    The Bank of Russia also suggests that organizations regularly check the quality of AI, pay attention to maintaining the confidentiality of personal data, and organize AI risk management.

    “We have studied global trends in AI regulation, discussed with market participants and came to the conclusion that for the Russian financial market at this stage, soft regulation of the use of such technology will be relevant. We hope that the guidelines laid down in the Code of Ethics will be able to make financial services, in which artificial intelligence is integrated, even more high-quality, safe and convenient,” said Stanislav Korop, Head of the Department of Financial Technologies.

    In addition, according to the Bank of Russia, the exchange of experience and best practices in compliance with ethical recommendations can play a special role in the trusted and responsible use of AI in the financial market. The regulator is ready to facilitate this.

  • MIL-OSI Russia: Financial news: Volunteers will teach how to check information and will identify unfair practices of financial organizations

    Volunteers will teach people how to navigate the information space in order to distinguish fraudsters’ tricks from current offers in the financial sector. They will also help financial institutions better understand the problems of clients with different types of disabilities and identify unfair practices in the market. Such priorities were identified by participants of the XI All-Russian Congress of Financial Education Volunteers.

    The Congress traditionally brings together volunteers from all over the country and serves as a platform for exchanging experiences, developing and scaling initiatives, identifying modern trends and promising areas for promoting financial literacy.

    Most of the initiatives presented at the congress are designed for adults. The emphasis is on a targeted approach, the ability to adapt an idea to the needs of the target audience. For example, volunteers conduct classes on family budget management with newlyweds, where they teach how to find a compromise in delicate financial matters. Financial activists also help organize training and employment for young people with disabilities, tell military personnel how to resist fraudsters, and explain the peculiarities of Russian financial legislation to residents of new regions.

    “Teaching adults is not easy: everyone has their own life experience, education, priorities. Not everyone is ready to learn just because someone said it is important and necessary. But people are happy to learn when they are given knowledge at the right time and in a convenient form. Therefore, flexibility and a variety of formats are very important, and this is exactly what we are learning from you, from financial education volunteers,” said Elvira Nabiullina, Chairman of the Bank of Russia.

    Today, the register of financial education volunteers already includes 19 thousand activists: students, professional financiers, employees of educational institutions, public organizations, and commercial companies.

    European Parliament resolution on the case of Ryan Cornelius in Dubai

    (2025/2796(RSP))

    The European Parliament,

     having regard to Opinion No 19/2022 of the United Nations Working Group on Arbitrary Detention (UNWGAD),

     having regard to Rules 150(5) and 136(4) of its Rules of Procedure,

    A. whereas Ryan Cornelius, a 71-year-old British national married to an EU citizen, has been arbitrarily detained in the United Arab Emirates (UAE) since 2008, following a conviction on false fraud charges related to a loan from Dubai Islamic Bank (DIB) for a property development project;

    B. whereas he was initially sentenced to 10 years’ imprisonment and, just before his scheduled release in 2018, his sentence was extended by an additional 20 years under Dubai Law 37 of 2009, applied retroactively and in violation of international legal standards;

    C. whereas according to human rights organisations, the UAE Government has a concerning track record of arbitrary detention, unfair trials and allegations of torture;

    D. whereas according to independent auditors, the real estate development seized from Ryan Cornelius by DIB is demonstrably worth many times the amount of his outstanding debt to the bank;

    E. whereas the UNWGAD has declared his continued imprisonment a violation of international law, citing a lack of due process, coerced confessions, solitary confinement, denial of legal counsel and coerced signing of documents in Arabic;

    F. whereas Ryan Cornelius continues to be held in inhumane prison conditions, with his health deteriorating and without proper access to healthcare;

    G. Whereas Dubai Law 37 of 2009 states in Article 7(1) that the convicted person (the debtor) shall not be sentenced to jail if that person is aged over 70; whereas Ryan Cornelius turned 70 in 2024 and as such should be granted an exemption under this law;

    1. Condemns Ryan Cornelius’s arbitrary and prolonged detention and calls for him and all other arbitrarily detained persons to be released immediately and unconditionally;

    2. Demands that he be granted an enforceable right to compensation and other reparations, in accordance with international law;

    3. Urges the Dubai authorities to provide him with access to adequate medical treatment and care in accordance with international standards on the treatment of prisoners, and to ensure an independent investigation into his arbitrary detention;

    4. Denounces the retroactive application of Law 37 of 2009 and urges the UAE to ensure fair trials and abolish the practice of debt-related imprisonment; notes that Ryan Cornelius remains in prison despite the authorities having seized assets valued at more than twice his original debt;

    5. Expresses solidarity with his family;

    6. Calls on the United Kingdom to take all necessary action to ensure Ryan Cornelius’s release; urges the VP/HR, the EU Special Representative for Human Rights, the Member States and the EU Delegation to the UAE to raise his case in all bilateral engagements with the UAE and closely monitor the conditions of his detention;

    7. Instructs its President to forward this resolution to the Commission, the Council, the VP/HR, the EU Special Representative for Human Rights, the Member States, and the governments of the United Kingdom and the UAE.

    From September 1, 2025, banks and microfinance organizations will not be able to charge penalties, fines and fines on the debts of a deceased borrower while his relatives are processing the inheritance. law adopted by the State Duma.

    The following story is from Imed Eddine Chaguetmi, Counselor, Founder and former Chair of the IADC University of Boumerdès Student Chapter and 2024 IADC Student Chapter scholarship recipient.

    I’m Imed Eddine Chaguetmi, drilling engineering student at the University of Boumerdès, Algeria. But this is not just about studies — this is the story of how I built something from nothing… and how it changed everything for me.

    When I reached my master’s degree, I was already active in several student chapters. But as a drilling student, I felt a deeper question rising: What legacy am I leaving for my field?

    That’s when I discovered IADC. I reached out to Hisham Zebian, IADC Vice President Eastern Hemisphere, and after a few exchanges, we scheduled a meeting that would eventually change everything.

    At the same time, I launched a new drilling club on campus — I built its structure, crafted the vision and formed a team of more than 50 students, including eight board members, from scratch. Balancing this with my studies was overwhelming. Meetings, general assemblies and strategy sessions were all packed into a short span. But I believed in it — and I knew it would be worth it.

    And it was.

    In April 2025, we received official recognition from IADC. That moment — seeing the IADC logo next to our university’s name — was unforgettable. We made history by becoming the first and only IADC student representation in Algeria.

    We didn’t stop there. We organized impactful national and international events, formed partnerships with professionals and fulfilled our mission: to bridge the gap between academia and industry.

    But behind every success were sacrifices. We faced internal conflicts – moments that tested our relationships and mental strength. Still, we never let go of respect, patience and vision — the values that held us together.

    In less than a year, we built a strong, recognized community. I met professionals who already knew about IADC Boumerdès, and many who connected with me through the work we accomplished. That wasn’t luck — it was passion, belief and consistency.

    More than anything, seeing our student members grow, lead with confidence and act like true professionals in every task they handled — that made me genuinely proud of the impact we could make together.

    IADC has been a turning point in my life — a transition from being a student to becoming a young professional. It gave me the chance to speak on stage for the first time, to be supported in my studies and to grow through meaningful leadership.

  • MIL-OSI United Kingdom: Convicted criminal Trump should not be welcomed in Scotland

    Scotland must make it clear – Trump is not welcome here.

    The President of the United States and convicted criminal Donald Trump is set to visit Scotland later this month, according to latest reports.

    The US President was found guilty of 34 felonies in 2023 relating to falsified business records, after he paid $130,000 in hush money to cover up an affair with an American porn star. Trump also has dozens of sexual assault allegations against him dating back to the 1970’s.

    The Scottish Greens have long called for an investigation into Donald Trump’s finances in Scotland through an Unexplained Wealth Order (UWO).

    A UWO is a power held by the Scottish Government to investigate the finances of politically active individuals who have gained wealth through suspicious means. Given Donald Trump’s Menie Estate golf course, which he is set to visit this month, was cited in one of his felony charges, it’s now clearer than ever that a UWO must be used.

    Scottish Greens Co-Leader Patrick Harvie MSP said:

    “There is no way that Donald Trump should be welcomed to Scotland. He is a convicted felon and political extremist who has shown a complete lack of respect for human rights and democracy in America and around the world.

    “His Vice President has attacked the democratic system of Scotland when he lied about a bill my colleague Gillian Mackay passed and his former billionaire bestie Elon Musk has spread misinformation about our country online, as well as other far right conspiracy theories.

    “At home, Donald Trump has sent troops onto the streets to threaten his own citizens, he is constructing a concentration camp in Florida and he has underfunded crucial services which have already cost the lives of working-class people.

    “Not to mention his contempt for international law by welcoming Israel’s Prime Minister, Benjamin Netenyahu to Washington D.C. – a man who has an arrest warrant from the International Criminal Court for war crimes – and celebrating the collective punishment of innocent civilians in Gaza and the West Bank.

    “I am urging the SNP Government to make it clear that Trump is not welcome in Scotland. Because I am sure that on the streets of Glasgow, Edinburgh, Aberdeen and anywhere else he may go, the people of Scotland will make it clear that Donald Trump is not welcome here.”

    Headline: Tags that help players identify accessibility features now available across all digital Xbox experiences

    Created in collaboration with the Entertainment Software Association (ESA), Electronic Arts, Google, Nintendo of America, Ubisoft and other gaming companies as part of the newly formed Accessible Games Initiative, the Accessible Games Initiative tags help the more than 429 million players with some form of disability identify the accessibility features available in a specific game, before they make a purchase.

    This transition to the new Accessible Games Initiative tags is a continuation of the work Xbox started in 2021 by releasing the Xbox Game Accessibility Feature tags.  Any Xbox Game Accessibility Feature tags that do not have equivalent Accessible Games Initiative tags will remain on our platform. This new combination of tags will make it even easier for players with disabilities to learn about available accessibility features and find their next great game. 

    We caught up with Brannon Zahand, Senior Technical Program Manager at Xbox, and Steve Saylor, content creator and gaming accessibility advocate, to discuss the work towards greater standardization of accessibility in games, what these tags mean for players today, and why this work is important.

    Interview with Brannon Zahand, Senior Technical Program Manager at Xbox, and Steve Saylor, Content Creator and Gaming Accessibility Advocate

    Today’s a big day! What does it mean to you, on a personal level, to have the new Accessible Games Initiative tags available across all digital Xbox experiences?

    Brannon Zahand: This work has been over half a decade in the making, so finally seeing these new tags in our store experiences is incredibly exciting. And it’s been amazing to see not just the positive community sentiment, but the rapid adoption we’ve had from game developers.

    Steve Saylor: I’m very excited! As more and more accessible games are being released, being able to find them via tags that cater to my accessibility needs is fantastic. I’ll be able to find my next favourite game or find that rare gem that I would’ve missed.

    Where exactly can players find these new tags, and will the Xbox Game Accessibility Feature Tags still be available?

    Zahand: On console, these tags can be found in many places, including the Xbox Store and filters in “My Games & Apps.” They are also available in the Xbox PC app, Xbox Mobile app, as well as on Xbox.com. In total, players will find more than 4,000 tags across all these experiences, which we’re really proud of. As for the original Xbox Game Accessibility Tags, we kept the tags which didn’t have Accessible Games Initiative equivalents as we heard from the community that they still found these very helpful. Those tags are “Accessibility on launch,” “On-demand tutorials,” “Pausable,” “Adjustable input sensitivity,” and “Single stick gameplay.”

    Why are these new tags being introduced, when Xbox already had its own tagging system?

    Zahand: Obviously, we love our Xbox Game Accessibility Tags. Developers and consumers alike both told us they gained a lot of value from them. But, at Xbox, we really view accessibility through the lens of collaboration, not competition. We realized we can do more good for our community and the developers that support them if we can align with other industry leaders to create a consistent language for developers to share information about what accessibility features their games have, regardless of platform or storefront. It reduces the amount of effort developers have to make to try to support different tagging systems, and makes it easier for the community by reducing the number of tagging systems they have to learn.

    As a founding member of the Accessible Games Initiative, what was it like to work with not only the ESA, but other industry partners, on these tags?

    Zahand: It was such an amazing experience. There are so many passionate accessibility experts and advocates in our industry now, and having the opportunity to tackle such a transformative initiative with them was so rewarding. My sincere thanks go out to each and every one of them for all the effort they poured into making the Accessible Games Initiative a reality.

    The Accessible Games Initiative marks a significant step in the standardization of accessibility in video games. Why is this important?

     Zahand: For years, people spoke about accessibility using similar terms but with very different meanings and expectations. For example, a long time back, I remember seeing a game that advertised itself as having subtitles. I was excited to try it out until I realized the subtitles were white text… and a decent chunk of the game was played in a snowy environment. There were points where it was impossible to read the text. Now, I was fortunate that I didn’t need the subtitles; for me, they were a “nice to have.” But I can imagine that those who rely on subtitles, like players in from the d/Deaf and hard-of-hearing community, were likely frustrated by this. With these new tags, individuals buying a game tagged with “Large & Clear Subtitles” can be certain that the subtitles will have an adjustable background ensuring they’ll be able to read text regardless of the  game environment in the background. And if you think about it, this makes it easier for game developers as well. It gives them a clear place to start when they think about what types of accessibility features they may want to implement and the “minimum bars” that make those features useful and enjoyable.

    Saylor: It’s important because right now accessibility information about a game is rare. We get some info here and there, but we often won’t know if a game is accessible until we buy it and play it ourselves. With these tags it’s a great step forward for the industry to at least have a baseline of information so we can make our purchasing decisions wisely.

    What do you hope these tags signal to the rest of the industry?

    Zahand: I hope these tags are a reminder to developers, publishers, and consumers alike that accessibility is a win-win. Accessible games are good for everyone. For gamers, they give those who need these features an opportunity to take part, and those who simply enjoy customizing their gaming experience more options to do so. For developers, it allows their art to be enjoyed by more people. And since the use of these tags and implementation of these features isn’t mandatory, it gives them the freedom to do what they think is best for their game and players.

    Saylor: I hope it’s a signal to the industry that accessibility is not a daunting thing. Yes, it can be a lot of work. But, instead of being a mysterious thing, developers can look at the tags and say, “Oh that’s how you do it? That can totally be done.” It’s not the whole picture but it at least sets a standard going forward.

    If I am a game developer hearing about these tags for the first time, how can I get involved?

    Zahand: For Xbox developers, I’d recommend checking out our developer documentation on both the Accessible Games Initiative tags and Xbox Accessibility Feature Tags at https://aka.ms/afts.     Saylor: A game that surprised me the most this year was Atomfall. Not only is it a great game to play on Game Pass, but it has a large amount of accessibility that made it so much fun to play. It has multiple tags already that include Clear and Large Text, Large and Clear Subtitles, Playable with Keyboard, or Touch controls, and more. I definitely recommend giving it a try!

    Since our previous blog post, we have dramatically reduced load times by an average of 40%, and achieved greater responsiveness, for 13 browser features, such as:

    That’s why today we’re announcing Microsoft Elevate and the AI Economy Institute—to ensure that as AI transforms our world, we’re putting people first by equipping them with the skills, knowledge, and tools to thrive with AI.

    Microsoft Elevate brings into one organization our technology support, donations, and sales for schools, community colleges, and nonprofit organizations. It is the successor to and expands upon the longstanding work of Microsoft Philanthropies and the Tech for Social Impact team that supports nonprofits.

    More broadly, this represents our next chapter for corporate philanthropy and our non-commercial business model. As we have with Tech for Social Impact, we will run this new business with commitments to reinvest a share of our profits into nonprofit programs. We are announcing today that over the next five years, we will donate on a global scale more than $4 billion in cash and AI and cloud technology to K-12 schools, community and technical colleges, and nonprofits to help advance their missions.

    Microsoft Elevate will also pursue the next phase of our global skilling programs and initiatives. Through the Microsoft Elevate Academy, it will help bring AI education and skills to people around the world. In the next two years, the Microsoft Elevate Academy will help 20 million people earn an in-demand AI skilling credential ranging from foundational fluency to advanced technical training. Working in close coordination with other groups across Microsoft, including LinkedIn and GitHub, Microsoft Elevate will deliver AI education and skilling at scale. And it will work as an advocate for public policies around the world to advance AI education and training for others.

    Microsoft will partner with governments on a national, state, and local basis, as we have with the largest state in Germany, North Rhine-Westphalia. It will focus on advancing AI education and training with schools, community colleges, and nonprofits. It will launch new and innovative initiatives, including the support we’re announcing today for a new “Hour of AI” with Code.org.     A moment to reflect

    Today’s tech sector is in an AI race—with some aiming to be the first to reach artificial general intelligence or even superintelligence. But what do we really hope to create at the supposed finish line?

    The best time to ask hard questions about AI’s future is now—before it becomes even more powerful and pervasive. History shows that technology can empower creativity, expand knowledge, and connect people. But it can also deepen divides. Nearly 150 years after Thomas Edison lit his first light bulb, hundreds of millions still lack electricity. And in just 15 years, social media has gone from what people saw as a promising tool to spread democracy to a weapon of disinformation.

    As we look ahead, we must ask ourselves: Are we building machines to replace people, or to help people thrive? Are we trying to create AI that will outsmart humanity—or elevate it?

    At Microsoft, we’re putting a clear stake in the ground: we believe in advancing AI by putting people first.

    Elevating the humanity of work

    This initiative is part of a broader commitment to help people shape the future of work, not just react to it.

    Work has always been more than a paycheck. It’s how people contribute, grow, and find meaning in their lives. It’s a source of identity, purpose, and dignity. This isn’t a new idea. Two thousand years ago, Aristotle called it eudaimonia—the ability to flourish through purposeful activity. That idea still resonates today, especially as AI begins to reshape the nature of work itself.

    AI is a powerful tool that can help us learn and be more productive. But as with any tool, it needs to be used in the right ways and with a broad perspective. This is one of the lessons from the use of social media. We’ve probably all experienced someone connecting on their phone with a friend far away while ignoring a family member sitting in the same room. We need to use AI to think more, not less. And this is a function not only of technology but culture and habits. It will require thoughtful conversations in homes, schools, and in the workplace about how we make the best use of AI.

    Ultimately, the conversation about AI and jobs must begin with people—not just productivity. Machines can process data, but only humans can exercise judgment. Machines can mimic language, but only humans can offer empathy. Machines can optimize, but only humans can care. The goal isn’t to build machines that replace us—it’s to build machines that help us do more and do it better.

    One key to success will be partnerships, so a broad array of stakeholders can have input into where AI is going. That means working with governments, educators, labor unions, employers, and community leaders to ensure AI reflects human values and serves human needs.

    This is why we have been deepening our partnerships with labor organizations like the AFL-CIO and, as announced yesterday, with the American Federation of Teachers, or AFT, to deliver AI training to union members, apprenticeship instructors, and educators—including a new National Academy for AI Instruction and a summer skilling series across the building trades. We’re also working with policymakers to encourage public policies that support lifelong learning, workforce readiness, and equitable access to AI education.

    A new corporate think tank: Microsoft’s AI Economy Institute

    It’s important to acknowledge that we don’t have all the answers to the new questions that AI will pose for societies around the world. No one does.

    To support our work with deeper research and policy insight, Microsoft Elevate will work in close coordination with the Microsoft AI Economy Institute. We started work this past January on what is a new kind of corporate think tank—one designed to bridge the gap between technological innovation and societal impact.

    Housed within the AI for Good Lab and building on the best traditions of Microsoft Research, the Institute sponsors and convenes researchers to explore how AI is reshaping work, education, and productivity. It’s focused on turning those insights into real-world solutions that inform Microsoft’s strategy and public policy engagement.

    The Institute supports academic research that explores the transformative potential of AI around the world. Current projects, representing academics from universities across the globe, began earlier this year and span from investigating how generative AI can drive transdisciplinary academic innovation to addressing policy gaps in African higher education to evaluating the real-world labor market value of AI skills and micro-credentials. This work underscores the Institute’s commitment to inclusive, evidence-based insights that shape responsible and globally relevant AI futures.     Americans lost more than $12.5 billion to fraud in 2024
    This week, Senators Kirsten Gillibrand, ranking member of the U.S. Senate Special Committee on Aging, and Elizabeth Warren, ranking member of the U.S. Senate Committee on Banking, Housing, and Urban Affairs, demanded answers from the Trump administration on the impact of federal cuts to agencies that protect seniors from financial frauds and scams. The senators’ letter follows the release of a Government Accountability Office (GAO) report detailing the need to enhance protections against frauds and scams through coordination among federal agencies such as the Federal Bureau of Investigation (FBI), the Treasury Department, the Federal Trade Commission (FTC), the Federal Reserve, and the Consumer Financial Protection Bureau (CFPB).
    Even after the release of GAO’s report, the Trump administration has continued efforts to gut these agencies. For example, in April, the administration fired about 1,500 CFPB employees—or almost 90% of the agency’s staff. The so-called “Department of Government Efficiency” (DOGE) has also attempted to harass public servants throughout the federal government into leaving their jobs, decreasing personnel at the very agencies that GAO agrees are needed to protect older adults.
    “GAO’s report detailed the need to enhance our nation’s response to scams, including through better coordination among federal agencies. Despite that need, President Trump allowed an out-of-touch billionaire to slash the very agencies that protect Americans from scams, including millions of older adults,” the senators wrote. “We ask GAO to examine the impact of these severe cuts on the ability of the federal government to address frauds and scams, and to carry out the recommendations in GAO’s report.”
    American consumers reported losing more than $12.5 billion to fraud in 2024. Older Americans alone lost a record $4.8 billion to scammers last year, according to the FBI.

    Dear Mr. Dodaro,
    We write today to request that the Government Accountability Office (GAO) follow up on its report, Consumer Protection: Actions Needed to Improve Complaint Reporting, Consumer Education, and Federal Coordination to Counter Scams (GAO-25-107088). GAO’s report detailed the need to enhance our nation’s response to scams, including through better coordination among federal agencies. Despite that need, President Trump allowed an out of touch billionaire to slash the very agencies that protect Americans from scams, including millions of older adults. We ask GAO to examine the impact of these severe cuts on the ability of the federal government to address frauds and scams, and to carry out the recommendations in GAO’s report.
    American consumers reported losing more than $12.5 billion to fraud in 2024, and scams can have a particularly devastating impact on the mental and financial health of older adults. Older adults are more likely to have accumulated savings and housing wealth, making them targets for scammers who “steal everything,” and leave the older adults “emotionally and financially ruined.” One older adult testified about a scam that cost her late husband his job, his self-confidence, and forced him to ration his medications – setbacks that contributed to his declining health. Another older adult testified that she could not repair her home, afford air conditioning, and had to turn off her refrigerator and stove after losing $39,000 in a scam. Even as elder scams are devastating, they are also difficult to investigate because of their global nature. Frequently, such scams combine the efforts of overseas criminal organizations with operatives in the United States.
    In April 2025, GAO released a report, Consumer Protection: Actions Needed to Improve Complaint Reporting, Consumer Education, and Federal Coordination to Counter Scams, that highlighted the scope of scams and the weaknesses in the federal government’s efforts to combat them. The report included several recommendations for the federal government, such as the need for the Federal Bureau of Investigations (FBI) to lead an effort to develop a national strategy to counter scams. Many of the recommendations made it clear that agencies such as FBI, the Department of Treasury, the Federal Trade Commission (FTC), the Federal Reserve, and the Consumer Financial Protection Bureau (CFPB) will need to work together to find solutions. The interagency cooperation envisioned by GAO’s report will require federal agencies that are well resourced and staffed with the proper expertise.
    Although there is a need to enhance our nation’s response to scams, President Trump has empowered efforts to decimate the very agencies leading the response. On January 20, 2025, President Trump established the so-called “Department of Government Efficiency” (DOGE). The initial head of the DOGE, Elon Musk, the world’s richest man, does not need to worry about his basic needs and lives a life of unfettered influence and power. Yet, Mr. Musk and his cronies at the DOGE set a goal of cutting $1 trillion from agencies that serve working class Americans, older adults, and people with disabilities. Efforts by the DOGE include attempts to harass public servants throughout the federal government into leaving their jobs. DOGE efforts also include drastic cuts at agencies with a role in addressing scams, such as the CFPB, which has been subjected to mass firings. Consequently, we seek GAO’s assistance in understanding how DOGE’s actions affect key agencies’ efforts to address frauds and scams in general and implement GAO’s report recommendations in particular.
    We understand that the DOGE’s efforts are ongoing and its efforts at the FBI, FTC, CFPB, the Department of Treasury, and the Federal Reserve may not be completed for many months. We also understand that GAO may receive some insight into the impact of DOGE’s actions at the five agencies when the agencies submit an action plan to Congress and GAO as part of the formal “180-day Letter” process that is in place for GAO recommendations to federal agencies. Therefore, we ask that GAO defer any work until it receives and initially analyzes the action plans from agencies that were targeted by the recommendations.
    Once the agency action plans have been received and analyzed by GAO, and the DOGE’s efforts are sufficiently completed, we request that GAO examine and report on the following issues:
    1. In its April 2025 report, GAO identified five key agencies that play a role in addressing frauds and scams. Since January 20, 2025, how has the ability of the five agencies to address frauds and scams been impacted by firings, resignations, buyouts, agency restructurings, and other actions undertaken by the Trump Administration and the DOGE?
    a. What changes have occurred at the five agencies a year or less following the actions taken by the Trump Administration and the DOGE, and what, if any, observable impact have those changes had on efforts to address frauds and scams?
    b. What impacts may the changes have over multiple years on the five agencies and their efforts to address frauds and scams?
    2. GAO’s April 2025 report included 16 recommendations for the federal government to improve its response to frauds and scams. How have the changes implemented by the Trump Administration and DOGE impacted the ability of the five agencies identified in the April 2025 report to implement GAO’s recommendations? Further, if efforts are made to reverse the changes at any of the five agencies, please describe the success of those efforts. Please include any barriers the agencies have faced to restaffing and restoring efforts to combat frauds and scams.

Currently, Arizona and California have only 25 and 24 affordable and available homes, respectively, for every 100 extremely low-income households. Nevada faces the nation’s most severe affordable housing shortage, with only 17 affordable and available homes for every 100 extremely low-income households in need. To address the dire need in Nevada, FHLBank San Francisco launched the Nevada Targeted Fund in 2023, the first targeted fund in the FHLBank System, to specifically fund affordable housing projects in Nevada.     In June 2025, IADC representatives traveled to Suriname to meet with officials and participate in an industry conference. These representatives included Jim Rocco, Sr Director – Government & Industry Affairs – Offshore, Gerardo Barrera, Asst Director – Accreditation Programs, and Ricardo Carvalho, Latin America Chapter Regional Representative. 

    On 16 June, the team met with four officials from Suriname’s offshore regulatory agency, Staatsolie Hydrocarbon Institute (SHI). The team discussed how IADC training programs could benefit SHI staff and university students in Suriname, and how IADC’s commitment to advocacy could support the region’s flourishing sector through increased understanding of industry standards and best practices. 

    From 17-20 June, the IADC team attended the 2025 Suriname Energy, Oil & Gas Summit & Exhibition (SEOGS). This 5th edition of the event was hosted by Staatsolie in Paramaribo, Suriname under the theme “A New Dawn.” The event provided an excellent forum for our team to network and participate.     IMCA is committed to continuously improving the value we provide to our Members.

    This is why we launched our IMCA Member Survey in March to hear your views about IMCA, and the value you get from IMCA membership.

    This feedback is essential to help us shape our future initiatives, to refine the benefits of IMCA membership, and ensure IMCA continues to deliver the value that you need.

    So, thank-you to everyone who filled in the survey. Your input has given us a wealth of data and insights covering every aspect of our work.

    While we continue to analyse the results, we want to share a few of the headline findings, and to let you know about some new initiatives we are introducing in response to your feedback.

    •  Some Members told us that they found it hard to make the most of their IMCA Membership, either because they weren’t sure how, or because they didn’t have the time. Members also told us that they struggled to attend IMCA’s in-person events. We have launched a new series of online IMCA Member briefings to help Members understand and access the benefits of IMCA Membership, and we will explore other ways of making our events more accessible in 2026.
    • Just one-third of IMCA Members are aware of IMCA’s advocacy work on behalf of the marine contracting sector – with the International Maritime Organization, with the European Union, and with national governments and regulators. We will step up our communication of this work, and will launch a new Advocacy Hub on the IMCA website to share news and resources from our campaigns.
    • Members gave us excellent feedback on new services that IMCA could introduce to serve its Members, and key industry issues that IMCA should focus on over the next two to three years. These areas included training and continuing professional development, attracting the next generation of talent to join our industry, guidance on meeting new environmental regulations, and supporting Members as they implement AI and new technology in their operations. We will feed these insights into the development of IMCA’s new strategy, which will be launched at the end of this year.

    We will publish a more detailed report on the results of the Member Survey, and the actions we are taking in response, as part of our Annual Impact Report, which will be published this Autumn.

    Who did we hear from?

    We received survey responses from 525 people working for 272 Member businesses and organisations. The responses from different regions, different types of Member (contractor, supplier, etc), and from different divisions (marine, diving, etc) was in proportion with IMCA’s global membership, making this a strong, representative sample.

    • This is good, but we want to do even better in 2026. We aim to engage with every one of our 800+ Member companies next year – through our annual IMCA Member Survey, through more frequent and targeted ‘pulse’ surveys, by making our events more accessible, and by expanding our network of regional experts and Member engagement directors.

    More than 85% of respondents said they were ‘satisfied’ or ‘very satisfied’ with their company’s IMCA Membership.

    We asked Members to say, on a scale of one to 10, how likely they would be to recommend IMCA membership to a colleague. The results gave us an average score of 8.5 out of 10, and a net promoter score’ of 46.1

    • These are very strong results, and demonstrate the value of IMCA Membership across our different divisions and areas of work. However, we are not complacent, and using the insights contained in this Member survey we aim to improve on these numbers in 2026.

    IMCA is influential because it plays a central role in shaping industry standards, promoting safety, and guiding best practices across the global marine contracting and diving community. Its guidelines are widely respected and adopted, giving contractors and operators a common framework to work within. IMCA’s influence extends beyond documentation – it creates a platform for collaboration, drives regulatory conversations, and brings stakeholders together to elevate operational quality and safety. For many of us in the industry, IMCA is a benchmark for compliance, credibility, and continuous improvement.

    We asked Members to rate the importance of IMCA Member benefits by giving each benefit a score of between one and 10. We were pleased to see that Members valued our core services – our industry-leading technical library, our focus on driving improvements in safety at work, our program of technical seminars and regional events, and our advocacy work on legal, policy, and regulatory issues – most highly. None of this work would be possible without the support, time, and expertise of our Members, whether through volunteering on IMCA Committees or Working Groups, or submitting data and incidents to us to support the safety of the offshore sector as a whole.

    Where can we do better?

    While 71% of Members said they felt involved with IMCA, 19% did not. Barriers to greater engagement were lack of time, the location of IMCA events, and because Members did not know how to get involved.

    To help address these challenges, we have launched a new series of online IMCA Member briefings to help Members understand and access the benefits of IMCA Membership, and we will explore other ways of making our events more accessible in 2026.

    While one-third of Members were aware of IMCA’s advocacy work on behalf of the marine contracting sector – with the International Maritime Organization, with the European Union, and with national governments and regulators – 41% were either mostly or completely unaware.

    On 18 June, the Energy Education Foundation (EEF) held a “sneak peek” event at Transocean’s Houston facility showcasing the EnergyXP project, which centers on the development of a “mobile educational experience” for students across the U.S. A modified van, which is set to be fully functional this fall, will be outfitted with tablets and other learning devices that will teach students about the science of energy and the ways in which energy interacts with their everyday lives.

    In this video taken from the event, DC spoke with Fernando Hinojosa, Director of Education and Museum Ops at the EEF, about the EnergyXP project, as well as Mitchell Massey, Senior Strategist at 900 Lbs of Creative, the design agency that collaborated with EEF on the content development. Mr Hinojosa talked about the EEF’s motivation to bolster energy education, while Mr Massey talked about some of the technologies that will be installed in the EnergyXP van and the interactive learning experiences being designed.
