    URUMQI, June 1 (Xinhua) — The first China-Central Asia international tourist train on the Xi’an-Almaty route with more than 200 passengers left China via the Khorgos railway checkpoint in northwest China’s Xinjiang Uygur Autonomous Region on Saturday and headed to Almaty in Kazakhstan.

    The tourist train departed from Xi’an, Shaanxi Province, Northwest China, on May 29. According to the schedule, it will leave Almaty on June 5 and return to Xi’an on June 7.

    The Khorgos railway checkpoint administration worked closely with local customs, border inspection and other agencies to ensure that passengers could exchange tickets smoothly, undergo inspection at the checkpoint and leave the country efficiently.

    Let us recall that 2024 was the Year of Kazakhstan Tourism in China, and 2025 has been declared the Year of China Tourism in Kazakhstan.

    According to Li Jiang, deputy head of Horgos Customs, the launch of the above-mentioned international tourist train has laid a new foundation for deepening connectivity and promoting people-to-people exchanges between China and Central Asian countries.

    According to available information, Almaty will host the Week of Humanitarian and Tourist Exchanges between the cities of Xi’an and Almaty, which will include a number of exhibitions, meetings, lectures and friendly football matches.

  • MIL-OSI Russia: Direct passenger air route officially launched between Shanghai and Shymkent

    BEIJING, June 1 (Xinhua) — A flight that arrived at Shanghai Pudong International Airport from Kazakhstan’s Shymkent on Friday marked the official opening of the first direct passenger air route between the eastern Chinese metropolis and Central Asia.

    According to the Chinese news agency Zhongxinshe, the launch of this air route will reduce travel time between Central Asia and Shanghai to 6 hours.

    Flights on this route, according to the schedule, will be operated as follows:

    On Tuesdays, the flight will depart from Shanghai Pudong International Airport at 02:05 Beijing time and arrive in Shymkent at 06:00 local time. On Fridays, the flight will depart from Shanghai at 05:50 Beijing time and arrive in Shymkent at 10:00 local time. Return flights are scheduled to depart from Shymkent at 15:30 on Mondays and 19:50 on Thursdays local time, arriving in Shanghai at 01:00 on Tuesdays and 04:50 on Fridays Beijing time, respectively.

    The opening of the new route will expand the network of air routes of the Shanghai international air hub and create a more convenient air bridge for trade, economic, tourist and cultural exchanges and cooperation between China and Kazakhstan.

    Let us recall that a mutual visa-free regime has been in effect between China and Kazakhstan since November 10, 2023. Last year, China hosted the Year of Kazakhstan Tourism, and this year has been declared the Year of China Tourism in Kazakhstan. -0-

    DUSHANBE, May 31 (Xinhua) — Shen Yueyue, vice-chairwoman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and chairwoman of the Shanghai Cooperation Organization Committee on Good-Neighborliness, Friendship and Cooperation, visited Tajikistan from May 30 to 31. During the visit, she met with President Emomali Rahmon.

    Shen Yueyue conveyed warm greetings from Chinese President Xi Jinping to E. Rahmon and noted that under the strategic guidance of the two heads of state, the China-Tajikistan comprehensive strategic cooperative partnership in the new era has maintained good momentum of development.     TIANJIN, May 31 (Xinhua) — Ji Jiantao, a technician with Nongxin Technology (Tianjin) Co., Ltd., trains local farmers on how to use autonomous driving systems for agricultural machinery during the peak soybean planting season in Ussuriysk, Russia.

    “We are continuously increasing innovative developments in the field of smart agriculture and have already supplied dozens of sets of auto-navigation equipment to Russia,” said the company’s senior engineer Yan Bingxin at the China-SCO AI cooperation forum held on May 29 in Tianjin.

    The synergy of “AI plus agriculture” not only transforms the industry, but also reflects China’s contribution to the creation of global AI-based public goods. Xinhua learned that the forum, titled “Chinese Intelligence for the Benefit of the SCO,” has become an important platform for promoting the “Shanghai Spirit” and strengthening cooperation in new areas, aiming to deepen practical cooperation in AI development and governance.

    Artificial intelligence is a strategic technology that defines the new scientific and technological revolution. In recent years, China has made comprehensive and systematic progress in the innovative development of AI, forming a relatively complete industrial system in the field of AI.

    Cleaning robots with “computer vision,” heavy-duty robots for transporting wind turbine blades, digital systems for high-precision medical examinations – as a key participant in the SCO’s digital cooperation, China is promoting the implementation of AI solutions in the organization’s countries. Dozens of technology companies are demonstrating notable results.

    In one of the swimming pools in Kazakhstan, a cleaning robot with hybrid infrared-ultrasonic sensors, using AI algorithms, thoroughly cleans every corner of it. The robot is controlled via a mobile application.

    “Users monitor the cleaning process remotely,” explained Yu Guoxing, international sales manager at Deepinfar Ocean Technology Co., Ltd. According to him, the Kazakhstani distributor purchased 40 devices at one time, and the attractiveness of the products is actively expanding the customer base in Russia, Tajikistan and other countries.

    The “Plan for the Establishment of the China-SCO AI Applied Cooperation Center” was presented at the forum. The center will open its doors to all SCO member countries to ensure inclusive access to artificial intelligence technologies.

    The forum participants expressed their readiness to jointly expand cooperation in the field of applied solutions, develop the digital economy and deepen innovative interaction, directing “intellectual dividends” to ensure high-quality development.

    “Cooperation in the field of AI is one of the most dynamic areas of interaction in the SCO,” said Deputy Secretary General of the organization Oleg Kopylov.     BISHKEK, May 31 (Xinhua) — A themed event to mark the Duanwu (Dragon Boat Festival) was held at Bishkek State University (BSU) in Kyrgyzstan on Friday.

    The event, organized by the Chinese Embassy in Kyrgyzstan and the Confucius Institute at BSU, was attended by more than 200 people, including representatives of the Chinese diaspora and enterprises with Chinese capital in Kyrgyzstan, Confucius Institutes, Chinese students studying in Kyrgyzstan, as well as people from other circles of society.

    During her speech, Chinese Ambassador to Kyrgyzstan Liu Jiangping spoke in detail about the long history and rich content of the Duanwu Festival. The diplomat also highly appreciated the fruitful results of Chinese-Kyrgyz relations, fully recognizing the contribution of the Chinese diaspora to strengthening the friendship between the two peoples, and stressed that the embassy will continue to make every effort to provide the necessary services.

    Chairman of the Kyrgyzstan-China Friendship Society Medetbek Bukuev congratulated the friendly Chinese people on the holiday. According to him, Duanwu is not only a traditional holiday of the Chinese people, but also a common holiday for all of humanity. He expressed hope that the friendship between Kyrgyzstan and China will constantly grow stronger in the process of mutual study of civilizations.

    The event included a concert featuring Chinese and Kyrgyz dances, music on the Kyrgyz folk musical instrument komuz, Xinjiang songs, etc. At the same time, the Confucius Institute at BSU organized various cultural events, such as making “zongzi” /a traditional dish made from glutinous rice with various fillings, wrapped in bamboo or reed leaves/, tasting Chinese tea, calligraphy, felt embroidery, and dressing up in traditional Chinese costumes. Numerous local residents happily took part in the organized events and gained new impressions.

    Bermet Myktybekova, a second-year student at BSU majoring in International Relations, is very interested in the Chinese language and Chinese culture. “Our Chinese teacher invited us to this event,” she said, adding that she learned about Duanwu for the first time, but found the event very interesting and exciting. “I hope to deepen my knowledge of this holiday in the future,” she noted.

    Duanwu Festival falls on the fifth day of the fifth month of the Chinese lunar calendar. This year, it is celebrated on May 31. Three days from May 31 to June 2 are declared holidays in China. –0–

    Your Excellency, the Prime Minister of Pakistan, Mr.  Shehbaz Sharif,

    Excellencies, Ladies and Gentlemen,

    I would like to extend my warmest congratulations to the Government and the people of the Republic of Tajikistan for convening this High-Level International Conference and championing 2025 as the United Nations declared International Year of Glaciers’ Preservation.  

    Mr. President, I thank you for the opportunity to visit the Glaciers in the Pamir mountain range. This was a reality check to how fragile the ecosystem is and needs preservation.

    Your commitment to glaciers – the water towers of the world, holding nearly 70% of Earth’s freshwater – stands as a beacon of hope, towards keeping global momentum, securing our planet’s vital water sources, and raising urgent climate ambition.

    A decade has passed since the world embraced the 2030 Agenda for Sustainable Development and the Paris Agreement, setting out a bold vision for a more just, resilient, and sustainable future.

    In spite of the recent geopolitical tensions and the pushback on multilateralism, this Conference convenes at a pivotal moment—with a decisive call to turn commitments into action, and shape the trajectory of our planet, economies, and the well-being of generations to come.

    The time for ambition is an imperative now, and the stakes have never been higher.

    Allow me to recognize the invaluable contributions of the World Meteorological Organization, UNESCO, the Asian Development Bank, and all other dedicated partners whose collaboration has made this conference – and this growing momentum – possible.

    Your steady dedication to glacier research and monitoring throughout the 2025-2034 Decade of Action on Cryosphere Sciences has been instrumental in raising awareness and advancing scientific knowledge to safeguard our planet’s equilibrium.

    Excellencies, Friends,

    Since 1975, over 9,000 billion tons of ice have disappeared – equivalent to a 25-meter-thick block covering all of Germany.

    In the past six years, glaciers have been retreating at an unprecedented pace, marking the fastest loss in recorded history.

    Between 2022 and 2024 alone, the world witnessed the largest three-year glacier mass loss ever observed – a staggering acceleration of ice melt.

    At current rates, many glaciers may not survive this century, reshaping landscapes, ecosystems, livelihoods and water security on a global scale.

    This is not just a mountain crisis – it is a slow-moving global catastrophe with far-reaching consequences for  planet and people.

    Glacier loss threatens water and food security, biodiversity loss, infrastructure, and the stability and health of communities worldwide.

    Billions of people depend on glaciers for drinking water, irrigation, livelihoods, and energy production, making their preservation essential for human survival and sustainable development.

    Yet those at the frontline of glacier loss – primarily in developing regions – face the greatest injustices.

    With shrinking water resources, vulnerable communities endure worsening poverty, forced migration, and harsh living conditions all while relying on glacier-fed supplies that are rapidly disappearing.

    Melting glaciers also drive sea-level rise, endangering coastal megacities and displacing millions downstream.

    Each millimeter of rising seas puts hundreds of thousands at risk of annual flooding and much more.

    In my own country Nigeria, I witness firsthand the impact of sea level rise in Lagos, which is threatened and in the Niger Delta which as seen unprecedented changes in its ecosystem. And we also see states once not affected by flooding are experiencing them at unprecedented levels.

    Beyond the physical impacts, glacier loss is also an erosion of culture, of history, and identity.

    Communities tied to mountain landscapes face the disappearance of ancestral lands, traditional knowledge, and linguistic heritage, severing connections that have existed for generations.

    Excellencies, Ladies and Gentlemen,

    With a third of mountain ice already lost due to climate change, these consequences will only intensify without immediate mitigation measures to keep global temperatures within the 1.5 degrees threshold.

    Let me note at this time 83% of these emissions for this mitigation agenda, are within the hands of 35 countries.

    Stepping up our ambition and scaling up action is imperative, before dwindling water resources destabilize ecosystems and economic disruptions become irreversible.

    Strategies for glacier preservation must enable integrated, inclusive, data-driven and locally grounded adaptation responses that meet the needs of those most vulnerable.

    Investing in adaptation should be recognized as a catalyst of sustainable growth and resilience.

    Yet, adaptation and risk reduction tools cannot succeed without sustained, predictable financing to support resilience-building at every level.

    The upcoming Financing for Development Conference in Seville is an opportunity to make the Clarion Call, for more investment in adaptation a reality.

    This year’s Global Assessment Report on disaster risk reduction informs us that “Resilience Pays”.

    Every dollar spent on resilience enhances early warning systems, safeguards infrastructure, and protects livelihoods from extreme climate events. It reinforces food and water security and strengthens economies against future shocks.

    But we must significantly scale up financing and investments – integrating risk reduction into core policy decisions.

    Failing to invest now, will result in exponentially higher costs – ranging from economic loss, development setbacks to humanitarian crisis.

    As we embark on the Decade for Glaciers’ Preservation, I have three messages:

    First, let us ensure that this conference signals an urgent call to action, uniting multilateral cooperation and strategic global partnerships.

    These partnerships should be engines for the design and delivery of ambitious, economy-wide Nationally Determined Contributions (NDCs) – as we go to Belem in Brazil later this year. These should not only as climate pledges, but as investment of roadmaps that drive SDG implementation.

    Second, ensure that your national climate plans set measurable adaptation targets across water, infrastructure, energy, and food systems to build resilience, secure financing, and protect livelihoods. These plans need to be linked to national budgets to optimize resource allocations, avert losses, and build institutional capacities to fill gaps in technical expertise but also to create an enabling environment for large scale and urgent investments.

    Third, identify pipelines of market-ready investments, backed by high-quality data and evidence-based tools that forecast returns, demonstrate co-benefits for job creation and economic growth, and unlock new financial services.

    Excellencies, Ladies and Gentlemen,

    Together, we can galvanize impactful solutions to safeguard the cryosphere, polar regions, and mountain ecosystems.

    Early warning systems could be strengthened with hydro-climatic experts to reinforce datasets that help anticipate water-related risks and ensuring a constant state of preparedness to enable early action.

    Data-driven predicative analytics and AI could also complement skills, while generating baselines that help identify and anticipate fault lines, aligning with the Secretary General’s Early Warnings for All initiative.

    This year’s Fourth Financing for Development Conference presents an opportunity to ensure that development funding is not just allocated, but strategically risk-informed – across all types of shocks-strengthening resilience and safeguarding development gains.

    Let us use other global milestones including – COP30 in Brazil, the Third UN Ocean Conference in Nice, the UN Food Systems Summit Stocktake in Addis Ababa, Ethiopia, and the Second World Summit on Sustainable Development in Doha, Qatar – to elevate political will and sharpen our focus on glaciers for people, planet and prosperity.

    In conclusion, as we look forward to the 2026 UN Water Conference, co-hosted by Senegal and the United Arab Emirates, I also wish to recognize the co-hosts of the 2023 UN Water Conference – Tajikistan and the Netherlands – for their continued political commitment to the International Decade for Action on Water for Sustainable Development 2018–2028.

    Let us act with the urgency that SDG 6 demands by protecting water-related ecosystems.

    The UN – as always – stands ready to ensure that we meet this target. For our communities, for our economies, for our children’s future and those yet born.

    Let our children not know thirst.

  • MIL-OSI United Nations: Pioneering regional resilience: Kazakhstan’s model for transboundary disaster risk reduction

    Kazakhstan has positioned itself as a regional leader by embedding transboundary cooperation into its national disaster risk reduction (DRR) strategy-an innovative step in a region like Central Asia, where natural hazards such as floods, earthquakes and extreme weather frequently transcend national borders.

    A major milestone in Kazakhstan’s approach was the establishment of the Centre for Emergency Situations and Disaster Risk Reduction (CESDRR) in Almaty in 2016, in partnership with Kyrgyzstan and with support from the United Nations Office for Disaster Risk Reduction (UNDRR). CESDRR operates as a regional coordination platform, enhancing disaster preparedness and response across Central Asia through joint training, information exchange, and shared risk assessments.

    Kazakhstan’s national DRR strategy -developed after 2016 as part of broader DRR reforms extending through to 2030- is aligned with the Sendai Framework and explicitly prioritizes regional and international cooperation. It identifies shared hazards, particularly in seismically active zones and transboundary river basins such as the Syr Darya and Irtysh, as requiring coordinated risk management.

    One practical application of this strategy is the development of joint early warning systems for glacial lake outburst floods (GLOFs) along the Tien Shan mountains. Kazakhstan and Kyrgyzstan jointly manage hydrological monitoring responsibilities in these areas, enabling harmonized alerts to reach communities in both countries more quickly-reducing risk to life and property.

    Kazakhstan also participates in cross-border emergency simulations facilitated by CESDRR. These exercises, led nationally by the Ministry for Emergency Situations, strengthen readiness and operational coordination for regional hazards, including earthquakes and large-scale wildfires.

    In addition, Kazakhstan’s transboundary water governance efforts-particularly with Uzbekistan-have helped integrate DRR considerations into river basin management. Shared hydrometeorological data and coordinated flood prevention strategies mitigate the risk of downstream disasters during heavy rainfall or snowmelt periods.

    International partnerships, such as with the European Union, have further supported Kazakhstan’s risk governance through regional projects focused on institutional capacity-building and early warning systems. These complement national efforts by enhancing data-sharing protocols and strengthening technical capacity.

    Kazakhstan’s DRR strategy stands out for formalizing transboundary cooperation within national planning frameworks. This approach moves beyond ad hoc collaboration by institutionalizing cross-border risk reduction-a model cited in UNDRR reports as a good practice for other regions facing shared hazards. Through coordinated monitoring, planning and emergency response, Kazakhstan demonstrates how national strategies can actively contribute to regional resilience.

    Key impacts

    • Mutually reinforcing structures: The creation of CESDRR contributed to the formulation of Kazakhstan’s national DRR strategy, which later formalized and institutionalized CESDRR’s role within the national risk governance framework.
    • Expanded early warning systems: Kazakhstan and Kyrgyzstan’s implementation of joint GLOF warning systems has improved emergency response capabilities and reduced glacier-related disaster risks in high-altitude transboundary areas.
    • Strengthened regional readiness: Regular cross-border emergency simulations have enhanced the preparedness and interoperability of emergency services across Central Asia.
    • Shared data and knowledge: Regional cooperation has led to the standardization of risk assessments and more effective hydrometeorological data exchange-especially valuable for flood forecasting and drought planning.
    • Integrated water governance: Kazakhstan’s transboundary water collaboration has reduced flood risks downstream and improved joint river basin management strategies.
    • Policy recognition and leadership: UNDRR regional reviews have highlighted Kazakhstan’s institutionalized transboundary DRR approach as a best practice in Central Asia.

    Lessons learned for replication and adaptation

    1. Integrate cooperation into national strategy: Embedding transboundary mechanisms into national DRR strategies, rather than relying on ad hoc or project-based agreements, ensures long-term sustainability beyond political cycles.
    2. Harmonize early warning protocols: Joint investment in monitoring technology must be underpinned by shared operational procedures and trust-based information sharing.
    3. Leverage regional mechanisms: Kazakhstan’s engagement with CESDRR illustrates how pooling regional expertise and resources can reinforce national DRR efforts.
    4. Ensure community-level preparedness: Effective cross-border DRR requires that awareness and response capacity extend to at-risk communities on both sides of a border.
    5. Align DRR and climate risk planning: Kazakhstan’s integration of climate-related hazards into its DRR planning offers a replicable model for countries managing complex, overlapping risks.

    In July 2024, Tajikistan reached a significant milestone in disaster risk reduction (DRR) by endorsing a costed national roadmap for Multi-Hazard Early Warning Systems (MHEWS). This achievement followed the national launch of the Early Warnings for All (EW4All) initiative in August 2023, backed by high-level political commitment, including the appointment of a Deputy Prime Minister as the government focal point.

    The roadmap sets out priority actions and investment needs in early warning and DRR, aligned with Target G of the Sendai Framework and building on the foundations of the National Disaster Risk Reduction Strategy (2019-2034). A key element of success has been the robust coordination mechanism led by the Tajikistan National Platform for Disaster Risk Reduction. This approach reflects Tajikistan’s status as a landlocked developing country (LLDC) highly exposed to natural hazards, guiding evidence-based decision-making,planning and climate risk adaptation.

    URUMQI, May 30 (Xinhua) — Horgos Port, a major railway hub in northwest China’s Xinjiang Uygur Autonomous Region, has handled more than 4,000 China-Europe (Central Asia) freight trains since the beginning of the year, after a train loaded with electronics and mechanical equipment departed for Duisburg, Germany, on Thursday.

    According to the Urumqi Office of China Railway Urumqi Group Co., Ltd., the Horgos railway checkpoint has so far handled a total of more than 46,000 China-Europe/Central Asia freight train trips, bringing the total number of these trains to 87, covering 46 cities and regions in 18 countries.

    Situated on the border between China and Kazakhstan, Khorgos and Alashankou, also known as the Alatau Pass, are the two main railway border crossings in Xinjiang.

    According to previously published data, as of May 26, the Alashankou checkpoint had handled more than 3,000 China-Europe/Central Asia/ freight train trips since the beginning of the year. These trains traveled along 123 routes connecting 21 countries, including Germany and Poland.

    Over the past three years, the capacity of these two railway checkpoints has grown at double-digit rates.

    In 2024, these checkpoints handled 27.5 million tons of cargo, accounting for nearly 70 percent of XUAR’s total land import and export volume. In addition, the number of China-Europe freight trains passing through these two border crossings exceeded 50 percent of the national total.

    Bishkek/Astana, 30 May 2025 – International Organization for Migration (IOM) Director General Amy Pope made her first-ever visit to Bishkek, Kyrgyzstan, and Astana, Kazakhstan, this week, working with key partners and government officials on ways in which migration can contribute to economic growth and sustainable development in the region.

In addition to regional flows, migrants are coming increasingly from other countries, notably China, Türkiye, and India.

DG Pope then joined partners to officially open the pre-departure orientation and reintegration centre for migrants.     To strengthen the role of women in peacebuilding and security across Central Asia, the OSCE Gender Issues Programme organized a two-day regional workshop on 27 and 28 May in Ashgabat, Turkmenistan. The event focused on advancing the Women, Peace and Security (WPS) agenda and supporting the implementation of United Nations Security Council Resolution (UNSCR) 1325 in Central Asia, with a focus on Turkmenistan.
    The workshop brought together government officials, scholars, civil society representatives, and international experts to exchange experiences and good practices and explore practical strategies for integrating gender perspectives into national peace and security efforts. Special emphasis was placed on supporting Turkmenistan in updating its Gender Equality National Action Plan (NAP) to align with global standards and regional priorities.
    In her opening remarks, Her Excellency Mahri Bashimova, Deputy Minister of Foreign Affairs of Turkmenistan, emphasized the country’s commitment to neutrality, peaceful coexistence, and international law, highlighting gender equality as a key element of its sustainable development and security policy. “We believe that women’s participation in peacebuilding and security processes must be systemic and institutionalized, not occasional,” she said.
    Organized under the OSCE’s WIN Project and hosted by the Government of Turkmenistan —with support from Finland’s 2025 OSCE Chairpersonship—the event built on momentum from previous regional initiatives, including a 2024 expert workshop in Vienna.

    URUMQI, May 30 (Xinhua) — The Standing Committee of the People’s Congress of northwest China’s Xinjiang Uygur Autonomous Region on Friday announced regulations to promote economic development at border crossings, which will take effect on July 1 this year.

    The document noted that people’s governments of counties, cities and prefectures where checkpoints are located should strengthen the construction of a comprehensive transportation network, checkpoint inspection infrastructure, and commodity inspection and control facilities to promote transportation connectivity and ensure efficient customs clearance.

    Under the new rules, local border crossings are encouraged to promote the development of multimodal transport and build modern logistics bases and centers that combine functions such as transportation, warehousing, packaging, distribution and delivery.

    Local authorities should improve the placement of production facilities within the checkpoint area and promote international cooperation in production chains and supply chains based on their own resource advantages, according to the provisions.

    As stated in the document, priority attention in the economic development plan at the checkpoint will be given to such emerging industries of strategic importance as oil and gas production and processing, clean and efficient use of coal and new energy systems, as well as specific advantageous industries including grain, oil and food processing, cotton and textile industry, green livestock products and high-quality fruits and vegetables.

    To attract enterprises and projects related to trade, processing, bonded logistics and cross-border e-commerce, it is necessary to utilize open platforms such as the Xinjiang Pilot Free Trade Zone, the Kashgar and Horgos economic development zones, comprehensive bonded zones and cross-border economic cooperation zones.

    The provisions also encourage local enterprises to carry out investment cooperation with Belt and Road Initiative countries in areas such as energy resources, new materials, specialty medicine and pharmaceuticals, and agricultural crop cultivation.

    UN PEACEKEEPERS DAY
    Today is International Day of UN Peacekeepers.     On Thursday, two locomotives from Kazakhstan successfully arrived at the Alashankou checkpoint on the China-Kazakhstan border. After customs clearance, customs declaration and other procedures, they will be repaired in Lanzhou City in the province.

    According to an employee of the local logistics company that is carrying out the order, this order has successfully integrated such technology services into the service trade system. The order has not only helped open up new opportunities for Gansu Province in the field of technical maintenance of high-tech equipment brought from abroad, but also expanded the potential for industrial cooperation with Central Asian countries in the field of infrastructure.

  • MIL-OSI Economics: Development Asia: Exploring Challenges and Opportunities of PPPs in Health Care

    A public–private partnership (PPP) is a long-term contract between a private entity and a government entity, for providing a public asset or service. It has emerged as a strategic approach in health care, enabling governments to deliver quality medical services efficiently by leveraging private sector expertise, financial resources, and technological advancements. The public partner is typically responsible for project development and planning, providing access to land and utilities, ensuring regulatory compliance, and conducting contract monitoring. On the other hand, the private partner is typically responsible for design, construction, and infrastructure development, bringing in investment and operational expertise, and driving innovation to enhance service efficiency and quality.

    PPPs help address challenges facing health care systems, such as inadequate infrastructure, workforce shortages, financial constraints, and service delivery gaps, by bridging critical gaps in infrastructure, service delivery, and management.

    Different countries have tailored PPP models to address their unique health care needs. The impact of PPPs is particularly significant in addressing the challenges faced by low- and middle-income countries, where health care access and quality are constrained by financial and human resource limitations. For instance, India has demonstrated significant progress in PPP-based health care service delivery, particularly in areas like super specialty hospital development, dialysis services, diagnostic networks, telemedicine initiatives, and medical institutes. Meanwhile, Uzbekistan is actively exploring PPP models to strengthen its health care infrastructure and service provision, with growing emphasis on leveraging private sector participation in tertiary care, diagnostics, and hospital management. The following case studies highlight key lessons from health care PPPs in India and Uzbekistan, showcasing successful models and practical insights for effective implementation

    Upgradation of district hospitals to medical college and hospitals, Uttar Pradesh, India

    Uttar Pradesh, the most populus state of India, faced a critical shortage of medical professionals and tertiary care facilities, particularly in underserved districts. Of the 39 districts lacking medical colleges, 23 were established with state funding. To further bridge the gap, the government launched the “One District, One Medical College” initiative that involves the upgrading of district hospitals to 16 new medical colleges under a PPP model. Of these facilities, four medical colleges are being developed under state incentive schemes, while the development of three medical colleges (based on Design-Build-Finance-Operate and Transfer PPP Model) is supported through Viability Gap Funding.

    Over the next 5 years, the project is expected to

    • improve access to medical education, addressing the shortage of trained professionals; 

    • expand tertiary care services in underserved regions;
    • enhance healthcare infrastructure by adding 6,700 beds;
    • enhance workforce availability by adding 1,600 doctors and more than 10,000 clinical workforce; and
    • provide affordable care by providing free inpatient department beds for underserved patients, free essential medicines for government-supported patients, and free outpatient department-related diagnostics; and ensured affordable rates for other patients.

    NephroPlus Dialysis Project in Uzbekistan

    Uzbekistan faced a severe shortage of dialysis centers, leading to high patient mortality and limited access to treatment, especially in remote areas. Existing facilities were overburdened and patients often had to travel long distances for care. To address this, dialysis services are being implemented through a PPP model across three regions in Uzbekistan (Karakalpakstan, Khorezm, and Tashkent), ensuring high-quality care, advanced technology, and cost-effective treatment for patients with renal diseases. The project follows a Build-Operate-Transfer model with a concession period of 10 years.

    From 2021 to 2025, the project achieved the following:

    • provided over 300,000 treatments across three regions;

    • reduced patient mortality by 40% since May 2021;

    • trained and recruited more than 300 clinical nurses and doctors through the NephroPlus Academy;

    • enabled a total savings of $9.8 million for the government; and

    • reduced by 15% country-level Hepatitis C patient count.

Friendly exchanges and a high level of trust between the leaders of the two countries have given a powerful impetus to the development of bilateral relations, noted Aida Balayeva, Minister of Culture and Information of Kazakhstan, in her speech. Rich in content, profound in meaning and practical in significance, the book “Xi Jinping on Public Administration” is an important work that will help readers in Kazakhstan better understand China.

    The participants of the event noted that this book is an important work of the President of the People’s Republic of China Xi Jinping, which embodies his profound reflections on the issues of Chinese governance and global governance and opens a “window of ideas” for the international community to understand China.     S. Agzamkhodjaev made this statement on Wednesday in Beijing at the presentation of the Strategy “Uzbekistan-2030”, organized jointly by the Embassy of Uzbekistan in China and the Institute of Russia, Eastern Europe and Central Asia of the Chinese Academy of Social Sciences (CAS).

    According to him, China is the leading investor in the economy of Uzbekistan. Over the past few years, the volume of Chinese investments has increased fivefold, and the total portfolio of joint projects has reached $53 billion. In 2024 alone, more than $10 billion of Chinese investments were utilized in Uzbekistan, and over $3 billion in the first months of 2025.

    He added that there are more than 3.7 thousand enterprises with Chinese capital operating in Uzbekistan, of which more than 300 were created over the past year.

    China’s experience in public administration, conducting targeted reforms in all areas of society, and ensuring sustainable development deserves special attention, said S. Agzamkhodjaev.

    Beijing, May 30 /Xinhua/ — Uzbekistan attaches particular importance to strengthening cooperation with China in the field of tourism, said Minister-Counselor of the Embassy of Uzbekistan in China Saidkamol Agzamkhodjaev.

    S. Agzamkhodjaev made this statement on Wednesday in Beijing at the presentation of the Strategy “Uzbekistan-2030”, organized jointly by the Embassy of Uzbekistan in China and the Institute of Russia, Eastern Europe and Central Asia of the Chinese Academy of Social Sciences (CAS).

    In December 2024, Uzbekistan and China signed an agreement on a visa-free regime, and the “Year of Tourism of Uzbekistan in China” began.

    “As part of the Year of Tourism of Uzbekistan in China, forums and presentations of the tourism potential of Uzbekistan are being held in various cities of the PRC,” said S. Agzamkhodjaev.

    On June 1, 2025, the Agreement between the Government of the People’s Republic of China and the Government of the Republic of Uzbekistan on mutual exemption from visa requirements will come into force.

    According to the document, citizens of both countries are exempt from visa requirements when entering, leaving or transiting through the territories of the two countries for a period of no more than 30 days for each individual stay and for a total period of no more than 90 days within any 180-day period.

    “Undoubtedly, this will contribute to the development of the tourism sector and increase the tourist flow,” noted S. Agzamkhodjaev, adding that Uzbekistan intends to increase the number of Chinese tourists visiting Uzbekistan annually to one million people.

    Currently, China and Uzbekistan airlines operate 58 flights per week on routes linking nine cities in the two countries, including Beijing, Urumqi, Xi’an, Chengdu, Hangzhou, Tashkent, Samarkand and Fergana. -0-

    The final of the phygital sports competition among fighters injured during the SVO and undergoing rehabilitation in specialized institutions, “Victory Cup – 2025”, was held in Moscow at the Luzhniki Tennis Palace.

    Deputy Prime Minister of Russia Tatyana Golikova and Assistant to the President of the Republic of Uzbekistan Saida Mirziyoyeva opened the exhibition “Light between the Worlds” at the State Historical and Art Museum “New Jerusalem” in the Moscow Region. Deputy Prime Minister of Russia Marat Khusnullin, Assistant to the President of Russia Vladimir Medinsky, Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to Russia Botirjon Asadov also took part in the opening of the exhibition.

    “The significance of the exhibition lies in its major contribution to understanding the artistic heritage of the 20th century. This was a time when art tried to understand the social transformations that were taking place in society. The works of modernism from the 1920s and 1930s are presented here, and each of them is a diverse language and philosophy of that time.     The New Jerusalem Museum, together with the Foundation for the Development of Culture and Arts of Uzbekistan, presents a large-scale exhibition project, Light Between Worlds, dedicated to the little-studied layer of Soviet, Uzbek and Russian modernism of the 1920s and 1930s. The exhibition includes more than 160 paintings and graphic works by 40 artists, including Alexander Volkov, Solomon Nikritin, Alexander Shevchenko, Kliment Redko and others, from the collections of the New Jerusalem Museum and the I.V. Savitsky Museum of Arts of the Republic of Karakalpakstan.

    “Today we are proud to present masterpieces from the unique collection of the Nukus Museum, which houses one of the largest collections of Russian avant-garde in the world. 80 works of painting and graphics arrived from our country, from the “Louvre in the Desert”, which became home to the creative works of many Russian artists thanks to the mission of Igor Savitsky. I would like to separately emphasize the importance of this exhibition in the context of the expanding cultural dialogue between Uzbekistan and Russia. Today, our countries are actively developing cooperation, including in the fields of culture, education, creative economy and heritage preservation.     The exhibition “Light Between Worlds” at the New Jerusalem Museum will allow us to take a fresh look at the artistic process of the 1920s and 1930s, in all its complexity and diversity.

    The collections of the New Jerusalem Museum and the I.V. Savitsky Museum of Arts of the Republic of Karakalpakstan have in common that to this day their place in “museum construction” and the contents of their collections remain unexplored. Both collections were formed in conditions when many works of art remained outside the official cultural field. Therefore, a separate emphasis of the exhibition is the history of “museum construction”.

    “I was lucky to attend the opening of a similar exhibition at the Pushkin Museum seven or eight years ago – the state museum from Nukus and Pushkin. I know firsthand what the attendance was, how many surprised visitors there were. And of course, after that exhibition, there were many more friends of Uzbek culture. I am sure that after this wonderful exhibition, which we were lucky to open now, there will be even more friends of Uzbekistan, because we are connected by centuries-old historical ties that are based on neighborhood, respect for each other, love for a common culture, a common heritage.     Reacting to the security service raids on Kloop Media and the detention and interrogation of its current and former staff members, including cameraman Aleksandr Aleksandrov, journalist Abdil Aitbay Tegin and former employee Zhoomart Duulatov, by the State Committee for National Security (GKNB) in Bishkek, Marie Struthers, Amnesty International’s Director for Eastern Europe and Central Asia, said:

    “The detention of Kloop journalists is yet another stark example of how Kyrgyzstan’s security apparatus is being used to crush dissent and dismantle independent journalism. These actions are clearly intended to intimidate critical voices.”

    On 28-29 May, GKNB officers conducted coordinated raids in Bishkek and Osh, targeting current and former staff of the independent outlet Kloop Media, known for its investigative journalism and anti-corruption reporting. At least eight individuals were taken for questioning, among them journalists Aiday Erkebaeva, Zyyagul Bolot-kyzy, Aleksandr Aleksandrov and Abdil Aitbay Tegin, and former editorial staff Zara Sydygalieva and Zhoomart Duulatov.

    According to their lawyer, authorities denied the detainees access to legal counsel for more than six hours. Aleksandrov and Duulatov remained in custody for 48 hours, reportedly facing accusations of “inciting mass unrest” and alleged links to “anti-state activities,” though no formal charges have been disclosed.

    In February 2024, a Bishkek court ordered the liquidation of the Kloop Media Foundation, citing claims that its reporting “undermines trust in government institutions.” The outlet has since been blocked in Kyrgyzstan but continues publishing. In January that year, 11 journalists associated with the Temirov Live media project, another independent media outlet, were arrested, with two receiving prison sentences of up to six years for their reporting.

  • MIL-OSI Europe: Kazakhstan to get EIB Global support for energy-efficient homes

    The European Investment Bank’s development arm (EIB Global) and state-owned Kazakhstan Housing Company JSC are teaming up to increase the number of energy-efficient and sustainable homes in Kazakhstan.

    EIB Vice-President Kyriacos Kakouris and Altay Kuzdibayev, chairman of the management board of Kazakhstan Housing Company, signed a memorandum of understanding today in the Kazakh capital Astana for financing to build energy-efficient homes.    

    “We will work closely with Kazakhstan Housing Company to explore financing opportunities for housing projects that meet high energy-efficiency standards,” said EIB Vice-President Kakouris. “The agreement reflects a commitment by the European Union and the bank to deepening our strategic partnership with central Asia. Contributing to the sustainable future of the region through initiatives like this one is a high priority for us.”

    This new accord is part of an initiative – FELICITY II Cities Advisory Facility – undertaken jointly by the EIB and German development agency Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The initiative is supported by the International Climate Initiative (IKI) of the Federal Ministry for Economic Affairs and Climate Action of Germany to support low-carbon investments in countries in eastern Europe and central Asia.  

    “Improving people’s quality of life and developing a modern, comfortable urban environment are the key priorities of Kazakhstan Housing Company. Signing a memorandum with EIB Global is an important step in the implementation of long-term international cooperation initiatives that are in line with both national priorities and global climate challenges. We are confident that this partnership will contribute to the formation of a new standard of housing and the development of sustainable and energy efficient housing projects in Kazakhstan,” said Kazakhstan Housing Company Management Board Chairman Kuzdibayev.

    The memorandum of understanding builds on the first EU-Central Asia summit held in April 2025, when government leaders pledged to strengthen ties between the two regions. During the summit, EIB Global announced plans to expand its strategic investments in sustainable development across central Asia.

    GIZ, which was represented at today’s signing event in Astana, , in cooperation with the German Energy Agency (dena) will offer technical assistance to Kazakhstan Housing Company under FELICITY II.

    Cooperation between the EIB and Kazakhstan Housing Company creates a real opportunity to accelerate the low-carbon transformation of Kazakhstan’s building sector, which accounts for a third of the country’s energy use,” said GIZ Project Director André Fabian. “It will also stimulate the market for energy-efficient construction and foster the uptake of innovative technologies and services.” The signing took place during the Astana International Forum, an annual conference that promotes global dialogue and attracts leaders of governments, international organisations, businesses and academic institutions. At the Forum, EIB Vice-President Kakouris participated in panel discussions on water security, global trade and climate action.
