    The Government of Saskatchewan has proclaimed May 4-10, 2025, as Emergency Preparedness Week in the province. 

    The theme for 2025 is “Be prepared. Know your risks,” which encourages everyone to understand the risks in their area and to learn what actions to take to protect themselves and their households.

    “Emergency Preparedness Week is the perfect time to create an emergency plan and 72-hour emergency kit for your home and vehicle,” Corrections, Policing and Public Safety Minister Tim McLeod said. “By taking these proactive steps, you will be prepared for any type of emergency and help to ensure the safety of you and your loved ones.”

    The Saskatchewan Public Safety Agency (SPSA) reminds residents to be ready for anything. It is important to consider all emergencies and scenarios when preparing for an emergency. Knowing what to do and how to prepare for different situations is a crucial step in being ready to face any emergency.

    During Emergency Preparedness Week, SPSA will post resources and templates on its Facebook account, and additional resources can be found on its website. 

    SaskAlert testing on May 7

    A test of the provincial emergency alert system, SaskAlert, is scheduled for Wednesday, May 7, 2025, at 1:55 p.m. 

    The test alert will appear on television, radio, compatible wireless devices and through the SaskAlert app. 

    Testing is a standard part of the emergency management process to help ensure that, in times of an emergency or disaster, urgent and public safety warnings can be distributed to the public.

    Premier David Eby has issued the following statement marking the 80th anniversary of the liberation of the Netherlands:

    “On May 5, 1945, occupying German forces in the Netherlands surrendered to the Allies, ending five years under the brutal Nazi regime. The Canadian First Army played a central role in defeating the enemy, engaging in fierce battles to remove the occupiers village by village, town by town, canal by canal. Joyous crowds of civilians cheered Canadian troops as the cities of Amsterdam, Rotterdam and The Hague were finally liberated.

    “The Dutch also endured a deliberate famine known as the Hunger Winter, during which about 20,000 Dutch people died. With liberation, Canadians and our allies delivered food and other provisions to a grateful people.

    “Canada also provided refuge for the Dutch royal family during the Second World War. During their stay, the Canadian government temporarily declared an Ottawa hospital ward to be extraterritorial land in 1943 so Princess Juliana’s third daughter, Princess Margriet, could be born as a Dutch national. Princess Margriet is scheduled to visit Ottawa later this month to take part in commemorative events, including officially opening the famous Canadian Tulip Festival, which helps keep alive the memory of Canada’s role in liberating her homeland.

    Introduction 

    Good morning, everyone. 

    Thank you, Jill, for that kind introduction.  

    Before I begin, I would like to acknowledge that we are gathered here today in Ottawa on the unceded traditional territory of the Algonquin Anishinaabe peoples. 

    I respectfully recognize the relationship that First Nations, Inuit and Métis peoples have with the land and waters that all Canadians live in and enjoy. Please take a moment to reflect and offer our gratitude to the Indigenous Nations and communities who are the traditional caretakers of these lands and waters. 

    As mentioned, I am Pierre Tremblay, President of the Canadian Nuclear Safety Commission, or CNSC, and I couldn’t be happier to be speaking to you today on behalf of the regulator.  

    My 40 years in Canada’s nuclear sector have been very rewarding. My career has given me a deep appreciation and respect for the people who work in the sector and their shared focus on safety and the culture that supports it.   

    For my remarks this morning, I will share my perspective on the nuclear landscape here in Canada – both our focused oversight of the existing fleet and our readiness to regulate new nuclear. 

    I also want to provide updates on how the CNSC is working to become more efficient in delivering its priorities. And finally, I will offer my thoughts on furthering our own engagement efforts and strengthening trust with all people in Canada – as well as our expectations of industry and proponents.   

    Nuclear in Canada

    This is an important and interesting time for Canada’s nuclear sector – we must step up and face the moment.  

    We recognize the sector will continue to evolve and we will continue to be ready to regulate and respond to advancements without compromising safety. 

    As the regulator, we are expected to continue our efforts to manage regulatory burden, expedite reviews and maintain a competent and talented workforce, innovating and leveraging new techniques, approaches and technologies to find even greater efficiencies.  

    As we do all of this, we will never compromise on safety. The industry must do the same. Together, we can all ensure the deployment of safe nuclear projects. 

    While Canada’s nuclear sector is complex and changing, the continued safe operations of the existing fleet is paramount and fulfilling our mandate and delivering on our important job here at home remains my top priority.  

    We also need to continue to ensure readiness to regulate new technologies and approaches. The CNSC is committed to reviewing and regulating safe nuclear projects in Canada, including new reactors, large and small. 

    That is why we value our strong relationships with international partners such as the US NRC and the United Kingdom’s ONR.  

    And why we are heartened to know they are equally committed and value our ongoing collaboration. 

    There is a drive to build new nuclear and expand infrastructure in support of the growing electricity market; this includes, for example, the appropriate extraction of minerals.  

    Luckily, the CNSC as a life cycle regulator is an extremely capable organization. But the responsibility does not sit with us alone. We need others to engage meaningfully. Only then will the sector move forward. 

    New nuclear

    From my perspective at the regulator, Canada’s nuclear sector continues to be one of this country’s strengths. The mechanisms and tools are in place. But there is a need to embrace the moment. 

    Now, what do I mean by this? 

    More provinces are now looking at carbon-free technologies. Nuclear is naturally seeing more interest. 

    This includes the potential for new units in Ontario and New Brunswick. We are also seeing the sector expand to include new provinces and sites in Saskatchewan and Alberta. 

    On April 4, the Commission issued a Nuclear Power Reactor Construction licence to Ontario Power Generation to construct 1 General Electric Hitachi BWRX-300 reactor at its Darlington New Nuclear Project site in Clarington, Ontario.

    This is the first power reactor licence to construct that the CNSC has issued in its 25 years. And actually, the first power reactor licence to construct in Canada in over 50 years.  

    The CNSC will continue to work with all provincial partners to ensure regulatory clarity and efficiency. 

    With this evolution in the sector, the concept of the traditional nuclear host community in Canada is evolving along with the technology. This requires a change in how the CNSC informs and engages with all people in Canada, a need to continue to modernize our regulatory framework, and a willingness to evolve together. 

    The CNSC at its core 

    This gets to the heart of the CNSC – how we operate, what our priorities and focus are. All of these considerations are essential to the nuclear sector in Canada.  

    The CNSC is a globally recognized, mature nuclear regulator, with all the governance needed to provide strong regulatory oversight. 

    Whether this is working alone or in collaboration the CNSC is willing to evolve and work to improve the regulatory framework and identify efficiencies.  

    Collaboration and regulatory efficiency

    We are open to recognizing and altering how we achieve our goal to ensure the safety of all people in Canada.  

    While we will never reduce our high standards for safety and security that we have established, we recognize there may be different ways to get the same result. And this is where we remain open.

    It is not for me or the CNSC to tell industry how to pivot, but as technology continues to evolve and the sector continues to modernize, there are opportunities to revisit how we work together.  

    Remote monitoring and access to data is something industry is – and should be – considering. Remote access supports efficiency, as the regulator can access more real-time information. 

    The CNSC will evolve along with the sector. We welcome the suggestions and will engage in a meaningful way to identify improvements. 

    But improvement begins at home, and the review of the CNSC’s regulatory framework identified an opportunity to ensure clarity of requirements for SMRs, such as ensuring we are using a technology-neutral, risk-informed, performance-based approach.

    We recognize and are committed to ensuring that our regulations are risk-informed and set out clear performance objectives.  

    For example, exploring amendments to the Nuclear Security Regulations that respond to changes in security threats and adapt to technological advancements.  

    The CNSC as a lifecycle regulator is committed to delivering effective and timely regulatory decisions for nuclear projects. 

    SMRs and other advances in technology continue to afford us the ability to identify challenges and turn them into opportunities to modernize and evolve.

    CNSC readiness 

    I have already mentioned that we are refocusing our energies here at home – there is a need to focus on mission critical and safety significant issues in our existing nuclear fleet, and to be efficient and timely in our work. 

    This of course must be balanced with a readiness for new technologies, techniques and activities – all of which require us to conduct meaningful engagement and consultation with the Indigenous Nations and communities whose rights and interests may be impacted by nuclear activities.  

    Delivering on this considerable agenda means that talent management is vital to ensure that we have the capacity to support our work. 

    This capacity comes from a diverse workforce. We know from experience that our workplace is stronger, better and more capable when it is diverse. We remain unabashedly committed to diversity in the workplace. 

    That is why the CNSC continues to focus efforts on supporting diversity across the nuclear sector. 2025 will see our third Indigenous Girls in STEM workshop, which provides Indigenous girls an inclusive space to explore science, technology, engineering and mathematics, or STEM subjects. The workshop enables them to do so in a way that weaves together learning with Indigenous culture, knowledge and traditions.

    Diverse voices are vital to fostering innovation and lead to better decision-making and better safety outcomes. Complex challenges like those we face in the nuclear sector require varied perspectives. 

    The path to positive results

    I will now offer my thoughts on how we further our engagement efforts and strengthen trust with all people in Canada – this, I believe, is the recipe for success.   

    We are committed to continuing our collaboration, engagement and consultation with Indigenous Nations and communities in support of advancing reconciliation. The CNSC is also committed to engaging with the public and interested parties as part of improving our regulatory processes. 

    We remain flexible and open minded around how we execute our mandate and our requirements. This will enable us to find new ways of working that serve all involved – and we will never compromise on safety.  

    Barriers need to be removed, support and capacity provided and a commitment to meaningful engagement. All of this will allow us to address the key challenges to meaningful engagement, finding tangible solutions to enable an effective path forward for advancing reconciliation. 

    Meaningful engagement and inclusion of Indigenous peoples in relation to the nuclear sector is something that the whole of Government and the nuclear sector must be committed to and actively support. 

    There are a number of examples across the nuclear sector where we have seen some promising relationship-building and partnerships. 

    One such example is the Neya Wabun Guardian Program established through the long-term relationship agreement between the Algonquins of Pikwakanagan First Nation or AOPFN, Atomic Energy of Canada Limited, AECL and Canadian Nuclear Laboratories, CNL. 

    This program establishes an AOPFN monitoring presence at Chalk River Laboratories, enabling reporting back to their leadership. The environmental monitoring program weaves together science with Indigenous Knowledge and values which is an important step towards reconciliation. 

    AOPFN have been willing to engage meaningfully and are working hard to the benefit of their nation and community.  

    The equity partnership between the Saugeen Ojibway Nation or SON and Bruce Power supports the global fight against cancer and provides new economic opportunities within SON Territory, including an equity stake and a revenue-sharing program benefiting the community directly.

    It is important to highlight these partnerships that provide many groups – Indigenous Nations and communities, environmentalists, community members – with access and opportunities to participate.  

    At the CNSC we have made material changes to demonstrate that we are listening and responding to the interests and concerns of rights holders. 

    For example, during our part two hearing for OPG’s application for a licence to construct an SMR at the Darlington site – the Darlington New Nuclear Project, we listened, heard and learned, which led to important and impactful changes to this proceeding that demonstrated inclusivity and recognition of the rights holders. 

    We changed the physical layout of the room by removing the standard stage under the Commission, so we were all on the same level. The Commission also benefitted from the time that was dedicated for Indigenous ceremony, song and prayer. 

    These efforts enhanced the experience of all hearing participants, resulting in a more inclusive and collaborative environment, which in turn serves to continuously strengthen trust.  

    The Commission has also revised its practices, addressing feedback from rights holders and providing more time to ensure the perspectives of rights holders are heard. 

    It is also focused on transparency in its hearing process. Understanding that the public is entitled to hearing information and documentation and that such transparency serves to build and maintain trust in the regulatory process.  

    We must do more. And we are committed to doing more.

    The CNSC remains committed to consultation, engagement and collaboration with Indigenous Nations and communities.  

    This is consistent with the United Nations Declaration on the Rights of Indigenous Peoples Act or “UNDA”, which was passed by Canadian Parliament in 2021.

    UNDA requires the development and implementation of an action plan in consultation and collaboration with Indigenous peoples. It also requires we ensure that the laws of Canada are consistent with the UN Declaration. 

    In addition to supporting the Action Plan efforts, the CNSC actively works to establish long-term relationships with Indigenous Nations, supporting capacity building, enabling studies and data gathering through our funding programs, and collaborating on monitoring and oversight activities, joint assessments and reporting to the Commission.

    Recently, the Federal Court of Canada issued its decision on the Judicial Review application brought by Kebaowek First Nation, KFN, challenging the Commission’s authorization to CNL to construct a Near Surface Disposal Facility.  

    This decision recognizes the CNSC’s “broad, inclusive approach to consultation” and finds that the Commission’s decision concerning the impacts of the proposed NSDF is reasonable. The Court also directed CNL and the CNSC to resume consultation with KFN with a view to implementing the UNDRIP free, prior and informed consent standard 

    There is a need for us to better understand from the perspective of Indigenous Nations and communities what free, prior and informed consent means to them. We need to better understand these perspectives so that we can work together to move forward.  

    All of this is an example of how we are evolving to address the ever-changing landscape. 

    In short, we’re doing our part and expect industry to do the same.

    Christine Boyle, Minister of Indigenous Relations and Reconciliation, and Jennifer Blatherwick, parliamentary secretary for gender equity, have released the following statement in honour of Red Dress Day and the National Day of Awareness for Missing and Murdered Indigenous Women, Girls and 2SLGBTQIA+ People.

    “The red dress, inspired by the work of Métis artist Jaime Black, is a symbol of loss for the women, girls and 2SLGBTQIA+ people who have been murdered or are missing. Red Dress Day is a time of mourning to acknowledge the heartache of the family and friends of those taken too soon and a day to reinforce the need to end violence against Indigenous people.

    “Indigenous women and girls are more likely to be murdered, assaulted or go missing than any other women in the country. It’s crucial that we persist in addressing the underlying issues of violence, such as colonialism, racism and misogyny. We will also continue to support Indigenous self-determination, safety planning and healing through Indigenous-led initiatives that promote capacity building and culturally safe approaches.

    “Following the release of Reclaiming Power and Place: The Final Report of the National Inquiry into Missing and Murdered Indigenous Women and Girls, our government released A Path Forward: Priorities and Early Strategies for B.C. with strategies for ending violence. This includes the Path Forward Community Fund, administered by the B.C. Association of Aboriginal Friendship Centres, to support Indigenous-led safety planning and capacity building.

    “We also released Safe and Supported: B.C.’s Gender Based Violence Action Plan that further advances our commitments laid out in A Path Forward.

    “To the Indigenous people and families who have faced harm, loss and grief, please know that we and so many others commit to being a voice in government who will continue to advocate for an end to gender-based violence and harm against Indigenous people.”

  • MIL-OSI Canada: Don’t get measles. Get immunized.

    [. Alberta’s government is taking the current measles outbreaks seriously and is actively working to improve vaccination access and share information Albertans need to protect themselves.

    As cases increase, additional immunization appointments are being added daily to improve access to vaccines with an expansion of immunization clinic access across the central and south zones starting May 5. Clinics in the central zone will now have walk-in availability, including some with evening measles-specific clinics and additional Saturday availability. In the south zone, both evening and weekend appointments are being added.

    Alberta Health Services (AHS) has planned for and is ready to ramp up additional measles clinics across the province including extending hours at existing measles-specific clinics and opening additional clinic space, based on demand.

    Alberta’s government and AHS have also introduced a new early dose of measles-containing vaccines, now available for infants six to 11 months of age in the north, central, and south zones of the province. This is on top of the routine immunization schedule, which is two doses of measles-containing vaccine at 12 and 18 months of age.

    “Getting immunized against measles is the single most important thing you can do to protect yourself, your loved ones and your community. By expanding access to vaccines and reaching more Albertans with this advertising campaign, we hope more Albertans will protect themselves.”

    Public health officials are collaborating with AHS to manage the outbreak response. They are also working with local leadership in areas with the highest case numbers to support affected communities and increase vaccination efforts. Most cases remain traceable, and officials continue to monitor the situation closely.

    “We are looking at one of the largest outbreaks in nearly 40 years. When fewer people are protected, measles spreads—and the risks go up. Immunization is the best way to protect yourself and loved ones from measles. Get immunized against measles now and help prevent the spread. Help protect your communities.”

    Starting Monday, May 5, HealthLink 811 is introducing a dedicated measles hotline. Albertans seeking information about measles can fast track their call through HealthLink by calling 1-844-944-3434. The measles hotline will speed up access to a professional who will:

    • Assist with accessing your immunization records or general information
    • Provide advice for those experiencing measles symptoms and are feeling unwell.
    • Assist with booking measles immunization appointments or locating a public health clinic offering immunization in your area.

    “Primary Care Alberta encourages all Albertans to check their vaccination records, and those of their children, to ensure that they are protected from the highly contagious measles virus. Our dedicated team is ready to help you confirm your vaccination status, or to assist you and your family if you suspect that you’ve been exposed to measles.”

    Alberta’s government is committed to providing the information needed to protect Albertans, with a dedicated measles webpage on alberta.ca. Albertans can visit the page, updated every weekday, for information related to the disease, including local exposure notifications issued by AHS to warn people of known exposure locations.

    Expanded advertising campaign launching next week

    Since late March, Alberta’s government has been running a social media campaign encouraging Albertans to check their immunization records to ensure they are protected against measles.

    To further raise awareness, an expanded provincewide Don’t get measles. Get Immunized awareness campaign is launching in mid-May across radio, print, digital, and social media. A toolkit is also being developed to share with daycare providers to further ensure parents have the information they need to protect their children.

    This campaign will also be translated into over 14 languages to help reach Albertans whose first language is not English. The additional languages in online ads will be French, Chinese, Punjabi, Spanish, Ukrainian, Urdu, and Tagalog. The additional languages in radio will be Arabic, French, Hindi, Korean, Farsi, Chinese (traditional and simplified), Somali, Spanish, Tagalog, Ukrainian, Urdu, and Vietnamese.

    Quick facts

    • Currently, appointments in the central zone are available within one day, while in the south zone appointments are available usually within one to two days.
    • Following increased efforts to educate Albertans on measles and the importance of immunization, there has been a significant rise in immunizations across the province. Since March 16, there has been a 67% increase in comparison to last year.
    • Data on measles, including total confirmed cases, is updated Monday to Friday on the government website.
    • Weekly updates on immunization rates are done every Thursday.
    • Albertans uncertain of their immunization history, or their child’s immunization history, can text “vaccine record” to 88111, call Health Link at 811 or their local public health office.
    • Albertans can also text “measles” to 88111 to get measles health information texted to their mobile device.
    • Symptoms of measles include:
      • fever of 38.3° C or higher
      • cough, runny nose and/or red eyes
      • a red, blotchy rash appears three to seven days after fever starts. It typically beginning behind the ears and on the face and spreads down the body and to the arms and legs

    The Government of Saskatchewan is recognizing May 5-10 as Safety and Health Week in Saskatchewan. 

    “This week is a time to focus on the role each of us can play in creating safe, healthy workplaces and communities,” Labour Relations and Workplace Safety Minister Jim Reiter said. “There is always more work to be done in building a safer Saskatchewan.”

    Safety and Health Week, formerly known as North American Occupational Safety and Health Week, began in 1997 and is observed annually in Canada, the United States and Mexico. The purpose of the day is to focus employers, employees, partners and the public on the importance of preventing injury and illness in the workplace, at home and in the community.

  • MIL-OSI Canada: Celebrating Early Childhood Education Month by Supporting Early Childhood Educators

    The month of May has been proclaimed as Early Childhood Education Month in Saskatchewan and May 14th has been proclaimed as Early Childhood Educator (ECE) Appreciation Day. 

    The month provides an opportunity to celebrate and thank the thousands of dedicated professionals who play a significant role in creating and implementing programs that support the physical, social-emotional and intellectual development of children in Saskatchewan.

    To continue building skill and capacity in this profession, the Government of Saskatchewan has updated the Child Care Licensee’s Manual to provide more opportunity for ECE’s by providing all regulated child care facilities two days per licensing year for professional development. 

    In addition to this update, to align with the requirements for family and group home child care operators, changes introduced to The Child Care (Grants) Amendment Regulations, 2025, will require all staff working in child care centres to complete a minimum of six hours of professional development annually. 

    “I am proud to proclaim May as Early Childhood Education month and May 14th as Early Childhood Educators Appreciation Day to celebrate and recognize all that they do for Saskatchewan families,” Education Minister Everrett Hindley said. “We have heard from the sector that there is limited time for staff to carry out planning and learning together. In support of our ECE’s, these additional two days for professional development will further provide Saskatchewan ECEs opportunities to build their knowledge and to stay on top of best practices that support children’s growth and development.”

    “Early childhood educators are the heart of our child care system,” Saskatchewan Early Childhood Association Interim Executive Director Ashley Elgert said. “Every day, they show up with care, creativity and deep commitment to the children and families they support. We are pleased to see the ministry respond to what we and others in the sector have long advocated for – dedicated time for professional development. These changes are a meaningful step forward in valuing ECEs and investing in their continued growth, while recognizing the essential role they play in Saskatchewan communities.”

  • MIL-OSI Global: Menopause symptoms may be critical to understanding Alzheimer’s disease risk in women

    Hot flashes, night sweats, vaginal dryness, urinary tract infections, irregular periods, low libido, trouble sleeping, brain fog, mood swings — and in rare cases, even a burning tongue sensation. What might all these symptoms have in common? They can all be signs of menopause.

    But could these symptoms hint at a greater story? New research suggests that menopause symptoms are not just immediate hurdles to overcome; they might also hold clues about a person’s future health, including their risk for conditions like dementia. However, to understand this connection, we must first understand what menopause is and how it affects the brain and body.

    What is menopause?

    Menopause marks the natural end of a woman’s menstrual periods, typically occurring in their late 40s or early 50s. Officially, menopause describes the specific day when someone has gone a full year without a period.

    However, menopause doesn’t happen overnight. It often starts years earlier with a phase called perimenopause. During this time, the body prepares for menopause, and hormone levels — especially estrogen — fluctuate. This transition can last several years, often bringing symptoms like irregular periods, hot flashes, mood swings and more.

    Once periods stop completely, a woman enters postmenopause. Unfortunately, symptoms don’t always end here; some may persist for years, and new symptoms may appear.

    These stages — perimenopause, menopause and postmenopause — are all part of the same journey, though each person’s experience is unique.

    An all too similar patient’s journey

    While menopause is a natural process, its symptoms can feel anything but. Some people may experience mild or no symptoms, while others struggle with numerous and severe symptoms that disrupt daily life.

    Symptoms like anxiety can make socializing difficult, sleep problems can lead to exhaustion and brain fog can make even simple tasks feel daunting. Together, these challenges can affect thoughts, feelings and social lives — key aspects to overall health.

    Why menopause matters beyond the present

    Understanding menopause and its symptoms is just the beginning. Beyond being a transitional phase, the challenges of menopause may offer a unique window into future brain health.

    Take Alzheimer’s disease, the most common cause of dementia, marked by progressive memory loss, emotional and personality changes, and eventually, a loss of independence. Women are twice as likely as men to develop Alzheimer’s disease. In the past, research thought this difference was because women live longer than men, but new research suggests that menopause-related hormone changes may also play a critical role.

    Estrogen helps protect memory, strengthen neural connections, regulate mood and remove harmful proteins from the brain. When estrogen levels fall, these health benefits may weaken.

    The role of hormones in brain health

    During menopause, the ovaries stop producing eggs, triggering significant hormonal changes. One major change is the drop in estrogen, a hormone not only essential for reproduction, but also brain health.

    Estrogen helps protect memory, strengthen neural connections, regulate mood and remove harmful proteins from the brain. When estrogen levels fall, these health benefits may weaken, possibly leaving the brain and body more vulnerable to harmful changes.

    During these hormonal changes, menopause symptoms may also emerge. While symptoms were once thought to be temporary, albeit uncomfortable, side-effects of menopause, these symptoms may also signal underlying brain changes linked to dementia risk.

    Future cognitive and behavioural health

    While past research has examined how individual menopausal symptoms may relate to dementia risk, our research team (led by Dr. Zahinoor Ismail, a physician-scientist) asked: could the number of symptoms experienced also indicate early warning signs of dementia?

    We explored this by analyzing changes in:

    1. Cognition (for example, memory, thinking, and problem-solving) and

    2. Behaviour (for example, emotions, personality, and social interactions).

    While cognitive changes are often top of mind when thinking about dementia, behavioural changes are equally important but frequently overlooked, and might also be early warning signs.

    We examined data from 896 postmenopausal participants in the CAN-PROTECT study, an online Canadian project on aging and brain health. Participants recalled the type and number of symptoms they experienced during perimenopause and completed tests assessing their current cognition and behaviour.

    Among the participants, 74.3 per cent experienced perimenopausal symptoms — an average four symptoms per person — with hot flashes (88 per cent) and night sweats (70 per cent) being most common.

    Our findings revealed that experiencing more symptoms during perimenopause was associated with greater cognitive and behavioural changes later in life, suggesting the burden of perimenopausal symptoms not only affected immediate well-being, but could also signal long-term brain health risks.

    While the underlying mechanisms remain unclear, these findings highlight the importance of recognizing menopausal symptoms as potential early indicators of future brain health.

    Interestingly, participants who used estrogen-based hormone therapies for perimenopausal symptoms showed fewer behavioural changes than non-users, suggesting a possible role for estrogen in dementia risk reduction. However, further research is critical to clarify the timing and long-term effects of hormone therapy.

    It’s important to understand that these findings show a relationship between symptom burden and later brain health, but do not prove that one causes the other. We still need more research to understand why a connection exists and how it works.

    Why this research matters

    Our research highlights a crucial link: experiencing multiple perimenopausal symptoms may be related to cognitive and behavioural changes, which are early risk markers of dementia. Recognizing these symptoms as potential warning signs could help health care providers identify risks sooner and explore ways to protect brain health over time.

    Menopause is more than a life transition; it may offer critical insights into long-term brain health. Supporting research like CAN-PROTECT, which is still recruiting participants, can help us uncover how menopause experiences shape dementia risk, paving the way for earlier interventions and better outcomes.

  • MIL-OSI Global: Lessons from the fashion industry: Why some DEI efforts fail to resonate with consumers

    United States President Donald Trump and his administration have set their sights on the “tyranny of so-called diversity, equity and inclusion policies,” firing federal staff and purging public institutions like the Smithsonian of their commitments to racial history.

    Although many of Trump’s executive orders have focused on the federal government, some firms and private businesses have followed suit, rolling back their own commitments to DEI. For example, META and Amazon cut back their DEI efforts while some major retailers have severed ties with Black-owned businesses.

    Figures located within the fashion and beauty industry have also floundered in their commitments to DEI, investing in brief and uneven surges in racial representation on the runway and the inclusion of older models, trans models and models with disabilities.

    Industry leaders like Teen Vogue positioned models with disabilities on its cover, while brands like Aerie and Victoria Secret invested in more varied representations of beauty in their advertisements. Others however, took steps forward, then back.

    In 2021, we wrote about Victoria’s Secret’s efforts, arguing that the brand had learned that diversity sells. At the time, we noted how brands were encouraging one another to join the “inclusion revolution” — a movement Victoria’s Secret abandoned soon after.

    Had we got it wrong? We weren’t the only ones with questions.

    Backtracking on DEI?

    In 2023, British columnist Barbara Ellen noted: “For some gloaters, this is confirmation of ‘go woke, go broke,’ but the truth could be more complicated.” She went on to ask: “Is it really wokery that has scuppered Victoria’s Secret’s empowerment reboot, or is this more a corporate cautionary tale about the perils of ‘faking it?’”

    That same year, Vogue reported on the myriad ways “fashion backtracked on diversity,” drawing attention to “growing fatigue” surrounding DEI initiatives and what many perceived as insincere and performative gestures made in the name of diversity and inclusion.

    Since then, some within the fashion and beauty landscape have held firm to their commitments, while others have reneged on their promise to reflect on and represent consumer diversity. Why?

    In our ongoing work examining the rise (and fall?) of DEI in fashion and beauty, we’ve collected survey data from those who work inside the industry as well as everyday consumers.

    In looking at our data, we’ve found that certainly, some consumers do not support DEI efforts. These tend to be people who generally express attitudes aligned with those of the current U.S government.

    But we also found many more individuals who broadly like the idea of increased diversity in fashion and beauty. Sure, they expressed their fair share of skepticism toward brands that are overly “performative” in their demonstrations, but most want to see diverse figures and faces who look like them.

    Some brands may abandon DEI efforts, but we venture to guess that more brands will either continue on and stay quiet about their efforts for now, or reimagine their campaigns in the months and years to come.

    What could these campaigns look like? And what can brands do to insulate their efforts from attack?

    Capturing diversity and inclusion

    In our recently published study, we discuss the challenges that accompany DEI within the beauty industry, particularly focusing on how DEI efforts are evolving amid longstanding barriers.

    We focused on the beauty brands Benefit Cosmetics, Sephora and Dove, which have all made strides by featuring models with disabilities, racialized models and fuller-figured models in their online campaigns.

    While these advertising campaigns had their merits, we also noticed a significant under-representation of some forms of diversity in advertisements and campaign images. For example, models above the age of 55 and models with a visible disability were almost completely absent from representations of beauty online.

    Additionally, images were often altered to remove visible differences around race and disability or they were featured in ways that minimized markers of difference. This editing tends to hide what makes these individuals unique — the aspects of their appearance that may challenge society’s standard views of beauty.

    Savvy consumers are well-attuned to and perceptive of what they view in both traditional and online media, often questioning whether a brand’s DEI efforts are meaningful or purely profit-driven. They ask, for example, whether brands are simply capitalizing on current societal trends and critique companies they feel do not go far enough in promoting real inclusivity.

    The brands that do invest in what appear to be sincere and authentic strives toward diversity and inclusivity see returns, outperforming their market competitors while courting new consumers. Those who divest from DEI efforts, or act uncritically, risk losing their market share.

    What next?

    What can fashion and beauty brands do in response? For one, they can invest in sustained and consistent efforts to showcase diversity and inclusion. They can recruit models who embody differences across a range of markers and characteristics, and they can spend less time editing and “perfecting” the figures and faces they select from.

    Yet, diversity and inclusion needs to move beyond representation and toward more varied product formulations, shade ranges and accessible beauty tools.

    While there may be folks who continue to be critical of DEI campaigns because they think brands bought into being “woke” (and now are paying a price for it), many more are eager for greater and better representation.

    Consumers remain critical of insincere or superficial efforts, asking for real engagement with matters of diversity and inclusion. This includes representations that break the mould and push the boundaries surrounding who is (and isn’t) considered beautiful.

    This also means that if we want to know about why diversity and inclusion “fails,” we can’t just focus on those who are “anti-woke” nor should we focus solely on Trump’s politics.

    To safeguard against retrenchment, we need to understand why diversity and inclusion campaigns cease to resonate with those consumers who support DEI. Without their support, inclusion and diversity efforts lose legitimacy making them more susceptible to reversal.

  • MIL-OSI Global: Mark Carney wants to make Canada an energy superpower — but what will be sacrificed for that goal?

    Canada’s recent federal election was regularly dubbed one of the most consequential of the last 50 years. Economic and sovereignty threats from United States President Donald Trump were key issues in the campaign. In response, pledges about energy infrastructure and resource development played an important role in party platforms.

    We have been studying impact assessments, the uneven consequences of resource development and sustainable energy transitions for over 15 years. We’re concerned about what and who may be overlooked as the government moves to become “an energy superpower,” in part by getting projects “done faster and better.”

    We’re also interested in how the newly elected Liberal government can support more just energy transitions — that is, moving toward low carbon energy and economies that prioritize equity for workers and communities.

    Challenges with Liberal promises

    The Liberal Party platform includes renewed attention to an east-west energy corridor. It also promises to speed up and streamline the review of major resource projects and “get big projects built quickly” by “shifting the focus of project review from ‘why’ to ‘how.’”

    The platform also promises more support for Indigenous participation in major projects and commits to using Gender-Based Analysis Plus — or GBA Plus — in policies and programs. GBA Plus is a method for assessing how diverse groups of people experience policies, programs and initiatives.

    Through our research, we have advocated strongly for applying GBA Plus in the resource sector, including by centring community knowledge in impact assessments and proposing strategies for improving how Indigenous women’s experiences and knowledge are considered in impact assessments.

    Over the last year, we also produced — along with our colleague Deborah Stienstra — two major research reports for the Impact Assessment Agency of Canada. Both were on the application of GBA Plus in regional assessments for offshore wind in Nova Scotia and Newfoundland and Labrador.

    Regional assessments are a planning tool used before specific projects are proposed. They help identify important issues to consider if specific project assessments — for instance, for critical mineral mines, offshore wind projects or other resource developments — are conducted. If done well, regional assessments can help with more equitable and efficient project planning and development in the long run.

    What do the findings from our work in this area suggest in terms of how the Liberal government should proceed with its energy vision?

    Duty to consult

    The 2019 Impact Assessment Act requires meaningful execution of the duty to consult with Indigenous people affected by a major economic development.

    The Liberal Party made important promises to advance Indigenous participation in major projects and to double capacity support so more Indigenous communities can take an active role in project decisions at various stages.

    But what the Liberal platform overlooks is Indigenous Peoples’ right to resist and refuse developments in their territories, or how specifically to ensure that Indigenous women and gender-diverse people are meaningfully engaged.

    Moving forward, the Liberals must meet their constitutional duty to consult with Indigenous Peoples, while being guided by the United Nations’ principle of free, prior and informed consent per legislation that confirms Canada’s commitment to the UN’s Declaration on the Rights of Indigenous Peoples.

    GBA Plus

    During the campaign, the Liberal Party reiterated its support for GBA Plus by listing it as one of six key themes in its Make Canada Strong vision.

    The Liberals seemingly recognize that GBA Plus is an important tool for advancing equity for women, gender-diverse people, people with disabilities and racialized people by:

    “Identifying direct and indirect benefits of programs (e.g. job opportunities, access to programs and services) … and considering how these benefits will be distributed across diverse groups.”

    The Liberal platform does not explicitly raise GBA Plus in relation to becoming an “energy superpower.” But GBA Plus has been gaining attention in the resource sector — particularly in relation to the development of specific projects — since the requirement to consider “the intersection of sex and gender with other identity factors” was included in the 2019 Impact Assessment Act.

    GBA Plus needs to be applied in project-specific assessments (for specific developments, such as mines and hydroelectric dams) and in planning assessments (like regional assessments).

    In our work on the regional assessments for offshore wind in Nova Scotia and Newfoundland and Labrador, we demonstrate the value of applying GBA Plus throughout all impact assessment processes.

    Doing so helps strengthen community engagement efforts, identify potential effects early, determine the data sources required for monitoring those effects, fill data gaps and highlight barriers that prevent diverse groups of people from benefiting from energy projects.

    For example, without adequate child-care options, many women cannot access the high-paying jobs that sometimes accompany resource projects. The Liberal government’s support for GBA Plus must therefore be explicitly incorporated into its energy proposals.

    What and who is lost with fast tracking

    A just energy transition is one concerned not only with planetary survival, but also with the effects of the transition on people who will be most affected.

    The Liberal party’s vision for becoming an energy superpower includes “conventional energy resources” (like oil) as well as clean and renewable energy (like solar and hydro) and critical minerals needed to support decarbonization and energy transitions.

    We disagree with the Liberal Party’s commitment to “shifting the focus of project review from ‘why’ to ‘how.’”

    We need to ask how — and even whether — an energy project contributes to a just transition. Answering questions about whether projects will meet climate commitments and help advance equity for workers and communities is critical. These questions are best asked early, during planning phases and as part of regional assessments, before specific projects are proposed.

    The duty to consult, GBA Plus and just energy transitions are interconnected and necessary commitments for sustainable energy production.

    Together, they can contribute to a relationship with Indigenous Peoples that recognizes their sovereignty and to a more equitable and sustainable future. But these commitments cannot be meaningfully realized when fast-tracking development, because they require time and relationship-building.

    Prioritizing fast-tracking — thereby falling short on these priorities and legal commitments — will backfire. It will lead to delays rather than more efficient processes, and will worsen existing inequities.

    Most stories about Pope Francis mention that he made history as the first pontiff from Latin America. In fact, Francis was the first pope in centuries to be born outside Europe. But what impact did that actually have on the Catholic Church? The Conversation U.S. asked Neomi De Anda, a theologian at the University of Dayton, to explain the significance of having a pope from the Southern Hemisphere.

    Where do you see the influence of Pope Francis’ Latin American background?

    In reality, Francis is not only the first Latin American pope; he’s the first American pope. Francis is Argentine, the child and grandchild of Italian immigrants, and the first to be born in “América.” Though geography divides it into two continents, North and South, it is one land – one many Indigenous communities call “Turtle Island” or “Abya Yala.”

Speaking in Spanish, he invited the academy “to do theology with your head, your hearts, and your hands” and to integrate “the richness of both cultures, North and South, at the service of a dignified life.”

    This message emphasizes Francis’ view of “synodality” – meaning a church that walks together – and his understanding of the connection among all people in the Americas and the Caribbean. It also shows a recurring theme of his papacy: the connections between pastoral care and theology.

    The greeting also highlights his desire for all to have a life of well-being, or “buen vivir,” through God’s love. As Jesus says in the Gospel of John, “I came so that they may have life and have it more abundantly.” This is also a key theme in a 2007 document produced after a meeting of Latin American bishops, known as Aparecida. Francis, then a cardinal, was a primary drafter.

    Aparecida points out Latin America’s abundance of aquifers and forest lands, which are “humanity’s lungs.” It laments economic factors leading to environmental destruction and climate change – themes that would prove important to Francis’ papacy. The document stresses God’s care for people whose lands are being pillaged and who are forced to migrate. It claims “nothing and no one” can take away the strength, joy and peace God gives to the world’s most vulnerable.

    Francis repeatedly acknowledged the Catholic Church’s role in crimes against Indigenous people, and he apologized. How did ideas about colonialism shape his papacy?

    Francis spent much time and attention learning more about the experiences of Native communities: from his visit to Chiapas, Mexico, in 2016; to the Amazon Synod, a meeting of Catholic bishops from the Pan-Amazon Region, Indigenous leaders from this region, theologians and other subject matter experts in 2019; to his tour across Canada in 2022.

    After the synod, Francis released a letter titled Querida Amazonia, which includes a call for Catholic leaders to learn more about the lives of Native peoples from across the nine countries of the Amazon.

    During the papal Mass Francis celebrated in Chiapas, Mexico, in 2016, you can see the deep intermixing of local cultures and customs with the liturgy. For example, women spread incense across the altar using clay vessels, alongside deacons using a thurible, the metal burner typically used in services. Animal images at the front of the platform represented the integration of all of creation.

    Throughout his trip to Canada in 2022 – whose purpose, in part, was to apologize for the Catholic Church’s role in the Indigenous boarding school system – Francis presented a disposition of listening and care. He spent more time meeting with people and hearing about their experiences than giving prepared speeches on the perspective of the church.

    For First Nations peoples, the pope’s visit was an opportunity for reconciliation – but for some, it also reopened old wounds. One of their requests was that the church reject the Doctrine of Discovery: ideas about conversion to Christianity that colonial powers used to justify abuses.

    Talking to reporters on the plane returning to Rome, Francis named what had been done to Indigenous children in boarding schools as “genocide.” The following year, the Vatican released a repudiation of the Doctrine of Discovery and documents associated with those ideas.

    Are there other ways that the pope did – or didn’t – make the church feel more inclusive?

    Francis’ papacy did less to change teachings on another topic shaped by colonialism: gender, sexuality and women. The Catholic Church maintains that there are two genders – male and female – which complement each other, a binary system that replaced more flexible ways of thinking about gender in some cultures.

    The question of whether to ordain women as deacons arose from the Amazon Synod and continued at the church’s global Synod on Synodality, but without resolution.

    An emphasis on women’s role as child-bearers is embedded in the theological understanding of Mary as mother of Christ and the mother of the church. Whether intentionally or not, however, I would argue Francis laid groundwork for teaching about women and gender to expand.

    Appointments of women to high Vatican positions point to small shifts in practice. The presence of trans people among the last people who paid respects to Francis at his funeral marks a sign of possibilities that hopefully will continue.

    Although of “the church” might make us think of clergy, all who are baptized are the church. Around the world, Catholic communities have developed in many ways, with multiple forms of leadership – especially women lay leaders. The Vatican needs to continue to affirm that reality.

    The Catholic Church understands diversity as a gift of the Holy Spirit. My hope is for someone to continue in Francis’ vein of appreciating that pluralism.

    All Canadians share a responsibility to keep Veterans’ stories alive, recognize the cost of war and honour their sacrifices that led to the privileges and peace we know today.

    From the fall of 1944 to the spring of 1945, Canadian soldiers served in Western Europe helping to liberate the Netherlands from German occupiers. Town by town, canal by canal, their perseverance paved the road to liberation and the eventual surrender of the remaining German forces. The friendship between the Netherlands and Canada has been shaped by our shared history and has only grown stronger over the years.

    To mark the 80th anniversary of the Liberation of the Netherlands and Victory in Europe (V-E) Day, an official Government of Canada delegation is travelling to Toronto to participate in a variety of commemorative events and ceremonies.

    The delegation includes Veterans—some of whom served in the Second World War—and their families, along with representatives of Veterans’ organizations, and departmental officials. Members of the Canadian Armed Forces will also participate in events and ceremonies in Toronto.

    On 6 May 2025, following a wreath-laying ceremony at the Sunnybrook Veterans Centre, the Government of Canada will host a commemorative ceremony at CIBC SQUARE to welcome the Boots of Remembrance. Combat boots symbolize the service and sacrifice of Canadians who left their hometowns, boarded trains, and embarked from Halifax to fight in Europe.

    On 8 May 2025, the Department will commemorate Victory in Europe Day with a wreath-laying ceremony at the Victory-Peace Monument in Coronation Park. Later, at sunset, a national commemorative ceremony for the 80th anniversary of Victory in Europe and the Liberation of the Netherlands will take place in the heart of Toronto, at Canada Lands Square. The commemoration will include the lighting of the CN Tower—along with national landmarks across Canada and in France—as Beacons of Peace, a lantern-lighting ceremony, and a symbolic presentation of the Boots of Remembrance.

    VANCOUVER, British Columbia, May 05, 2025 (GLOBE NEWSWIRE) — The Keg Royalties Income Fund (the “Fund”) (TSX: KEG.UN) today announced that it has entered into a letter of intent (the “Letter of Intent”) pursuant to which one or more affiliates of Fairfax Financial Holdings Limited (collectively, “Fairfax”) would acquire all of the issued and outstanding units of the Fund (“Units”) other than those Units already owned by Fairfax (including any Units issuable in respect of securities exchangeable into Units (the “Exchangeable Units”)), at a purchase price of $18.60 per Unit (the “Offer Price“), payable in cash (the “Proposed Transaction”).

    The Offer Price represents a 30.8% premium to the closing price for the Units on May 2, 2025, and a 34.7% premium to the 20-day volume weighted average trading price as of the end of trading on May 2, 2025.
    The Proposed Transaction would not be subject to any financing condition.

    The Letter of Intent was entered into following negotiations between Hamblin Watsa Investment Counsel Ltd. (“HWIC”), in its capacity as investment manager on behalf of Fairfax, and the board of trustees of the Fund (the “Trustees”), each of whom is independent. The Trustees determined to enter into the Letter of Intent after carefully evaluating the financial terms of the Proposed Transaction and receiving advice from the Fund’s independent financial and legal advisors.

    The largest holder of outstanding Units (without taking into account any Exchangeable Units held by Fairfax), which currently holds 14.6% of the issued and outstanding Units on an undiluted basis (representing 9.9% of the Units on a fully diluted basis, including the Exchangeable Units), has entered into an agreement with HWIC, in its capacity as investment manager on behalf of Fairfax, to support the Proposed Transaction, subject to certain customary conditions.

    In connection with their continued review of the Proposed Transaction, the Trustees have retained an independent valuator to prepare a formal valuation of the Units (the “Formal Valuation“) as required under Multilateral Instrument 61-101 – Protection of Minority Security Holders in Special Transactions (“MI 61-101“) and provide an opinion that, subject to the assumptions, limitations and qualifications to be set forth in any written opinion, the consideration to be received by the holders of Units (other than Fairfax) pursuant to the Proposed Transaction is fair, from a financial point of view, to the holders of Units (other than Fairfax) (a “Fairness Opinion”).

    The Letter of Intent is not a definitive agreement with respect to the Proposed Transaction, and the execution of a definitive agreement in respect of the Proposed Transaction, if any, remains subject to, among other things, (i) the negotiation and execution of a definitive agreement on terms satisfactory to the Fund and Fairfax, (ii) final approval of the Proposed Transaction by the Trustees, and (iii) receipt of the Formal Valuation and Fairness Opinion satisfactory to the Trustees. The consummation of the Proposed Transaction would be subject to various conditions customary for transactions of this nature, including, among others, (i) receipt of any required regulatory, court and stock exchange approvals, and (ii) the approval of the Proposed Transaction at a special meeting of the holders of Units entitled to vote on the Proposed Transaction, including “minority approval” as defined under MI 61-101.

    Unitholders of the Fund do not need to take any action at this time in respect of the proposal from Fairfax pursuant to the Letter of Intent and should await further information from the Trustees in respect of the Proposed Transaction.

    While the Trustees have determined to enter into the Letter of Intent with respect to the Proposed Transaction, the Letter of Intent does not bind the Trustees or the Fund to enter into the Proposed Transaction, or any agreement in respect thereof, all of which remains subject to final approval by the Trustees. Mrs. Chiu has been a director for just shy of six years, consistently adding valued insight, business acumen and astute counsel to both management and the Board. She leaves SHARC Energy as a strong believer and long-term shareholder, holding 5% of the Company.
