    BEIJING, June 17 (Xinhua) — An Airbus A320 passenger plane took off from Laining International Airport in Kashgar Prefecture of northwest China’s Xinjiang Uygur Autonomous Region on Sunday for Bishkek, the capital of Kyrgyzstan, marking the successful launch of a trial flight on the route, Xinjiang Daily reported, citing a source in Kashgar Customs.

    This is also the first international passenger air route opened this year at this airport, the local customs service added.

    The above flight was operated by a Kyrgyzstan airline. After the successful test flight, round trip flights on the new route are expected to be operated once a week. Meanwhile, the number of flights may be increased according to actual needs.

    According to local customs officials, the opening of this air route not only facilitates bilateral people-to-people exchanges, but also brings new opportunities for cooperation in trade, economics, culture and tourism to both sides. -0-

    JERUSALEM, June 17 (Xinhua) — The Israel Defense Forces (IDF) said Tuesday that Ali Shadmani, Iran’s chief of military staff and one of the Islamic Republic’s highest-ranking military officers, was killed in an overnight airstrike on a command center in Tehran.

    The strike was carried out by Israeli aircraft after receiving “precise intelligence” and a “sudden opportunity,” the IDF said in a statement.

    A. Shadmani, a senior military commander and closest to Iranian leader Ali Khamenei, commanded the Islamic Revolutionary Guard Corps and the Iranian army.

    He was appointed commander of Iran’s armed forces at the start of the ongoing five-day war after his predecessor, Alaa Ali Rashid, was killed in an Israeli strike that started the current fighting.

    The killing of A. Shadmani “continued a series of assassinations of Iran’s top military command and disrupted the chain of command,” the IDF said. –0–

  • MIL-Evening Report: As Israeli attacks draw tit-for-tat missile responses from Iran and shuts Haifa refinery, Gaza genocide continues

    Israeli media report that Iranian missile strikes on Haifa oil refinery yesterday killed 3 people and closed down the installation.

    The Israeli death toll has risen to 24, with 400 injured and more than 2700 people displaced.

    Israeli authorities report 370 missiles fired by Iran in total, 30 reaching their targets. Iranian military report they have carried out 550 drone operations.

    Two hundred and twenty four people have been killed by Israeli attacks on Iran, with 1277 hospitalised.

    The state radio and television building was targeted by Israeli strikes twice — while broadcasting live — with the broadcast back online within 5 minutes despite the attack.

    In response, Iran has issued a warning to evacuate the central offices of Israeli television channels 12 and 14.

    An Israeli attack on a Red Crescent ambulance in Tehran resulted in the deaths of two relief workers.

    Israel’s Finance Minister Belazel Smotrich, who is accused of being a war criminal and the target of sanctions by five countries including New Zealand, claims they have hit 800 targets in Iran, with aircraft flying freely in the nation’s airspace.

    In the West Bank, the tension continues, with business continuing at a subdued level, everyone waiting to see how the situation will unfold.

    Israel’s illegal siege continues, cutting off cities and villages from one another, while blocking ambulances and urgent medical access in several locations today.

    Israeli and Iranian strikes are expected to continue, and potentially escalate, over the coming days.

    Israel’s genocide in Gaza continues.

    British aerospace manufacturers to benefit from UK-US trade deal as further details announced

    For the first time, the US has committed to reducing tariffs on UK aerospace goods such as engines and similar aircraft parts from the general 10% tariff being applied to all other countries, which is expected to come into force by the end of the month.

    This deal is a huge win for the UK’s world-class aerospace sector currently facing additional 10% tariffs, helping make companies such as Rolls Royce more competitive and allowing them to continue to be at the cutting edge of innovation. 

    British car manufacturers can also breathe a sigh of relief as they will be able to export to the US at a 10% tariff rate as part of the recently agreed landmark UK-US trade deal by the end of the month.  

    The UK is the only country to have secured this agreement with the US which reduces car export tariffs from 27.5%, saves car manufacturers hundreds of millions a year, and protects tens of thousands of jobs, delivering on our Plan for Change.

    Business and Trade Secretary, Jonathan Reynolds said: 

    We agreed this deal with the US to ensure jobs and livelihoods in some of our most vital sectors were protected, and since then we have been focused on delivering those benefits to businesses. 

    Bringing trade deals into force can take several months, yet we are delivering on the first set of agreements in a matter of weeks. And we won’t stop there. 

    As part of our Plan for Change, this government is doing all it can to reduce the pressures on businesses by lowering costs, speeding up delivery times and helping them to navigate in a time of global uncertainty.  

    Chief Executive of the Society of Motor Manufacturers and Traders (SMMT), Mike Hawes said:

    This is great news for the UK automotive industry, helping the sector avoid the severest level of tariffs and enabling many manufacturers to resume deliveries imminently.

    We wait to see the full details of the deal and how it will be administered but this will be a huge reassurance to those that work in the sector and bolster the confidence of our important US customers.

    The fact the UK has secured a deal, ahead of many competitors, and which makes automotive a priority, should be recognised as a significant achievement.

    Thanks to the UK-US deal, the UK is the only country to be exempt from the global tariff of 50% on steel and aluminium. As the Prime Minister and President Trump have again confirmed, we will continue to go further and make progress towards 0% tariffs on core steel products as agreed.  

    We have agreed reciprocal access to 13,000 metric tonnes beef for both US and British farmers – meaning the UK can export to the US too. We have been clear that any US imports will need to meet UK food safety standards, and that has not changed since we agreed this deal.

    Both countries remain focused on securing significantly preferential outcomes for the UK pharmaceutical sector and work will continue to protect industry from any further tariffs imposed as part of Section 232 investigations. 

    This deal is one of many international agreements this government has secured recently to boost our economy, including a trade deal with India which will add £4.8 billion to the UK economy and £2.2 billion in wages every year and a renewed EU deal which will add nearly £9 billion to the UK economy by 2040 on SPS and emissions measures alone. 

    Today’s announcement is the result of work happening at pace between both governments to lower the burden on UK businesses, especially the sectors most impacted by the tariffs. We will update Parliament on the implementation of quotas on US beef and ethanol, part of our commitment to the US under this deal.

    The BAS personnel forum was held in Tolyatti at the Zhigulevskaya Dolina technology park. It was a joint event of the University 2035, the Government of the Samara Region and the business publication Vedomosti.

    The forum platform became a place for exchanging best practices, dialogue on partnership and discussion of tasks for developing human resources potential in the unmanned aircraft systems (UAS) industry. The plenary session “UAS Labor Market – 2025: Current Results” was attended by Deputy Minister of Science and Higher Education of the Russian Federation Dmitry Afanasyev, Vice-Governor of the Samara Region Anton Emelyanenko, Rector of the University 2035 Dmitry Kaisin, Deputy Minister of Industry and Trade of the Russian Federation Vasily Shpak.

    Representatives of SPbPU took an active part in panel discussions and round tables devoted to personnel training, best practices of network interaction and the formation of engineering teams: Vice-Rector for Continuing and Pre-University Education Dmitry Tikhonov and Director of the Higher School of Transport of IMMiT Alexey Grachev.

    The national project “Unmanned Aircraft Systems” is the first national project of technological leadership. It has been implemented since 2024, and within the framework of the federal project “Personnel for UAS”, more than 10,000 people were trained last year.

    Polytechnic is an active participant in the project in terms of educational initiatives. Our projects have already been presented atlast year’s forum; we are performing providers both in the preparation of youth engineering teams andin ALS training in general. The university also invests in infrastructure — simulators, copters — and implements programs for schools. I am confident that the new academic year will bring new experience and new successful programs, — noted Dmitry Tikhonov.

    The forum included a tour of the UAS Samara research and production center, where participants saw the full production cycle of unmanned aerial vehicles, their testing at virtual and real sites, and also evaluated innovative developments and watched drone pilot competitions.

    One of the key topics of the forum was youth engineering teams (YET). This training format embodies the principle of “training through practice”, which is especially important in the context of a personnel shortage in the new industry. The main feature is the selection of teams to solve real problems of industrial partners, and the result is not only the acquisition of knowledge, but also the defense of the project.

    This format can unite not only students under the guidance of mentors, but also industrial partners. To solve problems, cooperation with software development companies, raw material suppliers, manufacturers and operating organizations is required. It is possible to get not only trained personnel and new partnerships, but also a practically ready-made, in-demand product. It is worth noting that this format requires its own infrastructure – from workplaces to test sites, but, as practice shows, when there is a goal and a close-knit team, solutions are found, and customers – industrial partners and UAS operators – provide comprehensive support, – says Alexey Grachev, who went the full way with MIC last year.

    In parallel with the forum, a working meeting on prospects for cooperation in the field of additional professional education was held at Samara University. Last year, the Polytechnic University and Samara University already implemented a network program for professional retraining “Design and Construction of an Unmanned Aerial Vehicle”. Now the partners discussed prospects for training academic staff and continuing cooperation on national projects of technological leadership.

  • MIL-Evening Report: The Middle East is a major flight hub. How do airlines keep passengers safe during conflict?

    The Middle East is a region of intense beauty and ancient kingdoms. It has also repeatedly endured periods of geopolitical instability over many centuries.

    Today, geopolitical, socio-political and religious tensions persist. The world is currently watching as longstanding regional tensions come to a head in the shocking and escalating conflict between Israel and Iran.

    The global airline industry takes a special interest in how such tensions play out. This airspace is a crucial corridor linking Europe, Asia and Africa.

    The Middle East is now home to several of the world’s largest international airlines: Emirates, Qatar Airways and Etihad Airways. These airlines’ home bases – Dubai, Doha and Abu Dhabi, respectively – have become pivotal hubs in international aviation.

    Keeping passengers safe will be all airlines’ highest priority. What could an escalating conflict mean for both the airlines and the travelling public?

    Safety first

    History shows that the civil airline industry and military conflict do not mix. On July 3 1988, the USS Vincennes, a US navy warship, fired two surface-to-air missiles and shot down Iran Air Flight 655, an international passenger service over the Persian Gulf.

    More recently, on July 17 2014, Malaysian Airlines Flight MH17 was shot down over eastern Ukraine as the battle between Ukrainian forces and pro-Russian separatists continued.

    Understandably, global airlines are very risk-averse when it comes to military conflict. The International Civil Aviation Organization requires airlines to implement and maintain a Safety Management System (SMS).

    One of the main concerns – known as “pillars” – of the SMS is “safety risk management”. This includes the processes to identify hazards, assess risks and implement risk mitigation strategies.

    The risk-management departments of airlines transiting the Middle East region will have been working hard on these strategies.

    Headquartered in Montreal, Canada, the International Civil Aviation Organization has strict requirements and protocols to keep passengers safe.

    Route recalculation

    The most immediate and obvious evidence of such strategies being put in place are changes to aircraft routing, either by cancelling or suspending flights or making changes to the flight plans. This is to ensure aircraft avoid the airspace where military conflicts are flaring.

    At the time of writing, a quick look at flight tracking website Flightradar24 shows global aircraft traffic avoiding the airspace of Iran, Iraq, Syria, Israel, Jordan, Palestine and Lebanon. The airspace over Ukraine is also devoid of air traffic.

    Rerouting, however, creates its own challenges. Condensing the path of the traffic into smaller, more congested areas can push aircraft into and over areas that are not necessarily equipped to deal with such a large increase in traffic.

    Having more aircraft in a smaller amount of available safe airspace creates challenges for air traffic control services and the pilots operating the aircraft.

    More time and fuel

    Avoiding areas of conflict is one of the most visible forms of airline risk management. This may add time to the length of a planned flight, leading to higher fuel consumption and other logistical challenges. This will add to the airlines’ operating costs.

    There will be no impact on the cost of tickets already purchased. But if the instability in the region continues, we may see airline ticket prices increase.

    It is not just the avoidance of airspace in the region that could place upward pressure on the cost of flying. Airliners run on Jet-A1 fuel, produced from oil.

    If Iran closes the Strait of Hormuz, the “world’s most important oil transit chokepoint”, this could see the cost of oil, and in turn Jet-A1, significantly increase. Increasing fuel costs will be passed on the paying passenger. However, some experts believe such a move is unlikely.

    A major hub

    The major aviation hubs in the Middle East provide increased global connectivity, enabling passengers to travel seamlessly between continents.

    Increased regional instability has the potential to disrupt this global connectivity. In the event of a prolonged conflict, airlines operating in and around the region may find they have increased insurance costs. Such costs would eventually find their way passed on to consumers through higher ticket prices.

    Passenger confidence

    Across the globe, airlines and governments are issuing travel advisories and warnings. The onus is on the travelling public to stay informed about changes to flight status, and potential delays.

    Such warnings and advisories can lead to a drop in passenger confidence, which may then lead to a drop in bookings both into and onwards from the region.

    Until the increase in instability in the Middle East, global airline passenger traffic numbers were larger than pre-pandemic figures. Strong growth had been predicted in the coming decades.

    Anything that results in falling passenger confidence could negatively impact these figures, leading to slowed growth and affecting airline profitability.

    Despite high-profile disasters, aviation remains the safest form of transport. As airlines deal with these challenges they will constantly work to keep flights safe and to win back passenger confidence in this unpredictable situation.

  • Iran strikes Israeli broadcaster as Tehran seeks diplomatic exit through Gulf intermediaries

    The Islamic Republic of Iran Broadcasting (IRIB), Iran’s national broadcaster, came under direct attack in what Israeli military officials described as retaliation for strikes on Israeli media infrastructure. The assault on IRIB marks a troubling escalation in the targeting of civilian facilities by both sides.

    On Monday, Iranian missiles struck Israel’s Tel Aviv and the port city of Haifa, destroying homes and causing civilian casualties as the conflict between the two nations entered its fourth consecutive day. In response, Israel launched airstrikes on buildings housing Iranian state-owned media organizations in Tehran, including the IRIB television facility—hit during a live broadcast.

    The intensifying confrontation has prompted urgent diplomatic efforts by Gulf nations and raised alarm among global leaders gathered at the G7 Summit over the risk of a wider regional war.

    Tehran has reached out to Qatar, Saudi Arabia, and Oman, urging these Gulf intermediaries to persuade U.S. President Donald Trump to use his influence on Israel to agree to an immediate ceasefire. In exchange, Iran has signaled openness to renewed flexibility in nuclear negotiations. Gulf leaders and their top diplomats are reportedly engaged in round-the-clock communication with Tehran, Washington, and other capitals in an effort to contain what is now considered the most serious direct confrontation between the two longstanding rivals in West Asia.

    The diplomatic push comes amid ongoing missile and drone strikes targeting each other’s military, nuclear, and civilian infrastructure. Israeli Prime Minister Benjamin Netanyahu on Monday did not rule out a potential strike on Iran’s Supreme Leader Ayatollah Ali Khamenei, stating that such an action could “end the conflict.” However, according to a U.S. official, President Trump has reportedly rejected Israeli plans to assassinate the Iranian leader.

    The Israeli military issued evacuation warnings to residents and personnel in target areas of Tehran before conducting the strikes. Similar warnings were also issued within Israel.

    Speaking at the G7 Summit in Canada, President Trump urged Iran to return to the negotiating table over its nuclear program to help resolve the crisis. “They should talk, and they should talk immediately before it’s too late,” Trump said. While the United States has not provided direct military support to Israel so far, the president has indicated that future involvement remains a possibility.

    Despite mounting destruction and civilian casualties, there are currently no clear signs of de-escalation. Iran has expressed a willingness to return to nuclear negotiations if Israeli attacks cease, but both nations appear entrenched in their positions.

    As a security precaution, the Israeli Civil Aviation Authority has announced a complete closure of airspace over major cities, while Iran has imposed similar restrictions on civilian flights over Tehran and other urban centers. Both militaries have issued evacuation advisories to civilians in high-risk zones, though their effectiveness in preventing casualties remains uncertain.

    Toomuc Fire Brigade recently gathered to celebrate their 80 years of service to the community and acknowledge the dedication of some of their long serving members.

    More than 60 people came together at the Cardinia Club in Pakenham on Saturday 14 June, with CFA Chief Officer Jason Heffernan joining in the festivities.

    Toomuc Fire Brigade Captain Andrew Ferrari has been a member for 22 years and said after a long, busy summer, it was nice to come together to mark the special occasion.

    “We are a peaceful bunch, we work hard, get the job done and get home safely,” Andrew said.

    “We had eight firefighters attend the Gurdies fire in December, before heading to the Grampians. Our 2nd Lieutenant Dan Farrall, lead a crew who were locating hot spots that had been called in by aircraft patrolling the area.”

    Forming after the Pakenham fires in 1944, the original station was then built and opened in 1954 by the founding members. The bricks used were made by the clay from the nearby creek.

    Surrounding larger towns like Pakenham, Officer, Upper Beaconsfield and Pakenham Upper, the old mining village of Toomuc remains well protected, with 23 brigade members stationed locally and Fire Rescue Victoria just around the corner.

    “We still have a wall out the front of our station made from the original bricks,” Andrew said.

    “We were also the first brigade to have a positive pressure fan for ventilation in the area.”

    15-year Toomuc member and 1st Lieutenant Blake Sokaluk said the brigade is well equipped with their tanker and ultralight, which assists them with their typical 190 call outs a year.

    “Our tanker goes away on strike teams quite a bit, and when it does go away, we always manage to get some crew on it.” Blake said.

    ‘During the 2019-20 bushfires it was away for five weeks and every shift there was either two, three or four of us on there.

    “That’s our strong point, if we do get called upon, we can make it happen. We have a great brigade who are willing and ready to help.

    “We’ve had members go interstate into Queensland, New South Wales, South Australia and Tasmania for fire and flood relief, and a couple are also on the Planned Burn Taskforce.

    “Our former Captain John Ferrari also fought the Ash Wednesday bushfires and remains active in the brigade.”

    Although the brigade doesn’t have a lot of daytime turnout availability due to most people working in the city or surrounds, the brigade has recently had three people jump on board.

    “We are a small brigade, but we love spending time with the community. We do regular events and fundraisers throughout the year where we bring our truck down and do a few activities with the kids and big kids,” Blake said.

    The service history within the brigade is diverse, ranging from one week to 43 years. On the night, two members received a National Medal, one with a first clasp, while three were awarded their 20 years of service certificate, and another three for 5, 10 and 15 years.

    Record share of UK projects secured despite global instabilities.

    Nearly one in six inward investment projects in the UK last year were secured in Scotland, according to new data published by EY.

    The record share of the market cements the country’s position as the UK’s top destination outside of London – for the tenth year in a row – while Aberdeen, Edinburgh and Glasgow remain among the top 10 UK cities for Foreign Direct Investment (FDI) projects outside of London.

    Although the total number of new projects in Scotland fell back slightly (4.9%) from record numbers in 2023, it compares to a drop of 13% in the UK, 14% in France and 17% in Germany.

    EY’s survey of global investors found that quarter of those planning to invest in the UK are targeting Scotland, maintaining the country’s long-standing position in investors’ eyes as the UK’s preferred FDI destination outside of London.

    To mark the results, Deputy First Minister Kate Forbes visited the Glasgow offices of Canadian IT and business consulting services firm CGI Inc. which employs around 750 employees across its Glasgow, Edinburgh, Borders and Aberdeen offers.

    The Deputy First Minister Kate Forbes said:

    “Given the geopolitical uncertainties clearly affecting investor confidence across the world, this is an incredible endorsement of Scotland’s proposition as a destination for global investment.

    “A huge amount of work, across both the private and public sectors, goes into securing these projects, which are vital for economic growth, job creation and bringing benefits across our towns and cities.

    “From the likes of green aircraft engine ZeroAvia to ticketing hub Humanatix, 2025 is bringing further significant investment and exciting projects to Scotland. The Scottish Government will continue to work with businesses and our “Team Scotland” partners to continue building the country’s reputation as a world class location for foreign investment.”

    Chief Executive of Scottish Enterprise Adrian Gillespie said:

    UK aerospace will be boosted by more than £250 million funding for cutting-edge aerospace tech projects to drive greener air travel, Industry Minister Sarah Jones will announce at the Paris Air Show today.

    The combined funding from government and industry will drive forward the development of cutting-edge technologies that will help to secure the future of the UK’s aerospace sector. This includes advancements in gas turbines, hydrogen-powered flight and the use of laser technologies for large-scale aerostructure manufacturing.

    It will help attract even more investment into the UK’s world-leading aerospace sector and support thousands of high-skilled jobs outside of London, delivering on the Government’s Plan for Change and helping grow the economy.

    The announcement comes as new figures from the industry’s trade association ADS show the UK’s aerospace sector added £13.6 billion to the economy last year – an increase of almost 50 percent compared to 2014 – and supported 100,000 direct jobs.

    It marks the latest win for the UK’s world-class aerospace sector in the run-up to the launch of the Government’s modern Industrial Strategy, which will target growth in the UK’s leading advanced manufacturing and defence sectors, and giving businesses the confidence they need to invest in the UK.

    Industry Minister Sarah Jones said:

    This government is backing aerospace. This investment will keep it at the forefront of innovation, not only delivering economic growth but boosting the charge to net zero 2030, two key pillars of our Plan for Change.

    This is the latest win for British aerospace in the run-up to the launch of our Industrial Strategy, which will turbocharge growth in our advanced manufacturing and defence sectors to take them to new heights, bringing new high-skilled jobs to every corner of the UK.

    During her visit to Paris Air Show – the world’s largest event for the civil aerospace sector – Minister Jones will tour the UK’s pavilion and meet with British companies exhibiting, before meeting with a wide range of leading aerospace companies, such as Airbus, Rolls-Royce and GKN.

    The meetings will focus on encouraging even greater investment into British aerospace, promoting the UK’s world-class R&D offer on the global stage, and how government can support businesses to increase their manufacturing and operations in the UK.

    Smaller and medium size businesses across the UK continue to benefit from the ATI Programme, with more than 302 receiving support since 2013, and another 19 investing over £22.8m in innovation in today’s announcement.

    The UK aerospace sector had an annual turnover of £34 billion in 2024 and spent £1.9 billion on business R&D – a record level, driven by ongoing investment in both sustainable technology and market manufacturing technology to help ramp up UK production.

    • The ATI Programme is a joint government and industry investment. Its purpose is to competitively offer funding for research and technology development in the UK, to maintain and grow the UK’s competitive position in civil aerospace and accelerate the transition to net zero aviation. 

    • The support announced today is from the £975 million between 2025 and 2030 allocated to the ATI Programme by the Government. This funding, matched by industry, provides continued stability for industry to invest in the UK, delivering economic growth, supporting high skilled jobs and advancing aviation’s challenging transition to net zero. 

    • In total between 2013 and 2030, industry and government will invest over £5 billion developing transformational aircraft technology to secure and grow UK jobs and reduce harmful aviation emissions.

    Specific investments announced are:

      This project is developing a special valve to control the flow of super-cold liquid hydrogen for future zero-emission aircraft. It aims to support cleaner aviation by improving hydrogen fuel systems.

    2. STAR (Advanced Manufacturing & partners)
      The STAR project is creating a new gas shielding device that removes the need for expensive argon chambers in manufacturing. This will lower costs and allow for the production of larger components.

    3. REIT (AerospaceHV)
      REIT is building test facilities to help certify electrical systems used in high-voltage aerospace machines. This will support the development of future electric aircraft.

    4. PACE-AM (Alloyed & Brunel University)
      This project is improving the use of strong aluminium alloys in 3D printing for aerospace parts. It aims to make aircraft components lighter and more efficient to produce.

    5. HiRACOS (Carbon ThreeSixty & partners)
      HiRACOS is developing fast and efficient composite materials for use in next-generation aircraft. The goal is to speed up production for advanced air mobility and narrowbody planes.

    6. LoCAP (CKPD)
      LoCAP is working on lightweight, non-metallic aircraft parts using new materials. This will help UK aerospace companies make better quality parts faster and at lower cost.

    7. MACH2INE (Darvick & Cranfield University)
      This project is creating machines to test materials used in hydrogen-powered aircraft. It will help ensure these materials are safe and reliable for flight.

    8. SPCLH2 (Enoflex Ltd. & partners)
      SPCLH2 is designing lightweight composite pipes to carry liquid hydrogen in aircraft, replacing heavy steel ones. These new pipes will reduce aircraft weight and improve fuel efficiency.

    9. DAA (Hover Inc.)
      DAA is developing smart onboard computers with AI for future autonomous and hybrid-electric aircraft. These systems will improve safety and performance.

    10. GENACOM (iCOMAT & University of Sheffield)
      GENACOM is creating new ways to design and build curved composite parts for aircraft using a patented process. This will result in lighter, more sustainable aerospace structures.

      This project is using AI to make flight control systems safer and more adaptable. It opens up new design possibilities for future aircraft.

    12. MAMBA (NEMA LTD & University of Nottingham)
      MAMBA is developing advanced magnetic bearings for aerospace use, which are more reliable and fault-tolerant. These will be tested in real-world turbo-compressor systems.

    13. MB HeX FC (Qdot Technology & Atomik AM)
      This project is using metal 3D printing to improve radiators and heat exchangers in hydrogen fuel-cell aircraft. The goal is to make these systems more efficient and compact.

    14. FEEAD (Scintam Engineering)
      FEEAD is improving a machining technique to safely remove stuck fasteners during aircraft engine maintenance. This will make repairs quicker and safer.

    15. Sora Aero (Sora Aviation & Universities of Bristol and Manchester)
      Sora Aero is developing AI-powered tools to simulate how aircraft behave in flight. These tools will help design better zero-emission aircraft.

    16. BatWing (Sora Aviation & University of Bath)
      BatWing is creating lightweight battery packs and new ways to safely attach them to aircraft wings. This supports the move to electric-powered flight.

    17. MEFSVS (Ultima Forma & GKN Aerospace)
      MEFSVS is replacing heavy outer jackets on hydrogen fuel tanks with lighter, advanced materials. This will reduce aircraft weight and simplify manufacturing.

    The Skills Shortage and the Teaching Gap

    The skills shortage gripping Australia’s workforce is a vicious cycle. Vocational education is essential to train workers to fill these gaps, but there’s also a shortage of qualified TAFE teachers – who are struggling under high workloads to meet this essential demand.

    To close that skills gap, and avoid losing current staff to burnout, the VET sector desperately needs more industry-qualified teachers. But like other Australian employers, TAFE must hire from the same limited pool of skilled tradespeople and professionals.

    From Industry to the Classroom

    Ten years ago, trade-qualified carpenter Steve Cole turned down a TAFE teaching job because “business was booming” and he had contract commitments. At the time, Cole was keen to share his 30 years’ knowledge of the construction industry, but as the boss of a busy company he felt he couldn’t walk away.

    Still, teaching stayed in Cole’s mind.
    “I was training people on-the-job and I felt that there were things that I had to give,” he says. Looking ahead to the final act of his career, he liked the idea of “a full circle back to where I started. I had fond memories of TAFE in the ’70s studying carpentry and construction”.

    Teaching is an intellectually challenging job that offers great work/life/family balance without the physical demands of industry labour.
    “I know as a 62-year-old electrician that I wouldn’t be up crawling around in roofs or out digging ditches,” says Phil Chadwick, NSW Teachers Federation TAFE lead organiser.

    Enter: Paid to Learn

    To lure mid-career and senior professionals such as Cole, “TAFE NSW had to be a little bit creative in the way that they recruited teachers to encourage people to get off the tools [and] pick up the whiteboard marker,” Chadwick says,

    It developed a program that’s unique to NSW: Paid to Learn.

    Learning to Teach

    There are three prerequisites to become a VET teacher: a nationally recognised qualification in the discipline in which you want to teach, between three and five years of industry experience, and a Certificate IV in Training and Assessment (TAE).

    “One of the bigger barriers in attracting tradespeople and professionals out of the jobs that they do is gaining that minimum teaching qualification, the TAE Cert IV,” Chadwick says.

    While the TAE course is fee-exempt under the Free TAFE joint government initiative, it still demands six months of full-time study, or 12 months part-time. To a busy professional, that’s a long time without their usual income.

    Even juggling part-time coursework with an industry job is tough, as worksite demands compete with the routine and discipline of study. “I wouldn’t advise that,” says Cole.

    Early in 2024, he was browsing the ‘I Work for NSW’ public-sector jobs website when he spotted a Paid to Learn carpentry teaching job at Meadowbank TAFE. For Cole, the chief attraction was financial: “I’ve still got bills to pay, a mortgage to pay, and I could learn on the job and be paid a reasonable salary instead of closing my business, having no income and doing it that way.”

    Paid to Learn allowed Cole to start working at Meadowbank straight away – with full teaching salary, plus superannuation, leave and other benefits – while refreshing his 11-year-old TAE qualification through an intensive course of 14 weeks.

    “Basically from day one, they’re in the classroom teaching,” Chadwick says. TAFE students benefit from their new teachers’ industry currency, as effectively six weeks earlier, they were on the tools.

    To soften the impact of hitting the ground running, Paid to Learn also pairs trainee teachers with mentors and supervisors, whose tailored, wraparound support sets them up to succeed.

    “I think that’s invaluable,” Cole says now, a year into his new career. “The TAE teaching staff are extremely supportive if you allow them to support you.”

    How It Works

    “Most of our members that go into the program are employed as permanent full-time or temporary full-time employees,” Chadwick says. “It’s a bit like an apprenticeship or a traineeship, where a person starts the job and then they’re released from work to attend TAFE.”

    Cole spent three full days per week in TAE classes at Mt Druitt TAFE, then two days at Meadowbank, shadowing a more experienced teacher. Trade skills teaching has improved since his apprentice days. “It’s a lot more hands-on,” he reflects. “That hands-on approach, theory taught within practical, I think works well for the student cohort that we have.”

    Paid to Learn prioritises industries targeted by the NSW skills shortage list: trades such as electrical, carpentry, plumbing, automotive and engineering, and metal fabrication, plus in-demand fields such as community services, aged care and community health.

    “In our class, we had two electricians,” says Cole; “I’m a carpenter. We had two cabinetmaker-joiners and we had a fellow from aerospace who trains aeroplane mechanics and service technicians.”

    TAFE NSW uses Paid to Learn as an incentive to attract staff to campuses with the most acute needs. “[Teachers] can be recruited based on their trade or profession, but they can also be recruited to a specific location in the state, and that’s what sets the priority,” says Chadwick.

    The program was piloted from August to November 2022 in Western Sydney, which is in a construction and energy boom. “So that’s typically why there’s a lot of carpenters, electricians and plumbers in it,” Chadwick says. The next cohort of 47 new teachers start their jobs in March 2025.

    Putting Learning Into Practice

    The TAE Certificate IV can be academically demanding for trade-qualified professionals, especially if it’s been a while since they were in a classroom.

    Though Cole already knew his trade inside out, the TAE course handed him a different toolbox: “teaching methodology and classroom management, and building up effective relationships with the student cohort.”

    “[It was a] very steep learning curve for me,” Cole recalls, but he’s relished the challenge. “I learn something new every single day, and I learn things about myself.”

    He uses the term “reflective journey” – which he calls “a TAFE-ism” – to describe the introspective, analytical skills he honed during Paid to Learn. “I’ve certainly learned a lot about other people.”

    He was particularly impressed by his specialist TAE teacher, “and the lengths she went through to not cut corners at all, but to build our skills up to the level where we pass with confidence.” And he could immediately practise what he’d just learned: “That’s how I teach now, using her as an example.”

    He also bonded with the other trainee teachers in his class.

    “We’ve socialised since, got together for Christmas drinks and so forth, and talked about our experiences,” he says.

    Chadwick says Paid to Learn’s cohort-based approach boosts trainee teachers’ engagement in their studies, and their completion rates, compared to those undertaking the TAE alone.

    “The collaborative effort between the students helps each other,” he says.

    The Rewards

    Of 287 participants in Paid to Learn’s first year, 278 are still teaching – a 97 per cent retention rate.

    A full-time TAFE NSW teacher can earn $88,842 to $105,362, depending on their work history. Chadwick concedes industry pay can be higher, “but it’s not the money that they come for, it’s the conditions.”

    After an interim review of NSW’s VET system found only 48 per cent of TAFE NSW educators were employed permanently, “it’s a really big improvement that TAFE are taking these people on in secure jobs rather than in casual jobs,” Chadwick says.

    They’ll also benefit from the newly negotiated TAFE Commission of NSW Teachers and Related Employees enterprise agreement, which will boost the top salary to around $120,000 by 2027.

    Compared to teaching, “running your own business is quite an onerous task – a lot longer hours per week,” says Cole.

    Now his kids are adults, he’s happy to trade off the flexibility and control of self-employment for more relaxed work.

    Cole was also surprised by how much he appreciated the camaraderie of teaching.

    “I was the top dog in my business; that’s a little bit isolating in some ways, and now I’m working closely with people of equal standing within the TAFE hierarchy,” he says. “To feel like I am part of a team, for me, has been a real positive.”

    Chadwick says Paid to Learn “is not a magic bullet. On its own, it is not a solution. But it’s definitely a step in the right direction.”

    It represents a welcome investment in an education sector whose funding has been volatile and politicised.

    Cole, meanwhile, heartily recommends Paid to Learn to other NSW industry professionals contemplating a career change.

    “The rewards from teaching aren’t really talked about enough,” he enthuses.

    “The regard with which students hold us is something of an honour, really. We’re seen as mentors and people to be trusted, and guides. That’s a lovely position to be in. It makes me feel really good about myself.”

  • MIL-OSI USA: Implementing the General Terms of The United States of America-United Kingdom Economic Prosperity Deal

           By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.), the National Emergencies Act (50 U.S.C. 1601 et seq.), section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862) (section 232), section 604 of the Trade Act of 1974, as amended (19 U.S.C. 2483), and section 301 of title 3, United States Code, I hereby determine and order:
         Section 1. Background.  On May 8, 2025, United Kingdom Prime Minister Keir Starmer and I announced the General Terms for the United States of America and the United Kingdom of Great Britain and Northern Ireland Economic Prosperity Deal (General Terms).  The General Terms outline a historic trade deal that provides American companies unprecedented access to British markets while bolstering the national security and economy of the United States.  The deal includes billions of dollars of increased market access for American exports, especially for beef, ethanol, and certain other American agricultural exports.  In addition, the United Kingdom will reduce or eliminate numerous non-tariff barriers that unfairly discriminate against American products, hurt the United States’ manufacturing base, and threaten the national security of the United States.     The General Terms provide, among other things, that the United States intends to create an annual quota of 100,000 vehicles for United Kingdom automotive imports at a 10 percent tariff rate.  In the General Terms, the United Kingdom also committed to working to meet American requirements on the security of the supply chains of steel and aluminum products intended for export to the United States and on the nature of ownership of relevant production facilities.  Provided the United Kingdom meets these requirements, the United States intends to promptly construct a quota at most-favored-nation rates for steel and aluminum articles and certain derivative steel and aluminum articles that are products of the United Kingdom in the context of implementing the General Terms.       Furthermore, in the General Terms, the United States and the United Kingdom committed to negotiate significantly preferential treatment outcomes on pharmaceuticals and pharmaceutical ingredients that are products of the United Kingdom, contingent on the findings of an investigation regarding pharmaceuticals and pharmaceutical ingredients under section 232, and provided that the United Kingdom complies with certain supply chain security standards.  Finally, in the General Terms, the United States and the United Kingdom committed to adopt a structured, negotiated approach to addressing United States national security concerns regarding sectors that may be subject to future section 232 investigations.  To that end, the United States and the United Kingdom further committed to strengthen aerospace and aircraft manufacturing supply chains by establishing tariff-free bilateral trade in certain aerospace products.     In my judgment, I determine that the following actions are consistent with the national interests of the United States and are necessary and appropriate to deal with the national emergency declared in Executive Order 14257 of April 2, 2025 (Regulating Imports With a Reciprocal Tariff To Rectify Trade Practices That Contribute to Large and Persistent Annual United States Goods Trade Deficits), as amended, and to reduce or eliminate the threats to national security found in Proclamation 9704 of March 8, 2018 (Adjusting Imports of Aluminum Into the United States), as amended; Proclamation 9705 of March 8, 2018 (Adjusting Imports of Steel Into the United States), as amended; and Proclamation 9888 of May 17, 2019 (Adjusting Imports of Automobiles and Automobile Parts Into the United States), as amended.
         Sec. 2.  Automobiles and Automobile Parts.  (a)  I hereby establish an annual tariff-rate quota of 100,000 automobiles as classified in heading 8703 of the Harmonized Tariff Schedule of the United States (HTSUS) and as further specified in note 33(b) to subchapter III of chapter 99 of the HTSUS for automobiles that are products of the United Kingdom.  Imports of automobiles within the tariff-rate quota that would otherwise be subject to a 25 percent tariff under Proclamation 10908 of March 26, 2025 (Adjusting Imports of Automobiles and Automobile Parts Into the United States), shall instead be subject to a 7.5 percent tariff, in addition to the most-favored-nation rate for automobiles of 2.5 percent, for a combined tariff of 10 percent.  Imports of automobiles in excess of the tariff-rate quota shall remain subject to the full duties imposed by Proclamation 10908.  The tariff-rate quota shall be adjusted for calendar year 2025 to reflect the General Terms’ operative date of May 8, 2025.  The quota shall be effective 7 days after the publication of this order in the Federal Register.     (b)  Automotive parts specified in note 33(g) to subchapter III of chapter 99 of the HTSUS that would otherwise be subject to a 25 percent tariff under Proclamation 10908 shall instead be subject to a total tariff of 10 percent (including any most-favored-nation tariffs), provided that they are products of the United Kingdom and are for use in automobiles that are products of the United Kingdom.  This change shall be effective as of the date of the publication of the Federal Register notice described in subsection (c) of this section.      (c)  Within 7 days of the date of publication of this order in the Federal Register, the Secretary of Commerce (Secretary), in consultation with the United States International Trade Commission (ITC) and U.S. Customs and Border Protection (CBP), shall publish a notice in the Federal Register modifying the HTSUS consistent with this section, if necessary.      (d)  The Secretary may issue rules, regulations, guidance, and procedures to carry out the provisions of this section.
         Sec. 3.  Aerospace.  (a)  With respect to products of the United Kingdom that fall under the World Trade Organization Agreement on Trade in Civil Aircraft, the tariffs imposed through the following Presidential actions and subsequent amendments to those actions shall no longer apply, as of the date of publication of the Federal Register notice described in subsection (b) of this section:          (i)    Executive Order 14257, as amended;          (ii)   Proclamation 9704, as amended; and          (iii)  Proclamation 9705, as amended.      (b)  Within 7 days of the date of publication of this order in the Federal Register, the Secretary, in consultation with ITC and CBP, shall publish a notice in the Federal Register modifying the HTSUS consistent with this section, if necessary.     (c)  The Secretary may issue rules, regulations, guidance, and procedures to carry out the provisions of this section.

         Sec. 5.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:          (i)   the authority granted by law to an executive department or agency, or the head thereof; or          (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.     (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.     (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.     (d)  The costs for publication of this order shall be borne by the Department of Commerce.

           By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.), the National Emergencies Act (50 U.S.C. 1601 et seq.), section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862) (section 232), section 604 of the Trade Act of 1974, as amended (19 U.S.C. 2483), and section 301 of title 3, United States Code, I hereby determine and order:
         Section 1. Background.  On May 8, 2025, United Kingdom Prime Minister Keir Starmer and I announced the General Terms for the United States of America and the United Kingdom of Great Britain and Northern Ireland Economic Prosperity Deal (General Terms).  The General Terms outline a historic trade deal that provides American companies unprecedented access to British markets while bolstering the national security and economy of the United States.  The deal includes billions of dollars of increased market access for American exports, especially for beef, ethanol, and certain other American agricultural exports.  In addition, the United Kingdom will reduce or eliminate numerous non-tariff barriers that unfairly discriminate against American products, hurt the United States’ manufacturing base, and threaten the national security of the United States.     The General Terms provide, among other things, that the United States intends to create an annual quota of 100,000 vehicles for United Kingdom automotive imports at a 10 percent tariff rate.  In the General Terms, the United Kingdom also committed to working to meet American requirements on the security of the supply chains of steel and aluminum products intended for export to the United States and on the nature of ownership of relevant production facilities.  Provided the United Kingdom meets these requirements, the United States intends to promptly construct a quota at most-favored-nation rates for steel and aluminum articles and certain derivative steel and aluminum articles that are products of the United Kingdom in the context of implementing the General Terms.       Furthermore, in the General Terms, the United States and the United Kingdom committed to negotiate significantly preferential treatment outcomes on pharmaceuticals and pharmaceutical ingredients that are products of the United Kingdom, contingent on the findings of an investigation regarding pharmaceuticals and pharmaceutical ingredients under section 232, and provided that the United Kingdom complies with certain supply chain security standards.  Finally, in the General Terms, the United States and the United Kingdom committed to adopt a structured, negotiated approach to addressing United States national security concerns regarding sectors that may be subject to future section 232 investigations.  To that end, the United States and the United Kingdom further committed to strengthen aerospace and aircraft manufacturing supply chains by establishing tariff-free bilateral trade in certain aerospace products.     In my judgment, I determine that the following actions are consistent with the national interests of the United States and are necessary and appropriate to deal with the national emergency declared in Executive Order 14257 of April 2, 2025 (Regulating Imports With a Reciprocal Tariff To Rectify Trade Practices That Contribute to Large and Persistent Annual United States Goods Trade Deficits), as amended, and to reduce or eliminate the threats to national security found in Proclamation 9704 of March 8, 2018 (Adjusting Imports of Aluminum Into the United States), as amended; Proclamation 9705 of March 8, 2018 (Adjusting Imports of Steel Into the United States), as amended; and Proclamation 9888 of May 17, 2019 (Adjusting Imports of Automobiles and Automobile Parts Into the United States), as amended.

Joey Reynolds, that sentiment is especially true. Though deployed under very different circumstances, their commitment to service and a little coordination led to a memorable reunion on foreign soil.

    “I knew my son, Joey, was deploying with his unit to Kosovo, but I didn’t realize we might have the chance to meet,” said Reynolds. “That’s not something people normally get to do. But, I deployed with that same unit to Kuwait several years ago and reached out to a few colleagues about the possibility.”

His North Macedonia-based public affairs team wrapped up coverage of the culminating combined arms live-fire exercise earlier in the day, meaning Ryan had just enough time to visit his son later that afternoon.

    That connection runs deep and those same colleagues now look after Joey as one of their own.

    “When Ryan called me up, I was all about making this reunion happen,” said U.S. Army Lt. Col. Brian Snook, the aviation task force commander of Task Force Griffin in support of Kosovo operations and commander of the 3-238 GSAB. “Our unit is still in the transition stage of taking over this mission from the previous unit here in Kosovo, so it was good timing all the way around. Plus, how often do a father and son get to meet on deployment?!”

    The 3-238 GSAB is in Kosovo to facilitate the movement of personnel, equipment and supplies across the entire area of operations. As a member of the Kosovo Force (KFOR), they serve under a NATO-led international peacekeeping mission established in 1999 to maintain a safe and secure Kosovo, ensure freedom of movement and support broader international efforts for stability in the region.

    “I still keep in contact with a number of my deployment buddies,” said Ryan. “It’s a special feeling to now count my son among this number.”

    The reunion in Kosovo may have been brief, but it underscored the powerful ties of service and family—a reminder that while deployments separate loved ones, they can also bring them together in unexpected and meaningful ways.

    Travel back 20,000 years into the last Ice Age, to a time when the upper reaches of the Blue Mountains were treeless and the ridgelines and mountain peaks laden in snow and ice.

    At an elevation of 1,073 metres, you will find Dargan Shelter, an ancient rock shelter resembling a large amphitheatre. Looking around, you could easily assume this cold and barren high country was too difficult for people to spend time in.

    But our new research, published today in Nature Human Behaviour, indicates Dargan Shelter was occupied as early as the last Ice Age and repeatedly visited during this cold period.

    Our excavation results provide the earliest known evidence of high-altitude occupation in Australia, establishing the Blue Mountains as Australia’s most archaeologically significant periglacial landscape – that is, an area which goes through seasonal freezing and thawing.

    Cultural perspectives

    This is a highly significant landscape concentrated with tangible and intangible cultural values for Aboriginal people.

    For millennia, Aboriginal people have passed down the knowledge and stories of Country.

    Knowing our Ancestors have lived here, in this Country, for thousands of years was on our minds as the team headed down into the site where we would sit alongside our Ancestors of yesterday.

    When we enter the site, we pay respects to the Country and Ancestors before us. As part of the opening of the site for the archaeological works, a lyrebird song and dance were performed and, magically, a handful of lyrebirds began approaching the cave and singing out as if they were communicating between the current and old worlds through song.

    We do not know who exactly the Aboriginal people who moved through the Blue Mountains in the deep past were, nor where they came from. But Dargan Shelter was probably an important stopover point for people to attend gatherings and ceremonies that could have included people from the western interior, the Cumberland coastal plains, and Country to the north and south.

    New evidence provides definitive proof of repeated occupation in this once frozen high-altitude landscape. It is now believed to be the oldest occupied site in Australia at high elevation.

    We unearthed 693 stone artefacts, including 117 flakes from stratigraphic layers older than 16,000 years, and documented a small amount of faded rock art, including a child-sized hand stencil and two forearm stencils.

    Charcoal from hearths (campfires) underwent radiocarbon dating, indicating Dargan Shelter had been continuously occupied since 22,000 to 19,000 years ago.

    Among the findings, most of the stone tools were locally sourced and made. But, very interestingly some stones from the Jenolan Caves area, approximately 50 kilometres to the south-west, and the Hunter Valley region, 150 km to the north, were also found. This indicates people were travelling into this mountainous region from both the north and south.

    We found a sandstone grinding slab, dated to 13,000 years ago, consistent with shaping bone or wooden artefacts such as needles, awls, bone points and nose points. A basalt anvil with impact marks consistent with cracking hard woody nuts and seed shells was dated to 8,800 years ago.

    Greater Blue Mountains and world heritage

    The Blue Mountains was listed as a UNESCO (United Nations Educational, Scientific and Cultural Organization) World Heritage area in 2000 for its outstanding biodiversity values.

    Although the cultural heritage is remarkably intact and connected with an environmental system and natural features, the parallel nomination for cultural values listing failed due to a paucity of archaeological and cultural heritage information.

    Our new research should be considered in a nomination for the UNESCO World Heritage area to also encompass cultural heritage alongside biodiversity.

    The Blue Mountains landscape shrouds a silent yet rich tapestry of Aboriginal heritage.

    Our people have walked, lived and thrived in the Blue Mountains for thousands of years. The mountains are a tangible connection to our Ancestors who used them as a meeting place for sharing, storytelling and survival. They are a part of our cultural identity.

    We need to respect and protect our heritage for the benefit of all Australians.

    Our results align Australia for the first time with ice age data from the world’s other inhabited continents, including sites in other places not traditionally thought of as cold climates, such as Mexico and Spain.

    We now have a truly global story of people entering and living in high-altitude landscapes during the last ice age.

    The continuation of research projects like this one, and the invaluable evidence it provides across the region, will allow Aboriginal people with connections to the Blue Mountains to begin to stitch back together much of the history and many of the stories that until now have had gaps.

    The more we discover and piece together the movements, ceremonies and stories, the stronger we are as a community.

    A few weeks ago, an EU citizen had a reservation on an EU flight cancelled because their electric wheelchair was supposedly ‘incompatible’ with the aircraft. No refund was offered: according to the airline, the passenger could have changed wheelchairs or been accompanied. In 2024, another airline refused to carry a wheelchair in the hold because of supposedly ‘excessive dimensions’, but then accepted the same wheelchair on the same route and aircraft on the following day.

    Citizens with disabilities are careful to report their needs as passengers, yet detailed information on acceptance, compatibility and safety criteria is frequently missing from airlines’ websites, and contact centre operators are often not trained or have insufficient information available. This severely restricts people from planning and undertaking journeys independently.

    Articles 21 and 26 of the Charter of Fundamental Rights of the European Union are transposed into Regulation (EC) No 1107/2006, which protects the right of persons with disabilities to travel by air without discrimination.

    Also in the light of Commission Notice C/2024/5992, can the Commission clarify whether and how it intends to promote the development and use by airlines of tools, such as digital tools, to better protect the rights of persons with disabilities when they are using air transport, at all stages of their journey?

  • MIL-OSI Analysis: Air India crash in Ahmedabad sends reverberations to Canadian families of Air India Flight 182

    The June 12 Air India crash in Ahmedabad, Gujarat, India, with 230 passengers and 12 crew members aboard is sending deep reverberations through a group of Canadians who know all too well the shock, grief and horror of losing loved ones in hauntingly similar circumstances.

    They are the families of those killed in the bombing of Air India Flight 182 en route from Canada to India 40 years ago this month.

    I work closely with these families as a researcher and advocate. I began interviewing these families in 2014 and have witnessed firsthand their pain, advocacy and emotional turmoil of living in the shadow of a historical event.

    As reports of the Ahmedabad crash came in, the WhatsApp account of the Air India Flight 182 families immediately flooded with expressions of shock, concern, sympathy and memories triggered by the latest incident.

    On June 23, 1985, Flight 182 was brought down by terrorist bombs created and planted on Canadian soil. The devastating mid-air explosion occurred over the Atlantic Ocean near Ireland. It killed all 329 passengers and crew, including 268 Canadians. The crew and most of the passengers were of Indian origin.

    Investigations into the causes of the crash of Air India Flight 171, en route to London’s Gatwick airport, shortly after take-off are still underway. At least 279 people died in the crash, which also impacted people on the ground.

    Acknowledging losses as significant

    A recent public conference at McMaster University commemorated the 40th anniversary of Flight 182, bringing together Indian and Canadian families, researchers, creative artists and community members.

    The conference dealt with critical themes, including the challenge of Flight 182 families recovering from their losses within a climate of broad indifference among their fellow Canadians.

    Regardless of what may have caused the more recent crash in western India, these Canadian families know the shock and loss that a new set of victims’ families are facing, and how important it is to support them.

    Hopefully, the home countries of last week’s crash victims — most of them Indian and British citizens, with at least one Canadian reported to have been aboard — will regard their deaths as significant losses. If so, this would be unlike what the 1985 victims’ families experienced in Canada.

    A little-mourned Canadian tragedy

    In Canada, we have a national day to remember on June 23, 1985. The bombing has been called a Canadian tragedy in a public inquiry report.

    Yet according to a 2023 Angus Reid poll, “nine out of 10 Canadians say they have little or no knowledge of the worst single instance of the mass killing of their fellow citizens.” That essentially means the bombing has yet to penetrate the consciousness of everyday Canadians or evoke shared grief or public mourning.

    The families continue to carry the torch of remembrance as they organize annual memorial vigils every June 23. Few others attend. Many victims’ relatives have died since 1985. Some spouses, siblings or parents are now in their 80s, wondering why the bombing is still not widely discussed in schools or in public discourse.

    The grinding and unsatisfying criminal proceedings, the belated public inquiry and the welcome but lukewarm apology by the Canadian government 25 years after the fact have all contributed to the failure of this tragedy to adhere more solidly to the Canadian consciousness. In fact, many continue to deny the Canadian significance of Flight 182 and view the bombing as a foreign event.

    A torch of remembrance

    At last month’s conference, my research team launched the Air India Flight 182 archive to counter this collective amnesia and lack of acknowledgement.

    Canadian archival consultant and writer Laura Millar has said that archives act as “touchstones to memory” and can aid the process of transforming individual memories into collective remembering. Adopting NYU professor Carol Gilligan’s ethics of care for the archive, we have been consulting with families to find ways to share their grief with the public.

    The Flight 182 memory archive — both physical and digital — serves as a repository for artefacts, first-person narratives, memorabilia and creative works related to the tragedy produced by family members. Family donations of artefacts such as dance videos and pilot wings redirect notions of archives away from a documental deposit. Hopefully, they can move the public to learn and care for the impacts of the Flight 182 bombing.

    The archive is a publicly accessible record of the tragedy, where scholars and everyday citizens can learn about the victims and their families.

    Since the past involves both the present and the future, the archive will enable a meaningful recognition of marginalized voices and histories. It can offer a form of memory justice for those who would otherwise be forgotten by sustaining memory from generation to generation.

    While the archive articulates the demand from families that the bombing of Flight 182 and its aftermath be incorporated into Canadian national consciousness, establishing this archive alone will not be enough to elevate the memory of Flight 182 to the place it deserves.

    But at least it establishes a rich, permanent academic and personal legacy for the community of mourners, and for the Canadian and global public to find it, use it and learn from its many lessons.

    Families of those on board the 1985 flight are preparing to commemorate the 40th anniversary of the terror bombing of Flight 182 that has devastated their lives.

    As we learn more about the tragic Air India Flight 171 crash on June 12, the lessons of Flight 182 will hopefully prevent a new set of families from feeling the pain of indifference on top of the unimaginable agony of loss they’re already experiencing.

    overnor Kathy Hochul today marked the one-year anniversary of the launch of New York Mobile ID (MiD), a highly secure digital version of a state-issued driver license, learner permit or ID on a smartphone or tablet. To date, more than 245,869 New Yorkers have completed the enrollment process for the MiD.

    “We are just at the start of this exciting advancement in digital identity security, and New York is proud to be one of the states leading the way,” Governor Hochul said. “As more and more New Yorkers embrace the MiD and more states across the country launch similar digital options, there will be many more ways to use your MiD.” 

    New York State Department of Motor Vehicles Commissioner Mark J.F. Schroeder said, “DMV is pleased to offer New Yorkers a simple and secure way to access their driver license, learner permit or non-driver ID directly on their mobile device. The MiD holder’s personal information and privacy are protected, and businesses also benefit by having a convenient, contactless, and highly secure method for verifying identity and age.”

    Designed for New Yorkers’ convenience and security, the MiD is available for free to IOS and Android users, and use is completely voluntary. Anyone with a valid, state-issued driver license, learner permit or non-driver ID can download the secure Mobile ID app through  Google Play  or the  App Store. 

    MiD is accepted at Transportation Security Administration (TSA) security checkpoints at participating airports across the country, including all terminals at LaGuardia, John F. Kennedy, Albany, Buffalo, Syracuse Hancock, and Stewart International airports, allowing New Yorkers to verify their identity easily and securely for airport security screening. 

    Last fall, the state Liquor Authority issued an advisory to the state’s bars, restaurants and other liquor-license holders that MiD is an acceptable form of ID for age verification. The state’s largest associations representing the bar and restaurant industries now support their members utilizing the technology. Businesses can become MiD verifiers by downloading a free or paid verifier app to any smartphone or tablet. They can visit the DMV webpage on Mobile ID for businesses and organizations to learn more. 

    MiD is not a picture of the user’s driver license. It can only be authenticated through an encrypted connection with a verifier device and does not require the user to hand over their phone to anyone. When using the app, the user taps “share ID” to generate a QR code containing no personal data that can be scanned by the verifier, establishing the encrypted connection between the devices.

    The user is asked to consent to sharing the information being requested by the verifier, and consent is required every time they use their Mobile ID. The verifier receives only the information the user consented to share, along with a message on their device that the MiD is verified.

    For added protection, Mobile ID can only be unlocked by the user’s FaceID, TouchID or PIN, even if someone accesses the user’s unlocked phone. If the user’s phone is lost or stolen, their Mobile ID becomes invalid as soon as they add MiD to a new device. Mobile ID cannot be used to track a user’s location.

    Currently, nearly 20 states have launched a mobile ID and many more are in the process of developing one. Nationally, more than five million people hold a mobile ID.

  • MIL-OSI Global: Why is Stalin back in the Moscow metro?

    A statue of Soviet dictator Joseph Stalin was unveiled in the Taganskaya metro station in Moscow in May, recreating a mural that was dismantled decades ago. It is the first such statue to be erected in central Moscow since Stalin’s death in 1953 and marks a disturbing new stage in Russia’s authoritarian path.

    Tens of millions of people died as a direct result of Stalin’s policies between 1924 and his death. These policies included the forced collectivisation of agriculture, the Gulag labour camp system and the “great terror” – a wave of mass arrests between 1937 and 1938, including of key figures in the army.

    Yet ultimate victory over Nazi Germany in 1945, with the support of Britain and the US, redeems Stalin in the eyes of Russia’s current rulers. For the Russian president, Vladimir Putin, this victory was one of the crowning achievements of the Soviet Union and remains a unifying force in modern Russia.

    De-Stalinisation, which from 1956 to the late 1960s saw the dismantling of Stalin’s policies and legacy, meant no statues of him were erected from his death until the collapse of the Soviet Union in 1991. But 110 monuments have been built since then (at the last count in 2023), with 95 of them erected in the Putin era. The rate of construction multiplied after Russia’s 2014 annexation of Crimea.

    These statues initially tended to be in peripheral parts of the Russian Federation, such as Yakutia, North Ossetia and Dagestan, and not in city centres. The renaming by presidential decree of the airport in Volgograd as Stalingrad in April 2025, to echo the city’s wartime name, was thus a significant moment.

    But the statue in the Moscow metro, an architectural gem in the centre of Russia’s capital that is used by millions of people each day, is an even more important symbolic statement.

    ‘Stalinwashing’

    Stalin’s reputation in Russia continues to recover. According to a poll from 2015, 45% of the Russian population thought the deaths caused by Stalin’s actions were justified (up from 25% in 2012). By 2023, 63% of Russians had an overall positive view of his leadership.

    This reflects the view promoted in schools and amplified by the Russian media, where criticism of Stalin is rare. Even the 2017 British comedy, The Death of Stalin, was banned in Russia for fear of popping the bubble of public approval.

    The purpose of rehabilitating Stalin is about boosting support for Putin’s regime, training Russians’ conformity reflex, and instilling pride in their history. But it also has external ramifications.

    With the partial exception of Georgia, his birthplace, Stalin is widely reviled by Russia’s neighbours which were often the victims of Stalin’s repressive policies. This is especially true of Ukraine. A famine known to Ukrainians as the Holodomor was deliberately imposed there between 1932 and 1933 as part of collectivisation and killed as many as 3.8 million people.

    As a result, his death unleashed de-Stalinisation accompanied by the destruction of his statues all over eastern Europe. This began during the 1956 Budapest uprising and was followed by later such reactions in Prague and elsewhere.

    After the uprisings were put down, Stalin’s place was typically taken by the less controversial Vladimir Lenin, the revolutionary leader who founded the Soviet Union.

    But since the 2014 Maidan revolution in Ukraine, which culminated in the ousting of pro-Russian president Viktor Yanukovych, Ukrainians have also been pulling down statues of Lenin. Other Soviet-era symbols have also been torn down in a wave of demonstrations known as Leninopad or Leninfall.

    This is what has informed the latest intensification of Stalin-washing. The Ukrainian refutation of the symbolic heritage of the Soviet Union seems to have supercharged the Russian embrace of it, Stalin included.

    Russia has restored statues of Lenin in the Ukrainian territories it occupies. And it has now also started erecting statues of Stalin, notably in the southeastern city of Melitopol, where a statue was unveiled in May to commemorate the 80th anniversary of the Soviet Union’s victory in the second world war.

    This is against the law in Ukraine, where there is a ban on pro-Communist (and pro-totalitarian) symbolism. Russian forces have meanwhile been destroying memorials to the Holodomor in a battle over the meaning of the Soviet legacy.

    Russia’s military strength

    The re-elevation of Stalin promotes a narrow interpretation of his rule, stressing Russia’s military strength. Modern statues typically portray Stalin in a military uniform and evoke a sense of him as a victorious wartime leader.

    In fact, some of the appeal of the symbol of Stalin lies in welfare provisions of his leadership where, despite imposing an often cruelly authoritarian system, education and healthcare were free for all. The same can be said for his use of fear as a work incentive. Russians sometimes still denounce complacent or inept officials with the imprecation: “If only Stalin was here to sort you out” (Stalina na vas net in Russian).

    Nevertheless, it is the imperial version of Stalin that dominates, vindicating Russian refusal to reckon with its colonial past as the centre of the Soviet Union. Stalin’s record is sometimes defended within Russia on the basis that Winston Churchill, for instance, remains a British national hero despite a bloody past (such as his role in the Bengal famine of 1943).

    While there is an element of truth in this, the difference is that Churchill’s shortcomings and complicity in the death toll attributable to the British empire are publicly discussed. Such criticism of Stalin is not permitted in Russia. Even the new statue in Moscow was erected under cover of the night, evading public scrutiny and debate.

    The fact that the UK subjects its historical heroes to scrutiny is what distinguishes it from Russia, and defines it as democratic. At least for the time being.

  • MIL-OSI USA: Illinois Drivers Alliance Announces Historic Breakthrough that Paves the Way for 100,000+ Drivers to Form a Union and Bargain to Improve Pay and Working Conditions

    Following years of grassroots efforts, a driver-led coalition secures commitment from Uber to support statewide legislation that will pave a pathway to unionization

    CHICAGO – In a historic breakthrough to transform the rideshare industry and to improve the lives of drivers across the state, the Illinois Drivers Alliance – a coalition powered by drivers and anchored by SEIU Local 1 and IAM Local 701 – announced on Monday that it will file legislation that will at last secure bargaining rights for the more than 100,000 estimated rideshare drivers who reside in Illinois. At the same time, the coalition also announced that after years of grassroots pressure and mobilization, including many protests and rallies aimed at the largest companies in the rideshare industry, Uber has now agreed not to oppose bargaining rights for rideshare drivers in Illinois.

    For years, rideshare drivers in Illinois have been united in their demand to have the right to form a union and to bargain with rideshare industry giants. Thousands of drivers have attended rallies, protests, and regular events and meetings organized by SEIU Local 1, IAM Local 701, the Chicago Gig Alliance, among others. Many of these demonstrations and protests, some outside Uber headquarters and others at key rideshare locations like the airport, have been focused on demanding that the companies agree to respect the rights of workers to unionize and bargain for better wages and stronger working conditions. 

    The victory for drivers in winning such a condition from the company follows another major victory for drivers in Massachusetts, where rideshare drivers secured bargaining rights by passing a ballot referendum in November 2024. That referendum was backed by thousands of rideshare drivers who had been organizing with SEIU and the IAM. It drew support not only from a majority of voters but also countless community and religious allies who understood that workers could not wait any longer to gain the right to unionize in the rideshare industry.

    The announcement from the largest rideshare company in the industry, Uber, to support statewide legislation that allows drivers to form a union marks a significant step toward achieving economic justice for rideshare drivers.

    The agreement is also the result of years of organizing by the members of the Illinois Drivers Alliance and the Chicago Gig Alliance to advance the Chicago Rideshare Living Wage and Safety Ordinance, which, until now, had been set to face a vote in the City Council this week. 

    The aggressive organizing action around the ordinance played a key role in driving the company to commit to working cooperatively to pass state legislation that would grant workers the right to join a union. Due to loopholes and restrictions in current federal labor regulations, state-level legislation needs to be passed in order to allow rideshare drivers to bargain to improve pay and working conditions.

    “This breakthrough would not have been possible without the courage and efforts of drivers shining the light on their safety and working conditions. The Illinois Drivers Alliance, the Chicago Gig Alliance, and their many allies, along with Workforce Committee Chair Ald. Michael Rodriguez (22) laid the groundwork by pushing the envelope at the city level.   • MIL-OSI Analysis: Why Canada’s Strong Borders Act is as troublesome as Donald Trump’s travel bans

    Was it just a coincidence that within days of Canada’s Liberal government announcing Bill C-2, the Strong Borders Act, Donald Trump’s administration in the United States released its long anticipated travel ban?

    Perhaps. But the timing also highlights the longtime shared border saga between Canada and the U.S. — and should compel Canada to carve its own path.

    Like Trump’s 2017 travel ban, his 2025 directives significantly prevent or limit access to the U.S. for citizens from 12 mostly African and Middle Eastern countries, with more possibly on the horizon. It’s likely to face judicial challenges and may not survive for long.

    In contrast, Bill C-2 could lead to several significant and broad statutory changes that Canadians will contend with for years to come.

    Data privacy concerns

    Days before Trump’s announcement, the Canadian government advanced the controversial Strong Borders Act covering a wide swath of proposed legislative changes, from intensified border security measures to more restrictive immigration and asylum policies.

    Embedded within the proposed legislation, as Canadian law professor Michael Geist and others have pointed out, are significant risks to digital privacy, along with increased executive authority — also known as “warrantless” powers — without judicial or civilian oversight.

    In these respects, the proposed Canadian legislation could be considered more worrisome than Trump’s travel bans.

    In the fog of the ongoing trade war between the U.S. and Canada, the focus is on American tariffs and their economic impact. But little attention is being paid to Canada’s longstanding co-ordination and co-operation with the U.S. in terms of border management.

    Unfortunately, Canada has a history of appeasing the U.S. on the border. The period following 9/11 is worth noting.

    Increased co-ordination post 9/11

    Successive Canada-U.S border agreements have brought about significant institutional change and reform. These include the Smart Border Declaration — signed shortly after 9/11 — and Beyond the Border, inked a decade later between the Barack Obama and Stephen Harper governments.

    These agreements included greater reliance on biometric and surveillance technology, binational information-sharing and accelerated, robust co-ordinated and co-operative border enforcement (specifically the Shiprider program and the Integrated Border Enforcement Team or IBET).

    The early 2000s saw the rise of new institutions such as the Canada Border Services Agency (CBSA) and the Canadian Air Transport Security Authority (CATSA), along with significant policy changes that included prolific and more robust American pre-clearance of people and goods, and authorizing CBSA agents to carry firearms (which was once controversial).

    Frequently, these reforms were in response to American pressure or reactionary U.S. policies. The Western Hemisphere Travel Initiative (WHTI), for example, is an American policy that has compelled travellers to produce passports when crossing the U.S. border for almost 20 years.

    In contrast to the “elbows up” rhetoric of the last several months, Canada hastily made changes to its border policies.

    The narrative of co-operative and collaborative Canada-U.S. border management, however, has not always been as it appeared. Frequently, negotiations and co-operation were difficult, and not without cost to some autonomy in Canada’s border management.

    Asylum seekers

    In the past year, there have been increasing concerns about the impact of potential increases in asylum claims in Canada because of American policies. Those raising concerns often make reference to Roxham Road, the unofficial border crossing that thrived during the last Trump administration due to a loophole in the Safe Third Country Agreement (STCA).

    Such gaps in legislation were modestly addressed, including in the proposed Bill C-2, which will require arriving migrants to claim asylum within 14 days of arrival. After that time, claimants will not receive a hearing and be subject to deportation.

    It’s troubling to contemplate deporting asylum seekers amid the ongoing deportation spectacle in the U.S. being carried out by Immigration and Customs Enforcement during the Trump administration

    Amid renewed American pressures under Trump and a history of border co-operation, it’s not surprising Prime Minister Mark Carney is following his predecessor in trying to appease the U.S. president via Canadian border policy. And because asylum claimants often languish for up to two years in Canada’s immigration and asylum system, it’s clear there are problems.

    But that doesn’t preclude the need to think critically about the sweeping powers proposed in Bill C-2.

    In particular, enhanced executive powers — in many cases by institutions that have no civilian oversight — must be scrutinized.

    Many of these changes are reminiscent of the kind of co-operative — and sometimes coercive — border policies that emerged in the post-9/11 years. It could be argued that Canadians should have expressed “elbows up” responses to American pressures to reimagine our border almost 25 years ago.

    Furthermore, these changes serve as reminder that co-operative and co-ordinated management of our border is increasingly “baked in,” and despite tariff rhetoric, that’s unlikely to change dramatically without significant pushback from Canadians.

    Revisionist history

    It’s worth reflecting on the nostalgic and revisionist accounts of the coercive — not truly co-operative and collaborative — post-9/11 era of border security management, especially in the heat of the ongoing Canada-U.S. trade war.

    Canadians should remember they live during a time of deep integration in border management — but Canada can always assert its own interests and marshal its own resources to manage borders and those who cross it.

    In the long Canada-U.S. relationship, coercion has often masqueraded as co-operation. There are far fewer coincidences in border policy than we might think, possibly including the timing of the Strong Border Act. But Canada must always evaluate its policies in terms of whether they serve Canadian, not American, interests.

    Unlike the Trump administration’s travel bans and deportations, Bill C-2 introduces a wide swath of changes Canadians could grapple with for decades.

    The ongoing conflict between Iran and Israel intensified on Monday, marking its fourth day of relentless military exchanges, with both nations escalating their campaigns as civilian casualties mount. What began as Israeli preemptive strikes on Friday has spiraled into a sustained barrage of missiles and airstrikes, showing no immediate signs of de-escalation.

    According to Iran’s Health Ministry, at least 224 people, predominantly civilians, have been killed since the conflict erupted, with many deaths attributed to Israeli airstrikes targeting military and infrastructure sites. In Israel, the death toll has reached over 20, with more than 300 injured as the conflict reaches unprecedented intensity.

    On Sunday night and into Monday, Iranian forces launched a fresh wave of missile and drone attacks targeting civilian areas in Tel Aviv, Haifa, and Petah Tikva, killing at least eight Israelis and injuring dozens. Israel retaliated with extensive airstrikes on Iranian military, nuclear, and energy facilities, including targets in Tehran. Prime Minister Benjamin Netanyahu claimed the Israeli Air Force had achieved “complete operational freedom” over Iranian airspace, striking key command centers, such as those of the Islamic Revolutionary Guard Corps’ Quds Force.

    The Israel Defense Forces (IDF) reported significant tactical gains, stating they had destroyed approximately 120 of Iran’s missile launchers—about one-third of its stockpile—over the four-day conflict. On Monday morning, Israeli forces intercepted weapons shipments, including trucks carrying surface-to-air missile launchers headed toward Tehran. On Sunday evening, Israeli jets destroyed over 20 surface-to-surface missiles before they could be launched, with around 50 aircraft striking 100 military targets in Isfahan, central Iran.

    Both nations’ leaders have adopted increasingly defiant stances. Israel’s Defense Minister warned that Tehran’s population would “pay the price” for continued attacks, while Iran’s president called for national unity against what he described as Israel’s “genocidal aggression.”

    The international community has expressed growing alarm over the conflict’s potential to destabilize West Asia. The G7 summit in Canada has prioritized the crisis, with leaders warning of the risk of a broader regional war. Diplomatic efforts, however, have stalled, as Iran refuses to negotiate under active attack. Russia has offered to mediate, but neither side has shown willingness to accept third-party intervention.

    Nuclear concerns have further complicated the situation. The International Atomic Energy Agency’s Rafael Grossi confirmed no damage to Iran’s Fordow fuel enrichment plant or the Khondab heavy water reactor site, despite Israeli strikes on nuclear facilities. However, Iranian parliamentarians are reportedly drafting legislation that could lead to Iran’s withdrawal from the Nuclear Non-Proliferation Treaty, a move that would significantly heighten global tensions.
