  • MIL-OSI China: Beijing unveils new plan to protect Grand Canal culture

Source: People’s Republic of China – State Council News

Beijing has unveiled a new action plan for the protection and development of the Grand Canal’s cultural heritage in 2025, laying out 32 specific initiatives.

Among the highlights are the opening of a 15-kilometer cruise route on the Bahe River, the restoration of the Western Gate of the Summer Palace, and the second phase of archaeological research along the ancient riverbed of the Grand Canal in Tongzhou district.

Stretching across seven districts – Changping, Haidian, Xicheng, Dongcheng, Chaoyang, Shunyi, and Tongzhou – the Beijing section of the Grand Canal is fed by springs such as Baifu and flows into the North Canal. Over the years, the city has worked to establish a development model that links key heritage sites along the canal. Notable progress includes the clearing of the Baifu Spring site and joint exhibitions with eight provincial-level regions along the waterway.

One of the most anticipated projects is the Luxian County Ancient City Ruins Archaeological Park, set to open soon. As the earliest known Han dynasty (202 B.C.-A.D. 220) city site in the Tongzhou area, Luxian county offers rare insights into ancient craftsmanship such as pottery and metallurgy. Its discovery pushes the history of urban development in Tongzhou back by over 2,000 years.

Efforts to improve ecology and environment of the canal are also gaining momentum. According to an official from the municipal development and reform commission, 500 million cubic meters of water have been replenished into the canal’s Beijing section. The 62-kilometer stretch of the North Canal connecting Beijing and Hebei is now fully navigable, and more than 50 kilometers of greenways have been built or upgraded. Water quality has also improved significantly, with no segments falling below national standards, according to the official.

Meanwhile, cultural tourism is set for another boost. Following the opening of several major cultural venues in Beijing’s sub-center and the successful application of a 5A-rated Grand Canal tourist zone in Tongzhou, the city plans to further activate waterfront areas along the Bahe and Liangma rivers. Earlier this year, the INDIGO Harbor Dock – starting point for Bahe cruises – opened to the public. Later this year, residents will be able to enjoy boat rides from Jiuxianqiao in Chaoyang district all the way to the city’s sub-center in Tongzhou.

Plans to upgrade public spaces along the canal are also in motion, with improvements coming to the livability of riverside areas, the redevelopment of key waterfront landmarks, and support for the growth of themed towns.

According the plan, this year will also feature a range of Grand Canal-related events, from cultural festivals and exhibitions to art programs and sporting competitions – all part of Beijing’s ongoing effort to breathe new life into its historical waterways.

  • MIL-OSI China: No booze, no bouquets: China tightens frugal code for officials

Source: People’s Republic of China – State Council News

No booze, no banquets, no bouquets. China has barred alcohol, luxury dishes, and cigarettes from official meals, part of a sweeping crackdown on extravagance in public life. Government cars must forgo flashy upgrades, and meeting rooms must be free of ornamental plants and fancy backdrops.

The new rules, set out in the newly revised Regulations on Practicing Thrift and Opposing Waste in Party and Government Organs, are the latest effort by China’s top leadership to rein in official perks and promote restraint.

First introduced in 2013 as a follow-up to the Party’s landmark eight-point rules, an initiative launched in late 2012 to curb official misconduct and restore public trust, austerity guidelines were reaffirmed this May amid a broader campaign to reinforce discipline and compliance across the Party’s 100 million members.

These updated guidelines set out more detailed rules than ever before for Party and government officials — targeting public funds, official travel, receptions, vehicle use, meetings, and office space.

Extravagant banquets and heavy drinking were once fixtures of official life in China, customs so entrenched that phrases like “no banquet is complete without alcohol” and “business is done over drinks” became part of the vernacular. But such excesses, long resented by the public, have since increasingly come under scrutiny.

As part of a renewed push for ensuring discipline, China has now imposed a sweeping ban on alcohol at official receptions, while cigarettes and luxury dishes are also off the table.

Analysts said the ban is unlikely to meaningfully affect the industry of baijiu, a fiery Chinese liquor once a staple at government banquets.

Xiao Zhuqing, an industry expert, noted that since the rollout of the Party’s eight-point rules just over a decade ago, government-related consumption of baijiu has shrunk considerably. Today, official purchases account for less than 5 percent of the market, limiting the new regulation’s impact on the sector.

Excessive drinking not only erodes the image of government officials but can also end in tragedy. In a recent case that drew national attention, a county-level official in central China’s Henan Province died after consuming alcohol at a midday banquet during a training seminar in March. Nine other officials present at this banquet were later disciplined, demoted, or dismissed.

Under the new rules, officials on domestic trips are barred from accepting cash gifts, souvenirs, or local specialties. For overseas trips, private jet travel is off-limits, while officials are no longer allowed to add extra stops or extend their stays abroad without prior authorization.

Officials are also barred from using public cars for private errands or claiming personal vehicle expenses from public funds. These new rules call for government fleets to prioritize new energy vehicles, part of a wider push to reduce emissions.

Party and government bodies are under orders to trim back meetings to only what is essential. Gone are the days of lavish conference setups — this means no floral arrangements and no elaborate staging. Holding official gatherings at scenic resorts is strictly forbidden.

The new rules have received largely positive feedback online. Wang Xuming, a scholar and retired official from the Ministry of Education, praised them as “detailed and pragmatic” on microblogging site Weibo.

Grassroots officials have also voiced their support. Some have long borne the health costs of official banquets, such as fatty liver and high blood pressure, widely seen as occupational hazards in a work culture where “drinking twice a day felt like part of the job.”

As part of its austerity drive, China’s central government has been steadily trimming its public expenses on official receptions, vehicles, and overseas travel for years.

The 2025 budget includes 6.12 billion yuan (about 851.7 million U.S. dollars) for such expenses, down 322 million yuan from last year. Reception spending alone is capped at 302 million yuan, 13 million less than in 2024.

The savings from reduced official spending, according to the regulations, will be redirected toward development priorities and public welfare.

As China continues its campaign against official extravagance, the once-routine perks of public office, including opulent banquets and taxpayer-funded junkets, have quietly receded.

The government’s austerity push is rippling through society at large. Frugality has begun to replace excess as a social value. Restaurants are downsizing portions — and it has become common for diners to take leftovers home.

This culture shift extends to major life events. Costly wedding and funeral banquets, once seen as obligatory displays of status, are giving way to simpler, more modest affairs, reflecting a broader embrace of restraint inspired from the top down.

  • MIL-OSI USA: Congresswoman Schrier Introduces Bipartisan, Bicameral Legislation to Invest in Agriculture Research

Source: United States House of Representatives – Congresswoman Kim Schrier, M.D. (WA-08)

WASHINGTON, DC –Today, Congresswoman Kim Schrier, M.D. (WA-08) introduced the Augmenting Research and Educational Sites to Ensure Agriculture Remains Cutting-edge and Helpful (AG RESEARCH) Act. This bill aims to support our farmers and strengthen our agriculture industry by increasing federal investment in agriculture research institutions such as Washington State and Central Washington University. Congresswoman Schrier was joined in introducing this legislation by Congressman Tracey Mann (KS-01), and a companion bill was introduced by Senators Mazie Hirono (D-HI) and Jerry Moran (R-KS).

“Our agriculture industry employs thousands of hardworking Washingtonians and is vital to our nation’s long-term strength, security, and prosperity. In the face of a changing climate and increased pressure on our food supply, we must support our farmers in any way we can,” said Congresswoman Schrier, M.D. “Research institutions are essential for our farmers’ success – they discover solutions to agriculture’s most pressing challenges and are fundamental to successful food production and soil health. For far too long, these institutions have been underfunded, putting us at risk of falling behind the rest of the world. My bill will put the necessary investment into these institutions and provide much-needed assistance for our farmers.”

Today’s farmers face unprecedented challenges such as extreme droughts and floods, increased pest and disease pressures, and feeding a growing population with less working land. Research institutions play a crucial role within the agriculture industry, providing innovative solutions to the obstacles that our farmers face. Unfortunately, funding for these institutions has stagnated, with the United States falling billions of dollars behind China and other nations in agriculture research investment. Congresswoman Schrier’s bill solves this issue by authorizing $2.5 billion in mandatory spending and authorizing an additional $1 billion in discretionary appropriations over 5 years to provide infrastructure grants to agricultural research facilities.

“Over the years, land-grant universities have surpassed their original vision of agricultural education and now conduct cutting-edge agricultural research that supports food security around the globe,” said Congressman Mann. “The U.S. sees a $20 return on every dollar we invest in agricultural research, yet funding for these institutions has declined in real dollars over the past two decades and handcuffed their ability to maintain up-to-date facilities. Our bill supports agricultural research, development, and innovation at these land grant universities and puts taxpayer dollars in places with a guaranteed return on investment. When we make strong investments in food and agricultural research, we invest in the next generation of America, and in our food security and national security.”

“Agriculture research institutions are crucial in supporting farming communities and driving innovation in the agriculture industry,” said Senator Hirono. “Decades of underinvestment have left many of these institutions across our country with significant maintenance backlogs, and this legislation will provide much-needed financial support to enable agriculture schools and research facilities to make the critical upgrades and updates they need. I’m glad to join my colleagues in reintroducing the AG RESEARCH Act to support these institutions and strengthen our agricultural communities.”

“For American farmers and ranchers to continue producing the best food, fuel and fiber in the world, we must maintain the best research institutions in the world,” said Senator Moran. “This legislation will support the work at institutions like Kansas State University by allowing them to modernize their facilities and continue a long history of innovation and supporting the agricultural industry.”

Two staff members from the Israeli Embassy in the United States were killed in a shooting Wednesday evening near the Capital Jewish Museum in Washington, D.C., according to U.S. Secretary of Homeland Security Kristi Noem.

“We are actively investigating and working to get more information to share,” Noem said in a post on social platform X.

The shooting occurred near the Lillian and Albert Small Capital Jewish Museum, known as the Capital Jewish Museum, according to media reports.

Police identified the suspect as 30-year-old Elias Rodriguez from Chicago, Illinois. During an online press briefing, D.C. Police Chief Pamela Smith said that the suspect shouted “Free Palestine” as he was taken into custody.

Israeli Ambassador to the U.S. Yeshiel (Michael) Leite said at a press conference that the victims were a couple who had been preparing to get engaged. Embassy spokesperson Tal Naim Cohen confirmed that the two were shot at close range while attending a museum event.

Ted Deutch, CEO of the American Jewish Committee, said in a statement that his organization was hosting an event at the museum that evening.

Cohen said Israeli officials had “full faith in law enforcement authorities on both the local and federal levels to apprehend the shooter and protect Israel’s representatives and Jewish communities throughout the United States.”

“Harming the Jewish community is crossing a red line,” Israel’s Ambassador to the United Nations, Danny Danon, said in a post on X. “We are confident that the U.S. authorities will take strong action against those responsible for this criminal act.”

In response, U.S. President Donald Trump called for an end to the “horrible D.C. killings, based obviously on antisemitism” in a post on social platform Truth Social.

Iran has agreed to Oman’s proposal for holding the fifth round of indirect nuclear talks with the United States in Rome on Friday, Foreign Ministry spokesman Esmaeil Baghaei said on Wednesday.

In a statement, Baghaei said that the Iranian negotiating team was steadfast in pursuing and safeguarding the nation’s rights and interests regarding the peaceful use of nuclear energy, including uranium enrichment and removal of the cruel sanctions, and would spare no effort or initiative to achieve those ends.

Facilitated by Oman, Iranian and U.S. delegations have so far held four rounds of indirect talks since April on Tehran’s nuclear program and the lifting of U.S. sanctions. The fourth round was held in Muscat on May 11.

BEIJING, May 22 (Xinhua) — Frozen food was shipped from Russia to China via the Tongjiang Port recently for the first time, marking progress in the development of the local cold chain logistics sector, the Yangguang news portal of China Media Corp. reported Wednesday.

A ton of Russian ice cream worth 100,000 yuan was transported through the border point and, after customs clearance, was placed in a 20,000 square meter cold chain bonded warehouse.

Tongjiang City in Heilongjiang Province in northeastern China borders the Jewish Autonomous Region of Russia. With the completion of the Tongjiang-Nizhneleninskoye railway bridge across the Heilongjiang River /Amur/ in 2022, Tongjiang has become a new railway checkpoint on the border between China and Russia. Water, road and rail traffic has now opened through it.

The project to build a frozen food warehouse in Tongjiang City was approved in July last year. Its commissioning will further expand the range of agricultural products imported from Russia and optimize the cross-border cold chain logistics system. -0-

TIANJIN, May 22 (Xinhua) — U.S. retail giant Walmart has started construction of its Sam’s Club, the largest in terms of operating area in northern China. The launch ceremony for the facility was held in Tianjin on May 20, demonstrating the U.S. retail giant’s readiness to further explore China’s vast consumer market.

The new Sam’s Club, with a total floor area of 25,000 square meters, will operate under a multi-channel model, combining one physical store with 20 digital service centers when it opens in 2026, to meet consumer demand for diversified and high-end products in the Beijing-Tianjin-Hebei region. The new Sam’s Club will also be Walmart’s third such store in Tianjin, as Walmart views Tianjin as the most important strategic city in its development of northern China.

Since Walmart opened its first store in Shenzhen, Guangdong Province, southern China, in 1996, the total number of its stores has now reached 55 across China, with gross annual sales of more than 100 billion yuan (about $13.9 billion) in 2024.

Data released by Walmart showed that its net sales in China reached $6.7 billion in the first quarter of this year, up 22.5 percent year-on-year.

“We are very proud of Sam’s Club’s growth in China,” Christina Zhu, president and chief operating officer of Walmart China, said at the company’s investment call last month. She said eight Sam’s Club stores are expected to report revenue growth of $500 million or more each this year.

Walmart has ramped up its investment in China in recent years, announcing in December 2023 a plan to open six to seven Sam’s Club stores in China each year. It currently has more than 10 such facilities under construction in Beijing, Guangdong, and Zhejiang.

Sam’s Club’s successful development is directly related to the continued expansion of imports into China, which set a new record in 2024 and reached 18 trillion yuan.

China, as a super-scale market with a population of 1.4 billion, has maintained its status as the second largest global consumer goods market and the world’s largest online retail market for more than a decade. In the first quarter of 2025, the total retail volume of consumer goods reached 12.47 trillion yuan, an increase of 4.6 percent.

The advantages of China’s mega market lie in aspects such as the overall size of the economy, market capacity, industrial system and human capital, said Yu Yongding, an economist with the Chinese Academy of Social Sciences, adding that the multifaceted advantages have made the Chinese economy more resilient and competitive.

Despite the intensification of global protectionist obstacles, 12,603 enterprises with foreign capital were opened in China in the first three months of this year. In March, the volume of actual foreign investment in the country increased by 13.2 percent compared to March 2024.

“Multinationals like Walmart are voting with their capital for confidence in the viability of the Chinese economy and the attractiveness of its market,” Yu Yongding said. -0-

  • MIL-OSI Russia: Exclusive: Systematic development of relations between Georgia and China in political and economic spheres leads to deepening of bilateral strategic cooperation – Georgian expert

Source: People’s Republic of China – State Council News

Tbilisi, May 22 /Xinhua/ — At the present stage, relations between Tbilisi and Beijing are systematically developing both in the political and economic planes, which naturally leads to the deepening of bilateral strategic cooperation, Elbrus Mamedov, director of the Georgian “Center for Expert Analysis – the Great Silk Road”, said in an exclusive interview with Xinhua the other day.

In his opinion, the signing of a joint statement on the establishment of strategic partnership relations between Georgia and China in 2023 was an example of sustainable growth of trust and cooperation.

“This step was a logical continuation of the dynamic expansion of trade and economic ties, the implementation of joint infrastructure projects and the strengthening of political dialogue,” noted E. Mamedov.

An important event for Georgian-Chinese relations, according to the expert, is the beginning of the implementation of plans to develop strategic partnership between Georgia and China. It is within the framework of these relations that the parties confirmed their interest in developing comprehensive cooperation, he added.

“The strategic partnership between the parties reflects the desire of Tbilisi and Beijing to strengthen their relations based on the principles of mutual benefit, respect for sovereignty and sustainable development,” the Georgian expert believes.

    E. Mamedov also stated that Georgia, as a key link in the Middle Corridor and a country with ties to the European Union, plays an important role in China’s Belt and Road Initiative. According to him, in the context of a complex international and regional situation, the development of strategic partnership between Georgia and China is of particular importance, opening up new opportunities for long-term and stable cooperation.

According to the Georgian expert, being a reliable and predictable partner, Georgia is actively participating in the development of this initiative, strengthening its role as a transit hub connecting the East and the West.

    E. Mamedov noted that within the framework of the deepening strategic partnership, Tbilisi attaches particular importance to expanding business ties with China, increasing the volume of cargo transportation and promoting tourism exchange between the two countries.

“The development of transport infrastructure, the modernization of ports and railways, as well as active participation in multilateral logistics and investment projects open up new opportunities for Georgia as a bridge between China and the European market,” he concluded. –0–

Source: People’s Republic of China – State Council News

SHENZHEN, May 22 (Xinhua) — China’s first offshore carbon dioxide capture, utilization and storage (CCUS) project was put into operation on Thursday in the Pearl River Estuary Basin in southern China, according to China National Offshore Oil Corp (CNOOC), the country’s largest offshore oil and gas producer.

The project, located on the Enping 15-1 platform, is designed to capture associated carbon dioxide generated during oil field development, then purify and inject it into a supercritical state. The treated carbon dioxide is then injected into underground oil reservoirs. Such technologies can increase oil production and capture carbon at the same time. This innovative approach has created a new model for the utilization of marine energy.

The Enping 15-1 platform is currently Asia’s largest offshore oil production platform, located approximately 200 km southwest of Shenzhen and operating at depths of approximately 90 m. Peak oil production from the group of fields operating in the area exceeds 7,500 tons per day.

CCUS is a new technology for low-carbon, highly efficient development of fossil fuels. There are currently 65 commercial CCUS projects operating worldwide. Most are onshore, with only a small number operating offshore. -0-
