    New Trade Strategy to protect and boost British business

    The strategy will make the UK the most connected nation in the world while protecting vital industries from global threats and backing businesses to thrive.

    New Trade Strategy to protect and boost British business 

    • Trade Strategy sets out how UK will unlock £5 billion for businesses and expand UKEF capacity to £80 billion, delivering growth as part of the Plan for Change  

    • Trade defence toughened up with new and improved tools to better protect our vital industries from global threats  

    • UK sets its sights on quicker deals that firms can benefit from sooner, with a strong focus on services and high growth sectors 

    British Businesses will be given greater access to global markets more quickly as the UK tomorrow [Thursday 26 June] publishes its first Trade Strategy since leaving the EU. 

    The Strategy will make the UK the most connected nation in the world and secure billions worth of opportunities for businesses, helping deliver the economic growth needed to put money in people’s pockets, strengthen local economies, create jobs, and raise living standards.  

    It takes a more agile and targeted approach than the previous government’s, focusing on quicker, more practical deals that deliver faster benefits to UK businesses. It strengthens trade defences, expands export finance – especially for smaller firms – and aligns trade policy with national priorities like green growth and services. It’s a smarter, more responsive plan for a changing global economy. 

    The Trade Strategy:  

    • Unlocks £5 billion worth of opportunities for UK exporters through the new Ricardo Fund, which will tackle complex regulatory issues, shape global standards, and remove obstacles for UK businesses selling abroad.  

    • Expands UK Export Finance (UKEF)’s capacity by £20 billion to a total of £80 billion, announces a new Small Export Builder to give smaller firms better access to export protection insurance, and introduces improvements to help overseas buyers finance repeat orders from trusted UK suppliers in a more streamlined way.   

    • Vows to bolster our trade defence toolkit and make our trade remedies system more agile, assertive, and accountable to guard British businesses against global turbulence and the growing threat of unfair trading practices.   

    • Targets more mutual recognition of qualifications to boost the UK’s status as a services superpower – the 2nd biggest exporter of services in the world.  

    • Builds on existing clean energy and green sector agreements with partners including Norway, Japan and South Korea and explores new, deeper cooperation with markets such as Brazil, the Philippines and Mexico.    

    • Announces the UK will join the Multi-Party Interim Appeal Arbitration Arrangement (MPIA), a temporary arbitration arrangement for resolving appeals to WTO trade disputes, demonstrating our commitment to an effective rules-based international trading system 

    The Trade Strategy comes amid a backdrop of turbulent economic waters, resurgent protectionism and unfair trading practices creating significant challenges for businesses and industries across the whole of the UK. Together with our modern Industrial Strategy – a plan to grow the UK’s growth-driving sectors – we are strengthening businesses at home and setting clear direction to ensure success abroad and create high-paid, secure jobs in every part of this country.  

    It follows three significant trade deals agreed last month with huge benefits for UK businesses, jobs and consumers. Not only does our deal with India add £4.8 billion to the economy and £2.2 billion to wages each year, its reduced and liberalised tariffs means more whisky and gin is likely to be sold to Indian consumers and British shoppers could see cheaper prices on things like clothes, footwear and food products.  

    Our landmark deal with the US, the only one they have agreed with any country, protects hundreds of thousands of British jobs from automotive workers in the West Midlands, to aeroplane builders in Wales, to steelmakers in Scunthorpe. It shows the government delivering on its promise to champion British businesses and put jobs and livelihoods first. 

    The EU agreement, meanwhile, cuts red tape and improves access to our biggest trading partner. It means Scottish salmon farmers can sell their fish more easily to the EU, Welsh sausages and lamb mince exports will no longer be blocked, and British pets can join their owners on holiday with less headache.   

    Prime Minister, Keir Starmer, said: 

    What works for business, works for Britain. It means more jobs, more opportunities, and more money in people’s pockets. 

    That’s why I’ve backed British industry through global headwinds – securing major trade deals with the US, India and the EU that protect jobs and drive growth right across the country. 

    Today’s Trade Strategy is a promise to British business: helping firms sell more, grow faster, and compete globally. It’s about delivering growth as part of our Plan for Change—and making sure working people feel the benefits.

    Business and Trade Secretary Jonathan Reynolds said:  

    The UK is an open trading nation but we must reconcile this with a new geopolitical reality and work in our own national interest  

    Our Trade Strategy will sharpen our trade defence so we can ensure British businesses are protected from harm, while also relentlessly pursuing every opportunity to sell to more markets under better terms than before.  

    Broad and complex trade deals like we secured with India will bring billions to our economy every year but to deliver the Plan for Change we will strike more agile, targeted deals that exploit the sectors which drive the most growth for our economy.

    It comes as the government works in partnership with industry to shape future steel trade measures which will prevent cheap imports from undercutting UK businesses, following the expiry of the current UK steel safeguard measure in June 2026. Collaboration with steel producers, consumers and unions will help ensure the new phase of our trade defences continue to protect UK businesses and jobs, while providing a fair and competitive market.  

    UKEF measures included in the Strategy accompanies news this week that up to £13 billion of direct lending will be used to help boost exports across key industrial sectors, marking a £3 billion uplift in UKEF’s facility.  

    Trade Minister Douglas Alexander said:  

    This new hard-headed, data driven, and agile approach to trade policy is guided by our pragmatic patriotism. In this changed and challenging world, we will promote what we can and protect what we must to advance the UK’s national interest.  

    Through our Trade Strategy, we are supporting our businesses to expand and export with a wider range of trade tools that harness our high-growth industries of the future to deliver this government’s Plan for Change.  

    As we target these agreements, we will take every step necessary to safeguard British businesses from the increasingly protectionist mood in much of the world by sharpening our defensive toolkit.

    To complement the Trade Strategy, we have also today published the Global Trade Outlook 2025 which explores the long-term trends that may shape the global economy and international trade in the coming decades.

  • MIL-OSI New Zealand: Police and Customs bag smuggling ring operating airside

    A joint investigation has unpacked a criminal syndicate’s operation, which allegedly facilitated the smuggling of class A drugs through Auckland Airport.

    Police and Customs terminated nearly two dozen search warrants on Wednesday across the Auckland region as part of Operation Matata.

    Eighteen arrests have been made, including nine baggage handlers and another staff member working at the country’s busiest airport.

    Those arrested are 17 men, aged between 20 and 42, and a 19-year-old woman. Those arrested were appearing in the Manukau District Court yesterday afternoon and today.

    It all began on 20 March 2025, when a man was arrested outside an East Tamaki address after 25 kilograms of methamphetamine was discovered in his vehicle.

    Now, detectives from the National Organised Crime Group and counterparts at Customs have uncovered a wider group organising and facilitating controlled drugs being smuggled through Auckland Airport.

    “Police will allege in court that this group imported controlled drugs through the airport on six occasions,” Detective Inspector Tom Gollan says.

    “As a result, approximately 64 kilograms of methamphetamine and 3.4 kilograms of cocaine has been seized by Customs and Police.”

    This would have gone on to cause significant harm and cost to New Zealand communities.

    “Insider threats pose a threat to this country, and we are pleased to continue to work with Auckland Airport authorities, Customs and overseas law enforcement agencies to stamp this out,” Detective Inspector Gollan says.

    Customs Investigations Manager Dominic Adams adds: “These individuals are alleged to have abused their trusted positions as airport workers to smuggle significant amounts of harmful drugs into New Zealand.

    “There is zero tolerance for this type of behaviour and this operation signals the action that law enforcement, with the support of industry partners, has taken against those who thought they could operate outside of the law and profit from their criminal activities.”

    During the 23 search warrants carried out, Police located a significant amount of cash along with quantities of cocaine and a sawn-off shotgun.

    Those arrested will face serious drugs charges, including importation, supply and possession for supply of the class A controlled drugs methamphetamine and cocaine.

    • Operation Matata – by the numbers:

    Around 64.5kg of methamphetamine equates to:
    – 3,225,000 doses
    – $22.5m – the approximate retail value of this methamphetamine
    – $71.5m – an approximate amount of social harm prevented

    Around 3.4kg of cocaine equates to:
    – 34,000 doses
    – $1.5m – the approximate retail value of this cocaine
    – $1m – the approximate amount of social harm prevented

  • MIL-OSI USA: Congressman Nick Langworthy Announces FAA Grants for Cattaraugus County Olean Airport

    WASHINGTON, D.C. – Today, Congressman Nick Langworthy (NY-23) announced the Federal Aviation Administration has awarded $313,813 to the Olean Airport for phase 2 of their rehabilitation project which consists of rehabilitating a parking lot and construction of a new lighting system. The FAA also awarded a second grant of $87,400 for improving an existing terminal.

     

    “Investing in our local airports is essential to strengthening our regional infrastructure and economy,”said Congressman Langworthy.“I’m proud to support these FAA grants, which will help the Olean Airport make needed upgrades that improve safety, access, and future growth opportunities for our communities.”

Ted Cruz (R-Texas) introduced the CMV-22 Readiness Enhancement and Industrial Sustainment Act to improve naval aviation capabilities in contested environments and maintain industrial resiliency as the Department of Defense transitions to next-generation vertical lift systems. Specifically, this legislation authorizes the Navy to install proven nacelle improvements in the CMV–22 fleet, building on the successful upgrades made to the Air Force CV–22.

    The CMV–22 Reliability and Readiness Enhancement Act will:

    Authorize nacelle improvement modifications across the CMV–22 fleet to reduce downtime and improve aircraft reliability.
    Leverage lessons learned from successful CV–22 upgrades already fielded by the Air Force.
    Prioritize FY25–26 aircraft to maximize near-term operational benefit.
    Preserve critical workforce and supplier capabilities in the tiltrotor industrial base.
    Direct a report to Congress within 180 days on implementation status, readiness metrics, industrial base impact, and future sustainment needs.
    Requires no new funding authorization and ensures continuity in the tiltrotor industrial base during the transition from V–22 production to next-generation aircraft manufacturing.

    A. whereas enlargement is the most effective EU foreign policy instrument and a geostrategic investment in long-term peace, democracy, stability and security throughout the continent;

    B. whereas the EU remains the main political and economic partner of the Western Balkan countries; whereas the EU continues to be by far Albania’s biggest trade and investment partner and its largest provider of financial assistance;

    C. whereas enlargement is a merit-based process based on democracy, the rule of law and fundamental rights; whereas Albania’s EU accession depends on lasting, in-depth and irreversible reforms across fundamental areas, starting with the rule of law and the functioning of democratic institutions;

    D. whereas Albania has been an EU candidate country since 2014, began accession negotiations in July 2022 and successfully completed the screening process in November 2023;

    E. whereas Albania opened negotiations on ‘Cluster 1: Fundamentals’ on 15 October 2024 and on ‘Cluster 6: External Relations’ on 17 December 2024;

    F. whereas Albania is a reliable foreign policy partner and is fully aligned with the EU’s common foreign and security policy;

    G. whereas Albania has been a target of foreign malign influence campaigns aiming to sow discord, provoke tensions and violence and destabilise the whole region, including Russian disinformation and election meddling, as well as questionable investments from non-EU actors such as China; whereas Russian and Iranian cyber attacks against Albania in 2022 and 2023 disrupted critical government functions, illustrating the hybrid threat environment Albania faces as it progresses toward EU integration;

    H. whereas electoral shortcomings and serious vulnerabilities persist in Albania’s electoral system; whereas the OSCE/ODIHR recommendations to further improve the conduct of elections in Albania have not yet been fully addressed;

    I. whereas Albania participates in EU common security and defence policy missions and operations, including in EUFOR Althea in Bosnia and Herzegovina;

    J. whereas protection of national and ethnic minorities is crucial for aspiring EU Member States; whereas the implementing legislation on free self-identification and the use of minority languages has been adopted in Albania;

    K. whereas the Russian war of aggression against Ukraine highlights the critical importance of EU enlargement for ensuring security and stability on our continent;

    1. Welcomes Albania’s unwavering commitment to EU integration, reflecting consensus among all political parties, both governmental and opposition, and overwhelming support among citizens, and commends its consistent full alignment with the EU’s common foreign and security policy and promotion of the rules-based international order, including its categorical response to the Russian war of aggression against Ukraine through its alignment with the EU’s restrictive measures against Russia and Belarus; acknowledges the country’s active role in the region and in regional initiatives;

    2. Welcomes Albania’s ambition of closing accession negotiations by the end of 2027 and the swift progress made in recent years, notably the opening of two clusters of negotiating chapters in 2024; recalls that candidate countries undergo in-depth transformations to fulfil membership criteria during accession negotiations, which last as long as it takes to implement the necessary reforms; stresses the need to strengthen the transparency, accountability and inclusiveness of the accession process, including its parliamentary dimension; cautions against any actions that could undermine the system of checks and balances;

    3. Notes that the pace of EU accession is determined by the candidate country’s progress on aligning with the EU acquis, its track record on implementing it and the due functioning of all the country’s institutions, and is grounded in the rule of law, good governance and fundamental rights; urges Albania to accelerate reforms to strengthen the rule of law and economic growth, counter corruption and organised crime, prevent human trafficking, ensure the protection of fundamental rights and make progress in the areas of freedom of expression, freedom of information and media pluralism and independence;

    4. Welcomes the EU’s new Reform and Growth Facility for the Western Balkans, which will provide EUR 922 million in grants and loans to Albania when it meets the conditions set out in its ambitious Reform Agenda;

    5. Takes note of Albania’s adoption of the National Plan for European Integration 2024-2026; welcomes the fact that Albania has established the bodies in charge of the integration process; calls for greater efforts to increase transparency and engage in public communication on EU integration;

    6. Welcomes the decision to open the European Parliament’s antenna office for the Western Balkans in Tirana; notes that the office will serve as a key contact point between the European Parliament and national parliaments, civil society and local partners from across the Western Balkans region; 

    7. Welcomes the involvement of 18 Albanian participants in the Enlargement Candidate Members initiative launched by the European Economic and Social Committee, which aims to foster closer ties with candidate countries and facilitate their gradual integration into the EU;

    Democratic institutions, media and civil society

    8. Insists on the importance of constructive political debate and orderly parliamentary conduct as key aspects of democratic governance; reaffirms the joint responsibility of Albania’s political forces to strengthen constructive and inclusive political dialogue and overcome ongoing high political polarisation in the country; deplores the continued confrontations and inflammatory rhetoric by politicians from all parties and the clashes between the ruling majority and the opposition; underlines the need to foster a political culture based on mutual respect and adherence to democratic norms, ensuring that political competition does not undermine institutional stability, and to demonstrate full respect for the role of parliamentarism, by putting an end to political attacks; calls for genuine dialogue to promote political stability and progress, emphasising the need for cross-party consensus on the EU integration agenda and the meaningful involvement of civil society; emphasises the need for more effective parliamentary oversight and improved functioning of institutions;

    9. Recognises the growing threat of foreign malign influence and hybrid interference in Albania’s democratic institutions; highlights that Kremlin-aligned narratives have sought to erode public confidence in democratic institutions and promote anti-Western sentiment; calls on Albania to enhance institutional resilience against covert political funding, media manipulation and cyber threats that directly impact its EU accession process; calls for the EU institutions to closely monitor Albania’s exposure to foreign malign influence;

    10. Welcomes Albania’s blocking of  Russian disinformation domains but stresses the need for a coordinated EU-Albania disinformation response mechanism, modelled on the EUvsDisinfo platform, to rapidly debunk and counteract Kremlin narratives; advocates for increased regional cooperation among Western Balkan countries to share best practice and develop joint strategies in combating disinformation and foreign interference; warns of the increasing footprint of Chinese state-backed media in Albania;

    11. Emphasises the Albanian Parliament’s duty to respect the rulings of the Constitutional Court without delay; stresses the fundamental and irreplaceable role of parliament in safeguarding checks and balances; calls on Albania to ensure genuine democratic accountability and stronger, more transparent governance;

    12. Takes note of the July 2024 amendments to Albania’s electoral code, which enable out-of-country voting by the Albanian diaspora and introduce partially open candidate lists; takes note of the parliamentary elections of 11 May 2025 and underlines that, based on the preliminary conclusions of the OSCE/ODIHR, the elections were competitive and professionally conducted but took place in a highly polarised environment and contestants did not enjoy a level playing field; expresses concern that the ruling party benefited from the widespread use of administrative resources; calls on all parties to demonstrate political will for a comprehensive and inclusive electoral reform to implement all recommendations from the OSCE/ODIHR and the Venice Commission fully and in a timely manner, including those on the electoral and party financing framework;

    13. Regrets that the environment for free media and independent journalists has been declining in recent years; notes with concern that media independence and pluralism in Albania continue to be affected by high market concentration, the overlap of business and political interests, lack of transparency of funding and ownership, intimidation and precarious working conditions for journalists; notes that, according to the 2024 Reporters Without Borders World Press Freedom Index, Albania ranks 99th, reflecting ongoing issues related to media ownership concentration, political interference and threats against journalists; highlights that the lack of transparency in media financing and ownership structures increases the risk of editorial bias and foreign propaganda penetration and undermines public trust in journalism; calls on the Albanian authorities to ensure media ownership transparency and enforce a policy of zero tolerance for the intimidation of journalists; calls on the Albanian Government to support independent fact-checking platforms as a means to ensure public access to accurate information and to uphold the integrity of the information space;

    14. Recalls that any revision of media laws should be in line with the Venice Commission recommendations and should take place in a transparent and inclusive manner in consultation with media organisations, with the aim of improving media freedom and self-regulation; welcomes the Platform to promote the protection of journalism and safety of journalists launched by the Council of Europe, together with the EU and a network of prominent press freedom organisations; regrets  that there has been no progress in aligning the legislative framework with the EU acquis and EU standards, including the European Media Freedom Act[4]; recalls the need to strengthen investigative journalism, fact-checking and media literacy and to tackle hate speech, disinformation and fake news; expresses concern over enduring inflammatory anti-media rhetoric, including by high-level politicians, public officials and other public figures, which fuels the culture of intimidation; strongly condemns the increasing verbal attacks against journalists reporting on rule of law and corruption matters, as well as misogynistic online harassment targeting women journalists, smear campaigns, violence and rioting, and calls for the final convictions of the attackers to be ensured; regrets that the criminal code does not provide protection to journalists against threats and violence, calls on the authorities to adopt a legal framework that efficiently protects journalists, human rights defenders, environmental activists and other stakeholders against the concerning increase of strategic lawsuits against public participation (SLAPPs), to decriminalise defamation and to respect the role of independent journalism as a crucial check on power and to engage with the media in a manner that upholds democratic principles;

    15. Recalls the responsibility of national and local authorities to improve transparency, accountability and inclusiveness by conducting meaningful and regular public stakeholder consultations; notes with concern that the Albanian Parliament’s implementation of the legal framework for public consultations remains predominantly formal; stresses the need for greater transparency regarding public data and key legislative projects; insists that the financial resources, administrative capacity and fiscal autonomy of local authorities should be improved;

    16. Welcomes Albania’s vibrant and constructive civil society, which plays a crucial and positive role in the reform process; welcomes the improvement of electoral monitoring and the increasing participation of civil society in overseeing the democratic process; underlines that civil society is vital in fostering democracy and pluralism and promoting good governance and social progress; encourages the Albanian Government to bolster the role of civil society, including women’s rights organisations, in the EU accession process, from an early stage and in a transparent legislative process; regrets that civil society organisations operate in a challenging environment and receive limited public funding; insists that the groundwork for an effective VAT exemption system be laid in compliance with the commitments taken by Albania under the EU-Albania Cooperation Agreement and the IPA III; urges the authorities to speed up the drafting of the 2024-2027 roadmap for the government policy towards a more enabling environment for civil society development and to closely monitor the implementation of this roadmap;

    17. Welcomes the establishment of the new position of Minister of State for Public Administration and Anti-Corruption and underlines the importance of its effectiveness and of delivering public administration and anti-corruption reforms; remains concerned, however, that there has been limited progress in public administration reform; insists that the Albanian authorities effectively implement provisions on merit-based recruitment and review the effectiveness of the current monitoring structures for the new public administration and anti-corruption reforms; underlines the need to foster a culture of accountability, non-partisan access to public information and scrutiny of public institutions, including with regard to the implementation of the Reform Agenda; notes that public entities need to improve their compliance with transparency requirements and their responsiveness to information requests;

    18. Regrets that limited progress has been made in aligning the legal framework for procurement with the EU acquis; expresses concern over the newly introduced temporary exemptions in public procurement law; calls on the Albanian authorities to improve competitive procurement procedures in line with the EU acquis;

    19. Welcomes the progress made by Albania in improving data transmission to Eurostat;

    Fundamental rights

    20. Notes that Albania’s legal framework for gender-based violence is not yet fully aligned with the Istanbul Convention; expresses serious concern that violence against women remains a pressing issue, with the number of femicides remaining high; welcomes the establishment of a femicide watch by the Ombudsperson; urges the enhancement of support services for victims, particularly healthcare, shelter funding, free legal aid, and victim reintegration and rehabilitation; stresses the need for increased financial and institutional support to be given to prevention programmes, public awareness campaigns, and specialised training for law enforcement and judicial authorities to ensure a victim-centred approach;

    21. Expresses concern about persistent shortcomings, such as non-alignment or partial alignment with the EU acquis, regarding persons with disabilities and gender equality; recognises the need for Albania to fully align its legal framework on gender-based violence with the Istanbul Convention; notes that, according to the World Economic Forum’s 2024 Global Gender Gap Report, Albania has fallen six places to rank 23rd globally, indicating a widening gender gap; expresses serious concern that violence against women remains a pressing issue, with the number of femicides remaining high; calls for the full and effective implementation of existing legislation, including stricter enforcement of protective measures and enhanced judicial responsiveness to gender-based violence cases, as highlighted in the European Commission’s 2024 report on Albania;

    22. Welcomes the adoption of a new and better-financed national action plan for LGBTI+ persons; regrets, however, that there has been no progress in initiating the necessary legislation in this field and calls on the authorities to adopt the necessary legislation on the recognition of gender identity and sex characteristics, as well as on same-sex partnerships/marriages; deplores the fact that LGBTI+ persons continue to face threats and derogatory media campaigns, with public institutions failing to provide adequate protection; notes that women living in rural and remote areas, Roma and Egyptian women and LGBTI+ individuals continue to face limited access to primary healthcare; urges public institutions to demonstrate strong commitment to protecting LGBTI+ rights and to act decisively against discriminatory and hateful language towards the LGBTI+ community;

    23. Welcomes the adoption of the pending implementing legislation on the rights of persons belonging to minorities, specifically on self-identification and the use of minority languages, and underscores that these by-laws have to be fully and effectively implemented in order to render the exercise of minority and education rights feasible in practice; calls on the authorities to increase the capacity of the State Committee on National Minorities; expresses concern over persistent issues of discrimination and social exclusion affecting minority groups in Albania; calls on the Albanian Government to fully respect and protect human rights, including the rights of minorities, and to ensure that all allegations of human rights abuses, including hate speech, are promptly and thoroughly investigated; urges the Albanian authorities to enhance institutional mechanisms to prevent discrimination and ensure the meaningful political participation of all communities, in line with the recommendations of the Commission’s 2024 report on Albania; calls on Albania to protect and promote the cultural heritage, languages and traditions of its national minorities; calls on Albania to provide education for national minorities in minority languages and to ensure adequate access to state primary, secondary and higher education for all of its citizens; 

     

    24. Recalls that Albania should safeguard the right to property, in particular, by making decisive progress on first registration and compensation, improving the transparency of the state cadastre and the quality of the property register cadastral data, and ensuring that the right to a fair trial and the right to effective remedy are respected in cases of expropriation and removal of properties;

    25. Calls for increased investment in the modernisation of the education system, ensuring its quality and inclusiveness; calls on Albania to implement measures to foster opportunities in employment and education for persons with disabilities;

    26. Commends the successful 2024 census held in an atmosphere of trust and transparency and its results; believes that Albania should serve as a positive model for conducting a population census in the region;

    27. Welcomes the adoption of the law on personal data protection, aimed at full alignment with the EU acquis; commends the Albanian authorities for the adoption of the implementing legislation on the procedure and fair compensation for the use of orphan works and the database of copyright works, but expresses serious concern about the handling of personal data and weaknesses in IT systems; calls on the Albanian authorities to strengthen safeguards against data breaches, enhance prevention and public awareness, and improve institutional capacity in order to effectively implement the new Law on Personal Data Protection; calls on Albania to further collaborate with the EU Intellectual Property Office;

    28. Recognises the closer cooperation between Albania and the EU in managing migration flows and border control processes, in particular through the new national strategy on migration for 2024‑2026 and cooperation with Frontex; takes note of the Italy-Albania Memorandum of Understanding;

    Rule of law

    29. Commends the progress Albania has achieved in the implementation of the justice reforms aimed at strengthening the independence, transparency and accountability of the judiciary, including on the vetting process, completed at first instance; welcomes the new reform process ‘Good governance, rule of law and anti-corruption for Albania 2030’ launched by the Albanian Parliament; stresses that any initiative to strengthen governance, rule of law and anti-corruption efforts must be built on inclusivity, transparency and collaboration;

    30. Expresses concern about continued political interference with and pressure on the judicial system; notes with concern  shortcomings in the merit-based appointments of non-magistrate members of the High Judicial Council and the High Prosecution Council and their integrity;

    31. Calls for urgent steps to ensure judicial independence and institutional integrity;

    32. Highlights that Albania ranked 80th in Transparency International’s 2024 Corruption Perceptions Index, indicating the need for substantial progress in combating high-level corruption and ensuring judicial independence; underscores the key work of Albania’s Special Anti-Corruption and Organised Crime Structure (SPAK) in building up a track record of investigating, prosecuting and convicting in high-level corruption cases as well as cases involving the protection of the EU’s financial interests; stresses the importance of ensuring the full independence of anti-corruption institutions and encourages the strengthening of their operational and investigative capacity; welcomes high-level corruption investigations and proceedings; stresses that increasing the number of final convictions of high-level officials remains an important priority;  urges all actors to refrain from any actions that undermine the work of independent institutions such as SPAK; expresses its regret at the environment of intimidation that the judiciary operates in, and at instances of undue pressure that it endures, which pose a serious threat to judicial independence; expresses concern that the lack of institutional support for magistrates facing threats weakens public trust and seriously jeopardises the rule of law and Albania’s EU integration process;

    33. Notes the challenges concerning the quality and efficiency of the justice system, including the high number of judicial vacancies, insufficient court staff, the quality of initial and continuous judicial training, the consistency of case-law and the lack of a modern integrated case management system; notes that budget allocations are insufficient, particularly for the court component; underlines that reducing the backlog of unprocessed files in the judicial system should remain a priority; welcomes, however, the fact that the Constitutional Court of Albania has improved its efficiency by reducing its backlog and continues to uphold institutional checks and balances;

    34. Welcomes the adoption of national legislation to align with the EU acquis on anti-money laundering; notes the need to establish a strong asset recovery office and to improve vetting procedures and the processes for investigating, prosecuting and obtaining convictions in high-level corruption cases, including through the seizure and final confiscation of criminal assets;

    35. Calls on Albania to continue aligning its legal framework, and notably the criminal code, with the EU acquis on the fight against organised crime and the trade in drugs and firearms, as well as combating cybercrime, extremism and terrorist threats; notes the appointment of additional prosecutors to the Special Prosecution Office as well as the establishment of a financial investigation unit; commends Albania’s participation in joint operations and cooperation under the European multidisciplinary platform against criminal threats (EMPACT) on drug trafficking, money laundering and cybercrime; further acknowledges the intensified cooperation with EUROPOL, EUROJUST, FRONTEX, INTERPOL and the CARIN Network in fighting organised crime and dismantling transnational crime networks; encourages Albania to strengthen its mechanisms for sharing intelligence with EU agencies to enhance regional stability; calls for sustained efforts to align Albania’s security policies with EU strategies, fostering a more integrated and resilient regional security framework; calls on Albania to strengthen the fight against human trafficking in cooperation with the Member States and EU agencies; stresses the need to counter the illicit trade in small arms and light weapons, as Albania remains both a destination and a transit country; welcomes the adoption of a new strategy for the protection of victims of crime; emphasises the importance of continuous training for migration control personnel to ensure the effective implementation of European regulations and a stronger response to human trafficking networks;

    36. Encourages the European External Action Service and the Commission to further help boost Albania’s resilience against hybrid threats in the area of cyber security, information manipulation and protection of critical infrastructure; calls on Albania to assess the risks associated with foreign direct investment and to screen such investment, particularly in strategic sectors such as energy, mining and telecommunications, in order to avoid economic dependencies and debt traps and protect national interests, enhance security and ensure consistency with EU standards;

    37. Calls for the EU and the Western Balkan countries to establish a framework for effective cooperation between the European Public Prosecutor’s Office (EPPO) and the accession countries with a view to facilitating close cooperation and the prosecution of misuse of EU funds; welcomes the fact that Albania has concluded a bilateral working arrangement with the EPPO;

    Socio-economic reforms

    38. Welcomes Albania’s engagement in implementing the EU’s Growth Plan for the Western Balkans, encompassing EU single market integration, regional economic integration, fundamental reforms and increased financial support;

    39. Reiterates the importance of improving the public infrastructure within the Western Balkan countries and developing connections with EU Member States; recalls the potential of the economic and investment plan for the Western Balkans to enhance regional connectivity through rail and road infrastructure; in that respect, urges the authorities in all countries to complete Corridor VIII connecting Albania, North Macedonia and Bulgaria; recalls the importance of improving flight connections between the Western Balkan countries and with the EU Member States;

    40. Welcomes Albania’s Reform Agenda addressing the business environment, human capital, digitalisation, energy and the green transition, fundamental rights and the rule of law; welcomes, furthermore, Albania’s participation in the EU’s Digital Europe programme; welcomes the fact that Albania has been ranked as a regional leader in public administration and digital public procurement by the Support for Improvement in Governance and Management programme, run by the EU and the Organisation for Economic Co-operation and Development;

    41. Encourages the Albanian authorities to reduce the risk of poverty and social exclusion by further improving access to education and housing, as well as social and healthcare services, especially for disadvantaged populations and minority groups, including Roma and Egyptians; calls for the implementation of Albania’s National Social Protection Strategy 2024-2030 and National Employment and Skills Strategy 2023-2030; calls on Albania to adopt further measures to fight against youth unemployment and calls on the Albanian authorities to effectively implement the National Agenda for the Rights of the Child by providing assistance to children facing exclusion and poverty;

    42. Commends the Albanian authorities for the adoption of legislative acts to reform higher education and for the implementation of the National Strategy for Education 2021-2026; calls on Albania to expand media literacy as a core subject in school curricula while ensuring that teachers receive dedicated training and modern resources to deliver high-quality programmes; encourages collaboration with EU educational initiatives and regional networks such as the Western Balkans Media Literacy Observatory to implement best practices in critical thinking and digital literacy education;

    43. Welcomes the progress made by Albania in concluding bilateral agreements with EU Member States on social security and in its preparations to enable the connection of its employment services system to EURES, the European network of employment services;

    44. Welcomes the fact that Albania joined the Single Euro Payments Area in November 2024, which reduces costs for citizens and businesses and will contribute to Albania’s further integration into the single market; commends the Albanian authorities on the alignment with the EU acquis on payments (Payment Accounts Directive[5]) and on their actions that have resulted in Albania’s removal from the grey list of the Financial Action Task Force; recognises Albania’s efforts to improve economic competitiveness and calls on the government to continue with structural reforms to foster a more attractive business environment in line with EU standards; regrets that the inefficiency in public administration, an excessive regulatory framework, corruption and large informal economy undermines the business environment and impedes competition;

    45. Commends the improvement of Albania’s fiscal performance; calls on the Albanian authorities to further enhance fiscal risk analysis by strengthening the relevant Ministry of Finance department; calls for greater transparency and accountability of state-owned enterprises through annual financial reports; calls on Albania to strengthen its public internal financial control and to ensure that the recommendations of the Supreme Audit Institution (ALSAI) are implemented;

    46. Welcomes the further alignment of legislation with the EU acquis on private pension funds, bank recovery and the resolution framework; calls on Albania to complete its alignment with the EU acquis on insurance, capital markets, securities markets, investment funds and financial market infrastructures;

    47. Welcomes the agreement reached at the Tirana Summit on reduced roaming costs; in this respect, calls on the authorities, private actors and all stakeholders to work towards achieving the agreed targets of substantially reducing roaming charges for data and further reducing prices for roaming between the Western Balkans and the EU to levels close to domestic prices by 2027; welcomes the implementation of the first phase of the roadmap for roaming between the Western Balkans and the EU;

    48. Is concerned about the lack of progress in company law legislation in Albania; calls on the Albanian authorities to complete the alignment of company law legislation with the EU acquis;

    Environment, biodiversity, energy and transport, sustainable tourism

    49. Stresses that more efforts are needed for Albania to align with the EU acquis on the environment; calls for its alignment with the EU’s Environmental Impact Assessment[6] and Strategic Environmental Assessment[7] directives; underlines the need to strengthen the fight against environmental crime;

    50. Highlights the need for transparent and inclusive public consultations in line with the Aarhus Convention, ensuring the active involvement of local communities, NGOs and scientific institutions in environmental decision-making processes, especially on projects with large environmental and socio-economic repercussions; warns that the lack of proper stakeholder engagement undermines governance standards and Albania’s compliance with its obligations under the EU acquis; expresses concern about the economic and environmental impact of non-competitive foreign-funded development projects;

    51. Recalls that substantial efforts are needed for Albania to achieve the goals relating to climate protection, energy efficiency, diversification and greening of energy supply and transport; notes that air and water quality and waste management remain particularly challenging issues for the country; urges the central government and local authorities to step up their efforts to improve air quality and reduce potentially lethal pollution; urges the Albanian Government to prioritise the implementation of climate adaptation strategies, the development of renewable energy sources and the modernisation of the country’s waste management system to meet EU standards and support sustainable economic growth; encourages the Albanian authorities to strengthen measures and investments to expand the public transport and railway systems;

    52. Firmly believes that environmental protection and sustainable tourism development must go hand in hand; welcomes the establishment of the first wild river national park in Europe, the Vjosa Wild River National Park, and calls for sufficient resources to be allocated to its protection; calls on the authorities to fully respect the national park’s ecological integrity and to reconsider infrastructure projects, notably the water abstraction project on the Shushica river, in line with international biodiversity conservation standards and best practice to ensure that the park’s biodiversity, habitats and ecological functions remain intact; reiterates its concern over the construction of the Vlora airport in the Vjosa-Narta Protected Area, in violation of national and international biodiversity protection norms, and calls on the Commission to address the issue in chapter 27 of the accession negotiations; calls on the Albanian authorities to adopt the implementing legislation for the Law on Cultural Heritage and Museums;

    53. Expresses serious concern regarding recent amendments to Albania’s Law on Protected Areas that allow large infrastructure and tourism projects in ecologically sensitive zones; calls for these legislative amendments to be reversed with a view to ensuring full and strict compliance with national and international legal frameworks and conservation standards and addressing marine waste pollution affecting neighbouring countries;

    54. Calls on the Albanian authorities to designate and effectively manage key protected areas for the survival of critically endangered species, in particular the Balkan lynx, including through comprehensive biodiversity monitoring programmes, and to implement and strictly enforce anti-poaching legislation; urges Albania to abandon the plans for the Skavica hydropower plant on the Black Drin river, given its severe ecological, social and cultural impacts, including the displacement of local communities;

    Regional cooperation and foreign policy

  • MIL-OSI Canada: Airport improvements support economic growth

    Communities that rely upon regional airports, heliports and water aerodromes provincewide will benefit from funding provided through the Province of B.C.’s Air Access Program.

    “Through the B.C. Air Access Program, we’re supporting upgrades to airports that will improve access for vital communities across our province,” said Mike Farnworth, Minister of Transportation and Transit. “These improvements to our rural and regional airports will help keep British Columbians connected and our economy on the move.”

    This year, the Province is investing $6.2 million through the BC Air Access Program (BCAAP) to support 16 airport upgrades throughout B.C., prioritizing the needs of local communities.

    Projects include:

    • runway improvements in Comox, Courtenay and Vanderhoof;
    • a permanent heliport to serve the isolated community of Tipella, supporting air ambulance and visits by medical practitioners;
    • wildlife-exclusion fencing at Fort St. James;
    • upgraded weather monitoring at Fairmont Hot Springs; and
    • lighting and fuel system upgrades at several airports to improve safety.

    “From wildfire suppression to air-ambulance operations, from high-value tourism to connecting Indigenous and rural communities within our province and beyond, the B.C. Air Access Program supports our economy and society,” said Cathy Press, chair, BC Aviation Council.

    B.C. is home to more than 300 public airports, heliports and water aerodromes that connect people and their communities, support the economy and help keep people safe. 

    While airports are under federal jurisdiction, the Province recognizes the importance of smaller airports to their communities. Since 2017, including this announcement, BCAAP has committed more than $70 million in grants to infrastructure projects at 80 air facilities.

    The program is open to facilities that serve fewer than one million passengers per year. BCAAP has an open intake for all eligible applicants every year throughout November and December.

  • MIL-OSI Global: The Competition Bureau wants more airline competition, but it won’t solve Canada’s aviation challenges

    A recent market study by the Competition Bureau is calling for more airline competition in Canada’s airline industry to reduce fares, increase service quality and provide better services to remote communities.

    The study reiterates that Canada’s domestic air travel market is largely dominated by just two carriers, Air Canada and WestJet. Together, they account for between 56 per cent to 78 per cent of all domestic passenger traffic. This concentration limits passenger choice, and many Canadians feel airfares are high and quality of service is low as a consequence.

    Increased competition has lowered air fares elsewhere, like in Europe, for example, where low-fares airlines dominate the continental market. However, there have been negative outcomes for consumers.

    While the bureau positions competition as the solution to the many issues plaguing the industry, it overlooks how an increase in competition can fall short, particularly when it comes to transparency, service quality, labour conditions and regional connectivity.

    Cost transparency not likely to improve

    One of the Competition Bureau’s key criticisms of Canada’s airline industry is the lack of cost transparency when booking flights. Hidden fees and complex fare structures make it difficult for travellers to effectively make comparisons among airlines.

    But it’s unreasonable to expect increased competition — when airlines seek to make their offering more attractive than their competitors — to lead to greater transparency in Canada. In fact, competition has been linked theoretically and empirically to dishonest practices.

    Europe provides a cautionary example. Increased competition has not led to greater air fare transparency in Europe. Airlines like Ryanair, a low-fare airline and the continent’s largest airline by passengers carried, have been accused of hiding fees for passengers.

    Service quality and workers

    The bureau’s study also found that many Canadians are dissatisfied with the quality of service offered by domestic airlines. Yet increased competition is unlikely to raise service standards. As airlines compete to offer the lowest fares, they often look to reduce operating costs, typically at the expense of service quality.

    Those who suffer the most from airlines minimizing costs are employees, since labour represents one of the few areas where airlines can cut back.

    The morality and safety implications of introducing wage and employment insecurity to workers within high reliability organizations aside, reducing the quality of employment terms and conditions for workers in such an important industry is short-sighted.

    Claims of a pilot shortage are contested, and making employment in Canadian aviation less attractive for a highly skilled and crucial occupational group like pilots is a strategic faux pas that could have long-term consequences for the industry’s stability.

    Remote communities left behind

    Canada’s unique geography means that many remote regions rely on airlines for goods and transport. Yet these areas are not effectively served by the commercial aviation industry. The bureau suggests greater competition could help, but that claim is questionable.

    The reason existing airlines are not providing a greater number of flights between remote communities and larger airports is because these routes aren’t profitable. Rather than expanding service, a more competitive market could shrink route availability because airlines could abandon less profitable routes or refuse to compete on routes where a market leader emerges.

    To its credit, the bureau offers several recommendations for northern and remote communities. But these communities are unlikely to benefit from competition alone. In fact, increased competition would likely mean airlines will focus on profitable routes and remove those that don’t yield high profits.

    Europe’s airline industry is once again instructive. Eurocontrol, a pan-European organization dedicated to the success of commercial aviation in Europe, states that “domestic aviation in Europe has experienced a substantial and persistent decline over the past two decades,” including the demise of regional operators serving lower-density routes.

    Where routes have been maintained — in Norway, for example — it’s as a consequence of public service obligations that guarantee essential routes are maintained through government support.

    It’s because of public service obligations, not competition, that the Canadian government can serve remote communities. Without such safeguards, increased competition has the potential to do more harm than good.

    Risks of relaxing foreign ownership

    The bureau also recommended relaxing rules around foreign ownership within the Canadian airline industry so that a wholly foreign owned airline can compete domestically.

    But not all airlines are equal. Some, like Qatar Airways, are backed by the government of their home state. Qatar Airways has purchased stakes in airlines in Asia Pacific and Africa.

    Competition with airlines such as Qatar Airways is inherently unfair because of the huge financial support it receives. Allowing such state-backed carriers into the Canadian market could place domestic airlines at a significant competitive disadvantage. This could not only weaken Canadian airlines, but also be detrimental to the Canadian economy if domestic carriers are pushed out.

    Competition may reduce fares, but it always comes at a cost. Canadians must be certain that lower fares are worth the cost.

    Deputy Prime Minister Dmitry Patrushev held a meeting on the issue of passing the flood-hazardous period and fire-hazardous season. It was attended by the heads of the Ministry of Emergency Situations, the Ministry of Natural Resources, the Federal Forestry Agency, the Federal Water Resources Agency, the Federal Hydrometeorological Service and other relevant departments, as well as heads of regions.

    Dmitry Patrushev reported that the spring flood this year passed without significant damage to populated areas and economic facilities. The Deputy Prime Minister noted the coordinated work of federal agencies and regions and emphasized that the Government allocated 6.5 billion rubles to organize preventive measures. The funds were also used to strengthen the coastlines, clear river beds and under-bridge spaces. A timely hydrometeorological flood forecast also made it possible to take the necessary preventive measures.

    Despite the favorable situation with the passage of the spring flood period, a number of water bodies in the Urals, Siberia and the Far East still have a fairly high water level. In this regard, Rosvodresursy, together with the regions, will continue to constantly monitor the hydrological situation, and if necessary, the operation of reservoirs will be adjusted. Dmitry Patrushev also instructed that issues of rapidly developing floods, typical for the territories of the Far Eastern, North Caucasian and Southern Federal Districts, be regularly considered during meetings of the headquarters of the Ministry of Emergency Situations, the Ministry of Natural Resources and the regions.

    “The situation with wildfires has been difficult since the beginning of the season, but is currently generally stabilizing. About 20 billion rubles have been allocated for the implementation of measures to protect forests from fires in 2025, which is significantly more than a year earlier. Thanks to the systemic measures taken at the level of the Government, the Ministry of Emergency Situations and other responsible agencies, the timely transfer of forces and, of course, the heroic efforts of firefighters, the total area of fires has decreased by 2.5 times in the last month alone. And now the figure for the country is less than 300 thousand hectares, although a month ago it exceeded 800 thousand,” said Dmitry Patrushev.

    The Deputy Prime Minister noted that against the backdrop of a warm winter and early spring, the first fires were recorded in April, which is much earlier than in previous years. In total, the fire has already passed through almost 4 million hectares. The most difficult situation remains in the Zabaikalsky Krai, which accounts for almost 80% of the area of active forest fires throughout the Russian Federation. Since April, a federal emergency regime has been in effect in the region.

    Dmitry Patrushev emphasized that the federal authorities had taken maximum measures to qualitatively influence the situation. In preparation for the fire season, the Government allocated 1.8 billion rubles to the Zabaikalsky Krai, including an additional 800 million to increase forces and resources. In addition, a new forest fire center has been operating in the region since the beginning of 2025. All available aircraft were additionally sent to Zabaikalsky Krai, including a Cyclone aircraft for artificially inducing precipitation, and specialists from other regions and most of the federal reserve of Avialesookhrana were also transferred.

    “The peak of the fire season has not yet passed. Therefore, the risks remain. Constant monitoring is necessary, first of all, in the regions of the Far East and Siberia, where dry weather and thunderstorm activity are observed. It is necessary to organize the work in such a way as to ensure prompt detection of fires and timely deployment of the necessary forces and means. The goal is to extinguish at least 80% of fires in the first day. In this case, this is the key to efficiency,” said Dmitry Patrushev.

    Following the meeting, the Deputy Prime Minister instructed federal agencies to continue providing all necessary assistance to the regions. He also drew the attention of the heads of the subjects to the need to monitor the development of the fire situation and strengthen monitoring aimed at promptly detecting fires and eliminating them within the first 24 hours. The Zabaikalsky Krai and Buryatia need to mobilize resources as much as possible to quickly localize and eliminate the current fires.

    Dmitry Patrushev stressed the importance of monitoring the situation in hard-to-reach areas to identify fires before they become large-scale. The Deputy Prime Minister drew special attention to the effectiveness of the current measures of the special headquarters for the prevention of natural fires at the level of the Central Federal District.

  • MIL-OSI Canada: Canada joins new NATO Defence Investment Pledge

    The world is increasingly dangerous and divided, with the rules-based international system under unprecedented pressure and global conflict becoming more frequent and volatile. To meet this moment, Canada and its Allies are building their defence capabilities to strengthen our collective security.

    Today, the Prime Minister, Mark Carney, announced that Canada and its North Atlantic Treaty Organization (NATO) Allies have agreed to a new Defence Investment Pledge of investing 5 per cent of annual GDP by 2035 to ensure our individual and collective security. The commitment aligns with Canada’s own strategic defence and security goals.

    As part of this 5 per cent pledge, Canada will invest 3.5 per cent of GDP for core military capabilities, expanding on our recent investments. That means further investments in our Canadian Armed Forces, modernizing our military equipment and technology, building up Canada’s defence industries, and diversifying our defence partnerships. An additional 1.5 per cent of GDP will be dedicated to investments in critical defence and security-related expenditure, such as new airports, ports, telecommunication, emergency preparedness systems, and other dual-use investments which serve defence as well as civilian readiness. Importantly, the progress of this pledge will be reviewed in 2029 to ensure Allies’ expenditures align with the global security landscape.

    At the Summit, Canada and its Allies reaffirmed their support for Ukraine and the leaders agreed on the imperative for a just and lasting peace. Canada’s contributions to Ukraine’s defence and its defence industries, including Canada’s $2 billion in military assistance announced last week at the 2025 G7 Leaders’ Summit in Kananaskis, Alberta, are included in our NATO contributions, as the security of Ukraine is critical to our collective security.

    Join the Future Combat Air System programme at Dstl

    Play a pivotal role in safeguarding the UK’s future and shape the next generation of combat air technology, by joining the FCAS programme.

    The Future Combat Air System (FCAS) encompasses a series of highly integrated and aligned programmes and military capabilities.

    This system will have a crewed aircraft at its heart. It will network and collaborate with a range of wider air and broader domain capabilities, including F-35, and use information systems, weapons and uncrewed collaborative combat air platforms to complete the capability.

    Be part of a joint international programme

    The Global Combat Air Programme (GCAP) is a trilateral acquisition programme launched with Japan and Italy to develop the core platform (aircraft) which will be at the heart of the UK’s and our partners’ future Combat Air systems. This joint international programme is a jointly funded and delivered international programme to develop and deliver a new fighter aircraft.

    To put this challenge into context, when the current UK constructed fast jet, the Eurofighter (a fourth generation type) was being designed in the 1980s, the European car of the year was the Ford Escort. Our other current fast jet, the US-Built F-35 Lightning II (a fifth generation type) was designed in the 1990s, when the Fordo Mondeo was car of the year. The F-35 though has been described as a ‘Flying Software Testbed’ with significant PE and approximately 8 million lines of code.

    Programmable Elements (PE), especially software, are at the heart of FCAS and GCAP. The ability to perform frequent, sometimes rapid, software updates is also a critical part of achieving and sustaining operational effectiveness.

  • Operation Sindhu: IAF brings 224 Indian nationals back from Israel

    The Indian Air Force on Wednesday successfully evacuated 224 more Indian nationals from Israel, taking the total number of citizens brought back safely to 818, under Operation Sindhu.

    Minister of State Shobha Karandlaje greeted the Indian nationals upon their arrival in New Delhi.

    The Ministry of External Affairs (MEA) said on X, “Operation Sindhu update, MoS Ms. Shobha Karandlaje received 224 Indian nationals who returned to India from Israel on an IAF aircraft at 10:30 Hrs on 25th June. The safety and security of Indian nationals remain a priority for the government. To date, 818 Indian nationals have returned home from Israel as part of Operation Sindhu.”

    The IAF joined in the operations with its C-17 aircraft to evacuate the Indian nationals and the citizens of friendly nations, including Nepal and Sri Lanka, from war-hit Israel and bring them back home to safety.

    Earlier, the MEA had announced that the evacuation of Indian nationals from Israel under Operation Sindhu started on Monday, June 23, via Jordan, marking its first successful repatriation flight, with 161 citizens landing in New Delhi from Amman on Tuesday morning.

    Followed by a second flight on Tuesday itself, the IAF brought back 286 Indian nationals, who were residing in Israel, from Sharm el-Sheikh, Egypt.

    Meanwhile, a similar evacuation process continued in Iran with 282 more evacuees arriving in India. According to the MEA, so far 2,858 Indian nationals have been brought back home from Tehran and other affected regions.

    The Government of India launched Operation Sindhu, an evacuation mission Operation Sindhu following the hostilities between Iran and Israel.

    HONOLULU – Governor Josh Green, M.D., today added SB 935, Relating to Government, to the 2025 Intent-to-Veto list transmitted to Legislative leadership by the statutorily required June 24 deadline. SB 935 is one of the more complex pieces of legislation to emerge from the 2025 session. By including this bill on the list, it allows the Governor to have the time to make an informed and well-researched decision. The addition of the bill brings the number of bills on the Intent-to-Veto list to 20, as compared to the record number of bills Governor Green has signed from the past session.

    Again, Governor Green is not required to veto every bill indicated on the Intent-to-Veto list, but cannot veto a bill that is not included. The release of this list provides additional time to continue ongoing discussions with key stakeholders concerning implementation and impact. Due to the record-setting number of bills enrolled to the governor this legislative session, potential changes to the state’s federal funding and reduced revenue projections from the Council on Revenues, additional time to analyze bills will ensure each bill is given the nuanced, thoughtful consideration it deserves. Governor Green has until July 9 to issue final vetoes. All other bills will become law by July 9.

    “Let me be clear: of the 320 bills passed by the Legislature this session, 20 are on our Intent-to-Veto list,” said Governor Green. “Our team has completed a review of every measure and the overwhelming majority of legislation will become law. Each bill on today’s list is based on thorough legal and fiscal analysis, and as always, was guided by what will best serve the people of Hawai‘i, protect our resources and strengthen our future.”

    To date, Governor Green has signed more than 200 bills into law benefiting the people and ‘āina of Hawai‘i, with core themes including environmental stewardship, educational access and success, as well as public safety. These represent key focus areas so far; additional bills awaiting signature will build upon this foundation to address state priorities. The remaining bills are on track to become law by July 9.

    Over 300 bills were reviewed by state departments and agencies, the Attorney General and the Governor in the last month. The Governor has until July 9 to issue final vetoes from the list, to sign them into law, or to allow them to become law without his signature.

    The following bills are being considered for vetoes, line-item vetoes, or reductions. Note that line-item vetoes only apply to fiscal bills.

    Fiscal Bills:

    HB126: RELATING TO PROPERTY FORFEITURE

    Bill Description: Increases transparency and accountability surrounding property forfeiture. Clarifies which property is subject to forfeiture. Amends the authorized disposition of forfeited property and the proceeds thereof. Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaiʻi Omnibus Criminal Forfeiture Act. Repeals language that requires the Hawaiʻi Omnibus Criminal Forfeiture Act to be construed liberally.

    Veto Rationale: Asset forfeiture serves as a powerful deterrent against and punishment for criminal activity. The one-year deadline to return seized property for which the owner has not been charged with a covered offense, significantly weakens the efficacy of this dual deterrent and punishment. Many covered offenses, including felonies, often involve complex investigations that extend beyond a year, rendering this bill’s one-year deadline for law enforcement to file charges unrealistic. Seized property can serve as critical evidence in investigations, and its return before an investigation’s completion would severely hamper the investigation as well as the administration of justice at large.

    HB300: RELATING TO THE STATE BUDGET

    Bill Description: Appropriates funds for the operating and capital improvement budget of the Executive Branch for fiscal years 2025-2026 and 2026-2027.

    Veto Rationale: Potential shifts in federal funding, coupled with recent projections from the Hawaiʻi Council on Revenues, require the state to reevaluate its budget to ensure essential services and priorities remain supported. Specific line-item reductions based on program feasibility, stability, and sustainability will help the state enter the fiscal year with a balanced budget and sound financial plan.

    HB302: RELATING TO CANNABIS
    Bill Description: Part I: Authorizes DOH to inspect qualifying patient medical records held by the physician, advanced practice registered nurse, or hospice provider who issued a written certification for the qualifying patient. Amends and adds definitions for purposes of the medical use of cannabis law. Clarifies the conditions of use for the medical use of cannabis. For purposes of issuing written certifications, authorizes the establishment of a provider-patient relationship via telehealth and limits the maximum amount of fees that can be assessed by providers. Authorizes the sale of hemp products and accessories for the medical use of cannabis at retail dispensing locations, except in waiting rooms. Clarifies transportation requirements for certain inter-dispensary sales of cannabis and manufactured cannabis products. Part II: Establishes criminal penalties for the unlicensed operation of a medical cannabis dispensary. Part III: Authorizes expenditures from the Medical Cannabis Registry and Regulation Special Fund to fund programs for the mitigation and abatement of nuisances related to illegal cannabis and hemp products and medical cannabis dispensaries and appropriates funds from the Special Fund to the AG’s Drug Nuisance Abatement Unit for these purposes, including establishing positions. Part IV: Beginning 1/1/2028, prohibits the cultivation of cannabis without a cannabis cultivator license issued by DOH.

    Veto Rationale: This administration remains committed to Hawai‘i’s existing medical cannabis program and supports efforts to expand access to medical cannabis for any medical condition. Although this bill’s authorization of medical cannabis certifications via telehealth expands access to medical cannabis, provisions authorizing the inspection of patients’ medical records without warrant constitute a grave violation of privacy. Given that the federal government classifies cannabis as a Schedule I substance, patients’ reasonable fears of repercussions based upon information gained from inspection of their personal medical records may deter patients from participating in the medical cannabis program.

    HB496: RELATING TO MĀMAKI TEA

    Bill Description: Prohibits the use of certain words and misleading Hawaiian imagery, place names, and motifs on the label of a consumer package that contains or includes tea or dried leaves from the plant Pipturus albidus, unless 100% of the tea or dried leaves were cultivated, harvested, and dried in the state. Appropriates funds for a Measurement Standards Inspector position.

    Veto Rationale: While the intent of this measure is to ensure consumer protection and reliable Made in Hawai‘i labeling, the bill imposes overly strict labeling requirements that could harm small businesses and māmaki producers who responsibly blend leaves from multiple sources. Prohibiting the labeling of products composed of less than 100% māmaki tea as “māmaki” ignores the economic contributions of and impacts to producers who mix or process māmaki with other herbs, undermining producers who support local māmaki farmers while meeting broader demand.

    HB796: RELATING TO TAX CREDITS

    Bill Description: Requires that income tax credits existing on 12/31/2025 or established or renewed after 12/31/2025 include a five-year sunset or an annual one-third reduction, beginning with the sixth year of the credit.

    Veto Rationale: This bill would have a significant long-term impact on income tax credits across a variety of industries, including film and television, research, and renewable energy. These tax credits are critical to supporting economic development and diversification, particularly within growing and emerging sectors. Categorically sunsetting income tax credits will not only disincentivize future investors from doing business in Hawai‘i, but will destabilize existing businesses that currently rely upon these tax credits.

    HB1369: RELATING TO TAXATION

    Bill Description: Amends and repeals certain exemptions under the general excise tax and use tax laws.

    Veto Rationale: The amendments to the general excise tax and use tax contained in this bill would impact sugarcane producers, commercial fishing vessels and securities exchanges. Removing the specific tax exemptions afforded to these entities would provide little financial benefit to the state while harming, in particular, sugarcane producers.

    SB583: RELATING TO NAMING RIGHTS

    Bill Description: Allows the naming rights of the Stadium Facility and Convention Center Facility to be leased to any public or private entity. Requires any revenues derived from advertising or marketing in or on the Stadium Facility or Convention Center Facility to be deposited into the appropriate special fund of the facility. Authorizes the display of the name of any entity that leased the naming rights to a stadium operated by the Stadium Authority on the exterior of the stadium.

    Veto Rationale: Pursuant to section 14, article III, of the Hawai‘i State Constitution, each bill may only contain one subject, which must pertain to the bill’s title. The exemption of concessions in the stadium facility and Convention Center from typical concession procurement procedures may violate section 14, article III, of the Hawai‘i State Constitution since the exemption appears to fall outside the titular scope of the bill, naming rights.

    SB589: RELATING TO RENEWABLE ENERGY

    Bill Description: Requires the Public Utilities Commission to establish an installation goal for customer-sited distributed energy resources in the state. Requires the Public Utilities Commission to establish tariffs to achieve the installation goal and for grid services programs, microgrids and community-based renewable energy. Ensures that certain levels of compensation are provided for solar and energy storage exports from customer-sited distributed energy resources as part of grid service programs and requires the Public Utilities Commission to establish grid service compensation values. Clarifies when a person who constructs, maintains, or operates a new microgrid is not considered a public utility. Authorizes wheeling of renewable energy and requires the Public Utilities Commission to establish policies and procedures to implement wheeling and microgrid service tariffs.

    Veto Rationale: Maintaining Hawai‘i’s leadership in clean energy through established goals and initiatives remains a priority. The Public Utilities Commission has already opened or plans to open proceedings relating to microgrid services tariffs and customer-sited distributed energy resources and grid services. The mandates contained in this bill therefore risk duplication and delay of already existing efforts.

    Non-Fiscal Bills:

    HB235: RELATING TO TRAFFIC SAFETY

    Bill Description: Requires the Department of Transportation, after the City and County of Honolulu educates the public and adjusts any systems, to expand the use of photo red light imaging detector systems and automated speed enforcement systems to locations on the North Shore of O‘ahu.

    Veto Rationale: The Department of Transportation has developed specific criteria for the selection of communities within which to implement traffic safety systems. This criteria incorporates data-driven crash, citation and traffic volume metrics, which ensure communities are chosen based on need and potential for greatest impact. Ignoring this criteria in favor of legislatively mandated location selection threatens the integrity of the photo red light imaging detector system and automated speed enforcement system programs.

    HB800: RELATING TO GOVERNMENT

    Bill Description: Provides for the transfer of certain parcels in the Liliha Civic Center area and Iwilei Fire Station area from various state agencies to the City and County of Honolulu. Provides for the transfer of the parcel of land upon which Ali‘i Tower is sited from the City and County of Honolulu to the Department of Land and Natural Resources. Exempts the lands transferred to the Department of Land and Natural Resources from the definition of public lands for purposes of Chapter 171, HRS.

    Veto Rationale: The land transfers provided in the bill would negatively impact the City and County of Honolulu, which relies upon Ali‘i Tower’s land lease revenues and office spaces. Additionally, the state would face indeterminate additional costs, as Ali‘i Tower’s age likely necessitates capital improvements and ongoing maintenance. Although the intent of this bill is to reduce the state’s reliance on private commercial office space, no analysis exists identifying the amount of office space the acquisition of Aliʻi Tower would provide the state.

    HB958: RELATING TO TRANSPORTATION

    Bill Description: Establishes safe riding behaviors for electric bicycles. Prohibits the operation of high-speed electric devices in certain locations. Establishes labeling and signage requirements for electric bicycles. Prohibits the operation of a moped or electric motorcycle in certain locations. Amends the definition of “bicycle” for purposes of county vehicular taxes. Defines “electric bicycle” in place of “low-speed electric bicycle.” Defines “electric micro-mobility device” and requires the same regulations as electric foot scooters to apply to electric micro-mobility devices. Prohibits a person under the age of 16 from operating a class 3 electric bicycle. Authorizes a person under the age of 14 to operate class 2 electric bicycles under supervision. Prohibits a person from riding a class 3 electric bicycle on a sidewalk. Authorizes a person to ride a class 1 or class 2 electric bicycle on a sidewalk under certain circumstances. Prohibits a person from operating a bicycle or electric foot scooter under the age of 18 without a helmet. Repeals the requirement that moped drivers use bicycle lanes and substitutes the term “motor-driven cycle” with the term “motor scooter.”

    Veto Rationale: While mopeds and motorcycles are exempt from the prohibition established within this bill, on “high-speed electric devices” driving on public roadways, electric cars are not exempt. Such a prohibition would likely violate the Commerce Clause and Equal Protection Clause of the United States Constitution and conflict with the administration’s commitment to reducing greenhouse gas emissions.

    HB1296: RELATING TO THE MAJOR DISASTER FUND

    Bill Description: Establishes timely notice and reporting requirements to the Legislature by the Governor regarding the transfer of appropriations to the Major Disaster Fund. Effective 7/1/2025. Sunsets 7/1/2026.

    Veto Rationale: The administration is committed to the transparent, efficient management of state funds. During times of emergency, flexibility and the quick release of funds is necessary to respond to rapidly changing situations. This bill disrupts the delicate balance between reporting requirements facilitating government transparency and fiscal flexibility undergirding efficient response and recovery efforts. Placing additional administrative oversight over funds expended for emergencies jeopardizes public safety.

    SB15: RELATING TO HISTORIC PRESERVATION

    Bill Description: Amends the definition of “historic property” to require that the property is over 50 years old and meets the criteria for inclusion in the Hawaiʻi Register of Historic Places. Excludes proposed projects on existing residential property and proposed projects that are in nominally sensitive areas from the State’s Historic Preservation Program review, under certain circumstances.

    Veto Rationale: Exempting proposed projects on any existing residential property from historic preservation review fails to consider properties that have never undergone such a review and may contain historically significant artifacts or iwi kūpuna. This categorical exclusion increases the risk for desecration of iwi kūpuna and historical resources. Although Governor Green supports amending the historic preservation review process to facilitate housing production, a more nuanced approach to protecting iwi kūpuna is needed, such as that advanced in SB 1263.

    SB31: RELATING TO PROPERTY

    Bill Description: Authorizes a person who discovers a recorded discriminatory restrictive covenant to take certain actions, without liability, to invalidate the covenant. Defines discriminatory restrictive covenant.

    Veto Rationale: By enabling any person, including those without any interest in the specified real property, to record a statement that a real property’s title includes a discriminatory restrictive covenant, this bill provides a statutorily authorized mechanism for the circulation of disinformation. This disinformation has the potential to negatively affect the marketability of a property. Because the person who recorded the statement claiming a discriminatory restrictive covenant exists is waived of any liability, no recourse is available to those who suffer financial loss due to inaccurate claims concerning their property’s title.

    SB38: RELATING TO HOUSING

    Bill Description: Requires the Hawaiʻi Housing Finance and Development Corporation to provide counties with an opportunity to comment on certain housing development projects. Prohibits the legislative body of a county from imposing stricter conditions than the Hawaiʻi Housing Finance and Development Corporation, stricter area median income requirements, or a reduction in fee waivers to housing development proposals that would increase the cost of the project.

    Veto Rationale: County councils have expressed concerns that this bill hampers their ability to work with developers to modify housing projects to reflect the specific needs of their communities. While the administration supports measures intended to facilitate the production of affordable housing, further dialogue with the counties on this measure’s implementation is required.

    SB66: RELATING TO HOUSING

    Bill Description: Establishes procedures and requirements for single-family and multifamily housing project applicants to apply for an expedited permit, including requirements for completeness of expedited permit applications, duties of licensed professionals and the counties during construction, and applications for owner-builder exemptions. Takes effect 7/1/2026. Sunsets 6/30/2031.

    Veto Rationale: By allowing any qualified professional to determine a project’s impact on historical resources, this bill permits a project proponent to evaluate and determine the impact of its own projects on historical resources. This is a conflict of interest that allows for self-serving determinations, undermines the authority and purpose of regulatory agencies’ independent evaluations, and increases risk to iwi kūpuna.

    SB104: RELATING TO CORRECTIONS

    Bill Description: Beginning 7/1/2026, restricts the use of restrictive housing in state-operated and state-contracted correctional facilities, with certain specified exceptions. Establishes a restrictive housing legislative working group to develop and recommend more comprehensive laws, policies and procedures regarding restrictive housing for members of vulnerable populations by 1/8/2027. Requires the Hawaiʻi Correctional System Oversight Commission to review restrictive housing placements on an annual basis. Authorizes the Department of Corrections and Rehabilitation, by 12/1/2027, to implement policies and procedures recommended by the restrictive housing working group related to committed persons. Requires interim and final reports to the Legislature and Hawaiʻi Correctional System Oversight Commission.

    Veto Rationale: The Department of Corrections and Rehabilitation has policies in place governing the use of restrictive housing. These policies and procedures comply with National Institute of Corrections and American Correctional Association standards. Rather than improve the health and safety of those in the department’s care, the implementation of certain requirements proposed in this bill will jeopardize the safety, security and good governance of the department’s facility, negatively impacting inmates. In lieu of this measure and to address stakeholders’ concerns, the department is working with the Hawaiʻi Correctional Systems Oversight Commission to amend its policies and procedures.

    SB447: RELATING TO A DEPARTMENT OF HEALTH PILOT PROGRAM

    Bill Description: Establishes a Hiring Pilot Program within the Department of Health, which includes an amended hiring procedure for delegated position classifications, certain flexibilities regarding minimum qualifications for positions having a salary range at or below SR-10, the ability to directly hire certain individuals into a civil service position if certain conditions are met, and the authority to make certain temporary appointments at the merited civil service pay scale without step limitation. Applies to recruitments initiated before 7/1/2028. Requires annual reports to the Legislature. Sunsets 7/1/2028.

    Veto Rationale: The governor strongly supports efforts to streamline the state’s hiring process to address our workforce vacancies, especially those in our state’s public health sector. However, this bill conflicts with state civil service law, undermining the state’s merit-based civil service system. Disparities in hiring, classification and compensation throughout the state are expected to occur should this bill become law.

    SB1102: RELATING TO THE AIRCRAFT RESCUE FIRE FIGHTING UNIT

    Bill Description: Specifies the appointment processes and terms for the Fire Chief of the Hawaiʻi State Aircraft Rescue Fire Fighting Unit of the Airports Division of the Department of Transportation.

    Veto Rationale: The appointment process proposed in the bill is inconsistent with the selection process for other department leadership positions. Further, due to the need to obtain legislative approval for the appointment of the Fire Chief, following the appointment process contained in this bill may delay the appointment of this critical leadership position, impacting airport operations, safety and readiness.

    ISTANBUL, June 25 (Xinhua) — A China Eastern Airlines flight carrying more than 200 passengers landed at Istanbul Airport at around 7:00 a.m. local time on Tuesday, marking the launch of the airline’s new direct route between northwest China’s Xi’an and Istanbul, Turkey.

    This is the airline’s second direct route connecting China and Turkey, after Shanghai-Istanbul. According to the Shanghai-based airline, the new route is operated by a wide-body Airbus A330 aircraft three times a week – on Tuesdays, Fridays and Sundays.

    At the opening ceremony of the first return flight from Istanbul at the airport on Tuesday morning, China’s Deputy Consul General in Istanbul Wu Jian called the opening of the new route an important step in building a convenient “air Silk Road” between the two historic cities.

    According to him, the new route will undoubtedly give new impetus to the development of Chinese-Turkish economic cooperation, cultural exchanges, as well as the joint promotion of the Belt and Road Initiative. –0–

    Each year, the Climate Change Committee – the UK’s independent advisory body tasked with monitoring the country’s movement toward its legally binding climate goals – gives a report on the government’s progress over the last year.

    The Climate Change Committee’s new 2025 progress report is a mix of good and bad news about whether the UK is on track to meet its greenhouse gas emissions targets. These include a 68% reduction by 2030 and an 81% reduction by 2035, relative to 1990 levels.

    Meeting these targets requires long lead times. It takes years to develop and deploy low-carbon technologies, change social practices and align industrial and economic policy with net zero ambitions. The Climate Change Committee’s analysis goes beyond simply measuring emissions — it also evaluates whether the right policies are in place across sectors such as transport, buildings, energy and industry.

    So how is the UK doing? Between 1990 and 2024, the UK halved its greenhouse gas emissions, primarily by decarbonising the power sector, improving energy efficiency and shifts in the UK’s industrial base. This equates to an average annual reduction of 0.7%.

    Since the committee was established in 2008, the rate of reduction has more than doubled. In the last decade, since the Paris agreement was signed in 2015, the UK has decarbonised at around 3.4% per year. To meet the 2030 and 2035 targets, the pace of reduction has to continue at this level, but from a wider set of sectors.

    However, the analysis in the CCC report suggests that even this may not be fast enough. A major scientific review recently warned the world has just three years left in its global carbon budget if we are to stay within the 1.5°C temperature limit agreed in the Paris agreement.

    A mixed picture

    We are both involved with the committee and its work. Piers Forster, a climate scientist, has served on the committee since 2018 and is currently its chair. John Barrett provides key data on imported emissions and regularly provides analysis into the committee’s work.

    On the positive side, the UK continues to expand renewable energy capacity, which not only cuts emissions but lowers energy bills and improves energy security. Emissions from the energy supply sector decreased 17% last year.

    A fifth of new vehicles sold are now electric. For the first time, evidence shows that electric cars are causing transport emissions to decline, even as people are travelling more. Tree planting rates also increased by 56% last year, mainly in Scotland.

    However, this report highlights serious gaps. With only five years left until 2030, the Climate Change Committee estimates that 39% of the required emissions reductions are not adequately backed by government policy.

    Growing demand in high-carbon sectors like aviation is offsetting gains made in electricity generation. Aviation emissions are now scarily largely than those from electricity generation and rising fast.

    Although nearly 100,000 heat pumps were installed last year, emissions from buildings are still rising. In road transport, while electric vehicle adoption is growing, there’s been little shift towards shared public transport options such as buses and trains. In industry, policies around resource efficiency and consumption remain underdeveloped.

    Critically, the Climate Change Committee notes that electricity currently accounts for just 18% of the UK’s total energy demand, and suggests that 80% of required emissions reductions must come from sectors beyond energy supply. The rates of decarbonisation need to more than double in these other sectors.

    Yet, policy to reduce overall energy demand remains weak. This is a broader agenda than reducing household energy bills but a more fundamental appreciation of how the UK’s energy demand can be shaped in the future.

    The UK cannot rely on technology alone. The climate transition can benefit from changes in how we live, move, consume and produce. Making such changes would make us less dependent on fossil fuel imports, put more money in our pockets from efficiency savings and make us healthier by improving air quality, increase exercise levels through more active travel such as walking and cycling and make our homes more comfortable in both hot and cold conditions.

    A truly credible response to the climate crisis demands a whole-system approach. That means aligning climate goals with economic and social policy, and recognising the broader benefits — from improved health to reduced inequality — that come with reducing energy demand.

    The window to act is closing. The UK has made progress, but without more ambitious and integrated action, it risks falling short when it matters most.

    According to the Climate Change Committee report, the UK can deliver both its legislated targets and its internationally-committed emission reduction targets if it takes decisive policy action. And with the right political will that’s possible in a cost-effective way that improves the lives of its citizens.

  • MIL-OSI United Kingdom: RAF F-35A marks a significant step in delivering a more lethal Integrated Force and joining NATO Nuclear Mission25 Jun 2025

    The RAF will be equipped with twelve new F-35A fifth-generation aircraft, as part of the Security Defence Review. The procurement of F-35A marks a significant step in delivering a more lethal “Integrated Force”, to maintain operational relevance, which deters, fights, and wins.

    The F-35A aircraft will be available to fly NATO’s nuclear mission in a crisis, deepening the UK’s contribution to NATO’s nuclear burden-sharing arrangements, and deter those who would do the UK and our Allies harm. It reintroduces a nuclear role for the RAF for the first time since the UK retired its sovereign air-launched nuclear weapons following the end of the Cold War.

    This complements the UK’s own operationally independent nuclear deterrent, strengthens NATO’s nuclear deterrence, and underlines the UK’s unshakeable commitment to NATO and the principle of collective defence under Article V.

    As part of the second phase procurement plans of 27 aircraft, we will purchase a combination of twelve F-35A and fifteen F-35B variants, with options on further purchases examined in the Defence Investment Plan. The UK has a declared headmark of 138 aircraft through the life of the F-35 programme.

    Day-to-day, the F-35As will be used in a training role on 207 Squadron, the Operational Conversion Unit (OCU). As the F-35A carries more fuel than the F-35B variant, it can stay airborne for longer, extending the available training time in each sortie for student pilots. As F-35As also require fewer maintenance hours, there will be increased aircraft availability on the OCU. These factors combined will improve pilot training and reduce the amount of time for pilots to reach the front-line squadrons.

    The F-35A will complement the existing F-35B, offering a family of strike aircraft that significantly reduces life-cycle costs, meets operational requirements, and improves F-35 Force Generation for Carrier Strike operations.

    Designed to operate from conventional runways, the F-35A offers increased range, increased payloads, and increased agility. The new fast jets will be based at RAF Marham and support the stand-up of a third front line F-35 Lightning Squadron. 

    The F-35A is the common variant in Europe making it a force multiplier for NATO. This will strengthen allied deterrence and interoperability, supporting the Alliance for the challenges of today and tomorrow.

  • MIL-OSI Africa: HE the Prime Minister and Minister of Foreign Affairs, in a joint press conference with HE the Prime Minister of the Lebanese Republic

    Peace and God’s mercy, and blessings be upon you all.

    Firstly, I would like to extend a warm welcome to my dear brother and friend, His Excellency Dr. Nawaf Salam, Prime Minister of the sisterly Lebanese Republic, on his visit to the State of Qatar.

    I also wish to offer our sincere apologies to His Excellency for the disruption to air traffic last night. The delay was a necessary precaution to ensure his safety and the safety of all air travel. We understand he had just concluded a visit to our brothers in the Kingdom of Bahrain, and we regret any inconvenience caused.

    The discussion session between the Prime Minister and I followed his meeting with His Highness the Amir. We reviewed the bilateral relations and avenues of cooperation between our two countries. Naturally, we also explored ways in which we can work together to support our brothers in Lebanon and help maintain stability there. One of the key topics we addressed was the energy sector—specifically, how we can jointly develop and rehabilitate Lebanon’s energy infrastructure. There were important discussions held between the energy ministers of both countries, and, God willing, this will be followed by a concrete action plan in the coming months, as we pledged to the Prime Minister. We also discussed the urgent need to provide energy support to Lebanon during the summer, and, God willing, this matter will be further addressed with the Qatar Fund for Development and QatarEnergy to deliver as much support as possible.

    We also explored avenues for support and cooperation in transportation and air navigation. The Ministers of Transport of Qatar and of the sisterly Lebanese Republic held substantive talks on potential joint initiatives, including the reconstruction of infrastructure—particularly in areas damaged by the Israeli occupation forces.

    We also took the opportunity to review regional developments and ongoing events. I must unequivocally condemn Israel’s violations of the ceasefire agreement and its continued breaches of our brotherly Lebanon’s sovereignty. Such actions are unacceptable and deserve the strongest possible denunciation. We call on the UN Security Council to fulfill its responsibilities and bring an end to these irresponsible measures in the region.

    We also discussed regional developments more broadly, including progress in Lebanese–Syrian relations, for which we hope, God willing, a better future lies ahead. We noted the Prime Minister’s keen interest in deepening ties with sister Arab states, particularly neighboring countries such as Syria. The State of Qatar fully supports these endeavors.

    Today, the region is facing challenges that we have not faced for a long time. Recently, the sovereignty of the State of Qatar was violated by an attack on Al Udeid Air Base carried out by the Islamic Revolutionary Guard Corps. We condemn this act in the strongest terms and denounce such behavior by a neighboring country with which Qatar has traditionally maintained good-neighborly, transparent relations. At the same time, Qatar remains committed to its policy of good neighborliness: from the outset, we have also condemned Israeli strikes against the Islamic Republic of Iran and the harm inflicted on the Iranian people. Ultimately, the Iranian people are our neighbors, and we wish them peace, growth, and development. However, any attack on the State of Qatar is unacceptable. Prior to this incident, Qatar undertook significant diplomatic efforts with regional and international partners to defuse tensions, but we were nonetheless taken by surprise by this assault on the base of a sister country.

    I would like to commend the pivotal role of the armed forces under the leadership of His Highness the Amir, who remained fully informed and vigilant from the moment intelligence was received about a potential attack on bases hosting U.S. forces in the region until the threat was successfully repelled. In particular, the Qatari armed forces demonstrated exceptional bravery in defending against these attacks. As highlighted in yesterday’s press conference, thanks to God, the Qatari air defenses intercepted all incoming missiles except for one, which landed harmlessly in an open area.

    I would also like to express my sincere gratitude to our sisterly and friendly countries for their solidarity with Qatar and their clear rejection of this aggression—especially our brothers in the Gulf Cooperation Council (GCC), who promptly stood by us and offered their support. Today, at the request of the Council Presidency, held by Kuwait, an emergency ministerial meeting will take place in Doha, God willing, and I will receive my fellow GCC foreign ministers to discuss this serious development in our region. I must take this opportunity to emphasize a few key points: foremost among them is the need to approach regional events with responsibility and wisdom. The recent reckless Israeli attacks on multiple countries in the region, including the Islamic Republic of Iran—alongside the aggression against us—demonstrate how such uncalculated actions only fuel instability and could have pushed the region into a far more dangerous situation.

    Following the attack, the Armed Forces—under the directives of His Highness the Commander-in-Chief—carefully studied possible response scenarios. However, the State of Qatar has always prioritized diplomacy and wisdom, placing the greater good of the region above all else. The key message we aim to convey is that, thanks be to God, Qatar has demonstrated—through its capabilities and the strength of its Armed Forces—that it is fully capable of defending itself, its citizens, and its residents, united as one people. In the immediate aftermath of the attack, there were swift communications with His Highness the Amir, including a significant conversation with the President of the United States to discuss the situation, its consequences, and possible responses. This exchange opened the door to a complete ceasefire across all fronts. At the request of our American partners, Qatar contacted the Iranian side to assess their willingness to commit to such a ceasefire, which led to the announcement made by the U.S. President—a step we welcome. Despite some violations observed today, we remain hopeful that the ceasefire will hold and that efforts will return to a diplomatic path. We call on all parties to honor the agreement and urge both the American and Iranian sides to resume nuclear negotiations without delay. Qatar continues to advocate for a region free of nuclear weapons, achieved through a comprehensive agreement that ensures collective security, protects everyone’s interests, and respects Iran’s rights as our neighbor.

    A short while ago, His Highness the Amir received a call from the President of Iran, during which the Iranian President expressed his regret over the incident, acknowledging that the State of Qatar was the target. We made it clear to him that Qatar, as a neighboring country, has always based its relationship with Iran on the principles of good neighborliness and did not expect such an action—especially in light of ongoing efforts to escalate the situation. While Qatar will continue to handle matters with wisdom and restraint, the violation of its sovereignty is entirely unacceptable. All necessary diplomatic and legal measures will be pursued in response. We sincerely hope the situation will be contained swiftly and that this difficult chapter be closed soon.

    We must remember that the current developments in the region are a direct extension of the conflict in Gaza and the brutal aggression faced by our Palestinian brothers there. Since the beginning, the State of Qatar has worked tirelessly to prevent the escalation of this conflict and to halt the bombing of innocent civilians. In coordination with the Arab Republic of Egypt and the United States, Qatar continues its efforts to secure an immediate ceasefire in Gaza. Despite the region’s challenging circumstances, our efforts never ceased. Our aim remains clear: to end the war, lift the injustice inflicted upon the people of Gaza, and bring peace to the region. It is time for the international community to take a unified stand, to stop Israel’s irresponsible actions, and to end both the aggression in Gaza and the use of humanitarian aid as a means of political provocation.

    I would like to extend my sincere thanks to everyone here, and especially to the Prime Minister for honoring us with his visit during this sensitive time. We deeply appreciate the difficult circumstances our brotherly country, Lebanon, is facing, and we sincerely wish them all the best and a brighter future, God willing.

  • MIL-OSI Europe: 20% of Europeans exposed to harmful noise pollution levels

    Just over 110 million people, or more than 20% of Europeans, are exposed to high levels of transport noise that exceed thresholds set under EU reporting rules and which harm our health, the environment and the economy, according to a European Environment Agency (EEA) report on noise pollution published today. The report calls for stronger action at EU and national levels to address the problem.

    Progress in decreasing exposure to harmful levels of noise has been slow according to the EEA report ‘Environmental noise in Europe 2025’, adding that the EU zero-pollution objective to reduce the number of people chronically disturbed by transport noise by 30% by 2030 is unlikely to be met without additional measures.

    Long-term exposure to transport noise in Europe is linked to a wide range of negative impacts on our health including cardiovascular diseases, mental illness, diabetes and even premature death. The report says children and adolescents are particularly vulnerable to the effects of noise. Based on new research, noise exposure in children contributes to reading impairment, behavioural problems and obesity.

    The economic and social costs are also high, as associated illness and poor health have negative impacts on the economy. The report says noise pollution from transport sources results in annual economic costs of at least EUR 95.6 billion in Europe or 0.6% of the total gross domestic product (GDP) each year, applying established methods to estimate costs of environmental noise.

    The EEA report is the most comprehensive analysis of environmental noise pollution in Europe, based on reporting by EEA Member States under the EU’s Environmental Noise Directive. It looks at both the impact on human health but also the impacts of noise on biodiversity and protected natural areas.

    Noise pollution is often overlooked, considered just an annoyance of everyday life. The long-term impacts of noise on our health and environment are widespread and significant contributing to premature deaths, cardiovascular diseases, diabetes and mental health issues. Children are also particularly vulnerable to the effects of noise and it’s a problem all EU Member States need to urgently address if we are to make progress on our EU 2030 zero pollution target to reduce noise pollution,

    Transport noise

    Road traffic is identified as the dominant source of noise pollution, especially in densely populated urban areas, where the highest numbers of people are affected.

    Based on thresholds set under the EU’s Environmental Noise Directive, road transport accounts for around 92 million people exposed to harmful day-evening-night noise levels. The EU noise thresholds under the Directive are set at 55 decibels (dB) for the day-evening-night period and 50dB for the night period.

    In comparison, railway noise affects 18 million people during the day-evening-night period while aircraft noise impacts around 2.6 million (day-evening-night). While rail and aircraft noise affect fewer people overall, they remain significant sources of local noise pollution, particularly near major rail transport corridors and airports.

    World Health Organization environmental noise guidelines recommend substantially stricter noise levels, meaning that many more individuals are exposed to transport-related noise. When considering these lower recommended levels, it is estimated that approximately 150 million people — more than 30% of the population — are exposed to long-term unhealthy noise levels from transport sources.  

    Health impacts

    Noise pollution is not only an annoyance, it can cause extensive health impacts. It has typically been associated with impacts such as annoyance and sleep disturbance, but its effects are much broader. Exposure to noise affects health through interconnected pathways, primarily stress and sleep disturbance. These factors can contribute to a wide range of negative health outcomes, including cardiovascular and metabolic diseases, mental health disorders, and even premature deaths.

    Prolonged exposure to transport noise in Europe was linked to an estimated 66,000 premature deaths, 50,000 new cases of cardiovascular diseases and 22,000 new cases of type 2 diabetes. Additionally, according to new research, noise could also potentially contribute to thousands of cases of depression and dementia.

    For children and adolescents, noise exposure contributed to over 560,000 cases of reading comprehension impairment, 63,000 behavioural problems and 272,000 cases of children being overweight according to latest data from 2021.

    When compared to other environmental health threats in Europe, transport noise ranks among the top three — just behind air pollution and temperature-related (climatic) factors. Furthermore, it has a greater health impact than better-known risks such as second-hand smoke or lead exposure.

    Noise harms nature

    Noise pollution also impacts wildlife on land and in the sea. The report finds that at least 29% of Natura 2000 protected areas in Europe experience noise levels that could impact terrestrial wildlife behaviours.

    Underwater noise pollution from shipping, offshore construction and marine exploration also disrupts marine life particularly in species in Europe’s waters that rely on sound for survival such as whales and dolphins. Areas with the highest underwater noise exposure in Europe include parts of the English Channel, the Strait of Gibraltar, parts of the Adriatic Sea, the Dardanelles Strait and some regions in the Baltic Sea. 

    Solutions towards a quieter Europe

    Based on EEA estimates, the number of people highly annoyed by transport noise in the EU declined by only 3% between 2017 and 2022. This reduction falls short of the pace needed to meet the zero pollution action plan noise reduction objective. Based on current projections to 2030, it is unlikely the EU will meet the target without additional action.

    The report identifies examples of effective solutions already available to help mitigate noise. They include improving access to quiet and green spaces in cities, actions like reduced speed limits for vehicles in urban areas, better maintenance of railway infrastructure, boosting use of low-noise tyres, and optimising aircraft landing/takeoff patterns at airports and promoting the use of quieter aircraft.

    Further, long-term strategies for urban areas that prioritise preventative measures like creating buffer zones between transport corridors and residential areas or promoting sustainable mobility like public transport, walking and cycling can also help.

  • MIL-OSI China: Autonomous driving innovation fuels AI reach worldwide

    On the outskirts of Beijing, a self-driving bus navigated effortlessly through traffic, demonstrating China’s rapidly advancing autonomous driving technology.

    Developed by UISEE, a Beijing-based unicorn, this solution is now expanding beyond Chinese capital’s streets and beginning to make its mark on the global robotaxi industry.

    These “AI drivers” have spread to countries like Singapore, the United Arab Emirates (UAE), Saudi Arabia and Qatar, penetrating industries including energy, heavy industry, pharmaceuticals and chemicals, said Wu Gansha, CEO of UISEE.

    The unmanned buses operate at over 20 airports worldwide, forming a fleet of more than 1,000 autonomous vehicles that have collectively covered 5.8 million kilometers.

    These busy shuttles reflect the rising influence of Chinese companies like UISEE in the autonomous driving sector, as they secure increasing numbers of international contracts thanks to their reliable and innovative technology.

    In addition to buses, UISEE’s diverse fleet includes unmanned retail vehicles, patrol cars, cleaning vehicles, towing tractors and heavy-duty trucks, varying in size and function.

    Equipped with the latest solid-state LiDAR, the autonomous cars achieve 360-degree, blind-spot-free vision, according to Wu. While Tesla relies mainly on vision-based technology, Chinese tech firms are rolling out a multi-sensor data-driven approach globally.

    GOING GLOBAL

    UISEE is not alone in this global push. Last month, Pony.ai, a Guangzhou-based robotaxi service provider, announced a strategic partnership with Dubai’s transport authority.

    Under the partnership, Pony.ai’s robotaxi fleet is scheduled to commence test operations in 2025, with plans to start fully autonomous commercial services in 2026 in Dubai.

    “This partnership is integral to our goal of transforming 25 percent of all journeys in the city into autonomous trips by 2030, reinforcing Dubai’s position as a global leader in autonomous mobility and innovation,” said Ahmed Bahrozyan, CEO of Public Transport Agency at Dubai’s Roads and Transport Authority (RTA).

    To date, Pony.ai, a partner of ride-hailing platform Uber, has obtained Robotaxi licenses in countries such as the United States, the Republic of Korea and Luxembourg.

    Last July, during the signing ceremony of the memorandum of understanding between Pony.ai and Luxembourg authorities, the country’s Minister of the Economy, Lex Delles, described the agreement as “a significant opportunity to advance Luxembourg’s technical capabilities in the smart mobility sector.”

    “We are extending our proven-in-China integrated capabilities of autonomous driving, encompassing R&D, mass production, and commercial operations, globally,” said Pony.ai’s CFO Wang Junhao.

    The UAE is emerging as one of the showcasing grounds for China’s self-driving technology.

    In April this year, WeRide announced its collaboration with Uber and the RTA to launch robotaxi services in Dubai. It came after the Guangzhou-based tech firm secured the first autonomous driving license for the UAE in July 2023. In December last year, WeRide partnered with Uber to officially introduce robotaxi services in Abu Dhabi.

    Also, Baidu’s Apollo Go has inked a deal with the RTA this March to launch autonomous driving tests and services in Dubai, marking its entry into the Middle East. It plans to deploy 100 fully autonomous vehicles in Dubai by the end of 2025 and scale the fleet to at least 1,000 by 2028.

    The global Robotaxi market will grow at a compound annual growth rate of 64.1 percent from 2025 to 2032, according to a market forecast released by Coherent MI early this year.

    TECHNOLOGICAL STRENGTHS

    The global expansion of Chinese autonomous driving companies is partly driven by the country’s “data dividend” and strong government support for developing a self-driving ecosystem.

    With the country’s advantage of a vast population, extensive road networks, diverse and complex driving conditions, and rapidly advancing AI technology, robotaxi startups in China have quickly grown into leading companies in the world.

    Baidu and WeRide were named among the top 10 vendors in the Guidehouse Insights Leaderboard Report on automated driving systems (ADS), published last December, alongside NVIDIA and Waymo.

    They are developing at least Level-4 ADS that can operate without human intervention or supervision, according to research.

    Plus, Chinese authorities have designated at least 20 cities and city clusters as pilot zones for the application of “vehicle-road-cloud” integration for intelligent connected vehicles.

    This extensive road test data has boosted international recognition of China’s robotaxi services.

    Group Captain Shubhanshu Shukla, who will pilot the Axiom Mission 4 (Ax-4), is one of the four astronauts selected for ISRO’s ambitious Gaganyaan mission.

    Born on October 10, 1985, in Lucknow, Uttar Pradesh, Shukla was commissioned into the fighter stream of the Indian Air Force (IAF) in June 2006. A highly accomplished combat leader and seasoned test pilot, he has amassed over 2,000 hours of flight experience across a wide range of aircraft, including the Su-30 MKI, MiG-21, MiG-29, Jaguar, Hawk, Dornier, and An-32.

    In 2019, Shukla began intensive training at the Yuri Gagarin Cosmonaut Training Centre in Star City, Moscow—a rigorous, year-long preparation that set the course for his spaceflight journey. On February 27, 2024, Prime Minister Narendra Modi officially introduced Shukla as one of the astronauts undergoing advanced training for Gaganyaan, India’s maiden human spaceflight mission, scheduled for launch in 2025.

    Now, Group Captain Shukla is gearing up to pilot the historic Ax-4 mission to the International Space Station (ISS), marking a major milestone in India’s human spaceflight journey.

    “I found out I was going probably a week before we arrived at Axiom. I was extremely excited—this was a real opportunity to actually fly to space. You don’t even know how to respond to something like that,” Shukla shared in a YouTube video posted by the Ax-4 mission team.

    The Ax-4 crew will be led by Mission Commander Peggy Whitson, a former NASA astronaut and current Director of Human Spaceflight at Axiom Space. She praised Shukla’s capabilities:

    “For me, having him as my pilot in the Dragon capsule is great. He already has that operational savvy—he’s just wicked smart when it comes to spacecraft technologies,” Whitson remarked.

    Shukla will pilot a three-member crew that includes Whitson, Slawosz Uznanski-Wisniewski from Poland, and Tibor Kapu from Hungary, both serving as mission specialists.

    “The team I’m flying with on this mission is fantastic. I truly feel I have exceptional crewmates. While I’ll fly with them just this once, these are people who will remain my friends for life,” said Shukla.

    Group Captain Shukla’s participation in Ax-4 is poised to inspire a new generation, just as Wing Commander Rakesh Sharma did in 1984 when he became the first Indian in space.

    “It has been an amazing journey. These are the kind of moments that make you realize you’re part of something far greater than yourself. I feel incredibly fortunate to be part of this mission. My sincere endeavour is to inspire a generation back home in India. If my story can ignite curiosity or change even one life, that alone would make this mission a success for me,” Shukla said.

    As Ax-4 lifts off from NASA’s Kennedy Space Center, it will not only mark a new chapter for commercial spaceflight but also a defining moment in India’s journey into human space exploration.

    The ceasefire brokered by U.S. President Donald Trump between Iran and Israel appeared to be holding on Wednesday a day after both countries signalled that their air war had ended, at least for now.

    Each side claimed victory on Tuesday after 12 days of war, which the U.S. joined with airstrikes in support of Israel to take out Iran’s uranium-enrichment facilities.

    Trump’s Middle East envoy, Steve Witkoff, said late on Tuesday that talks between the United States and Iran were “promising” and that Washington was hopeful for a long-term peace deal.

    “We are already talking to each other, not just directly but also through interlocutors. I think that the conversations are promising. We are hopeful that we can have a long-term peace agreement that resurrects Iran,” Witkoff said in an interview on Fox News’ “The Ingraham Angle” show.

    “Now it’s for us to sit down with the Iranians and get to a comprehensive peace agreement, and I am very confident that we are going to achieve that,” he added.

    Trump said over the weekend that U.S. stealth bombers had “obliterated” Iran’s programme to develop nuclear weapons. Iran says its enrichment activities are for civilian purposes only.

    But Trump’s claim appeared to be contradicted by an initial report by one of his administration’s intelligence agencies, according to three people familiar with the matter.

    One of the sources said Iran’s enriched uranium stocks had not been eliminated, and the country’s nuclear programme, much of which is buried deep underground, may have been set back only a month or two.

    The White House said the intelligence assessment was “flat out wrong.”

    According to the report, which was produced by the Defense Intelligence Agency, the strikes sealed off the entrances to two of the facilities, but did not collapse underground buildings, said one of the people familiar with its findings.

    Some centrifuges remained intact, the Washington Post said, citing an unnamed person familiar with the report.

    Trump’s administration told the United Nations Security Council on Tuesday that its weekend strikes had “degraded” Iran’s nuclear programme, short of Trump’s assertion that the facilities had been “obliterated.”

    Israeli Prime Minister Benjamin Netanyahu said on Tuesday that the attack had removed the nuclear threat against Israel and he was determined to thwart any attempt by Tehran to revive its weapons program.

    “We have removed two immediate existential threats to us: the threat of nuclear annihilation and the threat of annihilation by 20,000 ballistic missiles,” he said.

    Iranian President Masoud Pezeshkian said his country had successfully ended the war in what he called a “great victory,” according to Iranian media.

    Pezeshkian also told Saudi Crown Prince Mohammed bin Salman that Tehran was ready to resolve differences with the U.S., according to official news agency IRNA.

    Israel launched the surprise air war on June 13, attacking Iranian nuclear facilities and killing top military commanders in the worst blow to the Islamic Republic since the 1980s war with Iraq.

    Iran, which denies trying to build nuclear weapons, retaliated with barrages of missiles on Israeli military sites and cities.

    RESTRICTIONS LIFTED

    Israel’s military lifted restrictions on activity across the country at 8 p.m. local time (1700 GMT) on Tuesday, and officials said Ben Gurion Airport, the country’s main airport near Tel Aviv, had reopened. Iran’s airspace likewise will be reopened, state-affiliated Nournews reported.

    Oil prices edged higher on Wednesday, finding some respite after plummeting in the last two sessions, as investors assessed the stability of the ceasefire and the diminished prospect of an Iranian blockade of the Strait of Hormuz.

    The truce appeared fragile: Both Israel and Iran took hours to acknowledge they had accepted the ceasefire and accused each other of violating it.

    Trump scolded both sides but aimed especially stinging criticism at Israel, telling the close U.S. ally to “calm down now.” He later said Israel called off further attacks at his command.

    Israel’s defence minister, Israel Katz, said he told his U.S. counterpart, Pete Hegseth, that his country would respect the ceasefire unless Iran violated it. Pezeshkian likewise said Iran would honour the ceasefire as long as Israel did, according to Iranian media.

    Israeli armed forces chief of staff Eyal Zamir said a “significant chapter” of the conflict had concluded but the campaign against Iran was not over. He said the military would refocus on its war against Iran-backed Hamas militants in Gaza.

    Iranian authorities said 610 people were killed in their country by Israeli strikes and 4,746 injured. Iran’s retaliatory bombardment killed 28 people in Israel, the first time its air defences were penetrated by large numbers of Iranian missiles.

    A special place in the cycle is occupied by the story of the Epiphany Cathedral in Yelokhovo (Yelokhov Cathedral), where Alexander Pushkin was baptized in 1799. Even in 1941, despite military actions, the cathedral was not closed. The temple became a spiritual refuge for the townspeople. It was here that Metropolitan Sergius of Moscow (later Patriarch of Moscow and All Rus’) addressed the believers with a blessing to defend the Fatherland. Donations collected by parishioners helped form the tank column “Dmitry Donskoy” and the air squadron “Alexander Nevsky”.

    Another episode is dedicated to the Vorontsovo estate, which at the beginning of the war was located on the outskirts of Moscow and fell into the city’s defense zone.     A China Eastern Airlines flight carrying over 200 passengers touched down at Istanbul Airport at around 7 a.m. local time (0400 GMT) on Tuesday, marking the launch of the airline’s new direct route between Xi’an in southwestern China and Türkiye’s Istanbul.

    It is the airline’s second direct route connecting China and Türkiye, following its Shanghai-Istanbul service. Operated with Airbus A330 wide-body aircraft, the new route offers three round-trip flights per week on Tuesdays, Fridays, and Sundays, according to the Shanghai-headquartered airline.

    At the launch ceremony for the inaugural return flight from Istanbul at the airport on Tuesday morning, Wu Jian, China’s deputy consul general in Istanbul, hailed the opening of the new route as a significant step in building a convenient “air Silk Road” between the two historic cities.

    The new route will undoubtedly inject new momentum into the promotion of China-Türkiye economic cooperation, cultural exchange, and the joint advancement of the Belt and Road Initiative, Wu said.

    Firat Ocak, aviation development director at Istanbul Airport, emphasized the airport’s commitment to the Chinese market and expressed confidence that the new route would provide Chinese travelers with more efficient transit options to Europe and beyond via Istanbul.

    Israel lifted nationwide emergency restrictions on Tuesday evening, signaling a cautious return to normalcy after a fragile ceasefire with Iran took hold, ending nearly two weeks of intense cross-border attacks.

    The decision came as Israeli officials assessed the aftermath of the 12-day war, which left dozens dead and over 1,000 wounded, while military leaders warned that despite a pause in fighting, the broader campaign against Iran and its allies was far from over.

    Israel’s Home Front Command announced in a statement that the cancellation of the restrictions, which took effect at 8 p.m. local time (1700 GMT), allows all regions of the country to resume full civilian activity, including the reopening of schools, workplaces, and public gatherings. Communities adjacent to the Gaza Strip will remain under guidelines allowing gatherings of up to 2,000 people.

    The easing of restrictions marks a tentative sign that the truce is holding after a shaky start, during which both countries accused each other of violating the terms by continuing to launch strikes. An Israeli surprise attack targeting military sites and nuclear scientists across Iran on June 12 sparked the war.

    Police said Tuesday that Iranian missile barrages had struck 52 locations across Israel during nearly two weeks of fighting. Eight of the attacks caused fatalities, killing one soldier and 27 civilians. Magen David Adom, Israel’s national rescue service, said 1,319 people were injured, including 17 seriously, 29 moderately, and 872 lightly. An additional 401 people were treated for anxiety.

    Israel Defense Forces Chief of Staff Eyal Zamir held a situational assessment with senior officers on Tuesday and warned that the conflict with Iran is far from over. “We have concluded a significant phase, but the campaign against Iran is not over,” he said. “We are entering a new phase based on the achievements of the previous one.”

    He said that Israeli strikes on nuclear-related facilities and missile stockpiles “set Iran’s nuclear project back by years,” but stopped short of claiming the program had been dismantled, a key goal stated by Prime Minister Benjamin Netanyahu.

    “The focus now shifts back to Gaza — to bring the hostages home and to dismantle the Hamas regime,” Zamir added.
