    WASHINGTON—Today, Idaho Congressman Mike Simpson issued the following statement regarding his vote of support for H.R.1, the One Big Beautiful Bill Act, a legislative vehicle for advancing President Trump’s full policy agenda.
    “The One Big Beautiful Bill is the America-First policy agenda that Idahoans and Americans nationwide voted for in November,” said Rep. Simpson. “Republicans came together and passed historic tax relief for working-class Americans, including much-deserved relief for Idaho farmers and small businesses. We are also delivering historic investments in border security and restoring domestic energy dominance. I am especially pleased that the out-of-touch provision to sell off public lands was withdrawn before returning to the House. Land selloffs are not part of the Trump agenda, and I was proud to fight for that in the House. As we take time this week to celebrate our great country, Americans nationwide can take comfort in knowing that the One Big Beautiful Bill will create a safer and stronger America.”
    The measure passed with a vote of 218-214. This legislation now heads to President Trump’s desk for his signature.

  • MIL-OSI USA: Attorney General James Announces Convictions and Sentencings of Members of Massive Retail Theft Ring

    EW YORK – New York Attorney General Letitia James today announced the convictions and sentencings of members of a massive retail theft operation in New York City, including its ringleader Roni Rubinov, who stole and resold millions of dollars in goods from 2017 to 2022. An investigation by the Office of the Attorney General’s (OAG) Organized Crime Task Force (OCTF) and the New York City Police Department’s (NYPD) Grand Larceny Division recovered more than $3.8 million in stolen goods from Rubinov, along with more than 550 stolen gift and cash cards and over $300,000 in cash. Rubinov was convicted of Enterprise Corruption and sentenced to two and a half to seven and a half years in state prison. He forfeited approximately $2.1 million and must pay additional restitution of over $3.1 million. 35 other members of the crime ring have also been convicted.

    “This crime ring organized bands of shoplifters to rob stores throughout our city, putting both businesses and everyday New Yorkers in danger,” said Attorney General James. “Roni Rubinov and his associates ran a massive scheme to steal millions of dollars of goods and resell them online for big profits, but our investigation has brought them to justice. I thank the NYPD and all our law enforcement partners for their hard work to keep our communities safe.

    “This was a large-scale, organized theft operation that deeply affected New York City businesses and residents, especially those still struggling to recover from the pandemic,” said NYPD Commissioner Jessica S. Tisch. “These convictions and sentences underscore the NYPD’s commitment to holding accountable any network that exploits vulnerable communities for profit. I thank the NYPD investigators, HSI, and the Attorney General’s Office for their partnership in helping secure justice in this most important case.”

    A multiyear investigation led by OCTF and NYPD found that Rubinov and his accomplices, Yuriy Khodzhandiyev and Rafik Israilov, directed thieves to steal merchandise and gift cards from New York City retailers. The thieves brought the stolen goods to Rubinov’s New Liberty Loans Pawn Shop, located at 67 W 47th Street, and to Romanov Gold Buyers, Inc., located at 71 W 47th Street. Rubinov’s employees, Akasya Yasaroglu, Lyudmila Yushuvayev, Zamira Shaganova, Erica Zambrano, and Ramdass Ramkissoon, then purchased the stolen goods at steep discounts and resold them for profit on an eBay store called Treasure-Deals-USA.

    Once the stolen property was purchased by Rubinov or his employees, it was stored at one of the locations in midtown Manhattan. It was then regularly transported by Fathi Negadi to Rubinov’s residence and Rubinov’s stash house, both located in Fresh Meadows, Queens. Other members of the crime ring inventoried and organized the stolen property at the stash locations in Queens and then posted the items for sale on Romanov’s eBay store. Once the posted items were purchased, they were transported back to 71 W 47th Street to be packaged and shipped.

    Additionally, OCTF and NYPD uncovered that Rubinov procured New York City Electronic Benefits Transfer (EBT) cards and benefits from boosters in exchange for cash. Rubinov directed Khodzhandiyev, Yasaroglu, and Shaganova to verify whether the boosters’ personal EBT cards or accounts had active balances and to subsequently purchase the EBT cards from the boosters in exchange for cash. Rubinov then used these EBT cards to purchase groceries for his family.

    The investigation also found that Rubinov reinvested almost 60 percent of his eBay gross proceeds into the enterprise. Specifically, Rubinov and his employees reinvested funds for various illicit business expenses, such as cash withdrawals which paid boosters for stolen property, payments made to Rubinov’s employees, and marketing campaigns. These types of payments and expenses were the foundation of Rubinov’s enterprise, which enabled him to continue to purchase and resell stolen property, and which perpetuated the flow of illicit proceeds into Rubinov’s PayPal and bank accounts.

    Rubinov was convicted of Enterprise Corruption and sentenced to two and a half to seven and a half years in state prison. He has forfeited approximately $2.1 million and must pay additional restitution of over $3.1 million. Additional defendants who have been convicted are:

    • Yuriy Khodzhandiyev, 39, of Queens County was convicted of Attempted Enterprise Corruption and sentenced to three years of probation.
       
    •  Rafik Israilov, 56, of Queens County was convicted of Attempted Enterprise Corruption and sentenced to five years of probation.
       
    • Akasya Yasaroglu, 26, of New York County was convicted of Attempted Scheme to Defraud in the First Degree. Her sentence is pending.
       
    •  Lyudmila Yushuvayev, 46, of Queens County was convicted of Attempted Scheme to Defraud in the First Degree and received a conditional discharge.
       
    • Erica Zambrano, 43, of New York County was convicted of Money Laundering in the Fourth Degree and sentenced to three years of probation.
       
    • Ramdass Ramkissoon, 64, of Queens County was convicted of Criminal Possession of Stolen Property in the Fourth Degree and sentenced to six months in jail and five years of probation.
       
    • Zamira Shaganova, 33, of Kings County was sentenced to Criminal Possession of Stolen Property in the Fifth Degree and received a conditional discharge.
       
    • Ana Balaceanu, 40, of Queens County, was convicted of Money Laundering in the Fourth Degree and sentenced to three years of probation.
       
    • Charles Harman, 58, of Erie County was convicted of Conspiracy in the Fifth Degree and received a conditional discharge.
       
    • Patrice Collins, 67, of New York County was convicted of Scheme to Defraud in the First Degree and sentenced to three years of probation.
       
    • Jerard Iamunno, 39, of New York County was convicted of Criminal Possession of Stolen Property in the First Degree. His sentence is pending.
       
    • Lance Fair, 31, of New York County was convicted of Criminal Possession of Stolen Property in the First Degree and sentenced to one to three years in prison.
       
    • Cayla Roman, 23, of New York County was convicted of Attempted Scheme to Defraud in the first degree and received a conditional discharge.
       
    • Kathleen Ragusa, 42, of New York County was convicted of Criminal Possession of Stolen Property in the Second Degree and sentenced to three years of probation.
       
    • Gregory Roosa, 49, of New York County was convicted of Criminal Possession of Stolen Property in the Second Degree and sentenced to one to three years of state prison.
       
    •  Jordan Cavaliero, 39, of New York County was convicted of Criminal Possession of Stolen Property in the First Degree and sentenced to one to three years of state prison.
       
    •  Thomas Nicholas, 33, of New York County was convicted of Criminal Possession of Stolen Property in the First Degree and sentenced to one to three years of state prison.
       
    • Eveylon Ferguson, 33, of New York County was convicted of Criminal Possession of Stolen Property in the First Degree and received a sentence of time served.
       
    • Kevin Ruthenbeck, 35, of New York County was convicted of Criminal Possession of Stolen Property in the First Degree and sentenced to one to three years of state prison.
       
    • Justin Pepchinski, 43, of New York County was convicted of Scheme to Defraud in the First Degree and sentenced to one year in jail.
       
    •  Daniel Weber, 36, of New York County was convicted of Criminal Possession of Stolen Property in the Fifth Degree and sentenced to one year of probation.
       
    • Patrick Casey, 41, of New York County was convicted of Scheme to Defraud in the First Degree and sentenced to one and a third to four years of state prison.
       
    •  Shawn Herald, 40, of New York County was convicted of Criminal Possession of Stolen Property in the Fourth Degree and sentenced to three years of probation.
       
    •  James Bilis, 32, of Hudson County, New Jersey was convicted of Criminal Possession of Stolen Property in the Second Degree and sentenced to one to three years of state prison.
       
    • Samantha Cotroneo, 30, of Hudson County, New Jersey was convicted of Criminal Possession of Stolen Property in the Fourth Degree and sentenced to three years of probation.
       
    • Herman Ellis, 48, of New York County was convicted of Scheme to Defraud in the First Degree and sentenced to one and a half to three years of state prison.
       
    • Chris Plamondon, 31, of New York County was convicted of Criminal Possession of Stolen Property in the Fourth Degree and sentenced to one year in jail.
       
    • Joshua Dvorin, 33, of New York County was convicted of Criminal Possession of Stolen Property in the Fourth Degree and sentenced to one year in jail.
       
    • Reagan Callihan, 41, of New York County was convicted of Scheme to Defraud in the First Degree and sentenced to one year in jail.
       
    • Sharif Warner, 45, of Kings County was convicted of Criminal Possession of Stolen Property in the First Degree and sentenced to one to three years of state prison.
       
    • Chase Bunt, 33, of Ulster County was convicted of Scheme to Defraud in the First Degree and sentenced to one year in jail.
       
    • Michael Morris, 26, of Kings County was convicted of Criminal Possession of Stolen Property in the Fourth Degree and sentenced to three years of probation.
       
    • Jabari Smith, 31, Kings County was convicted of Criminal Possession of Stolen Property in the Fifth Degree and received a conditional discharge.
       
    • Alonzo Roberts, 30, of Kings County was convicted of Scheme to Defraud in the First Degree and sentenced to three years of probation.
       
    • Jacqueline Alessi, 34, of Suffolk County was convicted of Welfare Fraud in the Fourth Degree and sentenced to three years of probation and paid $3,053.93 of restitution.

    s summer break begins for millions of school-aged children across New York State, Governor Kathy Hochul today urged parents, guardians and caregivers to take steps to educate themselves on how to keep children safe online. Today’s children and teens are more digitally immersed than ever before. This is a generation that has grown up with continuous access to technology. While technology offers significant benefits with increased productivity and better access to information, there can also be a dark side. The dark side of technology introduces the potential for technology addiction, social isolation, cyberbullying, and exposure to inappropriate content. That’s why it’s important for parents to have the resources to safeguard their children’s online activities in this digital age.

    “Summer is officially here, and we want New York families to make the most of it — not get lost in endless scrolling,” Governor Hochul said. “I’m urging parents to have real conversations with their kids about the risks of excessive screen time, and to help them recognize when it’s time to put the devices down, get outside and build memories with friends and family.”

    Secretary of State Walter T. Mosley said, “Now that summer break is here, many kids are going to have more time on their hands, but it’s also important to make sure their time off from school isn’t consumed by the digital world. I encourage parents and guardians to use these tips from the Division of Consumer Protection as a helpful guide to start conversations about online safety and to recognize when it’s time to get offline and get outside!”

    To help combat the negative effects of social media on children, Governor Hochul recently launched the “Get Offline, Get Outside” campaign. The campaign encourages New York’s kids and families to unplug – put down their phones and computers, take a break from social media, enjoy recreation and outdoor social gatherings, and put their mental and physical health first.

    The campaign builds on the governor’s efforts to promote healthy living among young people and families, and protect kids online. Last year, the Governor signed first-in-the-nation legislation to protect kids from addictive social media feeds and shield their personal data from online platforms.

    As technology advances, unchecked AI-enabled technology is creating new risks, from AI chatbots that simulate personal relationships to deepfake apps that produce explicit images of minors. This year, Governor Hochul established first-in-the-nation safeguards for AI companions — chatbots designed to simulate human relationships with users, like being an AI friend or romantic partner. AI companion operators in New York will now be required to implement a safety protocol if a user talks about self harm, like referring users to a crisis hotline, and interrupt users engaging for sustained periods with these systems. To address the horrifying rise of AI-enabled “undressing” applications and websites, Governor Hochul also secured an update to State penal law to treat AI-generated child sexual abuse material as what it is child pornography.

    The following tips will help parents protect and support their children while online:

    HAVE OPEN CONVERSATIONS

    Create a safe space for kids and teens to talk about what they see online or in social media: Talk early and often about the content and information they may come across online. Share examples and discuss potential digital dilemmas they routinely face in their connected lives. Teach your children to think critically about online content and challenges.

    Encourage questions: Create an environment where they feel comfortable asking questions without fear of judgement. Ask questions that reflect examples and situations they may encounter online. For example:

    • What do they think about viral challenges?
    • How do they decide whether something is real or fake online?
    • How do they decide whether something is wise or foolish?

    To spark conversations with your children, check out Common Sense Media’s Family Tech Planners which offer age-appropriate questions to discuss with your children.

    Encourage conversations related to online behavior and the impact on their reputation and future: Teens may post content that can damage their online reputation or future opportunities. Talk to your children about the importance of protecting their digital footprint, being mindful of their online activities and maintaining a positive online reputation. It is virtually impossible to totally remove content once it is uploaded to the internet, so it’s crucial to understand the risks. Social platforms track data, followers judge what’s posted, and any content shared online can be copied, shared or misused. Even if it’s intended to be private, any photo, post or comment could be seen by a future employer or during a digital background check. Emphasize the importance of thinking carefully before posting and the permanence of what is put online.

    Encourage conversations related to navigating social media pressures: Teens may get exposure to harmful and inappropriate content including unrealistic body standards, unfair comparisons and cyberbullying and feel the need to present a perfect image online. Focusing on building your children’s self-esteem and confidence offline can help them navigate the pressures of social media.

    Warn your children about the realities of social media and the dangers of social media “challenges”: Talk to them about the various types of challenges they may encounter online including dangerous stunts, harmful behaviors and embarrassing tasks.

    Talk to your children about the dangers they may encounter online: The FBI has reported an increase in the number of cases involving children and teens being threatened and coerced to send explicit images online. To thwart sextortion scams, talk to your children and teens about online safety and the risks of online luring. A common entry point to many sextortion incidents is through social media apps like Instagram or Snapchat, so remind them that pictures or videos can be saved by others and used later for blackmailing.     SET SAFE AND HEALTHY ONLINE LIMITS:

    Set parental guidance: Keep an eye on your child’s online activities, set age-appropriate boundaries and create rules.

    Activate parental controls: Parental controls can be used to manage screen time, block inappropriate content, prevent accidental spending and keep strangers away. Use parental control software or apps to limit access to certain websites or content. To learn how to activate parental controls, check out Internet Matter’s How-To-Guides.

    Check Privacy Settings: Familiarize yourself with your children’s devices’ privacy settings on all their online platforms and consider limiting who has access to their personal information, contact lists and location. Ensure that privacy settings are appropriate for their age and that they understand how to protect their personal information.

    PROMOTE DIGITAL LITERACY AND SAFETY:

    Beware of scams and identity theft: It’s crucial that children are aware of scams and identity theft, as these can have serious personal consequences. Talk to your children about being cautious of unsolicited communications: don’t click on links or open attachments from unknown senders. Scammers and predators routinely target children with unsolicited messages and friend requests.

    Stay Updated: As new digital technologies are introduced, they present an ever-evolving set of online data protection and privacy challenges.     “Today’s Congressional action is a dramatic swing in federal policy, disrupting the good faith investments of American companies that are powering our economy and creating hundreds of thousands of jobs. The legislation restricts energy production, raises prices for American businesses and families, and challenges the reliability of our existing electric grid.

    FACTS ABOUT CLEAN ENERGY
    The country needs more electricity to power innovation and economic growth.

     U.S. electricity demand will surge by 35-50% between 2024 and 2040. And the current data center pipeline in the U.S. demands upwards of 100 GW of new power.

    Clean energy is a significant and growing part of our energy supply. 

    Utility-scale clean power capacity exceeds 320 GW nationwide — enough to power nearly 80 million American homes.

    Wind and solar alone account for approximately 16% of U.S. electricity generation.

    Last year, the industry invested $80 billion to deploy 49 GW, representing 93% of electricity capacity brought online.

    Looking forward, 95% of projects in line to connect to the grid are wind, solar, and storage. With more than 2,000 GW queued up, there is more than enough to meet the country’s needs.

    These resources support the U.S. economy beyond critical power supply. 

    The industry supports 1.4 million American jobs — 460,000 directly and nearly a million more in supply chains and supporting industries.

    200 existing manufacturing facilities are actively building primary clean power components in local communities across 38 states to supply the booming demand for new energy in America.

    The clean power manufacturing sector currently contributes $18 billion to U.S. GDP annually, spurs $33 billion in domestic spending annually, and supports 122,000 American jobs across the country.

    The Eritrean community in Sweden organized a program in Stockholm aimed at transferring the experiences of successful Eritrean youth.

    The program, conducted by the Eritrean community in Husby-Kista-Akalla under the theme “From Asmara to Husby,” sought to showcase the efforts and achievements of Eritrean youth in education, nationalism, and the preservation of their culture and identity.

    Mr. Yonas Tesfay noted that, thanks to the relentless efforts of the Eritrean communities, many youths have succeeded in various professions—including research, medicine, engineering, computer technology, banking, sports, politics, and the arts. He added that efforts will continue to expand similar initiatives to all Eritrean communities.

    During the event, several professionals shared their experiences, including Dr. Haben Mogos: Ms. Sabela Temesgen, innovation and investment expert; Ms. Simona Abraham, television production expert; Mr. Simon Mateos, artist; Mr. Paulos Yohannes, athlete; Mr. Tedros Goitom, film editing expert; and Mr. Dejen Meles.

    Founding members of the Husby-Kista-Akalla community, Mr. Gebrehiwet Abraham and Priest Ezra Gebremedhin also provided briefings on the establishment of the community, the stages it has passed through, and the benefits of communal gatherings in fostering nationalism.

    Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita, and the Minister of Foreign Affairs of the Republic of Guatemala, Mr. Carlos Ramiro Martínez Alvarado hailed the outstanding Morocco–Guatemala relations, which are marked by a very positive dynamic, on Thursday in Rabat.

    At the end of their meeting, the two ministers highlighted the excellent ties of friendship and solidarity uniting the two nations and agreed on the need to continue these exchanges and to take stock of bilateral relations to bolster them.

    They also underscored that international law is fundamentally based on respect for territorial integrity, state sovereignty, and the fulfillment of obligations under treaties and other sources of international law.

    Furthermore, the two ministers exchanged views on regional and international issues, particularly the situation in Africa, Latin America, and the Middle East.

    They also expressed their shared willingness to continue strengthening the bilateral legal framework to address areas of common interest for cooperation.

    To this end, Ministers Mr. Bourita and Alvarado welcomed the signing of the Morocco–Guatemala Cooperation Roadmap for 2025–2027, as well as a Memorandum of Understanding in academic and diplomatic cooperation between the Moroccan Institute for Training, Research, and Diplomatic Studies and the Diplomatic Academy of Guatemala.

    They also emphasized that multilateral cooperation remains essential to intensify efforts in areas of shared interest such as trade, food security, sustainable development—including access to energy, water and food, fuels and fertilizers—as well as climate change mitigation and adaptation, education, health, pandemic prevention and response, and the fight against terrorism and transnational crime, which are sources of insecurity and corruption.

    The ministers also discussed the importance of implementing the SDGs in an integrated and holistic manner, particularly with the goal of eradicating poverty and combating climate change, while promoting sustainable land use and water management.

    Concerning migration, which both countries face, Morocco and Guatemala commended the efforts made in this area, particularly within the framework of the Marrakech Pact, the Rabat Process, and the Los Angeles Declaration, reiterating their shared commitment to dynamic mobility that enables a safe, smooth, and orderly movement of people.

    On the economic front, both countries highlighted the importance of launching projects aimed at decarbonizing the economy, which offers great potential for investors, especially in the field of renewable energy.

  • MIL-OSI Africa: Guatemala Considers Autonomy Initiative as ‘Only Serious, Credible and Realistic Basis’ for Resolving Moroccan Sahara Regional Dispute

    The Republic of Guatemala affirmed on Thursday that the autonomy initiative put forward by Morocco in 2007 is “the only serious, credible and realistic basis to move towards a lasting agreement for a definitive settlement of this artificial conflict, in full respect of the Kingdom’s territorial integrity and its national sovereignty.”

    This position was conveyed by Guatemala’s Minister of Foreign Affairs, Carlos Ramiro Martinez Alvarado, during a press briefing following his meeting in Rabat with the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita.

    The Guatemalan top diplomat also expressed his country’s full support for the Kingdom’s efforts to reach a political, realistic, pragmatic, lasting and mutually acceptable solution to this regional dispute.

    Morocco and Guatemala also underlined their commitment to the sacred principles of sovereignty and territorial integrity.

    It is worth noting that the Republic of Guatemala was the first Latin American country to open a Consulate General in the city of Dakhla, in December 2022.

    I have learned with deep sadness of the passing of former Deputy President and former Premier of Mpumalanga, David Dabede Mabuza.

    Deputy President Mabuza passed away today, Thursday, 3 July 2025, at a hospital following a short illness. He was 64 years of age.

    On behalf of Government and the nation, I offer my profound condolences to the late Deputy President’s wife, Mrs Mabuza, and the children.

    I extend my condolences to Deputy President Mabuza’s friends and the people of Mpumalanga whom he served as Premier from 2009 to 2018, and previously as a Member of the Executive Council of Mpumalanga across a range of portfolios.

    My thoughts are also with Deputy President Mabuza’s comrades in his political home, the African National Congress, where he was elected as the organisation’s Deputy President in December 2017.

    During his service as Deputy President of the Republic, Deputy President Mabuza applied his leadership and mobilisation abilities to his role as the Leader of Government Business in Parliament; leading the South African National Aids Council; coordinating anti-poverty initiatives in the form of Public Employment Programmes, Integrated Service Delivery and Enterprise Development.

    Deputy President Mabuza also represented South Africa on global platforms and consolidated relations between South Africa and its closest partners.

    As Deputy President, he chaired the Cabinet Committees of Governance, State Capacity and Institutional Development (GSCID) as well as Justice, Crime-Prevention and Security (JCPS).

    We are saddened today by the loss of a leader who was grounded in activism at the early stages of his political career and who came to lead our nation and shape South Africa’s engagement with our continental compatriots and the international community in his role as Deputy President.

    The former Deputy President deserves our appreciation for his deep commitment to the liberation struggle and to the nation’s development as an inclusive, prosperous, democratic state.

    Further announcements will be made in due course on memorial arrangements and the honours with which the country will pay its final respects to the former Deputy President.

  • MIL-OSI Africa: Parliaments Take Centre Stage in Africa’s Peace and Security Agenda

    As Africa contends with escalating insecurity, unconstitutional transitions, and protracted conflicts, parliamentary leaders are increasingly stepping into central roles in peace building and conflict resolution across the continent.

    The upcoming Extraordinary General Assembly of the Conference of Speakers and Presidents of African Legislatures (CoSPAL), scheduled for 19 to 20 July in Kampala, is expected to consolidate these efforts by providing a platform for Speakers to advance legislative-led responses to Africa’s security challenges.

    Speaking during a special pre-conference briefing held on Thursday, 03 July 2025, at the Parliament of Uganda for diplomats of African countries accredited to Uganda, Hon. Geofrey Ekanya, the Member of Parliament for Tororo North County, delivered a statement on behalf of the Speaker of Parliament, Anita Among.

    He described the conference as “a crucial opportunity for African legislative leaders to come together and seek solutions to the myriad challenges affecting peace and security on the continent.”

    The summit builds on recent initiatives by the Forum of Parliaments of the International Conference on the Great Lakes Region (FP-ICGLR), including a fact-finding mission to the Democratic Republic of Congo (DRC) led by Speakers from member states.

    Speaker Among and her Zambian counterpart, Rt Hon. Nelly Mutti, were part of the DRC mission.

    “To further enrich their understanding of the conflict,” Among said, “the team met H.E. the President of the Republic of Uganda, who shared with them the historical perspective of the conflict and possible opportunities to find a lasting solution.”

    The Speaker added that President Yoweri Museveni also offered insights into the causes of conflict in other African countries and ways these might be resolved.

    The findings from that mission were later adopted during the 15th Plenary Assembly of FP-ICGLR in Angola in April 2025.

    “In the final communiqué of this Assembly under Resolution Number 15, it was agreed to request the Conference of Speakers and Presidents of African Legislatures to convene an extraordinary meeting to consider the proposals by FP-ICGLR to address matters of peace and security on DRC and the African continent at large,” Speaker Among said.

    The Government of Uganda accepted the request to host the event, which will take place at the Munonyo Commonwealth Resort, Kampala.

    “This extraordinary conference provides a unique opportunity for Speakers and Presidents of African legislatures to convene, collaborate, and commit to actionable strategies for fostering peace and security on the continent,” she added.

    The conference will aim to deepen understanding of contemporary security threats such as terrorism, electoral violence, unconstitutional transitions, and organised crime.

    It will also focus on strengthening legislative oversight, promoting parliamentary diplomacy, sharing best practices, and fostering inter-parliamentary cooperation. “The theme is intended to bring African legislatures at the centre of conflict resolution because of their representative role,” Among noted.

    Expected outcomes include a resolution calling for ceasefires in conflict-affected countries, support for regional peace efforts led by bodies like the African Union; ECOWAS; EAC; SADC; ICGLR; IGAD; and the Arab Maghreb Union and the establishment of a permanent African Speakers Centre on Peace and Security to be hosted in Uganda.

    “The centre will serve as a permanent body for coordinating Speakers and Presidents of African Legislatures’ efforts across Africa in promoting peace, conflict resolution, and legislative actions,” she said.

    The Government of Uganda has committed to providing all necessary logistical support, including VIP immigration clearance, airport transfers, and security for delegates.

  • MIL-OSI Africa: Minister Blade Nzimande receives Cuban Ambassador to South Africa for a courtesy visit

    Yesterday, 2 July, the Minister of Science, Technology and Innovation, Prof. Blade Nzimande, received Her Excellency, Mrs. Esther Armenteros, Cuban Ambassador to South Africa for a courtesy visit.

    Over the past three decades, South Africa’s collaboration with Cuba evolved significantly in critical areas of human development such as public health, water resource management, and education.

    Last year, South Africa and Cuba celebrated 30 years of Diplomatic relations. In the area of science, South Africa-Cuba co-operation goes back to 2001, when the first science, technology and innovation agreement was signed.

    Flowing from this, between 2005 and 2007, South Africa invested more than 44 million rands in joint biotechnology and nanotechnology projects with Cuba, focusing on critical areas such as the development of cholera vaccines, monoclonal antibodies, and pre-clinical drug development, which included interventions against the Human Papilloma Virus.

    These early joint projects brought together South African research facilities such as Mintek, iThemba Labs, and the South African Nuclear Energy Corporation, laying the groundwork for future cooperation in nuclear medicine and diagnostic technology.

    Further to this, in 2015, a technical delegation from South Africa visited Cuba to study Cuba’s world-class biotechnology ecosystem.

    In April this year, Minister Nzimande undertook a comprehensive visit to Cuba, whose key outcome was the signing of a Statement of Intent to renew the existing science, technology, and innovation agreement between Cuba and South Africa and to expand the areas of cooperation.

    A further commitment was made by Minister Nzimande and his counterpart, Cuba’s Minister of Science, Technology and Environment, Mr. Armando Rodríguez Batista to ensure that the revival of the existing STI agreement is concluded by the end of this year.

    Emphasising the importance of SA-Cuba STI cooperation, Minister Nzimande stated that “South Africa and Cuba share a commitment to use scientific knowledge to resolve their development challenges and to respond to the grand challenges of energy security, climate change and the urgent need to diversify our economies.”

    “Cuba has unparalleled expertise in such areas as healthcare, biotechnology, and education with South Africa’s strengths in mining, renewable energy, astronomy and space sciences research and innovation. This provides a firm basis for continued cooperation and the development of sustainable solutions for both countries,” added the Minister.

    Cooperation between South Africa and Cuba is also driven by a shared commitment to such values as peace, justice, multi-lateralism, the equitable development of all nations and a commitment to building a more just and humane world, through science.

  • MIL-OSI Africa: National Revenue Authority Board Pays Courtesy Call on Sierra Leone’s President Julius Maada Bio, Updates on Revenue Mobilization Efforts

    His Excellency President Julius Maada Bio today received members of the Board of the National Revenue Authority (NRA) at State House, where the delegation briefed him on the authority’s ongoing activities and performance.

    Board Chairman Mr. Kabineh Kallon, in his opening remarks, expressed gratitude to President Bio for granting them audience and congratulated him on his recent election as Chairman of the Authority of ECOWAS Heads of State and Government. He noted that the visit was to update the President on the NRA’s work, acknowledging that despite the numerous challenges faced by the authority, it has remained committed to mobilizing revenue for the State.

    Commissioner-General Madam Jeneba Kamara reaffirmed the NRA’s commitment to fulfilling its mandate. She acknowledged the operational challenges but assured the President that the authority is working diligently to enhance revenue collection and improve compliance across the board.

    In his response, President Bio welcomed the NRA delegation and expressed appreciation for the briefing. He emphasized the critical importance of the NRA’s work to the country’s development.

    “Your sole mandate is to mobilize revenue for the State. The State can only function effectively when it has the resources to do so,” the President stated. He described the NRA as the “breadbasket of the nation” and urged the Board to remain vigilant and proactive in generating income that can be used to finance national development priorities.

    Board member Madam Memuna Rogers, also addressed the meeting, highlighting the progress and initiatives made in maximizing revenue mobilization. She further explained that the NRA had instituted enhanced compliance measures to encourage taxpayers to meet their obligations, a move that will be critical in meeting next year’s revenue targets.

    The visit reaffirmed the NRA’s commitment to supporting national development through consistent and improved revenue generation.

    President Cyril Ramaphosa has sent his condolences to the family of former Deputy President David Dabede Mabuza who passed away on Thursday.

    Mabuza, who served as Deputy President between 2018 and 2023, passed away in a hospital at the age of 65.

    Washington, D.C. – U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, released the following statement on House Republicans passing the partisan Republican reconciliation bill—the so-called “One Big Beautiful Bill Act”—by a vote of 218-214 on Thursday afternoon. On Tuesday, Senator Murray voted against the legislation in the Senate; where it passed 51-50, with Vice President JD Vance voting with Republicans to break the tie. The legislation now heads to President Trump’s desk.
    “Republicans’ Big, Ugly Betrayal Bill is the largest transfer of wealth from people who have the least, to the people who have the most, in our nation’s history. This bill is un-American and flat-out wrong.
    “It’s impossible to overstate how devastating the Republican legislation will be for the millions of struggling families who will pay for these billionaire tax breaks with deep cuts to their health care and nutrition benefits, while getting essentially nothing in return. 17 million Americans will lose their health insurance under this bill, including more than 328,000 people in Washington state who rely on Apple Health and Affordable Care Act coverage. 40 million Americans will see their grocery costs go up as the SNAP benefits they rely on to feed their families disappear. By defunding Planned Parenthood, this bill is a step toward Republicans’ dystopian plan for a Backdoor Nationwide Abortion Ban where women can’t get the health care they need, no matter what state they live in.
    “Republicans’ bill also makes detrimental and utterly shortsighted cuts to clean energy tax credits, raising families’ energy bills and eliminating millions of manufacturing jobs across the country. Countless farmers in Eastern and Central Washington are relying on these tax credits to help power their farms, and these cuts will raise their energy costs and undermine their ability to expand their businesses and invest back in their communities.
    “Republicans chose to ignore every warning about how terrible this bill really is and force it through, over the objections of Democrats and even members of their own party, for no other reason than because Trump said so. In the end, the American people will have their voices heard and will show Republicans exactly how they feel about this monstrous bill at the ballot box.”
    Senate passage came after an overnight “vote-a-rama” where Democrats forced Republicans to take dozens of tough votes on a wide array of issues, from protecting rural hospitals to preserving food assistance for families to extending expiring tax credits that help millions of families afford health care. And the nearly 30-hour vote-a-rama came after Senate Democrats forced more than 10 hours of debate and a full reading of every word of Republicans’ 940-page bill. During vote-a-rama, Senator Murray put forward an amendment to strike a provision of the legislation that achieves anti-abortion extremists’ long-sought goal of “defunding” Planned Parenthood by cutting off Planned Parenthood health centers from receiving federal Medicaid funding for the care they provide for millions of low-income women across the country—including birth control, cancer screenings, STI testing and treatment, and wellness exams. Republicans blocked the amendment, 51-49.
    On Sunday, Senator Murray delivered a lengthy speech on the Senate floor where she laid out in detail how Republicans’ One Big Beautiful Bill Act will rip away health care from millions of Americans, shutter the doors of hospitals and health care clinics across the country, make the largest cuts to Medicaid and nutrition assistance in history, and blow up the national debt—all so Republicans can fund massive tax breaks for billionaires. Murray also spoke out repeatedly during debate on the Senate floor against Republicans’ use of a so-called “current policy baseline” to hide the true cost of their deficit-busting tax cuts for billionaires.
    Republicans’ 940-page bill, which they released in the dead of night, cuts more than $900 billion from Medicaid—$100 billion more than the House bill. That means about 17 million Americans will lose their health care, according to estimates from the nonpartisan Congressional Budget Office (CBO), and more than 300 rural hospitals and over 500 nursing homes could close because of the legislation. The legislation makes the largest cut to the Supplemental Nutrition Assistance Program (SNAP) in history and will rip away nutrition assistance entirely from more than 5 million Americans and shift tens of billions of dollars in costs to states. The legislation also increases the debt by nearly $4 trillion dollars—nearly a trillion more than the House bill. About two in three Americans oppose the bill.
    In Washington state, 1.95 million people rely on Apple Health, Washington state’s Medicaid program, and over 300,000 Washingtonians access coverage through the state’s Affordable Care Act marketplace (Washington Healthplanfinder). The Joint Economic Committee estimates that at least 328,695 people in Washington state would lose their health insurance under the Republican legislation—that includes 198,050 people who would be kicked off Medicaid and 108,262 people who would lose their coverage under the Affordable Care Act. Among other things, Republicans’ bill would institute work reporting requirements for Medicaid, which have been proven not to increase employment and just strip health care coverage from people who are already working or exempt—this would put more than 620,000 Washingtonians at risk of losing their health care coverage or having it delayed. Fourteen rural hospitals in Washington state would be at risk of closure under the Republican bill. The legislation also “defunds” Planned Parenthood for the next year, threatening the closure of up to 200 health centers across the country—90 percent of them in states where abortion is legal. 11 percent of Washington state residents rely on SNAP, and the Washington State Department of Social and Health Services estimated that more than 900,000 people across the state could their see SNAP benefits reduced or eliminated under the House bill—the Senate bill is just as extreme.
    Senator Murray has held constant recent events—including multiple events in Washington state—to sound the alarm on Republicans’ devastating reconciliation bill and encourage constituents to raise their voices and call on their Members of Congress to oppose the legislation.

    This legislation passed the House by a vote of 218-214 and now heads to the President’s desk to be signed into law.

    “Today, House Republicans kept our promise to the American people by passing the One Big Beautiful Bill Act. This historic legislation restores and builds on the Tax Cuts and Jobs Act, which I voted for in 2017, by locking in the Trump Tax Cuts. The bill provides a significant tax cut to lower-income seniors who are collecting the Social Security they have earned through a lifetime of hard work, while also eliminating taxes on tips and overtime. Can you imagine them sharing this information with Rashida Talib in advance of the attack—somebody who leads anti-Semitic parades around the country? I mean, they need to limit it. And by the way, U.S. Code specifically says that they have 48 hours to then notify Congress, which they did. So, who is this deep state leaker that was solely using this information to denigrate the President and to downplay the success of this event? Which, by the way, was a massive strategic success. So, I have no problem with it. We’re going to continue to do oversight. We need to do oversight, but they also have a need to protect Airmen, to protect our troops, and to get the maximum effectiveness out of these operations. This was a big surprise for the world, and rightfully so; they protected the information.

    Stuart Varney: Do you expect much from the meeting that Trump says will take place next week? I don’t know who he’s going to meet with or where, but what can you expect when Khomeini is saying no surrender?

    Rep. Pfluger: Well, the Iranians under Khomeini and their terroristic regime are the weakest that they’ve ever been. They have zero leverage. The only acceptable answer that the world must demand from them is a complete denuclearization, a complete withdrawal from their terrorist ambitions, and rejoining the world stage in a way that they can be a good neighbor and a good country. This regime has led them down the wrong path for 40 years. So I trust President Trump his ability to leverage them and get them to that answer. Do not underestimate his ability to do that. But that doesn’t mean that we’re going to immediately trust Iran, because we know that they have, for many, many decades, tried to terrorize the region and the world.

  • MIL-OSI USA: Pfluger’s Bill to Unlock Domestic LNG Potential Advanced by House Energy and Commerce Committee

    Section 3 of the Natural Gas Act requires that natural gas exports to countries that have a free-trade agreement with the US be approved without delay. For countries that do not have a free-trade agreement with the US, the Energy Secretary is required to approve export requests unless they find such exports “will not be consistent with the public interest.” Therefore, the Natural Gas Act includes a rebuttable presumption in favor of authorizing U.S. LNG exports.

    In early 2024, after succumbing to political pressure from environmental activists, the Biden-Harris administration announced an indefinite ban on issuing export permits to non-free trade agreement (FTA) countries while it reviewed the climate impacts of U.S.LNG.

    During this ban, Russia overtook the US as the lead gas supplier to Europe, long-term American contracts were jeopardized, and global buyers were forced to look towards less clean sources.

    Thankfully, the Trump Administration quickly reversed this ban, and just last month, DOE issued its first final LNG export approval. My legislation, theUnlocking OurDomesticLNGPotential Act would ensure a ban is never placed on US LNG exports again.

    By removing DOE from the process, export restrictions would be repealed, and LNG exports would have equal treatment with other commodities.

    LNG exports unequivocally benefit our economy and domestic prices. Congress must act to remove the politics from energy exports, just as this Committee did when it lifted the crude oil export ban.

    The IEA expects global gas demand to reach record highs in the coming years, underscoring the need for new LNG supply. It must be the United States, not Iran or Russia, who meets that demand and supplies affordable, clean, and abundant LNG to the world.

    Iran is one of only four countries with substantial proven natural gas reserves. The conflict in the Middle East, instigated by Iran’s actions over the last two years, reminds us of the geopolitical risks posed when adversarial regimes control critical energy supplies. At a time when Iran seeks to leverage its resources for strategic influence in direct opposition to US interests, American LNG must fill the gap in the global market. Our allies and trading partners should not be dependent on nefarious actors that use energy revenues to fund terrorism. US LNG offers not only energy security but also geopolitical stability, reliability, and cleaner alternatives for buyers around the world.

    I urge my colleagues to support H.R. 1949, and I yield back.

    Thankfully, the Trump Administration quickly reversed this ban, and just last month, DOE issued its first final LNG export approval. My legislation, theUnlocking OurDomesticLNGPotential Act would ensure a ban is never placed on US LNG exports again.

    By removing DOE from the process, export restrictions would be repealed, and LNG exports would have equal treatment with other commodities.

    LNG exports unequivocally benefit our economy and domestic prices. Congress must act to remove the politics from energy exports, just as this Committee did when it lifted the crude oil export ban.

    The IEA expects global gas demand to reach record highs in the coming years, underscoring the need for new LNG supply. It must be the United States, not Iran or Russia, who meets that demand and supplies affordable, clean, and abundant LNG to the world.

    Iran is one of only four countries with substantial proven natural gas reserves. The conflict in the Middle East, instigated by Iran’s actions over the last two years, reminds us of the geopolitical risks posed when adversarial regimes control critical energy supplies. At a time when Iran seeks to leverage its resources for strategic influence in direct opposition to US interests, American LNG must fill the gap in the global market. Our allies and trading partners should not be dependent on nefarious actors that use energy revenues to fund terrorism. US LNG offers not only energy security but also geopolitical stability, reliability, and cleaner alternatives for buyers around the world.

    WASHINGTON, DC — As first reported in Fox News, Congressman August Pfluger (TX-11) joined 24 of his colleagues in a letter to U.S. Secretary of Defense Pete Hegseth and U.S. Secretary of Homeland Security Kristi Noem inquiring about the status of defense measures for U.S. military installations, government buildings, and critical infrastructure from the threat of drones. This letter follows a growing number of drone attacks launched by Israel and Ukraine to penetrate deep into Iranian and Russian territory, respectively. 

    In part, the members wrote, “Since 9/11, our nation has not suffered a major coordinated attack on our own soil. While the government has done good work in preventing an attack like 9/11 from happening again, we want to ensure that we are preparing for a new paradigm in which relatively cheap drones can quickly and effectively wipe out core military and government infrastructure.” 

    “While American threat projection globally is strong among all the branches of the military, we need to be prepared for a new paradigm of covert, but potentially disastrous, threats to our core military interests, including our nuclear triad in the homeland.”

    Ukraine’s Operation Spider’s Web and Israel’s Operation Rising Lion have demonstrated thedevastating threat of a large-scale drone attack upon military installations and critical infrastructure far beyond one’s own borders. These operations are complemented by deep infiltration operations among each country’s respective intelligence services. Not only that, but the cost asymmetry to produce and operate drones against the damage they can cause is incredibly valuable for this guerrilla tactic.

    With the former administration’s open border policies and most drones being purchased from DJI, a Chinese Communist Party drone company, it is becoming increasingly likely that we could see a similar attack upon our country that could threaten our service members and cripple our lethality if we are not prepared.

A potential Iranian response could involve direct attacks here at home or abroad. We must take all necessary measures to safeguard our service members and defend our interests at this time.

    Any information you can provide in response to the following questions would be helpful:

    • What is the status of American countermeasures to deter and counter mass drone attacks against military installations, government facilities (including Washington D.C.), and critical infrastructure like roads, bridges, and manufacturing sites?
    • If defenses are currently inadequate to deter or repel drone attacks similar to those referenced above, what steps are being taken to address them, and what is the timeline for implementation?
    • Is the DOD or DHS aware of or actively working to deter potential threats posed by foreign-owned land near critical military and infrastructure sites in the United States that could be a launching point for a mass drone attack like we saw in Russia by Ukrainian forces?
    • Is there a concern of any sort of weaponized drone buildup already happening in theUnited States from drones that may have been smuggled in due to the former administration’s open border policies?
    • Will counter-drone technology be considered for President Trump’s Golden Dome air defense project?

    Pfluger: A Spectacular Airstrike on Iran — and a Sobering Warning

    Washington, June 27, 2025

    WASHINGTON, DC—Today, Congressman August Pfluger(TX-11)and retired U.S.Air Force Lt. General David Deptula penned an op-ed in The Hill outlining how the spectacular airstrike we witnessed last week that successfully destroyed Iran’s nuclear facilities should be a wake-up call if we are serious about preparing for sustained conflict with adversaries like China. In the op-ed, they argue that Congress must invest in U.S.Air Power because, to put it simply, we lack the depth to conduct this kind of operation repeatedly, or at scale.

    In the op-ed, the two wrote in part, “Today, America faces the greatest set of threats it has ever faced at the same time the Air Force is at its force-structure nadir. This is why Congress must significantly increase funding for Air Force modernization and expand end-strength if we are serious about preparing for sustained conflict against peer adversaries and countering the other threats we face. President Trump deserves credit for reversing the previous administration’s shortsighted cuts to the F-47 program —a vital next-generation capability. But more must follow.”

    The Highland Council welcomes the positive Care Inspectorate Inspection report following a recent unannounced inspection visit to Culbokie Primary School Nursery, Dingwall.

    Following the inspection, Culbokie Primary School Nursery received the following:

    • How good is our care, play and learning? – 5 Very Good
    • How good is our setting? –  5 Very Good
    • How good is our leadership? – 5 Very Good
    • How good is our staff team – 5 Very Good

    Education Committee Chair, Cllr John Finlayson said: “The recent unannounced inspection at Culbokie Primary School Nursery from the Care Inspectorate received an outstanding report, reflecting the professionalism, dedication and commitment of the caring staff at the setting to create an inclusive, safe and nurturing ethos for all pupils attending.

    “The report found significant strengths in aspects of the care provided and how these supported positive outcomes for children, the child centred approach by all staff, with supportive and highly skilled leadership and robust quality assurance processes that enable Culbokie Nursery to deliver high quality care and support tailored to meet children’s and families’ needs.

    “I’d like to congratulate the staff at Culbokie Primary School Nursery for their continued dedication and ‘full marks’ inspection report.”

    Key messages from the report:

    Staff were warm, caring and nurturing in their approaches to support children. As a result, children felt confident and secure.

    • Staff use skilled interactions to support children’s developing early literacy, language and numeracy skills.
    • The nursery was warm and welcoming, and furnished to a high standard which gave children a strong message that they mattered.
    • Robust quality assurance processes allowed focussed and meaningful opportunities for the manager and staff to review and monitor various aspects of the service.
    • The staff team had high aspirations for all children, and this was evident in the care and support they received, in both nursery and breakfast club settings.
