On International Day Against Homophobia, Transphobia, and Biphobia, we reiterate our commitment in working with 2SLGBTQI+ communities to combat the stigma, discrimination, and violence they experience.

    This year’s international theme, The power of communities, reflects the strength and resilience within 2SLGBTQI+ communities.

    Through the Federal 2SLGBTQI+ Action Plan, we support those working to protect rights and advance equality for 2SLGBTQI+ communities.

    In addition, Canada’s Action Plan on Combatting Hate will reduce the spread of hateful rhetoric and discrimination, helping to ensure that all marginalized communities are safer, and more respected.     Following the 2025 United Nations Peacekeeping Ministerial (UNPKM) meeting in Berlin, Germany, Canada committed to providing more than $40 million in new projects and contributions to continue supporting UN peace operations and related peacebuilding efforts.

    These commitments include a pledge to continue providing tactical airlift support to UN peace operations until 2027. Canada will also continue to support the protection of civilians (including women and children) and providing specialized training and to counter the threat of misinformation, disinformation, malinformation and hate speech in the context of UN peace operations. As a historic partner in supporting UN peace operations, Canada remains committed to advancing the meaningful participation of uniformed women in peace operations and to supporting critical UN capacity gaps.

    Peacekeeping training, capacity building and partnerships

    Canada’s pledging commitments include:

    • more than $11.4 million to support training, capacity building and partnerships
    • more than $3 million to support training and capacity-building efforts to help prepare more than 450 personnel from partner countries to deploy to UN peace support operations
    • an expansion of tactical airlift capabilities and support to the UN through airlift capabilities on an opportunity basis (subject to aircraft availability)
    • assistance to 2 peacekeeping training institutions in the Indo-Pacific region (Vietnam and Malaysia) to build their capacity to plan and deliver their own UN-certified Staff Officer and Civil-Military Cooperation courses
    • delivery of 3 combat first-aid train-the-trainer courses to provide selected partners with an important prerequisite for deployment and to create a national cadre of instructors.

    Canada’s Military Training and Cooperation Program will continue to provide member nations with a wide range of training courses that directly or indirectly strengthen their ability to participate in peace support operations and help improve the interoperability of their personnel in multinational peace support operations. Canada will increasingly share peacekeeping capacity-building activities with like-minded partners and, where appropriate, through the UN Light Coordination Mechanism, to increase opportunities for effective international collaboration and achieve greater impact.

    Through the Canadian Police Arrangement, the RCMP will:

    • augment training and capacity-building partnerships, including through the deployment of subject-matter experts to 3 peacekeeping regional training centres
    • support pre-deployment training for individual women police officers from contributing nations to help them meet UN requirements and increase the number of women police officers in UN missions
    • set up a community of practice consisting of previously deployed women to serve as a resource to support women peacekeepers around the world.

    Enhancing Peace Operations Through Training and Capacity-Building Support to the UN

  • MIL-OSI Security: ‘King’ of Violent Haitian Gang Found Guilty on All Charges for Hostage Taking of 16 American Christian Missionaries

                WASHINGTON – Joly Germine, 32, of Croix-des-Bouquets, Haiti, was found guilty today by a federal jury in the District of Columbia for his role in orchestrating the 2021 hostage taking of 16 American citizens, including five children, and holding them hostage for 62 days.

               The verdict was announced by U.S. Attorney Jeanine Ferris Pirro and FBI Assistant Special Agent in Charge Ryan James of the Miami Field Office.

               “This office will fight aggressively to protect Americans who are taken hostage and abused, and to uphold the religious freedoms of our people, including Christians.  As the evidence demonstrated, Joly Germine orchestrated a plot that leveraged American Christian missionaries as bargaining chips to try to secure his own release from a Haitian prison,” said U.S. Attorney Pirro. “When you commit crimes against Americans in other countries, it makes no difference where you are — we are coming for you. Justice may not always be swift but it is certain.”

               “This conviction demonstrates the FBI’s determination to follow the evidence wherever it leads and to work our way up to the leaders of criminal plots wherever they are. Haitian gang leader and convicted kidnapper Joly Germine found out he was not beyond the reach of the FBI,” said FBI Assistant Special Agent in Charge James. “Neither time nor distance will weaken our resolve. We will use all tools available and go to farthest reaches of the globe to bring to justice those who kidnap Americans.”

               Following a 10-day trial in U.S. District Court, the jury found Germine guilty of one count of conspiracy to commit hostage taking and 16 counts of hostage taking of a U.S. national for ransom. 

               The former leader and self-described “king” of the notoriously violent Haitian gang known as 400 Mawozo, Germine previously pleaded guilty to his role in a gun trafficking conspiracy that smuggled firearms to Haiti in violation of U.S. export laws and the laundering of the gang’s funds derived from ransoms paid for other U.S. hostage victims. For those crimes, he was sentenced in June 2024 to 35 years in federal prison. 

               Germine’s gang, 400 Mawozo, operated in the Croix-des-Bouquets area to the east of the Haitian capital, Port-au-Prince. Germine directed the gang’s operations from prison using unmonitored cell phones and was constantly in touch with other 400 Mawazo leaders, most of whom were his relatives. Germine controlled the gang’s finances, supplied the gang’s weapons, and otherwise directed operations. 

               On October 16, 2021, 17 Mennonite missionaries from Christian Aid Ministries, an Ohio-based missionary aid organization, were returning from visiting an orphanage when they were stopped by 400 Mawozo’s armed and masked soldiers. Many of the gang’s soldiers were brandishing firearms supplied by Germine.  The group included 12 adults and 5 children, including a 6-year-old, 3-year-old, and an 8-month-old. Sixteen of the victims were U.S. citizens and one was a Canadian citizen.  

               The gang drove the missionaries to a field and robbed them, while consulting by phone with Germine, their leader. The gang took the missionaries to a building in a rural area, held them at gunpoint, and demanded ransom of $1 million each for their return. In postings on social media, the gang threatened to kill all the hostages if the ransom was not paid. Early on in the negotiations, senior gang leadership said that, in lieu of the ransom monies, 400 Mawozo would accept Germine’s release from prison in exchange for the hostages. 

               On November 20, 2021, two hostages were released after one was suffering from life-threatening health conditions. On December 5, 2021, 400 Mawozo released three of the hostages, two adults who had significant medical issues and the six-year old child, after receiving a $350,000 ransom payment. Though the gang had stated they would release all the hostages for the ransom paid, at Germine’s direction, the gang thereafter refused to release any more hostages. On December 16, 2021, the remaining hostages escaped under cover of darkness while their captors were distracted, walking for five hours through the Haitian bush until they were out of the gang’s territory. They were received by the FBI, which had deployed to Haiti and arranged to immediately transport them from Haiti before the gang could respond to their escape. In total, most of the missionaries were held for 62 days. 

              The evidence at trial showed that Germine had directed the initial kidnapping, had arranged for the locations where hostages were held, and set the $17 million ransom demand, knowing it was too high to be paid and would result in the Haitian government negotiating his release from prison in exchange for the missionaries.  The evidence also showed that Germine was involved in or consulted on the decisions to release victims.

               The FBI Miami Field Office investigated the case, with assistance from Bureau of Alcohol, Tobacco, Firearms and Explosives. During the law enforcement response to the kidnapping, extraordinary assistance was provided in a whole of government response by various agencies, including Customs and Border Protection Service, the Drug Enforcement Agency, Department of Defense, the U.S. Marshals Service, and the Royal Canadian Mounted Police. Valuable assistance was provided by the government of Haiti, the government of the Dominican Republic, the Justice Department’s Office of International Affairs, the Department of State and the Embassy in Port-au-Prince, and the U.S. Attorney’s Office for the Southern District of Florida’s Special Prosecutions Section.

               The case was  prosecuted by Assistant U.S. Attorneys Karen P. Seifert and Tom Saunders and Paralegal Specialist Jorge Casillas for the District of Columbia, with invaluable assistance from Assistant U.S. Attorney Kimberly Paschall, Victim Advocate Yvonne Bryant, and Victim Witness Coordinators Tonya Jones and Guisela Castillo.

    WASHINGTON – During the markup of the Republican tax bill, Ways and Means Trade Subcommittee Ranking Member Linda T. Sánchez (D-Calif.) introduced an amendment to provide Trade Adjustment Assistance to workers and small businesses displaced by trade. The Republican-led committee blocked the amendment in a 19–24 party-line vote

    “This tax bill is a desperate attempt from Republicans to kowtow to corporations, while they turn their backs on millions of hardworking Americans.

    Prices on everyday goods are rising, retirees are watching their savings evaporate as markets swing wildly, farmers are losing access to key export markets, many small businesses are on the verge of closing their doors forever, and jobs are being lost.

    It’s time to put an end to the economic damage. A tax bill that creates massive deficits and gives handouts to billionaires will not do that. We must use this opportunity to restore stability in our trade and economic policy before the damage is too far to reverse.

    That’s why I am offering an amendment to renew Trade Adjustment Assistance and modernize the program, including by streamlining the eligibility criteria for farmers, workers, and businesses. This language comes from the COMPETES Act, which Congress passed on a bipartisan basis in 2022.

    Under my amendment, displaced workers would be eligible to apply for Trade Adjustment Assistance through 2031. My amendment would also ensure port workers and workers in the trucking industry will be eligible to apply for TAA if they unfairly lost their jobs due to tariffs imposed by President Trump since January 20th of this year.

    Since its inception, TAA has helped millions of trade-displaced workers attain the necessary skills, credentials, resources, and support they need in order to return to work. At least 192,000 workers have pending TAA petitions with the Department of Labor. That includes 17,240 new applicants since President Trump took office to March — a nearly 10 percent increase in less than two months.

    Despite the fact that this data was updated monthly, no new data has been available since March 3rd, just after the Trump administration began to wreak havoc on our economy with the Canada and Mexico tariffs and the April 2nd global tariffs.

    Wow. I wonder why? Could it be that the Trump administration is scared of Americans finding out the real cost of his chaotic trade policies?

    Not only are prices going up, but Americans working in trade-related industries literally have their jobs on the line, including the thousands of port workers from Los Angeles and Long Beach that live in my district.

    Every one container that arrives in the port supports four jobs in the Los Angeles economy. Yet, imports at the Port of Los Angeles are currently down by 35% from the same time last year. If this trend continues, empty shelves and layoffs will follow.

    We also cannot forget the truck drivers who help transport essential goods across the country. These truck drivers will lose from declining truck volumes and higher operational costs.

    We cannot abandon our workers. They need relief now.

    Over 8,000 workers with pending TAA applications are in my Republican Ways and Means colleagues’ districts:

  • MIL-OSI Security: Lansdowne Station — Pictou County missing persons investigation continues with renewed ground and air search efforts

    Ground and air search efforts are planned for tomorrow (May 17) as the missing persons investigation into the disappearance of Lilly and Jack Sullivan continues.

    Searchers from ground search and rescue teams, the Civil Air Search and Rescue Association, and the RCMP will focus on specific areas around Gairloch Rd. in an effort to locate Lilly and Jack and advance the investigation.

    This search follows a large-scale air and ground search of 5.5 square kilometres of heavily wooded, rural terrain in the Gairloch Rd. area that began on May 2. On May 7, the search was scaled back in favour of more specific searches.

    On May 8 and 9, the RCMP’s Underwater Recovery Team (URT) scoured bodies of water around Lansdowne Station; URT’s two-day operation did not uncover evidence.

    We continue to ask that the public avoid the search area to allow trained searchers to do their work.

    Work is underway to bring approximately 20 complex-care homes with robust health and social supports to people with complex mental-health and substance-use challenges in Nanaimo.

    “The lack of stable, dignified housing worsens the struggles faced by people living with complex health challenges, including brain injuries, mental-health and substance-use issues,” said Josie Osborne, Minister of Health. “As a result, people can find themselves stuck in a cycle of evictions, shelters, encampments and even emergency departments. The social and health supports and stable homes that complex-care housing provides can help people establish stability, build connections and break the cycle of homelessness.”

    BC Housing has submitted a rezoning and development permit application to build the new homes at 1850 Boxwood Rd. in Nanaimo. The proposal would provide approximately 20 permanent homes for people with complex-care needs. Each studio-style unit will have its own bathroom and kitchenette. Residents will also have access to communal dining and amenity areas, and spaces to receive on-site health services.

    “Everyone deserves a place to call home – somewhere they feel safe, supported, and connected,” said Ravi Kahlon, Minister of Housing and Municipal Affairs. “Providing people with stable housing helps build strong, healthy communities that people want to live in. These new complex-care homes in Nanaimo will not only offer housing, but also the critical supports people need to move forward in their lives.”

    Complex-care housing provides voluntary housing and support services to people with significant health needs, including mental-health or addictions challenges and other health issues, such as brain injuries or mobility challenges. Teams of professionals will work with residents to provide the supports needed to maintain stable housing and improve their quality of life.

    “Complex care housing is an important component of the continuum of mental-health and substance-use care provided by Island Health clinical teams to individuals who are ready for services and supports and to begin a path towards wellness,” said Leah Hollins, board chair, Island Health. “Stable housing is a vital part of health and enables our health-care teams to support people in the comfort, safety and security of their homes.”

    A non-profit operator will manage the building and provide support services, and Island Health will provide health services. Housing operator staff will be on site 24/7 to support residents.

    The project is contingent upon successful rezoning and any necessary provincial and BC Housing approvals. Funding and project-timeline details will be provided as the project moves forward.

    Complex-care housing is a key component of Belonging in B.C., the Province’s homelessness action plan. It is also part of the Province’s Safer Communities Action Plan, which is taking action to address the biggest challenges to keep people safe and communities strong. Since 2017, the Province has nearly 92,000 homes that have been delivered or are underway.

    Richard Tarasofsky of Canada, a co-convener of TESSD, together with Costa Rica, thanked the facilitators of the working groups for advancing the outcome documents.  “I encourage all of you to engage actively, (as) we are now less than one year away from MC14 ,” he said.
    The four TESSD working groups held technical discussions on their respective topics and exchanged views on the first drafts of possible outcome documents in line with guidance provided by the high-level plenary meeting on 4 December 2024.
    In the Working Group on Subsidies, members explored the role of trade policy and international cooperation in decarbonizing maritime transport. They focused in particular on subsidies and other policy incentives for sustainable marine fuels, port infrastructure and green corridors, as well as on the role of financing and technical assistance to support developing economies in this regard.
    Setting the scene, the International Maritime Organization (IMO) introduced the new IMO Net-Zero Framework with mandatory emission limits. The European Union presented its policies and measures to support sustainable marine fuels, while DNV, a Norwegian private company, and the Global Maritime Forum (GMF), a not-for-profit organization, introduced their work in supporting the establishment of green shipping corridors. MSC Group presented the actions being taken to decarbonize their global fleet and the necessity for regulatory certainty and clarity for private sector investments related to decarbonization. Regarding a possible working group outcome, members considered key design elements in subsidies, including considerations for effective subsidy design and related practices among members.
    The Working Group on Circular Economy – Circularity heard about technical assistance projects offering insights into trade and circular economy, including from the International Trade Centre (ITC) and Mauritius on trade policy and regional cooperation in recycling lithium-ion batteries of electronic vehicles. UN Trade and Development (UNCTAD) also shared perspectives on trade-related aspects of circular economy in developing economies, highlighting opportunities for technology transfer for water treatment and textile circularity. In terms of a possible working group outcome, members focused on trade-related practices in priority sectors, such as textiles, batteries, electronics and renewable energy.
    In the Working Group on Environmental Goods and Services (EGS), members shared experiences of identifying and facilitating trade in EGS. Jaime Coghi Arias from Costa Rica, Chair of the Joint Initiative on Services Domestic Regulation, highlighted the link between good regulatory practices and environmental services. Switzerland introduced approaches used for identifying EGS under the Agreement on Climate Change, Trade and Sustainability (ACCTS) undertaken by Costa Rica, Iceland, New Zealand and Switzerland. The United Kingdom shared insights into EGS for climate adaptation in the water sector, and Argentina outlined its work in relation to sustainable agriculture. Members also reviewed suggestions on the working group’s draft outcome document.
    In the Working Group on Trade-Related Climate Measures (TrCMs), members heard presentations on border carbon adjustments (BCAs), with a focus on carbon standards and measurement methodologies. The International Institute for Sustainable Development (IISD) introduced its work on interoperability in its “Global Stakeholder Dialogues”. The Organisation for Economic Co-operation and Development (OECD) highlighted the importance of cross-border data-sharing through digitalization and customs cooperation. With regard to the first draft for an outcome, members brainstormed on how to compile policies in relation to climate objectives.
    Concluding the two-day meetings, Ana Lizano of Costa Rica, co-convenor of TESSD, said: “It was very encouraging to see the participation of the private sector and the sharing of experiences by developing economies across all four groups, even from non-co-sponsors. Looking ahead, we have made significant progress on the outcome documents, reflecting members’ inputs. We look forward to your collective support in refining the documents to ensure they are fit for purpose.”

    Deputy Director-General Angela Ellard spoke at an event prior to the start of the meeting to mark the 30th anniversary of the CMA. Her remarks were followed by a panel discussion that included remarks from former chairs of the CMA.

    “Market access is one of the cornerstones of the multilateral trading system, and it lies at the heart of what the WTO seeks to achieve: enabling trade to flow as smoothly, predictably and transparently as possible through agreed rules,” DDG Ellard said.

    “This is why the work of the Committee on Market Access is not merely technical; it is foundational to the integrity and effectiveness of the entire WTO framework,” she continued. “Even amid widespread uncertainty these days surrounding tariff levels, this Committee provides stability for governments and traders on a wide variety of nuts-and-bolts issues, such as tariff classification, trade restrictions, and information sharing through databases and other means by operationalizing a durable system of rules and a mechanism to address concerns.”

    Achievements of the CMA include enabling members to make their commitments more accessible and ensuring the legal clarity and comparability of concessions across time and among members through the transposition of commitments into updated versions of the Harmonized System used to classify traded goods.     The interim Chair of the CMA, Nicola Waterfield (Canada), welcomed the progress made in the joint effort by the World Customs Organization (WCO), World Health Organization (WHO) and the WTO to establish new tariff headings for vaccines under the Harmonized System (HS). 

    “The new HS codes, which will be adopted by the WCO Council in June for implementation on 1 January 2028, help better identify and classify goods vital for responding to health crises and support coherence between trade policies and public health objectives, including ensuring global equitable access to vaccines,” the Chair said.

    Gael Grooby, Acting Director of the Tariff and Trade Affairs Directorate of the WCO, said the aim of the exercise is to make the covered goods more visible within trade so that they can be tracked and appropriate measures put into place as needed. She emphasized that the work between the CMA and the WCO on this matter “has been unprecedented”.

    The Chair proposed that the CMA invite representatives from the three organizations to discuss the insights gained from this experience and to collectively reflect on the key elements that facilitated such a successful example of collaboration.

    Committee report on supply chain resilience

    The CMA adopted a report on supply chain resilience, the outcome of a series of thematic sessions on the topic held between 2023 and 2025. Specifically, the report defines supply chain resilience, identifies supply chain vulnerabilities, and describes how members measure and monitor global supply chains and what measures support supply chain resilience. The report also examines the role of international and regional cooperation, and the role of the CMA.  

    The Chair observed that the CMA has created a unique approach to thematic sessions, where members have a space to exchange information, learn from each other and produce concrete results that can be used for future reference.

    Trade fragmentation, EU deforestation regulation

    Canada, the European Union and Norway introduced an agenda item addressing fragmentation of global trade through tariffs and the associated global costs. They voiced concerns about the impact of recent tariff measures and the resulting uncertainty on global trade for businesses, consumers and workers. They also underlined the importance of the rules-based multilateral trading system. Ten other members took the floor on this item, with most echoing these concerns. Several also underlined the importance of WTO reform and improvement of its functions so that it remains a central pillar of the global trading system.

    Brazil, Colombia, Paraguay and Peru introduced a joint communication regarding the European Union’s Regulation on Deforestation-Free Supply Chains (EUDR). The four members contend the regulation is a quantitative restriction (QR) on imports and therefore should be notified to the CMA as such. They reiterated their belief that the regulation imposes cumbersome obligations and will virtually ban from the EU market the importation of beef, wood, palm oil, soya, coffee, cocoa and rubber that do not comply with the regulation’s requirements.  The EU said the EUDR is not a market access measure but rather an internal regulation measure designed in line with WTO rules.

    Trade concerns

    Members discussed 33 trade concerns, eight of which were raised for the first time. New concerns dealt with exports of coffee beans and macadamia nuts to China, proposed export restrictions on raw minerals by the Philippines and measures equivalent to quantitative restrictions on the import of wooden boards and viscose staple fibre in India.  Other new concerns covered market access issues for agricultural commodities and food products as well as market access issues faced by the pharmaceutical sector in Thailand, and import restrictions on pocket lighters in India.

    New concerns were also raised in relation to reciprocal tariffs and other tariff measures in the United States and the treatment of like products under the Agreement on Climate Change, Trade and Sustainability (ACCTS) concluded by Costa Rica, Iceland, New Zealand and Switzerland.

    Notifications on quantitative restrictions

    The interim Chair drew members’ attention to a new WTO Secretariat report, “Notification Status of Regular/Period and One-Time Only Notifications in the Goods Area (1995-2024)” (G/C/W/859 ). While the document found that there has been an overall submission rate of 68.9% for regular or periodic notifications, compliance with quantitative restrictions notifications, pursuant to the 2012 Decision  on Notification Procedure for Quantitative Restrictions, was the lowest at just over 26%.

    The Chair said she was aware that various initiatives have been undertaken over time by members and the WTO Secretariat to improve the overall compliance record but members still struggle to comply with certain notification requirements. As a result, she invited members to consider what barriers impact compliance and what possible steps could be taken to improve the submission rate and the quality of such notifications. The Committee agreed to hold such discussions at its next informal meeting scheduled in June.

    [. However, that relationship has shifted significantly in recent times and continues to evolve, demonstrating the need for more research and a greater understanding of the changing North American dynamic.

    Currently, North America faces a significant gap in dedicated research activity specific to the study of Canada-U.S. relations and policy – and there is a particular shortage of this research from a western Canadian perspective.

    Understanding and navigating the changing geopolitical landscape is crucial, and partnering with researchers abroad is becoming increasingly vital. That is why Alberta’s government is investing $6.5 million over three years in the New North America Initiative, led by the University of Calgary’s School of Public Policy, to help Alberta navigate this new reality.

    The Government of Saskatchewan (GoS) is celebrating the contributions of public works professionals by recognizing May 18 – 24, 2025, as National Public Works Week in Saskatchewan.

    Celebrated annually during the third week of May, National Public Works Week recognizes the contributions and efforts of public works professionals and seeks to inspire a new generation of young people to consider a career in this much-valued profession. 

    Public works professionals are engineers, managers and employees at all levels of government and the private sector, who are responsible for rebuilding, improving and protecting our nation’s transportation, water supply, water treatment and solid waste systems, public buildings, and other structures and facilities essential for our citizens.

    This year’s theme, “People, Purpose, Presence,” highlights the ability of these professionals to perform regular public works duties and be ready at a moment’s notice to react as first responders during natural disasters and overcome trials seen in the field.

    This year’s celebration marks the 65th year that public works officials in Canada have raised awareness of their work and the commitment of their profession to building a better life for everyone across Canada.

    WASHINGTON—The American Federation of State, County and Municipal Employees (AFSCME), the American Federation of Teachers (AFT), the National Education Association (NEA), and the Service Employees International Union (SEIU) are launching “Put Families First”—a new campaign aimed at fighting billionaires’ plans to gut public services and give massive tax breaks to the ultra-rich. With over 8.3 million members, including nurses, care providers, educators, school bus drivers, and sanitation workers, the unions’ campaign will center the stories of the workers who keep our communities running and know firsthand the devastating impact reckless cuts will have on working families.

    Anti-union extremists are pushing a federal budget that would make devastating cuts to public services and vital programs like Medicaid—all to pay for billionaire tax cuts. On average, one-third of all states’ budgets rely on federal dollars. Without this funding, hospitals, schools, nursing homes, and vital community centers could shutter, leaving millions of working families behind.

    Public service workers across the country have spent the past four months sounding the alarm, talking to their co-workers, organizing town halls, and calling members of Congress to demand they put working families before billionaires.
