  • MIL-OSI United Kingdom: People encouraged to share views on Perth and Kinross Visitor Levy

    People and businesses are being asked their views on whether a levy should be charged on people who stay in paid tourist accommodation in Perth and Kinross. The money raised would be used to pay for facilities and infrastructure that support the local tourism industry.

    In May 2024, the Scottish Parliament passed the Visitor Levy (Scotland) Act, giving local authorities the ability to charge a set percentage on overnight accommodation paid by visitors and tourists. 

    In February 2025, Perth & Kinross Council’s Economy and Infrastructure Committee agreed to start a period of public consultation to understand whether and how a Visitor Levy could be implemented in the area.  

    The money raised from a Visitor Levy scheme would be ring-fenced, and would be reinvested to support the Perth and Kinross tourism sector in areas such as:

    • Facilities, infrastructure and services that are used by leisure and business visitors
    • Area promotion and marketing
    • The development of new tourism products
    • Attracting events and festivals
    • Improvements that enhance the overall Perth and Kinross visitor experience

    Since residents and visitors use many of the same facilities, the Visitor Levy has the potential to also benefit people who live in Perth and Kinross.

    The results of the consultation will help shape what any Visitor Levy would look like and at what percentage rate it should be set. Responses to the consultation and any potential levy scheme will be presented to a meeting of Perth and Kinross Council in December 2025.

    Economy and Infrastructure Convener, Councillor Eric Drysdale, said: “Tourism is one of the most important sectors of the Perth and Kinross economy, supporting many jobs. The introduction of a Visitor Levy could provide us with an opportunity to improve our tourism offer even further.

    “As well as developing existing infrastructure, a levy could provide opportunities to look at providing new facilities to help ensure everyone visiting our beautiful area will have a high-quality experience.

    “No decisions have been made on this yet. The Scottish Parliament has given us an opportunity to look at whether a levy should be introduced in Perth and Kinross, and we need to explore what that would look like and any implications it would have.

    “With growing demands for critical services to protect health and social care, support pupils with additional support needs, and tackle poverty, we have a duty to look at any opportunities for additional sources of income which can be invested to support growing our visitor economy. That would then allow core funding to be focused on the services which are needed by the most vulnerable people in our communities.

    “To ensure that any future proposals are aligned as far as possible with the views and expectations of Perth and Kinross visitors, residents, and businesses, we are launching this consultation as part of early-stage engagement.

    “We would like to know your views on where you think any potential funds raised could be invested, how much you think it would be fair to charge visitors, and any exemptions that you think there should be.

    “Our consultation runs until 30 September 2025, and I would encourage local people and businesses to take part and tell us what they think.”

    GOVERNOR GREEN SIGNS FIVE BILLS TO ADVANCE EDUCATIONAL AND DEVELOPMENTAL SUCCESS FOR KEIKI

    HONOLULU — Governor Josh Green, M.D., today signed five bills strengthening access to educational opportunities and supporting student success both in the classroom and beyond.

    “This group of bills represents our state’s active commitment to finding real solutions and protecting the fundamental right every keiki has to quality education,” stated Governor Green. “Thanks to the critical work of educators and students alike, as well as countless community advocates, our state is poised to reduce childhood food insecurity and increase access to academic and extracurricular educational opportunities.”

    The newly enacted bills include the following:

    SB 1300: EXPANDING ACCESS TO FREE SCHOOL MEALS

    Beginning with the 2025-26 school year, Senate Bill 1300 expands access to free school meals for students who qualify for reduced-price meals under the National School Lunch Program. To further support ‘ohana classified as ALICE (Asset Limited, Income Constrained, Employed), SB 1300 will expand again in the 2026-27 school year, providing free school meals to any public school student whose family income is below 300% of the federal poverty level. The bill appropriates more than $3.3 million to the Department of Education over the two school years to cover the cost of free meals.

    “Investing in our keiki is an investment in our future,” said Governor Green. “Food insecurity in our state is a serious issue, affecting one in three households. Signing Senate Bill 1300 will help ease the burden on our Hawai‘i ʻohana and improve the lives of keiki across the islands.”

    Senate Bill 1300 aims to improve educational outcomes by ensuring every child in Hawai‘i has access to the consistent nutrition they need to succeed in school. In addition to providing free school meals to eligible students, SB 1300 prohibits an academic institution from denying a student a school meal due to an inability to pay.

    “Senate Bill 1300 removes the financial barrier to accessing school meals, supporting students’ health and well-being, as well as their academic and developmental success said First Lady Jaime Kanani Green. “If students aren’t hungry, they can better focus on their studies, extracurricular activities and personal growth.”

    “Students should come to class hungry for knowledge, not hungry for food,” Governor Green concluded.

    Senate Vice President Michelle Kidani, Education Committee chair, was lead introducer of the bill. “Too many students face hunger in silence and it impacts their ability to learn. By expanding access to free school meals, this bill helps ensure all our keiki have the nourishment they need to succeed. I’m grateful to Governor Green for signing it into law and to all who worked to make it happen,” said Kidani (District 18, Mililani Town, Waipi‘o Gentry, Crestview, Waikele, portion of Waipahu, Village Park, Royal Kunia).

    “Ensuring that our keiki have access to nutritious school meals supports their well-being and success both in and beyond the classroom. At the same time, we are easing the burden on Hawai‘i’s working families, and this is a win for our community,” said House Committee on Education Chair, Justin H. Woodson (District 9, Kahului, Pu‘unēnē, portion of Wailuku.

    HB 862: ADDRESSING SCHOOL BUS SHORTAGES

    Due to a nationwide bus driver shortage, a number of school bus routes were suspended during the 2024–2025 academic school year. To reverse these suspensions and ensure transportation is not a barrier to education, Governor Green issued an emergency proclamation in August 2024, authorizing, among other provisions, the use of alternative vehicles to transport students to and from school. House Bill 862 codifies into statute this authorization and requires Department of Education staff to accompany students between drop-off and pick-up locations to ensure student safety. Using alternative vehicles such as small buses, motorcoaches and vans to transport students, will help maintain existing bus routes, supporting students’ continued access to a quality education.

    “Hawai‘i continues to face a school bus crisis, and we’ve heard from countless parents, families and educators about the urgent need to expand transportation options, while keeping safety front and center,” said House Committee on Education Vice Chair Trish La Chica (District 37, Portions of Mililani Town, Mililani Mauka, Koa Ridge, Waipi‘o Gentry). “This new law paves the way for our students to thrive, by expanding the department’s options to secure reliable transportation and ensuring that transportation barriers don’t stand in the way of our keiki and their opportunities to succeed.”

    HB 133: FUNDING FOR INTERSCHOLASTIC SURFING PROGRAMS

    Due to its deep cultural, social, and economic significance in Hawaiʻi, the Board of Education approved surfing for interscholastic competition in 2016. Since then, only one of the five local athletic leagues has sponsored a surfing program, leaving the majority of the state’s students without competitive surfing opportunities. House Bill 133 appropriates $685,870 for both fiscal year 2026 and fiscal year 2027 to support the establishment of interscholastic surfing programs. These programs will provide students the opportunity to gain competitive experience and further pursue the sport they love.

    “Hawai‘i is the birthplace of surfing, and that’s something we should take great pride in. By recognizing surfing as an interscholastic sport, we are expanding access in Hawai‘i schools — allowing students to build ocean safety skills, connect with our cultural heritage and participate in a sport that has produced champions from our own shores,” said Representative Sean Quinlan, (District 47, Waialua, Hale‘iwa, Kawailoa Beach, Waimea, Sunset Beach, Waiale‘e, Kawela Bay, Kahuku, Lā‘ie, Hau‘ula, Punalu‘u, Kahana), introducer of the bill.

    Sacramento, California – Governor Gavin Newsom today issued a proclamation declaring May 2025, as “Foster Care Month.”

    PROCLAMATION

    During Foster Care Month, we reaffirm to the more than 35,000 foster children and youth in California that we stand in unwavering support of them, and we show gratitude to the thousands of foster families across the state who offer stability and care during critical development stages.

    All children deserve a safe, loving, and permanent home. Foster youth face extraordinary challenges: separation from their biological families at a young age, frequent uprooting from placements, and exposure to adverse childhood experiences. As a result, foster youth are more likely to face difficulties in both the short and long term, with lower graduation rates and higher rates of homelessness as adults. All too often, children of color and LGBTQ youth – who are overrepresented in the system – bear the brunt of these difficulties.

    California is committed to doing right by all our young people, and we are working to ensure that the most vulnerable youth have all they need to not just survive but thrive. To keep families together and reduce foster care entries, the state has created programs to support and educate parents and families to keep their children safely and happily with them. However, if kids must enter the system, we prioritize home-based family care above group homes, recognizing the importance of a stable and loving support system. Consistency and care are critical to a healthy childhood, and foster families offer kids safe haven.

    Although half of all foster children are reconnected with their families, and about a quarter are adopted, some foster kids ultimately age out of the system. In 2023, California launched two pilot programs that provide guaranteed income to foster youth aging out in order to support basic needs and disrupt the cycle of poverty. All kids, regardless of circumstance, deserve the opportunity to pursue their dreams. To support foster youth, the state is creating pathways to careers through the Master Plan for Career Education and making financial supports more accessible for those attending college, including investing in the CalKIDS program to set up child savings accounts of up to $1,500 for every foster child. The Middle Class Scholarship has expanded to cover tuition and fees for UC and CSU students with experience in foster care. Community colleges, CSUs, and UCs all have established programs to help former foster youth successfully transition to college life and adulthood.

    Every foster child deserves to grow up happy, healthy, and loved. We are indebted to the many foster families across the state who have answered the call, as we also recognize the need for more loving families to open their homes and change kids’ lives for the better. It takes a village to raise a child, and California is proud to play its part in doing so.

    NOW THEREFORE I, GAVIN NEWSOM, Governor of the State of California, do hereby proclaim May 2025 as “Foster Care Month.”

  • MIL-OSI United Nations: Finland helps WPF provide hot meals to children in northern Mozambique

    MAPUTO – The United Nations World Food Programme (WFP) welcomes a generous contribution of EUR 500,000 from the Government of Finland to provide tens of thousands of children with daily hot meals as part of Mozambique’s ongoing National Home-Grown School Feeding Programme (PRONAE).

    The initiative, which will be immediately rolled out, reinforces the shared commitment of the Government of Mozambique, WFP, and partners to improve education, nutrition, and food security in some of the most vulnerable areas of the country.  Finland’s contribution will enable WFP to provide daily hot meals to more than 56,000 students over the next three months in primary schools located along the Nacala Corridor in Nampula Province, northern Mozambique. 

    “School meals are more than just a plate of food; they are a vital investment in the future of Mozambican children”, said Satu Lassila, Ambassador of Finland to Mozambique. “Finland has a long-standing partnership with Mozambique, including in education. I am delighted that we can now support Mozambican children also in this way.” 

    Mozambique is currently facing one of the most severe food insecurity crises in recent years, with nearly 40 percent of children under the age of five suffering from stunted growth and a record 5 million people in need of urgent humanitarian assistance. The situation is especially dire in the northern region, where conflict and recurrent climate shocks continue to disrupt lives and livelihoods.

    “Investing in school meals is one of the smartest and most impactful ways to support the next generations in Mozambique,” said Antonella D’Aprile, WFP Country Director in Mozambique. “Thanks to Finland’s generous contribution, thousands of children will receive the nourishment they need to learn and build a better future—not only for themselves but for the country as a whole.”

    Evidence shows that school feeding programmes not only improve children’s nutrition and learning but also help reduce poverty and inequality by increasing school attendance and building human capital over time.

    As a founding member and co-chair of the Global School Meals Coalition, Finland remains a steadfast provider and supporter of school meals around the world. This latest contribution builds on Finland’s longstanding collaboration with WFP to ensure that no child learns on an empty stomach.

  • Integral Humanism is not a complex philosophy; it is the essence of Indian thought: Shivraj Singh Chouhan

    Union Minister of Agriculture and Farmers Welfare Shivraj Singh Chouhan on Sunday addressed a National Memorial Symposium at the NDMC Convention Centre in New Delhi, commemorating the 60th anniversary of Pandit Deendayal Upadhyaya’s philosophy of ‘Integral Humanism.’

    The symposium brought together scholars, policymakers, and thought leaders to reflect on the relevance of this philosophy in contemporary India.

    Addressing the gathering, the Union Minister paid homage to Pandit Deendayal Upadhyaya and underlined the global relevance of his thought. “I bow at the feet of revered Pandit Deendayal Upadhyaya Ji. I say this with complete conviction: the solutions to the problems the world faces today lie in the philosophy of Integral Humanism. It is not a complex philosophy; rather, it is the essence of Indian thought,” he said.

    Explaining the roots of the philosophy, Chouhan noted that Integral Humanism was Pandit Deendayal Ji’s response to Western political thought that had emerged post-monarchy under ideals such as liberty, equality, and fraternity. He said that Pandit Deendayal urged India not to imitate the West blindly, but to build its society on its own foundational values.

    Speaking about agriculture, the Minister said farming is the backbone of India’s economy. “I am not just the Agriculture Minister; I live the term ‘agriculture’. Farming and farmers run in my veins,” he added.

    Elaborating on different forms of human fulfillment, the Minister likened the joy of intellectual discovery to Newton’s experience with gravity and emphasized the balanced role of wealth in life. He said that Pandit Deendayal Upadhyaya believed in the necessity of material resources for a dignified life but warned against making wealth an overriding pursuit.

    Highlighting the philosophy’s environmental ethos, Chouhan said the principle of ‘single consciousness’ applies not just to humans, but to all of nature. “The Earth is not only for humans; all living beings have an equal right to it,” he said. As part of this thought, he urged people to join the ‘Ek Ped Ma Ke Naam’ (One Tree in Mother’s Name) plantation campaign to preserve nature in a sacred way.

    The Minister also pointed to a decline in rural poverty and rising living standards as indicators of positive transformation. He emphasized the government’s commitment to women’s empowerment, mentioning the Lakhpati Didi Yojana as a significant step towards gender equity. “If we leave half of our population behind, the country can never progress,” he stated, adding that this is the land of Gayatri, Sita, Durga, Lakshmi, and Saraswati.

    Chouhan also announced that two new paddy varieties have recently been developed. These varieties are expected to boost yield by 30%, use 20% less water, and mature 20 days earlier, thereby increasing productivity and sustainability.

    Intro

    “It does not take a majority to prevail … but rather an irate, tireless minority, keen on setting brushfires of freedom in the minds of men and woman.”

    That was Sam Adams, one of the United States’ founding fathers. So many people here today, and some who sadly couldn’t be, fit Sam Adams’ description:

    I know one or two here are, occasionally, irate.

    To get this far, we’ve had to be tireless.

    I suspect we’ll always be a minority, but we succeed by setting brushfires in people’s minds.

    Human freedom, to do what you like if you don’t harm others, is the only thing truly worth fighting for. Only when that principle prevails can we turn our efforts on fighting problems in the natural world, instead of each other.

    This is no swansong, just a little rest before the next climb, perhaps the next setback, we’ve had lots of both, and we’ll have lots more.

    Today’s an opportunity to thank you for all your efforts setting brushfires of freedom in the minds of New Zealanders, and recommit ourselves to the mission of promoting a free society.

    Challenges I’ve faced and people who’ve helped/what I’ve learned from them

    Now, it hasn’t always been easy. If I had to pick a theme song for the last ten years, it could be one of Mark Knopfler. The Scaffolder’s Wife. Mark always writes with great empathy for the struggling.

    “In the wicked old days, when we went it alone. Kept the company goin,’ on a wing and a prayer.”

    Those words really stick with me, because sum up my first six years of leading ACT.

    In fact, it hasn’t just been a bit difficult. Most of the time it seemed bloody impossible.

    It’s a happy miracle our party exists. There is no party committed to human freedom anywhere in the world as successful as ACT. Most politicians find it too easy to get votes by promising other people’s money, or promising to regulate other people’s choices.

    We take the hard road. We seek political power by promising voters only the freedom to make the most of their own lives. We do so because only the creative powers of a free society can generate the wealth to overcome our challenges.

    Not only is our mission fundamentally hard, but sometimes we’ve made it harder than necessary. I hesitate to bring it up, but we’ve burned ourselves on one or two of our own brushfires along the way.

    Our perk buster took a perk. Our tough on crime guy got convicted. Our leadership had a civil war. We were subject to an unconventional coup.

    In 2011, ACT ran one of the most corageous three-pronged election campaigns in modern history. Supply side economics, one law for all, and freeing the weed. There are constituencies for all three causes, but they don’t all get along.

    John Banks steadied the ship, and I want to thank him for his unconditional support. John didn’t just allow the party to survive, he allowed it to survive as a liberal party.

    I imagine being turned around to vote for gay marriage wasn’t easy for him. On the other hand, saying no to Jenny isn’t easier either.

    John’s sacrifices allowed Jamie Whyte and I to run a ticket in 2014, but things could still get much worse. It turned out my dear friend with a CV from heaven was brilliant at everything but politics.

    I say all this because it’s the backdrop to one hell of a climb. You have to see where we started to see how far we’ve come. That is, to see the full achievement of the people in this room and some who can’t be here today. We’ve made ACT the world’s most successful classical liberal party.

    For five years, nothing we did made a jot of difference. There was a Facebook group called ‘Is ACT polling 1 per cent yet,’ and it seemed like it would be forever.

    People said our party was not legitimate. They said we shouldn’t even be in Parliament. They said we had no real agency, being an offshoot of another party. When they talked about us, they didn’t talk about what I was saying in the present. Instead, they judged us by others had taken while I myself had been living in another country.

    After the election disaster of 2017, I said that it didn’t matter what our shop was selling. We just couldn’t get anyone in the door, let alone buying.

    This kind of relentless doomism was the opposite of everything ACT stands for. We believe, as Richard Prebble says in I’ve Been Thinking, that life isn’t like bad weather, you can make a difference in your time on Earth.

    Unfortunately, some things were like the weather. We couldn’t make it rain financially. Eric Clapton said nobody knows you when you’re down and out. I can tell you from experience that very few donate to your political party, either.

    Lindsay Fergusson is one who can’t be here, may he rest in peace. I remember we got to $7,000 left. We’d miss rent on the office and be kicked out if something didn’t change. Lindsay put $5,000 in ACT’s account and said ‘don’t tell Lynne.’ Lynne, I hope the secret’s ok to let out now.

    I used to try to call two ACT members every week day. One day I called a guy called Chris Reeve. I noticed his email address was superman. He also said he wanted to donate. Could this guy be for real?

    I earnestly explained where the party was up to and what I needed to raise in a year to keep it going. He looked at me and said “I’ll do half if that Jenny Gibbs will do the other half.”

    I still remember clearly the first time I met Jenny, in 2005. “I’m a social liberal, too,” she said. Her generous support of ACT is published by the Electoral Commission, but her personal support of successive ACT leaders is not. She is one of the warmest and wisest women in New Zealand and we’re lucky to have her.

    Not every donor gives in the thousands, but thousands have given donations to keep our party alive, even when it might have seemed like palliative care. I thank everyone who’s given to ACT, whether you gave $5 or $5,000.

    Some people give their time. In the wicked old days when we went it alone, I was never really alone. So many people helped, delivering mail, erecting signs, filing the party accounts, and opening up their homes for house meetings.

    Alison and Stu Macfarlane rapidly edited my second book Own Your Future. They said the timeline was mad. I said we couldn’t move the election. I think that book helped keep the party together. Most parties couldn’t publish a book of their policies. Some probably think books are a symbol of colonisation anyway. What sets ACT apart is that we are a party of ideas.

    People think a political party is an enormous enterprise with limitless resources required to Govern a country. If you were taking hope or reassurance from that, I’m sorry to disappoint.

    We’re more reliant on wings and prayers than massive resources. One person who found this out the hard way was Malcolm Pollock. Chis Fletcher, Auckland’s mother, introduced him to me.

    He thought he might get a minor role making the tea on the sidelines of this vast edifice. We walked out of Fraser’s café as the bewildered new Chair of the Party’s only functioning electorate committee! In similar circumstances, Ruwan Premathilaka became party President.

    So many Malcolms and Margarets up and down this country have volunteered to make our party possible. ACT has ten times more members today than it did when Malcolm joined.

    Perhaps the hardest role in the Party is being the President. You’re legally responsible for the organization, but to survive it needs to change strategy at a moment’s notice. It must be the Governance equivalent of riding a mechanical Bull.

    We’ve been lucky to have very patient presidents, who’ve been prepared to hold the ship together. The current President, John Windsor, is perhaps New Zealand’s greatest political activist.

    John has never met a problem he can’t quickly and quietly fix. Signs, mail, volunteers, no problem. They say amateurs talk strategy, professional’s talk logistics. In that sense John is a true professional, and a great ACT President.

    Some roles are so difficult we need to pay people to do them. That would be our parliamentary staff. If I’ve done anything right in politics, it’s been attracting and retaining great people.

    Yesterday my electorate office staff came with me to Government House for the swearing in ceremony. I wanted them to be there because they’re be best electorate team in the country. They get swamped with requests for help from other electorates. There’s three positions and we’ve had one change in ten years, if turnover rates mean anything then we have a great team.

    The same thing goes for ACT’s team in Wellington. We’ve been ranked by far the best working environment on the Parliamentary Precinct, and we keep attracting great talent.

    One talent stood out more than any. When Brooke van Velden came to work in Wellington, the End of Life Choice Bill was still possible, but far from inevitable.

    It got stuck in Select Committee for sixteen months, and the antis refused to be constructive. We couldn’t make the changes we needed to get political buy in, let-alone make good law.

    We’d have to make these changes in The Committee of the Whole House stage, where each MP can individually vote on every word of the legislation. One wrong vote and the Bill could end up a nonsense, sinking a three-year project in a heartbeat.

    That’s when we came up with the Sponsor’s Report. If the eight MPs on the Select Committee, supported by the Ministry of Health, couldn’t come up with a coherent set of reforms, then a 26-year-old woman with a sharp mind would.

    The Sponsor’s Report remains one of the most effective policy documents ever produced in New Zealand. It was written by Brooke but, like Helen Clark, I just signed it. In the end we got MPs to vote for every change we needed to make the law, and oppose every change that would have stuffed it up.

    Besides Brooke, there have been 13 other new ACT MPs in the last decade, and they have been extraordinary. Nicole, Chris, Simon, James, Karen, Mark, Toni, Damien, Todd, Andrew, Parmjeet, Laura, and Cameron have been an exceptional team of players. However, they’ve also formed a great playing team, and we know a playing team always beats a team of players.

    Today our MPs in Government are delivering that real change that you asked for and we campaigned on.

    Our Parliamentarians are taking on the scourge of deepfake porn. I bet Roger Douglas never thought that would be come a cause when he founded the Party.

    We’re standing up for academic freedom. We’re keeping a watchful eye on bureaucracy for farmers and tradies alike.

    In Government, our Ministers are reforming, reforming, reforming. Brooke is taking on our calcified Health and Safety.laws and the hoary old Holidays Act.

    Nicole is finally delivering a rational approach to firearms law even as she changes the courts to speed up the clogged system.

    Karen is turning the department that failed her so deeply and personally into an effective protector of those who came after her.

    Andrew is standing up for the property rights of farmers when he defends New Zealand’s biosecurity.

    Simon is the unsung hero of this Government, because delivering resource management law based on property rights will do more for the people who live in this country than any other reform this term.

    Of course, the Party’s also bringing back charter schools, opening up overseas investment, saving the taxpayer billions, bringing Pharmac into the 21st century, slashing red tape, and legislating the Regulatory Standards Bill so for the first time our property rights will be in law. We’ve been busy.

    Some people have helped ACT in more creative, unexpected ways. When the female pro dancers first met for the 2018 season of Dancing with the Stars, they all agreed on one thing. Nobody wanted to be paired with ‘that guy’. It was a guaranteed ticket home on the first elimination.

    Even my own family came to opening night. They thought it would be their only chance, and I might need consolation after the show.

    If I’d had any partner except Amelia McGregor, they would have been right. But we ended up campaigning as much as dancing. We took on the bullies and fought for the downtrodden, the overlooked, and the physically uncoordinated up and down New Zealand!

    The kindest thing the judges said is that I proved absolutely anyone can dance.

    I think that’s what our tireless minority has proven over the years. With quiet determination we can change our future, and the future course of this country. Anyone can dance.

    That’s why we stand for the farmers, the landlords, the licensed firearm owners, the free speech advocates, the small business owners, and the ethnic and religious minorities. Everyone has the right to live free in the country, because anyone can dance.

    Why New Zealand needs more of a movement like ours

    Now, this must all sound very nostalgic. If our opponents have listened this far, they’re probably hoping I’m building up to a retirement.

    I’ve talked about how we got to today because it’s worth pausing and looking back. It’s essential to acknowledge and thank the many people who got us this far. We should, as our stalwart member Vince Ashworth says, foster a culture of appreciation.

    That said, I’m not going anywhere but ahead.  Sorry Labour, ACT remains your worst nightmare, and New Zealand’s best hope.

    Nearly every single press release, fundraising email, talking point from Labour lately has been about how dangerous David Seymour is. I get so much free accommodation living in Willie Jackson’s head, I might need to declare it to Parliament’s register of interests.

    To Labour, yes I am dangerous, but only to you and your batty outriders. What’s more your strategy of directing more attention to ACT will backfire.

    To paraphrase Br’er Rabbit, we’re born and bred under political pressure. When you put the spotlight on ACT, you show people the party and the attitude this country needs.

    We can be down and out, through wicked old days, and rise again.

    We’ve been able to do it because we have something you can never take away, our philosophy. Our core beliefs are the beliefs that founded this country.

    Wave after wave of migrants have taken huge risks to give their children a better life on these islands.

    We are a nation of pioneers united in the belief that things can get better, no matter how hard they seem there is always hope.

    We don’t discriminate against each other, based on things we can’t change about ourselves. We only discriminate based on the choices we do make. Human freedom, and personal responsibility under the law.

    We know the world is unpredictable, and the only path to success is letting a thousand flowers bloom, looking for success that we can push up, instead of pull down.

    Our opponents are a Labour Party best described as lost. There is a Green Party that barely talks about the environment. There is the extraordinary spectre of a race-based party that increasingly threatens violence against its opponents, tolerated by the media.

    What unites them is a poverty of spirit. The idea that other people’s success is not an example of what’s possible, but somehow the source of their supporters’ problems.

    They traffic in the idolisation of envy, and even if they manage to sell it, it still won’t work.

    ACT on the other hand, and our celebration today, shows that anyone can dance. Yes our country faces problems, but ACT knows how to overcome them.

    It starts with belief. When seemed easiest to give up, you may find you were really just turning the corner. Today there are too many Kiwis leaving, and not enough believing.

    I believe New Zealand remains a good bet. We have no excuses for not creating a great country, but it’s the culture that matters. The real culture war today is not about which bathroom you go to, it is about whether we are here to push people up or pull them down.

    Can we move past the dark underbelly of tall poppy, and celebrate the achievements of Sheppard, Rutherford, Ngata and Hillary, with many more to come?

    We have to believe life is a positive sum game, that win-wins are possible if we treat each other with mutual respect and dignity.

    We can become a kind of Athens of the modern world, a place where creative people are welcomed to move and invest, joining people already here who fundamentally believe the point of our country is to make success possible.

    Every policy should be measured against the simple test, will this create the environment for New Zealanders to solve problems and make tomorrow better than today. It’s what we used to call, progressive. It used to be an idea owned by the left, but today they are far too busy tearing people down and putting them in boxes, virtue signaling, categorising, and otherwise discriminating.

    If there’s any party that can offer the values and the grit to take this country out of the doldrums and constant ‘meh’ that befalls New Zealand today, it’s the party that’s had to overcome the great Kiwi knocking machine from palliative care to the centre of Government.

    That effort would not have been possible without the people in this room and beyond who believed in us when no-one else would, because they believe in the Party’s ideas.

    Thank you for getting us to this milestone, and buckle yourselves in because in Hillary terms, today is only base camp.

  • MIL-OSI USA: Rep. Ralph Norman Drops the Hammer on the Need for Medicaid Program Reform

    Washington, D.C. – Yesterday, Rep. Ralph Norman (SC-05) joined Rep. Chip Roy (TX-21) and 20 other House Republicans in sending a letter to their colleagues urging structural Medicaid reform to be included in the upcoming budget reconciliation package.

    Background

    Originally designed as a safety-net program for low-income children, pregnant women, seniors, and individuals with disabilities, Medicaid has drifted far from its 1965 mission. In recent years, structural flaws, a lack of eligibility enforcement, and continuous financial schemes have led to skyrocketing costs and inefficient spending.

    The Congressional Budget Office now projects that from 2025 to 2034, Medicaid spending will be $1.2 trillion higher than forecasted in 2021. Much of this increase is not the result of improved care. Instead, it stems from flawed policies, including the Affordable Care Act’s expansion model, which rewards states with a 90% federal match for able-bodied, working-age adults, compared to just 60% for the truly vulnerable.

    Improper payments have exceeded $1.1 trillion over the past decade, with many states exploiting loopholes such as provider taxes and intergovernmental transfers to artificially inflate federal contributions. Meanwhile, Medicaid now serves more individuals above the poverty line than below it. In California, federal funds have been used to expand coverage to illegal immigrants and eliminate asset tests, allowing even wealthy residents to qualify for taxpayer-funded care.

    The letter outlines three guiding principles: prioritize the truly vulnerable, end the use of financial gimmicks, and strengthen state accountability. Without action, Medicaid will continue to drain federal resources, increase healthcare costs nationwide, and push the program further from its original intent.

    Statement

    Medicaid was never meant to be a bottomless well of taxpayer money,” said Rep. Norman on Thursday. “It was created to help the most vulnerable, not to reward states for gaming the system or to cover able-bodied adults who can and should work. We’ve got to stop enabling waste and start restoring accountability. This reform is about protecting both patients and taxpayers, and I’m proud to support it.

    WASHINGTON, DC –  During today’s House Financial Services Committee hearing on the state of the international financial system, Congresswoman Sylvia R. Garcia (D-TX-29) called out the Trump administration’s failure to address poverty and its reckless tariff agenda that’s threatening the U.S. and Houston economy. The hearing focused on the impact of tariffs, market instability, and deteriorating global economic relationships under Trump’s leadership. 

    In a pointed exchange with Treasury Secretary Scott Bessent, Congresswoman Garcia called out the administration’s one-sided focus on tax cuts for the wealthy. 

    “It just strikes me that most of your testimony is about tax cuts and cutting costs. It’s always about tax cuts and it’s always about the rich. But nothing is ever said about the poor,” said Congresswoman Garcia. “As Secretary of Treasury, it’s not just about the inflation rate, it’s not just about the GDP, it’s also about making sure that we keep the poverty rate in this country low. There are people who are living in poverty who have never lived in poverty before.”

    Congresswoman Garcia also laid out the real-world consequences of Trump’s trade policies in her district.

    “I’m from Houston. I’m concerned about the tariffs on energy. We have done a lot to increase trade in Houston, construction, everything after the pandemic, and everything was growing,” added Congresswoman Garcia. “But now that the Trump tariffs have surfaced, it is threatening Houston’s economy. The petrochemical companies, the port—everybody is trying to figure out what the hell we’re going to do.”

    Though time limitations prevented Garcia from delivering her full set of questions, she submitted additional remarks for the record pressing Secretary Bessent on rising fuel and construction costs, job losses, and the administration’s failure to coordinate with key trading partners.

    “Don’t you see the problem here? The people paying are our constituents. Doesn’t matter who they voted for. Doesn’t matter if they live in red or blue districts, although I’ll add that the red districts are projected to bear the brunt of the impact,” said Congresswoman Garcia. “They will pay for these misguided tariffs, whether it is on Amazon, at the grocery stores, at the gas stations, or with their jobs. I hope you realize this soon and work with House Democrats to make sure that the U.S. economy isn’t in a recession by your next visit.”

    “We acknowledge the need for greater defence spending and continued NATO membership, but also call for a more thorough reappraisal of strategic defence alliances. With Trump no longer a reliable ally, we need to deepen our defence cooperation with the EU, and review AUKUS.

    “A Green approach to security is not based on arms and threats, but on the three Ds: diplomacy and development as well as defence. Defence policy should not be a simple competition over spending, but based on real commitment to an international order based on human rights, equality and genuine cooperation.

    “If we are to avoid the horror of war, we need to look at the deeper causes of insecurity, including poverty and climate change. We strongly support the restoration of the international aid budget to at least 0.7% of GNI, with a considerable proportion spent on climate action.

    “And we will continue to argue that real patriotism means to stand against UK-made weapons or components being sold to dictators, human rights abusers or for use against civilians anywhere in the world.”

  • MIL-OSI China: Chinese experts help modernize rice-prawn farming techniques, improving Cambodian farmers’ livelihoods

    Cambodian farmer Min Chhon, 57, has experienced significant improvement in his family’s livelihoods after having received technical training and on-site guidance on rice-prawn farming from Shanghai Ocean University experts.

    Chhon said he grew only rice on his land of nearly two hectares, which yielded about six tons per annum, before the launch of projects of “Rice-Fish Farming Technology Cooperation and Poverty Alleviation Through Aquaculture in Lancang-Mekong Countries” and “Cambodian Smart Fisheries PILOT Project” carried out by the Shanghai Ocean University and Foreign Economic Cooperation Center (FECC) of China’s Ministry of Agriculture and Rural Affairs.

    “But since the launch of the projects, I have raised giant freshwater prawns in the rice fields, which yields around one ton of prawns in each harvest,” the father with three children told Xinhua on Saturday.

    “Before the technique of prawn farming were introduced, we only planted rice and earned a very limited income, but after we did rice-prawns farming in rice fields, we got much wealthier,” he said. “The yields from the rice-prawn farming are highly satisfactory.”

    Chhon is among dozens of farmers in southern Takeo province, who have been trained by Chinese experts from the Shanghai Ocean University and FECC in collaboration with the Fisheries Administration of Cambodia’s Ministry of Agriculture, Forestry and Fisheries.

    Through the projects, the Chinese experts have provided Cambodian farmers with technical guidance and new technologies to boost prawn production in rice paddies and other aquaculture settings.

    Farmers have also been taught to use drones to distribute feed in rice fields and aquaculture ponds effectively.

    “Chinese experts have helped us, including juvenile nursery, donating feeds, juveniles, some equipment and technical manuals, delivering techniques, and others,” Chhon said.” These two projects have helped improve my family’s livelihoods significantly.”

    Launched in January 2024 and will last till 2027, the projects are part of the Cambodia-China “Fish and Rice Corridor” cooperation, which has been established to accelerate agricultural modernization, to ensure food and nutrition security, and to increase incomes for rural farmers in Cambodia.

    Also, the projects will help more farmers get rid of poverty, and promote the sustainable development of Cambodian agriculture and rural areas.

    On Saturday, a team of experts from the Shanghai Ocean University visited the project sites and provided technical guidance to farmers in Chrey Ngor village of Bourei Cholsar district in Takeo province.

    Wu Xugan, a professor in aquaculture at Shanghai Ocean University, said the “rice-fish co-culture project” has provided technical and technological knowledge to farmers, helping them increase fish or prawn yields, which will not only boost their incomes, but also ensure nutrition and food security.

    “The rice-fish co-culture project is very important because rice and fish are two major foods for the Cambodian people,” he told Xinhua during the visit to a rice-prawn farm.

    “When we do the rice-fish co-culture, it has multiple benefits for both rice and fish. For example, we feed prawns, and the prawns will produce ammonia and manure, which are the fertilizers for rice,” he added.

    Also, he said, prawns will eat the pests that are harmful to rice paddies.

    Wu said the project has developed two rice-fish farming models, namely rice-giant freshwater prawn co-culture and rice-giant freshwater prawn rotation, and large-size prawn seedling cultivation technology.

    Thay Somony, director of the Department of Aquaculture Development at the Fisheries Administration of Cambodia’s Ministry of Agriculture, Forestry and Fisheries, said that through the project, Chinese experts have trained Cambodian farmers on ecosystem service analysis, biodiversity conservation, climate adaptation strategies, and the digitalization of prawn nursing.

    “By adopting innovative practices such as rice-fish co-culture and digital prawn nursery, farmers can increase productivity while minimizing environmental impacts, leading to improved food security and enhanced economic resilience,” he told Xinhua in a recent interview.

    “The integration of diverse farming systems enables farmers to diversify their income sources, reducing their vulnerability to economic shocks and improving their overall livelihoods,” he added.

  • MIL-OSI Africa: Collaboration a key cog to solving societal challenges

    The church remains a key ally in helping government to tackle challenges such as poverty, gender-based violence, and social fragmentation, said Deputy President Paul Mashatile.

    “Government alone cannot address the multitude of challenges confronting our communities today. From unemployment and substance abuse to crime, poverty, and social fragmentation, these issues require a collective societal response,” he said on Friday.

    Speaking at the gala dinner marking the 150th anniversary of the Evangelical Presbyterian Church of South Africa (EPCSA) held at Euphoria Golf Estate in Limpopo, the Deputy President called on faith leaders to strengthen their role in combating gender-based violence and to support vulnerable members of society.

    “The church has a profound moral responsibility to speak out against domestic violence and to promote a culture of mutual respect, dignity, and family cohesion. Through sermons, community outreach, and family counselling, the church can instil values of compassion, responsibility, and peace,” said.

    He also commended the EPCSA for its 150 years of unwavering commitment to faith, social cohesion, nation building and community upliftment.

    In his remarks, he praised the church for its historic and ongoing role in promoting love, justice, and integrity in South Africa.
    “This sesquicentennial celebration is not merely a reflection of the passage of time but a testament to unwavering faith, resilience, and a steadfast commitment to serving both God and the people of South Africa,” the Deputy President said. 

    Founded in 1875 by the Swiss Mission in South Africa, the EPCSA began its journey in Valdezia, Limpopo. Over the years, it has expanded across ethnic and cultural lines, playing a vital role in education, healthcare, and community development.
    Previously known as the Swiss Mission Church and Tsonga Presbyterian Church, the EPCSA has since transcended ethnic boundaries, serving all communities with equal compassion and dedication.

    “The EPCSA’s dedication to education, healthcare, and social justice has left an indelible mark on our nation’s history. By establishing mission stations, schools, and clinics, the church has played a pivotal role in uplifting marginalised communities and fostering social cohesion,” Mashatile said. 

    The Deputy President also highlighted the church’s recent reunification in October 2024 after over three decades of division, calling it “a powerful reminder that, through faith and humility, divisions can be healed, and communities can be strengthened.”

    The Deputy President drew attention to the EPCSA’s ongoing outreach work.

    “The EPCSA’s commitment to addressing societal challenges such as poverty, inequality, and social injustice aligns with our national objectives.     In a special speech at the 22nd Shangri-La Dialogue Security Conference, he noted that maintaining ASEAN’s autonomy is “not about resisting others” but “about strengthening ourselves.”

    The same spirit underpinned the statement by ASEAN leaders on global economic and trade uncertainty at the Kuala Lumpur summit earlier this week, Ibrahim said, adding that summit participants warned “of the dangers of unilateral action, equivalent tariffs and the growing risk of global fragmentation.”

    “We reaffirmed ASEAN’s commitment to an open, predictable and rules-based trading system,” the prime minister said, adding that “open markets create the kind of interdependence between countries that encourages prudence rather than confrontation.”

  • MIL-OSI Africa: Land degradation neutrality- a pathway to sustainable futures for vulnerable communities

    As the world battles escalating environmental challenges, from climate change to biodiversity loss, one crisis continues to be overshadowed – that is land degradation. Every year, over 100 million hectares of productive land are lost or degraded, affecting the lives of more than 1.3 billion people globally.

    In regions already grappling with poverty, hunger, and unemployment, this environmental degradation becomes a multiplier of vulnerability.

    The recent Global Land Degradation Neutrality – Integrated Land Use Planning (LDN–ILUP) Inception Workshop that took place in Sandton, South Africa marked a critical turning point in the global fight against Desertification, Land Degradation, and Drought (DLDD). For four days, experts, government representatives, and development partners from 18 participating countries gathered to refine targets and develop strategies aimed at restoring our planet’s productive land. This meeting was not just another technical gathering – it was a platform of hope for millions whose lives and livelihoods depend on healthy land.

    At the heart of this initiative is the principle of Land Degradation Neutrality (LDN), a concept rooted in sustainability and inclusivity. It recognises that land restoration cannot succeed without the active participation of people at the grassroots level. These are the farmers, herders, and communities whose daily decisions directly influence land and water resources. Empowering them to implement sustainable practices remains vital.

    Bringing the issue of land degradation home to our country, it must be noted that South Africa, is currently presiding over the G20 under the theme: “Solidarity, Equality and Sustainability.”  Our country will use its presidency of the G20 to place the issues of DLDD at the heart of G20 member states and tackle degradation in the country. Our argument is that the G20 – representing the world’s largest economies – must lead by example in addressing land degradation as an integral part of climate and development discourse.

    The G20 Environment and Climate Sustainability Working Group (ECSWG) – which is led by our department – will focus on DLDD, along with other critical areas such as biodiversity, climate change, and ocean health. But while global policy alignment is essential, real progress lies in concrete actions on the ground—large-scale restoration projects, transboundary collaboration, and integration of Sustainable Land Management (SLM) into national development plans.

    To this end, existing initiatives such as the Changwon Initiative, African Forest Landscape Restoration Initiative (AFR100), the Great Green Wall, and the United Nations Decade on Ecosystem Restoration must be harnessed and scaled up. These programmes provide tested frameworks for land restoration and resilience building.

    However, none of these ambitions will materialise without adequate and sustained financial support. Development and financial partners must step up their efforts. While we acknowledge the critical support provided by entities like the Global Mechanism of the UNCCD, Global Environment Facility, and development partners from Canada and Germany, there remains a significant financing gap. Innovation in resource mobilisation is urgently needed, whether through blended finance, public-private partnerships, or carbon markets. South Africa will therefore call on the developed nations under the G20 to provide more financial support to developed countries to tackle land degradation.

    It must also be noted that we cannot continue to formulate frameworks and strategies without addressing the daily realities faced by vulnerable communities. If we are serious about achieving the targets of the UNCCD, Convention on Biological Diversity, and the Paris Agreement, financial commitments must match the scale of ambition.

    I must commend all dignitaries from all over the world who attended the workshop. I want to reiterate that the workshop should not be seen as a standalone event. It must be viewed as a launchpad for action—an opportunity to demonstrate that LDN is not merely a technical term, but a vehicle for change, resilience, and hope. As global citizens, we owe it to future generations to restore the land they will inherit.

    Let this be the moment we stop talking and start restoring.

  • MIL-OSI Africa: Call for reform of political-administrative interface

    Deputy President Paul Mashatile has recognised significant systemic weaknesses that undermine the effectiveness of the South African state, calling for the construction of a capable government and the reform of the political-administrative interface.

    The Deputy President cited the synthesis evaluation, conducted by the Human Sciences Research Council (HSRC), which reveals deep-rooted challenges in public service delivery and institutional stability.

    Key findings highlight critical issues, including high turnover among Directors-Generals(DGs), persistent political interference in administrative decisions, and weak performance management systems.

    The report found that these problems are eroding institutional memory, compromising policy continuity, and undermining public trust.

    “The significance of today’s engagement cannot be overstated as we progress in our commitment to establishing a capable and developmental state, which continues to be a key priority of the seventh administration,” he said on Friday. 

    Deputy President Mashatile was leading a roundtable discussion on strengthening the political and administrative interface at the Sefako Makgatho Presidential Guest House in Pretoria.

    The engagement is part of the broader efforts by the Presidency to support the implementation of the National Development Plan (NDP) 2030. 

    The NDP emphasises the importance of establishing a capable and developmental state to address the country’s socio-economic challenges effectively.

    To address these challenges, Deputy President Mashatile said government is implementing a comprehensive National Framework for Public Service Professionalisation.

    This initiative aims to create a more meritocratic, competent, and accountable public service, with plans to establish clearer lines of accountability and reduce political interference in administrative processes. 

    It also involves improving leadership stability in government departments and strengthening intergovernmental collaboration. 
    The Deputy President recognised that resolving these institutional weaknesses is crucial for achieving the Government of National Unity’s (GNU) strategic priorities of inclusive economic growth, poverty reduction, and building a developmental state.

    “Central to us attaining these three strategic priorities is ensuring sound institutional design that is responsive to the prevailing challenges and the nuances of a modern state that is agile enough to respond to a rapidly changing environment.”

    The Deputy President  has defined a capable and developmental state as a government that has essential resources and skills to successfully execute policies that foster economic growth and enhance the well-being of its citizens. 

    In addition, he said a developmental, capable and ethical state requires skilled managers, especially DGs and Heads of Department, with clear lines of authority and accountability to execute their duties in a way that achieves optimal outputs and agreed outcomes. 

    “This requires a political and administrative environment that is free from undue political interference, with effective systems, and with a consistent and fair application of rules.”

    He told the attendees that the urgency to enhance state capacity has never been more pressing. 

    “Our nation has made strides in the past, overcoming immense challenges to secure our democracy and pursue socio-economic progress. Yet, we acknowledge that there are areas where our state machinery still lags behind, hindering our ability to deliver on the promises of our Constitution.”

    He acknowledged that the tensions and instability in relationships at this interface remain a matter of great concern for all respondents, both accounting officers and executive authorities. 

    “Without doubt, these problems are compounded by a history of apartheid and its lingering effects, corruption, skills gaps, and a lack of accountability.”

    The country’s second-in-command has called for a state that will ensure that citizens have access to basic services, a growing economy that creates jobs and a youthful population is inspired to build viable start-ups that can compete on a global level.

    “If we are serious about building a capable, developmental and ethical state, we must recognise that reforming the interface is the precondition, not the afterthought.” 

    He also called for the establishment of war rooms focused on the economy, poverty, and clean governance, aiming to improve payment cycles and procurement processes, especially for small, medium and micro enterprises (SMMEs).

    In his address at the gathering, Public Service and Administration Minister Mzamo Buthelezi emphasised the critical need for a more transparent, ethical, and efficient relationship between the political leadership and public administration.

    Buthelezi welcomed the platform to reflect the relationship between the political heads and the accounting officers.

    Your Excellency Mr. Emomali Rahmon, President of the Republic of Tajikistan,

    Your Excellency, the Prime Minister of Pakistan, Mr.  Shehbaz Sharif,

    Excellencies, Ladies and Gentlemen,

    I would like to extend my warmest congratulations to the Government and the people of the Republic of Tajikistan for convening this High-Level International Conference and championing 2025 as the United Nations declared International Year of Glaciers’ Preservation.  

    Mr. President, I thank you for the opportunity to visit the Glaciers in the Pamir mountain range. This was a reality check to how fragile the ecosystem is and needs preservation.

    Your commitment to glaciers – the water towers of the world, holding nearly 70% of Earth’s freshwater – stands as a beacon of hope, towards keeping global momentum, securing our planet’s vital water sources, and raising urgent climate ambition.

    A decade has passed since the world embraced the 2030 Agenda for Sustainable Development and the Paris Agreement, setting out a bold vision for a more just, resilient, and sustainable future.

    In spite of the recent geopolitical tensions and the pushback on multilateralism, this Conference convenes at a pivotal moment—with a decisive call to turn commitments into action, and shape the trajectory of our planet, economies, and the well-being of generations to come.

    The time for ambition is an imperative now, and the stakes have never been higher.

    Allow me to recognize the invaluable contributions of the World Meteorological Organization, UNESCO, the Asian Development Bank, and all other dedicated partners whose collaboration has made this conference – and this growing momentum – possible.

    Your steady dedication to glacier research and monitoring throughout the 2025-2034 Decade of Action on Cryosphere Sciences has been instrumental in raising awareness and advancing scientific knowledge to safeguard our planet’s equilibrium.

    Excellencies, Friends,

    Since 1975, over 9,000 billion tons of ice have disappeared – equivalent to a 25-meter-thick block covering all of Germany.

    In the past six years, glaciers have been retreating at an unprecedented pace, marking the fastest loss in recorded history.

    Between 2022 and 2024 alone, the world witnessed the largest three-year glacier mass loss ever observed – a staggering acceleration of ice melt.

    At current rates, many glaciers may not survive this century, reshaping landscapes, ecosystems, livelihoods and water security on a global scale.

    This is not just a mountain crisis – it is a slow-moving global catastrophe with far-reaching consequences for  planet and people.

    Glacier loss threatens water and food security, biodiversity loss, infrastructure, and the stability and health of communities worldwide.

    Billions of people depend on glaciers for drinking water, irrigation, livelihoods, and energy production, making their preservation essential for human survival and sustainable development.

    Yet those at the frontline of glacier loss – primarily in developing regions – face the greatest injustices.

    With shrinking water resources, vulnerable communities endure worsening poverty, forced migration, and harsh living conditions all while relying on glacier-fed supplies that are rapidly disappearing.

    Melting glaciers also drive sea-level rise, endangering coastal megacities and displacing millions downstream.

    Each millimeter of rising seas puts hundreds of thousands at risk of annual flooding and much more.

    In my own country Nigeria, I witness firsthand the impact of sea level rise in Lagos, which is threatened and in the Niger Delta which as seen unprecedented changes in its ecosystem. And we also see states once not affected by flooding are experiencing them at unprecedented levels.

    Beyond the physical impacts, glacier loss is also an erosion of culture, of history, and identity.

    Communities tied to mountain landscapes face the disappearance of ancestral lands, traditional knowledge, and linguistic heritage, severing connections that have existed for generations.

    Excellencies, Ladies and Gentlemen,

    With a third of mountain ice already lost due to climate change, these consequences will only intensify without immediate mitigation measures to keep global temperatures within the 1.5 degrees threshold.

    Let me note at this time 83% of these emissions for this mitigation agenda, are within the hands of 35 countries.

    Stepping up our ambition and scaling up action is imperative, before dwindling water resources destabilize ecosystems and economic disruptions become irreversible.

    Strategies for glacier preservation must enable integrated, inclusive, data-driven and locally grounded adaptation responses that meet the needs of those most vulnerable.

    Investing in adaptation should be recognized as a catalyst of sustainable growth and resilience.

    Yet, adaptation and risk reduction tools cannot succeed without sustained, predictable financing to support resilience-building at every level.

    The upcoming Financing for Development Conference in Seville is an opportunity to make the Clarion Call, for more investment in adaptation a reality.

    This year’s Global Assessment Report on disaster risk reduction informs us that “Resilience Pays”.

    Every dollar spent on resilience enhances early warning systems, safeguards infrastructure, and protects livelihoods from extreme climate events. It reinforces food and water security and strengthens economies against future shocks.

    But we must significantly scale up financing and investments – integrating risk reduction into core policy decisions.

    Failing to invest now, will result in exponentially higher costs – ranging from economic loss, development setbacks to humanitarian crisis.

    As we embark on the Decade for Glaciers’ Preservation, I have three messages:

    First, let us ensure that this conference signals an urgent call to action, uniting multilateral cooperation and strategic global partnerships.

    These partnerships should be engines for the design and delivery of ambitious, economy-wide Nationally Determined Contributions (NDCs) – as we go to Belem in Brazil later this year. These should not only as climate pledges, but as investment of roadmaps that drive SDG implementation.

    Second, ensure that your national climate plans set measurable adaptation targets across water, infrastructure, energy, and food systems to build resilience, secure financing, and protect livelihoods. These plans need to be linked to national budgets to optimize resource allocations, avert losses, and build institutional capacities to fill gaps in technical expertise but also to create an enabling environment for large scale and urgent investments.

    Third, identify pipelines of market-ready investments, backed by high-quality data and evidence-based tools that forecast returns, demonstrate co-benefits for job creation and economic growth, and unlock new financial services.

    Excellencies, Ladies and Gentlemen,

    Together, we can galvanize impactful solutions to safeguard the cryosphere, polar regions, and mountain ecosystems.

    Early warning systems could be strengthened with hydro-climatic experts to reinforce datasets that help anticipate water-related risks and ensuring a constant state of preparedness to enable early action.

    Data-driven predicative analytics and AI could also complement skills, while generating baselines that help identify and anticipate fault lines, aligning with the Secretary General’s Early Warnings for All initiative.

    This year’s Fourth Financing for Development Conference presents an opportunity to ensure that development funding is not just allocated, but strategically risk-informed – across all types of shocks-strengthening resilience and safeguarding development gains.

    Let us use other global milestones including – COP30 in Brazil, the Third UN Ocean Conference in Nice, the UN Food Systems Summit Stocktake in Addis Ababa, Ethiopia, and the Second World Summit on Sustainable Development in Doha, Qatar – to elevate political will and sharpen our focus on glaciers for people, planet and prosperity.

    In conclusion, as we look forward to the 2026 UN Water Conference, co-hosted by Senegal and the United Arab Emirates, I also wish to recognize the co-hosts of the 2023 UN Water Conference – Tajikistan and the Netherlands – for their continued political commitment to the International Decade for Action on Water for Sustainable Development 2018–2028.

    Let us act with the urgency that SDG 6 demands by protecting water-related ecosystems.

    The UN – as always – stands ready to ensure that we meet this target. For our communities, for our economies, for our children’s future and those yet born.

    Let our children not know thirst.

  • MIL-OSI United Nations: Committee on the Rights of the Child Closes Ninety-Ninth Session after Adopting Concluding Observations on Reports of Brazil, Indonesia, Iraq, Norway, Qatar and Romania

    The Committee on the Rights of the Child this afternoon closed its ninety-ninth session after adopting its concluding observations on the reports of Brazil, Indonesia, Iraq, Norway, Qatar and Romania under the Convention on the Rights of the Child, as well as the report on Brazil’s efforts to implement the Optional Protocol to the Convention on the sale of children, child prostitution and child pornography.

    The concluding observations will be available on the webpage of the session on the website of the Office of the High Commissioner for Human Rights on Thursday, 5 June 2025. 

    Presenting the report of the session, Sophie Kiladze, Committee Chairperson, said there had been a lot of improvements regarding the realisation of child rights in certain countries.  However, after more than 35 years of entry into force of the Convention, the child rights situation was still very alarming in many States parties. Millions of children were victims of armed conflicts in many different parts of the world.  The armed conflicts were taking their lives or lives of their parents and family members, leaving them in unimaginable sorrow for the whole of their lives.  Many who survived were living in camps under deteriorating conditions.  Millions of children were living in poverty, without access to education, health and digital environment, among others.  The list was very long and many hours would not be enough to express the suffering of these children.

    Ms. Kiladze said the United Nations was undergoing a huge liquidity crisis, which was affecting the Committee on the Rights of the Child, which had to work without knowing whether next sessions would be held.  She asked the Secretary-General 

    and all relevant States parties to ensure that the Committee on the Rights of the Child, as well as other treaty bodies, continued their work.  She said the Committee regretted the cancellation of the pre-sessional working group, expected to be held during the week following the end of the session, because of the liquidity situation. 

    Under the Optional Protocol on a communication procedure, the Committee adopted decisions on eight individual communications on the following issues: children in the context of migration, access to school during the COVID pandemic, and parental contact with children.

    The Committee found no violation of the Convention in one case against Switzerland. It found three communications inadmissible in a case against Italy and two cases against Switzerland.  It also discontinued the consideration of four cases against Finland and Switzerland after they had become moot.  The Committee was satisfied that these discontinuances followed the positive resolution of these four cases.  The Committee also discussed inquiries under article 13 of the Optional Protocol.  It was currently dealing with four inquiries.

    Also during the session, the Committee discussed amendments to its rules of procedure and working methods.  It continued its discussion on follow-up to the treaty body strengthening process in the context of the United Nations liquidity crisis.  It also continued its work on the next general comment no. 27 on children’s rights to access to justice and to an effective remedy.

    The Committee continued its work on trends of the modern world regarding child rights, including artificial intelligence, and discussed a draft joint statement on artificial intelligence and child rights.  Nine international organizations were co-signatories of the statement, co-led by the International Telecommunication Union and the United Nations Children’s Fund.

    The Committee then adopted the report of the session.

    On the first day of the session, which was held from 12 to 30 May, Ms. Kiladze (Georgia) was elected as Chair and Cephas Lumina (Zambia), Thuwayba Al Barwani (Oman), Philip D. Jaffe (Switzerland), and Mary Beloff (Argentina) were elected as Vice-Chairs.

    The Committee also welcomed four new members – Timothy. P.T. Ekesa (Kenya), Mariana Ianachevici (Republic of Moldova), Juliana Scerri Ferrante (Malta), and Zeinebou Taleb Moussa (Mauritania) – and welcomed back Mr. Lumina, who previously served as a member from 2017 to 2021.   They made their solemn declaration.

  • MIL-OSI United Nations: Mozambique bridges disaster risk reduction and internal displacement strategies to strengthen inclusive risk governance

    In Mozambique, the National Policy and Strategy for Internal Displacement Management was developed through a government-led, multisstakeholder process that addressed all major drivers of displacement-including disasters, climate change and conflict. Recognizing the country’s high exposure to climate hazards such as cyclones, floods and droughts, and the rising trend of disaster-induced displacement, the policy is closely aligned with Mozambique’s national disaster risk reduction (DRR) strategy. This reflects a shared commitment to minimizing the human impact of disasters through integrated, inclusive approaches.

    The policy directly supports Target B of the Sendai Framework, which aims to substantially reduce the number of people affected by disasters.   • MIL-OSI United Nations: Montenegro’s inclusive, expert-led approach boosts quality, coherence and alignment with global frameworks

    In April 2024, Montenegro requested support from the United Nations Office for Disaster Risk Reduction (UNDRR) to conduct an external evaluation of its zero-draft Strategy for Disaster Risk Reduction with the Action Plan for the Implementation of the Strategy for the Period 2025-2030. This successor strategy builds upon Montenegro’s previous DRR framework for 2018-2023.

    A drafting committee was established using a whole-of-society approach, involving governmental institutions, academic entities and civil society organizations to ensure inclusive participation. This approach significantly strengthened national disaster risk governance and resilience-building at the policy level.

    UNDRR’s Regional Office for Europe and Central Asia (ROECA) coordinated the initial assessment, which involved 11 external experts from diverse technical backgrounds. Using the DRR Strategy Qualitative Assessment Tool, this peer review identified gaps and opportunities for strengthening the zero draft.

    By September 2024, a second round of evaluation reflected clear improvements. The revised strategy incorporated key elements of the Sendai Framework for Disaster Risk Reduction, including measurable targets, hazard and sector-specific risk assessments, and timelines. It demonstrated a commitment to inclusivity, integrating gender equality, the needs of at-risk groups, alongside innovative nature-based solutions (NbS) to enhance sustainability. ). It also aligned with national development priorities and global frameworks such as the Sustainable Development Goals (SDGs).

    The accompanying Action Plan translated these strategic goals into operational action-empowering municipalities and organizations to tackle localized vulnerabilities. It also linked DRR interventions to broader development objectives such as poverty reduction, climate adaptation, and ecosystem conservation, while incorporating monitoring mechanisms for accountability and continuous improvement.

    When powerful storms hit your city, which neighborhoods are most likely to flood? In many cities, they’re typically low-income areas. They may have poor drainage, or they lack protections such as seawalls.

    New Orleans’ Lower Ninth Ward, where hundreds of people died when Hurricane Katrina broke a levee in 2005, and Houston’s Kashmere Gardens, flooded by Hurricane Harvey in 2017, are just two among many examples.

    With those disasters in mind, the Federal Emergency Management Agency made a big change to its Local Mitigation Planning Policy Guide in 2023. The agency began encouraging cities, towns and counties to address equity in their hazard mitigation plans, which outline how they will reduce disaster risk.

    Local governments have an incentive to follow those federal guidelines: Those that want to receive FEMA hazard mitigation assistance – money which can be used to repair aging infrastructure like roads, bridges and flood barriers – or funding from other programs such as dam rehabilitation have to develop local mitigation plans and update them every five years.

    The new guidance required cities to both consider social vulnerability among neighborhoods in their disaster mitigation planning and involve socially vulnerable communities in those discussions in ways they hadn’t before.

    However, as the U.S. heads into what forecasters predict will be an active 2025 hurricane season, that guidance has changed again. The Trump administration’s new FEMA Local Mitigation Planning Policy Guide 2025 talks about public involvement in planning but strips any mention of equity, income or social vulnerability. It mentions using “projections for the future” to plan but removes references to climate change.

    Who is most at risk in hurricanes, and why

    Hurricanes and other storms that cause flooding don’t affect everyone in the same way.

    A legacy of redlining and discrimination in many U.S. cities left poor and minority families living in often risky areas. These neighborhoods also tend to have poorer infrastructure.

    In the past, local mitigation plans just focused on fixing roads or protecting property in general from storm damage, without recognizing that socially vulnerable groups, such as low-income or elderly populations, were more likely to be hardest hit and take much longer to recover.

    The FEMA 2023 guidance encouraged communities to consider both the highest risks and which neighborhoods would be least able to respond in a disaster and address their needs.

    The equity requirement was designed to ensure that local plans didn’t just protect those with the most wealth or political influence but considered who needs the help most. That might mean providing information in multiple languages in emergency alerts or investing in flood prevention in neighborhoods with aging infrastructure like roads, bridges and flood barriers.

    How New York City’s 2024 plan helped

    New York City’s 2024 Hazard Mitigation Plan, for example, included a thorough social vulnerability assessment to identify neighborhoods with high percentages of people who were living in poverty or were older, disabled or weren’t fluent in English.

    Knowing where disaster risk and social vulnerability overlapped allowed the city to boost investments in flood protection, emergency communication and cooling centers during summer heat in neighborhoods such as the South Bronx and East Harlem. These neighborhoods historically faced some of the greatest risks from disasters but saw little investment.

    The NYC Mayor’s Office of Climate and Environmental Justice mapped the risk of storm surge flooding in the 2020s (purple) and 2080s (dark blue), and neighborhoods that fall under the city’s ‘disadvantaged communities’ criteria. A 1% risk means a 1% of chance of flooding in any given year, also referred to as a 100-year flood risk.

    Further, New York’s plan calls for expanding outreach and early warning systems in multiple languages and enhancing infrastructure in areas with high concentrations of Spanish speakers. These kinds of changes help ensure that vulnerable residents are more likely to be better protected when disaster strikes.

    Why is FEMA dropping that emphasis now?

    FEMA’s reasoning for the guidance change in 2025: make it quicker and easier to get plans approved and unlock federal funding for projects like flood barriers, storm shelters and buyouts in areas at high risk of damage.

    It’s a pragmatic move, but one that raises big questions about whether residents who are least able to help themselves will be overlooked again when the next disaster strikes.

    And FEMA isn’t alone — other agencies, like the U.S. Department of Housing and Urban Development and its Community Development Block Grant – Disaster Recovery program, have made similar changes to their own disaster planning rules. Community Development Block Grant funds for disaster recovery are flexible and can be used for things like rebuilding homes and businesses, restoring infrastructure and helping local economies recover.

    What this means for low-income areas

    Some experts worry that the changes might mean low-income and other at-risk communities will be ignored again when cities develop their next five-year mitigation plans. Research from the Government Accountability Office shows that when something is required by law, it gets done. When it’s just a suggestion, it’s easy to skip, especially in places with fewer resources or less political will to help.

    But the short-lived rules may have already helped in one important way: They made cities and states pay attention to social vulnerability, climate change and the needs of all their residents.

    Many local leaders have learned the value of using data to understand where socially vulnerable residents face high disaster risks. And they have a model now for involving communities in decision-making. Even if those steps are no longer required, the hope is that these good habits will stick.

    Where and how communities invest in disaster protection affects who stays safe and who faces higher risks from flooding, hurricanes and other disasters. When government policy shifts, it’s not just about paperwork – it’s about real people.

    FEMA’s reasoning for the guidance change in 2025: make it quicker and easier to get plans approved and unlock federal funding for projects like flood barriers, storm shelters and buyouts in areas at high risk of damage.

    It’s a pragmatic move, but one that raises big questions about whether residents who are least able to help themselves will be overlooked again when the next disaster strikes.

    And FEMA isn’t alone — other agencies, like the U.S. Department of Housing and Urban Development and its Community Development Block Grant – Disaster Recovery program, have made similar changes to their own disaster planning rules. Community Development Block Grant funds for disaster recovery are flexible and can be used for things like rebuilding homes and businesses, restoring infrastructure and helping local economies recover.

    What this means for low-income areas

    Some experts worry that the changes might mean low-income and other at-risk communities will be ignored again when cities develop their next five-year mitigation plans. Research from the Government Accountability Office shows that when something is required by law, it gets done. When it’s just a suggestion, it’s easy to skip, especially in places with fewer resources or less political will to help.

    But the short-lived rules may have already helped in one important way: They made cities and states pay attention to social vulnerability, climate change and the needs of all their residents.

    Many local leaders have learned the value of using data to understand where socially vulnerable residents face high disaster risks. And they have a model now for involving communities in decision-making. Even if those steps are no longer required, the hope is that these good habits will stick.

    Where and how communities invest in disaster protection affects who stays safe and who faces higher risks from flooding, hurricanes and other disasters. When government policy shifts, it’s not just about paperwork – it’s about real people.

  • There could be no greater injustice: PM Modi accuses opposition of betraying Bihar, promises new era of progress

    Prime Minister Narendra Modi on Friday took a sharp dig at the opposition during his public rally in Bikramganj, Rohtas district, accusing them of deceiving Bihar for decades and now attempting to misuse the narrative of social justice to regain power. Speaking to a large gathering, PM Modi said that under previous regimes, Bihar’s poor and marginalized communities—especially Dalits, backward classes, and tribal groups—were denied basic amenities and forced to migrate in search of better lives.

    “For decades, Dalits, backward classes, and tribal communities in Bihar lacked even basic sanitation,” PM Modi said. He added that many were denied access to banking services, remained homeless, and lived without proper shelter. “Is this the social justice promised by the opposition? I say there can be no greater injustice than this,” he asserted.

    The Prime Minister criticized opposition parties for not genuinely caring about the struggles of marginalized communities. He also censured them for bringing foreign delegations to Bihar merely to highlight poverty, instead of focusing on development work. PM Modi observed that after losing support among Dalits and other marginalized groups due to their failures, the opposition is now trying to revive its political identity by invoking social justice.

    In contrast, PM Modi highlighted the “new dawn” of social justice under the current government. He said his administration has ensured access to essential services for the poor, aiming to reach 100% of eligible beneficiaries. “Four crore new houses have been provided, and three crore women are being empowered through the ‘Lakhpati Didi’ initiative,” PM Modi said. Over 12 crore households now enjoy tap water connections, improving living standards nationwide.

    He further noted that every senior citizen above 70 is entitled to free medical treatment worth up to ₹5 lakh, while free ration is provided monthly to support the needy. “Our government stands firmly with every poor and underprivileged individual, ensuring their well-being and upliftment,” PM Modi affirmed.

    PM Modi praised Bihar’s launch of the Dr. Bhimrao Ambedkar Samagra Seva Abhiyan, under which 22 essential welfare schemes are delivered simultaneously to villages, ensuring no eligible family is left behind. He announced that over 30,000 service camps have already connected lakhs of beneficiaries to these programmes, bringing the state closer to the vision of Baba Saheb Ambedkar, Karpoori Thakur, Babu Jagjivan Ram and Jayaprakash Narayan.

    On the infrastructure front, PM Modi laid the foundation stone for the Rs 29,930 crore Nabinagar Super Thermal Power Project Stage-II (3×800 MW) in Aurangabad district. The project aims to boost energy security for Bihar and eastern India, stimulate industrial growth, create jobs, and provide affordable electricity.

    He also laid foundation stones for multiple road projects, including the four-laning of Patna–Arrah–Sasaram section of NH-119A, six-laning of the Varanasi–Ranchi–Kolkata highway (NH-319B) and Ramnagar–Kacchi Dargah stretch (NH-119D), and the construction of a new Ganga bridge between Buxar and Bharauli. These projects will improve high-speed connectivity across Bihar, enhancing trade and regional integration.

    PM Modi also inaugurated the four-laning of Patna–Gaya–Dobhi section of NH-22 worth around Rs 5,520 crore and the elevated highway and at-grade improvements in Gopalganj town on NH-27.

    Furthering his commitment to rail infrastructure, PM Modi dedicated the third rail line between Son Nagar and Mohammad Ganj, a project worth over Rs 1,330 crore, to the nation.

    South Africa’s young people, aged 15 to 34, who make up more than 50% of the country’s working age population, bear a disproportionate burden of unemployment. They have done so for more than a decade. Of this group, those aged 15-24 face the highest barriers to the job market, according to data from Statistics South Africa. The majority of these young people live in the townships and informal settlements.

    A new book, Making a Life: Young Men on Johannesburg’s Urban Margins, examines how young people in Zandspruit, an informal settlement on the outskirts of Johannesburg, make a life. Anthropologist Hannah Dawson explains why she chose Zandspruit for her research and shares her findings about the sociopolitical landscape of urban settlements.

    Why the choice of Zandspruit for your research?

    It started with my arrival there in 2011 to study a wave of political protests during local elections. This sparked a much longer research journey spanning more than a decade, which this book traces.

    The settlement was established in the early 1990s and has grown into a densely populated area of around 50,000 people, across 14 pieces of land.

    The expansion of Zandspruit reflects broader trends in post-apartheid South Africa: rapid urbanisation, inadequate urban housing, rising unemployment and underemployment — including a shift from permanent to casual work, and from formal to informal employment.

    What sets Zandspruit apart is its location. It is near post-apartheid economic hubs such as Kya Sands, with its light industries and business parks, and Lanseria Airport, a growing freight and logistics hub earmarked for expansion under the Greater Lanseria Masterplan. It also borders affluent suburbs and golf estates. This makes it distinct from older, more isolated settlements in Johannesburg’s south. Its proximity to shopping malls, townhouse complexes, warehouses and commercial zones makes it a destination of choice for migrants. They include people seeking a foothold in the urban market from rural areas of South Africa as well as people from other parts of the African continent.

    This proximity makes Zandspruit a case study for understanding how residents access urban job markets, and the connections between wage and non-wage economic activities.

    What do your findings tell us about the lives of young people?

    The book draws on research primarily with young men, whose work and lives I followed over ten years. It shows how young men on the urban margins navigate structural unemployment and inequality by forging social ties, asserting belonging, and pursuing alternative livelihoods within what I call Zandspruit’s “redistributive economy”. I use the phrase “making a life” to move beyond survival or income generation. A life is not only about securing food and shelter. It involves the pursuit of social connection, identity, place and dignity.

    For many of the young men I came to know, this often involved turning down demeaning jobs in favour of self-initiated income strategies that offered greater autonomy. These included renting out shacks, running internet cafes or car washes, or operating as mashonisas (unregistered loan sharks). Such efforts reflect more than personal resilience – they reveal how men’s social position and connections within the settlement shape access to the more lucrative niches of the local economy.

    These dynamics point to a broader condition facing young people in South Africa: deep and persistent material insecurity. Yet, they also show the ways in which young people, especially young men, are actively building lives in the face of profound uncertainty. They are crafting meaning and striving for something more in a context marked by chronic unemployment and inequality.

    What did you learn about urban inequality and living on the urban margins?

    The residents of Zandspruit are not equally poor or marginalised. A focus of the book is the division between “insiders” – long-term residents with access to property who earn rental income – and “outsiders” – new arrivals and immigrants who, as tenants, are more dependent on low-paid jobs. These distinctions shape access to land, housing, livelihoods and local recognition.

    Most immigrants form a precarious tenant class, while landlords tend to be established residents with long-standing ties to the settlement. Zandspruit is a deeply stratified space where social connections, property access and local citizenship determine who belongs and who benefits. By tracing men’s positions as insiders or outsiders, the book shows how these inequalities shape their economic strategies and capacity to build a life on the urban margins.

    What do you recommend in terms of public policy?

    The book doesn’t make policy recommendations. However, it speaks to key public and policy debates. Media and policy narratives often portray unemployed youth as idle and disconnected from society, ignoring the complex, often invisible, economic activities and arrangements that structure their lives. While informal and unstable, these pursuits reflect resourcefulness, local knowledge, and a conscious rejection of degrading labour.

    It challenges the idea that informal entrepreneurship can solve youth unemployment. Most enterprises are too precarious to lift young people out of poverty. It also questions the notion that informal settlements are simply ghettos of exclusion and poverty. Instead, it highlights the inequalities within the settlement and calls for greater attention to be paid to the local economies and social orders being forged within these spaces. Understanding these dynamics is crucial to rethinking how we respond to unemployment, the urban housing crisis and inequality in South Africa.

    ASTANA, May 30 (Xinhua) — A presentation of the Kazakh version of the four-volume collection “Xi Jinping on Public Administration” was held in the capital of Kazakhstan, Astana, on Thursday.

    China is a reliable strategic partner for Kazakhstan. Friendly exchanges and a high level of trust between the leaders of the two countries have given a powerful impetus to the development of bilateral relations, noted Aida Balayeva, Minister of Culture and Information of Kazakhstan, in her speech. Rich in content, profound in meaning and practical in significance, the book “Xi Jinping on Public Administration” is an important work that will help readers in Kazakhstan better understand China.

    The participants of the event noted that this book is an important work of the President of the People’s Republic of China Xi Jinping, which embodies his profound reflections on the issues of Chinese governance and global governance and opens a “window of ideas” for the international community to understand China. The publication and distribution of the Kazakh version of the book is a new important achievement of cooperation between the publishing and translation circles of China and Kazakhstan, as well as a clear evidence of the exchange of experience between the two countries and mutual learning in the field of governance, which will certainly contribute to mutual understanding and closeness between the two peoples and give a new powerful impetus to the construction of a Chinese-Kazakh community with a common future.

    According to the event organizers, since the 18th National Congress of the Communist Party of China (CPC), under the strong leadership of Chairman Xi Jinping, the CPC has united and led the Chinese people, successfully promoted and expanded Chinese-style modernization, and achieved remarkable achievements in development.   • MIL-OSI New Zealand: New Zealand and India: A broad-based, enduring partnership

    Namaste, good afternoon. 
    Ms Indrani Bagchi, distinguished guests, ladies and gentlemen. Thank you for the chance to speak with you today. Over the past 18 months, New Zealand and India have been working hard to deepen the excellent relations developing between us.
    It’s great to be back in New Delhi, just over year since our last visit. Last night, we were able to take stock with Minister Jaishankar of the progress New Zealand and India have made in strengthening relations in recent times, while discussing a broad range of challenging issues facing our region and our world. 
    We must, at the outset, pay tribute to Minister Jaishankar. He is one of the world’s leading statesmen, and it is an absolute pleasure to be working with him on this important project of cementing New Zealand-India relations. 
    This afternoon, we would like to outline for you why and how New Zealand seeks stronger relations with India, in the context of our broader approach to foreign policy in these uncertain, disordered times. 
    We will describe New Zealand’s outward face: how our small state of 5.2 million people sees its place in, and interacts with, the rest of the world. We will outline New Zealand’s foreign policy, which was reset after the new Coalition Government came into office in late 2023. We wish you to understand our priorities as well as our national values. And we will describe our determination to do more in, and with South and South East Asia, and especially with the great nation that is India. 
    Who we are
    First and foremost, New Zealand is a small collection of islands in the Southwest Pacific, just north of the penguins. The original discovery and settlement of the Pacific Islands, including New Zealand, is one of the most remarkable stories of exploration in human history. 
    Historians have compared it with space exploration as both were journeys into the unknown. But Pacific navigation is arguably even more remarkable because the canoes that set out from the Asian landmass knew not where they would land, nor when, nor indeed if they would find any new territory.
    But find land they did, as they forged new identities and societies on atolls and islands that today stand as a testament to their imagination, endurance and a resilience to overcome the formidable challenges of distance, geography, and resource scarcity.
    So, New Zealand is a Pacific Island country – we just sailed and paddled further – and we are linked with our Pacific family by geography, history, culture, politics, demography and indeed DNA. 
    We are also, self-evidently, a maritime nation. The Pacific Ocean represents 31 percent of the world’s surface. The Indian Ocean accounts for another 20 percent, so the Indo-Pacific accounts for about half the world’s surface, meaning protecting sea lanes and freedom of navigation is crucial for both India and New Zealand.
    New Zealand is also a migrant nation, one of the most multicultural countries anywhere. Seventeen percent of our people trace their origins to Asia, including six percent who have Indian ancestry. That diversity strengthens us at home – and connects us to the region that shapes our prosperity. Seven of our ten largest export destinations are in Asia. That is no coincidence. It is the reality of a deeply interconnected future. 
    We are also a deeply democratic people, with New Zealand being one of only nine countries who have enjoyed democracy continuously since 1854. 
    We are proud to have granted our earliest people, the Māori, the franchise all the way back in 1867, and to have been the first nation on earth to give women the vote, in 1893. We were also proud, when visiting your new parliament last year, to see New Zealand-made carpet adorning India’s magnificent new chamber in the world’s largest democracy. 
    New Zealanders, as an artefact of our geographical isolation from the world’s great populations centres, have always been outward-looking people, curious about the world around them. Indeed, many of our most iconic New Zealanders have done their best work outside our shores. 
    Lord Ernest Rutherford, who split the atom. Mountaineer Sir Edmund Hillary, who first climbed Mount Everest with Sherpa Tenzing Norgay, and whose legacy we were able to honour in Nepal this week. And, more latterly, cricketer John Wright, who coached India’s national team between 2000-2005; and, lest we forget, while on the subject of cricket, the New Zealand team which stunned the cricketing world in Bengaluru, Pune and Mumbai last year, are just a few of our peak Kiwi performers overseas.
    But, as our cricket team showed, the New Zealand character is forged not by a never-ending pipeline of natural talent – something India is blessed with – but by working very hard to hone the skills needed to compete on the global stage and to make the most of limited resources, whatever the endeavour.
    We push ourselves to work harder because New Zealand has understood these past 80 years, as a small state geographically isolated from the great landmasses of Asia, Europe and the Americas, that only through the conduct of a highly active foreign policy can we advance our national interests, defend our region, and make it more prosperous.
    Foreign Policy Reset
    Distinguished guests, in February 2024 Cabinet endorsed a significant foreign policy reset. 
    The six pillars of our foreign policy reset are as follows:
    First, we are significantly increasing our focus and resources applied to South and Southeast Asia. 
    Second, we have renewed and reinvigorated meaningful engagement with our traditional and likeminded partners. Beginning, as always, with our one formal ally and indispensable partner, Australia, which we visited again just late last week. 
    Third, we are actively sustaining a deeper focus on the Pacific Islands region, bolstering development and security collaboration in response to regional needs and crises.
    Fourth, we are carefully targeting our multilateral engagement to global and transboundary issues, working with close partners to defend and preserve core principles of international law that underpin our security and prosperity. 
    Fifth, we are supporting new groupings that advance and defend our interests and capabilities. The IP4, where we work closely with Australia, South Korea, Japan and NATO, is an example of this new support. 
    Sixth, we are working hard promoting our goal of seriously lifting New Zealand’s export value over the next decade. 
    The six pillars of the Government’s Foreign Policy Reset are underpinned by three key concepts:

    The realism that informs the Government’s foreign policy.
    Our view of the crucial role that diplomacy needs to play in our troubled world.
    And our unshakeable belief that small states matter and that all states are equal.

    In fashioning foreign policy responses the realist tendency is to err on the side of prudence. That is, we are careful in what we say, and when and how we say it. In conditions of great uncertainty and disorder, such as we are currently experiencing, prudence is a both a logical and necessary guiding principle for a small state like New Zealand.
    We see our responsibility to the New Zealand people, in conducting foreign policy, as making cool-headed calculations of the country’s own strengths and weaknesses as we fashion our responses to events large or small that impact upon New Zealand’s interests.
    For a small state like New Zealand, the role of diplomacy is a crucial instrument of our foreign policy. In our complex geostrategic environment never has effective diplomacy been more needed. In the 18 months since returning for a third time as Foreign Minister we’ve spoken widely with colleagues across the globe. We’ve visited 45 countries, several more than once, met with well over 100 Presidents, Prime Ministers, Deputy Prime Ministers and Foreign Ministers, and had over 400 political engagements.

    Summing up those discussions in our National Statement to the United Nations last year, we said it has never been more apparent just how much diplomacy and the tools of statecraft matter in our troubled world. 
    Since war and instability is everyone’s calamity, diplomacy is the business of us all. We have observed that at this moment in time the ability to talk with, rather than at, each other has never been more needed. 
    Those who share our values, and even those who do not, gain from understanding each other’s position, even when we cannot agree. From understanding comes opportunity and from diplomacy comes compromise, the building block of better relations between nations. We said we need more diplomacy, more engagement, more compromise. 
    As Winston Churchill also said in his later years, “meeting jaw-to-jaw is better than war.”

    The inherent tensions and imbalances in the global order – between the desire for a rules-based order that protects small states against aggression, and the unjustified exercise of power by certain Great Powers – have only grown over the last past eight decades. 

    Yet small states matter now as much as they did then. New Zealand holds the foundational belief that all states are equal and that our voices matter as much as more powerful states. 
    Adopting a prudential approach to our diplomacy also means not reacting to everything that happens around you. We are more interested in understanding and anticipating the trend lines that are apparent over much longer periods and how they manifest during our time at the wheel.
    The broadening India-New Zealand relationship
    Which brings us to the India-New Zealand relationship.  India’s trendlines are nothing short of stunning. India’s growth story is well known to us, and it is breathtaking: the fastest-growing economy in the G20 and on track to be the world’s third-largest economy in the coming years. 
    India’s middle class is now almost half a billion strong. In the last decade alone, 250 million Indians have been lifted out of poverty. India’s aviation industry has soared, with the number of airports more than doubling to 157, and a new highway network covering 95,000 kilometres – enough to drive between New Zealand and India eight times. These are not mere statistics; they represent an extraordinary economic transformation. 
    Globally, India has cemented itself as a key player. Hosting the G20 summit in 2023 and landing a spacecraft on the moon’s South Pole two years ago, are testaments to its growing influence. 
    For New Zealand, India presents immense untapped potential. Despite India’s economic scale, it remains only our 12th largest trading partner, accounting for just 1.5 percent of our exports. 
    We are determined to change that. Our strengths – from food and beverage products to agriculture, forestry, horticulture, education, and tourism – are world-class. And our innovation in areas like outer space and renewable energy will find a welcoming partner in India.
    Early in this term we clearly expressed our intent to build a deeper and broader relationship with India. But, as Mahatma Gandhi said, “An ounce of practice is worth more than tons of preaching.” So we have followed through with practical action to broaden our relationship.
    We have sought to increase the tempo and seniority of engagements between our politicians. Our first overseas visit outside our home region of Australia and Pacific was to India, where we visited both Gujarat and New Delhi in March 2024. The Trade Minister has visited India five times. 
    In March his year, Prime Minister Luxon visited India on one of New Zealand’s largest-ever Prime Ministerial missions. And we enthusiastically welcomed India’s President in August 2024, and, just recently, the Minister of State for External Affairs, Shri Pabitra Margherita.
    Since the Foreign Policy Reset, we’ve made concrete strides. We’ve launched negotiations on a Comprehensive Free Trade Agreement – a breakthrough in our economic relationship. But even before that milestone we had put in place measures to deepen the economic relationship, with new arrangements on horticulture, forestry, and education also recently finalised.
    Additionally, we have seen a Memorandum of Understanding signed between Air New Zealand and Air India to explore a codeshare agreement on 16 routes across India, Singapore, Australia, and New Zealand. This will make travel between our nations easier, boosting tourism, education, and business connections. 
    But our relationship with India goes well beyond economic ties. It extends to defence and security – a priority for New Zealand in the Indo-Pacific. In an emerging multipolar world, India is evolving into a geopolitical giant, an indispensable security actor in both regional and global spheres. 
    During a time of great uncertainty, instability and disorder, we have taken steps to work more closely on matters of defence and security with India. A recently signed Defence Cooperation Arrangement will facilitate closer links between our militaries. 
    Meanwhile, we have taken practical steps to work together more closely. The New Zealand Navy is leading Combined Task Force 150, charged with securing trade routes and countering terrorism, smuggling, and piracy in the Indian Ocean and Gulf of Aden. 
    India’s involvement in this mission, as the Deputy Command of the Task Force, underscores the growing closeness of our defence ties. The taskforce has already had very real impact, disrupting the trade of $600 million worth of illegal drugs so far. 
    With tensions rising in the Indo-Pacific, it is crucial for New Zealand to work hand-in-hand with India and other like-minded partners to ensure the region remains free and open, with all nations respecting the rules that underpin peace and stability.
    India makes a significant contribution to upholding the rules-based international system on which we rely, via its growing influence in multilateral forums. 
    In addition, India has been a leader in promoting solar energy worldwide. We were pleased to sign up to the India and France-led International Solar Alliance, which now has over 100 member countries. And New Zealand has endorsed India’s candidature for permanent membership in a reformed UN Security Council.
    Turning to our growing people-to-people links, Prime Minister Modi has spoken often of the Indian diaspora in New Zealand, calling it a “living bridge” between our countries. 
    That is certainly true – the vibrant Indian community in New Zealand is contributing immeasurably to our society. 
    Their economic contribution is enormous, with estimates from six years ago suggesting it was worth around NZ$10 billion. We have no doubt it has grown since. 
    Of course, our partnership is also about more than economics and politics. It’s about people, and there’s no greater expression of that than sport. Cricket, of course, is a key element of our relationship – we will soon mark 100 years of sporting ties with India.
    But our sporting connections go beyond cricket. New Zealand and India have recently signed a Sports Memorandum of Cooperation, paving the way for new collaborations in high-performance sports, technology, research, and people exchanges.
    When you consider the range of measures outlined today across these key areas, it becomes clear that India and New Zealand are building a truly broad-based relationship.

    Concluding Remarks
    In concluding this speech on New Zealand’s foreign policy and our approach to India, and before taking your questions, let us briefly reinforce our key messages here this afternoon.
    First, while we are operating under severe conditions of uncertainty and the world faces extremely difficult economic and security challenges, New Zealand is pursuing a Foreign Policy Reset to help secure our place in the world.
    Second, the foreign policy of this New Zealand Government is unashamedly realist because in conditions of uncertainty prudence is preferable to pious platitudes when it comes to protecting New Zealand’s and the Indo-Pacific’s immediate and longer-term economic and security interests.
    Third, our broadening bilateral relations with India are very important to us. New Zealand is deeply committed to South and South East Asia in general, and India in particular. We are taking concrete actions to make good on our commitment to India and the region, across political engagement, defence and security, trade and economics, people and cultural, and multilateral connections. 
    Ultimately, there’s plenty in our relationship to benefit both New Zealand and India, as we work more closely together on defence and security, on sharing technology and human capital and in cooperating economically. India can rely upon New Zealand’s word and the actions that support them. And we are in it for the long haul.

  • MIL-OSI USA: In Everett, Murray Holds Roundtable on Trump Putting $16.7 Million for Snohomish County Homelessness Prevention At Risk, Hears from Affected Organizations—Vows to Fight Housing Budget Cuts

    Everett, WA — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, held a roundtable discussion on the Trump administration’s senseless decision to jeopardize Continuum of Care (CoC) grant funding from the Department of Housing and Urban Development (HUD)—which helps communities address homelessness—by placing new, potentially unlawful conditions on the grant funding. Joining Senator Murray for the roundtable were: Snohomish County Human Services Director Mary Jane Brell-Vujovic; Joe Alonzo, CEO of Cocoon House; Kathryn Opina, Interim CEO of Housing Hope; Mary Anne Dillon, Vice President of Permanent Housing for the YWCA Seattle | King | Snohomish; Becky Megard, Chief Operations Officer of Domestic Violence Services of Snohomish County; and Theresa Jones, a single mother of three whose family has benefitted from Housing Hope’s programs and who is now working toward obtaining her associate’s degree in Family and Social Services.

    Local governments and non-profits across the country that had qualified for the federal CoC grant programs were informed in March that this year’s funding would require recipients to comply with vaguely worded executive orders that Trump signed in the opening weeks of his second term, specifically related to immigration status, abortion and reproductive care, “gender ideology,” and DEI programs. Snohomish County had already been allocated $16.7 million in CoC grant funding this year—only to be told their receipt of that funding is conditional on meeting the requirements of the president’s various executive orders. CoC grant funding goes toward 23 programs that offer housing and supportive services for homeless individuals and families in Snohomish County. Snohomish County anticipates that its partner agencies—who provide rapid rehousing and rental assistance, as well as specific services for young adults, people with disabilities and survivors of domestic violence—would also not be able to sign off on the administration’s new conditions.

    Snohomish County is one of eight original plaintiffs in a King County-led coalition of local governments across the country who are suing the Trump administration over the potential loss of funding. The lawsuit was filed on May 2nd. Pierce County also joined the City and County of San Francisco, Santa Clara County, New York City, Boston, and Columbus (Ohio) in filing the lawsuit in U.S. District Court in Seattle. Sound Transit, the Port of Seattle, and at least 20 other local governments across the country have since joined the lawsuit, which also challenges similar conditions in U.S. Department of Transportation grant agreements. On May 8th, District Court Judge Barbara Rothstein granted a Temporary Restraining Order (TRO) preventing the Trump Administration from imposing these conditions on CoC funds or withholding CoC funds based on the conditions, and on May 23 she extended that TRO to June 4.

    “Continuum of Care grant funding helps local organizations provide really important services for people experiencing homelessness—these are proven, effective investments that actually save communities money in the long run. But Trump is ripping away funding to prevent homelessness at the same time that he’s pushing Republicans to pass new, deficit-busting tax breaks for billionaires,” said Senator Murray. “Affordable housing and homelessness is a crisis and President Trump is making it a lot worse—from pushing out staff across HUD who work with groups like everyone here to keep programs running and get grants we pass out the door, freezing funding across the government, and turning federal funds meant to help people into a tool for his own partisan goals with outrageous, illegal restrictions that cut providers off from funds. President Trump hasn’t put out his full budget yet, but when it comes to housing, I’ve seen enough—he would kick millions out onto the street and make the homelessness and affordable housing crisis so much worse. Trump can write a budget, but Congress can tear it up—and we will as long as I have anything to say about it. I’ll keep fighting back in Congress to protect our investments in preventing homelessness when we write our funding bills and highlight the stories of organizations like the ones we heard from today.”

    President Trump’s “skinny budget” proposal for Fiscal Year 2026 would slash funding for HUD by almost 50 percent—a staggering cut that would decimate the HUD housing assistance programs, making millions of Americans vulnerable to homelessness. Trump’s budget proposes to convert all rental assistance programs into a formula-based “State Rental Assistance Block Grant” and reduce total funding by $26.7 billion, or a 42 percent cut. His budget also proposes to consolidate the CoC Program with the Housing Opportunities for Persons with AIDS (HOPWA) program within the formula-based Emergency Solutions Grant and to time-limit assistance to two years, all while reducing overall funding by $532 million, or 12 percent. In addition, President Trump’s budget proposes to eliminate or reduce numerous HUD programs, including eliminating major formula programs communities rely upon to develop new affordable housing and for community development activities. The President’s full budget request has not yet been released. As the top Democrat on the Senate Appropriations Committee, Senator Murray plays a key role in negotiating annual funding for HUD through the appropriations process.

    “Snohomish County has created one of the most successful Continuum of Care networks in the nation, and the federal support is essential to save lives and reduce human suffering,” said Snohomish County Department of Human Services Director Mary Jane Brell Vujovic. “There are no additional resources at the local or state level to make up for the federal funding, and the lives of people literally hang in the balance.”

    “If the most vulnerable members of our community—domestic violence victims, people with disabilities, unhoused youth and veterans—cannot receive basic life-saving support from the federal government, they will suffer and possibly die,” said Snohomish County Executive Dave Somers. “The programs funded by the Continuum of Care are some of the most powerful tools to keep people off the streets and safe. We are very grateful for Senator Murray’s compassionate advocacy for these fundamental responsibilities of the federal government.”

    “Our housing program is a critical component of the safety net for survivors of domestic violence. It not only provides immediate refuge but also a foundation for long-term stability, recovery, and self-sufficiency. Without this vital support, families are at risk of cycling back into danger or falling into homelessness. Continued federal investment ensures that our shelter system remains responsive, accessible, and equipped to break the cycle of violence—one safe home at a time,” said Domestic Violence Services of Snohomish County Chief Operational Officer Becky Megard.

    “The young people we serve don’t care about political power struggles, nor do they have interest in having their identities erased.  They want the opportunity to find a stable and supportive housing environment, to gain skills, and to break the cycle of poverty and homelessness.  In this situation, they unfortunately stand to lose the most,” said Joe Alonzo, CEO of Cocoon House. “Loss of CoC funds will have immediate and ripple impacts on homeless youth and young adults in Snohomish County.  Without CoC funding or a viable replacement option, nearly 200 young people will experience loss of housing and vital supports.  These funds are critical for the operation of programs and services that were designed to address their unique situations.”

    “In Snohomish County, HUD Continuum of Care funds are the backbone of our homelessness response system. These funds are absolutely essential for providing services to individual families and ensuring that our system functions effectively,” said Kathryn Opina, Interim CEO of Housing Hope. “Without this funding, we will see a significant increase in homelessness, particularly for families with children and other vulnerable populations. Housing Hope thanks Senator Murray for fighting for this critical funding.”  

    “The women and families YWCA serves matter. Cutting funding only creates more barriers for those we serve, and these threats have the potential to be devastating. Even in the face of these challenges, it’s important that we continue to provide the services our community relies on,” said Mary Anne Dillon, Vice President of Permanent Housing at the YWCA Seattle | King | Snohomish.

    “Housing Hope has been active in my life since 2020, so five years now,” said Theresa Jones, a 45-year-old single mother of three. “They were a godsend; they came into my life 2 months before everything shut down for COVID. At the time they came into life I was living in a motel room with my 3 daughters… And I was working two jobs, so it was ultimately up to my 16-year-old, with an autoimmune disease, to raise my younger two just so I could work to keep some sort of roof over our head and some sort of food. And every time I tried to get assistance, I was told I didn’t qualify or I made too much money, all because I didn’t check the right boxes. And so by the time Housing Hope came into my life, my kids were not going to school regularly because of mental and physical health reasons, with us being homeless. My physical health was getting worse… [Housing Hope] immediately got us into a family shelter. That way I could back off from working enough to help raise my family and to see what steps we needed to do next. They got me into a transitional housing unit, which I am still there, and it is a very big blessing. Because of having the safe and stable housing that I can afford, without having to struggle, I have been able to get myself and my children the mental health they need. We are now better physically than we have been in a long time, because I’m able to keep up with our physical issues as they come up instead of having to postpone them because I can’t afford to take off of work… Now I’m a full-time college student going to get my associate’s degree in Family and Social Services because that’s where I feel I can have the most impact.”

    Senator Murray has consistently worked to address Washington state’s housing crisis and has secured major federal investments to help families keep a roof over their heads. Throughout the pandemic, Senator Murray—then Chair of the Senate Health, Education, Labor and Pension (HELP) Committee—played a major role in writing federal COVID-19 relief legislation that secured major support for people facing housing insecurity, championing sizable investments in rental assistance and other programs that collectively resulted in the largest eviction prevention effort in American history. In the Fiscal Year 2024 government funding bill Murray negotiated and passed as Appropriations Chair, Murray secured billions for HUD as well as millions of dollars in Congressionally Directed Spending for affordable housing projects throughout Washington state.
