    BEIJING, May 21 (Xinhua) — A total of 1.81 million couples in China legalized their relationships in the first quarter of 2025, down 8 percent from the same period in 2024, according to data from the Ministry of Civil Affairs.

    After a nine-year decline, the country’s marriage rate briefly turned up in 2023. However, in 2024, the downward trend resumed, and the number of marriages fell to its lowest level since 1980.

    UNITED NATIONS, May 21 (Xinhua) — A Chinese spokesman on Tuesday refuted Washington’s baseless accusations against Beijing over the South China Sea (SCS) issue, saying the United States poses the biggest threat to the region’s security and stability.

    In response to US Security Council Ambassador Dorothy Shea’s remarks on maritime security during an open debate, China’s Chargé d’Affaires to the UN Geng Shuang said China firmly opposes these remarks because the Security Council is not the appropriate venue to discuss the SCS issue.

    “The United States, under the slogan of freedom of navigation, often sends its warships to the South China Sea to demonstrate its power and stir up confrontation among countries in the region,” Geng Shuang said. “The United States itself is the biggest threat to peace and stability in the South China Sea.”

         Tsai Muk-lun, aged 61, went missing after he left his caring home on Castle Peak Road, Cheung Sha Wan on May 19 afternoon. Staff of the caring home made a report to Police yesterday (May 20).

         He is about 1.7 metres tall, 60 kilograms in weight and of medium build. He has a round face with yellow complexion and short black hair. He was last seen wearing a blue T-shirt, shorts with floral patterns and black sports shoes.

    ​The Culture, Sports & Tourism Bureau today invited the market to submit expressions of interest (EOI) for better utilising the space of the Kai Tak Cruise Terminal (KTCT).

    As one of the strategies in the Action Plan on Development of Cruise Tourism, the bureau aims to elevate the function of the KTCT as a cruise terminal for all.

    Apart from the cruise operation facilities, the KTCT also has an ancillary commercial area of about 5,600 sq m, and public space located on the rooftop and second floor.

    The bureau invites interested vendors and organisations to submit feasible proposals for the use of the ancillary commercial areas and public space, including use for conventional retail or other purposes, with a view to fully utilising the space.

    The bureau stressed that it has been committed to promoting the KTCT for hosting more non-cruise and commercial events during the low season and on days when fewer cruises berthing thereat to better utilise the space at the KTCT.

    What’s more, with the official commissioning of the Kai Tak Sports Park on March 1 this year, the park has become a new hub for hosting major sports and entertainment events.

    The pedestrian walkway connecting the park and the KTCT has recently been opened, and the Home & Youth Affairs Bureau has completed the tender exercise for the Youth Post hostel and spaces for cultural and arts exchanges for youths next to the KTCT.

    The organisation to operate the youth development facility has been selected, and is expected to commence operation within this year.

    With the gradual population intake of the residential development projects at the former runway area of Kai Tak, the transport connectivity of the KTCT will continue to be enhanced in accordance with the plan.

    Seizing the opportunities brought by the developments, the bureau hopes to bring more visitors to the KTCT by the new activities and seek business opportunities through collaboration among the Government, the business sector and the community.

    Interested commercial entities, non-profit-making organisations, organisations related to the cultural, creative and sports industries as well as young entrepreneurs are welcome to submit proposals.

    The bureau added that in considering the suggestions collected, it will focus on how the activities can create greater convenience and a better experience for cruise visitors, create synergies between the Kai Tak Sports Park and the Youth Post hostel, and benefit the residential community of Kai Tak.

    Furthermore, it pointed out that it will determine the future use and management arrangements of the space based on the suggestions.

    The invitation documents for the EOI are available on the Tourism Commission website. Interested parties must submit their EOI by July 18.

  • Kailash Manasarovar Yatra to begin in June; computerized draw selects 750 pilgrims

    The Ministry of External Affairs (MEA) on Wednesday announced that the annual Kailash Manasarovar Yatra will commence in June and continue through August. In preparation for the pilgrimage, a computerized draw to select participants was conducted today by Kirti Vardhan Singh, Minister of State for External Affairs and Environment, Forest and Climate Change.

    A total of 5,561 pilgrims had successfully registered for the Yatra this year, comprising 4,024 male and 1,537 female applicants. From these, 750 Yatris, including liaison officers, were selected through a fair, computer-generated random selection process. The draw was designed to be gender-balanced and fully transparent.

    Selected participants are being informed of their selection via SMS and email. They can also check their status by logging into the official Yatra website at https://kmy.gov.in or by contacting the MEA helpline at 011-23088133.

    The Yatra will take place along two routes: the Lipulekh route and the Nathu La route. A total of 15 batches, each comprising 50 pilgrims, will make the journey—five batches via Lipulekh and ten via Nathu La. Both routes are now fully motorable, significantly reducing the need for strenuous trekking. Detailed information about the routes and batch schedules is available on the Yatra website.

    Nykredit announces the preliminary result of the recommended voluntary public tender offer for Spar Nord Bank A/S

    In accordance with section 4(1) of the Danish Takeover Order1, Nykredit Realkredit A/S (“Nykredit”) announced on 10 December 2024 that Nykredit intended to submit a voluntary public tender offer (the “Offer”) to acquire all shares in Spar Nord Bank A/S (“Spar Nord Bank”), with the exception of Spar Nord Bank’s treasury shares, for a cash price of DKK 210 per share, valuing the aggregated issued share capital of Spar Nord Bank at DKK 24.7 billion. As stated in a supplement dated 2 April 2025, the offer price has subsequently been increased to DKK 210.50 per share.

    On 8 January 2025, Nykredit published the offer document regarding the Offer (the “Offer Document”), as approved by the Danish FSA in accordance with section 11 of the Danish Takeover Order. The Offer Document was most recently supplemented in a supplement of 23 April 2025.

    Today, Nykredit announces the preliminary result of the Offer in accordance with section 21(3) of the Danish Takeover Order.

    Preliminary result

    The offer period, as determined in the Offer Document and most recently amended by a supplement of 23 April 2025, expired yesterday, 20 May 2025 at 23:59 (CEST).

    Nykredit’s preliminary and non-binding summation of acceptances shows that Nykredit has obtained acceptances for 72,169,403 shares, equal to 61.32 per cent of the share capital and the associated voting rights in Spar Nord Bank.

    At the date of publication of this announcement, Nykredit holds 38,646,475 Spar Nord Bank Shares, corresponding to 32.83 per cent of the share capital and voting rights in Spar Nord Bank. Based on the preliminary summation of acceptances, acceptances received combined with Nykredit’s ownership interest in Spar Nord Bank represent 96.54 per cent of the share capital and voting rights in Spar Nord Bank, excluding Spar Nord Bank’s holding of treasury shares.

    The calculation of acceptances received is preliminary and may be adjusted through a verification process, which is currently underway at Carnegie Investment Bank, Filial af Carnegie Investment Bank AB (publ), Sverige, which has been appointed as settlement agent.

    As published in an announcement of 20 May 2025, Nykredit has received all the necessary regulatory approvals for completing the Offer. The minimum condition for acceptance, based on the preliminary summation of acceptances, is also fulfilled. At the date of this announcement, Nykredit thus considers all the conditions laid down in the Offer Document for completion of the Offer to be fulfilled. As a result, the Offer is finalised, and Nykredit intends, subject to the final summation of acceptances, to complete the Offer on the terms and conditions set out in the Offer Document.

    Final result

    In accordance with section 21(3) of the Danish Takeover Order, Nykredit will, no later than on 23 May 2025, publish the final result of the Offer.

    Settlement

    The Offer will be settled in cash through the shareholders’ own account holding institutions no later than three (3) business days after publication of the final result, which will be 28 May 2025, if the final result is published on 23 May 2025.

    Compulsory acquisition and delisting

    As Nykredit stands to obtain an ownership interest corresponding to more than 90 per cent of the share capital and the associated voting rights in Spar Nord Bank (excluding treasury shares) upon completion of the Offer, it is Nykredit’ intention, as described in section 7.8 of the Offer Document, to initiate and complete a compulsory acquisition of the shares held by the remaining Spar Nord Bank shareholders in pursuance of sections 70-72 of the Danish Companies Act.

    Nykredit furthermore intends to seek to have the Spar Nord Bank shares removed from trading and official listing on Nasdaq Copenhagen A/S as described in section 7.9 of the Offer Document.

    In this connection, Nykredit will request Spar Nord Bank to convene an extraordinary general meeting at which Nykredit will propose to amend Spar Nord Bank’s articles of association.

  • MIL-OSI Global: Trump’s Afrikaners are South African opportunists, not refugees: what’s behind the US move

    South Africans are wearily attuned to governments’ Orwellian misuse of language. After all, South Africa is a country where a one-time government passed a law (the Natives Abolition of Passes and Coordination of Documents Act of 1952 which extended rather than abolishing the notorious pass system. This made it compulsory for black South Africans over the age of 16 to carry a passbook. And the same government passed the Extension of University Education Act of 1959 which made it more, not less, difficult for black students to register at “open” (or white) universities.

    So perhaps they should not be unduly surprised that the government of the US has imported 49 Afrikaners and labelled them as “refugees”. The claim is that they are escaping from the persecution of Afrikaners – and white people more broadly – in South Africa today.

    The Trump administration knows perfectly well this claim is a complete fabrication. As President Cyril Ramaphosa and his government have pointed out, there is no evidence whatsoever that Afrikaners or white people more generally are subject to genocide.

    True, South Africa has one of the highest murder rates in the world. But it is poor black South Africans – not whites – who are principal victims of such deadly violence. Nor are Afrikaners/whites subject to persecution. Along with all other South Africans, their human rights are protected by a constitution. This is no mere piece of paper. Its provisions are (albeit imperfectly, and unlike in the US these days) largely enforced by the courts.

    Furthermore, genocide implies the deliberate elimination of a people on racial, ethnic, or religious grounds. Therefore, if a genocide of whites and Afrikaners was taking place, we might assume that their numbers would be falling. In fact the reverse is true. The white population has continued to grow (albeit slowly) in absolute numbers since 1994.

    Worse, the characterisation of Afrikaners as refugees at a moment in time when the people of Gaza are daily subject to a regime of death, terror, and murder inflicted on them by the Israeli government is not merely an absurdity but a downright insult to those genuinely subject to genocide.

    So, what is really going on?

    The drivers

    Extensive commentary has correctly highlighted the motivations of the Trump administration.

    First, the administration has launched an attack on what it terms the “tyranny” of “diversity, equity and inclusion” policies across the entire spectrum of public and private institutions in America. Critics argue this is driven by an appeal to Trump’s white Christian nationalist political base. Because post-apartheid South Africa, rightly or wrongly, has become the poster-country of diversity, equity and inclusion policies internationally, because of its constitutional commitment to non-racialism and diversity, it has been singled out for attack.

    Secondly, labelling Afrikaners as refugees plays to the insecurities of Trump’s political base. This finds the idea of a white minority being ruled by a black majority government difficult to swallow.

    Third, characterising Afrikaners as subject to genocide is a very deliberate response to South Africa’s charging of Israel as guilty of genocide against the Palestinian people before the International Court of Justice. But this is unacceptable to the US Christian nationalist right. For them the existence of Israel represents the realisation of Biblical truth – the return of Jews to the Holy Land.

    Trump is saying that the US can and will play the same game, using it to clobber South Africa regardless of the groundlessness of the charge. But, being Trump, he will balance pandering to his support base against what economic benefits he can extract from South Africa.

    The landscape

    But what of the 49 Afrikaners themselves? Why have they chosen to accept the opportunity offered to them by the US government? After all, extensive attention in the South African media has been given to Afrikaners who have defiantly stated that they are committed to staying in South Africa. The reasons they give are that it’s their home. And they fully accept that, at least formally, South Africa has become a non-racial democracy.

    Likewise, as I have detailed in my book on Whites and Democracy in South Africa, Afrikaners and whites have not only survived in democratic South Africa but, generally, have prospered economically. Furthermore, whites as a “population group” (to use outdated apartheid-era terminology) have participated fully in South African democracy. They are more highly disposed to voting in elections than other racial groupings, and de facto, they are well represented in parliament and local government by the Democratic Alliance, which is a vigorous defender of their interests.

    But (there is always a but), if we want to guess the motivations of Trump’s 49 “refugees”, we need to bear in mind the following.

    First, until we know more about the personal circumstances of the individuals involved, we cannot really know what has driven them to take the drastic step of leaving families and their personal history behind by moving to America.

    Second, most whites have responded to the arrival of democracy pragmatically. They have their numerous complaints, notably about equity employment (affirmative action policies in favour of blacks) which they view as discriminatory against whites. But they have continued to enjoy high rates of employment. Indeed they continue to occupy the higher ranks of employment in the private sector in disproportionate numbers.

    However, although many whites continue to live in a de facto overwhelmingly white world, both at work and at their homes in suburbia, there remains a minority which has remained wholly unreconciled to the changes which have taken place politically and economically since 1994. The armed opposers linked to the far-right have long been defeated. But we may presume the 49 belong to a broader category of passive resisters who have withdrawn into a white world as much as possible.

    Third, although most whites continue to do well economically, the changes which have taken place since 1994 have led to the re-appearance of a small class of largely uneducated poor whites who feel excluded from employment by equity employment legislation. And who generally feel the loss of their racial status under democracy.

    Opportunists, not refugees

    Having said all that, some interesting questions remain.

    Presumably the Afrikaner 49 belonged to that category of whites which, for one reason or another, is disposed to leave South Africa. However, emigrating requires jumping through numerous hoops; meeting educational and professional qualifications, getting a job offer, having sufficient financial resources to take with them to support themselves and their families before they can qualify for recipient countries’ social security systems, and so on. Apart from the emotional costs involved, emigration is not always the easiest of options, even for those who wish to “escape”.

    The evidence suggests that the heads of household among the Afrikaner 49 are drawn not only from that minority of Afrikaners who are totally unreconciled to democracy, but who – quite simply – are opportunists who have availed themselves of a short cut to emigrate.

    UK, France and Canada condemn Israeli Government’s military operations in Gaza in a joint statement

    Plaid Cymru’s Foreign Affairs Spokesperson, Ben Lake MP has today (Tuesday 20 May) asked for reassurance from the Foreign Secretary that ‘concrete actions’ would be taken to “prevent the mass starvation of innocent children” as promised in the UK, France and Canada’s joint statement.   

    The Israeli Government has blockaded aid into Gaza for 11 weeks, placing 2.1 million people in the region at risk of famine.  

    The United Nations also warned that 14,000 children in Gaza could die within 48 hours without urgent aid.  

    Mr Lake emphasized the “immediacy of the crisis” and urged the UK Government to take the necessary concrete steps, along with international partners, should the Israeli Government continue with its military offensive and aid blockade. 

     

    Speaking in the House of Commons, Ben Lake MP said: 

    “Can I thank the Foreign Secretary for the statement and for reiterating the Government’s commitment to take further concrete action in concert with international allies should the Israeli Government fail to cease its military offensive and lift restrictions on humanitarian aid. 

    “Given the immediacy of the crisis and of the warnings that 14,000 children are at risk of starvation, could the Foreign Secretary please reassure the House that those “concrete steps” will be taken at such a time to prevent the mass starvation of innocent children?” 

     

    In his response, Foreign Secretary David Lammy said: 

    “As I said before and as the Prime Minister’s statement indicates, we will take concrete action, further action, if necessary but it is my sincere hope that we don’t need to take that action because Prime Minister Netanyahu heeds what those within his country and what the international community is saying.”

    “After the 11-week blockade of aid imposed by the Israeli Government, the humanitarian crisis in Gaza has reached a critical point with the UN warning that 14,000 infants could die within 48 hours if urgent aid does not reach them.     Environment Agency scientists seek new ways to save mussel power

    Mussel samples are a yardstick for coastal water quality. But with mussel numbers in decline, scientists are inventing new ways to sample waters.

    Mussels are one of nature’s yardsticks for coastal water quality, and they even help filter it. But with mussel numbers declining from Western Europe to the Arctic due to climate change, Environment Agency scientists are exploring new ways to sample water. 

    Each spring, Environment Agency officers collect samples of Atlantic Blue Mussels (Mytilus edulis) from the Camel estuary in Cornwall as part of their routine water quality monitoring. The Camel is one of around twenty sites in a national network. 

    The mussel flesh is removed from the mussels and then sent to the Environment Agency laboratories at Starcross and Leeds where it is analysed for a range of chemical contaminants found in the shellfish. 

    Mussels are perfect bioindicators of pollution as they are relatively long-lived, filter large amounts of water and absorb a wide range of pollutants in the water, accumulating them in their tissues. This makes them useful in understanding water quality. 

    But Atlantic Blue Mussels are facing a worrying decline, suspected to be caused by climate change. 

    In response, Environment Agency scientists are working with CEFAS (Centre for Environment, Fisheries and Aquaculture Science) to evaluate new innovations which may help us sample water whilst protecting and conserving mussels. 

    Passive monitoring techniques use thin film membranes to absorb chemicals and pollutants present in the water and, if successful, may replace the need for using mussels. 

    Passive monitoring devices may offer an alternative to mussel sampling.

    Paul Elsmere, from the Cornwall Analysis and Reporting Team, said: 

    Passive monitoring techniques are a promising development which may allow us to move away from mussel sampling.

    Wildlife is a great barometer of environmental health and none more so than the Atlantic Blue Mussel.

    But with these amazing creatures in worrying decline we need to focus on new innovations to measure water quality.

    Two types of passive sampler device have been trialled on the Itchen Estuary in Hampshire, as part of the UK government’s HM Treasury funded Coastal Health, Livelihoods and Environment Shared Outcomes Fund project. 

    The effectiveness of passive sampler devices compared to traditional spot water sampling methods such as mussel samples are being evaluated, and if successful this technology could transform our approach to monitoring chemicals in our coastal waters. 

    Passive sampling may also have other benefits, such as when investigating coastal health where pressures may not be constant across time or when the threshold for potential effects is low. 

    Background

    The passive sampling project was in collaboration with the Environment Agency’s Solent and South Downs’ marine team who identified the deployment location, obtained the necessary permission, and helped to coordinate the successful deployments. 

    Future monitoring on the River Itchen in 2025 will be coordinated with local citizen science groups managed by Solent and South Downs’ analysis and reporting team.

    The United Kingdom thanks the United Arab Emirates (UAE) for hosting the Kimberley Process Intersessional from 12 to 16 May.

    A strength of the Kimberley Process is its tripartite nature, which brings together leading expert voices from governments, local communities and industry.

    We reaffirm our commitment to listening to and championing the voice of the Civil Society Coalition in the Kimberley Process and look forward to their contributions to the ongoing review and reform cycle.

    “TUV is deeply concerned by the Department’s direction of travel following its review of the 2019–2022 Nutrients Action Programme and its proposals for the next phase (2026–2029). These include severe new restrictions on slurry spreading, the mandatory use of low emission equipment, significant curbs on fertiliser usage, and sweeping new enforcement powers — all with limited or no regard to the impact not only to small and medium-sized farms but to those who produce most for our food security, in which we heavily rely on.

    “At a time when our farmers are already burdened by rising costs, falling margins, and an avalanche of red tape, this new NAP threatens to push many over the edge. What the Department is proposing isn’t environmental stewardship — it’s regulatory overreach dressed up as green virtue.”

    “Among the most damaging measures are:
    •     A mandatory 3-metre buffer strip on arable land, reducing productive acreage;
    •     A reduction in permitted slurry volumes during key spreading months, putting real pressure on slurry storage;
    •     A blanket requirement for Low Emission Slurry Spreading Equipment (LESSE) by 2030 — an enormous cost burden;
    •     Further phosphorus restrictions that will hit intensively stocked farms hardest, forcing either mass destocking or large land acquisitions;
    •     Severe new record-keeping and inspection powers, including online movement tracking and fixed monetary penalties.

    “In totality, these changes risk turning farmers into data-entry clerks while offering no guarantee of meaningful environmental improvement.

    “The Department’s own brief admits that no further action is required to address rural needs — a staggering admission given the deep rural impact of these proposals. The programme has also been screened out of a full Equality Impact Assessment — despite clear indications it will disproportionately affect smaller farms with limited capital to adapt.

    “TUV notes with concern that these measures align more with the ideological ambitions of eco-lobbyists than with practical land management. While farmers accept their role in safeguarding the environment, that must be based on trust, partnership, and practicality — not punishment and prescription.

    “TUV believes in responsible farming, but we believe it must be realistic, proportionate, and based on partnership. There are better alternatives:
    •     Targeted support for voluntary adoption of LESSE equipment;
    •     Education and incentives rather than overregulation;
    •     Common-sense exemptions for smaller farms;
    •     Focus on catchment-specific, evidence-led interventions, not sweeping one-size-fits-all restrictions.

    TIANJIN, May 21 (Xinhua) — China Tianchen Engineering Corporation Ltd. (TCC), based in the northern Chinese city of Tianjin, and Kazakhstan’s ERG have signed an EPC (turnkey) contract for the construction of a power plant that will utilize tail gases from the Aktobe Ferroalloy Plant to generate electricity. The signing ceremony was held recently at ERG’s headquarters in Astana, the capital of Kazakhstan.

    According to Lin Tao, General Director of the Kazakhstan branch of TCC, this project will be the first facility in Central Asia for the recovery of exhaust gases for power generation. The introduction of highly efficient environmentally friendly technology for the utilization of tail gases will save about 200 million cubic meters of natural gas annually and reduce carbon dioxide emissions by 320 thousand tons. The implementation of the project will contribute to the multi-stage use of energy resources, a significant reduction in the enterprise’s production costs, as well as the achievement of Kazakhstan’s decarbonization goals.

    Guo Chengzhan, Chairman of the China Association of Environmental Protection Industry, noted that China’s innovative achievements in environmental technology not only promote the green transformation of the domestic energy sector, but also contribute to the global transition to a low-carbon energy system, offering the international community a Chinese option.

    On May 20, 2025, the first Summer School of the Eurasian Network University began its work in Bishkek with the participation of teachers from the State University of Management.

    The initiative belongs to Kyrgyzstan, so Bishkek became the host city, where 25 best graduating students from Russia, Kazakhstan, Armenia, Belarus and Kyrgyzstan arrived. They were divided into teams representing the countries of the Eurasian Economic Union. Professors from the best universities of the EAEU, including from the State University of Management, work with them.

    Students are taught leadership, teamwork and public speaking skills. Classes have a minimum of theory, and real situations are simulated during the learning process.

  • MIL-OSI Asia-Pac: Low-altitude amendments presented

    The Government today announced that amendments to the Small Unmanned Aircraft Order and the Air Navigation (Hong Kong) Order 1995 will be published in the Government Gazette on Friday, with an aim to facilitate the development of the low-altitude economy.

    The Small Unmanned Aircraft (Amendment) Order 2025 serves to extend the existing regulatory regime with a proposal to add a new category C, covering aircraft that weigh over 25kg but not more than 150kg.

    Anyone operating category C aircraft will have to obtain prior permission from the Civil Aviation Department. Insurance requirements are also proposed. In addition, there is a proposal to permit a statutory fee to be charged on a full cost-recovery basis.

    Anyone conducting cross-boundary small unmanned aircraft (SUA) operations, regardless of the weight of the SUA deployed, will have to obtain prior permission from the department.

    Another proposal is that information about any SUA operated under the department’s prior permission should be kept for six months and be accessible within Hong Kong.

    As regards air navigation, the Air Navigation (Hong Kong) Order 1995 (Amendment) Order 2025 serves to facilitate trials of various unconventional aircraft in Hong Kong. New articles are proposed to empower the Chief Executive to permit such trials under specified conditions.

    The Transport & Logistics Bureau said the Government is proactively taking forward initiatives to promote the low-altitude economy in Hong Kong, adding that it is imperative to establish a robust legal and regulatory framework for the relevant emerging technologies.

    The proposed legislative amendments can tap into the potential of heavier SUA units and facilitate trial flights for unconventional aircraft, thereby expanding and enriching application scenarios for different low-altitude flying activities, the bureau added.

    Meanwhile, the Government is studying the scope for a new, customised piece of legislation that would regulate different types of unconventional aircraft.

    The amendment orders will be tabled at the Legislative Council on May 28, with a targeted commencement date of July 18.

    With reference to company announcement no. 12/2025, the relevant public authority approvals have been obtained.
