    Joint statement between the Prime Minister of the United Kingdom and the Prime Minister of Canada

    This Joint Statement follows the meeting of the Prime Ministers of the United Kingdom and Canada on 15 June 2025.

    Today, Sir Keir Starmer, Prime Minister of the United Kingdom (UK) and Mark Carney, Prime Minister of Canada met in Ottawa to reaffirm the profound friendship and shared values that unite both nations. The Canada-UK partnership, rooted in a common history and enduring people-to-people ties, continues to grow stronger, with a focus on delivering prosperity and security for the working people of Canada and the UK alike.

    The two leaders discussed the many geopolitical challenges currently facing the world, including in the Middle East and tensions in the Indo-Pacific region, and reaffirmed their steadfast support for Ukraine in the face of Russia’s illegal and unjustifiable war of aggression.

    The two leaders underscored the importance of a fair, open and predictable global trading system; reiterated their commitment to a rules-based international order underpinned by respect for sovereignty and territorial integrity; and committed to advancing peace and trans-Atlantic security. They agreed the following joint initiatives aimed at strengthening economic growth and prosperity and enhancing collective security and defence:

    Growth and Innovation Partnership

    Canada and the UK are committed to delivering economic growth for their people. The two Prime Ministers today announced further collaboration on trade, science, technology and innovation. Through their Partnership, Canada and the UK will work together to:

    • Trade: Strengthen trade ties as trusted, reliable partners. This will include expanding trade under the Canada-UK Trade Continuity Agreement. We will establish a new structured UK-Canada Economic and Trade Working Group to deepen our existing trading relationship further, including to address existing market access barriers, to expand existing arrangements into new areas, such as digital trade, and to explore cooperation in the development of critical minerals and sovereign artificial intelligence infrastructure. The working group will report back to both Prime Ministers within six months. Canada will seek to introduce legislation this autumn to ratify the UK’s accession to the Comprehensive and Progressive Trans-Pacific Partnership.

    • Semiconductors: Deliver industrial R&D projects to enhance both nations’ complementary strengths in semiconductors, photonics, emerging materials and chip design. They will deepen connections between the innovation rich semiconductor ecosystems in Canada and the UK to help build resilient supply chains and accelerate breakthroughs in this key sector that is driving economic growth.

    • Quantum: Announce a joint commitment to develop secure, transatlantic communications based on quantum technologies, allowing us to connect our national systems and lay the groundwork to create a truly global, next-generation network, with applications across our financial and telecoms sectors.

    • Digital: Mutually reinforce nation-building digital public infrastructure by co-developing policy levers and standards, and common technology components.

    • Artificial Intelligence: Deepen and explore new collaborations on frontier AI systems to support our national security. This will include a partnership agreement to strengthen existing collaboration on AI safety and security between the Canadian AI Safety Institute and UK AI Security Institute, and new Canadian and UK MOUs with leading Canadian AI firm Cohere. Under the Canadian MOU, Cohere will collaborate with the Canadian AI Safety Institute and develop their commitment to building cutting-edge data centres in Canada. Under the UK MOU, Cohere will expand their UK presence to support the delivery of the UK AI Opportunities Action Plan. Both MOUs reflect ongoing collaboration on the application of AI tools in security and intelligence and are rooted in Cohere’s strong foundations in Canada and ongoing commitment to the UK.

    • Biomanufacturing: Strengthen collaboration to deliver economic growth and be better prepared for future health emergencies, including a joint investment of $14.8 million to support joint biomanufacturing research and development that will grow the talent and skills pipeline in both countries, and to help businesses scale.

    • Civil Nuclear: Develop a world-leading fusion energy collaboration and deepen cooperation on nuclear energy from fission to reduce the influence of Russia on our international fuel supply chains.

    • Critical Minerals: Intensify bilateral cooperation by conducting a strategic mapping exercise to pinpoint key critical minerals, infrastructure, production and processing capacities. They will identify projects for joint investment to support secure and sustainable critical minerals supply chain development and  leverage all available financial tools to mobilize funding and drive production to strengthen our manufacturing and mining sectors.

    Enhanced Defence and Security Partnership

    The two leaders agreed to strengthen cooperation – both bilaterally and through the NATO Alliance and Five Eyes partnership – to safeguard democratic values advance global stability and ensure the safety of our people in an increasingly complex world. To achieve this, they committed to:

    • Ukraine: Further support Ukraine in its self-defence against Russia’s war of aggression. This will include continued support for the Coalition of the Willing and respective efforts to support Ukraine’s domestic defence industrial production. The UK and Canada will continue to work together to support the Air Force Capability Coalition and develop cutting edge aircraft weaponry technology in support of Ukraine.

    • Military Cooperation: Position the Canada-UK defence relationship for further growth across military operations, industrial collaboration, and defence innovation, catalyzed by Canada’s newly announced defence investment trajectory and the UK’s Strategic Defence Review. Canada and the UK will work towards a new permanent arrangement for the long-term and sustainable use of British Army Training Unit Suffield (BATUS) through the “BATUS Future Project”. The Project will deepen the Canada-UK relationship on defence and showcase CFB Suffield as a multi-purpose facility for the development and testing of new equipment and cutting-edge technology which are vital to maintaining our shared security and prosperity.

    • Intelligence: Build on the long history of deep and productive collaboration between our security and intelligence organizations by launching coordinated operational campaigns to combat terrorism and violent extremism, and deepening collaboration on enhanced intelligence collection, including by expanding officer exchange programs.

    • National Security: Tackle evolving state threats together, including sabotage, transnational repression, foreign interference, malicious cyber activity, information manipulation and economic coercion, all of which seeks to undermine our national security and that of our Allies and partners. This will include joint work to invest in civil society organizations actively working to counter digital transnational repression through the Joint Canada-UK Common Good Cyber Fund, a first-of-its-kind multilateral fund aimed at supporting civil society actors at high risk. To kickstart this fund, Canada and the UK are providing $5.7 million in seed funding to the Fund, which will be disbursed over 5 years. They also agreed to strengthen bilateral development and delivery of secure communications products and cutting-edge cryptography and explore new research partnerships to address gaps in AI security and evolve AI models to support national security.

    • Border Security: Strengthen bilateral cooperation to tackle transnational organized criminal organizations engaged in the illicit movement of goods and narcotics, and bolster our response to combat irregular migration, migrant smuggling and human trafficking, including through deeper bilateral information and knowledge exchange.

  • UK F-35 fighter jet makes emergency landing at Thiruvananthapuram airport

    A UK Royal Air Force F-35 fighter jet made an emergency landing at the Thiruvananthapuram International Airport after reportedly running low on fuel during a routine mission over the Indian Ocean.

    According to airport and defence sources, the fifth-generation stealth aircraft was operating from a British aircraft carrier deployed in the Indian Ocean region when it experienced difficulty in landing back on the vessel on Saturday night.

    Multiple attempts were made by the pilot to land on the carrier, but rough sea conditions and turbulent winds rendered it unsafe for touchdown.

    Faced with rapidly depleting fuel levels, the pilot contacted Indian air traffic controllers and sought emergency permission to land at the nearest civilian airfield.

    The Thiruvananthapuram airport, located along the southern coast of Kerala, was identified as the most viable option.

    Upon receiving the distress communication, airport authorities immediately declared a full-scale emergency as per protocol and activated all standard operating procedures to ensure a safe landing.

    Fire and rescue teams, along with medical units, were kept on standby, while one of the runways was cleared for exclusive use by the fighter aircraft.

    The F-35 successfully landed at the airport at around 9.30 p.m., drawing attention from aviation staff and security personnel due to the rarity of such high-profile military aircraft using a civilian airport.

    Officials confirmed that the aircraft was not armed and did not pose any security risk.

    Indian Air Force (IAF) and civil aviation authorities were quickly informed and coordinated ground arrangements, including refuelling and security clearance.

    Sources added that a team of UK defence personnel stationed on board the aircraft carrier had been in constant touch with both Indian authorities and the pilot throughout the ordeal.

    After refuelling, the aircraft is expected to return to its carrier once sea conditions permit.

    The incident marks a rare instance of a foreign military jet making an emergency landing on Indian soil during peacetime.

    It also highlights the close coordination between Indian aviation authorities and foreign defence forces operating in the region.

  • Helicopter crashes in Uttarakhand’s Kedarnath; operations suspended pending safety review

    A tragic helicopter crash in Uttarakhand on Sunday morning claimed seven lives, including an infant and the pilot. The helicopter operating on the Kedarnath–Guptkashi sector, is believed to have crashed near the Gaurikund area between 5:30 and 5:45 AM due to poor weather conditions.

    The aircraft had taken off from Guptkashi at 5:10 AM, landed briefly at Kedarnath at 5:18 AM, and departed again at 5:19 AM. Preliminary findings suggest that the accident may have been caused by Controlled Flight into Terrain (CFIT), as the helicopter flew into an area with low visibility and heavy cloud cover. A detailed investigation by the Aircraft Accident Investigation Bureau (AAIB) is underway.

    Rescue operations are being carried out by NDRF and SDRF teams at the crash site. Following the incident, Uttarakhand Chief Minister Pushkar Singh Dhami convened a high-level emergency meeting with officials from the state government, DGCA, and Civil Aviation Ministry.

    In response, Aryan Aviation’s operations for the Char Dham Yatra have been suspended immediately. Additionally, the licenses of two pilots from TransBharat Aviation, found flying in similarly unsuitable weather conditions, have been suspended for six months.

    All helicopter operations in the region have been halted on June 15 and 16 as a precautionary measure. The Uttarakhand Civil Aviation Development Authority (UCADA) has been directed to conduct a comprehensive safety review with all operators and establish a Command-and-Control Room for real-time monitoring of flights.

    The Ministry of Civil Aviation has emphasized that aviation safety is paramount, instructing DGCA to strictly enforce weather-related and operational protocols and ensure full compliance to prevent further tragedies.

    TEHRAN, June 15 (Xinhua) — Iran’s Islamic Revolutionary Guard Corps (IRGC) launched a “large-scale combined offensive operation” against Israel late on Saturday, using a large number of missiles and drones, the IRGC’s official Sepah News reported.

    The IRGC’s aerospace unit carried out the attack, saying it was in response to Israel’s “repeated aggression” against Iran, Sepah reported.

    A rocket hit a residential building in a northern community in Israel, killing one woman and wounding 13 others, the national emergency medical service Magen David Adom reported. Several others were moderately and lightly wounded, and four were treated for anxiety, the service said.

    Earlier in the day, Magen David Adom reported that at least three people had been killed and 204 others wounded since the Iranian offensive began.

    Following the latest wave of attacks, Israel’s Home Front Command advised residents outside Haifa and areas in the north of the country to leave bomb shelters but remain near secure areas.

    The Israeli military said its air defense systems were actively intercepting incoming projectiles while Israeli Air Force units were striking military targets in Tehran.

    Iran’s Oil Ministry confirmed that two oil depots in Tehran were damaged in the attacks. Residents reported two powerful explosions in the capital that were felt in both western and northern areas. The ministry said the situation was under control.

    Meanwhile, Jordan temporarily closed its airspace late on Saturday as a precaution following a rocket attack from Iran. The country’s Civil Aviation Regulatory Commission said the move was taken to ensure the safety of civil aviation.

    The Iranian offensive was in response to Israeli airstrikes early Friday in Tehran and several other cities. Iranian officials said the Israeli strikes killed several senior military commanders, nuclear scientists and dozens of civilians. –0–

  • MIL-Evening Report: Netanyahu has two war aims: destroying Iran’s nuclear program and regime change. Are either achievable?

    Israeli Prime Minister Benjamin Netanyahu has said Israel’s attack on Iran’s nuclear facilities could last for at least two weeks.

    His timing seems precise for a reason. The Israel Defence Forces and the country’s intelligence agencies have clearly devised a methodical, step-by-step campaign.

    Israeli forces initially focused on decapitating the Iranian military and scientific leadership and, just as importantly, destroying virtually all of Iran’s air defences.

    Israeli aircraft can not only operate freely over Iranian air space now, they can refuel and deposit more special forces at key sites to enable precision bombing of targets and attacks on hidden or well-protected nuclear facilities.

    In public statements since the start of the campaign, Netanyahu has highlighted two key aims: to destroy Iran’s nuclear program, and to encourage the Iranian people to overthrow the clerical regime.

    With those two objectives in mind, how might the conflict end? Several broad scenarios are possible.

    A return to negotiations

    US President Donald Trump’s special envoy for the Middle East, Steve Witkoff, was to have attended a sixth round of talks with his Iranian counterparts on Sunday aimed at a deal to replace the Iran nuclear agreement negotiated under the Obama administration in 2015. Trump withdrew from that agreement during his first term in 2018, despite Iran’s apparent compliance to that point.

    Netanyahu was opposed to the 2015 agreement and has indicated he does not believe Iran is serious about a replacement.

    So, accepting negotiations as an outcome of the Israeli bombing campaign would be a massive climbdown by Netanyahu. He wants to use the defanging of Iran to reestablish his security credentials after the Hamas attacks of October 2023.

    Even though Trump continues to press Iran to accept a deal, negotiations are off the table for now. Trump won’t be able to persuade Netanyahu to stop the bombing campaign to restart negotiations.

    Complete destruction of Iran’s nuclear program

    Destruction of Iran’s nuclear program would involve destroying all known sites, including the Fordow uranium enrichment facility, about 100 kilometres south of Tehran.

    According to International Atomic Energy Agency (IAEA) Director General Rafael Grossi, the facility is located about half a mile underground, beneath a mountain. It is probably beyond the reach of even the US’ 2,000-pound deep penetration bombs.

    The entrances and ventilation shafts of the facility could be closed by causing landslides. But that would be a temporary solution.

    Taking out Fordow entirely would require an Israeli special forces attack. This is certainly possible, given Israel’s success in getting operatives into Iran to date. But questions would remain about how extensively the facility could be damaged and then how quickly it could be rebuilt.

    And destruction of Iran’s nuclear centrifuges – used to enrich uranium to create a bomb – would be only one step in dismantling its program.

    Israel would also have to secure or eliminate Iran’s stock of uranium already enriched to 60% purity. This is sufficient for up to ten nuclear bombs if enriched to the weapons-grade 90% purity.

    But does Israeli intelligence know where that stock is?

    Collapse of the Iranian regime

    Collapse of the Iranian regime is certainly possible, particularly given Israel’s removal of Iran’s most senior military leaders since its attacks began on Friday, including the heads of the Islamic Revolutionary Guard Corps and the Iranian armed forces.

    And anti-regime demonstrations over the years, most recently the “Women, Life, Freedom” protests after the death in police custody of a young Iranian woman, Mahsa Amini, in 2022, have shown how unpopular the regime is.

    That said, the regime has survived many challenges since coming to power in 1979, including war with Iraq in the 1980s and massive sanctions. It has developed remarkably efficient security systems that have enabled it to remain in place.

    Another uncertainty at this stage is whether Israeli attacks on civilian targets might engender a “rally round the flag” movement among Iranians.

    Netanyahu said in recent days that Israel had indications the remaining senior regime figures were packing their bags in preparation for fleeing the country. But he gave no evidence.

    A major party joins the fight

    Could the US become involved in the fighting?

    This can’t be ruled out. Iran’s UN ambassador directly accused the US of assisting Israel with its strikes.

    That is almost certainly true, given the close intelligence sharing between the US and Israel. Moreover, senior Republicans, such as Senator Lindsey Graham, have called on Trump to order US forces to help Israel “finish the job”.

    Trump would probably be loath to do this, particularly given his criticism of the “forever wars” of previous US administrations. But if Iran or pro-Iranian forces were to strike a US base or military asset in the region, pressure would mount on Trump to retaliate.

    Another factor is that Trump probably wants the war to end as quickly as possible. His administration will be aware the longer a conflict drags on, the more likely unforeseen factors will arise.

    Could Russia become involved on Iran’s side? At this stage that’s probably unlikely. Russia did not intervene in Syria late last year to try to protect the collapsing Assad regime. And Russia has plenty on its plate with the war in Ukraine.

    Russia criticised the Israeli attack when it started, but appears not to have taken any action to help Iran defend itself.

    And could regional powers such as Saudi Arabia or the United Arab Emirates become involved?

    Though they have a substantial arsenal of US military equipment, the two countries have no interest in becoming caught up in the conflict. The Gulf Arab monarchies have engaged in a rapprochement with Iran in recent years after decades of outright hostility. Nobody would want to put this at risk.

    Uncertainties predominate

    We don’t know the extent of Iran’s arsenal of missiles and rockets. In its initial retaliation to Israel’s strikes, Iran has been able to partially overwhelm Israel’s Iron Dome air defence system, causing civilian casualties.

    If it can continue to do this, causing more civilian casualties, Israelis already unhappy with Netanyahu over the Gaza war might start to question his wisdom in starting another conflict.

    But we are nowhere near that point. Though it’s too early for reliable opinion polling, most Israelis almost certainly applaud Netanyahu’s action so far to cripple Iran’s nuclear program. In addition, Netanyahu has threatened to make Tehran “burn” if Iran deliberately targets Israeli civilians.

    We can be confident that Iran does not have any surprises in store. Israel has severely weakened its proxies, Hezbollah and Hamas. They are clearly in no position to assist Iran through diversionary attacks.

    The big question will be what comes after the war. Iran will almost certainly withdraw from the Nuclear Non-Proliferation Treaty and forbid more inspections by the International Atomic Energy Agency.

    Israel will probably be able to destroy Iran’s existing nuclear facilities, but it’s only a question of when – not if – Iran will reconstitute them.

    This means the likelihood of Iran trying to secure a nuclear bomb in order to deter future Israeli attacks will be much higher. And the region will remain in a precarious place.

    The weekend attacks on Iran’s oil facilities – widely seen as part of escalating hostilities between Israel and Iran – represent a dangerous moment for global energy security.

    While the physical damage to Iran’s production facilities is still being assessed, the broader strategic implications are already rippling through global oil markets. There is widespread concern about supply security and the inflationary consequences for both advanced and emerging economies.

    The global impact

    Iran, which holds about 9% of the world’s proven oil reserves, currently exports between 1.5 and 2 million barrels per day, primarily to China, despite long-standing United States sanctions.

    While its oil output is not as globally integrated as that of Saudi Arabia or the United Arab Emirates, any disruption to Iranian production or export routes – especially the Strait of Hormuz, through which about 20% of the world’s oil supply flows – poses a systemic risk.

    Markets have already reacted. Brent crude prices rose more than US 6%, while West Texas Intermediate price increased by over US 5% immediately after the attacks.

    These price movements reflect not only short-term supply concerns but also the addition of a geopolitical risk premium due to fears of broader regional conflict.

    International oil prices may increase further as the conflict continues. Analysts expect that Australian petrol prices will increase in the next few weeks, as domestic fuel costs respond to international benchmarks with a lag.

    Escalation and strategic intentions

    There is growing concern this conflict could escalate further. In particular, Israel may intensify its targeting of Iranian oil facilities, as part of a broader strategy to weaken Iran’s economic capacity and deter further proxy activities.

    Should this occur, it would put even more upward pressure on global oil prices. Unlike isolated sabotage events, a sustained campaign against Iranian energy infrastructure would likely lead to tighter global supply conditions. This would be a near certainty if Iranian retaliatory actions disrupt shipping routes or neighbouring producers.

    Countries most affected

    Countries reliant on oil imports – especially in Asia – are the most exposed to such shocks in the short term.

    India, Pakistan, Indonesia and Bangladesh rely heavily on Middle Eastern oil and are particularly vulnerable to both supply interruptions and price increases. These economies typically have limited strategic petroleum reserves and face external balance pressures when oil prices rise.

    China, despite being Iran’s largest oil customer, has greater insulation due to its diversified suppliers and substantial reserves.

    However, sustained instability in the Persian Gulf would raise freight and insurance costs even for Chinese refiners, especially if the Strait of Hormuz becomes a contested zone. The strait, between the Persian Gulf and the Gulf of Oman, provides the only sea access from the Persian Gulf to the open ocean.

    Australia’s exposure

    Australia does not import oil directly from Iran. Most of its crude and refined products are sourced from countries including South Korea, Malaysia, the United Arab Emirates and Singapore.

    However, because Australian fuel prices are pegged to international benchmarks such as Brent and Singapore Mogas, domestic prices will rise in response to the global increase in oil prices, regardless of whether Australian refineries process Iranian oil.

    These price increases will have flow-on effects, raising transport and freight costs across the economy. Industries such as agriculture, logistics, aviation and construction will feel the pinch, and higher operating costs are likely to be passed on to consumers.

    Broader economic impacts

    The conflict could also disrupt global shipping routes, particularly if Iran retaliates through its proxies by targeting vessels in the Red Sea, Arabian Sea, or Hormuz Strait.

    Any such disruption could drive up shipping insurance, delay delivery times, and compound existing global supply chain vulnerabilities. More broadly, this supply shock could rekindle inflationary pressures in many countries.

    For Australia, it could delay monetary easing by the Reserve Bank of Australia and reduce consumer confidence if household fuel costs rise significantly. Globally, central banks may adopt a more cautious approach to rate cuts if oil-driven inflation proves persistent.

    The attacks on Iran’s oil fields, and the likelihood of further escalation, present a renewed threat to global energy stability. Even though Australia does not import Iranian oil, it remains exposed through price transmission, supply chain effects and inflationary pressures.

    A sustained campaign targeting Iran’s energy infrastructure by Israel could amplify these risks, leading to a broader energy shock that would affect oil-importing economies worldwide.

    Strategic reserve management and diplomatic engagement will be essential to contain the fallout.

    BEIRUT, June 15 (Xinhua) — Lebanon’s Minister of Public Works and Transport Fayez Rasamni announced on Saturday the reopening of Beirut Airport, which had been closed since 10 p.m. on Friday amid escalating regional tensions.

    “In coordination with the Civil Aviation Authority, a decision was made to reopen Lebanese airspace at 10:00 today,” Rasamni said during a visit to the airport, Lebanon’s National News Agency (NNA) reported.

    “The airport will remain open until an unforeseen situation beyond our control arises,” the minister said.

    NNA reported congestion in the airport’s departure hall as operations resumed, with authorities working to restore order.

    The precautionary closure of Lebanon’s airspace was part of a broader trend of growing anxiety in the Middle East. Tensions in the region have escalated in recent days after Iran and Israel exchanged air strikes, raising widespread security concerns and prompting several countries to temporarily close their airspace. –0–

  • MIL-OSI China: Iran launches new wave of attacks on Israel in response to airstrikes

    Iran’s Islamic Revolution Guards Corps (IRGC) launched late Saturday night a “large-scale combined offensive operation” against Israel, involving a significant number of missiles and drones, the IRGC’s official news outlet Sepah News reported.

    The IRGC’s aerospace division carried out the attack, stating it was in response to Israel’s “repeated aggressions” against Iran, according to Sepah.

    In Israel, a rocket struck a residential building in a northern community, killing one woman and injuring 13 others, according to Magen David Adom (MDA), Israel’s national emergency medical service. Several others sustained moderate to light injuries, and four individuals were treated for anxiety, MDA said.

    Earlier in the day, MDA reported that at least three people had been killed and 204 others injured since the beginning of the Iranian offensive.

    Following the latest wave of attacks, Israel’s Home Front Command advised residents outside the Haifa and northern regions that they could exit bomb shelters but should remain close to protected areas.

    The Israeli military stated that its air defense systems were actively intercepting incoming projectiles, while Israeli air force units were carrying out strikes on military targets in Tehran.

    Iran’s Ministry of Petroleum confirmed that two oil depots in Tehran were hit during the attacks. Residents reported two powerful explosions in the capital, with blasts felt in both the western and northern districts. The ministry said the situation was “under control.”

    Meanwhile, Jordan temporarily closed its airspace late Saturday as a precautionary measure following the Iranian missile barrage. The country’s Civil Aviation Regulatory Commission announced that the step was taken to ensure the safety of civil aviation.

    The Iranian offensive came in retaliation for Israeli airstrikes conducted early Friday, which targeted Tehran and several other cities. Iranian authorities said the Israeli strikes resulted in the deaths of multiple senior military commanders, nuclear scientists, and dozens of civilians.

  • MIL-OSI Asia-Pac: Drone tech boosts efficiency

    The Government launched the first batch of low-altitude economy (LAE) Regulatory Sandbox pilot projects in March and these projects are being rolled out progressively.

    Drone drill

    Under the framework of the sandbox pilot projects, CLP Power’s drone team began a beyond-visual-line-of-sight (BVLOS) pilot scheme to inspect overhead lines at a test site in Sai Wan in Sai Kung.

    CLP Power Principal Manager – Logistics & Transport Edward Chan said under the LAE Regulatory Sandbox pilot projects, the Civil Aviation Department (CAD) has relaxed the existing restriction on BVLOS operations to allow a drone to fly beyond a pilot’s line of sight.

    “We submitted four inspection routes to the Government, covering overhead line facilities in some sparsely populated areas and also urban districts.

    “In April, we began the BVLOS operation in one of the pilot sites, which is in Sai Wan of Sai Kung. We carried out a test flight under different scenarios, including manual operation by remote pilots and also automated inspection of our outdoor power facilities. Although Sai Wan is relatively remote, but the signal reception during the trial was smooth.”

    Safety first

    The company has an extensive power transmission and high-voltage distribution network. Overhead lines are in particular more vulnerable to extreme weather and environmental conditions.

    In view of increasing extreme weather events, the company has stepped up drone inspections of outdoor power facilities to ensure a stable power supply.

    Mr Chan explained that most of the company’s outdoor transmission lines and towers are located in remote areas. Each team of engineering staff used to carry out inspections by patrols, covering an average of only around 5km a day, but with the use of drones, they expect a more than four-fold increase in the efficiency of inspections.

    “For emergencies and severe weather conditions, BVLOS operations are particularly crucial because a fallen tree, landslides or road blockages might prevent our engineering staff from reaching the affected area.

    “With the use of BVLOS operations, our engineering staff can operate drones from a safe location, quickly assess the equipment and components in remote areas and hazardous areas, so it can significantly improve the efficiency of maintenance work and also reduce the impact on customers.”

    Law change

    To promote the development of Hong Kong’s low-altitude economy, the Government has started work in various areas, including legislative amendments.

    CAD Operations Officer Nicole Law noted that to tap into the potential of heavier small unmanned aircraft (SUA) the Government is now working to amend the current SUA Order to add a new Category C aircraft to cover unmanned aircraft weighing more than 25kg but not more than 150kg.

    “At the same time, provisions will be introduced in the Air Navigation (Hong Kong) Order 1995 to facilitate the trials of various unconventional aircraft in Hong Kong, such as unmanned aircraft weighing over 150kg, so that the emerging technologies for LAE can be trialled under specified conditions, provided that aviation safety requirements are met.”

    The amendments to the Small Unmanned Aircraft Order and the Air Navigation (Hong Kong) Order 1995 were published in the Gazette on May 23 and the legislative amendment proposals were tabled in the Legislative Council on May 28. It is expected that both amendments will come into effect in mid-July 2025, she added.

  • MIL-OSI Security: Sheet Harbour — Update: Police continue to seek video of Hwy. 7 to help find Brian Warrington

    Police continue to search for 40-year-old Brian John Matthew Warrington, who was last seen on May 25 in Sheet Harbour.

    Since Warrington’s disappearance on Sunday May 25, Ground search and rescue (GSAR) teams and RCMP and GSAR remotely piloted aircraft system operators have searched the Sheet Harbour area, along the East River and on Hwy. 7 and Hwy. 224.

    Warrington, who is known to hitchhike, is described as 6-foot-0, 210 pounds. He has brown hair, brown eyes and walks with a limp. Currently, no clothing description is available.

    Investigators continue to establish a timeline of Warrington’s disappearance and are asking for the public’s assistance. If you have camera footage, including dashcam video, of Hwy. 7, in Sheet Harbour, from 4 p.m. on May 24 and 9 p.m. on May 25, please contact police.

    Flying high over Buckingham Palace, the Royal Air Force had the pleasure of parading a selection of RAF aircraft to celebrate the Official Birthday of His Majesty King Charles III. 

    At 13:00 twenty-nine aircraft took to the skies above the crowds on The Mall and over Buckingham Palace, watched over by Their Majesties’ The King and Queen, alongside other members of the Royal family.  

    The stunning formation was led by four Chinook helicopters from No 18 & 27 Squadrons of RAF Odiham, following the King’s Birthday Parade (Trooping the Colour). 

    The aircraft came from nine different RAF stations, many of whom flew in the VE80 celebrations in May this year. 

    It is an enormous privilege to be part of His Majesty The King’s Birthday celebrations, where the Flypast is an opportunity for the Royal Air Force to honour His Majesty The King, our Commander-in-Chief, on the occasion of his Official Birthday. 

    This year, the flypast will comprise twenty-nine aircraft, including the Battle of Britain Memorial Flight, rotary wing assets from the Joint Aviation Command, training aircraft from No.22 Group and front-line aircraft from across No.1 Group representing the Air Mobility, Combat Air and ISTAR Forces; as always the flypast will conclude with the iconic Red Arrows.”

    A Lancaster from the Battle of Britain Memorial Flight, RAF Coningsby followed the Chinooks.  

    Wing Commander Andrew Watson, a Typhoon pilot and Officer Commanding 12 Squadron had the task of overseeing the whole flypast. The planning for the whole event has been meticulous over many months. The culmination is the spectacle that was seen by millions of people worldwide. 

    It is a huge personal honour being Mission Commander and coordinating such an impressive array of aircraft fit for His Majesty The King’s Birthday. I cannot be more impressed by the focus and professionalism of both air and ground crew in bringing this spectacle to life.”

    Other aircraft in the formation included a Phenom, Typhoon, an F35 and a C17 Globemaster.  

    The flypast is also thought to be the first time anywhere in the world that a national aerobatic squadron has switched to both a Sustainable Aviation Fuel (SAF) blend for propulsion and a renewable biofuel – known as Hydrotreated Vegetable Oil (HVO). This is a premium quality fuel, with a chemical structure almost identical to the regular diesel traditionally used by the aerobatic team for its vapour trails.

    In addition to reducing its carbon footprint, the move demonstrates the RAF’s commitment to new technology as well as becoming more energy secure and less reliant on fossil fuels.

    The event culminated in a spectacular show of red, white and blue from the pilots of the Royal Air Force Aerobatic Team, the Red Arrows. 

    It is a privilege to be a member of the Red Arrows. To me, the Red Arrows are an icon of the United Kingdom – so knowing that you had a key role to play in them bringing joy and excitement to thousands of people as they fly over the Mall is something I am incredibly proud of. 

    As head of all engineering and logistics on the team, I am even more proud to lead the amazing and diverse team of over one hundred ‘Blues’ that not only make major flypasts happen, but work tirelessly for twelve months a year, every year, to deliver a colourful and dynamic aerobatic show. 

    Working with the smoke generation system is the most unique part of the job. The vibrant vapour that we generate is what sets the team apart and so to be the first team in the world to move to a fully sustainable option is really exciting.”

    The aircraft of the Armed Forces have a long and proud history of taking part in this occasion, with the first King’s Birthday Flypast taking place in 1913 and most recently formed part of Their Majesties’ Coronation in 2023 and Her Majesty Queen Elizabeth II’s Platinum Jubilee in 2022. 

    The flypast has much poignancy for one of the Chinook pilots, Master Aircrew (MACr) Ruffles. The King’s Birthday Flypast was one of MACr Ruffles’ last flights as he leaves the RAF after forty years’ service and nine thousand hours flying with helicopters.

    Being part of the King’s Birthday Flypast after forty years of service especially on the 80th anniversary of VE Day is an honour I’ll carry with me for many years to come. It’s been a test of resilience, teamwork and dedication. But through it all, the bond with my fellow crew members, the sense of purpose and the pride in serving at such a high level has made every moment worthwhile.”

    BEIJING, June 14 (Xinhua) — A number of Chinese departments held a meeting on Saturday to coordinate precautions as Typhoon Wutip (Butterfly), the first typhoon of the year, approaches and is expected to bring heavy rains to the country’s southern regions.

    Typhoon Wutip made landfall near Dongfang in southern China’s Hainan Province on Friday evening. It made a second landfall around 12:30 p.m. Saturday, when it hit the west coast of Leizhou in Guangdong Province, north of Hainan.

    Typhoon Wutip may cause prolonged, widespread and intense winds and rainfall, greatly increasing the risk of natural disasters, according to China’s National Flood and Drought Control Headquarters. The agency urged relevant departments and local authorities to remain highly vigilant.

    The department has dispatched three task forces to Hainan, Guangdong and Guangxi Zhuang Autonomous Region to coordinate disaster prevention efforts, and more than 3,000 local firefighters have been sent to the front lines.

    China’s Ministry of Emergency Management has put its emergency response forces and aviation on alert in case of possible natural disasters.

    Due to heavy rains caused by the typhoon, China’s Ministry of Water Resources has activated a Level 4 emergency response for floods in east China’s Zhejiang Province.

  • MIL-OSI China: China steps up preparations for Typhoon Wutip

    BEIJING, June 14 — Multiple Chinese authorities convened on Saturday to put in place precautionary measures against Typhoon Wutip, which is expected to bring heavy rainfall to the southern parts of the country.

    The first typhoon of the year made its first landfall on Friday evening in Dongfang City in south China’s island province of Hainan. It then made a second landfall around noon on Saturday in Leizhou City, Guangdong Province, located just north of Hainan.

    According to the office of the State Flood Control and Drought Relief Headquarters, Typhoon Wutip is expected to trigger sustained, widespread and intense winds and rainfall, significantly increasing the risk of disasters. It urged relevant departments and local governments to remain on high alert.

    The office has dispatched three working teams to Hainan, Guangdong and Guangxi to guide disaster prevention efforts. Additionally, over 3,000 personnel from local firefighting units have been deployed to the frontlines.

    The Ministry of Emergency Management has mobilized emergency rescue forces and aircraft in preparation for potential disasters.

    The Directorate General of Civil Aviation (DGCA) has issued an order to extend the scrutiny of Boeing Dreamliner 787 series aircraft in the Indian fleet, Union Civil Aviation Minister Ram Mohan Naidu Kinjarapu said on Saturday.

    Naidu further stated that around eight Boeing 787 aircraft have already been scrutinised and inspected with immediate urgency.

    Addressing a press conference, the Union Minister said, “We have very strict safety standards in the country. When the incident happened, we felt there was a need to conduct extended surveillance of the Boeing 787 series. The DGCA has issued an order for extended surveillance of these planes. There are 34 Boeing 787 aircraft in the Indian fleet today. I believe eight have already been inspected, and the rest will be done with immediate urgency.”

    “Furthermore, as the investigation progresses and the report comes in, we will take all necessary steps. Without any hesitation, we are committed to implementing every measure required to enhance safety,” he added.

    The Minister also informed that Air India has been instructed to assist the families of the passengers in every possible way. He said the bodies are being handed over to the respective families after DNA confirmation and expressed hope that the process would be completed soon.

    “It is very heart-wrenching to hear the stories of those who lost their lives. We have instructed Air India to assist the families in every way possible. DNA testing is underway to identify the bodies, which are being handed over to the families upon confirmation. The government of Gujarat is coordinating this process. While we aim to complete it as soon as possible, we must follow all necessary documentation and procedural protocols. We are ensuring there are no lapses in the process,” he said.

    On June 12, Air India Flight AI-171, a Boeing Dreamliner 787-8 bound for London’s Gatwick Airport, crashed shortly after takeoff from Ahmedabad International Airport. Of the 242 people on board, only one survived.

    Ram Mohan Naidu Kinjarapu said the crash, which left 241 people dead, has shaken the entire nation.

    “The last two days have been very difficult, especially for the ministry and everyone involved. The incident in Ahmedabad has shaken the entire nation. My deepest condolences to the families who lost their loved ones. I personally lost my father in a road accident, so to some extent, I understand the pain and anguish the families are going through,” he said.

    “It was a moment of shock when we first heard the news. Despite the disbelief, I personally rushed to the site to oversee the response and determine what support was needed. By the time we arrived, the Gujarat government was already on the ground conducting rescue operations,” he added.

    The Minister highlighted that the recovery of the black box from the crash site was crucial to the investigation.

    “The Aircraft Accident Investigation Bureau (AAIB), which was established specifically to investigate aircraft incidents and accidents, was immediately mobilised. A key development from the ongoing technical investigation is the recovery of the black box from the site around 5 p.m. yesterday. The AAIB team believes decoding the black box will provide in-depth insight into what occurred during the crash or just moments before. We are eagerly awaiting the results of the AAIB’s full investigation,” he said.

    The Central government has already constituted a high-level multidisciplinary committee to examine the causes leading to the crash of Flight AI-171.

    Earlier in the day, officials from the AAIB arrived in Ahmedabad, where the London-bound Air India flight had crashed. The AAIB, under the Ministry of Civil Aviation, is responsible for investigating aircraft accidents in India and has launched a formal investigation into the incident.

    NEW DELHI, June 14 (Xinhua) — The death toll in the crash of an Air India plane near Ahmedabad airport in Gujarat state on Thursday has risen to 274, including 33 people who died on the ground, the Times of India reported on Saturday.

    The 33 victims are believed to have been on the campus of the Ahmedabad Medical College, the report said.

    The Hindustan Times reported on Saturday that the Indian government has formed a high-level committee to probe the crash. It will be headed by the country’s home minister. The committee will publish its report within three months.

    Amid escalating tensions in the Middle East, India’s leading airlines, Air India and IndiGo, have issued public advisories alerting passengers to flight delays and rerouting caused by the closure of Iranian airspace.

    Air India on Saturday said that it has rerouted several flights because of the airspace closures. The airline announced that some flights are now operating on longer, alternative routes to ensure the safety of passengers and crew.

    Air India, the national carrier, shared an official update on social media platform X, stating:

    “Due to the emerging situation in Iran and parts of the Middle East, the subsequent closure of airspace, and in view of the safety of our passengers, some of our flights are operating on alternative extended routes. We are doing our best to minimise any inconvenience caused to our passengers due to this unforeseen airspace closure. We would like to reiterate that at Air India, the safety of our customers and crew remains a top priority.”

    The advisory comes as airspace over Iran and nearby regions remains closed, following a series of regional escalations.

    The situation has significantly impacted several international air routes that usually traverse Iranian skies — particularly those operating between India and Europe or India and North America.

    IndiGo, India’s largest airline by market share, also issued a statement via X, warning passengers of potential disruptions.

    “Airspace over Iran and surrounding areas continues to be unavailable. Certain flight paths may need adjustments, leading to extended travel durations or delays,” the airline said in its advisory.

    IndiGo has advised all passengers to check their flight status via its website or mobile application before heading to the airport to avoid last-minute surprises. The airline assured that its customer service teams are actively assisting travellers affected by the delays.

    Both airlines are working to reroute affected flights via alternative air corridors, which may result in longer flying times. As a result, several services to and from Europe, the Gulf, and Central Asia are experiencing delays ranging from 30 minutes to several hours.

    Passengers have been urged to stay updated on real-time flight schedules and remain in contact with the respective airline helplines.

    The current geopolitical uncertainty follows Iran’s response to recent Israeli airstrikes, which has triggered broader concerns over regional security and airspace safety. Aviation authorities in multiple countries have already issued NOTAMs (Notices to Airmen), advising airlines to avoid the region until further notice.

    While airlines assure that passenger safety remains their utmost priority, industry experts say the airspace disruption could continue for several days or even weeks, depending on how the situation evolves diplomatically.

    For now, travellers flying to the West or through the Middle East are advised to plan ahead, allow extra time for transit, and remain patient as airlines navigate the complex airspace restrictions.

    Investigative teams from various agencies, including the National Security Guard (NSG), National Disaster Response Force (NDRF), and Aircraft Accident Investigation Bureau (AAIB), reached the crash site of Air India Flight AI-171 on Saturday to examine the debris.

     

    Teams from the Forensic Science Laboratory (FSL), Directorate General of Civil Aviation (DGCA), and Central Industrial Security Force (CISF) also inspected the wreckage of the ill-fated London-bound aircraft.

     

    Residents of the neighbourhood where the plane crashed recalled their harrowing experience, describing it as feeling like an earthquake or a bomb blast.

     

    Rekha Kshtriya, a local resident for over 13 years, said she was doing her regular chores when she heard a deafening noise. She immediately rushed outside toward the site. She recalled that around 1:30 PM, the sound was so intense it felt like her eardrums would burst. Her house and furniture began to shake violently, and the noise resembled a bomb explosion. Upon stepping outside, she saw wreckage scattered everywhere, the sky filled with black smoke, and tall flames rising from the crash site.

     

    Another resident, Priyanshu, said the entire area was engulfed in smoke and the fire quickly spread from one building to another. He too described it as feeling like an earthquake or a blast.

     

    Bahadur Kshtriya, who lives about 500 metres from the crash site, said he and a few friends, along with security personnel, helped rescue five individuals from the rubble. He noted that the survivors were in extremely critical condition. He added that when they arrived, smoke and fire were everywhere. Near a student mess, they found people shouting for help. With assistance from Army personnel, they managed to pull out five students alive. Later, they found a body buried in the debris in a severely damaged condition.

    The government has constituted a high-level multi-disciplinary committee to examine the causes that led to the crash of Air India Flight AI-171 from Ahmedabad to Gatwick Airport (London) on June 12, which left 241 people dead.

    According to an order issued by the Ministry of Civil Aviation, the committee will examine the causes of the crash, review existing Standard Operating Procedures (SOPs) and guidelines issued to prevent and handle such incidents, and suggest comprehensive measures for the future. The order clarified that this panel will not serve as a substitute for other inquiries already underway by relevant organisations but will focus specifically on the formulation of preventive SOPs and post-crash protocols.

    The committee will have access to all relevant records, including flight data, cockpit voice recordings, aircraft maintenance logs, air traffic control logs, and witness testimonies. It is expected to submit its report within three months.

    The committee will be chaired by the Union Home Secretary and will include officials from the Ministry of Civil Aviation, the Indian Air Force, the Gujarat Home Department, the State Disaster Response Authority, and the Directorate General of Civil Aviation, among others. Aviation experts, accident investigators, and legal advisors may also be brought in, as deemed necessary.

    As part of its mandate, the committee will assess the emergency response by all stakeholders, including rescue operations and inter-agency coordination at both the central and state levels. It will also examine existing guidelines, study past air crashes in India, and recommend policy changes, operational improvements, and training enhancements.

    The panel will develop a comprehensive SOP that incorporates international best practices, outlining clear roles for all relevant central and state government agencies in managing and responding to air crash incidents.

    The government confirmed that the committee will conduct site inspections and interviews with crew members, air traffic controllers, and other personnel. In case of foreign nationals or aircraft manufacturers being involved, the committee will coordinate with international agencies as well.

    All government and private schools in Rajkot district will remain shut on Saturday as a mark of respect following the death of former Gujarat Chief Minister Vijay Rupani in the Air India Flight AI-171 crash near Ahmedabad on Thursday.

    The Rajkot district administration made the announcement late Friday evening and requested all educational institutions to observe a two-minute silence in Rupani’s memory.

    Rupani, 68, was among the 241 people on board the flight headed to London’s Gatwick Airport when the aircraft crashed shortly after takeoff in the Meghani Nagar area. The crash left several dead and many others injured.

    Rupani, who began his political career in Rajkot and represented the city as an MLA for multiple terms, served as Gujarat CM between 2016 and 2021. During his tenure, he was credited with initiating key infrastructure and administrative reforms.

    Prime Minister Narendra Modi, who visited the crash site on Friday, also met survivors undergoing treatment at Ahmedabad Civil Hospital. Later, he visited Rupani’s family at the GujSail building and offered condolences.

    “Vijaybhai’s passing is unimaginable. We worked together for decades, including during very difficult times,” the PM said on X.

    Gujarat CM Bhupendra Patel called the incident a “tragedy beyond words” and said the state had responded swiftly and with empathy, under the guidance of PM Modi and Union Home Minister Amit Shah.

    Soon after the crash, over 600 fire personnel and more than 100 ambulances were rushed to the site. Rescue efforts involved teams from the Army, NDRF, SDRF, RAF, police, and fire services. A green corridor was created to ensure the quick transfer of the injured to hospitals.

    Senior IAS officers, counsellors, forensic and DNA teams were also deployed to support victim identification and provide psychological support to affected families. Emergency control rooms at Civil Hospital and the SEOC remain operational round-the-clock.

    The incident has sparked widespread grief across the political spectrum, with tributes pouring in for Rupani, remembered by many as a grounded and affable leader who maintained strong ties with his constituency till the end.

This development will provide improved airfield access to a non-exclusive T-hangar area, enabling the airport to meet current federal standards and expand its capacity for general aviation services.

    WASHINGTON — Congressman Jason Crow (D-CO-06) led his congressional colleagues in sending a letter to the Trump administration to recognize the 250th anniversary of the U.S. Army and raise serious questions about how much the President’s upcoming military parade will cost and impact readiness. The letter was signed by Crow, Rep. Seth Moulton (D-MA-06), and 18 other members.

    “We fully support commemorating the Army’s founding. However, the size, scope, and execution of the upcoming 250th Birthday Parade in Washington, D.C., raise serious concerns, at a time when the Army faces severe budget constraints, and the Trump administration is supposedly focused on reducing unnecessary government spending,” the letter reads.

    “Our nation owes a debt of gratitude to our troops who put on the uniform. The Army’s 250th birthday is an important milestone worthy of recognition, but President Trump is doing it wrong. We should not be pulling thousands of troops away from their training and their families so the President can boost his ego. Spending tens of millions of taxpayer dollars on Donald Trump’s vanity parade, at the same time this administration is firing veterans and cutting the VA, is wrong,” said Congressman Crow. 

    Estimates say this parade will cost upwards of $45 million, and could require millions to repair the streets. Over 6,600 soldiers will be brought in from around the country to participate in this weekend’s event. Additionally, hundreds of ground equipment and aircraft will be moved from strategic positions around the country to D.C. for this event, potentially impacting military readiness. The president has long desired a personal military parade, and will come at the taxpayer expense while this administration claims it is prioritizing rooting out waste, fraud, and abuse.

    We are excited to celebrate the upcoming 250th anniversary of the United States Army. Since its founding on June 14, 1775, the Army has served as a bedrock of American strength—defending liberty and responding to crises around the world. As Members of Congress, we join the nation in honoring this extraordinary legacy and the soldiers who uphold it. 

    We fully support commemorating the Army’s founding. However, the size, scope, and execution of the upcoming 250th Birthday Parade in Washington, D.C., raise serious concerns, at a time when the Army faces severe budget constraints, and the Trump administration is supposedly focused on reducing unnecessary government spending. Given President Trump’s longstanding personal desire for a military parade, we have important questions about the pressure that may have been put on the Army to plan a far more militaristic parade with greater cost and operational impact than the Army would have independently chosen. 

    We also have important questions regarding the cost, funding, operational justification, and the treatment of participating troops. Cutting costs at the margin by not serving soldiers hot meals, while sending dozens of unnecessary armored vehicles, does not prioritize the troops and is irresponsible stewardship of taxpayer dollars. A celebration of this magnitude must reflect our principles: respect for service, fiscal responsibility, and a clear-eyed view of readiness. 

    To that end, we request your response to the following: 

    Funding Sources  

    • What is the total estimated cost of the parade?  
    • What is the estimated cost for each unit participating? Please provide sources of funding for personnel transportation, lodging, meals, equipment transport, and other associated costs for each participating unit. 

    Troop Accommodation  

    • Why are soldiers being housed on cots in federal office buildings instead of standard military or contracted lodging? How much money does this save compared to housing them in hotels?
    • Why are soldiers being provided MREs for breakfast and lunch, with only one hot dinner meal each day?  
    • How much money is the Army saving by only having one hot meal per day as opposed to three? 

    Readiness Impact  

    • Are any of the participating units currently preparing for, or recently returned from, an operational deployment?  
    • What measures are being taken to ensure that participation in this event does not disrupt training schedules, pre-deployment certification, or force availability? 

    Use of Heavy Equipment  

    • Who requested or ordered the inclusion of tanks and other heavy armored vehicles in the parade? When was this request made, and what were the details of the request?  
    • What operational or ceremonial purpose does the participation of 24 of the same vehicle serve, as opposed to including just two or four of each vehicle type?  
    • How much of the total cost of the parade is due to the requirements associated with including these armored vehicles? 

    Infrastructure and Mitigation  

    • What steps are being taken to predict and prevent potential damage to roads and other infrastructure in Washington, D.C.?  
    • Has the Army assessed the cost of any potential damage, and who will bear those costs?  
    • Will the Army conduct the repairs? If yes, how quickly do you expect to be able to do so? 

    White House Involvement  

    • Has the White House played any role in the planning or direction of this event? If so, please provide a detailed description of the extent and nature of that involvement.

  • MIL-OSI USA: LaMalfa Announces Major Grant Award for Redding Airport

    Washington, D.C.—Today, Congressman Doug LaMalfa (R-Richvale) released the following statement after the Federal Aviation Administration awarded $24,393,884 to rehabilitate the runway at Redding Regional Airport.  

    “Redding Regional Airport is an important rural hub for commercial travel, aerial firefighting, and general aviation in the North State,” said Rep. Doug LaMalfa. “This funding will renew the runway and improve overall safety, helping ensure that Redding remains a reliable option for commercial service. I’ve worked closely with local officials to make sure small, rural airports like this one aren’t overlooked when it comes to federal support.” 

    “The City of Redding and Redding Regional Airport greatly appreciate the years of collaboration with our federal partners that made securing this Federal Aviation Administration grant possible. This funding is vital to advancing the essential improvements to our airfield infrastructure,” said City of Redding Airports Manager Andrew Solsvig. “The airport runway is decades old and approaching the end of its useful life. This project is essential to ensure long-term safety and reliability of aircraft operations, while also bringing the airfield into compliance with federal regulations. Planned improvements include resurfacing the runway and blast pads, upgrading runway lighting to energy-efficient LEDs, and replacing all airfield signage.”

    “The city is immensely grateful for the work Congressman Doug LaMalfa and his team have done to make this grant happen,” said Council Member Tenessa Audette. “Redding and North State will be served in fire season, family season and every season in between with a new and improved runway.”

  • MIL-OSI USA: LaMalfa Applauds Trump Executive Order to Overhaul Wildfire Prevention and Response

    Washington, D.C.— Congressman Doug LaMalfa (R-Richvale) joined President Trump at the White House for the signing of a new Executive Order aimed at restoring commonsense to wildfire prevention and response. The order, titled Empowering Commonsense Wildfire Prevention and Response, takes direct steps to improve coordination across agencies, cut unnecessary regulations, and strengthen the tools and partnerships needed to prevent catastrophic wildfires.

    “As peak wildfire season continues, President Trump is continuing to take decisive action to increase preparedness to combat these preventable disasters,” said Rep. LaMalfa. “By consolidating Federal wildland fire programs between agencies and increasing Federal and local partnerships, every firefighter will be part of a stronger and better coordinated response. The President’s action also modernizes the tools available to predict and detect wildfires, which will not only hasten reaction times but also enhance preparation and prevention efforts. Strengthening State and local response, and land management practices will decrease future out of control fires. I look forward to seeing implementation of this Executive Order.”

    Background:

    • Directs the Department of the Interior and Department of Agriculture to consolidate federal wildland fire programs for better coordination.
    • Modernizes detection and prediction efforts by deploying tools like AI, data-sharing platforms, satellite imagery, and advanced weather forecasting.
    • Removes outdated regulations that delay prescribed fire use, fire-retardant deployment, and other proactive fuel reduction efforts.
    • Promotes the use of woody biomass and other forest byproducts to lower wildfire risk.
    • Prioritizes sale of surplus Department of Defense aircraft and parts to support wildfire response.
    • Declassifies historical satellite data to improve fire modeling and prediction.
    • Strengthens federal partnerships with state and local governments to streamline and improve wildfire mitigation efforts.

  • MIL-OSI USA: Congressmen Amo and Lynch Call for Oversight of Air Traffic Safety After Recent Fatal Air Crash and Near Misses

    Since the start of 2025, the U.S. has experienced the deadliest domestic plane crash in a generation and several near misses.

    WASHINGTON, DC – Congressman Gabe Amo (D-RI) and Congressman Stephen Lynch (D-MA) are calling on the U.S. Government Accountability Office (GAO) to study relocating the Air Traffic Safety Oversight Service (AOV). To improve the safety of our national airspace system, this review would explore if AOV realignment could strengthen the independence and effectiveness of safety oversight of the air traffic control system.

    Excerpts from Congressmen Amo and Lynch’s letter to GAO:

    “​​The AOV plays a vital role in ensuring the safety of our national airspace system. Specifically, the AOV establishes safety standards and provides independent oversight of the Air Traffic Organization (ATO). The AOV’s core functions include validating ATO safety processes, approving new and modified separation standards and waivers, evaluating hazard mitigation controls, and overseeing the ATO’s Safety Management System. AOV also participates in operational reviews, develops regulatory guidance, and contributes to international standards. The AOV conducts oversight through audits, inspections, investigations, surveillance, and coordination with other FAA safety divisions. Its work is fundamental to maintaining public trust and upholding the FAA’s core mission of safety.”

    “Ensuring AOV’s independence is critical as modernization initiatives, such as NextGen and the integration of unmanned aerial systems, add new complexities to air traffic operations. Recent events, such as the January 2025 fatal midair collision near Washington National Airport (DCA), underscore the importance of strong, independent oversight. That incident, involving American Airlines Flight 5342 and a U.S. Army Black Hawk helicopter, tragically claimed 67 lives and brought to light potential safety oversight gaps. In its aftermath, the National Transportation Safety Board issued a recommendation urging the FAA to permanently restrict certain helicopter operations near DCA when specific runways are active, citing an “intolerable risk to aviation safety.” Further concern has been raised by the FAA’s recent decision to halt an independent air traffic oversight panel, highlighting the need to reevaluate the FAA’s internal oversight structures.

    “Amid ongoing modernization, the increasing complexity of air traffic operations, and the recent fatal midair collision near DCA, it is timely to reassess whether moving AOV outside the FAA but within the federal government could enhance the independence, accountability, and effectiveness of aviation safety oversight.”

    BACKGROUND

    On January 29, 2025, American Airlines Flight 5342 collided with a U.S. Army UH-60 Black Hawk Helicopter as the passenger jet approached DCA.

    Additionally, there have been several additional near misses of commercial aircraft at airports around the U.S. and notable air traffic control outages at several major airports. 

    In the January 29, crash 3 servicemembers operating the helicopter, and all 64 passengers and crew on the American Airlines flight were killed in the collision, including Rhode Island residents Christine and Spencer Lane. The mother and son were traveling with the Boston Skating Club returning from the 2025 U.S. Figure Skating Championships where Spencer had competed. 

    On June 12, 2025, Congressman Amo and Congressman Ron Estes sent a letter to the Department of Transportation Inspector General calling for an audit of airspace around DCA.

    On May 23, 2025, Congressman Amo, Congressman Suhas Subramanyam, and Congressman Don Beyer led 16 of their colleagues inrequesting that the Department of Transportation facilitate an independent review of Washington, DC airspace as part of the Appropriations Committee’s Fiscal Year 2026 transportation funding bill.

    On March 3, 2025, Congressman Amo supported the House passage of a resolution to commemorate the victims of the DCA crash.
