  • MIL-OSI: U.S. Growth Strategy: Boralex Signs Contracts for Two New York Solar Projects Totaling 450 MW

    MONTREAL, May 21, 2025 (GLOBE NEWSWIRE) — Boralex Inc. (“Boralex” or the “Company”) (TSX: BLX) is pleased to announce it has entered into a Renewable Energy Standard Agreement with the New York State Energy Research and Development Authority (NYSERDA) to procure Tier-1 RECs from each of its Fort Covington Solar Project and Two Rivers Solar Project, totaling 450 MW. The signing of these contracts marks a significant milestone in Boralex’s contribution to renewable energy in New York and in the Company’s development in this promising market.

    These contracts were awarded as part of NYSERDA’s 2024 Renewable Energy Standard Competitive Solicitation for the purchase of New York Tier-1 Eligible Renewable Energy Certificates (RECs). Each REC represents the environmental attributes of one megawatt-hour of electricity generated from an eligible renewable source such as solar energy.

    The two solar facilities will be located in Franklin and St. Lawrence Counties in upstate New York, with permit applications currently under review by the state Office of Renewable Energy Siting and Electric Transmission:

    Construction of both projects is expected to begin in 2026, and are expected to be commissioned in 2028. Once constructed, the projects will together provide enough energy to power approximately 105,000 homes, support approximately 300 to 400 construction jobs, and create long-term operational roles, further strengthening the local economy and advancing the State’s transition to clean energy.

    WASHINGTON, May 21 – After President Trump issued a vague executive order claiming to slash drug costs by linking them to international prices, Sen. Bernie Sanders (I-Vt.), Ranking Member of the Senate Committee on Health, Education, Labor, and Pensions (HELP), today announced he would ask for unanimous consent on the Senate floor to pass legislation that would actually do just that by ensuring Americans pay no more than people in other countries for the exact same prescription drug, forcing anyone who opposes actually lowering drug prices to rise in opposition.
    On May 5, 2025, President Trump issued an executive order entitled “Delivering Most-Favored-Nation Prescription Drug Pricing to American Patients.” In that order, he proposes a “a rulemaking plan to impose most-favored-nation pricing” but does not cite specific legislative authority. As a result, the executive order will be blocked by the courts. Congressional action is needed.
    The Prescription Drug Price Relief Act will put an end to the greed of the pharmaceutical industry and help save lives by lowering drug prices. This legislation would ensure Americans do not pay more for prescription drugs than the median price paid in Canada, the United Kingdom, France, Germany and Japan.

    We strongly oppose the expansion of Israel’s military operations in Gaza. The level of human suffering in Gaza is intolerable. Yesterday’s announcement that Israel will allow a basic quantity of food into Gaza is wholly inadequate. We call on the Israeli Government to stop its military operations in Gaza and immediately allow humanitarian aid to enter Gaza. This must include engaging with the UN to ensure a return to delivery of aid in line with humanitarian principles. We call on Hamas to release immediately the remaining hostages they have so cruelly held since 7 October 2023.

    The Israeli Government’s denial of essential humanitarian assistance to the civilian population is unacceptable and risks breaching international humanitarian law. We condemn the abhorrent language used recently by members of the Israeli Government, threatening that, in their despair at the destruction of Gaza, civilians will start to relocate. Permanent forced displacement is a breach of international humanitarian law.

    Israel suffered a heinous attack on 7 October. We have always supported Israel’s right to defend Israelis against terrorism. But this escalation is wholly disproportionate.

    We will not stand by while the Netanyahu Government pursues these egregious actions. If Israel does not cease the renewed military offensive and lift its restrictions on humanitarian aid, we will take further concrete actions in response.

    We oppose any attempt to expand settlements in the West Bank. Israel must halt settlements which are illegal and undermine the viability of a Palestinian state and the security of both Israelis and Palestinians.  We will not hesitate to take further action, including targeted sanctions.

    We strongly support the efforts led by the United States, Qatar and Egypt to secure an immediate ceasefire in Gaza. It is a ceasefire, the release of all remaining hostages and a long-term political solution that offer the best hope of ending the agony of the hostages and their families, alleviating the suffering of civilians in Gaza, ending Hamas’ control of Gaza and achieving a pathway to a two-state solution, consistent with the goals of the 18 June conference in New York co-chaired by Saudi Arabia and France. These negotiations need to succeed, and we must all work towards the implementation of a two-state solution, which is the only way to bring long-lasting peace and security that both Israelis and Palestinians deserve, and ensure long-term stability in the region.

    We will continue to work with the Palestinian Authority, regional partners, Israel and the United States to finalize consensus on arrangements for Gaza’s future, building on the Arab plan. We affirm the important role of the High-level Two-State Solution Conference at the UN in June in building international consensus around this aim. And we are committed to recognising a Palestinian State as a contribution to achieving a two-state solution and are prepared to work with others to this end./.

  • MIL-OSI Security: Eastern Passage — RCMP arrests two people involved in assault

    RCMP Halifax Regional Detachment has arrested two people for assaulting fishers in Eastern Passage.

    On May 4, at approximately 7 p.m., RCMP officers responded to a report of an assault in progress near Cow Bay Rd. in Eastern Passage. On arrival, officers found two people with serious injuries and arrested two other people – one youth and one man. Police also seized several items used as weapons in this assault, including fishing hooks and a metal pipe. The incident occurred while the victims were fishing for gaspereau.

    The victims were transported to hospital by EHS, one with life-threatening injuries.

    The youth had a first court appearance and remains in custody, facing four charges including aggravated assault.

    The 39-year-old man, from Cow Bay, was later released on conditions. He will appear in Dartmouth Provincial Court on June 10, 2025, to face a charge of assault.

    This incident is still under investigation. Police are aware of allegations that this was a hate-motivated crime or hate-motivated incident based on information provided by witnesses. The RCMP takes incidents of hate with utmost seriousness and condemns all hate-motivated incidents, and may follow up with further charges as is necessary based on the ongoing investigation.

  • MIL-OSI Security: Clarenville — Clarenville RCMP conducted road safety check points over May long weekend, tickets issued

    Over the May long weekend, Clarenville RCMP implemented educational and enforcement efforts towards road safety. A number of check points and traffic stops were conducted in various areas. Forty-seven tickets were issued for various violations of the Highway Traffic Act.

    Officers remained focussed in the area of impaired driving. During one check stop, it is estimated that more than 150 vehicles and drivers were checked. Police were pleased to report that no incidents of impaired driving were detected over the weekend.

    A breakdown of the 47 tickets issued is provided here:

    • No registration – 6
    • No insurance – 2
    • Driving while suspended – 2
    • Other moving violations – 6

  • MIL-OSI Canada: Construction begins on 65 new affordable homes for Indigenous people in Mission

    Indigenous families, Elders and individuals with low incomes will soon have access to 65 new affordable homes in Mission.

    “By partnering with First Nations, we can make a real difference to help more Indigenous people live in affordable homes where they feel culturally safe and supported,” said Ravi Kahlon, Minster of Housing and Municipal Affairs. “This is another example of how we’re taking action to help more people build a stronger future for themselves and their family in the community they love.”

    The Government of B.C., through BC Housing, is providing $19 million to build these homes, in partnership with the Kwantlen First Nation, which is providing land valued at $3.6 million. The Kwantlen First Nation Affordable Housing Society will own and operate the building.

    The new building at 10221 Wilson St. on Kwantlen First Nation land will be family-oriented, with ample space for social activities and community programming. The new homes will be located on a naturally forested hillside, overlooking the Stave River. These natural features will be highlighted by a large outdoor community space, connected to an indoor recreation area on the second floor. Schools and other amenities are located a short drive away.

    More than half the homes will feature two or more bedrooms, with the mix including 12 one-bedroom units, 32 two-bedrooms units and 18 three-bedroom units.

    Funding from the Province is through the Building BC: Indigenous Housing Fund, a $1.7-billion investment to build 3,500 new homes for Indigenous Peoples, on and off reserve. With this commitment in 2018, British Columbia became the first and only province in Canada to invest in First Nations’ housing on reserves, a federal jurisdiction.   

    “This Indigenous-led housing project is a wonderful example of the type of partnerships we need to create new homes and make a real difference in the quality and sense of community in people’s lives,” said Christine Boyle, Minister of Indigenous Relations and Reconciliation. “I look forward to seeing this become a place of culture and community for the Kwantlen community.”

    This is part of a $19-billion housing investment by the B.C. government. Since 2017, the Province has nearly 92,000 homes that have been delivered or are underway, including nearly 400 homes in Mission and on Kwantlen First Nation land.

  • MIL-OSI Canada: Saskatchewan Provides Nearly $1 Million to Support Young Entrepreneurs

    The Saskatchewan Young Entrepreneurs Bursary applications are now open, supporting business sustainability and growth across the province 

    Today, Minister of Trade and Export Development Warren Kaeding, along with Saskatchewan Chamber CEO Prabha Ramaswamy launched the new Young Entrepreneur Bursary that will support up to 57 local young entrepreneurs with bursaries of $5,000 to foster business development. 

    The province will provide Saskatchewan Chamber of Commerce with $285,000 per year, for three years, plus administration costs to support entrepreneurs between the ages of 18 and 35 years of age who have been in operation for 10 years or less. Applications open today through to July 14, 2025 and will be awarded in the fall. 

    “The New Young Entrepreneur Bursary promotes business development and innovation, creating opportunities for small business owners and entrepreneurs across our Province,” Kaeding said. “Collaboration between government and organizations like Saskatchewan Chamber of Commerce is an important component of Saskatchewan’s Growth Plan and our commitment to ensure the province remains one of the best places in Canada to start and grow a business.”

    The funding will be administered by the Saskatchewan Chamber of Commerce with support from local chambers across the province. 

    “Saskatchewan’s future depends on the bold ideas and determination of its next generation of entrepreneurs,” Ramaswamy said. “The Young Entrepreneur Bursary Program ensures that emerging business leaders have the support they need to pursue their vision and contribute to a thriving provincial economy. We are proud to partner with the Government of Saskatchewan to reduce financial barriers and champion the growth of our province’s entrepreneurial talent.”

    The bursary will encourage the next generation of entrepreneurship and support economic development across the province, creating jobs and opportunities, while ensuring we continue to build resilient and vibrant communities for years to come.

    Statistics Canada’s latest GDP numbers indicate that Saskatchewan’s 2024 real GDP reached an all-time high of $80.5 billion, increasing by $2.6 billion, or 3.4 per cent. This ranks Saskatchewan second in the nation for real GDP growth, and above the national average of 1.6 per cent. 

    Private capital investment in Saskatchewan increased last year by 17.3 per cent to $14.7 billion, ranking first among provinces. Private capital investment is projected to reach $16.2 billion in 2025, an increase of 10.1 per cent over 2024. This is the second highest anticipated percentage increase among the provinces.

  • MIL-OSI Global: Israel allows a ‘limited’ amount of aid back into Gaza, where the humanitarian situation is desperate

    After 11 weeks of blockading the flow of humanitarian aid into Gaza, the Israeli government asked the UN to resume “limited” aid deliveries on May 18. The move came amid growing international outrage over what the UN secretary-general, António Guterres, has called a “policy of siege and starvation” in Gaza that “makes a mockery of international law”.

    Israel cleared nine aid trucks on Monday, May 19, only five of which entered Gaza. The Israeli military says closer to 100 trucks were inspected the following day. But, according to the UN, none of this aid has been distributed yet.

    It also goes without saying that even 100 aid trucks per day will not satisfy the desperate needs of Gaza’s 2.1 million inhabitants. The British, French and Canadian leaders have criticised Israel’s decision to allow a “basic amount of food” to enter the territory as “wholly inadequate”.

    The blockade has caused the already desperate humanitarian situation in Gaza to deteriorate further. Food security experts from the UN-backed Integrated Food Security Phase Classification platform say the entire territory is now facing crisis levels of food insecurity, with 22% of the population at risk of starvation.

    The World Food Programme ran out of supplies in Gaza in late April. Other organisations have had the same problem. This has caused 60% of community kitchens, which many Gazans rely on for a daily meal, to close down. Many food items are now unavailable and diets are extremely limited, largely consisting of bread and pulses.

    Prices of what little food is available have also skyrocketed. The price of wheat flour, for example, has risen by more than 4,000% since the start of the 11-week long blockade. And with 90% of households in Gaza experiencing financial hardship, it is impossible for many people to buy essentials.

    Cooking oil is no longer available and firewood has become scarce. The majority of people now burn waste, making cooking unsafe and unhealthy. On top of this, the healthcare system is on the brink of collapse and access to clean drinking water is very limited.

    At the same time, the efforts of humanitarian organisations to combat malnutrition have nearly come to a standstill because they lack necessary supplies. Malnutrition makes people more susceptible to disease.

    Militarising aid delivery

    The Israeli prime minister, Benjamin Netanyahu, said it was necessary to resume aid to Gaza because Israel’s allies would not tolerate “images of mass starvation”. The move has still been criticised by some Israeli politicians, with hardline defence minister Israel Katz calling it a “grave mistake”.

    For now, aid will enter Gaza through established mechanisms. But the US and Israel are backing a proposal for a new aid delivery system involving private companies. The system will be managed by a newly formed independent American aid organisation called the Gaza Humanitarian Foundation (GHF), which expects to become operational by the end of May.

    The GHF plans to set up what it is calling “secure distribution sites” in southern and central Gaza. From these sites, it will distribute food, hygiene kits and medical supplies initially to 1.2 million people – eventually scaling-up operations to cover the whole population. The GHF says it will coordinate with the IDF but that its sites will be protected by private military contractors.

    While the GHF claims to have secured funding and be in the process of procuring large amounts of goods, no details are currently available to the public on this massive undertaking. The plan has received widespread criticism and has been rejected by the UN.

    The main criticism of the plan is that it violates so-called humanitarian principles. It is generally accepted that humanitarian action is based upon four main principles: humanity, neutrality, impartiality and independence.

    The principle of humanity states that suffering must be addressed wherever it is found, with a special focus on the most vulnerable people. Neutrality means that, in an armed conflict, humanitarian aid should not favour any side.

    Impartiality requires that humanitarian aid is provided based solely on need without any discrimination. And independence means that humanitarian objectives should be autonomous of political, economic, military or other objectives.

    Humanitarian bodies argue that the GHF’s plan does not stand up to these principles. It would force people to travel long distances to acquire heavy aid goods, so excludes those who are less mobile and more vulnerable.

    Meanwhile, humanitarian organisations have rejected the plan as a “humanitarian cover for a military strategy of control and dispossession”. They have raised concerns that the limited number of food distribution sites, as well as their location, could encourage the forced displacement of Palestinians from northern Gaza.

    Satellite images showing the construction of sites in Gaza that are expected to be used as aid distribution centres also suggest they will be close to Israeli military bases. While private security contractors will secure the distribution sites, the mere presence of military forces so close by may make people hesitant to approach for fear of being targeted.

    UN agencies and other humanitarian organisations have refused to participate in the proposed plan. Any involvement with a plan that is allegedly aligned with Israel’s military strategy could undermine the ability of the UN to play a meaningful humanitarian role in Gaza in the future. And it would also be seen as an endorsement of the militarisation of aid delivery around the world.

    As humanitarian experts point out, there is already an established system for providing aid to Gaza. Humanitarian organisations have the people, distribution networks and the necessary goods – 160,000 pallets full of them – in place. Almost 9,000 aid trucks are ready to be dispatched across the border as soon as Israel allows it.

    During the ceasefire earlier in 2025, UN agencies and humanitarian organisations demonstrated how quickly they could scale-up a predictable and accountable delivery of aid to those in need all across Gaza. This can be done again.

  • MIL-OSI Global: Did humans evolve to prefer religion? Research shows many atheists intuitively favour faith

    Many atheists consider themselves to be highly rational people who rate evidence and analytical thinking above religion, superstition and intuition. They might even argue that atheism is the most rational worldview.

    But that doesn’t make them immune to having intuitive beliefs themselves. Science suggests the link between rationality and atheism is far weaker than is often assumed.

    A study my colleagues and I conducted, published in Proceedings of the National Academy of Sciences, suggests that even avowed atheists in some of the most secular countries on Earth might intuitively prefer religion to atheism. We argue this new evidence challenges simplistic notions of global religious decline and the beginning of an “atheist age”.

    In his 2007 book, Breaking the Spell, the philosopher Daniel Dennett speculated that, although atheists lack belief in god(s), many of them may retain what he dubbed “belief in belief”. This is the impression that religious belief is a good thing, and the world would be better off with more of it.

    But is this true? Our research investigated belief in belief among around 3,800 people in eight of the world’s least religious countries: Canada, China, the Czech Republic, Japan, the Netherlands, Sweden, the United Kingdom and Vietnam. To test for belief in belief, we turned to the “Knobe effect”, a task honed by experimental philosophers for evaluating judgements of morality and intent.

    The classic Knobe effect demonstration goes something like this. Imagine a CEO mulling a new policy for their company that will increase revenue, but will also harm the environment. The CEO declares that they don’t care one way or another about the environment, they care only for the bottom line. They adopt the policy, money is made, environmental harm occurs. Here’s the crucial question: did the CEO intentionally harm the environment?

    Most people (upwards of 80% in Knobe’s first demonstration) report that the CEO did, in fact, intentionally harm the environment. However, if people receive an identical vignette in which the environment is incidentally helped rather than harmed, people’s intuitions entirely reverse, with only around 20% of people thinking the CEO intended to help.

    This reveals a stark asymmetry, whereby people intuitively feel that harmful side effects are intentionally caused, whereas helpful ones are not.

    We presented participants with a modified Knobe effect vignette in which a journalist publishes a story that sells a lot of papers. The story either leads to more atheism in the world, or to more religious faith. Crucially, we asked our participants to rate whether the ensuing religious shifts were intentionally caused by the journalist.

    So, would our participants view increasing societal atheism as more intentionally caused (like harming the environment) or incidental (like helping the environment)?

    Overall, our participants’ odds of rating the religious outcome as intentionally caused were about 40% higher when the news story created more atheists, as opposed to more believers. This effect persisted across most countries in our sample, and was even evident among participants who were themselves atheists.

    Participants in the original Knobe effect studies viewed environmental pollution as an intentionally caused insult. Our participants intuitively viewed creating more atheists as similarly intentionally caused – a spiritual rather than environmental pollution, perhaps.

    This sounds a lot like belief in belief. Dennett illustrated this as suggesting “belief in God is a good state of affairs, something to be strongly encouraged and fostered wherever possible: If only belief in God were more widespread!”

    Why might intuitions favouring religion persist among atheists in some of the world’s least religious societies?

    10,000+ years of religion

    Over the past few decades, markers of religious commitment – self-reported religious attendance, belief in god(s), private prayer – have steadily declined in some parts of the world. This rapid secularisation stands against a backdrop of more than 10,000 years of potent religious influence.

    My recent book Disbelief: The Origins of Atheism in a Religious Species asks how a species as historically religious as Homo sapiens could nonetheless have rising numbers of atheists. It ultimately provides important context for our new study’s results.

    A consideration of religion’s deep history gives us hints as to why belief in belief might exist among atheists in secular countries today. One prominent theory holds that religions may have helped unlock our species’ cooperative potential, allowing us to expand from our humble origins to become our planet’s dominant species.

    As religions reshaped our lives to boost cooperation, people increasingly came to view religion and morality as largely synonymous. Over cultural evolutionary time, the association between religious belief and moral goodness has become deeply culturally ingrained. This has left its trace on individual intuitions – as illustrated in the recent study by me and my co-authors and those by other researchers.

    Because religions have exerted tremendous influence on our societies for millennia, it would be genuinely surprising if some latent religious trace didn’t culturally linger as overt expressions of faith decline. Our newest results are consistent with this possibility.

    Belief may be wavering in many countries, but belief in belief persists, complicating any conclusion that we’ve truly entered an “atheist age”.

  • MIL-OSI Global: Why the UK government is opposing universities on immigration

    The UK government has announced its plans for controlling immigration, and these include new rules for international students.

    The recent white paper on immigration proposes that most graduates will be allowed to stay in the UK for 18 months after their course finishes. This is six months less than currently permitted.

    There will be a higher bar for universities to sponsor visas, excluding those universities at which higher numbers of students fail to complete their courses. The white paper also proposes a 6% levy on universities’ income from international students.

    Universities think these changes will worsen their financial problems. However, this appears less important to the government than controlling immigration.

    Universities are one of the UK’s strongest global assets, generating influence alongside export income. After the general election last year, science minister Peter Kyle vowed Labour would end what he termed the “war on universities” conducted by the previous Conservative government. That included a more welcoming approach to international students.

    One reason for the change in tone and policy signalled by the white paper is common to other popular destinations for international students: the rise of nationalist parties opposed to immigration. But there is another reason specific to the UK, which is the government’s aim to reform higher education.

    Politics and immigration

    Two weeks before the release of the immigration white paper, the Reform party secured control of ten local authorities across England, winning 677 seats. The party’s rising popularity will be of increasing concern to the Labour government.

    Reform is concerned about the effects of immigration on communities and wages. This affects international students because they figure within immigration statistics and increasingly stay for work.

    Like nationalist and anti-immigration parties in other countries, Reform also gains more support from voters without a university degree.

    In the US and Netherlands, similar movements have taken steps to reduce university funding and international students once in power. But these policies are not confined to nationalist parties.

    Canada and Australia’s Liberal and Labour governments also signalled caps on international student recruitment before their re-election earlier this year.

    This appears to be the strategy adopted by the UK’s Labour party – that it wants to assure voters who are more concerned about immigration than university finances.

    Higher education policy

    Alongside this, the government thinks employers are too reliant on migrant labour, and universities on international students. It wants them to focus more on developing the UK workforce. That requires employers to invest in skills development, and universities to provide courses that build crucial capabilities for the future.

    The white paper states that “at a time when skills matter more than ever to the economy and people’s employment prospects, there has been a long-term lack of coordination or investment to deliver the skills and capabilities our economy needs”.

    In England, coordinated higher education investment is difficult because most government funding is routed through loans to students. This encourages universities to meet demand from young people, which does not necessarily align with economic and public service priorities.

    After years of anaemic economic and productivity growth but repeated increases to the minimum wage, one-tenth of graduates now earn little more than that threshold.

    In response, the last government encouraged young people to take apprenticeships rather than university degrees. It also allowed student maintenance loans and fees to decline in value in real terms.

    Universities filled the gap in their income with international students – particularly one-year taught postgraduates from Nigeria and India who often bring family members then stay for work. This made universities reliant on short-term income, while increasing immigration statistics.

    Changes to family visa rules, combined with a global economic downturn and geopolitical tensions, have led universities to forecast a 21% reduction in new international student entrants this year. And 44% of universities are expecting to be in financial deficit.

    Unlike its predecessor, the government accepts that UK student fees should increase with inflation, so has allowed this for the first time since 2017. But it wants a change from universities in return. Rather than relying on international students, they should make efficiencies and focus on courses that align with government priorities.

    In a system mostly financed by student fees, there are few levers for influencing this. The Office for Students, which regulates higher education, has been asked to focus on managing quality and financial risks rather than policy.

    Its funding for strategic priorities has been reduced. There are, though, three measures highlighted within the white paper that could become influential.

    First, the government is reforming the apprenticeships levy, so it can be used more flexibly for workforce development priorities. Second, the tightening of sponsorship rules aims to drive international recruitment towards courses supplying the highest levels of skills and knowledge. Third, the proposed levy on international student income equips the government to invest in priority courses, rather than relying on student choice.

    The first measure is already being implemented. A new organisation, Skills England, has been established to determine priorities for investment.

    This may include funds from the proposed levy on international student income, though the precedent of Australia suggests that may be difficult. Regardless, there is a mood in government for higher education reform.

  • MIL-OSI Canada: Protecting Albertans from future floods

    In June 2013, southern Alberta experienced the costliest natural disaster in Canadian history, causing five deaths, displacing more than 80,000 Albertans and resulting in more than $5 billion in damages. In response, Alberta’s government committed to building SR1 to strengthen flood protection for Calgary and nearby communities.

    Construction of the SR1 began in 2022, following robust engagements with the public and First Nations, and a comprehensive regulatory process. Following three years of construction, the SR1 is now complete and can provide communities along the Elbow River with a floodwall of defense against large-scale floods. As a dry reservoir, it will divert, store and then release flood waters back to the Elbow River when it’s safe to do so.

    “With flood season now upon us, Calgary and southern Alberta can rest assured that they will be protected from future large-scale floods like that of 2013. SR1’s innovative design will ensure people, communities and businesses are buffered from the most devastating physical and economic impacts of major floods.”

    Components include 70.2 million m3  of reinforced concrete for storage capacity, which is about 28,000 Olympic-sized swimming pools. SR1 is the first of its kind in Alberta, using a coordinated approach to engage multiple aspects of flood mitigation infrastructure. SR1 will work in tandem with the Glenmore Reservoir and other flood mitigation infrastructure in and around Calgary to manage downstream water flows and reduce the impacts of floods by temporarily holding water and reducing flows in the Elbow River. As water volume increases and the Elbow River water level rises, SR1’s diversion channel will move water to the off-stream storage reservoir, protecting surrounding areas from flooding.

    “The Springbank Reservoir reflects government’s commitment to protecting Albertans, wildlife and the diverse landscapes we all share. This flood mitigation measure will ensure critical habitats are protected, meaning fish and wildlife populations in the region can continue to thrive, while also protecting the outdoor spaces Albertans hold dear.”

    SR1 was designed to minimize environmental impacts and by managing downstream river flow, SR1 not only reduces the overall flood risk, it also protects the river, critical habitat, fish and wildlife. Mitigation and monitoring plans were developed during the regulatory process for fish, air quality, surface and groundwater, wildlife and vegetation.

The completion of SR1 means we are better prepared, more resilient and actively protecting people, property and prosperity.     Indigenous monitors were on site during construction, and any items identified as having historical or cultural importance were assessed by an archaeologist and reported to Alberta Culture, in accordance with the Historical Resources Act.     VertexGate and Wiser Investment claim to offer Saskatchewan residents trading opportunities, including stocks, cryptocurrencies, forex, indices and contracts for difference (CFDs). VertexGate also claims to offer commodities.

    This alert applies to the online entities using the websites “vertexgate com” and “wiser-investment com” (these URLs have been manually altered so as not to be interactive).

    VertexGate and Wiser Investment are not registered with the FCAA to trade or sell securities or derivatives in Saskatchewan. The FCAA cautions investors and consumers not to send money to companies that are not registered in Saskatchewan, as they may not be legitimate businesses.

    Last fall, Alberta’s government announced an $8.6 billion plan to speed-up school construction and build and renovate more than 100 schools. Since then, a total of 33 previously announced school projects have been approved to move forward to the next stage of the construction process. There are now 132 active school projects in communities across Alberta.

    To create more student spaces where they are needed most in the coming school year, Alberta’s government is investing $50 million to provide modular classrooms to 19 school boards. The funding will build 50 new modular classrooms and relocate 19 others to provide more than 1,650 new and relocated student spaces in some of Alberta’s fastest-growing communities. The $50 million investment adds to the $140 million invested in modular classrooms in 2024.

  • MIL-OSI China: MOFA sincerely appreciates international support for Taiwan’s bid to participate in WHO and WHA

    The 78th World Health Assembly (WHA) is opening in Geneva on May 19. Following proactive efforts by the Ministry of Foreign Affairs (MOFA) and related overseas missions, Taiwan’s bid to participate in the WHA has received staunch and concrete support from the Group of Seven (G7), the executive and legislative branches of government of more than 50 countries, the European Union, the European Parliament, and representative offices of like-minded nations in Taiwan. MOFA expresses sincere appreciation for this support.

     

    Eleven of Taiwan’s diplomatic allies, as members of the World Health Organization (WHO), submitted a proposal to the WHO Secretariat to invite Taiwan to participate in the WHA as an observer, requesting that the proposal be included as a supplementary item on this year’s WHA agenda. Saint Lucia Prime Minister Philip J. Pierre personally wrote a letter urging WHO Director-General Tedros Adhanom Ghebreyesus to invite Taiwan to attend the WHA. The parliaments of Guatemala, Palau, and Saint Christopher and Nevis adopted resolutions backing Taiwan.

     

    The magnitude of support for Taiwan from like-minded countries has continued to grow. The current US administration has publicly endorsed Taiwan’s international participation more than 10 times. This includes a joint statement issued at the US-Japan leaders’ summit by President Donald Trump and Prime Minister Shigeru Ishiba in February, which for the first time contained text advocating Taiwan’s meaningful involvement in international organizations. US Secretary of State Marco Rubio reaffirmed firm US support for Taiwan’s international participation during his congressional confirmation hearing as well as in interviews and joint statements issued at two meetings with the foreign ministers of Japan and the Republic of Korea. The United States twice spoke up for Taiwan at the WHO Executive Board session held in February. In April, it publicly refuted China’s misuse of United Nations General Assembly (UNGA) Resolution 2758 at the UN Security Council for the first time, reiterating that the resolution did not preclude Taiwan’s participation in the UN system or other multilateral fora. In terms of US congressional support, the House of Representatives passed the Taiwan International Solidarity Act without opposition on May 5. The act urged the US government to resist China’s efforts to suppress Taiwan through mischaracterization of UNGA Resolution 2758. In addition, nine US state legislatures approved resolutions backing Taiwan’s involvement in international organizations.

     

    Furthermore, in a joint statement issued following a meeting in March, the G7 foreign ministers reaffirmed support for Taiwan’s meaningful participation in international organizations. On May 15, the European Union expressed a similar stance and recognized the extraordinary contributions Taiwan can make through its digital healthcare capabilities. In February, the European Parliament overwhelmingly adopted a resolution on the implementation of the EU Common Foreign and Security Policy, which backed Taiwan’s meaningful participation in relevant world bodies. 

    High-ranking European officials who publicly spoke up for Taiwan included Italian Deputy Prime Minister and Minister of Foreign Affairs Antonio Tajani, Irish Deputy Prime Minister and Minister for Foreign Affairs and Trade Simon Harris, Australian Minister for Foreign Affairs Penny Wong, Swedish Minister for Foreign Affairs Maria Malmer Stenergard, and Swedish Minister for Social Affairs and Public Health Jakob Forssmed. A total of 534 members of the European Parliament and 29 national parliaments across Europe cosigned a letter of the Formosa Club reaffirming support for Taiwan. The World Medical Association and other professional groups endorsed Taiwan’s participation in WHO and the WHA as they had done in the past.

     

    MOFA thanks the representative offices in Taiwan of the United Kingdom, France, Australia, Canada, the Czech Republic, Germany, Japan, and Lithuania for issuing a joint statement for the fifth year prior to the WHA affirming the immense benefits that Taiwan could bring to WHA discussions. The statement also emphasized that there was no legitimate reason for Taiwan’s exclusion from the WHA and that Taiwan’s absence would undermine the spirit of inclusive global public health cooperation and safety that WHO’s founding documents called for.

     

    MOFA points out that these positive developments fully demonstrate that China’s unreasonable obstruction of Taiwan’s participation in WHO has gained little traction or support among nations worldwide. MOFA reiterates that UNGA Resolution 2758 and WHA Resolution 25.1 make no mention of Taiwan, have nothing to do with Taiwan, and therefore cannot be cited as a legal basis for precluding Taiwan from participating in WHO or other international organizations or multilateral mechanisms or fora. MOFA asks that the WHO Secretariat listen closely to member countries, stop further condoning political manipulation by China, and instead work to realize WHO’s goals of “Leaving No One Behind” and “One World for Health” so as to fulfill its responsibility to maintain and improve the health and well-being of all people. MOFA also asks that Taiwan be allowed full and unobstructed participation in all WHO meetings, mechanisms, and activities, including the WHA. (E)

  • MIL-OSI Canada: Post Secondary Graduates Ready to Make Their Mark in Saskatchewan

    Post-secondary students from across Saskatchewan are crossing the stage and preparing to enter the work force this spring. Over 10,000 students are graduating from universities, federated, affiliated and regional colleges, technical institutes and private vocational schools in 2025.

    “Congratulations to all post-secondary students graduating this spring,” Advanced Education Minister Ken Cheveldayoff said. “The high-quality education they have received at Saskatchewan institutions has set these graduates up for success, ensuring a bright future for them, their communities and the province.” 

    Post-secondary graduates are essential to the continued success of Saskatchewan’s growing economy. The province supports graduates through several programs, including rural and remote health care incentives, and student loan forgiveness and repayment assistance. 

    The Government of Saskatchewan also recently expanded the Graduate Retention Program by 20 per cent. It now offers up to $24,000 in tax credits to graduates who stay in Saskatchewan to work after completing their studies.

    “Saskatchewan is a great place to live, work and raise a family,” Cheveldayoff said. “I encourage all of these grads to build their careers, and lives, right here at home.”

  • MIL-OSI Canada: $2.1 Million in Charitable Gaming Grants Delivered to Community Groups Across Saskatchewan

    Lotteries and Gaming Saskatchewan (LGS) provided $2.1 million in charitable gaming grants in the fourth quarter of 2024-25, benefiting more than 1,100 groups and organizations across the province.

    “Our government is committed to delivering for Saskatchewan communities and one of the ways we do that is through charitable gaming grants,” Minister Responsible for LGS Jeremy Harrison said. “The proceeds from gaming in Saskatchewan support charitable organizations and activities across the province, including the arts, culture, sports and more.”

    Groups in about 230 Saskatchewan communities received a charitable gaming grant in the fourth quarter of 2024-25, with more than $425,000 going to groups in Regina and nearly $561,000 to groups in Saskatoon.

    The Saskatoon Branch of SaskAbilities is one of the more than 2,700 nonprofit and charitable groups and organizations across Saskatchewan that received a charitable gaming grant in 2024-25.

    “As SaskAbilities celebrates 75 years of working together to build inclusive communities for people of all abilities, we continue to reflect on the impact that charitable gaming grants have on our programs and services,” SaskAbilities Saskatoon Branch Regional Director Emily Hurd said. “Camp Easter Seal is grateful to receive grant money which directly supports children, adults and youth experiencing disability with programs and services to enhance their lives. Further, through the Saskatchewan Lotteries Community Grant Program, we are able to provide important programming to youth and children with physical disabilities year-round.”

    Other regions across the province also received funding, including:

    • Yorkton, Melville and area – more than $93,000.
    • Swift Current and area – more than $27,000.
    • Weyburn, Estevan and area – more than $62,000.
    • Prince Albert and area – more than $122,000.
    • Meadow Lake and area – more than $55,000.
    • Humboldt, Melfort and area – more than $60,000.

    These quarterly grants are paid to groups and organizations in good standing that conduct licensed charitable gaming activities such as bingos, raffles, breakopen ticket sales, Texas hold ’em poker tournaments and Monte Carlo events. The grants are equal to 25 per cent of the net revenue raised by each charitable event, up to a maximum of $100,000 per group or organization annually.

    The amount of each grant paid by LGS to each charity is calculated by the Saskatchewan Liquor and Gaming Authority (SLGA) based on financial reports and other information submitted by the group or organization. Groups can apply through SLGA’s charitable gaming licensing process here.

    Thank you, Mr. Chairman. Good morning, everyone. Thank you for joining us. You build America, and we respect that. I welcome this opportunity to examine recent actions for the budget requests for the Corps of Engineers and the Bureau of Reclamation.

    Thank you to our witnesses for devoting your lives to the nation and for joining us today. Your agencies play a critical role in developing the resources of our land while mindful of our obligations to future generations. Your vital work strengthens our economy, sustains life on Earth, and ensures public safety against the now constant onslaught of both increasing natural and human-caused disasters across our country, which is growing in population, headed to half a billion people. For example, the Corps played a vital role in clearing the waterways after the Key Bridge collapse in Baltimore. Thank you so much. And you are currently carrying out wildfire debris removal in Los Angeles County. Thank you for your exemplary service to our country. You hold us together, and all those who serve in the Corps and the Bureau.

    The proposed cuts to the US Army Corps of Engineers and the Bureau of Reclamation are not just misguided — they are dangerous. Slashing their budgets and eroding their workforce endangers people’s lives and public safety, undermines economic growth, and weakens our national — the national welfare of the country — in the face of climate change.

    Let’s start with the Corps of Engineers. Your work is not just about dams and levees. It’s about protecting lives and building America’s public infrastructure to manage flood control systems that safeguard our communities from the devastating effects of extreme weather. And we saw that this past week, with the terrible tornadoes from St. Louis and all surrounding states.

    Along the shores of Lake Erie — the largest freshwater system in the world — we know what’s at stake. Erosion, rising lake levels, the problems with algal blooms, and increasingly violent storms threaten homes, businesses, and public assets. We cannot build a safe and a habitable environment for our growing population on shrinking budgets and shrinking staff.

    In the Great Lakes region, modernization of projects like the Soo Locks are a prime example of long overdue investments that will turbocharge our economy. One hundred percent of America’s domestic iron ore passes through the Soo Locks. Think about how important that makes this strategic infrastructure.

    Steel is a $500 Billion industry, it supports 123 thousand middle-class jobs, and I’m a strong advocate for reshoring the US steel industry and growing those numbers, but we have to modernize the shipping lanes and the waterways, and our ports, for today and the future. This project will ensure our heartlands’ maritime, industrial, agricultural, and commercial products are safe and efficiently moved.

    Think about our region, it is the shortest distance by way of the Atlantic Ocean to the ports of northern Europe and beyond. Canada, the Great Lakes, and St. Lawrence Seaway hasten global trade, and President Eisenhower understood its place within our continental enterprise and global defense. So must we, as we witness the dawn of the new arctic age.

    Similarly, the Brandon Road project, aims at arresting the potential enormous economic and environmental damage that can be unleashed by the invasion of the Asian carp. They could exterminate local and regional aquatic fish and species, and that would be devastating to our Great Lakes’ $7 Billion fishery and its $16 Billion recreational boating industry. These are astounding numbers.

    The Corps of Engineers has a return on investment of over 200 to 1 in terms of economic benefits for every dollar invested. Ports, locks, and inland waterways maintained by the Corps are vital arteries for our very large nation and its commerce. In the Great Lakes region alone, these investments ensure that goods — from American steel to Ohio soybeans — can reach domestic and global markets. And cuts to this work would cause costly delays, limit our competitiveness, and harm local economies.

    Now, to the Bureau of Reclamation. Though it serves primarily the Western United States, its importance cannot be overstated. The Bureau manages water supply for over 31 million Americans in the dry, and I guess I would say, coming from my part of the country drier, Western states, irrigates 10 million acres of farmland, and generates hydropower for millions of homes.

    In this time of unprecedented drought and water stress, we must bolster — not diminish — Reclamation’s capacity to invest in sustainable water systems and innovative conservation technologies. Presidents Theodore Roosevelt and Herbert Hoover understood what development west of the Mississippi River would require. So must we.

    Let’s be clear: disinvestment in the Corps and Bureau now will lead to higher costs down the road. Deferred maintenance becomes disaster recovery. Preventable failures become national emergencies.

    I urge my colleagues on both sides of the aisle — this is not the time to retreat. It is time to lead. We must provide these agencies with the resources they need to protect our growing population, strengthen our economy, and safeguard our environment for generations to come.

    Finally, I truly condemn the extreme politicization of critical Army Corps’ construction funding decisions, as we saw in last week’s work plan. It is yet another reminder that Congress must reclaim its authority over funding decisions by passing full-year appropriations bills.

    Making public colleges and universities tuition free is not a radical idea. In 1944, as World War II was coming to an end, the U.S. government made free higher education available to all those who served in the armed forces. That act not only improved the financial well-being of the Greatest Generation, but it also laid the groundwork for the greatest expansion of the American middle class in U.S history. Moreover, over 50 years ago, many of our most prestigious public colleges and universities were also tuition free or virtually tuition free.

    Since this legislation was first introduced ten years ago, several colleges and universities in America have provided free tuition for working class and middle class students including every state college in New Mexico, the State University of New York, the University of Texas, the University of Wisconsin, and Arkansas State University.

    Other wealthy countries like France, Germany, Denmark, Sweden, Norway and Finland have made their public colleges and universities tuition free or virtually tuition free because they understand the value of investing in their young people.

    The College for All Act would guarantee tuition-free community college for all students and allow students from single households earning up to $150,000 a year, and married households earning up to $300,000 a year, to attend college without fear of being saddled with student loan debt.

    The College for All Act would also:

    • Double the maximum Pell Grant award for students enrolled at public and private non-profit colleges;
    • Establish a $10 billion grant program to improve student outcomes and address equity gaps at underfunded public colleges and universities;
    • Triple federal TRIO program funding;
    • Double GEAR UP funding; and
    • Double mandatory funding for Historically Black Colleges and Universities, Tribal Colleges and Universities (HBCUs), and other Minority-Serving Institutions (MSIs).

    The 78th World Health Assembly (WHA) is opening in Geneva on May 19. Following proactive efforts by the Ministry of Foreign Affairs (MOFA) and related overseas missions, Taiwan’s bid to participate in the WHA has received staunch and concrete support from the Group of Seven (G7), the executive and legislative branches of government of more than 50 countries, the European Union, the European Parliament, and representative offices of like-minded nations in Taiwan. MOFA expresses sincere appreciation for this support.
     
    Eleven of Taiwan’s diplomatic allies, as members of the World Health Organization (WHO), submitted a proposal to the WHO Secretariat to invite Taiwan to participate in the WHA as an observer, requesting that the proposal be included as a supplementary item on this year’s WHA agenda. Saint Lucia Prime Minister Philip J. Pierre personally wrote a letter urging WHO Director-General Tedros Adhanom Ghebreyesus to invite Taiwan to attend the WHA. The parliaments of Guatemala, Palau, and Saint Christopher and Nevis adopted resolutions backing Taiwan.
     
    The magnitude of support for Taiwan from like-minded countries has continued to grow. The current US administration has publicly endorsed Taiwan’s international participation more than 10 times. This includes a joint statement issued at the US-Japan leaders’ summit by President Donald Trump and Prime Minister Shigeru Ishiba in February, which for the first time contained text advocating Taiwan’s meaningful involvement in international organizations. US Secretary of State Marco Rubio reaffirmed firm US support for Taiwan’s international participation during his congressional confirmation hearing as well as in interviews and joint statements issued at two meetings with the foreign ministers of Japan and the Republic of Korea. The United States twice spoke up for Taiwan at the WHO Executive Board session held in February. In April, it publicly refuted China’s misuse of United Nations General Assembly (UNGA) Resolution 2758 at the UN Security Council for the first time, reiterating that the resolution did not preclude Taiwan’s participation in the UN system or other multilateral fora. In terms of US congressional support, the House of Representatives passed the Taiwan International Solidarity Act without opposition on May 5. The act urged the US government to resist China’s efforts to suppress Taiwan through mischaracterization of UNGA Resolution 2758. In addition, nine US state legislatures approved resolutions backing Taiwan’s involvement in international organizations.
     
    Furthermore, in a joint statement issued following a meeting in March, the G7 foreign ministers reaffirmed support for Taiwan’s meaningful participation in international organizations. On May 15, the European Union expressed a similar stance and recognized the extraordinary contributions Taiwan can make through its digital healthcare capabilities. In February, the European Parliament overwhelmingly adopted a resolution on the implementation of the EU Common Foreign and Security Policy, which backed Taiwan’s meaningful participation in relevant world bodies. 
    High-ranking European officials who publicly spoke up for Taiwan included Italian Deputy Prime Minister and Minister of Foreign Affairs Antonio Tajani, Irish Deputy Prime Minister and Minister for Foreign Affairs and Trade Simon Harris, Australian Minister for Foreign Affairs Penny Wong, Swedish Minister for Foreign Affairs Maria Malmer Stenergard, and Swedish Minister for Social Affairs and Public Health Jakob Forssmed. A total of 534 members of the European Parliament and 29 national parliaments across Europe cosigned a letter of the Formosa Club reaffirming support for Taiwan. The World Medical Association and other professional groups endorsed Taiwan’s participation in WHO and the WHA as they had done in the past.
     
    MOFA thanks the representative offices in Taiwan of the United Kingdom, France, Australia, Canada, the Czech Republic, Germany, Japan, and Lithuania for issuing a joint statement for the fifth year prior to the WHA affirming the immense benefits that Taiwan could bring to WHA discussions. The statement also emphasized that there was no legitimate reason for Taiwan’s exclusion from the WHA and that Taiwan’s absence would undermine the spirit of inclusive global public health cooperation and safety that WHO’s founding documents called for.
     
    MOFA points out that these positive developments fully demonstrate that China’s unreasonable obstruction of Taiwan’s participation in WHO has gained little traction or support among nations worldwide. MOFA reiterates that UNGA Resolution 2758 and WHA Resolution 25.1 make no mention of Taiwan, have nothing to do with Taiwan, and therefore cannot be cited as a legal basis for precluding Taiwan from participating in WHO or other international organizations or multilateral mechanisms or fora. MOFA asks that the WHO Secretariat listen closely to member countries, stop further condoning political manipulation by China, and instead work to realize WHO’s goals of “Leaving No One Behind” and “One World for Health” so as to fulfill its responsibility to maintain and improve the health and well-being of all people. MOFA also asks that Taiwan be allowed full and unobstructed participation in all WHO meetings, mechanisms, and activities, including the WHA. (E)

    The Pennsylvania Department of Environmental Protection (DEP) will host the Pennsylvania Game Commission’s (PGC) banding of the 2025 Rachel Carson State Office Building peregrine falcon nestlings on Thursday, May 22, 2025. The event will be livestreamed at 10 AM on the DEP Facebook page at https://www.facebook.com/PennsylvaniaDEP/ and PAcast at https://pacast.com/live/dep.

    “For over two decades, peregrine falcons have nested on the Rachel Carson State Office Building in downtown Harrisburg – the longest active nest site in Pennsylvania,” said DEP Acting Secretary Jessica Shirley. “It’s fitting that so many falcons have been born and raised on the building that bears Rachel Carson’s name.”

    Patti Barber, Endangered Bird Specialist with PGC, will lead the team in bringing the nestlings in from the 15th floor ledge. Barber will weigh them, inspect their health, and put light metal bands around their legs for identification. This year there are three nestlings that will be banded. Not all of the falcons will be banded on the livestream.

    Falcon banding helps wildlife biologists to track the birds and allows birdwatchers from all over the world an opportunity to learn more about the peregrine’s flight patterns and where they establish new nesting sites. Falcons born on the ledge at the Rachel Carson State Office Building have been identified up and down the Atlantic coast, from Florida to Canada. Birdwatchers can report bands they see to ReportBand.gov.

    The peregrine falcon was removed from the federal Endangered Species List in 1999 and the Pennsylvania Threatened List in 2021 but remains federally protected under the Migratory Bird Treaty Act and the Pennsylvania Game and Wildlife Code.

    In the coming weeks, the young falcons will begin learning to fly. Volunteers with the Falcon Watch and Rescue monitor the falcons and recover them as they land near the Rachel Carson State Office Building.     Since 2002, a total of 90 eggs have hatched, making the Rachel Carson State Office Building nest site the longest, continuously successful nest site in the Commonwealth.

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to Oklahoma small businesses, private nonprofits and residents to offset physical and economic losses from wildfires beginning March 14. The SBA issued a disaster declaration in response to a request SBA received from Gov. Kevin Stitt on April 16.

    The declaration covers the Oklahoma counties of Canadian, Creek, Garfield, Kingfisher, Lincoln, Logan, Noble, Okfuskee, Oklahoma, Okmulgee, Osage, Pawnee, Payne, Pottawatomie, and Tulsa.

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and nonprofits impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the business did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for small businesses, 3.62% for nonprofits and 2.75% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    “When disasters strike, SBA’s Disaster Loan Outreach Centers play a vital role in helping small businesses and their communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “At these centers, SBA specialists assist business owners and residents with disaster loan applications and provide information on the full range of recovery programs available.”

    Beginning Wednesday, May 21, SBA customer service representatives will be on hand at the Disaster Loan Outreach Centers (DLOCs) to answer questions about SBA’s disaster loan program, explain the application process and help individuals complete their applications. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov.

  • MIL-OSI Canada: Canadian Coast Guard Inshore Rescue Boat Stations Open Across Quebec

    Québec, Quebec – The Canadian Coast Guard’s Inshore Rescue Boat stations in Quebec will open on May 28. They are located in Saint-Anicet (Lac Saint-François), Vaudreuil (Lac des Deux Montagnes), Beaconsfield, Longueuil, Sorel and Trois-Rivières.

    Inshore Rescue Boat stations are crewed by post-secondary students hired and trained by the Canadian Coast Guard. They provide primary maritime search and rescue service during the busy summer recreational boating season.

    Ashore, the Canadian Coast Guard’s Marine Communications and Traffic Services centres provide marine safety communications, while the response to each search and rescue case is coordinated by the Maritime Rescue Sub-Centre in Quebec.

    Waterways remain very cold at this time of year and take much longer to warm up compared to the air. Transport Canada’s Safe Boating Guide is an excellent source of information in preparation for the recreational boating season.

    On water, emergencies can be reported 24 hours a day, 365 days a year, toll-free (within Canada) at 1-800-463-4393, or via marine VHF radio – channel 16.

  • MIL-OSI Security: Silver Spring Man Pleads Guilty to “Sextortion” of More Than 100 Minors Located Throughout the United States and Abroad

    Greenbelt, Maryland – Chase William Mulligan, 28, of Silver Spring, Maryland, pled guilty to two counts of producing child sexual abuse material in federal court. The charges are in connection with a scheme in which he met young girls through social media and internet chat rooms and eventually “sextorted” them.

    Specifically, through the scheme, Mulligan coerced at least 108 girls — ranging from ages 5-17 — to send him sexually explicit photographs and videos of themselves. When the girls told him they no longer wanted to send him sexually graphic images, Mulligan threatened to post the images online or come to their house.

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the guilty plea with Special Agent in Charge William J. DelBagno of the Federal Bureau of Investigation (FBI) – Baltimore Field Office.

    “Mulligan used manipulation, fear, and intimidation to exploit over 100 young victims. Now we must ensure that we send a clear message to Mulligan, and others, that those who abuse the most vulnerable members of our communities will pay a steep price,” Hayes said. “We’re committed to working with our law-enforcement partners to relentlessly pursue, prosecute, and bring to justice those who engage in these deplorable acts.”

    “Chase Mulligan is a depraved and dangerous predator. He used social media to target, viciously threaten, and horribly abuse more than 100 minor victims – one as young as five years old,” DelBagno said. “His abhorrent behavior is not diminished by the fact he was thousands of miles away and never met his victims, rather, it’s the opposite. Despite his distance, he presents a serious threat to any child he can access through the internet. The FBI works diligently every day to find and arrest predators like Mulligan so they can no longer prey on innocent children.”

    As detailed in the plea agreement, between at least 2019 and December 2023, Mulligan used numerous Snapchat, Discord, Roblox, Skype, Omegle, and Instagram accounts to target young girls. He convinced minors living in the United States, Canada, Denmark, Spain, Philippines, Australia, and United Kingdom to produce and send him sexually explicit images.

    Mulligan also directed minors to expose their genital areas and engage in sexual conduct. Additionally, Mulligan coerced multiple girls to urinate on camera, insert objects into their genitalia, and participate in sexual acts with dogs.

    After some victims informed Mulligan that they no longer wished to send him sexually explicit images, he threatened to publicly post the images or come to their homes. Mulligan wanted the victims to send more images depicting increasingly graphic sexual conduct.

    As part of his plea agreement, Mulligan must register as a sex offender in places where he resides, is an employee, and is a student, under the Sex Offender Registration and Notification Act.

    Mulligan is facing a mandatory minimum of 15 years and a statutory maximum of 60 years in federal prison.  U.S. District Judge Theodore C. Chuang scheduled sentencing for Wednesday, August 27, at 2:30 p.m.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.  Led by the United States Attorney’s Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.  For more information about Project Safe Childhood, visit www.justice.gov/psc. Click the “Resources” tab on the left side of the page to learn about Internet safety education.

  • MIL-OSI Global: Why was St-Pierre-Miquelon targeted by both Donald Trump and a French politician?

    St-Pierre-Miquelon is a small French archipelago off the coast of Newfoundland in the northwestern Atlantic Ocean.

    The territory is just 244 square kilometres with a population of only 5,800. Nonetheless, it’s recently been in the global spotlight due to its inclusion in a wave of tariffs imposed by the United States — and because of a controversial remark from a French presidential hopeful suggesting undocumented migrants should be deported there.

    These recent events provide an opportunity to examine the complex historical and geopolitical entanglements surrounding St-Pierre-Miquelon and involving France, Canada and the United States.

    Last French territory in the region

    Visited by Indigenous Peoples for nearly 5,000 years, St-Pierre-Miquelon became known to European sailors in the late 15th century and was officially claimed for France by Jacques Cartier in 1536.

    The archipelago soon emerged as a strategic base for French fishermen engaged in cod fishing and whaling. Over the ensuing centuries, the islands were fiercely contested by France and Great Britain, changing hands multiple times before being definitively restored to French control in 1816.

    In the 20th century, the archipelago was at the heart of recurring fishing disputes between Canada and France.

    These peaked in 1988 with events that included the seizure of fishing vessels, the recall of ambassadors and violations of existing agreements. Despite historic treaty-based rights, France’s access to fishing grounds declined after Canada’s 1992 cod moratorium and an arbitration ruling that gave St-Pierre-Miquelon an exclusive economic zone of just 38 kilometres around the archipelago, except for a 16-kilometre swath extending 320 kilometres south.

    Both these events had major economic repercussions for St-Pierre-Miquelon.

    Hefty tariff

    Today, the territory’s economy is small — less than 0.001 per cent of France’s GDP — and it depends heavily on public funds and external provisions, particularly from neighbouring Canada.

    Nevertheless, the territory was initially included among the targets of the so-called Liberation Day tariffs announced U.S. President Donald Trump in April. It was singled out with a hefty 50 per cent import duty, temporarily making it one of the most heavily taxed territories in the world, matched only by the landlocked African country of Lesotho.

    Although Trump reversed course and reduced the tariff to 10 per cent a few days later, the original decision was perplexing given the archipelago’s minimal economic weight and its peripheral geopolitical position. Why was this St-Pierre-Michelon targeted so brutally by the Trump administration?

    Halibut geopolitics

    St-Pierre-Miquelon and the U.S. had a balanced trade relationship from 2010 to 2025, until a sharp discrepancy appeared in July 2024. The U.S. imported US$3.4 million worth of goods from the islands, exporting only $100,000 over the entire year.

    This resulted in a reported trade imbalance of 3,300 per cent for the year 2024, which the U.S. government appears to have interpreted as evidence of a 99 per cent tariff imposed by the territory, applying the same flawed algorithm on other countries.

    Why was there such a discrepancy in July 2024?

    According to several reports, this statistical anomaly is actually the result of a long-standing dispute between France and Canada over fishing quotas in the waters surrounding St-Pierre-Miquelon.

    Traditionally, the territory mainly exports seafood products to France and Canada, and almost none to the U.S.

    But in June 2024, a French vessel offloaded several tons of halibut — an expensive fish in high culinary demand — in Saint-Pierre.

    While the catch was made in international waters and was technically legal, it occurred amid ongoing tensions between France and Canada over halibut stocks and the sustainability of the species in the area.

    Because of these tensions, the catch was redirected to the U.S. market and sold for the aforementioned US$3.4 million, an outcome that ultimately triggered the tariffs imposed by the Trump administration.

    France and Canada reached an agreement on halibut later in 2024. But their “halibut war” was just the latest example of recurring disputes between the two countries over fishing quotas in the waters off the Grand Banks of Newfoundland, one of the world’s richest fishing grounds.

    The heavy tariffs imposed by the U.S. on St-Pierre-Miquelon, even though they were swiftly reversed, wer therefore an indirect consequence of the long-standing tensions between France and Canada.

    A new Alcatraz?

    Within days of St-Pierre-Miquelon recovering from the tariff shock, it was once again thrust into the spotlight.

    This time, Laurent Wauquiez, a moderate right-wing presidential contender in France, suggested migrants under deportation orders known as obligations de quitter le territoire français — or OQTF — should be given two options: either be detained in St-Pierre-Miquelon or return to their countries of origin.

    It’s not the first time politicians have proposed deporting prisoners to French overseas territories.

    The suggestion is aligned with France’s historical use of these territories as sites for penal colonies, most notably in Cayenne in French Guyana and New Caledonia in the South Pacific.

    Wauquiez’s remarks were widely condemned as contemptuous and colonial in tone, including by members of the government.

    In response, local authorities in St-Pierre-Miquelon tried to capitalize on the controversy by launching a humorous media campaign that reappropriated the OQTF acronym.

    Their goal was to shift the narrative and highlight the archipelago’s appeal: low unemployment, strong public safety, outstanding natural landscapes and a peaceful, family-friendly quality of life — and, hopefully, free from hefty American tariffs.
