    TORONTO, Oct. 18, 2024 (GLOBE NEWSWIRE) — ThreeD Capital Inc. (“ThreeD”) (CSE:IDK / OTCQX:IDKFF) a Canadian based venture capital firm focused on opportunistic investments in companies in the junior resources and disruptive technologies sectors, announces that through a series of transactions on October 11, 2024 (the “Dispositions”), ThreeD disposed of ownership and control of an aggregate 10,750,000 common shares (the “Subject Shares”) of Birchtree Investments Ltd. (the “Company” or “Birchtree”). The Subject Shares represented approximately 12.9% of all issued and outstanding common shares of the Company. As a result of the Dispositions, the percentage ownership held by ThreeD decreased below 10% from the last early warning report filed in which ThreeD reported a 15.7% ownership of all issued and outstanding common shares of Birchtree.

    Immediately prior to the Dispositions, ThreeD owned and controlled an aggregate of 10,750,000 common shares of Birchtree, representing approximately 12.9% of all issued and outstanding common shares of the Company on a non-dilutive and partially dilutive basis.

    Immediately following the Dispositions, ThreeD did not own or control any securities of Birchtree.

    The Subject Shares were disposed of through the facilities of the Canadian Securities Exchange. The holdings of securities of the Company by ThreeD are managed for investment purposes. ThreeD could increase or decrease its investments in the Company at any time, or continue to maintain its current position, depending on market conditions or any other relevant factor.

    The Subject Shares were disposed of for total consideration of $215,000 or approximately $0.02 per Subject Share.

The visit focused on Canada’s humanitarian assistance in the region and was an opportunity for the Minister to see and hear first-hand from humanitarian partners, how assistance is being delivered to vulnerable civilians in Lebanon, Gaza, and the West Bank.

    The Honourable Ahmed Hussen, Minister of International Development, today concluded a 2-day visit to Türkiye and the United Arab Emirates. The visit focused on Canada’s humanitarian assistance in the region and was an opportunity for the Minister to see and hear first-hand from humanitarian partners, how assistance is being delivered to vulnerable civilians in Lebanon, Gaza, and the West Bank.

    The Minister re-emphasized the need for Canadians to leave Lebanon and met with partners in the region who have been assisting over 1,200 Canadians and permanent residents to leave Lebanon to safety. Canada has also helped citizens of partnering countries leave Lebanon over the past several weeks. While in Istanbul on Thursday, Minister Hussen met with the Consuls General of these countries and with airport authorities and staff at the Consulate General of Canada, to thank them for their tremendous contribution in helping with these efforts.

    On Friday, Minister Hussen travelled to Dubai Humanitarian – the world’s largest centre for the distribution of humanitarian relief items – where he saw some of Canada’s humanitarian relief stockpile and toured the warehouses of the International Federation of Red Cross and Red Crescent Societies (IFRC) and UNHCR, the UN Refugee Agency. Canada has donated 5,000 blankets and 1,000 hygiene kits to support impacted people in Lebanon through the Red Cross Red Crescent Movement. He also met with humanitarian partners to discuss their work in Gaza, the West Bank, and Lebanon, as well as shared concerns over humanitarian access and the distribution of assistance.

    Canada reiterates its call for an immediate ceasefire and for a political solution to the conflict through diplomatic efforts. The increasingly dire humanitarian situation is unacceptable. In particular, the risk of famine persists across the whole Gaza Strip due to the decrease of aid allowed into Gaza. An increase in humanitarian aid is desperately needed to end this suffering.

    Salinas, CA, October 18, 2024 (For Distribution) – Church Brothers, LLC (“Church Brothers Farms”) is voluntarily recalling 1271 cases of green onions because of the potential to be contaminated with Salmonella, an organism which can cause serious and sometimes fatal infections in young children, frail or elderly people, and others with weakened immune systems. Healthy persons infected with Salmonella often experience fever, diarrhea, nausea, vomiting and abdominal pain.

    Distribution was limited to a small number of retail and foodservice customers in Canada and USA (Alabama, California, Connecticut, Florida, Georgia, Illinois, New York, Oklahoma, Pennsylvania, Tennessee, Virginia). Church Brothers Farms has notified these customers and is working with them to ensure rapid compliance with the recall.

(NYSE: THS) is voluntarily recalling certain frozen waffle products listed below due to the potential to be contaminated with Listeria monocytogenes. Listeria monocytogenes is an organism that can cause serious and sometimes fatal infections in young children, frail or elderly people, and others with weakened immune systems. Healthy individuals may suffer only short-term symptoms such as high fever, severe headache, stiffness, nausea, abdominal pain, and diarrhea. Listeria monocytogenes infection can cause miscarriages and stillbirths among pregnant women.

    The recalled products were distributed throughout the United States and Canada and packed in various formats under the brand names listed below.

    Consumers and retailers can identify the UPC on the back of the carton, and the Lot Code and Best By Date for these products on the end of the carton.   • MIL-OSI Canada: Canada settles Agricultural Benefits specific claims with nine First Nations under Treaties 5, 6, and 10

    October 18, 2024 — Treaty 5, Treaty 6, and Treaty 10 Territories — Crown-Indigenous Relations and Northern Affairs Canada

    The Government of Canada is renewing relationships between the Crown and First Nations by addressing Canada’s failure to provide First Nations with the agricultural provisions promised under Treaties 5, 6, and 10. 

    Through these Treaties, Canada promised ploughs, seeds for important crops, livestock such as cows and bulls, and other farming necessities. These agricultural benefits were meant to facilitate the economic transition, and as a result of Canada’s failure to fulfil Treaty promises, these First Nations did not have the equipment needed to support their members. 

    Over the past several days, the Honourable Gary Anandasangaree, Minister of Crown-Indigenous Relations, met with Alexis Nakota Sioux Nation, Buffalo River Dene Nation, Cumberland House Cree Nation, Enoch Cree Nation, Heart Lake First Nation, Kehewin Cree Nation, and Sturgeon Lake First Nation to acknowledge the settlements of their Agricultural Benefits specific claims, otherwise known as Cows and Plows claims.

    Minister Anandasangaree was also able to visit with community leaders from Frog Lake First Nation and Lac La Ronge Indian Band to discuss the progress of their Agricultural Benefits specific claims under the expedited framework process.

    Once fully settled, these claims will represent almost $1.4 billion in combined compensation to these First Nations under an expedited resolution strategy for agricultural benefit claims. Under this framework, Canada has provided a total of $1,937,805,226 to First Nations in the western provinces since May 2023.

    The socio-economic gaps between Indigenous and non-Indigenous Peoples in Canada are the result of decades of colonial policies, which often led to the denial and dispossession of land and resources. Honouring Canada’s legal obligations and properly compensating Indigenous Peoples for what was unlawfully taken or withheld from them is fundamental to advancing the United Nations Declaration on the Rights of Indigenous Peoples in order to rebuild trust with Indigenous communities.

    The successful resolution of specific claims is a key step in Canada’s reconciliation with First Nations—one that acknowledges and addresses the wrongs of the past and helps to build a better future. These settlements represent Canada’s commitment to addressing historical wrongs for the past, current and future generations of the affected Nations.

    • Treaty 5, also known as the Winnipeg Treaty, was signed in 1875–76 by the federal government, Ojibwe peoples and the Swampy Cree of Lake Winnipeg. Treaty 5 covers much of present-day central and northern Manitoba, as well as portions of Saskatchewan and Ontario.

    • Treaty 6 is an agreement between the Crown and the Plains and Woods Cree, Assiniboine, and other band governments at Fort Carlton and Fort Pitt, representing most of the central area of the current provinces of Saskatchewan and Alberta. Treaty 6 signings began on 18 August 1876 and ran until 9 September 1876.

  • MIL-OSI Security: Syracuse Man Pleads Guilty to Sexual Exploitation of a Child and Distribution of Child Pornography

    SYRACUSE, NEW YORK – William Seneca, Sr., age 64, of Syracuse, pled guilty today to sexual exploitation of a child and distribution of child pornography. United States Attorney Carla B. Freedman and Erin Keegan, Special Agent in Charge of the Buffalo Field Office of Homeland Security Investigations (HSI), made the announcement.

    As part of his guilty plea, Seneca admitted that from approximately 2000 through 2008 he engaged in sexual conduct with V1, starting when V1 was about seven years old. On several different occasions during that period, Seneca created child pornography depicting V1. Seneca also admitted that, on at least one occasion, he distributed the material he created depicting V1 to someone in Canada.

    Sentencing is scheduled for February 13, 2025, before Chief United States District Judge Brenda K. Sannes. Seneca faces a term of imprisonment of least 15 years and up to 50 years, post-release supervision of between five years and life, a fine of up to $250,000, and restitution to the victim. Seneca also will be required to register as a sex offender upon release.

    This case was investigated by Homeland Security Investigations (HSI) with the assistance of the New York State Police and is being prosecuted by Assistant United States Attorney Michael D. Gadarian as part of Project Safe Childhood.

  • MIL-OSI Security: Edmonton — Alberta RCMP promotes Parachute Canada’s Youth Road Safety Week

    Edmonton, Alta. – From October 20 to 26, Alberta RCMP is helping to promote road safety for all youth road users. The annual campaign aims to increase road safety awareness in youth ages 15 to 24. This year’s campaign theme is #OurFutureRoads, focusing on empowering youth to shape the roadway systems being built today to ensure everyone can travel safely.

    Road crashes are the third-leading cause of death among young people aged 15 to 24 in Canada, for this reason it is vital to ensure youth are part of the safety conversation.

    This year Alberta RCMP encourages youth to speak up about road safety issues in their communities, such as:

    • Dimly lit roadways that could use more lighting for pedestrian safety
    • A busy intersection that could use traffic calming measures
    • Areas in the community that lack bike lanes for safer cycling

    “youth use many modes of transportation, from driving to cycling, and even public transit,” states Sgt. Darrin Turnbull, Alberta RCMP Traffic. “It’s important that they feel heard regarding issues in their communities that relate to their safety, such as roadways.   • MIL-OSI Security: Walton — East Hants District RCMP investigates fatal crash in Walton

    East Hants District RCMP is investigating a fatal crash that occurred in Walton.

    On October 17, at approximately 12:12 p.m., East Hants District RCMP, fire services, and EHS responded to a report of a vehicle that had crashed into a residence along Hwy. 215. RCMP officers learned that a Toyota Camry had veered off the roadway, rolled, and came to rest against the house.

    The driver and sole occupant of the Camry, a 19-year-old man from Upper Kennetcook, was located deceased at the scene. Nobody at the residence was physically injured.

    An RCMP collision reconstructionist attended the scene and the investigation is ongoing. Hwy. 215 was closed for several hours but has since reopened.

    Our thoughts are with the victim’s loved ones at this difficult time.

    Changes to Agriculture Financial Services Corporation (AFSC)’s AgriStability program will reduce paperwork and lower costs for producers.

    Farmers are vital to Alberta’s economy, providing essential food resources and driving rural prosperity, yet they often face burdensome paperwork and high accounting fees that hinder their productivity. Governments are making changes to the AgriStability program to address these challenges.

    A new option to align AgriStability reporting with tax filing in 2025 will result in less paperwork, reduce accounting fees, and make enrolment and participation in the program much easier. An accelerated deadline to submit program forms to AFSC will lead to earlier payment. Enrolling in AgriStability can also provide producers access to other credit options like the federal Advance Payments Program, which offers low-cost cash advances. 

    AgriStability is an individual, whole-farm, margin-based program that helps producers who experience margin declines greater than 30% due to production loss, adverse market conditions and increased costs. In 2023, AgriStability also increased compensation for margin declines exceeding 30%, offering 80 cents per dollar of decline, up from the previous rate of 70 cents.

    Producers rely on business risk management programs to offset the financial impact of many challenges. AgriStability provides income stabilization protection to help producers manage large margin declines that threaten their farm’s viability.

    Risk management is critical in farming and each producer needs to examine their situation and the tools available before making decisions. AFSC has a robust suite of lending, business risk management and insurance options that producers can access.

    Albertans expect free and fair elections, recognizing that these principles are essential for a healthy democracy. During the spring session, the legislature passed legislation to strengthen voter confidence and increase transparency in local elections. Ahead of the 2025 municipal elections, Alberta’s government has developed corresponding regulations.

    Bill 20, the Municipal Affairs Statutes Amendment Act, made changes to the Local Authorities Election Act (LAEA) and the Municipal Government Act (MGA) to add greater transparency to local election processes and require greater accountability from local councils and elected officials. The new regulations will establish expense limits for local election campaigns across Alberta and create rules for local political parties in Calgary and Edmonton. The legislation and corresponding regulations will come into force on Oct. 31, in advance of the upcoming local election year.

    Local Authorities Election Act

    As announced when the Municipal Affairs Statutes Amendment Act was tabled during the spring 2024 legislative session, changes to the LAEA:

    • permit the establishment of local political parties
    • set the framework for campaign expense limits
    • expand the use of special ballots in local elections
    • prohibit the use of automated voting equipment, including electronic tabulators
    • clarify the rules and processes for scrutineers
    • allow municipalities to require criminal record checks for local candidates

    Local Political Parties and Slates Regulation

    Under the LAEA, the new regulations allow local political parties and slates to register and be listed on municipal election ballots in Calgary and Edmonton for the October 2025 election. The regulation for local political parties and slates outlines strict rules for their registration, operation and financial administration, similar to existing rules that govern local candidates and provincial political parties.

    Local political parties and slates will not be permitted to have formal affiliation with a provincial or federal political party, may not have a name or acronym that resembles a provincial or federal political party, and will not be permitted for school board trustee elections. Local candidates will not be required to join a local political party or slate to run for office.

    Expense Limits Regulation

    Under the LAEA, the Expense Limits Regulation creates expense limits for local candidates and third-party advertisers across Alberta, while introducing similar limits for local political parties in Edmonton and Calgary.

    The regulations specify expense limits during both the year of the election as well as non-election years. These new limits tie campaign expense limits to municipal populations and automatically adjust with changes in population over time.

    • The LAEA establishes the framework for the conduct of elections in Alberta municipalities, school divisions, irrigation districts and Metis Settlements.
    • The MGA establishes the rules governing the conduct of local elected officials once on council, as well as the overall administration and operation of municipal authorities in Alberta, including any policy those authorities may wish to implement.
    • The Municipal Affairs Statutes Amendment Act also made changes to the MGA and will:
      • allow the provincial cabinet to order a vote of the electors to dismiss a councillor cabinet considers to be unwilling, unable or refusing to do the job for which they were elected, or if cabinet considers such a vote to be in the public interest
      • allow the provincial cabinet to require a municipality to amend or repeal a bylaw if it:
        • exceeds the scope of the MGA or otherwise exceeds the authority granted to a municipality under the MGA or any other statute
        • conflicts with the MGA or any other statute
        • is contrary to provincial policy or
        • contravenes the Constitution of Canada
      • unlock new tools to facilitate building affordable and attainable housing by:
        • exempting non-profit affordable housing from property taxation
        • letting municipalities offer multi-year residential property tax exemptions for housing developments
        • requiring municipalities to provide electronic options for participation in public hearings
        • restricting municipalities from holding additional public hearings that are not required by legislation
    • The next round of municipal elections across Alberta is scheduled for Oct. 20, 2025.

    Concordia University initiative will support research and innovation in sustainability

    Across Canada, universities are at the forefront of innovation, advancing research and preparing future leaders in critical fields. To maintain Canada’s leadership in clean energy and sustainable technologies, the Government of Canada is investing in groundbreaking initiatives that will support cutting-edge research and foster the development of the next generation of skilled workers.

    Today, the Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry, announced that Concordia University will establish a thematic campus in Shawinigan, Quebec, focused on energy transition. The campus will be dedicated to advancing clean energy research, which is critical to addressing climate change and promoting sustainability. This project is part of Concordia University’s “Volt-Age: Where Innovation Meets Purpose” initiative, which received a $123 million investment through the $1.4 billion Canada First Research Excellence Fund (CFREF) in 2022. CFREF supports world-leading research at Canadian universities and colleges.

    The campus will foster collaboration between Concordia University, the City of Shawinigan and the National Center in Environmental Technology and Electrochemistry (CNETE), aligning with broader federal efforts to address critical challenges in energy storage, transport electrification and sustainable innovation.

    This investment highlights the importance of connecting academic research with local and international partners to deliver tangible social and economic benefits for Canadians, while positioning Canada at the forefront of clean energy research.

    In support of this new initiative, the National Research Council of Canada signed a memorandum of understanding with Concordia University today to advance battery materials research in Canada and address the gaps in next-generation battery processing and manufacturing.

  • MIL-OSI Security: RM of Tache — St-Pierre-Jolys RCMP respond to fatal two-vehicle collision

    On October 18, 2024, at approximately 1:40 am, St-Pierre-Jolys RCMP responded to a report of a two-vehicle collision in the eastbound lane of Highway 1, located between Road 27E and Road 28E, in the RM of Tache.

    The initial investigation has determined that a vehicle, travelling westbound in the eastbound lane, collided with an eastbound semi-trailer. Both vehicles entered the ditch and caught on fire.

    The 36-year-old male driver of the semi-trailer along with his 37-year-old male passenger were treated on scene for minor injuries.

    The driver, and lone occupant of the vehicle, was pronounced deceased on scene. The deceased has not yet been identified.

    St Pierre-Jolys RCMP, along with an RCMP Forensic Collision Reconstructionist, continue to investigate.

    When children have access to healthy food, they do better in school and are set up to succeed.

    The federal government’s generational investments like the Canada Child Benefit, which provides families with up to nearly $8,000 per child, per year, help cover the costs of essentials children need. We’re building on this support by providing healthy meals at school, so children have what they need to learn, grow, and succeed—regardless of their family’s circumstances.

    Today, the Honourable Chrystia Freeland, Deputy Prime Minister and Minister of Finance, and the Honourable Wab Kinew, Premier of Manitoba, alongside the Honourable Jenna Sudds, Minister of Families, Children and Social Development and the Honourable Dan Vandal, Minister of Northern Affairs, announced that the governments of Canada and Manitoba have reached an agreement to expand school food programs in Manitoba. This agreement, made possible by the federal government’s $1 billion National School Food Program, will enhance and expand Manitoba’s existing school food programs to provide meals to about 19,080 more kids every year, starting this school year.

    Manitoba is the second province, after Newfoundland and Labrador, to sign an agreement with the federal government for the new National School Food Program. Today’s agreement includes an initial federal investment of approximately $17.2 million over the next three years to ensure more kids get the nutritious food they need to thrive. 

    The federal government invites all provinces and territories to help more kids get access to school food by reaching these agreements. It is one of the best investments we can make to lower costs, support families, and care for the next generation.

    With an investment of $1 billion over five years, the National School Food Program will feed up to 400,000 more kids across Canada every year. This is a generational investment, especially in the most vulnerable children, who are most impacted by a lack of access to food. Through today’s agreement, the federal government is helping children across Manitoba reach their full potential.

    • In Budget 2024, the federal government launched a new National School Food Program, providing $1 billion over five years, to provide meals for up to 400,000 more kids each year, ensuring all children have the food they need to have the best start in life, regardless of their family circumstances.

      • The Program is expected to save the average participating family with two children $800 per year in grocery costs, with lower-income families benefitting the most.
      • Budget 2024’s investment of $1 billion over five years includes distinctions-based funding for First Nations on-reserve, as well as Inuit, Métis, and Modern Treaty and Self-Government agreement holders. The federal government is working directly with Indigenous partners to rollout that funding, with more information to come.
    • On June 20, 2024, the federal government released the National School Food Policy, as the foundation for collaborative and complementary action by all orders of government to improve access to food at school. 

    • In addition to the National School Food Program, the federal government launched the new School Food Infrastructure Fund in September, which will deliver $20.2 million to help not-for-profit organizations invest in infrastructure and equipment to support school food programming across Canada. 

    • In addition to today’s $17.2 million federal investment, the Government of Manitoba is investing $30 million to create a Universally Accessible School Nutrition Program for 2024-2025, which will deliver funding through three streams:

      • $15 million directly to Manitoba’s 37 school divisions;
      • $6 million to 50 schools in communities with high socioeconomic need; and,
      • $9 million in grants to community partners.
    • To give every child the best start in life, the federal government is also:

      • Giving families more money through the Canada Child Benefit to help with the costs of raising children and make a real difference in the lives of kids in Canada. The Canada Child Benefit, which is providing up to nearly $8,000 per child in 2024-25, is indexed annually to keep up with the cost of living and has helped lift hundreds of thousands of children out of poverty since its launch in 2016.
      • Building a Canada-wide system for $10-a-day child care, which has already cut fees for regulated child care to an average of $10-a-day or less in over half of all provinces and territories, and by 50 per cent or more in all others.
      • Rolling out the Canadian Dental Care Plan, which is already available for children under 18, with family incomes under $90,000, because no one should have to choose between taking care of their kids’ teeth and putting food on the table. Families are encouraged to apply online at Canada.ca/dental.

    Jasper’s value is beyond measure. For decades, Jasper has been a place where families and friends from Alberta and across the world have travelled to experience the incredible Canadian Rockies, connect with locals and make memories that last a lifetime.

    As Jasper has a tourism-based economy, tourism is essential for the recovery of the community. Alberta’s government is committed to that recovery, and the recovery of the tourism sector in Jasper and surrounding areas. As a show of that commitment, Alberta’s government has earmarked $2.5 million to support Jasper’s tourism industry.

    “Tourism is the backbone of Jasper’s economy, and for the town to rebuild, we need to see a strong return of tourism businesses, accommodation providers, services and experiences. This funding will help Jasper’s tourism businesses prepare to welcome visitors this fall and winter, ensuring they remain viable and ready for next summer.”

In the immediate aftermath of the fires, this funding helped support the Jasper is Recovering campaign, and will support promotional activities to encourage visitation this fall and winter, sustainability funding for Tourism Jasper, and funding for existing tourism businesses to activate fall and winter experiences.

  • MIL-OSI Security: Windsor — West Hants RCMP arrest youth after threats made

    West Hants RCMP Detachment has arrested a youth after they uttered threats toward other youths at a high school.

    On October 16, at approximately 5:40 p.m., West Hants RCMP received a report that a youth told other youths about plans to bring a weapon to school the following day and target specific students.

    Officers immediately followed up with witnesses then attended a residence later that evening and arrested a youth. The investigating officers also executed a search warrant at a residence and seized a firearm and two replica firearms, as well as other evidence relevant to the investigation.

    “Safety concerns for schools, such as threats, are taken seriously and investigated thoroughly,” says Cst. Richard Collins, School Safety Resource Officer at West Hants RCMP Detachment. “I’m glad the witnesses who heard these threats were brave enough to talk about them with people they trust because it allowed us to take steps that may have prevented potential violence from taking place.”

    The youth, who will face charges of Uttering Threats, was released on conditions pending an appearance in Windsor Provincial Court on December 6.

    The investigation is ongoing and is being led by the West Hants RCMP.

    Jasper is one of Canada’s most iconic destinations, treasured by Canadians and renowned around the world. With its proximity to majestic mountains and clear blue lakes, Jasper draws over two million visitors from across Canada and around the world every year. This summer’s wildfires had a devastating impact on Jasper and the region’s economy, which is built on tourism. That’s why the Government of Canada is taking action to support Jasper’s recovery and help its tourism industry come back strong.

    The Honourable Soraya Martinez Ferrada, Minister of Tourism and Minister responsible for the Economic Development Agency of Canada for the Regions of Quebec, alongside Marsha Walden, President and CEO of Destination Canada, the Honourable Joseph Schow, Alberta Minister of Tourism and Sport, Richard Ireland, Mayor of the Municipality of Jasper, David Goldstein, CEO of Travel Alberta, and Tyler Riopel, CEO of Tourism Jasper, today announced $3 million in support from the Government of Canada to help Jasper and the region’s tourism industry recover, rebuild and retake its place on the world stage. This is made possible through collaboration between Destination Canada and Travel Alberta, which are integrating their marketing strategies to showcase one of Canada’s most sought-after experiences.

    Key marketing initiatives delivered by Destination Canada include:

    • investing in Destination Canada-led seasonal marketing campaigns, in collaboration with Travel Alberta, with a focus on the United States—Canada’s top international arrivals market;
    • co-investing in opportunities for targeted Destination Canada-led marketing programs in additional key markets such as the United Kingdom, France, Germany, Japan, South Korea, Australia and Mexico;
    • hosting Canada’s largest global tourism media event in Jasper in September 2025, which will be organized in collaboration with Travel Aberta and Tourism Jasper and will serve as a platform to foster relationships between over 80 top-tier travel media outlets from around the world and Canadian tourism industry representatives; and
    • leveraging Destination Canada’s $50 million International Convention Attraction Fund.     

    These important investments build on significant support for Jasper already announced by the Government of Canada. This began with calling in the Canadian Armed Forces to fight the wildfires in July. As Jasper began to recover, the government matched donations and ensured local residents received the benefits and services they needed. As the town started rebuilding, the government quickly made changes to put the municipality in charge of the effort. This work is being directed by a special cabinet committee, led by the Honourable Randy Boissonnault. 

    Today’s announcement followed Minister Ferrada and Minister Schow’s co-hosting of the annual Canadian Council of Tourism Ministers meeting in Banff, Alberta and subsequent tour of the region. At the meeting, federal, provincial and territorial ministers responsible for tourism discussed challenges facing the tourism sector and cross-governmental opportunities to support its growth.

  • MIL-OSI Canada: Company sentenced for workplace fatality

    Glenmore Fabricators Ltd. pleaded guilty to one count under the Occupational Health and Safety Code for failing to develop and comply with procedures certified by a professional engineer. The company was sentenced Oct. 15 in the Calgary Court of Justice. The Crown withdrew 10 other charges under OHS legislation.

    The charges stem from an incident at the company’s Calgary facility on Aug. 16, 2021. A worker was moving a steel beam with an overhead crane when the beam released from the rigging and struck the worker, causing fatal injuries.

    The company was assessed $200,000 in total penalties, including a $1,000 fine inclusive of the 20 per cent victim fine surcharge. Under a creative sentence, the company was ordered to pay $174,000 to the Southern Alberta Institute of Technology (SAIT) to purchase equipment to support the electrical and welding apprenticeship programs. Glenmore Fabricators Ltd. was also ordered to pay $25,000 to the Manufacturers’ Health and Safety Association (MHSA) to enhance the rigging resource centre website. The company was also placed on two years of enhanced regulatory supervision.

    The Occupational Health and Safety Act provides a creative sentence option in which funds that would otherwise be paid as fines are directed to an organization or project to improve or promote workplace health and safety. Creative sentences can also include an enhanced regulatory supervision order, which requires a convicted party to complete a number of action items to improve corporate or individual health and safety systems or knowledge.

    Both the company and the Crown have up to 30 days to appeal the conviction or penalties.

    Alberta’s OHS laws set basic health and safety rules for workplaces across the province. They provide guidance for employers to help them ensure their workplaces are as healthy and safe as possible while providing rights and protections for workers. Charges under OHS laws may be laid when failing to follow the rules results in a workplace fatality or serious injury.

    Youth dating violence can have long-lasting health and social consequences, including physical injury, mental health impacts, higher-risk of substance use and difficulties in future relationships. The Government of Canada is committed to providing the support to help youth develop and maintain healthy relationships throughout their lives.

    Today, the Honourable Ya’ara Saks, Minister of Mental Health and Addictions and Associate Minister of Health, announced almost $15.5 million, over the next five years, for 12 projects that focus on youth dating violence prevention across Canada. These projects will promote healthy relationships through the delivery and testing of innovative, evidence-based interventions, as well as training for service providers and educators. These initiatives will help foster safe environments where young people can form positive, healthy relationships free from abuse. By supporting these efforts, we can help reduce the prevalence of dating violence and help provide a safer future for youth living in Canada.

    The successful funding recipients are community associations and non-profit organizations as well as universities from across Canada, who are all dedicated to delivering and testing impactful programs and interventions that will make a lasting difference for youth and their communities. They include the Antigonish Women’s Resource Centre and Sexual Assault Services Association, the University of Calgary, Université du Québec à Montréal, the University of Windsor, the Coaching Association of Canada, Family Service Saskatoon, the Immigrant and Refugee Community Organization of Manitoba, L’Anonyme, Lakehead University, Elizabeth Fry Toronto, the Students Commission of Canada, and the Victoria Sexual Assault Centre.

    • Nearly half of Canadian teens (45%) report experiencing dating violence since age 15.

    • The 12 projects announced today are the result of a call for proposals.

    • The nearly $15.5 million investment supports projects that scale up, deliver, and further test youth dating violence prevention interventions that have been shown to be effective, as well as those that meet the needs of key populations, such as youth with a disability, Black and racialized youth, and those who are part of immigrant, refugee and newcomer communities.

    • The Public Health Agency of Canada is investing up to $21 million per year until 2026, and more than $14 million ongoing to support projects that promote safe relationships, prevent youth dating violence, family violence and child maltreatment, and equip health professionals and service providers to recognize and respond safely to gender-based violence.

    • As part of the federal Gender-based Violence Strategy, the Government of Canada has invested more than $800 million since 2017, with $44 million per year ongoing in preventing gender-based violence (including family violence), supporting victims, survivors, and their families and promoting a responsive  justice system.

    • In addition, the Government of Canada invested $539.3 million over five years (2022 to 2027), to support provinces and territories in their efforts to implement the National Action Plan to End Gender-based Violence.

    FedNor funds will support three projects fostering new and existing businesses as well as tourism

    October 17, 2024 – Elliot Lake, ON – Federal Economic Development Agency for Northern Ontario – FedNor

    Terry Sheehan, Member of Parliament for Sault Ste. Marie and Parliamentary Secretary to the Minister of Labour and Seniors, today announced a total FedNor investment of $1,696,000 in three projects in the East Algoma – Lake Huron North Shore area. The announcement was made on behalf of the Honourable Patty Hajdu, Minister of Indigenous Services and Minister responsible for FedNor.

    Of the total funds, $1,600,000 will go to the East Algoma Community Futures Development Corporation (EACFDC) in support of operating costs for a five-year period beginning April 1, 2024. The funding will help EACFDC provide business counselling and investment services to small and medium-sized businesses, as well as leadership in community strategic planning and socio-economic development. In the previous five-year operating period, EACFDC assisted over 50 businesses, including new startups. They also helped create or maintain over 100 jobs in their catchment area.

    The remaining FedNor funds will go to the City of Elliot Lake for two projects. $72,000 will support the community in developing a detailed tourism strategy. This project will provide the City of Elliot Lake with detailed activities and measurable goals on how to increase tourism. The remaining $24,000 will support the community in completing infrastructure service for a new industrial park development. This will include project design and electrical hook up of a lift station. These two projects will strengthen the local economy by supporting business development, and by bolstering hospitality and retail in the community.

    VANCOUVER, British Columbia, Oct. 17, 2024 (GLOBE NEWSWIRE) — Westhaven Gold Corp. (TSX-V:WHN) (“Westhaven” or the “Company”) is pleased to announce the closing of its previously announced brokered private placement (the “Offering“) for aggregate gross proceeds of C$6,000,004.50, which includes the full exercise of the agent’s option for proceeds of C$1,000,002.50. Under the Offering, the Company sold the following:

    • 10,000,000 units of the Company (each, a “Unit”) at a price of C$0.15 per Unit for gross proceeds of C$1,500,000 from the sale of Units;
    • 5,714,300 common shares of the Company that qualify as “flow-through shares” within the meaning of subsection 66(15) of the Income Tax Act (Canada) (each, a “Traditional FT Share”) at a price of C$0.175 per Traditional FT Share for gross proceeds of C$1,000,002.50 from the sale of Traditional FT Shares; and
    • 15,909,100 flow-through units of the Company (each, a “Charity FT Unit”, and collectively with the Units and Traditional FT Shares, the “Offered Securities”) at a price of C$0.22 per Charity FT Unit for gross proceeds of C$3,500,002 from the sale of Charity FT Units.

    In connection with the Offering, Rob McEwen made a strategic investment of C$1.5 million. Following the completion of the Offering, Mr. McEwen owns approximately 5.3% of the issued and outstanding common shares of the Company. Mr. McEwen is the founder and former Chairman of Goldcorp, is currently the Executive Chairman and largest shareholder of McEwen Mining Inc. and is a member of the Mining Hall of Fame.

    TOPEKA – Governor Laura Kelly announced today that the 2024 Kansas Economic Report shows growth in the state’s labor workforce, continued low unemployment, and record exports. The report, produced by the Labor Market Information Services division of the Kansas Department of Labor (KDOL), comprehensively analyzes the state’s economic health and labor market trends.

    The annual publication highlights critical data on employment, unemployment, labor force participation, job growth, personal income, and more, providing an essential resource for businesses, policymakers, and job seekers.

    • Labor Force Growth: In 2023, Kansas saw a 0.6% increase in its labor force, adding 8,385 individuals and bringing the total labor force to over 1.51 million. The number of employed Kansans reached a record high of 1.47 million, reflecting the state’s resilience and ongoing recovery.
    • Unemployment Rates: Kansas maintained a low unemployment rate, rising slightly to 2.7% in 2023, still well below the national average of 3.6%. Despite the modest increase, Kansas continues to outperform the national labor market.
    • Job Market Rebounds: Kansas’ nonfarm jobs surpassed pre-pandemic levels, with a total of 1.44 million jobs in 2023. Private sector employment led this growth, adding 23,800 jobs, while the government sector added 3,700 jobs.
    • Industry and Occupational Projections: Health care, transportation, and computer-related occupations are expected to grow significantly through 2032. Occupations typically requiring a bachelor’s degree are expected to add the most jobs from 2022 to 2032.

About half of Albertans will develop cancer in their lifetime, with more than 23,300 new cancer cases expected this year. The Arthur Child has an extensive scope and integration of cancer care services, making it one of the most advanced cancer centres in the world. The centre will open in phases to ensure that the final stages of quality assurance around every aspect of the building are carried out.

    The Arthur Child was created with input from cancer patients and their families. Since 2014, patient and family advisers have volunteered more than 4,800 hours to help bring the project from conception to completion.

    The Arthur Child offers both inpatient and outpatient services, placing patients at the centre of a multidisciplinary health system.  Research at the facility will focus on prevention, early detection, patient-centred treatment, supportive care and patient experiences and outcomes.

    Jacquelyn Shuman, FireSense Project Scientist at NASA Ames Research Center, originally wanted to be a veterinarian. By the time she got to college, Shuman had switched interests to biology, which became a job teaching middle and high school science. Teaching pivoted to finance for a year, before Shuman returned to the science world to pursue a PhD.
    It was in a forest ecology class taught by her future PhD advisor, Herman “Hank” Shugart, that she first discovered a passion for ecosystems and dynamic vegetation that led her into the world of fire science, and eventually to NASA Ames.
    While Shuman’s path into the world of fire science was not a direct one, she views her diverse experiences as the key to finding a fulfilling career. “Do a lot of different things and try a lot of different things, and if one thing isn’t connecting with you, then do something different,” Shuman said.

    Shuman’s PhD program focused on boreal forest dynamics across Russia, examining how the forest changes in response to climate change and wildfire. During her research, she worked mainly with scientists from Russia, Canada, and the US through the Northern Eurasia Earth Science Partnership Initiative (NEESPI), where Shugart served as the NEESPI Chief Scientist. “The experience of having a highly supportive mentor, being a part of the NEESPI community, and working alongside other inspiring female scientists from across the globe helped me to stay motivated within my own research,” Shuman said.
    After completing her PhD, Shuman wanted to become involved in collaborative science with a global impact, which led her to the National Center for Atmospheric Research (NCAR). There, she spent seven years working as a project scientist on the Next Generation Ecosystem Experiment NGEE-Tropics) on a dynamic vegetation model project called FATES (Functionally Assembled Terrestrial Ecosystem Simulator). As part of the FATES team, Shuman used computer modeling to test vegetation structure and function in tropical and boreal forests after wildfires, and was the lead developer for updating the fire portion of the model.

    Fire has also played a powerful role in Shuman’s personal life. In 2021, the Marshall Fire destroyed neighborhoods near her hometown of Boulder, Colorado, causing over $513 million of damage and securing its place as the state’s most destructive wildfire. Despite this, Shuman is determined to not live in fear. “Fire is part of our lives, it’s a part of the Earth system, and it’s something we can plan for. We can live more sustainably with fires.” The way to live safely in a fire-inclusive ecosystem, according to Shuman, is to develop ways to accurately track and forecast wildfires and smoke, and to respond to them efficiently: efforts the fire community is continuously working on improving.

    Collaboration is a critical element of wildland fire management. Fire science is a field that involves practitioners such as firefighters and land managers, but also researchers such as modelers and forecasters; the most effective efforts, according to Shuman, come when this community works together. “People in fire science might be out in the field and carrying a drip torch and marching along in the hilltops and the grasslands or be behind a computer and analyzing remote sensing data,” Shuman said. “We need both pieces.”
    Protecting communities from wildfire impacts is one of the most fulfilling aspects of Shuman’s career, and a goal that unites this community. “Fire research poses tough questions, but the people who are thinking about this are the people who are acting on it,” Shuman said. “They are saying, ‘What can we do? How can we think about this? What information do we need? What are the questions?’ It’s a special community to be a part of.”

    Currently at NASA Ames Research Center, Shuman is the Project Scientist for FireSense: a project focused on delivering NASA science and technology to practitioners and operational agencies. Shuman acts as the lead for the project office, identifying and implementing tools and strategies. Shuman still does ecosystem modeling work, including implementing vegetation models that forecast the impact of fire, but also spends time traveling to active fires across the country so she can help partners implement NASA tools and strategies in real time.

    “Right now, many different communities are all recognizing that we can partner to identify the best path forward,” Shuman said. “We have an opportunity to use everyone’s strengths and unique perspectives. It can be a devastating thing for a community and an ecosystem when a fire happens. Everyone is interested in using all this collective knowledge to do more, together.”

  • MIL-OSI Canada: The Government of Canada renews funding for immigration and refugee legal aid services in Manitoba

    Access to justice is a fundamental value in the Canadian justice system and an essential part of a fair society. It is a priority of the Government of Canada to ensure access to justice for low-income persons and make sure that the Canadian justice system is fair, efficient and accessible and that public confidence in the justice system is maintained.

    On October 17, Member of Parliament for Winnipeg South, Terry Duguid, on behalf of the Honourable Arif Virani, Minister of Justice and Attorney General of Canada, announced funding of $1.038 million over three years (2024 – 2027) for Legal Aid Manitoba to provide a range of immigration and refugee legal aid services to eligible persons. It includes:

    • Preparing the Basis of Claims for refugee claimants, a mandatory document for all claimants;
    • Providing legal representation at hearings before the Immigration and Refugee Board; and
    • Offering legal assistance for detainees at Immigration Holding Centres.

    Providing this type of legal support helps keep the entire court system running more efficiently for all people in Canada.

    Legal Aid Manitoba receives this renewed funding from Justice Canada’s Legal Aid Program, and through a bilateral Agreement Respecting Immigration and Refugee Legal Aid.  The Legal Aid Program funds the provinces and the territories to deliver legal aid services. This includes criminal legal aid, and immigration and refugee legal aid.

    Legal Aid Manitoba provides free or affordable legal services to low-income adults and youth, groups promoting issues of public concern, and refugee claimants.

    Federal-provincial investment will provide new mental health resources

    Oct. 17, 2024 – Toronto, Ontario  –  Agriculture and Agri-Food Canada

    The governments of Canada and Ontario are investing nearly $1.8 million over 2 years to provide international agricultural workers (IAWs) in Ontario with enhanced access to mental health supports in Spanish, Tagalog, French and English.

    Delivered by the Canadian Mental Health Association (CMHA), Ontario Division, in close partnership with its Windsor-Essex and Brant-Haldimand-Norfolk regional branches, the International Agricultural Worker Wellness Program will support IAWs with managing stress, homesickness and isolation. The program will provide referrals to free local services, including recreational activities, primary care, counselling, support groups, in-person workshops, and more.

    The program will launch in early 2025 and be delivered over 2 years, with resources available in Spanish, French and English in year 1, expanding to include Tagalog in year 2. The program will focus on the Windsor-Essex region first and then expand to Brant-Haldimand-Norfolk in year two. Both regions have high populations of IAWs. In the second year, the program will also offer support to farm operators with workshops on how to create safer workplaces.

    This investment recognizes the critical contribution IAWs make in Ontario’s agricultural economy. It builds on the success of the IAW Welcome Centre and the IAW Welcoming Communities Initiative.

    This program is funded through the Sustainable Canadian Agricultural Partnership (Sustainable CAP), a 5-year (2023-2028), $3.5-billion investment by federal, provincial and territorial governments to strengthen competitiveness, innovation, and resiliency of Canada’s agriculture, agri‐food and agri‐based products sector. This includes $1 billion in federal programs and activities and a $2.5 billion commitment that is cost-shared 60% federally and 40% provincially/territorially for programs designed and delivered by the provinces and territories.

    • The governments of Canada and Ontario also recently announced a $178,000 expansion of the Farmer Wellness Initiative to include delivery of services in Spanish for Ontario farm workers.

The federal government is supporting Calgary’s leading-edge companies to continue growing and creating quality jobs that Canadians can count on.

    Today, George Chahal, Member of Parliament for Calgary Skyview, on behalf of the Honourable Dan Vandal, Minister for PrairiesCan, announced a federal investment of over $13 million for eight Calgary and area companies to scale-up, access new markets for their products and services, and create new opportunities for job seekers. Each of these companies is a leader in developing innovative applications in sectors such as digital, healthcare and clean technology.

    Local companies receiving support include:

    • Aligned Outcomes is receiving up to $178,088 to upgrade its Enterprise Digital Twin platform software to support expansion into the post-secondary market and create new jobs in Alberta’s digital sector.
    • Avanti Software is receiving up to $3,000,000 to optimize functionality and competitiveness of human resource management software to scale-up the company’s business prospects nationally and increase market share.
    • Global Analyzer Systems is receiving up to $1,500,000 to launch and scale-up an advanced nitrogen dioxide analyzer using enhanced efficient and cost-effective technology that supports more stringent pollutant regulation and lowering the carbon footprint.
    • Morweb is receiving up to $850,000 to accelerate the growth of its sales, marketing and product development to enhance its cutting-edge website platform, which empowers non-profit organizations worldwide to build and manage dynamic, mission-driven websites with ease and advanced functionality.
    • PK Sound is receiving up to $2,282,377 to accelerate the manufacturing of its patented robotic audio systems to meet growing global demand.
    • Surface Medical is receiving up to $262,362 to accelerate sales and marketing to fuel revenue growth for its market-first, patented product called CleanPatch which helps keep healthcare surfaces clean and safe for patients and workers.
    • TEKTELIC is receiving up to $3,979,752 to develop, test, certify, manufacture and launch digital health ‘Internet of Things’ products and solutions for the Canadian health sector.
    • WaitWell is receiving up to $1,000,000 to enhance capabilities of current software to digitally transform services for clients, including analytics that will streamline operations as well as expand further into Canadian and American markets.

    In total, these investments are expected to help support approximately 180 jobs and enhance the ability of local companies to access the talent, technology and resources they need to bring Alberta-made innovations to new domestic and global markets.

    In line with the principles of the Government of Canada’s Framework to Build a Green Prairie Economy, these investments are about collaborating on local priorities and building on local strengths to support economic development, making a sustainable and prosperous net-zero economy achievable by enhancing capacity and skills development in Prairie communities, and providing support to grow businesses.

  • MIL-OSI New Zealand: New Zealand takes next step in dairy dispute with Canada

    New Zealand has today notified the Canadian Government and other Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) members that it has triggered mandatory negotiations in a dairy dispute with Canada, Trade and Agriculture Minister Todd McClay announced today. 

    In September last year, a Panel of Arbitrators ruled in favour of New Zealand, finding that Canada had breached its obligations under the CPTPP by blocking New Zealand dairy access. Canada has failed to comply with the ruling and under the Agreement the next step is for New Zealand to request formal negotiations.

    “New Zealand takes its obligations under trade agreements seriously. The CPTPP is one of the highest quality agreements signed by a group of like-minded economies,” Mr McClay says.

    “Parties to the agreement understood the commitments they were making when the agreement was signed, and it is important that they honour them.

    “As a matter of principle, the New Zealand Government expects our trade partners to treat our exporters fairly and within the rules of our agreements. Canada is not doing that in respect to the dairy quotas that were negotiated and agreed with New Zealand.”

    Mr McClay says New Zealand has decided to further pursue Canada for breaching its obligations under the CPTPP by blocking New Zealand dairy exporters’ access to the Canadian market.  

    “Canada can end this dispute by meeting its CPTPP obligations to us. If they continue to choose not to, they owe us compensation.

    “Now, more than ever, it is vital that international agreements and the obligations they contain are honoured. As an exporting nation New Zealand relies on trade commitments and market access that were negotiated in good faith.”

    Under the CPTPP dispute settlement process, negotiations must commence within 15 days of notification.
