  • MIL-OSI Asia-Pac: INS TALWAR ARRIVES SOUTH AFRICA TO PARTICIPATE IN IBSAMAR VIII

    Indian Navy’s frontline stealth frigate, INS Talwar, arrived at Simon’s Town, South Africa, on 06 Oct 24 to participate in the eighth edition of IBSAMAR, a joint multinational maritime exercise among Indian, Brazilian, and South African Navy scheduled from 06 to 18 October 2024.

    The exercise aims to enhance interoperability and strengthen cohesion between the three navies. The broad concept is based on Blue Water Naval Warfare, encompassing the dimensions of Surface and Anti-Air Warfare.

    The harbour phase of IBSAMAR VIII will include professional exchanges, Damage Control & Firefighting drills, Visit, Board, Search, and Seizure drills, cross-boarding, aviation safety lectures, joint diving operations, an Ocean Governance seminar, sports interactions, cross-decks visits, and interaction among Special Forces and Junior Officers.

    Multi-lateral interactions are crucial bridges of friendship that increase mutual trust and enhance interoperability among navies of like-minded littoral nations towards the common goal of a peaceful maritime domain and positive maritime environment.

    Defence cooperation between India and South Africa is on an upward trajectory. Operational Sea Training and Submarine Rescue Support have been commenced between both navies since the 12th edition of Navy-to-Navy talks held on 26-28 August 2024 at New Delhi. The visit of INS Talwar aims to further strengthen the ties and reaffirm India’s commitment to constructive collaboration and mutual growth.

    INS Talwar was commissioned on 18 June 2003 and is a part of the Indian Navy’s Western Fleet, based in Mumbai under the Western Naval Command. The ship is commanded by Captain Jithu George.

  • MIL-OSI Asia-Pac: Union Minister Shri Pralhad Joshi Concludes Successful Three Day Visit to Germany, Boosts Energy Cooperation

    Union Minister for New and Renewable Energy, Shri Pralhad Joshi, completed a successful visit to Germany from 6th to 9th October 2024. The visit, which coincided with the Hamburg Sustainability Conference (HSC), underscored India’s commitment to global sustainability and renewable energy, and facilitated key discussions on enhancing bilateral cooperation in the energy sector.

    On 7th October, the Minister delivered the keynote address at Hamburg Sustainability Conference, where he highlighted India’s role in global renewable energy and energy transition initiatives, including the International Solar Alliance, which now has the support of over 100 countries. Shri Joshi underscored India’s remarkable progress in renewable energy over the last decade, driven by Prime Minister Shri Narendra Modi’s vision and leadership. He emphasized India’s commitment to sustainability, particularly in sectors like green shipping, and called for strengthening international collaboration to tackle the challenges posed by the global energy transition.

    As part of the visit, Shri Joshi held numerous bilateral meetings with global leaders. His meeting with Mr. Achim Steiner, Administrator of the United Nations Development Programme (UNDP), focused on India’s growing renewable energy landscape and future collaborations for sustainable development. He also met Ms. Svenja Schulze, German Minister for Economic Cooperation and Development (BMZ), to discuss shared priorities in green energy and sustainability.

    On the sidelines of the HSC, Shri Joshi exchanged pleasantries with Mr. Olaf Scholz, the Chancellor of Germany. Union Minister Joshi also interacted with Mr. Karim Badawi, Egypt’s Minister of Petroleum and Natural Resources, and discussed bilateral relations and enhancing cooperation. He also met Ms. Roberta Casali, Vice President of the Asian Development Bank, and deliberated on renewable energy investments in India. Shri Joshi further engaged with Dr Jamshid Khodjaev, Deputy Prime Minister and Minister of Economy and Finance of Uzbekistan, where they discussed global shifts in the energy landscape and avenues to support energy transition.

    The Minister also met with Ms. Anneliese Dodds, the UK’s Minister of Development, and they deliberated on scaling up international cooperation for a cleaner, more sustainable future. He also exchanged views with Ms. Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF), on the IMF’s role in supporting global sustainability projects, and Mr. Ajay Banga, President of the World Bank, regarding India’s leadership in the green energy space.

    In Berlin, Union Minister Shri Joshi was warmly received by Dr. Robert Habeck, Germany’s Vice-Chancellor and Federal Minister for Economic Affairs and Climate Action. Dr. Habeck also gave a special guided tour of German Federal Ministry of Economic Affairs and Climate Action. Dr Habeck acknowledged the stunning growth of India’s Renewable sector in the last 10 years to Union Minister Joshi and was very optimistic on India’s journey towards Mission 500 GW from Renewable energy.  Shri Joshi posted on X

    “Held a bilateral meeting with Dr. Robert Habeck, Germany’s Vice-Chancellor and Federal Minister for Economic Affairs and Climate Action, on the sidelines of #HSC2024. We had a fruitful discussion on strengthening cooperation in renewable energy. Deliberation on opportunities in green hydrogen, offshore wind, biogas, and recycling of solar waste was also held during the meeting. We were happy to note that India and Germany’s cooperation on energy transition is progressing well. Expressed confidence that in the coming years, India will emerge as a trusted source of green hydrogen for Germany.”

    During his time in Berlin, Shri Joshi interacted with members of the Indian diaspora at an event hosted by the Embassy of India, where he lauded their contributions to Germany’s economy and their role in enhancing India’s global presence.

    During the RE-INVEST 2024 held in September, 2024, India and Germany had launched the India-Germany Platform for Investment in Renewable Energies showing the growing bond between the two countries in Renewable Energy. The platform will facilitate to create further business opportunities and new avenues for the increasing demand for capital, support technology transfer and enhance the development of innovative technical solutions in RE.

    Shri Pralhad Joshi’s visit to Germany concluded with a commitment to furthering India’s leadership in renewable energy cooperation and energy transition initiatives. The meetings and interactions during the visit have laid a strong foundation for deeper collaboration in energy transition, reinforcing India’s role as a global leader in the pursuit of a sustainable future.

  • MIL-OSI Asia-Pac: EXERCISE MALABAR 2024 – OPENING CEREMONY

    The Opening Ceremony of MALABAR 2024 under the aegis of Eastern Naval Command was held onboard Indian Naval Ship Satpura at Visakhapatnam on 09 Oct 24. The 28th edition of the multi-national maritime exercise that commenced on 08 Oct 24, would extend till 18 Oct 24. MALABAR, which was initiated in 1992 as a bilateral exercise between India and the US, gained further traction as a significant maritime engagement, with Japan and Australia joining in subsequently.

    The ceremony, hosted by Vice Admiral Rajesh Pendharkar, Flag Officer Commanding-in-Chief, Eastern Naval Command, was attended by senior naval and military dignitaries from participating nations. The heads of delegations and other dignitaries participating included General Yoshihide YOSHIDA, Chief of Staff, Joint Staff, Japan, Admiral Stephen Koehler, Commander US Pacific Fleet, VAdm Katsushi OMACHI, C-in-C, Japan Self Defence Fleet and RAdm Chris Smith, Commander Australian Fleet. The crew and planning staff of participating Ships, Aircraft and Special Forces from Australia, India, Japan and the USA were also present. The Commanders of all participating navies acknowledged the importance of Ex MALABAR in enhancing understanding, collaboration and engagement to address common maritime challenges and to create cooperative framework.

    The exercise will be conducted in two distinct phases both at Harbour and at Sea. MALABAR 2024 will witness live weapon firings, complex surface, anti-air and anti-submarine warfare drills and joint manoeuvres. The high-tempo event will witness participation by destroyers, frigates, corvettes and fleet support ships along with long range maritime patrol aircraft, jet aircraft, integral helicopters and submarine assets.

    The exercise brings together like-minded nations to further enhance the ability to train and operate jointly, towards establishing the synergy critical to achieve shared objectives. The exercise is aligned with the Indian Government’s vision of Security & Growth for All in the Region (SAGAR) and reflects India’s growing engagement with like-minded nations.

  • MIL-OSI USA: FACT SHEET: UPDATE: Biden-⁠ Harris Administration Continues Life-Saving Preparations for Hurricane  Milton

    The Biden-Harris Administration continues to mobilize a whole-of-government effort to prepare for the impacts of Hurricane Milton, including pre-positioning resources and personnel and expediting debris removal efforts in Florida. These actions supplement the ongoing response and recovery efforts to the impacts of Hurricane Helene across the Southeast and Appalachia.
    Today, President Biden was briefed by members of his Administration who are driving preparations for Hurricane Milton and recovery efforts for Hurricane Helene. The President directed his team to do everything possible to save lives and help communities before, during, and after these extreme weather events.
    The President urges everyone to be aware of the evacuation orders that are in effect in multiple Florida counties. Shelters are open, and evacuation assistance is available. If you are told to evacuate, do so immediately for your safety and that of your loved ones. If you need a safe place to go nearby, text SHELTER & your zip code to 43362 to get a list of open shelters near you.
    Yesterday, President Biden had calls with Florida Governor Ron DeSantis and Tampa Mayor Jane Castor to get firsthand reports on recovery efforts for Hurricane Helene and to discuss preparations for Hurricane Milton. The President also spoke with National Weather Service Director Ken Graham, who briefed the President in detail on the forecast and expected impacts of Hurricane Milton for the State of Florida. 
    At the direction of President Biden, FEMA Administrator Deanne Criswell was on the ground in Tampa, Florida, yesterday, where she met with local leaders to coordinate preparations ahead of Milton’s landfall.
    Yesterday, President Biden quickly approved the Governor of Florida’s request for a pre-landfall emergency declaration. Under an emergency declaration, FEMA provides direct Federal support to states for life-saving activities and other emergency protective measures, such as evacuation, sheltering, and search and rescue. Earlier today, the President also approved an emergency declaration request from the Chairman of the Seminole Tribe of Florida.
    The Administration has been in touch with officials from the State of Florida, as well as more than 60 local officials in cities and counties along the likely path of impact, to ensure needs are met in advance of the storm. The Administration has also been in touch with officials from the Seminole and Miccosukee Tribes. The Administration has also reached out to state officials in South Carolina and Georgia and will continue outreach efforts based on Hurricane Milton’s latest trajectory.
    FEMA has sufficient funding to both support the response to Hurricane Milton and continue to support the ongoing response to and recovery from Hurricane Helene– including funding to support first responders and provide immediate assistance to disaster survivors.
    Additional updates include:
    Pre-Staging Personnel and Resources
    FEMA is pre-staging a full slate of response capabilities in Florida and the region, including seven FEMA Incident Management Assistance Teams, eight FEMA Urban Search & Rescue and swift water rescue teams, three U.S. Coast Guard Swift Water Rescue teams, four Health Care System Assessment Teams, five Disaster Medical Assistance Teams and an Incident Management Team from the U.S. Department of Health and Human Services.
    Additional pre-staged capabilities include U.S Army Corps of Engineers temporary power teams, debris experts and a roofing team, U.S. Environmental Protection Agency debris removal and wastewater experts, and 300 ambulances. In addition, the U.S. Department of Defense is posturing and staging forces to support FEMA and state partners including helicopters for search-and-rescue operations and to enable movement of personnel, equipment and commodities; and High Water Vehicles.  
    FEMA has five incident staging bases with commodities including food and water. Right now, FEMA currently has 20 million meals and 40 million liters of water in the pipeline to deploy as needed to address ongoing Helene and Milton response efforts and can expand as needed.
    Protecting Public Health and Health Care Systems
    Today, U.S. Department of Health and Human Services (HHS) Secretary Xavier Becerra declared a Public Health Emergency for Florida to address the health impacts of Hurricane Milton, the second public health emergency declaration for the state to aid in a hurricane response within the past two weeks.
    The Department’s Administration for Strategic Preparedness and Response (ASPR) pre-positioned approximately 100 responders in Atlanta along with medical equipment and supplies to support the delivery of health care services in Florida following the landfall of Hurricane Milton. The deployed personnel include ASPR Health Care Situational Assessment Teams who stand ready to work with state officials to assess the storm’s impacts on hospitals, nursing homes, dialysis centers, and other health care facilities and a Disaster Medical Assistance Team (DMAT) from ASPR’s National Disaster Medical System (NDMS) for rapid response following health care assessments. A second DMAT is being pre-positioned in Atlanta to support additional response to either Hurricane Helene or Hurricane Milton, as needed.
    In addition to the assessment teams and disaster medical system personnel, ASPR deployed personnel from an Incident Management Team and Regional Emergency Coordinators who integrate with FEMA, state health authorities, and emergency response officials to anticipate and assist Florida in meeting public health and medical needs in the wake of the storm. Logisticians and security personnel are also pre-positioned to provide support. ASPR is prepared to facilitate Public Health Emergencies for Hurricane Milton upon request. ASPR has also supported the HHS emPOWER program, which is available to identify the number of Medicare beneficiaries in affected zips codes who rely on electricity-dependent durable medical equipment and certain healthcare services, such as dialysis, oxygen tank, or home health, to help anticipate, plan for, and respond to the needs of at-risk citizens in potentially impacted areas.
    Preparing for Impacts to Infrastructure
    The Department of Transportation is deploying a Federal Aviation Administration (FAA) Air Traffic Field Incident Response (FIR) team to Florida and pre-staging operations in Jacksonville to prepare support for any impacted towers and airports. The team will work with the state and local authorities and the Department of Defense within the established Emergency Operations Center. The Department of Transportation is also deploying the FAA Communication Support Team (CST), which plays a critical role in supporting communication restoration at impacted airports. Specifically, the CST will set up Starlink and Mobile Phone Bonding kits, which increase signal stability and data throughout the region. The FAA is placing aircraft on standby to transport personnel from various agencies, mobilize resources, and support damage assessments to infrastructure.
    In addition, similar to the approach on Hurricane Helene, the FAA will continue to closely coordinate with the Department of Defense, the Armed Services, including Active Duty and National Guard units, and State Emergency Operations Centers to support their use of drones to support response and recovery.  Drones can play a critical role in supporting search and rescue operations and damage assessments by providing real time video, imagery, and sensor capabilities in hard-to-reach places.       The Department of Transportation’s Federal Highway Administration is coordinating with the Florida Department of Transportation and monitoring the situation to be prepared to support.
    The Environmental Protection Agency is working closely with Federal, state, local, and Tribal partners to support water systems, prepare for debris management, and ensure facilities, including Superfund sites, maintain critical public health and environmental protections while they recover from Hurricane Helene and prepare for Hurricane Milton. The agency has personnel on the ground in regional and national operations centers who are continuing to respond to Hurricane Helene and are preparing to offer support, guidance, and assistance to the State of Florida and everyone in the new storm’s path.
    Additional Pre-Landfall Preparations
    The Department of the Interior’s U.S. Geological Survey (USGS) is deploying wave sensors at eight locations in Florida between Naples and Crystal River to measure the coastal waves caused by the storm. USGS Field crews are also installing one rapid-deployment gauge on the Sunshine Skyway bridge in St. Petersburg, Florida. This specialized piece of equipment is a fully-functional streamgage designed to be deployed quickly and temporarily to measure and transmit real-time water level data in emergency situations. This data can be used by decision makers and emergency managers to monitor water levels as they work to save lives and property.
    The Department of Energy’s Energy Response Organization remains activated to respond to storm impacts. Via the Electricity Sub-Sector Coordinating Council and Oil and Natural Gas Sub-Sector Coordinating Council, the Department of Energy has been coordinating continuously with energy sector partners on both the ongoing Hurricane Helene response and potential impacts from Hurricane Milton.
    The U.S. Department of Housing and Urban Development (HUD) has notified local public housing authorities and owners of its assisted multifamily and heath care properties within the State of Florida to immediately implement all appropriate safety protocols for residents and workers. HUD is committed to ensuring that residents of its assisted homes and properties receive critical information that can save lives during extreme weather events. HUD is also conducting outreach and communications on the programmatic flexibilities and waivers that can be utilized to assist communities and survivors.
    The Export-Import Bank of the United States (EXIM) announced it is extending measures to assist customers, U.S. exporters, and financial institutions impacted by Hurricane Helene and forecasted to be impacted by Hurricane Milton. EXIM is offering assistance to allow businesses and financial institutions that participate in EXIM’s programs to return to their business concerns when appropriate and without penalty due to missed deadlines or other timeliness issues.

    Do not travel to Iraq including the Kurdistan region due to the volatile and unpredictable security situation, the ongoing threat of terrorism, violent extremism and organised crime (level 4 of 4).

    New Zealanders currently in Iraq despite our advice who have concerns for their safety are strongly advised to depart as soon as possible.

    Iraq

    As there is no New Zealand diplomatic presence in Iraq, the ability of the government to assist New Zealand citizens requiring consular assistance is severely limited. We offer advice to New Zealanders about contingency planning that travellers to Iraq should consider.

    Security Situation
    The security situation in Iraq remains highly volatile and could deteriorate further, with little or no warning. The terrorist group Islamic State of Iraq and the Levant remains active in parts of the country, as do other violent extremist groups engaged in sectarian, ethnic and tribal violence and organised crime. Political instability, crime and corruption, and civil unrest are also common in Iraq.

    Terrorism
    There is a continuing threat of violent attacks across Iraq from terrorist groups. Suicide bomb attacks, roadside bombs, car bombs, rocket attacks, drone attacks and small arms attacks occur frequently. Thousands of people have been killed and injured in these attacks throughout Iraq.

    Attacks can occur without warning at anytime, anywhere in Iraq. Terrorists, violent extremists and both pro and anti-government militias continue to conduct frequent and lethal attacks on a wide range of targets in Iraq.

    Targets include Iraqi Security Forces, government offices, large public gatherings, places of worship, airports, sites frequented by foreigners and residential areas to maximise casualties. While attacks can happen at any time, there is a heightened threat during religious and public holidays. There is also a heightened threat of attacks against Western interests.

    While the security situation in the Kurdistan region is slightly different to the rest of Iraq, there remains a risk of attacks by terrorist groups. Terrorist groups remain active close to the Kurdish region and the security situation in the region could deteriorate quickly.

    Kidnapping/Crime
    Violent crime, kidnapping and corruption are widespread throughout Iraq. Organised criminal groups, militia and tribal groups pose a significant threat. Although violent crime does occur during the day, security conditions get much worse after dark.

    Kidnapping for ransom and hostage taking by extremists and militant groups for ideological reasons, political gain or ransom is a significant threat throughout Iraq. Over the past decade a large number of foreign nationals have been kidnapped in Iraq, including aid workers, security contractors, journalists and soldiers.  Many hostages have been killed or remain missing.

    Women and girls in particular may be subject to harassment or mistreatment. Some sectors of Iraqi society and institutions have been known to overlook allegations of domestic violence against women when it is committed by close family members.

    Civil Unrest
    Political rallies and protests happen frequently in Baghdad and Basra and to a lesser extent Erbil. They can turn violent quickly and have led to injury and death in the past. Political rallies and protests also present viable targets for terrorists.  Police may use tear gas, water cannons and live ammunition to disperse crowds. 

    New Zealanders in Iraq are advised to avoid all demonstrations, protests and large public gatherings as even those intended as peaceful have the potential to turn violent with little warning. Comply with any instructions issued by the local authorities, including any curfews or vehicle bans. Monitor local and international media, review personal security plans and be aware of your surroundings. If unexpectedly in the vicinity of a protest or demonstration, exercise caution and leave the area quickly, find a safe location, remain indoors and follow any local advice.

    Security Forces
    Iraqi Security Forces and international coalition forces are engaged in an ongoing terrorist counter insurgency across central and northern Iraq. They also have a strong presence across the rest of Iraq and conduct targeted airstrikes against militants.

    Security restrictions like curfews and vehicle bans can be imposed at short notice.

    Security checkpoints are common place and often ad hoc, however false checkpoints have also been used to launch attacks, kidnapping, robbery and murder.

    Iraq has a large number of diverse security forces. They do not all enjoy cooperative relationships with one and other.

    Turkish and Iranian security forces have also been known to conduct military incursions targeting terrorist or militia groups across Iraq’s northern borders.

    Local travel
    Travel across Iraq can be extremely dangerous and there continue to be fatal attacks involving roadside bombs and small arms fire.

    There is also an ongoing threat from armed carjacking and robbery. Attacks happen during the day, but travelling at night is more dangerous.

    Domestic and international border crossings and Iraqi airports may close with little or no notice. Avoid travel to border areas as clashes, air strikes and other violent incidents are common. Sensitive border areas, especially with Syria and Turkey, are military targets.

    Piracy
    Pirate attacks and armed robbery against ships occur in coastal waters, particularly in the northern Persian Gulf, Gulf of Oman, Northern Arabian Sea, Gulf of Aden and Bab El Mandeb regions.     Mosul Dam
    The Government of Iraq has taken and continues to take measures to improve the structural integrity of the Mosul Dam. A dam failure could cause significant flooding and disruptions to essential services from Mosul to Baghdad, along the Tigris River as well as areas adjoining the dam. A failure of the Mosul Dam cannot be predicted. Monitor local media reports and prepare contingency plans. 

    General Travel Advice
    Although homosexuality is not explicitly illegal under Iraqi law, people of the same sex who engage in consensual sexual acts may be prosecuted under other provisions of law, such as public indecency, and local attitudes towards LGBTQI+ people may be hostile. Violence, harassment and discrimination against LGBTQI+ people does occur, you are advised to exercise discretion.

    New Zealanders who decide to travel to Iraq are strongly encouraged to: 

    • Consult a reputable security company (with experience in Iraq) for advice on security arrangements. Security arrangements should be reviewed on a regular basis. Such measures may mitigate the risks to your safety but cannot eliminate them entirely.
    • Ensure that appropriate personal security protection measures are in place at all times including a robust contingency plan. The New Zealand government will not be arranging an evacuation for New Zealand citizens, should commercial options for departure cease.
    • Avoid areas of military activity at all times including border areas, as these areas are dangerous, often the target of military operations and not always clearly defined.
    • Have a comprehensive travel insurance policy in place that includes provision for medical evacuation by air. You should check that your travel insurance policy covers travel in Iraq – exclusions may well apply.
    • Be highly security conscious at all times, particularly in public places when travelling by road and close to government offices.
    • New Zealanders are advised to respect religious and social traditions in Iraq to avoid offending local sensitivities. 
    • Follow restrictions imposed by the local authorities and seek local advice on any changes to curfews. Exercise particular caution at checkpoints, a uniform is not a guarantee that the wearer is acting in an official capacity.
    • Monitor local developments closely through media and other information sources on possible new safety and security risks. Follow instructions from local authorities. Remain vigilant and alert to your surroundings.

    That is one of the findings of the Ministry for the Environment (MfE) and Stats NZ’s latest three-yearly update about air quality in Aotearoa. Our air 2024 brings together recently updated Stats NZ indicator data, as well as insights from research literature. The report shows that air pollutant levels have decreased at most monitoring sites over the last eight years. However, some sites showed worsening air quality, while pollutant levels at sites where air quality improved were at times above levels in World Health Organization (WHO) guidelines.

    MfE’s Deputy Secretary – Strategy, Stewardship and Performance, Natasha Lewis, says emissions from motor vehicles (as well as aviation, shipping and rail) were lower in 2019 than in 2012 for all monitored pollutants, except sulphur dioxide. “Air pollutants from motor vehicle exhaust emissions are reducing per kilometre as a result of vehicle emissions standards, lower-emissions vehicles and improvements in engine technology and fuel quality,” she says.

    SHREVEPORT – This morning, U.S. Senator Bill Cassidy, M.D. (R-LA) hosted his second Rural Community Funding Summit of 2024, together with Minden Mayor Nick Cox, the Louisiana Municipal Association, the Police Jury Association of Louisiana, and LITACorp. Cassidy encouraged local officials in attendance to take advantage of his Infrastructure Investment and Jobs Act (IIJA), and the opportunities it provides.
    “When I was negotiating the bipartisan infrastructure bill, I was thinking of mayors, police jurors and city council members gaining access to dollars to build roads, fix water and sewage issues and extend high-speed broadband throughout Northwest Louisiana,” said Dr. Cassidy. “This summit completes the connection between appropriating our federal tax dollars back to our state and these community leaders learning how to use this money.”
    Webster Parish alone will benefit from over $17 million in the IIJA as of last summer, including over $9.2 million to build a new overpass over Louisiana Highway 531, along with other improvements near the overpass. Improvements will also be made to the stretch of Louisiana Highway 159 between Country Club Drive and Benson Road, and to the Minden and Springhill Airports.
    Representatives from numerous federal and state agencies, including the U.S. Department of Agriculture Rural Development and the Delta Regional Authority, were present. Cassidy was thanked for his efforts by Mayor Cox.
    “Senator Cassidy’s infrastructure bill has been enormously helpful in improving our roads and upgrading our airports, and we appreciate the chance to learn more about the opportunities in his bill to improve the services we provide to our residents,” said Mayor Cox. “This is great for Minden and great for the region.”

    Federal Assistance for Hurricane Helene Exceeds $286 Million

    FEMA Maintains Focus on Recovery for Helene Survivors While Preparing for Impacts of Hurricane Milton

    WASHINGTON – FEMA, under the direction of the Biden-Harris Administration, continues to lead a comprehensive, whole-of-government approach to assist communities impacted by Hurricane Helene. Federal assistance for survivors of Helene has now surpassed $286 million with an additional $180 million in mission assignments to federal partners. FEMA continues to coordinate recovery efforts while preparing for the anticipated landfall of Hurricane Milton along Florida’s Gulf Coast. 

    Administrator Deanne Criswell is on the ground directing FEMA’s response and recovery operations for the impacted states. The combined efforts of federal, state and local partners ensure that every available resource is mobilized to help those impacted by Hurricane Helene.

    As FEMA maintains its focus on Helene response and recovery, the agency is also fully engaged in support of local, tribal and state response efforts ahead of Hurricane Milton. Residents in the storm’s projected path are urged to stay informed and prepare now. 

    Hurricane Helene Response

    The agency is actively working alongside state, local and tribal partners to assess damage and support those affected by Helene. Nearly 7,000 federal personnel are deployed, including FEMA staff. To date, FEMA has shipped over 16.2 million meals, more than 13.9 million liters of water, 210 generators and more than 505,000 tarps to the region. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected states helping survivors apply for assistance and connecting them with additional state, local, federal and voluntary agency resources.

    Disaster survivors in designated areas of Georgia, Florida, North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in these areas should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies. 

    Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Helene.   

    There are three ways to apply for FEMA assistance:  

    Voluntary Organizations

    Voluntary agencies are supporting all affected states by providing critical feeding operations and support for survivors with hot and prepared meals and shelf-stable meals. Organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has hundreds of trained disaster workers providing comfort and operating shelters. 

    People can receive free services like cutting fallen trees, tarping roofs and mitigating mold with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through Oct. 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist.  

    Additional support and assistance provided to each state includes: 

    Support for North Carolina

    Financial Support: FEMA has approved more than $40 million in housing and other types of assistance for over 30,000 households.

    Staffing: As response efforts continue in North Carolina, more than 1,000 FEMA staff are on the ground, with more arriving daily. Over 1,000 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date. President Biden ordered an additional 500 active-duty troops equipped with advanced technological assets to the area to further strengthen recovery operations in Western North Carolina. This brings the total number of active-duty military personnel supporting the response to 1,500. Experienced FEMA leaders from around the country are in the field to bolster response efforts. 

    Sheltering: Shelter numbers continue to decline, with 18 shelters housing just under 800 occupants. Over 2,100 people who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Transitional Sheltering Assistance is available for North Carolinians displaced by Helene. Residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message, and/or email, depending upon the method of communication they selected at the time of application for disaster assistance.

    Power and Cellular Restoration: As of today, more than 86% of originally reported power outages have been restored. Cellular restoration continues to improve, with more than 85% of cellular sites operating. FEMA is boosting response coordination by providing Starlink units to ensure first responders can communicate with each other. 

    Commodities: Commodity distribution, mass feeding, and hydration operations are underway in areas of western North Carolina. FEMA commodity shipments are enroute to support operations. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. Mobile feeding operations are reaching survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell, and Watauga counties. 

    The Salvation Army has 20 mobile feeding units supporting the massive operation and has provided emotional and spiritual care to more than 2,400 people. To date, The Salvation Army has served over 34,000 meals, 14,500 drinks, and 10,200 snacks. The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.

    • Residents can get in touch with loved ones by calling 2-1-1 or visiting unitedwaync.org to add them to search and rescue efforts.  

    Support for Florida 

    Recovery efforts from Hurricane Helene continue in Florida even as the federal government is supporting the state in preparing for Hurricane Milton. FEMA has approved more than $129 million for over 35,000 households. FEMA specialists are canvassing Florida communities affected by Helene to help survivors apply for assistance. Additionally, FEMA inspectors are visiting applicants’ homes to verify disaster-caused damage.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.  

    Residents can find additional resources and information at Florida Division of Emergency Management’s website, FloridaDisaster.org. 

    Support for South Carolina

    In South Carolina, FEMA has approved over $65 million for more than 80,000 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties continuing to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources.  

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. 

    Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Residents can find additional information at South Carolina Emergency Management Division’s website. 

    Support for Georgia

    FEMA has approved over $48 million for more than 59,000 households.

    Resources: Residents can find resources like shelters and feeding sites at Georgia Emergency Management and Homeland Security Agency.  

    Support for Virginia

    To date, FEMA has approved over $850,500 for over 123 households.

    Residents can find resources like shelters and feeding sites at Virginia Department of Emergency Management’s website. 

    Support for Tennessee

    FEMA has approved more than $3.1 million for disaster assistance for 192 households. 

    Residents can call 1-800-824-3463 to report a missing person. Callers should be prepared to provide as much information as possible including names, phone numbers, vehicle identification and last known whereabouts.

  • MIL-OSI Australia: Albanese Government takes next steps to reform competition at Sydney Airport

    The Albanese Government is reforming the aviation sector, introducing legislation to Parliament today to further reform the allocation of slots at Sydney Airport.

    The changes introduced through this legislation were recommended by the Harris Review and will:

    • improve efficiency and competition by delivering new civil penalty provisions for failing to use a slot, applying for slots with no reasonable prospects of using them, and failing to return or transfer unused slots. 
    • replace the current compliance and enforcement regime with one that is based on modern, international standards.
    • reform the Compliance Committee to ensure it can provide independent advice to the government to effectively inform compliance action.
    • deliver new transparency powers to support the strengthened compliance and enforcement regime, including giving the government power to compel airlines to produce information on slot usage and
    • allow the government to make changes to get increased access for new entrants and more access for NSW regional airlines.

    Community protections will be maintained, with no changes to the existing curfew arrangements or the overall daily movement cap at Sydney Airport.

    This follows reform work already underway, including an independent audit of slot usage and an open, competitive tender to select the slot manager.

    These reforms will increase Sydney Airport’s resilience by introducing a recovery period, which will be used following major disruptions such as severe weather events. 

    This will temporarily permit an extra five movements per hour for a maximum of two hours following the disruption. 

    Only flights already scheduled to operate on that day will be able to take off or land, and the recovery period will not extend into the curfew hours, meaning this will not increase the number of movements at Sydney Airport across the whole day. 

    What it will mean is the aviation network can recover and return to schedule faster, so travellers can reach their destinations on time. 

    These reforms are all about delivering better outcomes for the travelling public, by supporting an efficient, resilient and competitive Sydney Airport, and we look forward to the opposition’s support for the legislation.

    From better monitoring airline performance and pricing to improving outcomes for travellers with disabilities and creating the first Aviation Industry Ombuds Scheme – the Albanese Government is undertaking the most significant aviation reform agenda in a decade, delivering reforms that were left in the too hard basket by the previous government.

    Along with the opening of Western Sydney International Airport in 2026, this reform package will enable a more competitive, transparent and productive aviation network for years to come.

    “China Travel” continues to soar in global popularity. During the National Day holiday, Shenzhen Airport saw an influx of over 6,500 foreign visitors — an 87.3-percent year-on-year increase. Nearly 1,500 of them entered visa-free. Most visitors hail from Malaysia, Singapore, Thailand, and Germany. The airport also handled over 103,000 passengers during the holiday, a 56.9-percent rise compared to previous years.

  • MIL-OSI Australia: World-first fire aviation simulator launched

    CFA has created a world-first mixed reality fire aviation simulator which will improve the training and skills of hundreds of the state’s eyes in the sky.

    The aviation simulator has state-of-the-art mixed reality goggles with a 280-degree view of the surrounding landscape which provides real-world training and skill testing in a safe, controlled environment.

    The simulator was officially launched today (9 October) at the Victorian Emergency Management Training Centre (VEMTC) at Bangholme by Emergency Services Minister Jaclyn Symes alongside CFA Chief Officer Jason Heffernan, FFMVic Deputy Chief Fire Officer Fiona Dunstan and aviation specialists.

    The $640,000 project was jointly funded by CFA and the Department of Energy, Environment and Climate Action (DEECA).

    A prototype trailer of the aviation simulator was originally designed and developed by CFA Aviation Commander John Katakouzinos AFSM, who started the project in his garage during the COVID-19 lockdown in 2020.

    This trailer-based prototype is still being utilised by aviation members across the state.

    CFA Aviation Commander John Katakouzinos AFSM said due to the success of the prototype, the need for a permanent aviation simulator became evident.

    “The simulator allows aviation volunteers and staff to undertake mapping, air attack missions, direct aircraft and practise communication and radio skills in a simulated environment,” John said.

    “It replicates the interior of an aircraft and uses photorealistic mapping software and communication technology to immerse pilots and students in the flight experience.

    “It’s also designed to be programmed to train students in any scenario in any of the aircraft used for aerial firefighting in Australia, including re-enacting past operations for pre-season training.”

    Both the prototype and new permanent aviation simulators have achieved successful training outcomes with over 300 Air Attack Supervisors, Air Observers and Airborne Mission Commanders trained or reaccredited over the past few years.

    CFA Chief Officer Jason Heffernan commends John and everyone who worked hard to develop this world-first technology.

    “The new aviation simulator at Bangholme as well as the existing simulator trailer are vital assets for aviation training across Victoria,” said Jason.

    “Aviation is important for providing intelligence and support to our crews on the ground during a fire and we’re excited to be able to share this simulator with our partner agencies.”

    There has already been further interest from our airborne partners with a portable aviation trailer being built for NSW Parks and Wildlife.

  • MIL-OSI Australia: Slot reforms to improve outcomes for passengers at Australia’s global gateway

    Sydney Airport welcomes the legislation introduced by the Albanese Government today to reform the airport’s slot system, the first changes in 27 years.

    The reforms will deliver benefits to passengers in terms of reliability, competition and choice through an improved compliance regime, with potential penalties for misusing slots, and a recovery mechanism that will reduce cancellations and delays when disruptions occur.

    Sydney Airport is currently restricted to 80 movements per hour, with no provision for these to be ‘caught up’ following a period of disruption like bad weather. The new recovery mechanism will allow for a temporary, two-hour window where five extra movements per hour will be allowed following disruptions.

    This will allow some flights that otherwise would have been cancelled to be recovered, providing a better and more reliable experience for passengers. Sydney Airport CEO Scott Charlton said: “This is an important and positive step that will deliver better results for passengers by reducing cancellations and delays.

    “These are the first improvements to the legislation that governs Sydney Airport’s operation in more than 27 years, and we commend the Government for seeing these through.

    “We look forward to the legislation’s passage through the Senate and, once enacted, will continue to work with the Government and its agencies on implementation.”

  • MIL-OSI United Kingdom: Proving the value of the Royal Navy’s AI roadmap

    The Royal Navy came to ACE to explore how groundbreaking artificial and machine-learning solutions could enhance maintenance and defence capabilities.

    The Naval AI Cell (NAIC) is helping the Royal Navy (RN) embrace the transformative power of artificial intelligence (AI) and the benefits it can bring, and an initial phase highlighted six priority challenge areas/capabilities that could confirm the value and impact of an aligned transformative roadmap. 

    The Accelerated Capability Environment (ACE) was asked to carry out focused discovery into two of these capabilities – increased platform availability through predictive maintenance and Counter-uncrewed Air Systems (CuAS) – to prove a set of use cases and suggested next steps in terms of proposed development and data requirements for each. 

    The predictive maintenance challenge involved the wear and debris team at a naval air squadron. This team contains many experienced engineers who test oil and debris samples from helicopter engines and gear boxes to check for any flight safety or airworthiness issues.

    Most samples pass at the first stage but still take a long time to process, and there is also a potential knowledge transfer issue as engineers retire or leave. ACE was asked to explore whether AI or machine learning (ML) could be applied to mark the test data or carry out any part of its analysis, which is largely manual. 

    A four-week study carried out by Vivace suppliers Mind Foundry and Frazer-Nash across five use cases found that AI/ML techniques including computer vision algorithms, automatic classification of debris imagery and natural language processing could be used for condition assessment of wear debris, bringing time savings. A brief proof of concept was developed to automatically identify the volume of iron particles in oil, which showed how the process of fragment identification and collection could be streamlined.

    Overall, the discovery phase found clear potential for innovative use of AI to support airworthiness and increased aircraft availability. Other data, including vibration monitor data, was also identified which could be used to provide additional insights. 

    Inferring greater meaning from data

    A second challenge undertaken by supplier Roke explored how greater meaning can be inferred from signals data from legacy capabilities, and how additional and alternative approaches to combining, processing and making data more accessible can improve the RN’s capability to detect, classify and track Uncrewed Aerial Systems (UASs). This would increase the exploitation potential and extract more meaningful insights. 

    Reengineering these platforms can be hugely expensive and so the RN wanted to see if AI could be used to enhance existing processes, making better use of data that is already collected. This work resulted in the development of a framework to combine and process data from complex platforms using additional and alternative approaches, which will improve the RN’s capability to counter threats posed by UASs. 

    Both discovery workstreams proved the value of having the AI roadmap and associated investment in place, that it is robust, and determined a set of next steps which can take each use case forward, building the foundations for future operational capabilities.

    The Prime Minister, Shri Narendra Modi laid the foundation stone for various development projects in Maharashtra worth over Rs 7600 crore via video conference today. The projects of today include the foundation stone laying of the upgradation of Dr Babasaheb Ambedkar International Airport, Nagpur and the New Integrated Terminal Building at Shirdi Airport. Shri Modi also launched the operationalization of 10 Government Medical Colleges in Maharashtra and inaugurated the Indian Institute of Skills (IIS), Mumbai and Vidya Samiksha Kendra (VSK) of Maharashtra.

    Addressing the gathering, the Prime Minister said that Maharashtra is being presented with 10 new Medical colleges and important infrastructure projects including the modernization and expansion of Nagpur Airport and construction of a new terminal building for Shirdi Airport. He congratulated the people of Maharashtra for the development projects of today.

    Recalling his visit to Mumbai and Thane to inaugurate projects worth Rs 30,000 crore, the Prime Minister mentioned that development projects worth thousands of crores such as the expansion of Metro network, upgradation of airports, highway projects, infrastructure, solar energy and textile parks have been initiated in various districts earlier. Shri Modi underlined that new initiatives have been undertaken for farmers, fishermen and animal keepers while the foundation stone for Wadhawan Port – India’s largest container port has also been laid in Maharashtra. The Prime Minister remarked, “Never in the history of Maharashtra has development taken place at such a fast pace, on such a large scale, in different sectors.”

    Recalling the recent recognition of Marathi as a classical language, the Prime Minister remarked that when a language gets its due respect, it’s not just the words but the entire generation gets a voice. He added that the dream of crores of Marathi brethren was fulfilled with this. Shri Modi noted that the people of Maharashtra celebrated the recognition of Marathi as a classical language. He added that he was receiving messages of happiness and gratitude from people across the villages of Maharashtra. Shri Modi remarked that the recognition of Marathi as a classical language was not his work but a result of the blessings of people of Maharashtra. The Prime Minister underlined that the works of progress in Maharashtra were underway due to the blessings of luminaries like Chattrapati Shivaji Maharaj, Baba Saheb Ambedkar, Jyothiba Phule and Savitribai Phule.

    The Prime Minister noted that the results of the assembly elections  published yesterday for Haryana and Jammu and Kashmir and the voters of Haryana had clearly revealed the mood of the people of the country. He added that the victory in Haryana for the third consecutive time after successful completion of two terms was historic.

    Prime Minister Modi cautioned against those who play divisive politics and mislead the voters for personal gains. He also pointed out attempts to induce fear among Muslims in India and convert them into votebank and also expressed disdain towards those indulging in casteism in Hinduism for their benefit. Shri Modi warned against those trying to break Hindu society in India for political gains. The Prime Minister expressed confidence that the people of Maharashtra would reject efforts to break the society.

    In the last 10 years, the Prime Minister said that the government has begun a ‘Maha Yajna’ of creating modern infrastructure for the development of the nation. “Today, we are not only constructing buildings but laying the foundation of a healthy and prosperous Maharashtra”, the Prime Minister said, referring to the inauguration of 10 new  Medical colleges in the state to improve the lives of lakhs of people. He said that Thane, Ambernath, Mumbai, Nashik, Jalna, Buldhana, Hingoli, Washim, Amravati, Bhankdara and Gadchiroli districts would become centers of service for lakhs of people. The Prime Minister underscored that the 10 new Medical colleges would further add 900 medical seats in Maharashtra taking the total number of medical seats in the state to about 6000. Recalling his resolve to add 75,000 new medical seats from the Red Fort, the Prime Minister said that today’s event is a big step in this direction.

    Adding that the Government had eased the Medical Education, the Prime Minister remarked that the doors to new avenues were opened for the youth of Maharashtra. He added that the priority of the government was to ensure that as many children from poor and middle class families become doctors and their dreams are fulfilled. Shri Modi said that at one point of time, there was a huge challenge of non-availability of books  in mother tongue for such specialized studies. The Prime Minister said that the Government  ended this discrimination and the youth of Maharashtra would be able to study medicine in Marathi language. He added that the youth will fulfill their dream of becoming doctors, by studying in their mother-tongue.

    The Prime Minister remarked that the Government’s effort to make life comfortable was a big medium to fight against poverty. Lambasting the previous Governments for making poverty the fuel of their politics, he added that his government has lifted 25 crore people out of poverty within a decade. Elaborating on the transformation of health services in the country, Shri Modi said “Today, every poor person has an Ayushman card for free medical treatment”. He added that recently the elderly aged above 70 years were also getting free medical treatment. Shri Modi noted that the Essential medicines were available at very low prices at Jan Aushadhi Kendras and the stents for heart patients were made cheaper by 80-85 percent. He added that the Government had also reduced the prices of medicines necessary for cancer treatment. Adding that medical treatment had become cheaper due to the increase in the number of government medical colleges and hospitals, Shri Modi said “Today the Modi government has given a strong shield of social security to the poorest of the poor.”

    The Prime Minister emphasized that the world only trusts a country when its youth is filled with confidence. He noted that the confidence of today’s young India is writing the story of a new future for the nation and highlighted that the global community sees India as a significant hub for human resources, with vast opportunities in education, healthcare, and software development across the globe. To prepare India’s youth for these opportunities, the Prime Minister informed that the government is aligning their skills with global standards. The Prime Minister mentioned the launch of various projects in Maharashtra, including the Vidya Samiksha Kendra, aimed at advancing the educational framework and the inauguration of the Indian Institute of Skills in Mumbai, where future-oriented training will be provided to align the talent of young individuals with market demands. Further, Shri Modi highlighted the government’s initiative of offering paid internships to youth, a first in India’s history, where students will receive a stipend of Rs 5,000 during their internship. He expressed happiness that thousands of companies are registering to be a part of this initiative thereby helping young individuals gain valuable experience and opening new opportunities for them.

    The Prime Minister said India’s efforts for its youth are yielding significant results. He said that India’s educational institutions are standing on par with the top institutes globally and highlighted the growing quality of higher education and research in India as released by World University Rankings only yesterday.

    Shri Modi said that the world’s eyes are now on India as the country has become the fifth-largest economy. “Future of the global economy is in India”, the Prime Minister remarked, noting the new opportunities brought by economic progress, especially in sectors that were once neglected for decades. He gave the example of tourism and pointed out the lost opportunities in the past to fully utilize Maharashtra’s invaluable heritage, beautiful natural sites and spiritual centers to develop the state into a billion-dollar economy.

    The Prime Minister stressed that the present government includes both development and heritage. Touching upon building a bright future inspired by India’s rich past, the Prime Minister mentioned the new terminal at Shirdi Airport, the modernization of Nagpur Airport and other development projects underway in Maharashtra. He said that the new terminal at Shirdi Airport will greatly benefit devotees of Sai Baba allowing more visitors from across the country and abroad. He also spoke about inaugurating the upgraded Solapur Airport which will now enable devotees to visit nearby spiritual destinations such as Shani Shingnapur, Tulja Bhavani and Kailas Temple thereby, boosting Maharashtra’s tourism economy and creating employment opportunities.

    “Every decision and every policy of our government is dedicated to only one goal – Viksit Bharat!”, exclaimed Shri Modi. He added that the Government’s vision for the same was welfare of the poor, farmers, youth and women. Therefore, he added that every development project was dedicated to the poor villagers, laborers and farmers. Shri Modi highlighted that the separate cargo complex being built at Shirdi Airport would help the farmers a lot as various types of agricultural products could be exported across the country and abroad. He added that farmers of Shirdi, Lasalgaon, Ahilyanagar and Nashik would benefit from the cargo complex by easily being able to transport products like onion, grapes, guava and pomegranate to the big market.

    The Prime Minister remarked that the government was constantly taking necessary steps in the interest of farmers such as abolishing the minimum export price on Basmati rice, removal of ban on export of non-Basmati rice, reducing the export duty on parboiled rice by half. He added that the government has also reduced the export tax on onions by half to increase the income of farmers of Maharashtra. Shri Modi also added that the Government had decided to impose a 20 percent tax on the import of edible oils and significantly increase the custom duty on refined soybean, sunflower and palm oil to help the farmers of India to benefit with higher prices for crops like mustard, soybean and sunflower. Shri Modi also added that the way the government was supporting the textile industry the cotton farmers of Maharashtra would be greatly benefitted.

    Concluding the address, the Prime Minister said that the resolve of the present government is to strengthen Maharashtra. He expressed happiness with the state’s pace of progress and congratulated the people of Maharashtra for all the development projects of today.

    The Prime Minister laid the foundation stone of the upgradation of Dr. Babasaheb Ambedkar International Airport, Nagpur with a total estimated project cost of around Rs 7000 crore. It will serve as a catalyst for growth across multiple sectors, including manufacturing, aviation, tourism, logistics, and healthcare, benefiting Nagpur city and the wider Vidarbha region.

    The Prime Minister laid the foundation stone for the New Integrated Terminal Building at Shirdi Airport worth over Rs 645 crore. It will provide world-class facilities and amenities for the religious tourists coming to Shirdi. The construction theme of the proposed terminal is based on the spiritual neem tree of Sai Baba.

    In line with his commitment to ensuring affordable and accessible healthcare for all, the Prime Minister launched the operationalization of 10 Government Medical Colleges in Maharashtra located at Mumbai, Nashik, Jalna, Amravati, Gadchiroli, Buldhana, Washim, Bhandara, Hingoli and Ambernath (Thane). While enhancing the undergraduate and postgraduate seats, the colleges will also offer specialized tertiary healthcare to the people.

    In line with his vision to position India as the ‘Skill Capital of the World’,  the Prime Minister also inaugurated the Indian Institute of Skills (IIS) Mumbai, with an aim to create an industry-ready workforce with cutting-edge technology and hands-on training. Established under a Public-Private Partnership model, it is a collaboration between the Tata Education and Development Trust and Government of India. The institute plans to provide training in highly specialized areas like mechatronics, artificial intelligence, data analytics, industrial automation and robotics among others.

    Further, the Prime Minister inaugurated the Vidya Samiksha Kendra (VSK) of Maharashtra. VSK will provide students, teachers, and administrators with access to crucial academic and administrative data through live chatbots such as Smart Upasthiti, Swadhyay among others. It will offer high-quality insights to schools to manage resources effectively, strengthen ties between parents and the state, and deliver responsive support. It will also supply curated instructional resources to enhance teaching practices and student learning.

  • MIL-OSI Asia-Pac: Cabinet approves development of National Maritime Heritage Complex (NMHC), Lothal, Gujarat.

    The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved the development of National Maritime Heritage Complex (NMHC) at Lothal, Gujarat.  The project will be completed in two phases.

    The Cabinet also accorded in-principle approval for  Phase 1B and Phase 2, as per master plan by raising funds through voluntary resources/ contributions and their execution after raising of the funds.

    Construction of Light House Museum under Phase 1B will be funded by Directorate General of Lighthouses and Lightships (DGLL).

    A separate society will be set up, for development of future phases, to be governed by a Governing Council headed by Minister of Ports, Shipping & Waterways, under Societies Registration Act, 1860 for implementation, development, management, and operation of NMHC at Lothal, Gujarat.

    The phase 1A of the project is under implementation with more than 60% physical progress and is planned to be completed by 2025.  Phases 1A and 1B of the project are to be developed in EPC mode and Phase 2 of project will be developed through land subleasing/ PPP to establish NMHC as a world class heritage museum. 

    Major impact, including employment generation potential:

    Around 22,000 jobs are expected be created in development of NMHC project, with 15,000 direct employment and 7,000 indirect employment.

    The implementation of NMHC will boost growth and  immensely help the local communities, tourists and visitors, researchers and scholars, government bodies, educational institutions, cultural organisations, environment and conservation groups, businesses. 

    Background:

    As per the vision of the Prime Minister to showcase 4,500 years old maritime heritage of India, Ministry of Ports, Shipping & Waterway (MoPSW) is setting up a world class National Maritime Heritage Complex (NMHC) at Lothal.

    The masterplan of the NMHC has been prepared by renowned architecture firm M/s Architect Hafeez Contractor and the construction of phase 1A has been entrusted to Tata Projects Ltd.

    NMHC is planned to be developed in various phases, wherein:

    • Phase 1A will have NMHC museum with 6 galleries, which also includes an Indian Navy & Coast Guard gallery envisaged to be one of the largest in the country with external naval artefacts (INS Nishank, Sea Harrier war aircraft, UH3 helicopter etc.), replica model of Lothal township surrounded by open aquatic gallery, and jetty walkway.
    • Phase 1B will have NMHC museum with 8 more galleries, Light house museum which is planned to be world’s tallest, Bagicha complex (with car parking facility for about 1500 cars, food hall, medical centre, etc.).
    • Phase 2 will have Coastal States Pavilions (to be developed by respective coastal states and union territories), Hospitality zone (with maritime theme eco resort and museuotels), Recreation of real time Lothal City, Maritime institute and hostel and 4 theme based parks (Maritime & Naval Theme Park, Climate Change Theme Park, Monuments Park and Adventure & Amusement Park).

Extending this collaboration, AAHL has now awarded Thales an additional contract to deploy at all its airports, the innovative Airport Operation Control Centre (APOC) to optimise overall airport management and enhance passenger experience securely.

    The seven airports operated by AAHL are currently equipped with DigiYatra powered by Thales’ Fly to Gate solution built on the responsible use of advanced facial recognition technology as a secure passenger ID proof. The pre-enrolled passengers can then benefit from a smooth and trusted way to speed up their journey, eliminating the need to show an ID document and the boarding pass at each check point (from check-in to boarding). Reducing passengers processing time up to 30% at these airports, this seamless integration of responsible biometric solutions (cf Thales TrUE Biometrics) aligns with the Indian government’s vision of a digital India.

    In addition, Thales has been awarded to work on the design, integration, and implementation of an end-to-end APOC solution for all AAHL-managed airports.   • MIL-OSI USA: USAID Mobilizes Response to Marburg Outbreak in Rwanda

    The United States government is responding to the Marburg outbreak in the Republic of Rwanda, providing disease response and preparedness support. Marburg is a rare, severe, viral hemorrhagic fever similar to Ebola, which is spread by contact with blood or body fluids of a person infected with or who has died from the disease. There are currently no confirmed cases outside of Rwanda.

    Days after the outbreak was first announced by the Republic of Rwanda’s Ministry of Health on September 27, 2024, USAID activated a dedicated Marburg Outbreak Response Team to coordinate response efforts. Since the response team activation, USAID has provided an initial $1.35 million in pre-positioned outbreak response funding to address urgent gaps related to disease surveillance, contact tracing, case management, risk communication and community engagement, infection prevention and control, diagnostics, operations and logistics, safe and dignified burials, and point of entry screening. USAID also provided critical commodities to Rwanda from its outbreak response stockpile, including Marburg diagnostics and accessories to perform 288 tests, 2,500 sample collection media to collect and transport samples, and 500 units of Personal Protective Equipment for health workers.  

    USAID is coordinating with the Government of Rwanda, international partners including the World Health Organization (WHO), UNICEF, International Federation of Red Cross and Red Crescent Societies (IFRC), and the UN Food and Agriculture Organization (FAO), and local partners to help contain the outbreak, while also supporting neighboring countries with preparedness activities. We must also continue to build preparedness between crises, which is why the United States has supported global health security work for more than two decades to help build capacity to prevent, detect, and respond to infectious disease threats across the world

    Fiscal Third Quarter 2024 and Recent Operational Highlights

    Fiscal Third Quarter 2024 Financial Results
    Results compare Q3 2024 to the 2023 fiscal third quarter ended August 31, 2023 unless otherwise indicated.

    Net revenue for Q3 2024 was $20.9 million, compared to $7.1 million in the fiscal third quarter of 2023 (“Q3 2023”). The 194% year-over-year increase is primarily due to the transformational shift in Byrna’s advertising strategy implemented in September of last year and the resulting normalization of Byrna and the less-lethal space generally. For the first nine months of 2024, revenue was $57.8 million, compared to $27.0 million in the prior year period, an increase of 114% year-over-year.

    Gross profit for Q3 2024 was $13.0 million (62.4% of net revenue), up from $3.2 million (44.6% of net revenue) in Q3 2023. The increase in gross profit was driven by the increase in the proportion of sales made through the high-margin direct-to-consumer (DTC) channels (Byrna.com and Amazon.com), a reduction in component costs driven through an intensive cost reduction effort focused on “design for manufacturability” spearheaded by Byrna’s engineering team, and the economies of scale resulting from increased production volumes. For the first nine months of 2024, gross margin was 60.9%, compared to 54.1% for the same period in 2023.

    Operating expenses for Q3 2024 were $12.2 million, compared to $7.3 million for Q3 2023, an increase of 67%. The increase in operating expenses was driven by an increase in variable selling costs (such as freight and third-party processing fees), increased marketing spend tied to the Company’s celebrity endorsement strategy, and higher payroll expenses in marketing and engineering as the Company has added personnel to handle the higher sales and production volumes. For the first nine months of 2024, operating expenses were $32.6 million compared to $21.5 million in 2023, a 52% increase year-over-year.

    Net income for Q3 2024 was $1.0 million compared to a loss of $(4.1) million for Q3 2023, a $5.1 million improvement. For the first nine months of 2024, net income was $3.1, compared to a loss of $(7.4) million in 2023, a $10.5 million year-over-year improvement.

    Adjusted EBITDA1, a non-GAAP metric reconciled below, for Q3 2024 totaled $1.9 million, compared to $(2.4) million in Q3 2023. For the first nine months of 2024, adjusted EBITDA totaled $6.3 million, an $8.5 million improvement over the loss of $(2.2) million in the prior year period, ahead of the traditionally strong fourth quarter.

    Cash and cash equivalents at August 31, 2024 totaled $20.1 million compared to $20.5 million at November 30, 2023. Inventory at August 31, 2024 totaled $19.8 million compared to $13.9 million at November 30, 2023. The Company has no current or long-term debt.

    Good afternoon, everyone!

    It is wonderful to be back here again in beautiful Newport, Rhode Island and a privilege to address this group of future-focused leaders from Salve Regina University and the Naval War College.

    I truly appreciate Salve Regina University’s partnership and commitment to providing educational opportunities for our Navy and Marine Corps Officers.

    And I am honored to be a part of this important conference centered on an issue which affects us all, and critically affects the national security of our great Nation.

    To the faculty and staff of Salve Regina University and the Naval War College, distinguished guests and visitors: welcome, and thank you for joining us today.

    World Today

    As I am certain you are all well aware, we face existential threats and challenges in every corner of the globe.

    Across the Atlantic, Russia is well into the third year of its full-scale and illegal invasion of Ukraine.

    The United States proudly stands by the Ukrainian people as they fight for their freedom and sovereignty, and defend democracy for all free nations.

    To the South of Ukraine, in the Red Sea and Gulf of Aden, we are working alongside our NATO allies and Middle East partners to protect innocent, civilian mariners and commercial shipping against Iranian-aligned Houthi attacks.

    Immediately following the October 7th attacks in Israel, our Navy and Marine Corps Team—represented by the Bataan Amphibious Ready Group and the Eisenhower Carrier Strike Group—was on station, the ready integrated force capable of responding to any threat.

    Today, our personnel onboard the Wasp ARG are on station in the Mediterranean Sea, while the Theodore Roosevelt Carrier Strike Group and Abraham Lincoln Carrier Strike Group are operating in the Middle East.

    In addition to our surface presence, USS Georgia (SSGN 729) provides a powerful deterrence message from below the ocean’s waves.

    And for the first time since World War II, we face a comprehensive maritime power in the Indo-Pacific.

    The People’s Republic of China continues to exert its excessive maritime claims through their navy, coast guard, and maritime militia.

    From the Line of Actual Control high in the Himalayas, to disputed reefs barely peeking above the waves in the South China Sea, recent actions reveal the PRC’s willingness to execute “gray-zone tactics”—types of assault which are below the threshold of armed attack but beyond normal diplomatic actions.

    And the PRC is observing lessons from the ongoing conflicts in Europe and the Red Sea.

    And so, now, more than ever, it is imperative that we have a climate-ready force able to deter aggression and function decisively in every environment so that, if necessary, we will prevail in conflict.

    Three Enduring Priorities

    When I entered office as Secretary of the Navy, I laid out Three Enduring Priorities which are the foundation for all we do in the Department of the Navy.

    They are:

    Strengthening Maritime Dominance,

    Building a Culture of Warfighting Excellence, and

    Enhancing Strategic Partnerships.

    My priority of Strengthening Maritime Dominance centers on ensuring our Sailors and Marines have the best ships, aircraft, and technology available, so that if we are called, we may fight and decisively win our Nation’s wars.

    And to maintain our warfighting edge, we cannot rely simply on maintaining our seapower.

    External threats continue to mount and change.

    To remain the world’s dominant maritime force, the Department of the Navy must rapidly adapt and effectively counter existential threats such as climate change.

    Today, climate change is one of the most destabilizing forces of our time, exacerbating national security concerns and posing serious readiness challenges for our Fleet and Force.

    There exist numerous tangible examples of the impact of climate change on Navy and Marine Corps operations all over the world.

    And the frequency and intensity of extreme weather events has only increased as time has passed. 

    At sea and on shore, changing climate and rising sea levels crucially affect the day-to-day life of our Sailors and Marines.

    Rising temperatures, too, stress and impact the systems within our buildings and installations, greatly decreasing their overall durability.

    Along both our Pacific and Atlantic Coasts, sorties—or, deploying our ships due to threat of extreme weather in port—have become more commonplace.

    And extreme weather events caused by climate change have displaced millions of people, creating climate refugees.

    Our maritime forces have witnessed a substantial rise in the number and scope of humanitarian assistance and disaster relief missions.

    Simply put, weather impacts normal Navy and Marine Corps operations.

    Weather impacts where our ships can sail, where our amphibious craft can land, and when we can conduct flight operations.

    However, while our world today faces increasingly unpredictable and devasting weather phenomenon, the Department of the Navy is strengthening our climate resilience and reducing our climate impacts to remain the world’s most powerful maritime force.

    Building a Climate-Ready Force

    Computer scientist pioneer, mathematician, visionary, and United States Rear Admiral Grace Hopper once said, “The most dangerous phrase in the language is, ‘We’ve always done it this way.’”

    I implore all of you to assume Admiral Hopper’s mindset when approaching the challenge of climate change.

    The Department of the Navy is actively adapting and innovating for the changing landscape of the world and indeed of warfare.

    We refuse stagnation and have set out ambitious climate goals through the Department of the Navy Climate Action 2030 strategy, in line with Executive Order 14008, Tackling the Climate Crisis at Home and Abroad.

    To build a climate-ready force, we must meet two Performance Goals.

    The first goal is building climate resilience.

    We build climate resilience through installation resilience—by ensuring that our forces, systems, and facilities can continue to operate effectively and accomplish our mission in the face of changing climate conditions and worsening climate impacts.

    Many of our military bases, including our Navy’s largest, Naval Station Norfolk, are fighting a constant battle against rising sea levels, often flooding after even light rain.

    Less than two years ago, we broke ground on the first project to safeguard the Naval Academy from rising sea levels.

    And just last week, we held a ribbon-cutting to mark the end of our work on the Farragut Seawall project—the first of many projects to fortify and protect the institution from extreme weather events.

    Our goal, as outlined by our Naval Academy Installation Resiliency Plan, is for the institution to remain resilient through the 21st Century and beyond.

    We are also developing solutions to climate issues through the Center for Energy Security and Infrastructure Resilience, or “CESIR.”

    Established earlier this year, CESIR will equip our future Navy and Marine Corps Officers with the knowledge and skills to address complex climate challenges throughout their naval careers.

    What’s more, the Department of the Navy is investing in climate resiliency through our facilities, including the renovation of Bancroft Hall—the largest academic dormitory in the United States and home to the entire Brigade of forty-four hundred Midshipmen.

    Severe weather events have impacted the longevity of our buildings both inside and out, along with integral systems such as Bancroft Hall’s HVAC.

    Given the criticality of our facilities to the mission of the United States Navy and Marine Corps and in developing our future warfighters, we must continue to invest in maintenance and improvement of our infrastructure.

    And partnerships outside of the Department of the Navy are crucial to creating climate solutions.

    In 2022, the Naval Postgraduate School partnered with the Stanford Doerr School of Sustainability to address the urgent challenges of climate change, energy security, and sustainability.

    Together, NPS and the Doerr School established an Education Partnership Agreement, combining the expertise of two globally recognized hubs of research and innovation to create practical solutions that our Navy and Nation can implement both now and in the future.

    And the Department of the Navy is preparing for extreme weather events through integrated tabletop exercises and training events.

    Two years ago, the Department of the Navy held our first Climate Action tabletop exercise at Marine Barracks Washington and have since held annual exercises dedicated to drive and share climate best practices.

    In June of this year, we conducted Climate Action III with our Caribbean partners in San Juan, Puerto Rico.

    This two-day event marked the third iteration in a series of exercises designed to validate our Climate Action 2030 strategy and highlight the value of partnerships to build shared resilience in a critical region.

    Our Department, together with the DOD, other federal agencies, non-governmental organizations, and our Caribbean partners, shared expertise and solutions to the destabilizing threats which know no borders.

    The second goal of our Climate Action strategy is reducing climate threat.

    This includes reducing greenhouse gas emissions and drawing greenhouse gases out of the atmosphere, stabilizing ecosystems, and achieving the Nation’s commitment to net-zero emissions.

    And throughout the country, the Department of the Navy is leading Department of Defense efforts in reducing climate threats.

    In 2022, Marine Corps Logistics Base Albany became an electrically “Net Zero” base, crucially becoming the first Department of Defense installation to attain this significant milestone.

    Achieving this “Net Zero” breakthrough not only combats climate change by alleviating energy security concerns, but it also improves the base’s overall resilience and saves taxpayer dollars.

    We cannot tackle the climate threat alone. The Department of the Navy has facilitated strategic partnerships to tackle energy resilience issues.

    Marine Corps Air Station Miramar partnered with the city of San Diego to use biogas generated from an on-base landfill as a renewable energy source.

    This initiative provided over three megawatts of energy to the installation, reducing reliance on the city’s electric grid by a whopping 45% and reducing overall emissions.

    The Department is also leveraging public and private innovation in the climate and energy resilience sectors through NavalX Tech Bridges and business accelerators.

    Tech Bridges attract small and medium businesses using innovation challenges, and recent challenges are supporting maritime supply chain and “blue tech” opportunities.

    These partnerships between the Department of the Navy and outside business foster innovation and encourage the development of new technologies for climate adaptation.

    To remain competitive in today’s age of conflict, we must leverage every advantage available to us—and that especially includes our partners in business and industry.

    Closing

    The future of climate resilience is here.

    We know the future impacts of climate change and it is both within our capabilities and incumbent upon us to act—and we have.

    Climate resilience is force resilience. We must look beyond normal operations and approach solutions to climate change through the lens of innovation.

    As Admiral Hopper said, “Our young people are the future. We must provide for them.”

    To do so, we must continue innovating and modernizing for the threats of today and of tomorrow.

    I thank all of you for being here today, to gather, discuss, and create solutions for a more climate resilient future.

    Although climate change is already impacting our world in significant ways, I am heartened by the discussions today, the important work all of you have begun, and the innovation that will come from our collaboration.

    Thank you for tackling this challenge—we need our best and brightest involved in the search for climate solutions.

    The Scottish Greens have welcomed an announcement that the Scottish Government will be reviewing air departure tax rates, including for private jets specifically.

    Answering a question at the Finance and Public Administration Committee this morning, the Cabinet Secretary said the rates and bands, including the rates on private jet flights, would be reviewed to ensure they align with net zero ambitions.

    There were 12,911 recorded private flights to and from Scotland’s airports in 2023. A recent Oxfam study suggested a tax on these flights could raise up to £21.5 million. Private jets have estimated climate emissions of up to 14 times that of commercial flights.

    The Scottish Greens transport spokesperson, Mark Ruskell MSP, said: “Private jets have a huge environmental impact, and while their super-rich occupants pinball between their golf courses and yachts, it’s taxpayers who are left paying for the damage.

    “We all know that we urgently need to reduce aviation emissions, and one of the easiest ways to do that is to reduce private jet use. Taxing them fairly would deter such reckless flights, help move people to more sustainable modes of transport, and raise the funds to help us to mitigate the destructive impact they have on the rest of us.

    “We all know Labour cuts at Westminster mean money is tight in Scotland. But it isn’t enough to point this out, we must use every lever at our disposal to raise the funds we need for essential services and climate action. I can think of no better way of raising these funds than taxing super-rich polluters.”

    Good evening, everyone! It is an honor to be here with you today to celebrate the Congressional Sea Services Award and Representative Calvert’s tremendous contributions to our maritime services.

    Mr. Callender, thank you for that kind introduction and for your work with the National Capital Council of the Navy League of the United States.

    Representative Calvert, thank you for your service as Chairman of the House Appropriations Subcommittee on Defense and for your unwavering support of our men and women who proudly wear our Nation’s uniform.

    And thank you for your service to California’s 41st District—which I must mention includes Naval Surface Warfare Center Corona Division and is part of the Inland Empire Tech Bridge!

    Thank you to our Congressional leadership here tonight for your partnership and support of our Navy and Marine Corps.

    Admiral Kilby, Admiral Lunday, and Lieutenant General Adams, thank you for your leadership of our sea services.

    I also thank the Navy League of the United States for all that they do, but especially for their advocacy on the issues we face as a maritime nation.

    From the very origins of our country’s founding, Americans from all walks of life answered the call to service and swore an oath to the Constitution of the United States against all enemies, foreign and domestic.

    And service is, of course, a privilege—a chance to be a part of something much greater than ourselves and to uphold the values which define us as a nation.

    Service to our country and service in the armed forces are not merely jobs or careers—they are fundamental facets of our democracy.

    Our Sailors, Marines, Soldiers, Airmen, Guardians, and Coast Guardsmen are deployed and serving around the world every single day.

    In the Red Sea, since October 7th, our ships and aircraft have shot down hundreds of missiles and conducted multiple strikes into Houthi-controlled territory to protect innocent merchant shipping.

    Our service men and women are deterring Iran’s actions and preventing the Israel-Hamas conflict from escalating into a broader regional conflict.

    Our service members form the vanguard of our national defense.

    But our warfighters cannot accomplish their mission without the critical partnership between the Department of Navy and Congress.

    So I thank Representative Calvert for championing the members of our United States Armed Services and especially our Sailors, Marines, and Coast Guardsmen and women who are stationed around the world.

    The work you accomplish every day serves a crucial role in shaping our Nation’s military capabilities and priorities.

    And the investments we make in our uniformed services go beyond just platforms, technology, and weapons systems.

    Our investments also include those in our people—improving quality of service for our service members and their families.

    Our people provide the foundational strength of our armed services, and force resilience and readiness begin and end with them.

    We cannot be the most capable, lethal, and agile warfighting force in the world without recruiting, retaining, and investing in every American who volunteers to serve both in and out of uniform.

  • MIL-OSI Security: Defense News: Fleet Readiness Center Southeast inducts first F-35B aircraft and F135 power module for depot-level work

    Fleet Readiness Center Southeast (FRCSE) achieved two significant milestones in the same week by inducting its first F-35B Lightning II and F135 power module (PM), one of five major modules of the F-35 propulsion system. 

    The F-35B, which came from the Flying Leathernecks of Marine Fighter Attack Squadron 122 (VMFA-122), based out of Yuma, Arizona, arrived at FRCSE on Aug. 7 and the F135 PM on Aug. 9.   

    “This is a historic time for FRC Southeast,” said FRCSE’s Commanding Officer, Capt. Al Palmer. “Between welcoming the first F-35 airframe and receiving the first F135 power module, we remain steadfast in our commitment to the Naval Aviation Enterprise. Inducting these products propels FRCSE into a new era of depot-level maintenance and paves the way for current and next-generation products.” 

    The timing of the airframe and engine inductions was purely coincidental. However, the back-to-back arrivals were indicative of the progress and effort the command put into preparing to work on these fifth-generation assets.   

    While the first F135 PM will go through the planned maintenance process, — disassembly, inspection, repair and reassembly — with an expected completion date of May 2025, the F-35 line is a corrosion speed line designed to quickly and efficiently locate corrosion and address any discovered problem areas.  

    “Hitting that 60-day target will allow us to return one aircraft this fiscal year and up to 16 aircraft next fiscal year,” said Savanna Massey, FRCSE’s F-35 production line deputy director. “We’ll eventually get to a cycle where we induct one and return one back to the fleet at the same time. It’s a corrosion speed line, so speed will be the name of the game, but without sacrificing quality.”  

    The F-35 induction is part of a more significant effort to support corrosion mitigation efforts for the U.S. Marine Corps (USMC) through a process called Production Asset Inspection Requirement (PAIR). FRCSE artisans will conduct these inspections on targeted areas of the aircraft where corrosion may be taking place. 

    “A PAIR-II inspection consists of artisans removing a number of panels from the aircraft and inspecting the substructure,” said Tim Duncan, FRCSE’s F-35 general foreman. “If we find corrosion present, we will remove it, treat the aircraft’s surface and reinstall the panels.” 

    Preparation for the highly technical jet began years ago with the establishment of the F-35 product line in 2022 and the command’s activation as an F135 Department of Defense second depot source of repair (DSOR) in 2020. However, both teams had to undergo extensive training to accommodate the new products.  

    Since the F-35 line was established, the 60 artisans and support staff have not only received extensive education and training on the aircraft’s Autonomic Logistics Information System (ALIS), surface coatings and other areas, but have also had the opportunity to immerse themselves in the F-35 community by traveling to various USMC squadrons and Fleet Readiness Center East (FRCE), which has been the lead Naval Air Systems Command (NAVAIR) site for F-35 organic depot-level maintenance since 2013. 

    “Being part of the team that established the F-35 line here at FRC Southeast gives the artisans a sense of ownership,” said Brandon Smith, an FRCSE F-35 work lead. “This being a new aircraft and corrosion line for the command, there weren’t any examples for us to utilize, so the team was empowered to collect data and implement best practices from other sites.”  

    While the command is excited to receive the fifth-generation aircraft, a shortened timeline meant overcoming hurdles – challenges that the F-35 production line team took in stride.    

    “The F-35, being a fifth-generation aircraft, comes with a whole new set of security requirements, which we typically haven’t had to engage here at FRC Southeast while working on some of the legacy platforms,” said Bruce Crooke, FRCSE’s F-35 Production Line Director. “So, there was a learning curve. There are requirements for controlled entry points at the aircraft and electronic security systems that monitor and measure the vibrations of the fencing. There will be visual barriers to prevent seeing the aircraft when it’s opened and panels removed since there are security concerns there as well.” 

    Simultaneously, the F135 team has had to conduct extensive training and overcame obstacles to get their team ready to work on this complex engine. 

    “Since being named a DSOR, FRCSE F135 artisans successfully executed over 2,600 qualification requirements shared across the Power Module and Mini Modules,” said Aaron Powers, FRCSE’s F135 product line deputy director. “This ensured that FRCSE had a proficient and qualified labor force to execute the newly established workload. The first qualification evolution trained and qualified 23 primary artisans and support group personnel, and this is the team who will execute the initial production workload.” 

    As a result of the hard work and preparation to perform maintenance on next-generation components, the F135 team expects huge milestones in the future. 

    “We expect F135 production to ramp up through 2034 to the max production requirement, or roughly 600 Mini Modules and 120 Power Modules per year, correlating to about 600,000 man-hours,” said Richard Eveson, FRCSE’s F135 product line director. 

    From the moment the Lightning II landed on the flight line at Naval Air Station Jacksonville and taxied toward the ground crew, to the uncrating of the first F135 PM in front of a skilled group of prepared artisans, a surge of tangible excitement has spread through the command. 

    “This milestone belongs to all of us,” said Palmer. “Thank you for your unwavering dedication and commitment to our mission, which has undoubtedly led us to this historic moment.” 

    As FRCSE looks to the future amid ever-changing fleet requirements, it’s clear that the command will continue to adapt to support military readiness with unwavering dedication and perseverance.

    Ian Hawkins, a Fleet Readiness Center Southeast (FRCSE) materials engineering supervisor, was recently accepted into the Naval Air Systems Command (NAVAIR) Fellow Program coordinated by Naval Air Warfare Center Weapons Division’s (NAWCAD) during an award ceremony held at NAVAIR headquarters in Pawtuxet River, Md.

    “This award recognizes the technical accomplishments over my career to improve capability and readiness,” said Hawkins. “The results of my efforts are due to the teams and great teammates I’ve been lucky to work with. I was fortunate to be in positions where I could guide teams on engineering projects and programs to achieve safety and readiness goals for the Navy. Additionally, I’ve been fortunate to work on national efforts with my NAWCAD and FRC counterparts and on international efforts with our ally partners.”

    Introduced in the 1980s, the Fellows Program became a NAVAIR program in the 2000s, and NAWCAD re-established it in 2021 after a three-year pause in inductions. Inductees into the Fellow Program are nominated and selected by a team of peers based on their tenure and technical accomplishments in safety and readiness. The program is unique in that it does not have senior leadership.

    The Fellow Program has three levels of prestige: Associate Fellows, or the first tier, make up the top three percent of scientists and engineers at NAVAIR. Fellows, the second tier, represents the top three-quarters of a percent and is the level Hawkins has achieved. Finally, Esteemed Fellows make up the top one-quarter of a percent. Each level pulls new members from the tier below, and members are inducted by majority vote.

    Hawkins’ primary discipline is nondestructive inspection, or the examination of aircraft and components that does not require taking them apart.

    “It’s a privilege to work for the Navy, and I feel like I need to do more and more every day, and that’s the main reason I’m here,” said Hawkins.

  • MIL-OSI Canada: Travelling for Thanksgiving long weekend? The CBSA gives tips for a smooth trip

    The Canada Border Services Agency (CBSA) reminds travellers that it can be extra busy at the border over the Thanksgiving long weekend.

    Every day, the CBSA works hard to protect Canadians, support the economy and ensure the safe and efficient movement of people and goods across the border. In 2023, we welcomed over 86 million travellers and intercepted more than 72,200 kg of prohibited drugs, cannabis, narcotics, and chemicals, representing an increase of close to 30% from 2022.

    The CBSA is dedicated to planning and preparing for peak periods, including long weekends and summer months. We monitor traveller volumes and take measures to minimize border wait times at land ports of entry and at international airports, without compromising safety and security.

    Here are some tips to help you plan for your trip:

    • Check border wait times and expect delays.
      • Early mornings are the best time to cross the border to avoid wait times.
      • The Monday of  holiday long weekends tend to be the busiest.
      • Consider an alternative port of entry with shorter wait times or less traffic.
      • Check the port of entry’s hours of operation on the official CBSA Directory of Offices and Services.
      • If you are using a GPS application (such as Google Maps, Apple Maps or Waze) to direct you to a port of entry, consider checking different navigation options (such as fastest and shortest routes) to determine the preferred route of travel.
    • Have your travel documents handy. This will speed up processing times at the border.
    • Be prepared to declare. Declare everything you have with you upon entry into Canada. If arriving by land, you are responsible for everything inside your vehicle.
    • When travelling with children, it is recommended that the accompanying adult have a consent letter authorizing them to travel with the child if they share custody or are not the parent or legal guardian. Border services officers are always watching for missing children, and in the absence of the letter, officers may ask additional questions.
    • Travelling with pets? Pets must meet specific requirements to enter Canada. Review Importing and travelling with pets before leaving.
      • Will you be going to the U.S. with a dog? As of August 1, 2024, there are updated documentation requirements for all dogs entering the U.S. from Canada. For more information, visit Dogs travelling to the United States.
    • Flying into Canada? Use Advance Declaration and make your customs and immigration declaration up to 72 hours in advance of your arrival into Canada at participating airports.
    • Entering Canada by boat? You must report to the CBSA without delay. Review reporting requirements for private boaters before making travel plans. If you are the operator of a boat entering Canadian waters with the intent to disembark, you are responsible for reporting your goods on board.
      • Are you towing or transporting a watercraft or any water-related equipment (canoe, paddleboard, etc.) into Canada? If so, these items must be clean, dry, and free of any aquatic invasive plants or species. Learn more: Clean, Drain, Dry and Decontaminate.

    Are you bringing any of the following into Canada?

    Restricted and prohibited goods:

    Make sure you review the necessary information before attempting to bring certain items into Canada. If not, you risk having your goods seized or facing fines and prosecution.

    • Firearms: Leave them at home. You are encouraged not to travel with firearms. If you choose to do so, be sure to check the rules on importing firearms.
    • Weapons: Restricted and prohibited goods include pepper spray, switchblades, and butterfly knives.
    • Narcotics: Narcotics such as cocaine and heroin are illegal in Canada.  If you are found to be in possession of illegal drugs (on your person, in your vehicle, or in your luggage) you will be arrested and may be charged. The drugs will be seized.
    • Cannabis: Don’t bring it in. Don’t take it out. While cannabis is legal in Canada, bringing it across the border in any form, including oils containing tetrahydrocannabinol (THC) or cannabidiol (CBD), without a permit or exemption authorized by Health Canada is a serious criminal offence subject to arrest and prosecution. A medical prescription from a doctor does not count as Health Canada authorization.

    Zhang Xiaogang: Friends from the media, good afternoon. Welcome to this month’s regular press conference of the Ministry of National Defense.

    I have four pieces of news at the top.

    The first one.

    At the invitation of the Ministry of National Defense of Laos, the rotating chair of ASEAN, a working group of China’s Ministry of National Defense attended the ASEAN Defense Senior Officials’ Meeting-Plus in Vientiane on Sep. 26th. During the meeting, the Chinese side had discussions with representatives of other parties on international and regional security landscape, and advocated to jointly promote the Global Security Initiative, strengthen strategic communication and deepen defense cooperation to consolidate regional peace and stability.

    The second one.

    China’s Ministry of National Defense hosted the 21st Expert Working Group (EWG) meeting of the Shanghai Cooperation Organization(SCO) Defense Ministers’ Meeting in PLA National Defense University in Beijing from September 25th to 26th. Representatives from SCO member states and the Secretariat exchanged views on military cooperation at the event. This is the first EWG meeting under the SCO Defense Ministers’ Meeting hosted by China after its assumption of the rotating presidency. It’s also the first time for Belarus to attend as a full member of the SCO.

    The third one.

    At the invitation of the South African Navy, PLA Navy ship (PLANS) Xuchang from the 46th naval task group for escort missions will participate in the International Navy Day in Cape Town in early October. During the event, PLANS Xuchang will participate in the international fleet review and host an Open Day activity. In addition, it will have a maritime drill with the South African Navy.

    The fourth one.

    The Chinese government and the Organization for the Prohibition of Chemical Weapons(OPCW) will co-host the third training course on medical aid and protection against chemical weapons in PLA Air Force Medical University from October 13th to 19th. Over 30 participants from more than 20 State Parties including Germany, Brazil and Morocco will participate in the training. They will focus on topics such as the symptom, diagnose and treatment of chemical weapons poisoning, the medical transportation and classification of the injured by chemical weapons, and organization and implementation of medical recue in dealing with chemical weapons. In the spirit of the Chemical Weapons Convention, the course is to strengthen rescue and response capabilities against chemical weapons, enhance capacity-building in medical protection and treatment, and contribute to the building of a community with a shared future for mankind.

    Question: There are growing interaction between the Chinese and US militaries in recent time. The commanders of the PLA Southern Theatre Command and US Indo-PACOM had a video phone call. US Deputy Assistant Secretary of Defense for China attended the 11th Beijing Xiangshan Forum and the two sides had the 18th Defense Policy Coordination Talks. What’s your comment on the current China-US mil-mil relations and what interaction the two sides will have in the future?

    Zhang Xiaogang: President Xi Jinping and President Joe Biden had a successful meeting in San Francisco last November, and the two leaders talked on the phone this April. They have set the direction for a sound, stable and sustainable China-US relationship. At present, there is a stabler momentum in the overall and defense relations between China and the US. The two militaries maintain high-level strategic communication, policy communication, institutionalized dialogues and exchanges in specialized fields. These engagements could help enhance mutual understanding, avoid miscalculation, and manage and control risks.

    We require the US side to recalibrate its strategic perception on China, return to a sensible and practical China policy, and respect China’s major concerns. The US should make concerted efforts with China in the principle of mutual respect, peaceful coexistence and win-win cooperation to stabilize and improve the mil-mil relationship through candid, effective and constructive dialogues and cooperation.

    Question: I have two questions. First, according to a recent statement by the United States Indo-Pacific Command (USINDOPACOM), the United States urges China to reconsider using dangerous and coercive strategies that may escalate tensions in the South China Sea and other regions, What’s your comment? Second, at the news conference of the 15th China International Aviation and Aerospace Exhibition yesterday, the deputy commander of the PLA Air Force said that many new types of aircraft developed by the PLAAF in recent years will be exhibited this time. Netizens are all eager to see the H-20 bomber. Can you provide us with more information?

    Zhang Xiaogang: It is the US and its allies who is creating risks. Their vessels and aircraft have been conducting frequent close-in reconnaissance in China’s vicinity, trespassing into China’s territorial seas or administered maritime and air space, harassing routine exercises of the Chinese side, and taking irresponsible and dangerous moves. These operations severely undermine China’s sovereignty and security interests, put the safety of Chinese and their own personnel at risk, and jeopardize regional peace and stability. According to preliminary statistics, by September this year, the US military has sent about 1500 aircraft to China’s vicinity for reconnaissance or harassment, which fully showcased that the US side is a provocative and disruptive actor.

    We urge the US side stop false narratives, stop dangerous and provocative operations, and strictly discipline its troops on the ground. The Chinese military is on high alert and will take legitimate and necessary measures to respond to provocation and safeguard China’s sovereignty, security and development interests.

    On your second question, I think relevant departments will release information in due course and you can follow that.

    Question: On the morning of September 25th, China launched an intercontinental ballistic missile into the Pacific after 44 years. Does this mean that China is accelerating the development of its nuclear forces? Will there be any change in China’s nuclear policy?

    Zhang Xiaogang: This ICBM launch is to test our weapon and training performance. It is a legitimate and routine arrangement for military training. China nuclear policy is very stable, consistent and predictable. We strictly follow a nuclear policy of no first use of nuclear weapons and pursue a nuclear strategy of self-defense. China does not seek any arms race. We have promised not using or threatening to use nuclear weapons against no-nuclear-weapon states or nuclear-weapon-free zones. China will continue to keep its nuclear capabilities at the minimum level required for national security.

    Question: The Standing Committee of the 14th National People’s Congress recently approved the National Defense Education Law, which will come into effect on September 21. Please give us more details about the amendment of this law.

    Zhang Xiaogang: Defense makes a country and its people safe. The amendment of the national defense education law focuses on 4 aspects. First, it confirms the CPC’s leadership over defense education, and requires building a system with centralized and unified leadership, clear division of responsibilities, and civil-military coordination. Second, it emphasizes the combination of defense education at school and military service publicity. There are requirements to improve defense education at school to raise students’ awareness of perform military service in accordance with the law. Third, it regulates that the outline for military training for students should be co-drafted by relevant agencies for educational under the State Council and the CMC. Higher education institutes and high schools should organize military training based on the outline to strengthen military skills training and temper the will and discipline of students. Fourth, it asks to expand the scope and channels for defense education. Local governments can use opportunities of major festivals, commemorative days and thematic events to carry out extensive activities on defense education to strengthen the awareness for national defense in the society.

    Question: US Army Secretary said recently that he discussed with Japan’s Defense Minister about deploying US Army multi-domain special task groups during his visit to Japan. Some analysts say it means the US may deploy Typhon mid-range missile system to Japan. What’s your comment?

    Zhang Xiaogang: We are closely following relevant moves. US deployment of mid-range missiles in the Asia-Pacific Region will intensify arms race, threaten regional countries and undermine global strategic balance. China is firmly opposed to it. What Asia-Pacific needs is peace and prosperity rather than conflict and confrontation. We urge the US side to stop this dangerous move and do not create tensions in the region. The Japanese side should stay cautious and do not invite the wolf into the house, otherwise, it would only push itself into a dangerous situation. The Chinese side will take resolute and effective measures to respond in accordance with the developments of the situation and its own needs.

    Question: The US Deputy Secretary of State Kurt Campbell recently said at a meeting of the US House Foreign Affairs Committee that China poses the greatest challenge to the United States and the China threat is more serious than the Cold War. The 2022 National Defense Strategy report issued by the Commission on the National Defense Strategy said that the United States, due to its outdated defense strategy, unreasonable military structure, and inadequate capacity of the defense industry, is unable to handle the dual threats from China and Russia. What’s your comment?

    Zhang Xiaogang: In recent years, by perceiving China with its own hegemonic thinking and the Chinese military from a perspective of competition and threat, the US has gone too far to play up the alleged “China military threat”. Its intention is nothing more than finding an excuse for expanding its own military power. Records have shown that the US side is the biggest challenge to world peace and a source of future global warfare. China is opposed to US Cold War thinking and its narratives or actions that intensify confrontation and undermine China’s strategic security and interests.

    China is a contributor to world peace and development and a defender of the international order. We stay committed to a defensive defense policy. China’s defense and military modernization is to safeguard its own security and interests and contributes to world peace. Playing the China card won’t help the us to solve its own problems. We require the US to have a sensible and objective view on China and China’s military development and strategic intentions. It should put more efforts on things that can help shore up China-US bilateral relations and consolidate regional peace and stability.

    Question: The 2024 Quad Leaders Summit issued a joint statement which did not mention China directly but criticized coercive and intimidating maneuvers in the South China Sea. It also announced to launch a first-ever Quad-at-sea Ship Observer Mission by coast guards of the four countries in 2025. What’s your comment?

    Zhang Xiaogang: Relevant joint statement uses vague languages to cover its malicious intention to target China. It needs to be emphasized that China has indisputable sovereignty over Nanhai Zhudao and its adjacent waters. It is fully legitimate, justified and beyond reproach for China to conduct constructions on our own territory and carry out law-enforcement operations in waters and airspace under our jurisdiction. Though not directly concerned in the South China Sea issue, the US, Japan, India and Australia are resorting to microphone diplomacy to criticize and smear China and stir up troubles and mislead the public. In particular, the US has deployed offensive weapons in the region, worked with its allies to step up military exercises, and conduct close-in reconnaissance against China’s islands and reefs. Talking about militarization, coercion, bullying, and bloc confrontation in the South China Sea, I think the US deserves these labels more than any other country.

    Joint maritime operations carried out by relevant countries should contribute to regional peace and stability, and not harm the interests of any third party. The Chinese side is firmly opposed to actions that may stir up troubles and escalate tensions in the South China Sea. We will firmly defend our own sovereignty, security and maritime rights and interest, and maintain peace and stability in the South China Sea.

    Question: Both China and India have recently made positive statements about de-escalating the situation in their border area, and the Chinese foreign ministry also spoke of disengagement of troops in four areas, including the Galwan Valley. There is a great deal of expectation that there will be disengagement in other areas along the border. What is your comment, please?

    Zhang Xiaogang: For quite some time, under the guidance of the two state leaders, China and India have maintained communications with each other through diplomatic and military channels, including between the two foreign ministers, between the Chinese foreign minister and Indian national security adviser, and through the Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC), and the Corps Commander Level Meetings. Through these discussions and communications, the two sides were able to reduce their differences and build some consensus. They have agreed to strengthen dialogues, accommodate each other’s legitimate concerns, and reach a resolution at an early date that is acceptable to both sides. Before that day comes, the two sides will continue to consolidate the outcomes, strictly abide by bilateral agreements on border issues and confidence-building measures to jointly safeguard peace and tranquility along the border.

    Question: I have two questions. First, Chinese and Nepalese militaries had a joint training, the Sagarmatha Friendship-2024, in late September in south China’s Chongqing. Can you give us more details? Second, the PLA used a Z-9 helicopter to stop and dispel an intruding Philippine reconnaissance aircraft from Huangyan Dao. What is your comment, please?

    Zhang Xiaogang: On your first question. The Chinese and Nepalese armies are carrying out Sagarmatha Friendship-2024 joint military training. With troops in mixed units, this training focuses on joint counter-terrorism operations in urban neighborhoods and covers comprehensive subjects including multidimensional search, check point setting and blockade, stalking, rescue with arms, evacuation under cover, and clearing and screening. Alongside the training, the two sides also organized activities such as sports games, art performance and cultural exchanges. The Sagarmatha Friendship is a signature program between the Chinese and Nepalese militaries, and it is the 4th of its kind this year. The PLA will work with the Nepalese side to strengthen military trust and substantive cooperation, and build a closer China-Nepal community of shared future in the new era.

    On your second question. The Huangyan Dao is an inalienable part of Chinese territory and China has indisputable sovereignty over it and its adjacent waters. For some time now, the Philippine side has been sending public or military vessels and aircraft to intrude into the airspace and maritime waters of Huangyan Dao without the approval of the Chinese side, which has seriously violated China’s sovereignty and undermined regional peace and stability. The Chinese side has taken necessary measures in accordance with law to stop and dispel these Philippine ships and aircraft and our operations have been professional and restrained. We will continue to take necessary measures to safeguard our territorial sovereignty and maritime rights and interests in Huangyan Dao.

    Question: It is reported that on September 25th, frigates from the JMSDF transited through the Taiwan Strait. Does the Chinese side know about this? What is your comment, please?

    Zhang Xiaogang: On September 25th, Japanese destroyer Sazanami, Australian destroyer the HMAS Sydney, and New Zealand supply ship the HMNZS Aotearoa conducted transit operations through the Taiwan Strait. The PLA stayed on high alert and monitored the transit. We are opposed to such provocations in the name of the so-called “freedom of navigation” that send wrong signals to the “Taiwan independence” separatist forces and undermine China’s sovereignty and security.

    The Taiwan question is an internal affair of China that brooks no foreign interference. We urge relevant countries to respect the One China principle, stop mudding the water on this question, and stop undermining peace and stability in the Taiwan Strait. The PLA will remain on high alert and take all necessary measures to counter any threats and provocations.

    Question: I have two questions. First, according to media reports, the Russian military has sent maritime and air forces to participate in China’s Northern/Interaction-2024 exercise. Can you give us more details? Second, the Philippine Coast Guard (PCG) ship 9701 has withdrew from Xianbin Jiao and the PCG said it would send another ship to the reef and would not let it become a second Huangyan Dao. Philippine Defense Secretary said that if China removes the Philippine ship grounded at Ren’ai Jiao, it would be an act of war. What’s your comment? 

    Zhang Xiaogang: According to this year’s cooperation plan between Chinese and Russian militaries, the Russian military participated in Exercise Beibu Unity-2024 organized by the PLA Northern Theater Command in relevant waters and airspace of the Sea of Japan and the Sea of Okhotsk from September 10th to 27th. More than 10 vessels and over 30 aircraft from the two sides were involved. The exercise is an effective test on interoperability of the two militaries in tactical commanding and joint operations. It further deepened strategic coordination between the two militaries and contributed to maintaining regional peace and stability and addressing security challenges.

    After the exercise, relevant Chinese and Russian navy task groups will conduct joint maritime patrols in relevant waters of the Pacific.

    The Philippine side recently pulled out PCG 9701 which had been illegally anchored in the lagoon of Xianbin Jiao. It is the only right way forward and is conducive to restoring peace and stability in relevant waters. China has indisputable sovereignty over Nansha Qundao and its adjacent waters, including Ren’ai Jiao and Xianbin Jiao. We will take firm countermeasures against any act that infringes China’s territorial sovereignty and maritime rights and interests. Actions that violate the Declaration on the Conduct of Parties in the South China Sea (DOC) and undermine regional peace and stability are unwelcomed. We urge the Philippine side not to have illusion and miscalculation and stop making any risky and futile provocations.

    Question: It is reported that China has recently sent marine troops to Brazil to participate in the Operation Formosa 2024 multilateral exercise. Can you give us more details?

    Zhang Xiaogang: A contingent from the PLAN Marine Corps participated in the Operation Formosa-2024 multinational joint exercise in Brazil recently. The subject of the exercise is joint landing and counter-landing operations. It is the first time for China to participate in the exercise and the Chinese troops had good exchanges with other participating forces. The exercise helped build trust and friendship, and strengthened the capability of participating countries in jointly addressing security challenges.

    Question: According to media reports, the Chinese military recently hosted demining courses for Cambodia and Laos. Can you give us more information?

    Zhang Xiaogang: The PLA Army Engineering University hosted two demining courses for personnel from Cambodia and Laos respectively from July 1st to September 27th. Senior delegations from Cambodia and Laos, and representatives from the UN Mine Action Service(UNMAS), the International Committee of the Red Cross (ICRC), and the ASEAN Regional Mine Action Center attended the graduation ceremony, and spoke highly of the demining courses as well as the graduation drills.

    Cambodia and Laos are the most severely affected regions by mines. The Chinese military attaches great importance to international cooperation on demining, and takes cooperation and assistance on Humanitarian Mine Action (HMA) as an important step for building a community with a shared future for mankind and implementing the Global Security Initiative. Over the past 20-plus years, we have trained over 700 demining professionals from more than 20 countries, and sent demining EWG abroad to conduct on-site teaching multiple times. The Chinese military will continue to strengthen substantive cooperation with militaries in the region, and make contributions to international humanitarian demining cause.

    Question: Recently the promotional video Cui Huo (Being Tempered)  received a lot of coverage from both domestic and foreign media. Can you give us more information?

    Zhang Xiaogang: The promotional video Cuihuo (Being Tempered) co-produced by the CMC Political Work Department, the Office of the Central Cyberspace Affairs Commission and the China Media Group started airing on CCTV-1 on September 11. It was simultaneously uploaded to major web portals and covered by more than 300 Chinese and foreign media. Views and clicks of the video have reached 5.37 billion. The video represents innovative efforts of the military to promote Xi Jinping Thought on Strengthening the Military online, and another masterpiece after two promotional videos Zhuiguang (Chasing Light) and Zhumeng (Following Dream).

    Cuihuo is about how the military is raising political awareness and improving combat readiness. It tells touching and thought-provoking stories about ordinary service members from multiple perspectives, reflecting enhanced political loyalty of the people’s military and its solidarity and confidence in building a strong military. The popularity of these promotional videos shows the strength of Xi Jinping Thought on Strengthening the Military, and the confidence and resolve of the Chinese military to achieve its centenary goal.

    Question: Taiwan’s defense authorities recently submitted to the legislative body its budget for 2025 which amounts to 667b TWD (148b RMB). According to another report, Taiwan’s army will purchase many types of UAVs for monitoring and attack in urban battlefields. What’s your comment?

    Zhang Xiaogang: Sticking to its policy of “Taiwan Independence”, the DPP authorities have been ignoring public opinion, making irresponsible moves and going further down the dangerous path of seeking independence by force. The more they spend on purchasing weapons, the more insecure people in Taiwan will feel. This strategy will only push Taiwan closer to the brinks of war. We warn the DPPD authorities that those who do wrong things will court its own destruction. More weapons will not change the fate of Taiwan Independence. The PLA has full capabilities to smash all separatist attempts for TWI and defend China’s sovereignty and territorial integrity.

    Question: What’s the type of the ICBM launched yesterday by the PLA rocket force? What signal is the PLA trying to send to the international community?

    Zhang Xiaogang: On the test launch of the ICBM, we have released information on that in a timely manner, and I have no more information to add. I want to emphasize that this test launch is in line with international law and practice and is not directed at any country or target.

    Question: According to reports, the first F-16V fighter Taiwan bought from the US will be delivered at the end of September. And 26 UAV manufacturers recently visited Taiwan. Chief of the Taipei Office of the America Institute in Taiwan said recently that there was a possibility for the US and Taiwan to jointly manufacture weapons. Meanwhile, some media reports said there are large numbers of moldy bulletproof vests and expired ammunitions in weapons assisted by the US to Taiwan. What’s your comment?

    Zhang Xiaogang: We are firmly opposed to any official and military contact between the US and China’s Taiwan region. Currently, the biggest threat to peace and stability across the Taiwan Strait is separatist activities by the forces for Taiwan Independence and acquiesced support provided by external forces. Whether it’s US arms sale to Taiwan or so-called joint manufacturing of weapons, the true purpose is never protecting Taiwan but using the DPP authorities as a dumb cash machine to dump obsolete and stockpiled weapons and feed the US military-industrial complex. We warn the DPP authorities that the fate of a pawn is being abandoned. Those courting the US to damage Taiwan will be punished by time and justice. The PLA will take all necessary measures to defeat any separatist attempt for Taiwan Independence and foreign interference.

    Question: In the video Cui Huo, we heard a J-20 pilot saying in an interview that he can never forget the moment when he saw the Taiwan island while flying in his aircraft. This sparked conjectures that the stealth fighter J-20 also participated in a patrol over Taiwan. Can you confirm that?

    Zhang Xiaogang: Taiwan is a part of the Chinese territory. The PLA fighters can go there as they want. There is no need to be surprised.

    Question: I have two questions. The first is about the continued tensions in Lebanon. Recently, the engineering detachment of the Chinese peacekeeping forces in Lebanon successfully cleared an undetonated rocket shell. What is your comment on the incident? Second, the national security adviser from the Philippines recently said that they plan to purchase mid-range missiles and will continue to use America’s Typhon missile system for training, which means the system may continue to stay in the Philippines. What is your comment on that?

    Zhang Xiaogang: On your first question, China is closely following the security situation in Lebanon, and we will further strengthen the security protection of our troops.

    On your second question. China has made our opposition clear concerning US deployment of mid-range missiles in the Philippines under the cover of military exercises. We urge the US side to correct this wrong move and withdraw the missile system to fulfill its prior promise. The Philippine side should not have any miscalculation. Binding itself to the US chariot would only bring damages to itself. China has many options in its toolkit. We will take effective measures to respond in accordance with the developments of the situation.

    Question: I have two questions. First, on September 26th, the defense authorities in Taiwan said that they monitored several PLA aircraft flying around the Taiwan Strait. Experts say the exercise was to prevent foreign interference. Can you tell us the purpose of this exercise? Second, about yesterday’s ICBM launch, which countries has China informed beforehand? The Japanese government said that it was not informed. Can you comment on that? Some experts say that this launch may increase tensions in this region. What’s your comment?

    Zhang Xiaogang: On your first question, it is legitimate and reasonable for the PLA to organize exercises and training activities in the sea and airspace around Taiwan Island. We will continue to strengthen military training and combat readiness, and regularly organize relevant military operations.

    On your second question, the test launch of the ICBM by the PLA Rocket Force is consistent with international law and practices. Before the launch, we have issued warnings specifying the prohibited time and areas and informed several countries in advance through military and diplomatic channels. This fully demonstrates the openness and transparency of the PLA.

    Question: Japan’s defense ministry announced a large-scale restructuring of its maritime self-defense force to establish a new marine corps and alert contingency. It also plans to increase defense budget and build a small satellite network. Some analysts say Japan may assist US intervention in the Taiwan Straits.

    Zhang Xiaogang: We have noticed relevant moves by the Japanese side. In recent years, Japan has been accelerating restructuring of its combat forces and build-up in new domains, and developing long-range attack capabilities. There is a growing tendency for Japan to return to its militarist past, which violates its Pacifist Constitution and purely defensive defense, and challenges the post-war international order. We urge the Japanese side to take lessons from history, be cautious in military security and contributes to regional peace and stability instead of the opposite.

    Question: I have two questions. First, the US Navy recently issued a strategic guideline on naval operations that claimed that the Chinese mainland has the greatest capabilities in the world in ship manufacturing and that the US should be prepared for a conflict with China in 2027. What is your comment, please? Second, the Chinese Ministry of State Security exposed a hacker organization called “Anonymous 64”, saying that the people behind this organization are from the Taiwan military. What is your comment, please?

    Zhang Xiaogang: On your first question, I think this rhetoric from the US side exposes again its Cold War mindset and militant nature. I have to stress that China has no intention of challenging or replacing the United States. The goal of our development is to deliver a better life for the Chinese people and provide new opportunities for world peace and development. China is on the course to build a strong nation and realize national rejuvenation through the Chinese path to modernization. No foreign forces can stop this trend. The Chinese military fears no threats or challenges, and will take firm actions to safeguard national sovereignty, security and development interests.

    Question: The American website, Defense News, recently reported that the US plan to provide Taiwan with nearly US$570 million worth of “security assistance” has come to the final stage. This is by far the largest package assistance from the US to Taiwan region, which will be spent on training, reserves, anti-armor weapons, air defense, UAVs, and other subjects to protect Taiwan from military attacks from the Chinese mainland. What is your comment, please?

    Zhang Xiaogang: We have noticed relevant reports. China is consistently opposed to the US selling weapons to the Taiwan region. What it has done has grossly violated the One China principle and the three China-US Joint Communiques, severely undermined China’s sovereignty and security interests, and sent very wrong signals to “Taiwan independence” separatist forces. It must be pointed out that the US attempt to contain China with Taiwan, to root for the DPP authorities and to bloat the arrogance of “Taiwan independence” separatist forces by providing military assistance and selling weapons to them, will do nothing but undermine the peace and stability across the Taiwan Strait. These actions will eventually backfire to burn the United States itself.

    We urge the US side to stop military collusion with Taiwan and stop arming Taiwan in any way in order to maintain the relations between the two countries and the two militaries. Taiwan belongs to China. It is just across the strait from the mainland, and we will never let it drift away. The PLA will never back down in safeguarding national sovereignty and territorial integrity. We will take firm actions to defeat any attempts at Taiwan independence and any interference by foreign forces.

    Question: The website of Taiwan defense authorities recently released information that they have received detected mainland forces conducting joint landing exercises in waters near Dachengwan in Dongshan, Fujian Province. The exercise involved many types of fighters, helicopters and UAVs coupled with amphibious ships and RO-RO cargo ships loaded with ground forces. Taiwan defense authorities said they will closely monitor the exercise. What is your comment, please?

    Zhang Xiaogang: The relevant exercise is a routine arrangement within the PLA’s annual plan aimed to improve the capabilities of our troops for fulfilling missions and tasks. The PLA fears no reconnaissance or harassment against its operations. The DPP authorities should be fully aware of the strong capabilities and firm will of the PLA, see clearly that “Taiwan independence” will never succeed, and completely abandon their separatist illusion.
