    Cyfamod y Gymdeithas Sifil: Cytundeb VCFSE

    Cafodd [Cytundeb VCFSE Manceinion Fwyaf (GM)] ](https://www.greatermanchester-ca.gov.uk/what-we-do/communities/voluntary-community-faith-and-social-enterprise-accord/) ei lofnodi ym mis Tachwedd 2017 fel cytundeb cydweithredu rhwng cyrff cyhoeddus a’r gymdeithas sifil.

    Sefydlwyd y Cytundeb gan Awdurdod Cyfun Manceinion Fwyaf a Phartneriaeth Iechyd a Gofal Cymdeithasol Manceinion Fwyaf gyda grŵp o arweinwyr y gymdeithas sifil wedi’u lleoli ym Manceinion Fwyaf er mwyn adeiladu perthynas a fyddai’n cydnabod ac yn datgloi potensial llawn y gymdeithas sifil i fynd i’r afael ag anghydraddoldebau yn y ddinas-ranbarth er budd y cyhoedd.

    Mae’r Cytundeb wedi helpu i godi proffil sefydliadau’r gymdeithas sifil gydag arweinwyr y sector cyhoeddus lleol gan fwrw goleuni ar y gwerth a’r arbenigedd y gallan nhw eu cynnig. Un bartneriaeth sy’n deillio o hynny yw Uned Lleihau Trais Manceinion Fwyaf (GMVRU) rhwng y llywodraeth, yr heddlu, iechyd, addysg, gwasanaethau cyfiawnder ieuenctid, awdurdodau lleol, asiantaethau statudol eraill a’r gymdeithas sifil. Mae’r GMVRU wedi ymrwymo i arddel ymagwedd a arweinir gan y gymuned yn ei hymdrechion i atal trais. Mae’r dull yma yn cydnabod gwerth a chryfder sefydliadau’r gymdeithas sifil wrth weithio’n agos gyda chymunedau, i ddeall eu hanghenion, eu heriau a’u cryfderau mewn perthynas ag atal trais. Mae hefyd yn rhoi penderfyniadau yn nwylo cymunedau, gan gynnwys gosod blaenoriaethau a chytuno ar gyllid ar gyfer prosiectau ac ymyriadau sy’n anelu at ymgysylltu â phlant, pobl ifanc a theuluoedd.

    Mae mentrau’r VRU wedi cynnwys rhaglen StreetDoctors dan arweiniad y gymdeithas sifil, sy’n darparu sesiynau hyfforddi i bobl ifanc weithredu mewn argyfwng meddygol. Yn sgil hyn roedd 95% o’r bobl ifanc yn gwybod beth i’w wneud os byddai rhywun yn gwaedu neu’n anymwybodol, ac roedd 85% yn barod i weithredu mewn argyfwng meddygol.

Bydd hyn yn gwella cydnabyddiaeth o werth y gymdeithas sifil ar draws Manceinion Fwyaf, a thrwy hynny yn cefnogi mwy o gyfranogiad gan VCSEs a chynyddu lleisiau dinasyddion mewn gwaith ledled Manceinion Fwyaf.

    Cyfamod y Gymdeithas Sifil: Awdurdod Llundain Fwyaf

    Cynyddu ymddiriedaeth gyda’r gymdeithas sifil a chymunedau yn ystod ac ar ôl COVID.

    Yn ystod yr ymateb i’r pandemig COVID-19, bu Awdurdod Llundain Fwyaf (GLA) yn gweithio ar y cyd â chymdeithas sifil Llundain, gan gynnal byrddau crwn ar-lein, sesiynau briffio iechyd cyhoeddus, a digwyddiadau Sgwrs Fawr. Gan weithio gyda phartneriaid iechyd, chwaraeodd y fforymau hyn ran hanfodol wrth ategu profion a’r ymateb i’r brechlynnau, adeiladu ymddiriedaeth, a rhannu gwybodaeth gywir a diwylliannol gymwys.

    Yn dilyn y pandemig, roedd yna agwedd benderfynol at ddysgu’r gwersi o’r cydweithredu yma, gan ymgorffori’r dulliau yma ymhellach mewn rhaglenni brechu a gwaith i fynd i’r afael ag anghydraddoldebau iechyd. Digwyddodd hyn yn bennaf trwy Bartneriaeth Ecwiti Iechyd Etifeddol Llundain. Yn ystod y cyfnod hwn, parhaodd sesiynau briffio iechyd cyhoeddus, a gynullwyd ar y cyd gan y GLA a’r GIG, yn ymdrin â materion fel parodrwydd ar gyfer y gaeaf ac iechyd meddwl.

    Mae’r GLA wedi cryfhau perthnasoedd ymhellach â phartneriaid cymunedol a phartneriaid ffydd o fewn eu hymagwedd at wydnwch, gan gynnwys trwy gydgynhyrchu Partneriaeth Argyfyngau Cymunedau Llundain (LCEP), sef ymagwedd a arweinir gan y gymdeithas sifil at gydlynu parodrwydd ac ymateb i argyfyngau. Mae LCEP yn eistedd ar Fforwm Gwydnwch Llundain, ochr yn ochr â’r gwasanaethau brys ac asiantaethau cyhoeddus eraill, gan ddod â gwerth y llais a’r ddirnadaeth gymunedol i ymateb brys Llundain. Mae hyn wedi helpu i adeiladu ymddiriedaeth rhwng asiantaethau a chydweithrediad â’r gymdeithas sifil mewn ymateb i ddigwyddiadau.

    Y gwersi allweddol

    Gall gweithio ar y cyd â’r gymdeithas sifil cyn, yn ystod ac ar ôl argyfyngau gryfhau gwydnwch ac, yn achos y pandemig, wella canlyniadau iechyd, megis y niferoedd a gymerodd y brechlynnau.  Gall modelau dan arweiniad y gymuned gynyddu ymddiriedaeth mewn gwasanaethau cyhoeddus, a sicrhau bod negeseuon ac ymagwedd y llywodraeth yn ddiwylliannol gymwys. Ar ben hynny, trwy gydnabod gwerth sefydliadau’r gymdeithas sifil o ran cyrraedd cymunedau lleol, mae’r GLA wedi llwyddo i weithio’n effeithiol gyda’r sector i fynd i’r afael â heriau cyffredin.

    Cyfamod y Gymdeithas Sifil: Labordy Canlyniadau Llywodraeth (GO Lab)

    Labordy Canlyniadau Llywodraeth, Rhannu Data, a Gweithio mewn Partneriaeth (SoF).

    Mae Labordy Canlyniadau Llywodraeth (GO Lab) yn ganolfan ymchwil a pholisi yn Ysgol Lywodraeth Blavatnik, Prifysgol Rhydychen, a sefydlwyd trwy bartneriaeth â Llywodraeth y Deyrnas Unedig. Cenhadaeth y GO Lab yw galluogi’r llywodraeth i bartneru’n fwy effeithiol â’r sectorau preifat a chymdeithasol i wella bywydau pobl. Mae’r GO Lab yn cynnig canolfan gydweithredol i wella proses ddysgu’r llywodraeth yn sgil comisiynu sydd wedi’i seilio ar ganlyniadau trwy ymchwil o’r radd flaenaf, curadu a rhannu data, ac ymgysylltu’n ymatebol â pholisïau.

    Trwy fentrau fel INDIGO (y Rhwydwaith Rhyngwladol ar gyfer Data ar Effaith a Chanlyniadau Llywodraethau), mae gwaith y GO Lab yn dangos sut y gall penderfyniadau dan arweiniad data ategu perthnasoedd gweithio effeithiol ar draws sectorau. Mae INDIGO yn gydweithrediad data byd-eang sy’n rhannu data yn agored ac yn dryloyw am bartneriaethau sy’n canolbwyntio ar ganlyniadau. Mae menter INDIGO yn cynnwys cynnal cymuned o ymarferwyr, system ar gyfer rhannu data a setiau data agored sydd wedi’u cynllunio i wasanaethu fel nwyddau cyhoeddus, megis set ddata gynhwysfawr ar bartneriaethau canlyniadau cymdeithasol, a chanlyniadau a gyflawnir gan brosiectau’r Gronfa Cyfleoedd Bywyd.

    Mae rhannu data agored rhwng cyrff y gymdeithas sifil a chyrff cyhoeddus yn creu cronfa dystiolaeth gyffredin ac yn gwella cyd-ddealltwriaeth, gan rymuso’r gymdeithas sifil a rhanddeiliaid eraill yr un pryd i ddeall ac ymgysylltu â mentrau’r llywodraeth yn well.

    Cyfamod y Gymdeithas Sifil: Evaluation Support Scotland (ESS)

    Gwella gwasanaethau trwy fesur effaith.

    Mae Evaluation Support Scotland (ESS) yn elusen yn yr Alban sy’n helpu sefydliadau’r gymdeithas sifil, ymddiriedolwyr a chyllidwyr, i fesur a dangos eu heffaith trwy werthuso. Y nod yw defnyddio data a thystiolaeth ynglŷn ag effaith i lywio datblygiad polisïau yn y dyfodol; cafodd ei greu ar ôl i ymchwil ganfod nad oedd gan lawer o sefydliadau a chyllidwyr y trydydd sector (gan gynnwys cyrff cyhoeddus) mo’r sgiliau a’r adnoddau i wneud gwerthusiadau ac i ddefnyddio’r ddirnadaeth i lywio penderfyniadau.

    Mae ESS yn cael cyllid craidd gan Lywodraeth yr Alban i ddarparu gweithdai agored, cymorth wedi’i deilwra, modiwlau dysgu hunangyfeiriedig ar-lein am ddim, a chyfoeth o adnoddau ar-lein. Maen nhw hefyd wedi datblygu nifer o ganllawiau i gyllidwyr a sefydliadau, gan gynnwys [pum egwyddor gwerthuso da] (https://evaluationsupportscotland.org.uk/ess-principles-for-good-evaluation), sy’n galluogi sefydliadau i gael mewnwelediadau mewn amser real, addasu eu gwaith a pharhau i ymateb i adborth gan gymunedau a dinasyddion. Cafodd partneriaeth ei chreu hefyd â Llywodraeth yr Alban i ddatblygu egwyddorion partneriaeth gadarnhaol](https://evaluationsupportscotland.org.uk/wp-content/uploads/2020/08/final_prinicples_for_positive_partnership.pdf), i wella’r berthynas rhwng rheolwyr grantiau a deiliaid grantiau, gan ddarparu cyngor ymarferol i gryfhau’r ddau barti.

    Yn 2023, ariannwyd ESS gan Gronfa Gymunedol y Loteri Genedlaethol (TNLCF), mewn ymateb i gynllun gweithredu digartrefedd Llywodraeth yr Alban, i ganolbwyntio ar atal digartrefedd yn Glasgow a Chaeredin. Gyda chefnogaeth ESS, gallai sefydliadau dynnu sylw at effaith eu gwaith yn well a helpodd hyn i lywio’r broses o dargedu gweithgareddau yn y dyfodol.  Roedd hyn yn cynnwys sicrhau bod y rhai sy’n wynebu’r risg o fod yn ddigartref:

    • yn gallu cael mynediad at wasanaethau sy’n ateb eu hanghenion, gan gynnwys cymorth iechyd meddwl a gwasanaethau allgymorth ieuenctid

    • yn cael mwy o fynediad at lety mwy addas i’w hanghenion

    • yn cael mwy o ddylanwad ar y systemau sy’n effeithio arnyn nhw, trwy gynnwys profiadau byw o fewn polisïau cymdeithasau tai

    Mae gwaith ESS wedi helpu’r TNLCF i wneud penderfyniadau ynghylch cyllido prosiectau yn y dyfodol, ac wedi sicrhau bod ffrydiau cyllido’r dyfodol yn cael eu hysbysu am gymorth ac ymyriadau effeithiol oedd yn cael effaith go iawn ar y bobl y cawson nhw eu cynllunio i’w cefnogi.

    Cyfamod y Gymdeithas Sifil: Grŵp Gorchwyl a Gorffen Hygyrchedd Hedfan (AATFG)

    Cyd-ddylunio hedfan hygyrch trwy bartneriaeth.

    Cafodd y Grŵp Gorchwyl a Gorffen Hygyrchedd Hedfan ei sefydlu ym mis Tachwedd 2024 dan gadeiryddiaeth y Farwnes Tanni Grey-Thompson, ac unodd y diwydiant, y rheoleiddiwr ac eiriolwyr defnyddwyr. Nod y grŵp, a hwylusir gan yr Adran Drafnidiaeth, oedd cyd-ddylunio gwelliannau ymarferol ar gyfer teithwyr awyr anabl a llai symudol.

    Mae’r fenter yn pwysleisio cydweithredu cynhwysol, gan ymgysylltu â’r gymdeithas sifil, elusennau anabledd, ac unigolion sydd â phrofiad byw trwy fyrddau crwn, adborth uniongyrchol, ac ymholiadau manwl. Mae’r dull hwn yn cyfrannu’n uniongyrchol at ymrwymiad ym maniffesto Llafur i hybu hawliau pobl anabl ac at yr egwyddor o weithio gyda nhw, gan sicrhau bod eu barn a’u lleisiau wrth wraidd pob polisi a’r holl weithredu. Roedd y pwyslais ar newidiadau ymarferol a deialog barhaus gyda theithwyr anabl er mwyn sicrhau gwelliannau ystyrlon, cynaliadwy.

    Mae’r dull cynhwysol yma wedi dylanwadu’n gadarnhaol ar gysylltiadau rhwng y llywodraeth a’r gymdeithas sifil. Mae mynd ati i gynnwys grwpiau ac unigolion sy’n eiriol dros anabledd wedi caniatáu proses gydweithredol a chynhwysol. Y nod yn hyn o beth yw meithrin ymddiriedaeth a chyd-ddealltwriaeth, lle mae pryderon dinasyddion anabl yn cael eu clywed.

    Roedd y campau nodedig yn cynnwys sefydlu ymgysylltiad uniongyrchol ag unigolion anabl ac elusennau, meithrin dull polisi cydweithredol, a gosod cynsail ar gyfer cynnwys grwpiau ymylol yn ystyrlon mewn polisïau sy’n effeithio’n uniongyrchol arnyn nhw.

    Cyfamod y Gymdeithas Sifil: Y Strategaeth Ieuenctid Genedlaethol

    Gosod pobl ifanc wrth wraidd datblygu polisi.

    Pobl ifanc sydd wedi bod wrth y llyw o ran cydgynhyrchu Strategaeth Ieuenctid Genedlaethol newydd ers iddi gael ei chyhoeddi ym mis Tachwedd 2024 gan Ysgrifennydd Gwladol y DCMS fel rhan o genhadaeth y llywodraeth i wella cyfleoedd.

    Fel cam cyntaf, i sicrhau y byddai lleisiau ieuenctid wrth wraidd y broses, penododd y llywodraeth 13 o bobl ifanc amrywiol i ffurfio Grŵp Cynghori Ieuenctid (YAG) a dod â phrofiad byw ar draws meysydd allweddol gan gynnwys eiriolaeth, atal trais, symudedd cymdeithasol ac iechyd meddwl. Eisteddodd Grŵp Cynghori Arbenigol o 14 o arbenigwyr o amrywiaeth o sectorau ochr yn ochr â’r YAG i ddod ag arbenigedd o sectorau perthnasol, gan roi mewnbwn a herio syniadau.

    Ffurfiodd y DCMS bartneriaethau â chonsortiwm arbenigol – ymgynghoriaeth ymchwil farchnad Savanta, My Life My Say a’r Mudiad #iwill gyda gwaith cydlynu gan Volunteering Matters a UK Youth – i sefydlu ymgyrch ymgysylltu dan arweiniad ieuenctid i sicrhau bod pobl ifanc o bob rhan o’r wlad yn cael cyfle i ddweud eu dweud. Gweithiodd y consortiwm gyda deg Cydweithiwr Ieuenctid i sicrhau bod yr holl weithgareddau ymgyrchu yn cael eu dylunio a’u harwain gan bobl ifanc mewn gwirionedd. Defnyddiodd yr ymgyrch “Deliver You” ystod o ddulliau arloesol wedi’u targedu er mwyn sicrhau bod grwpiau sydd wedi’u tangynrychioli yn gallu lleisio’u barn. Sicrhaodd yr ymgyrch fewnwelediadau gan fwy nag 20,000 o bobl ifanc.

    Mae ein hymagwedd wedi grymuso pobl ifanc i arwain newid wrth galon y broses o lunio polisïau ac yn eu bywydau eu hunain. Bydd eu profiadau byw, gan gynnwys eu pryderon a’u gobeithion ar gyfer y dyfodol, yn sail i uchelgais newydd i bobl ifanc yn y Strategaeth Ieuenctid Genedlaethol.

    Cyfamod y Gymdeithas Sifil: Cynllunio Lle Medrwn Môn

    Cydweithio fel cynghrair.

    Mae Cynllunio Lle Medrwn Môn yn grymuso cymunedau Ynys Môn drwy gynghreiriau cymunedol i fynd ati i lunio gwasanaethau lleol. O’r blaen, roedd darpariaeth gwasanaethau traddodiadol o’r brig i lawr yn aml yn anwybyddu anghenion unigryw cymunedau. Roedd hyn yn creu rhwystr oedd yn atal dinasyddion rhag cyfranogi, gyda dinasyddion yn aml yn teimlo eu bod nhw heb gysylltiad â’r penderfyniadau oedd yn effeithio arnyn nhw. Cafodd cynllun Cynllunio Lle Medrwn Môn ei ddatblygu gyda Chyngor Sir Ynys Môn i helpu i ddod o hyd i ateb. Gyda chymorth cyllid gan Lywodraeth Cymru a thrwy ddefnyddio egwyddorion Cynllun Trydydd Sector Cymru, sefydlodd y rhaglen Gynghreiriau Cymunedol sy’n creu map o asedau cymunedol yn eu hardal, gan gynnwys cyfleusterau corfforol a’r sgiliau a’r profiadau lleol sydd ar gael. Bydden nhw’n gweithio wedyn gyda’r gwasanaethau statudol i ddatblygu gwasanaethau sydd wedi’u seilio ar asedau ac anghenion lleol.

    Mae manteision Cynllunio Lle yn cynnwys cynnydd ym mhresenoldeb grwpiau cymunedol, defnyddio adeiladau cymunedol, a mwy o gyfleoedd i wirfoddoli. Mae Linc Cymunedol Môn, sef rhaglen presgripsiynu cymdeithasol i drigolion, wedi dod yn bwynt mynediad sengl ar gyfer gwasanaethau ymyrraeth ac atal cynnar i ddarparwyr statudol gan gynnwys y tîm iechyd meddwl cymunedol, darparwyr cymorth tai, meddygon teulu, a’r heddlu lleol. Erbyn hyn mae un o’r Cynghreiriau Cymunedol, sef Cynghrair Seiriol, yn Sefydliad Elusennol Corfforedig sy’n cyflogi ei staff ei hun, yn rhedeg ei drafnidiaeth gymunedol ei hun ac yn cynhyrchu ei arian ei hun ar gyfer prosiectau ar raddfa fach dan arweiniad y gymuned. Mae hyn wedi gwella perthnasoedd rhwng y llywodraeth a’r gymdeithas sifil trwy hwyluso mwy o ymddiriedaeth a diwylliant o gyfrifoldeb cyffredin. Mae’r gwasanaethau, wedi’u datganoli ac wedi’u cadw, wedi dod yn fwy perthnasol a hygyrch, gan adeiladu gwydnwch cymunedol cryfach trwy gyfranogiad gweithredol. Mae partneriaid y sector cyhoeddus yn dal yn ymrwymo i gynllunio cymunedol ystyrlon, gyda Chynllunio Lle bellach wedi’i ysgrifennu’n uniongyrchol i mewn i ddisgrifiadau swydd a dyletswyddau swyddogion gweithredol Cyngor Ynys Môn ynghyd ag ymrwymiad i sicrhau bod holl adrannau’r cyngor yn ymwybodol o’u cyfrifoldebau i gynnal y ffordd yma o weithio.

    Adeiladu partneriaethau effeithiol trwy gyfathrebu ac ymgysylltu rhagweithiol.

    Mae Cyngor Dinas Leeds yn adeiladu partneriaethau cryf gyda’r gymdeithas sifil trwy gyfathrebu ac ymgysylltu cyson a rhagweithiol. Wrth wraidd hyn mae Partneriaeth y Trydydd Sector, sef fforwm strategol sy’n dod ag uwch arweinwyr o’r Cyngor, y GIG, prifysgolion, yr Awdurdod Cyfunol, Trydydd Sector Leeds, a chynrychiolwyr eraill o’r gymdeithas sifil at ei gilydd. Mae’r llwyfan yma yn caniatáu deialog gynnar, agored ar faterion allweddol ledled y ddinas, i gefnogi sector cymdeithas sifil gwydn a ffyniannus sy’n parhau i gyflawni canlyniadau cadarnhaol i drigolion Leeds.

    Mae’r Bartneriaeth yn cyfarfod bob yn ail fis gydag agendâu sydd wedi’u cydgynhyrchu ac mae’n rhannu diweddariadau rheolaidd. Mae hyn yn cynnwys trosolwg blynyddol o sefyllfa ariannol y cyngor, y gyllideb arfaethedig, a’r risgiau allweddol. Mae’r mewnwelediadau hyn yn helpu i reoli disgwyliadau a llywio negeseuon y gymdeithas sifil. Hefyd, mae cyfarfodydd brecwast bob dwy flynedd yn dod ag arweinwyr y gymdeithas sifil a’r cyngor ynghyd i gysoni strategaethau lobïo a chodi’r effaith gymdeithasol i’r eithaf.

    Mae’r cyfleoedd ymgysylltu cyson yma wedi helpu i adeiladu ymddiriedaeth, ymgorffori safbwyntiau’r gymdeithas sifil wrth ddatblygu strategaethau, ac ategu cyfathrebu tryloyw, dwyffordd. Mae hefyd yn cryfhau cydweithio, gan helpu i sicrhau bod penderfyniadau’n cyd-fynd ag anghenion cymunedol.

  • MIL-OSI United Kingdom: Appeal launched for information on graffiti tag

    Canterbury City Council is appealing for information about the identity of this man who could hold vital information about the spraying of a graffiti tag in Canterbury that has also been seen in other locations across the district.

    The individual pictured below was seen on CCTV (above) in St Dunstan’s Street on 17 June this year.

    The tag has also been spotted in New Dover Road and St George’s Place in the city and at Whitstable Harbour (below), among many places.

    Such has been the prolific nature of this tagging on public facing walls, underpasses and street ‘furniture’ such as utility boxes, the council estimates it has spent around £2,000 of council taxpayers’ money cleaning off and covering up this one tag alone, through the work of its dedicated graffiti team.

    Investigations so far have not resulted in the council being able to identify the tagger, so a public appeal is now the only option to try and stop these activities from continuing.

    Cabinet member for enforcement, Cllr Connie Nolan, said: “There is no evidence the tagger has slowed their activities at all, which means our cleaning and removal costs will continue to rise and public areas will continue to be defaced unless we take proportionate action.

    “We know the vast majority of residents abhor graffiti tagging as it increases public anxiety, makes the place look unkempt and costs money to clean up, which could be spent on other vital frontline services.

    “Hopefully this appeal will result in information that allows us to stop this tag from appearing in the future.”

    The council also offers a £500 reward for information that leads to the formal sanction of an individual for committing these offences.

    Grob G109B (G-CHYB), aircraft pitched down from final approach and struck trees before coming to rest on the A419 near Aston Down Airfield, Gloucestershire, 27 August 2024

    The aircraft was on the late stage of final approach to Aston Down Airfield when it pitched down rapidly. The aircraft struck trees and then came to rest on the A419. Both those on board were injured and taken to hospital by the emergency services. The aircraft was severely damaged and the A419 was closed for several hours. The passenger, an experienced glider pilot, was flying the approach. The passenger’s gliding experience meant that they would normally fly the approach with their right hand on the control column and their left hand controlling the rate of descent using the airbrake handle. Flying the Grob 109 from the right seat, this control arrangement was reversed. When attempting to reduce the rate of descent, the passenger inadvertently pushed forward on the control column which caused a rapid increase in the rate of descent which could not be corrected before the aircraft struck the ground.

    AAIB Report: Guimbal Cabri G2, G-FICH

    Guimbal Cabri G2 (G-FICH), uncontrolled yaw resulting in ground contact, Leicester Airport, Leicestershire, 27 September 2024

    Accident site

    During a period of hovering at the end of an instructional flight, the helicopter began to yaw to the left. This yaw rapidly accelerated and G-FICH completed four rotations before striking the ground. Whilst the commander reported no injuries after the accident, he died seven days later from an unrelated medical condition.

    The helicopter examination did not reveal any technical faults that could have caused or contributed to the accident. Evidence from the manufacturer and operator demonstrated that applying and maintaining full opposite pedal will stop rotation in the situation encountered on the accident flight. It is likely that full pedal was not applied and/or not held long enough to effect a recovery.

    The helicopter was equipped with adjustable pedals on the right side but not on the left where the commander was sat. The manufacturer has taken safety action to install adjustable pedals in the left seat of all new models of the Cabri G2 as well as to add a pre-flight check of the travel of the fenestron.

    The Hong Kong Monetary Authority (HKMA), as representative of the Hong Kong Special Administrative Region Government (HKSAR Government), announced today (July 17) that a tender of 10-year HKD Institutional Government Bonds (Bonds) under the Infrastructure Bond Programme will be held on Wednesday, July 23, 2025, for settlement on Thursday, July 24, 2025.
     
    A total of HK$2.0 billion 10-year HKD Bonds will be tendered. The Bonds will mature on July 24, 2035 and will carry interest at the rate of 3.17 per cent per annum payable semi-annually in arrear.
     
    Tender is open only to Primary Dealers appointed under the Infrastructure Bond Programme. Anyone wishing to apply for the Bonds on offer can do so through any of the Primary Dealers on the latest published list, which can be obtained from the Hong Kong Government Bonds website at www.hkgb.gov.hk.     Unemployment and underemployment statistics for April – June 2025 
    Comparing April – June 2025 with March – May 2025, movements in the unemployment rate (not seasonally adjusted) in different industry sectors varied. Decreases were mainly seen in arts, entertainment and recreation sector; and professional and business services sector (excluding cleaning and similar activities) while increases were mainly seen in construction sector and food and beverage service activities sector. Movements in the underemployment rate in different industry sectors also varied, but the magnitudes were generally not large.
     
    Total employment decreased by around 7 400 from 3 664 700 in March – May 2025 to 3 657 300 in April – June 2025. Over the same period, the labour force also decreased by around 7 000 from 3 800 500 to 3 793 500.
     
    The number of unemployed persons (not seasonally adjusted) in April – June 2025 was 136 200, about the same as that in March – May 2025 (135 800). The number of underemployed persons decreased by around 1 000 from 53 600 in March – May 2025 to 52 600 in April – June 2025.
     
    Commentary
     
    The Secretary for Labour and Welfare, Mr Chris Sun, said, “While the unemployment and underemployment rates in April – June 2025 remained the same as those of the preceding three-month period, various industries in Hong Kong are undergoing transition and their respective unemployment rates have different trends.” Looking ahead, he said, “The trend of unemployment rate will hinge on the overall economic performance. The entry of fresh graduates and school leavers during the summer may impact the overall employment situation. Nevertheless, the continued expansion of the Hong Kong economy should provide support to the labour market.”

    The unemployment and underemployment statistics were compiled from the findings of the continuous General Household Survey.
     
    In the survey, the definitions used in measuring unemployment and underemployment follow closely those recommended by the International Labour Organization. The employed population covers all employers, self-employed persons, employees (including full-time, part-time, casual workers, etc.) and unpaid family workers. Unemployed persons by industry (or occupation) are classified according to their previous industry (or occupation).
     
    The survey for April – June 2025 covered a sample of some 26 000 households or 68 000 persons, selected in accordance with a scientifically designed sampling scheme to represent the population of Hong Kong. Labour force statistics compiled from this sample represented the situation in the moving three-month period of April to June 2025.
     
    Data on labour force characteristics were obtained from the survey by interviewing each member aged 15 or over in the sampled households.

    The Buildings Department approved 12 building plans in May – four on Hong Kong Island, four in Kowloon and four in the New Territories.

    Of the approved plans, seven were for apartment and apartment-commercial developments, two were for commercial developments, two were for factory and industrial developments, and one was for community services development.

    Consent was given for works to start on seven building projects, which, when completed, will provide 80,640 sq m of gross floor area for domestic and 34,679 sq m of gross floor area for non-domestic use.

    Additionally, the department received notification of commencement of superstructure works for 11 building projects.

    It also issued nine occupation permits – four on Hong Kong Island, three in Kowloon and two in the New Territories.

    The buildings certified for occupation comprise 22,041 sq m of gross floor area for domestic use, involving 330 units, and 35,352 sq m for non-domestic use.

    Meanwhile, the department received 3,481 reports about unauthorised building works in May and issued 985 removal orders.

    People living in Portsmouth are being asked to have their say on empty homes across the city. With an estimated 950 private homes currently standing vacant across the city, Portsmouth City Council is seeking input from the community on a draft strategy to shape its approach to bringing these houses back into use.

    There are many reasons why a home may lie vacant in the city, the owner may have left to move into sheltered housing, relatives may struggle to update a home so it is suitable to sell or rent, or the owners may be overseas or hard to contact.

    The empty homes consultation runs between Wednesday 16 July and Thursday 21 August 2025. The council will take all feedback received and use it to form the final strategy, that will be in place until 2030, subject to approval at the council’s housing and tackling homelessness decision meeting.

    The draft strategy explores ways to bring homes back into use as early as possible. This includes supporting property owners to rent or sell their empty homes and improving collaboration across council departments and external partners to identify empty homes more quickly. By working together, the council hopes to make dealing with empty properties a shared responsibility that will lead to more homes available for those who need them, such as those on the housing register.

    Residents and property owners are encouraged to take part by:

    • Completing the survey to share their views on the strategy
    • Reporting empty properties in their neighbourhood
    • Working with the council to bring their own empty properties back into use

    Cllr Darren Sanders, Cabinet Member for Housing and Tackling Homelessness: “Empty homes in the city can lead to issues such as overgrown gardens and homes looking rundown, which can have a negative impact on the neighbourhoods they are in. We understand that dealing with empty properties can be complex and, in some cases, emotionally challenging. That’s why this strategy aims to provide better support for owners and ensure a more joined-up approach across council departments.

    Improving services by measuring impact.

    Evaluation Support Scotland (ESS) is a Scottish charity, supporting civil society organisations, trustees and funders, to measure and demonstrate their impact through evaluation. The aim is to use impact data and evidence to inform future policy development; it was created after research found that many third sector organisations and funders (including public bodies) lacked the skills and resources to undertake evaluations and to use the insights to inform decisions.

    Tailored support and resources

    ESS receive core funding from the Scottish Government to deliver open workshops, tailored support, free online self-directed learning modules, and a wealth of online resources. They have also developed multiple guides for funders and organisations, including the five principles for good evaluation, that enables organisations to gain real-time insights, adjust their work and remain responsive to feedback from communities and citizens. They also partnered with the Scottish Government to develop Principles for Positive Partnership, to enhance the relationship between grant managers and grant holders, providing practical advice to strengthen both parties.

    Preventing homelessness

    In 2023, ESS was funded by the National Lottery Community Fund (TNLCF), in response to the Scottish Government’s homelessness action plan, to focus on preventing homelessness in Glasgow and Edinburgh. With ESS’s support, organisations were able to better highlight the impact of their work which helped inform the targeting of future activity.  This included those who are at risk of being homeless:

    • being able to access services that meet their needs, including mental health support and youth outreach services

    • having more access to more suitable accommodation for their needs

    • having more influence on the systems that they are affected by, through the inclusion of lived experiences within housing association policies

    Outcomes

    ESS’s work has supported TNLCF to make decisions about funding future projects, and ensured that future funding streams were informed about effective support and interventions that had a real world impact on the people they were designed to support.

    Civil Society Covenant: Barnsley Stronger Communities

    Improving local areas through co-production with communities.

    In 2013, Barnsley Council’s Stronger Communities programme shifted from traditional service delivery to a community partnership model. It actively involves communities and civil society organisations in designing, delivering, and reviewing services through devolved decision making. 

    To target resources in the most cost-effective way to meet local needs, the council increased community involvement, moving from “doing things for” to “working with” residents and community groups.

    Ward Alliances

    Barnsley Council established ‘Ward Alliances’, each with elected members and community representatives, a devolved budget and decision making powers. The ward alliances involved local residents and groups to inform local shared priorities and budget allocation. Their co-designed strategies across Barnsley have increased local buy-in and involvement. A Litter and Environmental Crime Plan for 2024 to 2030 was co-produced with community members and volunteers whose experiences informed the strategy, fostering shared ownership.

    Outcomes

    This shift to working with the local community has resulted in more communities engaging in local decision making, an increase in volunteer hours and in the number of local groups active in the area. The budget allocation powers within Ward Alliances have supported a range of local projects, and have empowered communities to come together, and feel united in a sense of pride in their area.  

    This community impact has contributed towards Barnsley Council’s national recognition, winning both the Local Government Chronicle’s Council of the Year title and the Municipal Journal Local Authority of the Year award in 2023, the only council to win both awards in the same year.

    The Government Outcomes Lab (GO Lab) is a research and policy centre at the Blavatnik School of Government, University of Oxford, established through a partnership with the UK Government. The mission of the GO Lab is to enable government to partner more effectively with the private and social sectors to improve people’s lives. The GO Lab offers a collaborative hub to enhance government learning from outcomes-based commissioning through world-class research, data curation and sharing, and responsive policy engagement.

    Data-led decision making

    Through initiatives such as INDIGO (International Network for Data on Impact and Government Outcomes) GO Lab’s work illustrates how data-led decision making can support effective working relationships across sectors. INDIGO is a global data collaborative that openly and transparently shares data about outcomes-focused partnerships. The INDIGO initiative includes the maintenance of a community of practitioners, a system for sharing data and open-access datasets designed to serve as public goods, such as a comprehensive dataset on social outcomes partnerships, and outcomes achieved by the Life Chances Fund projects.

    Key learnings

    Open data sharing between civil society and public bodies creates a shared evidence base and improves mutual understanding, while empowering civil society and other stakeholders to better understand and engage with government initiatives.

    Civil Society Covenant: London Borough of Camden

    Providing unrestricted and long term funding.

    Since 2015, London Borough of Camden has operated a long term support scheme for the voluntary sector, including offering seven year grants through the Community Partner Fund. This approach aims to increase stability, enable strategic planning, and reduce the bureaucracy connected to frequent grant applications.

    The council launched a seven year Community Partner Fund programme (2024 to 2031), providing core grants to local civil society organisations delivering significant social change. 38 organisations received grants ranging from £10,000 to £100,000 annually, part of a larger £4 million yearly investment. The multi-year funding has significantly strengthened relationships, fostering a collaborative environment focused on shared community goals. Funding flexibility enabled organisations to leverage other funding and adapt to evolving needs.

    In designing this programme, the council was led by the Institute for Voluntary Action (IVAR) open and trusting grant-making principles, and became one of the first public agencies to sign up to this initiative encouraging best practice in grant funding. Drawing on learning from previous funding programmes and responding to changing external needs in communities and grassroots organisations, Camden continues to develop a diverse funding ecosystem to support more organisations at varying stages of development.

    Key learnings

    This approach has encouraged greater cooperation, mutual support, and collaborative working, shifting relationships from transactional to strategic, and empowering organisations to achieve lasting community impact.

    Flexible commissioning for impactful early action.

    AllChild is a charity created to harness community resources to work with schools, local authorities, philanthropists, government and the voluntary and community sector to improve life chances for the 20% of children most at risk of poor outcomes. The programme is an intensive two year package of support tailored to each child’s unique strengths, needs and aspirations.

    Funding model

    In terms of its funding model, AllChild is supported by outcomes-based commissioning, which sees social investors such as Better Society Capital channel money through fund managers to provide working capital for the organisation. The commissioner, in this case local government, only pays out once target outcomes are achieved, such as improved wellbeing for children. This funding model reduces the financial risk on public bodies, thereby encouraging investment in innovative and flexible programmes. 

    Outcomes

    Outcomes-based contracts provide flexibility and sustainability for social sector organisations, enabling them to create partnerships with stakeholders including the local public sector, philanthropists and investors, while delivering tailored, impactful services.

    Civil Society Covenant: Belfast City Council

    Belfast 2024’s Creative Citizens programme.

    In 2020 Belfast City Council published a co-designed 10 year cultural strategy, A City Imagining, to develop “a people-focused approach to cultural development by facilitating citizen, community and creative, cultural and heritage sector participation”. In the strategy were plans for a culture event, Belfast 2024 – a year-long “accelerator” project designed to implement the values of the strategy, directly engage communities within the strategy, and galvanise momentum for creativity as a force for city and regional development. 

    Participatory budgeting

    Central to Belfast 2024 was the Creative Citizens programme, an extensive and ongoing public engagement to not only co-design the year long programme, themes and activities, but to really empower citizens and communities. Through a participatory budgeting approach called The Bank of Ideas, citizens directly decided on the allocation of a budget, proposing and collectively choosing creative projects for the city. As well as handing over decision-making power, the aim of the scheme was to reduce barriers to accessing funding so that a greater range of citizens, community groups and other organisations could participate. 

    Projects supporting citizens

    At the first iteration of the scheme in 2024, 93 ideas were presented to the public at a voting day in City Hall, with over 2000 voters deciding what to take forward. As a result, 28 projects organised by community groups, voluntary organisations and small creative practices took place in communities and neighbourhoods right across Belfast. 

    Projects included a diversity carnival, a touring library, a multi-sensory interactive theatre for children with disability, and biodiversity projects that used creativity as a tool for community education. These projects supported citizens and marginalised groups to become more connected to local communities. 

    Outcomes

    The approach taken by the city, creating the conditions for active participation in society through listening, responding and empowering local communities, has been recognised locally and internationally; winning the NILocal Government Awards Engaging Community Award in 2025 and recognised by United Cities Local Governments international jury as best practice of the UN Agenda 21 for Culture.

    O’r diwrnod cyntaf yn y swydd, mae’r Llywodraeth wedi nodi ei hymrwymiad i greu swyddi sy’n rhoi diogelwch, yn trin gweithwyr yn deg, ac yn talu cyflog dechau. I helpu i gyflawni hyn, ymrwymodd y Llywodraeth i barhau i weithio’n agos mewn partneriaeth â busnes ac undebau llafur a hynny ar lefel y gweinidogion a’r swyddogion. Mae’r gwaith teirochrog yma wedi’i ymgorffori yn y gwaith o gyflawni’r Cynllun i Wneud i Waith Dalu ac fel rhan o ddatblygiad Bil Hawliau Cyflogaeth nodedig y Llywodraeth.

    Mae’r ffordd yma o weithio wedi cynnwys nifer o sesiynau ymgysylltu i glywed barn onest ac amrywiol o amryw o safbwyntiau a chefndiroedd. Mae’r ddirnadaeth a’r adborth arbenigol a manwl a gafwyd o’r gwaith teirochrog wedi bod yn amhrisiadwy wrth bennu’r manylion cywir ar draws y Cynllun i Wneud i Waith Dalu a’r Bil Hawliau Cyflogaeth.     Mae’r dull cydweithredol yma wedi sicrhau bod datblygu’r Cynllun i Wneud i Waith Dalu a’r Bil Hawliau Cyflogaeth wedi elwa o arbenigedd a safbwyntiau ymarferol cynrychiolwyr cyflogwyr a chyflogeion. Mae Gweinidogion a Chyfarwyddiaeth Hawliau Cyflogaeth y DBT wedi ymgysylltu â mwy na 190 o randdeiliaid; gan sicrhau bod y Llywodraeth yn ymgysylltu’n eang ac yn ddwfn. Bydd y polisïau sy’n deillio o hynny yn rhoi’r uwchraddiad mwyaf mewn hawliau gweithwyr mewn cenhedlaeth.

    Gan fod Cynllun Preswylio’n Sefydlog yr UE wedi’i ddylunio ar sail digidol yn gyntaf, roedd yn creu heriau i ddinasyddion o’r UE sy’n agored i niwed yn y Deyrnas Unedig, gan gynnwys y rhai sy’n wynebu rhwystrau iaith, allgáu digidol, problemau iechyd meddwl a digartrefedd. Roedd y materion hyn yn rhwystro pobl rhag gwneud cais am statws sefydlog a sicrhau statws sefydlog yn y Deyrnas Unedig. Er bod llawer o sefydliadau’r gymdeithas sifil (CSOs) mewn sefyllfa unigryw i gyrraedd a chefnogi’r unigolion hyn, doedd ganddyn nhw mo’r data cywir i weithio arno.

    Mewn ymateb, lansiodd y llywodraeth raglen grant ar gyfer CSOs i wella’r broses o gasglu, a rhannu data ac i wella’i dryloywder. Roedd hyn yn caniatáu gwell dulliau rhannu data rhwng y llywodraeth a derbynwyr y grantiau ar gyfer asesiadau uniongyrchol, gan sefydlu safonau tryloywder, a chynnig cefnogaeth i sefydliadau llai ym maes cydymffurfio â rheolaeth data. Roedd y data a gasglwyd oddi wrth y gymdeithas sifil yn llywio newidiadau mewn polisi ac allgymorth, gan wella’r ddealltwriaeth o anghenion a chaniatáu atebion cydweithredol, wedi’u seilio ar dystiolaeth.

    Dyrannwyd dros £32.5 miliwn yn llwyddiannus i fwy na 70 o sefydliadau’r gymdeithas sifil, gan eu galluogi i roi cymorth hanfodol i fwy na 500,000 o ddinasyddion bregus na fydden nhw wedi gwneud cais i’r cynllun fel arall. Helpodd y fenter hanfodol yma unigolion i ddeall y cynllun, llenwi ceisiadau, a chael mynediad at wasanaethau cyfreithiol neu wasanaethau cyfieithu.

    Helpodd y grantiau hefyd bedwar sefydliad cenedlaethol (un yr un yng Nghymru, Lloegr, yr Alban a Gogledd Iwerddon) a nifer o sefydliadau rhanbarthol, gan sicrhau mynediad at wasanaethau ledled y Deyrnas Unedig. Un enghraifft yw Citizens Advice Scotland, gyda 1,000 o gynghorwyr mewn 200 o leoliadau allgymorth yn rhoi cyngor ar Gynllun Preswylio’n Sefydlog yr UE (EUSS), gan gynnwys budd-daliadau, tai, a chymorth ynglŷn â dyledion, gan wella lles cymunedol.

    Cyfamod y Gymdeithas Sifil: Bwrdeistref Camden Llundain

    Cyllid digyfyngiad a hirdymor.

    Ers 2015, mae Bwrdeistref Camden yn Llundain yn gweithredu cynllun cymorth hirdymor i’r sector gwirfoddol, gan gynnwys cynnig grantiau saith mlynedd drwy’r Gronfa Partneriaid Cymunedol. Nod y dull hwn yw cynyddu sefydlogrwydd, caniatáu cynllunio strategol, a lleihau’r fiwrocratiaeth sy’n gysylltiedig â cheisiadau grant niferus.

    Lansiodd y Cyngor raglen Cronfa Partneriaid Cymunedol saith mlynedd (2024 i 2031), gan ddarparu grantiau craidd i sefydliadau’r gymdeithas sifil leol sy’n cyflawni newid cymdeithasol arwyddocaol. Cafodd 38 o sefydliadau grantiau yn amrywio o £10,000 i £100,000 y flwyddyn, sef rhan o fuddsoddiad blynyddol ehangach o £4 miliwn. Mae’r cyllid aml-flwyddyn wedi cryfhau perthnasoedd yn sylweddol, gan feithrin amgylchedd cydweithredol sy’n canolbwyntio ar nodau cymunedol cyffredin. Roedd hyblygrwydd y cyllid yn fodd i sefydliadau drosoli cyllid arall ac addasu at anghenion sy’n esblygu. Wrth ddylunio’r rhaglen, cafodd y Cyngor eu harwain gan egwyddorion Grantiau Agored ac Ymddiriedus y Sefydliad Gweithredu Gwirfoddol (IVAR), a daeth yn un o’r asiantaethau cyhoeddus cyntaf i ymuno â’r fenter yma sy’n hybu’r arferion gorau mewn cyllid grantiau. Gan dynnu ar y gwersi a ddysgwyd o raglenni cyllido blaenorol a thrwy ymateb i newidiadau yn anghenion allanol cymunedau a sefydliadau ar lawr gwlad, mae Camden yn dal i ddatblygu ecosystem gyllido amrywiol i gefnogi mwy o sefydliadau ar wahanol gyfnodau datblygu.

    Increasing trust with civil society and communities during and after COVID.

    During response to the COVID-19 pandemic, the Greater London Authority (GLA) worked collaboratively with London’s civil society, hosting online roundtables, public health briefings, and Big Conversation events. Working with health partners, these forums played a vital role in supporting testing and vaccine uptake, building trust, and sharing accurate and culturally competent information. 

    London Legacy Health Equity Partnership

    Following the pandemic, there was a determination to take the learnings from this collaboration, further embedding these approaches within vaccine programmes and work tackling health inequalities. This happened predominantly through the London Legacy Health Equity Partnership. During this time, there was a continuation of co-convened public health, GLA and NHS information briefings, covering issues like winter preparedness and mental health. 

    London Communities Emergencies Partnership

    The GLA has further strengthened relationships with community and faith partners within their approach to resilience, including through co-producing the London Communities Emergencies Partnership (LCEP), a civil society-led approach to coordinating emergency preparedness and response. LCEP sits on the London Resilience Forum, alongside emergency services and other public agencies, bringing the value of community voice and insight into London’s emergency response. This has helped build trust between agencies and collaboration with civil society in response to incidents. 

    Key learnings

    Working collaboratively with civil society before, during and after emergencies can strengthen resilience and, in the case of the pandemic, improve health outcomes like vaccine uptake.  Community-led models can increase trust in public services, and ensure government’s messaging and approach is culturally competent. Furthermore, through recognising the value of civil society organisations in its reach into local communities, the GLA has been able to effectively work with the sector to tackle shared challenges.

    Civil Society Covenant: Greater Manchester (GM) VCFSE Accord

    Recognising the potential of civil society to address inequalities in the city-region.

    The Greater Manchester (GM) VCFSE (Voluntary, Community, Faith and Social Enterprise) Accord was signed in November 2017 as a collaboration agreement between public bodies and civil society.

    The Accord was established by the Greater Manchester Combined Authority and the Greater Manchester Health and Social Care Partnership with a group of GM-based civil society leaders to build a relationship that would recognise and unlock the full potential of civil society to address inequalities in the city-region for the public’s benefit. 

    A spotlight on civil society

    The Accord has helped raise the profile of civil society organisations with local public sector leaders and put a spotlight on the value and expertise that they can bring. One resulting partnership is the Greater Manchester Violence Reduction Unit (GMVRU) between government, police, health, education, youth justice services, local authorities, other statutory agencies and civil society. The GMVRU is committed to taking a community-led approach in its efforts to prevent violence. This approach acknowledges the value and strength of civil society organisations in working closely with communities, to understand their needs, challenges and strengths in relation to violence prevention. It also places decision-making in the hands of communities, including setting priorities and agreeing funding for projects and interventions aimed at engaging children, young people and families.

    StreetDoctors

    VRU Initiatives have included a civil society led StreetDoctors programme which delivers training sessions for young people to act in a medical emergency. This resulted in 95% of young people knowing what to do if someone is bleeding or unconscious, and 85% being willing to act in a medical emergency.

    Enhancing the Accord’s visibility

    An Interim Report suggests enhancing the Accord’s visibility and embedding its principles across public sector organisations. This will enhance recognition of civil society’s value across GM, thereby supporting increased involvement of VCSEs and increasing citizens’ voices in GM wide work.

    Civil Society Covenant: Transforming the NHS

    Collaboration shaping people’s health for the future.

    Through open dialogue and partnerships with civil society, the UK government’s Health Mission is building a National Health Service (NHS) in England fit for the future.

    The Department of Health and Social Care put in place a comprehensive engagement strategy to inform the development of the 10 Year Health Plan, which translates the thousands of insights gathered into a clear plan of action. Civil society can play a vital role in supporting the three fundamental shifts: from hospital to community, analogue to digital and treatment to prevention.

    The 10 Year Health Plan includes an explicit goal to make the NHS the best possible partner and the world’s most collaborative public healthcare provider. Bottom-up and grass roots innovation is how we’ll maximise progress. Alongside setting strategy, the Plan will have an explicit goal to harness partnerships with investors, industry, local government, employers, SMEs, voluntary organisations and trade unions. Deepening the relationship with civil society partners will help deliver the 10 Year Health Plan’s aims, including by fostering a ‘neighbourhood health service’ model.

    The ambition is to use a plurality of providers – from within the NHS, the voluntary sector, the independent sector and social enterprise. Where there is such rapid innovation taking place today in how services can be transformed through advances in science and technology, the government wants to broaden the eco-system of providers. For example, there is enormous potential for a wide range of providers to offer real value in the Neighbourhood Health Service. Our aim is to establish a neighbourhood health centre in every community, a one-stop-shop for patient care and the place from which multi-disciplinary teams operate. Neighbourhood health centres will co-locate NHS, local authority and voluntary sector services, to help create an offer that meets population needs holistically.
