    Keir Starmer’s government is expected to announce a host of cuts to sickness and disability support in the coming days. The UK’s ageing and increasingly unwell population has led to what has been described as “unsustainable” and “indefensible” spending on benefits.

    As researchers of poverty and welfare reform, we find it both shocking and sadly unsurprising that, after more than a decade of cuts to social security, the government seems to have once again decided that austerity is the answer to the economic pressures they are facing.

    We have spent many years documenting the real harms created by reforms to social security. It was disappointing to hear Starmer describe Britain’s social security system as an expensive way to “trap” people on welfare, rather than helping them find work.

    The expected proposals are intended to incentivise people into work, by reducing the generosity of support offered to people claiming disability-related benefits. But in reality, many of the measures already implemented to reduce spending by cutting or capping benefits have pushed people further away from the labour market.

    The relationship between welfare and work is more complex than it first appears. Around 37% of people on universal credit are currently in work.

    Approximately 23% of those out of work are engaging with advisers whose job is to support them back into the labour market. The majority of the rest of universal credit claimants are people who are not expected to be in work – often people who have health challenges that make it difficult for them to work most jobs.

    The UK’s social security payments cover a much smaller proportion of the average wage than most other countries in Europe.

    A single person’s allowance on universal credit is £393.45 per month if they are 25 or over, while under-25s receive £311.68. This averages out at less than £100 a week to meet all essential living costs, bar support with housing.

    Disabled people received additional support in the form of personal independence payments (Pip) or disability living allowance if you live in England, Wales or Northern Ireland, and adult or child disability payments in Scotland.

    This support is designed to help people meet the additional costs that come with disabilities and long-term health conditions. It is not means-tested, and is available to people in employment as well as those not currently working.

    Ministers are expected to make it more difficult to access Pip, freezing its value so this does not rise with inflation, and to reduce the amount of universal credit received by those judged unable to work. These proposals are likely to face strong opposition from many Labour MPs.

    Currently, if people are not able to engage in paid work for long periods, they are entitled to an additional payment through universal credit. This amount – equivalent to approximately £400 a month – could go down. The problem is that this is already not enough to live on, and often necessitates going without essentials, such as food or electricity.

    Families with dependent children receive additional support through child elements of universal credit, and through child benefit. But this support is subject to caps – the controversial and poverty-producing two-child limit, and the benefit cap, which restricts the support any household can receive where no one is working or claiming disability benefits.

    Our research has shown that these restrictions do not work. The two-child limit is not helping families get into work, and nor is it affecting whether families have more children.

    The benefit cap harms mental health, pushes people deep into poverty, and increases economic inactivity. Both policies are punitive and, in our view, need to be removed.

    Other reforms to disability-related social security have left people hungry, pushed people into economic inactivity, increased depression, and may have even raised the suicide rate.

    Getting Britain working?

    The government is trying to solve the wrong problem. They are focusing on those who are out of work, when it is increasingly clear that one big reason people with disabilities are not in employment is because work environments have fewer roles they can fill.

    While spending on disability-related support has gone up in recent years, the overall welfare bill has not. On top of that, the proportion of people who are not in work and who are claiming disability-related social security is actually about the same as it has been for the last 40 years. Indeed, the fact it is so low, given population ageing, could be read as good news.

    There have also been wider changes in the labour market. There has been a rapid decline in “light work”, like lift attendants, cinema ushers, or low-physical exertion roles in factories. As work environments have become more intense, people with disabilities have found it increasingly difficult to stay in work.

    So, what would work to entice more people into work? The truth is we know far more about what does not work than what does.

    The best evidence we have right now suggests that making it more difficult to claim social security and placing more strenuous work-search requirements on claimants will simply push people with poor health (particularly mental ill-health) further away from the labour market.

    The welfare narrative

    Behind the cuts currently being trailed is a popular but ill-founded logic which views social security as the cause of the country’s economic woes. Welfare itself is seen as the problem, with whole generations supposedly left parked on what is depicted as too-easy-to-claim and too-generous support.

    But this narrative grossly misrepresents what it’s actually like to try and claim social security. It is, in fact, notoriously complex. Often, this complexity is intentional.

    Making accessing social security difficult is not necessarily (or always) about meanness, but this “nasty strategy” is a product of a system that assumes that many people are not eligible for the support they claim.

    The system has always assessed eligibility for benefits, but the way these assessments have been done in recent years has often been experienced as degrading and dehumanising. On the flip side, some have claimed that people are not being assessed regularly enough, and suggest that some people who have claimed benefits in the past may now be fit to work.

    Where this is true is unclear, but the failure to reassess is also a product of cuts to this system – so taking more money out will not address this problem either.

    Britain’s social security system has been stripped to the bones: it provides neither security nor enough support to those who receive it, and is ripe for reform. But the reform required is not of the type Labour is proposing, which will succeed only in further decimating what little remains of our social security safety net.

    £30 million for grassroots projects for adults

    Community-led mental health and wellbeing projects are to benefit from £30 million Scottish Government funding over the next two years.

    The Communities Mental Health and Wellbeing Fund for Adults – first launched in 2021 – supports local groups to deliver programmes for adults which build resilience and tackle social isolation, loneliness and mental health inequalities. It is expected the Fund will open to applications this Autumn.

    In the first three years around 4,800 grants were made to a wide range of grassroots community projects focused on connecting people and providing peer support through activities such as sport, outdoor activities, and the arts.

    The charity, Empower Women for Change, has secured grant awards in all rounds of the Fund to date. This year, the group is using its grant to support lone parents, families with a disabled family member, Minority Ethnic families, and young mothers. Visiting their office in Glasgow Mental Wellbeing Minister Maree Todd said:  

    “I am pleased to meet staff and service users at Empower Women for Change and hear more about the valuable work they do in the community they support. It is inspiring to see first-hand the impact that this funding can have.

    “Since the fund was established, we have invested £66 million, reaching a variety of groups supporting those at increased risk of poor mental health and wellbeing – including people facing socio-economic disadvantage, older people and ethnic minority communities. I look forward to seeing the positive impact that this further £30 million investment will make to the wellbeing of people and communities across Scotland.”

    Empower Women for Change CEO and Founder Asma Abdalla said:

    “We are delighted and honoured to welcome the Minister Maree Todd to our organisation. The Wellbeing Fund has played a transformative role in improving the lives of our service users of ethnic minority women and girls and our volunteers, members, and staff.

  • MIL-OSI United Kingdom: Council secures more than £3.4m funding for warmer homes

    Council leaders have confirmed that City of York Council will receive more than £3.4m of funding thanks to two separate grants.

    The funding, announced this week by the Department for Energy Security and Net Zero, will be used to upgrade around 280 homes over the next three years, to reduce carbon emissions and fuel poverty and improve the comfort and health of Council homes.

    The first grant of around £1.4m will be used to improve the energy efficiency of around 140 Council homes via the Warm Homes: Social Housing Fund.

    The second grant of around £2m will be used to improve the energy efficiency of around 140 homes for lower-income home owners through the Warm Homes: Local Grant Scheme.

    These works build on improving 73 Council homes to which 141 energy-efficiency measures have been installed. And they add to the 211 homes of lower-income owners to which have been added 241 new energy efficiency measures. The measures include loft, flat roof, external wall and cavity wall insulation, air source heat pumps, smart heating controls and solar photovoltaic panels to generate electricity.

    To support eligible owners and landlords of draughty, listed buildings or of homes in conservation areas, the council’s Local Energy Advice Demonstrator (LEAD) Project has given 452 pieces of advice since November 2023.     Cllr Michael Pavlovic, Executive Member for Housing at City of York Council, said:

    “We know that making York’s homes warmer and better-insulated is a huge benefit to residents; financially and in terms of the positive impact on their wellbeing.

    “With rising energy costs and continued concerns around climate change, it’s essential that these improvements are made as soon as possible so that residents will see the benefits for years to come.

    Edinburgh remains one of the most prosperous and green places to live in the UK, according to findings collated by the City of Edinburgh Council. 

    The 18th annual Edinburgh by Numbers is based on data from a variety of sources including the ONS, National Records of Scotland and the Scottish Household Survey.

    Looked at together, the figures reveal that residents in the Scottish capital are 1.5 times more likely to take up cycling and running – with most (74%) able to enjoy local green spaces within a five minute walk from home.

    With 144 parks making up almost half of the city (49%), 92% of people surveyed are satisfied with local green spaces and Edinburgh has almost halved greenhouse gas emissions over the last decade (by 40.9% since 2012).

    Highlighting the city’s economic resilience, Edinburgh has retained its position as the UK’s most economically productive city outside of London with some of the highest wages, skilled workers and employment.

    Tourism continues to recover from the pandemic, with hotel occupancy rates at their highest in 6 years (81.4%) and 5 million visitors staying overnight in Edinburgh, and air and travel also rebounding.

    The city is growing almost three times faster than the rest of Scotland and house prices are valued at the highest in the country. In 10 years, our population has grown by 8.4% to 523,250 people but for the first time, fewer babies are being born.

    Further statistics reveal:  

    • Edinburgh’s weather is changing, with April to June now the wettest months
    • Finance leads Edinburgh’s local economy, generating £7.2 billion – that’s as much as the next three largest sectors combined
    • Satisfaction with public transport is very high at 86% of those surveyed, well above Scotland’s 64% average
    • There are more university students in Edinburgh than school pupils (together, they make up 161,000 of the population)
    • 75.8% of workers have a degree, which is far higher than other UK cities
    • Audiences are eager to return to top rated visitor attractions and events with visitors flocking to Edinburgh Castle (1.9m visitors) the National Museum of Scotland (2.19 million visitors) and the festivals (4.59 million in person and online attendees).

    Council Leader Jane Meagher said

    This edition of Edinburgh by Numbers reminds us of the strength and success of our capital city, which continues to punch far above its weight as a place to live, work, invest in and visit.

    Thanks to our fantastic parks and air quality, ‘Auld Reekie’ is no more. We’re leading the way in climate consciousness and outdoor living – with the data pointing to more of us cycling and running, high satisfaction rates with public transport and positive scores for wellbeing.

    We know that the results of Edinburgh by Numbers are hotly anticipated by professionals from across the tourism sector at home and abroad, and the outlook for hospitality is healthy – people are flocking back to the city’s main attractions and festivals and 5 million visitors are staying overnight. That’s 40% of Scotland’s total overnight tourism with hotel occupancy rates their highest in six years (81.4%).

    So, we’re getting outdoors and we’re enjoying our city and, in this report, there is much to celebrate. That said, these numbers also speak to the challenges Edinburgh faces. Drawn by good jobs and a good quality of life, migration means our population is growing three times faster than other Scottish cities. We’re living longer, but the birth rate has dropped. Many residents are struggling with the cost of living – meaning poverty and homelessness remain two of the biggest challenges of our time.

    All of this leads to unprecedented demand for homes and public services. Initiatives such as our affordable housebuilding programme, Visitor Levy, climate adaptation and better connectivity around the city will give us more resources and solutions for sustainably managing Edinburgh’s continued economic success and growth.

    “It’s really encouraging to see 68% of short trips now being made on foot or by bike in Edinburgh. New dedicated cycle routes, like the City Centre West to East Link and Leith Walk, are showing big increases in the proportion of journeys being cycled, compared with other transport. 

    “As Edinburgh continues to build its planned citywide network of safe, on-street cycle lanes, it’s likely more and more people will choose to get around by bike and benefit from being active, saving money and getting to their destination quickly.     Thank you Chair

    1. At each Governing Body meeting since the 7th of October, the UK has spoken of the horrors experienced by Palestinians and Israelis. The hostages have endured unimaginable suffering at the hands of Hamas and the Palestinian Islamic Jihad. For the people of Gaza who have lost lives, homes or loved ones, this conflict has been a living nightmare. We need all parties to uphold the ceasefire and ensure it leads to a sustainable peace and the reconstruction of Gaza.

    2. We thank the Office for your update to the POL5 document and, as ever, I’d like to commend the ongoing actions of the ILO staff in the Occupied Palestinian Territories and the continued roll out and expansion of the ILO’s emergency response programme.

    3. We remain deeply concerned about the continued, profound impact on the economy across the Occupied Palestinian Territories with GDP decreased by 26% in the OPTs and 82% in Gaza. There are significant job losses, but for those in work, conditions have significantly worsened with low wages, poor safety standards, and lack of social protection.

    4. Since 7 October 2023, 200,000 permits for Palestinian workers in Israel have been revoked, further impacting the economy and contributing to rising poverty. We urge the government of Israel to reinstate these permits without delay.

    5. Economic stability is squarely in the interest of both parties. The UK also calls on Israel to fully implement the 1994 Paris Protocol and to reduce barriers to trade, helping the Palestinian private sector to recover.

    6. We also note with concern that the implementation of the Knesset legislation on UNRWA not only risks upending the humanitarian response, but threatens thousands of jobs across the OPT. We urge the government of Israel to work with international partners, including the UN, to ensure continuity of UNRWA’s operations; no other entity or UN Agency currently has the capacity or infrastructure to replace their mandate and experience.

    7. Chair, the UK believes that economic development programmes are the key to enabling Palestinians to preserve their economy, encourage private investment and restart economic growth. So, we encourage the international community to continue to provide this. UK support to date includes agricultural productivity, private sector investment and facilitation between Palestinians and Israelis in water, energy, trade. It included £10m in financial aid and Technical Assistance to strengthen the PA’s ability to deliver services, maintain stability, and deliver reform.

    On Monday, Governor Josh Stein announced the new North Carolina Task Force on Child Care and Early Education. The task force seeks to identify solutions to expand access to affordable, high-quality child care and early education across North Carolina and to support and grow the child care workforce.  

    “Access to high-quality child care ensures that North Carolina’s children can learn and thrive during their formative years, which shapes their educational trajectory,” said Governor Josh Stein. “Child care should be affordable and accessible. I am proud to bring together providers, legislators, business leaders, parents, community partners, and industry experts to figure out how we can best support North Carolina’s parents, early childhood educators, and the economy.”

    This week, Governor Stein highlighted gaps in North Carolina’s child care system during his first State of the State address. In North Carolina, there is only 1 child care spot for every 5 families who want one. Child care is also difficult to afford for many families in the state, with four in five families paying more than the recommended 7% of their income for infant care. Furthermore, the poverty rate for early childhood educators is 17.6% higher than the average of all NC workers, contributing to a shortage in the child care workforce.

    Governor Stein remains committed to ensuring that North Carolina’s children are able to learn and thrive in safe, nurturing, and supportive child care and early education settings. These investments will also support parents and employers by reducing the number of people who are pushed out of the workforce due to lack of child care.

    Canada is providing a total of CAD 2 million over the next three fiscal years to support APEC’s efforts in promoting inclusive and sustainable economic growth across the Asia-Pacific region.

    The contribution, delivered through a grant arrangement with Global Affairs Canada (GAC) reinforces Canada’s commitment to translating APEC’s policy directions into tangible outcomes that benefit all member economies.

    “This contribution is a significant step in our commitment to ensuring that economic growth in the Asia-Pacific is both inclusive and sustainable,” said Alan Bowman, Canada’s Senior Official for APEC. “By supporting targeted capacity-building initiatives and the work of the Policy Support Unit, we are helping to build a resilient regional economy where even the most vulnerable communities can benefit.”

    Under the grant arrangement, payments will be made in three instalments: CAD 667,000 in 2025; CAD 667,000 in 2026; and CAD 666,000 in 2027. The funds are designated to support key capacity building initiatives that help bridge gaps in economic participation and drive sustainable development.

    Canada’s contribution will support three critical areas of APEC’s work. First, it will bolster the Micro, Small and Medium Enterprises (MSME) Sub-Fund, which aims to directly involve developing economies’ MSMEs in project activities that promote inclusive growth and poverty reduction.

    Second, the Women and the Economy Sub-Fund will receive support to advance women’s economic participation, enhancing legal and institutional frameworks to empower female entrepreneurs and workers.

    Finally, a portion of the funds will be directed to the APEC Policy Support Unit, the research and analysis arm of APEC, to strengthen its ability to provide high-quality, evidence-based policy recommendations.

    APEC-funded projects play a vital role in translating the policy directions set by APEC Economic Leaders and Ministers into practical actions. Each year, APEC provides funding for over 100 projects that aim to enhance trade, drive innovation, and promote sustainable development. Canada’s new contribution will add to these efforts by strengthening the capacity of member economies to implement reforms that are critical for long-term prosperity.

    Eduardo Pedrosa, Executive Director of the APEC Secretariat, highlighted the broader impact of Canada’s contribution. “Canada’s support for our inclusive and sustainable growth initiatives reinforces the shared vision of an Asia-Pacific that is dynamic, open, and resilient. This funding will enhance our ability to deliver quality research, build capacity, and support projects that create real economic opportunities for people across the region.”

    In addition to supporting MSMEs and women’s economic empowerment, the grant will assist in furthering projects that improve the quality of APEC’s deliberations and decision-making processes. The Policy Support Unit provides critical data, analysis, and policy support that help APEC member economies design and implement initiatives aimed at achieving balanced and sustainable growth.

    By contributing to these targeted sub-funds, Canada is not only reinforcing its longstanding commitment to regional cooperation but also setting a precedent for how public funds can be used to foster long-term economic security and prosperity. The impact of this grant will be felt through improved trade environments, strengthened regulatory frameworks, and enhanced capacities that empower businesses and communities alike.

    DDG Zhang said that participants in both programmes will have the opportunity to experience first-hand the work of the WTO, including witnessing how trade policy is shaped in the WTO, attending meetings in areas of direct interest to their economies, and interacting closely with the WTO Secretariat.
     A total of 18 participants were selected for the French Irish Mission Programme this year. Funded by France and Ireland, this programme aims to support Geneva-based government officials from developing and least-developed WTO members to engage in WTO activities. Participants will gain valuable hands-on experience in trade policy development by working directly within their respective permanent missions in Geneva.
    Emmanuelle Ivanov-Durand, France’s Permanent Representative to the WTO, said: “The experience you will gain here will be a tremendous asset, both for your own career paths and for your governments. France’s support for this programme reflects our commitment to an inclusive multilateral system.”
    Noel White, Ireland’s Ambassador and Permanent Representative to the United Nations Office and other international organizations in Geneva, underlined that: “Ireland attaches great importance to its long-standing association with and support for the French Irish Mission Programme. Ireland’s development cooperation programme, which lies at the heart of our foreign policy, recognises the importance of inclusive and sustainable international trade to promote economic development and alleviate poverty. We are working on arrangements and hope to be able to welcome all the participants to Ireland as we did last year to share the lessons we have learned as a small, open economy with global trade connections.”
    The 16 officials selected for this year’s Netherlands Talent Programme, which is funded by the Netherlands, will benefit from on-the-job training in various divisions of the WTO Secretariat. The programme offers participants the opportunity to develop an in-depth understanding of the multilateral trading system and to contribute actively to WTO initiatives.
    Audrey Goosen, Ambassador and Deputy Permanent Representative of the Netherlands to the WTO, explained that the name of the programme was recently changed to “Netherlands Talent Programme” to reflect the high level of expertise that previous participants have brought to the WTO. She told participants: “I hope that the insights that you will gain over the next months will make trade work as an engine for sustainable economic growth and job creation in your countries.”

    overnor Kathy Hochul today directed landmarks across the State to be lit purple in celebration of International Women’s Day on March 8 and in recognition of Women’s History Month. The Governor has remained committed to furthering the fight for women’s rights and gender equality in New York and has prioritized women in the FY26 Executive Budget.

    “New York is the birthplace of the women’s rights movement and as New York’s first female and first mom Governor, I am committed to honoring the legacy of all those who fought tirelessly for equality,” Governor Hochul said. “At a time when so many seek to bring us backward, I’ll continue to stand strong against the ongoing threats to our fundamental freedoms — ensuring there are safeguards to reproductive care and continuing to fight for gender equity — all while advancing initiatives that will ensure a brighter future for all women and girls here in New York.”

    Prioritizing Women in the Budget
    New York State continues to be a safe haven for abortion access and reproductive rights. In the FY26 Executive Budget, the Governor proposed language to require hospitals to provide abortion services when they are medically necessary to stabilize patients undergoing emergency conditions. The Budget also includes an investment of $50 million to support abortion access and protect providers from violence or harassment.

    As a part of Governor Hochul’s Affordability Agenda — with the goal of putting more money back in New Yorkers’ pockets — the Budget includes record investments to support New York’s parents, making New York the best place to raise a family. The Governor proposed an $825 million expansion of the child tax credit over a two-year period, allowing eligible families to receive $1,000 for kids under 4-years-old and $500 for kids ages 4-16. This expansion will double the average credit allotted to families from $472 to $943, address child poverty in New York State and deliver relief to middle-class families whose incomes are too high to qualify for the child tax credit.

    As the first Mom Governor of New York, Governor Hochul understands how critical it is for new mothers to receive support and how expensive it is to raise a child. Since Governor Hochul took office, New York State has taken measures to drastically expand access to child care and affordability, investing over $7 billion in four years to help stabilize the child care industry. The Budget includes an additional $1.8 billion investment in child care assistance as well as $110 million to build or renovate existing child care centers in order to eliminate child care deserts.

    To combat maternal mortality challenges and to increase the pool of resources for new mothers, New York State is partnering with Baby2Baby — a nonprofit organization providing necessities for children living in poverty — to provide maternal health and newborn supply boxes that will include the following: screening tools for postpartum depression and anxiety, mental health information, self-care products, diapers, blankets and swaddles. The State and Baby2Baby will also provide 10 million diapers to low-income families, totaling a $9.5 million investment in the Budget for maternal and infant health resources — $8 million to supply postpartum boxes and $1.5 million for diapers.

    Governor Hochul has also advanced another nation-leading legislative proposal to improve maternal and infant health through the provision of a birth allowance — the New York State BABY (Birth Allowance for Beginning Year) Benefit — to low-income parents during pregnancy and at birth. To improve the economic security of some of New York’s most under-resourced households, Governor Hochul’s plan would provide a $100 per month benefit during pregnancy and a $1,200 benefit at birth for New Yorkers who receive public assistance.

    In her lecture titled “Empowering women through multilateral cooperation”, Dr Merkel highlighted the importance of establishing rules and standards to ensure women have equal access to economic opportunities. She underscored that supply chain diversification presents unique opportunities for women, particularly in emerging and developing economies. She called on more women to be engaged in these expanding markets and for countries to draw on a broader talent pool, driving innovation and growth.
    The former German Chancellor noted that global institutions like the WTO play a significant role through initiatives such as the Informal Working Group on Women and Trade and various other initiatives that produce empirical evidence of the benefits of multilateralism for women. Additionally, the WTO collaborates with other international bodies, such as the World Bank, the International Development Fund (IDF) and the Organisation for Economic Cooperation and Development (OECD), to advance policies that enhance women’s participation in the global economy. These partnerships aim to create equitable trade policies that ensure women’s access to finance and opportunities in global markets, she said.
    Beyond women’s rights, Dr Merkel emphasized the broader significance of multilateralism in achieving economic stability. Acknowledging the current challenges of multilateral cooperation, she called on the audience to maintain strong convictions about what international cooperation has achieved in recent decades in terms of economic growth and poverty reduction around the world.
    Stressing the relevance of the WTO as the organization that accounts for 98 per cent of global trade,  Dr Merkel stressed the pivotal role the multilateral trading system has played in providing global economic stability, fostering international trade and promoting open and fair markets to the advantage of both industrialized and developing countries. Drawing from the lessons from past global economic crises, she emphasized the role governments and international organizations have played in mitigating financial and health crises and enabling economic resilience.
    One of the priority areas for discussion she mentioned was the WTO Appellate Body and the need to restore it as it has an essential role in enforcing trade agreements and maintaining the credibility of the organization. Ensuring there is an Appellate Body that has teeth and is operational will be central to global trade governance in the future, she noted.
    The former German Chancellor said the European Union is proof that multilateralism is complicated but with sufficient political will it offers a win-win solution for all. She expressed hope that all the important players on the international trade scene would be able to understand this and not reject the fact that the path of consensus always leaves the doors open for mutual benefits. 
    In her welcoming remarks, WTO Director-General Ngozi Okonjo-Iweala referred to Dr Merkel as a “stalwart supporter” of the multilateral trading system and the WTO. She is someone who was a “central actor in the global arena” over a 16-year tenure that was marked by economic and health crises, she added.
    DG Okonjo-Iweala highlighted persistent gender gaps in political and business leadership, within societies and homes, and in organizations such as the WTO. “For all the progress we have made, we still have a long way to go. But Dr Merkel has helped us envision a more equal world. When Olaf Scholz succeeded her as Chancellor in December 2021, a generation of German boys discovered that the country’s top job could also be done by a man,” she said.
    DG Okonjo-Iweala also reflected on the “grave challenges” the international economic order is currently confronting. She emphasized that despite all of its shortcomings the system has for 80 years enabled unprecedented prosperity and poverty reduction. “Conflict and climate change are exacting a growing human toll. Progress on economic development and gender equality is stalling. Rising economic uncertainty is diminishing people’s prospects – nowhere more so than in the poorest countries,” she said.
    In this context, DG Okonjo-Iweala stressed the importance of the WTO and the need for members to be mindful of the power of cooperation and understanding. She cited an early speech of Dr Merkel to the European Parliament where she said that in order to reach agreements, things must be looked at through other people’s eyes. “We need more of that here,” she said.
    The Director-General mentioned her recent trip to Washington D.C., where she met with the Secretary of Commerce Howard Lutnick and the United States Trade Representative (USTR) Ambassador Jamieson Greer. Despite criticisms of the WTO in a recently released report, the US signalled its intent to remain engaged in the organization, she said. This suggests there is an opportunity to address their concerns through existing WTO mechanisms, reinforcing the importance of continued dialogue and cooperation within the organization, she added.
    Dr Merkel’s lecture was followed by a fireside chat moderated by Richard Quest, CNN’s international business correspondent. Held in conjunction with International Women’s Day, the lecture and discussion served as an opportunity to highlight female leadership and women’s empowerment in international economic governance.

    Distinguished guests, WCP Chairs, and representatives,
    It is undeniable that we need to make trade more inclusive. But what does that mean? Why does it matter? These are questions that deserve attention.
    With this in mind, the Latin American and Caribbean Network of the WTO Chairs Programme has once again brought us together through their work on trade and inclusivity. I extend my thanks to the different teams involved in organizing this workshop – especially the WCP Chair in Mexico – which is held in collaboration with the WTO Trade and Gender Office as an activity under the Chairs Programme, and with the support of the Ministry of Economy.
    This event will consolidate discussions on the seven different pillars of inclusivity with the goal of publishing an extremely relevant book.
    This book will include perspectives from different regions of the world, drawing on experience from trade negotiators and policy makers in Africa, New Zealand, Asia, and Europe. I would like to thank each of the other WCP Chairs involved as well – the network in Brazil, Chile, Colombia, Costa Rica, and Peru. We recognize that your efforts on this topic have boosted its visibility.
    There is of course no part of the world where the diverse needs of women, indigenous peoples, youth, individuals with disabilities and other marginalized groups are not important.
    Trade and women
    Trade contributes to SDG 5 by creating economic opportunities for women and increasing their income. Firms that export employ more women than men and provide them with formal jobs. This secures their economic empowerment. Similarly, women entrepreneurs can gain from expanding to foreign markets, as trade can help them strengthen and diversify their economic activities. Evidence shows that this leads to changes in women’s social status and improves their rights.
    However, trade is not gender-neutral. Women face higher barriers than men in accessing the opportunities created by trade. Data shows that these barriers are often grounded in negative social norms. In fact, according to the World Bank, women have only less than two thirds of rights of men. This is why governments have been developing gender-responsive trade policies, with measures supporting women in reaping the benefits of trade and sometimes directly addressing these social imbalances.
    Women are highly active in targeting international markets. Globally, women comprise two fifths of entrepreneurs (40%) serving a national or international market, while men comprise three fifths (60%) in both cases.
    Discussions at the WTO
    At the WTO, in the last 8 years, members have joined forces to ensure that trade acts for the benefit of women’s empowerment. Over two-thirds of the membership are actively working to address the trade barriers faced by women.
    In 2020, we reached an important milestone and established the Informal Working Group on Trade and Gender.
    This initiative, which began in 2017 on the sidelines of the 11th Ministerial Conference, brought together 118 WTO members and observers to promote women’s participation in global trade. The primary goal of this Working Group is to mainstream gender in the work of the WTO and in trade policies.
    At the 13th WTO Ministerial Conference, ministers collectively acknowledged the intrinsic links between women’s economic empowerment, trade and sustainable development. Furthermore, the co-chairs of the Informal Working Group issued a powerful statement that reaffirmed our commitment to advancing gender equality within the trade sphere, highlighting the significant achievements of WTO members’ joint work and taking bold commitments.
    At the Ministerial Conference, members have also launched the first gender-responsive trade policy tool, in the form of a compendium mapping all the measures they implement to support women entrepreneurs’ access to finance.
    Our approach to this issue has been both cross-cutting and collaborative, particularly through the World Trade Gender Research Hub.
    Created in 2021, the Hub gathers 45 researchers and experts on trade and gender, including some Chairs.
    The WCP Latin American and Caribbean Network is well known for its work on trade and gender – and I’m proud to congratulate the WCP Co-Chair in Costa Rica on his appointment as a member of the Hub, bringing the total number of Chairs in this group to four.
    This year, the WTO will host the second edition of the World Trade Congress on Gender, under the theme “Gender Equality and Innovation, the Keys to Sustainable Trade”. We will organise this research conference in partnership with UN Women and jointly with the Hub. This year, it will gather more than 60 researchers to present groundbreaking work on trade, gender and innovation.
    Beyond research, the WTO has partnered with different organizations such as the World Bank, UNCTAD, the FAO and UN Women to develop effective solutions and drive progress.
    As you will also see from the discussions, inclusivity has several different facets.
    Our economies should not leave any communities at a disadvantage.
    Trade and disabilities
    Another stark reality we are faced with is that globally, one in six adults lives with some form of disability. They are a significant part of our global population, yet their economic needs and perspectives are frequently pushed aside in discussions about trade and economic policy. This does a tremendous disservice to them, and to economies as a whole.
    Our recent establishment of an informal, staff-level Inter-Agency Working Group on Trade and Disability Inclusion is a promising step forward in this area. Alongside UNCTAD, the ITC, and the ILO, we aim to empower governments to bring disability inclusion into their policy discussions, ensuring that persons with disabilities are fully supported and included in the global economy.
    Indigenous communities
    Trade is also significant for indigenous communities, in particular those that have been historically marginalized. In 2024, the WTO’s Small Business Champions Winners initiative focused on leveraging international trade to foster economic development and innovation for indigenous peoples worldwide.
    Trade provides them with essential economic opportunities, reducing poverty and economic disparities.
    Through their businesses, which emphasize environmental stewardship, it also benefits the wider economy by promoting sustainable and ethical consumption patterns. Supporting indigenous trade helps preserve unique cultural expressions, crafts, and arts that have been passed down through generations.
    Youth
    Also with the next generation in mind, the WTO has launched two major initiatives jointly with the WTO Gender Research Hub.
    In 2023, we organised the Youth Trade Summit on Gender with the objective of building the next generation of trade and gender experts. As an outcome of the Summit, in July 2024, we launched the WTO Youth Talent Incubator Programme to support young professionals from academia and government in integrating gender into their work.
    Let me add that the Chairs Programme itself expands access to trade-related education. Last year alone, over 330 WTO related courses took place through the programme. I hope you yourselves do not underestimate the significance of your work in this area.
    Conclusion and looking ahead to MC14
    Researchers at this event will talk about all of these inclusivity issues and expand them in new directions. It is also important for WTO Members to consider the complexities of how these factors interact.
    As we look ahead to the 14th WTO Ministerial Conference to be held in 2026, Members will be putting their focus on several areas that have also been part of the WCP network’s research.
    The second wave of fisheries subsidies negotiations, investment facilitation for development, and environmental sustainability are on the horizon. Members are also exploring new ways of making progress and breaking through on agricultural reform, and further engagement will continue under the multilateral programme on electronic commerce. I look forward to seeing the continued contributions of the Chairs Network in these areas.
    Let me end by saying that the WTO remains steadfast in its commitment to advancing inclusive trade. Our mission is to create a trade framework that reflects the diversity and needs of all societies, promoting equity and opportunity for all. With this objective in mind, I would certainly and strongly encourage continued collaboration between the WCP and the WTO Trade and Gender Office.
    Together, we can ensure that the multilateral trading system contributes to a more just and equitable global economy. And the book discussed today has its place in making this happen.

  • MIL-OSI United Nations: Gender Parity ‘Non-Negotiable’, Secretary-General Tells Group of Friends

    Following are UN Secretary-General António Guterres’ remarks to the Group of Friends on Gender Parity, in New York today:

    I am very pleased to join you today and with the permission of the distinguished Ministers for Social Development of Qatar and for Education of Rwanda.  I want to express my deep gratitude to Her Excellency Sheikha Alya Ahmed bin Saif al-Thani, Permanent Representative of Qatar to the United Nations, and His Excellency Ernest Rwamucyo, Permanent Representative of Rwanda to the United Nations, for what has been their remarkable leadership and their continued support and commitment to gender equality — at the United Nations and beyond.

    The Group of Friends has been a driving force in our journey towards gender parity.  I look forward to our continued and strengthened partnership during this pivotal year — to celebrate hard-won achievements, confront persistent and emerging challenges, and most importantly, accelerate action to achieve gender equality.

    2025 is meant to be a year of celebration:  25 years since the adoption of UN Security Council resolution 1325 (2000) on women, peace and security, and 30 years since the Beijing Declaration and Platform for Action at the fourth World Conference on Women — milestones which ignited global action.

    But, the truth is, 2025 is also a year of reckoning.  Five years from 2030, we are far from delivering on the promises of the Sustainable Development Goals, including Goal 5:  achieving gender equality and empowering all women and girls.

    The environmental and climate crises are disproportionately affecting them, and women across the globe continue to endure the worst impacts of war while being excluded from most of the peace talks.

    Political representation is also stagnating.  In 2024 — a year that saw a record number of elections worldwide — only five women were elected as Heads of State.  Worse, we are witnessing an aggressive backlash against gender equality — threatening hard-won progress on women’s human rights and fundamental freedoms.

    We cannot afford to stand still.  We must push back against this pushback.  We must secure women’s full, equal and meaningful participation in all decision-making processes — including on peace and security and humanitarian action.  We must protect, support and amplify the voices of civil society and grass-roots organizations, who are on the front lines of defending women’s rights worldwide.

    We must renew our commitment to the Beijing Declaration and Platform for Action under the Beijing+30 framework — and I call on everyone to accelerate its full and effective implementation.

    Last September, Member States have adopted the Pact for the Future.  The Pact reaffirms that gender equality holds the key to unlock progress on the 2030 Agenda and sustainable development.

    It calls for greater investment in the SDGs [Sustainable Development Goals], expanding debt-relief measures and strengthened support from multilateral development banks so that Governments can invest in the programmes their people need — including education, training, job creation and social protections that foster gender equality.

    And the Global Digital Compact calls for closing the gender digital divide, ensuring women and girls everywhere can access and benefit from the opportunities of a rapidly evolving global economy.

    Gender equality is a thread that runs through the Pact, and I call on all Member States to spare no effort to implement its commitments.  This includes the revitalization of the Commission on the Status of Women to promote the full and effective implementation of the Platform for Action.

    As we look to the challenges all around us, we must also look inside our Organization.  With four years left to reach my goal of a 50-50 balance across the UN system by 2028, I am proud of how far we’ve come.

    With the support of so many of you today, we have seen historic breakthroughs since I launched the system-wide strategy on gender parity. In 2017, only five United Nations entities had reached parity.  Today, that number is 28 — a testament to our collective institutional efforts.

    We are seeing an unprecedented number of women serving in the UN system.  We have achieved — and more importantly, maintained — gender parity among senior leadership and resident coordinators since 2020.  And for the first time in the UN’s history, we have also reached parity in the international professional categories.

    Despite these significant strides, progress remains uneven – with critical obstacles along the way.  We still see concerning gaps at the P-5 and D-1 levels [and D-2 levels]. This threatens to undermine our future pipeline of senior leaders.

    Progress has also been slow in non-Headquarters and field locations.  While we have sustained gender parity among Resident Coordinators, women make up only 14 per cent of [resident coordinators] at the Assistant Secretary-General level. And in a majority of peacekeeping operations, the share of women does not exceed 35 per cent.

    We must nurture and promote talent everywhere — and at every level.  But, achieving gender parity is not about numbers alone.  Representation without transformation is not enough.  Lack of parity perpetuates power structures that go against gender equality.

    Too many institutions, including our own, remain shaped by patriarchal systems of power that restrict women’s equal access to leadership, economic opportunities and legal protections.  If we want a UN that truly represents the people it serves, our organizational culture, policies and decision-making must continue to evolve.

    The UN is committed to leading by example — ensuring a workplace built on the principles of dignity, equality and respect.  The field-specific enabling environment guidelines, the UN system-wide Knowledge Hub on Addressing Sexual Harassment and the UN system-wide Dashboard on Gender Parity are helping us steer organizational change.

    And more than 650 UN Gender Focal Points across the entire UN system are working alongside leadership to dismantle barriers and build truly inclusive and supportive workplaces.  But, we must do more.

    That’s why I launched the UN system-wide Gender Equality Acceleration Plan, establishing a robust governance that ensures coordination across 43 UN entities and integrating reporting into existing accountability frameworks to raise the bar for gender mainstreaming.

    A more gender-equal UN will be a more effective UN. One that serves all women and girls, champions political commitment, mobilizes investments, strengthens partnerships and ensures real accountability — and one that reflects the more equal world we want to shape.

    Gender equality is more than an aspiration.  It is a human right and a fundamental requirement for breaking cycles of poverty, violence and inequality.  Advancing gender equality paves the way for a more just, peaceful and sustainable future for all.

    The road will require bold leadership and collective action to break barriers, to safeguard women’s rights and freedoms and drive true, lasting transformation.  In this context, gender parity is non-negotiable.

    We must serve — and deliver for — all women and girls.  So let us pursue our collective efforts, turn commitments into ambitious results and push forward, together.

  • MIL-OSI USA: $50 Million Effort to Fight Poverty in Upstate New York

    overnor Kathy Hochul today announced new steps to fight poverty in Rochester, Buffalo and Syracuse, three communities chosen because they include some of the highest poverty rates out of anywhere in New York State. Governor Hochul’s FY 2025 Budget allocated $50 million for this antipoverty programming, which is now being utilized by community-based groups in these communities.

    “Every family should have the opportunity to grow and thrive in New York, and I’m committed to delivering the resources to make that a reality,” Governor Hochul said. “As the first Governor from Upstate New York in nearly a century, I know many of our neighbors struggle to make ends meet. Working together, we’re going to fight poverty and lift up the families who need it most.”

    The cities of Rochester, Buffalo and Syracuse are investing $50 million included in the FY 2025 Budget to bring much-needed resources to help families living in poverty increase earnings and improve family well-being. Each locality sought and received community input while working with their county Department of Social Services to develop and finalize their plans.

    The Monroe County Department of Human Services will use $25 million to implement three targeted strategies to strengthen low-income families’ financial footing and reduce poverty in the city of Rochester. The strategies include a monthly cash incentive program for pregnant women who agree to participate in activities that support maternal health, as well as rental subsidy and upward mobility mentoring programs.

    • Beginning within 180 days of their expected delivery date, up to 200 Temporary Assistance for Needy Families (TANF)-eligible pregnant women in certain ZIP codes in Rochester will be eligible to receive a cash incentive of $1000 per month for up to two years, as well as case management support, prenatal healthcare referrals, and services to reduce maternal morbidity and infant mortality. Participants will also be required to carry out other activities that support mental health and promote self-sufficiency and upward mobility.
    • The rental subsidy program will provide a monthly supplement to 100 families currently receiving Temporary Assistance that live in designated zip codes in Rochester over two years. Families receiving the subsidy will also receive case management, financial counseling and support necessary to increase their income so that their total monthly rent does not exceed 30 percent of their monthly income.
    • The Upward Mobility Mentoring program will provide up to 1,200 TANF-eligible families with direct support and cash assistance with the aim of having a meaningful and sustainable impact on families’ long term economic potential. This program will address five pillars of upward mobility: family stability, well-being, financial management, education/training, and employment/careers. Every enrolled family will create individualized life plans for upward mobility and participate in coaching and financial counseling to maximize the potential for their long term success.

    The Onondaga County Department of Social Services will use $12.5 million to focus on addressing generational poverty, promoting housing stability, improving school attendance rates and distributing free diapers to families that are eligible for Temporary Assistance.

    • The existing 2Gen Onondaga pilot project will be expanded, providing intensive case management and trauma-informed goal-setting for Syracuse families with children who receive Temporary Assistance to better promote family well-being. The program also encourages continued employment by providing payments to help ease the perceived effects of “benefits cliffs.” Participating households whose income exceeds eligibility for assistance will continue to receive their monthly benefit for 12 months, after which the benefit will be slowly reduced to zero. Additionally, the plan will support non-custodial parents by helping them reduce their child support orders to better reflect what they can afford and connecting them with employment and parenting programs.
    • The Central New York Centralized Housing Assistance and Network for Community Engagement (CNY CHANCE) program is designed to help alleviate an increasingly tight housing market. The program includes a range of efforts to promote housing stability, including the creation of a housing database, landlord engagement and incentives, and advocacy for affordable housing development, among others.
    • Full-time attendance liaisons will be embedded in the Syracuse City School District to support students from families who are receiving or eligible to receive Temporary Assistance that are struggling with attendance issues. The liaisons will provide continuous support to families and work to resolve issues that are contributing to chronic absenteeism.
    • Onondaga County will work with the CNY Diaper Bank to provide free diapers to any family with a child under age 4 who lives in the City of Syracuse and is eligible for Temporary Assistance.

    The Erie County Department of Social Services will use $12.5 million to support upward mobility for TANF-eligible families experiencing poverty who reside in the city of Buffalo. The goal of the incentive-based program is to improve employment outcomes for families and children and reduce child poverty. Program components include life coaches, career coaches, financial literacy services, linkage to support and resources, and direct cash incentives.

    • Direct cash payments would be provided as an incentive for up to 600 participating families. The families could receive up to 29 incentive payments totaling $16,000 per family if they meet certain benchmarks, including engagement with career and life coaches, making progress toward identified goals, enrollment in training and/or education/upskilling activities, and attainment and retention of employment.
    • Savings accounts will be opened for up to 300 participants and every dollar deposited by the participant will receive a $3 match up to $3,000.
    • Approximately 115 participants will receive assistance in obtaining a driver license, as a first step toward car ownership.
    • Participants will also have access to various workforce development programs, including subsidized job placement, on-the-job training, industry-specific career pathways programs, and pre-apprenticeships, among others.

    This initiative builds on Governor Hochul’s commitment to making New York the best, most affordable place to start and raise a family. The Governor’s historic investments in her 2025 State of the State and FY 2026 Executive Budget will advance innovative actions to best address the needs of every child and family in New York:

    • Governor Hochul’s expansion of the Child Tax credit to $1,000 or $500 per child will help address the economic challenges that families are facing and is projected to significantly reduce child poverty in New York State. When fully implemented, this historic investment could reduce child poverty statewide by up to 8.2 percent. This would build on the progress this Administration has already made reducing child poverty through actions in recent budgets. Combined with other measures like expanding subsidized childcare, this Administration’s actions to date are estimated to reduce child poverty by up to 17.7 percent.
    • The Governor also proposed New York’s first-ever inflation refund that will put $3 billion back in the pockets of 8.6 million taxpayers. By the end of 2025, New York State will send direct payments to everyday New Yorkers. Joint tax filers who make $300,000 or less will receive a $500 payment, while all single New York taxpayers who make $150,000 or less will receive a $300 payment. These one-time payments will provide New Yorkers with much-needed financial relief in 2025.
    • Governor Hochul will partner with Baby2Baby to provide maternal health and newborn supply boxes to Medicaid-enrolled expectant mothers and those reached through community organizations and hospitals in low-income areas. The boxes will include resources, educational materials, self-care products, and diapers, reaching approximately 100,000 families at full implementation.
    • Governor Hochul will also provide millions of diapers annually and expand maternal behavioral health services. Additionally, the Governor will co-locate mental health services into OBGYN practices in high-needs communities.
    • Building on the Governor’s support for pregnant women and infants, the New York State BABY (Birth Allowance for Beginning Year) Benefit will provide a $100 monthly benefit during pregnancy and a $1,200 benefit at birth to low-income public assistance recipients. This will increase household income for thousands of New York families.
    • Additionally, to take action against pervasive appraisal bias through the housing industry that has unjustly stripped families in communities of color out of the opportunity to purchase a home, Governor Hochul proposed a suite of actions to make discriminatory appraisal practices unlawful, enforce anti-discrimination principles in appraisals, and diversify the appraiser workforce.

    New York State Office of Temporary and Disability Assistance Commissioner Barbara C. Guinn said, “Poverty is a reality that affects the lives of far too many children and their families, limiting their opportunities and potential. Research shows that the focused support and assistance contained in these locally-driven anti-poverty initiatives—from rental subsidies, maternal health support, financial coaching, school attendance incentives, to cash assistance—are effective at improving family well-being and the economic security of children and families. We look forward to the implementation of these programs in Rochester, Buffalo, and Syracuse and are grateful to Governor Hochul for prioritizing an agenda that uplifts working families and makes our state more livable and affordable for all New Yorkers.”

    Senate Minority Leader Charles Schumer said, “From boosting financial literacy to job-training to improving parenting skills and support for steady housing in Buffalo and Rochester and Syracuse, this is an investment in our children, in our future, and building a better life for families that need a helping hand. I will always fight to deliver resources to New York’s families to give all our children the best opportunities for a bright future and support Governor Hochul’s efforts to achieve these goals.”

    Representative Joe Morelle said, “Lifting children and families out of poverty has always been one of my top priorities. This marks a vital step forward in our efforts to lower costs by making high-quality healthcare and housing opportunities more affordable and putting money directly in the pockets of those who need it most. I’m grateful to Governor Hochul for her leadership on this important issue, and I look forward to working with her and Monroe County Executive Adam Bello to implement Project Prosper throughout Rochester.”

    Representative Timothy Kennedy said, “This important anti-poverty initiative will uplift hardworking parents and help ensure their children thrive. This funding will connect families with resources that have the potential to change their lives. In Washington, I will continue fighting for working households to make New York more affordable and to provide those families with access to new opportunities.”

    Representative John W. Mannion said, “Every child deserves a chance to succeed, and I’m committed to lifting our communities out of poverty, especially in urban centers like Syracuse. It’s a generational challenge – but also an opportunity to make meaningful investments in our schools, create environments of hope, deliver stable housing, and bring successful programs to scale. I join Governor Hochul in this effort and commend her leadership for making these life changing investments in Onondaga County.”

    Monroe County Executive Adam Bello said, “Project Prosper will create strategic initiatives to connect families to stable housing, employment support, childcare, assistance for pregnant women that will improve maternal and infant health outcomes, and targeted rental subsidies to help families secure stable housing. This funding will provide real, measurable pathways out of poverty in targeted zip codes throughout our community. We are grateful to Governor Hochul for this $25 million investment and for taking many of the recommendations of the community-driven Rochester-Monroe County Anti-Poverty Initiative and turning them into reality.”

    Erie County Executive Mark C. Poloncarz said, “Reducing poverty among families and children helps them on a path to a better, healthier and more productive life. This funding will help TANF-eligible families gain access to the support and services they need to gain new skills, improve their financial literacy and build towards a better future. I thank Governor Hochul for her continuing focus on reducing poverty rates and making Buffalo, and New York State, a great place to raise a family.”

    Onondaga County Executive Ryan McMahon said, “My administration has worked tirelessly to reach and connect with the members of our community living in poverty to the resources they need in a comprehensive and holistic way. From our successful 2Gen Onondaga Pilot project that works to break the generation cycle of poverty to working with our schools to support our kids without adding additional challenges for parents looking to find or keep employment, Onondaga County is making real progress when it comes to finally addressing the root causes of poverty. There is still much more work to do and thanks to these state funds we will be able to build on and scale up our efforts in a truly substantive way. Thank you to New York State and all of the community partners who helped make today possible.”

    Rochester Mayor Malik D. Evans said, “Project Prosper combines the resources of New York State, Monroe County and the City of Rochester to support our most vulnerable residents and address some of the debilitating consequences of poverty: infant mortality, rent burden, and economic stagnation. I want to thank Governor Kathy Hochul for delivering this funding, along with the many community-based organizations whose insights helped us design these innovative strategies. Thanks to Governor Hochul and our partnership with Monroe County, we are giving the residents of Rochester’s poorest neighborhoods the investments they deserve.”

    Syracuse Mayor Ben Walsh said, “The programs receiving support in the City of Syracuse address the child’s home and education and the parent’s ability to meet current needs while expanding their capacity to escape poverty through employment. It is this type of holistic approach that creates both a pathway out of poverty and the support for the family to successfully navigate that path.     The Prime Minister Shri Narendra Modi launched the Surat Food Security Saturation Campaign Programme in Limbayat, Surat, today. The Prime Minister also distributed the benefits under the National Food Security Act to over 2.3 lakh beneficiaries. Addressing the gathering, the Prime Minister emphasized the unique spirit of the Surat city, highlighting its strong foundation of work and charity. He expressed how the city’s essence cannot be forgotten, as it is defined by collective support and celebrating the growth of all.

    Shri Modi stated that Surat is known for its culture of mutual support and progress, where people work together for the benefit of everyone. He emphasized that this spirit is visible in every corner of Surat. The Prime Minister pointed out that today’s program aims to further promote and strengthen this spirit, fostering unity and growth for all in the city. “Surat is a leading city in Gujarat and India, and now also taking the lead in ensuring food and nutrition security for the poor and marginalized. The city’s food security saturation campaign will serve as an inspiration for other districts across the country” Shri Modi added.

    Shri  Modi  emphasized that the campaign ensures no one is left out, no one is cheated, and there is no discrimination. It moves beyond appeasement and focuses on the noble spirit of satisfaction for all. “When the government reaches the beneficiary’s doorstep, no one will be excluded. With a commitment to benefit everyone, those attempting to exploit the system are kept away”, Shri Modi added.

    The Prime Minister highlighted that under the food security saturation approach, the Surat administration has identified over 2.5 lakh new beneficiaries. Among them are many elderly women, elderly men, widowed women, and differently-abled individuals. These new family members will now receive free rations and nutritious food. The Prime Minister congratulated all the new beneficiaries for being included in this important initiative.

    The Prime Minister emphasized that the pain of the poor worrying about food is not something he needs to learn from books, but something he can experience. “And this is why over the past years, the government has focused on addressing this very concern by ensuring food security for those in need. The government has stood with the poor as a true partner and servant”, Shri Modi stated. During the COVID-19 pandemic, when the country needed support the most, the Pradhan Mantri Garib Kalyan Yojana was launched to ensure that the poor’s kitchens continued to function. This scheme, one of the largest and most unique in the world, is still ongoing. He also expressed happiness that the Gujarat government extended the scheme by increasing the income limit to allow more beneficiaries to benefit. The government is spending nearly ₹2.25 lakh crore annually to ensure that the poor’s kitchens stay lit.

    Highlighting the crucial role of nutritious food in India’s journey towards development, Shri Narendra Modi stated that the government’s goal is to provide adequate nutrition to every family in the country to eliminate issues like malnutrition and anemia. “Under the PM Poshan Scheme, approximately 12 crore school children are being provided with nutritious food. The Saksham Anganwadi Program focuses on the nutrition of young children, mothers, and pregnant women. Additionally, under the PM Matru Vandana Yojana, pregnant women are provided with financial support for nutritious food” Shri Modi highlighted.

    The Prime Minister  emphasized that nutrition goes beyond just food, with cleanliness being an essential aspect. He praised Surat for its efforts in maintaining cleanliness. “The government’s continuous effort is to ensure that every city and village in the country works towards eliminating filth. The global organizations have acknowledged that the Swachh Bharat Abhiyan has helped reduce diseases in rural areas” Shri Modi added. He also highlighted the importance of the “Har Ghar Jal” campaign, led by Shri C.R. Patil, which aims to deliver clean water to every household, contributing to a decrease in various diseases.

    Shri Narendra Modi acknowledged the significant impact of the government’s free ration scheme, which has made life easier for millions. He noted that today, the rightful beneficiaries are receiving their full share of ration, a possibility that wasn’t available 10 years ago. He pointed out that the government has removed over 5 crore fake ration cardholders and linked the entire ration distribution system to Aadhaar cards. The Prime Minister addressed the issue faced by migrant workers in Surat, who previously couldn’t use their ration cards in other states. “The “One Nation, One Ration Card” scheme was introduced to ensure that no matter where a person’s ration card is from, they can avail benefits in any city across the country. Many workers in Surat are now benefiting from this scheme, which demonstrates that when policies are made with true intentions, they benefit the poor” Shri Modi added.

    The Prime Minister outlined the government’s efforts over the past decade to empower the poor through a mission-mode approach. He emphasized the creation of a safety net around the poor, ensuring they never have to beg for help. Providing concrete homes, toilets, gas connections, and tap water connections has instilled new confidence in the poor.The government also introduced insurance schemes for poor families, ensuring that nearly 60 crore Indians have access to free medical treatment up to ₹5 lakh. “Life and accident insurance, which were previously out of reach for poor families, are now a reality. Today, more than 36 crore people are enrolled in government insurance schemes. Over ₹16,000 crore in claims have been paid to poor families, helping them during difficult times” Shri Modi highlighted.

    Shri Narendra Modi recalled how, in the past, the poor faced immense challenges in starting their own businesses, with banks refusing to offer loans without guarantees. Shri Modi highlighted how he personally took  the responsibility to guarantee loans for the poor, launching the Mudra Yojana. “Under the Mudra Yojana, nearly ₹32 lakh crore has been provided as loans without any guarantee, directly benefiting the poor. This initiative has helped millions of people, despite the opposition’s lack of understanding of the magnitude of such an amount”, the Prime Minister emphasized.

    Addressing the struggles of street vendors and workers who previously had no financial support,  Shri Narendra Modi mentioned that these individuals often had to borrow money from moneylenders, only to pay back more than they borrowed. The government’s PM SVANidhi Yojana has helped these vendors by providing them access to bank loans. The Prime Minister further announced in this year’s budget the introduction of a special credit card for such workers. “The introduction of the PM Vishwakarma Yojana, which supports traditional craftsmen by providing them with training, modern tools, and financial assistance to improve and expand their skills. These efforts contribute to the country’s development through inclusive growth, with over 25 crore people moving out of poverty in the past decade” Shri Modi stated.

    The Prime Minister  acknowledged the significant contribution of the middle class to the country’s development, especially in Surat, where a large number of middle-class families reside. He outlined the government’s efforts in the past decade to empower the middle class, including the relief provided in this year’s budget.  “The tax relief given, particularly the zero tax on income up to ₹12 lakh, is a step many never expected. Additionally, employees will now be exempt from taxes on income up to ₹12.87 lakh. New tax slabs have also been introduced to benefit all taxpayers. This will allow middle-class families in Surat, Gujarat, and across the country to retain more of their earnings, which they can invest in their needs and their children’s future”, the Prime Minister highlighted.

    The Prime Minister recognized Surat as a hub for entrepreneurship with a significant number of small and medium enterprises (MSMEs), which provide employment to millions. He highlighted the government’s efforts to strengthen the local supply chain by offering substantial support to MSMEs. “The budget announced loans up to ₹2 crore for SC/ST, Dalit, tribal, and women entrepreneurs, helping them thrive in the MSME sector. The youth of Surat and Gujarat should take advantage of these opportunities, and the government stands ready to support them” Shri Modi stated.

    Shri Modi acknowledged Surat’s significant role in India’s development, particularly in the textiles, chemicals, and engineering sectors. He highlighted the government’s efforts to expand these industries in the city. “The new integrated terminal building at Surat Airport, the Western Dedicated Freight Corridor, the Delhi-Mumbai Expressway, and the upcoming Bullet Train, the Surat Metro project, will further enhance the city’s connectivity, making it one of the most well-connected cities in the country. These initiatives are improving the quality of life for Surat’s residents and making their lives easier”, Shri Modi emphasised.

    Shri Narendra Modi urged women across the country to share their inspiring stories on the NaMo app. On the occasion of International Women’s Day, the Prime Minister announced that he will be handing over his social media accounts to some of these inspirational women who have contributed significantly to the country’s and society’s development. He highlighted the role of women in various sectors, especially in Gujarat, and emphasized that this day is an opportunity to celebrate women’s achievements. He also shared that he will be attending a major event in Navsari dedicated to women’s empowerment. The Prime Minister acknowledged the large number of women attending the event in Surat, noting that they would benefit greatly from the ongoing program.

    The Prime Minister expressed his commitment to the continued development of Surat as a mini India and a remarkable city on the global stage. “For vibrant and dynamic people like those in Surat, everything must be exceptional. I congratulate all beneficiaries of the ongoing initiatives, wishing them continued success and progress” Shri Modi concluded.

    I am very pleased to join you today and with the permission of the distinguished Ministers of Social Development of Qatar and of Education of Rwanda, I want to express my deep gratitude to Her Excellency Sheikha Alya Ahmed bin Saif Al-Thani, Permanent Representative of the State of Qatar to the United Nations, and His Excellency Ernest Rwamucyo, Permanent Representative of Rwanda to the United Nations, for what has been their remarkable leadership and their continued support and commitment to gender equality – at the United Nations and beyond.

    25 years since the adoption of the UN Security Council resolution 1325 on women, peace, and security;

    And 30 years since the Beijing Declaration and Platform for Action at the Fourth World Conference on Women – milestones which ignited global action.

    But the truth is, 2025 is also a year of reckoning.

    Five years from 2030, we are far from delivering on the promises of the Sustainable Development Goals, including Goal 5: achieving gender equality and empowering all women and girls.

    The environmental and climate crises are disproportionately affecting them.

    And women across the globe continue to endure the worst impacts of war – while being excluded from most of the peace talks.

    Political representation is also stagnating.

    In 2024 – a year that saw a record number of elections worldwide, only five women were elected as Heads of State.

    Worse – we are witnessing an aggressive backlash against gender equality – threatening hard-won progress on women’s human rights and fundamental freedoms.

    We cannot afford to stand still.

    We must push back against this pushback.

    We must secure women’s full, equal and meaningful participation in all decision-making processes – including on peace and security and humanitarian action.

    We must protect, support and amplify the voices of civil society and grassroots organizations, who are on the front lines of defending women’s rights worldwide.

    We must renew our commitment to the Beijing Declaration and Platform for Action under the Beijing+30 framework – and I call on everyone to accelerate its full and effective implementation.

    Last September, Member States have adopted the Pact for the Future.

    The Pact reaffirms that gender equality holds the key to unlock progress on the 2030 Agenda and sustainable development.

    It calls for greater investment in the SDGs, expanding debt relief measures, and strengthened support from Multilateral Development Banks so that governments can invest in the programmes their people need — including education, training, job creation and social protections that foster gender equality.

    And the Global Digital Compact calls for closing the gender digital divide, ensuring women and girls everywhere can access and benefit from the opportunities of a rapidly evolving global economy.

    Gender equality is a thread that runs through the Pact — and I call on all Member States to spare no effort to implement its commitments.

    This includes the revitalization of the Commission on the Status of Women to promote the full and effective implementation of the Platform for Action.

    Excellencies,

    As we look to the challenges all around us, we must also look inside our organization.

    With four years left to reach my goal of a 50/50 balance across the UN System by 2028, I am proud of how far we’ve come.

    With the support of so many of you today, we have seen historic breakthroughs since I launched the System-wide Strategy on Gender Parity.

    In 2017, only five United Nations entities had reached parity.

    Today, that number is 28 – a testament to our collective institutional efforts.

    We are seeing an unprecedented number of women serving in the UN System.

    We have achieved and, more importantly, maintained gender parity among senior leadership and Resident Coordinators since 2020.

    And for the first time in the UN’s history, we have also reached parity in the international professional categories. 

    Excellencies and Friends,

    Despite these significant strides, progress remains uneven – with critical obstacles along the way.

    We still see concerning gaps at the P5 and D-1 levels [and D-2 levels].

    This threatens to undermine our future pipeline of senior leaders.

    Progress has also been slow in non-headquarters and field locations.

    While we have sustained gender parity among Resident Coordinators, women make up only 14 per cent of RCs at the Assistant Secretary-General level.

    And in a majority of peacekeeping operations, the share of women does not exceed 35 per cent.

    We must nurture and promote talent everywhere – and at every level.

    But achieving gender parity is not about numbers alone.

    Representation without transformation is not enough.

    Lack of parity perpetuates power structures that go against gender equality.

    Too many institutions, including our own, remain shaped by patriarchal systems of power that restrict women’s equal access to leadership, economic opportunities, and legal protections.

    If we want a UN that truly represents the people it serves, our organizational culture, policies and decision-making must continue to evolve.

    The UN is committed to leading by example ensuring a workplace built on the principles of dignity, equality, and respect.
     
    The Field-specific Enabling Environment Guidelines, the UN System-wide Knowledge Hub on addressing sexual harassment, and the UN System-wide Dashboard on Gender Parity are helping us steer organizational change.

    And more than 650 UN Gender Focal Points across the entire UN System are working alongside leadership to dismantle barriers and build truly inclusive and supportive workplaces.

    But we must do more.

    That’s why I launched the UN System-wide Gender Equality Acceleration Plan – establishing a robust governance that ensures coordination across 43 UN entities and integrating reporting into existing accountability framework to raise the bar for gender mainstreaming.

    A more gender-equal UN will be a more effective UN.

    One that serves all women and girls, champions political commitment, mobilizes investments, strengthens partnerships, and ensures real accountability.
    And one that reflects the more equal world we want to shape.

    Excellencies, dear friends,

    Gender equality is more than an aspiration.

    It is a human right and a fundamental requirement for breaking cycles of poverty, violence and inequality.

    Advancing gender equality paves the way for a more just, peaceful, and sustainable future for all.

    The road will require bold leadership and collective action.

    To break barriers.

    To safeguard women’s rights and freedoms.

    And drive true, lasting transformation.

    In this context, gender parity is non-negotiable.

    We must serve – and deliver for – all women and girls.

    So let us pursue our collective efforts, turn commitments into ambitious results, and push forward, together.

  • MIL-OSI Europe: Answer to a written question – Low contribution of the green agenda and the fight against fuel poverty through the Recovery and Resilience Facility (RRF) – E-002436/2024(ASW)

    Forty-seven million people in Europe did not have the possibility of adequately heating their homes last winter. It is unacceptable and the Commissioner for Energy and Housing states in his hearing that this needs to be addressed.

    The existing EU legislative framework addresses the need to alleviate energy poverty. The Commission will strongly support its implementation.

    The recently adopted Energy Efficiency Directive EU/2023/1791[1], for example, provides for the first time a definition of energy poverty and links it with measures to be implemented at national level to empower and protect all EU citizens.

    The Social Climate Fund has been established to ensure a socially fair transition and address the social impacts of the new emissions trading system for buildings and road transport (ETS2) on vulnerable groups, especially those in energy or transport poverty.

    Together with a mandatory minimum 25% contribution of the Member States, the Fund will mobilise at least EUR 86.7 billion over the 2026-2032 period.

    People must always remain at the heart of EU ambitions, in her Political Guidelines 2024-2029[2] and mission letters, the President of the Commission confirms that ensuring a just transition remains a priority.

    The Commissioner for Energy and Housing has been tasked to develop a Citizens Energy Package to increase citizen participation in the energy transition and strengthen the social dimension of the Energy Union and to propose further measures to address energy poverty[3].

    The Commission has put forward an Action Plan for Affordable Energy Prices, as part of the Clean Industrial Deal, to help bring down prices for households and business, helping combating energy poverty.

  • MIL-OSI United Kingdom: A message from Christine Jardine on International Women’s Day

    That means pushing our revolutionary parental leave and childcare policies –  helping more mothers return to the workplace should they want to, and fighting against the gender pay gap. Or our plans to end period poverty and ensure that survivors of violence against women and girls are properly supported in the criminal justice system. 

    Women deserve an ambitious vision from political parties of how their lives can be improved. So it’s disappointing that the government seems to have missed opportunities to make this a reality. They removed the target for women’s health hubs in the latest NHS mandate, while their Crime & Policing Bill fails to mention domestic abuse once.

    The fight for equality continues. Liberal Democrats will keep pushing on these issues and others, to deliver the positive future that all women deserve.

    Of course, accelerating action also means supporting the tireless campaigners who are already doing fantastic work. I am especially grateful to the groups within our own party who are pushing for change. Lib Dem Women and the Campaign for Gender for Balance are just some examples, who lead the fight to get more women involved in politics.

    We as a party – and a country – have come so far. If we keep working together, we can go even further.

  • MIL-OSI United Nations: Deputy Secretary-General’s video Message on the occasion of the World Sustainable Development Summit (WSDS) 2025

    Excellencies, 

    Ladies and Gentlemen, 

    Ten years after the adoption of the 2030 Agenda for Sustainable Development, reports show we are gravely off track. Intensifying, interconnected challenges continue to endanger the realization of the Sustainable Development Goals by 2030.

    For example, the global goal of ending extreme poverty by 2030 is in danger of failure, with almost 600 million people still living in extreme poverty. Hunger is also increasing, and we have witnessed the warmest years on record with carbon dioxide levels continuing to rise. 
    But we cannot give up hope or dilute our ambitions. It’s time to rescue the SDGs as a plan of action for people, planet and prosperity. We must build on our successes and accelerate progress in key areas that will achieve the greatest impact. 

    The number of people lacking electricity access in the world fell by almost 30 per cent from 2015 to 2022. Internet access increased by about 70 per cent.
     
    For local communities these transformations represent real opportunities. To improve health and widen access to education and social protection. To make food systems more resilient, while creating green jobs. To open e-commerce and financial services, while also protecting the environment and biodiversity.

    But developing countries cannot take these actions alone. We need to support them in designing and implementing their economic transformations. 

    At the Summit of the Future last September, world leaders set out the Pact for the Future, a sharp vision of a multilateralism that can deepen cooperation and deliver on these promises.

    The Pact contains commitments that can unlock financing, including an SDG Stimulus, a review of the sovereign debt architecture and reform of the international financial architecture.

    As TERI and this Summit make clear, these reforms will be critical to help developing countries mobilize the financing and support they need to invest in green solutions and renewable energy systems for the future. 

    Financing can play a key role in creating demand for renewables and low-carbon solutions at all levels — from households to businesses — while ensuring positive socio-economic and environmental benefits.  

    To accelerate these efforts, the UN system is working to support country level policy reforms, integrate stakeholder innovations, build institutional capacities, and boost infrastructure investments across the entire renewable clean energy supply chain.  

    And the Secretary-General’s panel on Critical Energy Transition Minerals offers important Principles and Actionable Recommendations to ensure this new era does not repeat historical patterns of exploitation.  

    This work will be critical in supporting countries as they develop national climate plans ahead of COP30 — plans that must reduce emissions by investing in renewable solutions that can create new jobs and sources of prosperity.  

    The message is clear. No single nation can navigate challenges alone. Effective collaboration is increasingly critical to shaping our common future.

    The United Nations is committed to standing with all partners as we accelerate action on the SDGs and shape the sustainable future all people need and deserve.

    I am very pleased to join you today and with the permission of the distinguished Ministers of Social Development of Qatar and of Education of Rwanda, I want to express my deep gratitude to Her Excellency Sheikha Alya Ahmed bin Saif Al-Thani, Permanent Representative of the State of Qatar to the United Nations, and His Excellency Ernest Rwamucyo, Permanent Representative of Rwanda to the United Nations, for what has been their remarkable leadership and their continued support and commitment to gender equality – at the United Nations and beyond.

  • MIL-OSI Europe: The Minister for Foreign Affairs addressed a UNESCO conference on the situation of women and girls in Afghanistan

    The dire situation of women and girls in Afghanistan was discussed at a conference held at the initiative of Iceland at the headquarters of UNESCO in Paris today on the occasion of International Women’s Day. A video address from the Minister for Foreign Affairs, H.E. Ms. Thorgerdur Katrin Gunnarsdottir, was delivered at the beginning of the conference where the Minister emphasized that the international community must not forget the human rights of Afghan women and girls.

    “The international community must remain firm in supporting Afghan women and girls. Their full enjoyment of all their human rights, including the right to education, should be our ultimate goal. Advocacy must be relentless and strategic, ensuring that the rights of Afghan women and girls remain a global priority. ” said the Minister in her address.

    Prior to that, Mr. Xing Qu, Deputy Director-General of UNESCO, addressed the conference and gave an overview of the situation in Afghanistan and UNESCO’s action in the fields of education and culture. A diverse group of Afghan women activists and NGO representatives participated in two panel discussions and shared the immense challenges they face following the Taliban’s takeover in 2021. 

    Afghanistan is the only country in the world where girls are banned from attending school after the age of 12. Women are only allowed to receive healthcare services from other women, and last year, they were banned from pursuing healthcare education. This situation is putting the lives and health of half the population at risk, with Afghanistan having the highest female mortality rate in the world, and half of the population facing severe poverty. [Additional content will be added tomorrow, including Richard Bennett]. Finally, video testimonies from women living in Afghanistan were shown, in which they described their circumstances, followed by lively discussions in the hall.

    UNESCO is responsible for SDG 4 on Education and plays an important role in Afghanistan. The Organization has trained teachers, who provide education in Afghan provinces and for Afghan refugees in neighbouring countries, in collaboration with NGOs. It has also organized online distance learning, aired educational programs on the radio, and made partnership agreements universities so that women can complete higher education outside the country. Iceland serves as a member of the UNESCO Executive Board for the period 2021-2025 and has led negotiations on resolutions on the situation of women and girls in Afghanistan, in collaboration with the Group of Friends of Afghanistan in UNESCO.

  • MIL-OSI Global: Why increasing rates of tuberculosis in the UK and US should concern everyone

    With one of the largest tuberculosis (TB) outbreaks in US history, Kansas has more to worry about than its recent Super Bowl defeat. During the past year, 67 people with TB have been detected. This comes on the back of increasing rates of TB in the US year on year since the start of the COVID pandemic.

    Rather than a relic of the Victorian era, TB is the world’s most enduring pandemic, killing more people each year than any other single infection. While more common in low-income countries, TB continues to be found in more deprived communities, cities, prisons, homeless populations, and in black, Asian and Indigenous people, including in wealthy countries such as the US and UK.

    TB outbreaks in wealthy countries act as a canary in a coalmine, reflecting cracks in national public health systems. More broadly, TB outbreaks in any setting have deeper implications for the struggle to end TB globally.

    TB is an airborne infection that doesn’t respect borders. With increasing mass movement, including due to climate change and war, the maxim “TB anywhere is TB everywhere” is more resonant today than ever.

    In the UK, TB rates consistently declined between 2011 and 2020. But, like the US, this decline reversed since COVID emerged in early 2020.

    In 2023, there was a 13% increase in the number of people who became unwell with TB in England, compared with 2022.

    At 9.5 people with TB per 100,000 people per year, England is in jeopardy of losing its “low TB incidence” status (less than ten people with TB per 100,000 people per year).

    Rates of TB in England have a stark social gradient, with the poorest 10% of people having five times higher rates of TB than the richest 10%.

    In the UK, there is a cost of living crisis. Many people, especially the poorest, are struggling to put food on the table. TB is a social disease of poverty that thrives where there is overcrowding, undernutrition and poor working and living conditions.

    But the increase in TB in the UK cannot be put down to greater risk of disease alone. The response of the health and social care system to prevent and cure TB is crucial.

    The BCG vaccine, currently the only TB vaccine, is not nearly as effective as we would like at preventing disease. There is hope on the horizon with several vaccines under development, but their effect may be impeded by vaccine hesitancy driven by misinformation.

    Other barriers to address include lack of TB awareness, continuing TB-related stigma, understaffing of vital TB community nursing teams, and a breach between health and social care sectors to support those vulnerable to TB.

    For countries with lower incidence of TB across Europe and North America, many TB policies are targeted at identifying and treating TB in groups who are most at risk of being exposed to the disease, including people moving from regions of the world where TB is more common.

    Patterns of migration to the UK changed significantly following Brexit. A need to expand the workforce, particularly in health and social care, has led to active recruitment and movement of people from higher TB burden countries. This is relevant because, in England, four in five people with TB were born outside the UK, and rates among this group increased by 15% between 2022 and 2023.

    Screening migrant populations as part of their visa application process pre-entry is effective at identifying people with infectious TB. But prevention is better than cure, and there remains a gap in screening for TB infection or TB disease without symptoms.

    Providing well-tolerated, preventive TB treatment can reduce the risk of developing active TB disease by 85% in the future. Yet the screening programme in the UK is under-resourced, with just 11.5% of eligible migrants screened for TB infection in 2023.

    We should not overlook the fact that rates of TB also increased, although to a lesser extent (3.9%), among people born in the UK – the first time this has happened for many years.

    Among both UK-born and non-UK-born populations, often overlapping social risk factors such as homelessness, asylum seeker status, drug or alcohol misuse, incarceration and mental health disorders continue to drive TB. These factors, which jumped by 27% between 2022 and 2023, not only increase the likelihood of TB disease but are associated with much lower rates of cure.

    Early diagnosis and treatment of TB are crucial to prevent long-term health issues or even death. The sooner someone starts effective treatment, the sooner they stop being infectious, helping to reduce the spread of TB. Improving access to diagnosis and care will lower TB transmission.

    Unacceptable delays in treatment

    Nearly a third of people with TB in the UK experience a delay of four months between the onset of their symptoms (commonly cough, fever, night sweats and weight loss) and taking their first anti-TB medicine. This unacceptable delay is similar to (or even longer than) the treatment delays we have documented in low- and middle-income countries with much higher TB burdens, including Peru, Nepal and Mozambique.

    In the UK, most people are entitled to free NHS care, and TB care and prevention is free to all. However, the NHS is overwhelmed and policies relating to healthcare recovery costs of visitors and migrants can prevent people with TB, wherever they are from, from getting timely care. This situation poses a public health threat to us all.

    Effective TB prevention and care is possible. While current tools are imperfect, albeit with recent progress in diagnostics and treatment, researchers around the world are further advancing science and innovation in the fight against TB. This includes the promise of nutritional supplementation, financial and social support, and a new TB vaccine. Providing timely support to everyone with TB remains fundamental to our response to this illness of poverty.

    To end TB, whether in the US, UK, or globally, we would do well to remember and apply the old medical adage: treat the person, not the disease.

    Thank you for the invitation – and for the moving performance.

    We gather today not just to celebrate the International Women’s Day, but to move forward – resilient, united, and unwavering in our pursuit of “equality, development and peace for all women everywhere in the interest of humanity.”

    Those are the first words of the Beijing Declaration – and this year marks the 30th anniversary of that landmark conference and its reaffirmation that women’s rights are human rights.

    Since then, women have broken barriers, shattered ceilings, and reshaped societies.

    More girls are in school.

    More women hold positions of power.

    And digital activism has ignited global movements for justice.

    Yet, these hard-fought gains remain fragile – and far from enough.

    Age-old horrors – violence, discrimination and economic inequality – still plague our societies.

    Every ten minutes, a woman is killed by her partner or a family member.

    612 million women and girls live under the shadow of armed conflicts – where their rights are too often considered expendable.

    Less than two-thirds of women worldwide participate in the labour market – and those who do earn far less than men.

    At this pace, eradicating extreme poverty for women and girls would take 130 years.

    And as we see in every corner of the world, from pushback to rollback, women’s rights are under attack.

    Centuries of discrimination are being exacerbated by new threats.

    Digital tools, while brimming with promise, are also often silencing women’s voices, amplifying bias, and fuelling harassment.

    Women’s bodies have become political battlegrounds.

    And online violence is escalating into real-life violence.

    Instead of mainstreaming equal rights, we are witnessing the mainstreaming of chauvinism and misogyny.

    We cannot stand by as progress is reversed.

    We must fight back.

    Last September, Member States adopted the Pact for the Future.

    The Pact reminds us that equality is the engine of progress for all people – and that Agenda 2030 can only be realized when all women and girls enjoy their full rights.

    It calls for greater investment in the SDGs, expanded debt relief, and stronger support from Multilateral Development Banks so that governments can invest in what their people need —  education, training, job creation and social protections that can help drive equality for all.

    And the Global Digital Compact calls for closing the gender digital divide, pushing back against online abuse, and ensuring women and girls everywhere can access the benefits from the opportunities of a rapidly evolving global economy.

    Meanwhile, we are also working to end the scourge of violence against women and girls.

    Through the Spotlight Initiative, the UN and the EU have shown that comprehensive approaches to eliminating gender-based violence can work.

    We have helped keep one million more girls in school.

    We have helped prevent 21 million women and girls from experiencing gender-based violence.

    And across 13 Spotlight Initiative countries, the conviction rate for gender-based violence has doubled.

    These achievements prove that when we unite behind ambitious strategies, we can deliver real change.

    But our work is far from over.

    We must never accept a world where women and girls live in fear, where their safety is a privilege rather than a non-negotiable right.

    Leadership on this International Women’s Day belongs to us all.

    At the United Nations, we have achieved and maintained gender parity among senior leadership and Resident Coordinators at world level since 2020.

    And for the first time in our organization’s history, we have also reached parity in the international professional categories.

    This proves once again that systemic change is possible – with concerted and determined action.

    Today, as part of the UN System-wide Gender Equality Acceleration Plan, I am proud to announce our commitment to the Gender Equality Clarion Call:

    A bold, urgent pledge to defend and advance the rights of all women and girls.

    The Clarion Call sets out four priorities:

    Unified leadership – all UN leaders must champion and defend women’s rights in every decision and in every forum;

    Action against pushbacks – We must actively confront backlash, prevent rollbacks, and create spaces where women’s rights can thrive;

    En septembre dernier, les États Membres ont adopté le Pacte pour l’avenir.

    Ce pacte nous rappelle que l’égalité est le moteur du progrès pour tous et toutes, et que le Programme 2030 ne pourra être réalisé que lorsque toutes les femmes et les filles jouiront pleinement de leurs droits.

    Il appelle à un investissement accru dans les objectifs de développement durable, à un plus grand allègement de la dette et à un soutien plus fort des banques multilatérales de développement, afin que les gouvernements puissent investir dans ce dont leurs populations ont besoin – notamment l’éducation, la formation, la création d’emplois et la protection sociale, qui peuvent faire avancer l’égalité pour tous et toutes.

    Le Pacte mondial pour le numérique appelle à combler la fracture numérique qui existe entre les hommes et les femmes, à lutter contre les atteintes commises en ligne et à veiller à ce que les femmes et les jeunes filles du monde entier puissent saisir et exploiter les possibilités offertes par une économie mondiale en rapide évolution et en tirer profit.

    De notre côté, nous nous efforçons de mettre fin au fléau de la violence à l’encontre des femmes et des filles.

    These achievements prove that when we unite behind ambitious strategies, we can deliver real change.

    But our work is far from over.

    We must never accept a world where women and girls live in fear, where their safety is a privilege rather than a non-negotiable right.

    Excellencies and friends,

    Leadership on this International Women’s Day belongs to us all.

    At the United Nations, we have achieved and maintained gender parity among senior leadership and Resident Coordinators at world level since 2020.

    And for the first time in our organization’s history, we have also reached parity in the international professional categories.

    This proves once again that systemic change is possible – with concerted and determined action.

    Today, as part of the UN System-wide Gender Equality Acceleration Plan, I am proud to announce our commitment to the Gender Equality Clarion Call:

    A bold, urgent pledge to defend and advance the rights of all women and girls.

    The Clarion Call sets out four priorities:

    Unified leadership – all UN leaders must champion and defend women’s rights in every decision and in every forum;

    Action against pushbacks – We must actively confront backlash, prevent rollbacks, and create spaces where women’s rights can thrive;

    Coordinated impact – working across sectors and all levels to dismantle systemic inequalities; and

    Protecting women human rights defenders – we will defend and amplify the voices of women on the frontlines, standing firm against those who seek to silence them.

    This Clarion Call and the Gender Equality Acceleration Plan must drive real political change in all that we do.

    And we are leading by example – and we call on governments, organizations and businesses to do the same.

    Dear friends,

    The fight for gender equality is not just about fairness.

    It is about power – who gets a seat at the table, and who is locked out.

    It is about dismantling systems that allow inequalities to fester.

    And it is about ensuring a better world for all.

    When women participate in negotiations, peace lasts longer.

    When girls can go to school, entire generations lift out of poverty.

    When women enjoy equal job opportunities, economies grow stronger.

    And with parity in political leadership, decisions are fairer, policies are sharper, and societies are more just.

    Simply put: when women and girls rise, everyone thrives.

    So, on this International Women’s Day, let us be guided by the voices of women and girls around the world – and always choose action over apathy.

    Let us realize the vision of the Beijing Declaration.

    Accelerate action.

    And march forward — for every woman, for every girl, for everyone, everywhere.

    Merci pour votre invitation – et pour cet émouvante prestation.

    Nous sommes réunis aujourd’hui non seulement pour célébrer la Journée internationale des femmes, mais aussi pour aller de l’avant, résilients, unis et résolus, dans notre quête des « objectifs d’égalité, de développement et de paix pour toutes les femmes dans le monde entier, dans l’intérêt de l’humanité tout entière ».

    Ces mots sont les premiers de la déclaration de Beijing. Cette année marque le trentième anniversaire de cette conférence historique, lors de laquelle il a été réaffirmé que les droits des femmes étaient des droits humains.

    Depuis, les femmes ont levé des barrières, brisé des plafonds et remodelé nos sociétés.

    Il y a davantage de filles scolarisées.

    Il y a davantage de femmes aux postes de pouvoir.

    Et le militantisme en ligne a lancé des mouvements mondiaux en faveur de la justice.

    Pourtant, ces avancées obtenues de haute lutte restent fragiles et sont loin d’être suffisantes.

    Des abominations séculaires comme la violence, la discrimination et les inégalités économiques continuent d’accabler nos sociétés.

    Toutes les dix minutes, une femme est tuée par son partenaire ou un membre de sa famille.

    612 millions de femmes et de filles vivent sous la menace de conflits armés, dans lesquels, trop souvent, l’on considère que leurs droits peuvent être sacrifiés.

    Moins de deux tiers des femmes dans le monde participent au marché du travail, et celles qui le font gagnent beaucoup moins que les hommes.

    À ce rythme, il faudrait 130 ans pour mettre fin à l’extrême pauvreté des femmes et des filles.

    Et comme on peut le voir aux quatre coins du monde, de recul en recul, les droits des femmes s’érodent.

    Les effets de siècles de discrimination sont exacerbés par de nouvelles menaces.

    Les outils numériques, bien que pleins de promesses, étouffent souvent la voix des femmes, amplifient les préjugés et alimentent le harcèlement.

    Le corps des femmes est devenu un champ de bataille politique.

    Et la violence en ligne se transforme en violence dans la vie réelle.

    Au lieu d’observer une généralisation de l’égalité des droits, nous assistons à la banalisation du machisme et de la misogynie.

    Nous ne pouvons pas rester les bras croisés alors que les progrès sont réduits à néant.

    Nous devons riposter.

    En septembre dernier, les États Membres ont adopté le Pacte pour l’avenir.

    Ce pacte nous rappelle que l’égalité est le moteur du progrès pour tous et toutes, et que le Programme 2030 ne pourra être réalisé que lorsque toutes les femmes et les filles jouiront pleinement de leurs droits.

    Il appelle à un investissement accru dans les objectifs de développement durable, à un plus grand allègement de la dette et à un soutien plus fort des banques multilatérales de développement, afin que les gouvernements puissent investir dans ce dont leurs populations ont besoin – notamment l’éducation, la formation, la création d’emplois et la protection sociale, qui peuvent faire avancer l’égalité pour tous et toutes.

    Le Pacte mondial pour le numérique appelle à combler la fracture numérique qui existe entre les hommes et les femmes, à lutter contre les atteintes commises en ligne et à veiller à ce que les femmes et les jeunes filles du monde entier puissent saisir et exploiter les possibilités offertes par une économie mondiale en rapide évolution et en tirer profit.

    De notre côté, nous nous efforçons de mettre fin au fléau de la violence à l’encontre des femmes et des filles.

    Grâce à l’Initiative Spotlight, l’ONU et l’Union européenne ont montré que, s’agissant d’éliminer la violence de genre, les approches globales fonctionnent.

    Nous avons aidé un million de filles de plus à continuer d’aller à l’école.

    Nous avons aidé 21 millions de femmes et de filles à ne pas subir de violences de genre.

    Dans 13 pays participant à cette initiative, le taux de condamnation pour violences de genre a doublé.

    Ces résultats prouvent que lorsque nous nous unissons autour de stratégies ambitieuses, nous obtenons des changements réels.

    Mais notre tâche est loin d’être achevée.

    Nous ne pouvons en aucun cas tolérer un monde où les femmes et les filles vivent dans la peur, où leur sécurité est un privilège plutôt qu’un droit non négociable.

    Mesdames et Messieurs,

    En cette Journée internationale des femmes, le leadership nous appartient à toutes et à tous.

    À l’ONU, depuis 2020, nous sommes parvenus à la parité hommes-femmes aux postes de haute direction et parmi les Coordonnateurs et Coordonnatrices résidents, et nous la maintenons.

    Et pour la première fois dans l’histoire de notre organisation, nous avons également atteint la parité parmi les administrateurs et administratrices recrutés sur le plan international.

    Voilà qui prouve une fois encore qu’avec de la détermination et de la concertation, le changement systémique est possible.

    Aujourd’hui, je suis fier d’annoncer que dans le cadre du Plan pour l’accélération de la réalisation de l’égalité des genres dans le système des Nations Unies, nous avons pris un engagement en faveur de l’Appel urgent à l’égalité des genres :

    Un engagement ambitieux et résolu de tout faire, de toute urgence, pour défendre et faire progresser les droits de toutes les femmes et de toutes les filles.

    Cet appel définit quatre priorités :

    L’unification des équipes dirigeantes – les hautes et hauts responsables des entités des Nations Unies doivent, toutes et tous, défendre les droits des femmes dans toutes les décisions et tous les lieux de débat ;

    La lutte contre le repli – nous devons activement combattre les remises en cause, empêcher les retours en arrière et créer des espaces où les droits des femmes peuvent prospérer ;

    La coordination de l’impact – pour abolir les inégalités systémiques dans tous les secteurs et à tous les niveaux ; et

    La protection des défenseurs et défenseuses des droits des femmes – nous défendrons et amplifierons les voix des femmes présentes en première ligne, en nous opposant fermement à ceux qui cherchent à les réduire au silence.

    Cet appel urgent et le Plan pour l’accélération de la réalisation de l’égalité des genres doivent induire un véritable changement politique dans toutes nos actions.

    L’ONU montre la voie. Nous demandons aux gouvernements, aux organisations et aux entreprises de suivre cet exemple.

    Chers amis,

    La lutte pour l’égalité des genres ne peut se résumer à une question d’équité.

    Il s’agit d’une question de pouvoir – qui participe à la prise des décisions, et qui en est exclu.

    Il s’agit de démanteler les systèmes qui perpétuent les inégalités.

    Et d’assurer ainsi un monde meilleur pour tous.

    Quand les femmes participent aux négociations, la paix dure plus longtemps.

    Quand les filles peuvent aller à l’école, des générations entières sortent de la pauvreté.

    Quand les femmes bénéficient d’opportunités professionnelles égales, les économies se renforcent.

    Et avec la parité dans le leadership politique, les décisions sont plus justes, les politiques sont mieux ciblées et les sociétés sont plus équitables.

    En somme : quand les femmes et les filles vont de l’avant, tout le monde prospère.

    Alors, en cette Journée internationale des droits des femmes, soyons inspirés par les voix des femmes et des filles du monde entier – et choisissons toujours l’action plutôt que l’apathie.

    Réalisons la vision de la Déclaration de Pékin.

    Accélérons le changement.

    Et avançons – pour chaque femme, pour chaque fille, pour chacun, partout.

    UK-Japan Economic 2+2

    The UK and Japanese governments have met for the Economic 2+2 Ministers’ Meeting

    On March 7, from 6:30 p.m. to 8:30 p.m. for approximately 2 hours, the Japan-UK Economic 2+2 Ministers’ Meeting (“Economic 2+2”) was held. The meeting was attended by Mr. IWAYA Takeshi, Minister for Foreign Affairs of Japan, Mr. MUTO Yoji, Minister of Economy, Trade and Industry of Japan, the Rt. Hon. David Lammy MP, Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, and the Rt. Hon. Jonathan Reynolds MP, Secretary of State for Business and Trade of the United Kingdom of Great Britain and Northern Ireland. The overview of the meeting is as follows.

    At the outset, Minister Iwaya stated that it was his pleasure to host the first Japan-UK Economic 2+2 Ministers’ Meeting in Tokyo, the establishment of which was announced by the leaders of Japan and the UK to promote dialogue on how trade and economic security converges with foreign policy; and hoped that today’s meeting would be an opportunity for both countries, as each other’s closest security partners in Europe and Asia, to strengthen their economic ties, building on the strong foundations of the Japan-UK Global Strategic Partnership articulated by the Hiroshima Accord.

    Minister Muto stated that he welcomed holding the Japan-UK Economic 2+2 Ministers’ Meeting and expressed his expectations for enhanced cooperation in areas such as economic security, energy, and innovation between Japan and the UK, which share fundamental values and continue to build a strong relationship.

    Foreign Secretary Lammy thanked Japan for hosting this inaugural meeting and underscored the importance of the dialogue in addressing the increasing convergence between economic and foreign policy issues and the significance of UK-Japan collaboration to forge a path in an increasingly volatile world.

    Minister Reynolds stated national security and economic growth are mutually reinforcing, and that he looked forward to using the discussion to explore areas of cooperation where the UK and Japan can jointly mitigate global risks to economic growth and trade.

    The global economic order now faces significant challenges. With shared fundamental values including freedom, democracy, and rule of law, the four Ministers from Japan and the UK committed to work to uphold these values by sustaining and strengthening a free, fair, and rules-based global economic order, and discussed issues on Economic Security, Free and Open International Trade, Energy Security, Global South as follows.

    Economic Security

    The four Ministers concurred that, given challenges in global trade, enhancing economic resilience internationally is an important contributor to sustainable and stable global growth.

    The four Ministers affirmed that coordination between partners and like-minded countries is essential to bolster economic resilience. Ministers also confirmed that the relationship between Japan and the UK is increasingly important and expressed their joint ambition to strengthen cooperation on economic resilience and economic security, including sharing analysis and insights, enhancing supply chain resilience and cooperation on critical and emerging technology issues.

    The four Ministers instructed officials to have meetings to take forward discussions to address the economic security challenges facing Japan and the UK, including enhancing supply-chain resilience, developing a fair market, and other relevant issues – with a view to enhancing their economic security partnership.

    The four Ministers concurred that this would support the industrial strategy partnership as discussed in the Strategic Economic Policy and Trade Dialogue.

     The four Ministers expressed concern over economic coercion, non-market policies and practices including harmful industrial subsidies, market-distorting practices of state-owned enterprises, as well as forced technology transfer, and harmful non-market overcapacity and other market distortions resulting from the non-market policies and practices.

     The four Ministers also reconfirmed the importance of cooperating with like-minded countries to build resilient and reliable supply-chains, including those for critical minerals that are essential for net-zero transition and digitalisation.

     In this regard, the four Ministers concurred to explore criteria that take into account not only economic factors, but also factors linked to the Principles on Resilient and Reliable Supply Chains, comprising of transparency, diversification, security, sustainability, and trustworthiness and reliability.

     Furthermore, the four Ministers concurred on continuing discussions to strengthen the coordination of their respective policies to further promote and protect critical and emerging technologies, recognising the importance of strategic public-private partnership, information exchange on economic security and the value of our two countries’ like-mindedness. The four Ministers concurred on deepening cooperation on export controls and research security to further facilitate the exchange of controlled goods and technologies between the two countries.

     The four Ministers welcomed the signing of Memorandums of Understanding between Japanese and UK industry partners that will facilitate joint Japan-UK supply chains and collaboration in the development of next-generation quantum computing.

     The four Ministers concurred on further strengthening effective export controls on materials, technology, and research that could be used for military purposes in a way that keeps pace with rapid technological developments.

     The four Ministers expressed their desire to see a just and lasting peace in Ukraine which ensures its future sovereignty and security. The four Minister reaffirmed their continued support to Ukraine in pursuit of peace through strength, in line with Ukraine’s needs. The four Ministers expressed their resolve to continue our comprehensive sanctions and economic measures to restrict as far as possible the revenues, goods, and technology Russia uses to fund and conduct its illegal war of aggression against Ukraine.

     To that end, the four Ministers concurred to continue action against Russia and countries supporting the Russian military complex through technical discussions to prevent diversion of key critical, specialist and emerging technologies. They reiterated their concern for China’s increasing support to Russia and Russia’s defense industrial base, which is decisively enabling Russia to maintain its illegal war in Ukraine.

    Free and Open International Trade

     The four Ministers reaffirmed the importance of the rules-based multilateral trading system with the WTO at its core as an important structure that affords legal stability and predictability for businesses, and concurred on moving towards strengthening all of the WTO’s functions, including negotiation, monitoring, deliberation and dispute settlement, as it marks the 30th anniversary of its establishment with an eye to the outcome of the 14th WTO Ministerial Conference (MC14) scheduled for next March.

     The four Ministers recognised the role played by plurilateral discussions and negotiations within the WTO in advancing issues of interest and called for the early incorporation of the Investment Facilitation for Development Agreement and the Agreement on Electronic Commerce into the WTO’s legal framework.

     The four Ministers also confirmed that they will work closely together in WTO discussions, including addressing contemporary trade-related issues such as non-market policies and practices, as well as climate change.

     The four Ministers emphasised the importance of developing robust international rules and norms and effectively utilising existing tools to ensure a global level playing field.

     In addition, the Japanese Ministers welcomed the UK’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) last December, and the four Ministers recognised that the CPTPP is an important pillar in promoting a free and fair rules-based economic order in the Indo-Pacific region.

     The Ministers confirmed that they would continue to work closely together with other parties to ensure CPTPP remains a modern, high-standards agreement.

    Energy Security

     The four Ministers discussed energy security risks and opportunities for Japan-UK collaboration to support further development of clean energy supply-chains.

     Ministers welcomed the signing of the Memoranda of Cooperation on offshore wind cooperation among governments, organisations, companies and on cooperation in advanced robotics and autonomous systems, and welcomed the  civil-nuclear collaboration between companies and research institutions of both countries, including on advanced nuclear technologies, fusion energy, and  nuclear decommissioning.

     They reaffirmed that they would continue promoting energy cooperation between Japan and the UK to deliver energy security for their citizens.

     Furthermore, they acknowledged their collaboration in the clean energy sector and emphasised the importance of creating Japan-UK collaborative projects to accelerate the clean energy transition in third countries and to strengthen coordination in pursuit of this.  

     The four Ministers also reaffirmed their shared commitment to keeping a limit of 1.5C temperature rise within reach and achieving net zero by 2050.

     They confirmed the need to reduce reliance on energy supply from unreliable and hostile actors.

     All four Ministers concurred that Russia’s illegal, unjustifiable and unprovoked full-scale invasion of Ukraine threatens the security of the Euro-Atlantic and Indo-Pacific, which is inseparable.

    Engagement with Global South

     The four Ministers shared the recognition that it is important to further enhance cooperation with Global South countries to maintain and strengthen a rule-based international economic order and affirmed that they would engage with the Global South towards sustainable development and trade mechanisms that support economic development and poverty reduction.

     They noted the importance of the WTO 14th Ministerial Conference, which will be held in Cameroon – in supporting this.

    The four Ministers reaffirmed the need for Japan and the UK to remain advocates of a free, open, and rules-based international economic order in the face of growing risks of global economic fragmentation and concurred on continuing their bilateral cooperation in areas such as the economic policies of both countries and economic security, while deepening discussions and cooperation with like-minded countries in related fields.

  • MIL-OSI United Kingdom: Thousands of social homes treated for hazardous damp and mould

    Thousands of families faced with a potential health hazard from living in mouldy homes are breathing easier following a £15m programme to upgrade some of the region’s dampest social housing.

    The money, given to local councils by the West Midlands Combined Authority (WMCA), has been used to install damp busting measures in more than 4,400 homes across the region.

    Around 8,000 individual improvements have been carried out with some homes also getting high-quality insulation and ineffective, high carbon heating systems replaced with modern electric ones. Leaky roofs, windows and doors have also been fixed.

    The Social Housing Decency Fund programme is now nearing completion ahead of the Government’s introduction of Awaab’s Law in October. This will require social housing landlords to investigate and fix black mould and damp within strict timelines.

    The new law is named after three-year-old Awaab Ishak who died from mould exposure in his Rochdale home in 2020.

    Ruqia Ali and her two-month-old baby boy Zakariya are among the 10,000 people to benefit from the programme.

    She lives with husband Abdikadir and their two other children, six-year-old son Zayd and daughter Sara, aged three, in a council house in Bordesley Green, Birmingham.

    The family had several measures installed at their Victorian-built, two up, two down terraced house including roof space ventilation and specialist kitchen and bathroom fans.

    Mrs Ali said: “The condensation in the house was really bad before. It was aggravating my asthma and making me feel worse. We had damp on the walls and mould coming up from the skirting boards in the bedrooms.

    “But we’ve had no damp since the work was done and the house is now really comfortable. I feel much better and I don’t have to worry any more about how it’s affecting our health. It’s made a big difference.”

    Richard Parker, Mayor of the West Midlands and chair of the WMCA, joined Cllr Jayne Francis, Birmingham City Council’s cabinet member for housing and homelessness, to see how the work has made Mrs Ali’s home safer and healthier.

    The Mayor has made the construction of thousands of safe and warm new social homes a key priority to help tackle the region’s housing crisis. But he is also working with councils and housing associations on ways to upgrade the region’s existing social housing stock, bringing it up to modern standards.

    The Mayor said: “It can’t be right that in 2025, in one of the world’s richest countries, there are thousands of children living in cold, damp and mouldy homes.

    “The tragic death of Awaab Ishak is a stark reminder of the dangers of mould, especially for young children. Unfortunately, too many people have to live in old, substandard homes because of the region’s housing crisis. That’s why my priority is to build thousands of new social and affordable homes.

    “But we must also upgrade the social housing we already have. We’ve made a start but we need to do more because this is not just about improving homes – it’s about improving and even saving lives.”

    According to the most recent English Housing Survey it is thought there are as many as 90,000 homes in the West Midlands that fail to meet decency standards.

    Around 60,000 of these are privately rented and 30,000 are social homes for rent, owned by councils or housing associations. The survey estimated that the investment required to make all of these properties decent would be around £600m.

    The Social Housing Decency Fund improvements on Mrs Ali’s home were carried out alongside wider work being done by Birmingham City Council which is investing £1.6bn into its council houses over the next seven years.

    The council’s investment program began in April 2024 and just over £240m was invested last year, with a similar amount set to be invested again this year.

    Cllr Francis said: “The investment we are making into our council homes is the largest in the country and will ensure all our residents will be able to live in warm, safe, sustainable homes.

    “Many tenants will soon see significant improvements in their accommodation, including new kitchens and bathrooms, but they will also see energy bills cut and homes made warmer, helping to reduce the danger of damp and mould.

    “We will continue to work closely with partners like the WMCA to improve and build social homes, and I’d like to thank our contractors EQUANS for carrying out the works on Mrs Ali’s home.”

    Last year the WMCA commissioned the housing research team at the Centre for the New Midlands to undertake a wide-ranging evaluation of the problem of damp.

    It found that many tenants still faced life-threatening health risks from long-term exposure to dangerous levels of damp and mould and that it was commonplace for tenants to live with the hazard for four years or more. Consequently, many tenants reported feelings of helplessness and a range of mental and physical health issues.

    The report consequently called for a new funding model for social and council housing so damp and mould issues could be better tackled.

    Birmingham, Dudley, Sandwell and Wolverhampton councils were among the lead contributors to another recent report calling for reform of council housing finance Securing the Future of Council Housing – Interim Report.pdf

    In January this year the Mayor announced a new initiative to improve living standards and tackle fuel poverty in thousands of low-income households.

    Up to 10,000 of the region’s oldest and coldest social and privately-owned homes will be upgraded to make them warmer and cheaper to run thanks to a £167 million energy efficiency fund.

    The funding will bring thousands of homes up to modern energy efficiency standards with new insulation, doors, windows, solar panels, and state-of-the-art greener and smarter heating systems.

With shared fundamental values including freedom, democracy, and rule of law, the four Ministers from Japan and the UK committed to work to uphold these values by sustaining and strengthening a free, fair, and rules-based global economic order, and discussed issues on Economic Security, Free and Open International Trade, Energy Security, Global South as follows.

    Economic Security

    The four Ministers concurred that, given challenges in global trade, enhancing economic resilience internationally is an important contributor to sustainable and stable global growth.

    The four Ministers affirmed that coordination between partners and like-minded countries is essential to bolster economic resilience. Ministers also confirmed that the relationship between Japan and the UK is increasingly important and expressed their joint ambition to strengthen cooperation on economic resilience and economic security, including sharing analysis and insights, enhancing supply chain resilience and cooperation on critical and emerging technology issues.

    The four Ministers instructed officials to have meetings to take forward discussions to address the economic security challenges facing Japan and the UK, including enhancing supply-chain resilience, developing a fair market, and other relevant issues – with a view to enhancing their economic security partnership.

    The four Ministers concurred that this would support the industrial strategy partnership as discussed in the Strategic Economic Policy and Trade Dialogue.

     The four Ministers expressed concern over economic coercion, non-market policies and practices including harmful industrial subsidies, market-distorting practices of state-owned enterprises, as well as forced technology transfer, and harmful non-market overcapacity and other market distortions resulting from the non-market policies and practices.

     The four Ministers also reconfirmed the importance of cooperating with like-minded countries to build resilient and reliable supply-chains, including those for critical minerals that are essential for net-zero transition and digitalisation.

     In this regard, the four Ministers concurred to explore criteria that take into account not only economic factors, but also factors linked to the Principles on Resilient and Reliable Supply Chains, comprising of transparency, diversification, security, sustainability, and trustworthiness and reliability.

     Furthermore, the four Ministers concurred on continuing discussions to strengthen the coordination of their respective policies to further promote and protect critical and emerging technologies, recognising the importance of strategic public-private partnership, information exchange on economic security and the value of our two countries’ like-mindedness. The four Ministers concurred on deepening cooperation on export controls and research security to further facilitate the exchange of controlled goods and technologies between the two countries.

     The four Ministers welcomed the signing of Memorandums of Understanding between Japanese and UK industry partners that will facilitate joint Japan-UK supply chains and collaboration in the development of next-generation quantum computing.

     The four Ministers concurred on further strengthening effective export controls on materials, technology, and research that could be used for military purposes in a way that keeps pace with rapid technological developments.

     The four Ministers expressed their desire to see a just and lasting peace in Ukraine which ensures its future sovereignty and security. The four Minister reaffirmed their continued support to Ukraine in pursuit of peace through strength, in line with Ukraine’s needs. The four Ministers expressed their resolve to continue our comprehensive sanctions and economic measures to restrict as far as possible the revenues, goods, and technology Russia uses to fund and conduct its illegal war of aggression against Ukraine.

     To that end, the four Ministers concurred to continue action against Russia and countries supporting the Russian military complex through technical discussions to prevent diversion of key critical, specialist and emerging technologies. They reiterated their concern for China’s increasing support to Russia and Russia’s defense industrial base, which is decisively enabling Russia to maintain its illegal war in Ukraine.

    Free and Open International Trade

     The four Ministers reaffirmed the importance of the rules-based multilateral trading system with the WTO at its core as an important structure that affords legal stability and predictability for businesses, and concurred on moving towards strengthening all of the WTO’s functions, including negotiation, monitoring, deliberation and dispute settlement, as it marks the 30th anniversary of its establishment with an eye to the outcome of the 14th WTO Ministerial Conference (MC14) scheduled for next March.

     The four Ministers recognised the role played by plurilateral discussions and negotiations within the WTO in advancing issues of interest and called for the early incorporation of the Investment Facilitation for Development Agreement and the Agreement on Electronic Commerce into the WTO’s legal framework.

     The four Ministers also confirmed that they will work closely together in WTO discussions, including addressing contemporary trade-related issues such as non-market policies and practices, as well as climate change.

     The four Ministers emphasised the importance of developing robust international rules and norms and effectively utilising existing tools to ensure a global level playing field.

     In addition, the Japanese Ministers welcomed the UK’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) last December, and the four Ministers recognised that the CPTPP is an important pillar in promoting a free and fair rules-based economic order in the Indo-Pacific region.

     The Ministers confirmed that they would continue to work closely together with other parties to ensure CPTPP remains a modern, high-standards agreement.

    Energy Security

     The four Ministers discussed energy security risks and opportunities for Japan-UK collaboration to support further development of clean energy supply-chains.

     Ministers welcomed the signing of the Memoranda of Cooperation on offshore wind cooperation among governments, organisations, companies and on cooperation in advanced robotics and autonomous systems, and welcomed the  civil-nuclear collaboration between companies and research institutions of both countries, including on advanced nuclear technologies, fusion energy, and  nuclear decommissioning.

     They reaffirmed that they would continue promoting energy cooperation between Japan and the UK to deliver energy security for their citizens.

     Furthermore, they acknowledged their collaboration in the clean energy sector and emphasised the importance of creating Japan-UK collaborative projects to accelerate the clean energy transition in third countries and to strengthen coordination in pursuit of this.  

     The four Ministers also reaffirmed their shared commitment to keeping a limit of 1.5C temperature rise within reach and achieving net zero by 2050.

     They confirmed the need to reduce reliance on energy supply from unreliable and hostile actors.

     All four Ministers concurred that Russia’s illegal, unjustifiable and unprovoked full-scale invasion of Ukraine threatens the security of the Euro-Atlantic and Indo-Pacific, which is inseparable.

    Engagement with Global South

     The four Ministers shared the recognition that it is important to further enhance cooperation with Global South countries to maintain and strengthen a rule-based international economic order and affirmed that they would engage with the Global South towards sustainable development and trade mechanisms that support economic development and poverty reduction.

     They noted the importance of the WTO 14th Ministerial Conference, which will be held in Cameroon – in supporting this.

    The four Ministers reaffirmed the need for Japan and the UK to remain advocates of a free, open, and rules-based international economic order in the face of growing risks of global economic fragmentation and concurred on continuing their bilateral cooperation in areas such as the economic policies of both countries and economic security, while deepening discussions and cooperation with like-minded countries in related fields.

  • MIL-OSI United Nations: 7 March 2025 UHC-Partnership: Nigerians in Imo State are protected from financial hardship when accessing health services

    Favour Owuamanam, from Umuechetanmehe Amiri in Imo State, was 9 months pregnant and had been referred for a planned caesarean section due to the prospects of a high-risk delivery. When her labor started before her due date, she was rushed to Vaden Specialist Hospital for an emergency caesarean section and gave birth successfully. However, her baby had complications with neonatal asphyxia and jaundice and required additional care.

    The Imo State Health Insurance Agency facilitated the immediate transfer of the baby to the special care unit in Imo State Specialist Hospital. Both mother and baby were covered under health insurance and did not need to pay for any services.

    “Medical treatments are usually so high. I don’t know where I would have found the money to pay for my hospital bills. I am very grateful to the Imo State Health Insurance Agency Team,” said Favour.

    This is one of many health interventions by the Imo State Health Insurance Agency. The Agency has instituted one of the best and most responsive referral systems in Nigeria. In less than 10 months of implementation, over 516 cases have been referred through the health insurance programme, saving many lives through emergency surgery at no cost to the patient.

    Some of Nigeria’s poorest and most vulnerable populations are now able to access health care services without suffering financial hardship as a result. This is due to the passing of health insurance laws and the implementation of a health insurance programme that removes the burden of financial cost to the patient. Simultaneously, the quality of primary health care services is being strengthened, which has increased trust in and use of the services.

    This is a strong effort by the Government of Nigeria to ensure that its population is protected from financial hardship and is able to access timely and quality health services in line with the principles of universal health coverage (UHC).

    Engaging parliamentarians and the Executive to enable laws

    The enactment of mandatory health insurance laws and implementation of the Basic Health Care Provision Fund in 2023 has changed the lives of many poor and vulnerable Nigerians in Imo State.

    To advocate and make a strong case for the establishment of the Imo State Health Insurance Program, WHO, through the UHC Partnership, helped to establish the State Health Financing Unit and Technical Working Group in the State Ministry of Health. WHO technical staff then worked to build capacity and generate evidence.

    “The Imo State Government is putting mechanisms in place to ensure the protection of all citizens against financial risks associated with health care in the state. Unfortunately, the demand for health services is relentless and people end up becoming poorer to stay alive whenever they are sick. These actions will mitigate the use of the regressive out-of-pocket payments in health that pushes people into the vicious cycle of poverty, disease, and death,” said Dr Uchenna Ewelike, Executive Secretary, Imo State Health Insurance Agency.

    Sustained high-level advocacy by WHO resulted in better understanding and synergy between the Executive led by the State Governor and the parliamentarians, and this led to the speedy passage and ascent of the Imo State Health Insurance Bill into Law.

    “More investment in health, and health insurance specifically, has huge returns for the economy. This is demonstrated by an investment case for health in Imo State, developed by WHO, that shows up to 200% increase in real GDP and 200% increase in the number of jobs created over 5 years. As health is a human right and duty of the state, WHO will work with Imo State to develop a plan that will guide a progressive increase in coverage to achieve the UHC benchmark of at least 80% of the state population,” said Dr Walter Kazadi Mulombo, WHO Representative to Nigeria.

    Nigeria is one of more than 125 countries and areas to which the UHC Partnership helps deliver WHO support and technical expertise in advancing UHC through a PHC approach. The UHC Partnership represents over 3 billion people. It is supported and funded by Belgium, Canada, the European Union, France, Germany, Ireland, Luxembourg, Japan, the United Kingdom of Great Britain and Northern Ireland, and WHO.

    Scottish Secretary speech on driving economic growth in Scotland

    Speech at the University of Edinburgh setting out how Scotland has the potential to be the engine room of UK growth [political content removed]

    WELCOME

    Thank you for having me today

    And can I begin by thanking Chris Deerin and Reform Scotland

    for helping us bring such a great audience together for the event.

    I look forward to speaking with Chris later and taking some questions.

    And thanks to both Chris Murray, MP and Christina Boswell, Vice Principal here at University of Edinburgh, for their kind introductions.

    And for welcoming us to the Informatics Forum at Edinburgh University,

    home to AI excellence since 1963!

    1963 – the same year that Prime Minister, Harold Wilson, delivered his “white heat of technology” speech.

    And that speech could be delivered today given the pace of technological change and the huge opportunities with AI. Of course, this university, with the passion and expertise of Christina and her colleagues are driving this agenda.

    This university will be at the heart of the government’s AI strategy.

    The implications for industry, our economy, government, services and society are unlimited and we must grab this with both hands.

    I’ve just visited the robotics lab downstairs and it’s mindblowing.

    Harold Wilson, of course, warned his audience that if the country was to prosper a “new Britain” would need to be forged in the “white heat” of this “scientific revolution”.

    History is indeed repeating itself. 

    The AI revolution is happening as we enter a golden age of opportunity.

    And Scotland should and will be at the heart of it. Thank you for all you do Christina.

    I came to this university as a fresh faced 16 year old,

    straight from 5th year at Wester Hailes Education Centre

    as the first in my family to go to university.

    The Lothians Equal Access Program for Schools was my entry point to this university,

    and the gateway to a different life.

    The support of dedicated, inspiring and role model teachers at WHEC,

    alongside the chance to study here are the reasons I’m able to make this speech today.

    The power of education to tear down societal barriers should never be underestimated.

    We hear a lot about attainment gaps and Scotland’s failure to close them. 

    And I promise that is no statistical abstraction or political point to score.

    It is about the life chances of every child in Scotland,

    and until it is seriously addressed then, make no mistake,

    it translates directly into the waste of human talent and denial of opportunity that currently holds Scotland back.

    Whether it is an apprenticeship, re-skilling, a degree, a postgraduate qualification,

    or simply giving a wee boy from Wester Hailes a chance,

    education and training are the biggest and best investments we can make in our economy and our society. 

    At a conference a few weeks ago I outlined my own journey from growing up in a council estate,

    to sitting down at the Cabinet table in Keir Starmer’s government.

    That’s a journey that took many twists and turns, from the Codfather Chippy to the Edinburgh Festival.

    I had a long career in business and as an entrepreneur before getting into politics.

    I actually almost didn’t get into university because I was so bad at the drums.

    I was set to fail Higher Music with aplomb!

    My music teacher pulled me aside and persuaded me that if I wanted any chance of getting into uni, 

    I had to sing instead! 

    And no… it wasn’t the Hearts song

    So after all of that, when I finally sat at that Cabinet table

    and looked around at the faces that made up the most working class Cabinet in history,

    I thought of my parents.

    I haven’t often talked about this, but my father passed away when I was nine.

    My mother raised two boys on her own, working multiple jobs to get by:

    Woolworths as a cleaner; the Busy Bee Bar as a cook; a bookies as a cashier.

    She worked these jobs because she wanted to give her boys the best possible opportunities in life.

    Sitting down at that Cabinet table for the first time I made a promise that every decision I make in government will be in service to working people.

    A government of service.

    I learned a lesson from those years to take into my job now.

    My mum wasn’t afraid to roll up her sleeves to get things done.

    Neither am I – and neither is this government.

    And we have had no choice.

    But I am proud of how our Plan for Change has already started to work:

    The biggest upgrade in workers rights in a generation

    an industrial strategy to make sure we can take advantage of the jobs of the future:

    GB Energy, publicly owned, headquartered here in Scotland

    Glasgow City Region chosen as one of the priority investment areas for the National Wealth Fund

    £1.4 billion in local growth spending across Scotland

    Harland and Wolff saved thanks to a deal brokered by the UK Government, with sites in Arnish and Methill in Scotland protected 

    And of course, the announcement from our Prime Minister that we will allocate £200 million from the National Wealth Fund,

    to drive investment in a viable industrial future for Grangemouth.

    Delivered after the Prime Minister asked me and the Scotland Office to lead a cross-government taskforce to make it happen.

    Grangemouth was the first issue on which I was briefed on as Secretary of State.

    In just eight months, we have put together a plan for the future.

    That £200 million is a signal that this government does not see Grangemouth as a political problem to be solved,

    but a huge opportunity for industrial renewal.

    And on top of all that, we have delivered the largest budget settlement for the Scottish Government in the history of devolution.

    An end to austerity – we promised it in the manifesto and the budget delivered it.

    That’s how we fix the foundations, deliver our Plan for Change and begin to turn things around for Scotland.

    Turning things around will take time, but I know a thing or two about the hard graft it takes to do that.

    My journey from Wester Hailes to Westminster included time working as a small business owner and entrepreneur.

    I was broadcasting on the internet years before YouTube.

    I was doing live televised karaoke before Pop Idol was even a glint in Simon Cowell’s eye.

    I was doing festival events and concerts,

    I refurbished and re-opened a derelict hotel in West Linton,

    opened a bar in Newington,

    and sports bistro in Edinburgh city centre.

    It’s amazing what you learn in a tough industry like hospitality.

    Being a small business owner means you have to turn your hand to everything,

    from pulling pints, to cleaning toilets.

    Though thankfully not always at the same time!

    I know the ups and downs of running my own business.

    More than once, I had to put the staff wages on a personal credit card,

    because no matter how hard it got, the team came first,

    they needed to pay their bills.

    That’s why, by the way, I am so proud of this government’s make work pay agenda.

    Boosting the minimum wage, 

    banning exploitative zero hour contracts, 

    ending fire and rehire, 

    day one rights for workers.  

    As a former business owner let me be clear:

    page one, line one of your business plan should be how you will pay your staff properly.

    More security and better pay for working people will help drive growth.

    It’s good for workers and it’s good for business.

    It drove growth in that West Linton Hotel.

    By working together we turned things around.

    That once derelict hotel is still thriving.

    There are derelict hotel stories in every community and every sector right across Scotland.

    I think of that when I consider how this government has reset the relationship with the Scottish Government.

    And we are starting to see fruits of that productive relationship  – such as bringing the Commonwealth Games to Glasgow.

    And in the range of areas where the Scottish Government has accepted the UK government  legislating in devolved areas,

    to deliver change, faster.

    On tobacco, renters rights, public railways, children’s protection and more.

    Too many people are keen to suggest this reset is “over” at the first sign of political disagreement. 

    It doesn’t work like that. 

    These are different governments,

    Led by different political parties with different priorities and policies.

    But just because we don’t agree on everything,

    doesn’t mean we can’t agree on anything.

    I am certain that the single most important outcome which Scotland’s two governments should seek,

    is economic growth.

    Growth with a purpose.

    to raise living standards, improve public services,

    and tackle the unacceptable levels of poverty that continue to scar our communities.

    Scotland can be the engine room of UK growth.

    We have so much potential.

    Potential that for too long has gone untapped,

    World class universities,

    advanced manufacturing,

    food and drink,

    life sciences,

    Financial and professional services. 

    And the government will leave no stone unturned to unleash that potential.

    Tearing up red tape,

    harnessing the power of Artificial Intelligence to boost productivity,

    and delivering a proper industrial strategy, developed in partnership with businesses and trade unions.

    But delivering economic growth for Scotland is not something either of Scotland’s governments can do alone.

    It requires partnership and co-operation.

    Because the alternative costs us dearly.

    If Scottish growth had simply matched the sluggish UK growth in the last decade our economy would be nearly £10 billion larger.

    That is why we need a decade of national renewal.

    I know the will is there across Scotland’s cities, towns and villages.

    I know the will is there in Scotland’s businesses and trade unions.

    I know the will is there in Scotland’s third sector and charities.

    People up and down the country are full of enthusiasm and ideas for how to make their communities flourish.

    I was intrigued to read last week the leader of Glasgow City Council call for a ‘devolution deal’ for the city region.

    Not just money but powers too.

    This was echoed in a recent meeting with the Edinburgh region growth deal partners,

    who are calling for more powers over skills and transport.

    Devolution of powers to local communities.

    Just look at the impact an empowered Mayor has made to Greater Manchester.

    From 2014 to 2022 the Greater Manchester economy grew by almost 50%.

    If the Glasgow City Region had achieved that same level of growth,

    it would be £7.7 billion larger today.

    That’s an awful lot of jobs and opportunities lost.

    And we can see the real world impact on the high streets of Scotland’s towns and cities.

    As an entrepreneur, it’s painful to see boarded up shops and shuttered restaurants which once represented someone’s dreams and a community’s promise.

    That’s something both governments should be coming together to sort out, by empowering local communities with place based growth. 

    That place based growth is central to our Plan for change. 

    Money and power needs to be pushed out to communities,

    To give them all a fair kick of the ball,

    and create their own jobs and investment.

    And the single biggest opportunity to create good jobs is ensuring that Scotland wins the race to clean energy.

    With GB energy located in Aberdeen, and billions of pounds of investment on the table we need to grasp those opportunities.

    Re-skilling and retraining our workforce will be key to delivering a just transition,

    ensuring the job opportunities of the future are accessible to all.

    And when I think about the future, I think of my daughters.

    Zola, aged four years, and Lois just five weeks old. 

    The jobs and careers they will enjoy have likely yet to even be invented.

    (although Zola does want to be a police officer)

    Businesses and unions constantly tell me they worry about the skills landscape in Scotland.

    The Fraser of Allander Institute found a quarter of employers report vacancies,

    with 31% of these being classified as skill-shortage vacancies, up 10 per cent from 2020.

    We won’t grab these clean energy jobs for Scotland unless we equip our young people,

    and our existing workforce with the skills to do them.

    Now we gather today, at the end of Scottish Apprenticeship Week.

    Apprenticeships and further education should be at the heart of how we take advantage of the race to clean power.

    There are 8,000 fewer college places today than there were just last year.

    Those places are at their lowest level in nine years.

    Just last week we saw that the attainment gap in Scottish schools between the richest and the poorest kids has widened again.

    Everyone deserves the opportunity and dignity that comes with good work. 

    Yet Scotland’s rate of economic inactivity is above the rest of the UK. 

    That’s people out of work, and not looking for work for various reasons. 

    If we simply matched the UK average, we would get over 40,000 people back to work and generate millions more for our economy and communities.

    The UK Government’s £240 million Get Britain Working Plan will overhaul Jobcentres so they focus on skills and careers.

    We need to see the Scottish Government engage with that plan and help us make it work.

    One of the reasons why Scotland’s inactivity rate is higher,

    is because more people in Scotland are out of work due to ill health.

    Many of those people want to work, but can’t.

    And far, far too many of them are stuck on an NHS Scotland waiting list.

    As it stands, NHS waiting times are one of the biggest blocks to growing our economy.

    Almost 300,000 Scots are out of work and not looking for work because they are either temporary or  long term sick..

    Over 700,000 Scots are on an NHS waiting list for treatment.

    Cut NHS waiting lists and you will grow our economy.

    A record settlement from the UK Government for public services in Scotland should deliver that. 

    I know that some of the decisions the UK Government took to fund that record settlement have been difficult and won’t please everyone…

    but we live in a world where 100,000 Scots have been stuck on an NHS waiting list for more than a year,

    28,000 Scots in the past 18 months have been forced to go private for health care.

    That is an unacceptable situation and we make no apology delivering the funding our NHS needs.

    Scotland has a proud industrial past,

    and we can have a bright industrial future, which delivers jobs and wealth for families for generations to come,

    but only if we get the race to clean power right.

    For too long Scottish workers missed out on the work.

    Now I worry a new generation will miss out on the skills.

    As my wonderful Scotland Office ministerial colleague and friend, Kirsty McNeill, often says:

    “We feel it in our bones.”

    It is why we believe in delivering the kind of economic growth that delivers jobs and opportunities for working class people and communities. 

    And one area where those jobs and opportunities could be created, is nuclear power.

    The Scottish Government has a long-standing opposition to nuclear power.

    That is their prerogative, but doing so means investment, jobs and opportunities for Scottish communities will continue to head south.

    Both Hunterston in North Ayrshire and Torness in East Lothian are prime spots for development.

    They have made fantastic contributions to the Scottish economy in the past and they can do so again in the future.

    For Hunterston, that could be 800 new jobs with £50-60 million in direct local wages. 

    For Torness, up to 1,000 jobs with £100m in direct wages.

    Together it would mean tens of millions of pounds being paid in business rates. 

    My message to the Scottish Government today is simple:

    stop blocking this investment, allow those jobs to be created, and let that revenue flow into Scotland.

    And crucially – please work in partnership with the UK Government to deliver it.

    Nuclear power stations aren’t built overnight.

    But they are an investment in our future.

    And another long term investment, for which our country is crying out, is aviation infrastructure.

    Or to put it simply – runways.

    I’ll be clear – I support a third runway at Heathrow. 

    It is a huge opportunity for Scotland’s economy and a massive opportunity for our Brand Scotland agenda,

    to sell Scotland to the world.

    Most passengers leave Scotland on a plane, not knowing that beneath their seat are crates of Scottish salmon and whisky. 

    Connectivity to get our world leading goods overseas is critical as an enabler to growth.

    But incredibly, Scottish exports as a percentage of GDP lag behind the rest of the UK. 

    The Scottish Government’s export target is to increase the value of Scotland’s international exports to 25% of GDP by 2029. 

    But that would still leave us behind the rest of the UK,

    and missed opportunities to improve connectivity to our own airports is partly why.

    It was the current First Minister himself who cancelled the Glasgow Airport Rail Link, over 16 years ago in 2009. 

    That was a missed opportunity for growth,

    given Glasgow Airport already adds over £1.4 billion to the Scottish economy and supports 30,000 jobs.

    It is incredible that in 2025 you can get a direct train from Glasgow Central to Manchester Airport, over 200 miles away.

    but not to Glasgow Airport, just a few miles from the centre of Scotland’s largest city.

    We need UK and Scottish government cooperation, to ensure that all Scotland’s airports, 

    including the publicly owned Prestwick Airport,

    makes the most of Heathrow expansion, and have a proper strategy to drive economic growth.

    The UK industrial strategy identifies eight growth driving sectors, and Scotland can benefit from all of them:

    advanced manufacturing, clean energy industries

    creative industries, digital and technologies

    financial services, life sciences

    professional and business services

    and most relevant this week – defence.

    The decision to increase defence spending to 2.5% of GDP is an act of generational leadership from our Prime Minister.

    as we chart a new course in an uncertain world and do what is necessary to defend our country and our continent.

    National security is the first duty of any government,

    but that increase in spending also represents a massive industrial opportunity for Scotland.

    More than £2 billion was spent by the Ministry of Defence in Scotland last year,

    the industry in Scotland employs more than 30,000 people, including 1,500 apprentices.

    The role must be to defend our nation,

    to stand in solidarity with our European partners,

    and to help Scottish industry lead the way in defence technology and manufacturing.

    On this issue, at this crucial time, we need cooperation between Scotland’s two governments,

    and I am determined that it should happen,

    in our national interest.

    So on these issues: skills, nuclear, aviation,

    infrastructure, defence, and employability,

    I will reconvene the Scottish Business Growth group

    co-chaired by me and the Deputy First Minister. 

    We will bring together voices from across Scottish business, industry,

    trades unions and civic society,

    to find a way through these challenges.

    It will be Scotland’s Growth Commission.

    Last year heralded a new era for the Scotland Office.

    An era of delivery.

    An era that will grasp the new golden age of opportunities for Scotland.

    The vast majority of Scots want their two governments to work together to increase living standards and improve public services. 

    Under my leadership, that is what this Scotland Office is determined to do.

    Since the election last July, I have completely reformed and restructured the department,

    so it can deliver the government’s missions for Scots.

    This new direction for the Scotland Office will have four strategic priorities:

    economic growth

    green energy

    Brand Scotland

    and tackling poverty.

    This new Scotland Office is the UK Government’s delivery arm for Scotland

    and Scotland’s window to Whitehall.

    We will deliver economic growth. 

    But growth with a purpose: 

    to reduce and one day eradicate the poverty which scars our communities. 

    Taking advantage of our enormous green energy potential and our world class brand to get there.

    So as we enter a third era of the Scotland Office post devolution, 

    I am reminded of the words of a Scottish Secretary from long before the devolution era, the great Tom Johnston, who wrote:

    “…if only we could lift great social crusades like better housing and health from the arena of partisan strife,

    what magnificent achievements might yet be ours.

    “In unity lies strength: in concurrence, the possibility of great achievement in better housing, 

    better health,

    better education, better use of leisure,

    greater security in income, and employment.”

    That is a lesson that the Scottish public have been demanding both their governments learn. 

    And that lesson is the path to deliver better living standards and ensure that

    plenty more boys and girls

    from communities like Wester Hailes,

    and from all over Scotland, 

    have the opportunities in life that can lead them to the Cabinet table.

    That is my motivation.

    That is my ambition for Scotland.

    Joe Griffin appointed top civil servant at the Scottish Government.  

    Joe Griffin has been appointed Permanent Secretary to the Scottish Government and will take up post in April 2025.   

    Mr Griffin has served as a Director General in the Scottish Government since 2021 and led across a range of policy and delivery priorities during his 29 years in the Civil Service, including delivery of the expansion of Early Learning and Childcare to 1,140 hours per week, the same level as primary school. 

    This appointment has been made formally by the UK Cabinet Secretary, Chris Wormald, on the agreement of the First Minister, John Swinney, and the recommendation of the First Civil Service Commissioner. Mr Griffin will succeed John-Paul Marks, who will take up the role of First Permanent Secretary and Chief Executive of His Majesty’s Revenue and Customs (HMRC). 

    As chief official policy adviser, the Permanent Secretary works closely with the First Minister across the full range of responsibilities, including major strategic and policy issues, and is Secretary to the Scottish Cabinet.  

    The First Minister, John Swinney, said:  

    “My thanks to JP Marks for his devoted public service and leadership of the Civil Service. My Cabinet and I are grateful for the invaluable advice he has provided during his time at the Scottish Government. I join with so many across the Scottish public sector and beyond in wishing JP every success in his new role at HMRC.   

    “I welcome Joe Griffin’s appointment as Permanent Secretary of the Scottish Government. He brings a wealth of experience to this role from his distinguished career in the Civil Service.  I know from his record of delivery, not least on the massive expansion of early learning and childcare that he led, that Joe will deliver an unyielding focus on delivering for the people of Scotland.” 

    UK Cabinet Secretary Sir Chris Wormald said:

    “I would like to congratulate Joe on his appointment. He brings extensive experience from his roles at Scottish Government, including as Director General for Strategy and External Affairs and previously Director General for Education and Justice. Joe is well placed to lead the organisation and provide excellent support to Ministers. 

    “I would like to thank JP Marks for his leadership of the Scottish Government over the last three years.”

    Commenting on his appointment, Joe Griffin said:

    “It is a privilege to be appointed Permanent Secretary and lead the Civil Service in the Scottish Government. I am grateful to the First Minister and the Cabinet Secretary for this opportunity. 

    “My focus will be on working with colleagues and partners to drive progress and deliver the government’s four priorities; eradicating child poverty, growing the economy, tackling the climate emergency, and ensuring high quality and sustainable public services. I look forward to leading the organisation as we deliver in the service of Scotland.”

    Background

    As the principal accountable officer for the Scottish Government, the Permanent Secretary is personally responsible to the Scottish Parliament for the exercise of their responsibilities. This includes the management of the Scottish Government’s budget and the economic, efficient and effective use of all related resources. 

    Joe Griffin is currently Director General Strategy and External Affairs and has served as a Director General in the Scottish Government since 2021. Joe brings a wealth of experience leading across a range of policy and delivery priorities, including external affairs, intergovernmental relations, strategic cross-cutting policy alignment and the education and justice briefs. He is also DG ally for the Race Equality Network.

    Mr Griffin was previously Director of Early Learning and Childcare where he worked in partnership with local government to successfully expand services to 1,140 eligible two year olds, and all three and four year olds.

    Earlier in his career Joe was a diplomat at the Foreign and Commonwealth Office which included postings to New York and Paris.

    According to a new UN report, women’s and girls’ rights are facing unprecedented growing threats worldwide, from higher levels of discrimination to weaker legal protections, and less funding for programmes and institutions that support and protect women.

    UN Women’s latest report “Women’s Rights in Review 30 Years After Beijing”, published ahead of the UN 50th International Women’s Day on 8 March, shows that in 2024 nearly a quarter of governments worldwide reported a backlash on women’s rights.

    Addressing the press today (6 Mar), Sarah Hendriks, Director of UN Women Policy, Program and Intergovernmental Division said, “The good news story is that the world today is actually more equal for women and girls than ever before, and that tells us that progress is, in fact, possible. And yet, the report will also show, with its data and evidence, that this progress has been too slow, too fragile, too uneven, and most importantly, that this progress is not guaranteed.”

    She continued, “The world is, in fact, experiencing a growing backlash against gender equality and women’s rights. Anti-rights actors who are increasingly well-funded and coordinated are actively undermining long standing consensus on key women’s rights issues and where they cannot roll back legal or policy gains altogether, they seek to either block or slow down their implementation.”

    She said, “Right now, a girl who is born today will wait until she is nearly 40 years old until she sees equality in parliaments everywhere, parity in parliaments. She will be 68 years old until a child’s early enforced marriage is ended around the world, and she will not even live to see the day by which extreme poverty, which has a female face, is eradicated from this earth. She’ll be 137 years old by the time the feminization of poverty ends.”

    Also addressing the press today, Papa Seck, Chief of UN Women’s Research and Data section, said, “Over the past 30 years, important steps have been taken to achieve the vision of the Beijing platform for action. The proportion of women in Parliament has doubled, maternal mortality has declined by a third. Girls have achieved parity with boys in upper secondary school, which is crucial for them to drive. There have been over 1500 legal reforms in 189 countries to level the playing fields for women and girls.”

    He stressed, “But we also see that there is much, much further to go. We have more women in Parliament than ever before, but still three quarters of parliamentarians are men. This means that laws and policies that don’t reflect women’s lives. Moreover, those women who do put themselves forward for political office often face unprecedented levels of violence and harassment turbocharged by the misuse of digital technology.”

    He said, “Maternal mortality is down, but still millions of women die needlessly in pregnancy and childbirth. And the truth is, progress on this most preventable of problems has largely stalled since 2015. Though the world has reached parity in education overall, 60 million girls, mostly in sub-Saharan Africa and South Asia, are still not getting the opportunity to finish school. And closely related to this is the fact that one fifth of girls globally are still married as children.”

    He also said, “Legal reforms have been critical in advancing gender equality and the areas where countries have been the most active, but laws still need to be implemented.”

    He continued, “The gender gap in labor force participation, which is around 30 percentage points, has barely moved in two decades, and Covid 19 certainly made things worse.”

    He concluded, “And just in 2022, cases of conflict related sexual violence have increased by 50 percent, and almost all of the victims of these horrific crimes are women and girls.”
