The Government of Canada announced five projects receiving funding under the Low Carbon Economy Fund.

The Low Carbon Economy Fund is an important part of Canada’s clean growth and climate action plans. It invests in projects that reduce greenhouse gas emissions, generate clean growth, build resilient communities, and create jobs for Canadians.

The Low Carbon Economy Fund consists of four funding streams: the Leadership Fund, the Challenge Fund, the Indigenous Leadership Fund, and the Implementation Readiness Fund. Three of the projects announced are being funded by the Challenge Fund, which aims to help organizations adopt proven, low-carbon technologies to cut greenhouse gas emissions. The other two projects are being funded under the Indigenous Leadership Fund, which supports Indigenous-owned and Indigenous-led renewable energy, energy efficiency, and low-carbon heating projects across Canada.

The upgrades will include a wood pellet biomass heating system, energy-efficient windows and doors, fire-smart siding, enhanced insulation, air sealing, better ventilation, LED lighting, and a rooftop solar hot water preheat array with a sewage heat recovery system. The goal is to increase the energy efficiency of the building and eliminate oil-fired heating, while also reducing greenhouse gas emissions, lowering utility costs, and creating jobs.
    Province/Territory: Northwest Territories
    Funding amount: $2,330,000
    Funding stream: Indigenous Leadership Fund

    Recipient: Inuvialuit Regional Corporation
Project title: ISR Renewable Energy Cabin Retrofit

  • MIL-OSI USA: Celebrating Independence Day: a Message from IAM International President Brian Bryant

    Source: US GOIAM Union

    Dear IAM Family,

As we celebrate Independence Day and Canada Day, we recognize the powerful ideals that gave rise to our nations: liberty, equality, and the belief that ordinary people should have a voice in shaping their future.

For us in the IAM Union, these values are more than national pride—they are the very heart of the labor movement. The freedom to organize a union, to stand together in solidarity, and to demand fair wages, safe working conditions, and dignity on the job is a freedom worth celebrating—and protecting.

Our ability to organize and collectively bargain has lifted generations of working families out of poverty and into the middle class. Every time a group of workers stands up and says, “We deserve better,” they are honoring the legacy of those who came before—and blazing a trail for those who will come after.

These freedoms weren’t just given to us. They were fought for—by our brave men and women in uniform, and by union members who walked picket lines, who faced down powerful corporations, and who refused to back down in the face of injustice.

As we celebrate, let’s recommit to the struggle. Because these rights must belong to everyone—no matter who you are, who you love, or where you come from. Solidarity is our strength, and together, we will continue building a fairer, freer world for all working people.

    Sincerely,

    Brian Bryant
    IAM Union International President

  • MIL-OSI Canada: Province launches program to fund IVF, support families

Source: Government of Canada regional news

People on the path to parenthood now have more supports as the Province launches its first-ever, publicly funded in-vitro fertilization (IVF) program, making IVF care more affordable and accessible for hopeful parents throughout British Columbia.

“For people needing to access IVF care to start a family, the costs can make it simply out of reach,” said Josie Osborne, Minister of Health. “Being able to have a child shouldn’t depend on how much money you make. That’s why today we are launching B.C.’s first-ever, publicly funded IVF program that will ensure more people can access this life-changing treatment and bring hope to thousands of British Columbians on their path to parenthood.”

Starting Wednesday, July 2, 2025, eligible B.C. residents have access to one-time funding of up to $19,000 toward the cost of a single standard IVF cycle, including treatment and medications. Participating fertility clinics may now submit applications on behalf of their patients to the Ministry of Health. Applications will be reviewed in the order they are received, with provincial funding provided directly to a patient’s fertility clinics to limit up-front costs.

“For those wanting to start a family, barriers to conceiving a child can have a profound effect on people,” said Jennifer Blatherwick, parliamentary secretary for gender equity. “Empowering people in becoming parents sometimes means specialized supports are needed and B.C.’s new publicly funded IVF program will help more people on the path to parenthood.”

Funding amounts will be based on household income to ensure that more individuals and families can benefit from the program, with greater support for those who need it the most and are otherwise unable to afford the cost. Households with a pre-tax income of $100,000 or less will be eligible for the full $19,000, with benefits phasing out for households earning more than $250,000. The Province estimates that the program will fund between 1,100 and 4,500 IVF cycles, with the funding available this fiscal year.

To be eligible, individuals must be at least 18 years of age, 41 years of age or younger at the time of application and enrolled in the Medical Services Plan. Applicants who turned 42 between April 1, 2025, and July 2, 2025, are also eligible to apply. These criteria are in line with other Canadian jurisdictions.

B.C. will deliver the program through Olive Fertility Centre, Pacific Centre for Reproductive Medicine, and Grace Fertility and Reproductive Medicine. For those who need to travel, the Travel Assistance Program will help alleviate some of the transportation costs for those eligible B.C. residents receiving IVF treatment as part of this program.

This initiative is part of B.C.’s broader work to improve gender equity and reproductive autonomy. The Province is investing in improved access to maternal and women’s health services, including access to free prescription birth control, expanded perinatal care, mental health support and initiatives to address health equity throughout the province.

    Quotes:

Dr. K. Seethram, managing partner, Pacific Centre for Reproductive Medicine –

“The novel funding program in British Columbia has drawn from the pan-Canadian experience, stakeholder input and expert opinion to craft a very thorough and progressive model, which has the ability to change, scale and expand as shifts occur in the needs of our population. The program of provincial IVF funding will open doors for patients who could not otherwise access IVF care and creates an environment where infertility treatments can start quickly, restoring hope and promise to those in need.”

Niamh Tallon, clinical medical director, Olive Fertility Clinic –

“This is a monumental moment for individuals and couples struggling with infertility, who dream of starting or growing their families but rely on advanced fertility services. The B.C. government’s new funding initiative acknowledges the significant financial barriers many face. By addressing these challenges, this program is a critical step toward ensuring more equitable access to fertility care, aligning B.C. with other provinces that have already embraced similar measures.”

Anthony Cheung, clinical medical director, Grace Fertility Clinic –

“Grace Fertility Centre is so happy that provincial IVF funding is finally available for B.C. residents. IVF treatment is a highly emotional journey for anyone. To have some government support will certainly help to alleviate some of the financial stress.”

    Rachelle Pastilha, IVF patient –

“Knowing that the government is stepping in to help with funding makes a world of difference. It brings real hope — not just for us, but for so many others out there who are going through the same thing. So, thank you, from the bottom of my heart. This means more than words can say — for my family, and for countless others.”

  • MIL-OSI Canada: New chief, next step for municipal policing option

[. The IAPS will empower municipalities to adopt strategies that effectively respond to their specific safety concerns, enhancing public safety across the province.

Chief Parhar brings more than 25 years of policing experience, including senior roles with the Calgary Police Service, most recently as deputy chief. His frontline policing experience and deep understanding of Alberta’s complex and diverse public safety landscape positions him to lead the agency as it takes shape and begins its work as a new municipal policing option, keeping communities safe.

Once operational, the agency will strengthen Alberta’s existing policing model and complement the province’s current police services, which includes the RCMP, Indigenous policing services and municipal police. It will help fill gaps and ensure law enforcement resources are deployed efficiently to meet Alberta’s evolving public safety needs and improve law enforcement response times, particularly in rural communities.

“Appointing Chief Sat Parhar is a key milestone in Alberta’s plan to give municipalities a real choice in how their communities are kept safe. This is about building a modern police service that reflects the priorities of Albertans, strengthens local decision-making, and ensures every corner of our province, especially rural areas, can count on responsive, effective law enforcement. With his decades of experience and deep understanding of Alberta’s policing landscape, he is the right leader to bring this vision to life.”

    Danielle Smith, Premier

“This appointment signifies a significant step forward in our efforts to establish a more robust, community-focused policing model that is better equipped to meet the unique needs of our local residents. Under Chief Parhar’s visionary leadership, we are confident that we will develop a modern, efficient police service that not only enhances public safety but also aligns closely with the priorities and values of Albertans. His experience and commitment are vital in shaping an IAPS that is responsive, transparent, and dedicated to fostering trust and collaboration within the community, ultimately ensuring a safer and more connected society for all.”

Mike Ellis, Minister of Public Safety and Emergency ServicesMike Ellis, Minister of Public Safety and Emergency Services

Chief Parhar’s immediate priorities will be to hire an executive team and commence organizational planning such as developing key recruitment, training and other operational policies. Chief Parhar’s appointment is the first step of many to establishing the IAPS.

“It’s an honour to take on this role and help shape a modern police service built for Alberta. My focus from day one will be on setting high standards for professionalism, building strong relationships with our partners and ensuring this service reflects the needs and priorities of the communities we serve.”

Sat Parhar, chief, Independent Agency Police Service

The Independent Agency Police Service was formally created through regulation following the passing of Public Safety Statutes Amendment Act, 2024. The agency will operate as an independent Crown corporation, and will be renamed the Alberta Sheriffs Police Service, with its head office located in Calgary. The IAPS will be operationally independent from the provincial government with civilian oversight, consistent with all police services in Alberta.

“When it comes to policing, municipalities like ours deserve a choice – especially when the current system leaves us disadvantaged simply because of our size. We look forward to learning more about what that alternative will look like once an Alberta police agency is fully established and the options are clear. For us, this is about fairness, sustainability, and ensuring municipalities have access to policing solutions that reflect both their needs and their realities.”

Jack Van Rijn, Mayor of the Town of Coaldale

    Quick facts

    • The regulation establishes the IAPS Provincial Corporation and its governance structure including board of directors, board of director powers, financial responsibilities and accountabilities.

  • MIL-OSI Canada: Canada launches measures to support those affected by 2025 wildfires

    Source: Government of Canada News

July 2, 2025Ottawa—As Canada’s climate continues to warm faster than the global average, extreme weather conditions will become more frequent and severe. This will contribute to increased drought and wildfire risks, which threaten the health, safety and economic stability of people and communities in Canada. The Government of Canada is committed to supporting those affected across the country.

Today, the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, announced special measures to help people and communities affected by wildfires.

Canadian citizens and permanent residents whose passports, citizenship certificates, permanent resident cards or other Canadian travel documents were lost, damaged or made inaccessible by the wildfires can apply for free replacements. If they already paid to replace documents because of the wildfires (on or after April 1, 2025), they can request a refund.

Temporary residents, including international students, temporary foreign workers and other visitors, who were directly affected by the wildfires can replace their status documents and apply to restore or extend their status in Canada, or to renew their work or study permit free of charge. The requirement for temporary residents to apply for the restoration of their status within 90 days of losing their status will also be waived for those impacted by wildfires.

  • MIL-OSI Africa: Care work is not a cost – it’s an $11 trillion investment waiting to transform societies

    Source: South Africa News Agency

The world stands at a historic crossroads. Global economies can either continue sidelining the $11 trillion worth of unpaid care work that sustains societies or choose to invest in it as the foundation of inclusive growth, job creation, and long-term economic resilience.

This was the urgent call issued by Dr Basani Baloyi, Programme Director at the Institute for Economic Justice, at the Third Technical Meeting of the G20 Empowerment of Women Working Group (EWWG) underway at the Skukuza Conference Centre in Mpumalanga.

“The care economy is not a woman’s issue. It’s an economic imperative. It’s not a burden to be managed. It’s an opportunity to be seized. It is not a cost to be minimised. It’s an investment that will transform societies,” Baloyi said on Wednesday.

Her remarks drove home the message that investing in the care economy has far-reaching, proven returns. In Canada, a $10-per-day childcare programme created over 40 000 new jobs in the early childhood care sector, while expanding women’s participation in the workforce.

In Nordic countries, decades of investment in comprehensive care systems have led to some of the world’s highest levels of gender equality and economic competitiveness.

“With our collective economic power, our diverse experiences and our shared commitment to sustainable development, the G20 has an unprecedented opportunity to scale these successes globally,” Baloyi said.

Framing the conversation around care as central to economic and social planning, Baloyi said this is the moment to shift from a model where care is invisible and undervalued, to one where it is measured, invested in, and integrated into policy design.

“We have the evidence from Brazil’s groundbreaking National Caregiving Policy. We have the framework from South Africa’s comprehensive approach to women’s economic empowerment. What we need now is the collective will to act,” she said.

Throughout her keynote, Baloyi painted a vivid picture of care work’s current invisibility, and the toll it takes on women’s economic lives.

“Picture this. It’s 3am and Maria, a nurse in São Paulo, finishes her shift caring for kids. She drives home not to rest, but to care for her mother and prepare breakfast for her children before they wake up.”

She said similar stories echoed across the globe. “Nomsa in Johannesburg juggles a teaching job and caring for a disabled sibling, and Sarah in Chicago reduces her engineering hours to care for her ailing father.”

Baloyi said these are the women whose sacrifices are excluded from GDP, undervalued in policy, and absent in economic planning.

“What they call love, we call unpaid work,” Baloyi quoted philosopher Silvia Federici.

Globally, she explained that unpaid care work by women amounts to 9% of global GDP – equivalent to $11 trillion. In Brazil alone, it’s estimated that women subsidise the economy by at least $10.8 trillion annually. Yet, this work remains uncounted, unrecognised and unsupported.

“We measure the production of cars and computers, but not the production of healthy, educated, capable human beings, who drive those cars and operate those computers,” she said.

This invisibility, Baloyi warned, has profound economic consequences, reinforcing gender roles, excluding millions of women from the labour market, and weakening economic resilience.

However, Brazil’s pioneering move in 2024 to introduce a National Caregiving Policy – a collaborative effort across 20 ministries, municipalities and academia – signals a turning point.

South Africa’s G20 Presidency builds on this foundation, with three key priorities that will shape the future of care economies globally.

“These priorities recognise that care economy transformation requires addressing the full spectrum of challenges that women face. What makes this moment extraordinary is not just the ambition, but the methodology.

“South Africa is facilitating policy discourse and collaboration based on evidence, based research across G20 countries, they are creating platforms for sharing cross-country experiences, learning from both successes and challenges, and developing context sensitive recommendations that respect the diversity of G20 nations, while advancing common goals,” she said.

The data, Baloyi explained, is on South Africa’s side. According to the World Economic Forum, a $1.3 trillion investment in social jobs, particularly in the care economy, would generate $3.1 trillion in GDP and create over 10 million jobs in the United States alone.

The International Labour Organisation projects that invest in childcare and long-term care could result in 203 million jobs globally by 2035.

“These aren’t just numbers. They represent millions of families lifted out of poverty, and millions of women able to participate fully in economic life,” Baloyi said.

She also urged G20 nations to adopt the ILO’s 5R Framework:

    • Recognise care work in policy and planning.
    • Reduce the burden through services and infrastructure.
    • Redistribute responsibilities between genders and institutions.
    • Represent care workers in decision-making.
    • Reward care work with fair wages and social protections.

“Imagine Maria in São Paulo able to focus on her career, knowing her family is well cared for… Nomsa in Johannesburg receiving community support services… Sarah in Chicago returning to full-time work, thanks to elder care support… This is achievable policy implementation. When countries invest in care infrastructure, the ripple effects are profound,” she said.

Baloyi further told delegates that by 2030, over 2.3 billion adults will require care services. By 2050, 80% of the world’s elderly population will live in low- and middle-income countries, many lacking adequate care systems.

“We can either prepare for this demographic transition through strategic investment or allow it to become a crisis that overwhelms families and destabilises economies.

“The 708 million women worldwide, who are outside the labour force due to care responsibilities, are counting on us. The future generations, who will inherit the economic and social systems we build today, are counting on us,” she said. – SAnews.gov.za

  • MIL-OSI Canada: More flexibility for development charges will unlock more homes for people

Source: Government of Canada regional news

George V. Harvie, mayor of Delta –

“On behalf of the City of Delta, I want to thank the Government of B.C. for introducing this timely and much-needed change. Delta council and I have been advocating to allow local governments more flexibility to support housing development, while continuing to deliver the infrastructure our growing communities depend on. This smart, balanced policy shift will support both growth and sustainability.”

Brenda Locke, mayor of Surrey –

“Reducing upfront costs for homebuilders is a progressive approach to encourage more housing creation. When developers have fewer financial barriers, they can get projects off the ground faster and accelerate construction timelines, which means homes become more affordable for families. Everyone deserves a safe, welcoming place to call home and this step will help build stronger, more vibrant communities where people can truly thrive.”

Mike Hurley, mayor of Burnaby –

“It’s encouraging to see the Province providing more tools and flexibility to accelerate the creation of new housing. These changes demonstrate the collaborative approach we’re taking to address the housing crisis, and we look forward to more solutions in the near future.”

Tom Dyas, mayor of Kelowna –

“Incentivizing development supports our economy and helps build homes faster in Kelowna. Modernizing outdated regulations is a positive step. Locally, we have taken bold action to create and incentivize new housing, and we look forward to working with the Province and industry to advance key projects.”

Nathan Pachal, mayor, City of Langley –

“In a housing crisis, we must look at every and any innovative way to ensure cities can deliver on much-needed infrastructure, while providing more flexible financial options for home builders. Langley City is piloting on-demand surety bonds today and it is exciting to see this being rolled out provincewide.”

Anne McMullin, president and CEO, Urban Development Institute –

“The requirement to pay development fees up front has become increasingly onerous for builders, especially as fees rise and access to capital tightens. By shifting payment to occupancy, the provincial government is enabling more projects to move forward. This policy lowers early-stage financing costs, frees up capital for construction and helps builders reinvest in new housing.”

Neil Moody, CEO, Canadian Home Builders’ Association of BC –

“Our association has long advocated for flexibility in managing upfront development costs, which present significant financial barriers to homebuilders. The ability to defer a portion of development charges and use on-demand surety bonds is a practical measure to address the current economic realities of building housing across British Columbia. This announcement reflects significant collaboration that will help unlock capital, ease cost pressures and support the delivery of more homes.”

The Ministry of Environment invites everyone to enjoy Saskatchewan’s beautiful lakes and rivers by trying out recreational fishing – no licence needed – during the province’s annual summer Free Fishing Weekend July 12 and 13. Grab your gear, gather your family and friends and have fun!

“Saskatchewan is renowned for its world-class sportfishing, and we encourage everyone to enjoy a truly remarkable experience,” Environment Minister Travis Keisig said. “Free Fishing Weekend is the ideal time to discover the province’s incredible fishing opportunities and enjoy the outdoors.”

During Free Fishing Weekend, anglers can cast a line without a licence on any public waters open to sport fishing. 2025 marks the 36th year of Free Fishing Weekend, which began in 1989 to increase public awareness about the diverse angling opportunities in the province. A winter Free Fishing Weekend was added in 2015.

  • MIL-OSI Canada: Nova Scotia Earns Top Grade for Removing Barriers for Businesses

Source: Government of Canada regional news

Nova Scotia has earned the highest score from the Canadian Federation of Independent Business (CFIB), leading the other provinces and territories on removing internal trade barriers and mutually recognizing the goods, services and registered workers of reciprocating regions.

The Province received the overall top score of 9.4 (A grade) in CFIB’s annual interprovincial co-operation report card, up from a C the previous year.

“I’m thrilled Nova Scotia is being recognized for making things better for businesses and workers, and I hope it continues to encourage other provinces and territories to join us and make free trade a reality, nationwide,” said Premier Tim Houston. “I won’t stop working in the best interests of hard-working Nova Scotians, and this government will continue to push to advance mutual recognition policies, cut red tape and make it easier for businesses and people to thrive in Nova Scotia.”

CFIB’s report credits Nova Scotia’s Free Trade and Labour Mobility within Canada Act for sparking a wave of action from other governments, including the federal government, Prince Edward Island, Ontario, Manitoba, British Columbia and Quebec, which will improve the flow of goods and services.

    Other key accomplishments:

    • The Free Trade and Mobility within Canada Act automatically recognizes goods, services and certified workers from other parts of Canada. Nova Scotia also played a lead role in the creation of the Atlantic Physicians Registry, is participating in the mutual recognition pilot project for the transportation sector and working toward a mutual recognition agreement on consumer goods through the Committee on Internal Trade.

    • Effective today, July 2, the Nova Scotia Apprenticeship Agency will automatically recognize all provincial certifications for the Red Seal skilled trades from Alberta and Quebec. Workers from those provinces who hold provincial certifications without a Red Seal endorsement can now work in Nova Scotia without any further applications or approvals.

    • Nova Scotia was among the first to implement interprovincial direct-to-consumer sales for alcoholic beverages, which took effect June 26.

    • In terms of labour mobility, in 2023, 71 per cent of regulatory bodies issued a decision for interprovincial applicants in good standing within five days and 81 per cent issued a decision within 10 days.

    • Nova Scotia recently announced new regulations that allow more types of commercial trucks and other passenger vehicles to enter and operate in the province, supporting the movement of goods and services across the country.

    • The Province has announced its intentions to amend the Nova Scotia Building Code Regulations to remove Nova Scotia-specific requirements for off-site construction.

    Quotes:

“Nova Scotia needs more skilled trades professionals. By recognizing provincial trade certifications from Quebec and Alberta, we’re helping people start jobs faster – without extra paperwork or delays. That’s a win for apprentices, employers and our economy.”
Michelle Bussey, CEO, Nova Scotia Apprenticeship Agency

“I’ve been so impressed with the leadership of Nova Scotia, of the leaders and everyone in government, and also it being an occasion for whole of government reform. I think a lot of governments can look to Nova Scotia and see what bold change can bring. When you introduce this sort of legislation, it boosts export volumes by up to 40 per cent. It really does matter. Canadians have been working for free trade since 1867. This is the biggest opportunity since then.”
Ryan Manucha, research fellow, C.D. Howe Institute; expert on interprovincial trade in Canada

    Quick Facts:

    • more than $530 billion worth of goods and services moves across provincial and territorial borders every year – equal to 18 per cent of Canada’s gross domestic product (GDP)
    • interprovincial exports contribute about 17 per cent of Nova Scotia’s GDP and make up about half of Nova Scotia’s total exports (about 49 per cent of all goods and services)
    • in 2023, the value of Nova Scotia’s interprovincial exports was more than $10 billion, and the value of Nova Scotia’s interprovincial trade was nearly $29 billion
    • more than 40 per cent of Canadian businesses participate in internal trade by buying or selling goods across provincial or territorial borders
    • according to CFIB, removing internal trade barriers could grow Canada’s economy by as much as $200 billion annually in the long run, or about $5,100 per person
