    Thank you, Isabel, and thank you for the opportunity to speak here at the ECB today.1 I am particularly pleased to be part of this year’s conference because the theme you have chosen has, for some time now, also been a theme of my career as an academic and public servant. Every day, of course, central bankers must bridge science and practice, drawing on the insights that research provides, specifically, because the economy and the world are continuously subject to new circumstances. We must do so, and put those insights into practice, because everyone in the United States, and in Europe, and around the world, depends on a healthy and growing economy, and depends on policymakers making the right decisions to help keep it that way.

    But well before I came to the Federal Reserve, I was also bridging science and practice. First, as a labor economist, when, for example, I was exploring how employment, productivity, and earnings are influenced not only by educational attainment and experience, but also by policies. Later, as chief economist at the Department of Labor, I brought science to bear in carrying out its mission of supporting workers. As the U.S. representative at the World Bank, economic science was likewise crucial in deciding how to best direct the institution’s resources to where they were needed the most. In each of these roles, I have learned a bit more about the need to balance rigorous scientific understanding of the problems that people face with the real-world experiences of those people, which sometimes do not fit so neatly into an economic theorem or principle.
    Most recently, my colleagues and I on the Federal Open Market Committee (FOMC) have been focused on the very practical task of reducing inflation while keeping employment at its maximum level. To understand the recent experience of high inflation in the United States, it is helpful to consider how inflation behaved around the world after the advent of the COVID-19 pandemic. In the remainder of my remarks, I will discuss the global dimensions of the recent bout of high inflation in different economies, both comparing similarities and contrasting differences, with a special emphasis on the factors that enabled the United States to achieve disinflation while having stronger economic activity relative to its peers. I will then conclude with some comments on the U.S. economic outlook and the implications for monetary policy.
    Starting with the similarities in our inflationary experiences, in early 2020, a worldwide pandemic disrupted the global economy and ultimately caused a surge of inflation around the world. Global goods production was hobbled, transportation and other aspects of supply chains became entangled, and there were significant labor shortages, all combining to cause a severe imbalance between supply and demand in much of the world. Sharp increases in commodity prices were exacerbated by Russia’s invasion of Ukraine. The result was a global escalation of inflation. As you can see by the black line on slide 2, a measure of world headline inflation in 26 economies accounting for 60 percent of global gross domestic product (GDP) rose to a degree that had not been experienced since the early 1980s.
    This worldwide increase of inflation was synchronized and widespread across advanced and emerging economies. To measure the synchronization and breadth of this inflationary period, Federal Reserve Board researchers have employed a dynamic factor model to estimate a common component of inflation across these 26 economies.2 As you can see by the blue line on slide 2, the estimated global component accounts for a large share of the variation of headline inflation among these economies after inflation began rising sharply in 2021. This evidence is consistent with the familiar story of widespread lockdowns, shutdowns of manufacturing plants in different parts of the world, disrupted logistic networks, increases in shipping costs, and longer delivery times. In the recovery, we also saw globally higher demand for commodities, intermediate inputs, and final goods and services, with demand exceeding a still-constrained supply.
    Indeed, one important contributor to the recent co-movement in inflation across the world has been food and energy prices. As you know, most of the time variations in inflation are heavily influenced by food and energy prices, which tend to be more volatile than the prices for other goods and services. Because many food and energy commodities are traded internationally, retail prices paid by consumers also tend to have some degree of global synchronization. Thus, as you would expect, the black line in the left chart on slide 3 shows that food and energy inflation faced by consumers around the world—here called noncore inflation—rose substantially in the recent inflationary episode. Moreover, world noncore inflation is largely accounted for by its global component in yellow, thus also showing a high degree of global synchronization.
    Another thing we can say about the recent worldwide escalation of inflation is how widely diffused it was across different price categories. Core inflation excludes food and energy prices, and it includes many categories more exposed to domestic conditions such as housing and medical services. Yet, as shown by the black and red lines in the right chart on slide 3, the recent rise in core inflation showed a high degree of global synchronization, with the global component accounting for a large share of the post-pandemic inflation. Looking back in history, this is the first time since the 1970s that we saw a rise in core inflation so widespread across such a large number of countries. Moreover, underlying this rise in core inflation in the United States and other advanced economies, research carried out by Federal Reserve Board economists shows that there was a widespread rise in prices across the whole range of categories within the core basket.3
    Academics and policymakers have debated about the possible reasons explaining the recent co-movement of inflation around the world. The COVID-19 pandemic was a global phenomenon and had effects on supply and demand that were similar in many countries. On the supply side, businesses closed, affecting goods production and the provision of services. There were labor shortages due to illness, social distancing, early retirements, and declines in immigration, with all of these factors making it harder to produce goods and services.4 Production disruptions and labor shortages propagated around the world due to long and intricate supply chains forged over several decades of growing globalization in trade. The imbalance between supply and demand widened as consumers switched their spending from services to goods, straining transportation capacity that further disrupted supply chains.5 This re-allocation of demand from services to goods also strained the ability of firms to produce, as they struggled to find qualified workers due to the needed re-allocation of workers across sectors.6 This demand was also likely fueled by the fiscal response to COVID-19 in 2020 and 2021. All of these factors drove up costs, and there were others. Russia’s war on Ukraine intensified the increases in energy and food commodity prices during the recovery from the pandemic. And the interaction of these different forces also likely played a role.7 For example, as Asia increased production to meet higher demand for goods in the U.S., this may have driven up wages and other input costs in Asia, increasing demand for imports from other places and, in turn, raising costs there, and so on. My assessment is that both supply and demand contributed to the recent global inflationary episode, including in the United States, with international trade of goods, including commodities, and services playing an important role in disseminating these forces around the world.
    One salient aspect of past inflationary episodes is the observation that core inflation typically falls more slowly than it increases. As we can see by the red lines on slide 4, world core inflation rose more quickly than it decreased in the three most recent episodes of significant inflation and disinflation—from a trough in 1972 to a new trough in 1978; from 1978 to a trough in 1986; and then the recent episode, from the end of 2020 through the first quarter of 2024. In these episodes, the escalation of four-quarter core inflation increased by an average of 7/10 percentage point per quarter to its peak, while it decreased by an average of only 3/10 percentage point per quarter to the trough.8
    Still, it is important that central bankers not only compare similarities across economies in the recent inflation fight, but also contrast the differences. Notably, another important feature of the last three inflation and disinflation periods is that though the share of core inflation explained by the common component increases when inflation rises, this share decreases when inflation falls, as can be seen by the black shaded areas of the three panels on slide 4. This suggests that while the reasons underlying the co-movement of inflation across the world—such as global supply disruptions and commodity price shocks—may have been important when prices were increasing, they have been less important when prices have decreased. This evidence indicates that factors that vary from economy to economy become more relevant in the disinflationary period.
    Economic researchers have raised several possible explanations for the different inflation trajectories experienced by different economies during this post-pandemic period. For example, some point to differences in the magnitudes of the demand and supply imbalances driven by the shutdown and reopening of each economy, with this imbalance possibly playing a larger role on inflation in the euro area relative to the United States.9 While noting that differences in the size of fiscal stimulus in different countries were likely important, the targeting of that stimulus also differed, in some cases with a greater emphasis on addressing supply disruptions.10 Global factors also affect various economies differently, with studies showing that the exposures to fluctuations in commodity prices are an important issue.11 For instance, Europe was heavily affected by natural gas shortages related to Russia’s war on Ukraine, while gas supplies in the United States were more plentiful during this period. Also, supply chains were untangled at different speeds in different parts of the world, with, for instance, low water levels in the Panama Canal and attacks in the Red Sea by Houthi rebels affecting different shipping routes differently around the world. And, last but not least, differences in labor market tightness very likely played a role, with evidence pointing to its importance in the United States in driving up nominal wage growth, a factor that likely helped keep employment and economic activity at healthy levels.12
    Researchers at the Board of Governors also find that differences in the pace of disinflation across countries have been largely driven by different trajectories of services price inflation.13 As shown on slide 5, they find that the dispersion of inflation across countries peaked in 2023 and has been declining since then for headline and core goods, but not so much for core services inflation, with housing developments helping to account for the differences in services inflation. Other cross-country research suggests that wage developments help explain services inflation dynamics.14 Indeed, services inflation from both the United States and the euro area have been elevated. Still, while U.S. housing services inflation has been running higher than the wage-driven nonhousing component, the reverse is true in the euro area.
    While the cross-country differences during the recent bout of high inflation have emerged more prominently during the disinflationary period, economic growth has been very heterogenous since the onset of the COVID-19 pandemic. Generally speaking, the U.S. has experienced a significantly stronger recovery than other advanced economies. As we can see in the left panel on slide 6, real GDP has grown substantially more in the United States since 2021. This is also the case with respect to the larger components of GDP, such as consumption and investment, shown in the right two panels.
    In explaining why the U.S. has managed to bring down inflation and experience strong economic activity, I believe that the combination of restrictive monetary policy together with convex supply curves can help explain these developments.15 In addition, there are three supply-related factors that have also made significant contributions to the combination of rapid disinflation together with continued and resilient growth.
    First, there are important factors that have affected total factor productivity differently across countries. For instance, the U.S. has seen greater business dynamism, as reflected in a higher rate of new business formation, shown in the left panel on slide 7. This is important because while most new firms fail, a small share of those that survive grow rapidly and make significant contributions to aggregate productivity.16 Moreover, the pandemic-era business creation surge has been particularly strong in high-tech sectors, such as computer systems design as well as research and development services.17 In fact, we have also seen greater growth in total factor productivity in the U.S. relative to other advanced economies, as shown in the right figure on slide 7. In addition, while the artificial intelligence (AI) technology is still in its nascency, U.S. businesses across different sectors of the economy are investing in and adopting AI. According to the Business Trends and Outlook Survey of the Census, more than 20 percent of companies in 15 sectors have adopted AI.18 It may be too early to tell, but additional productivity gains may be coming from tasks that are enhanced by AI through process improvements.19
    Second, we have seen a stronger rate of labor productivity growth in the United States as shown in the left panel on slide 8.20 The economic policy response to the pandemic in the U.S. was robust, but it was different from the response in many other advanced economies. In other economies, the emphasis was on maintaining employment, and specifically keeping workers employed in their existing firms when the pandemic arrived. This was the case, for example, in the euro area, and the middle panel indeed shows that the unemployment rate peaked several times higher in the United States. This approach minimized euro-area job losses, but it may have limited the flow of workers to more-productive sectors of the economy, which is supported by Federal Reserve Board research showing substantially more sectoral re-allocation of workers in the United States compared to the euro area, as seen in the right figure on slide 8.21
    Third, the U.S. labor supply has grown in the post-pandemic period. The labor force participation rate increased solidly, especially from the beginning of 2021 through the middle of 2023, and the U.S. population increased strongly because of high levels of immigration. While recent immigration flows into some European countries have been comparable in proportion to those into the U.S., as seen in the left figure on slide 9, new immigrants may have contributed relatively more to U.S. growth because they often integrate more quickly into the labor force, as seen in the right figure.22
    Finally, and turning our focus to monetary policy, this stronger economic performance, with falling inflation, has allowed the FOMC to be patient about the timing in reducing our policy rate. This performance gave us time to strongly focus on the inflation side of our mandate. And this, together with the bump in inflation early this year, helps explain why we began to ease monetary policy to less-restrictive levels only after other central banks of advanced economies had done so. But now, the combination of significant ongoing progress in reducing inflation and a cooling in the labor market means that the time has come to begin easing monetary policy, and I strongly supported the decision by the FOMC in our September meeting to cut the federal funds rate by 50 basis points.
    Looking ahead, while I believe the focus should remain on continuing to bring inflation to 2 percent, I support shifting attention to the maximum-employment side of the FOMC’s dual mandate as well. The labor market remains resilient, but I support a balanced approach to the FOMC’s dual mandate so we can continue making progress on inflation while avoiding an undesirable slowdown in employment growth and economic expansion. If progress on inflation continues as I expect, I will support additional cuts in the federal funds rate to move toward a more neutral policy stance over time.
    Still, my approach to any policy decision will continue to be data dependent and to rely on multiple and diverse sources of data to form my view of how the economy is evolving. For instance, I am closely monitoring the economic effects from Hurricane Helene and from geopolitical events in the Middle East, since these could affect the U.S. economic outlook. If downside risks to employment escalate, it may be appropriate to move policy more quickly to a neutral stance. Alternatively, if incoming data do not provide confidence that inflation is moving sustainably toward 2 percent, it may be appropriate to slow normalization in the policy rate.
    As I have described, the escalation of inflation unleashed by the pandemic was global in scope, and the fight to reduce inflation has also been global. Each of our economies faces its own unique mixture of challenges, but by comparing our similarities and contrasting our differences, I believe we can learn from each other’s experiences.
    In conclusion, let me thank those of you in this room who contribute to bridging science and practice. For those working on the policy side, thank you for the hard work you do each day to analyze the economic data that allows not only policymakers like me, but also consumers and businesses to gain a better understanding of ongoing developments in the global economy. On the academic side, thank you for your creativity and ingenuity in asking policy-relevant questions and pushing the boundaries of our understanding of an ever-changing economic landscape.

  • MIL-OSI United Kingdom: Half a billion-pound investment in electric buses secured ahead of International Investment Summit

    Communities across the country will benefit from brand new, state-of-the-art green buses.

    • £500 million investment announced to deliver 1,200 UK-made zero emission buses, ensuring greener and better journeys for passengers

    • Transport Secretary brings together industry to advance opportunities for investment in the UK ahead of investment summit

    Up to 500 UK manufacturing jobs are set to be supported as bus operator Go Ahead today (8 October 2024) announces a major £500 million investment to decarbonise its fleet, including creating a new dedicated manufacturing line and partnership with Northern Ireland-based bus manufacturer Wrightbus.

    The investment is set to fund the manufacturing of up to 1,200 new zero emission buses over the next 3 years. Built for operator Go Ahead, this investment will accelerate the transition to greener buses across the country including in Plymouth, Gloucestershire, East Yorkshire, London and the Isle of Wight.

    On top of directly supporting 500 manufacturing jobs, the £500 million investment for Wrightbus will also support an additional 2,000 jobs across the wider UK supply chain by 2026, helping to get us back on track for growth.

    The Transport Secretary will also announce plans to create a new UK Bus Manufacturing Expert Panel. This panel will bring together industry experts and local leaders to explore ways to ensure the UK remains a leader in bus manufacturing, help local authorities deliver on their transport ambitions, and begin to seize opportunities to embrace zero emission transport technologies.

    The Transport Secretary is expected to meet with key industry leaders today including Wrightbus owner Jo Bamford and CEO Jean-Marc Gales, to reaffirm the government’s commitment to decarbonising local transport and fostering an environment for investment in the UK manufacturing industry, bringing sustained economic growth and supporting jobs.

    The announcement comes ahead of the International Investment Summit, which will gather UK leaders, high-profile investors and businesses from across the world to discuss how we can deepen our partnership to drive investment and growth.

    The Transport Secretary is expected to hold several bilateral meetings at the summit with international business leaders and make clear the UK is “open for business” so that she can help attract further investment to support the delivery of our transport priorities across the country.

    The Prime Minister will also convene the first Council of Nations and Regions later this week, bringing together first ministers, Northern Ireland’s First Minister and Deputy First Minister and regional mayors from across England, as the government forges new partnerships, resets relationships to secure long term investment with the aim of boosting growth and living standards in every part of the UK.

    Transport Secretary, Louise Haigh said:

    The number one mission of this government is growing the economy. The half a billion pounds Go Ahead is announcing today shows the confidence industry has in investing in the UK.

    This announcement will see communities across the country benefit from brand new, state-of-the-art green buses – which will deliver cleaner air and better journeys.

    We’re creating the right conditions for businesses to flourish, so we can support jobs and accelerate towards decarbonising the transport sector.

    Under this government, Britain is open for business.

    For every vehicle manufactured, 10 trees will be planted by Go-Ahead and Wrightbus in the towns and cities where the buses are deployed.

    Buses, as the most used form of public transport, have been prioritised by this government from the outset. The Transport Secretary has made improving bus services and delivering greener transport 2 of her 5 core priorities.

    Last month, the Transport Secretary announced a package of measures to empower local leaders to take back control of their bus services and deliver services based on the needs of communities, to grow passenger numbers and deliver better services for all. 

    Building on this, the government’s new buses bill is set to be introduced in Parliament by the end of this year and will bring an end to the current postcode lottery by taking steps to improve bus services no matter where you live.

    Further details on the UK Bus Manufacturing Expert Panel will be confirmed in due course.

    Go-Ahead Bus CEO, Matt Carney said:

    This multi-million pound investment and partnership with Wrightbus will accelerate the transition to zero-emission fleet across the UK.

    We are proud to be working in partnership with the UK government and local authorities to deliver transformational environmental change for communities, while supporting UK jobs and the growth of the country’s supply chain.

    The deal with Go-Ahead is hugely significant and represents a huge boost to the UK’s economy. It will support homegrown manufacturing, jobs and skills for the next three years and beyond. We’ve always been proud to support the UK’s supply chain and our Go-Ahead partnership will ensure even more money can be spent securing good green jobs.

    We must also not forget that this deal represents a massive step forward in our ambition to help decarbonise the transport sector with our world-leading products. It was heartening today to hear the government reaffirm its commitment to a green transport sector.

    The Northern Territory Emergency Service (NTES) is urging all Territorians to prepare for the High Risk Weather Season.

    The Bureau of Meteorology reminds the community that the period from October to April is the Territory’s peak time for heatwaves, severe thunderstorms, tropical lows, cyclones, flooding, and, particularly in the south, bushfires.

    Acting Commissioner Fleur O’Connor said preparation is key to ensuring safety during the upcoming season. “Territorians are no strangers to severe weather, and the High-Risk Weather Season serves as a reminder to prepare your homes, families, and businesses. Simple actions like clearing gutters, securing outdoor items, and developing an emergency plan can make all the difference in a crisis.”

    The Bureau predicts the first significant rains of the wet season are likely to be earlier than usual.

    “Rainfall in September was above average across most of the Territory and the highest on record across parts of the west, but we’ve also seen an early start to our Heatwave Warning Service, and a number of dangerous fires continue across the Territory,” Shenagh Gamble, NT Manager of Hazard Preparedness and Response, said. “While we are expecting an average risk of tropical cyclones this year, it only takes one to significantly impact our communities.

    Spruce tree planting prohibited in parts of East Anglia and South East England

    Planting of spruce trees in parts of East Anglia and South East England is to be restricted as part of additional new measures announced by the Forestry Commission today (Tuesday 8 October) following further findings this season of Ips typographus, also known as the eight-toothed spruce bark beetle.

    A new spruce tree planting restriction is coming into force in the restricted area, known as the Demarcated Area (DMA). Landowners, businesses and land managers are urged to comply with new requirements and stay vigilant to protect against Ips typographus. Planting spruce trees for ornamental and scientific purposes, growing on nursery sites for trade, or the planting of Christmas trees, will be permitted in specific circumstances detailed in the notice. Christmas tree growers in the affected area can continue to grow an unlimited number of spruce trees up to three metres in height above the root collar before authorisation is required.

    The new restrictions come after further findings this year, including the first UK finding of Ips typographus on Sitka spruce in July, and are part of the continued action being taken to limit the spread of the beetle and protect our nation’s trees, forestry and timber industries.

    Ips typographus is a serious pest of spruce trees in Europe and was first identified in the UK in 2018. These incursions are occurring in England as the beetle is blown over from the continent. The pest prefers stressed or dying trees but, under the right conditions, it can attack healthy trees.

    The new requirements come into force on 29 October across the existing DMA in the South East of England and East Anglia prohibiting the planting of spruce trees (Picea A.Dietr). Areas affected include parts of Lincolnshire, Bedfordshire, Cambridgeshire, Norfolk, Suffolk, Hampshire, Berkshire, Buckinghamshire, Hertfordshire, Surrey, Greater London, Sussex, Kent and Essex.

    Forestry Commission Head of Plant Health Forestry Andrea Deol said:

    Ips typographus can have a serious impact on spruce trees, and so restricting spruce planting in some areas of East and South East England ahead of the tree-planting season will help with our ongoing eradication efforts.

    All landowners, managers and timber processors are encouraged to remain vigilant and report any sightings of the pest via our Tree Alert Portal.

    Defra Chief Plant Health Officer Professor Nicola Spence said:

    Pest and pathogens present a great risk for our biosecurity and, in particular, Ips typographus has the potential to cause significant damage to Great Britain’s forestry and timber industries.

    These new restrictions are part of continued action to limit the spread of the beetle and protect our nation’s trees and forest industries. All landowners and land managers should check the health of spruce trees on their land and take swift action to deal with any susceptible material.

    Existing restrictions remain in place to limit the spread of the pest through timber movement, by requiring pre-notification and authorisation by the Forestry Commission of any felling and movement of susceptible material within the DMA.

    It is important for landowners to continue to check the health of spruce trees on their land, identifying stressed, fallen, and snapped trees, and taking action to remove them and any surrounding susceptible material. Replacement with non-susceptible tree species is also encouraged to limit the possibility of populations of Ips typographus establishing and to prevent spread to other areas.

    Under the notice, exemptions are available for lower risk scenarios, such as trees grown at nurseries, for ornamental or scientific purposes and for the purpose of trade in large Christmas trees.

    In total, California has deployed 284 highly specialized personnel to support hurricane response efforts in recent weeks

    SACRAMENTO – With Hurricane Milton expected to make landfall in Florida this week as a Category 5 hurricane, Governor Gavin Newsom today announced the deployment of 144 firefighters and ground support personnel from three California Urban Search and Rescue Task Force teams to assist with incident management, emergency operations and search and rescue efforts.

    This incoming aid is in addition to California Urban Search and Rescue resources recently deployed to support the response to Hurricane Helene, including 140 firefighters and support personnel from California/FEMA US&R Task Forces 5 and 6 from the Orange County Fire Authority and Riverside Fire Department, and California Swiftwater Task Force 1 from the Los Angeles Fire Department.

    In close coordination with FEMA, the California Governor’s Office of Emergency Services (Cal OES) is now deploying Task Force members from the Los Angeles City Fire Department, Los Angeles County Fire Department and Menlo Park Fire Protection District to support the Hurricane Milton response. These highly specialized personnel are trained in structural collapse and swift water/flood environments and are expected to arrive in Georgia in the coming days to stage before being dispatched.

    The deployment has no impact on California’s emergency response and firefighting capabilities.

    Apia, SAMOA – Seventy-six electric vehicles (EVs) were handed over to the Government of Samoa earlier today by the United Nations Development Programme (UNDP), thanks to a major regional project that Samoa is part of, funded by the Government of Japan.

    Valued at more than US$6 million, the EVs were supplied by the Ford-Hyundai Samoa company.

    They include 24 sedans, 19 SUVs, 12 pick-up trucks, two of which were converted to first-responder firefighter trucks, a flat-bed truck converted to an oxygen tanks carrier truck with loading/unloading platform, and 20 plug-in hybrid EV (PHEV) passenger vans (minibuses).

    Fifty-three EVs will serve as official vehicles to cater for delegates of the Commonwealth Heads of Government Meeting (CHOGM) later this month.

    Supporting infrastructure are also now in place, with 14 wall mounted EV charging stations installed at selected Government premises, five high capacity ground mounted Direct Current (DC) type charging stations at the Tuanaimato Bowser, and several public charging stations, such as a solar-powered DC type charging station at the Mulifanua wharf, and the Faleolo and Fagalii airports, as well as other locations. The Bowser central government charging station will be fully operational later this month.

    All this was made possible under the Climate Action Pathways for Island Transport (CAP-IT) Project, implemented by the Government of Samoa via the leadership of the Ministry of Works, Transport and Infrastructure (MWTI), in partnership with UNDP, and funded by Japan.

Most significantly, the procurement of this first lot of EVs for the Government fleet, is our response to the Expected Outcomes of the Pathway to the Development of Samoa 2021 to 2026, in placing emphasis on strengthening and increasing ‘Green Developments’,” said Hon. Olo Fiti Afoa Vaai, Minister of Works, Transport and Infrastructure.

    The project aims to promote urgent and inclusive transformation of the land and maritime transport sectors towards decarbonization. The project supports the achievement of Samoa’s enhanced NDCs (Nationally Determined Contributions) which is a climate action plan to cut emissions and adapt to climate impacts, for the energy and transport sector by 2030.

The CAP-IT project is a vital part of our efforts to reduce greenhouse gas emissions, improve air quality, and promote sustainable mobility solutions across the islands. With these electric vehicles, Samoa takes another step towards achieving our Sustainable Development Goals, also Samoa’s NDCs, and leading by example in the Pacific region,” said Aliona Niculita, UNDP Resident Representative.

    Two critical related studies were also launched today focusing on (1) End-of-life EV battery management, and (2) Traffic volumes, vehicle registration, imports, and ownership.

    You hold two high positions in the European Central Bank: you are a member of the ECB’s Executive Board as well as the Vice-Chair of its Supervisory Board. You are responsible for both monetary matters and banking supervision in the euro area. Can you explain your dual role at the ECB?

    Let me clarify that, at the ECB, decision-making on monetary policy and banking supervision is separate, and for good reason. We want these two functions to pursue their specific objectives and we want to avoid potential conflicts of interest.

    That being said, it is important for each side to be aware of what the other is thinking and to understand how the decisions being taken affect the other side. Let me give you a couple of examples. During our strategy review in 2021 we explicitly recognised the importance of safe and sound banks for our price stability mandate, acknowledging that financial stability is a precondition for price stability. Moreover, banks that are safe and sound are able to effectively pass through our monetary policy.

    So in the governance of the ECB there is a bridge between the two sides. And I currently occupy this bridge as a member of the Executive Board, which has six members including President Lagarde, as a member of the Governing Council and as Vice-Chair of the Supervisory Board. In practice, this means that I inform the Executive Board about what was discussed in the Supervisory Board, and I debrief the Supervisory Board on the decisions taken by the Governing Council. In short, my role is to help ensure that the ECB does not carry out these two separate tasks in isolation.

    What is the purpose of your current visit to Slovenia?

    The ECB’s two decision-making bodies – the Supervisory Board and the Governing Council – will meet in Slovenia in the space of a week. The Supervisory Board will meet for its regular retreat to discuss strategic issues, while the Governing Council will hold its next monetary policy meeting here. Our colleagues at Banka Slovenije are kindly hosting both events.

    Turning to banking supervision, how are banks’ activities and lending affected by the current environment of weak economic growth and deteriorating economic trends, which include increasing bankruptcies in some euro area countries? How resilient is the banking sector in Europe?

    European banks are resilient. They have sufficient and adequate capital and liquidity buffers which enable them to absorb losses and withstand shocks. But they should not be complacent, especially in the context of the worsening geopolitical environment, which could have direct and indirect effects on banks. Near-term growth prospects have deteriorated and are subject to high uncertainty because of these rising geopolitical risks. And banks also face several medium-term, more structural challenges.

    In this context, our supervisory priorities, which we update every year, help us focus on both the near-term and medium-term challenges faced by banks. We want to ensure that banks are resilient not only today, but also in the long run. As part of our priorities, we want to increase their resilience to sudden macroeconomic and geopolitical shocks and to accelerate the remediation of shortcomings in the governance and management of climate-related and environmental risks. At the same time, banks need to make further progress with their digital transformation and build up their operational resilience.

    In short, banks are resilient, but we should not be complacent amid these longer-term challenges, which we will address through our supervision over the coming years.

    What lessons have the ECB and the Eurosystem learned from the last financial crisis in order to be better prepared for a possible new crisis, which will not necessarily originate in the banking sector itself, but in companies connected to it?

    Since the global financial crisis we have created strong pan-European supervision – the Single Supervisory Mechanism. The financial reforms implemented after that crisis have strengthened banks without compromising their lending capacity. Several things have happened since the global financial crisis: we have had a pandemic, Russia’s invasion of Ukraine, an energy shock and high inflation. So European economies have been exposed to unforeseen challenges. We also witnessed turmoil in international banking markets last year, which exposed fragilities in banks’ risk management and internal governance.

    The European banking sector has shown itself to be resilient in the face of these challenges. Take non-performing loans, for example, which have fallen significantly in the European banking system. In 2015, their share was 7%, while in 2023 it was below 2%. That is a big step forward. And as I said, capital and liquidity indicators are now much higher than they were a decade ago. But as supervisors, we should never be complacent, especially given the new risk drivers, such as energy prices, cyberattacks, climate and nature-related risks and geopolitical risks.

    Turning now to current developments in the European banking sector, where UniCredit Group’s intention to take over the German bank Commerzbank has recently made headlines. What is your view as euro area banking supervisor?

    Let me first say that I cannot comment on individual banks, so my answer will be more general.

    We have been crystal clear that cross-border consolidation can be an instrument for further integration of the European banking sector, and we stand by that. Consolidation can also help address long-standing issues in the European banking sector, such as low profitability.

    Nonetheless, mergers always carry risks and, as supervisors, we assess them carefully, always applying the limitative criteria set out in Article 23 of the Capital Requirements Directive. Our job is to ensure that every banking transaction – whether at cross-border or national level – results in a banking group that can comply with supervisory requirements in the foreseeable future.

    What is your view of the banking sector in our country? What is your message to Slovenia?

    Thanks to the reforms implemented after the great financial crisis, banks in Slovenia have come a long way, and in the right direction. When the crisis hit, the Government had to support the three largest banks with a recapitalisation of €3.5 billion. And, naturally, it has taken several years for lending to strengthen. More recently, the privatisation of state-owned banks increased competition in the sector, and this has attracted international banks. Slovenian banks are now well-capitalised, highly profitable and are above the euro area average for profitability, mainly on account of very high net interest margins. Some of this progress can also be attributed to the work of supervisors, including those at Banka Slovenije, with whom we work very well.

    So, like in the rest of Europe, your banks are robust but they will continue to face a number of headwinds stemming from the macro-financial environment, geopolitical shocks and challenges related to the green and digital transitions.

    As mentioned, our central bank will host a Governing Council meeting next week. Do you expect a new interest rate decision at this meeting?

    We will come to Slovenia with an open mind, so I am looking forward to the trip to Ljubljana and to a very genuine and open discussion. Before the meeting, we will take note of all the data and analysis and, as we have said many times before, we will take a meeting-by-meeting approach. A number of recent indicators suggest that downside risks to economic growth are already materialising, so we will need to carefully assess whether this has any implications for our inflation outlook.

    What is very clear, however, is the direction of travel in the period ahead. If our projections that inflation will converge towards our 2% target in the second half of 2025 continue to be confirmed, we will continue to gradually ease our restrictive policy stance. At the same time, we need to maintain flexibility regarding the pace of adjustments. This will depend on incoming data, on the economic situation and on inflation. The latest data will of course be taken into account in whatever decision we take in Slovenia.

    What specific downside risks to growth do you have in mind?

    Economic growth came in at 0.2% in the second quarter, falling somewhat short of our projections. We look at a broad range of data, but we have seen that households are consuming less than anticipated and firms are less keen to invest than we had projected.

    What is your view on the exact nature of inflation in the euro area? In particular, services price inflation remains very persistent. Why?

    We expect inflation to decline to our target in the second half of 2025. Headline inflation is projected to average 2.5% in 2024, then 2.2% in 2025 and 1.9% in 2026. Services inflation remains strong but, according to our projections, we will see a deceleration going into the new year.

    We always look at the upside and downside risks surrounding these projections. Geopolitical tensions could raise energy prices, shipping costs and other transport costs in the short term, which could also lead to disruptions to global trade, which would push prices up. Inflation could also increase if wages rise more than expected or if profit margins increase, and extreme weather events and the climate crisis could increase food prices. However, there are also downside risks to inflation, such as lower than expected demand or an unexpected deterioration in the economic environment in the United States and globally.

    At the ECB, you are also responsible for monitoring the effects of climate change, in addition to the dual tasks mentioned at the beginning. This year we saw the catastrophic effects of floods in some central European countries, and last year we experienced them in Slovenia as well. Greece, Spain and other parts of southern Europe are ravaged by catastrophic droughts and fires. Can the ECB and national central banks contribute more effectively to mitigating the effects of climate change? After all, you have the power – you have monetary policy and banking supervision in your hands…

    I am very aware of the consequences of floods, and of those last year in Slovenia. They caused €10 billion of damage and more than two-thirds of the country was affected. Some places in the Koroška region were cut off from the world and most roads were completely submerged. Recently, we have seen similar things in several other EU countries.

    When talking about climate, nature and the ECB, I always say that we are not climate policymakers. We are not involved in climate policy. This is a task for governments, who implement legislation and policies like the European Climate Law and the EU “Fit for 55” plan, for example.

    But this topic is also extremely relevant for our mandate, because extreme events like flooding, wildfires and summer droughts also lead to financial risks for banks and the wider economy. In our banking supervision, we check whether banks are adequately managing their climate and nature-related risks. We also take climate and nature into account in our macroeconomic projections.

    Are you in favour of introducing more decisive measures that would offer banks more targeted incentives to grant loans for more environmentally friendly or “greener” purposes?

    It would be speculative to talk about possible measures that we might hypothetically take in the future. What is clear is that any measure we implement must be consistent with our primary objective of price stability. Our current monetary policy stance is restrictive, so a green lending facility would be something for us to consider in the future, in another phase of the cycle.

    That being said, climate change is part of our monetary policy strategy, and we have committed to regularly reviewing our climate-related measures to ensure that we continue to support a decarbonisation path that is consistent with the EU’s climate objectives. For this, within our mandate, all options are on the table. If we were to design new instruments in the future, it’s fair to assume that they would include climate considerations.

    In terms of global competitiveness, the EU is falling behind the United States and China. Former ECB President Mario Draghi recently presented a very ambitious plan to increase European competitiveness, including investments of up to €800 billion per year. In his opinion, this money could also be raised through European borrowing, so common European debt. What is your take on this proposal and Mr Draghi’s other recommendations?

    We welcome the publication of this report, how concrete it is and its call for urgent action. Competitiveness is critical for sustainable growth, improving the living standards of citizens and boosting economic resilience, especially in the current environment of heightened geopolitical fragmentation. We strongly support this urgent call for coordinated action at the European and national levels. It is now a matter of turning these proposals into concrete measures.

    Meeting the strategic investment needs identified in the report requires completing the capital markets union, which we have been advocating for a long time.

    The private sector will not be able to finance all of these investment needs alone. European initiatives, including financing through common European funds, could help finance common European public goods such as defence, public procurement, energy grids, disruptive innovation and cross-border infrastructure. Under the right conditions, the potential issuance of common European debt could help bridge the financing gap.

    Finally, a new European Commission is expected to start its work in a few weeks’ time. How do you see your cooperation, including on the common objective of making Europe more competitive?

    I am very much looking forward to continuing our excellent interactions with the European Commission, both with the outgoing Commission and the incoming one. There are a number of common European initiatives that we both have a very strong interest in. I have already mentioned the capital markets union. Further progress could be made on that, as well as on finalising all aspects of the banking union. And we know from the ECB’s stress tests that the longer we take to complete the green transition, the more it will cost us, so we would very much welcome further progress on that front as well.

  • MIL-OSI Global: Trump and Harris are sharply divided on science, but share common ground on US technology policy

    For the first time in American history, quantum computing was mentioned by a candidate during a presidential debate, on Sept. 10, 2024. After Vice President Kamala Harris brought up quantum technology, she and former President Donald Trump went on to have a heated back-and-forth about American chipmaking and China’s rise in semiconductor manufacturing. Science and technology policy usually takes a back seat to issues such as immigration, the economy and health care during election season.

    What’s changed for 2024?

    From COVID-19 to climate change, ChatGPT to, yes, quantum computers, science-related issues are on the minds of American policymakers and voters alike. The federal government spends nearly US$200 billion each year on scientific research and development to address these challenges and many others. Presidents and Congress, however, rarely agree on how – and how much – money should be spent on science.

    With the increasing public focus on global competitiveness, the climate crisis and artificial intelligence, a closer look at Trump’s and Harris’ records on science and technology policy could provide a hint about how they’d approach these topics if elected this fall.

    Two distinct visions for science funding

    If politics can be described as “who gets what and when,” U.S. science and technology policy can be assessed through the annual budget process for R&D. By this measure, the differences between the Trump and Biden-Harris administrations couldn’t be starker.

    In his first budget request to Congress, in 2017, Trump spurned decades of precedent, proposing historic cuts across nearly every federal science agency. In particular, Trump targeted climate-related programs at the Department of Energy, the National Oceanic and Atmospheric Administration and the Environmental Protection Agency.

    Trump’s fiscal policy took a page from Reagan-era conservative orthodoxy, prioritizing military spending over social programs, including R&D. Unlike Reagan, however, Trump also took aim at basic research funding, an area with long-standing bipartisan support in Congress. His three subsequent budget proposals were no different: across-the-board reductions to federal research programs, while pushing for increases to defense technology development and demonstration projects.

    Congress rebuked nearly all of Trump’s requests. Instead, it passed some of the largest increases to federal R&D programs in U.S. history, even before accounting for emergency spending packages funded as part of the government’s pandemic response.

    In contrast, the Biden-Harris administration made science and innovation a centerpiece of its early policy agenda – with budgets to match. Leveraging the slim Democratic majority during the 117th Congress, Biden and Harris shepherded three landmark bills into law: the Infrastructure Investment and Jobs Act, the Inflation Reduction Act and the CHIPS and Science Act. These laws contain significant R&D provisions focused on environmental projects (IIJA), clean energy (IRA) and American semiconductor manufacturing (CHIPS).

    CHIPS set up programs within the National Science Foundation and the Department of Commerce to create regional technology hubs in support of American manufacturing. The act also set ambitious funding targets for federal science agencies, especially at NSF, calling for its budget to be doubled from $9 billion to over $18 billion over the course of five years.

    Despite its initial push for R&D, the Biden-Harris administration’s final two budget proposals offered far less to science. Years of deficit spending and a new Republican majority in the House cast a cloud of budget austerity over Congress. Instead of moving toward doubling NSF’s budget, the agency suffered an 8% decrease in fiscal year 2024 – its biggest cut in over three decades. For FY2025, which runs from Oct. 1, 2024, through Sept. 30, 2025, Biden and Harris requested a meager 3% increase for NSF, billions of dollars short of CHIPS-enacted spending levels.

    An emerging consensus on China

    On technology policy, Biden and Harris share more with Trump than they let on.

    Their approach to competing with China on tech follows Trump’s lead: They’ve expanded tariffs on Chinese goods and severely limited China’s access to American-made computer chips and semiconductor manufacturing equipment.

    Biden and Harris have also ramped up research security efforts intended to protect U.S. ideas and innovation from China. Trump launched the China Initiative as an attempt to stop the Chinese government from stealing American research. The Biden-Harris administration ended the program in 2022, but pieces of it remain in place. Scientific collaborations between the United States and China continue to decline, to the detriment of American scientific leadership.

    The Biden-Harris administration has also drawn from Trump-era policy to strengthen America’s leadership in “industries of the future.” The term, coined by Trump’s then-chief science adviser Kelvin Droegemeier, refers to five emerging technology areas: AI, quantum science, advanced manufacturing, advanced communications and biotechnology. This language has been parroted by the Biden-Harris administration as part of its focus on American manufacturing and throughout Harris’ campaign, including during the debate.

    In short, both candidates align with the emerging Washington bipartisan consensus on China: innovation policy at home, strategic decoupling abroad.

    Science advice not always a welcome resource

    Trump’s dismissal of and at times outright contempt for scientific consensus is well documented. From “Sharpiegate,” when he mapped his own projected path for Hurricane Dorian, to pulling out of the Paris climate agreement, World Health Organization and the Iran nuclear deal, Trump has demonstrated an unwillingness to accept any advice, let alone from scientists.

    Indeed, Trump took over two years to hire Droegemeier as director of the White House Office of Science and Technology Policy, or OSTP, doubling the previous record for the length of time a president has gone without a scientific adviser. This absence was no doubt reflected in Trump’s short-on-science budget requests to Congress, especially during the beginning of his administration.

    On the other hand, the Biden-Harris administration has promoted science and innovation as a core part of its broader economic policy agenda. It elevated the role of OSTP: Biden is the first president to name his science adviser – a position currently held by Arati Prabhakar – as a member of his Cabinet.

    By law, the president is required to appoint an OSTP director. But it is up to the president to decide how and when to use their advice. If the new White House wants the U.S. to remain a global leader in R&D, the science adviser will need to continue to fight for it.

  • MIL-OSI Global: Why wildfires started by human activities can be more destructive and harder to contain

    Wildfires are becoming increasingly destructive across the U.S., as the country is seeing in 2024. Firefighters were battling large blazes in several states from California to North Dakota in early October 2024, including fires burning near homes and communities.

    Research shows wildfires are up to four times larger and three times more frequent than they were in the 1980s and ‘90s, with some consuming hundreds of thousands of acres in a single blaze.

    Lightning strikes are one cause, but the majority of wildfires that threaten communities are sparked by human activities.

    Metal from cars or mowers dragging on the ground can spark fires. So can power lines touching trees. Officials confirmed on Oct. 2 that a broken power line started the deadly 2023 Maui fire that destroyed the town of Lahaina, Hawaii. California’s largest fire in 2024 started when a man pushed a burning car into a ravine near Chico. The fire destroyed more than 700 homes and buildings.

    Although the number of fires in 2024 has not been unusually high, the acreage burned has far surpassed the 10-year average, displacing thousands of people, destroying homes and straining firefighting resources.

    What makes these wildfires so destructive and difficult to contain?

    The answer lies in a mix of changing climate, the legacy of past land-management practices, and current human activities that are reshaping fire behavior and increasing the risk they pose.

    Fire’s perfect storm

    Wildfires rely on three key elements to spread: conducive weather, dry fuel and an ignition source. Each of these factors has undergone pronounced changes in recent decades. While climate change sets the stage for larger and more intense fires, humans are actively fanning the flames.

    Climate and weather

    Extreme temperatures play a dangerous role in wildfires. Heat dries out vegetation, making it more flammable. Under these conditions, wildfires ignite more easily, spread faster and burn with greater intensity. In the western U.S., aridity attributed to climate change has doubled the amount of forestland that has burned since 1984.

    Compounding the problem is the rapid rise in nighttime temperatures, now increasing faster than daytime temperatures. Nights, which used to offer a reprieve with cooler conditions and higher humidity, do so less often, allowing fires to continue raging without pause.

    Fuel

    Fire is a natural process that has shaped ecosystems for over 420 million years. Indigenous people historically used controlled burns to manage landscapes and reduce fuel buildup. However, a century of fire suppression has allowed vast areas to accumulate dense fuels, priming them for larger and more intense wildfires.

    Invasive species, such as certain grasses, have exacerbated the issue by creating continuous fuel beds that accelerate fire spread, often doubling or tripling fire activity.

    Additionally, human development in fire-prone regions, especially in the wildland-urban interface, where neighborhoods intermingle with forest and grassland vegetation, has introduced new, highly flammable fuels. Buildings, vehicles and infrastructure often ignite easily and burn hotter and faster than natural vegetation. These changes have significantly altered fuel patterns, creating conditions conducive to more severe and harder-to-control wildfires.

    Ignition

    Lightning can ignite wildfires, but humans are responsible for an increasing share. From unattended campfires to arson or sparks from power lines, over 84% of the wildfires affecting communities are human-ignited.

    Human activities have not only tripled the length of the fire season, but they also have resulted in fires that pose a higher risk to people.

    Lightning-started fires often coincide with storms that carry rain or higher humidity, which slows fires’ spread. Human-started fires, however, typically ignite under more extreme conditions – hotter temperatures, lower humidity and stronger winds. This leads to greater flame heights, faster spread in the critical early days before crews can respond, and more severe ecosystem effects, such as killing more trees and degrading the soil.

    Human-ignited fires often occur in or near populated areas, where flammable structures and vegetation create even more hazardous conditions. As urban development expands into wildlands, the probability of human-started fires and the property potentially exposed to fire increase, creating a feedback loop of escalating wildfire risk.

    2024 fire season’s whiplash weather

    The record-breaking summer heat in 2024 intensified fire hazards, with vegetation rapidly drying out and leaving landscapes parched in many areas. In addition, a phenomenon known as whiplash weather, marked by unusually wet winters and springs followed by extreme summer heat, has been especially pronounced in Southern California.

    A wet spring fostered vegetation growth, which then dried out under scorching summer temperatures, turning into highly combustible fuel. Severe heat waves, along with the associated lack of nighttime cooling, created conditions where fires not only spread faster, but were also more difficult to contain.

    This cycle has fueled some of the biggest fires of the 2024 season, several of which were started by humans.     As these factors converge, the potential for increasingly severe wildfires looms ever larger. Severe fires also release large amounts of carbon from trees, vegetation and soils into the atmosphere, increasing greenhouse gas emissions and exacerbating climate change, contributing to more extreme fire seasons.

    ATLANTA – U.S. Attorney Ryan K. Buchanan advises the public to be cautious about hurricane relief fraud in the wake of Hurricane Helene.

    “Natural disasters unfailingly prompt members of our communities to respond with an outpouring of compassion and support for impacted family members, neighbors, friends and strangers,” said U.S. Attorney Ryan K. Buchanan. “Unfortunately, these occurrences also attract scammers who capitalize on such calamities to exploit affected fellow citizens when they are most vulnerable.  By this public notice, we do not aim to deter you from offering assistance but caution you to do so with the awareness of how to detect and avoid common charity scams.”

    On September 26, 2024, Hurricane Helene made landfall in Florida’s Big Bend Region and quickly caused major devastation in that area and across states including Georgia, South Carolina, North Carolina, Tennessee, and others. As we have seen in the wake of previous national disasters, fraudsters target victims of such storms along with citizens across the country who want to do what they can to assist individuals affected by these natural disasters. Unfortunately, criminals exploit these incidents for personal gain by sending fraudulent communications through email or via social media and by creating deceptive websites designed to solicit contributions.

    The public should exercise diligence before giving contributions to anyone soliciting donations or individuals offering to assist those affected by Hurricane Helene. Solicitations can originate from phone calls, texts, social media, email, door-to-door collections, flyers, mailings, and other similar methods. Before donating to benefit victims of Hurricane Helene, individuals should follow these and other guidelines:

    • Make contributions directly to known organizations rather than relying on others to make the donation on your behalf.
    • Do not be pressured into making contributions as reputable charities do not use such tactics.
    • Do not respond to any unsolicited communications (e.g., e-mails and texts), and never click links contained within those messages because they may be targeting your personal information, to include bank and credit card account information, and other identifiers such as dates of birth and social security numbers.
    • Rather than clicking on a purported link to a charity, verify its legitimacy by utilizing various Internet-based resources that may assist in confirming whether the organization is a valid charity.
    • Beware of organizations with copy-cat names similar to but not exactly the same as those of reputable charities.
    • Avoid cash donations if possible. Pay by credit card or write a check directly to the charity. Do not make checks payable to individuals.
    • Know that legitimate charities do not normally solicit donations via money transfer services, and their website will normally end in “.org” rather than “.com.”
    • Be cautious of emails that claim to show pictures of the disaster areas in attached files because the files may contain viruses. Only open attachments from known senders.

    The U.S. Department of Justice established the National Center for Disaster Fraud (NCDF) in the wake of Hurricane Katrina to deter, investigate, and prosecute fraud in the wake of disasters. More than 50 federal, state, and local agencies participate in the NCDF, which reminds the public to be aware of and report any instances of alleged fraudulent activity related to relief operations and funding for victims. Complaints of fraud may be reported online at http://www.justice.gov/DisasterComplaintForm. Complaints may also be reported to the NCDF at (866) 720-5721, a hotline that is staffed 24 hours a day, 7 days a week.

    Here’s to hope: 6,586 people have been rescued, evacuated or assisted by search and rescue teams since Hurricane Helene hit, including 39 survivors being rescued on Saturday, October 5, over eight full days into rescue efforts.

    More than 4,000 first responders, national guardsmen, and active-duty military are in Western North Carolina looking for your friends, your family, or if you’re still stranded waiting for help – they’re looking for you. And they won’t stop until every missing person is accounted for.

    I’m sure many of you have heard that there is a second hurricane brewing on the coast of Florida. It is not expected to hit Western North Carolina, but if it maintains it’s intensity as a Category 4 hurricane, it is expected to be catastrophic. I’m here to tell you that we will support Florida in any way we can, but I am also committed to making sure Western North Carolina does not get left behind in place of the newest natural disaster.

    The resources and help I have listed over the last nine days are here to stay.

    Today is update number 10 and includes details on where to find critical health care services including orthopedic care, dialysis treatments, and oxygen tanks, and an updated timeline on power restoration for individuals in the hardest hit areas.     • The Administration for Strategic Preparedness and Response under the Department of Health and Human Services has activated the Emergency Prescription Assistance Program (EPAP) for North Carolinians as of Friday, October 4.
      • The EPAP program helps uninsured residents replace prescription medication or certain medical equipment lost or damaged during Hurricane Helene.
      • Through the program, uninsured residents can:
        • Request a free 30-day supply of certain prescription medications at any EPAP-participating pharmacy which can be renewed every 30 days while the EPAP is active.
        • Replace certain medical equipment and supplies such as canes, crutches, walkers, wheelchairs, blood sugar meters and blood sugar test strips for diabetics.

      • Due to the damage and personal losses caused by Hurricane Helene to the staff of the VA, it will take some time to bring staffing to full capacity.
      • Please be patient as the VA works to rebuild their workforce.

    • The United States Department of Agriculture is beginning to put together a list of resources for farmers and other agricultural industry members.
      • If your agricultural operation has been impacted by Hurricane Helene, you can review this link, farmers.gov, for emergency and disaster assistance programs.

    • About 117,000 customers remain without power in Western North Carolina.
      • Customers whose properties are inaccessible or not able to receive power may be without electricity for an extended period of time as Duke Energy works to rebuild critical infrastructure.
    • Restoration of service for all other customers in the heavily impacted areas is anticipated within a week, by Sunday, October 13.
      • Crews are working around the clock to restore power as quickly as possible.
    • As work on substations conclude, Duke Energy is moving personnel to work on the power grid’s thousands of miles of lines and poles that serve individual homes and businesses.
      • This work can feel slower because the same amount of work restores fewer customers.

    • A “DO NOT DRIVE” message remains in place from the North Carolina Department of Transportation for most of Western North Carolina.
      • Unless it is an emergency, please do not travel to the hardest hit communities.
      • Cherokee, Graham, Clay and Swain counties ARE FULLY OPEN to people who can access them through safe routes.
        • Please DO NOT try to visit or travel through the areas hardest hit by the storm such as Henderson and Buncombe counties.
    • USDOT approved an initial $100 million in Emergency Repair funds to NCDOT.
      • Damage to our mountain roads exceeds $100 million but USDOT’s investment is a significant and most welcome start.
    • A total of 2,050 DOT employees are working to restore and repair road access in WNC.
      • NCDOT also has:
        • DOT also has:
          • 1,100 pieces of heavy equipment for debris clearance and road repairs in affected areas, including dump trucks, backhoes, loaders, graders, etc.
          • More than 50 personnel from neighboring states on the ground providing assistance.
    • NCDOT is reporting about 650 road closures, 106 of which are to primary routes.
      • Now that communications have been largely restored, NCDOT has a more comprehensive picture of debris blocking roadways, road damage, and necessary repairs in our mountains.
      • At least 100 bridges are irreparable and will require replacement.
    • All roadways in Alleghany, Ashe, Avery, Caldwell, and Wilkes counties are accessible, although some are requiring four-wheel drive.
      • While none of the above-listed counties are in NC-11, they are a welcome sign of what’s to come.
    • Progress has been made on NCDOT and Tennessee DOT’s plans for reconstruction of I-40 in the Pigeon River Gorge.
      • Bids for stabilization of the westbound lanes of I-40 where the eastbound lanes no longer exist will be opening today, October 7.
      • A contract will be awarded shortly after the bid closes.
      • NCDOT is working to expedite the necessary repairs to restore mobility to the area as soon as possible.
    • Air traffic has sustained at 300 percent above pre-hurricane levels in Western NC.
      • NCDOT’s aviation division continue to work to make sure flight operations are safe coming into and out of airports, including by:
        • Scheduling landing/unloading times and aircraft parking so aircraft are spaced out and to reduce the risk of incidents.
        • Establishing a first of its kind “corridors in the sky” to separate civilian and military aircraft in the air.
        • Having search and rescue partners use short, time and location specific restrictions on air operations to enhance safety when multiple helicopters are engaged in search and rescue efforts.
      • The state of North Carolina is NOT turning away civil aviation support so long as it has been coordinated through the proper channels with NC Emergency Management.

    • NCDOT has launched a detour map to show motorists how to get around closures on I-26 and I-40 at the Tennessee border.

    • Internet providers are working with local energy and cell providers to restore service for customers across Western North Carolina.
      • Restoration timelines are not available at this time.
    • Internet providers including Optimum and Spectrum are working around the clock to restore service for customers. However, part of the network’s infrastructure was destroyed by mudslides and collapsed bridges making restoration a lengthy process.
      • As a result, some impacted areas will require a rebuild of the network from scratch.

    • Cell service providers have implemented disaster roaming for any phone located in Western North Carolina to maximize phone service for all users.
      • Disaster roaming allows users to connect to any mobile network during a disaster when other networks are down.
        • This allows users to access emergency services, such as 911, even when their own network is out.

    • Almost 1,800 North Carolina National Guard soldiers and airmen have been deployed to provide support to Western North Carolina so far.
      • The total number of deployed guardsmen will continue to increase over the coming days.
    • The National Guard has more than 700 vehicles and 50 helicopters from six states and two active-duty units in Western NC for rescue and recovery, debris clearing, and other missions.
      • So far, the National Guard has:
        • Delivered more than 2,614 tons of commodities to affected areas
        • Cleared 1,052 obstacles
        • Rescued nearly 1,000 individuals
    • The Guard’s key tasks continue to be search and rescue of impacted civilian personnel, followed by:
      • Delivery of essential relief supplies to points of need
      • Clearing of routes to gain access to isolated communities
    • Although airspace is limited due to ongoing missions by the National Guard and Department of Defense, a process has been established for private pilots seeking to fly in humanitarian relief to coordinate with local authorities.

    • On October 2, the Secretary of Defense authorized the movement of up to 1,000 active-duty soldiers, including soldiers from the 82nd Airborne Division from Ft. Liberty (formerly Ft. Bragg).
      • Nearly all 1,000 of the authorized active-duty soldiers have been mobilized to support the residents and affect counties devastated by Hurricane Helene in Western NC.
      • These soldiers are providing additional manpower and logistics capabilities to reach the hardest hit areas as quickly as possible.
    • In addition to the 1,000 previously authorized soldiers, another 500 troops with advanced technological assets were approved for deployment to Western NC to provide greater situational awareness on the ground.
      • These troops are not yet in NC-11, but coordination is taking place for rapid deployment over the coming days.
      • The Department of Defense has also committed 22 helicopters to assist with search and rescue operations.

    • Asheville Regional Airport closed mid-day on Friday, September 27, due to risk of flooding.
    • Commercial flights at Asheville Regional Airport have resumed.
    • If you parked your car in an Asheville Regional Airport lot and could not retrieve the vehicle due to the storm, great news – none of the airport’s lots flooded and all cars are fine.
      • Stay safe and pick up your car when you are able.
    • PLEASE NOTE:
      • No general aviation pilots are allowed to land at Asheville Regional Airport without prior clearance from FEMA to ensure the safety of aircraft and personnel.
        • Supply deliveries by civilian pilots ARE permitted to land at Asheville Regional Airport so long as they have prior clearance from FEMA.
        • FEMA is not turning away any pilot that has gone through the proper channels to coordinate delivery and ensure the safety of his fellow aircraft and personnel.

    Federal Nutrition Programs

      • SNAP
        • North Carolina was granted a waiver for the 10-day reporting requirement for the replacement of food purchased with SNAP benefits lost because of the hurricane.
        • This waiver provides additional time beyond the standard 10-day time frame for households to report food losses and receive replacement benefits for food that was destroyed and previously purchased with SNAP benefits.
      • Child Nutrition
        • The North Carolina Department of Public Instruction was approved for a waiver pertaining to the child nutrition programs.
          • Under the waiver approval, NCDPI’s local program operators may:
            • Serve meals in a non-congregate setting
            • Adjust the time of meal service
            • Allow parent pick-up
            • Allow service of meals at school sites
      • Food and Nutrition Services Program
        • People and families in North Carolina who are enrolled in the Food and Nutrition Services program can now use their EBT card to purchase hot food.
          • This flexibility will remain in effect until November 3.
      • Special Supplemental Nutrition Program for Women, Infants, & Children (WIC)
        • Families participating in WIC who may have relocated to a new area can go to any NC WIC agency to:
          • Have a new eWIC card issued
          • Request replacement breastfeeding supplies or breast pumps
          • Request replacement food that was purchased with current WIC benefits and lost due to Hurricane Helene

    • If you own a medical practice in NC-11 and are experiencing financial hardship due to Hurricane Helene, the North Carolina Medical Society will be reactivating its Financial Recovery Program (FRP) to help you recover and open your doors again.
      • The FRP will be back online to provide much needed assistance soon.

    • The Department of Health and Human Services through the Centers for Medicare & Medicaid Services (CMS) has made available:
      • Accelerated payments to Medicare Part A providers affected by Hurricane Helene
      • Advance payments to Medicare Part B suppliers affected by Hurricane Helene

    • For county leaders: This is a reminder to make sure your Emergency Operation Center has submitted the request for gasoline, food, water, cell service deployables, etc. with North Carolina Emergency Management to have your request processed and resources delivered.
      • My office stands ready to assist with checking the status of your request if the county or municipality has not heard back from NC Emergency Management within 24 hours.

    North Carolina received a Major Disaster Declaration for the following counties: Buncombe, Clay, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Polk, Rutherford, Swain, Transylvania and Yancey counties and the Eastern Band of Cherokee Indians.

    People with damage to their homes or personal property who live in one of the above-listed counties should apply for Individual Assistance through FEMA, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies.

    • Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7:00 a.m. and 10:00 p.m. EST.

    • To date, FEMA has paid out more than $30 million in housing and other types of assistance and more than 96,000 Western North Carolinians have registered for Individual Assistance.

      • IRS has extended various filing deadlines for taxpayers in impacted areas, including 2024 individual/business returns, certain quarterly estimated income tax payments, and certain payroll/excise taxes.
      • Tax relief for qualified payments, disaster-related losses:
        • IRS released provided guidance to taxpayers on how to address disaster-related losses in their 2024 tax return, as well as providing guidance on how qualified disaster relief payments – like government assistance payments – are generally excluded from gross income.

    ATLANTA – Homeowners and renters in Jasper and York counties and tribal members of the Catawba Indian Nation who had uninsured damage or losses caused by Hurricane Helene are now eligible to apply for FEMA disaster assistance.

    FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs. The Catawba Indian Nation, Jasper and York counties join Abbeville, Aiken, Allendale, Anderson, Bamberg, Barnwell, Cherokee, Edgefield, Greenville, Greenwood, Hampton, Laurens, Lexington, McCormick, Newberry, Oconee, Pickens, Richland, Saluda, Spartanburg and Union counties previously authorized for assistance to households.

    The quickest way to apply is to go online to DisasterAssistance.gov. You can also apply using the FEMA App for mobile devices or calling toll-free 800-621-3362. The telephone line is open every day and help is available in most languages. If you use a relay service, such as Video Relay Service (VRS), captioned telephone or other service, give FEMA your number for that service.     What You’ll Need When You Apply

    • A current phone number where you can be contacted.
    • Your address at the time of the disaster and the address where you are now staying.
    • Your Social Security number.

    • If insured, the policy number or the agent and/or the company name.

    If you have homeowners, renters’ or flood insurance, you should file a claim as soon as possible. FEMA cannot duplicate benefits for losses covered by insurance. If your policy does not cover all your disaster expenses, you may be eligible for federal assistance.

    FEMA Prepares for Hurricane Milton While Continuing to Mobilize Federal Resources for Helene Survivors

    WASHINGTON — Federal support for survivors of Hurricane Helene has now surpassed $210 million, reflecting the Biden-Harris Administration’s commitment to helping impacted communities recover and rebuild. FEMA remains focused on coordinating comprehensive recovery efforts across the Southeast, mobilizing resources and personnel to provide immediate and long-term support to those affected.

    Administrator Deanne Criswell continues to lead the Helene response and recovery efforts and will join Governor Roy Cooper, Department of Defense Assistant Secretary Rebecca Zimmerman Dual Status Commander Wes Morrison and NORTHCOM Commander Gen. Gregory Guillot for a press conference this morning to provide updates on the storm damage assessments and response efforts.

    Administrator Criswell has directed FEMA’s Deputy Director Erik Hooks to travel to North Carolina today to support response and recovery efforts while she travels to Florida. There, she will meet with local and state officials as she directs the federal response on the ground and prepares for the impacts of Hurricane Milton, which is expected to make landfall on the Gulf Coast of Florida on Wednesday evening as a major hurricane. Administrator Criswell will return to North Carolina this evening.

    As FEMA maintains its focus on Helene response and recovery, the agency is also pre-positioning resources to support local and state response efforts ahead of Hurricane Milton. FEMA is fully prepared to respond to the storm’s potential impacts and has already begun staging resources and personnel to support communities in its path. The agency’s capacity to manage multiple simultaneous disasters ensures that it can continue to prioritize response and recovery efforts for Helene, while also being ready to respond to Milton. Residents in the storm’s projected path are urged to stay informed and prepare now.

    Helene Response

    The agency is actively working alongside state, local and tribal partners to assess damage and support those affected by Helene. Nearly 7,000 personnel from across the federal workforce are deployed, including FEMA staff. To date, FEMA has shipped over 15.6 million meals, more than 13.9 million liters of water, 157 generators and more than 505,000 tarps to the region. 

    Disaster survivors in certain areas of Georgia, Florida, North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in the designated areas should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula, breastfeeding supplies and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Helene.   

    There are three ways to apply for FEMA assistance:  

    Support for North Carolina

    Financial Support: FEMA has approved more than $32 million in housing and other types of assistance for over 27,000 households.

    Staffing: As response efforts continue in North Carolina, more than 800 FEMA staff are on the ground, with more arriving daily. Over 1,200 Urban Search and Rescue personnel remain in the field helping people. These teams have rescued or supported over 3,200 survivors to date. In a move to strengthen recovery operations in Western North Carolina, President Biden has ordered an additional 500 active-duty troops equipped with advanced technological assets to the area. This brings the total number of active-duty military personnel supporting the response to 1,500. Dozens of Disaster Survivor Assistance staff are on the ground in affected areas to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources. Experienced FEMA leaders from around the country are in the field to bolster response efforts. 

    Sheltering: Over 1,700 people who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Transitional Sheltering Assistance is available for North Carolinians displaced by Helene. Residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. People do not need to request this assistance. FEMA will notify them of their eligibility through an automated phone call, text message and/or email, depending upon the method of communication they selected at the time of application for disaster assistance. 

    Shelter numbers continue to decline, with 22 shelters housing just under 1,000 occupants. Mobile feeding operations continue to help survivors in heavily impacted areas, including three mass feeding sites in Buncombe, McDowell and Watauga counties.  

    Power and Cellular Restoration: As of today, more than 86% of originally reported power outages have been restored. Cellular restoration continues to improve, with less than 20% of cellular sites down. FEMA is boosting response coordination by providing Starlink units to ensure first responders can communicate with each other. 

    Commodities: Commodity distribution, mass feeding and hydration operations are underway in areas of western North Carolina. FEMA commodity shipments are enroute to support operations. The agency is on track to meet requested delivery timelines for meals and water. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. The Salvation Army has nine mobile feeding units supporting the massive operation and has provided emotional and spiritual care to more than 900 people. To date, The Salvation Army has served over 12,600 meals, 9,600 drinks and 5,600 snacks. The American Red Cross is engaging in targeted distribution of emergency supplies in low-income communities with high levels of minor or affected residential damage.

    Support for Florida  

    As recovery efforts continue in Florida, FEMA has approved more than $87 million for over 13,000 households. FEMA specialists are canvassing Florida communities affected by Helene to help survivors apply for assistance. Additionally, FEMA inspectors are visiting applicants’ homes to verify disaster-caused damage.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at
    1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.  

    Support for South Carolina 

    As recovery efforts continue in South Carolina, FEMA has approved over $57 million for more than 73,500 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties continuing to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources.  

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. 

    Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Support for Georgia 

    FEMA has approved over $31 million for more than 39,000 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources. 

    Resources: Residents can find resources like shelters and feeding sites at gema.georgia.gov/hurricane-helene. 

    Support for Virginia 

    To date, FEMA has approved nearly $500,000 for over 89 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    Support for Tennessee

    FEMA has approved more than $632,000 for disaster assistance for over 33 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    • Residents can call 1-800-824-3463 to report a missing person. Callers should be prepared to provide as much information as possible including names, phone numbers, vehicle identification and last known whereabouts.  
    • Counties continue to establish donation centers. For the evolving list, visit TEMA’s website. 

    Voluntary Organizations

    Voluntary organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has hundreds of trained disaster workers providing comfort and operating shelters. Additionally, they are helping find loved ones through their helpline 1-800-RED-CROSS (1-800-733-2767) or by the Red Cross Hurricane Helene Reunification page where people can enter pertinent information about the person they’re looking for. If someone is missing a child related to this disaster or any other incident, they need to call 9-1-1 and then 1-800-THE-LOST to receive assistance from the National Center for Missing and Exploited Children. 

    People can receive free services like cutting fallen trees, tarping roofs and mold mitigation with the help of Crisis Cleanup by calling 844-965-1386. The hotline is open through October 11 and can connect people with volunteers from local relief organizations, community groups and the faith-based community who may be able to assist.

  • MIL-OSI USA: Governor Ron DeSantis Issues Updates on State Preparedness Efforts for Hurricane Milton

    TALLAHASSEE, Fla.—Today, Governor Ron DeSantis was joined by Major General John D. Haas Adjutant General of Florida, Florida Division of Emergency Management (FDEM) Executive Director Kevin Guthrie and Florida Department of Transportation Secretary Jared Perdue at the State Emergency Operations Center to provide updates on preparedness efforts for Hurricane Milton.

    As of 11 a.m. ET, Hurricane Milton is located about 720 miles southwest of Tampa, Florida, with maximum sustained winds of 155 mph. Milton is forecast to move near or just north of the Yucatan Peninsula today and Tuesday, then cross the eastern Gulf of Mexico and approach the west coast of Florida by Wednesday.

    Governor DeSantis issued Executive Order 24-215, amending EO 24-214 and declaring a state of emergency for 51 counties.

    State Preparedness Efforts

    • The Florida Division of Emergency Management (FDEM) has activated the State Emergency Operations Center to Level 1 since Tuesday, September 24, for Hurricane Helene, and is at a Level 1 for Hurricane Milton as of October 6, leading coordination efforts for the State Emergency Response Team.
    • The State Emergency Response Team is engaged in over 600 missions to assist counties in their preparedness efforts. These missions accomplish vital tasks like staging resources to deploy for immediate response as soon as it is safe to do so, protecting critical infrastructure facilities like hospitals and utility stations, and coordinating personnel statewide.
    • FDEM is establishing a 10,000-person base camp at Tropicana Field to support ongoing debris operations and post-landfall responders.
    • FDEM is coordinating the deployment of fuel and EV chargers to pre-stage along evacuation routes to support evacuations.
    • The Florida Department of Veteran’s Affairs (FDVA) storm preparations are underway at all State Veterans’ Nursing Homes in anticipation of Hurricane Milton’s landfall.
    • All outpatient appointments on Monday will be converted to virtual or rescheduled for the C. W. “Bill” Young VA Medical Center in Bay Pines. The VA Regional Office in St. Petersburg is also closed Monday.
    • The VISN 8 Clinical Contact Center is operational 24/7/365 for virtual care and tele-emergency care to support Florida Veterans enrolled for VA Health Care. Call 1-877-741-3400.
    • The Florida Department of Law Enforcement (FDLE) Regional Law Enforcement Coordination Teams (RLECT) are operational in Tampa, Orlando and Fort Myers.
    • FDLE aviation assets are prepositioned ahead of the storm.
    • The FDLE Sworn Training Unit cut team is on stand-by and ready to deploy. The team helps make temporary, emergency repairs to the homes of first responders so they can quickly get back to work after a storm.
    • Maintenance is complete on all equipment used during Hurricane Helene and Operation Blue Ridge. The equipment, including command buses, sleeping quarters and generators, is ready for deployment.
    • The Florida Fish and Wildlife Conservation Commission (FWC) has readied high-water vehicles and all other storm response resources statewide so they may be rapidly deployed to assist Floridians in need in the event of damage or flooding. Contingency plans based on forecasted landfall locations have been developed and remain flexible based on the storm’s projected path.
    • In addition to local officers, approximately 75, FWC officers are ready to deploy and respond with a variety of specialized equipment as necessary, such as:
      • Airboats
      • Shallow draft boats
      • ATVs/Side-by-sides
      • Larger platform vessels
      • Four-wheel vehicles
      • Specialized high water vehicles
    • FWC Special Operations Group (SOG) teams will serve as reconnaissance units for the state and report on damage after the storm has made landfall.
    • FWC Aviation Section has been placed on standby and has readied all appropriate aircraft for potential deployment for aerial assistance, reconnaissance, and post-storm damage assessments when needed.

    Health and Human Services

    • The Florida Department of Health (DOH) deployed nearly 600 emergency response vehicles on the I-4 Corridor in preparation for the storm.
    • The Agency for Health Care Administration (AHCA) has initiated an event in the Health Facility Reporting System (HFRS). Health care providers in the have been requested to provide information on census, available beds, evacuation status, accepting evacuees and generator needs from counties declared under EO-24-114. This information allows AHCA to assist health care providers in transferring patients if needed and ensure that health care providers in impacted areas have the necessary resources and adequate power.
      • 64 health care facilities have reported evacuations. This includes:
      • 21 assisted living facilities
      • 4 Hospitals
      • 33 nursing home
      • 1 residential treatment centers for Children and Adolescents
      • 4 residential treatment centers
      • 1 Hospice
    • AHCA is conducting daily calls with the Florida Hospital Association and Florida Healthcare Association to ensure nursing homes, assisted living facilities, and hospitals are prepared and have their needs met ahead of Hurricane Milton.
    • The Florida Department of Agriculture and Consumer Services (FDACS) is working with Florida’s ports and fuel industry partners to ensure adequate fuel supplies are available, and with Florida’s agricultural partners so producers have adequate resources.
    • The Florida Forest Service is staging equipment, like high-water vehicles, dump trucks, bulldozers, and front-end loaders to assist with road clearing.
    • The Florida Forest Service and the Office of Agricultural Law Enforcement are supporting efforts to expedite debris removal in the Tampa Bay region.
    • Commissioner of Agriculture Wilton Simpson has approved an emergency order temporarily suspending the intrastate movement requirements for the transportation of animals and livestock fleeing Hurricane Milton. In addition, the following states have waived their interstate import requirements for Florida pets, horses and livestock leaving the state: Alabama, Georgia (does not include livestock), Mississippi, and North Carolina.
    • The Department is working to connect evacuating horse owners with open public and private facilities across the state.
    • The Florida State Fairgrounds has opened the Bob Thomas Equestrian Center on a first come first serve basis for horse owners that are in the direct path of Hurricane Milton. To learn more and reserve a spot, visit floridastatefair.com/equestrian.
    • The Department of Elder Affairs (DOEA) is contacting all our Area Agencies on Aging partners to receive updates on their ongoing preparation efforts and gather the status of any unmet needs.
    • The Agency for Persons with Disabilities (APD) continues response and pre-landfall protocols and communication with APD-operated facilities, regions, and providers to provide updates on Hurricane Milton and check the status of clients and residents, while simultaneously anticipating unmet needs in potentially affected areas.
    • The Department of Children and Families (DCF) is preparing for Hurricane Milton and ensuring providers in potentially impacted areas have the resources they need for the storm.
    • The Department has secured supplies to ensure readiness in the event the Hope Bus is needed for deployment after landfall.
    • The State Mental Health Treatment Facilities have activated their disaster preparation plans and are assessing facility readiness.
    • DCF has begun contacting foster families, adult protective services clients, and licensed providers in the storm’s path to ensure preparedness.
    • DCF is making preliminary preparations for staffing shelters, delivering emergency supplies, and directing generators to critical human services infrastructure.
    • DCF has instructed all contracted vendors to deploy their Disaster Preparedness Plan.
    • DCF is providing information about Hope Florida to storm shelters, domestic violence shelters, and Continuums of Care ahead of the storm.

    Infrastructure, Roads and State Closures

    • The Florida Department of Transportation’s (FDOT) Hurricane Milton statewide preparedness efforts include clearing shoulders in preparation for potential Emergency Should Use (ESU):
      • Currently analyzing flooding vulnerabilities for major roadways and bridges.
      • Inspecting and clearing drainage systems, monitoring flood-prone and currently saturated areas, and pre-positioning pumps as appropriate.
      • Monitoring interstate traffic speeds and levels for the potential implementation of Emergency Should Use (ESU) to assist with evacuations if necessary.
      • Securing high mast lighting, maintenance yards, active construction projects, rest areas/welcome centers, service plazas, and weigh stations that had returned to normal since Hurricane Helene.
      • Barges at the Howard Frankland Bridge project is being secured.
      • FDOT has suspended construction projects with lane closures within all counties statewide located on all interstates and Florida Turnpike facilities.
      • Replenishing fuel reserves, checking generator readiness, and pre-positioning assets as appropriate.
      • Completing repairs on malfunctioning vehicles and equipment in preparation for deployment.
      • Initiated communication with modal partners – seaports, airports, railroads, transit, and spaceports. All partners are currently in monitoring posture.
      • Staging ITS trailers, as well as drone teams and equipment are being prepped and ready to deploy as needed.
      • Expanded Road Ranger Service across the impact zones.
    • Resources prepped and staged strategically (close to the projected path for quick implementation)
      • Cut & Toss Ops = 328 team members on standby
      • Over 1,015 generators
      • Over 350 pieces of heavy equipment and trucks
      • 67 pumps pre-positioned
      • Satellite internet equipment= 58 Starlink devices
      • Over 1,900 team members on standby for various emergency response efforts, including, damage assessment, flooding, traffic signals outages, etc.
      • FDOT has 20 drone pilots on standby
      • 8 ITS trailers staged
      • Over 150 bridge inspectors on standby
    • FDOT has removed 139,718 cubic yards of debris statewide (66,278 from state roads and 73,440 from local roads).
    • FDOT is supporting our local communities with supplemental sand and debris removal from local roads on the barrier islands in Pinellas and Manatee counties.
    • At the direction of Gov. DeSantis, FDOT is coordinating debris removal assignments for the Florida National Guard, Florida State Guard, Florida Highway Patrol, Florida Department of Agriculture, amongst others, who have activated available state personnel and resources to clear and haul remaining debris.
    • Approximately 450 truckloads and 8,100 cubic yards of debris have been removed from Pinellas barrier islands.
    • FDOT encourages drivers to download the FL511 app or visit FL511.com for road/bridge closures and potential detours that may be activated. Remember to always follow the direction of local law enforcement and emergency personnel.
    • Transportation Modes:
      • Seaports, Airports, Rail, and Transit partners are monitoring storm conditions.
      • Please check with your airline or transportation service provider directly about potential service impacts.
      • Transit agencies in the impacted area are offering evacuation transportation to shelters. Please check with your local transit provider for schedules.
      • SunRail operations will be suspended starting Tuesday, October 8
    • Following the issuance of the Governor’s Executive Order, the Florida Department of Environmental Protection (DEP) issued an Emergency Final Order allowing for the activation of disaster debris management sites to store and process storm generated solid waste and debris.
    • DEP’s Emergency Final Order also removes barriers for expediting necessary repair, replacement and restoration of structures, including coastal structures, equipment, surface water management systems, works and other systems that may be damaged by the storm.
    • DEP is coordinating with Landfill Strike Teams to assess Disaster Debris Management Sites (DDMS) operating as a result of Hurricane Helene.
    • For counties and local governments in need of additional debris disposal locations, especially ahead of Hurricane Milton, DEP has approved all pending DDMS site activation requests and stands ready to approve the activation of any additional pre-authorized or new DDMSs that may be needed.
      • Currently, 193 DDMS have been authorized to operate.
    • Hurricane Helene kicked up significant amounts of sediment and sand along the coastlines in and along its path. DEP is working with local governments to manage the excess sand and continue removal efforts.
      • For sand that has accumulated on private properties, residents should return it to the beach if it appears clean, smells fresh and is free of debris. If the sand contains debris, residents should contact their local government to find the nearest disposal site. DEP has worked with counties to establish temporary staging areas to properly screen the sand before it is returned to the beach.
    • DEP is working with Florida’s Water/Wastewater Agency Response Network (FlaWARN), the Florida Rural Water Association and other response agencies to ensure preparations are underway to support drinking and wastewater facilities ahead of Hurricane Milton.
    • Florida’s water management districts are engaging local governments and drainage operators throughout the state and are available to provide technical and other support, including deploying temporary pumps to alleviate localized flooding. As part of standard operations, DEP and Florida’s water management districts continue to monitor water systems and river levels as the storm develops.
    • DEP published a storm updates webpage to keep state park visitors updated of closures: FloridaStateParks.org/StormUpdates. Visitors with existing camping and cabin reservations at closed parks have been notified of their reservation status.
    • The Florida Highway Patrol (FHP) has staged high-water rescue vehicles in preparation for landfall of Hurricane Milton.
    • FHP is mobilizing 74 Quick Response Force (QRF) Troopers to stage in preparation for the incoming storm.
    • FHP is providing security at the Pinellas County Landfill and assisting with traffic entering and exiting.
    • All FHP Troops statewide will be going to Alpha/Bravo shifts effective Tuesday., October 8 (Troop C-Tampa area will begin this on 10/7/24 at 6 a.m.). All days off will be canceled.
    • FHP will be assisting with debris cleanup in the Tampa area.
    • FHP is working with its partners at FDOT to prepare and implement the Emergency Shoulder Use (ESU) plan for evacuations in the Tampa area.
    • FHP is assisting with traffic control in Taylor County and outside Tropicana Field for debris cleanup crews.
    • FHP is providing security at multiple fuel sites across the state.
    • FHP is assisting with community patrols in Taylor County.
    • FHP air support and drone assets are staged and prepared to deploy when needed.
    • The Florida Department of Corrections (FDC) is actively preparing mitigation measures by deploying evacuation assets and identifying areas of evacuation. Updates will be made available to the public at http://www.fdc.myflorida.com/weather-updates.
    • The Florida Department of Education (DOE) is actively monitoring Hurricane Milton and is working with school districts as they begin preparation efforts. The Department is also in close contact with districts that have been impacted by Hurricane Helene and will assist them with addressing critical needs ahead of the storm. Updates on school closures can be found at FLDOE.org/storminfo.

    Resources for Employees, Businesses and Consumers

    • The Florida Department of Business and Professional Regulation (DBPR) is staging assets and personnel across 13 offices statewide and is prepared to surge resources to areas impacted by Hurricane Helene that receive a second impact from Hurricane Milton.
    • Updates on business closures and business resources are consistently being updated at FloridaDisaster.biz.
    • FloridaCommerce activated the private sector hotline at (850) 815-4925, open daily 8:00 a.m. to 5:00 p.m. Inquiries may also be emailed to ESF18@em.myflorida.com.
    • FloridaCommerce is hosting daily private sector coordination calls. Briefings will be provided by Emergency Support Functions and private sector partners. For call information email ESF18@em.myflorida.com.
    • VISIT FLORIDA Emergency Accommodation Modules on Expedia, Priceline and Booking.com will remain available to provide real-time hotel availability and lodging resources for impacted Floridians and visitors.
    • The Florida Small Business Development Center Network (SBDC) has pulled their Helene Mobile Assistance Centers from the field and will redeploy once storm conditions have passed.
    • The Office of Financial Regulation (OFR) issued a proclamation to financial institutions and securities professionals. In addition, the OFR offers online resources to Floridians who may need help finding information about their financial services provider(s), including state-chartered banks and credit unions, mortgage servicers, and other financial businesses and professionals.
    • OIR, in coordination with the Florida Department of Health (DOH), sent information regarding early prescription refills permitted under Executive Order 24-215. This information was sent to the public, health insurers, managed care organizations, pharmacy benefit managers, pharmacy chains, and health care providers. Information can be found here.

  • MIL-OSI Security: FBI Atlanta Warns Public of Disaster Scams

    The FBI and the National Center for Disaster Fraud (NCDF) remind the public that there is a increased risk for disaster fraud following Hurricane Helene. There have been reports of scammers claiming to work for contractors and insurance companies targeting Hurricane Helene recovery efforts. Suspected fraudulent activity should be reported to the toll-free NCDF hotline at (866) 720-5721. The hotline is staffed by a live operator 24 hours a day, seven days a week.

    The Federal Emergency Management Agency reminds those in the disaster zone officials with government disaster assistance agencies do not ask for financial information, and there is no fee required to apply for assistance. If you have Internet access, you can go to fema.gov to apply for assistance directly.

    Here are some tips on how to avoid becoming a victim of disaster fraud:

    • Scammers may go door to door to target residents in areas affected by hurricanes. They may also call, text, or e-mail with promises to quickly provide aid. Do not give out personal information without confirming the legitimacy of the person contacting you.
    • Government workers are required to carry official identification and show it if requested. Closely scrutinize any ID you see and call the agency directly to confirm a worker’s identity if you are unsure.
    • Do your homework when it comes to donations. Research charity reviews online, state regulators of charities, and charity reports and ratings via the Better Business Bureau.
    • Never make charitable donations by gift card or wire transfer. Credit cards are safer.
    • Don’t believe your caller ID. Scammers often spoof agency phone numbers. It is always best to research the organization’s telephone number and call directly to verify. Do not be pressured or rushed to donate. If so, it may be a scam.
    • Do not click on links from sources you don’t know. These could be attempts to download viruses onto your computer or cell phone. Manually type out links instead of clicking on them.

    “I am deeply saddened by the recent passing of Kevin Barry. He was a dear friend, entrepreneur, community volunteer and all-around good guy.

    “As a young man, Kevin played football in the 1970s for the Philadelphia Eagles’ taxi team. Though he faced health challenges later in life, nothing could stop his outgoing altruism, and his volunteer work to help others.  I met Kevin in the early 1980s when we both worked in the office of Congressman Edolphus “Ed” Towns.

    “Kevin was a food-guy, and he worked in the restaurant business all his life. His most recent restaurant Grandma’s House he kept afloat after the devastation of Hurricane Sandy and even expanded its reach.

    “Kevin was a people-person with a talent for connecting people of broad backgrounds and giving back to his community. Kevin was always finding ways of feeding more people. He would cook all night for food pantries for the holidays. Kevin also provided food for many National Night Out Against Crime events and local public housing family days. Kevin also raised money for fighting childhood diseases for which he was recognized by his friend Jimmy Kimmel on his live show in Brooklyn. Kevin was also a tireless advocate for the environment and finding solutions to reduce truck traffic and waste.

    “Kevin was one-of-a-kind who never knew how to stop helping others, even when his own health was in question. Going above and beyond was never in question for Kevin. He had the biggest heart, and he will be missed by his family, friends and all who loved him.”

    On the federal response to Hurricane Helene:

    At the federal level, this has been a massive failure, and you could just ask the people there on the ground. I have been there. I was in Georgia, I was in Florida where Hurricane Helene made landfall there on the coast. And then we’ll be going to the hardest hit parts of North Carolina on Wednesday of this week. 

    When you talk to the people who are directly affected, they will tell you that this has been an abject failure. FEMA has lost sight of its core mission I think in so many cases, and the administration has not shown that they were prepared for this eventuality and this terrible disaster. The thing about hurricanes, Shannon, is that we know that they’re coming well in advance. You know, they had more than a week’s notice of this, and yet we still have people who have not been served and even rescued in North Carolina. It is a heartbreaking, tragic, and infuriating situation to have the federal government fail as they have.

    On FEMA funding to house illegal aliens: 

    The streams of funding are different, that is not an untrue statement of course. But the problem is what the American people see and what they’re frustrated by, is that FEMA should be involved – they are the Federal Emergency Management Association – their mission is to help people in times like this of natural disaster, not to be engaged in using any pool of funding from any account for resettling illegal aliens who have come across the border. That’s what the Biden Administration, Kamala Harris, and Secretary Mayorkas have been engaged in this program, and they have spent precious treasure of the American people and taxpayers to do just that. 

    When you see illegals in your local airport and you see them being transported around the country with planes, trains, and automobiles to every community everywhere, every state’s a border stat now because of that. That’s the NGOs, the non-governmental organizations mostly that are transporting those people around. And then they send the receipts to the federal government and Biden Harris and Mayorkas gleefully pay those receipts because they open the border intentionally. The American people are disgusted by this. They’re fed up with it, and so are Republicans in Congress. And it’ll stop after November 5th because we’re going to have unified government with the Republicans in charge and we will bring sanity back to this situation.

    On keeping the 2024 election focused on policy:

    We have to talk about the greatest collection of challenges that this country is facing, probably since World War II, maybe the Civil War. Let’s put all this political nonsense behind us and talk about how we get out of this mess. And I believe the way we do, and I believe a large number of the majority of the American people understand you have to put steady hands at the wheel. You’ve got to put President Donald J. Trump back in the White House because he will bring stability back. 

    He will get the economy going again. He will restore our stature on the world stage at a time where we’re almost on the verge of World War III. You have got to get his leadership back in the White House. That’s why the massive crowds are drawn to these rallies, and that’s why I believe we’re going to win in November.

    On supporting Israel:

    Everything that they have done, since day one, the Biden-Harris Administration, is project weakness on the world stage. And that has put us in the most dangerous situation that we have been in since World War II. Our allies are nervous. Our adversaries do not fear us. They don’t respect us, and that is why China, Russia, Iran, North Korea, terrorists and tyrants around the world are coordinating against us. And that is why you’re seeing the provocations of the war in Israel. 

    Russia moved on Ukraine, China doing all the things they’re doing and threatening Taiwan. None of this happened on President Trump’s watch because he was a steady hand, a strong hand at the wheel. We have got to reelect him so that we can restore the order in the world and project peace through strength again. That’s what we have to get back to, and it cannot happen soon enough.

    To prevent deep and lasting economic damage to the agricultural industry in the southeastern United States, it is imperative that Congress make appropriations as soon as possible upon the completion of damage assessments to fully fund unmet agricultural disaster relief needs in our states and across the nation,” the Members wrote. “Farmers and growers nationwide, not only those damaged by Helene, have now faced multiple growing seasons without sufficient federal support.     GAINESVILLE, FL — Congresswoman Kat Cammack led 14 of her colleagues in a letter to USDA Secretary Tom Vilsack about needed USDA actions to support farmers and rural communities devastated by Hurricane Helene. The letter requests FSA strike teams, the use of more accurate rainfall data, and disaster aid provided through block grants. 

    Hurricane Helene made landfall in Florida’s Big Bend region at the end of September and made its way through the southeastern United States, impacting Florida, Georgia, South Carolina, North Carolina, Virginia, and Tennessee.

    “We write to request that the U.S. Department of Agriculture to take swift action to support our farmers and rural communities affected by Hurricane Helene. Specifically, we request that the USDA deploy Farm Service Agency (FSA) strike teams to the hardest-hit areas, providing much-needed personnel to assist with recovery efforts. Additionally, we urge the Risk Management Agency (RMA) to collaborate with local stakeholders and utilize regional rainfall data to ensure more accurate assessments for damage and crop insurance claims. Finally, we request that USDA disaster aid be provided to affected states through block grants. This will allow states the flexibility to administer relief tailored to the specific needs of their producers and communities. These actions will be critical to ensuring a swift and effective recovery for our agricultural communities,” write the lawmakers in the letter. 

    Florida Reps. Neal Dunn, Aaron Bean, Gus Bilirakis, Byron Donalds, Scott Franklin, Laurel Lee, Cory Mills, Mike Waltz, and Daniel Webster joined Rep. Cammack on the letter.   • MIL-OSI Global: Whale sharks on collision course as warming seas may force them into shipping lanes – new study

    Global warming has the potential to reshuffle the spaces used by life on Earth, across all ecosystems. And our new research shows whale sharks – the world’s largest fish – could be at risk, as warming oceans may force them into busy human shipping lanes.

    More than 12,000 marine species are expected to redistribute in future as seas warm up. Those animals that are unable to move to remain within suitable environments risk being wiped out entirely.

    But things are different for larger and highly mobile animals that can move freely to find conditions that suit their needs. For them, changing ocean conditions may not be such a huge threat in isolation, as they can migrate to cooler seas. Rather, shifting conditions may force species into new and more dangerous areas where they come into contact with ship propellers and other direct human threats.

    We fear this will happen with whale sharks. These huge sharks can reach up to 18 metres – about four cars end to end – but despite their size and robust appearance, their numbers have already declined by over 50% in the last 75 years.

    In previous research we discovered this decline may be partly due to collisions with large ships. Whale sharks are particularly vulnerable as they cruise around feeding on plankton and other tiny organisms, rarely needing to swim faster than human walking pace. While spending long periods moving slowly near the surface, they’re often struck by ships and killed.

    Our new research builds on this previous work. We find that climate change will put these docile giants in even greater danger as their preferred habitats move in into new areas with heavy ship traffic.

    An uncertain future

    The research was carried out by an international team of over 50 scientists from 18 countries involved in the Global Shark Movement Project, using 15 years’ worth of satellite tracking data from almost 350 individually tagged whale sharks.

    Movement tracks were matched to temperature, salinity and other environmental conditions at the time to determine what sort of habitat the sharks preferred. These relationships were then projected forward in time based on climate models (powerful computer programmes that simulate the climate) to reveal which parts of the ocean may in future have similar conditions to those used by the species today.

    Our state-of-the-art approach uncovered totally new areas that may be able to support whale sharks in future, such as US waters in the Pacific in the region of the California bight, Japanese waters in the eastern China Sea and the Atlantic waters of many west African countries. We quickly realised that these regions are home to some of the world’s busiest sea ports and shipping highways, so we overlaid our maps of habitat preference with those of global shipping to determine sharks are expected to run into ships.

    Through this we project that co-occurrence between sharks and ships will be be 15,000 times greater by the end of this century if we continue to rely heavily on fossil fuels, compared to only 20 times greater if we follow a sustainable development scenario.

    This does not mean that collisions will increase by 15,000 times, or even by 20 times, as we can only predict where whale sharks will be in future and the precise number of ships will vary. However, if the sharks do move into these new areas and their busy shipping lanes, increased mortality is a very real possibility.

    We’ve already recorded shark-attached satellite tags abruptly stopping transmissions in shipping lanes, with depth-recording tags showing the sharks slowly sinking – likely dead – to the seafloor.

    Changing tack

    Our results are alarming but highlight that we do have the capacity to change the population trajectory for whale sharks. In this case, through mitigating climate change, we can also indirectly ensure that the ocean is a safer place for some of its largest residents.

    We already know which strategies to trial for limiting collisions between ships and sharks. In February 2024 a meeting of signatories to the UN’s convention on the conservation of migratory species put forward a series of recommendations with specific focus on whale sharks. These include slowing speeds and re-routing around key sites, and setting up a collision-reporting network. It is now up to individual governments to take action.

    It’s possible that other species will experience similar pressures as a result of climate change. For example, heat waves in the oceans may force other sharks into cooler surface waters which are being exploited by longline fisheries, or into deeper depths where there is less oxygen.

    It’s time to shift our focus on to these interacting stressors in future, so that we can start to quantify the mosaic of threats that marine animals must endure in the oceans of tomorrow and protect those most at risk.

    How to Apply for Individual Assistance

    Homeowners and renters in Georgia’s 10th Congressional District communities of Elbert, Butts, and Newton counties who had uninsured damage or losses caused by Hurricane Helene may be eligible for FEMA disaster assistance. Individual Assistance may include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, immediate housing and food needs, and other programs to help individuals and business owners recover from the effects of Hurricane Helene.

    There are several ways to apply: Go online to DisasterAssistance.gov, use the FEMA Appor call 800-621-3362.

    Understanding Your FEMA Eligibility Letter

    If you applied for FEMA assistance after Hurricane Helene, you will receive an eligibility letter from FEMA in the mail or by email.

    The letter will explain your application status and how to respond. It is important to read the letter carefully because it will include the amount of any assistance FEMA may provide and information on the appropriate use of disaster assistance funds.

    You may need to submit additional information or supporting documentation for FEMA to continue to process an application for financial assistance. Examples of missing documentation may include:

    • Proof of insurance coverage
    • Settlement of insurance claims or denial letter from insurance provider
    • Proof of identity
    • Proof of occupancy
    • Proof of ownership
    • Proof that the damaged property was the applicant’s primary residence at the time of the disaster

    If you have questions about your letter, or disagree with the initial decision, visit a Disaster Recovery Center, if available, or call the disaster assistance helpline at 800-621-3362 to find out what information FEMA needs.

    How to Appeal

    The letter from FEMA will provide information on the types of documents or information that FEMA needs. It will also include an optional appeal form that you can use. Your appeal must be submitted within 60 days of the date of your decision letter.

    You can appeal any FEMA decision or award amount by sending documents that show you qualify and need more help, like estimates for repairs, receipts, bills, etc. Each decision letter you receive from FEMA explains types of documents that may help you appeal your FEMA’s decision or award amount for that type of assistance.

    Supporting documents may include:

    • Receipts,
    • Bills,
    • Repair estimates,
    • Property titles or deeds, or
    • Any other information that may support the reasons for the appeal.

    What should I include on documents I send to FEMA?

    All documents you send to FEMA as part of your appeal should include your:

    • Full name,
    • Current phone number and address,
    • Disaster Number (DR-4821-GA for Tropical Storm Debby) (DR-4830-GA for Hurricane Helene) and FEMA Application Number written on all pages, and
    • Address of the disaster-damaged home.

    Receipts, bills and estimates must include the business name and contact information to help FEMA confirm the information.

    Can someone appeal for me?

    Yes. If you send a written explanation for the appeal that is written by someone other than you, it must include their signature. FEMA will need your written permission to share information about your application. You can do this by completing an Authorization for the Release of Information Under the Privacy Act form and sending it to FEMA.

    How can I send documents?

    You can send appeals or supporting documents to FEMA by:

    • Uploading to your disaster assistance account at DisasterAssistance.gov,

    It is wonderful to be here with you today for this special occasion, at Farragut Seawall, named after our Nation’s first Admiral and our Navy’s first prominent Hispanic leader.

    Assistant Secretary Berger, thank you for your leadership as Assistant Secretary of the Navy for Energy, Installations, and the Environment. The work you do every day is crucially important for the readiness of our Sailors, Marines, and Midshipmen.

    Vice Admiral Davids, thank you for your leadership of the Naval Academy and of the future leaders of our Navy and Marine Corps.

    To all of our distinguished guests, Navy and Marine Corps leaders, Naval Academy faculty, and those who laid the groundwork to get us to where we are today: welcome and thank you for joining us to celebrate the ribbon-cutting for the newly fortified Farragut Seawall.

    Enduring Priorities

    When I entered office as Secretary of the Navy, I laid out Three Enduring Priorities zhich are the foundation for all we do in the Department of the Navy.

    My priority of Strengthening Maritime Dominance centers on ensuring our Sailors and Marines have the best ships, aircraft, and technology available, so that if we are called, we may fight and decisively win our Nation’s wars.

    And my priority of Building a Culture of Warfighting Excellence concerns taking care of people.

    Our people—our Midshipmen—are our greatest strength, and force readiness begins and ends with them.

    And just as our people all around the world deserve robust infrastructure to work, sleep, and study, they also deserve protection from external threats caused by one of the most destabilizing forces of our time.

    To remain the world’s dominant maritime force, the Department of the Navy must rapidly adapt to existential threats such as climate change.

    Building a Climate-Ready Force

    In September 2003, Hurricane Isabel battered the Atlantic Coast.

    And the category five hurricane did not spare the Naval Academy or our future warfighters here.

    The rising water flooded classrooms and damaged buildings—the devastation is evident in photos depicting classroom doors barely peeking above the floodwaters and buildings around the Yard partially submerged.

    The damage resulted in disruptions to classes and normal operations for our Brigade of Midshipmen, along with over one hundred million dollars’ worth of repairs.

    And since Hurricane Isabel made landfall twenty years ago, our world today has continued to face increasingly unpredictable and devasting weather phenomenon.

    Yet, the Department of the Navy is actively adapting and innovating for the changing landscape of the world and indeed of warfare.

    We have set out ambitious goals which we accomplish through installation resilience—by ensuring that our people, systems, and facilities can continue to operate effectively and accomplish our mission in the face of worsening climate impacts.

    Less than two years ago, we held a ceremony here to break ground on the first project to safeguard the Naval Academy from rising sea levels.

    Our efforts today will significantly enhance the development of our future Navy and Marine Corps leaders, enabling them to learn, grow, and thrive with minimal disruption.

    For the sake of force resilience and our people, we must continue looking over the horizon towards future challenges, finding new ways to innovate and modernize our Force.

    May the success of the Farragut Seawall project illuminate the path for future climate resilience initiatives.

    I thank all of you for being here today, to celebrate this momentous occasion and the Department of the Navy’s commitment to our future Navy and Marine Corps Officers.

    It is an honor to be with you here today at the Naval Academy for the groundbreaking ceremony of the long overdue renovations to Bancroft Hall, named in honor of this school’s founder and the 17th Secretary of the Navy, George Bancroft.

    Assistant Secretary Berger, thank you for being here today, and for your leadership as Assistant Secretary of the Navy for Energy, Installations, and the Environment. The work you accomplish every day is critical to supporting our Sailors, Marines, and future warfighters here at the Naval Academy.

    Vice Admiral Davids, thank you for your leadership of the future officers of our Navy and Marine Corps, and for your commitment to prioritizing the infrastructure which supports our education enterprise.

    Mayor Buckley, thank you for being here today, for your service and leadership of the City of Annapolis, and for your unwavering support of our Midshipmen at the United States Naval Academy.

    County Executive Pittman, we share the values of a more sustainable and secure energy future, and I thank you for your continued partnership and service to Anne Arundel County.

    And I know we could not be here today without the detailed planning and heavy lift of so many of our outside partners, those who have realized this plan from its inception two years ago.

    Building a Climate-Ready Force

    We have created the foundation and guidelines by which we are building a climate-ready, warfighting force through Climate Action 2030 and the Naval Academy’s Installation Resilience Plan.

    Here at the Naval Academy, we are developing solutions to climate issues through the Center for Energy Security and Infrastructure Resilience, or “CESIR” [SEE-zuhr].

    Established earlier this year, CESIR will equip Midshipmen with the knowledge and skills to address complex climate challenges throughout their naval careers.

    What’s more, we are investing in the climate resiliency of our facilities, to include this renovation of Bancroft Hall.

    As the center of Midshipman life—the building in which our over four thousand future Navy and Marine Corps Officers sleep and study, Bancroft Hall is a symbol of the Naval Academy as a whole.

    The bonds of camaraderie among our Midshipmen are forged here at Bancroft Hall, creating lifelong friendships and shaping our young Americans into the warfighting leaders our Navy and Marine Corps Team needs.

    However, severe weather events have impacted the longevity of our buildings both inside and out.

    Given the criticality of Bancroft Hall to the mission of the United States Naval Academy in developing the future warfighters of our Fleet and our Force, we must continue to invest in its maintenance and improvement.

    As I have said before, our people are our greatest strength, and force readiness and resilience begin and end with them.

    This critical investment in our infrastructure is inextricably connected to our mission readiness here at the Naval Academy.

    Despite the tremendous scale and consequences of climate change, we possess both the means and opportunity to address them, and I am proud to stand here today as we embark on the beginning of this necessary infrastructure investment for our Midshipmen.
