    overnor Kathy Hochul today announced 15 State landmarks will be illuminated orange on the evening of May 14 to honor the lives taken and those impacted by the racially motivated mass shooting at Tops on Jefferson Avenue on May 14, 2022.

    “As a daughter of Buffalo, my heart continues to break for our 10 neighbors that were senselessly taken away from us and the pain that was inflicted across this community,” Governor Hochul said. “Buffalo is tough and resilient, and as we reflect on that tragic day, I remain steadfast in my dedication to helping the East Buffalo community heal and ensuring the memory of those we lost and the lives impacted will never be forgotten.”

    The following landmarks will be illuminated orange tonight:

    Governor Kathy Hochul, City of Buffalo Mayor Christopher P. Scanlon and members of the 5/14 Memorial Commission yesterday announced a major milestone for the permanent and living memorial to honor the lives affected by the 5/14 shooting. The 5/14 Memorial Commission identified 18 city-owned and privately-owned lots required for the construction of a permanent memorial, which have now been designated by the City of Buffalo for a unified site. The acquisition and designation of these parcels marks a critical step forward for the 5/14 Memorial Foundation Inc. to enter detailed phases of design, engineering, permitting and fundraising.

    The 5/14 Memorial Commission, established in October 2022 by Governor Kathy Hochul and then-Mayor Byron W. Brown, unveiled the final design for the memorial, titled “Seeing Us,” on May 13, 2024. Designed by Jin Young Song and Douglass Alligood, the memorial features ten interconnected stone pillars inscribed with the names of the lives taken and survivors, each with a unique arc and height. A sweeping support building will serve as a central hub for education, exhibitions, community activities and events, with an elevated Memorial Walk on its roof. The design was selected through a comprehensive public engagement process, including community meetings and surveys.

  • MIL-OSI USA: Specialty NASA Glenn License Plates Available

    Ohio residents can now take their vehicle to new heights with a specialty license plate showcasing NASA’s Glenn Research Center in Cleveland. 
    It is available on the Ohio Bureau of Motor Vehicles (BMV) website under the “Special Interest Plates” section. Click the “Organizational Plates” drop-down tab for details on NASA Glenn’s plate. 
    The Ohio BMV will collect an additional $10 above the regular license plate fee. NASA will not receive any money from the sale. 
    NASA Glenn makes space exploration and aviation possible. This incredible work is happening right here in Northeast Ohio. The specialty license plate allows fans to show support for their community and Ohio’s NASA center.

  • MIL-OSI USA: Bergman Introduces Bipartisan Resolution to Strengthen U.S.-Israel Defense Partnership

    On Wednesday, Rep. Jack Bergman (MI-01), joined by Reps. Davis (NC-01), Golden (ME-02), and Goldman (TX-12), introduced a resolution reaffirming the United States’ steadfast commitment to Israel and calling for expanded U.S.-Israel defense cooperation in the face of evolving global threats.

    The resolution emphasizes the deep strategic alliance between the two nations, citing shared democratic values, regional stability priorities, and extensive military collaboration—including joint work on the Iron Dome, David’s Sling, and Arrow missile defense systems.

    “Our partnership with Israel is rooted in trust, strength, and shared national security interests,” said Rep. Jack Bergman. “As threats grow more complex—ranging from cyberattacks to terrorism and state-sponsored aggression—we must double down on defense innovation and intelligence sharing. This resolution makes clear that Israel’s security is America’s security.”

    “In an increasingly dangerous world, the alliance between the United States and Israel has taken on even greater significance. Our partnership, marked by deepening bilateral defense collaboration, counters the threats posed by global extremists,” said Congressman Don Davis. “By working closely, we will only strengthen our national security and reinforce the fundamental principles that unite us—democracy and freedom.”

    Rep. Craig Goldman stated, “For decades, the United States has stood shoulder to shoulder with Israel, demonstrating our steadfast partnership. I’m proud to join Representatives Bergman, Davis, and Golden in co-sponsoring this resolution to strengthen the U.S.-Israel defense partnership. This measure reaffirms our security cooperation and emphasizes our commitment to expanding defense collaboration between our two nations. The national security of both the United States and Israel depends on a strong and enduring defense alliance.”

    The resolution highlights recent advancements in joint defense initiatives such as counter-unmanned aircraft systems (C–UAS) and anti-tunneling technologies, developed through cooperation at the Irregular Warfare Support Directorate. It also calls for prioritizing emerging technologies like artificial intelligence and cybersecurity during the renegotiation of the U.S.-Israel Memorandum of Understanding (MOU).

    If adopted, the resolution would reaffirm congressional support for Israel’s right to self-defense, endorse further investment in bilateral defense initiatives, and ensure Israel retains its qualitative military edge in an increasingly volatile region.

    Rep. Bergman concluded, “This resolution reinforces a message our adversaries must hear loud and clear: the United States stands firmly with Israel—today, tomorrow, and in the future.”

    On 17 April 2025, the Moldovan authorities prevented Archbishop Marchel, of the Moldovan Orthodox Church linked to the Moscow Patriarchate, from travelling to Jerusalem for the the Holy Fire Ceremony. He was detained at Chisinau airport without any official explanation, raising concerns about respect for religious freedom.

    As the EU has opened accession negotiations with Moldova, the country is obliged to fully respect the fundamental principles of the Union, such as the rule of law, human rights and religious freedoms. Any failure to respect these values could jeopardise its future within the European Union.

    In light of the above:

    • 1.What is the Commission’s view of this incident? Does the Commission view this as an infringement of religious freedom in Moldova?
    • 2.Does the Commission intend to raise this issue with the Moldovan authorities and warn them that they must avoid the kind of abuse in Moldova that we have seen perpetrated in Ukraine, namely against Orthodox Christians belonging to the Moscow Patriarchate or Russian-speaking citizens?

    Following is the speech by the Chief Executive, Mr John Lee, at the Partnering for Success – Hong Kong as a “Super Connector” and “Super Value-adder” High-level Business Luncheon in Kuwait today (May 14):

    Your Excellency Khalifa Abdullah Dhahi Al-Ajeel Al-Askar (Minister of Commerce and Industry of Kuwait), Excellency Ambassador Zhang Jianwei (Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the State of Kuwait), Excellency Mr Rabah Al-Rabah (Director General of Kuwait Chamber of Commerce and Industry), distinguished guests, ladies and gentlemen, 

    As-salamu alaykum. Good afternoon. It is a great pleasure to be with you today in Kuwait, home to one of the world’s largest oil reserves, and a country as committed to talent development as it is to economic diversification. 

    This is our second day in your resplendent capital, Kuwait City, where past, present and future – in design, culture, lifestyle and so much more – come together like no other city in the world.

    Yesterday, I was honoured to have met with His Highness Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, the Amir of Kuwait; His Highness Sheikh Sabah Al-Khaled Al-Hamad Al-Mubarak Al-Sabah, the Crown Prince of Kuwait; His Excellency Sheikh Fahad Yousuf Saud Al-Sabah, Acting Prime Minister of Kuwait, and other senior government officials. I thanked them sincerely for the time, interest and hospitality they have shown us, from the moment we arrived in Kuwait. Kuwait has generously arranged for our government delegates to stay at Bayan Palace, a majestic landmark in Kuwait City. I reaffirmed to them the commitment, and sincerity, of Hong Kong and Mainland China in strengthening relations with Kuwait.  

    Yes, I am delighted to be here. So too, are the business and professional leaders with me, a delegation counting some 30 Hong Kong business and institutional heads, together with high-profile representatives of over 20 Chinese Mainland companies from seven provinces and municipalities across the country.

    The delegation brings with them wide-ranging expertise, and invaluable experience, from both Hong Kong and Mainland China, in green development, and innovation and technology, including advanced manufacturing, artificial intelligence, new energy and materials, health and smart city evolution. They also offer Hong Kong’s wealth of experience in finance, infrastructure, transport and logistics, as well as global business operations and deal-making.

    We are here to better understand the opportunities of Kuwaiti business and investment. To explore how Hong Kong, Mainland China and Kuwait, working together, can create long-term mutual opportunities.

    We’re also here to explore closer ties with the Gulf Cooperation Council (Cooperation Council for the Arab States of the Gulf, GCC), which, as all of you know, includes Kuwait. Kuwait currently holds the presidency of the GCC, wielding significant influence in the region’s development.

    Our ties run deep and far. China, our country, and Kuwait established diplomatic ties in 1971 – making Kuwait the first GCC country to do so. Last year, trade between China and Kuwait reached well over US$16 billion. 

    Kuwait, I’m pleased to note, was the first country in the Middle East to sign a Belt and Road co-operation document with China. From of the Central Bank of Kuwait’s headquarters building and housing projects, to telecommunications and smart city developments, Chinese enterprises have participated in numerous infrastructure and business projects here.

    Hong Kong treasures its trade ties with Kuwait, too. Last year, our bilateral merchandise trade totalled US$200 million, up more than 21 per cent over the year before. 

    Hong Kong’s trade with the GCC last year reached nearly US$20 billion, up 53 per cent over the past four years. And that robust growth is underpinned by our mutual will to advance trade ties.

    Thanks to our internationally recognised professional services sector, Hong Kong is a pivotal player in the Belt and Road Initiative. In 2023, we included a Middle East Forum, for the first time, at our annual Belt and Road Summit. And we continue to feature Middle East speakers and guests at the Summit. 

    Hong Kong’s Belt and Road Summit will take place in September this year. As earlier the Chairman of the Trade Development Council (Hong Kong Trade Development Council) said, it’s our 10th anniversary Summit, and I invite you all to join us, to take part in a world of Belt and Road opportunities – in business, investment and more.

    And the Asian Financial Forum, Hong Kong’s flagship event bringing together prominent leaders in finance and business sectors, hosted its first GCC Chapter this January. 

    Yes, the ties between Hong Kong and the Middle East continue to grow and diversify. 

    They include the launching of the Middle East’s first two exchange-traded funds tracking Hong Kong stocks. Hong Kong is partnering with a Middle East sovereign wealth fund, too. Together, we are committed to jointly establishing a US$1 billion fund, investing in companies connected to Hong Kong and the Guangdong-Hong Kong-Macao Greater Bay Area.  

    The Greater Bay Area, let me add, is a cluster city development that brings together Hong Kong, Macao and nine southern cities in China. The fast-integrating regional economic powerhouse presents a collective GDP (Gross Domestic Product) that closely rivals the world’s 10th largest economy.

    Hong Kong has much to offer Kuwait. Asia’s financial hub and one of the world’s three biggest financial centres, Hong Kong is also the world’s largest offshore Renminbi business centre. Coupled with our Islamic finance experience, Hong Kong is a trusted partner in your project financing – today and long down the road. 

    Free trade is among our great competitive advantages, fuelling our success for the past two centuries. Hong Kong is a free port, and we will continue to be a free port. Like our country, we are a vocal advocate of a multilateral, rules-based global economy, in spite of mounting protectionism and geopolitical tensions.

    And that, ladies and gentlemen, is a testament to our “one country, two systems” governing principle at work. 

    Under the principle, the Hong Kong Special Administrative Region has its own legal, legislative and judicial systems. Our legal system is a common law system, similar to that in many major financial hubs around the globe. We maintain our own currency, with no capital or foreign exchange controls. Information, capital, goods and people flow freely in Hong Kong. 

    The principle of “one country, two systems” also gives Hong Kong unparalleled access to our country’s markets and wide-ranging opportunities. It allows us, as well, to pursue our longstanding ties with the world at large, the Middle East very much included. 

    As today’s luncheon title, Partnering for Success: Hong Kong as a “super connector” and “super value-adder” emphasises, we do more than connecting companies and people. We also add value to their businesses, their services and their future.

    With companies and investors from Mainland China, and all over the world, looking for a financial haven in this time of global economic uncertainty, Hong Kong is flourishing, and keen to work with you, our partners. 

         An international financial newspaper, spotlighting the Hong Kong Exchange and its record quarterly profits, recently noted that Hong Kong has, and I quote, “benefited from a spate of initial public offerings and rising interest from Mainland Chinese and global investors in Hong Kong-listed shares, especially of technological-related companies, driven by optimism over China’s progress in artificial intelligence”. 

    That speaks of Hong Kong’s “one country, two systems” advantages working for you – linking a world of investors to the secure and rapidly growing Chinese market.

    It helps, and greatly, that Hong Kong’s economy is inextricably tied to our common law system and a judiciary that exercises its powers independently, a legal regime that resembles many of the world’s leading financial hubs. They give international companies and investors – Kuwait certainly included – all the confidence and the certainty they need to do business, in Hong Kong and throughout China. Kuwait certainly included.

    Ladies and gentlemen, I’m pleased to note that during our visit, Hong Kong and Kuwait have reached consensus on 24 concrete deliverables, through MOUs and related agreements. A ceremony will take place in just a moment.  

    The agreements cover a broad range of collaboration, from trade and the economy, to investment promotion, financial services, aviation and the maritime industries, post-secondary education, the legal profession, sports and more. 

    And our customs authorities will commence negotiations on the mutual recognition of respective Authorized Economic Operator Programmes. This will create smoother, more convenient international links for our respective companies, making it much easier to do business together.  

    Our Airport Authority Hong Kong will soon sign a new MOU with Kuwait Airways, aimed at enhancing air connectivity between the two regions, fostering operational excellence, supporting sustainability, and advancing talent development in the aviation sector.  

    They will lay a solid foundation for long-term collaboration between our two economies and our two peoples. 

    That just touches on our growing co-operation. Indeed, we are now looking into opening a second Hong Kong Economic and Trade Office in the GCC region, to manage our many ongoing Middle East projects and prospects in the offering.

    One key area is boosting merchandise trade between our economies. Hong Kong, I’m pleased to say, has signed Comprehensive Double Taxation Agreements (IPPA) with five of the six GCC states. We have also entered into Investment Promotion and Protection Agreements with three of the states, with Kuwait being the first. We have also substantially concluded negotiations on an IPPA with Qatar, our previous stop on this trip, and commenced negotiations with another state. 

    Indeed, our burgeoning trade and investment co-operation, I believe, could well add momentum to the possibility of a free trade agreement between Hong Kong and the GCC. I look forward to our continuing discussions with the Council.

    Beyond business and investment connectivity, there is boundless promise, too, in co-operating in sectors such as arts and culture. 

    Yesterday, we had the pleasure of visiting the dazzling Sheikh Abdullah Al Salem Cultural Centre, one of the world’s largest museum complexes. Seeing, firsthand, Kuwait’s compelling commitment to arts, culture and science. I must add that Kuwait is this year’s Arab Culture Capital, presenting nearly 100 activities as part of the country’s cultural celebration.

    Like Kuwait, Hong Kong believes in the primacy of arts and culture. Meanwhile, Hong Kong’s West Kowloon Cultural District is rising as one of the world’s largest cultural developments. And we are committed to becoming the world’s East-meets-West centre for international cultural exchange. That very much includes Kuwait and the Middle East in general.

    My thanks to our Hong Kong Economic and Trade Office in the Middle East and the Hong Kong Trade Development Council for organising today’s welcome gathering. And to the Kuwait Direct Investment Promotion Authority and the Kuwait Chamber of Commerce and Industry for kindly supporting us on this memorable occasion.

    Bill Would Provide Assistance to Michigan Small Businesses and Startups to Invest in R&D

    WASHINGTON, DC – U.S. Senator Gary Peters (MI) helped introduce the American Innovation and Jobs Act, bipartisan legislation that would expand and strengthen research and development (R&D) incentives for American small businesses and startups. The bill – which Peters reintroduced with U.S. Senators Todd Young (R-IN) and Maggie Hassan (D-NH) – would help the U.S. outcompete and out-innovate our global competitors, particularly China, who are significantly investing in R&D. 
    “From putting the world on wheels to producing the aircraft and vehicles that led the Allied Forces to victory in World War II, Michigan has long excelled at developing cutting-edge technologies that have kept our state and nation competitive on the world stage,” said Senator Peters. “This bipartisan, commonsense bill would help ensure Michigan small businesses and startups can continue to spearhead innovation that keeps us competitive against our adversaries like China by boosting federal support for R&D, while creating good jobs for Michigan workers in the process.”
    Businesses and startups that invest in R&D have long been able to either claim a tax credit or deduct their investments. This support enables them to invest in developing new, innovative products that help create jobs and build a stronger economy. With the goal of increasing investment in cutting-edge American technologies, the American Innovation and Jobs Act would restore and make permanent U.S. businesses’ ability to deduct their R&D costs from their taxable income in the year in which those costs were incurred. In addition, the bill would also expand the cap for the refundable R&D tax credit, which is a critical tool for small businesses that are just getting off the ground. Prioritizing R&D investment is essential now more than ever as U.S. foreign adversaries like China are attempting to out-innovate the United States.  
    Specifically, the American Innovation and Jobs Act would:

    Expand support for innovative startups by immediately doubling the current cap on the refundable R&D tax credit to $500,000, and ultimately raising it to $750,000 over ten years. The bill would also expand access to the R&D tax credit for startups by lowering certain thresholds needed to qualify.

    Expand the number of startups eligible to use the refundable R&D tax credit by increasing the eligibility threshold from $5 million to $15 million in in annual revenue. It would also extend the period during which startups can claim the credit from 5 years to 8 years after beginning to generate at least $25,000 in revenue.

    The legislation is endorsed by the R&D Coalition, which includes numerous organizations such as Business Roundtable, National Association of Manufacturers, Information Technology Industry Council, and the U.S. Chamber of Commerce. 
    Peters has long led efforts to support American innovation and help U.S. businesses compete in the global marketplace. Peters helped craft and pass into law the CHIPS and Science Act, which invested $170 billion in research and development for cutting-edge scientific advancements. This law also invested heavily in strengthening our domestic supply chains for critical semiconductor technologies to create good-paying American jobs and keep the U.S. competitive on the world stage. Peters additionally helped pass the Inflation Reduction Act, which will strengthen domestic manufacturing, onshore our supply chains, and create millions of American jobs.

    WASHINGTON, DC – U.S. Senators Gary Peters (D-MI) and Marsha Blackburn (R-TN) introduced bipartisan legislation to protect our nation’s nuclear facilities from the growing threat of unmanned aircraft systems (UAS), or drones. The senators’ Nuclear Ecosystem Drone Defense (NEDD) Act would expand the Department of Energy’s (DOE) authority to counter drones presenting threats to U.S. nuclear facilities and assets, specifically to cover facilities that store and transport nuclear material as well as facilities used to research, design, or manufacture components for nuclear weapons. As drones become more advanced, this legislation would help to better secure America’s major nuclear sites as well as smaller facilities that are critical to national security.  
    “As drone technologies evolve and advance, we need to be taking every step necessary to protect our national security and keep America’s nuclear assets, and the communities near them, safe,” said Senator Peters. “This bill would give the Department of Energy the additional authority it needs to counter evolving drone threats and protect some of our nation’s most sensitive and critical infrastructure.” 
    “Unmanned aircraft systems are threatening our nuclear and national security,” said Senator Blackburn. “The NEDD Act would protect nuclear facilities from unauthorized drones, enhancing the Department of Energy’s ability to safeguard its assets, and counter threats to our national security.”
    Between 2022 and 2024, the National Nuclear Security Administration (NNSA) reported six unauthorized drone sightings at the Nevada National Security Site (NNSS), one suspicious UAS overflight of the Pantex Plant (PTX), and five suspicious drone overflights of the Los Alamos National Labs (LANL) restricted airspace. These events have underscored the need for DOE to have expanded authorities and capabilities to combat evolving drone threats. 
    The NEDD Act would help address weaknesses in DOE’s current drone authorities to better counter nefariously operated drones. While current law focuses on protecting high-profile sites where special nuclear materials are stored, the U.S. is also home to other important facilities, such as those involved in research or production, that are not thoroughly covered. This bipartisan bill would help close those gaps and ensure that DOE can respond quickly to threats and implement comprehensive safeguards for all sites under its purview.  Peters has been fighting to expand authorities to ensure our nation is prepared to address public safety threats from drones. Last year, he pressed his colleagues to pass long overdue, bipartisan legislation he authored that would provide state and law enforcement with tools to better detect and track drones so they can protect their communities. Peters’ legislation is supported by a wide range of stakeholders including the National Football League, airports and law enforcement organizations.

    Washington, D.C. – Today, Congressmen Russell Fry (SC-07) and Mike Levin (CA-49) introduced the Modernizing Access to Our Public Oceans (MAPOceans) Act, legislation that will modernize public access to vital data about U.S. waterways. By requiring the Secretary of Commerce to digitize and display real-time marine data through GPS and smartphone applications, the bill aims to improve the recreational experience for boaters and anglers, support safe and legal activity on the water, and strengthen coastal economies.

    Building on the success of the MAPLand Act (2022) and the MAPWaters Act (which passed the House in January 2025), the MAPOceans Act would require the National Oceanic and Atmospheric Administration (NOAA) to consolidate, standardize, and digitize public information about U.S. marine waters and make that information easily accessible in real time.

    Specifically, the bill would:

    • Provide real-time status updates on which waterways are open or closed to entry or watercraft, low-elevation aircraft, or diving.

    • Digitize restrictions related to motorized propulsion, fuel type, and specific types of watercraft (e.g., motorboats, kayaks, personal watercraft, airboats, ships).

    WASHINGTON, DC — Following news reports that President Donald Trump plans to accept a $400 million luxury jumbo jet as a gift from the Qatari government in violation of the Constitution, U.S. Senator Jack Reed (D-RI), the Ranking Member of the Senate Armed Services Committee, joined with several colleagues in urging the acting Inspector General of the Department of Defense to open an inquiry into the Department of Defense’s (DOD) involvement in facilitating the transfer of this unprecedented foreign gift for President Trump’s ultimate personal use.   

    “DOD risks becoming embroiled in a brazen attempt to evade constitutional limitations on the acceptance of personal gifts from foreign governments without congressional approval. The Constitution provides that “no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State.” Congress has granted consent in only a narrow set of circumstances under the Foreign Gifts and Decorations Act, and none of these circumstances are applicable here,” the nine U.S. Senators wrote.

    “Securing the plane against counterintelligence and surveillance risks, moreover, would be costly. Initial reporting suggests that the plane would need to be substantially retrofitted by a military contractor to ensure it meets necessary security and counterintelligence standards, which could take years to complete. DOD, and by extension U.S. taxpayers, would thereby bear the ultimate cost, which could be significant. This timeline, moreover, reinforces that such a gift is not, in fact, intended for official use. By the time the plane would be ready for President Trump’s use as part of the Air Force One fleet, we would likely be approaching the final stretch of President Trump’s final term in office, at which point the Department would likely be directed to transfer it to President Trump’s presidential library for his ultimate personal use,” the Senators continued.

    Dear Mr. Stebbins,

    We write to request that you conduct an inquiry into the Department of Defense’s (DOD) role in facilitating and serving as a pass-through for President Trump to receive a luxury plane worth an estimated $400 million from Qatar. 

    Following initial public reports, President Trump confirmed on May 12, 2025, that he intends to accept this unprecedented gift from the Qatari royal family, which would constitute one of the largest foreign gifts ever accepted by a President or the U.S. government. According to public reporting, the Qatari government initially considered donating the plane directly to President Trump through his presidential library, but the Administration sought legal advice to restructure the transfer to circumvent constitutional and statutory prohibitions, including federal bribery and ethics laws.

    Public reports raise the troubling prospect that the Administration involved DOD to (1) launder this impermissible gift, so that the Department could provide cover to give the transfer of the plane the appearance of an official gift; (2) place the onus on DOD to retrofit the plane at considerable cost to U.S. taxpayers; and (3) ultimately transfer it to President Trump’s library prior to the end of his term for his continued use in a personal capacity. 

    DOD risks becoming embroiled in a brazen attempt to evade constitutional limitations on the acceptance of personal gifts from foreign governments without congressional approval. The Constitution provides that “no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State.” Congress has granted consent in only a narrow set of circumstances under the Foreign Gifts and Decorations Act, and none of these circumstances are applicable here.

    In addition to these serious constitutional and legal concerns, this foreign emolument – and DOD’s possible involvement in facilitating it – could present severe foreign influence and counterintelligence risks. It could entangle DOD in President Trump’s personal financial interests and conflicts of interest, warp DOD’s military recommendations and advice moving forward, and undermine public confidence in the Department. 

    Securing the plane against counterintelligence and surveillance risks, moreover, would be costly. Initial reporting suggests that the plane would need to be substantially retrofitted by a military contractor to ensure it meets necessary security and counterintelligence standards, which could take years to complete. DOD, and by extension U.S. taxpayers, would thereby bear the ultimate cost, which could be significant. This timeline, moreover, reinforces that such a gift is not, in fact, intended for official use. By the time the plane would be ready for President Trump’s use as part of the Air Force One fleet, we would likely be approaching the final stretch of President Trump’s final term in office, at which point the Department would likely be directed to transfer it to President Trump’s presidential library for his ultimate personal use. 

    Accordingly, we request that you initiate an inquiry into the facts and circumstances surrounding DOD’s involvement to date in seeking to facilitate this foreign gift transfer and pursue a comprehensive audit and investigation to assess fraud, waste, and abuse if and when such a transfer occurs.

    In doing so, we ask that you consider and provide an assessment of the following, including in classified form if needed: 

    •           the cost estimate and assessed timeline for retrofitting such an aircraft and installing communications and other equipment necessary to meet security and counterintelligence requirements for the Air Force One fleet; 

    •           the timeline, if any, that the White House has directed for this aircraft to be ready for the President’s use, whether necessary modifications can be made within such a timeframe to meet Air Force One standards, and what risks such a timeline could entail; 

    •           whether the existing contract for other Air Force One aircraft will continue or be terminated, including the cost of termination; and 

    •           the counterintelligence and security risks of incorporating this aircraft, provided by a foreign government, into the Air Force One fleet.

  • Akash Missile, IACCS and Drones drive India’s defence success in Operation SINDOOR

    Operation SINDOOR has emerged as a major milestone in India’s pursuit of self-reliance in national security, demonstrating the country’s growing technological and operational capabilities in countering asymmetric warfare. In the wake of the terror attack on tourists in Pahalgam in April, the Indian Armed Forces responded with precision and strategic restraint, targeting terrorist infrastructure without crossing the Line of Control or international boundaries. 
     
    On the night of 7–8 May 2025, multiple attempts were made by Pakistan to target military installations across Northern and Western India—including Awantipura, Srinagar, Jammu, Pathankot, Amritsar, Kapurthala, Jalandhar, Ludhiana, Adampur, Bhatinda, Chandigarh, Nal, Phalodi, Uttarlai, and Bhuj—using drones and missiles. These threats were effectively neutralised by India’s Integrated Counter-Unmanned Aerial Systems (UAS) Grid and Air Defence mechanisms. The network of radars, control centres, low-level air defence guns, and both ground- and aircraft-launched missiles provided a coordinated and impenetrable shield, ensuring minimal damage.
     
    In retaliation, on the morning of May 8, Indian forces targeted and disabled several Pakistani air defence systems, including a radar site in Lahore. This marked a significant operational success, achieved without loss of Indian assets. Indigenous systems, particularly the Akash Surface-to-Air Missile system, played a crucial role in neutralising threats. Designed to protect strategic locations from aerial attacks, the Akash system operated effectively in both autonomous and group modes, with the ability to simultaneously engage multiple targets. The system, fully mounted on mobile platforms, includes advanced electronic counter-countermeasure capabilities.
     
    The Integrated Air Command and Control System (IACCS) of the Indian Air Force provided the backbone for real-time coordination, enabling synchronized responses across multiple units of the Army, Navy, and Air Force. Offensive operations also saw the effective deployment of loitering munitions, also known as “suicide drones,” to target high-value Pakistani assets, including airbases at Noor Khan and Rahimyar Khan. These precision strikes were completed within 23 minutes, highlighting the efficacy of India’s surveillance, planning, and jamming technologies, which successfully bypassed Chinese-origin Pakistani air defence systems.
     
    Following the operation, Indian forces recovered debris from neutralised threats, including Chinese-origin PL-15 missiles, Turkish-origin UAVs, long-range rockets, quadcopters, and commercial drones, showcasing India’s ability to counter advanced foreign-supplied weaponry with indigenous air defence and electronic warfare systems.
     
    In a press briefing on May 12, Director General of Military Operations, Lt Gen Rajiv Ghai, outlined the layered defence architecture deployed during the operation. He noted that while strikes were carried out within Indian territory, Pakistan’s retaliatory response was anticipated. A combination of counter-UAS systems, shoulder-fired weapons, legacy air defence systems, and modern platforms was used to protect strategic and logistic assets. This multi-tiered approach ensured civilian and military infrastructure remained secure during attempted air incursions by Pakistan on the night of May 9–10.
     
    India’s satellite capabilities also played a key role in the operation. On May 11, ISRO Chairman V. Narayanan stated that at least ten satellites were deployed round-the-clock to support strategic operations and national security. These systems provided constant monitoring of India’s 7,000-km coastline and its northern borders.
     
    The success of Operation SINDOOR also reflects the growing strength of India’s drone ecosystem. The Drone Federation of India (DFI), representing over 550 companies and 5,500 drone pilots, has played a key role in promoting indigenous development, manufacturing, and deployment of drone and counter-drone technologies. Indian companies such as Alpha Design Technologies, Tata Advanced Systems, Paras Defence & Space Technologies, and IG Drones are at the forefront of defence-focused drone innovation.
     
    The Indian drone market is expected to grow to $11 billion by 2030, representing over 12 percent of the global share. This growth has been supported by policy reforms, including the 2021 ban on imported drones and the Production Linked Incentive (PLI) scheme for drone and component manufacturing. The PLI scheme, with an outlay of ₹120 crore across three financial years, has accelerated domestic R&D and industrial output.
     
    India’s broader defence manufacturing sector continues to expand under the Make in India initiative. In financial year 2023–24, indigenous defence production reached a record ₹1.27 lakh crore, while exports soared to ₹23,622 crore in 2024–25—a 34-fold increase since 2013–14. Strategic reforms and robust private-sector participation have led to the development of advanced platforms such as the Dhanush and ATAGS artillery systems, Arjun tanks, Light Specialist Vehicles, LCA Tejas, ALH, LUH, Akash missile systems, and various naval assets including indigenous aircraft carriers and submarines.
     
    The government has also implemented initiatives such as iDEX, SRIJAN, and established Defence Industrial Corridors in Uttar Pradesh and Tamil Nadu to encourage innovation and facilitate production. Major acquisitions including the Prachand Light Combat Helicopters and the ATAGS artillery system reflect India’s commitment to indigenisation.
     
    With defence exports surpassing ₹24,000 crore in FY 2024–25, the government now aims to reach ₹50,000 crore by 2029. India continues to work towards becoming a global defence export leader by 2047, supported by record procurement contracts and ongoing investment in innovation.

    $3.14 million to the Port of Portland for Hillsboro Airport to build a new 1,300-foot taxiway K to reduce delays and accommodate more aircraft operations.
    $2.14 million to Bend Municipal Airport to rehabilitate 12,000 feet of the existing southwest, northwest, and west taxi lanes pavement to extend their useful lives.
    $1.66 million for Eugene’s Mahlon Sweet Airport to build new airfield drainage for wetland mitigation to bring the airport into conformity with current standards.
    $261,938 for Corvallis Municipal Airport to build a new 1,100-foot taxi lane to provide airfield access to a non-exclusive hangar development area to bring the airport into conformity with current standards.
    $215,000 for Burns Municipal Airport to acquire snow removal equipment.
    $76,000 to Joseph State Airport to reseal 5,210 feet of existing Runway 15/33 pavement and joints to extend its useful life. This project reseals 6,990 feet of the existing Taxiway A pavement and joints to extend its useful life.
    “Reconstructing and adding taxiways at PDX and Hillsboro Airport is vital to maintaining the transportation system that our region relies on,” said Curtis Robinhold, Executive Director of the Port of Portland. “We appreciate the continued support of Senators Wyden and Merkley on projects that help to ensure safe and efficient operations at our airports.”

This is Boeing’s largest-ever widebody order and largest-ever 787 order. This historic agreement will support 154,000 U.S. jobs annually, totaling over 1 million jobs in the United States during the course of production and delivery of this deal.
    McDermott has a strong partnership with Qatar Energy in advancing critical energy infrastructure, with seven active projects worth $8.5 billion. As the sole provider of offshore components for Qatar’s major LNG expansion, McDermott’s work directly supports thousands of U.S. energy sector jobs.
    Parsons has successfully won 30 projects worth up to $97 billion. These high-value engagements have fueled significant company growth, supporting thousands of jobs across the United States and reinforcing American leadership in cutting-edge engineering and innovation.
    Quantinuum finalized a Joint Venture Agreement with Al Rabban Capital, a prominent Qatari company, to invest up to $1 billion in state-of-the-art quantum technologies and workforce development in the United States, supporting U.S. jobs and leadership in this critical emerging technology.  

    Today’s signings mark President Trump’s intent to accelerate Qatar’s defense investment in the U.S.-Qatar security  partnership—enhancing regional deterrence and benefitting the U.S. industrial base.
    The defense deals secured today lock in Qatar’s procurement of state-of-the-art military equipment from two leading U.S. defense companies.
    Raytheon, an RTX business, secured a $1 billion agreement for Qatar’s acquisition of counter-drone capabilities, signed by the U.S. and Qatari governments. This deal establishes Qatar as the first international customer for Raytheon’s Fixed Site – Low, Slow, Small Unmanned Aerial System Integrated Defeat System (FS-LIDS) designed to counter unmanned aircraft. The deal directly supports high-skilled manufacturing and engineering jobs in the United States and reinforces America’s leadership in innovative defense technologies.
    General Atomics secured a nearly $2 billion agreement for Qatar’s acquisition of the MQ-9B remotely piloted aircraft system, signed by the U.S. and Qatari governments. This deal will strengthen the U.S.-Qatar bilateral relationship and provide the Qatari Armed Forces with the most advanced multi-mission remotely piloted aircraft in the world, powered by U.S. products made in America.
    The United States and Qatar also signed a statement of intent to further strengthen our security partnership, outlining over $38 billion in potential investments including support for burden-sharing at Al Udeid Air Base and future defense capabilities related to air defense and maritime security.

    These new agreements and instruments aim to drive the growth of the U.S.-Qatar bilateral commercial relationship, create thousands of well-paying jobs, and open new trade and investment opportunities for both countries over the coming decade and beyond.

  • MIL-OSI Asia-Pac: 24 pacts exchanged in Kuwait

    Chief Executive John Lee continued his visit to Kuwait today by meeting representatives of the Kuwait Direct Investment Promotion Authority, exchanging views with local political and business leaders, and witnessing the reaching of multiple pacts between government departments, enterprises and organisations of Hong Kong, the Mainland and Kuwait.

    In the morning, Mr Lee met Kuwait Direct Investment Promotion Authority Director General Meshaal Jaber Al-Ahmad Al-Sabah to learn about Kuwait’s strategies and achievements in attracting business and investment.

    Noting that Kuwait was Hong Kong’s sixth-largest trading partner in the Middle East last year, Mr Lee said there is significant room for development in trade and business between the two places. He also stressed that Hong Kong will continue to serve as a bridge to assist enterprises in going global and attracting external investment, welcoming Kuwaiti enterprises to leverage the city’s financing support and professional services to explore international markets.

    Afterwards, the Chief Executive attended a business luncheon where he delivered a speech to near 300 local business leaders to promote Hong Kong’s business advantages and development opportunities. Moreover, government departments, enterprises and organisations from Hong Kong, the Mainland and Kuwait exchanged and announced 24 memoranda of understanding and co-operation agreements, covering areas such as economy and trade, investment, financial services, technology, legal co-operation, cargo clearance and flow, aviation, and post-secondary education.

    Mr Lee highlighted that merchandise trade between Hong Kong and the Cooperation Council for the Arab States of the Gulf reached nearly US$20 billion last year, an increase of over 53% in the past four years, while Hong Kong’s merchandise trade with Kuwait last year amounted to US$200 million, up more than 20% from the previous year.

    Hong Kong, an international financial centre as well as the world’s largest offshore renminbi business hub, will give full play to its role as a “super connector” and “super value-adder” to deepen international exchanges and co-operation, Mr Lee pointed out, adding that he believes the ties between Hong Kong and Kuwait will continue to flourish.

    In the afternoon, Mr Lee visited Zain Group a major mobile telecommunications company, to learn about its business in innovative technologies and digital communications, and exchanged views with company representatives on topics such as drones, artificial intelligence and smart city development. He remarked that Hong Kong is actively developing into an international innovation and technology centre, and he welcomes the company to invest and pursue co-operation opportunities in Hong Kong.

    The Chief Executive also hosted a dinner for members of the business delegation comprising representatives from Hong Kong and Mainland enterprises to thank them for their participation in the programme of the past four days, and for working together to explore co-operation opportunities for Hong Kong and the Mainland in the Middle East.

    He will return to Hong Kong tomorrow.

    Dstl’s pivotal role in StormShroud uncrewed aircraft capability

    New autonomous platform set to boost UK defence capability, economic growth and job creation.

    The Defence Science and Technology Laboratory (Dstl) has played a crucial role in developing StormShroud, a new uncrewed aircraft system recently announced by Prime Minister Sir Keir Starmer during a visit to Leonardo UK’s Luton site.

    StormShroud is the first of a new family of Autonomous Collaborative Platforms (ACP) designed to make RAF combat aircraft more survivable and more lethal in contested battlespaces.

    The system consists of the TEKEVER AR3 uncrewed air platform integrated with Leonardo’s BriteStorm Electronic Warfare payload. It offers increased survivability to RAF jets and crew through disruption and deception of enemy radars.

    Dr Paul Hollinshead, Chief Executive of Dstl, said:

    “This achievement demonstrates how Dstl’s world-class research directly contributes to operational advantage for our Armed Forces.

    “StormShroud represents our commitment to delivering mission-winning science and technology at pace, supporting both mission success and economic growth through close collaboration with industry partners.”

    As the Island marks the 80th anniversary of VE Day, this year’s Isle of Wight Armed Forces Day on Sunday 29 June promises a truly stirring spectacle.

    The organiser has confirmed a very special addition to the commemorations — a breath-taking air display by the renowned Battle of Britain Memorial Flight (BBMF).

    In a moving tribute, two iconic aircraft — a Spitfire and a Hurricane — will take to the skies above Ryde in a full display, evoking the courage and sacrifice of those who defended our skies during the Second World War.

    Ian Dore, event organiser, shared the significance of the moment: “Following the tragic loss of Squadron Leader Mark Long, the BBMF were grounded last season. Now, a year on, they are flying once more — and we are honoured to welcome them with not one, but two aircraft.

    “The Spitfire and Hurricane will perform a dynamic display, one chasing the other in a rare and thrilling aerial ballet. It’s a real privilege for the Island.”

    This poignant display is made possible thanks to the generous support of Fishbourne Parish Council.

    Their sponsorship reflects the deep ties between the local community and the Armed Forces. Within the ward stands a war memorial bearing the names of several RAF personnel, including Sgt Edmund Eric Shepperd.

    Sgt Shepperd joined the RAF in 1935 and served with distinction during the Battle of Britain as a Sergeant Pilot with 152 Squadron. He is credited with downing multiple enemy aircraft, including a Messerschmitt 109, three Junkers, and a Stuka.

    Ian added: “We owe a huge debt of gratitude to Fishbourne Parish Council. They understand the importance of this display — not just as a tribute to the past, but as an inspiration for future generations. For heroes like Sgt Shepperd, and all who served, we remember them with pride.

    “We will also be honouring the memory of Squadron Leader Mark Long, a gifted pilot who brought joy to so many. The Spitfire expected to fly — TE311 — was the one he flew the most and now bears his name along its starboard side. To see it soar, especially in his memory, will be one of the most emotional and uplifting moments of this year’s event.”

    The Battle of Britain Memorial Flight is scheduled to appear shortly after the Remembrance segment of the day’s proceedings.

    Islanders are encouraged to gather and witness what promises to be a highlight of Armed Forces Day — a soaring salute to courage, sacrifice, and enduring legacy.

  • MIL-OSI USA: Budd, Nehls Introduce Legislation to Allow Flight of Supersonic Civil Aircraft

    Washington, D.C. — U.S. Senator Ted Budd (R-N.C.), a member of the Senate Committee on Commerce, Science, and Transportation, and Congressman Troy Nehls (R-Texas-22), Chairman of the Subcommittee on Aviation for the House Transportation and Infrastructure Committee, introduced the Supersonic Aviation Modernization (SAM) Act, to require the Federal Aviation Administration (FAA) Administrator to issue regulations to legalize civil supersonic flight in the United States.

    For the past fifty-two years, the United States has had a speed limit in the sky. The SAM Act would permit operators to fly aircraft at supersonic speeds within the National Airspace System if no sonic boom reaches the ground.

    “The race for supersonic dominance between the U.S. and China is already underway and the stakes couldn’t be higher. To maintain our global leadership in aerospace innovation, we must modernize air travel by lifting the outdated ban on civil supersonic flight. The Supersonic Aviation Modernization Act paves the way to lift decades-old restrictions, allowing for faster air travel. This is a critical step to ensure America leads the next era of aviation,” said Senator Budd.

    “The United States is home to many ground-breaking innovations and should welcome these innovations so long as public safety isn’t threatened. Our nation’s laws and regulations should encourage these innovations and uplift companies that are leading in industries, including the aviation industry. My legislation cuts regulatory red tape without minimizing safety, and incentivizes further innovation in the aviation industry, helping America remain competitive and the envy of the world,” said Congressman Nehls.

    “Supersonic flight without an audible sonic boom should obviously be allowed. The ban on supersonic has held back progress for more than half a century. I urge Congress to pass the Supersonic Aviation Modernization Act supersonically, so we can all enjoy faster flights and maintain American leadership in aviation,” said Blake Scholl, Founder and CEO of Boom Supersonic.

    “This commonsense legislation maintains safety while clearing the way for innovative technologies to flourish, enabling the United States to keep its competitive edge and remain the global leader in aviation.     Background

    14 CFR § 91.817, enacted in 1973, dictates that no person may operate a civil aircraft in the United States at a true flight Mach number greater than 1. This rule prohibits non-military related supersonic flight over the United States, setting an artificial speed limit in the national airspace.

    American companies like Boom Supersonic, have developed quiet supersonic technologies and have already demonstrated that their aircraft can operate above Mach 1 without a sonic boom reaching the ground.

    This is due to a well-known phenomenon called Mach cutoff, in which a sonic boom refracts in the atmosphere and never reaches the ground.

    Despite these innovations, FAA regulations continue to restrict supersonic operations.

    The SAM Act would provide a 12-month window for the FAA to re-examine the existing ban on supersonic flight.

    PHILADELPHIA — U.S. Immigration and Customs Enforcement Philadelphia removed Fengyun Shi, a citizen of China with a final order of removal, to China on May 7. ICE’s Office of the Principal Legal Advisor designated Shi as a national security risk based on his conviction for use of an aircraft for the unlawful photographing of designated military installations.

    “The removal of Fengyun Shi reflects ICE’s steadfast dedication to protecting the American people and upholding national security. His unlawful actions posed a significant risk to sensitive military installations, and his removal ensures that he is no longer a threat to the nation,” said acting ERO Philadelphia Field Office Director Brian McShane. “ICE will continue to enforce immigration laws with the highest priority placed on safeguarding the United States and its citizens.”

    On Aug. 11, 2021, U.S. Customs and Border Protection admitted Shi to the United States at the San Francisco International Airport in San Francisco, California, as an F-1 nonimmigrant for the duration of his status as an agricultural engineering graduate student at the University of Minnesota.

    The FBI arrested Shi in San Francisco on Jan. 18, 2024, for prohibited operation of an unmanned aircraft system, violation of national defense airspace, and photography of defense installations after an investigation revealed Shi utilized a commercial drone to take photographs of U.S. naval bases in the Norfolk, Virginia, area.

    The U.S. Department of State terminated Shi’s F-1 nonimmigrant visa due to his pending criminal charges on Jan. 25, 2024, and on Feb. 7, 2024, the University of Minnesota terminated him from the Student and Exchange Visitor Program.

    The U.S. District Court for the Eastern District of Virginia’s Newport News Division convicted Shi for use of an aircraft for the unlawful photographing of designated installation without authorization on Oct. 2, 2024. He was sentenced to six months of incarceration and one year of supervised release.

    ERO Philadelphia encountered Shi at Federal Correctional Institution Allenwood in White Deer, Pennsylvania, and lodged an immigration detainer against him on Nov. 13, 2024.

    On March 7, ERO Philadelphia arrested Shi upon his release from FCI-ALS and detained him at the Clinton County Correctional Facility in McElhatten, Pennsylvania. On the same date, ERO Philadelphia served him with a notice to appear charging removability pursuant to Section 237 of the Immigration and Nationality Act.

    On March 24, an immigration judge in Elizabeth, New Jersey, ordered Shi removed from the United States to China.

  • Qatar Airways signs deal for 160 Boeing jets during Trump visit

    State carrier Qatar Airways signed a deal on Wednesday to purchase jets from U.S. manufacturer Boeing during President Donald Trump’s visit to the Gulf Arab country.
     
    Trump said the deal was worth $200 billion and included 160 jets. Trump and Qatar’s Emir Sheikh Tamim bin Hamad Al-Thani witnessed the signing ceremony in Doha.
     
    The deal was signed during Trump’s second stop on a tour of Gulf states after he struck a string of deals with Saudi Arabia on Tuesday.
     
    Trump said Boeing CEO Kelly Ortberg, who signed the deal with Qatar Airways CEO Badr Mohammed Al-Meer next to Trump and the Qatari emir, told him “it’s the largest order of jets in the history of Boeing, that’s good”.
     
    Trump added: “It’s over $200 billion but 160 in terms of the jets, that’s fantastic. So that’s a record, Kelly, and congratulations to Boeing. Get those planes out there, get them out there.”
     
    It’s not clear which Boeing aircraft models would be part of the deal and whether the orders from Qatar are firm, which require a deposit and several contractual obligations, or are options.
     
    Boeing no longer issues catalogue prices but based on the most recent published value for its most expensive jet, the 777X, a deal for 160 of the long-range aircraft would be worth some $70 billion. Aviation analysts say that airlines typically get large discounts for bulk deals.
     
    Boeing was not immediately available for comment. Qatar Airways did not immediately respond to a request for clarification or comment.

    The Canada Border Services Agency (CBSA) reminds travellers to plan ahead when crossing the border over the upcoming Victoria Day and the U.S. Memorial Day long weekends.

    Every day, the CBSA works hard to protect Canadians, support the economy and ensure the safe and efficient movement of people and goods across the border. In 2024, we welcomed over 93.4 million travellers, stopped over 34,400 kg of illegal drugs from entering our communities and kept more than 17,200 weapons and 930 firearms off our streets.

    The CBSA plans and prepares for long weekends and summer travel. We monitor traveller volumes and prioritize efficient processing of travellers at land ports of entry and at international airports, without compromising safety and security. If you encounter wait times at the border, it is likely because we are working behind the scenes to conduct examinations, seize drugs, firearms or stolen vehicles or prevent high-risk individuals from entering Canada.

    Here are some travel tips to help you plan for your trip:

    • Driving into Canada? Check border wait times to plan your route.
      • Early mornings are the best time to cross the border to avoid wait times.
      • The Monday of holiday long weekends tend to be the busiest.
      • Consider an alternative port of entry with shorter wait times or less traffic.
      • Check the port of entry’s hours of operation on the official CBSA Directory of Offices and Services.
      • If you are using a GPS application (such as Google Maps, Apple Maps or Waze) to direct you to a port of entry, consider checking different navigation options (such as fastest and shortest routes) to determine the preferred route of travel.
    • Have your travel documents handy. This will speed up processing times at the border.
    • Be prepared to declare. Declare everything you have with you upon entry into Canada. If arriving by land, you are responsible for everything inside your vehicle.
      • Goods purchased abroad: If you are a resident of Canada, personal exemptions allow you to bring goods, including alcohol and tobacco (up to a certain value), back to Canada without paying regular duty and taxes. Make sure you know how much you are bringing back in Canadian dollars and have your receipts readily available for the officer.
      • Surtaxes on certain U.S. goods. If you’ve purchased goods in the U.S. and are bringing them into Canada, you may have to pay a 25% surtax in addition to regular duties and taxes. For residents of Canada, this surtax applies only to goods exceeding your personal exemptions limit. Consult the lists of products surtaxed: complete lists of goods subject to the surtax. Visit the CBSA website for more details on how these surtaxes apply at the border. 
    • Flying into Canada? Use Advance Declaration and make your customs and immigration declaration up to 72 hours in advance of your arrival into Canada at participating airports.
    • When travelling with children, who are not your own or for whom you don’t have full legal custody, we recommend you have a consent letter from the parent or legal guardian authorizing you to travel with the child. We are always watching for missing children, and in the absence of the letter, officers may ask additional questions.
    • Know before you go: review the restricted and prohibited goods to avoid the possibility of penalties, including fines, seizure or prosecution. Make sure you have the information you need before attempting to bring items into Canada.
    • Leave behind: firearms, weapons, narcotics, and cannabis.

    The Chief Executive, Mr John Lee, concluded the visit of the business delegation comprising representatives from Hong Kong and Mainland enterprises to Middle East together with the Chairman of the Hong Kong Trade Development Council, Dr Peter Lam; the Chairman of the Hong Kong General Chamber of Commerce, Ms Agnes Chan; and the Chairman of the Dongchao Information Technology (Shanghai) Company Limited, Mr Wang Chaoyou, in Kuwait City, Kuwait, today (May 14, Kuwait City time). Following are the remarks by Mr Lee:

    Chief Executive: Today marks the final day of our visit to Kuwait. I would like to extend my gratitude to the Kuwaiti Government for its high-level hospitality and meticulous arrangements. I am particularly grateful to the Kuwaiti Government for arranging the government team to stay at Bayan Palace. We are particularly grateful to the Acting Prime Minister for hosting the whole delegation for lunch at the Palace, leaving an unforgettable memory amongst all members of the delegation.

    Yesterday, I met with His Highness the Amir of Kuwait, followed by the meeting with His Highness the Crown Prince. And then I also met the Acting Prime Minister, who hosted a roundtable discussion attended by senior Kuwaiti officials. We share a common commitment to deepening bilateral co-operation in trade, investment and cultural exchanges.

    During our visit to Kuwait, we signed and reached 24 Memoranda of Understanding (MOUs) and co-operation agreements, spanning across trade, investment, financial services, technology, legal co-operation, customs facilitation, aviation, tertiary education, etc.

    Today is the last day of our Middle East visit. I would like to do a sum-up of my four-day visit to Kuwait and Qatar. The delegation comprised Hong Kong and Mainland business leaders. We achieved three key objectives:

    1. To strengthen government-to-government relations;
    2. To find new areas of collaboration;
    3. To make friends, and extend our network.

    The visit is successful, particularly in six areas.

    First, we strengthened relations between the Hong Kong Special Administrative Region (HKSAR) Government and the governments of Qatar and Kuwait, establishing collaborative consensus.

    Second, the visit resulted in a total of 59 MOUs and agreements, 35 in Qatar and 24 in Kuwait, spanning across diverse areas and laying a robust groundwork for multifaceted co-operation.

    Third, we deepened mutual understanding and strengthened commercial and trading networks. Delegation members have expanded their network and connections, promoting the strengths and opportunities of Hong Kong and the Mainland to partners in Qatar and Kuwait.

    Fourth, we showcased Hong Kong’s unique role under “one country, two systems” as a “super connector” and “super value-adder”, bridging global opportunities. I invited, for the first time, over 20 Mainland enterprise representatives to join the delegation, reflecting the synergy between Hong Kong and the Mainland. We together aim to provide end-to-end supply chain solutions for the Middle East and beyond.

    Fifth, we bolstered ties with Gulf Cooperation Council (GCC) member states. We created broader opportunities. Plus the two countries I have visited during my last Middle East visit, we have now visited four of the six GCC member states, representing two-thirds of the bloc and 90 per cent of its population The HKSAR Government is now actively exploring a free trade agreement with the GCC to further access this vital market.

    Sixth, we advanced people-to-people exchanges. Two days ago, I announced Qatar’s new 30-day visa-free arrangement for HKSAR passport holders. I am pleased now to further announce that the UAE (United Arab Emirates) will grant Hong Kong 30-day visa-free access starting May 15, while Oman will on the same date extend its visa-free period from 10 days to 14 days.

    In meetings with leaders and officials, I appreciated their forward-looking vision and understanding of Hong Kong’s unparalleled advantages under “one country, two systems” as a bridge between the Mainland and the world. Middle East countries are seeking diversification of risks and looking for opportunities in China and the HKSAR in order to join the tide of the global economic shift towards the East. In this, Hong Kong has boundless opportunities.

    Reporter: I just have a couple of questions for you, please. Can you talk to us about the relationship between Kuwait and Hong Kong in particular, and Kuwait and China in general? The second question is about the Memoranda of Understanding that you have signed yesterday and today. How can you describe them? And how do they benefit the relations between Kuwait and Hong Kong?

    Chief Executive: We have a very strong foundation of understanding and co-operation with Kuwait. Kuwait is the first country to sign two agreements together with Hong Kong. One is the agreement on investment protection and promotion, and another agreement is about the avoidance of double taxation. That speaks for the strong link, which has been established long ago between Hong Kong and Kuwait. We have been inspired by the Kuwait Vision 2035, which covers many areas in full alignment with what Hong Kong is doing and focusing on. The Kuwait Vision 2035 covers areas to transform Kuwait into financial centre, trading centre, infrastructure-building, human capital development, healthcare, sustainability, and also building Kuwait into a country of influence in this region and globally.

    Hong Kong has a vision very similar to Kuwait in this regard. Hong Kong is a financial centre, and is a shipping and trading centre, and we are developing Hong Kong into an I&T (innovation and technology) hub. We are quite proud of our education, because despite Hong Kong being just a city of 1 100 square kilometres, we have five universities that are within the top 100 globally, and we are quite strong in R&D (research and development), particularly a lot of our universities’ research has been graded outstanding. What we are working hard is raising Hong Kong’s profile in all this regard. Sustainability is also one of our focuses, both in what we do environmentally and also financially. We are doing a lot of green finance, and we emphasise strongly (ESG) compliance. That is where we are going, and we think there are a lot of things, because our visions just align so much together – a lot to do – and that is between Hong Kong and Kuwait. I am very thankful and grateful to His Highness, Amir of Kuwait, to meet me, and I am grateful to the Prime Minister also, to host a lunch in the palace for the whole team. Throughout all the meetings and discussions, we have very common understanding that we should co-operate more in different areas.

    Coming to the relation between China and Kuwait, China is Kuwait’s, I think, largest trade partner, and the diplomatic relations between China and Kuwait started long, long time ago, and the partnership is close and ever-rising. When I honourably saw His Highness, Amir of Kuwait, I felt his friendship, genuineness, and sincerity of building good relations between Kuwait and China. I am honoured to be able to be part of that success story. My whole team feels proud to be in that part of success story.

    Coming to the MOUs we have signed with Kuwait, both the governments and different parties, 24 agreements and MOUs, they cover a wide range of areas. Despite the very good foundation we already have, we are now formally telling people of the two places where are the main directions of co-operation both governments agree on. That helps in aligning direction, energy, focuses and also our time, because time is precious. So all of them now, these are the areas we can co-operate on and work hard on as well. That will bring returns in much shorter time, in much bigger scale. Already, I have heard some delegations forming to come to Hong Kong, so as to further continue the link. I am very positive with the overall results, and I will be seeing a lot of activities, not just between government-and-government exchange, but also business-to-business, individuals-to-individuals. And that is why I am also very thrilled to announce a lot of convenience that we have created for visa, for going through the boundary, both goods and people.

  • MIL-OSI United Kingdom: ‘Life and legacy’ of Spitfire designer Reginald Mitchell to be celebrated on 130th anniversary of his birth

    The “life and legacy” of Reginald Mitchell will be celebrated in a day of events on the 130th anniversary of his birth.

    The Supermarine Spitfire designer was born on 20 May 1895 in Kidsgrove and moved to Normacot shortly after he was born.   

    Invited guests will gather in the Potteries Museum & Art Gallery at 10.30am on Tuesday 20 May for an event to remember his lasting contribution to engineering and the aeronautical industry.   

    A host of speakers have been arranged, including Julian Mitchell, Reginald’s great nephew and Paul Beaver, Trustee of the National Spitfire Project and the author of Spitfire People, Spitfire Evolution and Mitchell – Father of the Spitfire. 

    The event is by invitation and tickets are limited. Residents of Stoke-on-Trent can request tickets by contacting karen.convey@stoke.gov.uk 

    In the afternoon, the staff at the Reginald Mitchell pub in Hanley have organised an event for guests and veterans including the Tri-Services.  

    The team at the JD Wetherspoon pub on Parliament Row is inviting veterans to attend from 2.30pm to 4.30pm and enjoy a hot drink and a slice of a large Spitfire cake being made for the occasion.  

    Mr Mitchell will host a quiz for customers from 4.30pm with the winning team receiving a 12-piece vintage prints dinner set from Churchill China, the same tableware used by Wetherspoons, valued at over £150. 

    The pub will have a display of aeroplanes designed by children from Reginald Mitchell Primary School. The bar will be stocked with a range of beer featuring names all linked to aviation and the city’s centenary.   

    Guests will be encouraged to make paper aeroplanes to take part in a fun competition for charity. Entrants will launch their plane off the top bar balcony to see which one flies the furthest. Entry is £2 with proceeds going to the Young Lives vs Cancer charity.   

    A series of events to celebrate Reginal Mitchell’s birthday week are planned in the pub.   

    Cllr Steve Watkins, Deputy Lord Mayor of Stoke-on-Trent, said: “This special day will look back at the life of Reginald Mitchell and how his work has inspired generations of engineers since he passed away at 42. He and his team led the world in aircraft design. It’s part of our centenary celebrations and will tell his story and look at how his legacy is encouraging young engineers to take up a career in the industry today.  

    “It’s been great to work with the staff at the Reginald Mitchell pub who are making plans to mark this occasion throughout the week with other events.  They’re keen to encourage veterans to pop in and enjoy a chat and catch-up over tea and cake while learning more about Reginald.” 

    Julian Mitchell said: “130 years on and RJ is still making a real impact on our local community and beyond. Celebrating his engineering genius and design creativity is at the heart of our Operation Spitfire for Schools project. 

    “We’re helping students understand what is possible in their futures and highlight examples of local people who have done amazing things.”

  • MIL-OSI Security: Bakersfield, California, Man Pleads Guilty to Striking a Sheriff Helicopter with a Laser

    Brett Curtis Hair, 23, of Bakersfield, pleaded guilty today to aiming the beam of a laser pointer at an aircraft, Acting U.S. Attorney Michele Beckwith announced.

    According to court documents, on Sept. 11, 2024, at approximately 12:17 a.m., Kern County Sheriff’s Office helicopter Air 1 was on routine patrol when the cockpit was struck by a bright green laser beam. The Tactical Flight Officer pinpointed the source of the laser emanating from a residence within the Federal Aviation Administration’s (FAA) Critical Flight Zone of Bakersfield’s Meadow Field Airport. At least 15 additional laser strikes appeared to be intentional as the light tracked and struck the helicopter. Once Air 1 arrived above the residence, Hair exited the garage and immediately began striking the helicopter’s cockpit again with the high-powered laser. During the laser strikes, the pilot and Tactical Flight Officer experienced visual interference as the laser repeatedly struck and illuminated the cockpit, making it difficult to see the aircraft’s instruments.

    According to the FAA, aiming a laser at an aircraft is a serious safety risk, because many high-powered lasers can incapacitate pilots and interfere with the safe operation of their aircraft. In 2024, pilots reported 12,840 laser strikes to the FAA.

    This case is the product of an investigation by the Federal Bureau of Investigation and the Kern County Sheriff’s Office. Assistant U.S. Attorney Karen Escobar is prosecuting the case.

    Hair is scheduled for sentencing on Aug. 4, 2025. He faces a maximum statutory penalty of five years in prison and a $250,000 fine. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.

  • MIL-OSI Global: Mrs Dalloway at 100: Virginia Woolf’s timeless novel is a work of pandemic fiction

    Virginia Woolf’s Mrs Dalloway, set on a June day in 1923, is unusual in that its two protagonists – society hostess Clarissa Dalloway and shell-shocked veteran Septimus Smith – never meet.

    Published 100 years ago on May 14 1925, the novel follows Clarissa as she prepares to host a party. She is visited by a former suitor, Peter Walsh, who has just returned from India. Her movements on London’s streets are intertwined with those of her husband, Richard, and daughter, Elizabeth, as well as a host of minor characters.

    Simultaneously, Septimus is experiencing what we would now understand as post-traumatic stress disorder (PTSD) caused by his service in the first world war. His sense of London as an apocalyptic war zone is exacerbated by his treatment at the hands of his doctors and their refusal to “hear” his trauma.

    Mrs Dalloway has inspired and continues to inspire numerous creative responses and reworkings, such as Michael Cunningham’s novel The Hours (1998) and Wayne McGregor’s triptych ballet Woolf Works (2015). The novel now has its own biography by Mark Hussey due to be published next month and DallowayDay celebrations that echo James Joyce’s Bloomsday.

    A century on, Mrs Dalloway speaks in so many ways to our own moment of militarisation, neo-imperialism and political crisis. In her diary, Woolf wrote that she wanted to “criticise the social system and to show it at work” and the novel offers an often excoriating critique of the military industrial complex of interwar Britain.

    In her representation of returned soldier Septimus Smith’s PTSD, Woolf complicates the characters’ refrain that the “war is over” and the collective refusal to acknowledge the trauma of trench warfare. She was ahead of her time as a woman writing about war and in her literary depiction of the term and experience of “shell shock” so soon after the conflict when the condition was still often understood to be cowardice and malingering.

    Septimus’s trauma connects to the unspecified “illness” experienced by Clarissa, wife of a Conservative MP, preparing to host a party that evening. Woolf takes this privileged figure, who appears in her first novel The Voyage Out (1915) as a satirical cameo, and in this iteration offers the reader her rich inner life: her complex stream of thoughts, sensations and philosophical musings.

    Woolf’s acquaintance Kitty Maxse may have been the model for Clarissa. Kitty fell down the stairs to her death, raising the possibility of suicide. Instead, Woolf has Septimus commit suicide when he is faced with the threat of incarceration and the “rest cure”. News of the tragedy interrupts Clarissa’s party, but she understands his act: “Death was defiance. Death was an attempt to communicate … Somehow it was her disaster – her disgrace.”

    Clarissa feels herself, like Septimus, to be expendable: “She had the oddest sense of being herself invisible; unseen; unknown; there being no more marrying; no more having of children … this being Mrs Dalloway; not even Clarissa anymore.”

    Clarissa is 52 and, while the menopause is not mentioned directly, Woolf touches here in such a prescient way on the medicalisation and pathologising of women’s health. The novel is radical in its centring of a middle-aged protagonist – the novel form bends as it is uncoupled from the marriage plot. Woolf’s complex treatment of ageing – “she felt very young; at the same time unspeakably aged” – and the sense of both loss and possibility is acutely felt.

    Clarissa’s conformity to social expectations includes the suppression of her queer desires. Alone in her upstairs room, she reminisces about her “falling in love with women” and more specifically, her kiss with Sally Seton: “the most exquisite moment of her whole life … the whole world might have turned upside down!” Again, in her representation of queer lives, Woolf overturned the status quo.

    Mrs Dalloway and the pandemic

    In its engagement with feminist and queer politics, then, the novel has enduring appeal. But its post-COVID appreciation as a pandemic novel has meant that the novel has been read afresh by a whole new audience. Woolf and Clarissa are both survivors of the post-first world war influenza pandemic (known as the Spanish flu), which infected a third of the global population and caused an estimated 50-100 million deaths.

    We learn that Clarissa had “grown very white since her illness”, “her heart, affected, they said, by influenza”. Her sheer joy at walking London’s summer streets and mixing with crowds of passersby is a legacy of the pandemic as is the sense of loss and tolling of bells that echo through the novel.

    Critic Elizabeth Outka in Viral Modernism: the Influenza Pandemic and Interwar Literature (2019) has read the pandemic into the novel’s mobile and multifarious perspective.

    The novel both registers the collective trauma of war but finds solace in the noisy, connective dynamism and diversity of urban life. Perhaps it is in Woolf’s acknowledgement of both the enormity and the minutiae of daily existence that this novel continues to speak to a contemporary readership.

         â€‹The Chief Executive, Mr John Lee, today (May 14) led a business delegation comprising representatives from Hong Kong and Mainland enterprises to continue its visit programme to Kuwait. He met with representatives of the Kuwait Direct Investment Promotion Authority (KDIPA) and exchanged views with local political and business leaders. He witnessed the achievement of multiple outcomes of co-operation between government departments, enterprises and organisations of Hong Kong, the Mainland and Kuwait, including the signing of Memoranda of Understanding (MOUs). He also visited a local enterprise.
     
    In the morning, Mr Lee met with the Director General of the KDIPA, Dr Meshaal Jaber Al-Ahmad Al-Sabah, to learn about Kuwait’s strategies and achievements in attracting business and investment. Mr Lee noted that last year, Kuwait was Hong Kong’s sixth-largest trading partner in the Middle East, and both places have significant room for development in trade and business between the two places. Hong Kong will continue to serve as a bridge to assist enterprises in going global and attracting external investment, welcoming Kuwaiti enterprises to leverage Hong Kong’s world-class financing support and professional services to explore international markets.
     
    Mr Lee later attended a business luncheon cohosted by the Hong Kong Economic and Trade Office in Dubai and the Hong Kong Trade Development Council, where he delivered a speech to near 300 local business leaders promoting Hong Kong’s business advantages and development opportunities. He highlighted that the merchandise trade between Hong Kong and the Cooperation Council for the Arab States of the Gulf (GCC) reached nearly US$20 billion last year, an increase of over 53 per cent in the past four years, while Hong Kong’s merchandise trade with Kuwait last year amounted to US$200 million, up more than 20 per cent from the previous year. Hong Kong is an international financial centre and the world’s largest offshore Renminbi business hub. Hong Kong and Mainland enterprises can complement each other’s strengths. Hong Kong will give full play to its role as a “super connector” and “super value-adder” to deepen international exchanges and co-operation. Mr Lee added that he believes the ties and co-operation between Hong Kong and Kuwait will continue to flourish.
     
    At the luncheon, government departments, enterprises, and organisations from Hong Kong, the Mainland, and Kuwait exchanged and announced 24 MOUs and co-operation agreements, covering areas such as economy and trade, investment, financial services, technology, legal co-operation, cargo clearance and flow, aviation, and post-secondary education.
     
    In the afternoon, Mr Lee and the delegation visited Zain Group, a major mobile telecommunications company, to learn about its business in innovative technologies and digital communications, and exchanged views with company representatives on topics such as drones, AI, and smart city development. Mr Lee remarked that Hong Kong is actively developing into an international innovation and technology centre, and he welcomes the company to invest and pursue co-operation opportunities in Hong Kong.
     
    In the evening, Mr Lee will host a dinner for members of the business delegation comprising representatives from Hong Kong and Mainland enterprises to thank them for their active participation in the programme of the past four days and for working together to explore co-operation opportunities for Hong Kong and the Mainland in the Middle East.
     
    Concluding the visit, Mr Lee said that the business delegation comprising representatives from Hong Kong and Mainland enterprises, which he led to visit Qatar and Kuwait, has yielded fruitful results. He mentioned that the Middle East visit successfully made achievements in six areas, namely:

    1. further strengthening the relationship between the Hong Kong Special Administrative Region (HKSAR) Government and the governments of Qatar and Kuwait, and building consensus for collaboration;
    2. reaching a total of 59 MOUs and agreements, laying a diversified foundation;
    3. leveraging Hong Kong’s strengths under the “one country, two systems” principle in connecting the Mainland and the world, deepening international exchanges and co-operation, and demonstrating the synergistic power of the complementary advantages between Hong Kong and the Mainland;
    4. further building relations with the GCC countries to explore greater business opportunities;
    5. deepening mutual understanding and strengthening commercial and trading networks; and
    6. further enhancing cultural exchanges with the GCC countries.

     
    Mr Lee said that Hong Kong has the distinctive advantages of enjoying strong support of the motherland and being closely connected to the world, noting that the Middle East countries are actively diversifying risks and seeking investment opportunities in China and the HKSAR, which aligns with the global economic shift towards the East. The opportunities in Hong Kong are limitless. This Middle East visit has elevated Hong Kong’s relations with Qatar and Kuwait to a new level, bringing more business opportunities to Hong Kong.

  • MIL-OSI USA: Gearing Up: Las Vegas IAM Local SC-711 Sets Stage for Contract Negotiations at Nellis Air Force Base

    IAM Local SC-711 negotiating committee recently gathered at the IAM William W. Winpisinger Education and Technology Center in Hollywood, Md., to prepare for upcoming contract negotiations with M1 Support Services and its subcontractors, for the Nellis Aircraft Maintenance and Support Services Program at Nellis Air Force Base in Las Vegas.

    The contract covers more than 600 workers and spans 29 specialties from aircraft mechanics to librarians.

    Negotiations are set to begin in August 2025, as the existing contract will expire on Oct. 31, 2025.

    “We stand solidly with IAM Local SC-711 negotiating team,” said IAM Western Territory General Vice President Robert “Bobby” Martinez. “They’ve built the knowledge and unity needed this week to fight for a contract that reflects the value our members bring to M1 Support Services.”

    The week-long negotiation preparation program provided comprehensive training in drafting contract language, presenting proposals, analyzing the company’s strengths and weaknesses, and identifying a wide range of strategic tactics to build solidarity in the bargaining unit.

    “The time spent during preparations allowed the negotiating committee to lay the groundwork for a powerful contract proposal,” said IAM Western Territory International Representative Paul Shepherd. “The committee’s dedication was evident every step of the way. We are more prepared than ever to advocate fiercely for our members.”

    “Time at the Winpisinger Center helps us build the strategy and expertise needed to secure real results for the membership,” said IAM Local SC-711 President Kelvin Finkley.

    IAM Local SC-711 became an independent local in 2016. Originally, the group was part of an amalgamated local more than 25 miles from their base. However, members quickly recognized that they could better represent their interests, increase participation in meetings, and grow their ranks by forming their own local. With determination, they turned that vision into a reality.

    The general insurance industry in Hong Kong (China SAR) is projected to grow at a compound annual growth rate (CAGR) of 5.1% from HKD69.9 billion ($8.9 billion) in 2025 to HKD85.4 billion ($10.9 billion) by 2029, in terms of gross written premium (GWP), according to GlobalData, a leading data and analytics company.

    According to GlobalData’s Hong Kong (China SAR) Insurance Database, the general insurance market in Hong Kong (China SAR) is estimated to reach HKD69.9 billion ($8.9 billion) in 2025, reflecting an annual growth rate of 4.7%. This growth is attributed to the economic recovery, an aging population, increased demand for health insurance products, the occurrence of natural disasters due to climate change, and the increasing demand for liability insurance.

    Swarup Kumar Sahoo, Senior Insurance Analyst at GlobalData, comments: ” The growth of the general insurance industry in Hong Kong (China SAR) is supported by rising demand for personal accident and health insurance from local and non-local customers, including mainland Chinese residents, the unpredictability of climate events, and the increasing demand for cyber insurance.”

    Personal Accident and Health (PA&H) insurance is the largest line of business and is expected to account for 34.7% of the general insurance GWP in 2025. The rising demand for health and travel insurance products from non-local customers has driven the growth of PA&H. Such demand mainly comes from Mainland China, the Middle East, and Southeast Asia. Increased connectivity with the Greater Bay Area (GBA) and the issuance of policies in either Hong Kong dollars or US dollars have supported this growth.

    The Insurance Authority (IA) will issue educational materials in Arabic for Middle East clients by Q2 2025 to further support the growing non-local demand. Additionally, increased connectivity to the GBA has provided insurers with access to the affluent population in cities such as Shenzhen and Guangzhou. Easing of restrictions from the GBA on the sales and servicing of insurance products will boost premium growth during 2025-29.

    Property insurance is the second-largest line of business with an estimated 22.2% share of the general insurance GWP in 2025. Property insurance, which grew by 9.1% in 2024, is expected to register 7.5% growth in 2025.

    Sahoo adds: “The increasing incidents of natural disasters such as typhoons and floods have prompted insurers to reassess risk models and implement stricter underwriting policies. The Hong Kong Government’s investments in infrastructure projects are expected to further enhance the property insurance market as insurers adapt to climate risks and offer innovative solutions like parametric insurance.

    Liability insurance is the third-largest line of business, estimated to account for 22.1% of the general insurance GWP in 2025. This line of business is set to grow at a CAGR of 3.4% during 2025-29, driven by the demand for cyber insurance products spurred by rising digital threats. The digitalization efforts in the region will also play a crucial role in the growth of liability insurance in Hong Kong. Small and medium enterprises are increasingly investing in cyber insurance amid rising business risk and to adhere to data privacy laws.

    Other general insurance lines, such as motor, financial lines, and marine, aviation, and transit, are estimated to account for the remaining 21.6% share of the general insurance GWP in 2025.

    Sahoo concludes: “The growth of Hong Kong’s general insurance market will continue to depend on Mainland China. The country’s super-aging population will present both challenges and opportunities for the general insurance industry. Furthermore, the growing demand for property and cyber insurance will enhance market penetration in the coming years. However, the expected reciprocal tariff from the US will change the dynamics and is expected to emerge as a threat to insurers’ profitability.”

    A graduate of LISI (now SPbGASU) Evgeny Zhuk recalls what the institute was like 60 years ago, how he passed exams and studied. At the same time, he emphasizes that he is one of many ordinary graduates of our university. In fact, Evgeny Pavlovich is quite modest. He was awarded the medal “Veteran of Labor”, the badge “Honorary Builder of Russia”, the badge “Builder of St. Petersburg” 2nd degree, the silver and gold medals of the Holy Supreme Apostle Peter, the badge “Construction Glory”, the Order “For Merit in Construction”, the badge “Labor Valor”, the honorary title “Honored Builder of the Russian Federation”, the title “Honored Builder of St. Petersburg”, the badge of the Holy Martyr Veniamin, Metropolitan of Petrograd and Gdov, for services to the St. Petersburg Metropolitanate.     At 81, Evgeny Pavlovich works as the chief specialist of the construction control department of general education facilities of the Educational Facilities Construction Department of the St. Petersburg State Institution “Capital Construction and Reconstruction Fund”, subordinate to the St. Petersburg Construction Committee. We talk to him about how to succeed in the profession and remain in demand, despite the situation in the country and age.

    – Evgeny Pavlovich, how can one choose a profession for life in one’s youth?

    – I continued the family dynasty: my father and grandfather were builders, my mother also received an education in the construction industry, my uncle was an architect. Their example and advice became the determining factor in choosing a profession. I studied well at school, I had excellent math and physics teachers, so there were no problems with entering civil and industrial construction. At that time, applicants also had to successfully pass the swimming test, which is quite fair: a builder must be ready to navigate any situation, for example, during the construction of bridges over water obstacles.

    The state system helped me stay in the profession. My first two years of study went like this: students who entered the daytime department right after school studied according to the evening education program, that is, on Mondays we studied during the day, worked on the construction site the rest of the weekdays, and on Wednesdays and Fridays we also went to classes in the evenings. Therefore, already in the second year, we were awarded the qualification of a first-category transport worker, then a concrete worker and a carpenter of the second and third categories. I completed my industrial practice as a backup foreman. Graduates were immediately employed, as they say now, with a good social package – with the provision of a room first in a dormitory, then in an apartment, and then – separate housing, the area of which depended on the family status and the number of children. In addition, there was a mentoring system and career advancement. Therefore, the profession was popular with young people.

    – How did you start your career and what successes have you achieved?

    – I worked at the Design Institute for the first two years after graduating, and then moved to Glavleningradstroy, a powerful organization with 70,000 employees, and its boss was at the ministerial level. It was interesting to work there because the workers were highly qualified, they were trained in vocational schools and construction colleges. Many of the foremen then became heads of departments, that is, the personnel were trained on the spot. But higher education was required for career growth. I always say that I was lucky to work with good mentors and managers. I always share my professional successes with them. They taught me a lot, and these skills came in handy at all stages of professional growth, starting from a foreman, a site manager, a senior foreman, a site manager to a chief engineer and a department manager.

    What buildings have I participated in the construction of? 22-story buildings on Moskovsky Prospekt from the airport side, buildings at the entrance to Sestroretsk, buildings in Kupchino and Kolpino. Modern buildings include the Buff Theater, the Church of the Holy Apostle Peter in Stroiteley Park, the Triumph of the Russian Fleet monument near the cathedral in Kronstadt, the Boris Eifman Children’s Dance Theater, the first block of the oncology hospital in Pesochny, the swimming pool on Khlopina Street, and the building of the Botkin Clinical Hospital on Piskarevsky. Over the past few years, I have participated in the construction of a dozen schools in different areas of the city, for example, the 777th school for almost 2,000 students in the Primorsky District, the 147th in the Krasnogvardeisky District, the 219th school for 1,375 students in the Krasnoselsky District, and the Church of All Saints Who Shone in the Land of St. Petersburg at the Levashovskoye Memorial Cemetery in St. Petersburg.

    – Before your eyes, the construction industry and the country have experienced dramatic changes: the Soviet system was replaced by difficult years after the collapse of the USSR, and the new history brings its own events. How did you manage to stay in the industry?

    – In Soviet times, the personnel training system worked effectively. All trusts had dormitories for employees. All social issues were resolved in an elementary way: places in kindergartens, vouchers for health resorts, benefits. And suddenly the system that had been established over decades collapsed. Hard times came. In the nineties of the last century, I worked as the chief engineer of the construction department. There were orders, but there was also a time when, in order to feed the workers, we negotiated with collective farms about the supply of sugar and food. But the thought of leaving the profession never occurred to me. This is the work of my whole life, an activity that I know well and love. Times are changing, but construction will always be a popular, developing industry. Previously, concrete was transported in dump trucks, now – in mixers, modern technology, high-tech machines and materials have appeared. We rarely used the technology of monolithic housing construction, but now a lot is built in monolith. Knowledge of your profession, development in it helps to adapt to any situation.

    – How can today’s graduates become successful specialists in the industry?

    – I am sure that after receiving a diploma, you need to work on a construction site to gain experience, master specialties and learn to personally understand all construction processes. Dreaming of immediately becoming a boss is a mistake. It is much more correct to rise to a management position from the lowest rung of the career ladder. Then you will become a highly qualified manager, thoroughly understanding all work processes and able to effectively communicate with employees at all levels.

    In addition, I was always wary when a job applicant assured that he could do everything. But if a person honestly admitted that he was a carpenter but did not know carpentry, it inspired respect. I understood that this person understood the meaning of his profession, because a carpenter is one profession, a joiner is a completely different one. Today, new in-demand professions are emerging, but the essence of success for specialists does not change: it is important to find a specific area of activity and develop in it, and not try to learn everything, but little by little. It is good that there are smart young guys who move from construction to office work: there is more trust in such managers, because they know the real state of affairs in the industry. And, of course, the main guarantee of success is to love your business, like your girlfriend or wife.

    – You have maintained contact with our university for a long time and even provided sponsorship.

    – In 2022, I donated about a hundred copies of educational literature on construction production, collected over the years of work in the industry, to the library of our university. At that time, the position of rector was occupied by Yuri Pavlovich Panibratov. He sent a letter of thanks to the construction corporation where I worked as chief engineer, emphasizing my participation in the events held at LISI. In response, I was thanked and awarded a certificate of the corporation. It is nice, but I donated the educational kits from the bottom of my heart, I wanted to help my native institute.
