  • MIL-OSI Analysis: Sudan: foreign interests are deepening a devastating war – only regional diplomacy can stop them

    The war between the Sudanese Armed Forces and the Rapid Support Forces has raged since April 2023. It’s turned Sudan into the site of one of the world’s most catastrophic humanitarian and displacement crises.

    At least 150,000 people have been killed. More than 14 million have been displaced, with over 3 million fleeing to neighbouring countries like Chad, Ethiopia and South Sudan. Once a vibrant capital city, Khartoum is now a “burnt-out shell”.

    This devastating war, rooted in long-standing ethnic, political and economic tensions, has been compounded by what international and regional actors have done and failed to do. As Amnesty International notes, the international response remains “woefully inadequate”.

    The problem lies in the fact that external involvement has not been neutral. Instead of halting the conflict, many external players have complicated it. In some cases, international interventions have escalated it.

    More than 10 countries across Africa, the Middle East and Asia have been drawn into Sudan’s war. This has turned it into a proxy conflict that reflects the interests of external actors, such as Egypt, Turkey and Saudi Arabia.

    Several actors have taken sides.

    Saudi Arabia, for instance, backs the Sudanese army. The United Arab Emirates (UAE) is alleged to support the paramilitary Rapid Support Forces. Egypt, citing historical ties, backs the army. For their part, Ethiopia and Eritrea reportedly support the paramilitary group. Chad has been accused of facilitating arms shipments to the Rapid Support Forces via its eastern airports. Russia, Ukraine, Turkey and Iran have also been linked to diplomatic and military support to Sudan’s army.

    These geopolitical entanglements have made peace nearly impossible, deepening the conflict instead of resolving it.

    I have studied Africa’s governance failures for more than 30 years, from military elites and coups to state capture and political instability. Based on this, my view is that Sudan’s conflict cannot be resolved without serious international commitment to neutrality and peace.

    The involvement of foreign actors on opposing sides must be reversed. International involvement must be premised on helping the Sudanese people develop the capacity to resolve governance problems themselves.

    For this to happen, regional diplomacy must be stepped up. The African Union must assert its legitimacy and take the lead in addressing this challenging crisis. It can do this by putting pressure on member states to ensure that any ceasefire agreements are enforced.

    The East African Community and the Intergovernmental Authority on Development can provide assistance in securing a peace agreement and ensuring it’s enforced. Members of these continental organisations can encourage external actors to limit their intervention in Sudan to activities that promote democratic governance and sustainable development.

    The African Union

    The African Union should play a central role in bringing peace to Sudan. But its absence has been conspicuous.

    Despite adopting the “African solutions to African problems” mantra, the African Union has neither held Sudan’s warlords accountable nor put in place adequate civilian protection measures.

    First, it could have worked closely with the UN to deploy a mission to Sudan with a mandate to protect civilians, monitor human rights (especially the rights of women and girls), assist in the return of all displaced persons and prevent any further attacks on civilians.

    Second, the African Union could have sent an expert group to investigate human rights violations, especially sexual violence. The results could have been submitted to the union’s Peace and Security Council for further action.

    Third, the African Union could have worked closely with regional and international actors, including the Arab League. This would ensure a unified approach to the conflict, based on the interests of Sudanese people for peace and development.

    Finally, the AU could have addressed the root causes of Sudan’s conflicts, which include extreme poverty, inequality, political exclusion and economic marginalisation.

    The African Union could also make use of the insights and knowledge gleaned by African leaders like Kenya’s William Ruto and Egypt’s Abdel Fattah el-Sisi, who have attempted to mediate, but have failed. The AU should also use the political expertise of elder statesmen, such as Thabo Mbeki, Moussa Faki and Olusegun Obasanjo, to help address the conflict and humanitarian crisis.

    The United Arab Emirates

    The UAE is alleged to back the paramilitary troops in the war. In recent years, the UAE has become increasingly involved in African conflicts. It has supported various factions to conflicts in the Horn of Africa, the Sahel region and Libya.

    Its increased involvement in Africa is driven by several strategic interests. These include fighting terrorism, securing maritime routes, and expanding its trade and influence.

    In 2009, the UAE helped Sudan mediate its border conflict with Chad. The UAE supported the ouster of Omar al-Bashir in April 2019, as well as Sudan’s transitional military council.

    In 2021, the UAE signed a strategic partnership with Sudan to modernise its political institutions and return the country to the international community. The UAE has stated that it has taken a neutral position in the present conflict. However, on 6 March 2025, Sudan brought a case against the UAE to the International Court of Justice. It accused the UAE of complicity in genocide, alleging that the UAE “has been arming the RSF with the aim of wiping out the non-Arab Massalit population of West Darfur.”

    The United States

    During his first term, US president Donald Trump spearheaded the Abraham Accords. These agreements were aimed at normalising relations between Israel and several Arab countries, including Sudan. Subsequently, Sudan was removed from the US list of state sponsors of terrorism.

    The accords appeared to have brought Khartoum closer to Washington. They provided avenues for the type of engagement that could have placed it in good stead when Trump returned to the White House in 2025.

    However, Sudan’s internal political and economic instability, including the present civil war, has complicated the situation.

    The Abraham Accords were a significant foreign policy achievement for Trump. A peaceful, democratically governed, and economically stable and prosperous Sudan could serve as the foundation for Trump’s “circle of peace” in the Middle East.

    But Trump and his administration are preoccupied with other domestic and foreign policy priorities. During his May 2025 visit to Saudi Arabia, Trump did not officially address the conflict in Sudan. Instead, he placed emphasis on securing business deals and investments.

    The European Union

    The European Union has strongly condemned the violence and the atrocities committed during the war in Sudan, especially against children and women. The organisation has appealed for an immediate and lasting ceasefire while noting that Sudan faces the “most catastrophic humanitarian crisis of the 21st century”.

    Unfortunately, member countries will remain preoccupied with helping Ukraine, especially given the growing uncertainty in Washington’s relationship with the authorities in Kyiv.

    The preoccupation and focus of the EU and the US on Gaza, Ukraine and Iran may, however, be underestimating the geopolitical risks Sudan’s war is generating.

    A peaceful and democratically governed Sudan can contribute to peace not just in the region, but also in many other parts of the world.

    What now?

    To end Sudan’s war and prevent future ones, international and African actors must do more than issue statements. They must act coherently, collectively and with genuine commitment to the Sudanese people’s right to peace, democratic governance and sustainable development.

    Democracy and the rule of law are key to peaceful coexistence and sustainable development in Sudan. However, establishing and sustaining institutions that enhance and support democracy is the job of the Sudanese people. The external community can provide the financial support that Sudan is likely to need. It can also support the strengthening of electoral systems, civic education and citizen trust in public institutions.

  • MIL-OSI USA: Carbajal, Lawler Reintroduce Bipartisan Bill to Strengthen Protections for Rail Workers

    U.S. Representatives Salud Carbajal (D-CA-24), a senior member of the House Transportation and Infrastructure Committee, and Mike Lawler (R-NY-17) reintroduced their bipartisan Railroad Yardmaster Protection Act. The legislation would strengthen workplace protections for railroad yardmasters by giving them the same protections as other railroad yard workers. Yardmasters are the traffic controllers of our country’s rail yards and terminals. 

    “Yardmasters are the traffic controllers of our country’s railroad network. Like their counterparts in aviation, they play a vital role in ensuring the safety of everyone traveling by train,” said Rep. Carbajal. “My bipartisan legislation will improve working conditions and support the professionals who keep America’s railroads running safely and efficiently.”

    The bipartisan Railroad Yardmaster Protection Act would include railroad yardmasters under federal hours of service requirements which currently cover safety-sensitive rail workers such as locomotive engineers, conductors, switchmen, dispatchers, and signal employees.

    The bill ensures that a yardmaster may not be required or allowed to remain on duty for more than a total of 12 hours, and then must receive a minimum of 10 hours off duty.

    First introduced in 2019, the Railroad Yardmaster Protection Act passed the House in 2020 as part of the INVEST in America Act. 

    The bill has also been endorsed by SMART, the International Association of Sheet Metal, Air, Rail and Transportation Workers.

    When most people hear the word uranium, they think of mushroom clouds, Cold War standoffs or the glowing green rods from science fiction. But uranium isn’t just fuel for apocalyptic fears. It’s also a surprisingly common element that plays a crucial role in modern energy, medicine and geopolitics.

    Uranium reentered the global spotlight in June 2025, when the U.S. launched military strikes on sites in Iran believed to be housing highly enriched uranium, a move that reignited urgent conversations around nuclear proliferation. Many headlines have mentioned Iran’s 60% enrichment of uranium, but what does that really mean?

    As a biochemist, I’m interested in demystifying this often misunderstood element.

    What is uranium?

    Uranium holds the 92nd position on the periodic table, and it is a radioactive, metallic element. Radioactivity is a natural process where some atoms – like uranium, thorium and radium – break down on their own, releasing energy.

    The German chemist Martin Heinrich Klaproth initially identified uranium in 1789, and he named it after the newly discovered planet Uranus. However, its power was not unlocked until the 20th century, when scientists discovered that uranium atoms could split via a process known as nuclear fission. In fission, the nucleus of the atom splits into two or more nuclei, which releases large amounts of energy.

    Uranium is found almost everywhere. It is in rocks, soil and water. There are even traces of uranium in plants and animals – albeit tiny amounts. Most of it is found in the Earth’s crust, where it is mined and concentrated to increase the amount of its most useful radioactive form, uranium-235.

    The enrichment dilemma

    Uranium-235 is an isotope of uranium, which is a version of an element that has the same basic identity but weighs a little more or less. Think about apples from the same tree. Some are big and some are small, but they are all apples – even though they have slightly different weights. Basically, an isotope is the same element but with a different mass.

    Unprocessed uranium is mostly uranium-238. It only contains approximately 0.7% uranium-235, the isotope that allows the most nuclear fission to occur. So, the enrichment process concentrates uranium-235.

    Enrichment can make uranium more useful for the development of nuclear weapons, since natural uranium doesn’t have enough uranium-235 to work well in reactors or weapons. The process usually contains three steps.

    Centrifuges spin the uranium to separate out its isotopes.

    The first step is to convert the uranium into a gas, called uranium hexafluoride. In the second step, the gas gets funneled into a machine called a centrifuge that spins very fast. Because uranium-235 is a little lighter than uranium-238, it moves outward more slowly when spun, and the two isotopes separate.

    It’s sort of like how a salad spinner separates water from lettuce. One spin doesn’t make much of a difference, so the gas is spun through many centrifuges in a row until the uranium-235 is concentrated.

    Uranium can typically power nuclear plants and generate electricity when it is 3%-5% enriched, meaning 3%-5% of the uranium is uranium-235. At 20% enriched, uranium-235 is considered highly enriched uranium, and 90% or higher is known as weapons-grade uranium.

    A 32% year-on-year increase in private jet flights to just one Scottish airport is a sign that we urgently need to tax the super-rich, says Scottish Greens MSP Ross Greer.

    The statistic comes from an investigation from Oxfam Scotland, which revealed that Scottish Government-owned Prestwick Airport saw a huge 32% increase in private jet flights from 2023 to 2024.

    Oxfam Scotland’s investigation also highlighted that some private jets can emit 20 or even 30 times more carbon emissions than flying economy class.

    The Scottish Greens have long campaigned for a Private Jet Tax in Scotland by increasing the rate of Air Departure Tax (ADT) on non-commercial jets. However, an ongoing stalemate between the Scottish Government and the UK Government over the introduction of ADT has delayed progress.

    The party is now calling for the Scottish Government to show clear leadership and to tax the super-rich by introducing a departure and arrival levy on private jet flights at Government-owned airports, namely Prestwick and the eleven airports owned via Highlands and Islands Airports Limited (HIAL).

    While Prestwick Airport sees substantial private jet traffic, often associated with golf events, HIAL airports are also regularly used by international elites who own large estates in Scotland.

    “An obscene amount of wealth is being hoarded by a tiny number of elites who fly across the globe in their climate-wrecking private jets.

    “These jets have a huge impact on our environment, and while their super-rich occupants fly between their golf courses and superyachts, it’s Scottish taxpayers left paying to clean up their mess.

    “We all know that we urgently need to reduce pollution from planes to combat the climate emergency. One of the easiest ways to do that is to reduce private jet use, which is twenty times more polluting than regular commercial flights.

    “That’s why the Scottish Greens are proposing a private jet tax, which would raise money for our public services and keep the super-rich and their destructive toys on the ground.

    “We’ve waited for years for the Scottish and UK Governments to deliver the devolution of Air Departure Tax in Scotland, as they agreed to do over a decade ago.

    “Delays to the devolution of ADT aren’t a get out of jail free card for the Scottish Government. They can introduce a charge on private jets at the dozen airports they own right now, raising cash for public services and taking action to tackle the climate emergency.”

    Washington, D.C.—Today, the House Transportation and Infrastructure Committee passed Congressman LaMalfa’s bill, H.R. 3300, the Forest Protection and Wildland Firefighter Safety Act, out of markup as part of a larger package. This legislation ensures that aerial fire retardant remains available for wildfire suppression efforts without being tied up in Clean Water Act permitting delays. The bill clarifies that federal, state, local, and tribal firefighting agencies do not need a National Pollutant Discharge Elimination System (NPDES) permit to use fire retardant from aircraft when responding to wildfires.

    “Firefighters shouldn’t have to wait on a permit to fight a fire. With wildfire racing toward homes and forests, limiting or delaying the use of fire retardant due to waiting for bureaucracy to permit it is backward logic that gets people hurt and leaves entire landscapes scorched,” said Rep. LaMalfa. “Aerial retardant has been used safely for decades. What these lawsuits and delays really do is handcuff the very people trying to stop disaster. I’m glad to see this bill pass through committee, and I’ll keep working to make sure our firefighters can do their jobs without interference from fringe lawsuits or red tape.”

    Background

    In 2022, an environmental group sued the Forest Service over its use of aerial fire retardant, arguing it should be regulated under the Clean Water Act. A federal court ruled in 2023 that the Forest Service must obtain a NPDES permit from the EPA, but declined to issue an injunction that would have halted the use of retardant during fire season. The permitting process is expected to take years, and if future litigation results in a successful injunction, firefighters could be forced to ground aircraft or fly them with only water—putting lives, forests, and property at serious risk. Additionally, every state, local, and tribal fire agency may eventually need to get their own NPDES permit to use retardant, wasting tax dollars, time, and placing people in jeopardy.

    The Forest Service has made clear in testimony that aerial retardant is a critical part of its integrated wildfire strategy and that current operations already prohibit discharge into waterways or buffer zones. Over the past decade, less than 1% of fire retardant drops have affected waterways.

    The bill builds on existing exemptions in the Clean Water Act for fire control activities and ensures continued use of fire retardants that are approved and listed on the Forest Service’s Qualified Products List.

    Washington, D.C.—Congressman Doug LaMalfa (R-Richvale) joined the entire California Republican congressional delegation in sending a letter to Governor Gavin Newsom urging him to immediately suspend a scheduled increase to the state’s gasoline excise tax and pause the implementation of new California Air Resources Board (CARB) regulations projected to significantly raise fuel costs for California drivers.

    Starting July 1, 2025, California is set to raise its gas tax to 61.2 cents per gallon. On the same day, new CARB regulations under the Low Carbon Fuel Standard (LCFS) are set to take effect—regulations estimated by University of Pennsylvania economists to drive fuel prices up by as much as 65 cents per gallon. Combined, these changes will further strain California’s already fragile fuel supply and add more costs for families and businesses across the state.

    “At a time when Californians are already paying $1.44 more per gallon than the national average, the last thing they need is another gas tax hike and a costly new mandate from unelected CARB officials,” said Rep. LaMalfa. “The Phillips 66 refinery is set to close this fall, and Valero’s Benicia facility will follow next spring. Together, those shutdowns will cut California’s refining capacity by over 20 percent. Resulting in less fuel available on the market, higher prices, and more pain for everyone. Instead of addressing this looming supply crisis, the Governor is adding 1.6 cents to the gas tax and letting CARB push through a regulation that is estimated to raise prices by up to 65 cents per gallon. These policies are not just tone-deaf, they’re dangerous to California’s economy. The Governor continues to ignore this reality. Refusing to change course will only make things worse.”

    These price increases come as California faces a looming supply crisis due to the scheduled closures of two major in-state refineries. According to a May 2025 report from the University of Southern California’s Marshall School of Business, the combined shutdown of the Phillips 66 refinery in Los Angeles and the Valero refinery in Benicia could result in a 21% drop in California’s refining capacity. This shortfall is expected to create a gasoline supply deficit of up to 13.1 million gallons per day and push prices as high as $8.43 per gallon by the end of 2026, especially when combined with the effects of new state mandates like the LCFS, Cap-and-Trade expansion, and excise tax increases.

    The USC study also warns that these disruptions will ripple across the economy, impacting air travel, food delivery, agriculture, manufacturing, and healthcare, while placing further pressure on household budgets and reducing state tax revenues at a time when California faces a projected $73 billion budget deficit.

    The California Republican congressional delegation has consistently urged the Governor to suspend the gas tax, address in-state supply constraints, and reject policies that deepen the cost-of-living crisis, but to date continue to be ignored.

  • MIL-OSI Analysis: How Nato summit shows Europe and US no longer have a common enemy

    Mark Rutte had an unenviable task at the Hague summit this week. The Nato secretary-general had to work with diverging American and European views of current security threats. After Rutte made extraordinary efforts at highly deferential, overt flattery of Donald Trump to secure crucial outcomes for the alliance, he seems to have succeeded for now.

    But what this meeting and the run-up has made increasingly clear is that the US and Europe no longer perceive themselves as having a single common enemy. Nato was established in 1949 as a defensive alliance against the acknowledged threat from the USSR. This defined the alliance through the cold war until the dissolution of the Soviet Union in 1991. Since Russia invaded Ukraine and annexed Crimea in 2014, Nato has focused on Moscow as the major threat to international peace. But the increasingly bellicose China is demanding more attention from the US.

    There are some symbolic moves that signal how things are changing. Every Nato summit declaration since the Russian invasion of Ukraine in 2022 has used the same form of words: “We adhere to international law and to the purposes and principles of the Charter of the United Nations and are committed to upholding the rules-based international order.”

    The declaration published during the Hague summit on June 25 conspicuously does not mention either. Indeed, in a departure from recent declarations, the five paragraphs of the Hague summit declaration are brutally short and focused entirely on portraying the alliance solely in terms of military capability and economic investment to sustain that. No mention of international law and order this time.

    This appears to be a carefully orchestrated output of a deliberately shortened summit designed to contain Trump’s unpredictable interventions. This also seems symptomatic of a widening division between the American strategic trajectory and the security interests perceived by Canada and the European members of Nato.

    That this declaration was so short, and so focused on such a narrow range of issues suggests there were unusually entrenched differences that could not be surmounted.

    Since the onslaught of the full Russian invasion of Ukraine in February 2022, the Nato allies have been united in their criticism of Russia and support for Ukraine; until now.

    Since January, the Trump administration has not authorised any military aid to Ukraine and significantly reduced material support to Ukraine and criticism of Russia. Trump has sought to end the war rapidly on terms effectively capitulating to Russian aggression; his proposal suggests recognising Russia’s control over Crimea and de facto control over some other occupied territories (Luhansk, parts of Zaporizhzhia, Donetsk, and Kherson) He has also suggested Ukraine would not join Nato but might receive security guarantees and the right to join the EU.

    Meanwhile, European allies have sought to fund and support Ukraine’s defensive efforts, increasing aid and military support, and continuing to ramp up sanctions.

    Another sign of the differing priorities of Europe and Canada v the US, was the decision by Pete Hegseth, US secretary of defense, to step back from leadership of the Ukraine defence contact group, an ad-hoc coalition of states across the world providing military support to Ukraine. Hegseth also symbolically failed to attend the group’s pre-summit meeting in June.

    Trump has long been adamant that Nato members should meet their 2014 commitment to spend 2% of their GDP on defence, and Rutte recognised that. In 2018, Trump suggested that this should be increased to 4 or 5% but this was dismissed as unreasonable. Now, in a decision which indicates increasing concern about both Russia as a threat and US support, Nato members (except for Spain) have agreed to increase spending to 5% of GDP on defence over the next 10 years.

    Nato’s article 3 requires states to maintain and develop their capacity to resist attack. However, since 2022, it has become increasingly apparent that many Nato members are unprepared for any major military engagement. At the same time, they are increasingly feeling that Russia is more of a threat on their doorsteps. There has been recognition, particularly among the Baltic states, Germany, France and the UK that they need to increase their military spending and preparedness.

    For the US to focus more on China, US forces will shift a greater percentage of the US Navy to the Pacific. It will also assign its most capable new ships and aircraft to the region and increase general presence operations, training and developmental exercises, and engagement and cooperation with allied and other navies in the western Pacific. To do this US forces will need to reduce commitments in Europe, and European allies must replace those capabilities in order to sustain deterrence against Russia.

    The bedrock of the Nato treaty, article 5, is commonly paraphrased as “an attack on one is an attack on all”. On his way to the Hague summit, Trump seemed unsure about the US commitment to Nato. Asked to clarify this at the summit, he stated: “I stand with it [Article 5]. That’s why I’m here. If I didn’t stand with it, I wouldn’t be here.”

    Lord Ismay, the first secretary-general of Nato, famously (if apocryphally) suggested that the purpose of the alliance was to keep the Russians out, the Americans in and the Germans down. Germany is now an integral part of Nato, and the Americans are in, if distracted. But there are cracks, and Rutte will have his hands full managing Trump’s declining interest in protecting Europe if he is to keep the Russians at bay.

    TEHRAN, June 26 (Xinhua) — Iran on Wednesday announced the opening of airspace in the eastern part of the country to domestic and foreign flights.

    The decision was made following approval from Iran’s Civil Aviation Organization and the completion of a safety assessment given the current circumstances in the country, the country’s Ministry of Roads and Urban Development said in a statement posted on the agency’s website.

    The move is aimed at gradually restoring air traffic to pre-conflict levels, ministry spokesman Majid Akhavan said, noting that only flights to and from airports in eastern Iran have resumed.

    The country extended the suspension of all domestic and international flights until midday Thursday, he said, citing concerns about the safety of passengers following the recent conflict with Israel.

    The agency’s spokesman added that the decision was made “in light of recent events and to ensure the safety of passengers and flights.”

    Iran closed its airspace on June 13 after Israel launched airstrikes on Tehran and other areas. –0–

    The UK has decided to acquire at least 12 F-35A stealth fighters. These fighter jets should be able to carry out nuclear and conventional strikes from the air, a capability the Royal Air Force (RAF) has lacked since the 1990s. The deal also marks a significant move for the UK’s participation in Nato operations amid rising nuclear rhetoric from adversaries.

    The F-35A brings notable advantages over the F-35B variant already in RAF service. It’s less expensive to buy and operate, has greater range – 679 miles (1093km) vs 517 miles (833km) – and supports a broader variety of weapons, including the nuclear-capable B61 bomb (with US agreement). Because it can spend longer in the air, it may also allow prospective RAF pilots to get through their pilot training quicker.

    Yet while the F-35A offers greater range than many comparable fighter jets, it still requires in-flight refuelling to operate effectively over extended distances and to return home from such missions. This exposes a critical vulnerability that has been largely overlooked in public commentary: the RAF has no tanker aircraft capable of supporting the F-35A in this way. As a result, these fighter jets – carrying nuclear ordnance or otherwise – are limited in the types of operations they can carry out.

    Unlike the F-35B which is compatible with the UK’s current fleet of tankers, the A-model depends exclusively on “flying boom” refuelling. Flying boom is one of two aerial refuelling methods. Favoured by the United States Air Force, it uses a rigid, extendable tube to deliver fuel at a high transfer rate and is generally easier for receiving pilots to operate.

    The alternative is probe-and-drogue which relies on a flexible hose and basket, connected to a probe on the receiving aircraft. While slower and more demanding to operate, it allows multiple fighters to refuel simultaneously, offers redundancy (backup options) and is simpler to integrate.

    The RAF’s refuelling predicament stems from an exclusive leasing deal negotiated under the last Labour government, which supplied only probe-and-drogue Voyager tankers. Although the aircraft were designed to support both systems, the UK opted not to include booms due to cost constraints and limited demand at the time.

    Since then, however, the UK has steadily acquired more American-made aircraft that can only use the flying boom method to refuel: the C-17 Globemaster (air transport), RC-135W Rivet Joint (intelligence), E-7 Wedgetail (airborne command and control) and P-8A Poseidon (maritime patrol).

    The F-35A announcement continues this trend but with greater implications. While the aircraft can carry external fuel tanks to extend its range, this degrades its stealth capability. Stealth means it is less easy for enemy sensors – like radar – to detect. The F-35A needs this stealth capability for nuclear missions that require penetration of contested airspace to deliver unguided B61 bombs.

    The outcome is that Britain’s F-35As, along with alternative and otherwise highly capable aircraft, will not be ablew to operate independently during critical military operations. London to Eastern Europe, for instance, is roughly 1,150 miles (1,852km): nearly double the distance the F-35A can fly without refuelling. Without flying boom tankers or bases in foreign countries for refuelling, tactical flexibility is compromised.

    This shortfall imposes a growing reliance on allied tanker support. In crisis conditions, UK aircraft could be confined to American-led operations where such tankers exist.

    This risk was manageable in previous decades; the possibility of operating without the Americans considered remote. But as the 2025 Strategic Defence Review concedes, the United States is clear that the “security of Europe is no longer its primary international focus”.

    And while some Nato allies in Europe as well as Australia are increasing their flying boom capacity through a multinational fleet, the UK is not as yet part of those arrangements. Retrofitting the existing Voyager fleet remains an option, but it would require an extensive – and expensive – structural overhaul, prompting the question of whether acquiring new, compatible tankers might now be a more viable path.

    Either way, until Britain invests in flying boom capability or secures assured access from allies, it will have to accept constraints to its military power. Buying frontline jets is only part of the equation. Without the means to sustain them in the air, the UK risks fielding a force that can’t reach its target, leaving it a spectator when it matters most.

The F-35A needs this stealth capability for nuclear missions that require penetration of contested airspace to deliver unguided B61 bombs.

    The outcome is that Britain’s F-35As, along with alternative and otherwise highly capable aircraft, will not be ablew to operate independently during critical military operations. London to Eastern Europe, for instance, is roughly 1,150 miles (1,852km): nearly double the distance the F-35A can fly without refuelling. Without flying boom tankers or bases in foreign countries for refuelling, tactical flexibility is compromised.

    This shortfall imposes a growing reliance on allied tanker support. In crisis conditions, UK aircraft could be confined to American-led operations where such tankers exist.

    This risk was manageable in previous decades; the possibility of operating without the Americans considered remote. But as the 2025 Strategic Defence Review concedes, the United States is clear that the “security of Europe is no longer its primary international focus”.

    And while some Nato allies in Europe as well as Australia are increasing their flying boom capacity through a multinational fleet, the UK is not as yet part of those arrangements. Retrofitting the existing Voyager fleet remains an option, but it would require an extensive – and expensive – structural overhaul, prompting the question of whether acquiring new, compatible tankers might now be a more viable path.

    Either way, until Britain invests in flying boom capability or secures assured access from allies, it will have to accept constraints to its military power. Buying frontline jets is only part of the equation. Without the means to sustain them in the air, the UK risks fielding a force that can’t reach its target, leaving it a spectator when it matters most.

    India, as a signatory to the ICAO Chicago Convention (1944), investigates aircraft accidents in accordance with ICAO Annex 13 and the Aircraft (Investigation of Accidents and Incidents) Rules, 2017. The Aircraft Accident Investigation Bureau (AAIB) is the designated authority for such investigations.

    Following the unfortunate accident involving Air India Flight AI-171, the AAIB promptly initiated an investigation and constituted a multidisciplinary team on 13 June 2025, in line with prescribed norms. The team, constituted as per international protocol, is led by DG AAIB, and includes an aviation medicine specialist, an ATC officer, and representatives from National Transportation Safety Board (NTSB) which is government investigative agency from the state of manufacture and design, (USA), as required for such investigations.

    Recovery and Handling of Black Boxes

    Both the Cockpit Voice Recorders (CVR) and Flight Data Recorders (FDR) were recovered—one from a rooftop of the building at the crash site on 13 June, 2025 and the other from the debris on 16 June, 2025. Standard Operating Procedures were issued for their secure handling, storage, and transportation. The devices were kept under 24×7 police protection and CCTV surveillance in Ahmedabad.

    Subsequently, the black boxes were brought from Ahmedabad to Delhi by IAF aircraft with full security on 24 June, 2025. The front black box arrived AAIB Lab, Delhi with the DG, AAIB at 1400 hrs on 24 June, 2025. The rear black box was brought by a second AAIB team and reached AAIB Lab, Delhi at 1715 hrs on 24 June, 2025.

    Data Extraction and Current Status

    On the evening of 24 June 2025, the team led by DG AAIB with technical members from AAIB and NTSB began the data extraction process. The Crash Protection Module (CPM) from the front black box was safely retrieved, and on 25 June, 2025, the memory module was successfully accessed and its data downloaded at the AAIB Lab.

    The analysis of CVR and FDR data is underway. These efforts aim to reconstruct the sequence of events leading to the accident and identify contributing factors to enhance aviation safety and prevent future occurrences.

    All actions have been taken in full compliance with domestic laws and international obligations in a time bound manner.

    AAIB Report: Piper PA-23-250, G-BKJW

    Fatal accident involving a Piper PA-23-250, G-BKJW, 1 nm south-west of Bagby Airfield, North Yorkshire, 6 July 2023

    The pilot had departed Bagby airfield in the morning and flown to Deauville in France where he collected five passengers and delivered them to Abbeyshrule in Ireland. The accident occurred at the end of the return flight to Bagby, with the pilot the sole occupant of the aircraft. After the pilot made a normal radio call to Bagby to say that he was four miles from the airfield, the aircraft was seen on radar and CCTV to join right base for Runway 06. The CCTV video showed the aircraft’s descent angle start to steepen while it was on right base. There was then a slight reduction in descent angle before the descent angle steepened sharply and the aircraft struck trees and then the ground at an angle of about 35° to 40° nose-down, with no indication that the aircraft was starting to recover. The ground impact caused a fire, and the accident was not survivable.

    The post-impact fire destroyed a significant amount of physical evidence, but that which remained contained no identifiable defects that could have caused or contributed to the nose-dive. The one anomaly found was the position of the pitch trim drum which was 3 mm from the full nose-down position. Evidence from a flight trial on the same type of aircraft revealed that this was more nose-down than would be expected for any flap configuration in the speed range determined from the CCTV. However, the possibility of the trim having moved during the post-impact break-up could not be discounted, so other theories of what could have caused the final nose-dive were considered. Of all the causes reviewed, a pitch trim runaway was considered to be the most likely, but there was insufficient evidence to determine that it was the definitive cause of the accident.

    In conducting the investigation, it was apparent that although occurrences of pitch trim runaway are rare, when they do occur the results can easily be catastrophic, particularly if it occurs at low altitude where there is limited time to respond. Irrespective of whether a pitch trim runaway was the cause of the accident to G-BKJW, the investigation identified ways to reduce the risk of such an event. Consequently, the CAA plan eight safety actions which concern:

    1. Training for a pitch trim runaway.
    2. Deactivating inoperative autopilots.
    3. Making autopilot and electric trim circuit breakers more visible.
    4. Providing clearer information regarding differences training requirements.

    BEIJING, June 26 (Xinhua) — To commemorate the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, China recently established an Alliance for Research and Cooperation on the History of Air Combat in the War of Resistance Against Japanese Aggression.

    The decision was made at the first joint meeting of representatives of China’s memorial sites dedicated to aerial battles in the War of Resistance Against Japanese Aggression, which took place in Nanjing, Jiangsu Province, East China.

    The alliance was initiated by the administrations of 12 memorial sites across China dedicated to aerial combat in the War of Resistance Against Japanese Aggression, including the Nanjing Anti-Japanese War Airmen’s Martyrs’ Memorial Museum, the Eling Park Management Center in Chongqing City, southwest China, the Quzhou City Museum, east China’s Zhejiang Province, and the Kunming City Museum, southwest China’s Yunnan Province.

    The alliance will carry out exchanges and cooperation mainly in the fields of inheriting and developing the spirit of the War of Resistance against Japanese Aggression, promoting a correct view of the history of World War II, protecting historical archives of the War of Resistance against Japanese Aggression, conducting research in topical areas, and strengthening efforts to train personnel to promote research in China on the history of aerial combat in the War of Resistance against Japanese Aggression.

    After the outbreak of China’s nationwide war against Japanese aggression, the Soviet Union was the first to provide China with air support. According to historical records, during the war, a group of Soviet volunteer pilots participated in 25 battles to defend the cities of Nanjing, Wuhan, Nanchang, Chongqing, Lanzhou and other areas of China, shooting down 539 Japanese aircraft and sinking more than 70 Japanese ships. Of these, more than 200 people died in China.

    Let us recall that in November 2024, the Nanjing Anti-Japanese War Pilots’ Martyrs’ Memorial Museum for the first time fully published a revised list of 236 Soviet pilots who died in the Chinese People’s War of Resistance Against Japanese Aggression. In May of this year, it again published updated data on 18 Soviet volunteers who died.

    In addition, in Chongqing’s Elin Park there is a grave and a monument to two Soviet hero soldiers. The names of Storf and Katnov indicated on the monument are in fact the pseudonyms of Colonel Petr Lavrentyevich Skokov and Major Vasily Dmitrievich Kotolupenko, who died on May 1, 1941 and November 15, 1940, respectively.

    According to incomplete statistics, there are about 20 memorial sites related to the aerial battles in China’s War of Resistance Against Japanese Aggression. They are mainly located in Jiangsu, Guangdong, Yunnan, Hubei, Hunan, Jiangxi, Zhejiang, Gansu, Chongqing, Guangxi Zhuang Autonomous Region and the northeast region. -0-

    Mr. Speaker, I rise today to honor the life and legacy of Frederick W. Smith. Who left us this past Saturday, June 21, 2025, at the age of 80. 
     
    Mr. Speaker, if I were to stand and speak at this podium all day, I would barely be able to scratch the surface of Fred Smith’s extraordinary life, his influence on the country and the world, and his profound impact on the City of Memphis. 
     
    To many people, Fred Smith will likely be remembered as a titan of industry and the founder of FedEx. To my constituents, he will be remembered as a champion for the City of Memphis. Personally, I will remember Fred Smith as a man who loved his country and devoted his life to the American dream. 
     
    Born in Marks, Mississippi and raised in Memphis, he was very proud of his country. Fred Smith was a true patriot – serving honorably as a Captain in the United States Marine Corps in Vietnam. After that service, he returned home with a bold idea – a company that could deliver packages overnight around the world. Fred Smith turned that idea into a global enterprise: revolutionizing international supply chains, transforming how businesses operate, and changing how people connect. 
     
    Fred Smith not only directed and dominated the modern logistics industry, he created it. For more than 50 years after the conception of FedEx, he continued to lead it. 
     
    Today, FedEx operates in over 220 countries, but its heart and headquarters remain in Memphis, Tennessee. Through FedEx, Fred Smith turned Memphis into a global logistics hub – driving economic growth across the region, while employing tens of thousands of Tennesseans. Today, the FedEx world hub at Memphis International Airport is one of the busiest and largest cargo airports in the world. FedEx is the largest Fortune 500 company in the state of Tennessee. 
     
    Fred Smith’s commitment to Memphis went far beyond business. In fact, upon Fred’s passing on Saturday, former Memphis Mayor Jim Strickland said, “Fred Smith was the most significant Memphian in history. He gave them a fair shot at their American dream and his philanthropic work helped support countless organizations”. 
     
    Thanks to Fred Smith, Memphis acquired the NBA’s Grizzlies in 2001 when he committed to purchasing the naming rights for the future home of the basketball team: the FedExForum. Two years ago, when the University of Memphis was ambitiously pursuing stadium upgrades for the football team, Fred Smith and his family committed $50 million to help the school achieve its financial goals. 
     
    Fred and Dianne Smith, and the Smith family, have donated to so many worthwhile causes in the Memphis area, including the world-class Memphis Zoo. Memphians can also thank Fred Smith for saving the FedEx St. Jude Golf Championship when it lost its previous title sponsor. 
     
    Yesterday, when discussing the life of Fred Smith, I talked with my good friend, Chris Richards. She was the General Counsel at FedEx and a close advisor to Fred Smith. A little over 25 years ago, Fred came to Chris with an idea he told her she would not like. He wanted FedEx to be involved in a major motion picture in which the plot involved crashing a FedEx plane. Fred thought that the script for “Cast Away” was a great read and could be a good movie that benefited the company.
     
    As FedEx’s lead attorney, Chris told Fred there had never been an airline who willingly participated in a movie where they gave permission to crash their plane. Chris advised against all of it, but Fred wanted to think outside the box. He signed off on the idea. He was really impressed with the production staff and the movie star, Tom Hanks. That would be important years later. 
     
    At the request of former Senator Bob Dole, Fred became involved in the creation and fundraising of a World War II memorial to honor and remember our nation’s Greatest Generation. Fred would become a major factor in getting that memorial constructed. It would cost a lot of money to raise and build such a monument, but as a result of that movie, Fred turned to his friend, Tom Hanks, for his help and public support to help raise funds for the memorial. Indeed, that movie ended up being good for FedEx, and in turn, good for the World War II memorial and our nation. 
     
    With his passing, we honor and celebrate a lifetime of inspiring service and leadership. 
     
    We celebrate a Marine, a Memphian, and a really good man.
     
    To Dianne and the entire Smith family, Roberta and I mourn with you. 
     
    To our nation, we lost an innovator, a job creator, a trailblazer, and a leader. 
     
    We are all better off for the remarkable life that he led.

  • Trump wants more drones and missiles, fewer F-35s in $893 billion budget request

    U.S. President Donald Trump wants a pay raise for troops, more high-tech missiles and drones in next year’s defense budget, while cutting Navy jobs, and buying fewer ships and fighter jets to save money, according to budget materials posted Wednesday.

    At $892.6 billion, the defense and national security budget request is flat compared with this year.

    The budget, which also includes nuclear weapons-related activities carried out by the Department of Energy and increases funding for homeland security, puts Trump’s mark on the military by pulling funds away from weaponry and services to fund his priorities.

    The White House said the funding will be used to deter Chinese aggression in the Indo-Pacific, and revitalize the defense industrial base.

    Most of the funding for Trump’s marquee Golden Dome missile defense shield was included in a separate budget request and is not part of the latest proposal sent to Congress.

    In the 2026 budget Trump requested fewer F-35 jets made by Lockheed Martin LMT.N and only three warships. Procurement of a Virginia-class made by General Dynamics and Huntington Ingalls Industries and 15 other ships are expected to be included in a separate appropriation bill, the Navy said.

    The budget asks for a 3.8% pay raise for troops, but also trims costs by retiring older weaponry including ships and planes that are more expensive to operate. Under the plan, the Navy will reduce its civilian employee workforce by 7,286 people.

    Compared to Biden’s budget from his last year in office, which had asked for 68 F-35 jets in fiscal 2025, Trump’s fiscal 2026 request seeks only 47 of the fighter jets.

    The budget has already sparked debate on Capitol Hill where the House Appropriations Committee’s Defense subcommittee’s draft bill for fiscal-year 2026 boosts the F-35 buy to 69, one more than Biden’s 2025 request.

    The Pentagon continues prioritizing purchasing munitions and key weapons systems.

    The Air Force is continuing its investment the Joint Air to Surface Standoff Missile – Extended Range and Long Range Anti-Ship missile which have longer ranges and can be more effective in the Pacific.

    On the other hand, the budget seeks far fewer Precision Strike Missile, which will replace the Army Tactical Missile (ATACM) used in Ukraine.

    Lockheed Martin makes all three missiles.

    The budget also boosts spending on small drones – in part because of lessons learned in Ukraine where unmanned aircraft have proven to be an integral part of low-cost, yet highly effective warfighting.

    The detailed request comes as Republicans debate defense spending priorities in their sweeping $150 billion defense package contained in the pending “One Big Beautiful Bill Act”. The act has already been passed the House of Representatives and will give an initial $25 billion boost to Trump’s controversial Golden Dome missile defense shield.

    Defense spending usually accounts for about half of the U.S. discretionary budget; the rest goes to transportation, education, diplomacy and other departments.

    WASHINGTON, DC – Rep. Brad Schneider (IL-10), a member of the House Foreign Affairs Committee and co-founder and co-chair of the Congressional Abraham Accords Caucus, returned on Thursday from a five-day bipartisan congressional delegation to Saudi Arabia, Bahrain, and the United Arab Emirates. Rep. Schneider was joined on the trip by Reps. Jimmy Panetta (CA-19), Zach Nunn (IA-03), and Don Bacon (NE-02). The trip was organized and sponsored by the N7 Initiative, a partnership between the Atlantic Council and the Jeffrey M. Talpins Foundation which is focused on advancing US interests by strengthening cooperation between the United States, Israel, and Arab and Muslim countries.

    The delegation visited Saudi Arabia, Bahrain, and UAE. The delegation was originally scheduled to visit Israel. After the closure of the airport in Israel, the Members planned to travel to Jordan and then drive to Jerusalem to meet with Israeli leaders. Unfortunately they were not able to proceed with the Israel portion of the trip. 

    “While the start of Israel’s strikes on Iran’s nuclear program and military infrastructure – and Iran’s retaliatory ballistic missile attacks on Israel – began mere hours before our delegation was scheduled to land in Saudi Arabia, we never considered canceling this trip,” continued Rep. Schneider. “Especially at this moment, it is critical the US shows support for our allies and commitment to bringing sustained peace, prosperity, and stability to the Middle East.”

    Despite the rapidly shifting security environment, the delegation successfully engaged with senior government officials and private sector leaders, including a conference call with Israel’s Foreign Minister, Gideon Sa’ar, to discuss how to strengthen and expand the normalization efforts, building on the Abraham Accords and looking beyond the shadows of ongoing regional conflicts. Discussions focused on practical ways to expand normalization, including people-to-people ties, technology cooperation, regional infrastructure, and defense collaboration.

    BEIJING, June 26 (Xinhua) — China Southern Airlines flight CZ3083 with 145 passengers on board took off from Guangzhou Baiyun International Airport in south China’s Guangdong Province on Wednesday for Almaty, Kazakhstan, marking the official opening of a direct air route between the two cities by the Chinese carrier.

    The new route will be operated by Boeing 737-8 aircraft in both directions on Mondays, Wednesdays and Fridays, the Chinese news agency Zhongxinshe reports.

    With the addition of this route to the schedule, China Southern Airlines’ fleet now operates a total of 26 direct round-trip flights per week, connecting Almaty with airports in Guangzhou, Urumqi (the capital of the Xinjiang Uygur Autonomous Region in Northwest China), Xi’an (the capital of Shaanxi Province in Northwest China) and Beijing Daxing Airport.

    Let us recall that 2024 was the Year of Kazakhstan Tourism in China, and 2025 has been declared the Year of China Tourism in Kazakhstan. The opening of the new airline will facilitate business and tourism exchanges between China and Kazakhstan, the report notes.

    Standing with Flight 3407 families after their meeting with Transportation Secretary Duffy, U.S. Senator Chuck Schumer slammed the Trump administration’s repeated failure to commit to protecting the 1,500-hour rule and other aviation safety regulations created in the aftermath of the 2009 tragedy in Western NY to prevent an accident like it from ever happening again. Amid growing fears about air safety, and following the Trump’s FAA nominee’s callous disregard to respect these rules, Schumer and the Flight 3407 families are demanding that the FAA not roll back these basic air safety standards, which would weaken the training for our pilots risking air travel safety and lives.
    “Working with the families of Flight 3407 to create the 1,500-hour rule and set a new standard for aviation safety has been one of the most inspirational things I’ve done in Congress. They represent the best of America, turning their grief into action to prevent a tragedy like this from occurring ever again. At this critical moment for aviation safety, after we just experienced a tragic crash here in DC, we need well-trained pilots who are prepared to make last second decisions,” said Senator Schumer. “Weakening the 1,500-hour rule and reducing the number of hours pilots train in the air is dangerous and could cost lives. If the Trump administration thinks we’ll let them turn back the clock on aviation safety, they are in for a rude awakening.     Earlier today, the Senate Committee on Commerce, Science, and Transportation voted 15-13 to advance Bryan Bedford’s nomination to lead the Federal Aviation Administration (FAA), with all Senate Democrats opposing. At his nomination hearing earlier this month, Bedford multiple times refused to commit to protecting the 1,500-hour rule and basic aviation safety standards. Schumer said it is concerning that Republicans voted to advance Bedford to lead the very agency tasked with enforcing air safety regulations.
    Amid growing concerns for aviation safety earlier this year, Schumer called for U.S. Transportation Sean Duffy to meet with the families of Flight 3407 and commit to them clearly and unequivocally that he will not roll back the aviation safety law and pilot training standard, including the 1,500 rule, that they fought together to create.
    Schumer has been a long-time, relentless advocate for air safety standards following the tragic crash of Colgan Air Flight 3407. In February 2009, the tragic crash of Flight 3407 near Buffalo, New York claimed 50 lives and alerted the nation to the shortfalls in our aviation safety system, particularly at the regional airline level. In the wake of the tragedy, Schumer worked with the families who lost loved ones in the crash, to pass the Airline Safety and Federal Aviation Administration Extension Act of 2010. This landmark aviation safety legislation addressed many of the factors contributing to the increasing safety gap between regional and mainline carriers by requiring the FAA to develop regulations to improve safety, including enhanced entry-level pilot training and qualification standards, pilot fatigue rules, airline pilot training and safety management programs, and the creation of an electronic Pilot Record Database.
    Notably, the legislation included a mandate that first officers – also known as co-pilots – hold an Airline Transport Pilot (ATP) certificate, which requires that the pilot log 1,500 flight hours, and the advocacy of the families has led to many other laws including regulations to combat pilot fatigue, the establishment of the electronic Pilot Records Database, and more.
    Schumer has previously raised concerns about the Trump administration’s commitment to upholding air safety standards. Earlier this month, Schumer expressed worry about the nomination of Bryan Bedford, Trump’s nominee for the Administrator of the Federal Aviation Administration, due to his history of trying to repeal the 1,500-rule and continued refusal to commit to protecting the 1,500-hour rule and other aviation safety reforms created by the Flight 3407 during the confirmation process. With the Senate moving forward with Bedford’s nomination today, Schumer said it is important for the Trump administration to be firm in its commitment to maintaining air safety standards.
    As early as 2014, less than a year after the 1500-hour rulemaking process took effect, Mr. Bedford – serving as Republic Airways CEO – sought to reduce the number of hours required to serve as a pilot-in-command of a commercial airline. Again in 2022, the Bedford-led Republic Airways sought to circumvent flight-safety regulations by requesting an exemption from the 1500-hour rule. The FAA eventually denied this request, following strong advocacy from me and the families against Bedford’s attempt to roll back safety standards. Schumer said that, if confirmed as administrator, Bedford would have the authority to effectively erode the 1,500 rule which the Senator vowed to stand against.

    On June 24, the 2025 Future Close-Up global youth exchange and visit program kicked off at the headquarters of Chinese Internet giant Tencent in Shenzhen, Guangdong Province. Themed Guangdong, Hong Kong and Macao: Driving High-Quality Development in the Greater Bay Area (GBA), this year’s event brings together young delegates from 14 countries and regions including China, Russia, Saudi Arabia, Germany, Australia and Brazil to explore innovation across the region and China’s approach to regional cooperation, and gain a deeper understanding of the forces driving the country’s high-quality development.

    Future Close-Up was collaboratively launched in 2023 by China International Communications Group (CICG) Center for the Americas (CICG Center for Americas) and Tencent’s Marketing and Public Relations Department.

    From June 23 to 30, the participants will travel to Shenzhen, Dongguan, Hengqin and Guangzhou in Guangdong, as well as Hong Kong Special Administrative Region, for exchange activities.

    Members of this year’s Future Close-Up are influential figures in their fields, including entrepreneurs, scientists, scholars and opinion leaders. This edition of the program will feature a forum on urban innovation and cultural exchange in the GBA, offering international youth a platform to deepen their understanding of the region’s innovation ecosystem and facilitating mutual learning between urban cultures.

At the same time, their participation helps us broaden our appreciation for the diversity of global cultures,” said Tao Xing, the Future Close-Up program representative from the CICG Center for Americas, at the ceremony.

    “This year, we have invited international youth to visit the vibrant GBA. We hope you will embrace the journey with open minds, observe with curiosity, reflect on what you encounter and gain a uniquely personal experience of China,” he continued.

    The young delegates also shared their excitement and expectations for their upcoming journey.

    Torry Ko, Senior Strategy Manager for the Asia-Pacific region at Australian tech company MOLOCO, said he was especially interested in learning how leading firms like Tencent are tapping into the strengths of the GBA to fuel their rapid growth. “China’s tech industry is at the forefront globally,” he said.

    “I first came to Shenzhen 16 years ago, when I was studying in China. It’s incredible to see how much the city has changed. I am looking forward to learning more about the innovation driving China’s ongoing reform and development,” Ko added.

    Iuliia Bautdinova, a finance and communications analyst at multinational aerospace corporation Airbus from Russia, said she was drawn to Future Close-Up after hearing strong recommendations from previous participants. “My expectation is to get to know how people live here and what they do when they work with the future,” Bautdinova said. She is eager to take a closer look at the GBA’s renowned electronics and information industry and its ongoing development.

    Hugo Fontanel from France is interested in China’s digital transformation.   • MIL-OSI USA: Case Opposes Homeland Security Funding Measure That Would Cripple Federal Disaster Assistance To State And Local Governments

    (Washington, DC) – U.S. Congressman Ed Case (HI-01), a member of the House Appropriations Committee and of its Subcommittee on Homeland Security, voted yesterday in the full committee against the proposed Fiscal Year (FY) 2026 Homeland Security Appropriations measure.  

    The FY 2026 Homeland Security bill proposes a total discretionary allocation of $66.4 billion to the Department of Homeland Security, an increase of $1.3 billion over the FY 2025 enacted level.

    Combined with the additional $26.5 billion for disaster response and $6.3 billion for programs offset by fee collections, the bill proposes to spend a total of $99.1 billion for the Department of Homeland Security in FY 2026. 

    The bill supports the Federal Emergency Management Agency (FEMA), U.S. Customs and Border Protection, Immigration and Customs Enforcement, U.S. Citizenship and Immigration Services, Cybersecurity and Infrastructure Security Agency (CISA), Transportation Security Administration (TSA), the U.S. Coast Guard, the U.S. Secret Service and more.

    “While the measure funds many critical Hawai‘i and Indo-Pacific priorities I requested, I regrettably had to vote against this version because it dangerously underfunds disaster mitigation and cybersecurity initiatives, ultimately leaving Americans less safe,” said Case. “The Committee also was forced to draft the bill in the dark because the administration failed to provide a detailed budget request, and this is a dangerous precedent to support.”

    In his remarks to the full committee here, Case focused specifically on critical FEMA assistance to for the Maui wildfire disaster as well as proposed cybersecurity cuts.

    Through his assignment on the Subcommittee, Case secured $1 million for the Hawai‘i Emergency Management Agency’s (HIEMA) Emergency Operations Center IT Modernization Project. This is one of Case’s Member-designated Community Project Funding (CPF) projects that specifically focuses on local needs in Hawai‘i. The project will fund the procurement and installation of touchscreen monitors for a new information wall at the emergency operations center to facilitate emergency response communications and instantaneous information sharing.

    “These facilities will share information in real time so that emergency responders can make informed decisions and take necessary actions to save lives and protect property in the event of a disaster,” said Case. 

    The House’s CPF rules require that each project must have demonstrated community support, must be fully disclosed by the requesting Member and must be subject to audit by the independent Government Accountability Office. Case’s disclosures are here.  

    Case also secured a number of other key programs and provisions for Hawai‘i, including:

    ·         $355 million for Emergency Management Performance Grants, which support state and local emergency management agencies like HIEMA. 

    ·         $360 million for FEMA’s Assistance to Firefighters Grant program, which is a major source of funding for county fire departments.

    ·         $360 million for FEMA’s Staffing for Adequate Fire and Emergency Response Grant Program. 

    ·         $60 million for increased Coast Guard operations and support funding in the Indo-Pacific, to include workforce support in housing, medical and childcare access for Coasties in Hawai‘i.

    ·         $15 million for the Coast Guard’s Honolulu Homeport Project, which funds expansion of operations and cutter maintenance activities at Base Honolulu. 

    ·         $101 million for the National Domestic Preparedness Consortium, a $10 million increase over FY 2025, which funds University of Hawaii’s National Disaster Preparedness Training Center. 

    ·         $60 million for another Coast Guard Medium Endurance Cutter to be stationed in the Indo-Pacific.  

    ·         $40 million for FEMA’s Next Generation Warning System. 

    ·         Language requiring a report on the opportunity for the Coast Guard to acquire additional pier and related space at Base Honolulu. 

    ·         Language requiring a report on unmet requirements for the infrastructure at the Coast Guard’s Air Station Barbers Point. 

    ·         Language encouraging TSA to address potential degradation of security scanning equipment at open-air airports.

     The measure also includes the following priorities requested by Case: 

    ·         $14.4 billion for the Coast Guard. 

    ·         $54 million for the National Computer Forensic Institute, through which 397 state and local law enforcement officers from agencies in Hawai‘i have received a host of forensic training courses.

    ·         Report language supporting the growth of CISA support in the Pacific Islands. 

    ·         Language requiring a report on Coast Guard engagement and needs in the Indo-Pacific. 

    ·         Language requiring a briefing on the Coast Guard’s role in combatting illegal, unreported and unregulated fishing, which is a major issue in the Indo-Pacific. 

    ·         $615 million for the Urban Area Security Initiative under FEMA. 

    ·         $520 million for the State Homeland Security Grant Program, which provides funding to protect against terrorism and other threats. 

    ·         $95 million for the Transit Security Grant Program, which protects critical transportation infrastructure from acts of terrorism. 

    ·         $105 million for the Emergency Food and Shelter Program. 

    ·         $100 million for FEMA’s Port Security Grant Program. 

    ·         $45 million for the TSA Law Enforcement Officer Reimbursement Program. 

    This measure is one of the twelve bills developed by the House Appropriations Committee that will collectively fund the federal government for FY 2026 (commencing October 1, 2025). The bill now moves on to the full House of Representatives for its consideration.

    The Fiscal Year 2026 Homeland Security Bill

    The Homeland Security Appropriations Bill provides a total discretionary allocation of $66.36 billion. The defense portion of the allocation is $3.29 billion, which is $41 million (1.22%) below the Fiscal Year 2025 enacted level. The non-defense portion of the allocation is $63.08 billion, which is $1.37 billion (2.05%) above the Fiscal Year 2025 enacted level.

    The bill includes $6.3 billion in discretionary appropriations that are offset by fee collections and $26.47 billion as an allocation adjustment for major disaster response and recovery activities.

  • MIL-OSI USA: SASC Chairman Roger Wicker Releases Updated Text of Defense Reconciliation Bill

    WASHINGTON –?U.S. Senator Roger Wicker, R-Miss., Chairman of the Senate Armed Services Committee, today unveiled updated legislative text of the defense reconciliation bill.
    The House and Senate Armed Services Committees developed this legislation in close coordination with the White House and Department of Defense to modernize America’s military, secure the border, and strengthen national security.
    Chairman Wicker released the following statement after the release of the updated bill text:
    “This bill is a crucial down payment to modernize our military and enhance defense capabilities amid rising global threats. It provides significant funding for key areas including Golden Dome, unmanned technology, and shipbuilding,” said Chairman Wicker. “Alongside important reforms in the NDAA process, this bill will help transform the Pentagon and strengthen our military.”
    Changes Made Since 6/3 Text Release:
    Increases the amount of funding available for critical minerals supply chains to $5 billion
    Increases the amount of funding available for defense industrial base efforts to $3.3 billion
    Decreases the amount of funding available for the National Defense Stockpile to $2 billion
    Decreases the amount of funding available for military border support operations to $1 billion
    Removes all references to classified material
    Makes a handful of non-substantive changes for execution purposes

    Legislation Highlights
    Sec. 20001: $9 billion for Servicemember Quality of Life. Funds increases in allowances and special pays, as well as improvements to housing, healthcare, childcare, and education.
    Sec. 20002: $29 billion for Shipbuilding and the Maritime Industrial Base. Expands the size and enhances the capability of our naval fleet. Invests in autonomous surface and subsurface technology.  Builds capacity and improves infrastructure in the maritime industrial base.
    Sec. 20003: $25 billion for Golden Dome for America. Supports President Trump’s vision for layered missile defense shield for America. Develops space-based assets support the system and rapidly accelerates missile defense against threats to the homeland and deployed troops.  
    Sec. 20004: $25 billion for Munitions. Accelerates purchases of most important munitions. America’s arsenal of munitions. Expands capacity in the industrial base to support higher levels of munitions production. Ramps up production of and critical minerals to execute President Trump’s EO. Expands production of missile defense interceptors and counter drone capabilities. 
    Sec. 20005: $16 billion to Expedite Innovation to the Warfighter. Expands DoD initiatives to scale production of game-changing new technology and expedite delivery of low-cost, attritable weapons systems and artificial intelligence needed to ensure success on future battlefields.
    Sec. 20006: $400 million for Fiscal Responsibility and a Clean Audit. Requires audits of funds provided to DoD by this Act. Invests in the IT infrastructure, business systems, and new AI/automation capabilities needed to ensure the DoD fully passes an audit.
    Sec. 20007: $9 billion for Air Superiority. Reverses declines in fighter force posture. Accelerates delivery of next generation aircraft and autonomous systems.
    Sec. 20008: $15 billion for Nuclear Deterrence. Accelerates modernization of the triad. Improves readiness of our current nuclear deterrent. Invests in infrastructure needed to restore America’s ability to manufacture nuclear weapons.
    Sec. 20009: $12 billion for Pacific Deterrence. Expands military exercises and improves readiness of Indo-Pacific forces. Acquires capability and builds infrastructure needed to defend forces and conduct military operations in the Western Pacific.
    Sec. 20010: $16 billion to Enhance Military Readiness. Expands stocks of spares. Improves infrastructure at military depots and shipyards. Enhances the capability of Special Forces.
    Sec. 20011: $1 billion for Border Security.  Funds DoD personnel and logistics support to help carry out President Trump’s border, immigration, and counterdrug enforcement agenda.
    Sec. 20012: $10M for DOD IG to conduct specific oversight on appropriations in this title.
    Sec. 20013: Authorization of military construction projects in this title.
    Sec. 20014: Reductions in appropriation contingent upon spend plan.
