    WASHINGTON, D.C. – In a contentious Finance Committee hearing today, U.S. Senator Peter Welch (D-Vt.) demanded answers from U.S. Trade Representative (USTR) Jamieson Greer on how President Trump’s destructive trade war has created global economic chaos and harmed Vermont businesses, farms, and families. Senator Welch pressed Ambassador Greer on how the Trump Administration’s reckless across-the-board tariffs are undercutting fair competition and creating an ‘access economy’ in which success is determined based on personal relationships with officials in President Trump’s inner circle. 
    “What is being rolled out and the way this is being done is so destructive, and so reckless, and so irresponsible, that it’s creating nothing but economic chaos, uncertainty, and suffering for a lot of people. These are really disastrous for Vermont…” said Senator Welch. “Let me tell you the frustration I have. There is a place for targeted tariffs to help us and also to push back on unfair trade practices. I support that. That’s not what this is. This is utter chaos, arbitrary and willful on the part of the President that is setting up a dynamic where he picks winners and losers rather than companies compete to do the best they can and have the benefit of good work and a good product.”

    Welch: The issue of these tariffs—now the phone is ringing off the hook at the White House from countries wanting to get a break, right? 
    Greer: They want to talk about how to have reciprocal trade with us and how to get that deficit down. 
    Welch: That’s right. So, here’s the structural issue that is really alarming to me, and I hope to all of us. We are using these tariffs—or the President is using these tariffs—from going from an economy that’s based on competition to one that’s based on access. You know, in a competitive economy, your product, your service, determines the outcome and how well you do. In an access economy, it’s who’s got Donald Trump’s number, who’s got your number, who’s got [Commerce Secretary] Lutnick’s number. You call up and you get a break. That’s an access economy. Is this going to be the arbitrary authority of the President to decide: ‘Yes, we’ll cut the Vietnam tariff,’ and ‘No, we’ll sustain the tariff on Lesotho’? 
    Greer: The way this works, Senator, is we have long-standing relationships with trade officials in these foreign countries and they work with our staff, our career staff, and they develop—if someone comes to us with an offer, we review it, we analyze it, and we present it to the President… 
    Welch: They’re calling the President. I mean, you’ve got Donald Trump, as President, basically picking and choosing winners and losers—and who knows on what basis. That’s not a trade regime that anybody can count on. That’s something they can gain if they know you, they know Lutnick, they know Donald Trump…We’ve got farmers on the border with Canada, they get their grain—it’s going to be 25% hit. We’ve got consumers whose electricity bills are going up because of retaliation from Canada. Can they make a call to you, to Howard Lutnick, to the President, and ask for relief? 
    Greer: Well, we certainly talk to all kinds of constituents—we talk to labor unions, we talk to civil society, we talk to business. I would say with Canada and Mexico, they receive duty-free treatment for things that follow the rules of USMCA. If they bring in Chinese content and send it down, they won’t get a break. 
    Welch: Well, let me tell you the frustration I have. There is a place for targeted tariffs to help us and also to push back on unfair trade practices. I support that. That’s not what this is.     During Greer’s nomination hearing before the Senate Finance Committee, Senator Welch demanded answers on the impact of the trade war on American businesses and consumers and outlined the cost of Trump’s new tariffs for Vermont industries.  
    Senator Welch has been outspoken in opposing President Trump’s destructive trade war. On Tuesday, Senator Welch joined bipartisan colleagues in releasing a resolution to repeal Donald Trump’s chaotic global tariffs. The Senators’ resolution would terminate the emergency that Trump declared in order to slap tariffs of up to 49% on products Americans buy from other countries. Senator Welch has also supported legislation pushing back against Trump’s tariffs, including: 
    The Trade Review Act, bipartisan legislation to reaffirm Congress’ key role in setting and approving U.S. trade policy and reestablish limits on the President’s ability to impose unilateral tariffs without the approval of Congress. 
    The Tariff Transparency Act of 2025, legislation to require the United States International Trade Commission to conduct an investigation and submit a report on the impact on businesses in the United States of duties, and the threat of duties, on imports from Mexico and Canada. 
    A Joint Resolution of Disapproval terminating national emergency related to Canadian energy tariffs, passed by the Senate last week on a bipartisan basis.

  • MIL-OSI Canada: Responding to the changing education system | Pour réagir à l’évolution du système d’éducation

    [. These changes would reflect the wide range of programming that private schools offer, strengthen democratic accountability in school boards and increase clarity and efficiency in the teacher discipline process. If passed, the act would also align school board and francophone school boards’ joint use and planning agreement requirements with their municipal partners. Finally, changes to the Education Act would allow displaced Jasper residents to vote and run in school board elections.

    Language change in legislation

    Proposed changes to the Education Act would change the term ‘private school’ to ‘independent school’ throughout legislation to reflect the wide range of programming and school choice independent schools provide for Alberta families. This proposed change is a result of feedback from the Association of Independent Schools and Colleges in Alberta.

    “The Association of Independent Schools and Colleges in Alberta wishes to express its sincere gratitude for this change in language. The shift to the term ‘independent school’ more accurately reflects the reality that while our schools operate under independent school authorities, they are part of the collective system of education in Alberta. We welcome this adoption of more inclusive language that will bring us into alignment with our neighboring provinces.”

    Stronger democratic accountability

    Proposed changes would strengthen democratic accountability by removing the ability of school boards or francophone school boards to disqualify an elected trustee over code of conduct breaches, leaving those decisions in the hands of voters. These changes are proposed based on feedback from the public and education partners and would align with the Municipal Government Act.

    Improving the teacher discipline process

    Proposed changes to the Education Act would improve clarity and efficiency in the teacher discipline process by:

    • Allowing administrators to delegate reporting requirements and other complainant roles.
    • Eliminating duplicate reporting requirements to decrease administrative burden.
    • Enabling administrators to be informed about ongoing complaints when a teacher, principal or assistant principal becomes employed by a different school authority.
    • Clarifying that the chair of the hearing committee may apply to the court for an order of compliance when necessary.

    Additionally, changes to the Education Act would introduce a $250 fee for complainant appeals, which would be refundable if the appeal is successful.

    Clarifying joint use and planning agreements

    School boards and francophone school boards won’t have to enter joint use and planning agreements with municipalities that are exempt from this requirement by Municipal Affairs. The minister of education will have similar regulatory powers as the minister of municipal affairs, allowing them to set criteria, requirements and exemptions for joint use agreements. These changes are based on feedback from municipalities, school boards and francophone school boards to ensure better consistency and cooperation between education and municipal partners.

    “These changes pave the way for stronger collaboration and local flexibility, helping schools and communities thrive together. Empowering both education and municipal partners ensures smarter planning for the future.”

    Ensuring voting rights for displaced Jasper residents

    Proposed changes to the Education Act would align with planned changes to the Local Authorities Election Act to ensure that Jasper residents displaced by the July 2024 wildfires can vote and run as candidates in the 2025 and 2026 school board and francophone school board elections.

    Changes to school property ownership

    The Education Act would also be changed to enable Alberta Infrastructure to own new kindergarten to Grade 12 schools and playgrounds and lease them to school boards, francophone school boards and charter schools for operation and maintenance.

     “Our priority is to ensure Alberta’s students have access as soon as possible to the state-of-the-art facilities they need to learn and succeed. The proposed changes would modernize public property management, enhancing accountability and transparency with public assets like new schools.”

    Quick facts:

    • If passed, changes related to private school terminology, teacher discipline and joint use and planning agreements would come into effect upon proclamation.
    • If passed, amendments related to trustee accountability would come into effect on the day following the next local authorities’ general election, in October 2025.

    Changer le vocabulaire dans la législation

    Accroitre la responsabilisation démocratique

    • en permettant aux administrateurs de déléguer à une autre personne le rôle de répondre aux exigences en matière de rapports et d’autres rôles de plaignant;
    • en éliminant les exigences redondantes en matière de rapports afin de réduire le fardeau administratif;
    • en autorisant les administrateurs à être informés des plaintes en cours contre un enseignant ou un leadeur scolaire quand celui-ci devient l’employé d’une autre autorité scolaire;
    • en précisant le fait que la présidence du comité d’audience peut demander au tribunal une ordonnance d’observation, si nécessaire.

    De plus, ces modifications à l’Education Act imposeraient des frais de 250 dollars pour toute demande d’appel d’un plaignant. Ces frais seraient toutefois remboursés si l’appel est accueilli.

    Clarifier les ententes d’utilisation conjointe et de planification

    Les autorités scolaires et les autorités scolaires francophones ne seront plus tenues de conclure des ententes d’utilisation conjointe et de planification (joint use and planning agreements) avec les municipalités qui sont exemptées de cette exigence par le ministère des Affaires municipales. Le ministre de l’Éducation aura des pouvoirs réglementaires similaires à ceux du ministre des Affaires municipales, ce qui leur permettra d’établir des critères, des exigences et des exemptions pour les ententes d’utilisation conjointe. Ces modifications donnent suite aux commentaires des municipalités, des autorités scolaires et des autorités régionales francophones visant une plus grande uniformité et une meilleure collaboration entre les partenaires éducatifs et municipaux.

    Protéger le droit de vote des résidents déplacés de Jasper

    Les modifications proposées à l’Education Act seraient harmonisées avec les modifications prévues à la Local Authorities Election Act afin que les résidents de Jasper qui ont été déplacés en raison des feux de forêt de juillet 2024 puissent voter et se porter candidats lors des élections scolaires 2025 et 2026, incluant celles des autorités scolaires francophones.

    Cantwell Questions Trump Trade Head on Tariffs That Have ‘Wreaked Havoc on the Economy’

    In committee hearing, USTR Jamieson Greer said Trump not backing off tariffs that caused global markets to plummet; Last Thursday, Cantwell introduced a bipartisan bill that would reassert Congress’ role in setting & overseeing U.S. trade policy; In less than a week, her legislation has picked up 12 new cosponsors, half Ds and half Rs, & received endorsement from world’s largest retail trade org

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), senior member of the Senate Finance Committee and ranking member of the Senate Committee on Commerce, Science, and Transportation, pressed United States Trade Representative Jamieson Greer on the administration’s slapdash implementation of sweeping tariffs without sufficient input or accountability to Congress.

    Prior to President Trump’s implementation of the tariffs, there was no formal bipartisan briefing of Congress detailing how the tariff rates were set, analyzing on how they might impact the American economy, or even communicating what the White House was aiming to accomplish.

    “What did the Trump administration do to prepare [Congress], to communicate with us, to tell us about findings as it relates to these emergency orders by the President?” Sen. Cantwell asked during a hearing today in the Senate Finance Committee.

    “Our staff, the USTR staff, in the in the past two months that we’ve been in office, have had over 200 formal engagements with staff on the Hill,” Greer responded. “We also had the President issue very publicly his America First trade policy memorandum, which specifically said that he was going to look into the trade deficit and the possibilities of tariffs.”

    Cantwell responded: “So, we’ve wreaked havoc on the economy by having one of the largest drops of the market. We have people’s 401(k)s, in panic. We have retail organizations, like the retail industry, National Retail Federation, American Apparel Industry, Outdoor Association, Consumer Technology, Computer and Communications Industry, Main Street Alliance, Small Business Majority, all anxious, asking us to do something. And you’re saying, ‘Well, some people have passed some notes to staff.’”

    She continued: “We should be building alliances as a way to counter China, but the alliance building process now will become harder, and people are going to wonder, well, is the United States going to pull another fast one again and just wreak havoc?”

    Greer said the United States has seen “many times in past decades when we have had real robust trade disputes with our partners.”

    Sen. Cantwell responded: “I’m for trade. I represent trade. I represent a trade economy. I represent the success of what innovation and trade gets you. But you’re coming here this morning with this, not only tanking of the market and 401(k)s, now you’re coming here telling me that tariff is the tool. And I’m telling you — innovation is the tool!”

    The bill has since picked up 12 additional cosponsors – an equal mix of Republicans and Democrats – and been endorsed by multiple major U.S. business organizations, including the National Retail Federation, which is the largest retail trade association in the world.

    In addition, a bipartisan group has introduced a companion version of Sen. Cantwell’s legislation in the House of Representatives, also cosponsored by equal numbers of Republicans and Democrats.

    The bill restores Congress’ authority and responsibility over tariffs as outlined in Article I, Section 8 of the Constitution by placing the following limits on the president’s power to impose tariffs:

    • To enact a new tariff, the president must notify Congress of the imposition of (or increase in) the tariff within 48 hours.
      • The Congressional notification must include an explanation of the president’s reasoning for imposing or raising the tariff, and
      • Provide analysis of potential impact on American businesses and consumers.
    • Within 60 days, Congress must pass a joint resolution of approval on the new tariff, otherwise all new tariffs on imports expire after that deadline.
    • Under the bill, Congress has the ability to end tariffs at any time by passing a resolution of disapproval.
    • Anti-dumping and countervailing duties are excluded.

    For the past three months, President Trump has been sowing economic chaos across the country with unpredictable and ever-changing tariff announcements. His back-and-forth announcements and actions, which have whipsawed American businesses and consumers, as well as close neighbors and allies, include:

    • On January 31 –  citing punishment for failing to crack down on fentanyl trafficking — the Trump administration announced plans to impose a 25% tax on many goods imported into the U.S. from Canada and Mexico and a 10% tax on goods imported from China, then abruptly postponed those tariffs.
    • In February, he doubled down, announcing an additional 25% tax on all steel and aluminum imports.
    • At 12:01 a.m. ET on March 4, President Trump’s long-promised 25% tariffs on goods from Mexico and Canada and 10% tariff increase on goods from China took effect, causing stock prices in the United States to plummet.
    • Then, on March 5, he announced that automobiles from Canada and Mexico would be exempt from his tariffs for one month.
    • The morning of March 6, he announced that he would suspend the tariffs for some products from Mexico. Then, later that same afternoon, he announced he was suspending most new tariffs on products from both Mexico and Canada until April 2.
    • On March 11, Trump threatened to double tariffs on Canadian steel and aluminum – increasing them to 50% –  before reversing himself later the same day.
    • On March 13, he threatened 200% tariffs on alcoholic products from the European Union, including all wine and Champagne.
    • On March 27, he announced plans to impose a 25% tax on all imported sedans, SUVs, crossovers, minivans, cargo vans, and light trucks, as well as some auto parts, beginning on April 2.
    • On March 29, President Trump said, “I couldn’t care less,” if automakers raise the price of cars in response to his tariffs.
    • On April 2, he announced a “National Economic Emergency,” and signed an executive order declaring a 10% minimum baseline tariff on all countries as well as additional tariffs on nearly 60 countries.
    • On April 7, he threatened to impose an additional 50% tariff on China.

  • MIL-Evening Report: Bringing manufacturing back from overseas isn’t an easy solution to Trump’s trade war

    The past week has seen the United States single-handedly rewrite the underlying paradigm for global trade. And while it is fair to say that the methods are extreme, the underlying goal of the policy is not unique to the US.

    Indeed, the push to support, and expand, domestic manufacturing through policy intervention is experiencing a resurgence not seen since the 1970s.

    Many people believe the COVID pandemic exposed weaknesses in global supply chains. In reality, the pandemic simply accelerated an existing trend of slowing of integration.

    Growing concerns around trade wars and risks from climate shock existed prior to COVID with both policymakers and firms rethinking globalisation strategies.

    Countries were also becoming concerned about the manufacturing dominance of China and the potential weaponisation of economic activity.

    The risks of rising concentration

    The expansion of international trade has led to massive efficiencies in production.

    But it has also led to concentration of certain sectors in certain regions. Examples include software development in Silicon Valley, semiconductor manufacturing in Taiwan and critical minerals processing in China.

    This geographic concentration started to raise concerns for many countries. Reasons include climate events disrupting supply chains, pandemics and increasingly, geopolitical concerns.

    In response to the rise in economic concentration, countries as diverse as Japan, South Korea, the European Union, India, Brazil and the US introduced policy actions to promote or return certain critical sectors to domestic production.

    Australia’s Future Made In Australia plan is a prime example of this.

    Trade disruptions

    Even before the Trump tariffs, the US and other countries were alarmed by China’s control over key manufacturing sectors, and its associated ability to disrupt trade and commerce.

    Australia experienced this first-hand when China imposed significant tariffs on wine and barley in response to Australia’s call for a COVID inquiry.

    China’s willingness to use its economic position was demonstrated on Friday when it announced not just retaliatory tariffs, but export restrictions on seven categories of rare earth minerals. These are critical to strategic US sectors affecting companies like Apple and defence contractor Lockheed Martin.

    Government support on the rise

    This shift to increased economic resilience through self-reliance has led to a big surge in government intervention through industrial policies.

    The objective of industrial policy is to target certain sectors in order to change the structure of economic activity within a country. It uses government policy to promote investment in sectors deemed under-served by markets.

    While all countries have used some level of industrial policy, historically it was mainly confined to developing economies. It has been used sparingly since the 1970s. Between 2009 and 2017, the total number of industrial policies used by countries was less than 200.

    Between 2017 and 2023 the use of industrial policy increased nine-fold. In 2023, there were roughly 2,500 industrial policy interventions put in place with two-thirds introduced by advanced economies. Almost 48% were concentrated in three: China, the EU and the US.

    Intervening in markets

    Generally, industrial policy has been out of favour with mainstream economists. It is very hard to get right as it relies on an in-depth knowledge of industries as well as an ability to predict the future.

    Providing funding for one sector means less funding available for others. This could undermine new technologies or other as-yet unseen opportunities. It involves shifting resources from existing, efficient uses to less efficient uses.

    It rarely works. A prime example are the many countries that have spent billions of dollars trying to recreate a domestic Silicon Valley with no success.

    However, Trump is trying to do just that, on an economy-wide scale, mainly through tariffs. The tariffs announced also imply the US will go it alone. The approach takes fragmentation to a new level, where bilateral negotiations are the name of the game.

    Shifting global alliances

    Meanwhile the response from other nations such as Canada, Southeast Asian economies and even Europe, is to diversify and form new alliances without the US.

    Indeed, the Canadian Prime Minister’s first trip overseas was not, as tradition dictates, to the US, but to Europe and the UK, whom he dubbed “reliable” partners.

    Becoming more isolated and pushing other countries to China may not be what the US intends, but it is happening.

    Last week, Japan and South Korea announced a joint strategy with China to promote regional trade. The EU’s trade representative went to Beijing shortly after the tariff announcement where the two nations announced plans to “deepen trade and investment” ties.

    The risks of highly integrated supply chains in the face of security concerns, or changes in a trading partner’s domestic policy, have become glaringly clear.

    How countries choose to address these concerns, especially through the widespread use of industrial policy, will create further disruption to markets. While it is considered politically expedient for security concerns, this will raise prices and limit choice in domestic markets. As the old adage reminds us, there is no free lunch.

  • MIL-OSI Canada: Modernizing municipal processes

That is why Alberta’s government is proposing amendments through the Municipal Affairs Statutes Amendment Act, 2025 to modernize and streamline municipal processes in the Local Authorities Election Act, the Municipal Government Act, and the New Home Buyer Protection Act. These amendments build upon previous legislative changes.

    Aligning municipal campaign finance rules and enhancing voter accessibility

    Proposed changes to the Local Authorities Election Act (LAEA) would improve fairness and transparency in local elections – especially in Calgary and Edmonton – by allowing campaign funds to be shared between local political parties and their candidates, just like at the provincial level. Parties would also be required to disclose their financial records ahead of the October 2025 municipal elections, giving voters better insight into campaign financing.

    Other LAEA amendments are specific to the Municipality of Jasper, where Alberta’s government remains committed to supporting residents as they recover from last year’s wildfires. As part of this work, proposed amendments will allow residents who remain temporarily displaced to vote and run in the upcoming local elections, provided they intend to return to the community.

    To preserve the voting rights of Albertans who live with disabilities, proposed amendments would also enable municipalities to use elector assistance terminals for the upcoming fall 2025 local elections. Elector assistance terminals do not count ballots, are not connected to a vote-counting network and do not replace paper ballots.

    Eliminating Council Codes of Conduct

    In recent years, municipal codes of conduct have been weaponized between elected members of some local councils in Alberta, resulting in mistrust, dysfunction and failure to serve Albertans. Proposed amendments would repeal the requirement for municipal councils to have a formal code of conduct and prevent them from implementing their own locally developed codes of conduct.

    This will help ensure council members are held accountable at the polls, every four years, by the voters who initially elected them. They may also be recalled by a petition of electors. If the bill passes, Alberta’s government will engage with municipalities on the establishment of common practices for municipal councils and an independent ethics commissioner to address ethics matters involving municipal council members.

    Updating Intermunicipal Collaboration Frameworks

    Intermunicipal Collaboration Framework (ICF) agreements foster collaboration between municipal neighbours to improve the delivery of intermunicipal services for Albertans, but some municipalities have expressed concern that some of the rules around ICFs create confusion and unnecessary red tape. Proposed amendments, based on feedback and engagement with municipal partners, would address these concerns by specifying which intermunicipal services must be included in an ICF, and strengthen the dispute resolution process to ensure ICFs are adopted and implemented effectively.

    Strengthening protections for new home builders and buyers

    If passed, the Municipal Affairs Statutes Amendment Act, 2025 would also help safeguard the investments of hard-working Albertans by enhancing protections that ensure homes are built to meet construction safety and quality standards. Proposed amendments would streamline owner-builder applications, offer greater flexibility in warranty exemptions and enable the creation of an advisory group for homebuyer protections. This approach will strengthen consumer protection and improve affordability by making existing programs more effective, efficient and user-friendly while providing a safety net that helps protect all parties in the event of construction defects.

    Future changes to regulations will also introduce builder competencies and establish a robust system to resolve disputes.

    WASHINGTON, D.C. — Today, House Democratic Caucus Chair Pete Aguilar and Vice Chair Ted Lieu were joined by Representatives Adam Gray, Tim Kennedy and Andrea Salinas for a press conference on the reckless Republican tariffs that are crashing the economy and draining the retirement accounts of Americans.

    CHAIRMAN AGUILAR: Good morning. Pleased to be joined with Representatives Gray, Kennedy and Salinas here today. On behalf of the Vice Chair and I, we also are pleased to welcome the Los Angeles Dodgers to the Washington, D.C. area. Look forward to catching a game this homestand.

    Donald Trump has imposed the largest tax increase in 50 years on every single American. Republican incompetence is crashing the economy with reckless tariffs and bleeding the accounts, the retirement accounts, of Americans dry. We’re watching a global recession take hold because of the boneheaded policies of one person—which will cause hardworking people to lose their jobs, potentially lose their homes and their health care. At the same time, Republicans in Congress are preparing to cut Medicaid by $880 billion so they can give a massive tax cut to billionaires. They are telling us with a straight face—that the economic growth will pay for these tax breaks—while the economy is in a tailspin. The truth is, passing the Republican budget would be a death blow to the American economy. And the people that get caught in the crossfire of this Republican Recession will be hurt the most by Medicaid as a tool that Republicans want to chip away at. Congress needs to take away the keys of economic policies like tariffs from this incompetent Administration and restore some stability to the economy. House Democrats are going to continue to prioritize the economic needs of the American people by working to bring down costs, make health care more affordable and looking out for everyday Americans. With that, I’ll turn it over to Vice Chair Ted Lieu.

    VICE CHAIR LIEU: Thank you, Chairman Aguilar. As an American and as a veteran, my heart goes out to the four U.S. soldiers who tragically died in an accident in Lithuania. The Lithuanian President did a very dignified ceremony for those four U.S. soldiers. And when those four soldiers’ caskets landed at Dover Air Force Base last Friday, at a transfer ceremony, U.S. officials greeted them, elected officials greeted them, but Donald Trump was not there. Donald Trump instead chose to go to a golf tournament, and I’m just going to read to you what one of the persons at this ceremony said. He deployed to Iraq. His name is Blythe Potter. He’s a Military Police Corps veteran. He said, ‘I have never been so embarrassed to be an American.’ President Trump should have been at that transfer ceremony for the four fallen U.S. soldiers, instead of at his golf tournament. 

    I now want to also echo what Chairman Aguilar said about the tariffs. They are a tax on the American consumer. As all of you know, the way tariffs work is when the foreign products come to our ports, the American company that imported those products pays the tariff, not the foreign country. And what happens when this American company pays that tariff? Well, they’re going to pass on those costs to the consumer and the prices are going to increase. And poll after poll, we see that the overwhelming majority of American people oppose tariffs. There are ways to try to make competition more fair, but let’s not do it by increasing prices on Americans.

    And their estimates, it’s going to be about $3,800 per family in terms of increased costs. And then let me also now congratulate Susan Crawford for winning the Wisconsin Supreme Court race last week. What we saw there was the world’s wealthiest man, Elon Musk, tried to buy the election, spending over $20 million, and the people of Wisconsin figured that out, and they overwhelmingly elected Susan Crawford. So, what was once Elon Musk’s greatest asset, his money, has now become his greatest liability because the people now understand that he’s trying to buy elections, and they overwhelmingly vote against that.

    And then the Hands Off protests that we saw this past weekend were amazing. The American people are waking up, that Trump and Republicans’ policies are harming our nation. So now it is my honor to introduce my friend Adam Gray, who I had the honor of serving with in the California State Legislature. So thrilled he is now in Congress and represents the Central Valley.

    REP. GRAY: Good morning, and thank you Chairman Aguilar and Vice Chair Lieu for inviting me to speak with you this morning. I represent California’s San Joaquin Valley, the world’s largest agricultural region. The President’s recent announcement of tariffs on our global trade partners poses a serious risk to farmers in the San Joaquin Valley and across the country. The last time blanket tariffs went into effect under President Trump’s first administration, California farmers lost an estimated $683 million in crop revenue. The most significant losses were concentrated in tree nuts and dairy products, among others, which are top exports from the San Joaquin Valley. 

    In fact, the California delegation recently received a letter from ag industry leaders in California pleading with Congress to support common-sense measures that will protect fair competition for their products and defend our nation’s food supply. This group of producers represent more than 400 commodities and billions of dollars of revenue. They warn of uncertain market conditions, disrupted business operations, increased costs associated with retaliatory tariffs. This all poses a significant risk to family-owned farms, which account for over 95% of American agricultural operations. I grew up in the ag industry. My family owned and operated a dairy supply store. My grandparents grew pistachios. Like many Valley families, I know personally how tight budgets are. I know how one bad season can derail an operation for years. These aren’t just individual farmers or business owners who will lose jobs or shutter businesses. These are entire communities like mine in the Central Valley who rely on the ag industry to power their economy. 

    Rather than work with Congress to make precise, strategic changes to our trade policy, the President has decided to impose sloppy, blanket tariffs and stuck American farmers with the bill. I’m ready to work with anyone and everyone who is serious about rising above partisan politics to protect our ag communities from the impacts of tariffs. We must do something now. Our farmers deserve it. Our communities deserve it. With that, I’m happy to introduce my colleague, Representative Tim Kennedy.

    REP. KENNEDY: Morning. First, I want to thank Democratic Caucus Chair Pete Aguilar and Vice Chair Ted Lieu for not only bringing us together this morning, but for their continued leadership on this issue and so many other issues. Before Trump’s tariffs plunged us and the entire world into chaos. Western New Yorkers that I represent were sounding the alarm on the President’s trade war. As a representative of a border community in Buffalo in the Niagara region and the Co-Chair of the Northern Border Caucus, families in my region know how important our ties are with our Canadian neighbors. In my district, trade with Canada supports tens of thousands of jobs, nearly 30,000 jobs, and brings in over a half a billion dollars in purchases by Canadians every year. Across the border, there’s $1.3 trillion of commerce every single year, billions of dollars a day, supporting states all across the northern border, but all across our great country. Again, in Western New York, Canadians pour over the border, whether it’s going to a Bills game or a Sabres game or shopping or using our restaurants, sleeping at our hotels, over 40 percent of the 5 million enplanements out of the Buffalo Niagara International Airport are Canadian citizens.

    Our economies are reliant upon each other and benefit from the tremendous relationship that we have, economically, culturally, historically and presently. However, Trump’s tariffs are putting our hardworking families in Western New York at risk, and it’s hurting our entire national and international economy. Cross-border traffic is down by double digits from last year, robbing small businesses across the country of tourism dollars. Tariffs that are being put in place across the borders, these blanket tariffs, including on things like lumber, that are hurting homeownership, especially new homeowners. They’re also stymieing development and other industries, including steel fabrication, auto manufacturing, craft brewing, logistics. Every industry across the board is worrying about supply chain disruption, skyrocketing operating costs and keeping their employees on the payroll. Businesses are going to be hurt by these tariffs. Jobs are going to be lost in our country because of these tariffs, because our economy is so tightly intertwined with Canada’s. People in my district and across the country are being hit right in their pocketbook already. Meanwhile, Donald Trump is golfing at his own club while trillions of dollars are wiped away from American citizens and hardworking families and their retirements that they were dependent upon, as we risk this Republican Recession.

    But Trump’s tariffs aren’t just robbing folks of their retirement savings and driving up the cost of housing, groceries, clothes and gas, his indiscriminate blanket tariffs are putting our allies on the same playing field as our adversaries. Trump inherited an improving economy with low unemployment, and he crashed it. He inherited the strong alliance and friendships we have with Canada, with our European allies, with our global allies, and he crushed them. Trump’s tariffs sent a message to our friends and allies that we no longer are the reliable partners that they can depend upon, and hardworking families in Western New York and across the country are paying the price. They are setting our nation down a dangerous path of chaos, stealing from American families and jeopardizing our alliances, all to justify tax cuts for the richest Americans. This is wrong, and we’re not going to stand for it. We’re not going to sit back and hang tough like the president suggests we do. We’re going to continue to use our voices and demand an end to Trump’s tariffs and get back to work creating an economy that benefits all hardworking families across this great country. With that, I yield to a wonderful Representative Salinas.

    REP. SALINAS: Well, thank you, Chair Aguilar, Vice Chair Lieu and everyone for being here today. As my colleagues have already pointed out, President Trump’s tariffs have created chaos and uncertainty across the country and around the world. Many Americans have spent the last few days watching their retirement savings go up in smoke and bracing for a recession or possibly worse. But instead of doing something to stop the bleeding, Donald Trump spent the weekend, as has already been mentioned, playing golf with billionaires. In case there was any confusion about where his priorities are, he clearly is more interested in improving his golf game than improving the economy.

    Trump’s reckless and harmful approach to tariffs will devastate states like Oregon, where our economy relies heavily on trade. From wine to wood products, Oregon exports billions of dollars worth of homegrown goods every year and we import billions more. All things considered, Trump’s tariffs are going to raise taxes on Oregon businesses and families to a tune of about $7.5 billion per year. So, whether you’re a hazelnut grower in the Willamette Valley or a small business owner in Salem, hardworking Americans, not foreign countries, will end up footing the bill. And those costs add up. Experts have estimated that the average family will pay about $73 more per week, or close to $4,000 more per year for everyday necessities. It’s frankly reprehensible that this President is choosing, and I want to be clear, this is a choice, to play roulette with people’s hard-earned money, and roll the dice on whether our folks can afford food, pay the rent, send their kids to college or even retire right now.

    And don’t be fooled, this is not a market correction. It is a market disruption of the highest magnitude. I won’t stand for it. My colleagues will not stand for it. House Democrats are united in our opposition to Trump’s tariff tyranny, and we will continue to speak out against his attacks on working families. What we won’t do is let Republicans in Congress off the hook. They have the power to stop this, these tariffs, right now, and they’re refusing to fulfill their constitutional duty. Our message is clear: Democrats will not bow down to billionaires. We will fight back with everything we have to protect our constituents from the great Republican Rip Off. Thank you.

    Re: Implications of Newly Announced Tariffs on the Port of Baltimore

    Dear Secretary Lutnick:

    We write to you today to communicate our extreme concern about the implications of the recently announced tariff regime on the Port of Baltimore (the “Port”). On April 2, 2025, President Trump issued an Executive Order, titled Regulating Imports with a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficits (the “Executive Order”), that announced a minimum 10% tariff on all imported goods, to take effect April 5. On April 9, higher levels of “reciprocal” tariffs will be placed on goods imported from nations with which the United States has a trade deficit. This latest action comes one week after the Administration’s Executive Order titled, Adjusting Imports of Automobiles and Automobile Parts into the United States, which announced tariffs targeted at individual industries (i.e. automobiles, steel, aluminum) and countries (i.e. Canada, Mexico, China).

    The Port of Baltimore is one of the nation’s most vital hubs for commerce, and it plays a crucial role in national supply chains. Last year, when the Francis Scott Key Bridge collapsed, the Port was closed for nearly two months, causing significant disruption to our economy. The state of Maryland estimates that approximately 15,000 direct jobs and 139,000 indirect jobs depend on the Port of Baltimore, generating an estimated $3.3 billion in personal revenue, $2.6 billion in business income, and more than $395 million in taxes. The local economic impact was such that the United States Small Business Administration and the United States Department of Labor responded by issuing Economic Injury Disaster Loans and Dislocated Worker Grants for businesses and workers that were directly affected by the bridge’s collapse and closure of the 
    Port.

    Despite the collapse, Baltimore’s resiliency speaks to the Port’s ability to retain its standing as our Nation’s top ranked Port for wheeled farm and construction machinery, and reigns as the nation’s second most utilized port for importing cars in 2024. In 2024, the Port of Baltimore exported more than $2.9 billion and imported nearly $23 billion in automobiles and light trucks. Additionally, the Port exported more than $2.92 billion in coal and more than $1.1 billion in agricultural equipment and materials. Overall, the Port of Baltimore exports roughly 28% of the nation’s coal, making it the second-largest coal exporting port in the United States.

    We are especially concerned about the latest announcement on tariffs considering the economic consequences for the American consumer. These tariffs effectively serve as a sales tax on consumers, placing the burden of revenue raising on American families. While White House trade adviser Peter Navarro stated recently that these tariffs are expected to raise about $600 billion a year in revenue, economists have clarified that the impact to consumers on spending will significantly reduce these revenue estimates. Instead, experts indicate these tariffs will raise prices for already-struggling consumers, trigger layoffs in industries with customers who rely on imports, and plunge our nation into a recession. 

    Considering the Port of Baltimore’s critical importance to the economic wellbeing of the city, state, and our nation, we request a response to the following inquiries within 14 days:

    1. What mechanism is the Department of Commerce utilizing to assess the feasibility and effectiveness of the tariffs issued under the Executive Order?
       
    2. What efforts will the Department of Commerce take to track how these tariffs impact everyday costs for the American consumer, and national and local economies? 
       
    3. What are the long-term implications of these tariffs on our nation’s major ports, and on our national supply chains?
       
    4. How, specifically, do you expect the announced tariffs will impact automobile and light vehicle imports, coal exports, and agricultural equipment imports and exports?
       
    5. Will the Administration waive tariffs on certain goods or sectors, or provide aid to impacted small businesses, impacted workers (i.e. farmers, dockworkers, etc.), and industries, in response to significant negative economic outcomes in the United States?

    Schumer: Donald Trump’s Pinball Tariff Strategy Will Wreak Total Havoc On NYC & Could Drive A Deep & Needless Recession; Put Down The Golf Club & Pick Up The Papers

    With tariff chaos wreaking havoc on the U.S. economy, U.S. Senator Charles Schumer, today, issued a dire warning, with the numbers and the data to back it up: Trump tariffs are likely to drive New York’s economy right into a recession. 

    “President Trump’s pinball tariff strategy will wreak total havoc on New York City and is likely to drive us right into a recession,” Schumer said. “We’ve crunched the numbers, and what doesn’t look good for the nation, looks far worse for New York City. Some of the Big Apple’s core sectors are being targeted already, New Yorkers face roughly $20 billion dollars in increased costs, and a staggering 260,000 New York jobs are under threat, unless Donald Trump backs off—and that is exactly what I am urging today. Back off, President Trump.”

    Schumer, today, cited numbers that he predicts would go beyond the JP Morgan chances of a national recession while citing specific New York industries and sectors that would be especially slammed as the President’s pinball plans knock out some of New York’s most resilient industries—from finance, to tech and accounting. However, Schumer also cited tourism, fashion and other lifestyle industries across the city that would be equally damaged. 

    Schumer explained an ominous fact, detailing how New York and its metro area is especially vulnerable to the President’s needless tariff war because it is one of the world’s largest trade hubs. Schumer explained that the New York port and area import and export hubs hum with activity that pumps billions of dollars into the New York City economy each year.  

    Specifically, Schumer said that the President’s plans also put over 260,000 New York jobs tied to exports at, what he calls, a “direct hit” economic risk. Schumer explained that JP Morgan released data showing the nation’s chances of a recession are now at 60%–but Schumer says, in New York, the number is much higher. Schumer also said that, right now, the European Union is seeking to retaliate directly at New York City’s financial, accounting and tech sectors. He warned, today, that Asia would be next.  

    Just last week, JP Morgan said that the chance of a recession substantially increased due to President Donald Trump’s tariff announcement. The report, headlined “There will be blood” and dated April 3, warned, “these policies, if sustained, would likely push the US and possibly global economy into recession this year. An update of our probability scenario tree makes this point, raising the risk of a recession this year to 60%.”

    “Disruptive U.S. policies have been recognized as the biggest risk to the global outlook all year,” JP Morgan said last week, adding that the country’s trade policy has turned less business friendly than anticipated.

    “The effect is likely to be magnified through tariff retaliation, a slide in U.S. business sentiment and supply-chain disruptions,” JP Morgan warned. S&P Global, the rating firm, also raised its “subjective” probability of a U.S. recession last week.

    Schumer also pointed to Barclays, and brokerages HSBC, Deutsche Bank and BofA warned last Thursday that the U.S. economy faces a higher risk of slipping into a recession this year if the President’s tariffs remain in place.

    Financial reports say that if the tariffs are sustained, “recession risks will likely rise materially,” Deutsche Bank said in a note, while BofA noted the economy could be pushed to “the precipice of recession,” according to reports. Both Deutsche Bank and BofA predicted tariffs could ‘potentially shave 1-1.5 percentage points from U.S. economic growth this year.’

    And today, Goldman Sachs has now sounded their own alarm, saying the chances of a recession have increased greatly.

    Schumer echoed these warnings and other reports saying Trump’s tariff increase is “largest tax hike since 1968”—comparable to Smoot-Hawley, Schumer says.  

    As for New York City, Schumer is seeing red. Specifically:

    1. Schumer says that Trump’s tariffs will raise costs for NYC and threaten to put the Big Apple straight into a recession:
  • Schumer detailed how NYC is particularly vulnerable:
    • NYC is one of the largest trade hubs in the country, with more than $200 Billion in trade in goods alone each year ($100b imports, $100b exports) – Schumer says this entire subset economy has been fractured, no matter what the President does right now.
    • Schumer can say that Trump’s tariffs will mean a nearly $20 Billion-dollar DIRECT HIT to NYC, and that’s before other countries try to retaliate. Schumer says the EU and Asia have begun the process.
    • 80,000 jobs were already at risk before Trump’s latest announcement, which now threatens the more than 250,000 jobs in New York that are dependent on exports and could be threatened by retaliation.
  • Schumer says key NYC industries are already feeling the effects:
    • NYC’s biggest industries are in information services (financial, accounting, tech), which are the focus of the EU’s potential retaliation, and Schumer says it is clear that Asia will begin retaliation this week.
    • Tourism: Countries like Canada are boycotting travel to US, which has already seen a 23% drop in Canadian travel to US. But Schumer says the pinball tariff strategy will also constrict tourism on a global scale, constricting the global economy and weakening the dollar.  
    • Fashion/Garment industry is facing price increases of 10 to 17% — Schumer says NYC is a fashion and garment hub, from leathers to other textiles, and that the current tariff ‘plan’ will rip the threads out of the NYC fashion and commerce economy.

    Schumer has fought to help New York push back against these pinball tariffs, forcing a vote to rescind Trump’s disastrous tariffs and protect NY consumers.

    Following Democrats’ successful effort to force a Senate vote to pull back Trump’s tariffs on Canada, Schumer pushed an amendment to rescind any tariffs put in place after January 20, 2025 that have increased the costs of groceries, medicines, or other everyday goods, while leaving in place tariffs on adversaries like China, Russia, Iran, and North Korea. Schumer explained he authored the amendment because Congress should be prioritizing reducing costs for families and small businesses, not taxing middle class families to pay for tax cuts for billionaires.

    “Bottom line, Schumer says, Donald Trump’s tariff strategy will wreak total havoc on the New York City economy and is likely to drive us straight into a recession. I urge the President to back off. Put down the golf clubs and pick up the papers and have a look at what is going on because it is anything but ‘great.’”

  • MIL-Evening Report: A grab bag of campaign housing policies. But will they fix the affordability crisis beyond the election?

    Secure and affordable housing is a fundamental human right for all Australians.

    Therefore, it is unsurprising the election campaign is being played out against a backdrop of heightened voter anxiety about rental stress and housing affordability. A growing number of people are unable to access housing that meets their needs.

    And it’s not just low-income earners who are affected by housing pressures. It is also the millions of people who make up middle Australia; the very group that will help determine the election outcome.

    The solution to Australia’s housing problem is complex. We need to start thinking differently about what reform might look like.

    No cheap rents

    For most Australians, housing is their biggest and most unavoidable bill.

    The average national weekly rent for a unit is A$566 a week. It is even higher in capital cities. To afford this comfortably, renters need an annual income of $130,000.

    But for someone on the median income of $72,592 (or $58,575 after tax) half their pay packet is being swallowed by their weekly rent.

    This significantly exceeds the 30% benchmark that is a useful measure of housing affordability stress.

    Million-dollar homes

    The raw numbers are just as eye-watering for home ownership.

    The mean price of a residential dwelling in Australia is around $977,000. For house hunters in New South Wales, the figure is even higher at $1.2 million.

    Rapidly rising house prices over the past few years have contributed to larger home loans and more people with a mortgage.

    Only 13% of homes sold in 2022–23 were affordable for a median income household, with housing prices increasing more rapidly than wages.

    The cascading price pressures mean first home buyers are finding it harder to save for a deposit.

    Policy options

    There is an urgent need for housing reform to overcome the affordability and accessibility challenges. There is no shortage of options available to policymakers.

    For starters, planning rules and zoning regulations could be eased to facilitate more construction. Vacant commercial properties and office spaces could be repurposed as housing.

    Another option includes removing barriers to constructing prefabricated homes, which are more efficient and affordable to build.

    Time to be bold

    Housing reform often involves debate around negative gearing and capital gains tax concessions for property investors. There are mixed results regarding how they would impact housing affordability and accessibility. The unpopularity of such policies at the 2016 and 2019 elections have since hindered any changes.

    But more radical reforms could be considered. They include applying negative gearing to first home buyers, who would benefit by claiming the mortgage interest on their property against their income. The United States allows home-owner couples to claim mortgage interest on the first US$750,000 (A$1.19 million) of their loan to help them secure a home.

    Overseas experience

    The US policy highlights how high housing costs are not exclusive to Australia.

    We could learn from other initiatives adopted overseas. For example, a bylaw passed in Montreal, Canada, requires new developments to include 20% social housing, 20% affordable housing and 20% family units.

    Further, Vienna is known for its progressive social housing policies, which include rental caps and housing security. The housing is high quality and often includes access to communal pools, child care, libraries and other facilities.

    Here in Australia, the major political parties are mindful that the high cost of housing is political kryptonite. They are fighting the May election armed with policies aimed at improving affordability and availability. But will these policies go far enough?

    What the major parties are offering

    Labor plans to increase housing supply by 1.2 million homes over five years by changing zoning and planning rules. This includes 20,000 social housing homes and 10,000 affordable rentals for front-line workers such as police and nurses. It will also increase tax incentives for the build-to-rent program to increase rental supply.

    These policies are likely to improve affordability and accessibility for lower income earners. However, there will be a wait while homes are constructed. It is also expensive at around $10 billion.

    To increase supply, Labor will invest in prefabricated and modular homes, including a national certification system to streamline approvals.

    Labor will also expand the Help-to-Buy scheme so more Australians can purchase their first home, although this may push-up prices through increased demand.

    The Liberal Party’s policy centrepiece is $5 billion to fast track essential housing infrastructure such as water and sewage, to unlock up to 500,000 homes.

    The Coalition is also vowing to free up more housing by reducing immigration by 25% and capping the number of international students.

    For first home buyers, the Liberals want to allow early access to superannuation of up to $50,000, but studies suggest this could backfire by increasing house prices and hurting retirement savings.

    Dream turns to a nightmare

    Voters may find merit in one or more of the proposed policies, but bipartisanship will be essential if we are to solve the housing crisis, regardless of the election outcome.

    And genuine reform involves more than sugar-hit policies that might find favour during election campaigns. It requires bold, decisive action with investment in areas that benefit those most in need.

    Without genuine reform, even more Australians will struggle to put a roof over their heads. The ramifications will be devastating to Australia’s social and economic future.

    The Australian dream of owning a home will be at risk of becoming an even bigger nightmare.

  • MIL-OSI United Nations: Experts of the Committee on the Protection of the Rights of All Migrant Workers and Members of their Families Congratulate Mexico on its Global Pro-Migration Stance, Raise Questions on the Treatment of Unaccompanied Minors and Assistance for Mexicans Abro

    The Committee on the Protection of the Rights of All Migrant Workers and Members of their Families today concluded its consideration of the fourth periodic report of Mexico, with Committee Experts congratulating the State on its pro-migration stance taken around the world, while raising questions on the treatment of unaccompanied minors and assistance provided to Mexicans abroad in the United States. 

    Fatimata Diallo, Committee Chair and Co-Rapporteur for Mexico, congratulated Mexico on its pro-migration stance taken around the world, including its key role in the Global Compact for Safe and Orderly Migration. The Committee appreciated that legislation and a support system were in place for migrants across all states of Mexico, and congratulated the State on the adoption of a law on enforced disappearances, and the enactment of specific measures to provide support to migrant children and adolescents. 

    Mohammed Charef, Committee Expert and Co-Rapporteur for Mexico, asked if the delegation could share statistical information following the reform of the migration act in 2022, including the number of children released from holding facilities and the number of children still in these facilities?  What tools and measures had been put in place at the border level to ensure there could be a review on children and adolescents before any return was taken?  How many cases of refoulment had been avoided due to the risk analysis which should be carried out on every child? 

    Pablo Ceriani Cernadas, Committee Expert and Co-Rapporteur for Mexico, asked what Mexico was doing at the foreign policy and foreign relations level to push for regularisation for people who had been working in the agricultural sector in the United States for years?  With the closure of the CBP 1 by Trump, some people had their asylum process for the United States interrupted; what was happening to them? 

    Ms. Diallo said the “United States Remain in Mexico policy” required migrants to remain at the border while the United States Government processed their cases; what had the Mexican State done to provide for these migrants who were forced to remain in Mexico in the hazardous border areas? 

     

    Regarding unaccompanied children and adolescents, the delegation said there was a specific standalone procedure in place to ensure migrants were duly identified, so they could be protected by the child protection system.  The National Institute of Migration could be advised to carry out an assisted return of the child or adolescent to their country of origin, if regular migration status was not possible.  No deportation order would be given to a child or adolescent.  There were more than 120 shelters and reception centres spread across the country for minor migrants.  It was here that they would be held with their families until issues regarding their migration status were resolved; 84,927 minors were handled via this process in 2024. 

    The delegation said since the new United States administration took office on 20 January 2025, there had been a harshening of migration policies and Mexico had strengthened its consular assistance in response.  Mexico had been mapping the detention of migrants by the United States’ authorities and was able to immediately respond to them.  The 10 repatriation centres which had been set up on the southern border with the United States provided health care services, nutrition, food and education to those who had been repatriated.  The Mexican Government had pursued meaningful efforts to promote the regularisation of Mexican migrants in the United States. 

    Presenting the report, Jennifer Feller, Director General of Human Rights and Democracy, Ministry of Foreign Affairs of Mexico, said Mexico’s geographical position and proximity made it a country of origin, transit, destination and return for migrants, which represented a challenge for authorities.  Between January and May 2024 alone, the National Institute of Migration identified 1,393,683 foreigners in an irregular situation.  In 2019, the Ministry of Health published the comprehensive health care plan for the migrant population to promote health care under a context of equality and non-discrimination.  In compliance with the March 2023 ruling of the Supreme Court of Justice of the Nation on the unconstitutionality of the detention of migrants, the necessary measures were adopted to ensure that the detention of migrants did not exceed 36 hours.

    In concluding remarks, Mr. Ceriani Cernadas thanked Mexico for the constructive dialogue. The Committee was fully aware of the complexity of human movement in Mexico as a phenomenon, due to the location, the sheer number of migrants, and the voluntary or forced returns of Mexican compatriots, coupled with drug trafficking and the fact that Mexico was a neighbour of the world’s largest drug consumer.  Mexico had taken some positive steps, and the Committee looked forward to working collaboratively to find solutions to the challenges.

    Francisca E. Méndez Escobar, Permanent Representative of Mexico to the United Nations Office at Geneva and Head of the Delegation, in concluding remarks, said Mexico continued to be committed to protecting the rights of migrants and upholding its international obligations.  Mexico had made progress in protecting the rights of migrant children, adolescents, women and migrant workers, and would strengthen activities in areas where challenges remained, to ensure the full implementation of the Convention. 

     

    The delegation of Mexico was comprised of representatives from the Ministry of Foreign Affairs; the Federal Judiciary Council; and the Permanent Mission of Mexico to the United Nations Office in Geneva.

    Presentation of Report

    FRANCISCA E. MÉNDEZ ESCOBAR, Permanent Representative of Mexico to the United Nations Office at Geneva and Head of the Delegation, said Mexico had always played a leading role at the international level to advance the agenda of the human rights of migrants.  It was an active promoter of the Convention, presented periodic resolutions on migration in the General Assembly and the Human Rights Council, and served as a co-facilitator of the negotiation process of the Global Compact for Migration. While significant progress had been made, challenges remained.  By appearing before the Committee, Mexico reaffirmed its openness to international scrutiny and constructive dialogue.  Ms. Escobar then introduced the Mexican delegation. 

    JENNIFER FELLER, Director General of Human Rights and Democracy, Ministry of Foreign Affairs of Mexico, said Mexico’s geographical position and proximity made it a country of origin, transit, destination and return for migrants, which represented a challenge for authorities.  In the last decade, migratory flows had grown exponentially and the transit of undocumented migrants through Mexico had grown significantly.  It was estimated that 77 per cent of migratory flows through the country were carried out irregularly.  Between January and May 2024 alone, the National Institute of Migration identified 1,393,683 foreigners in an irregular situation.  The composition of migration flows had changed significantly, encompassing a diverse range of persons who were migrating for multiple reasons. 

    This scenario was aggravated by the impacts of increasingly restrictive United States immigration policies, which limited the right to seek refuge, such as the Migrant Protection Protocols, among others.  Faced with this context, Mexico facilitated the entry and stay of people in health security conditions, providing them with vaccines and other support. Voluntary return was also facilitated for those who decided to do so.

    In 2019, the Ministry of Health published the comprehensive health care plan for the migrant population to promote health care under a context of equality and non-discrimination.  In line with the recommendations of the Committee, the law on migration was amended to prohibit the accommodation of migrant children and adolescents in migrant holding centres.  In compliance with the March 2023 ruling of the Supreme Court of Justice of the Nation, on the unconstitutionality of the detention of migrants, the necessary measures were adopted to ensure that the detention of migrants did not exceed 36 hours.

    Mexico had strengthened legal frameworks by incorporating a comprehensive gender perspective, and designed programmes to combat gender-based violence, human trafficking, and discrimination against women and girls.  This included the mechanism for monitoring cases of sexual torture committed against women and the comprehensive programme to prevent, address, punish and eradicate violence against women 2021-2024, which included actions focused on migrant women at risk, campaigns against sexual harassment and harassment, and strategies to encourage reporting.

    FÁTIMA RÍOS, Director General of Human Mobility and Development of the Ministry of Foreign Affairs, said Mexico continued to strengthen the capacities of the authorities to combat the smuggling of migrants, from a perspective of shared responsibility, international and regional cooperation, and respect for the human rights of migrants, with the involvement of migration authorities, prosecutors’ offices, victims’ commissions, international organizations, and civil society. 

    Although there was no specific law on the smuggling of migrants, Mexico was a party to the Palermo Protocols and had a solid regulatory base.  In 2023, the national strategy to combat migrant smuggling with a gender perspective was presented to strengthen inter-institutional coordination to prevent, combat and address the crime with a comprehensive approach.  The migration law established aggravated penalties when it involved children and adolescents, or the participation of public servants.

    To coordinate migration policies and programmes among more than 20 agencies, the Inter-Ministerial Commission for Comprehensive Attention in Migration Matters was created in 2019.  In March 2025, the multi-service centre for inclusion and development, designed in collaboration with international organizations, began operating in the city of Tapachula.  This centre aimed to bring those international protection needs closer to the services provided by the Mexican State, including documentation, employment, and health services, among others.  In the face of the tightening of migration policies and the criminalisation of irregular migration in the United States, the inter-institutional strategy for comprehensive care for repatriated and returning Mexican families was reinforced in January 2025, guaranteeing their social and economic reintegration in the country.  Mexico had spearheaded numerous actions to address migration, including integrating civil society into the debate, and was committed to overcoming the challenges which remained. 

    Questions by Committee Experts

    PABLO CERIANI CERNADAS, Committee Expert and Co-Rapporteur for Mexico, said the Committee was aware that Mexico was currently facing a complex situation in terms of human movement, which made this dialogue even more important.  The fact that the national guard reported to the army gave rise to concern.  Why had Mexico chosen to deploy the armed forces to play a role in monitoring and verifying migrants?  Had the deployment of the national guard and army had any impact on the migration flow? Had this impact been assessed? Six migrants had been killed when the national guard opened fire, and there had been other similar cases.  What had been the response of the Mexican Government to these cases?  How were the perpetrators identified and punished and what was done to ensure non-repetition?

    What had been done to promote regular migration in Mexico?  What measures had been enacted to eradicate the automatic recourse to detention and migration?  What non-custodial measures were being taken for asylum seekers in a vulnerable position, including pregnant women, to replace detention?  There had been a fire in a holding centre at the Mexican border which killed over 30 migrants.  Who had the political responsibility for this holding centre and the conditions it was in? What measures would be taken to ensure it did not happen again?

    The Committee had received reports that people intercepted in different parts of the territory were sent to the southern border and left there.  Could the delegation comment on these practices? Expulsions reportedly occurred from Mexico City and other airports.  What remedies were available to these people in airports after a decision to expel them? There had been cases where many migrants were killed by organized crime syndicates.  There was a high level of impunity with many cases being unresolved. What measures was the State taking to resolve these cases through investigations, trials and convictions? 

    What measures were being taken to address the complex matter of enforced disappearance in general and in the context of migration?  Was the act on enforced disappearance being regulated?  How had the guidelines for providing support to Mexicans abroad being strengthened?  What relationship was there between the forensic authorities in Mexico and those in other countries, to identity Mexicans who had died and inform their family members?  Was the Mexican consulate still receiving reports from El Salvador on citizens who had disappeared?

    Was data still being collected on irregular migrants?  Would the way in which data was collected be changed?  Which authorities had a say when it came to separating families?  Why were families separated?  The Committee had received information that in October 2023, the humanitarian grounds permits were suspended.  The documentation which replaced them did not have the same value as a resident permit and did not help with social, financial and employment services.  Why had the humanitarian permit been suspended? What measures had Mexico taken in response to the suspension of CBP 1?  What protective measures were being taken in this regard?  Were there any initiatives towards signing a bilateral agreement?  What was the latest situation regarding the relationship with the United States?

    MOHAMMED CHAREF, Committee Expert and Co-Rapporteur for Mexico, said Mexico always strove to ensure respect for the rights of migrants and had led the fight in the Group of 77 for the rights of migrants since the start of the 1970’s, which was appreciated.  The State was also one of the champions of the implementation of the Marrakech Compact and had enacted a plethora of laws to improve protection for unaccompanied women and minors, which deserved credit.  Nevertheless, according to information received by the Committee, despite international commitments and the legal arsenal, there were still violations of the rights of migrants, particularly those in an irregular situation.  Mexico shared an emblematic border with the United States which was over 3,500 kilometres long.  This was the deadliest land border, with around 10,000 deaths recorded per year. 

    According to information gathered, many migrants disappeared without a trace; they were abducted, killed, or robbed and thrown out of high-speed trains.  Many of those blocked on routes to the United States were highly vulnerable.  Were migrants subjected to a detention order by a judge?  How long did they stay in centres on average?  How did these detention centres function?  Who managed them?  How many people worked for the “Better Groups”?  Were they present throughout the territory?  Was their role to provide migrants with advice on their rights? According to information collected, there were huge needs in healthcare, particularly in mental health.  Was anything being done for migrants’ mental health?  Could information on the deadly fire be provided?  The Committee would like more information about the trends and the places migrants went through?  Did the State have reliable data on enforced disappearances?  Was disaggregated data on nationality, age, sex and type of migration available?  How did Mexico manage migration during the COVID-19 period? 

    FATIMATA DIALLO, Committee Chair and Co-Rapporteur for Mexico, congratulated Mexico on its pro-migration stance taken around the world, including its key role in the Global Compact for Safe and Orderly Migration.  The Committee appreciated that legislation and a support system were in place for migrants across all states of Mexico, and congratulated the State on the adoption of a law on enforced disappearances, and the enactment of specific measures to provide support to migrant children and adolescents. 

    Regarding the ruling by the Supreme Court of Justice on the unconstitutional nature of some of the provisions of the migration act, what steps had been taken to ensure this jurisprudence was present in national legislation?  Could the delegation share statistical information following the reform of the migration act in 2022, including the number of children released from holding facilities and the number of children still in these facilities? A unique identification code was provided to migrant children; what was the purpose of this code?  What tools and measures had been put in place at the border level to ensure there could be a review on children and adolescents before any return was taken?  How many cases of refoulment had been avoided due to the risk analysis which should be carried out on every child?  Why did so many children and adolescents abandon the administrative process halfway through it was meant to be an alternative to irregular migration? 

    How was it ensured that the bilateral agreements with Canada did not leave migrant workers vulnerable?  Thirty per cent of women interviewed said they had been subjected to sexual harassment by the national migration guard in detention facilities.  What measures had been enacted to prevent this?  Had there been investigations and punishment of perpetrators?  What concrete measures had been enacted for the protection of domestic workers, particularly migrant domestic workers?  The Nicaraguan migration route enabled migrants in sub–Saharan Africa to try and access the United States and there had been several disappearances on this route. Did this also affect Mexico and how was the State dealing with this? 

    A Committee Expert congratulated Mexico on its ratification of the core International Labour Organization Conventions.  Why had Mexico not ratified International Labour Organization Conventions 197 and 143? How many staff were working in the labour inspectorate in Mexico?  Did they cover the entirety of Mexico?  Did they have the human and financial resources they needed to carry out their duties?  Did they have a status which ensured their independence was upheld?

    Another Committee Expert said the bilateral agreements, for example between Mexico and Canada, should be examined.   

    A Committee Expert said the Committee appreciated Mexico’s efforts and its delicate position with the United States and other countries.  What type of capacity did Mexico need to bolster its stance on migration? 

    Responses by the Delegation

    The delegation said the National Institute of Migration was charged with implementing the Government’s migration policy.  It had overviews of migration checks at land and air border crossings.  The institute implemented the protocol for checking migration status.  Staff were required to be properly identified as a result of the Supreme Court ruling. Once a person had been identified in a migration check, migration staff could instigate the administrative procedure. It would not be a court which decided, but rather the migration entity, which conducted the migration proceedings. 

    Migrants were taken to a holding centre and provided all the necessary information to authorities. Due to the ruling of the 36-hour time limit for holding migrants in these centres, the National Institute of Migration completed the administrative procedures within the timeframe.  If the individual in question had a genuine immigration status, they would be released quickly; however, if they did not, they would either be provided with a regular migration status if they met the conditions of the law, otherwise they would be returned or deported.  This was clearly provided for in the migration act.

    Regarding unaccompanied children and adolescents, there was a specific standalone procedure in place to ensure migrants were duly identified, so they could be protected by the child protection system.  The National Institute of Migration could be advised to carry out an assisted return of the child or adolescent to their country of origin, if regular migration status was not possible.  No deportation order would be given to a child or adolescent.  There were more than 120 shelters and reception centres spread across the country for minor migrants.  It was here that they would be held with their families until issues regarding their migration status were resolved; 84,927 minors were handled via this process in 2024.  It was hoped that up to date data for decision making would be available in April. 

    Migrants’ caravans, which entered the country via the southern border, had been met by groups providing humanitarian assistance.  This was one of the functions played by the “Better Groups”, whose main role was to provide humanitarian support and advice to migrant workers. 

    The centre for assistance and information for migrant workers had been strengthened to provide assistance to all Mexican residents in the United States.  The consular staff had been ordered to make more visits to migration centres and prisons to review cases of Mexican migrants, and to ensure their rights were being upheld and the necessary processes were being followed. A unit monitored how executive orders were impacting the migrant community. 

    In Mexico, all persons had access to free health care, regardless of their social status.  A plan was in place to guarantee that migrants had access to high quality medical health care.  Mexico was one of the few countries which chose not to close its borders during the pandemic, which meant that individuals living abroad who could not return to their home countries had remained in Mexico, and benefited from healthcare services and coverage.  A system was in place for alternative care models for unaccompanied migrants and adolescents.  A handbook on the alternative care options intended to raise awareness on these options. Work was being done to renovate shelters in key hotspots along the migration route. 

    In 2024, around 439,000 requests for asylum or refugee status were granted, with the vast majority being women.  To improve coordination between the authorities at different levels, capacity building workshops had been made available, and work had been carried out with counterparts in Ecuador and in Brazil, among other countries.  The Domestic Labour and Social Security Code had been strengthened to uphold the rights of domestic workers. International Labour Organization Convention 189 was ratified in 2020.

    The act on enforced disappearance had a system in place which provided relatives of migrant persons with the possibility of submitting requests for action on disappeared persons who could not be found in Mexico.  The Mexican consulates abroad were responsible for the implementation of this system. 

    The intervention of the national guard in public security had not been adopted alone, but in conjunction with other entities.  The Constitution was reformed so the national guard would fall under the Ministry of National Defence.  The armed forces were involved because Mexico was trying to strengthen the national guard as a security force. 

    Mexico did not have a systematic practice of enforced disappearance by the State.  There was a palpable commitment to tackling the challenges being faced by the country.  Regarding the tragic events of the first of October, where a pickup travelling at highspeed was fired on by members of the armed forces, nationals from many countries had been the victims.  The majority of the victims decided to return to their countries of origin, but had been informed of compensation processes.  Around 32 victims had been affected by the incident.   

    If a person was deprived of liberty, this was considered detention.  The right of all migrants to have a public defender was recognised.  This had led to 43 people becoming specialised to allow the federal judiciary to enter the migration centres.  Public defenders’ coverage was now better, and there had been Amparo proceedings in cases where the 36-hour holding deadline was exceeded.  A humanitarian grounds permit needed to be issued until Amparo proceedings were completed.   

    Questions by Committee Experts

    PABLO CERIANI CERNADAS, Committee Expert and Co-Rapporteur for Mexico, asked about the rulings from the Supreme Court; they had not mentioned anything about the Committee.  Each year it seemed there was no solution being found to regularise migration; how effective was the State’s response?  What happened to persons with disabilities travelling through Mexico?  Were resident permits automatically provided to parents of children in Mexico?  Migrant children often worked selling sweets or in coffee production; what progress had been made in this regard?  What was being done to ensure that the women’s justice centre was aware of women’s vulnerabilities throughout the migration process?  How was sexual and reproductive health ensured for women on the move? 

    MOHAMMED CHAREF, Committee Expert and Co-Rapporteur for Mexico, asked how many rulings there had been regarding families who provided shelter to migrants?  How had the Supreme Court ruling been implemented in this regard? 

     

    FATIMATA DIALLO, Committee Chair and Co-Rapporteur for Mexico, asked for statistical data on children who had left migration holding centres and those who still remained, but who should have been released?  How many temporary permits had been issued on humanitarian grounds between 2018 and 2023? Could statistics on the family reunification of migrant workers be provided?  What measures had been taken by Mexico to guarantee access to civil registration documents, particularly for unaccompanied minors?  What was being done to facilitate access to education for unaccompanied minors?  What measures had been taken to combat racism and xenophobia against migrants? 

    Over 65 per cent of Haitian migrants felt they had been impacted by racial discrimination; what was being done to eradicate this?  What measures had been taken to eradicate discrimination in the labour market and combat economic exclusion of migrants?  What were the views of migrants on the national guard and on migration policy?   

    A Committee Expert asked about the Mexican authorities’ plan to deal with the repatriation of Mexican migrants from the United States?  How would it be ensured that they would be returned with full respect to their rights?  What measures were being taken to prevent the disappearance of migrants on routes of migration to America?  What was being done to reduce the smuggling and trafficking of migrants?  What steps were being taken to reduce bureaucratic procedures and ensure better access to financial resources for migrants? Approximately how long were migrants detained during the asylum procedure?  How could this time period be reduced?  Why were the number of claims for asylum in Mexico increasing?  Could more information about the conditions in detention centres be provided?

    Another Expert asked about reports of abuse of migrants in bilateral agreements with Canada; what was the State doing to combat this? 

    A Committee Expert said many people from Latin American countries were travelling to the United States, using Mexico as a transit country.  Could information about accidents with regard to the national guard be provided?   What was being done to improve this situation? 

    Responses by the Delegation

    The delegation said there were two Amparo rulings from 2022, regarding Haitian migrants who had had their migration status checked and revised when trying to board buses.  The ruling found the actions of the bus company and the government migration body were unconstitutional.  The Convention had been cited in various court rulings, although not many.  Mexico would ensure there was judicial training on the provisions of the Convention to ensure it could be cited more frequently moving forward.  The State was aiming to adopt a different approach to human trafficking to focus on those who facilitated the human trafficking, rather than those carrying out the trafficking.  There had been 95 cases involving enforced disappearances where a search order was enacted.  Data gathering efforts in this regard had been improved, thanks to a ruling from the courts.

    The State had spent the last three years working on a project to ensure that all international recommendations related to enforced disappearance could be implemented and crafted into policies at the State and federal levels.  A decision had been taken in 2011 to ensure decisions on mass graves could be shared with the relatives.  The Victims’ Commission sat alongside the court and had dealt with various cases, including the mass grave case, where the remains of 72 persons were found.   

    Regarding the fire in the migration holding centre, the Federal Public Prosecutor had intervened in real time, offering services to the victims.  This fire took place a few weeks after the Supreme Court’s ruling that migration detention could not exceed 36 hours.  Those who were in need of medical care had been sent to hospitals and the Victims’ Commission was supporting those seeking compensation. Close work had been done with consular officials to identify those who had died in the event. 

    The National Institute of Migration had begun to introduce a range of infrastructure improvements to migration centres, including medical clinic facilities, real-time simultaneous interpretation services, enhancements to the physical environment, and the additions of rescue and first aid kits and smoke detectors. Around 2,935 staff had been trained in migration holding centres on civil protection.  There were three multiservice centres in the border areas with the United States.  Mexico had added 10 centres to provide support for Mexicans who had been repatriated from the United States, which could accommodate 2,500 people each. 

    The State had seen a fall in the number of humanitarian permits being issued; there should be more mechanisms which were an alternative to requesting asylum or a stay on humanitarian grounds.  This would enable more migrants to regularise their situation.  A programme was being designed for regularising the situation of migrants, which would help to reduce delays in the asylum system.  Mexico was also seeking other channels with third countries to ensure those who reached Mexico did so with a regularised status. 

    Mexico had been working with third countries, who recognised it was Mexico’s prerogative to admit foreign nationals onto their territory.  Mexico had ratified certain procedures in airports and tried to improve the facilities of holding centres.  The majority of refusals for entry into the country were due to inconsistency in entry interviews. 

    Since January this year, the Ministry of Foreign Affairs could issue identity documents to refugees, stateless persons and those who did not have a consular office in Mexico. This would allow more documents to be provided to migrants.  A memorandum had been signed in 2023 to try and foster family reunification, which was currently being revised, to see if it could be continued with the current United States administration.  There was permanent communication between Mexico and the Canadian Government and there was an annual review of the bilateral agreements to bring about improvements.  Mexico would review the information provided by civil society to raise any problems.

    Mexico had not and would never enter into an agreement about the refoulment of third-party nationals. These expulsions were unilateral, and Mexico would respect the Supreme Court’s rulings on guidelines for receiving and supporting these people.  A dialogue had been held with civil society organizations in the United States to step up the support provided by Mexico through its consular network.  Since 2010, justice centres had been vital to providing services to women victims of violence transiting through Mexico. Between 2019 and 2023, a budget of 400 million pesos was provided to these centres to improve the facilities and training. 

    Last year, the Ministry of Labour established a platform which provided services for job seekers in Mexico who were from other countries.  The United Nations High Commissioner for Refugees had been working with the Mexican Government to implement local integration programmes, which had provided 50,000 jobs for refugees so far in Mexico.  All programmes supported the issuance of necessary documents, such as banking services.  The Government had been working with the banking association to ensure they would provide services to refugees and migrants. 

    Mexico recognised that education was a vital pillar for development, and there were programmes allowing the continuation of studies, including for those who had been repatriated back to Mexico.  Vocational courses were provided for returnee and repatriated Mexicans.  A raft of educational material had been designed, including handbooks which focused on the needs of migrant children and looked at ways to encourage them to pursue education.  The process for granting refugee status to Haitian migrants had been accelerated.     

    Questions by Committee Experts

    PABLO CERIANI CERNADAS, Committee Expert and Co-Rapporteur for Mexico, asked what mechanisms and tools existed to ensure the recommendations of the treaty bodies were implemented?  What authorities were involved in migration checks and verifications?  Had the recommendation to create a register of detained migrants been followed up on?  What was being done to follow up on the Amparo court ruling regarding the maximum detention period of 36 hours? 

    The Committee had heard that in some cases people were held for up to 15 days before their migration cases were reviewed.  What resources were made available to detainees during the 36-hour time frame? How were the cases of children heard and deferred?  How was the child protection office in Mexico coordinating with its counterparts abroad in Honduras, Haiti and the United States to better serve children and make a decision on their case? 

    What was being done to promote the registration of the births of Mexicans abroad?  Did they automatically have the right to Mexican nationality?  What consular support services were in place for Mexicans who had been detained on migration grounds?  What was Mexico doing at the foreign policy and foreign relations level to push for regularisation for people who had been working in the agricultural sector in the United States for years?  With the closure of the CBP 1 by Trump, some people had their asylum process for the United States interrupted; what was happening to them?  Were the centres for comprehensive support and advice intended to replace the holding facilities, or would they sit alongside them? 

    MOHAMMED CHAREF, Committee Expert and Co-Rapporteur for Mexico, asked what resources were made available to the national human rights institution and the Better Group? What was being done to plug gaps with regard to data and statistics?  The number of seasonal workers in Canada was constantly increasing; these workers had to pay their own tickets to Canada and their own rent. Were the long-term health impacts of the work on these workers taken into account, due to the handling of pesticides etc? 

    FATIMATA DIALLO, Committee Chair and Co-Rapporteur for Mexico, noted that the “United States Remain in Mexico policy”, required migrants to remain at the border while the United States Governments processed their cases; what had the Mexican State done to provide for these migrants who were forced to remain in Mexico in the hazardous border areas? 

    A Committee Expert said Mexico was at the very heart of migration and was a migration champion, which was honourable.  The country’s geographic location placed it at the heart of migration to the United States, which was not a State party to the Convention.  What would Mexico do to encourage the United States to regularise Mexican migrants in the United States? 

    Responses by the Delegation

    The delegation said a register had been established for children and adolescents who were being processed by the migration authorities.  There was a register for adults held in migration holding centres. The Ministry of Home Affairs was working on migration regularisation on family reunification grounds.  The migration holding centres were established and improved to address the needs of those people who had been identified by the National Migration Institute as being in an irregular status.  They had been taken there to be processed within 36 hours.  The multiservice centres, on the other hand, had been designed for people who were on the move and had international protection needs.  People on the move were provided with shelter, health services, and the opportunity to take up job offers. 

    Since the new United States administration took office on 20 January 2025 and there had been a harshening of migration policies, Mexico had strengthened its consular assistance in response.  More than 5,000 legal advice meetings had been held under this programme, bolstered through the services of legal aid officers and partnerships with civil society organizations, who could provide services to Mexicans abroad.  All the consular offices in the United States were linked to the electronic case management system; more than 1,600 cases were still active and were being followed through to their conclusion.  An app was available which had direct interaction, as well as the Mexican Assistance and Support Office, which operated 24/7. 

    Consular visits to places of deprivation of liberty had also been bolstered under the new strategy, and in the first quarter of the year there had been an average of 30 visits per day.  Mexico had been mapping the detention of migrants by the United States authorities and was able to immediately respond to them.  Advice was being given to Mexican compatriots abroad, so they could stay informed and ensure they had the proper legal protections.  The 10 repatriation centres which had been set up on the southern border with the United States provided health care services, nutrition, food and education to those who had been repatriated. 

    Mexico had pursued actions to simplify the number of hoops which had to be jumped through to ensure that the birth of a Mexican abroad could be registered.  Mexico had amended the national civil status code to ensure statelessness could be avoided.  There had been an investigation into the fire at the migration centre and various State institutions had been held responsible for failings.  There had been a 70 per cent increase in the number of Americans migrating to Mexico in recent years, partially due to the lower cost of living. 

    The Mexican Government had pursued meaningful efforts to promote the regularisation of Mexican migrants in the United States.  This included contributing to the Dreamers Programme, and forging partnerships and alliances with members of Congress and State officials to promote recognition of the positive impact of migrants. 

    The recommendations of human rights treaty bodies were channelled by a variety of thematic working groups.  Mexico had played a key role in championing the Convention on the Rights of Persons with Disabilities.  Mexico had learned that tolerance and inclusion could be an effective response to a crisis like COVID-19.

    Closing Remarks

    PABLO CERIANI CERNADAS, Committee Expert and Co-Rapporteur for Mexico, thanked Mexico for the constructive dialogue.  The Committee was fully aware of the complexity of human movement in Mexico as a phenomenon, due to the location, the sheer number of migrants, and the voluntary or forced returns of Mexican compatriots, coupled with drug trafficking and the fact that Mexico was a neighbour of the world’s largest drug consumer.  Mexico had taken some positive steps, and the Committee looked forward to working collaboratively to find solutions to the challenges.

    MOHAMMED CHAREF, Committee Expert and Co-Rapporteur for Mexico, said Mexico was one of the champions of migration around the world.  The State was in a challenging situation due to being an origin, transit and destination country.   It was hoped that Mexico would be a key promoter of general comment no. 6 and that it would continue to champion the Convention.   Mr. Charef wished the State every success in delivering on migrants’ rights.

    FRANCISCA E. MÉNDEZ ESCOBAR, Permanent Representative of Mexico to the United Nations Office at Geneva and Head of the Delegation, said Mexico continued to be committed to protecting the rights of migrants and upholding its international obligations.  Mobility involved challenges, and the State should have a responsible attitude based on rights which adapted to a changing context.  Mexico had made progress in protecting the rights of migrant children, adolescents, women and migrant workers, and would strengthen activities in areas where challenges remained to ensure the full implementation of the Convention.  There were several ways in which the Committee could assist Mexico, including for the Committee to keep note of a compendium of best practices within the recommendations provided.

  • MIL-OSI USA: Trahan’s Bipartisan Youth Poisoning Protection Act Clears House Committee

    WASHINGTON, DC – Today, Congresswoman Lori Trahan (MA-03), a member of the House Energy and Commerce Committee’s Health Subcommittee, secured full committee passage of the Youth Poisoning Protection Act, her bipartisan legislation to ban the consumer sale of products containing high concentrations of sodium nitrite, a meat-curing chemical that can be lethal when ingested. The legislation was introduced earlier this year alongside Congressmen Joe Neguse (CO-02) and Mike Carey (OH-15) as well as U.S. Senators Tammy Duckworth (D-IL), John Curtis (R-UT), and Bernie Moreno (R-OH).
    “I introduced the bipartisan Youth Poisoning Protection Act to address an alarming and growing public health crisis: the promotion and use of Sodium Nitrite, a dangerous and toxic chemical, as a method for suicide,” said Congresswoman Trahan. “It is a simple, effective step forward in saving lives, and I believe we have a shared responsibility to protect the most vulnerable among us.”

    A 2021 New York Times investigation into an online suicide forum found that sodium nitrite was being popularized and encouraged as an easily accessible method to die by suicide. The forum, which is disguised as a safe place to discuss suicidal ideation, hosts threads where anonymous users provide detailed instructions and real-time guidance on how to die by suicide using sodium nitrite. A 2021 toxicology publication based on data from the National Poison Data System (NPDS), one of the data sources used by the CDC, points to a rise in self-poisonings using sodium nitrite in the United States since 2017.
    There is no known recreational use for highly concentrated amounts of sodium nitrite, but at the time of the Times’ investigation, highly concentrated amounts of the poison were widely available on multiple e-commerce platforms, including with free two-day shipping on Amazon. Following outcry from lawmakers and victims’ families, Amazon and a number of other online marketplaces began removing sodium nitrite listings. In May 2023, a Canadian citizen was arrested and charged for shipping packages containing lethal amounts of sodium nitrite to over 40 countries, including 272 sales to individuals in the United Kingdom, of whom at least 88 people died.
    The Youth Poisoning Protection Act bans the sale of consumer products with a concentration of sodium nitrite greater than 10 percent. The legislation now moves to the House floor for consideration.

    Three years ago, the New York Times brought to light a disturbing trend: an online suicide assistance forum – hidden in the dark corners of the internet – are actively encouraging individuals to take their own lives. These forums have been instrumental in the rise of suicides using Sodium Nitrite, a chemical that, in its safe, low-concentration form, is often used to cure meat and fish. However, in high concentrations, Sodium Nitrite becomes highly toxic – at levels comparable to cyanide.
    If the story ended there, it would still be tragic, but sadly, it gets even worse. 
    While anonymous users of these online forums tout Sodium Nitrite as a painless way to end one’s life, survivors of this method share a different, haunting reality. They describe excruciating experiences – nausea, vomiting, severe stomach pain, and heart palpitations – as the poison deprives the body of vital oxygen.
    When my office became aware of the growing availability of this substance as a suicide method, we acted immediately. Many websites we contacted took swift action to remove listings for Sodium Nitrite or restrict sales to businesses with legitimate, proven uses for it. But despite these efforts, there are still bad actors out there – websites designed specifically to sell this poison as part of a “suicide kit,” preying on individuals in their darkest moments. 
    Unfortunately, there are currently no federal laws that can effectively stop these dangerous transactions. The Youth Poisoning Protection Act changes that. This legislation would prohibit the sale of Sodium Nitrite to consumers in concentrations higher than 10 percent – the threshold established by independent experts for safe use.
    This bill is not aimed at affecting legitimate business operations. Some businesses – like those that cure meat or fish in large quantities – require high-concentrated Sodium Nitrite as part of their process. This bill will not disrupt those operations. Its sole focus is on preventing the direct sale of highly concentrated Sodium Nitrite to consumers, specifically, stopping the bad actors who are exploiting vulnerable individuals by promoting this deadly chemical for suicide. 
    This is a straightforward solution with the potential to save countless lives. I urge all members of this Committee to join us in supporting this essential bipartisan legislation that was advanced through this committee and passed overwhelmingly on the House floor last year. It is a simple, effective step forward in saving lives, and I believe we have a shared responsibility to protect the most vulnerable among us.

  • MIL-OSI USA: NASA’s First Flight With Crew Important Step on Long-term Return to the Moon, Missions to Mars

    The Artemis II test flight will be NASA’s first mission with crew under Artemis. Astronauts on their first flight aboard NASA’s Orion spacecraft will confirm all of the spacecraft’s systems operate as designed with crew aboard in the actual environment of deep space.  Through the Artemis campaign, NASA will send astronauts to explore the Moon for scientific discovery, economic benefits, and to build the foundation for the first crewed missions to Mars – for the benefit of all.
    The unique Artemis II mission profile will build upon the uncrewed Artemis I flight test by demonstrating a broad range of SLS (Space Launch System) and Orion capabilities needed on deep space missions. This mission will prove Orion’s critical life support systems are ready to sustain our astronauts on longer duration missions ahead and allow the crew to practice operations essential to the success of Artemis III and beyond.
    Leaving Earth
    The mission will launch a crew of four astronauts from NASA’s Kennedy Space Center in Florida on a Block 1 configuration of the SLS rocket. Orion will perform multiple maneuvers to raise its orbit around Earth and eventually place the crew on a lunar free return trajectory in which Earth’s gravity will naturally pull Orion back home after flying by the Moon. The Artemis II astronauts are NASA’s Reid Wiseman, Victor Glover, and Christina Koch, and CSA (Canadian Space Agency) astronaut Jeremy Hansen.
    The initial launch will be similar to Artemis I as SLS lofts Orion into space, and then jettisons the boosters, service module panels, and launch abort system, before the core stage engines shut down and the core stage separates from the upper stage and the spacecraft. With crew aboard this mission, Orion and the upper stage, called the interim cryogenic propulsion stage (ICPS), will then orbit Earth twice to ensure Orion’s systems are working as expected while still close to home. The spacecraft will first reach an initial orbit, flying in the shape of an ellipse, at an altitude of about 115 by 1,400 miles. The orbit will last a little over 90 minutes and will include the first firing of the ICPS to maintain Orion’s path. After the first orbit, the ICPS will raise Orion to a high-Earth orbit. This maneuver will enable the spacecraft to build up enough speed for the eventual push toward the Moon. The second, larger orbit will take approximately 23.5 hours with Orion flying in an ellipse between about 115 and 46,000 miles above Earth. For perspective, the International Space Station flies a nearly circular Earth orbit about 250 miles above our planet. 
    After the burn to enter high-Earth orbit, Orion will separate from the upper stage. The expended stage will have one final use before it is disposed through Earth’s atmosphere—the crew will use it as a target for a proximity operations demonstration. During the demonstration, mission controllers at NASA’s Johnson Space Center in Houston will monitor Orion as the astronauts transition the spacecraft to manual mode and pilot Orion’s flight path and orientation. The crew will use Orion’s onboard cameras and the view from the spacecraft’s windows to line up with the ICPS as they approach and back away from the stage to assess Orion’s handling qualities and related hardware and software. This demonstration will provide performance data and operational experience that cannot be readily gained on the ground in preparation for critical rendezvous, proximity operations and docking, as well as undocking operations in lunar orbit beginning on Artemis III.
    Checking Critical Systems
    Following the proximity operations demonstration, the crew will turn control of Orion back to mission controllers at Johnson and spend the remainder of the orbit verifying spacecraft system performance in the space environment. They will remove the Orion Crew Survival System suit they wear for launch and spend the remainder of the in-space mission in plain clothes, until they don their suits again to prepare for reentry into Earth’s atmosphere and recovery from the ocean.
    While still close to Earth, the crew will assess the performance of the life support systems necessary to generate breathable air and remove the carbon dioxide and water vapor produced when the astronauts breathe, talk, or exercise. The long orbital period around Earth provides an opportunity to test the systems during exercise periods, where the crew’s metabolic rate is the highest, and a sleep period, where the crew’s metabolic rate is the lowest. A change between the suit mode and cabin mode in the life support system, as well as performance of the system during exercise and sleep periods, will confirm the full range of life support system capabilities and ensure readiness for the lunar flyby portion of the mission.
    Orion will also checkout the communication and navigation systems to confirm they are ready for the trip to the Moon. While still in the elliptical orbit around Earth, Orion will briefly fly beyond the range of GPS satellites and the Tracking and Data Relay Satellites of NASA’s Space Network to allow an early checkout of agency’s Deep Space Network communication and navigation capabilities. When Orion travels out to and around the Moon, mission control will depend on the Deep Space Network to communicate with the astronauts, send imagery to Earth, and command the spacecraft.
    After completing checkout procedures, Orion will perform the next propulsion move, called the translunar injection (TLI) burn. With the ICPS having done most of the work to put Orion into a high-Earth orbit, the service module will provide the last push needed to put Orion on a path toward the Moon. The TLI burn will send crew on an outbound trip of about four days and around the backside of the Moon where they will ultimately create a figure eight extending over 230,000 miles from Earth before Orion returns home.
    To the Moon and “Free” Ride Home
    On the remainder of the trip, astronauts will continue to evaluate the spacecraft’s systems, including demonstrating Earth departure and return operations, practicing emergency procedures, and testing the radiation shelter, among other activities.
    The Artemis II crew will travel approximately 4,600 miles beyond the far side of the Moon. From this vantage point, they will be able to see the Earth and the Moon from Orion’s windows, with the Moon close in the foreground and the Earth nearly a quarter-million miles in the background.
    With a return trip of about four days, the mission is expected to last about 10 days. Instead of requiring propulsion on the return, this fuel-efficient trajectory harnesses the Earth-Moon gravity field, ensuring that—after its trip around the far side of the Moon—Orion will be pulled back naturally by Earth’s gravity for the free return portion of the mission.
    Two Missions, Two Different Trajectories
    Following Artemis II, Orion and its crew will once again travel to the Moon, this time to make history when the next astronauts walk on the lunar surface. Beginning with Artemis III, missions will focus on establishing surface capabilities and building Gateway in orbit around the Moon.
    Through Artemis, NASA will explore more of the Moon than ever before and create an enduring presence in deep space.

    This document contains guidelines to assist you as you prepare articles for The Earth Observer (EO) newsletter. Our Editorial Team appreciates your cooperation in keeping these guidelines in mind as you prepare articles for submission. Our team reviews every article, but following the style guidelines will expedite the editorial process.
    Please be aware that this style guide is a living document and as such continues to evolve. If it has been a while since you have submitted an article for The Earth Observer, please be sure you are using the latest version of the Style Guide. The date of the most recent update is printed in the footer of the document to make it easier to maintain the most current version of the document.
    Editing is sometimes more art than science, and while the Editorial Team will endeavor to follow the rules that follow in most cases, there may be specific cases where the Executive Editor may decide to deviate from these guidelines.
    The Earth Observer Editorial Process 
    The EO has a robust editorial team to assist with the editorial process to maintain the quality and style of the publication.
    The EO editorial staff includes:

    The editorial process is iterative. The author will typically go through two rounds of edits with the EO Editorial Team. The text is then put into a preview layout on a staging server for the author’s final review before the story is published on the EO website.
    Types of Articles in The Earth Observer
    The Earth Observer provides authors an opportunity to tell their compelling stories of Earth Science. As such it does not impose strict word count limits, but the EO has established certain general guidelines that provide a framework to follow for several types of articles.
    General article format
    Please write articles in MS Word and save as a .doc file.
    The article should begin with an introduction that provides the essentials – who, what, where, when, and why – to provide the reader with an overview of the topic to be discussed. For articles about meetings include the number of people who attended (e.g., in-person and virtual) and the objective of the meeting.
    The introduction paragraph is followed by a transition paragraph that takes the reader into the main content of the article. The article should wrap up with a conclusion.
    The suggested page length for each type of article includes inserted visual elements. In addition to the Word file, please also send separate higher resolution files for graphics, photos, animations, or visualizations. More specific requirements are available in the Guidelines for Graphics, Photos, Visualizations, Animations.
    Announcement article
    Announcement articles promote a variety of topics. Historically this type of article includes releases of new or updated Earth Science data products, information on new tools for processing and viewing data, previews of outreach activities for the Science Support Office (e.g., AGU, Earth Day), and details on upcoming science meetings or workshops (i.e., beyond the information conveyed on the NASA science calendar).
    The article is structured like a Feature article, but it is shorter, no more than two pages, including graphics and captions – see Guidelines for Graphics, Photos, Visualizations, Animations.

    Feature article
    Feature articles cover a wide range of Earth science topics, including satellite mission launches and historic milestones, field campaign updates, data processing tool tutorials, and summaries of NASA Science Support Office outreach events. Typically, these articles span ~8–14 pages (3000–4000 words). There are cases where longer or shorter articles are acceptable.
    A photo essay format for some topics, such as outreach event summaries, offer an option to convey a significant portion of the information using a collection of photos and descriptive captions.

    Hybrid article
    Hybrid articles combine elements of a Feature and a Summary article. Often, these articles start with a few pages of descriptive text about the subject, followed by a summary of a particular meeting. Owing to their hybrid nature, these articles tend to run a bit longer than the standard Summary article. These articles typically range between 8–12 pages (3000–5000 words.)

    In Memoriam article
    In Memoriam articles recognize individuals who have played prominent roles in NASA Earth Science. These articles tend to include biographical information about the deceased individual, a brief mention of their education, and a summary of their major career achievements – with emphasis on achievements related to NASA. A typical In Memoriam article layout includes one or more photos, including one of the person being memorialized.

    For Example: In Memoriam: Mary Cleave [1947–2023] The In Memoriam link provides recent examples of In Memoriam articles published in The Earth Observer. Other articles are available by searching the publication’s archived issues.

    This type of article is structured like a Feature article with the exception that the subject is referred to by their first name. In Memoriam drafts should be no more than two pages in Word – including graphics and captions – see Guidelines for Graphics, Photos, Visualizations, Animations.

    Kudos article
    Kudos articles acknowledges individuals or groups either within or connected to (funded by) NASA who receive significant NASA-wide awards.
    A Kudo article follows a structure similar to a Feature article. It should be a maximum of one page in Word – including a photo of person(s) or group being honored – see Guidelines for Graphics, Photos, Visualizations, Animations.

    Summary article
    Summary articles provide an overview of recent scientific meetings and/or workshops. Ideally, a Summary article should be no more than 6 pages (~2500 words).
    Provide the flavor of the event rather than describe it in detail. Summarize the overall nature and sense of sessions. The Editorial Team has found that a mix of narrative descriptions of key (usually programmatic) presentations (e.g., plenary sessions) and summaries with less detail for the remaining (e.g., technical) presentations is optimum.
    Now that The Earth Observer is published online, it is the view of the Editorial Team format summary articles using a “minutes-style” report of the meeting. While space no longer precludes publishing such an article as it did in the past, the format does not translate well to the online communication medium. Unless a reader is really interested in the specific topic(s) discussed in the article, it is likely that they will not scroll through to the end – no matter how nice the layout looks.

    Guidelines for Preparing Articles for The Earth Observer
    EOis a hybrid publication, landing somewhere between a science journal and popular science magazine. Therefore, the focus should be on phenomena rather than data. The article provides an opportunity to publicize your mission, research to ~1653 subscribers (as of August 2024) around the world. Please review the content in this guideline before writing your article and reach out to the Editorial Team if you have any questions.
    Writing for the web
    The EO audience ranges from scientists to the general public. When writing an article, use plain language and active voice. When in doubt, write the article so that it would be understandable to a friend or relative not in the field.

    For Example:
    Passive voice: The rate of evaporation is controlled by the size of an opening.
    Active voice: The size of an opening controls the rate of evaporation.

    Avoid using jargon and technical language. When it is necessary to use technical language, please use ITALICS to offset the word in the text. Follow the italicized word with a brief definition or explanation.

    For Example: Inference – formally derived uncertainty for area estimates of biomass, height, or other metrics – can take different forms, each of which includes specific assumptions. In this breakout session, participants considered the strengths and limitations of different inference types (e.g., intensity of computation or the ability to use different models).

    Writing content for a website differs from print. The human eye is more inclined to read shorter paragraphs separated by breaks. It is ideal to keep sentences and paragraphs short.
    Use one space after a period. The two spaces after a period is an artifact of conventional type writers.
    Avoid editorializing in the article. For example, do not characterize a spacewalk as “daring” or “dangerous.” Describe the events factually. If things are described well, readers easily can decide for themselves whether they are daring or dangerous. Never, under any circumstances, insert any personal, political, ideological, or religious opinions or beliefs into NASA news media products.
    Catchy headline
    Write a headline that is short, searchable, and shareable. Try to keep the headline to 60 characters (including spaces). Longer headlines may be invisible to search engines.
    Unlike journal articles, The Earth Observer only includes individuals who made a significant contributions to the EO article. A typical article should only lists one or two authors. In some occasions, an article may have up to four authors. The authors should be formatted as follows:
    First Last, Organization, author email
    If there are more you wish to give credit, consider doing so in an Acknowledgment section, as discussed in the next paragraph.
    Naming files
    For consistency moving documents through the editorial process, please name the file by the file type, the topic, and the author’s last name.

    For Example: announcement_topic_author

    Use visuals to draw the reader in
    The Earth Observer is now published online. Visual elements are critical to all EO stories and are a required element to submissions. The Editorial Team would prefer having too many graphics (i.e., photos, figures, animations, and visualizations) than too few. It is helpful to insert this content into the Word file as well as include the graphics as separate files at the time of the initial submission of the draft for editorial review. See the Guidelines for Graphics, Photos, Visualizations, Animations section for more information.
    Search engine optimization
    Search Engine Optimization (SEO) is a broad set of techniques to capitalize how search engines, such as Google, scrub content on the internet. By optimizing how articles are written, it is possible to influence where content shows up in an organic, online search. The different approaches can fill an entire book. This style guide provides a few pointers to help tweak articles to optimize how the content appears in online searches.
    Headline and subheads
    A headline should be clear and compelling to reveal what the content is about as well as entice the searcher to click for more. A SEO headline is a ranking factor in search engine results. A headline can be crafted to rank higher in search results, which increases an article’s visibility and generate more clicks. This can be done by using SEO search terms — those terms that a person would type into a search box — in the headline. Shorter headlines (i.e., 60 characters including spaces) are often more effective during searches.
    Subheads provide a way to organize an article and separates the content into digestible sections. Like headlines, subheads can be optimized for SEO searches. Subheads may include key takeaways from the specific section. Keep subheads clear and concise.
    Links
    Earth Observer articles are now being posted online. Footnotes are no longer a functional option, which is a significant change for authors who have published articles in our print issues in the past. It is helpful to hyperlink words or short phrases in the article that directs the reader to additional content from the meeting, such as presentations, poster sessions, talks by attendees, programs/satellites, journal articles, etc. Relevant links should also be added to captions. See the Hyperlinks section for guidance on how to insert and format a hyperlink in the article.
    Internal links tie content in the article to other pages within an organization, such as NASA, to boost site authority. External links direct a reader to sites outside the organization. This approach also drives up site authority in SEO searches. By connecting relevant pages, it will improve article navigation and ensure users can locate relevant information.
    Alternate text for graphics
    Alternate text, or alt text, is the small description added to visual elements on the back end of a website. Search engines use the alt text to identify relevant content. Alt text also improves accessibility for all users. Tools that read webpages aloud can read alt text to help explain what visual elements contain for the visually impaired.
    Alt text should be concise, accurate, and use keywords. Keywords are highly relevant words or phrases associated with the picture and the content of the article.

    Submitting An Outline
    An outline is not requiredprior to submitting the first draft of an article, but an outline may be beneficial for lengthy articles (i.e., features, hybrids). Outlines are particularly helpful for first-time authors or when an author is seeking guidance about the appropriateness of content for The Earth Observer. It is hard for the team to comment without seeing something in writing. More generally, submitting an outline presents an opportunity for the editorial team to provide input on the article during the writing process – as opposed to waiting until the first draft is submitted.
    Submitting Your Draft
    Do not submit a draft for review unless it is complete (i.e., contains all visual elements, captions, credits, and content). Unless you clearly indicate otherwise, the Editorial Team will assume your submission is ready for them to review. Version control problems result when text is updated after reviews have started.
    The initial draft submitted for editorial review should include graphics. including captions and credits. The editorial process is delayed when graphics, credits, and captions are added iteratively once the process has begun.
    Specific Style Guidelines
    Over more than 35 years as a NASA publication, The Earth Observer has developed its own unique style. Please review these specific guidelines detailed below, and let the Editorial Team know if you have any questions. In addition, The Earth Observer also adheres to the NASA Stylebook and Communications Manual, 9th edition (June 2020), which is closely aligned with the AP Stylebook.
    Acronyms
    Science is rife with acronyms. On first usage, always spell out the acronym and follow with the acronym in parenthesis. From that point on in the article, use the acronym. To ensure photos, figures, visualizations, and animations are understandable if removed from the larger text, please spell out acronyms in captions.
    Well-known acronyms (e.g., NASA, U.S., etc.) do not need to be spelled out. Separate the acronym for United States (e.g., U.S.) and United Kingdom (e.g., U.K.) with periods.

    For Example: Level-1 (L1), Global Ecosystem Dynamics Investigation (GEDI), International Space Station (ISS), Precision Orbit Determination (POD), etc.

    Only capitalize proper nouns as defined by the dictionary or AP style. The Earth Observer style does capitalize the first letter of a specific product that will be turned into an acronym.

    For Example: Do not capitalize the first letter of each word in “solid rocket booster (SBR),” even though the subsequent use of the acronym SRB will appear in the article.

    A compound acronym arises when parentheses occur inside of parentheses. In this situation, use [BRACKETS] for the outer set of parentheses and (PARENTHESES) for those inside.

    For Example: Thomas Neumann [GSFC—Deputy Director of GSFC’s Earth Sciences Division (ESD)] welcomed meeting participants on behalf of the ESD.

    Affiliations
    Use a possessive for an organization when it is part of NASA. Do not use a possessive when using the agency as an adjective.

    For Example: NASA’s Goddard Space Flight Center (GSFC); subsequent references would just use “GSFC.”

    For Example: SWOT data products available through PO.DAAC provides centralized, searchable access that is available using an in-cloud commercial web service through the NASA EarthData portal.

    Write out an organization that is not part of NASA.

    For Example: Gustavo Oliveira [Clark University] presented details on the project “Irrigation as Climate-Change Adaptation in the Cerrado Biome of Brazil.”

    When multiple “levels” of affiliation are listed, start with the “top-level” affiliation as a possessive followed by lower level. If the affiliations are mentioned again later in the article, only the acronym for the lowest level needs to be repeated.

    For Example: For NASA’s Goddard Space Flight Center’s Global Modeling and Assimilation Office (GMAO), subsequent references to this entity would be “GMAO.”

    For Example: For University of Maryland, Baltimore County’s Earth System Science Interdisciplinary Center (ESSIC), subsequent references to this entity would be “ESSIC.”

    When a person is affiliated with two (or more) distinct entities, separate the two entities by slashes.

    For Example: Project Scientist Felix Landerer (NASA/JPL), followed by detailed assessments of the G-FO mission and operations status from the core SDS centers and flight operations teams.

    When a NASA Center and contractor are listed, please list the NASA Center followed by contractor and separate the two entities by a slash.

    For Example: NASA’s Goddard Space Flight Center (GSFC)/Global Science & Technology, Inc. (GST).

    Capitalize Earth, Moon, Sun
    NASA capitalizes the first letter in Earth, Moon, and Sun.In addition, do not use the modified ‘the’ before Earth.

    For Example: This strategy acknowledges the urgency of global changes, such as accelerating environmental shifts, understanding Earth’s interconnected systems, and developing scalable information.

    Chemical formulas
    Chemical formulas should be treated like acronyms. Spell out a chemical formula upon first use in an article followed by the chemical formula in parenthesis. Use appropriate subscripts and superscripts in the chemical formula. From that point onward, use the chemical formula in the article.

    For Example: The data show that global and East Asian emissions of oxides of nitrogen (NOx) have decreased since 2010, contrasting India and Southeast Asia’s rising trends. In Southeast Asia, NOx and sulfur dioxide (SO2) emissions increased from 1990–2018, while black carbon (BC) emissions peaked in 2007.

    Compound words
    Make one word out of all compound words (e.g., multipurpose, multiangle).
    Exception: Hyphenate cases where the same vowel repeats (e.g., bio-optical, multi-imager).
    Cross-references
    It is common to reference a previous EO article to provide context and background for the current story. The Editorial Staff recommends authors cross-reference prior EOarticle. The title of the article, volume, issue, and page range in parenthesis. The information should be italicized, except for “The Earth Observer,” which should be plain text.
    The name of the cross-referenced article should be hyperlinked to that article. You can find past Earth Observer newsletters on the archive page.

    For Example: ESIP was created in response to a National Research Council (NRC) review of the Earth Observing System Data and Information System (EOSDIS). (To learn more about EOSDIS, see Earth Science Data Operations: Acquiring, Distributing, and Delivering NASA Data for the Benefit of Society, in the March–April 2017 issue of The Earth Observer [Volume 29, Issue 2, pp. 4–18].) As NASA’s first Earth Observing System (EOS) missions were launching or preparing to launch, the NRC called on NASA to develop a new, distributed structure that would be operated and managed by the Earth science community and would include observation and research, application, and education data.

    Dates, months, and seasons
    When referencing a date, spell out the month, followed by the day (if included) and year. This style differs from AP. A comma always follows a year if the date is written in-line of the sentence.

    For Example: January 27, 2022; January 2022
    For Example: PACE launched on February 8, 2024, from Vandenberg Space Force Base in California.

    Capitalize a season followed by a year, but not when just referring to a season.

    For Example: Spring 2022; summer

    Spell out time zones, such as Eastern Daylight Time, and thereafter replace with the acronym (i.e., EDT).

    For Example: In Cleveland, the eclipse began at 1:59 PM. Eastern Daylight Time (EDT), with totality spanning 3:13–3:17 PM.

    Directions and regions
    EO articles follow AP style for directions (e.g., north, south, east, west, northeast, southwest, norther, western, southern, eastern). The directions should be lowercase when indicating a compass direction and when it is used to describe sections of states or cities.

    For Example: The cold front is moving east.

    The direction should be capitalized for a proper name or large regions. 

    For Example: NASA’s South/Southeast Asia Research Initiative (SARI) is a regional initiative under the LCLUC program that addresses the critical needs of the South/Southeast Asia region.
    For Example: West Virginia or North Dakota

    Footnotes
    The Earth Observer has transitioned to an online publication. Footnotes will no longer be used in articles. Instead of footnotes, the publication will use hyperlinks to direct readers to additional content. Refer to the section on Hyperlinks for more information on how to include a hyperlink in an article. A good mantra to follow – if you are unsure if a reference is needed, leave it out.
    Formal titles
    Formal titles, such as Ms. or Dr., are used in articles that are more personal, such as Kudos, In Memoriam, and The Editor’s Corner. For all other articles, the professional title is not used. When you introduce a person in the story, present the name in BOLD followed by their agency and position in ITALICS, offset by brackets.

    For Example: First Last [Agency—Job Title] began by providing an update on the status of the new launch date for the. . . .

    After the individual is introduced in the article, EO style follows a particular style for using the name again. If the individual’s name is included in the same paragraph where the person was introduced, only use the last name [UNBOLD]. If the individual is mentioned later in the article, several paragraphs removed from introduction, use the full name [FIRST LAST, UNBOLD].
    Hyperlinks, the how and the why
    Prior to moving online, The Earth Observer used footnotes to reference information in an article. The online publication will now use hyperlinks to refer the reader to additional content on a topic. As a general rule, hyperlink content regarding missions, instruments, field campaigns, models, papers, and other programs named in the article. It is not necessary to link to each individual institution mentioned when individuals are identified in summaries.
    How to insert a hyperlink
    The first step in this process is to identify the anchor text to highlight in the sentence. The anchor text includes a word or phrase that points the reader to additional content.

    For Example: Anchor text: Volume 35 Issue 6 of The Earth Observer

    Find the Uniform Resource Locator (URL) for the webpage. The URL is an address that specifies the location of a resource on the internet.

    For Example: URL: https://eospso.gsfc.nasa.gov/sites/default/files/eo_pdfs/EO%20Nov-Dec%202023-Digital%20508.pdf

    Note: When inserting a link to a prior published article from The Earth Observer’s archive, be certain to capture the URL for the first page of the referenced article, as opposed to the issue’s first page.
    To insert a hyperlink, copy the URL from the website where the additional content can be found. Select the word or phrase to use as anchor text. Do not include an acronym as part of the anchor text for a hyperlink. Select the hyperlink command under the Insert dropdown menu. Paste the URL into the link box. Be sure the ‘Web Page or File’ tab is selected (not the Email tab). The hyperlinked text will appear blue and underlined.

    For Example: It is possible to find this information in Volume 35 Issue 6 of The Earth Observer.
    For Example: The Hyperwall presentation highlighted recent discoveries from the James Webb Space Telescope (JWST) mission.

    Hyphens, en dashes, and em dashes—oh my!!
    Hyphen: – A hyphen is used to separate compound adjectives or words.

    For Example: The satellite reached a near-Earth orbit.

    En Dash: – An en dash spans the length of a typed lowercase ‘n.’ This special character is used to separate numbers.

    For Example: The meeting was held March 5–8 in Denver, CO. [Note there is no space between the numbers in this example.]

    The Earth Observer style follows the NASA style guide that uses an en dash to insert a pause in the sentence. The en dash is set apart by a space on either side. In this instance, the en dash is used instead of an em dash.

    For Example: The passport identified six hidden images – all six posters from the Science Explorers Poster Series– strategically placed within the exhibit’s perimeter.

    You can insert an en dash in Word on a Mac by typing the “Option” and “hyphen/dash” keys simultaneously.
    You can also insert an en dash in Word using the Insert tab and select Advanced Symbols. A box will open with a variety of characters. Select “Garamond” from the Font pulldown menu (Garamond is the newsletter’s preferred font), then select the – symbol (or “en dash”) from the array of options displayed. You will then see a confirmation of your selection appear below the symbol options (i.e., “Insert [Garamond] character 150 (Unicode character 2013).” Please note: the character number (150 in the case of Garamond) could be different. For example, an en dash in Palatino font is character 208.

    Em Dash: — An em dash spans the length of a typed lowercase ‘m.’ This special character is used when separating the organization and the job title when introducing a person in the article. In other styles, the em dash is used as a pause in a sentence. Following NASA style guidelines, the pause is provided by the en dash.

    For Example: Thomas Neumann [GSFC—Deputy Director of GSFC’s Earth Sciences Division (ESD)] welcomed meeting participants on behalf of the ESD.

    You can insert an em dash in Word by going to the Insert tab and selecting Advanced Symbols. A box will open with a variety of characters. Select character 151. For more detailed guidance, please refer to the section above regarding how to insert an en dash.

    Italics and quotes
    Place Latin phrases in ITALICS (e.g., in situ, a priori, ad hoc, ex officio) on every appearance in the article. Do not italicize abbreviated Latin phrases (e.g., i.e., a.k.a., et al.). Use the Latin phrase i.e., instead of ‘such as’ and e.g., instead of ‘that is to say.’

    For Example: The Afternoon Satellite Constellation, a.k.a., the“A-Train,” can see Earth in a whole new dimension.
    For Example: Guy Schumann [Water in Sight]explained this Swedish start-up company uses SWOT data to validate in situ gauge data in Malawi.

    Place technical language in the text in ITALICS followed by a definition. Only use the italics on the first usage of the word.

    For Example:There were several large polynyas – areas of open ice where sea ice would be expected – detected.

    Items in a series
    The Earth Observerdeviates from AP style in the use of commas in a list or series. Use the Oxford comma in a series of items.

    For Example: The sensor measures at three different wavelengths corresponding to blue, green, red, and infrared light.

    In more complex series where one of the items is a series of items within a series, it is permissible to use semi-colons to separate the series (see below).

    For Example: The blue, green, and red channels; the two-infrared channels; and ultraviolet channel were all impacted.

    Numbers
    In the article, spell out zero to nine. Use numerals for any number greater than or equal to 10. If a sentence contains several numbers, excluding a year, that are both greater than and less than 10, use the numerals for all numbers.

    For Example: Improving the data calibrations of the acceler­ometer measurements – which are noise contaminated on one of the two G-FO spacecraft – remains a core focus of the project SDS team.
    For Example: The NASA Hyperwall served as the backdrop for 57 Hyperwall Storiesat the meeting, including 8 presentations delivered by the 2023 winnersof the AGU Michael Freilich Student Visualization Competition.
    For Example: Following the project team’s status presentations, there was a 30-minute session to answer questions from the science community and discuss in more detail the mission performance, near-term operations and data processing plans, as well as to gather suggestions and feedback from the community.

    Ordinal numbers
    Ordinal numbers are words representing position or rank in sequential order. The EO follows AP rules in how to present ordinal numbers in an article. Spell out one through nine and use figures for 10 and above. This rule holds for article headlines and subheads.

    For Example: AEOIP Holds Third Annual Workshop
    For Example: As GPM is now well into its 10th year in orbit, the time is fitting to reflect on and celebrate what this mission has accomplished and showcase its contributions to science and society.

    References
    The Earth Observer is not a peer-reviewed journal and typically does not include a list of references. It is helpful to hyperlink key words/phrases to other resources, such as journal articles. See Hyperlinks section to learn how to insert and format this text.
    In rare instances when a formal reference is required (e.g., referencing a Figure that originally appeared in another journal article), please use theAmerican Meteorological Society format.
    References to teams
    In a story, spell out “Science Team (ST)” in the first instance and use the team acronym from that point forward in the story.

    For Example: The Precipitation Measurement Mission (PMM) Science Team (ST) includes more than 20 international partners.

    For other named teams, use the initial caps for the team name and then use “Team” as shorthand afterwards (e.g., “Informatics Team” first time, then abbreviate as “Team” subsequently).
    Do not capitalize generic references to a team (e.g., a team of experts).
    State abbreviations
    The Earth Observer differs from AP style in how it presents state abbreviations. This publication uses the two-letter postal code for state abbreviations.

    For Example: The meeting was held March 5–8 in Denver, CO.

    Typographical emphasis
    Please do not use specialized typographic formatting (e.g., Heading 1, Heading 2, etc.). Instead, please use internal formatting (e.g., BOLD and ITALIC) as directed in the style guide (e.g., headings, subheads, author/speaker names, etc.). If you do use the specialized typographic formatting, it affects the insertion and layout of text on the EO website, which takes time to correct and slows publication.
    When inserting a table, do not use framed or shaded boxes.
    Units
    Do not spell out units. Use the standard abbreviation. Include both English and metric units in the text. One exception is The Editor’s Corner column, which does not use both the English and metric units.

    For Example: The data collected from G/G-FO has a native resolution of about 300 km (~186 mi).

    Guidelines for Graphics, Photos, Visualizations, Animations
    The EO supports several visual options to enhance the text of an article. A figure refers to a visual display of data. An photo refers to a photograph. An animation is a series of images or model results that illustrate a concept. A visualization is a video of content.
    To maintain a consistent design for The Earth Observer, please insert the graphic, photo, animation, or visualization in the appropriate location in the Word document. Along with the Word document, please submit the photo, graphic, visualization, or animation as separate files.
    Inserting figures, photos, animations, and visualizations
    Upon first usage in the text, include the correct graphic descriptor (i.e., figure, photo, animation, or visualization) and appropriate number in the text in bold. Restart numbering for each visual element type (e.g., Figure 1, Photo 1, Figure 2, Figure 3, Photo 2, Visualization 1).

    For Example: The GMI is a 13-channel conically scanning PMW radiometer providing observations across a wide swath (885 km or ~550 mi) to estimate precipitation – see Figure 1.

    The EO editorial staff ask that no additional formatting be used when inserting these files into the Word document. At the location in the text where the photo, figure, animation, or visualization should appear in the story, advance the text by two lines. Place the cursor in the first blank line. Go to the insert tab and select the picture icon. Select ‘Picture from File’ from the dropdown. Navigate to the location on your computer where the file is located and select ‘Insert.’

    Caption, credit, and tags
    After inserting the figure, photo, visualization, or animation, provide a caption and credit. It is important to think of the caption and credit as stand-alone items in the story.
    The graphic may need to be revised to accommodate EO style. Remove indicators, ‘a’, b’, etc from panels or items of note. EO style requires that different panels or points of interest in the graph should use “pointers,” such as top, middle, bottom.
    The caption should be descriptive and not overly technical. It should convey the content in image/figure without relying too heavily on the surrounding text to add context. Relevant links should also be added to captions. Spell out all acronyms, whether for equipment or institutions, are already spelled out in the text, because the image can be lifted from the article and used without the article where it originated. The pointer in the caption should be enclosed in brackets and the text ITALICIZED (e.g., [left]).
    The credit line should include the name of the institution or individual who should be credited for the image/figure/photograph. If an institution is listed, write the name [NO ITALICS]. Ifan individual is listed, include their institution in brackets. If the credit refers to a journal article, please use a reference to the journal (e.g., Williams et al. 2024) and link the credit reference to the DOI for the journal article. Note: there is no period after the credit line.

    For Example:

    Along with the caption, please include alternate keywords to include with the graphic. The alternative text does not appear with the article, but is added to the backend of website (i.e., Content Management System). The alt text aids in SEO. See the section on Search Engine Optimization for additional guidance.

    Key word tag: A global map showing the locations of early adopter organizations.

    If a figure or photo contain multiple elements, provide directionals in the caption to direction the reader to the different elements. The directionals should be italicized and in brackets. When referencing multiple Figures at once, use an en dash to separate the figure numbers.

    For Example [in text]: After the presentation, the attendees heard from Karen St. Germain [NASA HQ—Director of NASA’s Earth Science Division], who gave inspiring remarks and answered questions for 15 minutes – see Photos 6–7.

    Graphic/photo requirements

    Photos and graphics should be at least 1440 pixels wide. If the photo is small or low resolution, padding will be added to each side to fit the dimensions for the website.
    Provide high-resolution graphics source files of all graphics. Submit graphics and photos as a .gif, .tif, or .eps file.
    Do not resize photos or graphics.
    Submit raw data in plain text for tables. The Editorial Team will reconfigure the content into tables to insert on the EO website.

    Final Thoughts
    There are many style topics not specified here. As stated earlier, the NASA Stylebook and Communications Manual and AP Style Guide (in that order) should be followed when something is not explicitly described in this guide.

    This infographic provides insight into the economic performance of Canada and Mexico compared with the European Union (EU) and examines the trade dynamics between them. For 2024, the growth rate for Canada is expected to be at 1.3%, whereas Mexico is at 1.5%. The trend in inflation rates is continuing to decline, with estimates of 4.7% for Mexico and 2.6% for Canada. Overall trade relations between the EU, Canada, and Mexico have shown positive growth over the last two decades. Since 2020, both Canada and Mexico have seen a significant increase in imports and exports with the EU. Cumulatively, the EU member states are Canada’s and Mexico’s third largest trading partner in goods, representing 8% of their total trade. The other two main trading partners for Canada and Mexico are the US and China, which account for 63% and 9% of goods trade, respectively.

  • MIL-OSI Canada: Advancing cancer care and organ tissue services

    Alberta’s government is ensuring key health care services are well supported within the new refocused health care system. Significant progress has been made to achieve the goal of providing better care to all Albertans no matter where they live. Three of the four provincial health agencies are now operational: Primary Care Alberta, Acute Care Alberta and Recovery Alberta. Assisted Living Alberta will be operational later this year.

    As the work to transition AHS to a hospital-based service provider under the oversight of Acute Care Alberta continues, Alberta’s government is taking additional steps to ensure Alberta’s health care system has the proper oversight in place to support the newly formed integrated system. This includes transferring emergency health services from AHS to Acute Care Alberta and establishing a shared services entity to support provincial health agencies and service providers.

    Later this year, Alberta’s government intends to move cancer care and organ and tissue donation and transplantation services out of AHS and under the purview of Acute Care Alberta.

    The Minister of Finance, the Honourable François-Philippe Champagne, today confirmed that Canada’s new countermeasures announced last week in response to the unjustified tariffs imposed by the United States on the Canadian auto industry will come into force at 12:01 a.m. EDT on April 9.

    As the Prime Minister indicated on  April 3, this includes:

    • Twenty-five per cent tariffs on non- Canada-U.S.-Mexico Agreement (CUSMA) compliant fully assembled vehicles imported into Canada from the United States.
    • Twenty-five per cent tariffs on non-Canadian and non-Mexican content of CUSMA compliant fully assembled vehicles imported into Canada from the United States.

    A remission framework for auto producers that incentivizes production and investment in Canada, and helps maintain Canadian jobs, will also be implemented. Further details of this framework will be announced shortly.

    Minister Champagne also announced that the government has granted a special exemption from previous tariff countermeasures on U.S. consumer and household products to the residents of Campobello Island, New Brunswick. This special exemption is in recognition of the island’s unique situation, which is only accessible by road via the United States year-round.

    On April 8, 2025, the University of British Columbia officially opened the doors to the Gordon B. Shrum Building, the new home for the School of Biomedical Engineering (SBME). As Canada’s first purpose-built facility for biomedical engineering, the new building brings together researchers, students, and industry partners under one roof to advance biomedical research, education, and innovation.

    The five-storey, 158,000-square-foot facility includes specialized labs, collaborative research spaces, and teaching facilities to support biomedical engineering and life-sciences innovation. Researchers will use the space to develop new medical devices, artificial intelligence-driven diagnostics, and lifesaving treatments. Meanwhile, students will gain hands-on training experience to prepare them for careers in B.C.’s rapidly growing life sciences sector.

    The $139.4-million project was funded through $25 million from the Government of B.C., $114.4 million from UBC, and more than $30 million in philanthropic support for SBME from donors, including the Gordon B. Shrum Charitable Fund, the Conconi Family Foundation, United Therapeutics Corporation, Dr. Jim McEwen, and Paul and Nicole Geyer.

    The building is named in honour of the philanthropic legacy of Gordon B. Shrum, who graduated from UBC in 1958. Shrum, who passed away in 2018, supported novel approaches to addressing community needs. He left nearly all of his estate to charity, leading to gifts with transformational impact on health care, the environment, education, and social justice.

    “We are grateful to the Government of British Columbia and our generous donors for helping make this building a reality,” said Dr. Benoit-Antoine Bacon, UBC’s president and vice-chancellor. “B.C.’s life sciences sector has emerged as a global leader, and the Gordon B. Shrum Building will play a central role in supporting critical research and the next generation of biomedical engineers who will fuel the sector’s continued growth and bring innovative health solutions to Canadians.”

    Anne Kang, Minister of Post-Secondary Education and Future Skills, said: “This is much more than a building. This is an important milestone in medical innovation and reflects our government’s commitment to improving health care in our province. I am excited for students and the future workers of our medical technology sector to use these state-of-the-art spaces to develop and design the groundbreaking treatment therapies and life-changing medical devices that will improve health outcomes for all British Columbians.”

    Bowinn Ma, Minister of Infrastructure, said: “This world-class facility will play a crucial role in shaping the future of biomedical engineering. We’re making record investments like these that drive innovation, support industry and create important jobs right here in British Columbia.”

    Designed by Canadian architecture firm Patkau Architects, the building provides a dedicated home for SBME, replacing its previously scattered locations across UBC’s Vancouver campus.

    “The School of Biomedical Engineering has been transforming health care through cutting-edge research, education, and partnerships since it was established in 2017,” said SBME Director Dr. Peter Zandstra. “This state-of-the-art facility allows us to take our work to the next level—creating an environment where our faculty and partners can collaborate seamlessly and create transformative new health technologies.”

    Complementing forward-looking architecture and collision spaces, the building’s visual centerpiece is a four-storey mural by biomedical artist Jen Ma.  The artwork represents the multiscale nature of SBME’s research, illustrating how biology, medicine, and engineering intersect—from molecular to cellular to systems levels—to advance human health.

    The new facility includes:

    • biomechanics labs that have robots and machinery for crash-testing research to study how head, spine, and hip injuries happen. This research, led by Dr. Peter Cripton, will help develop new ways to prevent serious trauma from falls, sports, and vehicle accidents;
    • the Conconi Family Biodevice Foundry, a first-of-its-kind in Western Canada, made possible by a donation from the Conconi Family Foundation, which provides tools for designing and testing medical devices. Here, Dr. Govind Kaigala and his team are developing lab-on-a-chip devices, miniature medical tools that allow researchers and doctors to detect and diagnose diseases faster;
    • state-of-the-art digital labs where researchers are using the power of artificial intelligence to improve diagnostic accuracy to enhance treatment outcomes. Here, Dr. Ali Bashashati is advancing AI in medical imaging to improve cancer diagnoses, helping doctors detect diseases earlier and with a greater degree of accuracy;
    • wet labs with specialized equipment and advanced microscopes provided by industry partnerships, where researchers like Dr. Nika Shakiba are working in stem-cell engineering to better understand diseases like cancer and diabetes, potentially leading to new cell-based therapies for these conditions;
    • the Jim McEwen Zone for Innovators, Creators, and Entrepreneurs — supported by UBC double alum Dr. Jim McEwen — a space equipped with 3D printers, prototyping tools, and electronic testing equipment, where students and researchers can prototype and develop new medical technologies.

    Philanthropic support is also enabling SBME to recruit research expertise through the Sir Magdi Yacoub Professorship in Tissue Regeneration, made possible by a donation from the United Therapeutics Corporation. This position will drive collaborative research, education, and training in cell differentiation and tissue regeneration, with the goal of making transplantable organs and organ alternatives accessible to everyone who needs them.

    With the opening of the Gordon B. Shrum Building, UBC is growing its impact in B.C.’s life sciences sector — making room for up to 10 new UBC spin-off ventures each year through SBME Innovates at the Biomedical Research Centre. SBME has already secured $10.2 million in partnership funding and helped launch several biomedical start-ups, including ScopeSys and SeraGene.

    “By fusing the fields of medicine, biology and engineering, SBME is bringing new perspectives and a solutions-focused mindset to some of society’s greatest medical challenges,” said Dr. Dermot Kelleher, Vice-President of Health and Dean of the Faculty of Medicine. “This new facility will elevate B.C.’s biotech sector to new heights, shaping the talent, research, intellectual property and partnerships needed to translate discoveries into lifesaving medicines.”

    For Sogand Golshahian, a fourth-year biomedical engineering student specializing in cellular bioengineering and bioinformatics, the new facility represents new opportunities to bridge classroom learning with hands-on experience in biomedical innovation.

    Through SBME’s co-op and research opportunities, Golshahian has been able to apply her skills to real-world projects, from machine learning applications in neuroscience to designing a muscle spasm detection system for intensive care patients in Tanzania.

    “Biomedical engineering offers a unique blend of creativity, innovation, and impact in health care,” she said. “This new facility will provide students with even more opportunities to work at the forefront of medical technology and collaborate with researchers and industry partners to solve global health challenges.”

    WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA), Democratic Senate Leader Chuck Schumer (D-NY), and Ranking Member of the Senate Finance Committee Ron Wyden (D-OR) sent a letter to House Speaker Mike Johnson demanding that he schedule a vote in the House of Representatives on Senate Joint Resolution 37, legislation led by Kaine to reverse President Trump’s tariffs on Canada, which amount to a 25 percent tax on imported goods. S.J. Res. 37 passed in the Senate last week by a 51-48 vote.

    “Plain and simple, the Trump Trade War is a Trump Tax on families, raising their costs by nearly $4,000 per year and devastating small businesses, forcing them to raise prices or lay off staff. It is a dangerous, foolish exercise that is wreaking havoc on the American economy and could tee up a recession,” wrote the senators.

    The senators continued, “Now that the Senate has weighed in, members of the House should have the opportunity to vote on whether to continue President Trump’s wrongheaded tariffs on Canada.”

    “Canada is the United States’ second largest trading partner and longtime ally,” the senators wrote. “This absurd and dangerous trade war has needlessly fractured the relationship between our two countries, thrown integrated manufacturing supply chains into disarray, and raised costs for American families and small businesses. The Senate has acted. The House should follow and schedule a vote without delay.”

    Speaker Johnson:

    We call on you to move without delay to schedule a vote in the House of Representatives on Senate Joint Resolution 37, which would terminate President Trump’s foolish and misguided trade war with our ally, Canada.

    Plain and simple, the Trump Trade War is a Trump Tax on families, raising their costs by nearly $4,000 per year and devastating small businesses, forcing them to raise prices or lay off staff. It is a dangerous, foolish exercise that is wreaking havoc on the American economy and could tee up a recession. If the president doesn’t back off, Congress must take action – the Senate has already taken action to provide relief from tariffs on Canada, and the House should follow immediately.

    On February 2, President Trump declared a so-called emergency with regard to the flow of illicit drugs from Canada, despite evidence from Customs and Border Protection (CBP) that less 0.2 percent of fentanyl comes from our northern ally.

    This was clearly a pretext to abuse the emergency authorities under the International Emergency Economic Powers Act (IEEPA) to start a trade war with one of our closest allies and biggest trading partners. Situations like this are exactly why Congress created a privileged process to rescind emergencies under IEEPA.

    Last week, the Senate exercised this authority and voted on a bipartisan basis to rescind the president’s emergency and end this ridiculous trade war. The House of Representatives already sidestepped this responsibility once in March, taking extraordinary steps to avoid the question of the legitimacy of the president’s declared emergency. Now that the Senate has weighed in, members of the House should have the opportunity to vote on whether to continue President Trump’s wrongheaded tariffs on Canada.

    Canada is the United States’ second largest trading partner and longtime ally. This absurd and dangerous trade war has needlessly fractured the relationship between our two countries, thrown integrated manufacturing supply chains into disarray, and raised costs for American families and small businesses.

  • MIL-OSI Canada: B.C. strengthens supports, cuts wait times for landlords, renters

    Creating consistency for notice periods:
    In summer 2025, the notice period to end a tenancy for a landlord’s personal use will be reduced from four months to three months. This change makes notice periods consistent and aligns with the recent change requiring homebuyers to give tenants three months’ notice of eviction.

    Enabling informed decision-making for landlords and renters:
    Beginning in summer 2025, the Residential Tenancy Branch will begin publishing monetary orders that arise from dispute resolution hearings. Monetary orders cover issues such as non-payment of rent or utilities, penalties issued against a landlord for illegally evicting a tenant in bad faith or for failing to make necessary repairs. Publishing monetary orders increases consistency with other B.C. tribunals and provinces, and ensures greater transparency for landlords and renters. This will support faster resolutions, as monetary orders will be viewable online and be easily confirmed as part of the process to ensure payments are made. 

    Changing requirements for abandoned property:
    The time period and minimum dollar value of abandoned property that landlords are required to store has been adjusted and will come into effect on Wednesday, April 9, 2025. The duration that landlords must store this property will be reduced from 60 to 30 days. The minimum dollar value worth of property for this requirement will also change, increasing from $500 to $1,000. This will provide relief to landlords who are required to store abandoned property when a tenant leaves and aligns B.C. with other provinces.

    Enhancing support through guides and tool kits:
    Through a new public-education team, the Residential Tenancy Branch is developing easy-to-access materials that will support landlords and tenants in navigating and preparing for hearings. Through this work, the Residential Tenancy Branch website now includes information sheets in several languages, easy-to-follow guides to collect on money owed or enforce an eviction, and a tool kit to help prepare for hearings, the first of many new features to come.

  • MIL-OSI Security: Sheshatshiu — Sheshatshiu RCMP responds to single-vehicle crash, man arrested for impaired driving and assault

    Following a report of a single-vehicle crash that occurred on April 5, 2025, 20-year-old Aiden Jack of Sheshatshiu was arrested by Sheshatshiu RCMP for impaired driving and assault with a weapon.

    Shortly after 9:30 p.m. on Saturday, police responded to the report of the crash. Two of the vehicle’s occupants, a man and a woman, were fighting outside of the vehicle. The man, Aiden Jack, was arrested and charged with the following criminal offences:

    • Impaired operation
    • Impaired operation while having a blood alcohol concentration above 80 mgs%
    • Dangerous operation of a motor vehicle
    • Assault with a weapon

    Jack was released from custody on a number of conditions. He is set to appear in court on July 10, 2025.

    The investigation is continuing.

    Washington, D.C. — Today,U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, held a virtual press conference with Washington Department of Commerce Director Joe Nguyễn, Washington Council on International Trade President Lorri Otto Punke, Washington State Department of Agriculture International Marketing Program Manager Rianne Ham, and Blas Alfaro, co-owner of Fulcrum Coffee Roasters in Seattle. Senator Murray and the other speakers highlighted how the reckless, sweeping new tariffs President Trump announced last week—a significant escalation in Trump’s ongoing trade warwill raise costs for families everywhere and be devastating for Washington state’s economy, businesses, and our agriculture sector. A recent analysis found that Trump’s tariffs could raise costs on the average American household by $4,000 a year—and these price hikes on working families are coming at the very same time that Republicans are forcing massive new tax cuts for billionaires through Congress.

    Last Wednesday, President Trump declared new tariffs on a wide range of imports, targeting key sectors including agriculture, electronics, and automobiles. This included a new, 10 percent baseline tariff on all imported goods—which went into effect on Saturday—as well as country-specific reciprocal tariffs, which will take effect tomorrow, April 9th. These tariffs come on top of the 25 percent tariffs President Trump imposed in February on most imports from Canada, Mexico, and 10 percent tariffs on China. Canada is Washington’s largest trading partner, accounting for nearly $20 billion in imports and $10 billion in exports—and Trump’s pointless trade war with Canada is already hurting businesses of all sizes in Washington state. On the heels of Trump’s tariff announcement, JP Morgan raised its prediction of the probability of a US recession to 60 percent.

    Washington state has one of the most trade-dependent economies of any state in the country, with 40 percent of jobs tied to international commerce. Washington state is the top U.S. producer of apples, blueberries, hops, pears, spearmint oil, and sweet cherries—all of which risk losing vital export markets due to retaliatory tariffs from key trading partners including Canada. Additionally, more than 12,000 small and medium-sized companies in Washington state export goods and will be unlikely to be able to absorb the impact of retaliatory tariffs. Trump’s tariffs during his first term were extremely costly for Washington state—for example, India imposed a 20 percent retaliatory tariff on U.S. apples, causing Washington apple shipments to India to fall by 99 percent and growers to lose hundreds of millions of dollars in exports.

    Families are going to feel the pain of Trump’s new tariffs everywhere they shop. And, as one of the most trade-dependent states in the country, Washington state stands to lose among the most from Trump’s destructive trade war. Two in five jobs in our state exist because of international trade—that’s a full 40 percent of jobs in our state. Farmers, fishers, producers in our state—rely heavily on trade with Canada and Mexico, and Trump’s trade war has already been an especially deep cut for them. Now, they’re about to get hammered even more,” said Senator Murray on the press call today. “Already, the chaos and uncertainty these tariffs have created are pushing us toward a Republican recession… But here’s the thing you all need to know: Congress can actually reverse these tariffs. Last week in fact, the Senate voted on a resolution to reverse Trump’s tariffs on Canada by ending the bogus emergency declaration President Trump issued to justify them. That resolution passed the Senate—with four Republican votes—but right now, it’s dead in the water unless Speaker Johnson brings it up for the vote in the House.”

    “Working families are already having a hard enough time navigating the rising costs because of these Trump tariffs. Their stock portfolios, their 401Ks are tanking because of these Trump tariffs as well, and they’re trying to figure out what’s happening next,” said Joe Nguyễn, Director of the Washington State Department of Commerce. “These are disruptive. They disrupt people’s lives, they disrupt their jobs, they disrupt industries like Boeing, our shipping terminals, our farmers, our tech companies—all of this is on the line. And I also want to be very clear about what’s at stake: affordability, stability, and opportunity in every corner of our state is being jeopardized by this manufactured crisis.”

    “Trade equals jobs in Washington state. And as we know, 40 percent to jobs in this state are tied to international trade. We are proud of our diversity of exports—everything from aerospace to agriculture to clean tech to forest products to life sciences marine, and the military. And Washington state also facilitates trade and exports around the country. More than 50 percent of all U.S. wheat travels through our Columbia River system,” said Lori Otto Punke, President of the Washington Council on International Trade. “We have the 10th-largest economy in the U.S… we’re very deeply concerned about the impacts that these aggressive unilateral tariff actions will have, here locally. And we also know from the last almost-decade that tariff policy has already negatively impacted Washington state… [Tariffs] have failed to achieve the goals that they were meant to do, while imposing a lot of costs and many lost opportunities… What we’re talking about from a tariff perspective now is nowhere close—you know, it’s huge, compared to what we’ve seen in the past. And from a broad historical context, in 2015, Washington state exports [were] approximately, nearly 90 billion dollars in goods. And this made us one of the top exporting states in the country. But after… nearly a decade of tariff policy, in 2023, a lot of our goods and services were down about a third of that, down to about $60 billion dollars. So as we know, there are negative impacts of tariffs already, we’ve already seen that, and this huge magnification of tariffs is really detrimental.”

    “Exports are critically important to Washington’s agriculture economy. The uncertainty around retaliatory tariffs, the uncompetitive prices and lost market share that may result where implemented, and the damage to relationships with trading partners are some of the areas of concern for Washington agriculture exporters at this time,” said Rianne Ham, International Marketing Program Manager at the Washington State Department of Agriculture. “We’ve been through this before. A few years ago, we did face a number of retaliatory tariffs from the past Trump administration, some of those are still in effect. We do know that those retaliatory tariffs did raise prices on our agriculture products, they did make our products more expensive for consumers, and they did result in lost market share.”

    “Green coffee prices have risen by up to 40 percent over the past year. This isn’t just inflation—it’s a result of global challenges: climate change disrupting crops, labor shortages in producing countries, increased demand from growing economies, and declining output from some of the world’s largest producers, including Vietnam and Indonesia. And now, with the April 2 tariff implementation, that pressure is increasing,” said Blas Alfaro, Partner & Senior Vice President at Fulcrum Coffee Roasters in Seattle. “Here’s what that looks like: a 10 percent base tariff on all imported green coffee, a 46 percent tariff on coffee from Vietnam, which represents 20 percent of U.S. imports, and a 30 percent tariff on Indonesian coffee, a country known for unique flavor profiles that simply cannot be substituted. This affects not just roasters, but the thousands of local, independent cafés we serve—many of them drive-thru espresso stands and family-run shops in small towns. These businesses employ baristas and support staff, serve as cultural and social gathering spaces, and actively reinvest in their communities. But their margins are thin. Tariffs like these force them to make tough decisions: raise prices, reduce hours, or close altogether. The impact goes beyond the beans. Espresso machines, mostly manufactured in Italy, now face a 30 percent import tariff. Packaging materials—cups, bags, lids—are also affected. The full cost of doing business is rising rapidly, and small operators are being hit the hardest.”

    “First of all, thank you to all of my great guests for being on this today, for bringing your expertise to this conversation—and thank you, to all of you who have joined us for this really important call today.

    “As we all know, last week President Trump held a press conference in the Rose Garden to celebrate—yea, he did say celebrate—his new taxes on everyone. And I have to say, the alternative reality Trump and his advisors have been spinning could not be more different from whatI’m hearing from folks at home who are already being crushed by Trump’s tariffs—and are about to see their prices go up even more.

    “So, today I wanted to paint a better picture for all of us of what Trump’s ham-fisted, utterly pointless tariffs are actually going to mean for people in Washington state.

    “For businesses, like Fulcrum Coffee Roasters in Seattle. For our farmers, for our fishers, for our growers, for housing developers, who are going to face rising costs for the raw materials it takes to build—and that will ultimately raise the cost of housing for everyone.

    “And for families in every part of our state who are deeply worried about how Trump’s tariffs are going to raise prices everywhere they shop.

    “No matter how much Trump tries to deny this simple fact—tariffs are a tax that the American people will pay on everything they buy.

    “There’s a brand-new analysis from the Yale Budget Lab that found that Trump’s tariffs are going to cost the average family nearly $4,000 per year. That is the largest middle-class tax increase in a generation!

    “Now that extra tax might not matter much to billionaires like Trump and Elon Musk, who do not even shop for themselves or even think about basic necessities—but you can bet it is going to matter to regular people in Washington state. Families are going to feel the pain of Trump’s new tariffs everywhere they shop.

    “And—as one of the most trade-dependent states in the country—Washington state stands to lose among the most from Trump’s destructive trade war.

    “Two in five jobs in our state exist because of international trade—that’s a full 40 percent of jobs in our state. Farmers, fishers, producers in our state—rely heavily on trade with Canada and Mexico, and Trump’s trade war has already been an especially deep cut for them. Now, they’re about to get hammered even more.

    “Last year, Washington state imported 17.8 billion of goods from Canada alone—everything from natural gas for folks to heat their homes, cars, seafood that you buy at the grocery store, fertilizer that our farmers rely on. All of that is now getting more expensive because of Trump’s tariffs.

    “Canada is also our second-largest export market—behind only China, which just got slapped with a 54 percent tariff they’re promising to retaliate heavily against. Well at least that was the plan last week, this week its 104 percent—and who knows what is next!?

    “I’ve talked to so many farmers in our state who are furious that Donald Trump cannot seem to grasp the basic fact that they actually rely on international markets.

    “Last month, Trump posted on Truth Social, and I’m going to quote it, ‘Get ready to start making a lot of agricultural product to be sold inside of the United States… Have fun!’

    “Have fun?! Many of our state’s top commodities export up to 90 percent of their crops. Producers are panicking right now! And Trump doesn’t seem to have a clue.

    “He just slapped 24 percent tariffs on Japan, which is the largest export market for Washington potatoes. Now, potato growers have been worried that they’re going to lose access to Japan’s market over retaliatory tariffs—and theyalreadylost access to China’s market in Trump’s first-term trade war. Our Ports are concerned that countries will start bypassing U.S. ports altogether, offloading their goods in Vancouver where it is cheaper. Business in Northern Washington, especially Whatcom County, is already cratering from Trump’s pointless trade war with Canada. The City of Blaine saw about a 40 percent drop in retail and services revenue after Trump’s tariffs on Canada went into effect!

    “As we know, the stock market is cratering right now and taking so many Americans’ hard-earned retirement savings with it. Stocks fell 10 percent over the week—and they keep dropping! And what was Trump doing while the Dow Jones was plummeting and Americans were panicking? He was golfing!

    “So, it’s already clear on Wall Street and Main Street alike that Trump’s tariffs will be devastating—and it’s also pretty clear he doesn’t care. Trump and his advisors might try to pretend that someone else, some other country, is going to pay these taxes—but even they know that’s not true!

    “Does anyone remember how Trump said Mexico would pay for the border wall?! He is selling snake oil.

    “Trump actually admitted to NBC that he ‘couldn’t care less if automakers raised prices because of his tariffs.’

    “And the irony is rich. Because, at the very same time that Trump is slapping new taxes on the goods that middle class families buy every day. At the very same time that Trump and Musk are insisting that we cannot afford to fund cancer research—or keep Social Security staff to answer Americans’ phone calls.

    “Trump’s top priority for Congress is making sure Republicans move full steam ahead to pass massive new tax cuts for billionaires.

    “And let’s be clear, Republicans’ tax breaks for billionaires are going to blow up the deficit—they will not be paid for. But guess how Republicans are choosing to try and offset some of the cost of those tax cuts? By slashing Medicaid and nutrition programs that feed hungry kids and families.

    “So, to recap: Trump is gutting services and raising costs on you by thousands of dollars a year with his tariffs—while, at the same time cutting taxes for himself and other billionaires like Elon Musk.

    “That’s Republican plan, if you’re a billionaire, you get showered with new tax breaks. If you’re a working family, you just get screwed—with new tax hikes and cuts to your health care. Already the chaos and uncertainty these tariffs have created are pushing us toward a Republican recession.

    “But here’s the thing you all need to know: Congress can actually reverse these tariffs. Last week in fact, the Senate voted on a resolution to reverse Trump’s tariffs on Canada by ending the bogus emergency declaration President Trump issued to justify them. That resolution passed the Senate—with four Republican votes—but right now, it’s dead in the water unless Speaker Johnson brings it up for the vote in the House.

    “So, right now I’m calling on my Republican colleagues to help us, stop letting Trump tank the economy and raise prices, vote with us to reverse these pointless and destructive tariffs. We could end this chaos today if Republicans would put their checkbook ahead of Donald Trump’s ego.

    “So, let’s be clear: any Republican who refuses to join us is joining Trump in raising prices on you, and wrecking our economy.

    “So I am delighted today to have four really great people who can lay out the basic facts, and the cold, hard reality of tariffs and what they mean for people here in Washington state and to our economy.

    “So let me turn it over first to Director Nguyen.”

  • MIL-OSI USA: Vasquez Warns Trump’s “Liberation Day” Tariffs Will Wreck Border Economy, Raise Costs for New Mexicans

    WASHINGTON, D.C. – Today, U.S. Representative Gabe Vasquez (NM-02) issued a strong warning against President Trump’s newly announced “Liberation Day” tariffs, calling them a reckless economic move that will directly hurt working families, farmers, and small businesses in southern New Mexico.

    “These tariffs are a tax hike on working people. They’ll continue to drive up the cost of food, kill jobs in our border communities, and threaten the industries that keep rural New Mexico running,” said Vasquez.

    The policy, which includes a sweeping 25% tariff on imported automobiles and parts, and so-called “reciprocal tariffs” on countries like Mexico and Canada, is expected to disrupt key trade routes and jack up prices for everydayessentials. For New Mexico’s 2nd District—where agriculture, manufacturing, and cross-border commerce are economic pillars—the consequences will be severe.

    In response, Vasquez introduced the Prevent Tariff Abuse Act, legislation that would restrict any president from using emergency economic powers to unilaterally impose tariffs on imported goods. The bill is designed to restore Congressional oversight and protect communities like those in southern New Mexico from political decisions that destabilize local economies.

    “Southern New Mexico feeds the country and powers the state’s economy. These tariffs put all of that at risk,” said Vasquez. “When we punish our trading partners, we punish ourselves.”

    Mexico is New Mexico’s top trading partner, responsible for over 70% of the state’s exports and 41% of its imports. Vasquez highlighted how new tariffs could lead to higher grocery prices, supply chain delays, and retaliation that hits New Mexican pecan growers, cattle ranchers, and local producers.

    As a member of the House Agriculture Committee, Vasquez has consistently advocated for stable, forward-looking trade policy. He has pushed back on the administration’s tariff threats in public forums, social media, and direct letters to federal agencies.

    “I’ll keep fighting for New Mexicans who get up every day to work, produce, and build,” Vasquez added. “This district deserves leadership that protects jobs and strengthens our economy—not one that plays politics with their paychecks.”

    The World Health Organization (WHO) has launched the National Essential Medicines Lists (nEMLs) repository, a centralized digital platform compiling 150 national essential medicines lists from six global regions. This comprehensive resource enhances access to critical health-care data, supporting policymakers, health-care professionals and researchers.

    Developed through extensive research, online searches and collaboration, the repository offers an up-to-date and robust collection of essential medicines lists spanning from 2005 to 2024. It reflects evolving health-care priorities, balancing medical necessity, affordability and accessibility.

    Beyond a static database, the nEMLs repository serves as a collaborative tool inviting contributions from Member States, WHO regional offices and researchers to ensure completeness and relevance. It serves as a foundation for evidence-based decision-making, medicine procurement, and health-care policy harmonization.

    The launch of the National Essential Medicines Lists repository marks a significant step forward in global health-care collaboration,” said Deus Mubangizi, WHO’s Director of the Health Products Policy and Standards Department. “By providing a centralized and accessible platform, we are equipping policymakers, health-care professionals and researchers with the critical data needed to make informed decisions and foster equitable access to essential medicines worldwide.

    The development of this database was supported by Dr Nav Persaud, from the Department of Family and Community Medicine at the University of Toronto and St. Michael’s Hospital in Toronto, Canada.

    By the numbers: The repository includes 47 national lists from the WHO African Region, 18 from the Eastern Mediterranean, 31 from Europe, 22 from the Americas Region, 11 from Southeast Asia, and 21 from the Western Pacific Region.

    Each list reflects a nation’s unique health-care needs, priorities, and challenges. 

    By consolidating these essential medicines lists, WHO strengthens global health systems and promotes shared knowledge for improved health-care access worldwide.

    The 2024-25 Saskatchewan Post-Secondary Student Council has successfully completed its second year, with 24 students providing insights on financing post-secondary education, enhancing student success and improving specific ministry tools.

    “The student council is an important resource for government to hear directly from current post-secondary students on their experiences studying in Saskatchewan,” Advanced Education Minister Ken Cheveldayoff said. “I had the pleasure of meeting several of this year’s council members and I am impressed by their aspirations and passion for post-secondary education.” 

    The council met four times over the 2024-25 academic year, sharing feedback and insights on a variety of higher education topics with government officials. Council members attend a wide range of post-secondary institutions across the province and represent diverse backgrounds and interests. 

    “Serving on Saskatchewan’s Post-Secondary Student Council was both an honour and a privilege,” Campion College Council Member and Student Maliha Jabeen Khan said. “Engaging with students from diverse backgrounds, collaborating with ministry leaders and contributing to discussions that play a role in shaping the future of education was an unforgettable experience. It reinforced the power of student voices in driving meaningful change.”

    Key learnings from the 2024-25 council meetings are used to inform the Ministry of Advanced Education’s work. Feedback from students is also shared with post-secondary institutions and sector partners. 

    “Being part of the Post-Secondary Student Council provided me with the opportunity to share my ideas and suggestions on current student struggles in hopes to assist in creating a positive experience for future students,” Saskatchewan Polytechnic Council Member and Student Trynda Wilderman said. “Additionally, I was able to build meaningful connections with other students and hear about their experiences while in school.”
