  • MIL-OSI China: US exits UNESCO again, agency calls move ‘regrettable’ but ‘expected’

    The United States announced Tuesday its decision to pull out of the United Nations Educational, Scientific and Cultural Organization two years after rejoining.

    According to a statement by the U.S. State Department, the withdrawal was due to what Washington saw as the UN cultural agency’s policy to “advance divisive social and cultural causes” over the Israel-Palestine conflicts.

    “UNESCO’s decision to admit the ‘State of Palestine’ as a member state is highly problematic, contrary to U.S. policy, and contributed to the proliferation of anti-Israel rhetoric within the organization,” the statement said.

    The U.S. exit will take effect at the end of December 2026.

    Meanwhile, UNESCO said Tuesday the U.S. exit was regrettable but came as no surprise.

    “However regrettable, this announcement was expected, and UNESCO has prepared for it,” UNESCO Director-General Audrey Azoulay said in a statement.

    This will be the third time that Washington has left UNESCO, and the second time during the administration under Donald Trump. Since his second term in office started early this year, the Trump administration had announced its withdrawal from the Paris Agreement on climate change, the World Health Organization, and the United Nations Human Rights Council.

    Washington has long had a contentious relationship with UNESCO, repeatedly withdrawing over political grievances. In 1984, the Ronald Reagan administration pulled the United States out of the agency, citing what it called the UN body’s ideological tilt toward the former Soviet Union against the West, and the United States stayed away till 2003.

    In November 2011, the Barack Obama administration cut off funding for the UN cultural agency, after its member countries defied a U.S. warning and approved a Palestinian bid for full membership in the body.

  • MIL-OSI China: UN Security Council adopts resolution on peaceful settlement of disputes

    The UN Security Council (UNSC) on Tuesday adopted a resolution to strengthen mechanisms for the peaceful settlement of international disputes.

    Resolution 2788, adopted unanimously by the 15-member council, urges all UN member states to utilize effectively the mechanisms as outlined in Article 33 of the UN Charter, including negotiation, inquiry, mediation, conciliation, arbitration, judicial settlement, resort to regional agencies or arrangements, or other peaceful means of their own choice.

    The resolution expresses the UNSC’s readiness to utilize the mechanism of investigation provided in Article 34 of the UN Charter, which gives it the power to investigate any dispute or any situation that might lead to international friction to determine whether the continuance of the dispute is likely to endanger the maintenance of international peace and security.

    Resolution 2788 reaffirms the UNSC’s role to recommend appropriate procedures or methods of adjustment for the peaceful settlement of disputes, and calls on member states to take necessary measures for the effective implementation of UNSC resolutions for the peaceful settlement of disputes.

    The settlement encourages the UN secretary-general to ensure that the United Nations can lead and support mediation and preventive diplomacy efforts, encourages the secretary-general to continue to use his good offices, and calls on member states to support and cooperate with the secretary-general in this regard.

    The decision urges regional and subregional organizations to enhance their efforts for the peaceful settlement of disputes, consistent with the UN Charter and relevant UNSC resolutions, and encourages member states to support the role of regional and subregional organizations in this regard. It calls for the strengthening of cooperation between these organizations and the United Nations.

    The resolution requests the secretary-general to provide, one year following its adoption, concrete recommendations for further strengthening the mechanisms for the peaceful settlement of disputes.

  • MIL-OSI China: Trump announces trade deal after meeting Philippine president

    U.S. President Donald Trump met his Philippine counterpart, Ferdinand Marcos Jr., on Tuesday at the White House over trade and bilateral relations.

    “We concluded our Trade Deal, whereby The Philippines is going OPEN MARKET with the United States, and ZERO Tariffs. The Philippines will pay a 19 percent Tariff,” said Trump in a post on Truth Social, his social media platform.

    In a recent letter to Marcos, Trump said the United States would raise tariffs on Philippine goods to 20 percent starting Aug. 1.

    The White House has not released more details about the trade deal with the Philippines.

    Marcos said their bilateral ties have “evolved into as important a relationship as is possible to have.”

  • MIL-OSI China: Chinese envoy calls for multilateralism for sake of international peace, security

    Fu Cong, China’s permanent representative to the United Nations, on Tuesday called on the international community to revitalize multilateralism to maintain international peace and security.

    He made the appeal at a UN Security Council open debate on multilateralism and the peaceful settlement of disputes.

    “Countries must respect each other’s national sovereignty and territorial integrity, take seriously each other’s legitimate security concerns, resolve differences through mutual understanding and accommodation, and move toward greater consensus through dialogue and engagement,” Fu said.

    The international community, particularly major countries, should build bridges for dialogue and cooperation rather than stoke or fuel the flames and instigate confrontation, he added.

    Fu said that the UN Charter is the unshakable bedrock of the international order, and that it is not an a la carte menu. The international community must reject the law of the jungle, where more powerful nations bully weaker ones, he said. “We must adhere to the principles of the UN Charter, including sovereign equality, non-interference in internal affairs, and peaceful settlement of disputes,” he added.

    The Security Council shoulders the primary responsibility for maintaining international peace and security. Council members should rise above self-interests, prioritize the common good, abandon geopolitical calculations, and seek unity and cooperation, said Fu.

    Security Council resolutions are legally binding and must be implemented in both letter and spirit, he said, adding that selective application and double standards must be rejected.

    Most countries of the Global South have suffered invasion, colonization and plunder, and thus deeply understand the value of peace, Fu said. They represent a stabilizing, constructive and progressive force amid the tectonic changes in the world, he said.

    Fu called for support for regional organizations like the African Union, the Association of Southeast Asian Nations, and the Arab League in deepening their partnerships with the UN and playing leading roles in resolving regional conflicts.

    China remains ready to work with the international community to uphold true multilateralism and build a community with a shared future for humanity, he said.

  • MIL-OSI China: Innovation, solid supply chain attracting FDI

    China will remain a vital innovation hub and manufacturing base for foreign corporations despite global economic uncertainty, said government officials and business leaders.

    They noted that foreign firms are maintaining deep engagement with the Chinese market, capitalizing on their technological expertise alongside China’s well-developed industrial and supply chains — a synergy that enhances operational efficiency, fosters innovation and strengthens supply chain resilience.

    Foreign-invested companies in China saw their export and import value grow by 2.4 percent year-on-year to 6.32 trillion yuan ($881.2 billion) in the first half, marking growth for the fifth consecutive quarter, statistics from the General Administration of Customs showed.

    The number of foreign-invested businesses in the country with actual import and export activities amounted to 75,000 in the first six months, the highest level for the same period since 2021, said the administration.

    China’s evolving industrial ecosystem — combining cost, quality and speed with advanced infrastructure — is transforming into a collaborative innovation hub where multinationals co-develop and expand alongside local partners, said Mohamed Kande, global chairman of PricewaterhouseCoopers International Ltd, a London-based global accounting company.

    Reflecting on this shift, Lyu Daliang, director of the GAC’s department of statistics and analysis, said that among the major manufacturing categories involved in foreign company exports, industries such as specialized equipment, electrical machinery and electronic devices all posted robust growth between January and June.

    One such company — Global Electric Appliance (Nantong) Co Ltd, a manufacturer of household appliances in Nantong, Jiangsu province and a subsidiary of a Singapore-based industrial group — reported a 31.9 percent year-on-year increase in exports, reaching 343 million yuan in the first half, said Nanjing Customs.

    Chen Jinxin, head of the company’s foreign trade unit, said the company has shipped its products, including vacuum and steam cleaners, to over 90 overseas markets, backed by China’s innovative solutions and a highly integrated supply chain that enables rapid product development and efficient global distribution.

    Apart from investing 3 billion yuan in its Hangzhou plant in Zhejiang province over the past decade, Italian chocolate and confectionery maker Ferrero Group said that the factory now supplies 53 percent of its products to the Chinese market, with the remaining 47 percent exported to more than 20 countries and regions across the Asia-Pacific, the Middle East and North America.

    Yang Lianjun, general manager of Ferrero’s Hangzhou plant, said the Chinese market offers significant opportunities, and the company may introduce additional premium product categories in the future, such as ice cream.

    To bolster its local research and development capabilities, Ferrero established a food innovation center within its Hangzhou facility last year. The center focuses on developing chocolate, confectionery and bakery products tailored to regional preferences and shortening time-to-market cycles.

    The Ministry of Commerce said foreign direct investment in China’s manufacturing sector reached 109.06 billion yuan in the first half, while high-tech industries attracted 127.87 billion yuan. FDI inflows from Switzerland, Japan, the United Kingdom and Germany rose by 68.6 percent, 59.1 percent, 37.6 percent and 6.3 percent, respectively.

    Amid a turbulent and uncertain global trade landscape, the stability of China’s policy environment and the long-term orientation of its planning have grown increasingly valuable, said Li Xingqian, vice-chairman of the China Council for the Promotion of International Trade.

    Neutrik Technology (Ningbo) Co Ltd, a Ningbo, Zhejiang province-based manufacturer of electronic connectors and a subsidiary of the European company Neutrik AG, reported a 19 percent year-on-year rise in first-half sales to 68.45 million yuan, covering both domestic sales and exports, said Ningbo Customs.

    Dong Lanju, the company’s president, said that China’s well-integrated industrial ecosystem and pro-business environment will continue to empower foreign manufacturers to expand production, boost operational efficiency and better capture opportunities in global markets.

    A Chinese tech startup on Tuesday delivered a tonne-class electric vertical takeoff and landing (eVTOL) aircraft, marking a breakthrough in the application of large eVTOLs.

    Developed by the Shanghai-based company AutoFlight, the V2000CG CarryAll boasts a maximum takeoff weight of 2 tonnes.

    Following the acquisition of the type certificate and production certificate last year, along with the airworthiness certificate acquired on Monday, the unmanned aircraft will be operated by a Guangzhou-based low-altitude transportation business.

    The all-electric V2000CG CarryAll has a payload capacity of up to 400 kg with a maximum cruising speed of 200 km per hour and a range of 200 km. It features vertical takeoff and landing capabilities and a fixed-wing cruising design, enabling its applications in low-altitude logistics, emergency response and other fields.

    Xie Jia, senior vice president of AutoFlight, said that the aircraft type has so far completed more than 40,000 km of safe flights over various terrains across China and other countries such as the United Arab Emirates and Japan, which help validate its performance and explore its potential application scenarios.

    The eVTOL’s delivery comes as China’s low-altitude economy is entering a stage of rapid growth. According to the Civil Aviation Administration of China, the market value of the sector will soar from 500 billion yuan (about 70 billion U.S. dollars) in 2023 to 1.5 trillion yuan in 2025, and that number could reach an astounding 3.5 trillion yuan by 2035.

  • MIL-OSI China: Hainan free trade port to allow overseas investment in financial products

    China’s Hainan Free Trade Port (FTP) is set to launch a pilot program on August 21 this year, enabling overseas investors to access domestic financial products offered by local financial institutions.

    Eligible products will include wealth management products, private asset management products from securities, fund, and futures operators, publicly offered securities investment funds, and insurance asset management products.

    The program aims to diversify cross-border financial product offerings and explore new channels for overseas investors to access China’s domestic market, according to an official with the Hainan branch of the People’s Bank of China, one of the co-formulators of the rules.

    It is also expected to attract both domestic and international asset management institutions to operate in Hainan, supporting the development of the Hainan FTP, according to the official.

    As part of its broader economic strategy, China is transforming Hainan into a Free Trade Port. As the Hainan FTP is set to begin independent customs operations by the end of the year, the province is poised to become not only a tourist haven but also a pivotal gateway for China’s opening-up drive.

  • MIL-OSI China: China to evaluate WTO ruling on standard essential patent disputes with EU

    China’s Ministry of Commerce on Tuesday said it will carefully evaluate the World Trade Organization (WTO) ruling on China’s standard essential patent disputes with the European Union (EU), and address the issue in accordance with WTO rules.

    A spokesperson for the ministry said that the arbitration panel had upheld the expert group’s ruling, affirming that China’s actions had not affected the protection of patent rights by other WTO members and were not considered measures for the enforcement of intellectual property regulations under WTO rules. China welcomed the decision.

    However, in the absence of basis, the panel wrongly concluded that WTO members should avoid affecting the ability of patent holders to exercise their rights in other members’ territories. China has expressed dissatisfaction with this over-extension of WTO member obligations, the spokesperson said.

    China recognizes the value of the Multi-Party Interim Appeal Arbitration Arrangement (MPIA) in effectively resolving trade disputes through legal channels, and will continue to work with other MPIA participants to ensure its proper and effective implementation, jointly upholding the rule-based multilateral trading system, the spokesperson noted.

  • MIL-OSI China: China claim team gold in artistic swimming at World Aquatics Championships

    Wearing golden headbands symbolizing the legendary Monkey King, China’s artistic swimmers brought the myth to life in a powerful Wukong-inspired routine to win gold in the team technical event at the 2025 World Aquatics Championships on Tuesday.

    Their performance, based on the popular Chinese video game Black Myth: Wukong, earned China 307.8001 points – edging out longtime rivals Russia, competing under the name Neutral Athletes B (NAB), who finished second with 300.6183 points. Spain took third with 294.8575.

    “This is a very special day,” said head coach Zhang Xiaohuan. “It’s the first time the Chinese artistic swimming team has been able to directly compete against our biggest rivals on a stage like this. It’s a moment we’ve waited a long time for.”

    “This gold medal doesn’t feel any less important than the one we won at the Olympic Games in Paris,” she added. “Our swimmers performed very well today. They improved on the areas that needed work after the preliminary round, and with that, they earned this title.”

    China won both the duet and team titles at the 2024 Paris Games, where Russian athletes did not participate.

    “I think they are still a very admirable opponent,” Zhang said. “They give us strong motivation to keep improving. We only narrowly won this time. We still have a long way to go.”

    Defeating NAB also gave the Chinese team a significant confidence boost.

    “We’ve waited a long time to compete against a team we’ve always wanted to measure ourselves against,” said team captain Feng Yu. “That makes this result even more special. It’s only when you face tough competition that you learn and improve.”

    The Wukong routine has been successful since its debut at the Artistic Swimming World Cup Super Final in Xi’an this June, where China also delivered a dominant performance. The coaching staff increased the difficulty level for the World Championships.

    “We raised the difficulty by almost two points,” Zhang said. “Most of that came from the leg movements. However, we didn’t extend the athletes’ breath-holding time. Instead, we incorporated more challenging movements at a faster tempo.”

    The runners-up were pleased with their silver medal.

    “We are very happy to be here at such a high-level competition,” said Anastasiia Bakhtyreva of NAB. “This is our first time competing at this level, and we feel a tremendous amount of emotion. We are very excited.”

    Earlier in the day, China’s Xu Huiyan won silver in the women’s solo free event, finishing behind Spain’s Iris Tio Casas. Just hours later, she returned to the pool for the team technical final.

    Xu made history in Singapore by winning China’s first-ever women’s solo technical gold medal at the World Championships. The 19-year-old now holds 19 gold medals across the World Cup, World Championships and World Junior Championships.

    “As a young athlete, Huiyan has progressed remarkably in just one year – from winning bronze in Doha to achieving what she has here in Singapore,” said Zhang. “Our rival in the solo free delivered an outstanding routine today.”

    The team technical gold marks China’s third gold in artistic swimming at the 2025 World Championships.

  • MIL-OSI China: Tears of triumph and disappointment: Casas wins solo free gold, Xu falls short

    Tears flowed for both Spain’s Iris Tio Casas and China’s Xu Huiyan after the women’s solo free final at the World Aquatics Championships on Tuesday – but for very different reasons.

    Casas stood atop the podium with tears of joy after clinching her first individual world title in artistic swimming with a score of 245.1913 points. Xu, who had led the preliminary round, settled for silver, 4.1888 points behind Casas, and she couldn’t hold back tears of disappointment.

    “I’m super happy,” Casas said. “I can’t believe it right now. I feel very emotional because my parents are here in the stands. When I was little, the dream of becoming a world champion was deep in my soul. I’m still in shock.”

    The 22-year-old Spaniard improved her degree of difficulty in the final, responding to Xu’s similar strategy. Entering the final ranked third, Casas executed with precision and passion to rise to the top – an achievement that left her surrounded by jubilant teammates after the result was announced.

    “I think it worked out,” she said, smiling through tears.

    Xu, just 19, had hoped to complete a golden solo double after winning the technical event three days earlier, where Casas took bronze. But after her final routine, Xu buried her face in hands, tears streaming down – not from regret, she said, but from emotion.

    “I’m not sad about the result,” she said. “Actually, I’ve improved a lot in the past few weeks. I just feel like I still have so much more to work on.”

    Despite the silver, Xu has already made history for China. She now holds 18 gold medals across the World Cup, World Championships and World Junior Championships. Her solo technical win in Singapore earned China its first-ever world gold in that discipline.

    “I anticipated today’s result,” she admitted. “Ever since I started competing in the solo free routine, I’ve known there are still areas I need to improve – especially in the free elements. We didn’t have much time to make big changes, and training time for solo routines was quite limited.”

    Xu isn’t dwelling on the disappointment for long. Just hours after the solo free final, she will be back for the team technical final. She has already led China to the team free title.

    “That’s not a problem,” she said. “I’ll do my best and won’t let my teammates down.”

  • MIL-OSI China: Leeds sign midfielder Anton Stach from Hoffenheim

    German international midfielder Anton Stach has joined newly promoted Leeds United from Hoffenheim in a deal worth around 17.5 million pounds (23.5 million U.S. dollars).

    Stach has signed a four-year contract and becomes Leeds’ sixth signing of the summer as the club aims to re-establish itself in the Premier League.

    The 26-year-old has played twice for the German national side and was a regular for Hoffenheim last season.

    “I am excited to join such a good team, such a good Premier League team, and I am looking forward to the next season,” said Stach in an interview on the club’s website, in which he was honest about Leeds’ aims for the coming season.

    “The biggest target is to stay in the league and personally just develop, adapt to the league, to the speed of course and then get many good experiences hopefully,” he added.

    “My style of play, I would say I am an aggressive player. I am good in duels. I am good at anticipating passes from the opponents and it would be good for the Premier League. Now we will see, I will try my best,” continued the midfielder.

  • MIL-OSI China: Athletic Bilbao forward Djalo close to Qatar move

    Alvaro Djalo’s disappointing spell at Athletic Club Bilbao looks to have ended after just one season with the Basque outfit confirming the forward has been given permission to travel to Qatar to discuss a loan deal with Qatari outfit Al-Gharafa.

    “Athletic Club has granted him permission to travel to Qatar so that he can make progress in his talks for a possible loan move to Al-Gharafa SC,” confirmed the club on its social media sites on Tuesday.

    25-year-old Djalo joined Athletic Bilbao from Sporting Braga a year ago for 15 million euros, becoming the third most expensive signing in the club’s history, but was a big disappointment, scoring just once in 28 appearances in all competitions.

    The signing of Robert Navarro on a free transfer from Mallorca this summer and the club’s decision to give a contract to striker Urko Izeta after his excellent season look to have further limited Djalo’s options and with the loan deal containing an option for Al-Gharafa to make the move permanent, he looks unlikely to return.

  • MIL-OSI China: Spain to host Ryder Cup for second time in 2031

    The Ryder Cup golf tournament which pits Europe against the United States every two years, will return to Spain in 2031, the organizers announced on Tuesday.

    A post from the Ryder Cup on social media said the competition will be held at Camiral Golf and Wellness, which is close to the city of Girona.

    Spain hosted the Ryder Cup at Valderrama in Andalusia in 1997, with Europe emerging victorious under Seve Ballesteros as captain.

    “As well as being one of the most prestigious competitions in the sporting calendar, the Ryder is an exceptional platform to show the capacity Spain has to host important events,” said Jose Manuel Rodriguez Uribes, president of Spain’s sports council.

  • MIL-OSI USA: Congressman Robert Aderholt Introduces Accelerate Revenue for Manufacturing and Sales (ARMS) Act

    WASHINGTON – Today, Reps. Robert Aderholt (R-AL), Jared Moskowitz (D-FL), Jimmy Panetta (D-CA), and Ryan Zinke (R-MT) introduced the Accelerate Revenue for Manufacturing and Sales (ARMS) Act, a bipartisan proposal to expedite the delivery of U.S.-made critical defense capabilities to allies and partners, by expanding the Special Defense Acquisition Fund (SDAF).

    “This bipartisan bill will help ensure that America’s allies and partners can receive critical defense equipment in a timely manner,” said Congressman Aderholt. “By strengthening the SDAF, this legislation not only supports national security interests abroad, but invests in our industrial defense base at home.”

    This bill addresses the inefficiencies and delays in the current Foreign Military Sales (FMS) process. The urgency to address these has increased in recent years, as the combined value of Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) has significantly exceeded domestic defense procurement budgets, with international demand for U.S. defense products approaching two-to-one over domestic acquisition.
    “The ARMS Act is a win-win for our economic and national security, investing in both our critical manufacturing here at home and our allies’ defense abroad. As we continue to combat the threatening influence of foreign adversaries like Russia and China, this bill will help our allies stay safe while maintaining our leadership around the globe,” said Rep. Jared Moskowitz.

    “It’s unfortunate, but unnecessary and burdensome bureaucratic delays slow down the ability of the United States to fully support our democratic allies when they need it the most,” Rep. Jimmy Panetta added. “The expansion of the bipartisan Special Defense Acquisition Fund would provide a more efficient way to meet urgent demand and counter global threats, while strengthening our domestic manufacturing base.  As we push back against isolationism, this legislation is a smart, strategic, commonsense step to bolster American leadership and enhance global stability.”

  • MIL-Evening Report: ICJ climate crisis ruling: Will world’s top court back Pacific-led call to hold governments accountable?

    In 2019, a group of law students at the University of the South Pacific, frustrated at the slow pace with which the world’s governments were moving to address the climate crisis, had an idea — they would take the world’s governments to court.

    They arranged a meeting with government ministers in Vanuatu and convinced them to take a case to the International Court of Justice (ICJ), the United Nations’ top court, where they would seek an opinion to clarify countries’ legal obligations under international law.

    Six years after that idea was hatched in a classroom in Port Vila, the court will today (early Thursday morning NZT) deliver its verdict in the Dutch city of The Hague.

    If successful — and those involved are quietly confident they will be — it could have major ramifications for international law, how climate change disputes are litigated, and it could give small Pacific countries greater leverage in arguments around loss and damage.

    Most significantly, the claimants argue, it could establish legal consequences for countries that have driven climate change and what they owe to people harmed.

    “Six long years of campaigning have led us to this moment,” said Vishal Prasad, the president of Pacific Island Students Fighting Climate Change, the organisation formed out of those original students.

    “For too long, international responses have fallen short. We expect a clear and authoritative declaration,” he said.

    “[That] climate inaction is not just a failure of policy, but a breach of international law.”

    More than 100 countries — including New Zealand, Australia and all the countries of the Pacific — have testified before the court, alongside civil society and intergovernmental organisations.

    And now today they will gather in the brick palace that sits in ornate gardens in this canal-ringed city to hear if the judges of the world’s top court agree.

    What is the case?
    The ICJ adjudicates disputes between nations and issues advisory opinions on big international legal issues.

    In this case, Vanuatu asked the UN General Assembly to request the judges to weigh what exactly international law requires states to do about climate change, and what the consequences should be for states that harm the climate through actions or omissions.

    Over its deliberations, the court has heard from more than 100 countries and international organisations hoping to influence its opinion, the highest level of participation in the court’s history.

    That has included the governments of low-lying islands and atolls in the Pacific, which say they are paying the steepest price for a crisis they had little role in creating.

    These nations have long been frustrated with the current mechanisms for addressing climate change, like the UN COP conferences, and are hoping that, ultimately, the court will provide a yardstick by which to measure other countries’ actions.

    “I choose my words carefully when I say that this may well be the most consequential case in the history of humanity,” Vanuatu’s Minister for Climate Change Ralph Regenvanu said in his statement to the court last year.

    “Let us not allow future generations to look back and wonder why the cause of their doom was condoned.”

    But major powers and emitters, like the United States and China, have argued in their testimonies that existing UN agreements, such as the Paris climate accord, are sufficient to address climate change.

    “We expect this landmark climate ruling, grounded in binding international law, to reflect the critical legal flashpoints raised during the proceedings,” said Joie Chowdhury, a senior attorney at the US-based Centre for International Environmental Law (which has been involved with the case).

    “Among them: whether States’ climate obligations are anchored in multiple legal sources, extending far beyond the Paris Agreement; whether there is a right to remedy for climate harm; and how human rights and the precautionary principle define States’ climate obligations.”

    What could this mean?
    Rulings from the ICJ are non-binding, and there are myriad cases of international law being flouted by countries the world over.

    Still, the court’s opinion — if it falls in Vanuatu’s favour — could still have major ramifications, bolstering the case for linking human rights and climate change in legal proceedings — both international and domestic — and potentially opening the floodgates for climate litigation, where individuals, groups, Indigenous Peoples, and even countries, sue governments or private companies for climate harm.

    An advisory opinion would also be a powerful precedent for legislators and judges to call on as they tackle questions related to the climate crisis, and give small countries a powerful cudgel in negotiations over future COP agreements and other climate mechanisms.

    “This would empower vulnerable nations and communities to demand accountability, strengthen legal arguments and negotiations and litigation and push for policies that prioritise prevention and redress over delay and denial,” Prasad said.

    In essence, those who have taken the case have asked the court to issue an opinion on whether governments have “legal obligations” to protect people from climate hazards, but also whether a failure to meet those obligations could bring “legal consequences”.

    At the Peace Palace today, they will find out from the court’s 15 judges.

    “[The advisory opinion] is not just a legal milestone, it is a defining moment in the global climate justice movement and a beacon of hope for present and future generations,” said Vanuatu Prime Minister Jotham Napat in a statement ahead of the decision.

    “I am hopeful for a powerful opinion from the ICJ. It could set the world on a meaningful path to accountability and action.”

    China’s large scientific facility attracts global scientists for cutting-edge research

    BEIJING, July 22 — The Synergetic Extreme Condition User Facility (SECUF), a major scientific infrastructure in Beijing’s suburban district Huairou, has attracted scientists from multiple countries to conduct cutting-edge research with its exceptional experimental conditions.

    A recent conference based on SECUF was held in Huairou, bringing together over 50 foreign scientists from 13 countries and more than 100 Chinese scientists.

    SECUF, led and operated by the Institute of Physics (IOP) of the Chinese Academy of Sciences (CAS), is a comprehensive research infrastructure that integrates extreme experimental conditions such as ultralow temperatures, ultrahigh magnetic fields, ultrahigh pressures, and ultrafast optics.

    The facility has provided over 350,000 hours of experimental services to domestic and international research teams since its full trial operation began in early 2023, according to IOP.

    Chen Xianhui, an academician of CAS and a professor at the University of Science and Technology of China, said: “SECUF is like an ‘all-rounder’ in scientific research. Its integrated capabilities across multiple extreme conditions are rare globally. This ‘one-stop’ research platform offers unique support for fundamental studies.”

    Cheng Jinguang, deputy director of IOP, said that the essence of SECUF lies in its “openness and sharing,” which is completely consistent with the concept of international large-scale scientific facilities. Operating under international standards, SECUF opens global user applications twice a year. Proposals are reviewed and selected by a user committee, and all approved experiments are offered free of charge to global researchers.

    “SECUF allows us to conduct experiments that cannot be done in Europe,” said Igor Vinograd, a young scientist from the Grenoble High Magnetic Field Laboratory in France’s National Centre for Scientific Research (CNRS), adding that SECUF enables far more complex and time-intensive precision experiments.

    Yoshiya Uwatoko, a professor from University of Tokyo, affirmed SECUF’s global standing. He said that SECUF is a world-class research facility vital to the international condensed matter physics community.

    Its stable high magnetic fields, combined with low-temperature capabilities and high-precision measurement systems, allow scientists to probe subtle quantum states under pressure. Its ability to maintain experimental conditions over extended periods is invaluable for pressure studies which have extremely high requirements for precise control and stability, Uwatoko said.

    “China has become a global leader in materials research and experimental infrastructure. Collaborating with Chinese institutions grants access to cutting-edge facilities like SECUF. Such partnerships accelerate discovery and foster long-term scientific exchange,” he added.

    In 2024, IOP and the Max Planck Institute for Chemical Physics of Solids in Germany established the Joint Research Center for Quantum Materials and Physics under Extreme Conditions, leveraging SECUF’s capabilities. Collaborative results have since been published in academic journals.

    “SECUF’s hardware is outstanding and fully capable of supporting frontier research. What impressed me most was the team’s execution efficiency — from agreement signing to project implementation. This reflects exceptional scientific management professionalism,” said Sergey Medvedev, a senior researcher at the Max Planck Institute for Chemical Physics of Solids.

    Ariando Ariando, a professor from the National University of Singapore, highlighted that China’s advancements in physics over the past two decades — both in research caliber and experimental facilities — have been astounding.

    “SECUF’s high-pressure and high-magnetic-field capabilities are precisely what our quantum research requires. We look forward to fruitful collaboration,” he said.

    In February this year, SECUF passed national acceptance inspection and is now fully operational. To create a seamless “barrier-free” soft environment, it is making efforts to enhance its global accessibility include optimizing its English website, preparing comprehensive English manuals, and ensuring all facility signage includes English descriptions, according to IOP.

    As a new facility, the experimental hours of international users at SECUF currently account for 3 percent to 4 percent of the total hours. This proportion is planned to increase to 20 percent by 2030, transforming the facility into a broader global “scientific stage,” said IOP.

    “We warmly welcome experts and scholars worldwide to conduct research here and share their valuable insights,” said Fang Zhong, a CAS academician and director of IOP.

    Audrey Azoulay, director-general of the United Nations Educational, Scientific and Cultural Organization (UNESCO) said on Tuesday that U.S. withdrawal from UNESCO contradicts the fundamental principles of multilateralism.

    Deeply regretting the decision made by U.S. President Donald Trump, Azoulay warned that the withdrawal might affect foremost UNESCO’s partners in the United States, in particularly communities seeking site inscription on the World Heritage List, Creative City status, and University Chairs.

    On Tuesday, the United States announced a decision to withdraw from UNESCO by the end of December 2026, just two years after rejoining the organization. This marks the third time Washington has exited UNESCO.

    According to a statement by the U.S. State Department, the withdrawal was prompted by what Washington perceived as UNESCO’s tendency to “advance divisive social and cultural causes,” particularly regarding the Israel-Palestine conflict.

    In response, the UNESCO director-general expressed regret over the U.S. decision, rejecting the stated reasons. She emphasized that UNESCO remains a “rare forum for building consensus through concrete, action-oriented multilateralism.”

    “These claims also contradict the reality of UNESCO’s efforts, particularly in the field of Holocaust education and the fight against antisemitism,” she added.

    Despite the loss of funding from the United States, Azoulay affirmed that the U.S. withdrawal from UNESCO in 2026 will not affect the organization’s normal operations, as its financial position has been significantly strengthened.

    “We have implemented major structural reforms and diversified our funding sources. Thanks to the efforts made by the Organization since 2018, the decline in U.S. financial contributions has been effectively offset,” she stated.

    Azoulay also emphasized that UNESCO has intensified its efforts to take meaningful action wherever its mission can contribute to peace, reaffirming the critical importance of its mandate, even in the wake of the last U.S. withdrawal under President Trump in 2017.

    NANNING, July 22 — Chinese Vice Premier Liu Guozhong has urged efforts to strengthen China’s production of key agricultural products, and to consolidate and expand the achievements of the country’s poverty alleviation campaign continuously.

    BEIJING, July 22 — China has stepped up credit support for technology companies this year, with half of the sector’s small and medium-sized enterprises (SMEs) receiving loans by the end of the second quarter, official data showed Tuesday.

    The proportion of tech SMEs receiving loan support increased 3.2 percentage points compared to the same period last year, according to the People’s Bank of China (PBOC), the country’s central bank.

    Outstanding loans to tech SMEs in both local and foreign currencies stood at 3.46 trillion yuan (about 484 billion U.S. dollars) by Q2, surging 22.9 percent year on year. This growth rate outpaced overall loan growth by 16.1 percentage points, the PBOC said in a report.

    Outstanding loans to high-tech firms in both local and foreign currencies rose 8.2 percent year on year, 1.4 percentage points higher than the overall loan growth rate, the report showed.

    The report also indicated stronger credit support for the country’s green transition, with outstanding green loans in both local and foreign currencies reaching 42.39 trillion yuan by the end of the second quarter, an increase of 14.4 percent from the beginning of this year.

    Millions of people living with disabilities have seen their lives improve as China made major strides in accessibility, inclusion and support during the 14th Five-Year Plan period (2021-2025).

    At a press conference held in Beijing on Tuesday, senior officials from the China Disabled Persons’ Federation (CDPF) outlined the major achievements in disability support during the period and shared new goals for the 15th Five-Year Plan (2026-2030).

    “The enrollment rate of children and adolescents with disabilities in compulsory education in China has reached 97 percent, with over 30,000 disabled students entering universities each year,” said Cheng Kai, chairman of the CDPF, at the press conference.

    The next five-year plan is set to prioritize high-quality development in the disability sector, according to the press conference.

    Learning and earning

    According to Cheng, China’s education system for individuals with disabilities has undergone further improvement. Currently, 75,800 students with disabilities study in secondary vocational schools nationwide, while 59,800 attend regular high schools.

    Li Dongmei, vice chair of the federation, noted that a special campaign was launched to equip school campuses with assistive devices, benefiting nearly 100,000 students with disabilities. Standardized textbooks have been developed for special schools, as well as sign-language textbooks for nine subjects.

    Financially, in 2025, the per capita subsidy for students with disabilities receiving compulsory education was increased to more than 7,000 yuan (about 980 U.S. dollars) per year. Those whose families have financial difficulties are eligible to receive 12 years of free education from primary school to senior high school.

    With stronger educational and financial support, individuals with disabilities are better equipped to enter the workforce. The annual net income of families with disabled members in China grew at an average rate of 6.9 percent per year from 2020 to 2023, roughly matching the pace of the country’s GDP growth, according to Cheng.

    During the 14th Five-Year Plan period, more than 400,000 persons with disabilities were newly employed every year, Li said. The employment rate of the disabled population grew by nearly 5 percentage points.

    Better access, better care

    The participation rate of persons with disabilities in China’s basic medical insurance has remained above 95 percent. Meanwhile, over 90 percent of persons with disabilities in China are covered by basic pension insurance for both urban and rural residents, said Cheng.

    By June 2025, living allowances for the disabled in financial difficulty and nursing subsidies for the severely disabled had benefited 11.88 million and 16.4 million, respectively.

    A total of 10.5 million persons with disabilities are covered by the country’s subsistence allowance system, Cheng added.

    Public services have also been enhanced to improve the lives of persons with disabilities. A nationwide campaign for barrier-free home renovations benefited 1.28 million households with severely disabled members during the period, surpassing the original target of 1.1 million, Cheng said.

    China is also exploring the use of advanced technologies such as smart bionic hands and guide robots to improve the well-being of persons with disabilities, ensuring that scientific and technological progress benefits this community.

    Zhou Changkui, chairperson of the Board of Executive Directors of the CDPF, said that the federation and some other governmental departments have jointly issued a guiding document to promote the use of technology in supporting persons with disabilities. It is also collaborating with universities, research institutes and high-tech companies to boost the development of relevant technologies and industries.

    Toward a fairer, smarter future

    As China charts a path for the 15th Five-Year Plan, the emphasis on high-quality development in the disability sector remains central, with a focus on stronger support systems and innovation-driven solutions.

    A key focus will be improving livelihood security for persons with disabilities. Efforts will include refining basic, inclusive, and guaranteed social protection systems, as well as better support for persons with disabilities in rural areas, said Zhou.

    Public services will also see significant upgrades. Zhou noted that long-term care for the severely disabled and rehabilitation programs for children with autism will be expanded in the 15th Five-Year Plan period.

    Zhou said that to safeguard equal rights, China will revise and step up enforcement of key disability-related laws. Enhanced legal services and stronger judicial protections will help ensure that persons with disabilities can fully enjoy fairness and justice.

    Moreover, during the upcoming 15th Five-Year Plan period, China will continue to promote the application of artificial intelligence and other cutting-edge technologies to serve persons with disabilities, and ensure that advanced technologies better meet their needs, according to Zhou.

    The plan will also highlight cultural and spiritual wellbeing. Community-based sports and cultural programs will be expanded, while greater support will be extended to persons with disabilities in artistic creation and cultural industries. As Zhou emphasized, achieving a better life for people living with disabilities means enriching both body and spirit.

    China’s first Mars sample-return mission, Tianwen-3, is scheduled for launch around 2028, with the goal of returning no less than 500 grams of Martian samples to Earth by around 2031, according to the mission’s chief scientist.

    Hou Zengqian, an academician of the Chinese Academy of Sciences and chief scientist of the Tianwen-3 mission, together with his collaborators, recently published an article in Nature Astronomy, systematically outlining the overall plan and scientific objectives of the mission for the first time.

    “The mission will be a critical step in China’s planetary exploration. We hope to provide the international community with an unprecedented opportunity to understand Mars,” Hou said.

    The Tianwen-3 mission will involve two launches, and the spacecraft will take seven to eight months to reach Mars. It will operate on Mars for about one year and then return to Earth, with the entire process spanning over three years, according to Hou.

    Life on the Red Planet?

    “We aim to unravel the mystery of whether life ever existed on Mars,” Hou said.

    He introduced three primary scientific objectives for the Tianwen-3 mission: searching for potential signs of life on Mars, including biomarkers, fossils and archaea; studying the evolution of Mars’ habitability, such as changes in water, atmosphere and oceans; and investigating the geological structure and evolutionary history of Mars, from surface features to internal dynamics.

    These three objectives are interconnected. The origination of life requires a habitable environment, the proliferation of life evolves in tandem with the environment, and habitability is closely linked to geological processes, Hou explained.

    To address these objectives, nine research themes have been established, covering aspects such as life-related elements, environmental conditions and geology, in order to “enhance our understanding of this Earth-like planet in our solar system,” Hou said.

    How will samples be collected?

    The mission’s engineering team has preliminarily designed three sampling methods: surface scooping, deep drilling and drone-assisted collection to ensure sample diversity and scientific value.

    Tianwen-3 will not carry a Mars rover. Instead, it will use a drone to collect samples from locations within several hundred meters of the landing site, Hou said.

    He noted that Tianwen-3 will be the first mission internationally to conduct 2-meter-deep drilling for sample collection on Mars.

    Previously, NASA’s Perseverance rover collected shallow surface samples, and will rely on a follow-up mission to return them to Earth. In contrast, Tianwen-3 aims to accomplish both sampling and return in a single mission.

    Hou emphasized that planetary protection is a major issue in deep space exploration, and that contamination control is a critical challenge that must be addressed. Strict measures are required to prevent the contamination of Mars by the spacecraft and the potential contamination of Earth’s biosphere by Martian samples.

    China will adhere strictly to the planetary protection policies of the Committee on Space Research to safeguard Mars from terrestrial contamination and protect Earth from potential Martian life, ensuring authentic and reliable scientific results, Hou said.

    The Tianwen-3 mission will establish a complete chain in the sample preservation process, from collection and sealing on Mars to transportation and analysis on Earth. Additionally, a high-security Mars sample laboratory will be constructed, featuring ultra-clean and biosafety areas, where returned samples will undergo strict sterilization, unsealing, processing and biological risk assessment, Hou said.

    Where will samples be sourced?

    “The selection of the landing site on Mars is crucial, as it directly impacts the achievement of the mission’s scientific objectives. From an initial pool of over 80 candidate sites, we have narrowed it down to 19, and by the end of 2026, three final candidate sites will be selected,” Hou said.

    This selection must balance engineering constraints and scientific priorities. Due to engineering limitations, the landing site must be located between 17 degrees and 30 degrees north latitude on Mars. Scientifically, the site should offer the highest potential to harbor and preserve traces of life, the scientist said.

    If there is or was life on Mars, it would be or have been the result of the interplay of multiple factors, such as liquid water, atmosphere, temperature, magnetic field and internal structure. An ideal landing site should meet the requirements for habitability and life development, Hou said.

    Open collaboration

    China has adopted a fully open and collaborative approach to the Tianwen-3 mission, from the formulation of scientific goals and the development of payloads to the joint research to be conducted on returned samples.

    “We aim to build a global platform for scientific collaboration through planetary exploration, advancing humanity’s shared scientific endeavors,” Hou said.

    “During the scientific goal-setting phase, we hosted an international conference, inviting global experts to participate in the discussion. For payloads, China issued an international call for proposals. After the samples are returned, China will open access to international scientists, provided safety is ensured,” Hou said.

    He added that some key technologies for the Tianwen-3 mission remain under development. The scientific team is leveraging Martian observational data to advance landing-site selection. Meanwhile, to achieve its primary scientific objectives, the team is intensifying full-chain research on the search for life on Mars.

    Liu Jizhong, chief designer of the Tianwen-3 mission, said in an earlier interview that the retrieval of samples from Mars is the most technically challenging space exploration mission since the Apollo program, and such a retrieval has never been realized.

    To meet this goal, Chinese space engineers have to tackle key tasks such as collecting samples on the Martian surface, taking off from the Red Planet, rendezvousing in the Mars orbit, and protecting the planet from contamination, Liu explained.

    The entire process of the mission plan is very complex, involving 13 phases and utilizing in-situ and remote-sensing detection technologies.

    Thanks [to] both of you. Thanks for what you’ve done for our country over your careers—you and your family. What a sacrifice it’s been, but you’ve done an outstanding job.

    ON SOCOM EFFORTS TO COMBAT NARCO-TERRORISTS:

    “Admiral, I think [for] far too long, we’ve had our eyes on other things and not on our hemisphere—whether it’s illegal migrants, drugs, or both. So, what is [the] Special Operations community doing to assist the militaries and governments in our hemisphere like Panama to combat narco-terrorists?”

    BRADLEY: “Senator, in my current capacity, I’m not privy to all of the activities that SOCOM is engaged in, in the Southern Hemisphere. But in listening and watching General Fenton and his leadership over these last three years, I know that the partnerships that our teams have been engaging in and developing remain critical to being able to help them build capacity, to be able to defend themselves, but also to provide security locally, which, of course, helps to prevent and secure our Southern border as well.”

    TUBERVILLE: “Yeah, I’m sure you’re up on the point of the Darién Gap and the problems that’s caused over the years, and relationship with our Special Ops, down in that area—training people—that will probably be in your forte going forward. What’s your thoughts about cooperation activities with Latin America as [you’re] going into this job?”

    BRADLEY: “Yes, sir. I think as the counterterrorism fight informs us, it is far better to find the root of the problem well away from our borders than it is to have to defend them internal to the United States. And so, if confirmed, making it a priority to provide assistance to all of our combatant commanders as far forward as possible, and with those partnered forces to help them to be able to secure their own territory.”

    ON AMERICAN MILITARY PRESENCE IN AFRICA:

    TUBERVILLE: “Yeah, and we and we have problems all over the world. But if we don’t watch our back door, then we’re gonna [really have] problems within our country, which we already have. General, I think we need to be reinforcing our military presence in Africa. Unfortunately, under the previous administration, we seemed like we were doing just the opposite. Niger—you and I talked about this in a meeting in my office—the vacuum that was caused there. China, Russia, Iran, were all too happy to feel the things that we were doing there. What’s your assessment of our withdrawal from Airbase 201? And have we learned from these lessons? And your thoughts about maybe the future there?”

    ANDERSON: “Senator, I appreciate that question and there was a significant investment that went into that airbase. It was in a key area for us to be able to monitor the threat. So, the loss of that is one that we have to find creative ways to continue to get the indicators and warnings of what the terrorists are doing in that area. I think we also have to understand that there is some volatility across the continent. So how do we make smart investments with the partners that we can continue to sustain. I will say that the relationships that we built in Niger with the military over several decades are still there. There is—when the time is right—I believe there will be an opportunity, but that time will have to be determined. And if confirmed, I’ll look at what that is.”

    TUBERVILLE: “Yeah. After your confirmation, I guess, by telling committee and people even watching at home—why do we need to have [a] presence in Africa? What [are] your thoughts?”

    ANDERSON: “So, Africa is key to any strategy. It’s just on strategic terrain. It’s just the waterways that it forms between the Strait of Gibraltar all the way down to the Suez Canal and the Red Sea. It [has] critical minerals and resources that are on the continent that we need for the future economy. Both China and Russia see their strategies going through the continent, and they are going to engage there and so we can cede that ground or we can compete in that ground. And I think we have a very powerful tool to compete with. As Admiral Bradley mentioned, nobody brings more credibility to the counterterrorism fight than the U.S. As a matter of fact, when we rescued that hostage in Niger, the next morning [there was an] influential blogger that posted, ‘The Americans came like the lion in the night. They killed their enemies and rescued their own.’ No other nation on Earth could do that.And that is a powerful symbol across the continent and around the world of what our military and what the United States is capable of. And I do think that some level of engagement in Africa does matter. I’d agree it’s an economy of force, but a small investment goes a long way so that we don’t have a strategic surprise that then distracts the United States from focusing on the rising threats in the Pacific and other areas.”

    TUBERVILLE: “Thank you. Thanks Mr. Chairman.”

    KUNMING, July 22 (Xinhua) — Law enforcement agencies from China, Laos, Myanmar and Thailand on Tuesday launched the 155th joint patrol of the Mekong River to combat cross-border crime.

    The patrol officially began at around 9 a.m. Tuesday, when three Chinese vessels left Jingha Port in southwest China’s Yunnan Province. Patrol vessels from Laos and Myanmar also set out from ports in Laos and Myanmar at the same time, heading to a pre-designated area.

    The four-day, three-night joint patrol involves more than 100 law enforcement officers from China, Laos, Myanmar and Thailand, as well as seven patrol vessels from those countries, excluding Thailand. The mission will include combined water-land inspections and training in some key waters on the Mekong River, aimed at combating drug trafficking, fraud, smuggling and illegal migration.

    During the patrol, the relevant law enforcement agencies of the four countries will also hold an information-sharing meeting in Chiang Saen, Thailand, to review the security situation in the Lancang-Mekong basin and identify priority areas for further cooperation.

    The previous joint patrol ended at the end of June this year. During it, representatives of the joint patrol group organized various preventive actions in villages, schools and enterprises in the coastal zone, distributing more than 1,000 anti-drug leaflets and 4,000 educational materials.

    The Mekong River, known in China as the Lancangjiang, is one of the most important waterways for transboundary shipping in Southeast Asia. Joint patrols of the Mekong involving China, Laos, Myanmar and Thailand have been conducted since December 2011. –0–

    Tbilisi, July 22 (Xinhua) — Georgian Foreign Minister Maka Bochorishvili and Azerbaijani Foreign Minister Jeyhun Bayramov held talks in Tbilisi to discuss key areas of bilateral and regional cooperation, the Georgian Foreign Ministry said on Tuesday.

    TEHRAN, July 22 (Xinhua) — Iranian Foreign Minister Abbas Araghchi said on Tuesday that his country is ready to resume indirect talks with the United States on the condition that sanctions are lifted and Tehran’s right to use nuclear technology for “peaceful” purposes is respected.

    The diplomat made the statement at a meeting with members of the Iranian parliament’s National Security and Foreign Policy Committee, as reported by the official Iranian news agency IRNA, citing committee member Yaghub Rezazadeh.

    According to the legislator, A. Araghchi noted that “if sanctions are lifted and Iran’s right to use peaceful nuclear technologies is respected, indirect negotiations with the United States will take place before the issue of /activating/ the sanctions rollback mechanism is raised in October.”

    The sanctions snapback mechanism is part of the 2015 Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA). It allows other parties to reimpose all international sanctions if Iran fails to comply with the agreement.

Rezazadeh pointed out, in addition, the head of the Ministry of Foreign Affairs announced preparations for negotiations on the Iranian nuclear program between Iran and Russia, as well as a meeting of representatives of Iran and three European countries – France, Great Britain and Germany, which is scheduled to take place on July 25 in Istanbul and will be devoted to the same issue.

    Iran signed the JCPOA with six countries – Britain, China, France, Germany, Russia and the United States – in July 2015. Under the deal, Tehran agreed to curb its nuclear program in exchange for sanctions relief.

    PARIS, July 22 (Xinhua) — The US withdrawal from the United Nations Educational, Scientific and Cultural Organization (UNESCO) runs counter to the fundamental principles of multilateralism, UNESCO Director-General Audrey Azoulay said on Tuesday.

    Expressing deep regret over the decision taken by US President Donald Trump, O. Azoulay warned that the country’s withdrawal from the organization would primarily affect UNESCO’s American partners, in particular communities applying for inclusion of sites on the World Heritage List, obtaining the status of “UNESCO Creative City” and the creation of UNESCO Chairs.

    The United States announced on Tuesday that it would withdraw from UNESCO by the end of December 2026, just two years after rejoining, marking the country’s third exit from the organization.

    According to a statement from the US State Department, the decision was made in connection with UNESCO’s policy, which Washington believes “promotes divisive social and cultural initiatives” against the backdrop of the Israeli-Palestinian conflict.

    Commenting on the statement, the UNESCO Director-General expressed regret over the US decision, rejecting the arguments made. She stressed that the organization remains “a rare forum for consensus building through concrete, action-oriented multilateralism.”

    O. Azoulay assured that the US withdrawal from UNESCO in 2026 and the loss of American funding will not affect the normal activities of the organization, since its financial position has been significantly strengthened.
