    Government steps up efforts in handling water incidents at Queen’s Hill Estate and Shan Lai Court (with photos/video) 
    The Government has set up an expert group comprising three experts from the Drinking Water Safety Advisory Committee (DWSAC), namely the Chairman of the DWSAC, Dr Chan Hon-fai, Mr Chung Chi-ming, and Mr Chan Chi-ming. The expert group will continue to advise on the traceability work of the incident and ensure the investigation results are scientific and objective.
     
    The Secretary for Development, Ms Bernadette Linn, together with the Director of Water Supplies, Mr Roger Wong, and the three members of the expert group, visited the upstream location of the water supply network for Queen’s Hill Estate and Shan Lai Court today (June 7) to inspect the screen filter and learn about the upcoming work at the location of the pipe. The Government briefed the expert group on the assessment that the section of steel pipe with bitumen protective coating on the inner wall at the upstream water supply network at Ping Che Road, which is about 400-metre-long and 600 millimetres in diameter, is believed to be the source of sediments in the water at Queen’s Hill Estate and Shan Lai Court. The expert group considered the assessment reasonable.
     
    The WSD will continue to deepen the traceability work, using advanced technologies, such as robots, to detect the condition of the bitumen coating inside the pipe, so as to further ascertain the specific cause of the incident. An investigation report of the incident will be submitted to the DWSAC for review within two weeks.
     
    Ms Linn said that the WSD will first replace a section of 400-metre-long steel water pipe with bitumen protective coating on the inner wall at the upstream and the works will commence within this year. The WSD will immediately start the preparation work. At present, non-bitumen protective coating is used on the inner wall of over 90 per cent of water pipes in Hong Kong. For the 700-kilometre-long water pipes with bitumen protective coating on the inner wall, the WSD has installed over 1 000 screen filters at suitable locations, and will review, in accordance with the risk-based approach, whether it is necessary to install extra screen filters at other locations. The WSD will formulate a longer-term plan for the replacement of water pipes and will submit a proposal to the Development Bureau for review.
     
    While stepping up the traceability work, the WSD has increased the frequency of water testing. Water samples are collected daily from water tanks at Queen’s Hill Estate (comprising seven buildings, a community centre and a shopping mall) and Shan Lai Court (six buildings) for testing to closely monitor water quality. The testing results are released on the WSD’s website daily. To ensure residents can feel at ease when consuming water, the WSD will continue to arrange water tanks for the estates to provide temporary water supply. The WSD will also promptly address any inquiries received (the WSD’s 24-hour hotline: 2824 5000). The District Officer will strengthen communication with the WSD and the Housing Department (HD) and will immediately follow up on any complaints from residents.
     
    Prompt arrangement has been made by the HD to thoroughly clean again the water tanks in every building of Queen’s Hill Estate and Shan Lai Court within the next seven days. The HD installed a total of 22 high-efficiency filtration devices at the ground-level water inlets of all 13 buildings in Queen’s Hill Estate and Shan Lai Court. These devices will be inspected twice daily to ensure proper operation. The expenses for these measures will be fully borne by the Government.
     
    The HD will display the WSD’s daily water test results in the lobby of each building in Queen’s Hill Estate and Shan Lai Court, with daily updating. If residents observe any issues with water quality, they can call the Queen’s Hill Estate management office (Tel: 2537 0001) or the Shan Lai Court management office (Tel: 2713 9530) and provide their contact information. The management office will follow up by contacting residents and conducting on-site inspections.
     
    The Home and Youth Affairs Bureau (HYAB) and the Home Affairs Department (HAD), together with District Council (DC) members and volunteers from Care Teams (CT), have conducted over 100 visits and gathered cases for referral over the past week, demonstrating through concrete actions their care for the residents of Queen’s Hill Estate and Shan Lai Court over the drinking water incident and its impact on their daily lives.
     
    The HYAB and the HAD will gather over 50 persons comprising DC members, members of the “three district committees” of the North District, and the six sub-teams of the North District CTs, along with staff members of the HD, to conduct home visits today and tomorrow. The visits will include following up with households previously sought assistance in relation to the incident on their current water usage conditions, and making immediate referrals where necessary. The team reached over 850 households during today’s visit; the majority of these households acknowledged water quality has substantially improved. Additionally, three street booths will be set up at key locations in Queen’s Hill Estate and Shan Lai Court to provide residents with the latest updates and practical information, as well as to register residents’ cases for assistance.

    Kyiv, June 7 (Xinhua) — On Saturday night, Russia dealt the most powerful blow since the start of the Russian-Ukrainian armed conflict to Ukraine’s second-largest city, Kharkiv. As a result, at least three people were killed and 21 others, including two children, were injured. Kharkiv Mayor Igor Terekhov reported this on Telegram.

    During the first hour and a half of the attack, at least 40 explosions thundered in the city, he noted, adding that the Russian army simultaneously used missiles, guided aerial bombs and attack drones.

    According to him, as a result of the shelling in Kharkov, 18 apartment buildings and 13 private houses were damaged.

    According to the Ukrainian Air Force, on Saturday night the Russian Federation launched a total of 206 drones and nine missiles at Ukrainian territory. The air defense forces managed to neutralize 167 drones and seven missiles. –0–

    Moscow, June 7 (Xinhua) — Russia on June 6 began the process of transferring more than 6,000 bodies of fallen Ukrainian servicemen to Ukraine and exchanging prisoners of war, but Kyiv unexpectedly postponed both the acceptance of the bodies and the prisoner exchange indefinitely, Vladimir Medinsky, head of the Russian negotiating team, said on Saturday.

    “On June 6, in strict accordance with the Istanbul agreements, the Russian side began implementing a humanitarian action to transfer more than 6,000 bodies of dead Ukrainian Armed Forces servicemen to Ukraine, as well as to exchange wounded and seriously ill prisoners of war and prisoners of war under 25 years of age. The first batch of frozen bodies of Ukrainian Armed Forces soldiers, 1,212 in number, has already arrived in refrigerated trucks to the exchange area. The rest are on the way,” V. Medinsky wrote on his Telegram page.

    According to the head of the Russian negotiating group, the Russian Defense Ministry’s contact group is on the border with Ukraine. The negotiating group from the Ukrainian side “for some reason did not even arrive at the exchange site,” he says, adding that “the reasons given are various, and rather strange.”

    “We call on Kyiv to strictly adhere to the schedule and all agreements reached, and to immediately begin the exchange,” V. Medinsky emphasizes.

    Topline: The One Big Beautiful Bill Act (OBBB) significantly improves our nation’s fiscal trajectory by including $1.7 trillion in mandatory savings—the most in United States history—and unleashing economic growth with the implementation of President Trump’s tax policies. Upon enactment of the OBBB, the Trump Administration will have embarked on actions that reduce deficits by at least $6.6 trillion over 10 years.

    Highest Level of Mandatory Savings in History: The OBBB dwarfs the mandatory savings included in the high-profile deficit reduction bills of the past. Specifically, it achieves substantially more mandatory spending reductions than the Deficit Reduction Act of 2005 ($140 billion), the Balanced Budget Act of 1997 ($800 billion), the Omnibus Budget Reconciliation Act of 1993 ($370 billion), and the Omnibus Budget Reconciliation Act of 1990 ($440 billion) on an inflation adjusted basis.

    The One Big Beautiful Bill Reduces the Deficit: There is no political universe in which Republicans in Congress would allow a 40% tax hike by not extending the 2017 Tax Cut and Jobs Act (TCJA). The Congressional Budget Office (CBO), using conventions that ignore political reality, estimated the effects of the TCJA continuation relative to a baseline that assumed the TCJA would expire, thereby raising taxes by almost $3.8 trillion. An honest portrayal of current future deficits adjusts for the continuation of the TCJA:

    On its own, the OBBB reduces the deficit by over $1.4 trillion. Net mandatory savings of $1.7 trillion are partly offset by increases in one-time spending to finally and fully secure the border to defend our Nation from invasion, and to lower taxes from policies such as no tax on tips or overtime that are partly offset with loophole closers in the tax code. The net deficit reduction totals $1.407 trillion, as shown below:

    Trump Administration Policies Cut the Deficit Sharply: OBBB is just one aspect—albeit a significant one—of the Trump Administration’s deficit reduction strategy, which includes increased tariff revenues, significant discretionary spending cuts, and reversing Biden administration policies that expanded welfare benefits through regulations. Including those items, the Administration has in less than five months started deficit reduction that could exceed $6.7 trillion over 10 years:

    Bottom Line: While there is more work to be done to deliver on President Trump’s commitment to balance the budget, doing so is not possible without enactment of the OBBB.

  • RBI eases policy stance: How the latest repo rate cut fits into broader economic trends

    In a significant move to bolster economic activity, the Reserve Bank of India (RBI) on Friday reduced the policy repo rate by 50 basis points to 5.50%. The decision was announced following the 55th meeting of the Monetary Policy Committee (MPC), held from June 4 to 6.

    Consequently, the Standing Deposit Facility (SDF) rate has been adjusted to 5.25%, while both the Marginal Standing Facility (MSF) rate and the Bank Rate now stand at 5.75%. These changes aim to achieve the medium-term target of 4% consumer price index (CPI) inflation, within a tolerance band of ±2%, while also enhancing growth momentum.

    Economic Outlook

    The RBI’s policy statement acknowledges a mix of positive and negative factors influencing the economy. While global economic uncertainties persist, recent trends indicate easing market volatility, a recovery in equity markets, and a softening of the dollar index and crude oil prices. However, gold prices remain elevated.

    Data from the National Statistical Office (NSO) released on May 30 revealed that India’s real GDP growth for Q4 of 2024-25 was 7.4%, up from 6.4% in Q3. The real Gross Value Added (GVA) increased by 6.8% in the same quarter. For the entire fiscal year 2024-25, real GDP growth was recorded at 6.5%, with real GVA at 6.4%.

    Looking ahead, the RBI projects a real GDP growth of 6.5% for 2025-26, with quarterly estimates of 6.5% in Q1, 6.7% in Q2, 6.6% in Q3, and 6.3% in Q4. These projections are based on sustained private consumption, increased fixed capital formation, and supportive government capital expenditure.

    However, the policy also notes potential downside risks, including prolonged geopolitical tensions, global trade uncertainties, and weather-related challenges.

    The Reserve Bank of India (RBI) has reported a significant decline in consumer price index (CPI) inflation, which moderated to 3.2% year-on-year in April 2025—the lowest in nearly six years. This marks the sixth consecutive month of declining food inflation, while core inflation remained steady during March and April. 

    Favorable Agricultural Outlook

    The RBI attributes this decline to several factors, including record wheat production, higher yields of key pulses during the Rabi season, and an anticipated above-normal southwest monsoon. These developments are expected to ensure adequate supply of essential food items, contributing to the moderation of inflation expectations, particularly among rural households.

    Additionally, projections indicate a continued decrease in the prices of major commodities, including crude oil. However, the RBI cautions that weather-related uncertainties and evolving tariff concerns could impact global commodity prices, necessitating vigilant monitoring.

    Chess great Magnus Carlsen recovered from his meltdown against world champion Gukesh Dommaraju last weekend to win the Norway Chess tournament on Friday.

    The Norwegian world number one drew his last game against India’s Arjun Erigaisi but it proved enough for him to finish on 16 points, half a point ahead of American Fabiano Caruana.

    Indian Gukesh, who lost to Caruana in the final game, ended up third on 14.5 points.

    “It’s a huge relief after a day like this, a tournament like this,” Carlsen said.

    Last Sunday, Carlsen had Gukesh on the ropes for much of their game but his composure cracked under the pressure of a ticking clock and he committed a blunder that handed Gukesh a decisive advantage.

    Carlsen slammed his fist on the table after the defeat before exchanging a quick handshake with Gukesh, apologising for his outburst and storming off.

    “Obviously my struggles here have been well documented but at least I fought until the end,” the five-time classical world champion, who did not defend his title in 2023 citing a lack of motivation, said.

    “I’m not going to say that this tournament was my last (in standard chess) for sure, but I enjoy other forms of chess a lot more.”

    Fifty years ago, in the face of upheaval and geopolitical tensions, a small group of advanced economies formed what is now the G7 – a forum for co-operation, stability, and shared prosperity. In 2025, as global challenges intensify, the G7 must meet this moment with purpose and with force.

    Today, the Prime Minister, Mark Carney, announced the priorities that will guide Canada’s 2025 G7 Leaders’ Summit, to be held in Kananaskis, Alberta, from June 15 to 17, 2025.

    NANJING, June 7 — Chinese State Councilor Shen Yiqin has called for efforts to intensify the cultivation of skilled talent, ensure employment and entrepreneurship among college graduates and other young people, and promote high-quality and full employment.

    On June 5, 2025, the Moscow Academic Economic Forum (MAEF-2025) ended, part of the working program of which was held at the State University of Management.

    This year, the Moscow Academic Economic Forum was dedicated to the 260th anniversary of the founding of the Free Economic Society of Russia and was devoted to the topic “Russia – 2025: the trajectory of dynamic balanced socio-economic development”. The plenary conference on the topic of “Institutes for Balanced Socioeconomic Development of Russia” was held at the State University of Management.

    The conference participants discussed a wide range of issues aimed at achieving balanced socio-economic development: the formation of new development institutions, strategic planning, human capital, interdepartmental cooperation, digital technologies and scientific and educational clusters.

    The following key recommendations were developed as a result of the conference:

    Coordination of development institutions. It was proposed to work out the issue of creating a single coordination mechanism for coordinating the actions of development institutions, aimed at implementing technological and industrial sovereignty in the context of structural transformation of the economy. Solving the problem of personnel shortage. The conference participants noted the paramount importance of the problem of systemic personnel shortage as the main limitation for achieving the goals of economic policy.     The Boao Forum for Asia’s International Science, Technology & Innovation Forum (ISTIF) was held in Hong Kong for the first time today and yesterday.

     

    Held at the Convention & Exhibition Centre in Wan Chai and co-organised with the Hong Kong Special Administrative Region Government, the conference – themed “Transitioning Towards the Future: Powered by Science, Technology and Innovation” – attracted some 800 leading experts, academics and political and economic leaders from the Mainland and overseas.

     

    The conference focused both on how to capitalise on Hong Kong’s unique advantage of being connected to the Mainland and the outside world and how to foster global co-operation in the field of innovation and technology (I&T).

    Prime Minister Narendra Modi on Saturday addressed the International Conference on Disaster Resilient Infrastructure (ICDRI) 2025 via videoconferencing, marking the first-ever hosting of the global event in Europe.

    Welcoming participants from around the world, the Prime Minister expressed gratitude to French President Emmanuel Macron and the Government of France for supporting the organization of the conference. He also extended his best wishes for the upcoming United Nations Oceans Conference, linking its objectives with the broader mission of building resilient coastal infrastructure.

    Highlighting this year’s theme, ‘Shaping a Resilient Future for Coastal Regions’, the Prime Minister emphasized the increasing vulnerability of coastal and island regions in the face of climate change and natural disasters. He cited recent examples such as Cyclone Remal in India and Bangladesh, Hurricane Beryl in the Caribbean, Typhoon Yagi in Southeast Asia, Hurricane Helene in the United States, Typhoon Usagi in the Philippines, and Cyclone Chido in parts of Africa as stark reminders of the devastation caused by extreme weather events.     Agriculture has long been the soul of India’s economy and society. Over the past eleven years, under Prime Minister Narendra Modi’s leadership, India’s agricultural landscape has been redefined by a holistic, inclusive, and tech-driven approach that is embodied in the principle of Beej Se Bazaar Tak, or Seed to Market. This transformation puts the farmer at the center of policy-making, with a focus on income security, smart farming, traditional wisdom, and global competitiveness.

    Rising investment in the agriculture sector

    Recognising the critical role of agriculture, the government substantially increased funding to the sector. The Budget Estimates for the Department of Agriculture and Farmers’ Welfare rose from ₹27,663 crore in 2013–14 to ₹1,37,664 crore in 2024–25. This more than fivefold jump in allocation has enabled investments in infrastructure, innovation, and farmer welfare.

    Growth in foodgrain and climate-resilient crops

    India’s foodgrain production has grown significantly, from 265.05 million tonnes in 2014–15 to an estimated 347.44 million tonnes in 2024–25. This includes major staples like rice, wheat, pulses, and oilseeds. The focus has also shifted toward increasing production of climate-resilient and nutrition-rich crops, with support for coarse grains, pulses, and oilseeds witnessing sharp growth.

    Strengthening procurement and minimum support prices

    The government has significantly increased Minimum Support Prices and procurement. Between 2014 and 2025, procurement of 14 Kharif crops reached 7871 LMT, compared to 4679 LMT in the previous decade. The MSP for wheat rose from ₹1,400 in 2013–14 to ₹2,425 in 2024–25, and payments to farmers more than doubled. The MSP for paddy increased from ₹1,310 to ₹2,369 per quintal in the same period. Procurement and MSP support for pulses and oilseeds grew exponentially, empowering farmers in previously underserved regions.

    Financial empowerment through direct benefit and credit

    Financial empowerment of farmers has become a central theme. Under the PM-KISAN scheme, ₹3.7 lakh crore has been directly transferred to over 11 crore farmers, ensuring income support with full transparency via Direct Benefit Transfer. Kisan Credit Cards have been issued to 7.71 crore farmers, enabling credit access worth ₹10 lakh crore. The credit limit has been raised from ₹3 to ₹5 lakh.

    Insurance, irrigation and sustainable practices

    Risk management and sustainability are also key components of the new agricultural strategy. The PM Fasal Bima Yojana has enrolled over 63 crore farmers and paid ₹1.75 lakh crore in crop loss claims. The PM Krishi Sinchayee Yojana has invested ₹93,000 crore in irrigation infrastructure, making farming more drought-resistant. The Soil Health Card Scheme has issued 1.75 crore cards and upgraded 8,272 testing labs, encouraging balanced fertiliser use.

    Laying the foundation for long-term prosperity

    With increased investment, income support, insurance, and irrigation, India’s agricultural foundation has been strengthened. These reforms are not just about enhancing output, but about empowering every farmer with dignity, stability, and opportunity.

The Namo Drone Didi initiative empowers 15,000 women-led self-help groups with drones, enhancing precision farming and creating new income streams. Meanwhile, the AgriSURE fund by NABARD, with a corpus of ₹750 crore, is backing high-potential agri-startups. Already, nearly 2,000 startups have scaled operations under the Rashtriya Krishi Vikas Yojana, integrating technology with grassroots farming.

    Diversifying income sources for farmers

    Diversification beyond conventional crops is reshaping rural livelihoods. India continues to be the world’s top milk producer, with indigenous milk production rising by 69 percent and providing sustenance to 8 crore individuals. The fisheries sector has nearly doubled in output, supported by renewed attention to inland and marine ecosystems. Food processing capacity expanded from 12 to 242 lakh metric tonnes, while exports have doubled to $9 billion. Beekeeping, another high-value activity, reached 1.42 lakh metric tonnes in honey production, with exports tripling. Under the “Sweet Revolution,” 167 women self-help groups are actively participating.

    Towards sustainability and organic farming

    Green energy and organic farming are driving the shift towards sustainability. The Ethanol Blending Programme has reached nearly 18 percent blending, ensuring better returns for sugarcane farmers and reducing dependence on fossil fuels. The PM-KUSUM scheme is helping farmers adopt solar pumps and generate clean energy. Natural farming practices, promoted through Paramparagat Krishi Vikas Yojana and the National Mission on Natural Farming, are gaining traction for being eco-friendly and cost-effective.

    Reviving traditional grains and future foods

    India has also emerged as a global leader in the millet renaissance. After the United Nations declared 2023 the International Year of Millets, India rebranded millets as “Shree Anna” and began promoting them as a health and climate-resilient food option. This revival has reintroduced traditional grains into modern diets and markets, both domestically and internationally.

    Strengthening the seed-to-market value chain

    The entire agricultural chain—from seed to market—is now more robust than ever. The SMSP Scheme has enabled over six lakh seed villages, ensuring the supply of 530 lakh quintals of quality seeds. Digital tools like the SATHI Portal have brought transparency and traceability to seed distribution systems, empowering farmers with information and access.

    Expanding reach through new schemes

    To consolidate these gains, new schemes have been introduced. The PM Dhan-Dhaanya Krishi Yojana targets productivity enhancement in 100 underperforming districts, impacting over 1.7 crore farmers. The One District One Product initiative encourages regional agri-specialties, promoting rural entrepreneurship. Additionally, the newly formed Makhana Board will strengthen the value chain and exports of this specialty crop from Bihar.

    As the 2025 gaokao, China’s national college entrance exam, got underway Saturday morning, a volunteer in Shenyang helped wheelchair-bound student Wang Zhenyu reach the test room safely by coordinating with police to open a green channel, a small gesture reflecting nationwide efforts to support examinees.

    While students concentrate on doing their best, authorities have made every effort to ensure the safety and fairness of the exam for its 13.35 million candidates nationwide. In many places, artificial intelligence (AI) technology is introduced for this purpose.

    In Benxi City, northeast China’s Liaoning Province, every gaokao exam room is monitored by a real-time intelligent surveillance system that automatically flags irregular behavior — from whispers and frequent glances between students to inattentive proctors — to reinforce discipline and fairness.

    AI-powered monitoring systems have also been adopted in other provinces, including Jiangxi, Hubei and Guangdong, enabling real-time surveillance, behavior analysis and early alerts. By detecting irregular behaviors accurately and without human input, the advanced technology eases the burden on exam staff, and strengthens the fairness and integrity of the exam itself.

    These advanced measures are playing a vital role in supporting this year’s gaokao. Authorities and communities nationwide have introduced a wide range of initiatives to ensure the exam is conducted safely and fairly, addressing challenges from technological risks and environmental conditions to the physical and mental well-being of students.

    TECHNOLOGY ENSURING FAIRNESS

    On May 28, China’s Ministry of Education announced strengthened security measures for the 2025 gaokao, emphasizing technological safeguards. Upgrades include stricter entry checks, enhanced screening for devices like phones and smartwatches, radio signal blocking at all exam sites, and the expanded use of intelligent surveillance and inspection systems to strengthen the exam security network.

    Upgraded security gates have become a key line of defense in ensuring a fair exam environment in Liaoning. At every test site, students are required to pass through two intelligent security gates capable of detecting small metal objects, including mobile phones, smartwatches, smart glasses, hidden earpieces and other high-tech cheating tools. If an alarm is triggered, teachers follow up inspections with handheld metal detectors.

    “Cheating technologies are evolving every year, so this year’s entry screening process is stricter than ever,” said Liu Yang, the principal of Benxi Senior High School. “At the school gates, students are reminded not to carry prohibited devices, and lockers are provided for safe storage. On exam days, dedicated staff also inspect key areas such as walls, restrooms and bins to prevent any form of external information transmission.”

    Biometric verification has also become a standard part of the exam security process. At entrances, candidates undergo facial recognition, fingerprint or iris scans to prevent people impersonating exam candidates from entering. Identity checks are conducted multiple times before, during and after exams, each taking just seconds to complete.

    In parallel, national radio authorities are actively monitoring test centers and surrounding areas for suspicious signals. By identifying and blocking unauthorized wireless communication, they help prevent cheating via electronic devices.

    SOCIAL SUPPORT

    Beyond technological safeguards, many regions have taken additional steps to create a calm and supportive exam environment for candidates. These include postponing performances, temporarily closing libraries, cultural centers, museums and sports venues, and adjusting government and business office hours.

    In east China’s Anhui Province, the Anhui Huangmei Opera Theatre has suspended all performances from June 5 to 9 to minimize noise near exam venues. Similarly, cultural institutions in Jiangsu, Fujian and Henan have postponed street shows, traditional lion dances and puppet performances to ensure a quiet atmosphere for students.

    To ease road traffic and ensure timely arrival, multiple cities have implemented tailored measures such as delaying office start hours and encouraging carpooling or public transit. Traffic police have set up priority lanes and are ready to escort students caught in traffic, ensuring every student reaches their exam site on time. In Benxi, students can even book taxis marked with “gaokao free ride” stickers by phone, or by hailing them on the street and showing their exam admission pass.

    To shield students from adverse weather, the Beijing 101 Middle School has set up rain-and-sun shelters, stocked over 200 umbrellas, and ensured first aid support with on-site medical staff. Inside its exam rooms, air conditioning, silent fans and purified drinking water created a comfortable setting.

    Beijing has also introduced personalized support measures for students with special needs, including the provision of exam papers in Braille and enlarged print, as well as separate testing rooms. These accommodations ensured that every candidate can take their exams with dignity and confidence.

    The Communist Youth League of Anhui has launched a province-wide campaign to support students’ mental health, assigning counselors to schools to provide stress-relief talks and offering online counseling to ease exam anxiety.

    These nationwide efforts reflect not only the logistical scale of the gaokao but also the deep societal importance attached to it. Behind every quiet exam room or smooth ride to a test center is a collective commitment to ensuring fairness, opportunity and hope for the future.

    Since its reinstatement in 1977, the gaokao has become one of China’s most powerful tools for the promotion of educational equity and social mobility. Rooted in a merit-based selection ethos, the exam allows students from families of all backgrounds to compete fairly.   • MIL-OSI China: Trump signals imminent decision on new Fed chair

    U.S. President Donald Trump on Friday confirmed that a decision on the next Federal Reserve chair would be revealed soon.

    Speaking to reporters on Air Force One, Trump added that former Fed governor Kevin Warsh is “very highly thought of” regarding the post.

    Trump lashed out at Fed Chair Jerome Powell again on Friday morning shortly after the release of the U.S. nonfarm payroll report for May.

    Trump labelled Power as “Mr. Too Late” and saw him as a “disaster” at the Fed. He urged Powell to cut interest rates by 1 percent.

    Interest rates for both long and short-term debt would be greatly reduced if Powell cuts, said Trump in a post on social media.

    Trump asserted that there is virtually no inflation anymore and that Powell is costing the country a fortune. If inflation were to return, the Fed could raise rates to counter, said Trump.

    Political interference could make it more difficult for the Fed to lower interest rates, according to St. Louis Fed President Alberto Musalem.

    After taking office in 2018, Powell began his second term in 2022, which is set to run through May 2026.

    The U.S. president can nominate a candidate for a new Fed chair, but Senate confirmation is required, as stipulated in the Federal Reserve Act of 1913.

    Trump repeatedly threatened to fire Powell earlier this year but later stated that he didn’t intend to do so.

    Powell has previously stated that the president does not have the legal authority to dismiss a sitting Federal Reserve chair without “cause,” a standard long understood to refer to misconduct rather than policy disagreements.

    Hong Kong’s benchmark Hang Seng Index closed at 23,792.54 points on Friday. The index has risen 18.6 percent from the end of last year.

    The Hong Kong stock market — one of the best-performing markets this year — could offer an insight into the economic vitality of Hong Kong. The city’s initial public offering market had raised more than 76 billion HK dollars (about 9.7 billion U.S. dollars) by late May, a more than sevenfold increase over the same period in 2024.

    Hong Kong’s economy is gaining steam. In the first quarter of this year, its real GDP grew 3.1 percent year on year. Recent data indicates its economic momentum has continued into the second quarter.

    Hong Kong’s robust performance has even prompted Stephen Roach, a senior fellow at Yale University, to revise his declaration of the city’s demise in an article last year. In a recent Bloomberg report, the economist said that if he were writing a story again, it would be that Hong Kong is experiencing a revival because of its Chinese characteristics, not in spite of them.

    Recent credit ratings have demonstrated Hong Kong’s resilience in maintaining stability amid increasing global economic and financial uncertainties. S&P has maintained Hong Kong’s “AA+” credit rating with a “stable” outlook. Moody’s has affirmed the city’s “Aa3” credit rating and upgraded the outlook from “negative” to “stable.”

    The optimism of businesses is evident. The results of a survey conducted by the American Chamber of Commerce in Hong Kong earlier this year revealed that 79 percent of respondents had no plans to move their headquarters away from Hong Kong in the next three years. The Fraser Institute’s Economic Freedom of the World 2024 Annual Report ranked Hong Kong as the world’s freest economy among 165 economies.

    The region’s vitality can also be seen in its thriving tourism sector and other fields. In the first quarter, Hong Kong received 12.2 million visitor arrivals, up 9 percent year on year. The establishment of the International Organization for Mediation in Hong Kong will also bring new opportunities to the region.

    Amid ongoing fluctuations in the global economic landscape, Hong Kong — firmly backed by its motherland — has once again demonstrated its exceptional dynamism and appeal.

    This exemplifies the unique advantages of the “one country, two systems” policy. Hong Kong enjoys boundless opportunities by integrating actively into national development strategies, and by deepening international exchange and cooperation.   • MIL-OSI Security: ATF Participates in Arms Trafficking and Explosives Roundtable Between Mexico and the United States

    On June 5 and 6, 2025, Bureau of Alcohol, Tobacco, Firearms and Explosives officials participated in a roundtable co-hosted by the State Department Bureau of International Narcotics and Law Enforcement Affairs and the Secretaría de Seguridad y Protección Ciudadana (Secretariat of Security and Civilian Protection). The roundtable took place in Mexico City and brought over 100 Government of Mexico officials together with U.S. law enforcement components from across the government to discuss arms trafficking trends and best practices in curbing arms trafficking.

    ATF was joined by U.S. Customs and Border Protection, Homeland Security Investigations, and the U.S. Marshals Service in meetings with public security secretaries and attorneys general from most Mexican states, along with federal government representatives from across the Mexican government. Sessions included presentations on seizing and storing illegal firearms, arms and explosive trafficking trends, and investigative case studies where eTrace and bilateral information sharing led to successful outcomes. Additionally, there were discussions of new bilateral projects to curb arms trafficking, which include the sharing of ballistic information linked to crimes between the U.S. and Mexico border states, and a data exploitation lab, where weaponized drones will be leveraged for the arms trafficking vetted unit.

    “ATF’s partnerships with both our international and domestic law enforcement counterparts are critical when it comes to stopping the illegal flow of weapons across our southern border,” ATF Acting Director Daniel Driscoll said. “ATF will continue to work with our partners to stop the flow of dangerous weapons to Mexican cartels.”

    Earlier this week, ATF also held a join press conference with CBP and HSI in Laredo, Texas. During this event, speakers highlighted interagency efforts regarding interdictions of southbound firearms. Likewise, the event underscored ATF’s commitment to stemming the flow of illegal firearms across the southern border, and the enhanced consequences for weapons smuggling given the designation of major Mexican-based cartels as foreign terrorist organizations.

    “ATF works with law enforcement agencies in more than 50 countries to combat illegal firearms trafficking worldwide and identify threats before they reach America’s borders,” said ATF Deputy Assistant Director Shawn Morrow, of the Office of Intelligence Operations. “This roundtable is only one example of how our attachés across the globe work with foreign governments to dismantle criminal organizations and identify emerging threats. This work, especially in Mexico, is critical to keeping illegal firearms out of the hands of violent groups.”

    Today, His Holiness Pope Leo XIV received in audience, in the Vatican Apostolic Palace, the President of the Argentine Republic, His Excellency Javier Gerardo Milei, who subsequently met with His Eminence Cardinal Pietro Parolin, Secretary of State, accompanied by Monsignor Mirosław Wachowski, Undersecretary for Relations with States.
    During the cordial talks at the Secretariat of State, mutual appreciation was reiterated for the sound bilateral relations and the will to strengthen them further.  Attention then turned to matters of common interest, such as socio-economic progress, the fight against poverty and the commitment to social cohesion.
    Finally, some topics of a regional and international socio-political nature were discussed, with special attention given to ongoing conflicts, highlighting the importance of urgent efforts in support of peace.

    Secretary for Labour & Welfare Chris Sun attended the 113th Session of the International Labour Conference (ILC) in Geneva, Switzerland, over the past few days.

     

    At the conference, he met participants and officials from around the world, and took the opportunity to brief them on developments in Hong Kong’s labour market and economy.

     

    Mr Sun yesterday attended the ILC’s plenary session, during which he listened to a speech delivered by Vice Minister of Human Resources & Social Security Wu Xiuzhang, on a report by the Director-General of the International Labour Organization (ILO) titled “Jobs, Rights and Growth: Reinforcing the Connection”.

     

    He also attended committee meetings and held bilateral meetings with senior ILO officials and leading figures from other international organisations to discuss issues including the application of international labour standards, social security, occupational health and safety, labour relations, and the platform economy.

     

    He also engaged with them in presenting the latest situation in Hong Kong and held constructive exchanges on deepening collaboration.

     

    In addition, Mr Sun and the delegation exchanged views with senior Mainland officials including Mr Wu and Ambassador Extraordinary & Plenipotentiary, Permanent Representative of the People’s Republic of China to the United Nations Office at Geneva and other International Organizations in Switzerland Chen Xu.

     

    Mr Sun spoke to government, employer and employee representatives from the People’s Republic of China delegation about matters including enhancing labour rights protection and strengthening the regulation of trade unions to safeguard national security. Mr Sun thanked the central government for its unfailing support to the Hong Kong Special Administrative Region Government.

     

    Mr Sun was due to depart for Munich, Germany, today to meet local entrepreneurs and talent there.

  • MIL-OSI Australia: Death in Custody Investigation – Darwin

    The Northern Territory Police Force is investigating on behalf of the coroner after a man died in Royal Darwin Hospital earlier today.

    Around 1pm on 30 May 2025, the Australia Federal Police (AFP) received reports of an intoxicated 68-year-old man, unable to board a flight out of Darwin.

    The male was taken into protective custody by AFP officers and was initially conveyed to the Palmerston Watchhouse. Before being admitted and whilst still in AFP custody, the Custody Sergeant and nurse assessed the male where it was deemed necessary to convey the man to Royal Darwin Hospital (RDH) for further assessment.

    Upon arrival at RDH, AFP members noticed the man had lost consciousness. Medical staff were alerted, who immediately commenced CPR. Resuscitation efforts were successful, and he was transferred to the Intensive Care Unit in a stable condition for ongoing treatment for what was a suspected medical event.

    Earlier today, the man passed away in the ICU. The cause of the man’s death remains undetermined pending a post mortem.

    The incident is being investigated as a death in custody, as the man was in the custody of the AFP at the time of him first losing consciousness. The Northern Territory Police Force is now investigating on behalf of the Coroner.

    Abuja (Agenzia Fides) – “Insecurity in Nigeria is becoming increasingly serious and widespread, but the Church continues its activities despite the difficulties,” Fr. Solomon Patrick Zaku, National Director of the Pontifical Mission Societies (PMS) in Nigeria, told Fides. In an interview with Fides, Fr. Zaku reflects on the difficult situation facing not only the Church but the entire Nigerian population due to the insecurity caused by the actions of numerous armed groups in various areas of the Federation: jihadists of the various factions born from the split of Boko Haram, gangs of Fulani herders, gangs of robbers and gangs dedicated to kidnapping.Can you describe the insecurity situation in Nigeria?The situation is tense, and insecurity affects almost all areas of Nigeria. The government is doing its utmost to ensure everyone’s safety, but this is not enough, as too many people are still affected by various forms of violence: murders, massacres, violent robberies, forced land occupations, and kidnappings. The Church, especially in areas like the Middle Belt, suffers numerous attacks on its structures (parishes, health centers, schools). Added to this are the kidnappings of priests, men and women religious for ransom. Kidnapping is a phenomenon that affects all Nigerians; religious personnel are therefore not the primary target. Regarding violent attacks on church institutions, one of the most affected regions is Benue State in southeastern Nigeria, where the three dioceses of Makurdi, Gboko, and Katsina-Ala are repeatedly victims of attacks by armed Fulani herders. The attacks are so serious that the president of the Association of Nigerian Catholic Diocesan Priests in the Diocese of Makurdi, Father Joseph Beba, issued a statement last week warning of the ongoing violence against the local population.At least 50 people, including women and children, have lost their lives, and several homes have been destroyed. The security situation is so precarious that 15 parishes in the Diocese of Makurdi have been forced to close.How is the Church experiencing these difficulties?Apart from the most serious cases, such as in Benue State, the Church continues its activities. The people of Nigeria are deeply religious. Despite attacks and violence, the faithful continue to go to church. Looking at the areas affected by the attacks on social media, one might think that the faithful have stopped attending services, but they continue to go to Mass despite the precarious security situation. The Church is doing its best to assist and strengthen people living in uncertain situations.Are the Pontifical Mission Societies able to work effectively?The task of the Pontifical Mission Societies is to awaken missionary awareness among the faithful. In Nigeria, we have about fifty dioceses, and in each of them, there is a diocesan director of the Pontifical Mission Societies. And despite the difficulties already mentioned, the work of the Pontifical Mission Societies continues; I am thinking in particular of the Society for Holy Childhood. The words of St. Paul come to mind: “Nothing can separate us from the love of God.” And with this awareness, we continue to work. Of course, we are taking precautions to reduce risks; for example, we conduct our activities during the day and avoid traveling on dangerous roads or to high-risk areas. (L.M.)
