A new English-language version of “Ne Zha 2,” already the world’s highest-grossing animated film, is set to open in cinemas in the United States, Canada, Australia and New Zealand from Aug. 22, with Oscar winner Michelle Yeoh joining the English voice cast.

A24 and CMC Pictures will distribute the English-language version, the companies announced Wednesday. The film will be released in IMAX, 3D and other premium large formats.

The announcement did not say which character Yeoh will voice or disclose other members of the English cast.
Directed by Yang Yu, better known as Jiaozi, the film follows mythological figures Ne Zha and Ao Bing, who are reborn in lotus-formed bodies after a catastrophe and must unite against vengeful dragon kings and a scheming god.
The film combines traditional Chinese mythology with action, humor and advanced visual effects. The production took five years, with a crew of 4,000 and the involvement of 138 Chinese animation and special effects companies.
“Ne Zha 2” has emerged as a box office sensation since its release earlier this year, ending its China run on June 30 with 15.45 billion yuan ($2.13 billion) to become the highest-grossing Chinese film ever.
Its worldwide total has reached $2.19 billion, making it the top-grossing animated film globally, the highest-grossing non-English-language film and the fifth highest-grossing film of all time, trailing only “Avatar,” “Avengers: Endgame,” “Avatar: The Way of Water” and “Titanic.”
The film is the highest-rated animated feature of 2025, earning a 96% approval rating from critics and a 99% audience score on Rotten Tomatoes. It also ranks among the top-rated releases on Letterboxd. Critics have called it “animated cinema on a scale rarely seen” and “a technical marvel that demands to be seen on the biggest screen possible.”

Wu Mengjie scored 25 points and Gong Xiangyu added 18 as China secured a 25-22, 17-25, 22-25, 25-22, 15-13 victory, improving their overall record to 6-3 in the preliminary round.
Nineteen-year-old middle blocker Chen Houyu sealed the match with a decisive block in the tie-breaker. She finished with 12 points from five kills, four blocks and three aces. Zhuang Yushan was also in double figures with 14 points.
China’s head coach Zhao Yong credited the win to his team’s fighting spirit.

Democratic Republic of the Congo
In June 2025, mining firm Buenassa signed an agreement with the Democratic Republic of Congo (DRC) government to develop the country’s first integrated copper and cobalt refinery. Under the agreement, the DRC government will hold a 10% golden-share in the project. Backed by a $3.5 million grant awarded in 2024, the refinery is expected to commence operations in 2027, with a projected annual output of 30,000 tons of copper cathode and 5,000 tons of cobalt sulfate.
Mali
In Mali – Africa’s second-largest gold producer – construction began in June 2025 on a new gold refinery in Senou, near Bamako. The project – a collaboration between Mali’s government, Russia’s Yadran Group and a Swiss investor – aims to process up to 200 tons of gold annually. The refinery will enhance regional gold processing, reduce smuggling and increase national revenue from value-added gold exports. The Ministerial Forum to be held at AMW will spotlight national policies and incentives accelerating beneficiation across the continent.
Angola
Meanwhile, Angola reached a 70% completion milestone on its first gold refinery in Luanda. The $5 million facility, expected to be operational by the end of 2025, will produce 50 kgs of gold per day. Part of the country’s 2023 – 2027 Sectoral Development Plan, the project reflects Angola’s strategic effort to diversify beyond oil, stimulate job creation and expand value-added exports. Zambia
In Zambia, Canada’s Jubilee Metals is expanding its Sable Copper Refinery by adding a second tank-house to boost monthly processing capacity to between 500 and 550 tons. The upgrade supports Zambia’s broader goal of reaching 3.1 million tons in annual copper output by 2031 while shifting toward value-added production. The project is set to be completed by Q1 2026. …Discussion… Stronger westerlies will remain confined to the higher latitudes through this period, with one significant short wave perturbation forecast to accelerate from eastern portions of the Canadian Northwest Territories through areas northeast of Hudson Bay, accompanied by a deepening surface cyclone. It appears that the leading edge of cooler, drier air in the wake of this cyclone will advance south of the international border into the northern Rockies and through adjacent portions of the northern U.S. Great Plains, trailed by another notable mid-level short wave impulse, which models indicate will dig near/east of the Canadian through northern U.S. Rockies. As this occurs, mid-level troughing within weaker flow in lower latitudes is forecast to slowly dig from the northern Great Basin toward the central Great Plains, suppressing stronger ridging in the subtropical to southern mid-latitudes, initially centered over the Southwest.

…Great Plains into Midwest… Uncertainties remain concerning potential convective evolution through this period. Models suggest that surface boundaries may remain relatively diffuse, but residual seasonably moist boundary-layer air may become characterized by sizable CAPE with daytime heating, beneath steep lower/mid-tropospheric lapse rates, including warm elevated mixed layer air.
There does appear at least a somewhat consistent signal within various convection allowing guidance that an MCV associated with ongoing convection across parts of the middle Missouri Valley could provide a focus for strong thunderstorm development later today across parts of the Upper Midwest. Otherwise, in advance of the digging upstream troughing, models indicate that a modest belt of southwesterly low-level flow (including 20-30+ kt in the 850-700 mb layer) will generally persist through the day east of the lee surface trough, from the Texas Panhandle/South Plains into the middle Missouri Valley. It appears that this will coincide with a corridor of stronger heating/deeper boundary-layer mixing across the higher plains, where thunderstorm activity initiating during the late afternoon may pose a risk for damaging wind gusts.

…Upper Ohio Valley into portions of New England… Near the southern periphery of the mid-level troughing shifting east or east-northeast of the lower Great Lakes region, models indicate that scattered thunderstorm development is probable during peak afternoon heating, in the presence of moderate CAPE (1000-2000+ J/kg) and shear enhanced at least somewhat by a belt of 20-30 kt westerly mid-level flow. This environment may become conducive to small hail and potentially damaging wind gusts, before activity weakens this evening.
…Southeast/Southern Atlantic Seaboard… Aided by forcing for ascent associated with the mid-level perturbations, in the presence of weak mid-level inhibition, one or two upscale growing clusters of storms may overspread the southern Atlantic Piedmont and coastal plain late this afternoon and evening. The Environmental Protection Authority (EPA) is banning a crop insecticide, chlorpyrifos, after reassessing the chemical.
The ban will come into effect progressively during an 18-month phase-out period.
Chlorpyrifos is a broad-spectrum organophosphate insecticide used to control pests in pasture and grain crops such as wheat and for biosecurity treatment of pests.
The chemical is banned in the European Union and Canada, and its use is heavily restricted in Australia. It is in the process of being phased out internationally via the Stockholm Convention, of which New Zealand is a signatory.
As part of the reassessment, the EPA considered new information, called for submissions, and held a public hearing. A decision-making committee found that risks to people and the environment of using the insecticide outweighed the benefits.
“Operators spraying the insecticide and bystanders are most at risk from immediate and long-term health issues,” says Dr Shaun Presow, Hazardous Substances Reassessments Manager. “New evidence shows that even full personal and respiratory protective equipment don’t fully mitigate the health risks.
“The health risks for children exposed to chlorpyrifos in particular are concerning, which is why we have put in place an immediate ban on using the chemical in public places,” says Dr Presow.
“Chlorpyrifos also has harmful effects on plants and animals on land and in waterways.”
An EPA decision-making committee set an extended phase-out period for the use of chlorpyrifos and chlorpyrifos-containing substances to allow users to transition to alternative products.
“We acknowledge the concerns of some farmers who will need to find alternatives to chlorpyrifos products to control New Zealand grass grub,” says Dr Presow. “This is why we have approved and extended the 18-month phase-out period for farmers to find other ways to manage native grass grub.
“We are equally mindful of the risks to human health and the environment, and that the phasing out of chlorpyrifos is supported by some industry groups. Furthermore, our international trade partners are already imposing restrictions on the use of chlorpyrifos on food crops.”

Since early January 2025, residents of Birmingham in the UK have been caught in the dispute between the city council and the Unite union over pay, terms and conditions for waste and recycling collectors. The latest attempt at talks broke down in acrimony.
At one point during the crisis, there were 17 tonnes of uncollected rubbish in Birmingham. Businesses and residents face public health and safety risks including pest infestations and the spread of disease and fire hazards.
These have tainted the reputation of the city and hurt its chances of hosting events and attracting visitors. The news of cat-sized rats in Birmingham has made headlines from the US to Australia.
Workers’ pay is being negotiated between the union and the council in Birmingham. However, this is a fairly dangerous job and, with an ageing population, it may become more difficult to hire new workers. We argue that a more fair approach would be to use technology to help transition workers (including through training) towards better paid and safer positions.
This would be an opportunity to build more sustainable waste management in the UK’s second largest city and beyond. Advances in robotics and AI are making automated refuse collection a reality, for example. Some cities in the US, Canada and parts of Europe already use robotics-enabled equipment in their refuse collection systems.
A shortage of skilled personnel threatens the transition towards a greener economy. People have to be at the centre of the solution. In this case, skilled workers are needed to keep different types of waste separate and so improve recycling rates.
The recovery value can be high for certain products such as electronics, automotive parts, as well as materials like plastic and metal. This is still difficult for machines to do.
Smart bins and automated trucks
Birmingham city council has already proposed improvements to waste collection. Based on publicly available information, it aims at increasing the number of rubbish trucks, reducing the number of collection days and retraining refuse collectors. But it has yet to take full advantage of existing advanced technologies.
The plan, for instance, proposes improving communication with residents about collection day via text messages. While welcome, this is rather basic. It was only during the pandemic that all recycling centres started using online booking systems. Prior to that, endless queues were common – wasting time and increasing emissions with traffic jams.
We argue that a whole-systems approach is needed to make the most of the opportunities new technology affords. Automated side loader trucks and smart bins are already used in various cities – the latter use sensors to monitor waste volumes and predict when collection is needed. The council could analyse the strengths and weaknesses of each technology in different areas of the city.
Side loader trucks, which can lift up large bins and empty them, automate a dangerous process and are already considered a mature technology, used in cities across the US, Canada and Sweden. These trucks are difficult to drive in narrow streets. But, where appropriate, their benefits include increased productivity, reduced collection costs and greater worker safety.
Sensors embedded in the vehicle, including from cameras, can provide data on the distribution of waste in different areas. This helps to produce a waste map. AI algorithms can analyse the data and provide customised collection schedules that optimise the use of trucks in the collection fleet. The algorithms can learn and be continuously revised to improve the service.
In busy areas of the city, information from smart bins can prevent rubbish accumulating. Advanced machine learning techniques can then be employed to further optimise the collection schedule by detecting, for instance, anomalies such as a sudden increase in some types of waste. Such systems can provide more adaptable solutions and increase the productivity of officers.
Pneumatic waste collection systems have been tested in Wembley, a suburb in northwest London. In this system, waste is sucked through underground pipes by a fan system at speeds approaching 50mph to a central point, where it is stored in airtight containers until further treatment takes place. More than 30 countries adopt this system.
Educating the public is vital too. Reducing waste in the first place is a good way to save money and would reduce pressure on waste collection systems.
As far as Birmingham goes, overlooking advanced technologies won’t make the council’s task of satisfying residents and waste collection teams any easier. We think a lot of people would be happier to see more robotics trucks and smart bins than more rats in the streets.

The Province, in partnership with First Nations, is moving to the third stage of consultation and engagement on improving the Heritage Conservation Act, which was last substantively updated 30 years ago, in 1996.
Project background
For many years, people and organizations that interact with the act – First Nations, industry, landowners, professional archeologists, heritage organizations and more – have raised challenges with the act and its administration.
These include a lack of awareness of the presence of heritage on properties, lack of clarity regarding First Nations’ role in the management of their cultural heritage, unintended impacts to protected heritage sites, and project delays.
A number of recent improvements have been made under the current act to address challenges raised, including revisions to existing processes and policies that have reduced the act’s permitting timelines for residential projects by 24% since January 2024 and will see reduction in turnaround times across all sectors; as well as improving resources for landowners navigating rebuilding after disasters. Some administrative amendments were also made to the act in 2019.
However, it has been broadly recognized that substantive amendments to the act and the regulations it enables are necessary to address key deficiencies in the current state of protection, management and conservation of heritage in B.C., including:
lack of awareness of the presence of protected heritage sites that leads to preventable impacts, permitting delays and project uncertainty;
the administration of multiple act permits, each averaging 300 days for review and processing with the need for permits often discovered mid-project, that leads to costly work stoppages and unanticipated delays; and
significant changes in the recognition and interpretation of First Nations rights, authority and jurisdiction since the act was last substantively updated in 1996 and the passage of the Declaration Act.
In 2021, the minister of forests was mandated to partner with First Nations through the joint working group on First Nations Heritage Conservation to engage broadly with First Nations and stakeholders to improve the act.
Mandating process
The minister was given a mandate for two project phases with broad engagement, prior to returning to cabinet for a mandate to conduct a third phase of engagement to refine potential legislative and regulatory changes and, ultimately, develop updates to the legislation. Phase 1 engagement was undertaken in 2022–23, with feedback from 108 First Nations and 188 stakeholder organizations. Engagement included 12 audience-specific sessions to understand specific needs of archeology and heritage professionals, the land and resource development sector, the construction and real estate industry, and local and federal government agencies, seven First Nations sessions, written submissions and an online survey.
Phase 2 engagement was undertaken in 2023, with feedback from 43 First Nations and 184 organizations. Engagement included stakeholder and First Nations sessions.
A mandate has now been given to undertake Phase 3 engagement between July and early October 2025 with First Nations, stakeholder organizations with interest in the act, and the general public.
Following Phase 3 engagement, legislative amendments will be developed in consultation and co-operation with First Nations and with feedback from stakeholders, with a goal to table updated legislation in spring 2026.
What we heard
Feedback received to date can be distilled into four core needs:
Speed up permitting decisions, prevent unanticipated and unnecessary delays, and reduce costs for project work under the act.
Help people and communities rebuild quicker after disasters, such as wildfires and floods.
Protect heritage more effectively, reducing the risk of accidental damage to sacred or historic sites.
Strengthen the role of First Nations in decision-making about their own heritage and ancestors, consistent with the Declaration Act.
Fertilizer Canada and Alberta Grains have developed a 4R memorandum of understanding (MOU) that outlines how Agriculture and Irrigation, the agriculture industry and farmers can work together to bolster data collection and communication to increase 4R practice adoption levels. The MOU, a three-year agreement, was signed by Agriculture and Irrigation, Environment and Protected Areas, Alberta Grains and Fertilizer Canada.
The objectives of the MOU are to improve production and environmental stewardship through greater awareness of 4R practices and principles. It also aims to establish mechanisms to pursue common objectives and priorities related to soil health/quality and nutrient management, and to support the Alberta government’s commitments to the crop industry’s sustainable growth.
“I’m so happy to announce the government’s MOU with Fertilizer Canada and Alberta Grains, set to increase awareness of 4R principles and practices. The bottom line is that this approach helps producers minimize nutrient losses and supports profitable and sustainable crop production in Alberta while protecting and conserving Alberta’s soil, water and air. Properly managed fertilizers support cropping systems that provide economic, social and environmental benefits for Alberta farmers. This MOU will help farmers adopt science-based nutrient stewardship practices in Alberta. It also tells the world that we grow our food in an environmentally sustainable way.

Fertilizer Canada has signed 4R memorandum of cooperations with Saskatchewan, Ontario and Quebec, and 4R MOUs with Manitoba and Prince Edward Island.
According to Fertilizer Canada’s 2024 Fertilizer Use Survey, 65 per cent of farmers in Alberta self-report that they comply with at least a basic level of 4R practices.
In 2024, 2,152,586 acres in Alberta were reported as 4R.
The Saskatchewan Public Safety Agency (SPSA) has issued a fire ban effective at 8 a.m. on July 10, 2025, due to high fire activity and extreme fire risk. The ban encompasses the area north of the provincial forest boundary, up to the Churchill River.
The fire ban prohibits any open fires, controlled burns and fireworks in the designated boundary. This includes provincial parks, provincial recreation sites and the Northern Saskatchewan Administration District within the boundary. The ban does not include ATV/UTV restrictions at this time.
“The extreme heat we have been experiencing means there is a need for everyone to take precautions and use extreme caution outdoors,” SPSA Vice-President of Operations Steve Roberts said. “Please be cautious if you are using ATVs/UTVs and report a fire if you see one.”
The SPSA encourages municipalities, rural municipalities and communities to continue to determine if fire bans are needed in their areas to prevent unwanted human-caused wildfires.

The SPSA has recently brought in assets from Quebec to assist with wildfire efforts. The two Quebec CL-415 aircraft and 100 wildfire personnel are currently assigned to the DITCH, PISEW, DORE and MUSKEG fires.
As of 11:00 a.m., there are 65 active wildfires in Saskatchewan. Of those active fires, seven are categorized as contained, 13 are not contained, 29 are ongoing assessment and 16 are listed as protecting values.
Four communities remain under an evacuation order: Resort Subdivision of Lac La Plonge, La Plonge Reserve, Northern Village of Beauval and Kinoosao.

The RCMP seized all of it, and the four suspects are due to appear in Québec City court next week. Three are charged with facilitating a terrorist activity, along with weapon-possession offences.
The suspects include active members of the Canadian Armed Forces, according to the RCMP. Given the allegations that they were planning terrorist attacks for an extremist militia, the inclusion of army personnel might not be surprising.
But it could represent a stark manifestation of a deeply troubling and accelerating trend: the rise of violent right-wing extremism and anti-government or anti-authority radicalization within western democracies. This is a shift dramatically exacerbated by the COVID-19 pandemic as many seized the opportunity to spread anti-government ideas based on restricted freedoms.

There’s also a long-running pattern of militia activity in North America. Activities in the United States show how dangerous it is when violent ideologies spread.
This includes the nihilistic doctrine of accelerationism, which is a white-supremacist belief that the current state of society cannot be fixed and that the only way to repair it is to destroy and collapse the “system”.
There are versions of accelerationism on both the right and left.
In the past decade, white supremacist, anti-government and militia groups have gained traction. That’s due in part to online echo chambers, growing political and social divisions and the rise and rapid spread of conspiracy theories.
In 2023, the FBI repeatedly said domestic violent extremism continues to pose a threat, especially racially or ethnically motivated extremists and anti-government groups.
Accelerationism is behind a lot of this violence. It underpins efforts to speed up the disintegration of society through targeted violence and technology, with the goal of starting a racial war or civil war to bring down liberal democratic institutions.
The Base is an example of this trend. It’s a multinational, trans-border white supremacist network that supports violence to create chaos.
But this is not just a North American problem. Before Russia’s full-scale invasion of Ukraine, far-right members of the Ukrainian Azov Regiment reportedly drew western extremists to their cause, many of whom were looking for paramilitary training, possibly to use against their own governments.
Canada: The Base, the ‘freedom convoy’
This global tide doesn’t leave Canada out. The arrests in Québec are the most recent and concerning example.
Mathew fled to the U.S. in 2019. The FBI subsequently arrested him and charged him with gun-related crimes and taking part in a riot at a Virginia protest. Mathew is now serving a long prison sentence for his part in what the FBI called a “neo-Nazi plot to instigate a race war in the United States.”
These examples clearly show how extremists work within national military systems to learn tactical capabilities.
The so-called “freedom convoy” occupation of Ottawa in 2022 also showed troubling connections between radicalism and some parts of the Canadian Armed Forces.
All of this paints a bleak picture: extremist ideas are slowly taking hold in Canada as adherents aim to leverage military training to spread cynicism in democratic institutions. Previous studies back this up.
Countering the threat
To deal with this complicated and changing threat, we need a whole society, integrated approach that includes reliable top-down enforcement and monitoring and proactive, bottom-up societal resilience.
To quickly disrupt and deter extremist groups, top-down actions are very important. To properly monitor, penetrate and break up violent extremist networks, law enforcement and security services like CSIS and the RCMP need more resources, updated laws and better co-ordination.
It’s also important for the Canadian Armed Forces and other security-sensitive organizations to have better screening processes to find and purge those with extremist ideas.
But law enforcement isn’t enough. For one, it could be seen as biased, which could lead to more radicalization. Bottom-up methods are just as important for long-term prevention.
We need programs that provide teachers, social workers, community leaders and families with the tools they need to spot early signs of radicalization and do something about it in a positive way.
It’s important to teach people how to think critically, read the news to fight false information and learn about civic duties that stress democratic principles and diversity. This is especially critical to fight against rising hate-motivated crimes.
I am involved in a one such project. It’s called Extremism and Radicalization to Violence Prevention in Manitoba (ERIM). We strive to build resilient communities by creating awareness and early detection of radicalism.
Dialogue and education are paramount.

“I want to recognize the victims, families and communities who have been impacted by the tragic violence that occurred on April 26, 2025, after the Lapu-Lapu Day Festival. We continue to grieve with you, and we are here today because your safety, and the safety of everyone in our province, comes first.
“Immediately following the attack, we commissioned Christopher Hinkson, a former chief justice, to support local governments, event organizers and public-safety officials to provide clear, practical guidance to ensure community events are safe this summer and beyond.
“Today, on July 9, 2025, those recommendations are being made public. I want to sincerely thank Commissioner Hinkson and his team for their swift and thoughtful work. Their findings reflect extensive consultation with communities, Indigenous event planners, law enforcement, municipalities and event organizers and offer clear, practical steps to strengthen security and safety at community events.
“Most importantly, the report includes new tools that event organizers throughout B.C. can begin using right away, including an event safety plan template and a risk assessment framework. These resources reflect best practices drawn from research, and can be adapted to suit events, large and small, and in rural and urban and Indigenous communities.
“The report notes that the vast majority of public events in B.C. are safe, well organized and widely enjoyed. While this report provides a strong foundation, there is more work to do. The Battlefords Drug Treatment Court is now in Session
This June, the first sitting of drug treatment court was held in North Battleford Provincial Court. The program, an expansion of the existing drug treatment courts in Regina and Moose Jaw, will serve the Battlefords and west central Saskatchewan.
“Drug treatment courts offer individuals a pathway in recovery rather than incarceration,” Provincial Court of Saskatchewan Chief Judge Shannon Metivier said. “This model of therapeutic justice provides an opportunity to address the underlying issues that bring people into conflict with the law and support lasting change that benefits not only the participants, but their families and communities.”
To participate in drug treatment court, offenders must plead guilty to their criminal charges. As an alternative to serving a sentence in custody, participants are instead required to complete 12-18 months of individualized programming with wrap-around services covering addiction, cultural and spiritual guidance, anger management, education, parenting, employment and more. This programming allows participants to overcome obstacles, find sustained sobriety and reunite with loved ones.
“The opening of the Battlefords Drug Treatment Court represents another step forward for the strong partnership that the courts and province have built to support residents in overcoming addictions and mental health challenges,” Justice Minister and Attorney General Tim McLeod, K.C., said. “Together we can promote proactive and transformative change that gives individuals the skills they need to create a successful and sustainable future for themselves.”
Drug treatment court is just one of three models of therapeutic court in Saskatchewan. There are also domestic violence courts in Regina, Saskatoon and the Battlefords, and mental health courts in Regina and Saskatoon.
The drug treatment courts in Moose Jaw and Regina have had over 156 graduates since the program started in 2006.
“This model has been successful in southern Saskatchewan for almost 20 years, and the Provincial Court is very pleased to now expand the reach to the Battlefords and surrounding communities,” Chief Judge Metivier said.
Judicial leaders and community stakeholders in the communities of North Battleford and Battleford have been instrumental in building the framework for the new Battlefords Drug Treatment Court.
“The Battlefords are full of caring and compassionate leaders,” Health Minister and MLA for the Battlefords Jeremy Cockrill said. “Today, we acknowledge the hard work of a community that has brought us a therapeutic court program that will improve the lives of individuals, families and our entire community for years to come.”
The federal government reimburses the province up to $850,000 annually for costs associated with the operation of drug treatment courts.
“Substance use is a complex social and economic issue,” Federal Minister of Justice and Attorney General Sean Fraser said. “When someone is struggling, they deserve support and the right resources. By investing in the Battlefords Drug Treatment Court, we are strengthening our justice system and helping people get the care they need to recover, break the cycle of drug use, and prevent criminal reoffending. This ongoing support for drug treatment courts not only promotes healing but helps build healthier and safer communities.”
The province is investing $624 million in mental health and addiction services in the 2025-26 Budget.

Japan and Canada will cooperate on critical minerals and natural resources and expand regional trade generally. Minister Anand thanked the Chief Cabinet Secretary for his work to further Canada-Japan relations over the years.
