U.S. President Donald Trump said Tuesday that the United States has reached a trade deal with Japan, which will impose a 15 percent tariff on Japanese goods.

Japan will invest 550 billion U.S. dollars into the United States, which will receive 90 percent of the profits, said Trump, adding that the deal will create hundreds of thousands of jobs.

“Japan will open their Country to Trade including Cars and Trucks, Rice and certain other Agricultural Products, and other things. Japan will pay Reciprocal Tariffs to the United States of 15 percent,” said Trump in a post on social media.

In a recent letter to Japanese Prime Minister Shigeru Ishiba, Trump threatened to raise the so-called reciprocal tariff on Japan to 25 percent starting Aug. 1, higher than the 24 percent tariff announced on April 2.

As one of the major U.S. trading partners, Japan has been tough in bilateral trade talks.

The United States saw 68.5 billion dollars of trade deficit in goods with Japan in 2024, with imports from Japan totalling 148.2 billion dollars and exports to Japan at 79.7 billion dollars, according to the Office of the U.S. Trade Representative.

Trump also announced a trade deal with the Philippines after meeting Philippine President Ferdinand Marcos Jr. earlier Tuesday.

Still, the White House hasn’t released details on U.S. trade deals with the Philippines and Japan.

On Tuesday, the White House unveiled more details about the U.S. trade deal with Indonesia, which was announced on July 15.

Indonesia will eliminate approximately 99 percent of tariff barriers for a full range of U.S. industrial, food and agricultural products exported to Indonesia, while the United States will impose a 19 percent tariff on products imported from Indonesia, said a release by the White House.

Indonesia will remove restrictions on exports to the United States of industrial commodities, including critical minerals, it said.

Trump has signed an executive order earlier this month to extend the 90-day suspension of sweeping U.S. reciprocal tariffs from July 9 to Aug. 1, with trade negotiations ongoing with the European Union and other major trading partners.

MIL-OSI China: Russian navy conducts large-scale July Storm drills

The Russian Navy has launched the large-scale operational exercise July Storm, involving forces from the Northern, Pacific, Baltic Fleets and the Caspian Flotilla, Russia’s Ministry of Defense announced Wednesday.

Guided by Navy Commander-in-Chief Admiral Alexander Moiseyev, the drills will run from July 23 to 27 across several maritime regions, including waters of the Pacific Ocean, Arctic Ocean, Baltic Sea and Caspian Sea.

According to the ministry, more than 150 warships and support vessels, 120 aircraft, 10 coastal defense missile systems, around 950 units of military and specialized equipment, and over 15,000 personnel are participating in the exercise.

The exercise is intended to test the readiness of naval groupings to respond to non-standard operational scenarios as well as the integrated use of long-range precision weapons, unmanned systems and other advanced military technologies, according to the ministry.

The agenda includes crew deployment to designated combat zones, anti-submarine operations, and the defense of naval bases and key maritime economic zones.

Bayanda Walaza sprinted to the men’s 100m title to give South Africa its third gold medal at the Rhine-Ruhr World University Games, while Team USA continued to dominate the swimming pool with four more golds on Tuesday night.

The Paris 2024 Olympian and world junior champion crossed the line in 10.16 seconds, edging Thailand’s Puripol Boonson (10.22), the same rival he beat at last year’s under-20 global competition in Peru. Asian champion Hiroki Yanagita finished third, just 0.01 seconds behind Boonson.

“I feel glorified. I believe in winning. As soon as I was on that [start] line, I was looking at that finish line. My mind was there. I need to cross it before everyone,” said Walaza, who, at just 18, ran the leadoff leg in the men’s 4x100m relay final to help South Africa claim silver at Paris 2024.

Walaza became just the ninth South African to break the 10-second barrier in the 100m when he clocked 9.94 in Zagreb in May. Weeks earlier, he set a national junior record of 20.08 in the 200m.

Australia’s Georgia Harris won the women’s 100m in 11.44, ahead of Poland’s Magdalena Stefanowicz (11.49) and South Africa’s Gabriella Marais (11.51).

Germany claimed a one-two finish in the men’s discus, with Mika Sosna winning gold with a throw of 64.26 meters and Steven Richter taking silver at 61.77. Ukraine’s Mykhailo Brudin posted a season-best 60.71 to earn bronze.

The women’s long jump podium was separated by just three centimeters. Portugal’s Agate Sousa leaped 6.60 meters, two centimeters ahead of China’s Asian Games champion Xiong Shiqi, who finished one centimeter ahead of Spain’s Natalia Gonzalez.

“It’s a pity to miss the top place by just two centimeters,” said Xiong, who earned China’s first athletics medal at the Games. “But the result is compatible with my capability and my expectation. Leah Shackley broke her own day-old meet record to win the women’s 50m backstroke in 27.31 seconds, trimming 0.3 off her semifinal time of 27.66.

In the women’s 200m individual medley, another American, Leah Hayes, won gold in 2:09.48, improving on her Games record from the semifinal.

Competing as a neutral athlete, Aleksandr Stepanov won his second freestyle distance title of the meet with victory in the men’s 800m in 7:46.51, finishing nearly four seconds ahead of Italy’s Tommaso Griffante.

Italy’s Gianmarco Sansone claimed gold in the men’s 100m butterfly with a personal-best 51.40. Germany’s Bjorn Kammann finished second in 51.70, followed by Uzbekistan’s Eldorbek Usmonov (51.84).

Federico Rizzardi earned Italy’s second gold of the session, winning the men’s 50m breaststroke in 27.14, nearly 0.2 seconds ahead of the field.

In diving, China’s Zhang Wenao won gold in the men’s 1m springboard with 425.85 points, followed by teammate Hu Yukang (368.75). Germany’s Tim Axur took bronze with 354.80.

South Korea claimed its fifth fencing gold by edging France 45-43 in the women’s sabre team event. Italy secured its third fencing title with a commanding 45-20 win over Poland in the men’s foil team final.

The top three on the medal table remained unchanged after the sixth day of competition. The U.S. leads with 21 golds (20 in swimming), 12 silvers and 20 bronzes, followed by China (12-17-4) and South Korea (11-5-13). Host Germany sits fourth with seven golds, six silvers and eight bronzes.

MIL-Evening Report: View from The Hill: Nationals’ mavericks ensure the Coalition is the issue in parliament’s first week

For almost as long anyone can remember, the Nationals have caused the Coalition grief on climate and energy policy. Still, for Barnaby Joyce to bring on a fresh load of trouble – with a private member’s bill to scrap Australia’s commitment to net zero emissions by 2050 – in Sussan Ley’s first parliamentary week as opposition leader was beyond provocative.

And for Michael McCormack to support him reinforced the impression the Nationals don’t give a fig about the wider interests of a Coalition confronting very dark days.

The bill will go nowhere but the issue will tear at the opposition.

Both Joyce and McCormack are former leaders, and they are former rivals. In 2021 Joyce overthrew McCormack as leader. McCormack used to be a supporter of net zero. Joyce, a deputy prime minister, did a deal with then prime minister Scott Morrison for the Nationals to back net zero before Morrison went to the Glasgow COP conference in 2021. The Nationals are their own game of snakes and ladders.

Now Joyce says he never supported the net zero target – which is sort of correct, because his own position during that deal (involving the trade off of promised huge infrastructure spending) was near impossible to fathom.

On why stir the issue in the first parliamentary week, Joyce says, “Now is the time, when the agenda has not been set”.

McCormack says he supported net zero in 2021 because Australia was suffering the trade restrictions imposed by China and needed to expand its exports to Europe, where many countries required the commitment. The farmers in his Riverina electorate wanted him to support it, he says.

Despite disclaimers, this undermines the authority of Nationals leader David Littleproud, already weakened by the events around the temporary split in the Coalition after the election. The Nationals obtained their several policy demands (that didn’t relate to net zero) but Littleproud came in for a good deal of criticism.

The Nationals are split over net zero, but it is looking increasingly difficult for those who want to preserve the commitment to hold the line. Joyce says he hopes the numbers are there in the party room to ditch it, and he suspects they are but “I don’t know”. McCormack believes the numbers are there.

While Littleproud says he is waiting for the party’s own review, under net zero opponent senator Matt Canavan, he suggested the net zero commitment was “trying to achieve the impossible rather than doing what’s sensible”.

The Liberals are divided too, but those wanting to end the commitment are in a minority. Former frontbencher Jane Hume spoke out on Wednesday, stressing how important the commitment was. “Over and over, the electorate has told us that they want to see a net zero energy future,” she told Sky. “My personal opinion is that this is profoundly important for not just the electorate, but also for our country.”

But if the Nationals repudiated the net zero target, that would embolden the Liberal critics and probably add to their number. It would drive a wedge into the Coalition, and might be serious enough to split it.

The Ley critics within the Liberals won’t be shedding any tears over the damage, now and later, that this issue will do her. Neither will Littleproud – it’s well known the two are not close.

Ley herself can only say the opposition has a working group looking at energy and emissions reduction policy. But she knows this is simply a holding position. It’s impossible to think that the working group, headed by energy spokesman Dan Tehan, can come up with any policy position that unites two diametrically opposed positions.

Tehan said of Joyce and McCormack, “They’re two steers fighting in the neighbour’s paddock”. The flaw with this dismissal is that the steers are actually part of the broad Coalition herd.

In the first question time of the new parliament, the opposition wasn’t able to score any hits on the government. The prime minister and other ministers were able to shrug off questions about Labor’s proposed tax on unrealised capital gains on big superannuation balances, and other issues. Energy Minister Chris Bowen had been handed ammunition to deploy against the opposition.

The overwhelming message of the day was that the opposition had made itself the issue. From the Coalition’s point of view, the problem is this damaging conversation will go on a long time.

China is spearheading job creation through the introduction of new occupations, providing diverse career paths and high-quality employment opportunities.

The move, led by the Ministry of Human Resources and Social Security, will align talent development with emerging fields and bridge skill gaps, an official said on Tuesday.

According to data released by the ministry on the same day, China added 6.95 million new urban jobs nationwide in the first half of the year, achieving 58 percent of this year’s target and maintaining a year-on-year urban unemployment rate of 5 percent in June.

Various policies including introducing new occupations have been implemented to support job stability, the ministry said, adding that from August last year to date, it has launched 17 new occupations and 42 new job types.

Wang Xiaojun, deputy head of the ministry’s department of vocational capacity building, said at a news conference in Beijing that the creation of new occupations generates a greater number of high-quality employment opportunities. “It provides workers with broader and more diverse career development paths,” she said.

The rapid growth of emerging technologies, such as artificial intelligence and big data, is creating numerous new digital professions, Wang said, citing AI-generated animation producers and unmanned aerial vehicle swarm flight planners as examples of roles emerging in response to the evolving job market.

By the end of 2024, there were about 1.62 million registered UAV owners in China, which was double the number compared with the previous year, she noted.

Wang also highlighted the rise of new professions catering to evolving consumer needs, such as indoor environmental specialists, sleep health managers and customized travel photography planners.

“The ministry plans to establish standards, enhance training and align talent development with market demands to bridge talent gaps in emerging fields,” she said.

Li Chang’an, a professor at the University of International Business and Economics’ Academy of China Open Economy Studies, said the release of a new catalog each year serves, regulates and manages emerging roles.

“The emergence of numerous new roles is followed by training activities. The primary goals of releasing new occupations are standardization and training, which enable individuals to hold qualification certificates for the new positions,” he said.

New occupations play a crucial role in guiding employment, Li said. “Individuals, especially young people, are made aware of diverse job opportunities, prompting them to engage in career guidance tailored to evolving occupational categories,” he added.

The Chinese government will conduct subsidized training for 10 million candidates annually over the next three years as yet another tool to enhance employment.

Furthermore, the government will add positions in key sectors in the digital, green, silver and nighttime economies.

BEIJING, July 23 (Xinhua) — The 15th China-Northeast Asia Expo will be held in Changchun, northeast China’s Jilin Province, from August 27 to 31, 2025, the Ministry of Commerce of the People’s Republic of China announced at a press conference on Tuesday.

As it became known, four main thematic pavilions will be opened at the EXPO this year, including the pavilion of modern industry, the pavilion of open cooperation, the pavilion of new types of consumption and new services, the pavilion of international goods and goods from Hong Kong, Macao and Taiwan.

The EXPO will also host business-to-business events, such as a roundtable on local cooperation in Northeast Asia, Russian Business Day, etc.

To date, more than 8,000 businessmen from 42 countries and regions of the world, as well as 27 provinces, autonomous regions and municipalities directly under the central government of China have confirmed their participation in the Expo, said Yang Andi, vice-chairman of the people’s government of Jilin Province.

TOKYO, July 23 (Xinhua) — Japanese Prime Minister Shigeru Ishiba has told close aides he intends to step down by August after the Liberal Democratic Party (LDP) conducts an internal review of its defeat in the recent House of Councillors election, the Mainichi newspaper reported Wednesday.

Ishiba is expected to meet with senior LDP officials later on Wednesday to discuss his political future.

Although Mr Ishiba initially announced his decision to remain in office despite the election setback, calls for his resignation have intensified within the party. However, the timing of his departure remains uncertain, the report said.

US President Donald Trump announced on social media that the US and Japan have reached a trade deal that includes 15 percent tariffs on American imports from the country.

Moscow, July 23 (Xinhua) — From July 23 to 27, under the general leadership of the Commander-in-Chief of the Russian Navy, Admiral Alexander Moiseyev, the naval operational exercise “July Storm” is being conducted in the waters of the Pacific and Arctic Oceans, the Baltic and Caspian Seas, involving forces from the Northern, Pacific, Baltic fleets and the Caspian flotilla. This was reported on the website of the Russian Defense Ministry on Wednesday.

Students protest in Bangladesh after air force jet crash kills 31, mostly children

Police used tear gas to disperse angry students in Bangladesh on Tuesday who demanded answers from the interim government after an air force fighter jet crashed into a Dhaka school and killed 31 people, at least 25 of them children.

The children, many aged under 12, were about to return home from class on Monday when the Chinese-manufactured F-7 BGI Bangladesh Air Force jet ploughed into their school and burst into flames, trapping pupils in the fire and debris.

The military said it had suffered mechanical failure.

Students from the school and others from nearby colleges protested as two government officials visited the crash site, demanding an accurate death toll and shouting, “Why did our brothers die? We demand answers!”

Elsewhere in the capital, hundreds of protesting students, some of them waving sticks, broke through the main gate of the federal government secretariat, demanding the resignation of the education adviser, according to local TV footage.

Police baton charged them, fired tear gas and used sound grenades to disperse the crowd, leaving dozens injured, witnesses said. Dhaka Metropolitan Police Deputy Commissioner Talebur Rahman said they had to use tear gas to disperse the protesters. He said he did not have information on the number of injured.

Rescue workers continued to scour the charred buildings for debris on Tuesday as distressed residents of the area looked on. Some parents were inconsolable.

Abul Hossain broke down as he spoke about his nine-year-old daughter, Nusrat Jahan Anika, killed in the crash. “I took her to school yesterday morning like every day. I had no idea it would be the last time I would be seeing her,” he said.

She was buried on Monday night.

Rubina Akter said her son Raiyan Toufiq had a miraculous escape after his shirt caught fire when he was on a staircase.

“He sprinted to the ground floor and jumped on the grass to douse it,” she said. “He tore his shirt and vest inside, which saved him from severe burns.”

The jet had taken off from a nearby air base on a routine training mission, the military said. After experiencing mechanical failure the pilot tried to divert the aircraft away from populated areas, but it crashed into the campus. The pilot was among those killed.

On Tuesday, the military said in a statement that 31 people had died and 165 had been admitted to hospitals in the city. The health ministry said 68 remained in hospital and the condition of 10 of them was critical.

STUDENT DEMANDS

The government announced a day of mourning, with flags at half-mast and special prayers at all places of worship.

Pope Leo said he was deeply saddened to learn of the loss of life in the crash and prayed that families and friends may be consoled in their grief, and for the healing and comfort of the injured, according to a Vatican statement.

The protesting students called for those killed and injured to be named, the decommissioning of what they said were old and risky jets, and a change in air force training procedures.

A statement from the press office of Muhammad Yunus, the country’s interim administrator, said that the government, the military, school and hospital authorities were working together to publish a list of victims.

It also said the air force will be told not to operate training aircraft in populated areas.

The F-7  BGI is the final and most advanced variant in China’s Chengdu J-7/F-7 aircraft family, according to Jane’s Information Group. Bangladesh signed a contract for 16 aircraft in 2011 and deliveries were completed by 2013.

The Chengdu F-7 is the licence-built version of the Soviet era MiG-21.

The incident comes as neighbour India is still grappling with the world’s worst aviation disaster in a decade after an Air India plane crashed into a medical college hostel in Ahmedabad last month, killing 241 of the 242 people on board and 19 on the ground.

Bangladesh has faced months of political uncertainty after then Prime Minister Sheikh Hasina was forced to flee the country last August following weeks of deadly student protests.

The interim government of Nobel laureate Yunus has promised to hold elections next year amid mounting demands from political parties to advance them.

China is ready to work with all parties to strive for solid progress in pursuing high-quality Belt and Road cooperation for common development and a win-win future, Chinese foreign ministry spokesperson Guo Jiakun said on Tuesday.

Guo made the remarks at the daily press briefing when asked to comment on a recent report regarding the Belt and Road Initiative (BRI). The report said that the project value under the BRI in the first six months of this year is greater than the total for the whole of 2024, hitting a record high. Some media and scholars say that China’s increased engagement with countries under the BRI contrasts starkly with the approach of the United States, which is imposing bruising tariffs on trading partners around the world. BRI countries saw “an opportunity to deepen ties with China.”

Guo said Belt and Road cooperation has now entered a new stage of high-quality development, adding that from Eurasia to Africa and Latin America, and from physical connectivity to institutional connectivity and people-to-people connectivity, the fruits of cooperation have benefited the people from over 150 countries.

Guo listed representative projects of the BRI: the Jakarta-Bandung high speed railway has served more than 10 million passengers; China-Europe Railway Express has provided over 110 thousand freight train services; the first ever two-way voyage between Chancay and Shanghai through the new land-sea corridor between China and Latin America has been completed; the installed capacity of photovoltaic power plants jointly built by China and Africa totaled over 1.5 gigawatts; “Small and beautiful” projects like the Luban Workshops and the juncao technology have led households to a road to prosperity.

Guo noted that after the development of more than a decade, and built on the advancements in connectivity, Belt and Road cooperation expands to a platform for trade and industrial cooperation, assisting more countries to integrate into the international industrial chain and safeguarding the stability and resilience of global supply chain.

In Belt and Road cooperation, China follows the principles of “planning together, building together, and benefiting together,” the philosophy of open, green and clean cooperation, and the goal of pursuing high-standard, people-centered and sustainable cooperation, and is committed to promoting the modernization of all the countries, he added.

Zhao Leji, China’s top legislator, and Wang Huning, China’s top political advisor, each met with Richard Ravalomanana, president of the Senate of Madagascar, in Beijing on Tuesday.

Zhao, chairman of the National People’s Congress Standing Committee, said that China is willing to work with Madagascar to implement the important consensus reached between their two heads of state and the outcomes of the Beijing Summit of the Forum on China-Africa Cooperation, and to promote further achievements in friendly cooperation between the two countries, contributing to the construction of an all-weather China-Africa community with a shared future for the new era.

There was a time when New Zealanders stood up for what was morally right. There are memorials around our country for those who died fighting fascism, we wrote parts of the UN Charter of Human Rights, we took an anti-nuclear stance in 1984, and three years prior to that, many of us stood against apartheid in South Africa by boycotting South African products and actively protesting against the 1981 Springbok Rugby Tour.

To call out the Israeli government for genocide and ethnic cleansing in Gaza is not to be antisemitic. Nor is it to be pro- Hamas. It is to simply to be pro-human.

While acknowledging the peace and humanitarian initiatives on the Foreign Affairs website, I note there is no calling out of the genocide and ethnic cleansing that cannot be denied is happening in Gaza.

The Israeli government is systematically demolishing whole towns and cities — including churches, mosques, even removing trees and vegetation — to deprive the Palestinian people the opportunity to return to their homeland; and there have been constant blocks to humanitarian aid as part of a policy forced starvation.

There is no doubt crimes against international law have been committed, which is why the International Criminal Court (ICC) in The Hague has issued warrants for the arrest of Israeli Prime Minister Benjamin Netanyahu and Yoav Gallant, his former defence minister, for alleged crimes against humanity.

So, my question to you is: why are you not pictured standing in this photograph (below) alongside the representatives from 33 nations at the July 16 2025 Gaza emergency conference in Bogotá?

The nations that took part in the Gaza emergency summit in were:

Norway, Portugal, Slovenia, Spain, Turkey, Colombia, South Africa, Bolivia, Cuba, Honduras, Malaysia, Namibia, Algeria, Bangladesh, Botswana, Brazil, Chile, China, Djibouti, Indonesia, Iraq, Ireland, Lebanon, Libya, Mexico, Nicaragua, Oman, Pakistan, Palestine, Qatar, Saint Vincent and the Grenadines, Uruguay and Venezuela.

Remaining countries, which could still include New Zealand, have a deadline of September 20, to coincide with the 80th UN General Assembly, for additional states to join them.

The 6 agreed measures are:
Prevent the provision or transfer of arms, munitions, military fuel, related military equipment, and dual-use items to Israel.

Prevent the transit, docking, and servicing of vessels at any port
in all cases where there is a clear risk of the vessel being used to carry arms, munitions, military fuel, related military equipment, and dual-use items to Israel

Prevent the carriage of arms, munitions, military fuel, related military equipment, and dual-use items to Israel on vessels bearing our flag . . . and ensure full accountability, including de-flagging, for non-compliance with this prohibition.

Commence an urgent review of all public contracts, to prevent public institutions and funds from supporting Israel’s illegal occupation of the Palestinian Territory and entrenching its unlawful presence.

Comply with obligations to ensure accountability for the most serious crimes under international law, through robust, impartial and independent investigations and prosecutions at national or international levels, to ensure justice for all victims and the prevention of future crimes.

Support universal jurisdiction mandates, as and where applicable in national legal frameworks and judiciaries, to ensure justice for victims of international crimes committed in the Occupied Palestinian Territory.

In addition, are you prepared to specifically support the enforcement of the International Criminal Court arrest warrants issued last year for Israeli Prime Minister Benjamin Netanyahu and Yoav Gallant, his former defence minister, for alleged crimes against humanity and war crimes in Gaza including murder and forced starvation, in a war that has left more than 211,000 Palestinians, including many children, dead, maimed, or missing since October 2023, according to the Gaza Health Ministry? (That’s a figure that is approximately the entire population of Hamiton and Rotorua).

What then is the NZ government’s policy? Are we going to support International Law and call out the Israeli government’s acts of genocide in Gaza, or not?

BRUSSELS, July 23 (Xinhua) — Senior European Union officials on Tuesday strongly condemned the killing of civilians in lines for humanitarian aid in the Gaza Strip, warning Israel to uphold its commitments on aid access and comply with international law.

“The killing of civilians waiting for humanitarian aid in Gaza is unforgivable,” EU High Representative for Foreign Affairs and Security Policy Kaja Kallas wrote on social media X. She said she had spoken to Israeli Foreign Minister Gideon Saar to remind him of how the EU understands aid and to demand that the Israeli military stop killing people at distribution points.

“We do not rule out any options if Israel does not fulfill its obligations,” she added.

European Commission President Ursula von der Leyen shared those concerns, calling the situation in Gaza “unbearable” and stressing that civilians must never be targeted.

“The EU reiterates its call for the free, safe and rapid flow of humanitarian aid, with full respect for international and humanitarian law,” she wrote on the social network X. “The civilian population of Gaza has suffered too much and for too long. This must stop now. Israel must live up to its obligations,” added U. von der Leyen.

The comments come amid a series of deadly incidents in the Gaza Strip. Health authorities in the enclave said Israeli forces opened fire on civilians waiting for aid distribution on Sunday, killing at least 85 people. Six more were killed in a separate incident in Rafah. –0–

UNITED NATIONS, July 22 (Xinhua) — The United Nations Security Council on Tuesday unanimously adopted Resolution 2788, aimed at strengthening mechanisms for the peaceful settlement of international disputes.

The document urges all UN Member States to make effective use of the mechanisms listed in Article 33 of the UN Charter, including negotiation, inquiry, mediation, conciliation, arbitration, judicial settlement, resort to regional organizations or arrangements and other peaceful means at their discretion.

It is noted that the UN Security Council is ready to use the mechanism provided for in Article 34 of the UN Charter, which gives it the authority to investigate any dispute or any situation that could lead to international friction in order to determine whether the continuation of the dispute could threaten international peace and security.

Resolution 2788 reaffirms the role of the UN Security Council in recommending appropriate procedures or methods of settlement for the peaceful settlement of disputes and calls upon Member States to take the necessary measures to effectively implement UN Security Council instruments on the peaceful settlement of disputes.

The UN Secretary-General is called upon to ensure the organization’s ability to lead and support mediation and preventive diplomacy efforts, the resolution says. It also calls on the Secretary-General to continue to provide his good offices and on Member States to support and cooperate with the UN chief in this regard.

The Security Council urged regional and subregional organizations to intensify efforts to peacefully resolve disputes in accordance with the UN Charter and relevant Security Council resolutions, and member states to support the role of regional and subregional organizations in this regard. The document calls for strengthening cooperation between the aforementioned organizations and the UN.

Within a year, the UN Secretary-General must present concrete recommendations for further strengthening mechanisms for the peaceful settlement of disputes, the resolution says. –0–

MEXICO CITY, July 23 (Xinhua) — Mexico is seeking the immediate repatriation of 14 of its citizens held in the U.S. immigration detention center known as the “Alcatraz of the Alligators,” Mexican President Claudia Sheinbaum said at a daily press conference on Tuesday.

“At the moment, 14 Mexicans have been detained, and everything possible is being done to ensure their immediate repatriation,” she noted.

According to the president, the “Alligator Alcatraz,” located in the Everglades region of the American state of Florida, has now become one of the main topics of news.

Diplomats sent notes “so that all Mexicans are immediately deported and do not have to stay in this center,” she added.

VLADIVOSTOK, July 23 (Xinhua) — A ceremony to mark the launch of a Chinese-Russian scientific expedition to the Bering Sea and the northwestern Pacific Ocean was held here on Tuesday.

An expedition on the research vessel /NIS/ “Akademik M.A. Lavrentyev” departs from Vladivostok on Wednesday. Scientists from the V.I. Ilychev Pacific Oceanological Institute of the Far Eastern Branch of the Russian Academy of Sciences /POI FEB RAS/ and the First Institute of Oceanography of the Ministry of Natural Resources of the People’s Republic of China /PIO MNR/ will conduct research in the Bering Sea and the northwestern part of the Pacific Ocean for 45 days.

Acting Consul General of the People’s Republic of China in Vladivostok Wang Jun delivered a speech at the ceremony. According to him, the joint scientific expedition will focus on paleoceanography, paleoclimatology and ecosystem studies. The results will help humanity better understand the patterns of climate evolution in the Arctic Ocean and the North Pacific Ocean, and provide a key scientific basis for predicting future environmental changes. He noted that against the backdrop of deepening economic globalization and regional integration, the resumption of Sino-Russian scientific expeditions demonstrates the shared responsibility of the two countries in addressing global climate change and exploring cutting-edge marine science.

Director of the Pacific Oceanological Institute of the Far Eastern Branch of the Russian Academy of Sciences Denis Makarov emphasized that this voyage of the research vessel Akademik M. A. Lavrentyev will be the first after more than three years of modernization of the vessel. This is also the first expedition of the Pacific Oceanological Institute of the Far Eastern Branch of the Russian Academy of Sciences and the PIO MNR after the forced break caused by the COVID-19 pandemic, which is important for increasing cooperation between the two parties.

The general management of the expedition is carried out by Alexander Anatolyevich Bosin, leading researcher of the laboratory of paleoceanology and paleoclimatology of the Pacific Oceanological Institute of the Far Eastern Branch of the Russian Academy of Sciences. The co-leader from the Chinese side is Zou Jianjun, leading researcher of the laboratory of marine geology and geophysics of the PIO MPR. The expedition includes 25 scientists, including five from China.

The expedition will collect samples of bottom sediments, volcanic ash, zoo- and phytoplankton in the Pacific Ocean and the Bering Sea. UK sanctions notorious people-smuggling gangs and their enablers in global crackdown

Gang ring leaders, key intermediaries and suppliers of people-smuggling equipment have today [July 23] been hit with the first ever sanctions targeting irregular migration by the UK.
UK sanctions 25 targets at the heart of people-smuggling networks that drive irregular migration to the UK.

Sanctions come on day 1 of the UK’s world-first dedicated sanctions regime targeting irregular migration and organised immigration crime.

Action marks latest step in government’s campaign to secure Britain’s borders and reduce irregular migration, delivering on the Plan for Change.

Gang ring leaders, key intermediaries and suppliers of people-smuggling equipment have today [July 23] been hit with the first ever sanctions targeting irregular migration by the UK.

Today’s sanctions target individuals and entities involved in people-smuggling and driving irregular migration to the UK, from a small boat supplier in Asia, to informal Hawala money movers in the Middle East, to gang leaders based in the Balkans and North Africa.

They cover a range of different activities from supplying small boats explicitly for smuggling, to sourcing fake passports, middlemen facilitating illicit payments through Hawala, people-smuggling via lorries and small boats, and the gangland leaders themselves.

Sanctions can disrupt the flow of money and materials – including freezing property, bank accounts and other assets – which allow organised criminal gangs to operate this vile trade.

The plans are a key example of the FCDO using innovative foreign policy approaches to deliver on the government’s Plan for Change. The regime will be the world’s first dedicated to targeting people-smuggling and organised immigration crime, with the exploitation of vulnerable people by criminals and their associated networks being one of the key drivers of irregular migration to the UK.

Foreign Secretary David Lammy said:

This is a landmark moment in the government’s work to tackle organised immigration crime, reduce irregular migration to the UK and deliver on the Plan for Change.

From Europe to Asia we are taking the fight to the people-smugglers who enable irregular migration, targeting them wherever they are in the world and making them pay for their actions. 

My message to the gangs who callously risk vulnerable lives for profit is this: we know who you are, and we will work with our partners around the world to hold you to account.

Among those sanctioned today is Bledar Lala, an Albanian who is in control of the ‘Belgium operations’ of an organised criminal group which smuggles migrants from Belgium across the English Channel to the United Kingdom.

Sanctions have also been brought against a company in China which has advertised their small boats on an online marketplace explicitly for the purpose of people-smuggling. The boats advertised are of the type used by criminal gangs in which migrants are packed, before being sent across the Channel at huge risk.

The UK is also sanctioning Alen Basil, a former police translator who went on to lead a large smuggling network in Serbia, terrorising refugees, with the aid of corrupt policemen. Basil was subsequently found to be living in a house in Serbia worth more than one million euros, bought with money extorted from countless desperate migrants.

Also sanctioned is Mohammed Tetwani, the self-styled “King of Horgos”, who brutally oversaw a migrant camp in Horgos, Serbia and led the Tetwani people-smuggling gang. Tetwani and his followers are known for their violent treatment of refugees who decline their services or cannot pay for them.

Today’s package also includes individuals like Muhammed Khadir Pirot, a hawala banker involved in informal money transfer networks, which people-smugglers use as a way of taking payment from migrants.

All of those sanctioned today are publicly named and barred from engaging with the UK financial system, helping to further undermine their operations.

NCA Director General Graeme Biggar said:

The NCA is determined to use every tool at our disposal to target, disrupt and dismantle the criminal networks involved in people-smuggling, preventing harm to those they exploit for profit and protecting the UK’s border security.

These new sanctions powers will complement that NCA activity. We have worked with the FCDO and partners to progress the designation of these sanctioned persons.

They will give the UK a new way of pursuing, undermining and frustrating the operational capability of a wide range of organised immigration crime networks, including those who facilitate or enable offending.

Today’s designations are the first made under the UK’s new Global Irregular Migration Sanctions Regime. The regime is a world first and empowers the FCDO to impose sanctions not only on individuals and entities involved in people-smuggling to the UK, but also any financiers and companies found to be enabling their activities.

The FCDO has worked closely with the National Crime Agency and other partners to develop its cases and ensure they complement law enforcement activity.

Today’s announcement is part of the FCDO’s three-pronged ‘disrupt, deter, return’ strategy to tackle irregular migration globally. In addition to disrupting organised immigration crime networks through sanctions, the FCDO works with source and transit countries to deter would-be migrants from making a dangerous journey in the first place and works with the Home Office to negotiate the return of people who have no right to be here to their countries of origin, including criminals and failed asylum seekers. Since the election, over 35,000 people have been returned, up 13% on the same period in the year before.

Iraqi-linked people-smuggling

Goran Assad Jalal, formed part of an organised crime group which stowed migrants in refrigerated lorries which crossed the English Channel from France to the United Kingdom on at least ten occasions between January and March 2019.

Hemin Ali Salih, helped smuggle migrants into the UK in the backs of lorries.

Dedawan Dazey, a people-smuggler who runs safe houses for migrants in Northern France before they are smuggled to the United Kingdom.

Roman Ranyaye, an Iraqi people-smuggler responsible for the smuggling of migrants from Asia to Europe.

Azad Khoshnaw, for supplying inflatable boats, onboard motors and other maritime equipment for use in people-smuggling of migrants from France to the UK.

Nuzad Khoshnaw, for equipping gangs in Northern France with outboard motors, inflatable boats, and other maritime equipment for use in people-smuggling to the UK.

Nihad Mohsin Xoshnaw, for providing inflatable boats, outboard motors and other maritime equipment used by migrants to cross the English Channel from France.

Hawala Network

Muhammed Khadir Pirot, a hawala banker who controls payments from people being smuggled from the Kurdistan region of Iraq to Europe via Turkey.

Mariwan Jamal, controls money movements through a Hawala banker, which handles payments to people smugglers from migrants in Iraq.

Rafiq Shaqlaway, involved in hawala banking as an advisor to migrants looking to pay smugglers operating routes into Europe via Turkey.

North African gangs operating in the Balkans

Kazawi Gang, a people-smuggling network which controls people-smuggling routes from North Africa into the EU known to deal out harsh punishments to migrants who are unable to pay.

Tetwani Gang, known as one of the Balkan’s most violent people-smuggling gangs, members are reported to hold migrants for ransom and sexually abuse women unable to pay their fees.

Gangland bosses

Bledar Lala, leads a smuggling ring moving people from Belgium across the English Channel to the UK. 

Alen Basil, a former police translator who through violence and intimidation became boss of a large people-smuggling network.

Mohammed Tetwani, the head of the ‘Tetwani’ gang and self-styled “King” of Horgos in Serbia.

Yassine Al Maghribi Al-Kasaoui, the boss of the “Kazawi” gang.

Balkan gangs supplying fake passports

Kavač Gang, a Balkan organised crime organisation known to use fake passports to smuggle its gang members between the Balkans and Turkey.

Škaljari Gang, an organised crime organisation in Montenegro that smuggles criminals between the Balkans and Turkey.

Dalibor Ćurlik, procures fake passports and forged documents for use in the Kavač gang’s people-smuggling.

Almir Jahović, member of the Kavač gang, which is involved in supplying fake passports for smuggling gang members across borders

Marko Petrović, a member of the Kavač gang which sources false identification and passports for use in people-smuggling.

Nikola Vein helps the Škaljari Gang secure fake passports and travel documents for use in people smuggling.

Ratko Živković, a Škaljari Gang associate, which gathers fake passports for the purpose of smuggling gang members across borders.

Dejan Pavlović, a member or close associate of the Škaljari Gang, which supports the manufacture of false identities and passports.

Background to the Global Irregular Migration sanctions regime

Using the powers conferred by the Sanctions and Anti-Money Laundering Act (the Sanctions Act) the Government has laid secondary legislation before Parliament that introduces a new Global Irregular Migration sanctions regime. The Regulations will be debated by both Houses of Parliament when they return from the summer recess in line with the made affirmative procedure.

Asset freeze

An asset freeze prevents any UK citizen, or any business in the UK, from dealing with any funds or economic resources which are owned, held or controlled by the designated person. UK financial sanctions apply to all persons within the territory and territorial sea of the UK and to all UK persons, wherever they are in the world. It also prevents funds or economic resources being provided to or for the benefit of the designated person.

Travel ban

A travel ban means that the designated person must be refused leave to enter or to remain in the United Kingdom, providing the individual is an excluded person under section 8B of the Immigration Act 1971.

Director disqualifications

Where director disqualification sanctions apply, it will be an offence for a person designated for the purpose of those sanctions to act as a director of a company or to take part in the management, formation or promotion of a UK company.

BEIJING, July 23 — China’s Hainan Free Trade Port will officially launch island-wide independent customs operation on Dec. 18, 2025, as approved by the Communist Party of China (CPC) Central Committee, an official with the country’s top economic planner announced Wednesday.

The launch on this symbolic date, which marks the anniversary of the milestone Third Plenary Session of the 11th CPC Central Committee in 1978 that ushered in the reform and opening-up, underscores China’s unwavering commitment to high-standard opening-up, Wang Changlin, deputy head of the National Development and Reform Commission, said at a press conference.

Preparations on the policy front for the island-wide independent customs operation are already in place, said Feng Fei, secretary of the CPC Hainan provincial committee at the press conference.

MIL-OSI China: More imported products to enjoy zero-tariff policy in Hainan Free Trade Port

BEIJING, July 23 — The proportion of tariff lines with zero-tariff products in Hainan Free Trade Port will increase from 21 percent to 74 percent, according to a press conference held on Wednesday.

Wang Changlin, deputy head of the National Development and Reform Commission, announced that the free trade port will launch island-wide independent customs operation on Dec. 18, 2025.

Vice Minister of Finance Liao Min noted that duty-free items in Hainan will increase from about 1,900 to around 6,600, marking a significant boost in openness.

Imported products that undergo at least 30 percent value-added processing in Hainan can enter the mainland tariff-free. Certain goods currently banned or restricted nationwide will enjoy open policies in Hainan.

“We will take a targeted regulatory approach of low-intervention and high-efficiency for zero-tariff and relaxed management goods, ensuring smooth implementation of the opening-up policies,” Wang said.
