    Supporting businesses so they can seize economic development and diversification opportunities that are promising for the future contributes to economic development in Quebec’s regions.

    That is why the Honourable Steven MacKinnon, Member of Parliament for Gatineau and Minister of Labour and Seniors, and Stéphane Lauzon, Member of Parliament for Argenteuil—La Petite-Nation and Parliamentary Secretary to the Minister of Citizens’ Services, today announced, on behalf of the Honourable Soraya Martinez Ferrada, Minister of Tourism and Minister responsible for CED, a total of $1.75 million in repayable contributions to four Gatineau businesses.

    The funding details are as follows:

    • $750,000 is being provided to La Trappe à Fromage de l’Outaouais to expand its plant.
    • $600,000 is being granted to Precision Doors & Trim to build its new plant and acquire production equipment.
    • $250,000 is being provided to the Courges & cie agri-tourism farm to enhance its range of tourism activities, including by establishing a market garden economuseum.
    • $150,000 is being granted to Flirt Drinks to acquire specialized production equipment.

    The province continues to show strong success in building the homes Albertans need. Monthly data from the Canada Mortgage and Housing Corporation (CMHC) reinforces that Alberta is helping meet the supply challenge with these new builds, which will benefit Albertans and help stabilize costs in the long run.

    Alberta’s government recognizes the need for more homes as our population continues to grow. That’s why the province has been working to reduce barriers and support its housing partners to get more shovels in the ground.

      • Provincewide: 33,577 compared with 24,904 (up 35 per cent)

    • Data shows Alberta had 10,699 purpose-built rentals, making up 32 per cent of all housing starts.
    • The first half of 2024 saw 9,903 apartment unit starts – the highest in any half-year in Alberta’s history. This broke the record set previously in 1977.
    • In addition, as of September 2024, Alberta’s government has committed:
      • $182.4 million to 1,235 units of affordable housing. Construction on these projects is not yet underway.

    • Since 2019, Alberta’s government has invested almost $850 million to build more than 5,100 units and close to 900 shelter spaces. This includes projects we have committed to, that are in progress and that are complete.  
    • Together with its partners, Alberta’s government is supporting $9 billion in investments into affordable housing to support 25,000 additional low-income households by 2031.

  • MIL-OSI Security: Southeast N.B. — 13 vehicles towed, 224 tickets issued following traffic enforcement operation

    The New Brunswick RCMP conducted recent traffic enforcement operation in Southeast New Brunswick, that resulted in 13 vehicles being towed and 224 traffic violations being issued.

    The operation was conducted on October 10, 11 and 12, 2024, by members of the RCMP’s Tactical Traffic Enforcement Unit (TTEU). The operation focused on speeding, as well as distracted driving and proper use of seatbelts.

    In total, 13 vehicles were towed and 224 charges were issued under the New Brunswick Motor Vehicle Act, including 145 tickets for speeding. Of the speeding tickets issued, 26 were for speeding over 25 km/hr over the posted speed limit, one for speeding over 50 km/hr over the posted speed limit, and one for speeding in a school zone by more than 25 km/hr over the posted speed limit. The vehicle speeding in excess of 50km/hr of the posted speed limit was towed and impounded for seven days.

    Furthermore, 79 tickets for various infractions were issued, including 10 tickets for using a hand-operated electronic device while driving, 19 tickets for not wearing a seatbelt, and 20 tickets for an expired vehicle registration.

    Police also arrested one individual on a warrant of arrest. Two individuals were arrested for driving while impaired, and two other individuals were issued short-term roadside suspensions. A number of warnings were also issued.

    “We want to help keep New Brunswickers safe behind the wheel by focusing our efforts on proper use of seatbelts, speeding, distracted driving and impaired driving. These are the major factors that contribute to serious and fatal collisions” said Sgt. Ghislain David with the TTEU. “We cannot stress it enough: Buckle up, drive sober, follow the speed limit, and put down your phone.”

    The RCMP’s TTEU conducts regular, targeted traffic enforcement on roadways throughout the province with the goals of improving road safety, educating motorists about traffic laws, and to reduce serious injury and fatal collisions.

    Canada’s small- and medium-sized businesses create good-paying jobs, keep main streets flourishing across the country, and deliver the dream of entrepreneurship. It is essential that these businesses thrive so they can continue being the bedrock of our communities and our economy.

    Small businesses pay fees to process credit card transactions, with the largest component being the interchange fee paid to credit card-issuing financial institutions, such as banks. That is why the federal government negotiated and finalized new agreements with Visa and Mastercard, which also protect reward points offered to Canadians.

    Today in Hamilton, the Honourable Filomena Tassi, Minister responsible for the Federal Economic Development Agency for Southern Ontario (FedDev Ontario), announced that new credit card fee reductions for small business owners will come into effect this Saturday, October 19, 2024. For qualifying small businesses, Visa and Mastercard have agreed to:

    • reduce domestic consumer credit interchange fees for in-store transactions to an annual weighted average interchange rate of 0.95 per cent;
    • reduce domestic consumer credit interchange fees for online transactions by 10 basis points, resulting in reductions of up to 7 per cent; and,
    • provide free access to online fraud and cyber security resources to help small businesses grow their online sales while preventing fraud and chargebacks.

    More than 90 per cent of businesses that accept credit cards will receive lower rates and see interchange fees reduced by up to 27 per cent. These fee reductions will save eligible small businesses about $1 billion over five years.

    Reduced credit card transaction fees will save small businesses thousands of dollars every year. For example, if a store processes $300,000 in credit card payments, they currently pay nearly $4,000 in annual interchange fees. With these new agreements, the store could save $1,080 in fees every year. The federal government expects all members of the credit card industry, including payment processors, to pass these savings on directly to small businesses.

    Second, the federal government announced a revised Code of Conduct for the Payment Card Industry in Canada to protect over 1 million businesses that accept credit card and debit card payments from customers. Starting on October 30, 2024, the revised Code will help businesses compare prices and offers from different payment processors, and shorten the complaint handling response time by nearly 80 per cent to just 20 business days. All major payment card network operators in Canada have agreed to the terms of the revised Code. Certain obligations requiring complex or technical system changes will come into effect by April 30, 2025.

    In addition, the federal government announced the payment amounts for the new Canada Carbon Rebate for Small Businesses, which will deliver over $2.5 billion to about 600,000 Canadian businesses before the end of this year. The Canada Carbon Rebate for Small Businesses will deliver up to $4,010 to a business with 10 employees in Ontario, $59,100 to a business with 50 employees in Alberta, and $576,844 to a business with 499 employees in Saskatchewan. Small businesses in Manitoba, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador will also receive payments.

    The government is taking action to help small businesses start up, grow, and thrive by reducing the costs of running a business. These reduced credit card fees for small business owners build on the government’s lowering of the small business tax rate to 9 per cent—which is already saving small businesses $6.6 billion every single year.

    Today, the Honourable Steven Guilbeault, Minister of Environment and Climate Change and Minister responsible for Parks Canada, announced the designation of Peter Henderson Bryce (1853–1932) as a person of national historic significance under Parks Canada’s National Program of Historical Commemoration. 

    Born in 1853 in what is now Prince Edward County, Ontario, Bryce obtained four university degrees between 1876 and 1886 at the University of Toronto, studying groundbreaking innovations in bacteriology and becoming a medical doctor. Dr. Bryce entered the public service in 1882 as Secretary for the Board of Public Health of Ontario, where he led vital work to advance public health practices, such as implementing protocols for inspecting sanitary conditions and coordinating efforts to control the spread of infectious diseases. 

    Appointed Chief Medical Officer for the departments of the Interior and of Indian Affairs in 1904, Dr. Bryce helped guide immigration policy by using medical surveys to assess the health of recent immigrants. He also co-wrote legislation that transformed the relationship and responsibility that the Canadian government had with its residents regarding health.  At Indian Affairs, Bryce persistently called attention to the fatal consequences of tuberculosis in Indian Residential Schools, advocacy that was largely ignored by his superiors.

    The Government of Canada, through the Historic Sites and Monuments Board of Canada and Parks Canada, recognizes significant persons, places, and events that have shaped our country as one way of helping Canadians connect with their past. By sharing these stories, we hope to foster understanding and reflection on the diverse histories, cultures, legacies, and realities of Canada’s past and present .

    [t]he protests of medical officers buried in blue books and the complaints of missionaries lost in pigeonholes – unless public opinion takes the question up and forces it to the front. Then Parliament will show a quick interest, pigeonholes will give forth their dusty contents, medical officers will have a wealth of suggestions, and the scandalous procession of Indian children to the school and on to the cemetery may possibly be stopped.

    Our best outcome in honouring Dr. Bryce is to force to the front the Truth and Reconciliation Commission’s Calls to Action and the Missing and Murdered Women and Girls Calls to Justice. Those involved in residential schools knew better, and too great of a number did not do better. We can change that today – if we learn from the past.”

    • Peter Henderson Bryce played a leading role in the advancement and application of medical knowledge on germ theory and preventing the spread of communicable diseases as Secretary of the Board of Public Health for Ontario (1882–1904) and as Chief Medical Officer in both the departments of the Interior (1904–1921) and of Indian Affairs (1904–1914). 

    • While in his role as Secretary for the Board of Public Health of Ontario, Dr. Bryce co-wrote the 1884 Ontario Public Health Act, innovative legislation that influenced regulatory health codes in the country.

    • Dr. Bryce’s appointment as Chief Medical Officer for the departments of the Interior and of Indian Affairs coincided with a national policy to increase immigration to the country’s northwestern territories and new-forming provinces. Bryce was responsible for ensuring that new immigrants met early 20th-century Canadian standards for good health.

    Every community has unique housing needs, and what works for one community may not work for another. That is why we are finding innovative solutions to ensure Albertans have access to safe, secure and affordable homes.

    As part of the Habitat for Humanity Southern Alberta’s Livingston project, 24 new, affordable homes will be available for families and Albertans in need. This project has received $900,000 in bilateral funding from the governments of Alberta and Canada. To date, 12 homes have been completed with the remainder scheduled for completion in spring 2025. Alberta’s government continues to work to deliver affordable housing solutions to meet local needs and ensure Albertans have a place to call home.

  • MIL-OSI Security: Halifax Regional Municipality — RCMP investigating suspicious incidents in HRM

    RCMP Halifax Regional Detachment is asking for the public’s help in identifying persons of interest following two suspicious incidents that occurred in the Halifax Regional Municipality.

    On October 15, at approximately 8:30 p.m., RCMP officers responded to a report of a suspicious person near Cow Bay Rd. and Samuel Danial Dr. in Eastern Passage. An 18-year-old woman was approached by a man on a transit bus who asked for her phone number and address and followed her when she got off the bus.

    The man of interest is described as black and in his 30s. He was wearing black jeans and a blue hoodie.

    Yesterday, at approximately 12:40 p.m., RCMP officers responded to a report of a suspicious person near Ashgrove Ave. and Cole Harbour Rd. in Cole Harbour. They learned that a 67-year-old woman had exited a transit bus and was followed by a man who was also on the bus. The woman evaded the man by entering a nearby building.

    The person of interest is described as a black man in his 30s with spiky black hair. At the time of the incident, he was wearing khaki pants and a yellow vest.

    At this time, investigators don’t have any information to indicate whether the men described are the same person or if the incidents are related. Video footage of the incidents is being sought and the investigations are ongoing.

    Washington, D.C. — This week, Congressman Pete Stauber (MN-08) sent a letter to Department of Homeland Security Secretary Alejandro Mayorkas demanding answers on how the agency plans to combat the surge of illegal crossings through the U.S. northern border, which could potentially be exacerbated by Canada’s announcement to cap the number of temporary residents.

    Stauber’s letter reads (in part): “The current flow of illegal immigration is already overwhelming our northern ports of entry. They are understaffed and under-resourced, leaving our northern border communities vulnerable. Now, with this crisis on the horizon that will overburden our ports of entry even further, our national security is more vulnerable than ever before.”

    Recently, Canadian Immigration Minister Marc Miller announced that Canada will be reducing the number of its temporary residents. Consequently, many immigrants will likely illegally target our northern border, which sits wide-open thanks to the Biden-Harris Administration.

    Migrant encounters by U.S. Customs and Border Protection agents at the northern border have already hit record highs in 2024, with more than 180,000 between January and August.

  • MIL-OSI Global: Raising independent and resilient children: Lessons from TVO’s ‘Old Enough!’ and the science of love

    There is an evolutionary need for parents to protect their children from harm. One of the most difficult and important aspects of parenting is allowing children to take the necessary risks which enable them to grow.

    TVO’s Old Enough!, based on a hit Japanese TV series, helps parents consider the balance between protection and creating space for children to develop independence and resilience. It shows very young children being provided the responsibility of running errands seemingly on their own.

    It should be noted there are protections in place, for example as seen in Episode 1. Viewers see four-year-old Parker with supports for crossing streets, camera crews and shop keepers who are prepared for the child’s visit. It is not recommended that very young children complete errands unsupervised.

    However, the show demonstrates that young children are capable, curious and competent. It encourages us to consider how we can support children in developing their confidence, self-worth and trust, and help them become independent and resilient while ensuring they feel supported and loved.

    Independence begins with love

    Old Enough! exemplifies many insights for parents about nurturing relationships with their children to support their emerging independence.

    Secure attachment develops when a child consistently experiences a loving, attuned and responsive emotional connection, fostering a sense of trust and safety, and learning that their emotional needs will be met.

    This is at the heart of raising independent and resilient children. Every experience shapes a child’s brain and influences gene expression. The emotional bond that develops from secure attachment provides children reassurance to take risks and try new things on their own. This emotional security enables them to confidently explore the world, knowing they have a secure base to return to.

    In Old Enough!, viewers see glimpses of this trusting and loving relationship with five-year-old Simon and his dad David in Episode 3. Simon’s dads, David and Stephane, have different views around how much freedom Simon should have, with David feeling more protective. The episode shows Simon shopping on his own at Toronto’s St. Lawrence Market, with David outside.

    When the bags are too heavy, Simon drags them outside to give to David, sharing he was “dropping off a load because it was too heavy.” Simon’s dad empathically sighs in agreement.

    Simon knows his dad will be waiting for him. There is no concern of where to find his dad, or apprehension his dad would be upset Simon hadn’t finished, or had taken too long. Simon flops on the sidewalk and shares his solo adventure.

    His father, clearly anxious, finds a way through his own feelings to ask Simon if he will go back in to finish. Simon proudly beams yes! Upon return, he is greeted with pride and a big hug. Simon is proud of himself, stating “now I know how to shop by myself,” shining with confidence and resilience.

    That Simon knows the world is safe and trustworthy was evident in his secure internal working model. This is seen in his willingness to confidently ask others for help, knowing it will be OK if he fails. His reflection “I was not even scared,” emphasizes the confidence in his relationships and secure base from which he explores the world.

    Love supports courage to take on tasks

    Old Enough! also shows everyday moments of independence parents can foster by allowing children to complete simple, age-appropriate tasks.

    For example, viewers see Parker making her lunch, or Luther empty the dishwasher. These tasks offer them the chance to build self-reliance and problem-solving skills in manageable ways.

    Love and autonomy go hand in hand. This emotional foundation provides children the courage to take on tasks, solve problems and struggle through challenges. Love is not just a form of emotional support; it is also a tool for growth.

    When children are provided with opportunities to face small challenges, make decisions and manage frustration, we help them build the resilience to handle bigger challenges later in life. This approach reinforces that their loving caregiver trusts and believes in them.

    Children who know they are loved unconditionally feel secure in their worth and are more likely to navigate the complexities of life with a sense of inner stability. This emotional foundation prevents them from relying heavily on external validation because they have internalized their worth and value.

    Parents can support their children’s journey toward independence and resilience by encouraging small acts of autonomy.

    Letting children make their own choices, take on responsibilities and engage in problem-solving helps build their confidence. At the same time, parents should be emotionally available, offering comfort and support without taking over. This balance of trust and love gives children the necessary tools to become both independent and resilient, knowing they can face challenges and are always supported.

    Parents who want to do more to support their children’s autonomy while maintaining a close connection often find that making changes can be difficult. This is especially the case if they have not experienced secure attachment, unconditional love or have a history of relational trauma.

    Managing the real fear and anxiety of stepping back, perhaps fearing your child will feel unloved, can feel incredibly challenging. In Old Enough! such feelings are expressed by Ohelya’s mom, Arfina, in Episode 8, who shares she had to grow up faster than most of her friends and she wants to protect her daughter from this experience, allowing her to enjoy childhood.

    For parents, it’s important to separate your fears and anxieties from what is real for your child, and ensure your history and experiences do not negatively impact your child’s opportunities for growth and development. Be kind and patient with yourself and your child during this process.

    Parents can consider using a strategy such as “watch, wait and wonder”:

    • Watch: observe your child without intervening.
    • Wait: allow them the time and space to explore and play independently.
    • Wonder: reflect on their needs and your responses.

    By acknowledging and managing your own fears and anxieties, you create space to see your child truly sparkle.

    Learn and know who your child is, what their strengths are and what they need support with. It’s never to late to let children show you what they are capable of and reveal their amazing self. With consistency, you will build a deep meaningful connection built on trust and love, which will last a lifetime.

  • MIL-OSI Canada: The Government of Canada Announces Funding for Emissions Reduction Alberta Through the Green Industrial Facilities and Manufacturing Program

    The Government of Canada is committed to maximizing energy performance and reducing greenhouse gas emissions while helping industry gain a competitive edge.  

    Today, the Honourable Jonathan Wilkinson announced a federal investment of $40 million from the Green Industrial Facilities and Manufacturing Program (GIFMP) to Emissions Reduction Alberta. This funding will help to develop and manage a province-wide program for industry to become more cost- and energy-efficient.

    Funding will support Emissions Reduction Alberta’s $50-Million Strategic Energy Management for Industry (SEMI) program, which will provide industrial and manufacturing facilities with expertise and training in energy management.  Industrial participants will be given the opportunity to increase profitability by reducing energy costs and to take advantage of funding to help cover the cost of capital retrofits for industrial process equipment. An additional $10 million was invested by the Government of Alberta for Emissions Reduction Alberta’s Strategic Energy Management for Industry program.   

    As Canada advances toward a net-zero future, investments like these are key to minimizing emissions while maximizing industry competitiveness. Today’s investment supports workers and industry in Alberta on the road toward a prosperous and clean future.

During the first panel session on “Inclusion as a priority of all countries’ agenda,” the Minister referenced ongoing efforts to realize the goal of a barrier-free Canada as set out in the Accessible Canada Act, and highlighted significant actions being implemented under the Disability Inclusion Action Plan, including the new Canada Disability Benefit.

    Minister Khera encouraged G7 nations to consider the importance of initiatives that promote equal access to employment opportunities, highlighting Canada’s new Employment Strategy for Canadians with Disabilities, which aims to close the employment gap between persons with disabilities and those without. The Minister also noted Canada’s dedication to ensuring that the design and use of artificial intelligence (AI) is safe, secure and protects the human rights of persons with disabilities. Accessibility Standards Canada is leading the development of a standard that aims to ensure the application of emerging technologies like AI are equitable, inclusive and do not introduce new barriers for persons with disabilities.

    On October 16, Ministers adopted the Solfagnano Charter, the Ministerial Declaration that identifies eight priorities and outlines recommendations and actions for G7 member countries, including universal accessibility, independent living, as well as inclusive education, employment and services.

    Minister Khera thanked the Italian Presidency for hosting the G7 Ministers’ Meeting on Inclusion and Disability and stated that Canada is working hard to build a fairer and more equitable future where no one is left behind.

    A 63-year-old man from Grand Falls, N.B., has died following a single-vehicle collision in New Denmark, N.B.

    On October 16, 2024, at approximately 9:50 a.m., members of the Saint-Léonard RCMP responded to a report of a single-vehicle collision on Route 108, in New Denmark.

    The collision is believed to have occurred when the vehicle, travelling Westbound, drove off of the road and flipped on its side. The driver and sole occupant of the vehicle was transported to hospital where he later died as a result of his injuries.

    Members of the Grand Falls (Drummond) Fire Department and Ambulance New Brunswick also attended the scene.

    The investigation is ongoing.

  • MIL-OSI Global: Forest fires are shifting north and intensifying – here’s what that means for the planet

    Fires have long been a natural part of forest ecosystems, but something is changing. Our new study shows that forest fires have become more widespread and severe amid global heating, particularly in the high northern latitudes such as Canada and Siberia where fires are most sensitive to hotter, drier conditions.

    The implications of this are alarming, not just for the ecosystems affected or the cities engulfed by smoke downwind, but for the planet’s ability to store carbon and regulate the climate. The trend we discovered contrasts with declining fire extent in savannah grasslands, which may reflect the expansion of farming and changing rainfall patterns.

    We established the leading causes of forest fires in different parts of the world using an AI algorithm. It grouped forest regions into distinct zones with similar fire patterns and underlying causes, uncovering the worrying extent to which climate change is fuelling the expansion of forest fires in Earth’s high northern latitudes.

    More fires in ‘extratropical’ forests

    Since 2001, emissions from fires in forests outside of the tropics, like parts of the boreal forest in the far north of North America and Eurasia, have nearly tripled. This rise is largely the result of hotter, drier weather occurring more frequently, combined with forests growing more efficiently in places where the cold once stunted their growth.

    Climate change is creating ideal conditions for larger, more intense fires, which accelerate climate change in turn by releasing more carbon to the atmosphere. In fact, we found that global carbon emissions from forest fires have increased by 60% over the past two decades. The largest contributions come from fires in Siberia and western North America.

    This trend shifts the focus of forest fire emissions from tropical forests, where fires set to make room for farmland have long contributed carbon to the atmosphere. Conservation policies have reduced deforestation rates since the early 2000s in some regions, particularly Amazonia. By contrast, increasing fires in northern forests, such as the taiga – the forest of the cold sub-arctic region – are driven by changing climate conditions and generally started by lightning, which makes them harder to prevent.

    Not only is the area affected by fires expanding but the fires themselves are growing more severe and releasing more carbon, according to our new findings. This corresponds with an earlier study that found fires are doing more damage to ecosystems globally than in the past. Fires are burning through drier and more flammable vegetation as global temperatures rise and droughts become more frequent.

    In northern forests, more severe fires can burn deep into the soil and release carbon that has accumulated over centuries. Forests can remain net carbon emitters for decades after burning and the more severe fires become, the longer it takes forests to rebound and recapture carbon lost during the fire.

    What does this mean for the planet?

    The steep rise in fire emissions from forests outside the tropics is a clear signal that the capacity of Earth’s forest to store carbon is at increasing risk.

    Forests, particularly in northern regions, absorb and store CO₂ from the atmosphere. But as fires expand and become more severe, these vital carbon sinks are weakened. This undermines the global effort to tackle climate change as forests offset emissions from human activities that burn fossil fuels.

    Forest fires, long considered part of the natural carbon cycle, are increasingly driven by human-caused climate change. Yet, international reporting standards don’t differentiate between “natural” levels of forest fire emissions and the higher emissions we’re seeing due to climate change.

    This allows excess fire emissions caused by humans to fall outside the scope of national carbon budgets tracked by organisations like the United Nations. Gaps emerge between the carbon emissions we think we’re managing and the actual amount that’s passing between the land and the atmosphere.

    What drives fires in different regions varies, so addressing this growing threat requires tailored approaches. Outside of the tropics, proactive forest management is essential. Carefully managed fires and thinning out vegetation can mean fires ultimately cause less damage when they do ignite. Monitoring vegetation growth, alongside fire-favourable weather conditions, can help identify and prioritise areas for intervention.

    In tropical forests, reducing ignitions (especially during droughts) and preventing forest fragmentation is key to protecting these ecosystems and their carbon stocks. This may help prevent the more extreme fires that turn tropical forests from carbon sinks into sources.

    Increasing fires are a symptom of climate change

    Limiting the burning of fossil fuels is central to minimising future fire risk. Without drastic cuts to greenhouse gas emissions, more severe and widespread forest fires are likely, with increasing damage to ecosystems, biodiversity and the climate.

    Our study also highlighted the importance of updating international reporting standards on carbon emissions. As forest fires become more closely linked to human-driven climate change, it’s crucial that fire emissions be included in national carbon budgets to provide a more accurate picture of the planet’s carbon fluxes.

    There is also a risk of overestimating how much carbon is stored by reforesting areas, especially outside the tropics. Many carbon offset schemes rely on planting new trees or delaying the harvest of existing ones to absorb CO₂, but if the growing threat of forest fires isn’t properly accounted for, these projects could fail to deliver the carbon savings they promise.

    Forest fires are no longer just a natural occurrence. As they shift north and intensify, these fires are a clear symptom of human-caused climate change.

    It’s essential to recognise the growing role that fires play in the carbon cycle. By doing so, we can better manage fire risks, safeguard forests and ensure a more resilient future for the planet.

    Schools are often the cornerstone of First Nations communities, providing students with a safe place to learn and grow and acting as a gathering place for community events and cultural activities. Chief Troy Knowlton, Piikani Nation leadership, along with Indigenous Services Canada Minister, the Honourable Patty Hajdu and the Peigan Board of Education Society announced today the new and enhanced education facilities at Piikani Nation so that youth have the tools they need to learn.

    Minister Hajdu and community leaders announced funding today for the new school to be built in the First Nation. This new school will be a place for 600 students from kindergarten to grade 12 to learn, grow and form connections. 

    The existing school was initially constructed over 60 years ago, and parts of the aging facility are no longer suitable for repair. This project reaffirms the ongoing work of the Government of Canada to support essential infrastructure in Indigenous communities and to ensure that all children on reserve have access to high-quality, culturally appropriate education.

    With an investment from Indigenous Services Canada, the new school will allow students who attend school off reserve to access education that is culturally appropriate, with distinctly Blackfoot programs, and provides spaces that better meet the needs of the community and its youth.

    This week, Minister of Employment, Workforce Development and Official Languages, Randy Boissonnault, convened businesses, non-profits, industry, labour and communities organizations from across the country, to build the 21st century Canadian workforce.

    Canadian workers are talented, driven and among the most highly educated in the world. As Canada’s economy continues to grow and change, the Government of Canada is focused on creating meaningful and rewarding jobs that provide a good quality of life.

    This week, Minister of Employment, Workforce Development and Official Languages, Randy Boissonnault, convened businesses, non-profits, industry, labour and communities organizations from across the country, to build the 21st century Canadian workforce.

    Nearly 200 leaders from various sectors of the labour market came together to discuss fresh ideas and innovative approaches to tackle pressing labour market issues and put forward a vision to support the needs of a modern Canadian economy and Canadian workers.   

    At the Summit, Minister Boissonnault delivered a keynote address identifying some of the challenges facing the Canadian economy including critical labour shortages in key sectors, an aging population set to retire, and more frequent economic disruptions felt around the world.

    The Minister highlighted the need to offer the right supports to help the untapped pool of Canadians from under-represented groups including Indigenous people, women, and persons with disabilities, find good jobs.  He stressed the importance of attracting more young people to rewarding careers in the skilled trades as well as finding new ways to provide training, retraining and upskilling to meet the needs of workers no matter what point they are at in their working lives.

    The Minister noted the important role that provinces and territories play in education and skills training and was disappointed that they chose not to participate in this year’s Workforce Summit.

    The Minister also announced the launch of a new call for proposals for $30 million over two years for the Canada Retraining and Opportunities Initiative that will fund community-based workforce retraining projects in situations of mass layoffs.

    To support the Summit, an online engagement to collect Canadians’ views on the most pressing issues impacting Canada’s labour market is open until October 31, 2024. An update on findings will be accessible and will inform priorities and future directions for workforce development in Canada and further engagement with employers, unions as well as provinces, territories and Indigenous partners.

    Today, the Honourable Mary Ng, Minister of Export Promotion, International Trade and Economic Development, announced the launch of public consultations on potential new measures to strengthen the enforcement, under the Canada-United States-Mexico Agreement (CUSMA) and in alignment with the United States and Mexico, of Canada’s ban on the import of goods produced by forced labour.

    These consultations will complement the public consultations held in October 2023 on the eradication of forced labour from the country’s supply chains. 

    Canadians can begin sharing their views on the potential new measures on October 16, 2024.

    Unitholders of record of the ETF Units, at the close of business on October 24, 2024, will receive a per-unit cash distribution payable on October 31, 2024.

  • MIL-OSI Security: NATO launches five new multinational cooperation initiatives that enhance deterrence and defence

    On Thursday (17 October 2024), NATO launched five initiatives designed to address some of the most critical areas for Allied deterrence and defence. These new multinational High Visibility Projects will involve a total of 26 Allies and will help deliver critical capabilities that will enhance interoperability among NATO forces.

    Contributing Allies took part in a signing ceremony during a meeting of NATO Defence Ministers at NATO Headquarters. NATO’s Acting Deputy Secretary General Boris Ruge welcomed “the beginning of more meaningful work in new areas, but also important milestones for existing projects,” adding that “it’s a great example of how our Alliance delivers”.

    The first project aims to accelerate the delivery of new generation Remotely Piloted Aircraft Systems (RPAS) – such as NATO’s Alliance Ground Surveillance (AGS) – through multinational cooperation. Thirteen Allies kicked off the project: Czechia, Estonia, Finland, Greece, Italy, Latvia, Lithuania, Norway, Portugal, Romania, Spain, Türkiye and the United Kingdom. RPAS fleets are essential to a range of roles and missions including joint intelligence, surveillance and reconnaissance and electromagnetic warfare. 

    The second initiative seeks to increase the interchangeability and interoperability of key Allied artillery munitions. With initial contributions from 15 Allies – Czechia, Denmark, Finland, France, Greece, Hungary, Italy, Latvia, Lithuania, Norway, Portugal, Slovakia, Türkiye, the United Kingdom and the United States – the project will contribute to harmonizing national fire testing and certification mechanisms. It will also help keep relevant standards up-to-date and support their adoption.

    The Distributed Synthetic Training Environment project aims to respond to the ever-growing demand for virtual training at the multinational level. It establishes a network of advanced and immersive multinational training opportunities for militaries. Eighteen NATO nations have joined the project: Belgium, Czechia, Denmark, Estonia, France, Germany, Greece, Italy, Latvia, The Netherlands, Norway, Poland, Portugal, Spain, Sweden, Türkiye, United Kingdom and the United States. By leveraging national simulated training capabilities for multinational purposes, the project will bring immense operational benefits and economies of scale. 

    NATO is further stepping up its efforts to support Allied delivery of space technologies with two new projects. Through NORTHLINK, 13 Allies – Canada, Denmark, Finland, France, Germany, Hungary, Iceland, Italy, Luxembourg, the Netherlands, Norway, Sweden and the United States – will explore the development of a secure, resilient and reliable multinational Arctic satellite communications capability. Through the STARLIFT initiative, 14 nations – Belgium, Finland, France, Germany, Hungary, Italy, Luxembourg, the Netherlands, Norway, Spain, Sweden, Türkiye, United Kingdom, United States – will investigate ways to strengthen NATO’s access to and use of space to deal with a range of challenges coming from operating from space. STARLIFT may help Allies to launch assets on short notice, manoeuvre a pre-positioned spare spacecraft or buy data from commercial partners during crisis or conflict 

    Further steps were also taken to advance work on two projects already underway: the Next Generation Rotorcraft Capability (NGRC) and NATO’s cross-border airspace cooperation. Launched in 2020 and managed by the NATO Support and Procurement Agency (NSPA), the NGRC initiative aims to replace medium multi-role capabilities ending their life cycle in 2035 and beyond. On Thursday, five of the participating Allies – France, Germany, Italy, the Netherlands, and the United Kingdom – committed to identify a single preferred solution for the replacement of these capabilities by the end of 2027, thereby enabling the development of this solution in 2030. 

    NATO’s cross-border airspace initiative also grew to 20 member countries with the addition of Denmark, Germany, Iceland and Portugal. First launched in October 2023, the project aims to foster civil-military cooperation on the use of airspace for NATO training and exercises, and other air activities in several regions of Europe.

    Since the Team Canada Trade Mission to Japan nearly a year ago, these large-scale missions have visited Malaysia, Vietnam and the Republic of Korea and will soon visit Indonesia and the Philippines. Today, the Honourable Mary Ng, Minister of Export Promotion, International Trade and Economic Development, announced that she will lead a Team Canada Trade Mission to Australia from February 16 to 21, 2025. These trade missions have allowed more than 650 representatives from over 440 Canadian organizations from more than 15 sectors gain market exposure and pursue commercial opportunities and partnerships. The Team Canada model has proven to be effective at generating economic impact for Canada: for example, the trade mission to Japan led to at least 70 new contracts with an overall value estimated at close to $30 million CAD.

    As a key part of Canada’s Indo-Pacific Strategy, Team Canada Trade Missions help Canadian businesses open doors in dynamic markets, unlock new opportunities and connect with government and industry leaders.     During the Team Canada Trade Mission to Australia, Canadian companies will learn about opportunities in key sectors of focus:
