  • MIL-OSI Global: Ukraine: it’s clear right now there are no serious plans for peace

    When it comes to the sincerity, or otherwise, of Vladimir Putin’s apparent willingness to talk peace with Ukraine, the Russian leader has given us plenty of hints. He may insist he wants to see a deal done and an end to the killing. But his insistence that any agreement would have to address the “root causes” of the war is a clear indication that he hasn’t rowed back from his original maximalist war aims. To whit: no Nato membership, a Kremlin-friendly government in Kyiv, ownership of Crimea and control – preferably annexation – of the four provinces of Ukraine presently under Russian occupation.

    Meanwhile his great ally Dmitry Medvedev continues to insist that there are at present no Ukrainian officials who legitimately qualify as partners for negotiation. The Russian national security council secretary claims that Ukraine is a “failed state” whose leaders’ lack of legitimacy, meanwhile, raise “serious questions” about who Russia can conclude any agreement with.

    So when Donald Trump said this week after a two-hour chat with Putin that Russia and Ukraine would “immediately start negotiations” toward a ceasefire, it’s not clear who he thought the Russian president was planning to talk to if, as Putin and his cronies insist, Zelensky and his team are not legitimate. And, from what he had to say about his recent phone call with Putin, it appears that Trump has his eyes more on the sorts of deals that might be done with Russia once this is all cleared up.

    As he posted on his Truth Social platform after talking with Putin: “Russia wants to do largescale [sic] TRADE with the United States when this catastrophic ‘bloodbath’ is over, and I agree. There is a tremendous opportunity for Russia to create massive amounts of jobs and wealth. Its potential is UNLIMITED.”

    Accordingly, he has backed away from his previous willingness to join Europe in imposing fresh sanctions on Russia. Meanwhile Russia continues to hammer Ukraine both on the battlefield and via ever larger drone and missiles attacks against its civilian population.

    The real clue to Trump’s attitude, writes Stefan Wolff, is the order of phone calls on Monday. Before settling down to talk with Putin, the US president put in a call to the Ukrainian president, Volodymyr Zelensky. Reporting back on the call, Zelensky said he had urged Trump that he mustn’t make any decisions about Ukraine “without us”. Having subsequently spoken at length with Putin, Trump emerged saying in his Truth Social post that Russia and Ukraine will “immediately start negotiations” towards a ceasefire and an end to the war.

    But Wolff, professor of international security at the University of Birmingham who has written regularly here about the conflict, believes that the fact that Trump added the conditions for peace “will be negotiated between the two parties, as it can only be” suggests he is indeed planning to abandon his peacemaking ambitions. The whole deal was taking far longer than the 24 hours he boasted of during the election campaign last year.

    Where this leaves Europe is unclear, writes Wolff. If it can no longer rely on Washington as a security partner (and the signs aren’t good), then this will require a substantial rethink. Indeed there are signs, with the UK’s recent agreement over security and defence, that minds are increasingly focused on a more self-reliant future. In turn, this has implications for US security. If Europe is compelled to rethink its security relationship with the US it could cut both ways as Washington pivots to face an increasingly aggressive China.

    Of course, it should have been clear to all concerned not to take Putin at face value over his apparent willingness to talk peace with Zelensky when he failed to turn up to talks in Istanbul at the end of last week. As Natasha Lindstaedt writes here, none of the main players attended the talks, despite plans for Putin, Zelensky and Trump to all meet face-to-face.

    Lindstaedt, an expert in international relations at the University of Essex, describes what for all the world seemed like a bizarre game of bluff – certainly as far as Putin and Trump are concerned. All three leaders had promised to be there, but in the end they all sent intermediaries with the result that nothing of any consequence was agreed. Trump’s aides insisted that if Putin attended he would be there. Then the US president said the reason that Putin hadn’t turned up was because he knew Trump wasn’t going to be there.

    “It’s certainly hard to take peace talks seriously when there is an awkward back-and-forth just about who is going to attend,” Lindstaedt concludes. “And while Trump thinks peace is only possible through bilateral meetings between himself and Putin, it’s clear he can’t even influence Putin to show up to peace talks that the Russian president himself suggested.”

    Pie in the sky?

    The US president, meanwhile, has announced plans for an ambitious missile defence system to be called “Golden Dome”. It’s a next-generation system, says Trump, “capable even of intercepting missiles launched from the other side of the world, or launched from space”.

    The plan, for which US$25 billion (£18.6 billion) has been set aside in the US president’s “one big beautiful bill”, presently before the US Congress, calls for a network of surveillance satellites complemented by a separate fleet of offensive satellites that would shoot down offensive missiles soon after lift-off. Trump has estimated this will cost US$175 billion and will be completed by the end of his current four-year term. But other estimates are that it will be much more expensive and take far longer to complete.

    “There has never been anything like this”, the US president said. And indeed there hasn’t, writes Matthew Powell, an expert in air power from the University of Portsmouth. In fact, Powell is deeply sceptical that the technology to enable such an ambitious defence system exists at present. He points to Ronald Reagan’s Strategic Defense Initiative, which became known by critics, with their tongues in their cheeks, as “Star Wars”, which never really got any further than the drawing board.

    It did, however, have the effect of signalling to the Kremlin and the Soviet leader, Mikhail Gorbachev, that the sky would be the limit in terms of US willingness to push the boundaries of defence spending. Powell believes it significantly changed the calculations when it came to the feasibility of continuing the nuclear arms race and may have been responsible for the end of the cold war.

    Incidentally, the US president’s funding bill scraped through the House of Representatives with 215 votes for and 214 against. In addition to setting aside funds for Golden Dome, the bill, which in its current form adds trillions of dollars to the US debt, has been described by Democrat critics as a “tax scam”. A statement from Democrat leaders said: “This fight is just beginning, and House Democrats will continue to use every tool at our disposal to ensure that the GOP Tax Scam is buried deep in the ground, never to rise again.”

    But how much stomach do the Democrats have for the fight? They’ve had a pretty terrible few months since the election. Their approval rating in March was at 29%, the worst since polling began in 1992. Fernando Pizarro, a lecturer in journalism at City St Georges, University of London, who has several Emmys under his belt for his work on US politics, has cast his eye over some of the leading Democrats who he thinks will spearhead the opposition to the Republicans over the next few years and identifies a few players who could vie for the presidential nomination in 2028.

    Gaza: situation increasingly desperate

    Meanwhile, after 11 weeks of Israeli blockade of aid to the people of Gaza, limited deliveries have now recommenced in the face of pressure from both the US and increasingly outspoken interventions from the likes of the UK, France and Canada.

    But despite reports that up to 100 trucks are now being allowed into the Gaza Strip, human rights agencies and aid organisations have said that there is a desperate threat of widespread starvation unless the amount of food, fuel and medicine getting through increases exponentially. And fast.

    There is talk of a US-administered programme, the Gaza Humanitarian Foundation (GHF), which could be up and running by the end of May and could accelerate the delivery of vital supplies to the civilian population while ensuring it does not does not get into the hands of militants or black marketeers.

    But this scheme has its critics, write Sarah Schiffling and Liz Breen, experts in humanitarian logistics and health service operations at Hanken School of Economics and the University of Bradford respectively. They point to a number of flaws, including the plan to concentrate the secure distribution points in southern and central Gaza, forcing large numbers of people to travel considerable distances for supplies.

    The GHF plan also calls for aid distribution to be coordinated with the Israel Defense Forces, which humanitarian organisations says is a “humanitarian cover for a military strategy of control and dispossession”.

    Schiffling and Breen point out that humanitarian organisations have 160,000 pallets of supplies and almost 9,000 aid trucks ready to be dispatched across the border “as soon as Israel allows it”. Whether Israel will allow it is, of course, another question entirely.

Therefore, it is better to identify possible areas of application of AI in course design and the boundaries within which this technology can be used in a dialogue with students, so as not to harm the acquisition of other important competencies. At the same time, it is already important for teachers to understand the principles of neural networks: what they are most often used for, and how it is possible to distinguish a picture drawn by a neural network from a picture made by a specialist,” explained Andrey Surovenkov.

    Andrey Viktorovich prepared his report with a team of students and identified a fairly large number of neural networks that are already successfully used in developing ideas and refining three-dimensional images. Seven neural networks were selected that were tested by students during design or received positive feedback in professional communities. The main options for using these neural networks in developing course projects were also identified: editing and improving three-dimensional images, selecting materials, searching for possible ideas during design.

    “This technology can facilitate and speed up the design process. Especially since it is developing very quickly. Currently, the neural network “operator” has to form the correct request to get a more or less suitable solution, but in two or three years, neural networks will learn to fully communicate with a person, understanding what he wants to get. However, as futurologists wrote, AI will free people from routine, giving them time for creativity. It seems that it is the creativity of the neural network that they are trying to take away from us. Therefore, the main danger for students is to become not a full-fledged specialist, but simply an operator of the neural network. To prevent this from happening, it is important to learn to design independently,” Andrey Surovenkov summed up.

    BEIJING, May 22 (Xinhua) — China and Russia have declared 2024-2025 as the Years of Culture. Diverse humanitarian exchanges between the two countries have become an important bridge for deepening bilateral relations and strengthening friendship between the peoples of both countries. Charter flights from Vladivostok and Khabarovsk to Shandong are expected to launch in July this year, and the current tour operators’ visit is aimed at developing new tourist routes.

    As of October 2024, China and Russia have established 167 pairs of sister city relations between cities and provinces, which has contributed to the rapid development of tourism.

    According to the Chinese travel platform Ctrip, during the May holidays of this year, bookings of tours to China for tourists from Russia increased by 213 percent year-on-year.

    The number of Russian tourists on Hainan Island /South China/ is also growing rapidly. Factors such as affordable prices, quality service, developed resort infrastructure and a variety of tourist programs contribute to the active growth of sales of relevant tourist products.

    A large number of Russians arrive in the city of Heihe in Heilongjiang Province /Northeast China/ every day. They visit local restaurants and intangible cultural heritage workshops. A regular visitor to the city, Natalia, noted that she likes traditional Chinese medicine methods – acupuncture and massage. “I have even mastered some techniques and now give massages to my family members.”

    The growing tourist flow is stimulating the modernization of services. “In April, we received 36 groups of 258 Russian tourists, and in May we expect 19 groups of 184 people,” said Li Fan, head of the international department of Tianma International Travel Service in Zhangjiajie, Hunan Province, Central China. Since the beginning of the year, the number of Russian tourists in this company has increased by 50 percent compared to the same period last year. -0-

    Andy Weir’s bestselling story “The Martian” predicts that by 2035 NASA will have landed humans on Mars three times, perfected return-to-Earth flight systems and collaborated with the China National Space Administration. We are now 10 years past the Hollywood adaptation’s 2015 release and 10 years shy of its fictional timeline. At this midpoint, Mars exploration looks a bit different than how it was portrayed in “The Martian,” with both more discoveries and more controversy.

    As a planetary geologist who works with NASA missions to study Mars, I follow exploration science and policy closely. In 2010, the U.S. National Space Policy set goals for human missions to Mars in the 2030s. But in 2017, the White House Space Policy Directive 1 shifted NASA’s focus toward returning first to the Moon under what would become the Artemis program.

    Although concepts for crewed missions to Mars have gained popularity, NASA’s actual plans for landing humans on Mars remain fragile. Notably, over the last 10 years, it has been robotic, rather than crewed, missions that have propelled discovery and the human imagination forward.

    Robotic discoveries

    Since 2015, satellites and rovers have reshaped scientists’ understanding of Mars. They have revealed countless insights into how its climate has changed over time.

    As Earth’s neighbor, climate shifts on Mars also reflect solar system processes affecting Earth at a time when life was first taking hold. Thus, Mars has become a focal point for investigating the age old questions of “where do we come from?” and “are we alone?

    The Opportunity, Curiosity and Perseverance rovers have driven dozens of miles studying layered rock formations that serve as a record of Mars’ past. By studying sedimentary layers – rock formations stacked like layers of a cake – planetary geologists have pieced together a vivid tale of environmental change that dwarfs what Earth is currently experiencing.

    Mars was once a world of erupting volcanoes, glaciers, lakes and flowing rivers – an environment not unlike early Earth. Then its core cooled, its magnetic field faltered and its atmosphere drifted away. The planet’s exposed surface has retained signs of those processes ever since in the form of landscape patterns, sequences of layered sediment and mineral mixtures.

    One focus of scientific investigation over the last 10 years is particularly relevant to the setting of “The Martian” but fails to receive mention in the story. To reach his best chance of survival, protagonist Mark Watney, played by Matt Damon, must cross a vast, dusty and crater-pocked region of Mars known as Arabia Terra.

    In 2022 and 2023, I, along with colleagues at Northern Arizona University and Johns Hopkins University, published detailed analyses of the layered materials there using imagery from the Mars Reconnaissance Orbiter and Mars Odyssey satellites.

    By using infrared imagery and measuring the dimensions of surface features, we linked multiple layered deposits to the same episodes of formation and learned more about the widespread crumbling nature of the terrain seen there today. Because water tends to cement rock tightly together, that loose material indicates that around 3.5 billion years ago, that area had a drying climate.

    To make the discussions about this area easier, we even worked with the International Astronomical Union to name a few previously unnamed craters that were mentioned in the story. For example, one that Watney would have driven right by is now named Kozova Crater, after a town in Ukraine.

    More to explore

    Despite rapid advances in Mars science, many unknowns remain. Scientists still aren’t sure of the precise ages, atmospheric conditions and possible signatures of life associated with each of the different rock types observed on the surface.

    For instance, the Perseverance rover recently drilled into and analyzed a unique set of rocks hosting organic – that is, carbon-based – compounds. Organic compounds serve as the building blocks of life, but more detailed analysis is required to determine whether these specific rocks once hosted microbial life.

    The in-development Mars Sample Return mission aims to address these basic outstanding questions by delivering the first-ever unaltered fragments of another world to Earth. The Perseverance rover is already caching rock and soil samples, including ones hosting organic compounds, in sealed tubes. A future lander will then need to pick up and launch the caches back to Earth.

    Sampling Mars rocks could tell scientists more about the red planet’s past, and whether it could have hosted life.

    Once home, researchers can examine these materials with instruments orders of magnitude more sensitive than anything that could be flown on a spacecraft. Scientists stand to learn far more about the habitability, geologic history and presence of any signs of life on Mars through the sample return campaign than by sending humans to the surface.

    This perspective is why NASA, the European Space Agency and others have invested some US$30 billion in robotic Mars exploration since the 1960s. The payoff has been staggering: That work has triggered rapid technological advances in robotics, telecommunications and materials science. For example, Mars mission technology has led to better sutures for heart surgery and cars that can drive themselves.

    It has also bolstered the status of NASA and the U.S. as bastions of modern exploration and technology; and it has inspired millions of students to take an interest in scientific fields.

    Calling the red planet home?

    Colonizing Mars has a seductive appeal. It’s hard not to cheer for the indomitable human spirit while watching Watney battle dust storms, oxygen shortages and food scarcity over 140 million miles from rescue.

    Much of the momentum toward colonizing Mars is now tied to SpaceX and its CEO Elon Musk, whose stated mission to make humanity a “multi-planetary species” has become a sort of rallying cry. But while Mars colonization is romantic on paper, it is extremely difficult to actually carry out, and many critics have questioned the viability of a Mars habitation as a refuge far from Earth.

    Now, with NASA potentially facing a nearly 50% reduction to its science budget, the U.S. risks dissolving its planetary science and robotic operations portfolio altogether, including sample return.

    Nonetheless, President Donald Trump and Musk have pushed for human space exploration to somehow continue to progress, despite those proposed cuts – effectively sidelining the robotic, science-driven programs that have underpinned all of Mars exploration to date.

    Yet, it is these programs that have yielded humanity’s richest insights into the red planet and given both scientists and storytellers like Andy Weir the foundation to imagine what it must be like to stand on Mars’ surface at all.

    The Shenzhou-20 crew on board China’s orbiting space station completed their mission’s first series of extravehicular activities on Thursday, according to the China Manned Space Agency (CMSA).

    The astronaut trio — Chen Dong, Chen Zhongrui and Wang Jie — worked for about eight hours and completed the task at 4:49 p.m. (Beijing Time), assisted by a team on Earth.

    Chen Dong and Chen Zhongrui, tasked with conducting spacewalk operations, exited through the node cabin of the Tianhe core module. This marked the first time that astronauts had exited via the node cabin since the space station transitioned into its application and development phase.

    The astronauts installed a debris protection device at its designated location. The device had been previously deployed outside through the cargo airlock and temporarily positioned by the robotic arm.

    Also, external equipment was inspected and maintained. They have since returned to the core module safely, according to the CMSA.

  • MIL-OSI USA: FDA and CBP Seize Nearly $34 Million Worth of Illegal E-Cigarettes During Joint Operation

    The U.S. Food and Drug Administration (FDA) today announced the seizure of nearly two million units of unauthorized e-cigarette products in Chicago, with an estimated retail value of $33.8 million. The seizures, which occurred in February of this year in collaboration with U.S. Customs and Border Protection (CBP), were part of a joint federal operation to examine incoming shipments and prevent illegal e-cigarettes from entering the country.
    During this operation, the team uncovered shipments of various illegal e-cigarette products, almost all of which originated in China and were intended for shipment to various U.S. states. FDA and CBP personnel determined that, in an apparent attempt to evade duties and the review of products for import safety concerns, many of these unauthorized e-cigarette shipments contained vague product descriptions with incorrect values. Upon examining shipments, the team found several brands of unauthorized e-cigarettes, including Snoopy Smoke, Raz, and others.
    “The FDA, working with our federal partners, can and will do more to stop the illegal importation and distribution of e-cigarette products in the United States,” said FDA Commissioner Marty Makary, M.D., M.P.H. “Seizures of illegal e-cigarettes keep products that haven’t been authorized by the FDA out of the United States and out of the hands of our nation’s youth.”
    These seizures are another example of coordinated compliance and enforcement actions across federal agencies to curb the distribution and sale of illegal e-cigarettes. In the lead up to this operation, the joint FDA and CBP team identified potentially violative incoming shipments and completed other investigative work. The team was also able to successfully implement several new internal efficiencies and procedures building off previous operations.
    “We continue to see an increased number of shipments of vaping related products packaged and mislabeled to avoid detection,” said Bret Koplow, Ph.D., J.D., Acting Director of the FDA’s Center for Tobacco Products. “However, we have been successful at preventing these shipments from entering the U.S. supply chain – despite efforts to conceal the true identity of these unauthorized e-cigarette products.”
    Most shipments violated the FDA’s Federal Food, Drug, and Cosmetic Act (FD&C Act), while some products were also seized for Intellectual Property Rights (IPR) violations for unauthorized use of protected trademarks. All of the e-cigarette products seized in this operation lacked the mandatory premarket authorization orders from the FDA and therefore cannot be legally marketed or distributed in the United States.
    Standard practice for products forfeited to the government include disposing of the products in accordance with the law. In the case of unauthorized new tobacco products, including e-cigarettes, that generally means they will be destroyed.
    FDA also sent, for the first time, import informational letters to 24 tobacco importers and entry filers responsible for importing these illegal e-cigarettes. The letters advise the recipients that it is a federal crime to make false statements or entries to the U.S. government, and the FDA seeks information on the steps they have taken to ensure compliance with applicable federal tobacco laws and regulations. Specifically, the letters advise the firms to ensure their import entries contain complete and accurate information moving forward. Failure to do so may also be viewed as an intentional attempt to circumvent the FDA’s review of the shipment. Firms are requested to respond to the letters within 30 days with the requested information.
    FDA and CBP are members of a federal task force focused on e-cigarette enforcement. Previous FDA-CBP joint actions include the seizure of $18 million of illegal e-cigarettes at a cargo examination site in Los Angeles International Airport in 2023, seizure of $7 million of illegal e-cigarettes at a warehouse in Miami, and operations in Chicago announced in June and October of 2024 resulting in the seizure of illegal e-cigarettes valued at more than $77 million.
    In addition to product seizures, the FDA has issued over 750 warning letters to firms for manufacturing, selling, or distributing unauthorized new tobacco products. It has also issued more than 800 warning letters to retailers for selling these products and filed civil money penalty complaints against 87 manufacturers and over 175 retailers for their distribution or sale.

  • MIL-OSI Global: Anti-environmentalism is on the rise but it’s full of contradictions

    Anti-environmentalism is gaining ground. Attacks on the net zero goal and hostility to conservation measures and anti-pollution targets are becoming more common. And, as recent election results have shown, these tactics are reshaping politics in Britain and across the west.

    Anti-environmentalism is a rejection of both environmental initiatives and activism. But despite its sudden rise and bold rhetoric, it is built on shaky foundations. The messages it offers are often contradictory and row against the tide of everyday experience.

    Take the US president, Donald Trump. He dismantled many environmental protections in his last term of office, and is now removing those that are left – including support for research that even mentions the word climate. Yet he told a rally in Wisconsin in 2024: “I’m an environmentalist. I want clean air and clean water. Really clean water. Really clean air.”

    Some of the contradictions of anti-environmentalism reflect its departure from traditional conservatism. Although routinely identified as “conservative”, the populist anti-green politics of Republicans in the US and Reform in the UK, along with the AfD in Germany and National Rally in France, represent a radical challenge to the ideals of continuity and conservation that were once at the heart of conservatism.

    The Conservative Environment Network is an organisation which pitches itself as an “independent forum for conservatives in the UK and around the world who support net zero, nature restoration and resource security”. Much of this network’s work involves reminding people that important environmental protections, from America’s national parks to controls on pollution and climate change in Britain and elsewhere, were introduced by conservatives.

    But few on the right appear to be listening. A populist tide is washing this conservative tradition away, despite the fact that support for environmental protection remains very popular.

    Polling indicates that 80% of people in the UK worry about climate change. Public backing for the work of the US Environmental Protection Agency is also overwhelming, including among Republican voters.

    In part, this support reflects the fact that environmental damage is an everyday reality: unpredictable weather, the collapse of animal and insect populations, and a range of other challenges are not just on the TV, they are outside the window.

    In my research for a forthcoming book on environmental nostalgia across the world, I keep bumping into an irony. In western nations, voices from the right say they want their country back, yet appear hostile to environmental policies that would protect their country and ensure its survival.

    There are many reasons for this disconnect, including resentment against initiatives that require lifestyle and livelihood changes. However, the enmity and disengagement is more complicated than a simple rejection of nature.

    Many people – including Trump himself – claim they are environmentalists even when the evidence suggests otherwise. The signs and symbols of environmental care are knitted into every aspect of our commercial and cultural life: if wildlife could sue for copyright, there would a lot of rich bears.

    I argue that a distinction can be made between what I call “cold” and “hot” forms of environmentalism. The former values and mourns the loss of nature, but as a spectacle to be observed – a set of appealing images of flora and fauna – while the latter feels implicated and anxious.

    The former position allows people to claim they love nature yet be indifferent or even hostile to initiatives to save it. However, the line between cold and hot, or between anti- and pro-environmentalist, is neither fixed nor hard.

    Another quality of anti-environmentalism is that its beliefs are changeable, even quixotic. Climate change is an example.

    Reform’s leaders have long flirted with climate change denial. “Climate change has happened for millions of years,” explained former Reform UK leader Richard Tice in 2024, adding that “the idea that you can stop the power of the Sun or volcanoes is simply ludicrous”. Tice has not changed his views but later the same year, the party’s new leader, Nigel Farage, told the BBC that he was “not arguing the science”.

    Like other populist parties, Reform adopts a mobile position on the environment, moving between denying that climate change is happening or that humans are causing it, and the very different contention that anthropogenic climate change is real but that environmental targets are unreachable and unfair, given that other nations (China is often mentioned) supposedly do so little.

    A post-western paradox

    Researchers are only just starting to think about anti-environmentalism. One key analysis is environmental politics researcher John Hultgren’s The Smoke and the Spoils: Anti-Environmentalism and Class Struggle in the United States. This new book explains how Republicans managed to convince working-class voters that there is “zero-sum dichotomy between jobs and environmental protection, workers and environmentalists”.

    This kind of binary has also been found by contributors to The Handbook of Anti-Environmentalism, who identify and critique the stereotyping of environmentalism as middle-class and elite in several western countries.

    Yet the geographical focus of these pioneering works misses yet another of the paradoxes of anti-environmentalism: that although its rhetoric often accuses China and other non-western countries of doing little, there has been a significant environmental turn in both policy and public attitudes beyond Europe and the US.

    Environmentalism is becoming post-western. This is partly because the realities of environmental damage are so stark across much of Asia and Africa.

    Extreme temperatures and unpredictable rainfall are leading to food insecurity and community displacement. Environmentalism in the African Sahel and south Asia might better be called “survivalism”.

    And despite its continuing reliance on fossil fuels, China’s state-led vision of a transition to a conservationist and decarbonised “ecological civilisation” is positioning it as a global environmental leader.

    Stereotypes of environmentalism being primarily a western concern are crumbling. Because of this, along with the many contradictions that beset it, the rise of anti-environmentalism appears not only complex, but curious and unsustainable.

    CHANGSHA, May 22 (Xinhua) — Heavy rains have caused flooding in some cities in central China’s Hunan Province since Wednesday evening.

    Heavy rains hit the cities of Zhangjiajie and Changde in Hunan Province, and some counties subordinate to these cities experienced particularly heavy rainfall.

    In Shejiaping Township, Taoyuan County, Changde City, continuous rainfall has caused flooding. Local authorities have taken measures to evacuate people to ensure their safety.

    The Hunan Provincial Meteorological Service issued an orange alert for heavy rain on the morning of May 22.

    Guizhou provincial authorities activated Level 2 geological disaster response at 2:30 p.m. Thursday, while the Ministry of Natural Resources decided to raise the geological disaster response level from Level 3 to Level 2 at 11 a.m. on the same day, sending a task force to the area to lead the search and rescue operation.

    BEIJING, May 22 (Xinhua) — Representatives of Chinese youth and Central Asian students studying in northwest China’s Shaanxi Province recently gathered to share their experiences and deepen mutual understanding and friendship, the Sanqing Dushibao newspaper reported.

    The event took place on May 17 in Xi’an (the capital of Shaanxi Province). More than 20 young people from China and Central Asian countries took part in it.

    Nastya from Kazakhstan, who is studying Business Chinese at Xi’an Jiaotong University, noted that intercultural exchanges bring her new knowledge.

    “I enjoy experiencing the charm of different cultures through humanitarian exchange events and actively organizing sports competitions so that young people from different countries have more opportunities for deep interaction,” she said.

    Elnura Mambetova from Kyrgyzstan, a doctoral student in Chinese language and Chinese culture dissemination at Shaanxi Normal University, has been fascinated with Chinese culture since childhood. After graduating from university in Kyrgyzstan, she worked as a Chinese language teacher at one of the universities in Kyrgyzstan, and then moved to China for further education.

    “I can personally feel how the friendship between the countries of Central Asia and China is becoming deeper and deeper,” she said.

    Wang Lewei, a student at Xi’an Foreign Studies University, spent a year in Kazakhstan as an exchange student. “In Kazakhstan, my local friends took me sightseeing and invited me to traditional festivals. I realized that language is the key to culture,” he said, expressing his desire to become an envoy of friendship between China and Kazakhstan.

    Shaanxi Province, relying on its rich educational resources, has been actively developing humanitarian exchanges with Central Asian countries in recent years. -0-

    HARBIN, May 22 (Xinhua) — The 34th Harbin International Economic and Trade Fair, which recently concluded in the city of Harbin, northeast China’s Heilongjiang Province, has injected new impetus into cooperation between the Chinese border province and Russian regions.

    One of the main topics of the event, which took place from May 17 to 21, was regional cooperation between China and Russia.

    The Heilongjiang Province is separated from some Russian regions only by the Heilongjiang River /Amur/. “The Amur does not simply divide us, but on the contrary, connects us. This is a connection of two neighbors,” noted the acting governor of the Jewish Autonomous Region /JAR/ Maria Kostyuk, calling the Heilongjiang Province the only such strategic partner for the JAR.

    M. Kostyuk participated in the Harbin International Trade and Economic Fair for the first time in the capacity of the head of the region. Previously, she had visited the exhibition many times when she worked in the mayor’s office of the city of Birobidzhan.

    “We worked together with our sister city Hegang in Heilongjiang Province not only on exchanging businessmen, but also introducing businesses to each other’s territory so that we could have very proper cooperation. For the second year in a row, Birobidzhan and Hegang have presented a joint exposition at the Harbin International Trade and Economic Fair,” she noted.

    In addition to Hegang and Birobidzhan, sister city relations have been established between Chinese and Russian cities such as Heihe and Blagoveshchensk, as well as Tongjiang and Bogdanovich, which helps to unlock the potential for cooperation between the border areas of the two countries.

    “In terms of humanitarian cooperation, the Amur Region is the leader among other regions of Russia in terms of the number of Russian-Chinese joint events, just as the Heilongjiang Province is among Chinese regions,” emphasized the Governor of the Amur Region Vasily Orlov in an interview with the media on the sidelines of the 34th Harbin International Trade and Economic Fair.

    “We have more than 200 events. They are held annually, there are very bright, iconic ones that have become the calling card of our cities – Blagoveshchensk and Heihe, as well as the Amur Region and Heilongjiang Province,” he explained, expressing hope that in the future the level of these events will increase through the involvement of additional partner regions on both sides.

    Both leaders of Russian regions also noted the dynamics of development of cooperation with Heilongjiang Province in such areas as agriculture, logistics and tourism.

    On the sidelines of the current Harbin International Trade and Economic Fair, the Russian Export Center (REC) organized another festival-fair “Made in Russia.” It featured products from over 100 Russian manufacturers from 50 regions of the country.

    During the festival-fair, specialized negotiations on the B2B model were also held between Chinese and Russian companies, which, according to REC General Director Veronika Nikishina, provided a unique opportunity to establish important business contacts and expand the horizons of cooperation.

    REC is organizing a similar festival-fair on the sidelines of the Harbin International Trade and Economic Fair for the second time. As part of the event, a Made in Russia retail store also opened in Harbin.

    “I think that candies and chocolates made in Russia have a unique and rich taste, and they are inexpensive. Our whole family likes them very much,” said one shopper surnamed Sun.

    “We opened the first warehouse distribution center in Suifenhe, Heilongjiang Province, with an area of over 4,500 square meters, to supply and continuously provide the Made in Russia retail chain with original and high-quality Russian products,” explained V. Nikishina, noting that from the point of view of the extensive development of the national brand, the Chinese market is one of the most important and promising in the world.

    According to M. Kostyuk, residents of China and Russia are always interested in communicating with each other as neighbors and close people. “We already have experience of long-term cooperation with border cities of Heilongjiang Province.     BEIJING, May 22 (Xinhua) — The crew of China’s Shenzhou-20 manned space mission aboard the Tiangong space station successfully completed the first round of extravehicular activity on Thursday, the China Manned Space Administration (CMSA) said.

    The three Chinese astronauts, Chen Dong, Chen Zhongrui and Wang Jie, worked for about eight hours and completed the mission at 16:49 Beijing time with the support of a ground support team.

    Chen Dong and Chen Zhongrui, who are in charge of spacewalk operations, exited through the node module of the Tianhe core module, marking the first time astronauts have exited the station through this module since the space station entered the application and development phase.

    The astronauts installed the space debris protection device, previously removed through the cargo airlock and moved to a temporary position using a robotic manipulator, in its designated location.

    During the extravehicular activity, the astronauts also inspected and maintained the station’s external equipment. According to the CMSA, all crew members returned safely to the main module. -0-

    BEIJING, May 22 (Xinhua) — Alashankou border crossing in northwest China’s Xinjiang Uygur Autonomous Region allowed a total of 9.657 million tons of import and export cargo into and out of the country in the first four months of this year, up 6.1 percent year-on-year, local media reported, citing data from Alashankou Customs.

    The range of goods imported through the said checkpoint during the reporting period mainly consisted of iron ore and its concentrate, iron alloys and frozen meat. At the same time, exports were mainly represented by electromechanical and high-tech products, clothing and accessories and other products.

    In January-April of this year, the volume of cargo transportation via the Alashankou railway checkpoint continued to grow, accounting for more than 50 percent of the total cargo turnover via Alashankou. At the same time, the volume of cargo passing through the Alashankou automobile border crossing increased by 42.1 percent year-on-year.

    Parents, boys and girls and friends,

    My colleagues and I are very pleased to join you on the beautiful beach on such a lovely day. First of all, my arm congratulations on the opening of Le Miti Aito International 2025. We are proud to be associated with the return of the international solo paddling competition and the official launch of the Village and Va’a Scholarship Program.

    Seeing so many young faces today, I cannot help quoting Chairman Mao Zedong, the founding father of the People’s Republic of China: “The world is yours, as well as ours, but in the last analysis, it is yours. You young people, full of vigor and vitality, are in the bloom of life, like the sun at eight or nine in the morning. Our hope is placed on you.” This has inspired generations and generations of young Chinese. I hope it could

    be inspirational to our young Samoans too.

    Actually, young people have been the backbone for China-Samoa relations. The first Chinese arrived in Samoa was a young sailor in 1876. Early 1900s, thousands young Chinese laborers were employed by owners of coconut plantations in Samoa.

    Some of them stayed and married with local girls. That is why 20% Samoan population could trace their roots to China and our relations runs deep and sound.

    In 1975, Samoa and China established diplomatic ties. Since then, our young people of both countries have been builders of our close relations. In 2024 for example, more than 20 young Samoans went to China for study under the Chinese government scholarship scheme; most of 110 plus officials and professionals who traveled to China for training are young men and women.

    In Samoa, all Chinese medical specialists working in the national hospital are young ones. So are teachers of the Confucius Institute in NUS and most of SCATAP experts.

    This year, while celebrating the 50th anniversary of establishment of our diplomatic ties, we count on our young Samoan and Chinese people, to bring our two countries closer and more benefits to our two peoples. President Xi Jinping said, “I care about young people wherever I go.”

    This is why since my arrival in Samoa early last year, I have been trying my best to work with the Samoan government and institutions, to help young people in Samoa whenever possible. The sports is strength of individuals and the nation. The youth is the wealth of the community and the country.

    When young people are more capable, our countries have better hope, and China-Samoa relations are more promising. I wish Alo Paopao Academy and the Siumu community as well as wider regions of Samoa good luck.

    It is with great honor that we convene today to formally inaugurate the Le Miti Aito International 2025. More significantly, we embark on a new journey of community, culture, and opportunity for our youth through the establishmentof the Miti Va’a Scholarship Fund.

    This event, which originated in 2016 as Le Aito Samoa in collaboration with Tahiti’s Te Aito Race, returns today with profound significance, reborn as Le Miti Aito International in tribute to the late Miti Cheung Fuk.

    Miti was not merely a business leader; she was a mother who transformed adversity into hope. When her son faced challenges in his youth, she recognized the ocean as his sanctuary and source of strength.

    Her decision to uplift him and others in similar circumstances led to her support of paddling programs for over two decades. Her benevolence extended beyond her own child, reaching every young individual in need of guidance and belonging.

    Her compassion for children, her vision for community, and her unwavering support of paddling are the reasons we honour her name today. This race perpetuates her spirit.

    In furtherance of her legacy, we are proud to introduce the Miti Va’a Scholarship Fund, commencing here in the District of Siumu. Forty young paddlers from the villages of Siumu, Maninoa, and A’aga will receive comprehensive scholarships covering: School fees, Uniforms, Equipment and; Training

    This marks only the beginning, with plans to expand to Apia and Vaiala, and eventually across Samoa. This initiative transcends paddling; it is about cultivating confident leaders, reconnecting with our heritage, and fortifying our villages through teamwork, resilience, and identity.

    The Ministry of Sports and Recreation is dedicated to elevating sports and recreational activities of all types, recognizing their pivotal role in the development of our people and our nation. This program and the scholarships offered align with the Ministry’s goals and objectives by fostering personal growth, community engagement, and national pride through sports.

    I am therefore especially delighted to witness this important milestone in your journey. We have already witnessed the potential of this program, as it has nurtured paddlers who achieved bronze and silver medals at the 2023 World Distance Championships held here in Samoa.

    Today, we are privileged to welcome World Champion Anne Cairns and Carl Barnes, both exemplary role models for our youth.

    To our partners, we extend our deepest gratitude to the Embassy of the People’s Republic of China for supporting the growth of this program. To Ulugia Jay Ah Fook Schuster, we thank you for your leadership in paddling since 1987.

    Ladies and gentlemen,

    Talofa lava! I am delighted to attend the groundbreaking ceremony for the Auxiliary Works of the Ninth-Phase China Aid Samoa Apia Comprehensive Sports Venues Technical Assistance Project today. First of all, on behalf of the Chinese Embassy, I would like to expressappreciation for your long-term support for China-Samoa relations!

    The year 2025 marks the 50th anniversary of the establishment of diplomatic ties between China and Samoa. Over the past half century, upholding the principle of mutual respect, equal treatment and win-win cooperation, China and Samoa have maintained traditional friendship, close economic and trade exchanges, and fruitful cooperation in various fields, which have delivered tangible benefits to our two peoples. In addition to the Apia Park stadium project, training sessions of Samoan althlets in China, and recent badmington day and table tenis day and others, the Samoa Aquatic Center is a historic witnesses of the friendship and cooperation between China and Samoa.

    Since the Samoa Aquatic Center was put into use in 2006, China has sent 9 batches of 29 technical experts to Samoa to provide maintenance support. It has been 20 years. As an important public sports facility, it has promoted the fitness and public health development of Samoa communities. During this period, large-scale events such as the 2006 “Miss South Pacific Pageant” and the 2007 South Pacific Games were held here, which exerted the economic effect of the events and promoted international exchanges.

    The purpose of this auxiliary project is to ensure the continued safe use of the Aquatic Center. I hope that the construction teams of both sides will work closely together to ensure the high standards and high quality of the project construction, and train on site as many as possible Samoan workers, commemorating the 50th anniversary of the establishment of diplomatic relations between China and Samoa.

    Looking into the future, China will further its joint efforts with with Samoa, actively expand practical cooperation in various fields including sports, fully implement the outcome of Hon Prime Minister Fiame Naomi Mata’afa’s visit to China last November, continuously deepeningthe comprehensive strategic partnership towardthe closer China-Samoa community with a shared future.

  • Philippines accuses China of aggressive tactics in South China Sea

    The Philippines’ fisheries bureau said the lives of a civilian crew were put at risk when the Chinese Coast Guard fired water cannons and sideswiped one of its vessels while it conducted marine research around a disputed South China Sea reef.

    The Bureau of Fisheries and Aquatic Resources condemned what it said was the “aggressive interference” of the Chinese Coast Guard against the Datu Sanday and a second ship in Wednesday’s incident, saying its vessels had not previously been subjected to water cannons in the area. The Chinese embassy in Manila did not immediately respond to a request for comment on Thursday’s statement by the bureau.

    Sandy Cay is close to Thitu Island, the largest and most strategically important of the nine features the Philippines occupies in the Spratly archipelago, where China, Malaysia, Taiwan and Vietnam also have a presence.

    Last month, China said its Coast Guard had landed on Sandy Cay as part of operations to exercise its sovereignty. The Philippines has denied Beijing has seized control of the disputed reef.

    China claims sovereignty over nearly all the South China Sea, including areas claimed by Brunei, Indonesia, Malaysia, the Philippines and Vietnam.

    A 2016 ruling of an international arbitral tribunal found Beijing’s sweeping claims had no basis under international law, a decision China rejects.

    At the invitation of The Honourable Dato’ Seri Anwar Ibrahim, Prime Minister of Malaysia and Chair of ASEAN for 2025, Secretary-General of ASEAN, Dr. Kao Kim Hourn, will lead the ASEAN Secretariat Delegation to participate in the 46th ASEAN Summit, 2nd ASEAN Gulf Cooperation Council (GCC) Summit and ASEAN-GCC-China Summit to be held in Kuala Lumpur, Malaysia, on 26-27 May 2025, under the theme “Inclusivity and Sustainability.”
     
    The series of meetings will also include the ASEAN Leaders’ Interface with Representatives of the ASEAN Inter-Parliamentary Assembly (AIPA), ASEAN Leaders’ Interface with Representatives of ASEAN Youth, and ASEAN Leaders’ Interface with Representatives of ASEAN Business Advisory Council (ASEAN-BAC).
     
    Prior to the Summits, Dr. Kao will also take part in the ASEAN Foreign Ministers’ Meeting (AMM), 29th ASEAN Political-Security Community (APSC) Council Meeting, 25th ASEAN Economic Community Council (AECC) Meeting and the 36th ASEAN Coordinating Council (ACC) Meeting, on 25 May 2025.
     
    Dr. Kao is also expected to hold bilateral meetings with high-level dignitaries from ASEAN, ASEAN’s external partners as well as from international organisations to exchange views on enhancing existing cooperation, exploring new areas for collaboration and advancing ASEAN Community-building efforts. Dr. Kao will also engage in media interviews to promote ASEAN’s diplomacy, visibility and awareness.

      BEIJING, May 21 — Recently, the Chinese naval hospital ship Auspicious Ark (Hull 868) conducted a multi-element and full-process medical rescue drill in a sea area of China’s Yellow Sea. The drill tested and improved the overall training level of the hospital ship and enhanced the troops’ capabilities in undertaking diversified medical rescue tasks.
