron has announced plans for a historic $100+ billion investment to build a cutting-edge memory fab in Central New York. GlobalFoundries plans to invest over $12 billion to expand and construct a second, new state-of-the-art computer chip factory in the Capital Region. In the Mohawk Valley, Wolfspeed has opened a 200mm silicon carbide fabrication facility, one of the largest, with plans to further expand their operations. TTM Technologies, a printed circuit board manufacturer, plans to invest up to $130 million to expand their facilities in Onondaga County, creating up to 400 good-paying jobs. Menlo Micro will invest $150 million to build their microchip switch manufacturing facility in Tompkins County, creating over 100 new good-paying jobs. In addition, Upstate New York is home to semiconductor supply chain companies like Corning Incorporated, which manufactures glass critical to the microchip industry at its Canton and Fairport, NY plants.
    The PMT outlines key terms for Edwards Vacuum’s CHIPS agreement. To finalize the federal CHIPS agreement, the Commerce Department will now begin a comprehensive due diligence process on the proposed project and other information contained in the application. After satisfactory completion of the due diligence phase, the Commerce Department will finalize the PMT.

    Federal Assistance for Hurricane Helene Exceeds $344 Million as FEMA Expands Dual Response Efforts as Hurricane Milton Forecast to Make Landfall This Evening

    WASHINGTON – FEMA, under the direction of the Biden-Harris Administration, continues to lead a comprehensive, whole-of-government approach to assist communities impacted by Hurricane Helene. As of October 9, federal disaster assistance for survivors has surpassed $344 million and has reached 375,000 households.

    More than 8,000 federal workers from all parts of the country are supporting the response efforts in six states and three Tribal Nations for both Hurricanes Helene and Milton. As the agency prepares for Hurricane Milton’s impacts to Florida, these assets remain in partnership with state, tribal and local partners to support of Hurricane Milton recovery efforts to ensure every available resource is mobilized.

    Hurricane Helene Response

    The agency is actively working alongside state, local and tribal partners to assess damage and support those affected by Helene. To date, FEMA has shipped over 17 million meals, nearly 14 million liters of water and 210 generators. 

    FEMA Disaster Survivor Assistance Teams are on the ground meeting with survivors in neighborhoods across the affected states to help them apply for assistance and connect them with additional state, local, federal and voluntary agency resources. 

    Disaster survivors in designated areas of Georgia, Florida, North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in these areas should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies. 

    Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters—whether they received FEMA funds or not—are still eligible to apply for and receive assistance for Helene.   

    Those with access to power and cellular service can apply for FEMA assistance in one of three ways:  

    FEMA reminds survivors who applied for assistance that a letter from FEMA saying they’re ineligible for assistance may not be a final decision. If you believe your application was not approved in error, or if you have additional information that could strengthen your claim, you may appeal the decision.     Voluntary Organizations

    Voluntary agencies are supporting all affected states by providing critical feeding operations and support for survivors with hot and prepared meals and shelf-stable meals. Organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has hundreds of trained disaster workers providing comfort and operating shelters

    Survivors can receive free services like cutting fallen trees, tarping roofs and mitigating mold with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through Oct. 11 and can connect survivors with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist.  

    Additional support and assistance provided to each state includes: 

    Support for Florida  

    Recovery efforts from Hurricane Helene continue in Florida even as the federal government is supporting the state in preparing for Hurricane Milton’s landfall on the Gulf Coast. FEMA has approved approximately $142 million for nearly 49,000 households impacted by Hurricane Helene. FEMA specialists are canvassing Florida communities affected by Helene to help survivors apply for assistance. Additionally, FEMA inspectors are visiting applicants’ homes to verify disaster-caused damage.

    There are more than 90 Disaster Survivor Assistance members going into neighborhoods and 10 Disaster Recovery Centers are open where they may speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 800-342-3557. English, Spanish and Creole speakers are available to answer questions.

    Support for Georgia 

    FEMA has approved over $59 million for nearly 76,000 households

    There are more than 120 Disaster Survivor Assistance members going into neighborhoods and one Disaster Recovery Center is open where they may speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Resources: Residents can find resources like shelters and feeding sites at Georgia Emergency Management and Homeland Security Agency. 

    Support for North Carolina

    Financial Support: FEMA has approved approximately $60 million in housing and other types of assistance for nearly 52,000 households.

    Staffing: As response efforts continue in North Carolina, more than 1,000 FEMA staff are on the ground, with more arriving daily. Nearly 400 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date. There are over 1,200 Department of Defense personnel supporting the response. Experienced FEMA leaders from around the country are in the field to bolster response efforts. 

    Sheltering: Shelter numbers continue to decline, with 17 shelters housing just more than 700 occupants. Over 2,600 people who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Transitional Sheltering Assistance is available for North Carolinians displaced by Helene. Residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message and/or email, depending upon the method of communication they selected at the time of application for disaster assistance. 

    Power and Cellular Restoration: As of today, power was restored to more than more than 90% of originally reported power outages have been restored as a result of approximately 8,000 crew on the ground. Cellular restoration continues to improve, with more than 90% of cellular sites operating. FEMA is boosting response coordination by providing 40 Starlink units to ensure first responders can communicate with each other. 

    Commodities: Commodity distribution, mass feeding, and hydration operations are underway in areas of western North Carolina. FEMA commodity shipments are enroute to support operations. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. Mobile feeding operations are reaching survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties. 

    The Salvation Army has 20 mobile feeding units supporting the massive operation and has provided emotional and spiritual care to survivors. To date, the American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.

    In South Carolina, FEMA has approved over $77 million for nearly 97,000 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties continuing to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources. 

    There are nearly 50 Disaster Survivor Assistance members going into neighborhoods to connect with survivors without cell coverage or power.

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 866-246-0133. 

    Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 855-472-3432 for more information.

    Support for Tennessee 

    FEMA has approved more than $5.1 million for disaster assistance for over 900 households

    Residents can call 800-824-3463 to report a missing person. Callers should be prepared to provide as much information as possible including names, phone numbers, vehicle identification and last known whereabouts.  

    There are more than 20 Disaster Survivor Assistance members going into neighborhoods to connect with survivors without cell coverage or power.

    Support for Virginia  

    To date, FEMA has approved over $1.3 million for over 700 households

    China Post ranked first among global postal operators by both revenue and profits in the 2024 Fortune Global 500 list, according to company sources on Wednesday.

    Liu Aili, chairman of China Post Group Corporation Limited, said that the company had continually strengthened its core competitiveness. China Post has established an extensive delivery network, operating 120,000 delivery trucks and 42 cargo aircraft.

    The state-owned postal service provider maintained stable operation in the first eight months of this year, with revenue of 472.17 billion yuan (66.9 billion U.S. dollars) and profits of 70.48 billion yuan, Liu said in a speech marking the 55th World Post Day, which falls on Wednesday.

    Looking ahead, the company will focus on further enhancing the rural delivery system, integrating local industries into larger economic networks and helping small agricultural producers reach national markets, Liu added.

    ACT’s Finance spokesperson Todd Stephenson is slamming Wellington City Council after this afternoon’s vote to stop the sale of its 34% stake in Wellington Airport.

    “Today’s decision is a complete departure from reality. Wellington’s infrastructure is failing, rates are through the roof, and the Council’s debt ceiling is about to burst, yet the council is stuck playing sharemarket games,” says Mr Stephenson.

    “There is no good reason for a council to partially own an airport.

    “Councils must focus on delivering the basic public services they are responsible for: making sure roads are maintained, water systems work, and buses run on time. Instead, Wellington’s council is forcing higher rates onto its residents and exposing them to an unacceptable level of risk by having so much money locked up in one asset.

    “As the Council was making its decision today, brown wastewater was literally spewing into the harbour. If that isn’t sending a clear enough message to councillors about how misplaced their priorities are, then next year’s local body elections can’t come soon enough.”

    Mr Tyrrell also brings extensive experience to the network, including as the Executive Director of the Australian Association for Uncrewed Systems – the peak body advocating for the drone and advanced air mobility sectors in Australia, whose membership has grown to 4,500 under his leadership since 2014.

    Their expertise will build on that of the current members to support the GAAN’s role in providing advice to me on matters affecting the general aviation sector. 

    The network is also a forum where industry representatives can identify opportunities to work collaboratively to respond to pressures, trends and issues facing the general aviation sector and assist in the development of policy.

    I would like to thank Mr Andrew Andersen, the outgoing chair, for his passionate advocacy for general aviation and service in the role since 2019. 

    Mr Anderson will continue to play key roles in the sector, including as the independent chair of the Aviation Safety Advisory Panel of the Civil Aviation Safety Authority.

         ​Hong Kong Customs effected two dangerous drug trafficking cases between October 7 and yesterday (October 9), and seized about 24.5 kilograms of suspected ketamine with an estimated market value of about $12 million. Three persons connected with the cases were arrested.                In the first case, through intelligence analysis and risk assessment, Customs on September 27 inspected a seaborne consignment, declared as carrying household goods and personal effects and arriving in Hong Kong from Germany, at the Kwai Chung Customhouse Cargo Examination Compound. Upon inspection, Customs officers seized a total of about 15.5kg of suspected ketamine with an estimated market value of about $7.5 million inside three different boxes of goods, including toys, rice cookers and protein powder.     Upon a follow-up investigation, Customs officers conducted a controlled delivery operation on October 7 and arrested a 31-year-old male consignee, who claimed to be a driver, in Sham Shui Po.                The investigation is ongoing and the arrested man has been released on bail pending further investigation.           For the second case, through risk assessment, Customs officers on October 7 inspected an express air parcel, declared as carrying monosodium glutamate and arriving in Hong Kong from the Netherlands, at the airport. Upon examination, about 9kg of suspected ketamine, disguised by packaging of monosodium glutamate, was found in the parcel. The estimated market value of the drugs was about $4.4 million.     After a follow-up investigation, Customs officers yesterday arrested a male youth and a man, aged 16 and 20, who were suspected to be connected with the case in Chai Wan and Tsz Wan Shan respectively.     An investigation is ongoing.               Customs will continue to enhance enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary returns. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people, nor to release their personal data or home address to others for receiving parcels or goods.     Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.                Members of the public may report any suspected drug trafficking activities to Customs’ 24-hour report hotline 182 8080 or its dedicated crime reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002/).

    Passengers in the Member States are still being forced to comply with stringent restrictions on liquids carried in cabin baggage at airports.

    An estimated 350 new CT X-ray scanners have already been acquired in 13 Member States. These allow for the scanning of larger quantities of liquids and the scanning of laptops without having to remove them from suitcases. As a result, some airports, such as those in Amsterdam and Rome, have relaxed their limits on the amount of liquids carried.

    In late July 2024, however, the Commission temporarily upheld the 100 ml limit on liquids carried, citing the fact that traditional scanners cannot detect liquid explosives as the sole reason. The decision went into effect on 1 September 2024, but no estimated date for the lifting of the restriction was given.

    In this connection, I would like to ask the following questions:

    • 1.Are the restrictions imposed solely due to the limitations of the old equipment previously used at airports, or is the new equipment also, in the Commission’s opinion, incapable of scanning larger quantities of liquids?
    • 2.In addition to equipment problems, are there other restrictions resulting from existing rules?
    • 3.When does the Commission plan to lift the recently upheld limit?

    BEIJING, Oct. 9 — Beijing will expand its low-altitude flight scenarios, including in emergency rescue and express delivery, as the city strives to boost the burgeoning low-altitude industry.

    According to Beijing’s latest action plan on developing low-altitude economy, the city plans to host more than 5,000 enterprises engaged in the sector and increase the value of its low-altitude industry to 100 billion yuan (about 14.2 billion U.S. dollars) by 2027.

    The Chinese capital will focus on expanding the use of low-altitude flights for emergency rescue and express delivery, said the plan. Regular low-altitude delivery services will be promoted in suburban districts including Yanqing, Pinggu, Miyun and Fangshan.

    The city also plans to establish a low-altitude passenger route linking Beijing Daxing International Airport and Xiong’an New Area in north China’s Hebei Province, while exploring intercity air commuting between Beijing and surrounding areas.

    The low-altitude economy includes both conventional general aviation and drone-supported services in low-altitude airspace. Many Chinese cities are moving quickly to establish a foothold in the sector, considering it a new track of industrial development.

    In August, Beijing launched its first unmanned aerial vehicle logistics delivery route in a section of the Great Wall, which enables tourists to receive summer relief items and emergency supplies within minutes.

    The eastern metropolis Shanghai also plans to have largely established a low-altitude communications network with continuous coverage throughout the region by the end of 2026 to facilitate the development of the low-altitude economy.

    PACIFIC OCEAN — Marine Fighter Attack Squadron (VMFA) 211 deployed with the 13th Marine Expeditionary Unit (MEU) aboard the Essex Amphibious Ready Group in 2018, marking the first combat deployment of the F-35B Lightning II. This deployment demonstrated the effectiveness of amphibious forces when the Marine Corps’ fifth generation fighter capabilities were integrated aboard the Navy’s amphibious assault ships.

    Since returning from the first F-35B deployment in 2019, VMFA-211 has continued to play a crucial role in refining tactics and expanding the Navy-Marine Corps team’s ability to project power. In 2024, VMFA-211 completed a series of exercises with the America-class amphibious assault ship USS Tripoli (LHA 7) which enhanced both units’ readiness and interoperability.

    From April 9-11, 2024, U.S. Marines and Sailors of VMFA-211 partnered with the Tripoli to conduct three days of training in Yuma, Arizona, as part of the aviation certification (AVCERT) syllabus. The AVCERT ensures that flight deck crews can safely launch and recover aircraft and are prepared to handle emergencies on the flight deck.

    Flight deck crew received classes about the F-35B, and ground instruction from senior Landing Signal Officers, pilots who specialize in guiding aircraft to safe and expeditious landings aboard ship. Tripoli flight deck crews launched F-35Bs from the simulated deck of an amphibious assault ship at the Barry M. Goldwater Air Force Range while VMFA-211 pilots rehearsed procedures for carrier landings.

    Three months later, VMFA-211, alongside tilt-rotor and rotary wing squadrons from 3rd MAW, landed F-35B aircraft aboard the Tripoli during day and night operations, July 14-18, culminating in the ship’s successful AVCERT.

    “This training gives us an opportunity to get to know each other and how we operate together on the flight deck,” said U.S. Navy Aviation Boatswain’s Mate 2nd Class Lawrence Pivec, a member of the Tripoli air department’s V-1 division, responsible for moving aircraft on the flight deck. “We get out here and fly together as much as possible, so we are ready when the call comes.”

    Training at-sea enhanced readiness for both the Tripoli and 3rd MAW squadrons. During the AVCERT process, 3rd MAW pilots gained or refreshed flight deck landing qualifications. Two VMFA-211 pilots achieved the day and night carrier qualification. VMFA-211 progressed a pilot from basic to advanced LSO— a role critical for future deployments – and made progress toward creating an additional basic LSO. LSOs help coordinate the complex flight deck environment and are essential for safety during high-tempo amphibious operations. 

    “The flight deck is very dynamic and can be a dangerous place, so it is imperative that we ensure the personnel on the deck are trained and qualified to safely operate around the aircraft,” said Maj. Courtenay Franklin, an F-35B pilot and aviation safety officer with VMFA-211.

    From Sept. 30 to Oct. 4, VMFA-211 conducted training aboard the Tripoli once more, recertifying the flight deck.

    The F-35B Lightning II, known for its short takeoff and vertical landing capabilities, is uniquely suited for operations from amphibious assault ships such as the Tripoli.

    “It is important to have a joint understanding of the standard procedures that go into landing aboard a ship and ship operations,” said Capt. Leland Raymond, an F-35B pilot with VMFA-211. “Having this experience on the LHA [landing helicopter assault class] will translate to any other ship we go on and allows us to practice those standard procedures. It translates across the Navy.”

    The multi-role, stealth capabilities of the F-35B when paired with the capabilities of the U.S. Navy’s largest amphibious warfare ships, like the Tripoli, offers unmatched operational flexibility, from close air support and interdiction to intelligence, surveillance, and reconnaissance missions.

    Third MAW’s F-35B squadrons routinely deploy aboard amphibious assault ships as the aviation combat element of Marine Expeditionary Units to the Indo-Pacific region in support of combatant commander requirements. The mutually beneficial training between VMFA-211 and the Tripoli is a testament to each unit’s commitment to interoperability and readiness to deploy at any moment.

    The Manitoba government’s $32.7-million investment to address improvements along Provincial Trunk Highway (PTH) 5 in the Dauphin area are now open and visible to travellers, Transportation and Infrastructure Minister Lisa Naylor announced today. 

    “These much-needed improvements enhance traffic flow, water diversion and boost the safety and curb appeal of the route for community members and travellers,” said Naylor. “These improvements will make our roads safer and support growing our economy by building important infrastructure that matters to Manitobans, especially in rural Manitoba.”

    • Intersection improvements, traffic signals and service road construction as well as the reconstruction of PTH 5A including concrete curbing, raised medians, sidewalks, culvert installations, granular subgrade, granular base course and bituminous pavement on 1.8 kilometres from Triangle Road to Whitmore Avenue with a total cost of $21.8 million.
    • Construction of a land drainage and retention pond system for the City of Dauphin, funded by the city. The Manitoba government funded the infrastructure to support this project including approximately 885 meters of underground pipe and two retention ponds, with a total cost of $9.6 million.
    • Construction of a bituminous pavement on a 0.8 km section of PTH 5A in Dauphin from Whitmore Avenue to Fourth Avenue South with a total cost of $1.3 million.

    “This investment marks a significant step forward for the City of Dauphin, enhancing not only the safety and accessibility of our roads but also supporting our growth as a regional hub,” said Mayor David Bosiak, City of Dauphin. “These upgrades to PTH 5A will improve traffic flow and pedestrian safety while fostering economic development for our community and region. We are grateful to the Manitoba government for their commitment to infrastructure, which strengthens both our local economy and our quality of life.”

    The project added service roads on both the east and west sides of PTH 5A. The main lanes of PTH 5A were reconstructed to include a fully divided four-lane cross section, complete with a raised concrete median and traffic signals at the main entrance to the Dauphin Marketplace Mall as well as sidewalks along both service roads to encourage active transportation.

    This work in Dauphin supports Manitoba’s multi-year infrastructure investment strategy, which outlines planned strategic investments in roads, highways, bridges, airports and flood protection over the next five years in Manitoba, noted the minister.

    It is an honor to be here with you in beautiful San Diego for the christening of our Fleet’s fifth John Lewis-Class replenishment oiler, USNS Lucy Stone (T-AO 209).

    First and foremost, I would like to thank our ship’s sponsors, Alicia and Debbie, for being here today and for their critical roles as ship introduction specialists, uniting ships with their sponsors.

    According to naval tradition, a ship sponsor’s spirit and presence guides the ship and its crew as long as the ship remains in service.

    And I can think of no one more fitting to take on this vital role and for this ship than Alicia Aadnesen and Debbie Simmons.

    Together, Alicia and Debbie have over six decades of service to the Navy, providing expertise and guidance to our ship sponsors, pre-commissioning crews, and ceremony participants in every aspect of Navy surface ship milestone ceremonies.

    They ensure that our Navy and Marine Corps heroes, Medal of Honor recipients, living namesakes, communities, and cities are properly honored in our Fleet.

    And everyone who meets them universally and unequivocally says that they are the two of the kindest people you will ever meet in your life.

    Alicia and Debbie, thank you for your dedication and careers of service to our Sailors, Marines, and civilian mariners.

    Our John Lewis-Class replenishment oilers honor the legacy of our Nation’s champions—those who fought for the rights and fair treatment of all Americans.

    Each of the ships of this class are named for America’s civil rights leaders—men and women who dedicated their lives in service of equality and opportunity for all Americans and embody the soul of our great Nation.

    Lucy Stone, an abolitionist and suffragist, advocated and organized for the promotion of rights for women and the elimination of slavery.

    Alongside other suffragists, she helped establish the National Woman Suffrage Association, a key organization in the fight for women’s right to vote.

    She lived just as she told others to live, striving every day to “make the world better.”

    The enduring legacy of Lucy Stone as a trailblazer in the women’s rights movement remains an indelible source of inspiration today.

    And the John Lewis-Class replenishment oiler represents not only the legacies of these civil rights heroes, but also a tremendous asset to our Fleet and Force, an integral piece to our often complicated yet critical logistics puzzle.

    This is significant, because as you have seen and heard in the news, we face tremendous uncertainty in every part of the globe.

    And the Nation, and indeed the world, relies on the strength of our United States Navy and Marine Corps.

    Our Navy’s global presence is a powerful deterrent, safeguarding our national security interests, our prosperity, and our international allies and partners from any who would do us harm.

    Military Sealift Command

    And in order to maintain sustained operations at sea, our Navy warships rely on Military Sealift Command’s combat logistics fleet.

    Let me now take a moment to recognize our Government Merchant Mariners who crew our MSC ships.

    Despite the challenges posed by a shortfall in its numbers, the MSC continues to fulfill a vital role in supporting our Nation’s logistical readiness.

    I thank our Merchant Mariners for answering our national call to maritime service and for their ongoing efforts to recruit and maintain our critical capabilities.

    It is their vital work and logistical prowess which enables our Navy to project decisive power to scenes of action around the world in peace, crisis, and war.

    When our Sailors and Marines take our warships into combat, our MSC Merchant Mariners are right there with them, bringing the “beans, bullets, and black oil” they need to stay out to sea until the end of conflict.

    Two of our Navy’s most important attributes are our flexibility and our persistence.

    Our Navy’s ability to bring decisive forces to bear anywhere in the world on short notice, and our ability to keep the sea and stay on station until the job is done make all the difference in American strategy—possible only because of the Military Sealift Command.

    One of my near-term priorities is making the fleet we have more formidable with logistical innovations such as Rearm-at-Sea and Modular Refueling, which will expand our ability to sustain our ships on station and deter our adversaries.

    Rear Admiral Henry E. Eccles, the Naval War College’s “Clausewitz of Logistics,” once said: “The essence of flexibility is in the mind of the commander; the substance of flexibility is in logistics.”

    Today, the substance of our Navy’s flexibility is in the ships of the Military Sealift Command—like USNS Lucy Stone—and the intrepid Merchant Mariners who will take her to sea.

    And as Secretary of the Navy, I am dedicated to our mission of building and substantiating the most capable and powerful maritime warfighting force in the world.

    Multi-Ship Procurement

    One year ago, I announced a call for a new Maritime Statecraft to prevail in an era of intense strategic competition.

    Maritime Statecraft encompasses not only naval diplomacy and maritime competition, but a national, whole-of-government effort to build comprehensive U.S. and allied maritime power, both commercial and naval.

    History has shown that no great naval power has long endured without also being a maritime power—a commercial shipbuilding power.

    Our Maritime Statecraft strategy invests in rebuilding the foundations of national seapower to ensure our continued maritime dominance over the near, medium, and long-term horizons.

    We are diligently working to create a new paradigm of genuine market competition, one that leverages the power of dual-use commercial and naval shipbuilding which has proven so successful for our competitors and allies alike.

    One of the most effective tools we have in our current arsenal shipbuilding authorities are block buys.

    And so, I am proud to publicly announce the Department of the Navy is pursuing the award of the T-AO Program Block Buy Contract to procure eight T-AO ships like USNS Lucy Stone.

    This multi-billion-dollar contract reflects innovation to build and sustain our maritime dominance and allows for critical investment and maintenance of our shipbuilding industrial base.

    In turn, this will help ensure stability and jobs for the next decade.

    And the Block Buy will provide significant cost savings to the American taxpayer, demonstrating responsible stewardship of public funds.

    I am proud to make this announcement today alongside our Merchant Mariners and industry partners.

    Your contributions to our shipbuilding industry and logistical readiness are vital to our Maritime Statecraft.

    And your support is essential for the success of our Navy and Marine Corps.

    Closing

    Our Nation’s Maritime services are indeed the most powerful and capable this world has ever seen.

    And I know that we have the best ships, submarines, aircraft, equipment, and weapons.

    But having strong maritime services is about more than just acquiring advanced systems and platforms.

    Good evening, everyone. It’s wonderful to be here with you today to celebrate Polish Armed Forces Day.

    Mr. Krzywosądzki and Major General Nolbert, thank you for inviting me and for your role in strengthening the partnership and friendship between our nations.

    Poland and the United States share an enduring bond—a bond forged in a crucible of shared sacrifice and the common pursuit of freedom and liberty.

    And this day, marking the Polish victory over Soviet forces in the Battle of Warsaw—known as the “Miracle of the Vistula” —commemorates that victory, and all those who fought for Polish independence throughout history.

    Indeed, Poland’s long fight for freedom and the partnership between our nations stretches back all the way to the American Revolution and beyond.

    “The Father of American Cavalry,” Casimir Pulaski, one of only eight honorary American citizens, fought for our freedom and independence.

    Benjamin Franklin and the Marquis de Lafayette persuaded him to travel to the colonies, and he saw in the American people a struggle parallel to the fight for Polish independence after the partition by neighboring Russia, Prussia, and Austria.

    By the time he arrived in the United States, he was renowned throughout Europe for his bravery and for his passion for his people—the Polish people.

    He wrote to George Washington that “I came here, where freedom is being defended, to serve it, and to live or die for it.”

    His feats of arms in his first engagement of the Revolutionary War—at the Battle of Brandywine—secured the Continental Army’s retreat and he was credited with saving the life of George Washington.

    But most notably, he led a cavalry charge that turned the tide of the Battle of Savannah, where he was mortally wounded.

    His actions and steadfast devotion to the most noble of ideals earned him his other sobriquet: the “Soldier of Liberty.”

    But our partnership extends beyond the American Revolution.

    Polish servicemembers have served alongside their American counterparts in around the globe, from World War I and World War II to today as NATO allies.

    I am incredibly grateful to Poland for your support to our Sailors stationed at Aegis Ashore in Redzikowo.

    And as Secretary Blinken highlighted during his stop in Warsaw last week, more than 80 percent of all aid for Ukraine flows through Poland.

    Poland provides $4 billion in security assistance to Ukraine including tanks, aircraft, air defense, and helicopters.

    And Poland continues to host around a million Ukrainian refugees. 

    Poland’s unwavering support for Ukraine in their fight against Russia’s illegal and immoral invasion demonstrates commitment to the enduring spirit of freedom and democratic values.

    Your contributions have been invaluable, and your bravery has been an inspiration to all.

    Let us honor the memory of Casimir Pulaski—and indeed all those who have served in the Polish armed forces.

    Let us recommit ourselves to the ideals they fought and sacrificed for—and the ideals that unite our nations.

    I am immensely proud to stand here today beside Poland and recognize our strong partnership and shared values.

    Mayor Scott, thank you for joining us and for your years of public service to the City of Baltimore.

    Thank you, Senator Cardin, for your partnership and support of our service men and women and their families in our Navy and Marine Corps.

    Deputy Secretary of Defense Hicks, ma’am, it is an honor to have you here today. Thank you for your leadership of the Department of Defense and fierce advocacy of our service members and DOD civilians.

    Admiral Holland, thank you for your presence and for your career of service to the Navy Submarine Force.

    To all of our service members, distinguished guests and visitors—welcome and thank you for joining us.

    City of Baltimore

    It is wonderful to be here in Baltimore, Maryland—a city rich in both American and naval history.

    And not only because when I was a Midshipman at the United States Naval Academy, my friends and I would come up to Baltimore to escape Annapolis every once in a while!

    The city of Baltimore maintains a strong connection with our maritime services and is a critical enabler of our National Maritime Statecraft.

    Baltimore boasts a storied shipbuilding history, famously the originator of the “Baltimore Clipper,” an eighteenth-century merchant sailing vessel known for its speed.

    In the early days of our Nation, the city earned a reputation as the center of commerce, and the Port of Baltimore remains one of the busiest in the Nation today.

    And in the wake of tragedy, we come together here in Baltimore.

    Following the collapse of the Francis Scott Key Bridge in March, the Navy worked with Key Bridge Response Unified Command which included the Army Corps of Engineers, Coast Guard, Maryland Department of the Environment, Maryland Transportation Authority, Maryland State Police, and Synergy Marine.

    NAVSEA’s Navy Supervisor of Salvage and Diving led critical efforts to support the clearance of the Port of Baltimore’s Fort McHenry Federal Channel.

    We mourn those we lost on March 26, 2024. Please join me in a moment of silence to honor the memory of the six souls taken too soon from us that day.

    The ship we are on today—USS Constellation—was named after and includes materials from one of our Navy’s six founding frigates, which was built here in Baltimore.

    And it was not far from here that during the Battle of Baltimore in 1814, Francis Scott Key penned the immortal words to “The Star-Spangled Banner,” our national anthem.

    Baltimore has deep roots with our Nation’s Navy and boasts one Continental Navy ship and five previous Navy vessels named for the city including:

    a brigantine,

    a converted merchant ship which served in the Quasi-War against France,

    a sidewheel steamer which served in the Civil War,

    a cruiser which fought in the Battle of Manila Bay during the Spanish-American War and then later in the First World War,

    a Baltimore-class cruiser which earned nine battle stars during the Second World War, and

    most recently, a Los Angeles-class nuclear attack submarine, SSN 704, which participated in undersea operations against the Soviet Union and decommissioned on July 10, 1998.

    Ship Naming

    Baltimore shaped America’s formative years—a strategic location since its very origins and an integral part of the Nation’s thriving shipping and shipbuilding industries.

    Baltimore’s external influence is far reaching—affecting American culture, food, sports, and commerce.

    And now, Ladies and Gentlemen, it is my honor and privilege to announce the name of the next Virginia-class nuclear-powered submarine, SSN EIGHT-TWELVE, USS Baltimore.

    Good evening, everyone! It is an honor to be here with you tonight to celebrate the 59th year of Singapore’s independence.

    Ambassador Lui, thank you for inviting me for this wonderful occasion and for providing me with the opportunity to say a few words.

    The summer certainly flew by, didn’t it? It seems like just yesterday we were watching the new Midshipmen, including Midshipman Fourth Class Liang Yinze Garcia, being sworn in at the Naval Academy on I-Day.

    Under Secretary Lago, thank you for your career dedicated to public service and leadership at the International Trade Administration.

    Assistant Secretary Kang, thank you for your important work at the Bureau of International Security and Nonproliferation, shaping and maintaining a secure international landscape.

    And I must also mention my wife Betty, who is here with us tonight and has been by my side throughout our forty years of marriage which included a naval career, a career in the private sector, and once more, service to our Navy and Marine Corps Team.

    I am grateful to be here to not only celebrate Singapore’s independence, but also celebrate the strong relationship between Singapore and the United States.

    Singapore is a favorite port call of our Navy and Marine Corps—from the incredible food, shopping, and nightlife to the melting pot of cultures to the memorable skylines of Marina Bay.

    Our partnership crucially extends outside of the “Little Red Dot” and the U.S., into all of our shared waters.

    For many years, Singapore has been a major security cooperation partner to the United States, and indeed a regional leader within both ASEAN and the larger Indo-Pacific region.

    And this is critically important, because as you have seen and read in the news, we face tremendous uncertainty in the world today.

    Together, Singapore and the United States have a steadfast strategic relationship—across numerous spheres—and we share a common and significant interest in preserving the rules-based international order.

    Alongside our partners, Singapore participated in Operation Prosperity Guardian in the Red Sea to deter further escalation and protect innocent commercial shipping against Iranian-aligned Houthi attacks.

    At the same time, Singapore—like the United States—supported relief efforts and aided affected civilians in Gaza.

    The United States and Singapore are also dedicated to improving our ability to collaborate and operate with partners.

    This year, we conducted the 29th iteration of the world’s largest international maritime exercise, our biennial Rim of the Pacific—or RIMPAC—Exercise.

    Held in the waters off Hawaii, RIMPAC 2024 included 29 nations, 40 surface ships, three submarines, 14 national land forces, over 150 aircraft, and more than twenty-five thousand personnel!

    This year, the Republic of Singapore Navy led a task unit of Republic of Korea, Mexico, and United States ships, and we were proud to sail alongside the RSN’s Formidable-class frigate RSS Stalwart.

    During the exercise, RSS Stalwart successfully launched two Aster surface-to-air missiles at high-speed drone targets, neutralizing both simulated missile targets and validating key anti-air warfare capabilities and tactics.

    Our Navy’s cooperation with Singapore also occurs within the classroom.

    Our Naval Academy Midshipmen have the privilege of attending Nanyang Technological University as semester exchange students, and our Navy and Marine Corps Naval Postgraduate students have the unique opportunity to study at the National University of Singapore’s Temasek Defence Systems Institute.

    I should note that my son John attended National University of Singapore for a summer exchange and studied wastewater electrolysis.

    The United States has, since 1992, enjoyed hosting Republic of Singapore Navy Midshipmen at my alma mater, the United States Naval Academy.

    Twelve years ago, Midshipman—now Lieutenant Colonel—Sam Tan wrote a new chapter in our Naval Academy history and yours!

    Sam graduated number one in the Great Class of 2012, the first international Midshipman to receive the honor.

    It was wonderful to host him once more during RIMPAC this year as the Commanding Officer of RSS Stalwart.

    It is my sincere hope that the partnership between Singapore and the United States continues to grow, especially amidst the uncertainty and challenges we face in the world today.

    Ambassador Lui, I thank you again for inviting me tonight, and for all you do to further this ironclad relationship between Singapore and the United States.

    Again, it is an honor to be with you all this evening. May God continue to grant our nations and our people with fair winds and following seas.

  • MIL-OSI Security: Kalispell Man Admits Pointing Laser at Airplane

    MISSOULA — A Kalispell man today admitted to pointing a laser at an airplane while it was in flight over Kalispell, U.S. Attorney Jesse Laslovich said.

    The defendant, Nolan Wayne Hamman, 32, pleaded guilty to aiming a laser pointer at an aircraft as charged in an indictment. Hamman faces a maximum of five years in prison, a $250,000 fine and three years of supervised release.

    U.S. Magistrate Judge Kathleen L. DeSoto presided. Sentencing was set for Feb. 6, 2025 before U.S. District Judge Dana L. Christensen. The court will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Hamman was detained pending further proceedings.

    In court documents, the government alleged that on Nov. 25, 2023, a flight instructor operating a plane over Kalispell called 911 to report a person shining a laser pointer at her plane while she was flying with a minor student. The Flathead County Sheriff’s Office deputies responded and located Hamman on the ground with the laser pointer. Hamman admitted to shining the laser at the plane while it was in flight.

    The U.S. Attorney’s Office is prosecuting the case. The FBI, Federal Aviation Administration, Flathead County Sheriff’s Office and Kalispell Police Department conducted the investigation.

  • MIL-OSI Global: Despite progress on poverty, Mexico’s first female president inherits a shaky economy

    Mexico’s first female president, leftwing academic and climate scientist Claudia Sheinbaum, has set out her agenda. She pledged to maintain the social policies of her mentor and predecessor, the widely popular former president Andrés Manuel López Obrador (commonly known by his initials, AMLO).

    She promised a transition to green energy, and set out the need for new infrastructure in railways, ports and airports. Sheinbaum inherits a US$1.79 trillion (£1.4 trillion) economy closely integrated to that of the US – in fact, Mexico has the second-largest economy in Latin America. It is also the most populous Spanish-speaking country in the world with 128 million people.

    But Sheinbaum also inherits Mexico’s largest budget deficit since the 1980s.

    Despite social policies that have seen 9.5 million Mexicans lifted from poverty during AMLO’s six-year term, 36% of Mexicans are still poor and 7% live in extreme poverty. Access to health services remains problematic, and has worsened for those living in deprivation.

    Gross domestic product per capita, a measure of wealth, actually fell during the previous administration, which means the “average” Mexican is worse off now than at the start of AMLO’s presidency. And next year, the central bank estimates GDP will grow by only 1.2%, which will inevitably constrain Sheinbaum in her early years in office.

    While campaigning, she promised to continue the social and political policies of her predecessor. Now in office, she will not only grapple with the country’s security situation but also navigate serious economic and fiscal challenges.

    In 2018, AMLO took office in a relatively stable fiscal environment. His predecessor, Enrique Peña Nieto, had implemented significant reforms early in his term aimed at reducing reliance on oil revenues and energy subsidies.

    Nieto also sought to strengthen the country’s two stabilisation funds. The Oil Revenue Stabilisation Fund is aimed at protecting Mexico’s budget from fluctuations in oil revenues. Meanwhile, the Budget Income Stabilisation Fund seeks to stabilise budget revenues from non-oil sources, such as taxes.

    These funds have been crucial for maintaining economic stability given the volatility of commodity prices, especially since oil has historically been a key contributor to Mexico’s public finances. However, under AMLO’s administration, both funds were used to plug gaps, leaving them depleted and raising concerns about the country’s ability to weather economic downturns. The country has not balanced its books since 2007.

    High energy subsidies introduced in 2019 are putting a strain on public finances. Driven by a commitment by AMLO to shield consumers from rising international oil prices, subsidies increased as a result of the COVID pandemic in 2020, and again in 2022 amid the war in Ukraine.

    The recent rise in social spending to fund universal state pensions, social programmes and debt servicing has created considerable strain, pushing the deficit close to 6% of GDP. Mexico’s debt-to-GDP ratio is 50% this year, up from its 2018 level.

    The tax issue

    In most countries, tax revenues are used to fund social investment. But Mexico’s ability to raise taxes has been extremely limited – tax revenues amount to just 17% of the country’s GDP, below the Latin American average of 22%, and well below that of countries in the Organisation for Economic Co-operation and Development (OECD) at 34%.

    Mexico has a large informal economy, with many workers and businesses not registered with tax authorities. Corruption, inefficiencies in tax administration and lack of trust in government institutions have led to low tax compliance, while efforts to increase taxes on the wealthy have met political resistance.

    Mexico has high levels of income inequality, and the wealthiest segments of society contribute relatively little to the overall tax revenue. Instead, the country had historically relied on oil revenues – which have declined – to fund public services and investment.

    AMLO had launched popular social programmes aimed at reducing poverty and inequalities. Now Sheinbaum has promised increased social spending while maintaining “fiscal responsibility” and not reforming tax (at least in her early presidency). That promise seems unrealistic. Without a change of approach, a fiscal crisis looms.

    However, she is expected to be a more pragmatic president than her predecessor. In part because she is less ideology-driven, but also because she won’t have a choice. If she wants to boost the economy and keep reducing poverty, she will need to attract foreign investment and encourage the private sector to play a much bigger role.

    Infrastructure will be a key focus, not least to ensure Mexico can benefit from the process of “near-shoring” – the relocation by multinationals of key processes away from Asia closer to the US market in order to minimise supply chain disruptions.

    Mexico stands to gain from the current desire by many companies to operate closer to the USA. As a result of the US-Mexico-Canada Agreement (USMCA), and its predecessor Nafta (North American Free Trade Agreement), Mexico enjoys tariff-free trade with its northern neighbours.

    But the country has not fully benefited from those opportunities. It lacks a consolidated investment promotion strategy and needs to produce more energy, ensuring it is from cleaner sources.

    It’s expected that Sheinbaum will continue government efforts to lift disadvantaged Mexicans out of poverty.

    Companies keen to invest in Mexico need access to low-emission hydrocarbons, as well as renewable energy. But AMLO viewed oil as a key part of Mexico’s sovereignty, eradicating previous reforms that had opened up the energy sector to private companies and preventing private investment in renewable energy. Instead, public finances were used to prop up ailing state-owned oil monopoly Pemex and national electricity company CFE.

    Given the fiscal challenges Sheinbaum inherits, Mexicans can expect the private sector to play a much greater role in infrastructure investment and in making the green energy transition a reality.

    As mayor of Mexico City, she championed public-private partnerships (PPP) while promoting solar energy. But to entice factories from Asia, she will also have to weaken the grip of the criminal organisations which are believed to control as much as a third of Mexico.

    During her tenure as mayor she halved the number of murders in the capital. But attempting to replicate this success throughout the country will be no small undertaking.

    October 9, 2024 – Ottawa, Ontario – Treasury Board of Canada Secretariat

    Today at the Carbon Removal Canada’s “Procuring with Purpose: Canada’s Opportunity to Shape the Carbon Removal Market” report launch event, the Honourable Anita Anand, President of the Treasury Board and Minister of Transport, announced the Government of Canada’s commitment to purchase carbon dioxide removal (CDR) services as part of the Greening Government Strategy. The federal government will purchase at least $10 million in carbon removal services between now and 2030 to help reach its goal of net-zero emissions in Government operations by 2050.

    The Greening Government Strategy commits the federal government to reducing its operational emissions to as close to zero as possible and then balance out any remaining emissions with an equivalent amount of carbon dioxide removal. To redouble these efforts, Minister Anand also announced the Government’s intention to work with public and private leaders to advance the development and responsible deployment of carbon dioxide removal solutions in Canada.

    This investment will enable the Government to lower its emissions, while supporting the development of these critical technologies and markets so they are available when we need them the most.

    With climate change being one of the greatest global challenges of our time, the Government of Canada is leading by example by reducing greenhouse gas emissions and fostering a low-carbon, climate-resilient and clean-growth economy.

    • The Greening Government Strategy, under the responsibility of the Centre for Greening Government at Treasury Board Secretariat is a set of commitments that apply to all core government departments, agencies and Crown corporations, and support the Government of Canada’s commitment for net-zero emissions by 2050.

    • The purchases in carbon removal services will be made through TBS’ Low-Carbon Fuel Procurement Program (LCFPP), an eight-year, $134.9 million initiative to reduce emissions from federal air and marine operations. This investment follows the Budget 2024 decision to expand the LCFPP to include the procurement of carbon dioxide removal services in addition to low-carbon intensity fuels.  

    • Through the LCFPP, the Government of Canada will work with public and private sector leaders to use their purchasing power to advance the development and responsible deployment of CDR solutions in Canada.

    • As stated in Canada’s Carbon Management Strategy, Canada needs to scale up solutions that permanently remove emissions from the atmosphere, since some residual emissions are likely to remain despite aggressive mitigation efforts, including in agriculture, aviation, and shipping. The removal of CO2 from the atmosphere is also the only way to directly address historical emissions, which have accumulated in the atmosphere over centuries of industrial activity and continue to contribute to global temperature rise.

    VISAKHAPATNAM, INDIA – Australia, Japan, and U.S. forces joined the host Indian Navy for an opening ceremony to celebrate the launch of field-training exercise Malabar 2024 in Vishakhapatnam, India, on Oct. 9.

    The ceremony and associated shore-phase activities will be followed by scheduled at-sea exercises involving in the Bay of Bengal, India.

    “I’m fired up to be here today with my counterparts as our navies train together in the Indian Ocean to strengthen our combat readiness, maritime integration, and interoperability,” said Adm. Steve Koehler, commander, U.S. Pacific Fleet. “Malabar is a great example of a combined team operating together in order to deter conflict and reinforce our shared commitment to a free and open Indo-Pacific.”

    This year marks the 28th iteration of the Malabar exercise, which began in 1992 as a bilateral exercise between the United States and India. The exercise has since evolved in scope and complexity and now includes Japan and Australia. This marks the fifth time that all four nations have participated in Malabar to advance the collective planning, integration and employment of advanced warfare tactics across participating nations.

    “Malabar 2024 reaffirms Indian Navy’s commitment to maritime security and cooperation among like-minded nations in the Indo-Pacific,” said Vice Adm. Rajesh Pendharkar, Flag Officer Commanding-in-Chief, Eastern Naval Command (ENC). “Our joint efforts aim to enhance operational synergy and foster stronger bonds of friendship. Together, we look towards safeguarding our shared values and achieve peace and stability in the region.”

    At-sea exercises are scheduled to include combined training in the surface, sub-surface, air and information domains.

    Eight ships and nearly a dozen aircraft are scheduled to take part in the exercise.

    “It has been 17 years since the JMSDF participated in Malabar for the first time in 2007,” said JMSDF Vice Adm. Katsushi Omachi, commander in chief, Self Defense Fleet. “I believe Malabar will contribute to the peace and stability, as well as the rules-based maritime order, which lead to a free and open Indo-Pacific. Japan-U.S.-India-Australia collaboration is now getting closer than before and I am expecting the multilateral bonds among the navies will deepen.”

    Representing the U.S. in the exercise are a P-8 Poseidon aircraft assigned to Commander, Task Force 72 and the Arleigh Burke-class guided missile destroyer USS Dewey (DDG 105), which operates under Commander, Task Force 70 and Destroyer Squadron (DESRON) 15, the Navy’s largest DESRON and the U.S. 7th Fleet’s principal surface force.

    The Murasame-class destroyer JS Ariake (DD 109) is representing the Japan Maritime Self-Defense Force. Australia is represented by the Royal Australian Navy Anzac-class frigate HMAS Stuart (FFH 153) and a Royal Australian Air Force P-8A Poseidon maritime patrol aircraft. The host contingent from India includes the first-in-class guided-missile destroyer INS Delhi (D 61), as well as at least four other surface combatants and aircraft.

    Australian, Indian, Japanese, and U.S. maritime forces routinely operate together across the Indo-Pacific in support of regional security and stability.

    “Exercise Malabar is a significant Indo-Pacific maritime activity that deepens interoperability and collaboration among key regional partners,” Australia’s Joint Force Maritime Component Commander, Commodore Jonathan Ley, said. “Australia has participated in previous iterations of Exercise Malabar, was honoured to host the exercise in 2023 and is pleased to participate again in 2024 as part of the Australian Defence Force’s ongoing program of regional presence and engagement.”

    The lead of this year’s exercise is India. The Malabar planning and exercise lead rotates each year among participating nations, along with the exercise location to demonstrate the combined ability to exercise across the entire Western Pacific and Indian Ocean.

    U.S. 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet, and routinely interacts and operates with allies and partners in preserving a free and open Indo-Pacific region.

Throughout this journey, AI and machine learning algorithms work behind the scenes to anticipate needs, offer timely assistance, and personalize the travel experience.

    Air India passengers, for example, now get answers to all their questions from planning to arrival at their fingertips. Their AI.g virtual assistant, powered by Microsoft AI services, quickly proposes a travel itinerary for passengers, finds answers about check-in options and flight status, recommends the best food options, finds the next business lounge or helps with lost luggage. Another example is Saudia Airlines. The flag carrier of Saudi Arabia developed an AI-powered travel companion for their passengers using Microsoft technology to enable travel-related services like: planning and booking, refund management, and exploring new destinations.

    Efficient airline operations

    AI working on data platforms enhances efficiency and customer experience across various segments of the airline value chain.

    • In aircraft handling, AI-powered predictive maintenance can forecast potential issues before they occur, minimizing downtime and ensuring timely operations. Ground support equipment can be optimized using AI algorithms to streamline processes and reduce delays.

    • Front line workers are fully integrated in the business with customized workflows and automated operations with custom AI, tailored to their needs and the ergonomics of their workplaces—wherever fixed terminals, mobile devices, or augmented reality. Microsoft Copilot Studio facilitates the creation of custom AI agents to support their work. Power Apps enables the creation of custom user interfaces, while Power Automate enables the creation of business workflows.
    • With Microsoft 365 Copilot, employees can collaborate and communicate using Microsoft products such as Microsoft Teams, SharePoint, and Outlook.

    The operation of airports and airlines generates large amounts of data. The data storage and analytics layer describes how to securely store business data to support operations and create insights.

    • Microsoft Dataverse is a scalable data platform that securely stores and manage business data. The data model is a structure framework that organizes data in tables with relationships. It is possible to use industry models to harmonize and integrate business data across multiple applications.
    • Microsoft Fabric is an end-to-end data and analytics platform that includes real-time analytics capabilities. OneLake is a unified logical data lake that centralizes and simplifies data management, with multiple analytical engines and workspaces.     Airports and airlines are established businesses. It is important to integrate existing data systems, such as connected assets as well as existing systems. Messaging services on Azure enables connectivity to assets and devices using standardized communication protocols such as Message Queuing Telemetry Transport (MQTT) with Azure Event Grid, or data streams like Apache Kafka using Azure Event Hubs. Serverless solutions like Azure Functions provide compute to process messages.

    Governor Kathy Hochul today announced that 65 New York National Guard Soldiers and Airmen will deploy to Florida on Wednesday, Oct. 9 to assist the Florida National guard in responding to Hurricane Milton, which is expected to hit Florida’s west coast late on Wednesday.

    “As hurricanes wreak devastation along much of the Southeastern United States, we are stepping up to support response efforts for those in need,” Governor Hochul said. “I am deploying the New York National Guard to protect Floridians in the path of Hurricane Milton — offering resources, assistance and standing united with our neighbors in this time of crisis.”

    The New York National Guard will deploy 65 Soldiers and Airmen to Camp Blanding Joint Training Center near Jacksonville, Florida. The New York Army National Guard will deploy 41 Soldiers from the 27th Infantry Brigade Combat Team in Syracuse and 10 Humvees to provide general purpose support as required by circumstances. The Soldiers will deploy to Florida on board a C-17 Globemaster III transport flown by the New York Air National Guard’s 105th Airlift Wing based at Stewart Air National Guard Base in Newburgh.

    The New York Air National Guard will deploy 24 pararescue Airmen from the 106th Rescue Wing which is based at F.S. Gabreski Air National Guard Base in Westhampton Beach on Long Island. The Pararescue Airmen are all trained EMTs who go through extensive training that involves parachuting, scuba diving and survival skills. The Airmen will deploy with watercraft and specialized vehicles. They will deploy from Gabreski Air National Guard Base to Florida on board the wing’s organic HC-130J search and rescue aircraft. The New York National Guard contingent will be on the ground north of the hurricane’s expected landfall before the storm hits.

    Major General Ray Shields said, “At the direction of Governor Hochul, the New York National Guard is ready to support our fellow citizens in Florida, as Hurricane Milton heads for their state. Our Soldiers and Airmen are simply amazing at the way they respond on very short notice. I could not be prouder of their dedication and professionalism. They continue to make a difference in people’s lives every day. At the same time, the Citizen Soldiers and Airmen we have already deployed are continuing their support of the response effort in North Carolina.”

    The New York National Guard currently has 48 Soldiers and Airmen deployed, including Army engineers and CH-47F Chinook heavy lift helicopters on storm response missions in North Carolina.
