    The Scottish and UK governments must work together to deliver the rollout of Scotland’s Air Departure Tax and drive down aviation, says the Scottish Greens transport spokesperson, Mark Ruskell MSP.

    Air Departure Tax was created by the Scottish Parliament in 2017, but has yet to be introduced. The Scottish Government says this is due to the UK Treasury’s refusal to allow an exemption for lifeline island flights, but a recent report from Oxfam has argued that it could be applied now if the UK Government and Scottish Government worked together.

    Mr Ruskell has written to the Scottish Government Minister for Connectivity and Agriculture, Jim Fairlie, and the UK Government’s Under-Secretary of State for Transport, Mike Kane, calling for a meeting to resolve the stalemate and urgently bring in the tax.

    Oxfam has found that since 2019 – the same year the Scottish Government declared a climate emergency – there have been 54,746 recorded private flights in Scotland. They have argued that using Air Departure Tax on private jets could raise over £21 million a year (based on 2023 figures), which could go towards funding public transport investment, such as permanently scrapping peak rail fares.

    Mr Ruskell said: “There are few things in this world as wasteful, needless and destructive as private jets. It is absurd we are allowing multi-millionaires to pollute the world around us at such an obscene rate.

    “Private jets are used as a decadent and extravagant sign of wealth and status, transporting some of the wealthiest people in the world from one destination to the next. There is no justification for them, especially at a time when global temperatures are rising.

    “The truth is that we cannot even begin to tackle the climate crisis without drastically reducing the number of flights that are taking off and landing every day, both here in Scotland and around the world.

    “A private jet tax is long overdue, but it will take political will and our governments working together.

    “For far too long we’ve had a stalemate, with Holyrood blaming Westminster for inaction while UK ministers have refused to engage. We need to get it solved as soon as possible so that we can finally deter flights, permanently end peak rail fares and raise vital funds for public transport.

    “The Scotland I want us to build is one where rail is always an affordable, accessible and reliable option, not one where private jets are flying overhead as the super-rich disregard our climate and pollute our planet.”

         The Secretary for Transport and Logistics, Mr Lam Sai-hung, attended the Global Sustainable Transport Forum (2024) hosted by the Ministry of Transport of the People’s Republic of China in Beijing today (September 25).      This year’s forum, themed “Sustainable Transport: Logistics Connecting the World”, focuses on key topics including global governance, connectivity, common development, innovation-driven development and eco-sound development.     Mr Lam participated in the forum’s opening ceremony and a plenary session this morning. In the afternoon, he delivered a speech at a thematic session titled Connectivity – Strengthening Cooperation in Governance and Emergency Response, and Building Resilient International Logistics and Supply Chains, in which he mentioned the need to strengthen the resilience of global logistics supply chains in four directions, namely building extensive networks, upgrading technologies, exchanging information and deepening co-operation.     “The international order is constantly changing, making it more important than ever to strengthen the resilience of logistics supply chains. We must construct a comprehensive and extensive transportation network to ensure the logistics network has adequate responsiveness and endurance. Continuous improvements to the technology level of the logistics industry, promotion of supply chain digitisation, seamless connections between various aspects, as well as the continuous strengthening of regional logistics co-operation will help enhance the resilience of logistics supply chains,” Mr Lam said.     Mr Lam then attended a Ministers’ Forum titled Global Governance – Fostering a Global Sustainable Transport Partnership to exchange views with representatives from transport authorities and related enterprises of various countries and regions. After that, he met with Vice Minister of Transport Mr Li Yang, and briefed him on Hong Kong’s latest developments, including aviation, maritime matters, usage of the Hong Kong-Zhuhai-Macao Bridge as well as the Guangzhou-Shenzhen-Hong Kong Express Rail Link.     Mr Lam departed for Tianjin in the evening, and will attend the China Air Finance Development (DFTP) Summit tomorrow (September 26).

    The largest state of the Union is blossoming and flourishing under his dynamic governance. Yogiji has turned out to be a game changer for this state, and that will help the nation. I am particularly amazed at his 24×7 watchdog governance. 

    Personally, for me, this is an absolute delight to be at the inaugural ceremony of the second edition of UP International Trade Show 2024. I had the good occasion to go around and see for myself. There could not be a greater assurance for a man like me that all is well, things are on the right track. What I witnessed was beyond my concept, imagination, and dream. I felt I was in the most developed country in the world.

     This is indeed a very well-thought-out platform that not only showcases what is there in India, in Uttar Pradesh, it affords an opportunity for people to snatch those opportunities, to be in touch with the best minds, the artisans, the skilled workers, the products, and personally flourish. My congratulations to the Honourable Chief Minister for being so thoughtful, farsighted, and practical.

     The beginning was made for the first edition by the Honourable President of India, Smt. Droupadi Murmu Ji and in this context, it is my absolute privilege to be part of the second. We are indeed very happy that the trade show will significantly showcase Vietnam as a partner country. As one of Southeast Asia’s robust economies, Vietnam has an impressive GDP of 435 billion US dollars, and we look forward to witnessing their exceptional products and innovative manufacturing practices but I can assure them, they are in the right place, their participation will enormously benefit them and their people to fully exploit their talent and connect with the best artisans and economic potential.

     Friends, this will also be an occasion to get a feel for the rich cultural heritage of Vietnam. They will, ofcourse, everyone will feel the rich heritage of Uttar Pradesh and Bharat, but we will also get a feel for the rich heritage of Vietnam. I had the occasion to have a look at it, full display through captivating traditional music and what a similarity there was with Indian instruments. I am sure there will be enough for them to carry home. The dance performances, it was enriching.

    And it is a state which, in the last few years, is seeing the happiness factor rising. When the happiness factor rises, your appetite is functional.

     My friends from Uttar Pradesh and all over the country who are here will have the occasion to indulge in authentic Vietnamese cuisine. Renowned for its unique flavours, when we look at Vietnam, the savoury delights of Pho and its spring rolls to the mouth-watering Banh Mi, our palates will be treated to a culinary journey. I have had the occasion to know about them and taste them.

    This, in a sense, is a natural partnership if we go into a historical perspective, will surely foster cultural and economic challenges collectively. The exchanges will be rewarding, further enhancing our bilateral relations and strengthening the resolve for a greater role for the Global South in international affairs. 

    It was the visionary leadership of Prime Minister Narendra Modi, that at the G20 platform, he brought on the international radar, the voice of Global South. This is an important event, their participation is memorable, and I am sure they will carry happy memories of this event.

    The exhibition — the scale, the display, the technological penetration, the cultural wealth, each district’s products. I instructed my team that they will, at the micro level, handle each store, each product, so that the nation comes to know it through Sansad TV. Mr. Chief Minister will seek your cooperation. My team will be here this evening. 

    Friends, the synergy between the Prime Minister of India, his vision, coupled with the Honourable Chief Minister of Uttar Pradesh, Yogi’s execution, sharp execution, execution which has no accommodation for corruption, no tolerance for inefficiency, this has transformed Uttar Pradesh into Uttam Pradesh. The sustained efforts of Yogiji are leading to another milestone development and achievement, soothing to the entire nation, Uttar Pradesh is fast becoming Udyam Pradesh of the country. 

    This venue is very soothing for development. This venue was also witness to the recently concluded SEMICON India 2024 conference, where the Honourable Prime Minister outlined India’s vision of making the semiconductor industry, and that is going to be the foundation of Viksit Bharat. The conference was a crucial step towards realising India’s goal of becoming a global hub for semiconductor manufacturing.

     Let me, friends, come to the state of the nation, the state of Bharat. For ages, India has been the cradle of civilisation, a crucible of innovation, and a global hub of learning. Our Vedas are a gold mine of knowledge and information. India takes pride in being one of the oldest civilisations with 5,000 years of civilisational ethos. We lost our way somewhere in between, but now we are on our way to regaining it  and that too fast enough to be a beacon for the planet in several ways in this century. 

    Nothing can be more satisfying for me to note than that in this regaining, the largest state of the union, under the leadership of Yogi Adityanath, is playing with the straight bat on the front foot to deliver for the nation. Look at a decade ago; the scenario was alarmingly worrisome. The economy was staggering, and the mood of the nation was shaky. From every aspect, governance was challenging for the citizens but what a 360-degree change, soothingly. 

    The last decade is marked by unprecedented transformation — a transformation for the better. Bharat has emerged as the most buoyant economy in the world. It is now the favourite global destination for investment and opportunity, with an ecosystem of hope and possibility all-pervasive in India. Undoubtedly, we are set to regain our pristine glory. India is now a global happening place, and Uttar Pradesh is bubbling with activity. Activity in every sector: infrastructure, growth, industry, and innovation. 

    Today, Bharat is a near 4 trillion dollar economy that has 8% growth prospects for decades to come,  world institutions have analysed. In 2 years, our economy will march ahead of that of Japan and Germany to be the world’s third-largest economy. Incremental infrastructure growth is reflected in 8 new airports annually. The Honourable Chief Minister has indicated the scenario here. Unbelievable achievement! Look at the express highways, virtually doubling, and the state will be on the global map when it comes to the world-class largest airport in Jewar.

     It’s a state where dreams are fructified into ground realities. That’s what I’ve seen. Every 2 years, 3 or 4 metro systems are getting added. Friends, there is daily laying of 28 km of highways and 12 km of railway tracks. In PM Modi’s third term, historic term, 12 new industrial zones are taking shape to boost manufacturing. The nation is fully geared to tap the benefits of artificial intelligence, of electric mobility, green hydrogen, space, and semiconductors. For want of time, I am not focusing on it, but we are among the few countries focusing on the green hydrogen mission, quantum computing. We are in single digits when it comes to the exploitation of 6G technology commercially.

     The journey towards Viksit Bharat is well on track. It will fructify in 2047, if not earlier. The mood of the nation is now one of hope and possibility, with accolades pouring in from global institutions. 

    I have had a long political career, having been elected to Parliament in 1989 and a minister in 1990. The World Bank and IMF are praising us to heights, and rightly so. 

    Based on factual premise, our digitisation and technological penetration is turning out to be a global model for emulation. A decade of Make in India initiative has yielded significant results. Following successes in agriculture and services, India is now poised for manufacturing growth. State governments, UP being in the lead, are competing to attract investments by improving business conditions. 

    Sir, nothing is more important for investment than law and order. Law and order defines democracy and the Chief Minister of Uttar Pradesh, Yogi Adityanath defines law and order. It is in this soothing ecosystem that UP has emerged as an MSME hub by leveraging the sector strengths to create a robust supply chain.

    Technology has enabled greater participation from skilled youth in tier two town and rural areas. 

    Imagine skill mapping, skill mapping during challenging, daunting days of COVID-19. You did it. 

    Bharat is now frog leaping from Make in India to conceptualise, design and make in India. We are having our own concept of evolution. We are engaged in design and Make in India. It is encouraging to see multinationals and Indian companies getting in a synergetic stance. They are establishing innovation centres nationwide. Uttar Pradesh is a shining example of it, the defence corridor being one. 

    Micro, small and medium enterprises are much beyond their nomenclature, as I said earlier. This segment is the spine of the economy and a major contributor of human resource employment. 

    Coming to Uttar Pradesh, I state, with that kind of history, cultural background was plagued with law and order challenges, and atmosphere of fear. 

    Not long ago, growth prospects were all time low. And this state now is a beacon of progress and development. The long, long dark tunnel was negotiated with great speed by the Honourable Chief Minister. And there is great light at the end of the tunnel. The tunnel is much behind. From the tunnel, the dark tunnel, the state is on the expressway. 

    On the way to take a flight for higher economy on the largest airport that is coming up in Jewar. The state is full of hope and possibility. The transformation is unbelievable. Normally, people would not undertake it. They would get adjusted to the status quo. Because the challenge was really very, very, very, very daunting. 

    In a sense, there is a complete makeover of Uttar Pradesh. You are regaining its pristine glory in every sense. Because the governance exemplifies transparency, accountability, worth emulation, the kind of handholding of the entrepreneur. 

    And corruption is a word unheard in Uttar Pradesh. Power corridors are fully sanitised. Decisions are fast-tracked and duly tracked. 

    The state is now turning out to be a great strength to the nation. In phenomenal economic upsurge and unprecedented infrastructure growth in the nation, the largest state of Uttar Pradesh is now an asset and a major contributor unlike a scenario that existed a few years ago. 

    Uttar Pradesh aspires and rightly so, and why not? To reach the target of $1 trillion economy by 2027 and will be mightily adding to the dream of Prime Minister Modi to his $5 trillion economy by 2027. As rightly focused by the Honourable Chief Minister, Uttar Pradesh’s advantages include fertile land, young population, religious tourism, and MSMEs. And look at the size of MSMEs. 

    Some countries in the world may not have that population. As you have a number of units, the massive focus on infrastructure, one has to see to believe it. It’s easier to say that yes, six new expressways are being added. 

    It takes time, planning, execution, and funds. This is happening. All this has a Yogi multiplier, Yogi effect, Yogi impact. 

    Noida contributes 10% of U.P. GDP, I’m told, is crucial for economic growth in the industrial base, IT sector, and upcoming projects like Jewar Airport and Film City. But this city has emerged as one of the leading habitations at a global level. The kind of talent that is there in Noida, I know for sure, I come from the legal profession. 

    It’s becoming a favourite destination. Uttar Pradesh, no longer a sleeping giant, no longer a state with a promise. It’s a state in action with its vast resources, burgeoning population, and strategic location. It’s a growth engine in itself, and tied to the larger growth engine of the nation to take the nation forward. 

    I am particularly impressed by the inclusive growth in the country under Prime Minister Modi’s vision. He believes in a plateau kind of a growth. Everyone has to rise in every sector, every social element. U.P. is in line with it. 

    The trade show focuses on a great opportunity for everyone for boosting MSMEs, promoting geographical indications, and GI products. It was with utmost reluctance that I moved fast. Otherwise, one geographical indicator was good enough to take a few hours. Because it has enormous potential of opportunities. What I saw today was not an exhibition. I saw a basket of opportunities for all. 

    This event, friends, aligns with Prime Minister Modi’s vision of an Atma Nirbhar Bharat and embraces the motto, local to global. 

    India’s progress is evident in various sectors. But this is the right epicentre to take it to the next level, local to global. First it was vocal for local, now local to global. 

    I wouldn’t take long, but India is on the rise as never before. The rise is unstoppable. If I quickly take you, metro services have expanded from five cities to 23. 

    We have the world’s second largest metro network. The number of cities with airports has doubled from 70 to 140. India is now the largest connected nation globally with over 800 million broadband users. Digital technologies have enabled initiatives like housing for 170 million, health coverage for 60 million, and loans for 58 million small businesses annually. India records the highest digital financial transactions globally with 13 billion transactions per month. The country boasts the world’s third largest startup ecosystem with 107 unicorns and the third largest purchasing power in the world. 

    The semiconductor industry, which is very critical. It was here that the beginning was made by the Honourable Prime Minister. It is poised by 2026 to surpass 55 billion. I have no doubt this century belongs to Bharat. This century rightly belongs to Bharat. And that being the situation, let us all get together, ladies and gentlemen, because along with Bharat, we are witnessing a new dawn of Uttar Pradesh, a future where the nation stands tall as a global leader in trade, innovation, and cultural heritage. Chief Minister Yogi Adityanath has painstakingly brought about 360 degree improvement. Not easy. I feel tasked. He brought it about in law and order, in development, in cultural revolution, in giving skill to the people, and in bringing happiness to the people. The vision of Prime Minister Modi and passion of Chief Minister Yogi Adityanath are in synergy, preparing this transformation towards the grand mission of a Viksit Bharat by 2047. I have no doubt that this trade show will be a beacon of opportunity, collaboration, and success in our journey ahead. 

    And friends, I conclude by an appeal. एक बहुत बड़ा महायज्ञ भारत में हो रहा है, यह महायज्ञ विकसित भारत के लिए हो रहा है। यह महायज्ञ की पूर्ण आहुति आजादी की शताब्दी का जब महोत्सव होगा तब होगी। इसमें हर किसी को आहुति देनी है और आहुति देने के लिए संकल्प की आवश्यकता है की हम भारतीय हैं, भारतीयता हमारी पहचान है, राष्ट्रवाद हमारा धर्म है। We can never put self or political interest over nationalism.

    Bern, 25.09.2024 – The DDPS and the municipalities around the Payerne Air Base have been in discussions for some time about the economic development of the airfield and the noise pollution that will be caused by the new F-35A fighter jet. An agreement was reached on the reference values for the further procedure during a meeting attended by the President of the Swiss Confederation Viola Amherd, the municipalities concerned, the Regional Community of Broye (COREB) and the Association for the Protection of the Interests of the Municipalities Bordering the Airfield (ASIC). The calculations of the exposure to noise pollution take into account 4,200 take-offs and landings, and no training flights with F-35As will take place on Monday morning and Friday afternoon. The DDPS is setting up two working groups: one with a view to creating a training centre for aeronautical maintenance professions and the other to identify possibilities for developing and establishing jobs in the region. By withdrawing their preventive opposition, the municipalities are allowing the construction of the F-35A training centre for pilots and ground staff, which should offer around forty additional jobs in Payerne.

    In February 2022, the DDPS informed the municipalities around the Payerne Air Base of the results of the noise measurements carried out during the evaluation of the new combat aircraft and presented them with the calculations in December 2023. It then launched a coordination process to prepare the adaptation of the military sector plan. In this context, the stakeholders are discussing, among other things, the noise calculations and the air base regulations. For the calculations, the stakeholders agreed on a basis of 4,200 take-offs and landings. This represents around half of the current air movements and corresponds to the forecasts for the actual flight service contained in the summary report on noise measurements of February 2022. Annual fluctuations in actual air movements are not to be taken into account. By reducing the number of air movements, the Air Force will concentrate the flight service of the combat aircraft over time. No regular training with F-35As will take place on Monday mornings and Friday afternoons. The noise pollution register and regulations will be drawn up on the basis of these values and harmonised with the municipalities. In this regard, the DDPS will continue to examine and implement noise pollution reduction measures where possible.

    For the region, it is important that the continued development of Payerne as the main air base of the Air Force generates economic benefits for the region. This is why several discussions have taken place with a view to the establishment of jobs and the economic development of the aerodrome.

    Exchange of the President of the Confederation with the municipalities and the COREB

    At the beginning of September, Viola Amherd, head of the DDPS and president of the Confederation, met with representatives of the municipalities, the Regional Community of Broye (COREB) and the Association for the Protection of the Interests of the Broye Municipalities Affected by the Payerne Military Airfield (ASIC). In this context, the DDPS and the region agreed on two principles.

    Payerne, as a major military airfield with increasing civilian use, is to host a training centre for aircraft maintenance professions. This intention is to be implemented by a working group led by the DDPS and the Regional Community of Broye (COREB). This group is to bring together the relevant departments of the Confederation, the cantons of Fribourg and Vaud, RUAG and swiss aeropole. It will be set up in the coming weeks and will specify the procedure to follow. A second working group is to identify possibilities for developing and establishing jobs on the Payerne site. This group will be led by the DDPS and will be set up by the end of 2024. It is to involve in particular armasuisse, the Air Force, the cantons of Fribourg and Vaud, COREB, swiss aeropole and EPFL.

    New training centre with 40 additional jobs

    In autumn 2023, the DDPS put the building permit application for an F-35A training centre with a flight simulator and training facility for ground personnel under investigation. The Regional Community of Broye (COREB), the Association for the Protection of the Interests of Broye Municipalities Affected by the Payerne Military Airfield (ASIC) and 14 municipalities had filed preventive oppositions.

    Following the agreement reached, the municipalities withdrew their objections or confirmed their intention to do so. They allow the start of preparatory work for the construction of the training centre, after the formal approval of the building permit application in October. The buildings should be operational from mid-2028.

    Around forty jobs will be created for the training centre, which will allow pilots to carry out their training flights on simulators and ground personnel from all Air Forces to carry out their basic training.

    Construction measures for the F-35A

    A large part of the real estate infrastructure of the Payerne, Meiringen and Emmen air bases can be reused for the deployment of the F-35A, as its dimensions are similar to those of the F/A-18. Adaptations are necessary in terms of training infrastructure, technical facilities and security arrangements. For the construction measures, Parliament approved a commitment credit of CHF 120 million as part of the 2022 Armed Forces Message.

    The concepts and planning for the adaptation of the infrastructure to the F-35A have been prepared and verified in detail over the past twelve months in collaboration with the U.S. government’s F-35 project office, the F-35 Lightning II Joint Program Office, and manufacturers Lockheed Martin and Pratt.

  • MIL-OSI USA: IAM Local 774 Members at Textron Aviation Remain On Strike; Ready to Bargain Fair Contract

    WICHITA, Kan., Sept. 24, 2024 — Nearly 5,000 International Association of Machinists and Aerospace Workers (IAM) Local 774 (District 70) members at Textron Aviation in Wichita remain on strike after the expiration of the current agreement on Monday, Sept. 23. IAM 774 members overwhelmingly rejected the company’s latest contract offer and voted to strike.

    IAM Local 774 members have been in negotiations with Textron Aviation for months. While both sides remain in contact, mediators have been contacted, and talks could potentially resume next week.

    Key sticking points in the negotiations include:

    1. Wages: IAM Local 774 members seek raises to keep pace with inflation and reflect their vital role in Textron’s success.
    2. Healthcare: IAM Local 774 members want affordable and comprehensive healthcare coverage for themselves and their families.

    WASHINGTON—In an interview this morning with Harris Faulkner on Fox News Channel, U.S. Senator Dan Sullivan (R-Alaska), the Republican Senate representative to the 79th United Nations General Assembly (UNGA) in New York, condemned the misguided foreign policy priorities highlighted in President Biden’s final speech to the UN on Tuesday. In a Wall Street Journal op-ed last weekend, Sen. Sullivan urged President Biden to use the speech as an opportunity to course correct on the administration’s failed appeasement policies toward Iran, which have emboldened the terrorist regime and its proxies and spread chaos throughout the world.

We just saw the last speech by the sitting president, and it was not strong considering the breaking news right now. There is a war now across that line between Lebanon and Israel. If this is what we get under President Biden, what in the world would we get under Vice President Kamala Harris if she wins the White House?

    SENATOR SULLIVAN: It’s such an important question. You just saw the speech, right? Biden mentions climate change six times and Iran twice. If that’s not indicative of this administration’s priorities—Biden-Harris—I don’t know what is. What we’ve seen is chaos throughout the world. This is his last foreign policy speech. I think Americans and people around the world need to ask this question: Is America and our allies safer today than we was four years ago? The answer is absolutely not.     SULLIVAN: Trump-Era Sanctions Against Iran are the Most Effective Tools in Re-Establishing Deterrence

    FAULKNER: All right. I want to get to two things. First of all, Major General Ryder told us yesterday, and then filled in the blanks a little bit, saying, “Well, it’s a small number that they’re sending to the Middle East to shore up the 40,000 who are there.” Well, that’s anything less than 40,000. What is happening—you’re on Armed Services—what is happening that you can tell us that’s next for the United States in that region? And keeping in mind we have to back Israel.

    SULLIVAN: We 100 percent have to back Israel. One of the things that’s been so frustrating with this administration is that some of the most effective tools that we have in terms of backing Israel and in re-establishing deterrence with regard to Iran, aren’t necessarily military tools. Let me give you the best example. The Trump administration undertook maximum sanctions against the Iranian oil and gas industry.

    By the end of the Trump administration, Iran’s economy was in free-fall. They were exporting only about 200,000 barrels a day. They had about $4 billion in foreign reserves, which was nothing. The Biden-Harris administration comes in, day one, they stop enforcing these sanctions. What does that do? Iran is exporting almost 3 million barrels a day, has close to $100 billion in foreign reserves. What are they doing with that? They’re funding and equipping and training Hezbollah, the Houthis, Hamas.

    So a lot of this appeasement has been just reversing what the Trump administration did so well and you’re seeing the chaos all over the Middle East. Biden and Harris should at least reimpose these sanctions.

    SULLIVAN: Russian-Chinese Incursions into Alaska are a Sign of Weakness of Biden-Harris Administration

    FAULKNER: You broke some news with me in the hallway as we were coming to set. I want to just take a moment. Russia. We cannot take our eyes off Russia. You said a fourth incursion. What’s happening in Alaska?

    SULLIVAN: It’s actually 5. In the last two weeks, we’ve had five Russian bear bomber incursions into our ADIZ—our airspace. Our great men and women in the military have gone up and intercepted these aircraft. By the way, Harris, just about a month and a half ago, we had a joint Russian Chinese bear bomber incursion into the Alaska airspace. Strategic bombers with fighters. We had to go turn them around.

    But, again, this is showing the weakness of the Biden-Harris administration. This level of aggressiveness from the two biggest adversaries in my part of the world, Alaska, the Arctic, the North Pacific, is unprecedented. They’ve never done these kind of joint patrols. They’re doing it with regard to the Navy too in Alaska waters. We have a lot going on in terms of aggressiveness of our adversaries. The best way to address that is to regrow our military. This administration won’t do that.

    Good afternoon.

    Earlier today, the Department of Justice sued Visa for violating Sections 1 and 2 of the Sherman Antitrust Act.

    We allege Visa is a monopolist in the debit transaction markets that is violating federal antitrust law and inflicting often hidden, but significant, harm on American consumers and businesses.

    Visa operates the largest debit network in the United States.

    A debit network facilitates the electronic transfer of funds directly from a consumer’s bank account to the merchant’s bank account in a retail transaction. Millions of Americans prefer to use debit transactions, which are often the primary option for lower income consumers without a credit card.

    In the United States, over $4 trillion of debit card transactions take place every year. Over 60% of those transactions, and over 70% of all online debit transactions, are routed through Visa’s electronic payment network.

    According to Visa’s own calculations, it is insulated from competition for 75 to 80% of debit transactions initiated with a Visa branded debit card.

    We allege that, to maintain this monopoly power, Visa deploys a web of unlawful, anticompetitive agreements to penalize merchants and banks for using competing payment networks.  

    At the same time, it coerces would-be market entrants into unlawful agreements not to compete by threatening high fees if they do not cooperate and promising big payoffs if they do.

    The result is a debit market where Visa has unlawfully amassed the power to extract fees that far exceed what it could charge in a competitive market.

    Merchants and banks pass along those costs to consumers, either by raising prices or reducing quality or service. As a result, Visa’s unlawful conduct affects not just the price of one thing — but the price of nearly everything.

    When a bank issues a debit card, it chooses which electronic payment networks will be authorized to process the card’s transactions.

    When a debit card holder uses that card to buy something from a merchant, the merchant — or, for a smaller merchant, its bank — must choose which of the issuer’s accepted networks it will use to process the transaction.

    We allege that Visa has virtually eliminated that choice.

    It has done so, not by offering the most competitive rates or the most innovative product, but by unlawfully structuring its contracts to disincentivize merchants and banks from doing business using competitor electronic payment networks.

    Visa knows it is a “must carry” network for banks and merchants alike. That means all merchants and banks must contract with Visa because certain purchases using a Visa debit card can only be completed through its network.

    Visa uses that leverage to get banks and merchants to agree to what are known as “volume requirements.” These provisions require banks and merchants to direct a large amount of their transactions to Visa or else face higher fees.

    As a result, when merchants weigh the decision of which electronic payment network to use for a given transaction, they cannot choose the authorized network with the lowest price or best offering for that transaction. Instead, they operate under the threat that, if they do not process enough of their payments through Visa, they will face exorbitant fees on all Visa debit transactions.

    Today, Visa collects more than $7 billion each year in network fees on U.S. debit transactions, with a significant part of that sum resulting from Visa’s illegal conduct.

    In addition to entering into anticompetitive contracts for use of its network, we allege that Visa unlawfully uses its monopoly power to discourage potential rivals — particularly technology companies — from competing in the debit transaction market. In a Visa executive’s own words, it views potential entrants with deep merchant consumer networks as an “existential threat” to its debit business.

    As outlined in our complaint, Visa has expressed fear that its self-described “frenemies” in Big Tech would launch technology that competes with Visa by enabling payment directly from consumers’ bank accounts.

    For example, in the case of Square, the company that operates the digital wallet known as CashApp, Visa has entered into a series of contracts that discourage Square from competing aggressively against Visa. Or as a Visa executive stated, “we’ve got Square on a short leash.”

    Entering into contracts with would-be competitors to prevent them from becoming actual competitors is an unlawful agreement not to compete that violates Section 1 of the Sherman Antitrust Act. And leveraging monopoly power to limit competitors’ ability to gain market share violates Section 2 of that Act.

    I am grateful to the Department’s Antitrust Division for their excellent work on this case over the past three years.

    That includes the leaders of the Division who are standing behind me, as well as the dedicated career attorneys and staff who work tirelessly to protect consumers and ensure competitive markets.

    Today’s lawsuit against Visa is only the latest example of the Justice Department’s work to enforce the antitrust laws and hold accountable companies that undermine competition and harm the American people.

    In some of the Justice Department’s antitrust enforcement actions, the harm caused by the alleged illegal conduct is more visible — higher prices for air travel, for concert tickets, for smartphones.

    The harmful effects of Visa’s alleged anticompetitive conduct are less visible. But they are no less harmful.

    While “Visa” is the first name many debit card users see when they take out their card to make a purchase, they do not see the role that Visa plays behind the scenes. There, it controls a complex network of merchants, financial institutions, and consumers.

    What the Justice Department sees — and what we allege in this lawsuit — is that Visa is a monopolist that is distorting the marketplace for debit transactions.

    It is unlawfully blocking competition. It is depriving American banks, merchants, and consumers of lower costs and product innovation. It is charging a hidden toll on each of trillions of transactions, adding up to billions of dollars of fees imposed annually on American consumers and businesses.

    “Mr. President, I have come to the Floor to speak to the nomination of Dr. Mike Sfraga, an Alaskan, to be our nation’s very first Ambassador-at-Large for Arctic Affairs. 

    As the person who recommended Dr. Sfraga, I’ve come to the Floor to reiterate my strong support for his nomination, and to urge the Senate to ensure we are no longer the only Arctic nation that does not have an Arctic ambassador. 

    I want to speak to two specific considerations: why we need to focus on the Arctic, and why Dr. Sfraga is the right person for this important role. 

    First, the Arctic.  I won’t detail the entire history; I would just ask you to think about the past couple months alone. 

    On July 24, Russian and Chinese bombers flew a joint patrol for the first time off the coast of Alaska.  While the Russians regularly fly into our Air Defense Identification Zone, our “ADIZ” – I don’t ever recall hearing of the Chinese flying into the area, let alone on a joint mission.

    The day after Russia and China’s joint exercise, I would have told you that this escalation was the most disturbing thing we’d see this year.  But unfortunately, our adversaries quickly found a way to top that – upping the ante even further.

    On September 10, Russia began its massive, weeklong, worldwide Ocean-24 exercise with hundreds of warships, more than a hundred aircraft, and nearly 100,000 troops.  The exercise, the largest since the fall of the Soviet Union, also saw Chinese participation.  Between its start and end, NORAD and the Air Forces stationed in Alaska detected, tracked, and intercepted four different Russian incursions into the Alaska ADIZ. 

    In previous years, we’ve come to expect six or seven incursions a year.  So think about that: in just five days, our air defenses were tested almost as much as they tend to be tested in any given year.  We are now way ahead on publicly-reported intercepts this year—up to 10, with three months left.

    There has also been an unprecedented level of naval activity off the coast of Alaska.  During that same Russian exercise, the U.S. Coast Guard detected four Russian naval vessels 50 miles to the northwest of Point Hope in Alaska.  The vessels moved to avoid sea ice in the area during their exercise—which is accepted under international law–but that brought them 50 miles into the U.S. Exclusive Economic Zone.

    Hearing that, I can’t help but think back to when Russian warships chased Alaska fishermen out of an area within our EEZ back in August 2020.  And these are hardly isolated incidents.  Last August, the Coast Guard detected and shadowed a Russian intelligence ship operating off the Aleutians.  This past July, the Coast Guard detected and shadowed a Chinese Surface Action Group within our EEZ in the Bering Sea.

    I could also remind the Senate of the Chinese surveillance balloons that transited above Alaska and the Arctic last year. 

    I could remind the Senate of a lot more events and incidents that warrant greater attention, policy, and resources for the Arctic.  

    What I hope we can agree is that this an unprecedented time for the region.  Normally we think of the Arctic as “High North, Low Tension.”  But right now, it’s “High North, Rising Tension.”  And one thing that is absolutely missing is a Senate-confirmed diplomat, who will spend his or her time focused on Arctic issues, working with our allies, and engaging our adversaries. 

    The United States is alone in having inadequate diplomatic representation in the Arctic.  It’s not that no one at State Department is thinking about the region; it’s that no one, at a high level, is specifically tasked with and responsible for and empowered to lead the way. 

    So, we need an Arctic Ambassador.  When we established this position in August 2022, I hoped it would mark a more serious effort to lead and maintain a rules-based order in the region.  But it’s been two years, and only now are we able to confirm a highly capable, well-qualified individual to actually do that work. 

    Which brings me to Dr. Sfraga.  He was nominated in February 2023.  His nomination was favorably reported by the Foreign Relations Committee in March 2024.  And today, we have the chance to confirm him. 

    I would contend that there is no one better suited to be the first person in this role than Dr. Sfraga.  For all of the questions that some have raised about him, I would argue that we know exactly what we are getting. 

    Dr. Sfraga has dedicated himself to a career of service to the Arctic and our nation. 

    He is an accomplished geographer, researcher, and teacher, with a PhD from the University of Alaska.

    He helped establish the University of the Arctic, and co-created and co-led the State Department’s Fulbright Arctic Initiative. 

    He established the Polar Institute at the Wilson Center, which has become the “Arctic Public Square” for high-level conversations about the Far North. 

    And, he Chairs the U.S. Arctic Research Commission, which advises Congress and the President on international Arctic research.

    Dr. Sfraga has decades of experience, deep expertise, and strong relationships with Arctic leaders.  Our allies support him, our Arctic partners support him, Alaskans support him, and I support him.  He is clear-eyed about the strategic realities of the Arctic and the intentions of our adversaries.  He understands how to position the United States to lead in the Arctic and to protect our national security interests.  His vast experience means he knows how to handle Russia and China – across the interagency process and with allies and partners – through a position of strength.

    Some have argued that Dr. Sfraga’s past interactions with regional players disqualify him from serving in this role.  But remember: he’s an Alaskan.  We share a maritime border with Russia.  We used to have regular nonstop air service to Russia.  That’s our part of the world, and when relations were better, it wasn’t uncommon for Alaskans to visit and work with and know people who lived there.

    Dr. Sfraga has been criticized for attending international forums, but remember: he was hardly the only American or U.S. government official in attendance at these events.  He’s just the only one being criticized for it, even though his participation helped give us a voice at those events.

    I also find it fascinating that some have criticized Dr. Sfraga’s past language as advocating for a “competition-free” Arctic.  I can tell you: that is how we spoke about the region for a long time.  We strived to establish a rules-based order that would protect our people and maintain low tensions.  Even former President Trump called for a “competition-free” Arctic.

    The criticisms that Dr. Sfraga has faced are a great way to ensure that the United States never has an Arctic ambassador – or that we ultimately confirm an individual who has never been there, knows little about it, and won’t do anything to protect or advance our strategic interests. 

    To me, that would be a loss.  The Arctic is no longer an isolated, distant region.  It is a place of strategic importance, economic potential, and growing competition.  The United States must be prepared to lead – and that starts with representation.  Personnel is policy, and Dr. Sfraga is ready to take on this important role. 

    I urge the Senate to see through the attacks on Dr. Sfraga.  There is nothing in his past or in his file that is disqualifying.  We know exactly what we are getting; he has been a public figure, sharing his views of the Arctic, for years. 

    I thank those who have already offered their support for Dr. Sfraga, and would encourage the rest of my colleagues to be happy that we aren’t confirming yet another judge—but instead, a qualified Alaskan who can lead on Arctic matters from day one, at a time when that matters more than it has in decades. 

    I urge all of my colleagues to join me in voting yes to confirm Dr. Sfraga and yield the Floor.”

    Background: Senator Murkowski is an internationally recognized leader on Arctic issues and is dedicated to strengthening America’s position as an Arctic nation. In October 2021, she and Senator Angus King (I-ME) introduced the Arctic Diplomacy Act to establish an Assistant Secretary of State for Arctic Affairs.

    Following Senator Murkowski’s persistent advocacy, the State Department announced in August 2022 that “the President plans to elevate the Arctic Coordinator position by appointing an Ambassador-at-Large for the Arctic Region, subject to the advice and consent of the Senate. The Ambassador-at-Large for the Arctic Region will advance U.S. policy in the Arctic, engage with counterparts in Arctic and non-Arctic nations as well as Indigenous groups, and work closely with domestic stakeholders, including state, local, and Tribal governments, businesses, academic institutions, non-profit organizations, other federal government agencies and Congress.”

    “Dr. Michael Sfraga was the founding director of the Polar Institute and served as the director of the Global Risk and Resilience Program at the Woodrow Wilson International Center for Scholars in Washington, DC. He currently serves as chair and distinguished fellow in the Polar Institute, where his scholarship and public speaking focus on Arctic policy.

    “An Alaskan and a geographer by training, his work focuses on the changing geography of the Arctic and Antarctic landscapes, Arctic policy, and the impacts and implications of a changing climate on political, social, economic, environmental, and security regimes in the Arctic.

    “Sfraga served as distinguished co-lead scholar for the U.S. Department of State’s inaugural Fulbright Arctic Initiative from 2015 to 2017, a complementary program to the U.S. Chairmanship of the Arctic Council; he held the same position from 2017 to 2019.     British nationals should leave Lebanon immediately, Ministers have warned, as the Government bolsters its presence in the region.

    British nationals should leave Lebanon immediately, Ministers have warned, as the Government bolsters its presence in the region.

    Around 700 UK troops will move to Cyprus in the coming hours, as the Government continues to prepare its contingency plans following significant escalation between Israel and Lebanon in recent days.

    The military teams will be supported by Border Force and FCDO officials.

    The Government continues to advise against all travel to Lebanon, as the situation continues to deteriorate rapidly, with devastating consequences.

    Defence Secretary, John Healey MP said:

    Events in the past hours and days have demonstrated how volatile this situation is, which is why our message is clear, British nationals should leave now.

    We continue to urge all sides to step back from conflict to prevent further tragic loss of life. Our government is ensuring all preparations are in place to support British Nationals should the situation deteriorate. I want to thank the British personnel who are deploying in the region for their commitment and professionalism.

    The UK already has a significant diplomatic and military footprint in the region, including RAF Akrotiri in Cyprus and Royal Navy ships RFA Mounts Bay and HMS Duncan, which have remained in the eastern Mediterranean to support British nationals and allies over the summer.

    The Royal Air Force also have aircraft and transport helicopters on standby to provide support if necessary.

    The call comes after the Defence Secretary held a meeting with Ministers, intelligence chiefs and diplomats on Tuesday afternoon to test government planning.

  • MIL-OSI New Zealand: Biosecurity New Zealand prepares for school holidays

    Biosecurity New Zealand is gearing up for the September school holidays, with international passenger arrivals expected to be higher than last year.

    Passenger arrivals at Auckland Airport are predicted to be 2% higher than in 2023, which saw 217,195 air passengers pass through biosecurity checks, says Biosecurity New Zealand commissioner Mike Inglis.

    “We’re continuing to recruit more frontline border officers and so far this year, 70 new trainees have been recruited, including 51 in Auckland.

    “Nationwide, our officers screened 474,272 passengers in August, up from 459,122 in the same month last year. Officers also seized 7,536 risk items in August and issued 610 infringement notices to passengers who failed to declare items.

    “Our role is to ensure biosecurity threats such as the exotic fruit fly and brown marmorated stink bug do not cross our borders,” says Mr Inglis.

    “These and other pests and diseases could have a devastating impact on New Zealand’s $54 billion primary sector.”

    The top 3 seizures in August were fresh produce, meat products and used equipment, while unusual finds included dried cow dung patties and a large haul of giant clams.

    Mr Inglis says there has been a steady increase in passenger numbers since COVID-19 travel restrictions eased and Biosecurity New Zealand continues to improve passenger flows at international airports while maintaining strict biosecurity controls.

    Last year, a new risk assessment process was introduced for passengers arriving at Auckland Airport with nothing to declare. The process uses declaration information to assess risk before passengers collect their baggage. Low-risk passengers are directed to an express exit lane, where they are screened by detector dogs.

    “This initiative has reduced the average biosecurity processing time at Auckland Airport to around 5 minutes, down from a peak of 13.16 minutes in February 2023.”

    Biosecurity New Zealand is looking to risk assess more passengers before they collect their baggage rather than after.

    Mr Inglis says trials at international airports across the country shows this reduces screening times.

    He says the quickest way to pass through biosecurity screening is to avoid bringing food or other items that could pose a biosecurity risk.

    Infrastructure law funding to support planning, community engagement, and installation of EV chargers in underserved Philadelphia neighborhoods, EV charging hub at Philadelphia Airport; EV charger installation project to create jobs

    Washington, D.C. – Today, U.S. Senators Bob Casey (D-PA) and John Fetterman (D-PA), U.S. Representatives Dwight Evans (D-PA 3), and Mary Gay Scanlon (D-PA-5) and Philadelphia Mayor Cherelle L. Parker announced a total of $8,984,800 in funding to bring electric vehicle (EV) chargers to underserved neighborhoods in Philadelphia and to the Philadelphia International Airport (PHL). The funding is from the Charging and Fueling Infrastructure Grant Program, made possible by the infrastructure law. Thanks to this funding, Philadelphia can expand access to EV charging to low-and middle-income communities and the Philadelphia International Airport can build an EV charging hub to serve passengers and employees.

    “As electric vehicles become more popular and lower fuel costs for families, it is critical that all Philadelphians can access reliable charging,” said Senator Casey. “Pennsylvania was among the first states in the Nation to begin building out a statewide network of charging stations with infrastructure law funds and now this grant will help more Philadelphians charge up.     The Charging and Fueling Infrastructure Grant Program, awarded by the U.S. Department of Transportation (DOT), was made possible by the Infrastructure Investment and Jobs Act (IIJA). This grant program supports the installation of public EV charging infrastructure and other alternative fueling infrastructure. Additionally, IIJA passed with provisions to make EV charging more accessible nationwide through the National Electric Vehicle Infrastructure (NEVI) formula program. The Pennsylvania Department of Transportation (PennDOT) has announced 91 total EV charging projects, across 43 counties in the Commonwealth. Thanks to today’s funding, the City of Philadelphia can plan for and install EV chargers at the Philadelphia International Airport and at places across the city, particularly in neighborhoods with multifamily housing and in low-and-middle-income communities. These planned EV chargers are set to be accessible to the community, with some located at recreation centers near public transportation.

  • MIL-OSI Economics: Slower Inflation, Higher Investment and Consumption to Support Philippine Growth through 2024, 2025 — ADB

    MANILA, PHILIPPINES (25 September 2024) — Moderating inflation, monetary easing, and sustained public spending particularly on major infrastructure projects, will support Philippine economic growth this year and the next, according to a report released by the Asian Development Bank (ADB) today.

    In its Asian Development Outlook (ADO) September 2024 report, ADB maintained its growth forecast for the Philippine economy at 6.0% for 2024 and 6.2% in 2025. The expansion in gross domestic product (GDP) will be driven by broad-based domestic demand, supported by lower inflation and interest rates, the report said.

    ADB lowered its inflation forecast to 3.6% in 2024 from its April estimate of 3.8%, reflecting the sustained deceleration in food prices partly due to lower tariffs on rice imports. Inflation is expected to ease further to 3.2% in 2025 compared to the previous estimate of 3.4%.

    “Most of the ingredients for the Philippines’ sustained economic growth are in place—rising government revenues are boosting public expenditures on infrastructure and social services, increasing employment is driving consumption, and reforms to open the economy to more investments are underway. With inflation slowing, the country is in a strong position to lead growth in Southeast Asia,” said ADB Philippines Country Director Pavit Ramachandran.

    However, risks remain from potential severe weather events which could drive inflation higher. External factors such as a sharper slowdown in major advanced economies and the People’s Republic of China, financial volatility due to US monetary policy decisions, geopolitical tensions, and rising global commodity prices also pose threats to growth, the report said.

    The Philippine government expects public infrastructure spending to range between 5.0%–6.0% of GDP annually from 2024 to 2028, after hitting 5.8% of GDP in 2023. The government’s “Build Better More” infrastructure program includes 66 ongoing projects and another 31 approved for implementation as of August 2024.

    The infrastructure program aims to enhance physical connectivity through railways, bridges, and airports, or strengthen water management through irrigation, water supply, and flood control. Climate change mitigation and adaptation, digital connectivity, energy, and agriculture projects, are also prioritized under this program.

    ADB is financing key infrastructure projects, such as the Malolos Clark Railway Project and the South Commuter Railway Project which will link Metro Manila to northern and southern provinces in the Luzon region. It is also supporting the Bataan-Cavite Interlink Bridge Project, and the Integrated Flood Resilience and Adaptation Project which aims to enhance flood and climate change resilience in three major river basins in the country.

    • Sydney Airport is expecting 2.5 million passengers during the three-week September school holiday peak, seven per cent more than the same period in 2023
    • Forecast includes 1.5 million Domestic and 1 million International passengers
    • Upgrades to security screening progressing at main screening points

    Sydney Airport is preparing for a bumper September school holidays with 2.5 million passengers forecast to travel through the terminals from Monday 23 September 2024 to Sunday 13 October 2024.

    The forecast anticipates almost 200,000 more passengers than the equivalent period during the 2023 September school holidays, with a total of 1 million passengers expected to pass through the T1 International terminal during the holidays, an 11 per cent increase on 2023, and a total of 1.5 million domestic passengers forecast to pass through the T2 and T3 Domestic terminals, a five per cent increase on 2023.

    The busiest day for domestic travel is set to be Friday 27 September, with more than 80,000 passengers expected, while Saturday 28 September is forecast to be the busiest day for travel at International with 52,000 passengers set to travel through the airport.

    Following a strong performance in Q2, when 100 per cent of passengers passed through security in less than 10 minutes, Sydney Airport is committed to providing another smooth and secure experience for all passengers during what is traditionally a busy period.

    Passengers are encouraged to plan ahead and leave themselves plenty of time for their journey to the airport, with domestic passengers advised to arrive one hour prior to departure if they only have hand-luggage, and two hours prior if they’re checking-in bags.

    Passengers travelling via the International terminal should arrive three hours prior to departure unless their airlines say otherwise.

    During the holiday period there will be increased staff on hand to assist passengers, and taxis and other vehicles may be directed to drop passengers off on the arrivals level at the T2 and T3 Domestic terminals during peak times. Passengers are also encouraged to check Sydney Airport’s website for live security wait times and flight status updates.

    Passengers planning to park at the terminals are advised to book parking to guarantee a spot and get the best deal, as well as familiarising themselves with the new roads leading into the airport via the recently opened Sydney Gateway, which more than half a million motorists have successfully used since its opening on 1 September.

    Scott Charlton, Sydney Airport CEO, said: “The September school holidays will be a busy time at the airport and our operational teams are fully prepared to make sure everyone has a smooth and enjoyable experience.

    “We’re encouraging passengers to plan ahead and leave plenty of time to get to the airport and for those heading in from the western suburbs to jump on our website and familiarise themselves with the new Sydney Gateway motorway.

    “We’re excited to welcome families and passengers during this time of year and are committed to making their journeys as seamless as possible.”

    Advancing Security Measures

    Sydney Airport is making strides in its implementation of the Government’s mandated airport security upgrades. This includes the installation of next-generation screening systems and improvements to terminal layouts to improve passenger flow and efficiency.

    With the implementation of ongoing security upgrades, passengers should be aware of the following protocols at each terminal:

    • T1 – Some security lanes will require liquids and aerosols to be removed from hand luggage. Passengers are advised to follow the instructions of security staff.
    • T2 – laptops and aerosols will be required to be removed from hand luggage.
    • T3 – laptops and aerosols are not required to be removed from hand luggage.

    To assist passengers during this period, Sydney Airport recommends the following:

    WASHINGTON, D.C. – Today, Senator Thom Tillis applauded a $290 millioncommitment from the Federal Aviation Administration (FAA) to fund the Fourth Parallel Runway project at the Charlotte Douglas International (CLT) Airport. 
    “This investment will not only enhance Charlotte Douglas International Airport’s capacity to meet future air traffic demand but also will provide a better experience for both pilots and passengers,” said Senator Tillis. “I am proud to have worked with airport officials and local leaders to secure this critical funding to expand the airport, allowing them to meet growing passenger needs.” 
    The 10,000-foot-long by 150-foot-wide runway, is positioned west of Runway 18C/36C. The construction also includes north and south end-around taxiways, which will allow aircraft arriving on the existing western runway to bypass the new runway and the center runway. This enhancement will notably reduce aircraft operating time, fuel consumption, and emissions, while also decreasing long wait times for passengers. CLT has the highest share of connecting passengers at any airport in the U.S.

  • MIL-OSI New Zealand: Hawksbill turtle beached on Aotea, brought to Auckland Zoo

    Locals Karen Lombard and Fraser Munroe came across the live sea turtle yesterday and alerted DOC staff member Sarah Dwyer, who sprang into action for the protected species.

    “Sea turtles forage around New Zealand but do not nest here. We hear about sightings in the water every summer around Aotea, but their presence on land is normally an indication of poor health. That’s why we don’t try to refloat turtles, but instead take them into care for a medical assessment.

    “A huge thank you to Karen and Fraser for their quick response and transporting the turtle to us at the airport. We ensured it was dry, to avoid any further heat loss, and comfortable in a crate. We got it on the first flight to Auckland mainland and into the expert care of Auckland Zoo’s veterinary team,” says Sarah.

    “While this hawksbill has no external injuries, it is extremely underweight and remains in a critical condition, so its future remains uncertain,” says Auckland Zoo vet, Dr Adam Naylor.

    “We are administering supportive treatments, such as intravenous fluids, and given its low body temperature, slowly and very carefully increasing the water temperature of its tank to the preferred optimal temperature range for this species.”

    Rodney Ngawaka, a kaumatua of Ngāti Rehua-Ngātiwai ki Aotea says spring brings in many species, but a turtle is unusual for Aotea.

    “We see tohorā (whales), whai repo (rays), manu (birds) all moving into these waters, Te Moananui ō Toi Te Huatahi, through the mauri of our currents and winds during this time of year. These invisible lines guide relationships that are thousands of years old, but it’s unusual to see a honu (turtle). It has possibly come into this beach from the water space of the Waitemata, Tīkapa Moana.

    “This taonga is a gift and it’s our responsibility to stay connected to its future.”

    Across the country in spring, DOC receives reports of sick marine animals that come ashore after losing condition over winter.

    On Aotea there have been two dead sea turtles found on the shores in the last five years: one hawksbill and one green turtle.

  • MIL-OSI China: Electric aircraft makes flight near Badaling Great Wall

    A two-seater electric aircraft completed its maiden flight on Monday at the Badaling Airport near the Great Wall, in northwest Beijing’s Yanqing District.

    The electric aircraft can be used to carry out general aviation flights and pilot training, and is available to the public for flight experiences, according to Wang Mingyang, an expert in general aviation innovation research with the Beijing Municipal Bureau of Economy and Information Technology.

    “Launching general aviation operation flight activities in Yanqing not only brings aviation equipment, but also gives a boost to low-altitude economic operation activities,” said Wang.

    The two-seater aircraft, RX1E-A, received its type certificate in October 2018 and its production certificate in April 2019, both issued by the Civil Aviation Administration of China, and has flown over 10,000 hours safely in northeast China’s Shenyang. It has a battery duration of 150 minutes and a maximum range of 240 km.

  • MIL-OSI Australia: Seeds planted for $16.7 million agriculture precinct

    The Albanese Government is continuing to invest in the nation’s future as an agritech powerhouse, investing $16.7 million into the Western Sydney University’s Agri Tech Precinct.

    Once complete, the precinct will be a world-leading hub of research, innovation, incubation and production, working to advance sustainable and resilient food systems.

    It will create new education pathways for future students as well as collaborative opportunities with other agricultural institutions.

    The approximately $30 million project is jointly funded with Western Sydney University, and is an election commitment being delivered under the Priority Community Infrastructure Program.

    Western Sydney University has estimated the construction phase will create 150 direct jobs and up to an additional 240 jobs in the precinct’s day-to-day operations.

    Delivered in two stages, the Commonwealth’s contribution is for stage 1 of the roughly 50-hectare precinct on the Hawkesbury campus. 

    Planning for the precinct is well underway with construction due to commence in April 2025, and stage 1 of the precinct expected to open to students from late 2025 with Stage 2 to follow.

    The need for import substitution has become one of the drivers for the development of Moscow production. Work in this direction was discussed by in his blog Sergei Sobyanin.

    More than 60 companies have become residents of the cluster since 2023. They develop high-tech solutions for the medical, space, oil and gas, food and other industries.

    More than two thousand people are employed in production. The enterprises’ revenues exceeded 11 billion rubles last year. They have access to support from the entire innovation ecosystem of the capital, including the “Academy of Innovators” – one of the most successful projects of the capital Department of Entrepreneurship and Innovative Development, which helps develop projects from an idea to a startup.

    Powerful controllers, efficient filters and software for pharmaceuticals

    The developments of the residents of the Lomonosov cluster successfully compete with both domestic and foreign analogues.

    For example, the company “Adaptto” produces controllers – electronic devices for controlling the electric drive of vehicles. Compact and functional devices are two to four times more powerful than similar imported devices. They are used in all types of electric transport (in land, air, water transport), as well as in industry (fans, elevators).

    The company plans to complete new developments in the near future. These include a three-in-one unit (controller, inverter, gearbox) for electric vehicles and hybrid power plants.

    “Pharmaceutical and microelectronic production requires a particularly clean air environment – there literally shouldn’t be a speck of dust in the room,” noted Sergei Sobyanin.

    Aerolife specialists have developed a fundamentally new type of filters. Innovative filters allow achieving the highest level of purification according to class U15. Air is purified by 99.9995 percent with a size of polluting particles greater than 0.1 micrometer. The products have no analogues in Russia, and imported ones are inferior in such characteristics as dust capacity and energy efficiency.

    Aerolife systems are used at microprocessor manufacturing plants in Zelenograd, in the development of new drugs at institutes of the Russian Academy of Sciences, in the production of vaccines at the N.F. Gamaleya National Research Center for Epidemiology and Microbiology (NRCEM), and at more than 20 pharmaceutical companies.

    Serial production of new filters has been launched in the Mosgormash technology park. This year, the company plans to triple its capacity.

    The Simurg computing platform, created by Simurgpharm, is the first drug development software in Russia. It can be used to analyze and predict preclinical and clinical data during drug planning and testing.

    The use of such mathematical models is a mandatory condition for registering new drugs. The platform is registered in the register of domestic software. It was tested jointly with specialists from the companies “Alpharma”, “Biocad” and others and is actively used in educational programs of the First Moscow State Medical University named after I.M. Sechenov and the Scientific and Technological University “Sirius”.

    Wireless communications, seismological equipment and protective coatings

    INWAVE (OOO Microwave Electronics) is a leading domestic manufacturer of control and measuring equipment, wireless communications and antenna systems. Wireless communications solutions include broadband access, radio relay and satellite communications.

    “The company’s technologies are successfully used in the development and production of various radio-electronic products, such as onboard equipment for space systems.     The Split company produces a hardware and software complex using SplitMultiSeis technology. The system helps to conduct high-quality seismic research on land and at sea. With the help of the complex, more than 100 projects have been implemented in the Arctic seas of Russia, the Black, Caspian, Baltic, Japanese seas, Onega and Ladoga lakes, Lake Baikal and others.

    OOO TSZP develops and implements technologies for surfacing and spraying multifunctional protective coatings from metals, ceramics and metal ceramics. Such coatings allow to extend the service life of products by three to four times, reduce the costs of major repairs by 30 percent and increase the interval between repairs of equipment, as well as provide a sufficient reserve of time for technical re-equipment of enterprises.

    “Innovative technologies for repair and strengthening of hot gas path elements of turbines from General Electric, Siemens, Ansaldo and others, which have successfully replaced foreign analogues, play a major role in import substitution. Over the past year alone, about 300 gas turbine parts have been restored for Moscow enterprises, and five research projects have been conducted to create import-substituting technologies,” wrote Sergei Sobyanin.

    The company’s customers include enterprises in the energy, oil, gas, oil refining, metallurgy, shipbuilding, aircraft manufacturing and other industries.

  • MIL-OSI USA: Joint Press Statement for the 25th Korea-U.S. Integrated Defense Dialogue

    The Republic of Korea (ROK) Ministry of National Defense (MND) and the U.S. Department of Defense (DoD) held the 25th Korea-U.S. Integrated Defense Dialogue (KIDD) from September23-24, 2024, in Seoul.

    Deputy Minister (DEPMIN) for National Defense Policy, Mr. Cho Chang Lae, led the ROK delegation. Deputy Assistant Secretary of Defense (DASD) for East Asia, Mr. Anka Lee, led the U.S. delegation. Key senior ROK and U.S. defense and foreign affairs officials also participated in the dialogue.

    Both sides had an in-depth discussion focusing on the three pillars of the “Defense Vision of the U.S.-ROK Alliance”: enhancing extended deterrence efforts against the Democratic People’s Republic of Korea (DPRK), modernizing Alliance capabilities based on science and technology cooperation, and strengthening solidarity and regional security cooperation with like-minded partners. They acknowledged the importance of faithfully implementing the Defense Vision to strengthen the U.S.-ROK Alliance, and reviewed implementation of specific tasks. In addition, the two sides noted progress to align U.S.-ROK bilateral defense mechanisms under the Security Consultative Meeting (SCM) to effectively and efficiently support strengthening the Alliance through the implementation of the Defense Vision, and pledged to continue assessing them.

    The two sides reaffirmed their common goal of the complete denuclearization of the DPRK, and concurred on the importance of the Alliance’s close coordination to maintain a vigilant combined defense posture. Both sides exchanged views on ever-changing DPRK threats, as well as its advancing nuclear and missile capabilities, which are destabilizing the Korean Peninsula and the region. Both sides strongly condemned DPRK provocations and threats that undermine regional peace and stability, including its diversification of nuclear delivery systems and continuing space launch attempts.

    Both sides commended the Alliance’s efforts to enhance extended deterrence in an integrated manner since President Biden and President Yoon’s April 2023 Washington Declaration and committed to continue strengthening extended deterrence cooperation through the work of the Nuclear Consultative Group.

    The United States reaffirmed its enduring and ironclad commitment to the defense of the ROK, utilizing the full range of U.S. defense capabilities – including nuclear, conventional, missile defense, and advanced non-nuclear capabilities – and reiterated that any nuclear attack by the DPRK against the United States or its Allies and partners is unacceptable and will result in the end of the Kim regime. Both sides affirmed that the full capabilities of the two countries would contribute to the Alliance’s combined defense posture.

    Both sides reviewed the progress from a joint study of the Alliance’s comprehensive counter-missile strategy and also discussed future enhancements in information sharing through the U.S. Shared Early Warning System (SEWS) to respond to DPRK’s advancing missile threats. The two sides pledged to continue developing response capabilities and posture through the Counter-Missile Working Group (CMWG).

    The two sides expressed grave concern over the DPRK’s continuing sending of filth balloons. They also recognized the need for closely coordinated responses to intensifying DPRK’s gray zone provocations, such as cyber and electromagnetic attacks, and threats in the vicinity of the Northwest Islands and Northern Limit Line (NLL). Both sides noted that the NLL has been an effective means of separating military forces and preventing military tension over the past 70 years, and the ROK side urged the DPRK to accept the practical value of, and abide by, the NLL.

    The two sides shared assessments of the recent ULCHI FREEDOM SHIELD 24 (UFS 24) exercise, which included realistic threats such as DPRK’s advancing nuclear and missile threats, GPS jamming and cyber attacks. They agreed that UFS further enhanced the Alliance’s crisis management and strengthened deterrence and defense capabilities. In addition, they assessed that combined field training exercises (FTX), which were more extensive than the past year in land, maritime and air domains, enhanced interoperability and combined capabilities to execute Alliance operations as well as demonstrated a robust ability to defend the ROK. Based on these achievements, both sides agreed to strengthen combined exercises and trainings in line with rapidly changing security environment of the Korean Peninsula.

    The two delegations also discussed the danger of DPRK-Russian military cooperation following the signing of the “Treaty on Comprehensive Strategic Partnership” between Russia and the DPRK. In particular, they expressed grave concern over illegal arms trade and transfer of high-technology between Russia and the DPRK that violate United Nations Security Council resolutions (UNSCRs), and pledged to respond by working closely together with the international community. The two sides reaffirmed the importance of full implementation of UNSCRs by the entire international community, including China and Russia, and concurred that such endeavors back the complete denuclearization of the DPRK.

    The ROK and United States agreed to continue strengthening efforts made to date for further modernizing Alliance capabilities and evolving based on science and technology cooperation. The two delegations applauded the progress establishing a Defense Science and Technology Executive Committee under the SCM, and pledged to expedite efforts for practical cooperation under this consultative body within the year. In addition, based on such cooperation, they shared the understanding that areas of cooperation need to be expanded further, including artificial intelligence, autonomous technology, crewed-uncrewed teaming, and next-generation communications. In that vein, both sides consulted on a ROK proposal to hold a joint ROK-U.S. Defense Science and Technology Conference from the year 2025.

    The two sides also pledged to continue expanding cooperative measures to enhance the defense industrial base and interoperability of both the United States and the ROK. The delegations agreed that cooperative efforts for a Regional Sustainment Framework being developed by the Defense Department would strengthen posture and capabilities of the Alliance. As such, they highly appreciated a ROK’s participation in the Maintenance, Repair, and Overhaul (MRO) pilot project, in an area of Air Force’s aviation maintenance, and pledged to continue discussions for expanding cooperation into the Army aviation and naval vessels. The two sides also welcomed the recent U.S. Navy contract with ROK shipyards for the conduct of MRO for U.S. vessels. In addition, both sides recognized the need to provide reciprocal market access to deepen defense cooperation and enhance supply chain resiliency, and pledged to advance progress on a Reciprocal Defense Procurement Agreement (RDP-A).

    Both sides commended the work of the Space Cooperation Working Group (SCWG), including ROK’s participation in the Joint Commercial Operations (JCO) led by the U.S. Space Force. They emphasized that such cooperation contributes to enhancing interoperability and information sharing for space domain awareness of the Alliance and strengthens joint response capabilities against increasing space threats. Furthermore, the two sides welcomed the work of the Cyber Cooperation Working Group (CCWG), including the Cyber Alliance and Cyber Flag exercise.

    The two sides reviewed the progress on the Conditions-based OPCON Transition Plan (COTP) agreed upon by the ROK and the United States through Conditions-based OPCON Transition Working Group (COTWG). They exchanged views on this year’s bilateral evaluation on the capabilities and systems required for OPCON transition, pledged to pursue OPCON transition in a systematic and stable manner, and reaffirmed the two nations’ commitment to strengthening combined defense posture of the Alliance.

    DEPMIN Cho and DASD Lee also reviewed the regional and global security environments and pledged to deepen cooperation with like-minded countries to achieve shared security goals. They acknowledged that the 2nd ROK-UNC Member States Defense Ministerial Meeting, which was held in Seoul in early September reaffirmed the commitment and resolve of the UNC Member States to peace and stability on the Korean Peninsula. They reviewed the work of the Regional Cooperation Working Group (RCWG) aimed at enhancing peace and stability in the region, and pledged to strengthen cooperative efforts based on the respective Indo-Pacific strategy of both countries. In that vein, they closely discussed measures for regional cooperation to pursue expanded cooperation with the ASEAN members and Pacific Islands Countries, and agreed to report the outcomes of the discussions at the 56th SCM.

    In addition, both sides concurred that ROK-U.S.-Japan security cooperation should continue to be strengthened to achieve shared security goals on the Korean Peninsula and in the Indo-Pacific region. They pledged to intensify cooperation to respond to regional security landscape based on the Trilateral Security Cooperation Framework (TSCF), including high-level policy consultations, information sharing, and trilateral multi-domain exercises. To this end, the two sides resolved to continue efforts for the implementation of cooperative tasks agreed through the Defense Trilateral Talks (DTT) held in early September.

    DEPMIN Cho and DASD Lee agreed that the 25th KIDD reaffirmed a robust solidarity of the ROK-U.S. Alliance and provided guidance to strengthen the Alliance’s cooperation in accordance with the Defense Vision of the U.S.-ROK Alliance. Based on these outcomes of the Alliance’s cooperation, the two sides pledged to continue efforts to achieve meaningful progress at the 56th SCM, to be hosted in late 2024.

    On the occasion of this meeting, both sides visited a General Outpost along the central front, reviewing increasing DPRK military activities in the vicinity of the border region and assessing our response. They expressed appreciation to service members of the ROK and the U.S. for maintaining an overwhelming combined defense posture to respond to any DPRK provocations.

    EXECUTIVE ORDER NUMBER 24-208
    (Emergency Management – Potential Tropical Cyclone Nine)

         WHEREAS, on September 23, 2024, I issued Executive Order 24-208, declaring a state of emergency for forty-one counties across the State of Florida due to the dangers presented by Potential Tropical Cyclone Nine; and

         WHEREAS, on September 24, 2024, Potential Tropical Cyclone Nine is located 120 miles west-southwest of Grand Cayman, or 395 miles south-southwest of Key West, Florida, and is moving northwest at 8 mph; and

          WHEREAS, based on atmospheric and oceanic conditions, highly conducive environmental conditions are forecast to develop Potential Tropical Cyclone Nine into a tropical storm this afternoon over the northwestern Caribbean Sea, and become a hurricane over the eastern Gulf of Mexico on Wednesday; and

         WHEREAS, computer forecast models indicate a likely possibility of significant to rapid intensification of this system, forming a major hurricane before it approaches the northeastern Gulf Coast on Thursday; and

         WHEREAS, the forecast indicates that this system will become large and powerful before landfall, and there is a significant threat of life-threatening storm surge and damaging wind gusts for the Florida Gulf Coast; and

         WHEREAS, due to the system’s size, the accompanying storm surge, wind, and rainfall impacts will extend well away from its center, and the faster forward approach of this system will likely result in farther inland penetration of strong winds even after landfall; and

    WHEREAS,
    there are Tropical Storm Watches in effect for eighteen Florida counties, Hurricane Watches in effect for eighteen Florida counties, and Storm Surge Watches extending from the Southwest Florida Coast to the central Florida Panhandle; and

           WHEREAS, the water tables and riverine levels across much of north and west-central Florida remain in above normal stage due to recent Hurricane Debby and additional heavy rainfall could cause significant riverine flooding that may prolong impacts for an extended period of time; and

         WHEREAS, these impacts could damage the operational capability of critical infrastructure including major interstates, roadways, bridges, airports, schools, hospitals, and power grids; and

         WHEREAS, an amendment to Executive Order 24-208 is necessary because recovery efforts and those affected by this disaster require the continued support of the State of Florida; and

    WHEREAS, as Governor of Florida, I am responsible to meet the dangers presented to the State of Florida and its people by this emergency.

    NOW, THEREFORE, I, RON DESANTIS, as Governor of Florida, by virtue of the authority vested in me by Article IV, Section l(a) of the Florida Constitution and by the Florida Emergency Management Act, as amended, and all other applicable laws, promulgate the following Executive Order, to take immediate effect:

    Section 1.        Section I of Executive Order 24-208 is amended to read as follows:
    Because of the foregoing conditions, which are projected to constitute a major disaster, I declare that a state of emergency exists in Alachua, Baker, Bay, Bradford, Brevard, Calhoun, Charlotte, Citrus, Clay, Collier, Columbia, DeSoto, Dixie, Duval, Escambia, Flagler, Franklin, Gadsden, Gilchrist, Glades, Gulf, Hamilton, Hardee, Hendry, Hernando, Highlands, Hillsborough, Holmes, Jackson, Jefferson, Lafayette, Lake, Lee, Leon, Levy, Liberty, Madison, Manatee, Marion, Monroe, Nassau, Okaloosa, Okeechobee, Orange, Osceola, Pasco, Pinellas, Polk, Putnam, Santa Rosa, Sarasota, Seminole, St. Johns, Sumter, Suwannee, Taylor, Union, Volusia, Wakulla, Walton, and Washington counties.

    Section 2.        Except as amended herein, Executive Order 24-208 is ratified and reaffirmed.

    Section 3.       This Executive Order is effective immediately and shall expire upon the expiration of Executive Order 24-208.

  • MIL-OSI USA: Girls in STEM Inspired to Fly High at NASA Kennedy

    For the third straight year, scores of young women flew to NASA’s Kennedy Space Center in Florida to learn how to make their aviation dreams take flight as part of the Delta Air Lines Women Inspiring our Next Generation (WING) program. Their Boeing 737 aircraft, piloted by an all-female crew, carried 130 girls, ages 11 to 18, who hail from Atlanta area schools and aviation organizations with a strong focus on STEM.
    They departed Atlanta’s Hartsfield-Jackson International Airport just after sunrise on Sept. 20 and just a few hours later, stepped onto the runway of Kennedy’s Launch and Landing Facility, where dozens of space shuttle missions landed and current-day NASA astronauts arrive at ahead of their launches to the International Space Station.

    “For more than 60 years, Kennedy Space Center has been the launching point for many of the missions that have inspired the nation and challenged generations of students to reach for the stars,” said NASA Kennedy Director Janet Petro. “As an aviator myself, today is especially exciting because it showcases the diverse range of career opportunities available to young women interested in pursuing fields in science, technology, engineering, and math.”
    The girls received a bus tour of NASA Kennedy facilities and photo opportunities at Launch Complex 39B, where the first woman to set foot on the Moon will launch in the coming years on Artemis III. Then at the spaceport’s Space Systems Processing Facility, the girls heard firsthand from NASA Kennedy’s women leaders, who offered encouragement and words of wisdom.
    “I want you to look around you. The young women in this room are going to be the trailblazers of the Artemis Generation,” said Dicksy Chrostowski, director of the Office of Communications at NASA Kennedy. “You may very well live and work on the Moon, or be one of our first visitors to Mars. There is always a path to greatness for you to take, even if it’s hard to find.”
    The girls of the Delta WING flight finished their day exploring the Kennedy Space Center Visitor Complex before reboarding the plane for their return trip to Atlanta. The experience of visiting NASA’s iconic spaceport and the lessons imparted by the women of NASA resonated with the girls.

    “As a woman of color, it’s great to see other women who look like me in these spaces and it’s very uplifting to hear their stories and how far they’ve come,” said Karsyn Britton-Mauge, a seventh grader from the Ron Clark Academy in Atlanta. “Life is filled with ups and downs, and I am so inspired by the persistence in all the women who spoke to us today. They never stopped pursuing their dreams.”
    The focus on STEM education as a path to a career in aviation has been a key feature of the annual Delta WING flight since the program launched in 2015. That’s when Delta General Manager of Pilot Development Beth Poole and Delta Pilot Cheri Rohlfing noted a conspicuous lack of women in certain roles of the airline industry, including mechanics, ground personnel, and especially pilots. They initiated Delta WING flights, spearheaded by Delta’s Flight Operations and organized and operated solely by women, as a way of inspiring and educating the next generation of young women on careers in aviation. This year’s trip to NASA Kennedy was the eighth Delta WING flight and third to Kennedy.
    “The accomplishments of the future are going to be realized by the dreamers, innovators, and bright minds who are sitting in classrooms today,” Petro said. “And we want these students to know there is a place for them at NASA.”

  • MIL-OSI Security: Drones provide vital support at Victorious Festival

    Trials continuing in drone as first responder initiative

    August saw the latest trial in drone as first responder (DFR) technology with a team from Hampshire & Isle of Wight Constabulary and Thames Valley Police Joint Operations Unit demonstrating its capabilities against challenging weather conditions at the Victorious Music Festival in Portsmouth.

    Operating under visual line of sight (VLOS) and coordinating with a second safety pilot, the team ensured high safety standards to mitigate air and ground risk while navigating through Class G airspace alongside other air assets including the coastguard helicopter and aeroplane and the event security drone team.

    NPCC BVLOS lead for Hampshire & IOW Constabulary and Thames Valley Police, Chris Stagg, said:

    “Following on from our initial testing at the Isle of Wight Festival in June, our efforts in Portsmouth at the Victorious Music Festival have brought us one step closer to realising our shared vision of using DFR in support of policing operations. The festival provided a dynamic setting to assess a temporary DFR site setups for large scale events as well as operations within an urban environment.

    “The exposed seafront location also gave us the benefit of understanding how strong winds affected the drone when landing autonomously. Whilst the drone remained safe and dry in the box during some extremely strong winds and heavy rain, it did highlight the potential need for a bespoke purpose made drone that has both the capability and redundancy to stand up to harsh environments. Policing needs to be able to operate safely in adverse weather conditions across the country.

    “As we move forward, our focus remains on safety and adaptability in adverse weather especially as we move towards the winter months, ensuring that our emergency response capabilities are not just effective but also safe and reliable when it matters most.”

    DFR promises to transform the response to 999 calls. By getting to the scene of any incident in an urban or rural fringe environment within minutes and providing a bird’s eye view directly into a force’s incident room, the emergency response can be much better tailored. Not only will this support in delivering a faster and more efficient emergency response but the real-time view it provides will enhance both public and officer safety.

    The Victorious Festival trial is one of four DFR trials taking place this year as part of the National Police Chief’s Council’s Drone Programme. This programme investigates how to get the most out of beyond visual line of sight (BVLOS) and autonomous drone flight for policing purposes, leveraging resources to best effect and helping to protect the public across England and Wales.

    WASHINGTON, D.C. – Today, U.S. Representatives Tracey Mann (KS-01) and Marcy Kaptur (OH-09) alongside Senators Roger Marshall (R-KS) and Sherrod Brown (D-OH), introduced the Farmer First Fuel Incentives Act to restrict eligibility for the Clean Fuel Production Credit (45Z) to domestically produced feedstocks and to extend the credit to 2034.The ten-year credit will allow for more certainty as the U.S. ethanol industry builds infrastructure to open new markets for farmers, increase the production of ethanol across the country, and incentivize domestic feedstocks while continuing to support global renewable fuel production made from a wide array of feedstocks.

    “In no world should American tax incentives first benefit foreign producers,” said Rep. Mann. “While the use of foreign feedstocks can play an important role in producing domestically manufactured ethanol, biodiesel, renewable diesel, and sustainable aviation fuel, we must not displace harvest in America. Our legislation puts American farmers first by ensuring that American tax credits are incentivizing American-grown products.”

    “I joined my colleagues in this important bicameral and bipartisan effort because helping American farmers, producers, and growers goes beyond state and party lines,” said Congresswoman Marcy Kaptur (OH-09), senior member of the House Appropriations Subcommittee on Agriculture. ”We must ensure the Clean Fuel Production tax credit is structured in a way that benefits domestic producers, and not one that advantages foreign-produced feedstocks from China or Brazil. Our legislation will extend this credit through 2034 and bolster American energy independence by prioritizing American producers and the production of domestic biofuels.”

    “It’s very tough in farm country with high interest rates and low commodity prices, which is exactly why we can’t have a tax policy that will lower commodity prices even more,” said Senator Marshall. “While we support free trade and open markets, we do not believe foreign feedstocks should be incentivized through the hard-earned dollars of U.S. taxpayers to the detriment of American farmers. This legislation puts farmers FIRST to ensure they are the primary beneficiaries of renewable fuel tax incentives and provides businesses a decade of certainty.”

    “American tax dollars should support American farmers – not imported feedstocks,” said Senator Brown. “To continue to grow the biofuels industry and open new markets for Ohio farmers, we must stop taxpayer money from subsidizing a surge in Chinese cooking oil or any other foreign feedstock from infiltrating the American market. Our bipartisan bill ensures these investments benefit Ohio farmers and Ohio energy producers.”

    The legislation is cosponsored by Representatives James Comer (KY-01), Nikki Budzinski (IL-13), and Don Bacon (NE-02) and Senators Pete Ricketts (R-NE), Amy Klobuchar (D-MN), Deb Fischer (R-NE), and Tammy Baldwin (D-WI).

    The Farmer First Fuel Incentives Act is supported by Growth Energy, National Oilseed Processors Association, National Corn Growers Association, American Soybean Association, Ohio Corn and Wheat Growers Association, Ohio Soybean Association, Kansas Corn Growers Association, Kansas Soybean Association, Kentucky Soybean Association, Scoular, and Louis Dreyfus Company.

    “Our farmers need policies that protect their ability to compete fairly as the United States strives to be a leader in renewable fuels markets,” said Ed Prosser, Senior Vice President at Scoular.  “We greatly appreciate Representative Mann and his colleagues for introducing this legislation that helps ensure American agriculture will have a well-deserved seat at the table in the journey to lower the carbon intensity of our energy supply.”

    “NOPA commends this bipartisan, bicameral legislative effort which puts U.S fuel producers, U.S. crushers and U.S. farmers first.     “Biofuel production paves a key path for our country to be a clean energy leader, and U.S. farmers who grow the crops going into those biofuels take pride in helping reduce greenhouse gas emissions while supporting the U.S. economy and energy independence,” said ASA President Josh Gackle, a North Dakota soybean farmer. “However, for continued growth of America’s promising biofuels industry, U.S. farmers need the support of a final 45Z rule that prioritizes domestically sourced feedstock.”

    “Farmers and bioethanol producers need to know they’ll be able to rely on the 45Z tax credit for more than just the next few years,” said Growth Energy CEO Emily Skor. “This bill gives them the certainty they need to unlock significant investments in their operations and in the rural communities that depend on them. We commend Representatives Mann and Kaptur for introducing this bill and all of our House champions for making a 45Z tax credit extension a top priority as we head into the tax reform process next year.” 

    “Ensuring American farmers reach maximum profitability and build resiliency to pass down their farms to the next generation should be our top priority,” said Adam York, Kansas Sorghum Producers CEO. “This legislation helps make sure the intended benefits of this program arrive into our rural economies.”

    “The Farmer First Fuel Incentive Act recognizes the vital role of American agriculture in 45Z,” said Craig Meeker, Chairman of National Sorghum Producers. “This legislation ensures that the guidance is designed and implemented in a farmer-focused manner, supporting domestic clean energy production and stimulating economic growth across rural America.”

    “U.S. soybean farmers have been at the forefront of our domestic clean-energy production through the booming biodiesel and renewable diesel industry over the last decade,” said Kaleb Little, CEO, Kansas Soybean Association. “The Farmer First Fuel Incentives Act ensures our Kansas soybean growers maintain access to this vital market sector going forward and strengthens the clean fuel production credit for the future.”

    Earlier this month, Representatives Mann and Kaptur led 39 of their colleagues in penning a letter to the U.S. Department of Treasury urging it to expedite the issuance of final guidance for 45Z.  Senators Marshall and Brown led a similar letter in the U.S. Senate.
