  • MIL-OSI China: Typhoon Kong-rey expected to make landfall in Zhejiang, Fujian on Thursday

    Typhoon Kong-rey, the 21st typhoon of this year, is expected to make landfall along the eastern coast of Taiwan between noon and evening on Thursday and will gradually shift northeast towards the coastal areas of Zhejiang and Fujian provinces, where it may weaken but still pose a risk of grazing the coast, the China Meteorological Administration said on Tuesday.

    Dai Kan, deputy director of the National Meteorological Center, said Typhoon Kong-rey formed in the Northwest Pacific on Friday. By Tuesday afternoon, its center was located approximately 780 kilometers southeast of Taidong, Taiwan with maximum winds of 13 levels near the center.

    Influenced by cold air, areas near the typhoon’s center could see wind speeds of 13 to 17 levels in the following days, with gusts exceeding 17 levels. From Wednesday to Friday, heavy to torrential rain is anticipated in Taiwan, eastern and northern Fujian, Zhejiang, Shanghai and southern Jiangsu province, the administration said.

    CMA statistics show that no typhoons have made landfall or grazed the coasts of Fujian and Zhejiang after Oct 25 since 1949.

    “Residents in these areas should closely monitor the typhoon’s trajectory and take precautions against wind and rain,” Dai said.

    In addition, Typhoon Trami, along with cold air, have brought strong winds and heavy rain in the coastal areas of Zhejiang, Guangdong, and Hainan provinces starting Monday, the administration said.

    This month, temperatures in most areas in China have remained close to or above average, with significant fluctuations between warm and cold conditions, said Jia Xiaolong, deputy director of the National Climate Center.

    “There have been two major rainfalls, alleviating drought conditions in the Sichuan province and Chongqing, as well as areas along the Yangtze River,” Jia said.

    The national average temperature was 11.8 C in October, 0.9 C higher than that in a normal year, while five cold air events affected the country, he added.

    From Sep 29 to Oct 3, a cold wave brought temperature drops of 8 to 14 C in central and eastern areas, causing frost and snow damage in parts of Inner Mongolia autonomous region and northern Gansu province.

    The average national rainfall reached 35 millimeters, a 6.3 percent above the usual level for the same period of the year. “Some weather stations reported daily rainfall that broke historical records for October,” Jia said.

    In the coming 10 days, China is expected to experience wind and rain from Typhoon Kong-rey and another round of strong cold air. From Nov 3 to 5, strong cold air will move from the north to the south, bringing winds and cooling temperatures, he added.

         Following is the speech by the Secretary for Financial Services and the Treasury, Mr Christopher Hui, at the Green Tech Summit 2024 today (October 30): Dr Hua Jindong (Vice-chairperson of the International Sustainability Standards Board), distinguished guests, ladies and gentlemen,      It is a profound honour to join you at the Green Tech Summit 2024. I extend my sincere gratitude to the Hong Kong University of Science and Technology and GoImpact for hosting this important event. Today, we gather to explore how green finance, technology, and innovation converge to create a sustainable future. A call to action for our planet      Our planet is currently facing unprecedented challenges due to climate change. These challenges encompass environmental, economic, and social dimensions, demanding our immediate attention. The statistics deserve attention: Global climate finance flows reached approximately US$1.3 trillion in 2021 and 2022. However, to meet our climate goals, we must significantly increase annual investments to around US$9 trillion by 2030 and US$10 trillion by 2050. This gap signals an immense demand for green finance and innovation – one that we must address with urgency and creativity.      At this Summit, we aim to showcase Hong Kong’s leadership in the green transition through five key strategies, and they altogether will significantly promote green transformation: the growth of green capital, recognition of sustainability standards, empowerment in carbon trading, encouragement of green financing, and nurturing green technology. Each of these strategies plays a critical role in shaping a sustainable future for our city and beyond. Growth of green capital      Hong Kong is uniquely positioned to lead the green transition. As Asia’s premier international financial centre, we have the infrastructure, expertise, and regulatory framework to channel international capital toward sustainable initiatives. As of June, over 230 ESG (environmental, social and governance) funds have been authorised by the Securities and Futures Commission, with assets under management exceeding HK$1.3 trillion. This represents a year-on-year increase of 19 per cent in the number of ESG funds and an 8 per cent increase in assets under management.      The Hong Kong SAR Government has been proactive in issuing government green bonds totalling HK$220 billion since 2019. These bonds have funded numerous local green projects and set benchmarks for potential issuers. In 2023 alone, the total green and sustainable debt issued in Hong Kong surpassed US$50 billion, with approximately US$30 billion being green and sustainable bonds – 37 per cent of the total market. This year, we expanded our Government Green Bond Programme to include sustainable projects and hence the programme is, renamed Government Sustainable Bond Programme, reinforcing our commitment to a greener future. Recognition of sustainability standards      Sustainability reporting is vital to our green finance ecosystem. In March, we published a vision statement outlining our approach to developing a comprehensive ecosystem for sustainability disclosure in Hong Kong. In the Chief Executive’s Policy Address, it was announced that our roadmap for adopting the International Financial Reporting Standards – Sustainability Disclosure Standards (ISSB Standards) will be published within this year. Our aim is to position Hong Kong among the first jurisdictions to adopt the global standard, enhancing our credibility as a green finance hub.      To support our green transition, the Hong Kong Monetary Authority (HKMA) published the Hong Kong Taxonomy for Sustainable Finance in May. This taxonomy raises awareness about green finance and promotes a common understanding of green activities. It aligns with the taxonomies of the Mainland and the European Union, currently encompassing 12 economic activities across four sectors. The HKMA is advancing to the next phase of developing the Hong Kong Taxonomy, which will broaden its scope to include more sectors and activities crucial for our sustainable future. Empowerment in carbon trading      We advocate for innovative approaches to enable decarbonisation and allocate green funding. A noteworthy initiative is the Core Climate platform, launched by the Hong Kong Exchanges and Clearing Limited in October 2022. This international carbon marketplace facilitates effective and transparent trading of carbon credits and supports transition towards net zero.      Core Climate is currently the only carbon marketplace that offers settlement in both Hong Kong dollar and Renminbi for international voluntary carbon credits. This platform enables participants to source, hold, trade, and retire voluntary carbon credits, ensuring robust and credible quality verified against international standards. Since its launch, the number of registered participants has tripled, reaching approximately 80 by the end of last year. Encouragement to green financing      To encourage even more green financing activities, we launched the Green and Sustainable Finance Grant Scheme back in 2021. This initiative provides funding support for eligible bond issuers and loan borrowers, covering expenses related to bond issuance and external review services. We have extended this scheme by three years, running until 2027, and expanded its scope to include transition bonds and loans.      As of early October, we have granted approximately HK$280 million to support 470 green and sustainable debt instruments issued in Hong Kong, involving a total underlying debt issuance of over HK$1 trillion. This financial backing is crucial in incentivising industries to utilise Hong Kong’s transition financing platform for decarbonisation. Nurturing green technology      A key focus of our green transition is our commitment to promoting green fintech. Integrating fintech with green finance is essential for accelerating our transformation. We are actively working to expand the green fintech ecosystem in Hong Kong, positioning our city as a green fintech hub.      In June, we launched the Green and Sustainable Fintech Proof-of-Concept Funding Support Scheme. This initiative provides early-stage funding to technology companies and research institutes engaged in green fintech activities. Collaborating with local enterprises allows these innovators to co-develop projects that address challenges for the industry.      This scheme is not solely about financial support. It facilitates the completion of commercialisation and the proof-of-concept stages, paving the way for wider adoption of green and sustainable fintech solutions. Innovative fintech solutions will enhance our ability to mobilise capital for green projects and increase transparency in fund flows.      Against the backdrop of digitisation and global warming, fintech plays a crucial role in driving innovation in the financial industry and catalysing the low-carbon transformation of economic activities. The application of new technology can also help mitigate climate risk by forecasting environmental changes, improving supply chain efficiency, and identifying opportunities for innovation in low-carbon solutions.      This year, we launched the Prototype Hong Kong Green Fintech Map. Developed with various stakeholders, this tool provides a comprehensive overview of green fintech companies in Hong Kong and the services they offer. This map symbolises the integration of green finance and fintech, fostering the development of a robust green fintech ecosystem and accelerating the transition toward a green economy.      Finally, I want to emphasise the importance of nurturing talent for sustainable development. The future of green finance relies on the skills and knowledge of our workforce. To support the development of a green finance talent pool, we launched a three-year Pilot Green and Sustainable Finance Capacity Building Support Scheme. This initiative encourages practitioners, professionals, and students to participate in relevant training programmes.      As of mid-September, we have approved over 4 100 reimbursement applications, amounting to approximately HK$23.3 million. This investment in human capital is essential for equipping our workforce with the skills needed to navigate and thrive in the evolving landscape of green finance. Closing remarks      In conclusion, the path to a sustainable future is not just a challenge; it is an opportunity for innovation and growth. Green fintech will play a pivotal role in this transition, enabling us to mobilise capital, enhance transparency, and support the development of sustainable solutions.      As we approach COP29 (29th Conference of the Parties to the United Nations Framework Convention on Climate Change) next month, let us intensify our efforts to forge a new chapter in sustainability. By collaborating across sectors and embracing innovative solutions, we can pave the way for impactful changes that resonate with green finance and technology.          Following is a question by the Hon Steven Ho and a written reply by the Secretary for Security, Mr Tang Ping-keung, in the Legislative Council today (October 30): Question:      It has been reported that whenever a typhoon hits Hong Kong, some members of the public will recklessly disregard warnings and purposely go to the seaside to “chase wind”, and some people will even engage in outdoor activities such as hiking and surfing under extreme weather. There are views pointing out that such behaviour not only endangers their own lives and safety, but also wastes the Government’s rescue resources and leads to casualties among rescuers. In this connection, will the Government inform this Council: (1) of the following information on cases received by the Government in each of the past five years where members of the public encountered danger and sought assistance while engaging in outdoor activities when weather warnings were in force: the number of such cases, the types of outdoor activities involved, the number of search and rescue (S&R) personnel, the casualties among the S&R personnel, and the public expenditure involved; (2) given that the existing legislation empowers the authorities to close beaches or country parks when necessary, and it is an offence to enter such closed beaches or country parks without permission, of the number of prosecutions instituted by the authorities in the past three years in respect of the aforesaid offence; (3) of the work undertaken by the Government in the past three years to prohibit members of the public from entering dangerous areas such as waterfronts, riversides and hills when weather warnings were in force (including putting up notices and disseminating warning messages through the media), as well as the expenditure involved (with a breakdown by work initiative); and (4) whether it has considered imposing charges on those members of the public who encounter danger and seek assistance as a result of riskily engaging in outdoor activities under inclement weather (e.g. requiring them to bear a certain proportion of the S&R expenditure), so as to achieve a deterrent effect; if so, of the details; if not, the reasons for that? Reply: President,      The Government strongly discourages the public from taking risks to engage in outdoor activities under inclement weather. It will continue to remind members of the public through various channels of the risks of engaging in outdoor activities under inclement weather, and step up enforcement actions. Under extreme weather conditions, such as when the Tropical Cyclone Warning Signal No. 8 or above, or the Black Rainstorm Warning are in force, mountain-climbing or other water sports activities will become even more dangerous. In case of an accident, it will also put rescuers in a dangerous situation.      In consultation with the Culture, Sports and Tourism Bureau and the Environment and Ecology Bureau, our consolidated reply to the question raised by the Hon Steven Ho is as follows: (1) Between January 1, 2020 and September 30, 2024, the Fire Services Department (FSD), the Hong Kong Police Force (HKPF), and the Government Flying Service have been deployed for mountain rescue arising from camping or hiking and immersion incidents arising from swimming or surfing when an Amber, Red or Black Rainstorm Warning, or Tropical Cyclone Warning Signal No. 3 or above was in force. Details are as follows:

          The above deployments did not result in any casualties among the rescuers. The rescue teams have not maintained a statistical breakdown of the operating cost. (2) As far as temporary closure of beaches is concerned, the Leisure and Cultural Services Department (LCSD) has, in addition to giving advice on multiple occasions, issued a total of four verbal warnings in the past three years to persons entering/intending to enter temporarily closed beaches for water sports activities. During the period, no prosecution was instituted against non-compliance with the temporary closure of beaches.      As regards the hoisting of red flags at unclosed beaches, the LCSD has, in addition to giving advice on multiple occasions, successfully instituted one prosecution against water sports activities illegally conducted within the area of gazetted beaches in the past three years. Furthermore, during the law enforcement operation at Big Wave Bay Beach on October 25, 2024, two members of the public were found to have committed the acts of illegal surfing during hoisting of red flags at the unclosed beach, suspected of contravening the Bathing Beaches Regulation. An investigation by the LCSD is underway into such a case and prosecution is under consideration.      On the other hand, in the past three years, the Agriculture, Fisheries and Conservation Department (AFCD) had not closed country parks due to inclement weather. The AFCD will consider the closure of country parks having regard to the actual situation and when necessary. (3) During temporary closure of beaches and hoisting of red flags at unclosed beaches, beach staff will advise or verbally warn members of the public who are oblivious to the dangers at sea for their action jeopardising their own safety and that of rescuers. The LCSD will also consider instituting prosecutions against wrongdoers to serve as deterrence. Generally, members of the public heed the advice from the staff in virtually all cases. The above work does not involve additional expenditure.      When adverse weather warnings (such as Tropical Cyclone Warning Signal No. 3 or Rain Storming Warnings) are about to be issued or while these are in force, the AFCD will appeal to members of the public to refrain from going to the country parks through news broadcasts and social media platforms. Moreover, the AFCD will regularly utilise the social media and other communication channels to promote hiking safety, and remind members of the public to avoid visiting country parks during adverse weather. The above work forms part of the AFCD management of country parks, and therefore does not involve additional expenditure.      Whenever a Tropical Cyclone Warning Signal is in force, the Hong Kong Observatory (HKO) will remind the public to stay away from the shoreline and refrain from conducting any water sports activities. When a Rainstorm Warning Signal is in force, the HKO will remind the public to stay away from watercourses, and to stay alert to the possible dangers of flooding of the watercourses even after the Rainstorm Warning is cancelled. Other weather warnings or alerts are also accompanied by corresponding points to note. The HKO currently disseminates the above information to the public through various channels, including the HKO’s website, the mobile application MyObservatory, and social media platforms. The relevant operation and maintenance expenses have been subsumed into the recurrent cost of the HKO which cannot be further broken down. (4) The Government has always accorded top priority to public safety and the protection of people’s life and property. When calls for various emergencies are received, the HKPF and the FSD will immediately assess the nature of each incident and deploy appropriate resources to the scene.      The Government strongly discourages the public from taking risks to perform outdoor activities under inclement weather, as these activities will bring significant risks not only to the members of the public themselves, but also to the rescue personnel deployed in case of emergency. Notwithstanding the above, people’s lives are a top priority, and the Government will provide effective, reliable and efficient emergency services to people in distress or in need under all circumstances. The last thing we want to see is those in need being deterred from seeking emergency call services due to any reasons, including the charging of a levy.

    FORT WAYNE, Ind., Oct. 29, 2024 (GLOBE NEWSWIRE) — Franklin Electric Co., Inc. today announced its third quarter financial results for fiscal year 2024.

    Third quarter 2024 net sales were $531.4 million, compared to third quarter 2023 net sales of $538.4 million. Third quarter 2024 operating income was $73.5 million, compared to third quarter 2023 operating income of $78.1 million. Third quarter 2024 EPS was $1.17, versus EPS in the third quarter 2023 of $1.23.

    “Our third quarter results were softer than expected due to continued macro pressure from lower home sales and starts, along with weather being wetter than normal. However, the demand environment remains healthy across our key end markets, which has normalized following record levels of sales in recent years. Margins remained stable due to our disciplined cost management, and we are actively pursuing opportunities to further reduce expenses across the enterprise,” commented Joe Ruzynski, Franklin Electric’s CEO.

    Segment Summaries

    Water Systems net sales were $302.2 million, a new third quarter record, an increase of $6.4 million or 2 percent compared to the third quarter 2023. The sales increase was driven by higher sales of groundwater products, all other surface products and water treatment products. The sales increase was partially offset by lower sales of large dewatering pumps, which had a record quarter last year. Water Systems operating income in the third quarter 2024 was $52.8 million, a new third quarter record. Third quarter 2023 Water Systems operating income was $52.7 million.

    Distribution net sales were $190.8 million, an increase of $1.6 million or 1 percent compared to the third quarter 2023. Sales increases were driven by sales from a recent acquisition. The Distribution segment operating income in the third quarter 2024 was $12.2 million. Third quarter 2023 Distribution operating income was $10.7 million.

    Fueling Systems net sales were $69.7 million in the third quarter 2024, a decrease of $8.0 million or 10 percent compared to the third quarter 2023. Sales decreases were driven by lower volumes. Fueling Systems operating income in the third quarter 2024 was $24.1 million. Third quarter 2023 Fueling Systems operating income was $25.8 million.

    2024 Guidance

    The Company is lowering its sales guidance for full year 2024 to be approximately $2.00 billion and reducing its EPS guidance for full year 2024 to be in the range of $3.75 to $3.85 which incorporates the Company’s first nine months performance and its outlook for the fourth quarter.

  • MIL-OSI United Nations: Pan-European Strategy aims to align Transport, Health and Environment policies by 2050

    Transport plays a crucial role in society and in the economy, enabling access to jobs, services and people, while driving trade and tourism. However, it also brings significant socioeconomic, environmental and health challenges. In most countries, public policies at all levels do not deal with transport, health, environment, and urban planning issues holistically.

    This is about to change thanks to the adoption of the first Pan-European Strategy on Transport, Health and Environment – the result of a vision that connects transport policies with health and environmental goals. The strategy, adopted today in Geneva at the 22nd session of the Steering Committee of the Transport, Health and Environment Pan-European Programme (THE PEP), lays out a road map for the transformation of transport systems by 2050, promoting sustainable urban mobility, cleaner technologies and climate resilience. This brings synergies with other UNECE initiatives, such as the Inland Transport Committee’s Strategy on Reducing Greenhouse Gas Emissions from Inland Transport.

    The strategy aims to:  

    • Recognize the positive role of transport

    The strategy recognizes the transport sector as crucial to sustainable development, promoting health as well as the quality and livability of the environment. By working together, the transport, health and environment sectors can contribute significantly to improving people’s lives.

    • Adopt a holistic approach

    National, regional and local authorities must address transport, health and environmental issues together, in order to develop integrated policies and frameworks. In some countries, financing mechanisms for public transport and infrastructure for walking and cycling are neither sustainable nor adequate. The adoption of a holistic approach will lead to more effective regulations, better budget allocations and improved living conditions.

    • Allow for tailor-made solutions

    The strategy recognizes the diverse realities across the region and calls for tailored solutions that include all stakeholders – Governments, communities, businesses and civil society – to build an inclusive, greener mobility.

    • Support the shift to public transport and active mobility  

    The strategy aims to shift the modal split from the current car-dominated model towards increased public transport and active mobility (cycling and walking). These different modes will need to be treated equally across UNECE member States, with sustainable transport solutions being applied to rural and peri-urban areas. Cargo and freight transport will also become more sustainable. The approach to transport demand will promote proximity to services and enhance sustainable mobility through technology.

    • Address air and noise pollution

    Air pollution is a leading environmental risk to health, causing nearly 570,000 premature deaths in 53 countries of the region according to a 2023 World Health Organization publication. Over 90% of the region’s population is exposed to harmful levels of air pollutants, with road transport being a major source of such pollutants through exhaust and non-exhaust emissions. Road transport accounts for about 25% of energy-related greenhouse gas emissions and is thus a key contributor to climate change.

    The current shift towards vehicle electrification and fleet renewals will allow for the transition to cleaner mobility. At present, transport is the principal source of background noise pollution in urban areas in the region.

    • Maximize health benefits

    Active mobility can significantly reduce health risks, in particular obesity and non-communicable diseases, lessening the burden on healthcare systems. Expanding green spaces and infrastructure for active mobility will also foster mental well-being through greater social interaction.

    • Reinforce social inclusion  

    Lower-income groups tend to live in areas with poorer transport infrastructure, limiting access to services, jobs and social activities. Transport systems also often fail to address the varying needs of people according to gender, age and ability. Road traffic accidents are the main cause of death among people aged 5–29 years worldwide.

    The strategy emphasizes the inclusion of gender, age and disability needs in transport planning, ensuring that mobility is accessible to all. Green finance and fiscal incentives will have an important role to play in driving investment in sustainable transport, creating jobs, and stimulating the economy.

    • Collect and manage data

    The lack or limited quality of data is a recurring challenge and one of the most serious obstacles to informed policymaking in some UNECE member States. This prevents an objective assessment of the impact of transport on the environment and health from being carried out.

    Consistent data on transport, greenhouse gas emissions and mobility will inform policy across the region.

     

    In implementing the Strategy, under the framework of THE PEP, member States will also work on:

    • Directing investments, fiscal incentives and green finance initiatives towards sustainable transport, stimulating job creation and the economy;
    • Making the most of digitalization of transport and mobility services;
    • Increasing the resilience of transport systems to climate change, pandemics and other disasters.

    The next step will be for member States, within the framework of THE PEP and with other stakeholders, to discuss how to implement the Strategy and mobilize the appropriate resources to facilitate implementation, drawing on the knowledge-sharing and good practices of each member State.

    Biodiversity loss poses a fundamental threat to our everyday lives, impacting clean water, air, fertile soil, food, medicine, the global economy and climate control. The climate crisis is affecting biodiversity as events like wildfires become more severe and frequent in Canada and around the world.

    This week, delegations from around the world are meeting at the United Nations Biodiversity Conference (COP16) in Cali, Colombia, to advance the implementation of the Kunming-Montreal Global Biodiversity Framework (KMGBF) to achieve the international community’s goal of living in harmony with nature by 2050.

    Canada is committed to working with all partners to halt and reverse the loss of nature and protect Indigenous rights. That’s why the Government of Canada supports conservation efforts to increase the resilience of communities in many parts of the world.

    Today, the Honourable Ahmed Hussen, Minister of International Development, and the Honourable Steven Guilbeault, Minister of Environment and Climate Change, announced 7 projects, worth a total of $62 million, that aim to protect biodiversity in regions around the world, with a particular focus in Latin America. For example, Canada’s contribution will increase the resilience to climate change of Indigenous communities in the Amazon through the integration of ancestral practices to address climate variability.

    These projects will be implemented in partnership with the following institutions:

    Project: Critical Ecosystem Partnership Fund
    Partner: Conservation International
    Funding: $20 million for fiscal years 2024 to 2025 and 2025 to 2026

    The Critical Ecosystem Partnership Fund aims to support the conservation and sustainable use of biodiversity in 3 biodiversity hot spots: the Cerrado in Brazil; countries in the Indo-Burma region, namely Cambodia, Laos and Thailand; and countries in the Tropical Andes region, namely Bolivia, Colombia, Ecuador and Peru. Canada’s contribution will advance gender equality by strengthening leadership skills among women conservationists and enhance locally driven conservation in key biodiversity areas through financial and technical support.

    Project: Biodiversity Ecosystem Restoration for Community Resilience in the Chittagong Hill Tracts in Bangladesh
    Partner: UN Development Programme
    Funding: $12.5 million for fiscal years 2024 to 2025 and 2025 to 2026

    This project aims to strengthen biodiversity conservation and resilient ecosystems in climate-vulnerable and marginalized communities in the Chittagong Hill Tracts region of Bangladesh. The project will work with these communities to develop and implement community-based biodiversity conservation plans. It will also increase women’s role in decision making and in implementing inclusive biodiversity ecosystem restoration plans with local government agencies, as well as improve the restoration of biodiversity ecosystems by vulnerable households and enhance resilient alternative livelihoods of ecosystem-dependent communities to improve market access and biodiversity conservation.

    Project: Supporting the Protection of Marine Biodiversity Within the Eastern Tropical Pacific Ocean Through Dark Vessel Detection Technologies
    Partner: Fisheries and Oceans Canada
    Funding: $5 million for fiscal years 2024 to 2025 and 2025 to 2026

    This project shares Canadian technical expertise to assist Colombia, Costa Rica, Ecuador, Panama and Peru in protecting their unique marine biodiversity and supporting coastal communities, specifically women, Indigenous people and Afro-descendants. The project will provide access to innovative Canadian satellite surveillance technology by MDA Space Ltd. to support monitoring and enforcement efforts to reduce the threats posed by illegal, unreported and unregulated fishing activities.

    Project: Strengthening Marine Law Enforcement in the Eastern Tropical Pacific Ocean
    Partner: WildAid
    Funding: $5 million for fiscal years 2024 to 2025 to 2026 to 2027

    This project will help improve the protection and sustainable use of marine ecosystems in Colombia, Costa Rica, Ecuador, Mexico, Panama and Peru. This will be achieved by strengthening the capacity of national marine authorities and government-endorsed community organizations to reduce the threats posed by illegal, unreported and unregulated fishing. The project will increase the effectiveness of maritime law enforcement by advocating for compliance through education, outreach and the creation of community-wide benefits.

    Project: Enhancing Indigenous Peoples’ Resilience to Climate Change in Colombia
    Partner: World Food Programme
    Funding: $9.5 million for fiscal years 2023 to 2024 to 2027 to 2028

    This project will help increase the resilience of Indigenous communities in the Amazon. The rich and diverse ecosystems in the southern Colombian Amazon rainforest are highly sensitive to climate change, facing rapid alterations in temperature and water availability. This degradation directly affects the food security and nutrition of forest-dependent communities, particularly Indigenous people and women. The project will focus on climate adaptation, sustainable agriculture and environmental management by combining ancestral practices with modern technology. It will promote sustainable agri-food value chains to improve food security and enhance the role of women in climate governance. Project activities will be carried out in Putumayo, Caquetá and Amazonas.

    Project: Podong Indigenous Peoples Initiative
    Partner: International Union for the Conservation of Nature
    Funding: $7 million for fiscal years 2024 to 2025 and 2025 to 2026

    This initiative is the result of a collaboration between the International Union for the Conservation of Nature, Indigenous leaders and the International Indigenous Forum on Biodiversity. Canada’s contribution will help Indigenous people build their capacity to implement gender-responsive biodiversity conservation actions, build leadership skills to engage in global environmental forums and negotiations, and address the barriers Indigenous peoples face in accessing funding for their self-determined climate and biodiversity priorities and actions.

    This initiative will take place in Guatemala, Nepal, Panama and Tanzania. It advances the United Nations Declaration on the Rights of Indigenous Peoples Act, which emphasizes Indigenous peoples’ right to conservation and protection of the environment and the productive capacity of their land.

    Project: Accelerating Systemic Change for Gender Equality and Biodiversity Conservation Through the National Biodiversity Strategies and Action Plans Accelerator Partnership
    Partner: UN Environment Programme
    Funding: $3 million for fiscal years 2024 to 2025 and 2025 to 2026

    The National Biodiversity Strategies and Action Plans (NBSAPs) Accelerator Partnership is a global initiative launched in Montréal at COP15. It provides knowledge, technical and financial support to developing countries for the preparation and implementation of their national biodiversity strategies and action plans. NBSAPs are essential road maps that guide decision making and on-the-ground action to conserve and use biodiversity in a sustainable manner.

    Canada’s support will help Antigua and Barbuda, Comoros, Costa Rica, Eswatini, Tajikistan, Thailand and Togo develop and update their NBSAPs and ensure that they are gender-responsive and inclusive.

  • MIL-OSI Global: Beyond bottled water and sandwiches: What FEMA is doing to get hurricane victims back into their homes

    In a pattern all too familiar to people affected by disasters, hurricanes Helene and Milton have disappeared from the headlines, just a few weeks after these disasters ravaged the Southeast. Although reporters have moved on, recovery is just beginning for people who were displaced.

    According to government and private analysts, damages may exceed US$50 billion apiece for these two storms. The Red Cross estimates that over 7,200 homes were destroyed or severely damaged and that more than 1,200 people were living in shelters across the affected states as of late October 2024.

    Staffers from the Federal Emergency Management Agency have been on the ground since before Helene and Milton hit, positioned to help as soon as the storms passed, along with state and local responders. But many people aren’t clear about how FEMA helps or what its responsibilities are.

    This may be one reason why the agency has had to dispel rumors about its response to Helene in North Carolina, such as assertions that representatives were coming to seize damaged property.

    We study the impacts of natural disasters and how communities recover. Here’s what FEMA does in zones battered by disasters like Helene and Milton:

    Quick cash grants, then funding for repairs

    FEMA works year-round helping communities prepare for disasters and training emergency management personnel to respond to these events. In the wake of declared federal disasters, it offers its Public Assistance and Individuals and Households programs.

    Public Assistance Program funds are available to state and local governments and some nonprofits to help pay for things like removing debris, preventing further damage and restoring public infrastructure. Support from the Individuals and Households Program may include funds for temporary housing and for repairing or replacing primary residences, as well as provision of temporary housing units for people displaced from their homes.

    FEMA launched a new form of flexible aid in March 2024 that provides quick cash payments of $750 per household for immediate needs, such as food, water, gasoline and emergency shelter. Contrary to rumors that have circulated in the wake of Helene, these payments are just a start, not the maximum support that FEMA offers.

    Applicants have to file claims to receive further aid. These requests go through extensive review, such as inspections of home damage. FEMA then decides how much aid to provide, if any.

    The agency will fund repairs intended to make the home safe to live in, but this work may not be enough to return the home to its pre-disaster state. Currently, the maximum FEMA aid for housing assistance is $42,500, plus an additional $42,500 for other disaster-related needs. For many, these amounts will be insufficient.

    FEMA officials say the agency has enough funding to handle immediate response and recovery from both Helene and Milton. However,
    until damage from both storms has been fully assessed, it is hard to know whether FEMA will need supplemental funds from Congress to support long-term recovery.

    Insurance plays a key role

    FEMA’s programs are intended to help with temporary housing and other needs that aren’t covered by insurance. Homeowners are expected to protect themselves against losing their dwellings by insuring their homes.

    However, some natural disasters are not always covered by homeowners insurance. They include storm-driven flooding, earthquakes and wind damage from hurricanes and tornadoes.

    In places that are vulnerable to these hazards, homeowners may have to seek separate coverage, either from private insurers or government-backed lenders of last resort. Households that don’t purchase special coverage, either because it costs too much or they don’t think they need it, will struggle to recover.

    According to FEMA, only 4% of U.S. homeowners have flood insurance, while 99% of U.S. counties have experienced flooding since 1996.

    Other federal funding sources

    Another federal funding source for housing repair and replacement and other personal property losses is the Small Business Administration. But, unlike FEMA grants that don’t need to be repaid, the SBA only offers low-interest loans.

    The main source of funding for long-term housing recovery is the U.S. Department of Housing and Urban Development’s Community Development Block Grant – Disaster Recovery grants. These funds must be approved by Congress following a disaster, so it can take months or years for funds to reach communities.

    Awarding this money as block grants gives state and local governments more flexibility to meet the needs of affected communities. However, it also makes it easier to allocate the funds in ways that don’t address the housing needs of the people they are intended to help.

    In recent years, we have seen many cases in which state or local officials have spent these funds inappropriately. For example, after Hurricane Katrina in 2005, Mississippi Governor Haley Barbour redirected most of his state’s HUD funds to economic development projects, including expanding the port of Gulfport, rather than rebuilding housing for storm survivors.

    Fighting to direct funds to those who need them most often requires legal action, extending the wait for hard-hit communities that need it.

    Renters have few options

    Disaster recovery programs often overlook renters, even though in many areas up to half of residents may rent their homes. Renters have little control over whether their homes are rebuilt at all, much less whether they will be allowed to return to them.

    Our research has shown that owner-occupied housing generally recovers much more quickly than rental housing. Apartment buildings also face a more uncertain recovery than single-family homes.

    Helping the neediest victims

    Even after recent updates to its rules, FEMA still struggles to adequately meet the needs of the most vulnerable groups in society. This includes low-income and minority households, people with disabilities and those who are undocumented.

    Poor households often live in homes that are in bad shape or that have gone through previous disasters without repair. In such cases, it can be hard for FEMA inspectors to determine how much damage was caused by the current disaster, which in turn can lead to claims being denied.

    In south Texas, after hurricanes Dolly and Ike in 2008, thousands of low-income households’ claims were denied, leading to a class-action lawsuit that homeowners ultimately won. After Hurricane Maria devastated Puerto Rico in 2017, many homeowners were denied rebuilding aid because they couldn’t provide a title to prove ownership.

    In response, FEMA created new rules in 2023 for demonstrating ownership. For example, FEMA has modified and expanded the types of documentation needed to prove ownership. The agency has also changed eligibility and assistance rules to make it easier to qualify for assistance.

    Recent research suggests that, at least on the whole, FEMA’s Individual Assistance Program is not likely to underserve poor households. Nonetheless, as people across the Southeast take stock of losses from this year’s hurricanes, we believe it will be important to pay special attention to under-resourced households, whose needs may not be adequately addressed by federal programs.

    Our planet is getting hotter at an alarming rate. Climate change is one of the most serious global issues today. Its consequences affect every single human being on Earth. So it seems perfectly logical that scientific publications about global warming are written in the global language: English.

    And yet, it is precisely because it is written in English, that climate science is largely inaccessible to the majority of people globally.

    To explain this apparent contradiction, we need to look at some numbers. Nearly 90% of scientific publications globally are in English. This is a staggering dominance of just one language. But English, often called a global language, is only spoken by a minority of the world’s population.

    How do we know that most people in the world don’t speak English? English the main language of society in only a handful of countries: the UK, Ireland, the US, Canada, Australia and New Zealand. The population of these countries, combined, amounts to about 400 million – a very small percentage of the world’s population.

    In many other former British colonies, such as India, Nigeria or Malaysia, English exists alongside other languages. In these contexts English tends to be an elite language, used mostly by urban, middle-class, well-educated people. Elsewhere, English functions as a lingua franca, used mostly in transnational communication.

    Given these diverse scenarios, it is extremely difficult to estimate the number of speakers of English with any precision. About 20 years ago, linguist David Crystal suggested that the number may be somewhere between 1 and 2 billion. Even if we take the upper limit of that extremely large range, we’re talking about only one quarter of the world’s population. This means that three out of four people in the world do not speak English.

    That means at least three quarters of the world’s population do not speak the language in which the science about climate change is disseminated globally. At the same time, languages other than English are marginalised and struggle to find space in the global communication of science.

    So this linguistic inequality creates an imbalance in the distribution of scientific knowledge about climate change. But it also reinforces two other types of existing inequality.

    One has to do with the production of scientific knowledge in general, which is disproportionately emanating from the two main Anglophone countries: the US and the UK. Out of the top 100 scientific journals for impact and prestige, 91 are based in these two countries.

    The other form of inequality has to do with social injustice. Scientific literature is almost exclusively written in English. But this language is virtually unknown by most people, especially in developing countries. And so, societies who suffer more from climate change are precisely those where access to scientific literature about it is severely limited.

    What is the solution? Unesco’s Open Science initiative, is attempting to tackle the problem. It aims to “make scientific research from all fields accessible to everyone for the benefits of scientists and society as a whole”. One of its objectives is to “ensure that scientific collaborations transcend the boundaries of geography, language and resources”.

    Breaking language barriers

    Achieving the objectives set by Open Science is no easy task. One approach is to break the barrier of English monolingualism by promoting multilingualism.

    On the one hand, opportunities must be created for scientists from around the world to communicate their research and their scholarship in languages other than English.

    On the other, the great technological advancement made in machine translation, especially with the advent of AI, should be put to use in order to ensure that content is available in languages other than English. This is precisely the goal of Climate Cardinals, a non-profit organisation whose mission is to “make the climate movement more accessible to those who don’t speak English” by translating information into more than 100 languages.

    These kinds of concrete efforts offer hope for climate literacy and, consequently, for action to lessen the impact of climate change.

Developed by Flt Lt Rich Keeling and Dr Jon Allsop at the Central Flying School, it is being implemented by RAF Shawbury to great effect. It bridges the gap between theoretical and real-world flying in a sustainable manner and helps to ensure effective instructors for future helicopter aircrew.

    Consistently championing change for the benefit of our whole force, Becky has been a driving force behind a challenge to amend outdated policy to support hundreds of individuals with shared parental responsibility. The previous policy only allowed leave to be shared between serving spouses, which did not reflect the changing nature of families and led to personal difficulties and an unstable environment for the children of Service personnel. Her challenge highlighted the negative impact of the policy and was integral to bringing about a significant change. The updated policy now allows leave to be transferred between serving personnel in all three Services who both have parental responsibility for a child, enabling them to use it for childcare purposes. The resulting increase in stability for Service children and the home environment cannot be underestimated, nor can its impact on retention and morale for our people.

    The consolidation of key enablers into a centralised dispatch centre at RAF Brize Norton has greatly enhanced communication, professional relationships, and overall efficiency, saving over 15 minutes for every flight from the busy main operating base. The relocation of the Meteorological Office, Jet Plans, and MSC has reduced unnecessary movement and transportation waste, streamlining workflow. The elimination of ‘nav bags’ and the centralisation of Electronic Flight Bags further minimised motion waste. Additionally, process duplication has been removed, reducing rework, and allowing crews to plan without interruption. Crews also save a further 6-8 minutes by no longer needing to visit Load Control, and aircrew now book transport directly, reducing delays. The project has delivered efficiencies for all stakeholders throughout the process.

    Winner: F-35 Detachment Toolkit

    Recognising the need for rapid deployability in support of ACE, the RAF Marham team developed and delivered a deployable toolkit in support of the F-35 fleet. Employing Lean Six Sigma analysis and modelling high level tool usage across the fleet, they identified the full requirements to ensure the project would deliver a successful product. The team repurposed tools and test equipment from redundant issue centres, obtained funding for a laser etching machine, and procured mobile support units. Owing to their efforts, the F-35 now has a deployable tool capability that was used for the first time in the Iceland Air Policing operation. The capability has increased the potential operational output of the fleet, allowing it to operate effectively in two different locations with minimal impact to the flying programme.

    Wing Commander Williamson collected the award on behalf of Chief Technician Hunt. It will be formally presented on unit.

    Neil has shown significant determination and commitment to improvement. After identifying issues with the transportation of F-35 canopies across unit, Neil, alongside Sgt Richard James, developed the F-35 Canopy Transportation Trolley project, which has now been brought into service at RAF Marham. The innovative improvement project has already saved Defence over £600k. Continuing to engage with the Astra improvement process, Neil has submitted a further 13 ideas over the past two years. This includes the F-35 Ejection Seat Transportation Solution, which has once again delivered an effective solution that has delivered significant benefits, saving Defence £1.75m in the first 3 months by removing potential for damage and increasing resource efficiency.

    Neil’s award was collected by Wg Cdr Williamson on his behalf and will be handed over formally on unit.

    Beth is new to the Civil Service and the RAF whole force as the Continuous Improvement Facilitator at RAF St Mawgan, who has taken on the role of Astra Ambassador as well as CI Lead. Always keen to learn, she proactively approached the Headquarters CI Team to secure a place on the Lean Six Sigma training course to further develop her skills. Since completing the course, she has rapidly applied her newfound knowledge and skills to delivering improvements across the unit.     Using the tools and techniques of Continuous Improvement, a full review and redesign of the State Demand form at RAF Coningsby was undertaken. The inefficient process saw at least 12 versions of the same form used on unit, with a significant administrative burden for all involved in submitting the 6000+ forms a year. The process was reviewed end-to-end and redesigned to remove unnecessary steps. Considering the needs of all stakeholders, it has simplified the communication flow and established an effective feedback loop. The project has significantly reduced the rejection rate for state demand forms and the potential misallocation of engineering spares. The redesigned form has also saved over 1600 hours per year just at RAF Coningsby and has also been used repeatedly and proven highly successful in the UK and on Op SHADER.

    Winner: Ailidh Leather

    Ailidh Leather has been the lead for Project POST ROOM at RAF Cosford, which uses scanning technology to significantly enhance the experience of the Post Room staff and the hundreds of recipients on station. Several years ago, Ailidh identified how technology could transform how mail is processed. With increasing amounts of parcels due to online shopping and inefficient handwritten ledgers, the post room was being swamped with mail leading to long delays in items reaching their intended recipient. Her persistence, determination, and forward thinking have ensured that the project has reached the position it is in today despite numerous setbacks. Through her tenacity, the project is making a real difference to the lives of personnel at Cosford, with potential to be rolled out wider across the RAF.

    Chief of the Air Staff’s Award, sponsored by Astra

    Winner: Air Specialist Class 1 Ross McGrory

    Ross played a pivotal role in Project GAIA, seamlessly transforming it into a Digital Shadow for a deployed medical centre by connecting multiple devices to a central hub. Proactively learning a new programming language, and dedicating a significant amount of his personal time, he developed a working product that provides a critical capability – 24/7 monitoring for emergency medical items such as blood supplies. Ross’s innovative mindset and skillset ensured that the complex system could easily be used by non-technical staff, which is not an easy task. Additionally, as second in command of RAF Leeming‘s Makerspace, which is an integral part of the Astra Hub, he expanded user engagement. He swiftly solved a persistent station issue in just 4 hours, highlighting his technical expertise and commitment to innovation.

    Hundreds gathered in Sunderland Hall at the RAF Museum for an evening of reward and recognition, showcasing grassroots innovation and sharing ideas. Grassroots innovation activities from the whole force were on display to ignite the innovative mindset of our people and encourage collaboration to bring meaningful change.

    Personnel from across the whole force were joined by international allies from the United States Air Force (USAF), Royal Australian Air Force, and Royal Canadian Air Force. Members of the USAF currently based in the UK also joined RAF personnel in demonstrating grassroots innovation projects in their area. The USAF’s AFWERX team are working closely with the RAF’s Astra Team to encourage collaboration on common problem sets, with the first joint grassroots innovation projects already being planned.

    Air Vice-Marshal Suraya Marshall, Assistant Chief of the Air Staff, visited HMS Prince of Wales whilst it was taking part in Exercise Strike Warrior off the coast of the United Kingdom.

    Arriving by Royal Navy Mk4 Merlin aircraft, she witnessed an F-35B Lightning launch and had a tour of HMS Prince of Wales’ key areas.

    Exercise Strike Warrior serves as a crucial test of the Carrier Strike Group’s readiness and effectiveness in a variety of complex combat scenarios. F-35B Lightnings from 617 Squadron have been taking part, joining 809 Naval Air Squadron and assisting the Royal Navy in conducting maritime operations, in addition to Typhoons from IX(B) and 1(F) Squadrons from RAF Lossiemouth.​

    Typhoon and F-35B Lightning aircraft form the backbone of UK Combat Air, together forming an interoperable, complimentary, and extremely potent force mix that offers persistence and a mass of sensors and weapons. This is especially important in the face of an advancing and proliferating threat.​

    The F-35B Lightning is a 5th generation, swing-role combat aircraft. This means it can perform the roles and missions of different aircraft types simultaneously. Equipped with advanced sensors, mission systems and low observable stealth technology, hostile radar systems cannot easily detect the aircraft, giving those nations operating the F-35 a significant tactical advantage in many operational scenarios​.

  • MIL-OSI China: China to experience warmer November: meteorologist

    BEIJING, Oct. 29 — Most parts of China are expected to register above-normal temperatures in November this year, according to the National Climate Center on Tuesday.

    Specifically, temperatures in parts of northeastern, northwestern, northern and eastern China will be notably higher next month, said Jia Xiaolong, deputy head of the center, at a press conference.

    High temperatures, dry and windy weather and less precipitation will increase the risks of meteorological drought, as well as forest and grassland fires in parts of eastern and central China, as well as Yunnan Province in the southwest, said Jia.

    Provincial-level regions of Inner Mongolia, Heilongjiang, Xinjiang, Jiangsu, Shanghai, Zhejiang and Hainan will see more rainfall in November, said Jia.

    He advised areas expecting more precipitation in November to take preventive measures against the adverse effects of low temperatures and rain and snow-related disasters on transportation, energy, electricity and people’s health.

  • MIL-OSI USA: New NASA Instrument for Studying Snowpack Completes Airborne Testing

    The Rocky Mountains in Colorado, as seen from the International Space Station. Snowmelt from the mountainous western United States is an essential natural resource, making up as much as 75% of some states’ annual freshwater supply.

    Summer heat has significant effects in the mountainous regions of the western United States. Melted snow washes from snowy peaks into the rivers, reservoirs, and streams that supply millions of Americans with freshwater—as much as 75% of the annual freshwater supply for some states.

    But as climate change brings winter temperatures to new highs, these summer rushes of freshwater can sometimes slow to a trickle.

    “The runoff supports cities most people wouldn’t expect,” explained Chris Derksen, a glaciologist and Research Scientist with Environment and Climate Change Canada. “Big cities like San Francisco and Los Angeles get water from snowmelt.”

    To forecast snowmelt with greater accuracy, NASA’s Earth Science Technology Office (ESTO) and a team of researchers from the University of Massachusetts, Amherst, are developing SNOWWI, a dual-frequency synthetic aperture radar that could one day be the cornerstone of future missions dedicated to measuring snow mass on a global scale – something the science community lacks.

    SNOWWI aims to fill this technology gap. In January and March 2024, the SNOWWI research team passed a key milestone, flying their prototype for the first time aboard a small, twin-engine aircraft in Grand Mesa, Colorado, and gathering useful data on the area’s winter snowfields.

    “I’d say the big development is that we’ve gone from pieces of hardware in a lab to something that makes meaningful data,” explained Paul Siqueira, professor of engineering at the University of Massachusetts, Amherst, and principal investigator for SNOWWI.

    SNOWWI stands for Snow Water-equivalent Wide Swath Interferometer and Scatterometer. The instrument probes snowpack with two Ku-band radar signals: a high-frequency signal that interacts with individual snow grains, and a low-frequency signal that passes through the snowpack to the ground. 

    The high-frequency signal gives researchers a clear look at the consistency of the snowpack, while the low-frequency signal helps researchers determine its total depth.

    “Having two frequencies allows us to better separate the influence of the snow microstructure from the influence of the snow depth,” said Derksen, who participated in the Grand Mesa field campaign. “One frequency is good, two frequencies are better.”

    The SNOWWI team in Grand Mesa, preparing to flight test their instrument. From an altitude of 4 kilometers (2.5 miles), SNOWWI can map 100 square kilometers (about 38 square miles) in just 30 minutes.

    As both of those scattered signals interact with the snowpack and bounce back towards the instrument, they lose energy. SNOWWI measures that lost energy, and researchers later correlate those losses to features within the snowpack, especially its depth, density, and mass.

    From an airborne platform with an altitude of 2.5 miles (4 kilometers), SNOWWI could map 40 square miles (100 square kilometers) of snowy terrain in just 30 minutes. From space, SNOWWI’s coverage would be even greater. Siqueira is working with Capella Space to develop a space-ready SNOWWI for satellite missions.

    But there’s still much work to be done before SNOWWI visits space. Siqueira plans to lead another field campaign, this time in the mountains of Idaho. Grand Mesa is relatively flat, and Siqueira wants to see how well SNOWWI can measure snowpack tucked in the folds of complex, asymmetrical terrain.

    For Derksen, who spends much of his time quantifying the freshwater content of snowpack in Canada, having a reliable database of global snowpack measurements would be game-changing.

    “Snowmelt is money. It has intrinsic economic value,” he said. “If you want your salmon to run in mountain streams in the spring, you must have snowmelt. But unlike other natural resources, at this time, we really can’t monitor it very well.”

    “As communities across the Southeast continue to recover and rebuild after Hurricanes Helene and Milton, the SBA remains focused on its mission to provide support to small businesses to help stabilize local economies, even in the face of diminished disaster funding,” said Administrator Isabel Casillas Guzman. “If your business has sustained physical damage, or you’ve lost inventory, equipment or revenues, the SBA will help you navigate the resources available and work with you at our recovery centers or with our customer service specialists in person and online so you can fully submit your disaster loan application and be ready to receive financial relief as soon as funds are replenished.”

    SACRAMENTO, Calif. – Low-interest federal disaster loans are now available to Havasupai Tribe businesses and residents as a result of President Biden’s major disaster declaration, U.S. Small Business Administration’s Administrator Isabel Casillas Guzman announced.

    The declaration covers the Havasupai Tribe as a result of the flooding that occurred Aug. 22-23.

    Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets.

    For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available to businesses regardless of any property damage.

    “SBA’s disaster loan program offers an important advantage–the chance to incorporate measures that can reduce the risk of future damage,” said Francisco Sánchez, Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration. “Work with contractors and mitigation professionals to strengthen your property and take advantage of the opportunity to request additional SBA disaster loan funds for these proactive improvements.”

    Disaster loans up to $500,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.

    Interest rates can be as low as 4 percent for businesses, 3.25 percent for private nonprofit organizations and 2.813 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    On October 15, 2024, it was announced that funds for the Disaster Loan Program have been fully expended. While no new loans can be issued until Congress appropriates additional funding, we remain committed to supporting disaster survivors. Applications will continue to be accepted and processed to ensure individuals and businesses are prepared to receive assistance once funding becomes available.

    Houston, TX – Congresswoman Sylvia R. Garcia (D-TX-29) announced today that Port Houston’s innovative PORT SHIFT program has been selected to receive $2,983,457 in funding from the Environmental Protection Agency’s Clean Ports Program. This grant, funded by the Inflation Reduction Act, is a critical investment in cleaner air, reduced emissions, and green job opportunities for the region. 

    “I’m thrilled that Port Houston has been chosen for this Environmental Protection Agency grant, which will bring real, lasting benefits for our environment, economy, and the health of all families in the region. With its ambitious PORT SHIFT program, Houston is taking a bold step toward a cleaner, more sustainable future, and I’m proud to have helped make this possible by voting for the Inflation Reduction Act,” said Congresswoman Garcia.

    The grant funding announced today will support climate and air quality efforts at Port Houston, including: 

    • Emissions inventory
    • Emissions reduction strategy analysis including truck route analysis, infrastructure cost assessment, climate action planning, and developing a performance measurement framework
    • Stakeholder collaboration with communities, trucking industry, and workforce
    • Resiliency planning

    Congresswoman Garcia in May led a letter to EPA Administrator Michael Regan alongside her colleagues, urging support for Port Houston’s grant applications. The letter emphasized how PORT SHIFT’s climate and zero-emission technology initiatives would transform the freight sector, reduce diesel pollution, and engage and empower nearby communities, particularly low-income and disadvantaged neighborhoods.

    The Inflation Reduction Act of 2022 allocated $3 billion to the EPA’s Clean Ports Program to fund zero-emission port equipment and climate planning at U.S. ports. This program aims to build a zero-emissions foundation across the port sector, improve public health, and set a new standard for environmental engagement in near-port communities.

  • MIL-OSI Africa: Climate change is making it harder for people to get the care they need

    The world is witnessing the consequences of climate change: long-lasting changes in temperature and rainfall, and more intense and frequent extreme weather events such as heat waves, hurricanes, typhoons, flooding and drought. All make it harder for families and communities to meet their care needs.

    Climate change affects care systems in various ways. First, sudden illnesses and unexpected disabilities heighten the need for care. Second, it reduces access to important inputs for care such as water, food and safe shelter. Third, it can damage physical and social care infrastructures.

    It can also lead to breakdowns of traditional units of caregiving such as households and communities. And it creates new situations of need with the increase in displaced person settlements and refugee camps.

    Climate change creates sudden spikes in the demand for care, and serious challenges to meeting the growing need for care. All this has immediate and long lasting effects on human well-being.

    The size of the current unmet care needs throughout the world is substantial. In childcare alone, about 23% of children worldwide – nearly 350 million – need childcare but do not have it. Families in low- and lower-middle-income countries are the most in need.

    Similarly, as the world’s population ages rapidly, only a small proportion of the elderly who need assistance are able to use formal care (in an institution or paid homecare). Most are cared for by family members or other unpaid caregivers. Much of this unpaid care and formal care work is provided by women and girls.

    Hundreds of millions of people around the world struggle to get healthcare. Expansion of access to essential health services has slowed compared to pre-2015 . And healthcare costs still create financial hardship.

    Without comprehensive public and global support for care provision and the integration of care in the climate agenda, unmet care needs will only grow and inequalities will widen.

    Impact

    Climate change interacts with human health in complex ways. Its impact is highly uneven across populations. It depends on geographical region, income, education, gender roles, social norms, level of development, and the institutional capacity and accessibility of health systems.

    In 2018-22, Africa experienced the biggest increase in the heat-related mortality rate since 2000-05. This is not surprising as the continent has more frequent health-threatening temperatures than ever before and a growing population of people older than 65.

    Africa is also the region most affected by droughts in 2013-22, with 64% of its land area affected by at least one month of extreme drought per year on average. It was followed by Oceania (55% of its land area) and South and Central America (53%).

    Scientific evidence also points to increases in health inequalities caused by climate change. The health effects of climate change are not uniformly felt by different population groups.

    Exposure, severity of impact, and ability of individuals to recover depend on a variety of factors. Physiological characteristics, income, education, type of occupation, location, social norms and health systems are some of them.

    For example, older people and young children face the greatest health risks from high temperatures.

    There is also evidence of the disproportionate effect of climate change on the health of people living in poverty and those who belong to disadvantaged groups.

    Women of lower social and economic status and with less education are more vulnerable to heat stress compared to women in wealthier households and with higher education or social status. They are exposed to pollution in the absence of clean cooking fuel, and to extreme heat as they walk to gather water and fuel, or do other work outdoors.

    Bad sanitation in poor urban areas increases the incidence of water-borne diseases after heavy rains and floods.

    Lack of access to healthcare services and the means to pay for medicines make it difficult for women and men in low-income households to recover from illness, heat strokes, and air pollution-related ailments.

    Mental health problems are being attributed to climate change as well. Studies show that the loss of family or kin member, home, livelihood and a safe environment can bring about direct emotional impacts.

    These adverse impacts increase the demand for caregiving and the care workload. Climate-induced health problems force family and community caregivers, particularly women, to spend more time looking after the sick and disabled, particularly frail elderly people and children.

    Effect on food and water

    Climate change threatens the availability of food, clean water and safe shelter. It erodes households’ and communities’ care capacity and hence societies’ ability to thrive.

    Fluctuations in food supply and rising food prices as a result of environmental disasters, along with the inadequacy of government policies, underscore the mounting challenge of meeting food needs.

    The threat of chronic shortage of safe drinking water has also risen. Water scarcity is an area where structural inequalities and gender disparities are laid bare.

    Care for the sick and disabled, the young and the elderly is compromised when water is scarce.

    Effects on providing care

    Extreme weather events disrupt physical care infrastructures. It may be hard to reach hospitals, clinics, daycare centres, nursery schools and nursing homes. Some facilities may be damaged and have to close.

    Another type of care system that can break down is family networks and support provided by friends and neighbours. These informal care sharing arrangements are illustrated in a study of the three large informal settlements in Nairobi.

    About half (50.5%) of the sampled households reported having had a sick member in the two weeks before the survey. The majority relied on close friends and family members living nearby for care and support.

    Studies have shown that climate change eventually leads to livelihood loss and resource scarcity, which can weaken social cohesion and local safety nets in affected communities.

    Heightened risks and uncertainty and imminent changes in socio-economic and political conditions can also compel individuals or entire households to migrate. Migration is caused by a host of factors, but it has increasingly been a climate-related response.

    The World Bank’s Groundswell Report released in 2018, for example, projected that climate change could force 216 million people to move within their countries by 2050 to avoid the slow-onset impacts of climate change.

    A possible consequence of migration is the withdrawal of care support provided by the migrating extended kin, neighbours or friends, increasing the caregiving load of people left behind.

    In the case of forced displacements, the traditional social networks existing in communities are disrupted entirely.

    What’s needed

    There are compelling reasons to believe that meeting care needs can also help mitigate the effects of climate change. And actions to meet carbon-zero goals, prevent biodiversity loss and regenerate ecosystems can reduce the care work burden that falls heavily on families, communities and women.

    Any effort to tackle these grave problems should be comprehensive in scope and must be based on principles of equality, universality, and responsibility shared by all.

  • MIL-OSI United Kingdom: Ambitious Mobility Strategy to be considered by councillors

    This strategy, developed with feedback from the public, will be discussed when Climate Change and Sustainability Committee meets on 23 October 2024.

    The Mobility Strategy is one of three critical place-based strategies designed to shape the long-term development of Perth and Kinross, alongside the Local Housing Strategy and the Local Development Plan.

    Together, these strategies are instrumental in realising the Council’s vision of “a Perth and Kinross where everyone can live life well, free from poverty and inequality.”

    The Mobility Strategy outlines Perth and Kinross Council’s vision for managing and developing the transport and active travel network over the next 15 years.

    It considers all modes of transport for the movement of people and goods across both rural and urban areas, addressing the impacts of emerging technologies, digital services, housing, inclusion, poverty, health, climate adaptation, economic growth, air quality, and place making.

    Aligned with the priorities set out in the Scottish Government’s National Transport Strategy 2 (February 2020), the Mobility Strategy adopts four key priorities: Reducing Inequalities, Taking Climate Action, Delivering Inclusive Economic Growth, and Improving Health and Wellbeing.

    These priorities are fundamental to the development and delivery of the strategy, ensuring it meets both national targets and local goals.

    Councillors will also be asked to approve the next priorities for the Local Heat and Energy Efficiency Strategy (LHEES) and Local Area Energy Plan (LAEP) for the upcoming 12-18 months.

    The Perth and Kinross LAEP envisions the area as a leading example of affordable and equitable access to sustainable energy for all residents, businesses, and organisations.

    By 2045, the area aims to achieve an integrated, net-zero local energy system. Similarly, the Perth and Kinross LHEES aims to make homes and buildings more energy efficient and equipped with decarbonised heat sources, providing more affordable warmth and reduce climate impact, all contributing to achieving our goal of Net Zero by 2045.

    In line with these initiatives, committee members will be asked to approve the Council’s Public Body Climate Change Duty report. The report outlines the Council’s actions and progress in addressing climate change within its own operations, with a 31% reduction in its overall emissions. The decrease is primarily attributed to improvements in waste processing and the transition from waste to energy. Additionally, there were modest reductions in emissions from on-site energy production, business travel and employee commuting.

    Councillor Richard Watters, Convenor of Climate Change and Sustainability Committee said: “We are deeply grateful to the public for their active involvement and valuable feedback throughout the development of the Mobility Strategy. Their participation has been crucial in shaping a strategy that is robust, relevant, and adaptable to the diverse needs of our community.

    “We also want to recognise the outstanding work made through the Local Heat and Energy Efficiency Strategy (LHEES), the Local Area Energy Plan (LAEP) and the Council’s own initiatives in tackling climate change.  It is truly encouraging to see the Council’s substantial reduction in overall emissions, equivalent to 12.5 kilotonnes of C02, between 2022/23 and 2023/24.

    “Despite facing financial challenges, we are striving forward with new priorities for the next 12 to 18 months. Together, we are paving the way for a sustainable and prosperous future for Perth and Kinross.”

    Good morning. Emily Wilkins, thanks for that kind introduction, and for leading this important organization. Let me recognize the Press Club’s American Legion Post and its commander, Tom Young, and all the Veterans Service Organizations represented here. Veterans Service Organizations are critical to helping us serve Vets, their family members, caregivers, and survivors.

    I want to thank all the journalists who served our country in uniform. Journalists like Thomas Gibbons-Neff, a Marine combat Vet and the son of a combat Vet, who writes powerfully now about the ongoing conflict in Ukraine. I’ve been particularly struck by his writing on the end of America’s deployments to and withdrawal from Afghanistan.

    While I want to be careful here as a non-Veteran myself, it struck me that his writing brought to life the painful experiences that thousands of his fellow Afghanistan Vets wrestle with to this day. Navy Veteran Zack Baddorf, founder of the group Military Veterans in Journalism, is helping ensure more Vets go into journalism, a vocation that is so important to our democracy that Vets have sacrificed everything to protect it.

    Zach’s getting more Vets into newsrooms around the country—improving coverage of Veterans issues and increasing trust in the media. To Thomas and Zack, to all Veteran journalists, and to all journalists—thank you.

    Veterans Day is around the corner, so now’s a good time to begin preparing our hearts and minds for that celebration—remembering, recognizing, and thanking all those men and women who have fought our nation’s wars and defended us during periods of restless peace. But our profound gratitude to Veterans goes beyond Veterans Day, because Vets continue serving this country long after they take off their uniforms.

    They’ve dedicated themselves to building an America that is stronger, freer, fairer for each new generation, that more perfect Union we all seek. Anchored by their commitment to service over self, they continue serving this country, always looking out for one another, with their enduring sense of duty, valor, and love of country. Veterans set the highest example of what it means to be an American citizen. So, at VA, we strive to serve Vets every bit as well as they served—and continue to serve—all of us. Veterans Day is a time to renew that commitment, renew what President Biden calls our country’s one truly sacred obligation—to prepare those we send into harm’s way, and to care for them and their families when they come home.

    Now, when I first spoke to the Press Club four years ago, the country was in a historic public health emergency, and VA’s employees were risking their lives to save the lives of Veterans. Despite those challenges, I told you that VA public servants were breaking all-time records, providing more care and more benefits to more Vets than ever before. And each year, I’ve come back here with a similar report. This year is no different. By nearly every metric, VA’s smashing records we set last year. That’s even more care, more benefits, to more Vets. And it’s not just more care. It’s better, world-class care, and it’s better health outcomes for Veterans than in the private sector. It’s not just more benefits, it’s faster, more accessible benefits we’re delivering by meeting Vets where they are rather than expecting them to come to us. And it’s not just more Vets, its more Vets trusting VA at rates higher than ever before. President Biden, a military family member and the surviving father of combat Veteran Major Beau Biden, has been unrelenting—and forcefully demanding—in his advocacy for Veterans and their families. He has spent his entire career fighting like hell for Vets, just as he charged me and my VA teammates to do four years ago. Under President Biden’s leadership, VA has been made into something different—something new.

    Nowhere has that been more evident than with President Biden’s toxic exposure law—the PACT Act. Because of that law, more than 5.8 million Vets have been screened for toxic exposures. More than 740,000 have enrolled in VA care. And more than 1.1 million Veterans and 11,000 survivors are receiving benefits. The toxic exposure legislation called for a phased-in approach, getting Vets access to care and benefits as late, in some cases, as 2032. But President Biden made it clear that timeline wasn’t fast enough for one simple reason—for too long, too many Vets were exposed to harmful substances and waited decades for help. So, he directed us to accelerate implementation so all eligible Vets and their survivors got the care and benefits they deserve—as quickly as possible.  

    And that has been life-changing for so many families.

    We can measure President Biden’s record-breaking work on behalf of Veterans—on ending Veteran homelessness, on removing barriers to mental health care, on getting Vets in crisis the support they need when they need it, and more. In fact, you probably saw the press release we put out this morning detailing all of VA’s record-breaking accomplishments over the course of the past year. But we can never put a value on the countless miracles that have improved and made Veterans lives better. Numbers and statistics can’t adequately describe the impact. Dollars and data can’t ever really begin to capture and communicate the values, the personalities, the humanity of the Veterans we have the honor of serving. So, as I prepared for today’s speech, I thought, maybe those are the very things we need to talk about. Let me tell you three stories that demonstrate the impact and importance of the work we do, together.

    I’ll start with Angela Bell. I met Angela in Hampton, Virginia last month. Angela is one of the most generous and courageous people I’ve ever met. She lost her son, Sean, and has turned her grief into action. Let me tell you a little bit about Sean. Sean knew he wanted to join the military since he was a kid. He was so determined to enlist after graduating high school that at 17 years old he got his dad to sign the parental consent paperwork. And Sean served all over America—Georgia, North Carolina, California—served all over the world, Korea, Afghanistan, Iraq. He married and had a son, Giovanni.

    He earned his Bachelor’s degree. He earned a Master’s. He earned a second Master’s and was working on his Ph.D.—he liked to tease his mom, telling her she’d have to start calling him Dr. Bell. Sean was the kind of guy who’d invite other Soldiers over to Angela’s house for Thanksgiving because they had nowhere else to go. He’d ask his mom to send him extra care packages while he was on deployment, not for himself, but to share with his brothers- and sisters-in-arms who didn’t get anything from back home. He’s an example of the selfless Vet I was talking about a few minutes ago.

    Well, after Sean came back from his second deployment to Central Command, Angela started noticing some changes. Every time firecrackers went off, he’d jump. Being in traffic was overwhelming, anxious about other vehicles around him. He was enduring some personal problems, family health issues and more. When Angela tried to get Sean help, he refused, worried about losing his clearance. Sean had served in the Army for 20 years. And just a few weeks before his retirement in 2021, he died by suicide.

    Now, I’ve spoken at many events focused on VA’s and our partners’ work to end Veteran suicide. I’ve explained that ending Veteran suicide is our number one clinical priority at VA. I’ve talked about resourcing and about people and organizations singularly devoted to end Veteran suicide. I’ve talked about data and processes and what we’re doing to try to make a real, substantial difference—promising initiatives. And I’ve shared story after story about Veterans not just surviving, but getting the mental health care they need and thriving. Yet, none of that will bring Sean back or heal his family’s heartbreak. None of that gets to the enormous tragedy of Veteran suicide or gets to the powerful, painful emotions.

    So, here’s why I’m telling Sean’s story, Angela’s story. Angela’s doing everything she can do so other families don’t suffer the same devastation when she lost Sean, when this country lost Sean. “I try to be the face of [those] who [were] left behind,” Angela says. “I’m so passionate about telling his story because if it helps one person, whether I know it or not, then I’m doing what I’m supposed to do.” She said, “People tell me I’m so strong. I’m not. I’m a mom, advocating and fighting for my kid.” Angela’s the President of the Hampton Roads Chapter of American Gold Star Mothers, and she often speaks on our work to end Veteran suicide. Thanksgiving was Sean and Angela’s favorite holiday.  And in his memory, Angela hosts an annual Thanksgiving meal and invites servicemembers, Veterans, and their families to join her. The gathering quickly outgrew her dinner table, and then got too big for her home. This year, Angela’s renting a dining hall to host dozens of families from the military community to share a warm Thanksgiving meal together. The community she’s built has helped Angela heal. And she heals by helping others, so they’re not alone, and so they know there is always, always hope. Those are the kind of people we have the incredible privilege and honor to serve at VA.

    But we have so much work to do to keep our promise to Vets. That leads me to my next story. It was almost exactly 23 years ago—October 5th, 2001—when the first US forces arrived at the Karshi-Khanabad air base in Uzbekistan, a former Soviet base known as “K2.” K2 Veterans were among the first to deploy after the September 11th terrorist attacks, bravely conducting and supporting combat missions against al-Qaeda and the Taliban in Afghanistan. They went to a place at K2 that Veterans often describe as a “toxic soup” of exposures, a place unlike other operating bases occupied by American forces. A place that jeopardized their immediate and long-term health. Colonel Gordon Peters vividly describes what he says was a “chemical odor so intense that it seemed as if someone could light a match and the entire area would ignite.” Some K2 Vets returned home and developed disabling illnesses and conditions. Their service is heroic.

    Mindful of the passage of time since their heroic service, we’ve moved aggressively to care for K2 Vets since the PACT Act was passed in 2022.

    • First, we eliminated the PACT Act phase-in period for presumptive benefits—making all K2 Vets immediately eligible for more than 300 presumptive conditions.
    • Second, earlier this year, we made all K2 Veterans eligible for VA health care, whether or not they’ve filed a benefits claim with VA.
    • Third, after consulting with K2 Vets this summer, we’ve begun rulemaking to make chronic multi-symptom illness—also known as Gulf War Illness—a presumptive condition for K2 Veterans, fixing a gap in the PACT Act.
    • Fourth, for every K2 claim, we’ve made sure the unique toxic exposures at K2—that toxic soup—is taken into account, and each new K2 claim gets reviewed a second time before VA reaches a final decision.
    • And fifth, we’ve reached out to every known living K2 Veteran to encourage them to come to us for the care and benefits they deserve.

    All of that work has been driven by Veteran and survivor advocates, reporters like you, and a tireless VA team working on toxic exposures, some of the best toxic exposure researchers, scientists, and epidemiologists in the world. Because of that hard work,

    13,000 of the 16,000 K2 Vets are enrolled in VA healthcare, nearly 12,000 are service-connected for at least one condition, receiving an average of $30,000 a year in earned benefits. All told, K2 Vets now have higher claim and approval rates than any other cohort of Veterans.

    But we have more work to do to get this right. Some K2 Vets still understandably feel overlooked, because they’ve waited for 23 long years to see their uniquely dangerous service recognized. We still have to do better and be better, for those K2 Vets. That’s why, today, I’m proud to announce that VA will begin rulemaking to add bladder, ureter, and other genitourinary—or GU cancers—as new presumptive conditions for K2 Vets and all eligible toxic-exposed Vets. And we aren’t stopping there.

    Next week, we will complete the scientific review of multiple myeloma and leukemias. The preliminary findings are promising and suggest that VA will be able to make those conditions presumptive for K2 Veterans and all eligible Veterans. And once the final results are in, VA will look to extend that presumption to all biologically linked blood cancers. This may include polycethemia vera—or P. Vera—a condition identified by K2 Vets. We will do so based on biological science and on the results of a PACT Act presumptive process, without requiring Vets to wait for VA to complete additional studies. And moving forward, I am committed to establishing service connection for any rare condition found in K2 Vets which has a plausible biological link to the toxic soup we know and acknowledge was present at K2.

    Because we are a new VA. One that works with Veterans for Veterans. And one that delivers outcomes for Veterans. We will no longer take decades to consider new presumptive conditions, but will instead use the tools provided by the PACT Act as quickly as possible to proactively establish service connections whenever the evidence supports it. We put that promise into action in 2021 when the President directed us to work on a Central Command burn pit presumption, nearly two years before passage of the PACT Act. We put it into action in 2022 when we established service connection for asthma, sinusitis, rhinitis, and rare respiratory cancers—again today with GU cancers and soon for multiple myeloma and blood cancers. We’ll continue proving that we’re a new VA by using the expedited PACT Act process to look further into that toxic soup at K2. The President considers this unfinished business—and expects VA to establish a presumption of service connection for every condition associated with deployment to K2 – and we’re committed to doing so.

    We have to keep listening to K2 Vets and all Vets. We have to keep fighting like hell for them. So, thank you to the Vets, advocates, and journalists who have been instrumental in highlighting the heroes who served at K2. You make us better by holding us accountable. We are proud of our accomplishments, these outcomes for Veterans. But we are candid when we come up short—candid with ourselves, with you, with Vets, with Congress, and with the American people. America’s Vets deserve our very best, and we’ll never settle for anything less. Hold us to it.

    Third and finally—let me talk about VA’s people—your public servants—who are keeping our country’s sacred obligation to Vets. They are the best, most compassionate, highest-performing, and most dedicated workforce in the federal government—in the entire country—folks who want to make real differences in the lives of Veterans. I’m proud and I’m privileged to be on their team.

    I’m reminded of that every single day, but it was driven home most profoundly when I was surveying Hurricane Helene’s destruction in Asheville, North Carolina. For over a month now, the Asheville VA, the VISN 6 leadership team, and their incident command team have been working around the clock, tirelessly, to support Vets and staff impacted by the storm. Asheville VA’s food service employees and the Veterans Canteen Service disaster response team loaded up two tons of food and served 17,000 meals in the first week of recovery efforts, a source of great comfort in the aftermath of the crisis.

    Their Volunteer Services have collected thousands of donations from fellow VA employees. And our chaplains have been holding candlelight vigils, a space for Veterans and VA staff to be together … supporting and comforting one another during this tragedy.

    In the hardest hit areas across Western North Carolina, we identified over 2,600 at-risk Vets, Vets undergoing chemotherapy, with spinal cord injuries, requiring oxygen, and other support. We couldn’t call many of them because phones were out—cell phones and landlines—so right after the hurricane, VA teams went out to check on unaccounted Vets in-person. They achieved 100% accountability for all at-risk Vets in their care. Given the devastation in those communities, that is an amazing accomplishment. And they continue reaching out to Veterans in the area to make sure they have everything they need.

    For VA nurses Melissa Mehaffey and Lisa Sellers, taking care of Vets in this crisis is their duty and it’s also about holding tight to hope. Lisa and Melissa have been a pair since starting at VA on the same day ten years ago. They’re Haywood County natives and came to work at VA because they have family members who are Vets. “Here,” Melissa says, “it’s all about the Veteran. The heart of our system is with our patients.”

    “When we got a name, we knew—those are our people,” Melissa said. “We’re going to find them, figure out what they need, and help them. We’re going to make sure they are ok.” She says, “Going out there and taking care of our people … this was our tiny piece of hope.” One of the Vets they checked on had been without power, and no one could reach him by phone. He wrote us a letter. “No one but VA,” he said, “No one but VA would do something like that … in that moment there was a human connection that no other healthcare system would have even thought of.”

    Army Veteran and VA employee Corey Anderson feels the same way. Corey was deployed to Kuwait and Iraq from 2005 to 2007, and the devastation he saw in Asheville reminded him of war zones. Corey went to check on one rural Veteran, drove until the road was gone, washed away. So what did Corey do? He parked his car in the middle of the road and hiked the rest of the way. He climbed up the mountainside with a pack full of supplies for the Veterans’ upcoming medical procedure. Corey says, “Doing this work means the world to me. I’m a Veteran. My dad, mom, sister, and so much of my family is made up of Veterans. It just means the world to me to do my part.” Veterans helping Veterans, there is nothing better. VA’s employees across the Southeast and Appalachia—people like Melissa, like Lisa and Corey—worked long hours through two devastating hurricanes, some working multiple shifts or staying overnight at the hospital. They risked their own lives to serve Veterans. Because whether we’re in times of calm or chaos, VA’s public servants always mobilize around one core mission—saving and improving Veterans’ lives. And right now there are Veterans at home, with their families—happy, safe, and healthy—because of them. I am incredibly grateful to each and every one of them.

    Now, our mission at VA is far from over. There are huge challenges ahead. And as we look to the future, we’re going to continue to do better for Vets. We’re going to continue to be better for Vets. This future at VA isn’t because of me. In fact, I had asked that this new VA be represented here today at the Press Club by the best face of this new VA: our Deputy Secretary, a combat Veteran, the daughter and granddaughter of combat Veterans, someone who gets her care at VA, and someone who is part of the fastest growing cadre of Veterans at VA: women. The VA is new and more effective because of the Veterans, their families, caregivers, and survivors we are so blessed to serve—and because of Veterans like Tanya Bradsher who serve their fellow Veterans.

    This future is because of the 450,000 VA employees in your communities and neighborhoods across the country who keep Vets at the heart of their care. And it’s because of partners like you, too.

    I’ll close with a final word to the Vets watching today. Your honorable service in uniform sets the example for the rest of the country. You’re the keepers of our national ethos—that deep and abiding sense of purpose you learned in serving, your camaraderie and your care for each other, your sense of teamwork that made you stronger, together—in combat and, now, in your communities. That’s exactly what we need, what this country needs. Your examples are something that all of us can learn from. So, again, to all Veterans—those of you here today and those watching, thank you for everything.   • MIL-OSI Global: Climate change is making it harder for people to get the care they need

    The world is witnessing the consequences of climate change: long-lasting changes in temperature and rainfall, and more intense and frequent extreme weather events such as heat waves, hurricanes, typhoons, flooding and drought. All make it harder for families and communities to meet their care needs.

    Climate change affects care systems in various ways. First, sudden illnesses and unexpected disabilities heighten the need for care. Second, it reduces access to important inputs for care such as water, food and safe shelter. Third, it can damage physical and social care infrastructures.

    It can also lead to breakdowns of traditional units of caregiving such as households and communities. And it creates new situations of need with the increase in displaced person settlements and refugee camps.

    Climate change creates sudden spikes in the demand for care, and serious challenges to meeting the growing need for care. All this has immediate and long lasting effects on human well-being.

    The size of the current unmet care needs throughout the world is substantial. In childcare alone, about 23% of children worldwide – nearly 350 million – need childcare but do not have it. Families in low- and lower-middle-income countries are the most in need.

    Similarly, as the world’s population ages rapidly, only a small proportion of the elderly who need assistance are able to use formal care (in an institution or paid homecare). Most are cared for by family members or other unpaid caregivers. Much of this unpaid care and formal care work is provided by women and girls.

    Hundreds of millions of people around the world struggle to get healthcare. Expansion of access to essential health services has slowed compared to pre-2015 . And healthcare costs still create financial hardship.

    Without comprehensive public and global support for care provision and the integration of care in the climate agenda, unmet care needs will only grow and inequalities will widen.

    Impact

    Climate change interacts with human health in complex ways. Its impact is highly uneven across populations. It depends on geographical region, income, education, gender roles, social norms, level of development, and the institutional capacity and accessibility of health systems.

    In 2018-22, Africa experienced the biggest increase in the
    heat-related mortality rate since 2000-05
    . This is not surprising as the continent has more frequent health-threatening temperatures than ever before and a growing population of people older than 65.

    Africa is also the region most affected by droughts in 2013-22, with 64% of its land area affected by at least one month of extreme drought per year on average. It was followed by Oceania (55% of its land area) and South and Central America (53%).

    Scientific evidence also points to increases in health inequalities caused by climate change. The health effects of climate change are not uniformly felt by different population groups.

    Exposure, severity of impact, and ability of individuals to recover depend on a variety of factors. Physiological characteristics, income, education, type of occupation, location, social norms and health systems are some of them.

    For example, older people and young children face the greatest health risks from high temperatures.

    There is also evidence of the disproportionate effect of climate change on the health of people living in poverty and those who belong to disadvantaged groups.

    Women of lower social and economic status and with less education are more vulnerable to heat stress compared to women in wealthier households and with higher education or social status. They are exposed to pollution in the absence of clean cooking fuel, and to extreme heat as they walk to gather water and fuel, or do other work outdoors.

    Bad sanitation in poor urban areas increases the incidence of water-borne diseases after heavy rains and floods.

    Lack of access to healthcare services and the means to pay for medicines make it difficult for women and men in low-income households to recover from illness, heat strokes, and air pollution-related ailments.

    Mental health problems are being attributed to climate change as well. Studies show that the loss of family or kin member, home, livelihood and a safe environment can bring about direct emotional impacts.

    These adverse impacts increase the demand for caregiving and the care workload. Climate-induced health problems force family and community caregivers, particularly women, to spend more time looking after the sick and disabled, particularly frail elderly people and children.

    Effect on food and water

    Climate change threatens the availability of food, clean water and safe shelter. It erodes households’ and communities’ care capacity and hence societies’ ability to thrive.

    Fluctuations in food supply and rising food prices as a result of environmental disasters, along with the inadequacy of government policies, underscore the mounting challenge of meeting food needs.

    The threat of chronic shortage of safe drinking water has also risen. Water scarcity is an area where structural inequalities and gender disparities are laid bare.

    Care for the sick and disabled, the young and the elderly is compromised when water is scarce.

    Effects on providing care

    Extreme weather events disrupt physical care infrastructures. It may be hard to reach hospitals, clinics, daycare centres, nursery schools and nursing homes. Some facilities may be damaged and have to close.

    Another type of care system that can break down is family networks and support provided by friends and neighbours. These informal care sharing arrangements are illustrated in a study of the three large informal settlements in Nairobi.

    About half (50.5%) of the sampled households reported having had a sick member in the two weeks before the survey. The majority relied on close friends and family members living nearby for care and support.

    Studies have shown that climate change eventually leads to livelihood loss and resource scarcity, which can weaken social cohesion and local safety nets in affected communities.

    Heightened risks and uncertainty and imminent changes in socio-economic and political conditions can also compel individuals or entire households to migrate. Migration is caused by a host of factors, but it has increasingly been a climate-related response.

    The World Bank’s Groundswell Report released in 2018, for example, projected that climate change could force 216 million people to move within their countries by 2050 to avoid the slow-onset impacts of climate change.

    A possible consequence of migration is the withdrawal of care support provided by the migrating extended kin, neighbours or friends, increasing the caregiving load of people left behind.

    In the case of forced displacements, the traditional social networks existing in communities are disrupted entirely.

    What’s needed

    There are compelling reasons to believe that meeting care needs can also help mitigate the effects of climate change. And actions to meet carbon-zero goals, prevent biodiversity loss and regenerate ecosystems can reduce the care work burden that falls heavily on families, communities and women.

    Any effort to tackle these grave problems should be comprehensive in scope and must be based on principles of equality, universality, and responsibility shared by all.

    Washington, DC – Today, Congresswoman Nanette Barragán (CA-44) announced the Port of Los Angeles (POLA) has been awarded a $411 million grant award from the EPA Clean Ports Program to replace diesel equipment and trucks with human operated, zero-emission technology, clean energy microgrids, electric charging, shore power, and more.

    “This grant is a game-changer for the Port of LA and our port communities,” said Rep. Barragán. “Today’s funding announcement is the direct result of a five-year effort by my office to work with labor, environmental justice groups, industry, and ports, to secure billions of dollars to clean up ports across the country. It will help the Port of LA and ports across the country transition to zero-emission, human operated equipment. This investment will significantly reduce pollution from ports and help our nearby port communities breathe cleaner air.”

    “The men and women of the ILWU are thrilled to learn of this over $400 Million investment, by the U.S. EPA, in the environmental and economic well-being of our members and local communities. Human operated, zero-emission cargo handling equipment is the gold standard for maritime port operations not only because it protects good jobs while cleaning the air, but is also the most efficient and cost-effective in terms of port operations, while additionally providing the necessary safeguards against cyber threats to our national security,” said Gary Herrera, President, International Longshore and Warehouse Union (ILWU), Local 13.

    “This transformative investment will be a tremendous boost to our efforts to meet our ambitious zero emission goals, improve regional air quality, and combat climate change, while accelerating the port-industry’s transition to zero emissions across the country,” said Port of Los Angeles Executive Director Gene Seroka. “This grant will fund over 400 pieces of ZE cargo handling equipment, replacing nearly one-third of the diesel equipment currently on our docks, and eliminating over 40,000 tons of greenhouse gas emissions annually. This successful application is the culmination of a deep partnership with environmental justice groups, labor, the private sector, and stakeholders at all levels of government, and we’ll continue to work with our local communities to ensure this investment delivers benefits in their neighborhoods. We thank Congresswoman Barragán, the EPA and the Biden-Harris Administration for their unprecedented support of our ambition and look forward to delivering on our commitment to cleaner air for future generations.”

    POLA processes the highest volume of containerized cargo in the United States, supporting 1 in 15 jobs in Los Angeles and 1.4 million jobs nationwide. However, cargo handling equipment (CHE) at POLA is a significant source of pollution, emitting over 500 tons of nitrogen oxides and other harmful emissions annually and contributing to high rates of asthma, cancer, and other health consequences.

    The grant, made possible by Congresswoman Barragán’s Climate Smart Ports Act, whose funding was included in the Inflation Reduction Act, will reduce air pollution and improve public health by helping the port transition to 100% zero-emissions terminal operations by 2030. In addition to the federal grant, POLA and its partners will also match $200 million for the project, totaling over $600 million to meet their clean air goals.

    In line with the Climate Smart Ports Act, which was supported by the ILWU and several community-based organizations, the funds must be used for human-operated equipment and technology.

    This grant will allow POLA to meet ZE goals by:

    • funding the acquisition of approximately 400 pieces of ZE CHE and associated charging infrastructure to replace nearly 30% of POLA’s diesel-burning CHE fleet;
    • procuring 250 ZE drayage trucks and associated charging infrastructure;
    • installing cutting-edge power management systems with solar generation and battery
    • providing energy storage capacity to power additional ZE CHE;
    • establishing one of the first shore-power support systems for auto carrier vessels to; and
    • eliminating nearly 41,500 tons of carbon dioxide emissions and 55 tons of NOx emissions annually.

    POLA and Harbor Community Benefit Foundation will also carry out an ambitious community-driven grant program to empower port-adjacent communities to award grants for zero-emission equipment, and offer opportunities for career engagement and workforce development.

    This large-scale deployment of zero-emission equipment will support continued commercialization while helping California meet its climate goals, improve air quality in nearby communities, promote sustainable maritime practices, and protect and create good-paying jobs.

    The UK has today (29 October) taken a leading role at the UN Biodiversity COP16 conference announcing an ambitious international package to protect and restore nature across the world.  

    At the conference, Environment Secretary Steve Reed set out new criteria to meet England’s 30by30 targets.

     Achieving 30 percent of land and sea protected for nature is a key pillar of global efforts to halt the decline of nature and create new areas for wildlife with countries around the world signed up to the target. The Government has worked with farming groups and nature organisations to finalise the criteria for land that can count toward 30by30 in England and accelerate progress toward the target.  

     To ensure the final criteria are applied consistently across land in England, the update also confirms that Sites of Special Scientific Interest will only count towards 30by30 if they are in favourable or recovering condition. This revises existing estimates to show that approximately 7.1% of England’s land currently counts towards the target.  

    Environment Secretary Steve Reed, speaking at a meeting of the High Ambition Coalition for Nature and People at COP16, said:        

    “Nature around the world is declining at an alarming rate.        

    “At COP16, we have put Britain back on the global stage to support nature’s recovery.  

    “The UK is calling for high ambition and momentum to reach our international targets to protect and restore the natural world.” 

    Analysis is now being undertaken to identify further land which may already be meeting the criteria and to understand where action and support is needed to accelerate progress. A 30by30 pilot is planned for later this year, and the government will work with partners to develop a 30by30 delivery strategy in 2025.  

    The announcement today follows the appointment of Ruth Davis as the very first Special Representative for Nature, alongside Rachel Kyte’s appointment as Special Representative for Climate, a role abolished by the previous government.   

    Tony Juniper, Chair of Natural England, said:   

     “It is vital that we halt and reverse the decline of Nature. Our planet’s web of life is fundamental for sustaining our health, wealth and security and further declines in the health of the natural world will undermine growth and well-being, threaten water and food supplies and diminish our resilience in the face of a fast-changing climate.    

     “We must take urgent action to restore nature in England at every level, and the criteria for delivering 30by30 is a welcome step which translates the ambitions of our international commitments into meaningful action on the ground.”  

    Richard Benwell, Chief Executive at the Wildlife and Countryside Link, said:   

    “As COP16 nature talks progress in Colombia, the UK is showing real rigour in its approach to 30by30.  

    “Now high-standard accounting must be matched by high-speed delivery. There’s a credible risk that Governments spend years adding up what should “count” toward 30by30 without actually improving the world.  

    “We welcome the new commitment to a 30by30 delivery strategy, which must begin without delay. Faster farming reform, spatial planning for nature’s recovery, and large-scale public and private investment will be the hallmarks of an effective delivery plan to meet the target. “

    Supercharging nature protection at home and abroad is a key part of the government’s mission to tackle the twin threats of climate change and biodiversity loss which threatens growth, our future prosperity and wellbeing.  

    This builds on swift action the government has taken to recover nature at home. This includes committing to a rapid review of the Environmental Improvement Plan and new delivery plans to meet targets on air quality, the circular economy and water.

    In the first few months of government, we have introduced legislation to put failing water companies under special measures to curb pollution in our waterways and introduced a Flood Resilience Taskforce to speed up the building of flood defences and implement nature-based solutions like planting trees to protect communities against the impact of extreme weather.

    Ahead of the Labour government’s first Budget on Wednesday, Green Party Council leaders are warning of the urgent need for proper funding for local councils and services, after many years of damaging austerity.  

    Local Government Association analysis shows that service spending in 2022/23 was 42.1% lower than it would have been had service spend moved in line with cost and demand pressures since 2010/11. This means that councils have made £24.5 billion in service cuts and efficiencies over this period [1]. 

    Local councils deliver a huge range of statutory services, from child protection to waste and recycling services and temporary accommodation. They are also uniquely placed for real action on achieving net zero and to protect and restore other services vital to health and wellbeing in the community such as sports, arts, leisure and green spaces.  

    Tony Dyer, Green leader of Bristol City Council, said: 

    “Local Government provides many of our most essential services, from social care, to education and affordable housing. After years of cuts, if we do not see a real terms increase in local government funding then these services will falter and our communities will suffer.

    “We desperately need a boost to our funding to enable proper resourcing of core and statutory services, especially those creating the most pressure on council finances such as adult social care, children services such as SEND, and temporary accommodation provision.”

    Saint John, New Brunswick, October 29, 2024 — There will be growth in the theatre sector and better venues in southern New Brunswick after an additional $12 million investment from the federal government under the Green and Inclusive Community Buildings Program in the Sydney Street former courthouse. This funding was announced by MP Wayne Long, Mayor Donna Reardon and Dr. Sandra Bell, Saint John Theatre Company Board Chair.

    The project has evolved over the last 5 years and will result in an expanded performing arts facility, rehabilitating the old heritage courthouse on Sydney Street into a modern inclusive and accessible arts space. The centrepiece of the new facility will be a 250-seat venue. There will also be a secondary performance space as well as creative, rehearsal, training and administrative spaces.

    The Saint John Theatre Company has designed the space to be a home theatre for the Atlantic Repertory Company (ARC). The transformed courthouse will house a range of cultural events, while bringing much needed opportunities for professional theatre artists to advance their careers, and training opportunities for theatre artists at all levels. The new facility is critical to close the gap in the cultural infrastructure that currently exists in Saint John and will maximize programming opportunities for the benefit and enjoyment of residents and visitors.

    Financing for a more modest project was announced in 2019 by Canadian Heritage and the Atlantic Canada Opportunities Agency (ACOA) for the former Sydney Street Courthouse. This new funding allows for the expanded redesign of the project that will triple the size of the existing structure.

    • The federal government is investing $12 million in this project through the Green and Inclusive Community Buildings (GICB) program. The Saint John Theatre Company is investing over $13 million and the City of Saint John is contributing $818,000.

    • A total of $2 million from Canadian Heritage and $500,000 from ACOA were previously announced for this project in April 2019.

    • The GICB program was created in support of Canada’s Strengthened Climate Plan: A Healthy Environment and a Healthy Economy. It is supporting the Plan’s first pillar by reducing greenhouse gas emissions, increasing energy efficiency, and helping develop higher resilience to climate change.

    • The program launched in 2021 with an initial investment of $1.5 billion over five years towards green and accessible retrofits, repairs or upgrades. 

    • Budget 2024 announced an additional $500 million to support more projects through GICB until 2029.

    • At least 10% of funding is allocated to projects serving First Nations, Inuit, and Métis communities, including Indigenous populations in urban centres.

    • The funding announced today builds on the federal government’s work through the Atlantic Growth Strategy to create well-paying jobs and strengthen local economies.

  • MIL-OSI USA: Kennedy announces $4.7 million in Hurricane Laura aid for Lake Charles church

    MADISONVILLE, La. – Sen. John Kennedy (R-La.), a member of the Senate Appropriations Committee, announced a $4,680,568 Federal Emergency Management Agency (FEMA) grant for Louisiana disaster aid.

    “Hurricane Laura devastated Lake Charles, leaving churches like the Church of the King with heavy storm damage. This $4.7 million will benefit the people of Lake Charles as they work to recover from the pain Laura caused,” said Kennedy.

    The FEMA aid will fund the following:

    • $4,680,568 to the Church of the King in Lake Charles, La. to replace its sanctuary building due to Hurricane Laura damage.

  • MIL-OSI USA: Governor Parson Signs Executive Order 24-13 Declaring Drought Alert in Missouri

    Jefferson City — Today, Governor Mike Parson signed Executive Order 24-13, declaring a drought alert in Missouri until March 31, 2025.

    Currently, the U.S. Drought Monitor indicates that all or portions of at least 88 Missouri counties are experiencing moderate, severe, or extreme drought conditions. The Executive Order declares a Drought Alert in these Missouri counties and any additional county that begins experiencing moderate drought conditions. 

    “While the weather did improve this spring, allowing us to let our previous drought alert expire, the last few months have been dry, forcing us to reissue a drought alert in Missouri,” Governor Parson said. “Despite all our challenges, from droughts to floods and everything in between, Missourians have remained strong. This Executive Order will again allow us to step in and direct resources to those struggling with the consequences of drought, while allowing for vigilant monitoring of conditions over the winter months.”

    In response to this Executive Order, the Missouri Department of Natural Resources will activate the Drought Assessment Committee, a workgroup set up to assess drought levels and work with impact teams on response and recovery recommendations.

    During drought, local condition reports are crucial to understanding impacts to provide timely and appropriate assistance. Citizens can submit information about local drought conditions at Condition Monitoring Observer Reports (CMOR).

    A variety of helpful resources are online at www.dnr.mo.gov/drought. The Department of Natural Resources is adding information on drought mitigation and assistance opportunities as it becomes available. The one-stop drought website features a link to CMOR, current drought-related news, the current United States and Missouri drought maps, the Missouri Drought Mitigation and Response Plan, and other resources, including information on previous droughts.

  • MIL-OSI Global: Plans to cool the Earth by blocking sunlight are gaining momentum but critical voices risk being excluded

    Solar geoengineering research is advancing fast, after a recent flurry of funding announcements. Yet these technologies are still speculative and have many critics, and we worry their concerns won’t be heard. If geoengineering is essentially allowed to self-regulate, with no effective global governance, future research could easily take us down a dangerous path.

    Solar geoengineering refers to proposals to reduce global warming by reflecting a portion of sunlight back into space before it reaches the Earth’s surface. In its best-known form, this means using high-flying aircraft to inject tiny reflective particles into the upper atmosphere.

    This so-called “stratospheric aerosol injection” hasn’t actually happened yet, beyond a few very small experiments with balloons. Yet for a long time, such ideas remained fringe and too controversial to even consider – and for some academics they still are.

    The academic discussion was highly polarised from the start. Opponents, mainly governance scholars and social scientists, stood firmly entrenched against assumed proponents, mainly natural scientists and engineers. Both sides had their champions, arguments, assumptions, key publications and meetings, generally working on the topic without proper engagement with the other side.

    This polarisation is still visible in publishing today. Take, for example, articles on The Conversation. Critics focus on potential negatives such as altered rainfall patterns, the infringement of human rights, or even a catastrophic “termination shock”. Advocates highlight potential benefits such as reducing extreme heat and preserving ice caps, while others suggest we may soon be forced to try it.

    The authors of these articles are all academic experts. Yet they come from different disciplines and use different arguments.

    A public and private funding boom

    Though the two camps have not resolved their arguments, geoengineering research funding is suddenly booming. There are major philanthropic pledges of US$50 million (£38 million) and US$30 million from the Simons and Quadrature Climate foundations, which are vying for the title of biggest donor with the £10.5 million and £56.8 million of the UK government’s UKRI and Advanced Research and Innovation Agency programs.

    The 1991 eruption of Mount Pinatubo in the Philippines blocked so much sunlight the world temporarily cooled by a few tenths of a degree. Solar geoengineering works on a similar principle.

    Other key organisations speaking about the need for more research include the European Commission, the US government and the World Climate Research Programme. This comes on top of the shock of controversial private enterprises pushing for solar geoengineering, most notoriously the US-based start-up Make Sunsets.

    Support is certainly not unanimous. Many prominent scholars have signed up to a call for a moratorium, for instance. And at a recent UN Environment Assembly session in Kenya many climate-vulnerable nations mobilised against calls for further research into what they see as a highly risky technology that would enable big emitters to carry on emitting.

    However, many powerful interests are seemingly in favour of more research, while the 1.5°C global warming target is moving ever further out of sight. In the near future, we can therefore expect further research, perhaps including including small-scale outdoor experiments.

    As PhD students working on geoengineering, situated somewhere between both camps, we have found this polarisation deeply unproductive and difficult to deal with. Our own research sometimes feels like wandering through a minefield of opinions and perspectives. Yet we can also see the valuable concerns and hopes of both sides.

    That’s why we believe that upcoming research projects must factor in the concerns of opponents, and not represent only supporters of geoengineering or those who have not been explicitly against it. Excluding critical voices would directly impact the scientific process, for one thing.

    But this exclusion is especially worrying as there are currently no governance structures for solar geoengineering. If efforts to develop such governance only involve supportive researchers, they could lack the critical capacity to prevent risks or undesired effects. Disasters in the financial sector and the chemical industry warn us of the perils of self-regulation without critical voices.

    Learn from the critics

    There are other critiques that ought to be factored into any major research project. They include concerns that simply researching the technology will create a slippery slope towards it being deployed, or worries that geoengineering ignores the social and political dynamics behind climate change and addresses only its outcomes. There are also major governance concerns over issues such as the role of the military (could geoengineering be deployed for security reasons in contested regions like the Arctic?), or the concentration of research at influential institutions in the US and Europe.

    Over time, geoengineering researchers have become more aware of such arguments and some are explicitly trying to include them in their work. The American Geophysical Union has recently published an ethical framework for geoengineering, which should provide valuable guidance for any research project. But without active dialogue with critical scholars, their arguments will likely only echo faintly in the pro-research space.

    In practice, more engagement between the two camps would come with many difficulties. For advocates, it can be tempting to avoid such debates and exclude those who disagree with the very foundations on which their research is built. On the flip side, some scholars who have already explicitly argued against the continuation of solar geoengineering research would nevertheless have to participate in it.

    The practical implications will therefore need to be carefully worked out. However, a more productive dialogue might still shape a future that can be acceptable to all sides.
