    “We strongly oppose the expansion of Israel’s military operations in Gaza. The level of human suffering in Gaza is intolerable. Yesterday’s announcement that Israel will allow a basic quantity of food into Gaza is wholly inadequate. We call on the Israeli Government to stop its military operations in Gaza and immediately allow humanitarian aid to enter Gaza. This must include engaging with the UN to ensure a return to delivery of aid in line with humanitarian principles. We call on Hamas to release immediately the remaining hostages they have so cruelly held since 7 October 2023.

    The Israeli Government’s denial of essential humanitarian assistance to the civilian population is unacceptable and risks breaching International Humanitarian Law. We condemn the abhorrent language used recently by members of the Israeli Government, threatening that, in their despair at the destruction of Gaza, civilians will start to relocate. Permanent forced displacement is a breach of international humanitarian law. 

    Israel suffered a heinous attack on October 7. We have always supported Israel’s right to defend Israelis against terrorism. But this escalation is wholly disproportionate.

    We will not stand by while the Netanyahu Government pursues these egregious actions. If Israel does not cease the renewed military offensive and lift its restrictions on humanitarian aid, we will take further concrete actions in response.

    We oppose any attempt to expand settlements in the West Bank. Israel must halt settlements which are illegal and undermine the viability of a Palestinian state and the security of both Israelis and Palestinians.  We will not hesitate to take further action, including targeted sanctions. 

    We strongly support the efforts led by the United States, Qatar and Egypt to secure an immediate ceasefire in Gaza. It is a ceasefire, the release of all remaining hostages and a long-term political solution that offer the best hope of ending the agony of the hostages and their families, alleviating the suffering of civilians in Gaza, ending Hamas’ control of Gaza and achieving a pathway to a two-state solution, consistent with the goals of the 18 June conference in New York co-chaired by Saudi Arabia and France. These negotiations need to succeed, and we must all work towards the implementation of a two-state solution, which is the only way to bring long-lasting peace and security that both Israelis and Palestinians deserve and ensure long-term stability in the region.

    We will continue to work with the Palestinian Authority, regional partners, Israel and the United States to finalize consensus on arrangements for Gaza’s future, building on the Arab plan. We affirm the important role of the High-level Two-State Solution Conference at the UN in June in building international consensus around this aim. And we are committed to recognizing a Palestinian state as a contribution to achieving a two-state solution and are prepared to work with others to this end.”

  • MIL-OSI Economics: Structural changes in the global financial system and the transmission of financial conditions

    The Great Financial Crisis (GFC) was a watershed event that set in motion two related structural changes to the global financial system. Those changes define the state of the system today. The first is the shift in the underlying claims from those on private sector borrowers (especially mortgages) to claims on the government in the form of sovereign bonds. The second structural change is the shift from banks to non-bank financial intermediaries. The GFC was essentially a banking crisis where (mostly) regulated banks were the protagonists. The post-GFC financial system has, instead, cast portfolio managers and other non-bank financial intermediaries as the main actors to take centre stage.

    Even as expansive fiscal policies have meant that sovereign bond issuance has outpaced the growth of private sector debt, portfolio managers of all stripes have absorbed the rapid issuance of sovereign bonds. The global nature of sovereign bond markets means that currency choice is an integral part of the investment decision. Pension funds and life insurance companies from rich economies that have obligations to their beneficiaries or policyholders in domestic currency nevertheless hold a globally diversified asset portfolio in several currencies. Currency hedging is therefore a key theme, and the system has evolved to allow such hedging. In this process, the banking system has played a crucial role. Banks enable the market for foreign exchange (FX) swaps, allowing investors to hedge currency risk. When boiled down, an FX swap is a collateralised borrowing operation. A euro area pension fund, for example, borrows dollars to invest in dollar bonds by pledging euros as collateral, with a promise to unwind the transaction at a pre-agreed exchange rate. In this sense, FX swaps make money fungible across currencies. The outstanding stock of FX swaps stands at $113 trillion, having increased rapidly since the GFC. Accounting convention allows not including FX swaps in debt, even though they are collateralised borrowing arrangements. In this respect, the apparently smaller footprint of the banking sector after the GFC is more an artifact of accounting conventions, rather than the underlying economics. Most of the time, the FX swap market lies out of view, but it is thrust into the limelight from time to time. The eventful first few months of 2025 are a good example.

    This lecture takes the audience through the operation of the FX swap market and how, with the greater role of global portfolio investors, it has served to intensify the transmission of financial conditions across borders. Portfolio decisions involve gross positions and are only loosely related to current account imbalances and associated net positions. As sovereign bond markets are set to grow even larger with expansive fiscal policies in key jurisdictions, this lecture aims to highlight how the sovereign bond market and exchange rates are two sides of the same coin. The banking sector plays the key linchpin role in connecting the two, even if the accounting convention allows them to keep a smaller footprint.

    Minister in the Presidency for Women, Youth and Persons with Disabilities Sindisiwe Chikunga has called on the banking sector to be intentional in designing financial systems that assist the underserved and empower the marginalised.

    Addressing the Group of Twenty (G20) Breakfast-Round Table on the Empowerment of Women and Disability Inclusion in the Banking Sector, the Minister emphasised that financial inclusion is not a luxury but it is a right that is a critical enabler of economic independence, dignity, and equality.

    “Yet, across the world and particularly here in South Africa, too many women remain excluded from basic financial services without bank accounts, denied access to credit and disconnected from investment opportunities.

    “This exclusion is even more pronounced for women living with disabilities, rural women, young women and women in the informal employment,” Chikunga said on Monday in Johannesburg.

    The breakfast meeting was aimed at engaging the banking sector in investing in the work of the Empowerment of Women Working Group and the G20 Disability Inclusion Initiatives.

    The Minister encouraged the banking sector to reimagine financial systems by ensuring they serve women entrepreneurs, especially those leading micro and small enterprises; create demand-driven financial products tailored to women’s lived realities and incentivise financial institutions to become more inclusive through policy and innovation.

    Furthermore, Chikunga suggested that the banking sector invest in digital literacy, infrastructure and access to technology for women and persons with disabilities as well as integrate inclusion into the very architecture of economic planning.

    “We must also look at the role of care infrastructure not as a social cost but as an economic multiplier. Investment in the care economy is investment in jobs, community wellbeing and women’s ability to fully participate in the workforce.

    “Together, we must not only reimagine, but also actively innovate alternative pathways to building an economy that is dynamic, resilient, and inclusive enough to truly leave no one behind.

    “Together, let’s explore practical strategies, share success stories, break barriers, challenge stereotypes and fast track the development of financing models that unlock the full economic potential of women and persons with disabilities. Together, lets create a banking environment where everyone can thrive,” she said.

    The Minister explained that G20 Empowerment of Women Working Group (EWWG) has committed to advancing three urgent priorities that include the care economy, financial inclusion for and of women, and gender-based violence and femicide.

    “As part of this working group, we have developed several empowerment programmes as legacy projects that we wish to partner with private sector partners beyond South Africa’s G20 Presidency.

    “To this end, we have conceptualised and designed a series of Transformative Emerging Industrialists Accelerator Programs and intend to rally all relevant stakeholders, particularly SOEs, private sector companies and industry associations behind their implementation,” the Minister said.

    These programs will target emerging women industrialists in key sectors, including energy security, the maritime, defence and aerospace industries, platform economies and agriculture, among others.

    Participating emerging industrialists will work alongside experienced industry associations, receiving support from ideation through to product development, financing, market access, and commercialisation pathways.

    “To advance disability inclusion, we have also developed an investment case for the establishment of a Disability Inclusion Nerve Centre, a legacy project of South Africa’s Chairship of the G20 Empowerment of Women Working Group.

    “This centre will serve as a cornerstone for advancing disability rights and inclusion in the region, aligning with both South Africa’s constitutional imperatives and international commitments,” the Minister said.

    The centre will focus on the following priorities:

    • Research on mainstreaming the mights of persons with disabilities, particularly in the areas of financial inclusion, care economy, artificial intelligence (AI), climate change and conducive working conditions.
    • Establishing a national disability data observatory.
    • Strengthening data collection and reporting systems across public and private sectors.
    • Developing early childhood disability screening protocols.
    • Enhancing institutional capacity through strengthened disability focal points.
    • Leveraging AI for disability inclusion.
    • Supporting special schools across South Africa to train teachers, address the digital divide, and improve educational outcomes for learners with disabilities.
    • Developing a model disability inclusive classroom and school for South Africa.

    Deputy Minister of Finance, Dr David Masondo, has emphasised the importance of closing the financial inclusion gap for women and ensuring that they can leverage financial services to smooth their incomes, invest in opportunities, and protect themselves against shocks.

    “Usage remains low, and significant gaps persist, particularly for women, youth, informal workers, and rural entrepreneurs,” Masondo said on Monday in Skukuza, Mpumalanga.

    Addressing the second Plenary Meeting of the Global Partnership for Financial Inclusion, the Deputy Minister said empowering women is not just a matter of fairness or social equity; it is smart economics.

    “When women gain access to financial tools and earnings, they invest in their families and communities to an impressive degree. Studies find that women typically reinvest up to 90% of their income back into their households, compared to around 30–40% for men. 

    “We have seen that financially empowering a woman creates a ripple effect; children stay in school longer, family nutrition improves, and local economies become more resilient. Conversely, when women remain on the margins of finance, we all lose out on growth and innovation.

    “Let us remember that closing the financial inclusion gap for women is not a sidebar, it is central to our agenda. … Giving women access to and the ability to use affordable payments, credit, and insurance will boost development broadly,” he said.

    The Deputy Minister asserted that South Africa has made women’s economic empowerment a priority in the national strategies encouraging progress is being made.

    “But there is much farther to go to ensure that the creative entrepreneur I described, and millions like her can prosper. She does not want charity; she wants the playing field: levelled reliable digital payments, safe savings, and fair credit so her enterprise can grow.

    “Turning this vision into reality will require concerted action on multiple fronts: public policy, private innovation, and grassroots capacity-building. South Africa is committed to doing its part. 

    “Through our Financial Sector Development Reform Program (FSDRP), supported by partners like the World Bank and the Swiss State Secretariat for Economic Affairs, we invest in the infrastructure and reforms that move inclusion from access to usage,” Masondo said.

    The Reserve Bank has launched the Inclusive Payments Digitalisation Programme that aims to bring practical digital payment solutions to the informal sector.

    “We have piloted it in two communities, Tembisa and Hammanskraal, to develop digital ecosystems right where people live and work. Some of you visited these enterprises in March. 

    “This pilot is a testament to what is possible when we blend policy intent with on-the-ground innovation. We plan to expand such efforts, informed by data and community feedback, so that no entrepreneur is left behind by the digital finance revolution.

    “Our commitment goes further. We are streamlining regulations to encourage low-cost fintech solutions through the Intergovernmental Fintech Working Group, strengthening consumer protection to build trust in digital finance through the Conduct of Financial Institutions (COFI) Bill, and improving connectivity in rural areas through the SA Connect programme,” he said.

    In essence, efforts are being made to create an environment where using financial services is easy, affordable, and safe so that inclusion translates into actual economic participation. 

    “But South Africa cannot do it alone. The beauty of the Global Partnership for Financial Inclusion (GPFI) is that it allows us to learn from each other and to tackle common challenges together. Every country in this room has experiences, successful policies, clever tech applications, and even instructive failures that can inform the way forward for all of us,” Masondo said.

    GPFI is an inclusive platform for Group Twenty (G20) countries, non-G20 countries and relevant stakeholders for peer learning, knowledge sharing, policy advocacy and coordination. 

    It is the primary implementing mechanism of the G20 Financial Inclusion Action Plan (FIAP).

    Marco Antonio Pedraza, a sixth-grade primary school teacher who migrated as a young man from the countryside to bustling Lima, used to spend his own money to purchase specialized teaching materials for the three neurodivergent kids in his class. He had only a vague idea of what AI was and was skeptical about its potential. 

    Then Pedraza was introduced to Microsoft 365 Copilot Chat, the AI companion that helps with work tasks. A group of AI experts recently trained him on how to write effective prompts to quickly generate personalized activities for the students just by typing a few traits of each. He was amazed by the results. 

    “It was a revelation,” says Pedraza, an experienced public school teacher with a humble background. “These days, a teacher requires technology to effectively assist the kids.” 

    He says the new tool saves him precious time and facilitates a more personalized education. As he gradually expands its use, he hopes Copilot will enhance the learning experience of all his students while opening new horizons for him that could help him thrive within Peru’s educational system.

    Pedraza is one of nearly 500 primary public school teachers participating in a pioneering pilot program launched by the education authorities of Lima metropolitan area (DRELM) in partnership with the World Bank, spanning over 200 public schools. All educators teach fifth and sixth grades. Most of the schools cater to children from low-income families, with some located in the city’s poorest areas. 

    Local education authorities expect AI can raise education standards and improve teachers’ capabilities in an inexpensive and easily scalable way, says Marcos Tupayachi, the representative of Peru’s education ministry for metropolitan Lima, the country’s capital and one of the largest cities in South America with 10.5 million residents or 30% of Peru’s population.  

    “It will help us a lot in transitioning from a traditional approach to a much more modern, student-centered approach,” Tupayachi points out. 

    Copilot Chat is powered by the latest AI models and uses web data and files uploaded by users to generate content. After a short training co-designed with a group of primary teachers, participating educators began using it at the start of the school year in early March through accounts provided by Peru’s education authorities. Chats are protected and not exposed to the public or used to train AI models.  

    If the results are as positive as expected, demonstrating enhanced student learning and improved teacher-student dynamics, the program could be expanded to all primary schools in Lima starting next year, Tupayachi says.

    A companion in the classroom 

    The World Bank is offering technical support to Peru to deploy the program, as part of the group’s wider efforts to promote education and social inclusion across the developing world. 

    Through AI, teachers can quickly and efficiently create lesson plans, curriculums and learning materials, while supporting grading and other administrative tasks, explains Ezequiel Molina, a World Bank senior economist. 

    This is especially important in a developing country where public schools are often understaffed and educators are underpaid and face limited training and access to advanced technology, Molina notes. 

    “We thought AI could be seen as an ally, helping teachers solve their challenges, design better and faster lessons and use the extra time to think about improving the educational experience for students,” he says. 

    Many educators in Peru have several jobs to make ends meet, says the economist, so AI can decisively help find a balance between work and life. As reliable connectivity is not widely available across schools, many educators in the program use Copilot on their own laptops at home or on their phones. They say they could barely believe the effectiveness of the AI tool when they first tried it.

    With the successful launch of the new data portal—the National Summary Data Page (NSDP) — the Central African Republic has implemented a key recommendation of the IMF’s Enhanced General Data Dissemination System (e-GDDS) to publish essential macroeconomic and financial data. The e-GDDS is the first tier of the IMF Data Standards Initiatives that promote transparency as a global public good and encourage countries to voluntarily publish timely data that is essential for monitoring and analyzing economic performance.

    The launch of the NSDP is a testament to the Central African Republic’s commitment to data transparency. It serves as a one-stop portal for disseminating various macroeconomic data compiled by multiple statistical agencies. The published data include statistics on national accounts, prices, government operations, debt, the monetary and financial sector, and the external sector.

    The launch of the NSDP was supported by an IMF technical assistance mission, financed by the Government of Japan through the Japan Administered Account for Selected Fund Activities (JSA), and conducted in collaboration with the African Development Bank (AfDB) from May 12 to 16, 2025.     Hagerty on the GENIUS Act: “It’s actually born from a great deal of frustration. We started working on the bill in earnest back in the fall, but we’ve watched what’s happened with the absence of any type of regulatory framework here in America. And what we see is this type of innovative technology moving offshore. The last thing I want to see is that I don’t want to see innovation leaving America. It’s all happening here right now. But what we saw was a lack of regulatory framework, which means a lack of certainty. And if you’re using enforcement actions from the [Securities and Exchange Commission], which was what has been happening for the past four years, to regulate the markets, it creates massive amounts of uncertainty. This will fix it […] It basically establishes a legal and regulatory framework to issue stablecoins here in America. Stablecoin is stable, meaning it’s backed by a certain currency. In this case it’s tied to the U.S dollar, but also, it’s backed either by cash or by short-term U.S. treasury securities. So, it’s entirely safe having that type of regulatory framework and disclosure around it so we know exactly what’s backing up these digital dollars, if you will, is going to be great.”
    Hagerty on the difference between stablecoins and typical cryptocurrency:“This is a payment mechanism, and not to be confused with Bitcoin or something that has a speculative component. This puts us into a digital payment framework. The fastest rails available, much better than the system developed in the seventies and eighties, which is slow. It takes days to clear […] It’s not going to be [backed by] equities. It’s going to be high quality, short-term assets, either short-term U.S. treasuries or cash. I think the majority of it’ll be U.S. treasuries. In fact, what this will do, and the projections are by 2030, this is according to Citibank, stablecoin issuers will be the largest holders of U.S. treasuries in the world.”
    Hagerty on opposition to the GENIUS Act: “No one in the industry is [opposing this legislation] and has to do with my colleagues. And basically, it’s gotten to be a question; we’ll find out tonight. We have broad policy agreement, Democrats and Republicans. The question is, can we get past the partisan politics and allow us to actually have a victory? I would enjoy having a bipartisan victory […] It’s politicians that want to see centralized control. And centralized control, if you want that, buy the digital yuan. I don’t want to see that happen here in America. I think it would be devastating for the dollar’s value as the reserve currency. This will actually perpetuate the dollar’s value as a reserve currency. It will extend that momentum. It’s going to extend demand for U.S. treasuries. There’s a lot to like about this.”
    Hagerty on Moody’s U.S. credit downgrade highlighting the need to pass the budget reconciliation package: “I think it puts more pressure on us as well, over the next couple of weeks, to get this reconciliation bill done in a way that’s responsible and shows real progress against the deficit […] I’d certainly like to see [the bill passed] sooner, and so would my colleagues in the Senate […] [Treasury Secretary] Scott [Bessent’s] perspective on the market is born from his experience. I’ll just say the immediate impact is real, but I think the market’s going to digest this. The other rating agencies [have] already put us at this place, but what I want to see is the reconciliation package come through stimulation of capital investment. That capital investment will be at more jobs, more economic activity, that’s going to be good for revenue growth […] My colleagues in the Senate want to see significant cuts.”
    Hagerty on the ongoing trade negotiations: “I think it’s coming much more clear. What we have is a system that’s a result of—you go back to the post World War II era, we put in place very favorable terms of trade. Countries like those in Europe, Japan, their economies were devastated. But we should have put a GDP-per-capita or a time limit on those. We didn’t. So, we wind up with these gross imbalances. For example, you build a car here in America, sell to Europe, ten percent tariff. They build one there, sell to us, two and a half percent. We’d never do that deal today. So, this sort of reciprocity is sorting itself out. We’ve had a deal struck with the UK; we’re in a good place with China.”
    Hagerty on tariff impacts: “To the extent there is an increase, you’ve got the producer, you’ve got the shipper, you’ve got the middleman, the retailer, and you’ve got the consumer. All of them may bear some of that. But it’s not certain to me at all, that that’s where we’re going to head. We could head to lower tariffs around the board […] The president’s been working very hard with China to make sure we get this thing addressed as quickly as possible.”

  • MIL-OSI Security: Help FBI Find One-Hit Wonders Bank Robbers

    The FBI Rocky Mountain Safe Streets Task Force, along with the Denver and Greenwood Village Police Departments, need the public’s help identifying three individuals who independently robbed three banks earlier this year. Although the images of these suspects are clear, none of these individuals have been positively identified.

    The FBI Denver Division has referred to them as the “One-hit Wonders” because we have linked each suspect to one bank robbery, and we are wondering who these individuals are. Hence, we are requesting assistance publicizing the subjects’ photographs with the goal of generating information that results in identifying the subjects.

    “We know that mobilizing the general public is a powerful crime-fighting tool,” said FBI Denver Special Agent in Charge Mark Michalek. “In fact, we have a recent federal sentencing in which we identified the so-called Penguin Bandit after a tip came in from the public. Someone out there will recognize these suspects if we can get the images in front of enough eyes.”

    The suspects are believed to be responsible for the following bank robberies:

    • Suspect 1: January 2 at approx. 3:15 p.m. CrossFirst Bank Denver, 4582 South Ulster St., Denver
    • Suspect 2: January 3 at approx. 5:35 p.m., ENT Credit Union, 1499 Wyncoop St., Denver
    • Suspect 3: January 14 at approx. 11:25 a.m., Bank of America, 5117 S. Yosemite St., Greenwood Village

    A photograph of Suspect 1 is included in the CrimeStoppers poster. No written description was provided.

    Suspect 2 is described as a white male, 50 to 60 years old, with a large build, who wore glasses during the bank robbery.

    Suspect 3 is described as a white female, approximately 5’5” tall, 40-50 years old, wearing a camouflage trapper hat, prescription glasses, a blue coat, and black gloves. The suspect walked with a limp.

    Please be on the lookout for anyone matching the above descriptions. Be aware of anyone similar who might have recently changed their spending habits or discussed coming into money suddenly.

    Bank robbery is punishable by up to 20 years in prison for each federal offense, and sentences can increase if a dangerous weapon is used in the commission of the crime.

    Anyone with information about one of these robberies or the identity of a One-hit Wonder suspect is asked to contact the Denver Police, Greenwood Village Police, FBI, or Metro Denver CrimeStoppers.

    Washington, DC: With the successful launch of the new data portal—the National Summary Data Page (NSDP) — the Central African Republic has implemented a key recommendation of the IMF’s Enhanced General Data Dissemination System (e-GDDS) to publish essential macroeconomic and financial data. The e-GDDS is the first tier of the IMF Data Standards Initiatives that promote transparency as a global public good and encourage countries to voluntarily publish timely data that is essential for monitoring and analyzing economic performance.

    The launch of the NSDP is a testament to the Central African Republic’s commitment to data transparency. It serves as a one-stop portal for disseminating various macroeconomic data compiled by multiple statistical agencies. The published data include statistics on national accounts, prices, government operations, debt, the monetary and financial sector, and the external sector.

    The launch of the NSDP was supported by an IMF technical assistance mission, financed by the Government of Japan through the Japan Administered Account for Selected Fund Activities (JSA), and conducted in collaboration with the African Development Bank (AfDB) from May 12 to 16, 2025. The mission was hosted by “Institut Centrafricain de Statistique et des Études Économiques et Sociales,” in close collaboration with the Bank of Central African States (BEAC) and the Ministry of Finance and Budget.

    Preston is set to come alive with colour, music and culture this May as the Preston Caribbean Carnival marks its incredible 51st anniversary. Over the late May Bank Holiday weekend, thousands are expected to join the celebrations which promise to be bigger, brighter and even more vibrant than ever before.

    The festivities began with the King & Queen competition to decide who will lead the parade this year. The King & Queen competition was held on Saturday, 17 May on Preston’s Flag Market and featured pieces judged by Rhonda Martin. Rhonda has judged Carnival competitions all over the world including Trinidad & Tobago, and Notting Hill Carnivals. There was live entertainment with DJs from around the world, providing the tunes and good vibes as a backdrop for the show, which included a stunning costume display and performances from three local dance troupes.

    We are inviting Islanders to the Weighbridge to learn what happens when we attend a major incident, or a public event. 

    Alongside the frontline Ambulance and Patient Transport Services, the voluntary agencies in attendance will include St John Ambulance, Normandy Rescue, the Ambulance Support Unit, the Aquatic Rescue Team, Jersey Honorary Police and the Community First Responders. 

    Our partner agencies are invaluable to our emergency responses and provide first aid support to our community – attending events and assisting with the nighttime economy, at peak times. 

    This open day is an opportunity to showcase what each organisation does, how we work together and some of our lifesaving equipment.     The 2025 Masters Tournament featured seven sponsors, with the Bank of America serving as the sole new sponsor for the year’s edition, distinguishing it from the previous year’s roster of sponsors. The Bank of America has agreed to serve as the Champion partner of the Masters’ Tournament. The partnership, which has been confirmed for the 2025 edition of the tournament, is worth an estimated $9.5 million annually. Overall, the tournament generated an estimated $60.45 million for the 2025 season, reveals GlobalData, a leading data and analytics company.

    GlobalData’s latest report, “Post Event Analysis – The Masters 2025”, reveals that the final round of the 2025 Masters on Sunday, April 13, emerged as the most-watched final round of the tournament since 2018 on CBS. The total prize purse for the 2025 Masters reached $21 million, marking the highest in the tournament’s 89-year history.

    Olivia Snooks, Sport Analyst at GlobalData, comments: “The Masters generally maintains long-term commitments with its sponsors. For instance, IBM has sustained a sponsorship relationship with the tournament for over 25 years. This strategic approach by the tournament organizers is designed to preserve their robust affiliation with established, high-value corporations.”

    The Reserve Bank of India (RBI) has decided to grant “in-principle” approval to Emirates NBD Bank PJSC for setting up a Wholly Owned Subsidiary (WOS) in India, under the “Scheme for Setting up of WOS by foreign banks in India”.

    Emirates NBD Bank PJSC is currently carrying on banking business in India in branch mode through its branches located in Chennai, Gurugram and Mumbai. The in-principle approval has been granted to the bank for setting up a WOS through conversion of its existing branches in India.

    The RBI would consider granting a licence for commencement of banking business in WOS mode under Section 22 (1) of the Banking Regulation Act, 1949 to Emirates NBD Bank PJSC, on being satisfied that the bank has complied with the requisite conditions laid down by RBI as part of “in-principle” approval.

    The Reserve Bank of India (RBI), vide order dated May 19, 2025, has cancelled the licence of “HCBL Co-operative Bank Ltd., Lucknow”. Consequently, the bank ceases to carry on banking business, with effect from the close of business on May 19, 2025. The Commissioner and Registrar of Cooperative, Uttar Pradesh has also been requested to issue an order for winding up the bank and appoint a liquidator for the bank.

    The Reserve Bank cancelled the licence of the bank as:

    1. The bank does not have adequate capital and earning prospects. As such, it does not comply with the provisions of Section 11(1) and Section 22 (3) (d) read with Section 56 of the Banking Regulation Act, 1949.

    2. The bank has failed to comply with the requirements of Sections 22(3) (a), 22 (3) (b), 22(3)(c), 22(3) (d) and 22(3)(e) read with Section 56 of the Banking Regulation Act, 1949.

    3. The continuance of the bank is prejudicial to the interests of its depositors.

    4. The bank with its present financial position would be unable to pay its present depositors in full; and

    5. Public interest would be adversely affected if the bank is allowed to carry on its banking business any further.

    2. Consequent to the cancellation of its licence, “HCBL Co-operative Bank Ltd., Lucknow” is prohibited from conducting the business of ‘banking’ which includes, among other things, acceptance of deposits and repayment of deposits as defined in Section 5(b) read with Section 56 of the Banking Regulation Act, 1949 with immediate effect.

    3. On liquidation, every depositor would be entitled to receive deposit insurance claim amount of his/her deposits up to a monetary ceiling of ₹5,00,000/- (Rupees five lakh only) from Deposit Insurance and Credit Guarantee Corporation (DICGC) subject to the provisions of DICGC Act, 1961. As per the data submitted by the bank, 98.69% of the depositors are entitled to receive full amount of their deposits from DICGC. As on January 31, 2025, DICGC has already paid ₹21.24 crore of the total insured deposits under the provisions of Section 18A of the DICGC Act, 1961 based on the willingness received from the concerned depositors of the bank.

    Thank you, President Bostic, for that kind introduction and for the opportunity to talk to this group today.1 I am delighted to be here, and I look forward to discussions at this important conference.
    The theme of today’s conference is developments in financial intermediation and potential implications for monetary policy. As this conference embarks on a larger discussion of the role of banks and nonbanks in various market segments—including credit markets, Treasury and money markets, and payments—I believe it is worth taking a step back to explore an important background factor, which is how and why central banks provide liquidity.

    The provision of liquidity by central banks is a foundational element of financial intermediation. Central banks should be able to provide liquidity effectively for the financial system to function smoothly. Today, I will take this opportunity to discuss some aspects of liquidity provision by the central banks. Of course, the main forms of liquidity provided by central banks—namely, currency and bank reserves—are the foundation of safe liquidity in the economy. It is vital for a central bank to make clear that it stands ready to provide liquidity should stress emerge. But a central bank must also take steps to minimize moral hazard. “Moral hazard” in this context refers to the concern that publicly provided liquidity might encourage private financial institutions to take on excessive risk.
    What I would like to focus on in this speech are two types of liquidity provision that aim to reduce the frictions associated with the basic operations of banks. The first type of liquidity is intraday credit, which is key in handling payment system frictions during the day, and the second one is overnight credit, which deals with a range of frictions.2 I will also highlight some design features of broadly similar liquidity facilities in three other advanced economies: the U.K., Japan, and the euro area. I believe it is valuable to look at other central banks’ experiences with liquidity provision, which entails recognizing the important differences that exist across jurisdictions and mandates and considering what lessons can be learned.
    At their core, liquidity facilities support the smooth operation and stability of the banking system, the effective implementation of monetary policy, and the furtherance of a safe and efficient payment system. This activity in turn supports the flow of credit to businesses and households. Last year, the Federal Reserve Board issued a public request for information (RFI) seeking to identify operational frictions in these facilities, and those comments are under review. I hope that today’s discussion about how facilities operate in the U.S. and around the globe can further that dialogue among participants at this conference.
    How It Works in the U.S.Let me start by discussing how liquidity provisions work in the U.S., as summarized in slide 3. Banks maintain deposit accounts at the Federal Reserve (Fed). The balances in these accounts, known as reserves, are the most liquid assets that banks have and are used to meet payment flows as households and business customers of banks carry out their regular business. Banks often experience mismatches in the timing of payment inflows and outflows, which could occasionally cause the balance in a bank’s account at the Fed to become negative. To help institutions manage this mismatch and promote the smooth functioning of the payment system, the Fed extends intraday credit, also known as daylight overdrafts.
    Intraday credit facilities provide temporary credit to depository institutions such as commercial banks and credit unions to foster the smooth functioning of the payment system. If a bank temporarily lacks the funds to process payments, it can use intraday credit to avoid delaying payments until it has sufficient liquidity. The Fed provides intraday credit on both a collateralized and an uncollateralized basis. Collateralized intraday credit is provided free of charge, whereas uncollateralized credit incurs a fee. Since this type of credit is provided on an intraday basis, the Fed expects banks to have positive balances in their accounts by the end of the operational day. If a bank has a negative balance at the end of day, it incurs an overnight overdraft and pays a penalty.
    The Fed also provides overnight credit through the discount window to approved counterparties against a broad range of collateral. This type of liquidity provision is designed to mitigate short-term misallocations of liquidity. For example, a bank may need to settle a large payment at the end of the day, but it may temporarily have insufficient funds in its account to do so. To meet the payment obligation, the bank could borrow in private interbank markets—in which financial institutions lend funds to each other on a short-term basis—or from the central bank. The rate on overnight credit also helps central banks with monetary policy implementation. In addition, overnight liquidity facilities often serve as a first line of defense against stresses, and they stand ready to provide liquidity when institutions face outflows.
    All discount window loans are collateralized, and a wide range of bank assets, including a variety of loans and securities, are eligible to serve as collateral.3 The Fed operates three separate facilities under the discount window: primary credit, secondary credit, and seasonal credit.
    The first one, primary credit, is available to generally sound banks at a rate that is currently set at the top of the target range for the federal funds rate. Providing liquidity at this rate supports the implementation of monetary policy because institutions can turn to the Fed if conditions tighten in money markets that might otherwise push overnight money market rates above levels that would be consistent with the Fed’s target range. As I noted earlier, primary credit also helps deal with idiosyncratic funding challenges that banks might be experiencing. Most of the funding provided is on an overnight basis; however, funding is available for up to 90 days.
    The next one, secondary credit, is available to banks that are not sufficiently healthy to have access to primary credit. It is available at a higher rate, features higher haircuts on collateral, and is limited to overnight credit.4
    The third facility, seasonal credit, provides short-term liquidity to smaller institutions that experience sizable seasonal fluctuations in their balance sheets. Typically, these are banks located in agricultural or tourist areas.
    Short-Term Credit Provision across JurisdictionsLooking at central banks’ experiences across jurisdictions provides useful insights about different approaches to providing liquidity.5 Central banks choose a combination of interest rates, collateral requirements, collateral valuation practices, and other design features to encourage usage of facilities while minimizing undesired consequences—in particular, moral hazard. For example, a central bank facility that provides liquidity at an attractive interest rate could be very effective in ensuring that shocks to the financial system do not disrupt the flow of credit but may potentially increase moral hazard. If that facility only accepted a narrow set of high-quality collateral, however, then the moral hazard associated with it could be reduced. Alternatively, the usage of a facility that charges an interest rate above the market rate (a so-called penalty rate) is likely limited, but if the facility accepted a broad range of collateral, usage can be encouraged.6 In these two examples, the counterbalancing choices are with respect to the interest rate charged and the eligible collateral. Different central banks might prefer one approach over the other depending on specific aspects of their frameworks and banking systems.
    Of course, there are challenges in comparing liquidity facilities across jurisdictions given important differences with respect to central banks’ legal authorities, monetary policy frameworks, the size of the economy and financial sector, and institutional structures. This divergence is also true across the four advanced economies that I will consider today: the U.S., the U.K., Japan, and the euro area. There can be large differences in each jurisdiction’s banking sector and central bank balance sheets relative to the size of their economies, highlighting the need to use caution when comparing aspects of their liquidity provision.
    With that caveat in mind, let’s look at the design features of some foreign central bank liquidity facilities that are fairly similar to the Fed’s discount window. As shown in figure 1, the Bank of England (BOE) operates two such short-term facilities: an operational standing facility and a discount window. The operational standing facility features lower rates but restricts acceptable collateral to high-quality, highly liquid sovereign debt. The discount window facility accepts a broader range of collateral but charges a higher rate.
    Which facility an eligible borrower turns to in the U.K. depends on the sorts of collateral that are being pledged. In the U.S., whether an institution has access to primary or secondary credit depends on the condition of the borrower. The BOE monitors borrower conditions, and the Fed also sets haircuts on collateral based on asset riskiness. The differences in design considerations could influence how eligible borrowers integrate these facilities into their regular liquidity management practices.
    The Bank of Japan (BOJ) has two facilities: one that provides overnight loans and another that provides somewhat longer-term funding up to three months. Because the BOJ has been operating a system with a very large supply of reserves for some time, its lending facilities tend not to be used extensively, other than in stress periods.
    The European Central Bank (ECB) operates a marginal lending facility quite similar to the Fed’s discount window. It can meet the idiosyncratic funding needs of individual banks and serves as a ceiling on interbank rates and thus helps the ECB implement monetary policy. This facility is an important element of the ECB framework even though the ECB’s approach to monetary policy implementation involves providing the banking system with a sizable amount of reserves through weekly (repo) lending operations.7
    The international differences show that central banks can accomplish their objectives using facilities with quite different designs. As I noted earlier, one of the vital purposes of a short-term liquidity facility is to be able to provide support to the banking systems during stress. The Fed, the BOE, the BOJ, and the ECB have been able to do so. Figure 2 shows short-term credit provision over time for the four central banks: the BOJ, the green line; the Fed, the black line; the ECB, the blue line; and the BOE, the red line.8 Each line is the monthly short-term credit outstanding as a share of central bank assets in 2019. This figure illustrates a few important points.
    First, at most times, use of the short-term central bank liquidity facilities is modest. Second, central bank provision of short-term liquidity can increase very rapidly during times of stress.9 For example, the Fed and the ECB provided substantial short-term liquidity during the 2007–09 financial crisis. Third, the figure also illustrates that stress is not always global in nature and peak usage does not necessarily coincide. For instance, short-term liquidity provision rose in the euro area during the European sovereign debt crisis that began in late 2009 and peaked in 2012, but it did not increase much in the U.S. Similarly, short-term liquidity provision increased in the U.S. during the March 2023 banking stress episode, but it did not increase in the euro area. I also want to highlight that during stress events, central banks complement their regular short-term standing liquidity facilities with other facilities. Therefore, stress events may not necessarily result in an increase in liquidity provision through a short-term standing facility.
    Now let’s turn to more recent developments. Over the past few years, as central banks have shrunk their balance sheets, liquidity has been gradually reduced, which has made the existing liquidity provision tools more relevant. The BOE and the ECB have indicated that they are moving toward operating frameworks in which short-term liquidity providing repo operations will play a key role.10
    The Fed has stated that it will continue to operate in an ample-reserves regime. In this regime, the primary credit rate is positioned to be slightly above the rate expected to prevail in interbank markets so use of the discount window should typically remain modest. Still, the facility remains available to be used. Figure 3 shows the discount window credit as a share of Fed assets over the past decade. As you can see from this figure, over the past few years, the discount window has been used more than was the case before the pandemic. Increased usage may be due to the discount rate being set closer to private market rates than was the case before the pandemic, the availability of longer maturity loans, and shifts in communication.
    Intraday Credit Provision across JurisdictionsJust as there are differences with respect to the provision of overnight liquidity across central banks, there are also differences in the provision of intraday credit. One difference is with respect to unresolved intraday overdrafts. As I noted earlier, it is possible for banks to incur overnight overdrafts if they fail to take such action as requesting an overnight loan, although overnight overdrafts are not considered business as usual and carry a penalty rate in the U.S., currently set at the primary credit rate plus 400 basis points.11 The BOJ does something quite similar. By charging a high penalty on overnight overdrafts, both the Fed and the BOJ discourage overdrafts.
    In contrast to the Fed and the BOJ, the ECB and the BOE can automatically convert most of the intraday overdrafts into an overnight loan from the business-as-usual facility seamlessly, without action on the part of the bank, against the same collateral at the end of the day.12 That feature creates a greater similarity between intraday credit and overnight credit in those jurisdictions. The relationship between intraday credit and overnight credit is going to be an important one for central banks amid developments in payment systems, including advances in technology and the expansion of payment system operating hours.
    ConclusionToday, I provided an overview of the Fed’s provision of liquidity through the discount window and intraday credit and highlighted some similarities and differences across jurisdictions. In summary, the Fed’s discount window and intraday credit facilities have many features that are similar to those found in other central bank facilities. While differences in institutional, legal, and financial system structures across jurisdictions make central bank short-term lending context specific, looking at the experiences of central banks across other jurisdictions is informative, as central banks share similar goals and face similar challenges when it comes to liquidity provision.
    The Fed is continually assessing and striving to improve the operational aspects of discount window and intraday credit. The Federal Reserve System has made several important advancements to ensure that liquidity provision meets the needs of the 21st century economy. For example, Reserve Banks have worked to streamline the use of electronic files when establishing access to the discount window and made technological advancements in the process for requesting a discount window loan. The Federal Reserve System launched a convenient online portal called “Discount Window Direct” for requesting and prepaying discount window loans that is generally accessible to banks 24–7. To improve familiarity with the discount window, Reserve Banks have conducted outreach to banks and made efforts to guide them in using the program.
    To complement these efforts, the Board issued an RFI last September seeking input on the operations of the discount window and intraday credit. Any issues identified in the responses to the RFI can help the Fed understand further improvements that may promote efficiency and reduce the burden on banks.

    Suspended sentence for bankrupt who defrauded HMRC

    • Former Chinese takeaway owner Zhang Jin Chen sold his house in Portsmouth and spent money from the sale in shops such as Apple and Burberry 

    • Chen knew he owed HM Revenue and Customs (HMRC) more than £43,000 in VAT at the time he made the purchases and other cash withdrawals 

    • The 51-year-old then filed for bankruptcy, claiming he only had £20 in his bank account

    A former Chinese takeaway owner who withdrew thousands of pounds from his bank account and bought items from shops such as Apple and Burberry instead of settling his tax bill has been sentenced. 

    Zhang Jin Chen owed HM Revenue and Customs (HMRC) more than £43,000 in VAT when he sold the house he owned with his then wife in Portsmouth in the autumn of 2020. 

    However, Chen disposed of £107,550 of his proceeds from the house sale without paying HMRC back. 

    The 51-year-old then applied for his own bankruptcy the following summer, claiming he only had £20 in his bank account, and £100 in cash. 

    Chen, of Havant Road, Portsmouth, was found guilty of fraudulently disposing of property as a bankrupt under the Insolvency Act 1986. 

    He was sentenced to 12 months in prison, suspended for 18 months, at Portsmouth Crown Court on Friday 16 May.  

    He was also ordered to complete 150 hours of unpaid work and 10 days of rehabilitation activity. 

    Mark Stephens, Chief Investigator at the Insolvency Service, said: 

    Zhang Jin Chen had the money available to pay the VAT he owed to HMRC twice over following the sale of his house but chose not to do so. Instead, he withdrew huge sums of money in cash and made purchases from the likes of Burberry and Apple. 

    Individuals who are declared bankrupt commit a criminal offence when they put assets out of the reach of creditors in the five years leading up to their bankruptcy. 

    Chen clearly intended to conceal his affairs and defraud HMRC so he could be more than £100,000 better off, instead of little over £60,000 if he had paid his debts.

    Chen ran a Chinese takeaway called Fortune House from an address on Albert Road in Portsmouth. He registered Fortune House as a business with HMRC in February 2012 but did not register it for VAT. 

    HMRC officials visited the takeaway in February 2020, finding evidence that Fortune House should have been VAT registered since December 2012. 

    Chen applied for bankruptcy in July 2021, stating that he knew he owed HMRC £43,876 in VAT but that he could not repay the debts. 

    However, in October 2020, Chen and his ex-wife sold their jointly owned house on Garnier Street in Portsmouth. 

    Over the next two months, Chen withdrew his proceeds of the sale in cash, the largest of which were two withdrawals of £30,000 in November 2020. 

    He also spent more than £3,500 on Apple products in November and December 2020 and a further £880 on a purchase from Burberry nine days before Christmas. 

    Chen signed a five-year Bankruptcy Restrictions Undertaking in March 2022 restricting him from being able to borrow more than £500 without disclosing his bankrupt status.  

    The restrictions also prevent him holding certain roles in public organisations. 

    The Insolvency Service is seeking to recover the funds under the Proceeds of Crime Act 2002.
