    What fraudulent schemes are used against NSU students?

    1) Calls from fake “government” agencies with a stern warning or request to reissue documents, receive a parcel, or “save State Services from hacking.”

    How to resist: do not answer calls from unknown numbers or calls in messengers with avatars that imitate the logos of government agencies. Remember that a government agency will NEVER call you on your personal number and ask you to hurry up with documents.

    If you can log into your personal account on the State Services portal, then it is NOT hacked. And if a document change is really required, the notification will come in electronic and official format.

    2) Fraud with dormitory rooms for locals and out-of-towners: scammers ask for an advance payment for a “dead soul,” for a family room, or to “definitely reserve a place in a new dormitory.”

    How to resist: remember that dormitory places can only be obtained OFFICIALLY. The NSU Student Dormitory Administration never charges money for registering a student in a dormitory and, moreover, does not ask for any prepayments for “room reservations”.

    — I would like to remind students and their parents that Novosibirsk State University has a set of internal regulations that are strictly observed. We accommodate out-of-town students in 100% of cases according to the standard check-in procedure, the same applies to married couples — separate family blocks are provided for them in the student campus. Payment for rent and utilities is made only according to the official agreement that the student concluded during check-in.

    Booking rooms in advance and for large sums of money is illegal! No one provides such services either on behalf of the NSU Student Dormitory Administration or on behalf of the university. Moreover, we check the lists of students living in the dormitories every week to prevent violations of the internal regulations.

    On my own behalf, I will say that for me the main identifier of fraud is any correspondence, call or other pressure in a messenger, because no official structure conducts correspondence in online services via the Internet. Any call made by phone should also be assessed critically, because technologies using artificial intelligence are now capable of much, – commented the head of the NSU Student Dormitory Department Sergey Aleksandrovich Gusev.

    Remember the basic safety rules:

    — If they call “from the accounting department” or the dean’s office, it’s better to approach them in person and find out what is really required of you.

    — NEVER give your personal information to strangers: passport, SNILS (insurance certificate).

    — Don’t fall for tricks and don’t let scammers hack your personal account on the “Gosuslugi” portal — ONLY scammers ask for a code to log in or change your password.

    — Set a self-ban on loans in your personal account on “Gosuslugi”. It takes two minutes, and you have already blocked the scammers from taking out a microloan in your name if there is a leak of personal data.

    — NEVER manually transfer money to strangers on demand.

    — Fraudsters are excellent psychologists. Even if you think that you will not be able to say anything important, it is better to immediately stop the dialogue and write a statement to the police about malicious actions against you.

    Don’t rely only on yourself.

    During exam periods, the level of nervous tension increases tenfold, and scammers skillfully take advantage of your vulnerable state.

    Every NSU student can seek psychological help from the Psychological Support Department, as well as from volunteers from the pre-psychological help club “You are not alone”.

    Uganda is one of the countries most exposed to recent cuts in international aid, particularly with the dissolution of the US Agency for International Development (USAID). In 2023, about 5% of gross national income – a measure of a country’s total income, including income from foreign sources – was received in aid.

    The cuts have given new impetus to the drive to increase taxes raised from domestic businesses.

    Less than half (45%) of the Ugandan budget is financed through domestic revenue. The remainder is funded largely through debt and budget support (grants) from bilateral and multilateral donors. Corporate income tax makes up around 8% of total domestic revenue. Firms also collect employee income tax (pay-as-you-earn), value added tax, excise duties and fuel duties.

    Small and medium-sized enterprises (SMEs) contribute a small share of overall corporate income tax collection. But they make up over 90% of the private sector. The economy is heavily reliant on these firms for employment and growth.

    These businesses struggle to navigate an increasingly complex tax system.

    The complexity of Uganda’s tax system makes for a time-consuming tax filing process, compounded by low taxpayer knowledge and high levels of distrust in the Uganda Revenue Authority. The time, money and effort incurred by taxpayers to meet their tax obligations adds to their total tax burden.

    These compliance costs also have real economic consequences. Firms might miss out on tax benefits or artificially constrain business growth to avoid greater reporting requirements. Since smaller firms are more constrained in their ability to document revenues, accurately calculate tax liabilities and file returns, they might even pay more tax than necessary.

    At the margin, compliance costs affect the economic choices people make: the fear of high compliance costs might induce a potential entrepreneur to take a salaried job instead of starting a new business.

    Relieving this burden could unlock greater productivity and growth, and encourage innovation and investment.

    For my PhD in economics I collaborated with the Uganda Revenue Authority to generate detailed measures of tax compliance costs, using data from a survey of nearly 2,000 taxpaying SMEs. My research finds that the burden of compliance is significant, even for firms with very little tax revenue to contribute.

    Solutions should focus on making compliance easier and ensuring that tax thresholds are set appropriately to exclude unproductive small firms.

    The burden

    The median firm faces total annual compliance costs of about US$800, equivalent to just under 2% of turnover. These costs are also highly regressive: smaller firms face costs exceeding 20% of turnover, versus less than 1% for the largest firms.

    A more troubling result is that many firms, and particularly smaller ones, spend more on completing their tax returns than they pay in actual income tax.

    Much of this burden stems from labour time. Employees and firm owners dedicate over 30 hours a month on compliance-related activities, primarily compiling tax documentation and preparing returns. For firm owners personally involved in tax compliance, this responsibility consumes around 20% of their working hours, on average.

    Somewhat surprisingly, the amount of time spent on tax compliance does not increase significantly with firm size.

    To compensate for limited tax knowledge, many firms use the services of a tax agent. These include external accountants, consultants, or other tax specialists who assist with tax compliance. My research finds that the use of agents is common across all taxpayer categories and is primarily driven by a desire to ensure proper compliance, rather than to minimise tax liabilities.

    Although these agents do not necessarily reduce compliance costs, since firms spend an average of US$54 per month on agents’ fees, related research shows that they have a broadly positive impact on the quality of tax returns submitted.

    What can be done

    The Ugandan parliament recently voted on the 2025 tax amendment bills, with measures aiming to bolster revenue collection and simplify compliance. For instance, policymakers propose to use the national identity document as a taxpayer identification number, rather than requiring separate tax registration.

    But policymakers should consider bolder actions.

    Firstly, the administrative thresholds for corporate income tax and presumptive tax (a simplified tax on business income for the smallest firms) have not been adjusted for over a decade. In a high inflation environment, this means that the tax system is capturing many firms with very little profit, and no tax to pay. Yet, these firms still bear compliance costs, and the revenue service incurs administrative costs registering and monitoring unproductive taxpayers.

    Roughly 30% to 35% of firms filing returns each year file a nil return, meaning that they report zero on all significant fields of the tax return. Even these firms report compliance costs of, on average, around US$500 per year.

    Rather than chasing the “little guy”, bigger revenue gains are likely to come from focusing on the largest businesses. For instance, research shows that tax incentives and exemptions cost Uganda over US$40 million in lost revenue per year.

    Secondly, the Ugandan corporate income tax return is particularly long, complex, and more suited to the business structure of very large firms, rather than the SMEs making up most of the Ugandan economy. In addition to changing the thresholds, simplifying the return would be beneficial.

    Filing processes could also be eased through automated pre-filling, for instance by using information from a firm’s monthly VAT returns to pre-populate parts of the corporate income tax return. The rollout of the Uganda Revenue Authority’s electronic invoicing system for VAT is a promising step in this direction, although it has been met with resistance by taxpayers.

    Model builders and AI consortiums Barcelona Supercomputing Center (BSC), Bielik.AI, Dicta, H Company, Domyn, LightOn, the National Academic Infrastructure for Supercomputing in Sweden (NAISS) together with KBLab at the National Library of Sweden, the Slovak Republic, the Technology Innovation Institute (TII), the University College of London, the University of Ljubljana and UTTER are teaming with NVIDIA to optimize their models with NVIDIA Nemotron™ techniques to maximize cost efficiency and accuracy for enterprise AI workloads, including agentic AI.

    Model post-training and inference will run on AI infrastructure in Europe from NVIDIA Cloud Partners (NCPs) participating in the NVIDIA DGX Cloud Lepton™ marketplace.

    The open, sovereign models will provide a foundation for an integrated regional AI ecosystem that reflects local languages and culture. Europe’s enterprises will be able to run the models on Perplexity, an AI-powered answer engine used to answer over 150 million questions per week. Companies will also be able to fine-tune the sovereign models on local NCP infrastructure through a new Hugging Face integration with DGX Cloud Lepton.

    Optimizing Model Accuracy and Inference Savings With NVIDIA Nemotron

    Adding Europe’s Sovereign AI Insights to Perplexity
    Supporting AI diversity for enterprises across the region, Perplexity will integrate the sovereign AI models into its answer engine, which is used by European enterprises, publishers and organizations, including telecommunications and media giants.     • Students need more support: 48% of instructors believe academic anxiety is a top student concern. Students report low motivation and poor study habits as persistent challenges.

    • AI brings both value and strain: 42% of students, 30% of instructors, and 40% of administrators use generative AI tools daily or weekly. Daily users see real benefits—36% of faculty using AI daily report reduced workloads—while less frequent users say monitoring for improper AI use increases their workload.

  • MIL-OSI Russia: Civic Identity Helps Russians Maintain Mental Health Under Sanctions

    Researchers from the National Research University Higher School of Economics have found that being aware of oneself as part of a country can be psychologically helpful during difficult times, especially if a person is inclined to rethink what is happening or turn to spiritual and cultural values. Rethinking, among other things, can somewhat reduce the level of depression.Studypublished in the Journal of Community Psychology.

    Crisis situations – economic, social or personal – inevitably affect the psyche. But why do some people adapt and cope with pressure more easily, while others lose their footing? To answer this question, HSE researchers conducted a sociological study. They found out whether respondents rethink what is happening, whether they turn to religion, rely on help from family, neighbors or social services, or simply wait until everything passes. The survey involved 384 people aged 18 to 54 from different regions of Russia.

    It turned out that people who feel more part of society cope better with psychological difficulties on average. They more often use strategies that help them adapt to change — primarily rethinking (the ability to find meaning in what is happening) and spiritual support (turning to religion, traditions, personal values).

    Interestingly, civic identity did not directly reduce depression, but it did help cope. People who perceived difficulties as a challenge and tried to rethink what was happening felt more resilient. But passively waiting for improvements, on the contrary, increased symptoms of depression. At the same time, people who felt a strong connection to their country were much less likely to choose a passive strategy.

    The study also found that in the Russian context, not only personal but also family support is important. Many people find that joint actions help – discussions with loved ones, mutual assistance, joint planning. This supports the idea that Russian culture places great importance on collective care, and that family becomes a support in difficult times.

    “Psychological resources are not only internal stability, but also a sense of connection with others, belonging to a community. Civic identity is one of these resources. In conditions of instability and threats, it helps maintain support and includes familiar coping strategies: rethinking the situation and turning to spiritual values.   • MIL-OSI United Nations: A Historic May 20: Returning Migrants March for Unity, Dignity, and Hope

    Yaoundé, May 20, 2025 – The International Organization for Migration (IOM), alongside the Ministry of Youth and Civic Education (MINJEC), supported the participation of 81 voluntary returnees in the parade for the 53rd edition of Cameroon’s National Unity Day. This is a first in the history of this national event. The initiative is part of the “Citizen and Patriotic Migration” program, supported by IOM, in response to the call made by the President of the Republic, H.E. Paul Biya, in response to the rise in irregular youth migration.

    The group, composed of 69 men and 12 women migrants who chose to return voluntarily, they were support by IOM to return home, and are currently being guided toward sustainable reintegration. By participating in this national parade, they sent a strong message in favour of resilience, civic-mindedness, and safe and orderly migration. Carrying posters with messages such as “No to Migration at All Costs” and “Circular Migration: A Pillar for Development,” these young Cameroonians expressed their commitment to voluntary return and successful reintegration.

    “It was more than a parade. It was a way to find myself, to show that I can still accomplish great things,” said Bernadette, one of the twelve women who participated in the parade.

    Participation in the national parade helped promote these voluntary return journeys, by facilitating social integration through dialogue with other groups and fostering a reconnection with civic values.

    According to Mr Abdel Rahmane DIOP, IOM Chief of Mission in Cameroon: “Seeing these migrants marching at the National Unity Day celebrations sends a strong signal: migration concerns us all. Their presence demonstrates the need to strengthen collective action, led by the highest authorities, so that every ministry and every stakeholder contributes to coordinate inclusive migration governance that inspires pride for the migrants themselves”. Staying, building, and succeeding here is possible.”

    This initiative showcases the potential of better-managed migration and highlights the role that young people and returning migrants can play in their communities. Since 2020, more than 10,000 Cameroonians have benefited from assisted voluntary return and reintegration support through programs implemented by IOM in Cameroon. This figure, equivalents to nearly seven departures per day, underlining the urgent need to strengthen preventive actions: information, support, and the creation of concrete alternatives to irregular migration.

         The Government is now establishing the “Study in Hong Kong” brand to develop Hong Kong into an international hub for education. There are views pointing out that with the robust development of local basic education and the extensive recognition of the Hong Kong Diploma of Secondary Education Examination qualification, primary and secondary schools are well-positioned to admit non-local students amid the continuing decline in the number of students. At present, however, entry for non-local students to study in Hong Kong’s public or aided primary and secondary schools (other than English Schools Foundation (ESF) schools and Direct Subsidy Scheme (DSS) schools) is not permitted. In this connection, will the Government inform this Council:
     
    (1) of the respective numbers of minor students coming to Hong Kong on student visas to study in private primary and secondary schools, ESF schools, and DSS primary and secondary schools over the past three school years, as well as the distribution of their years of study;
     
    (2) whether it will consider drawing on the practices of other countries to relax the eligibility criteria for student visas, so as to allow non-‍local minor students entry into Hong Kong to study in public or aided primary and secondary schools, as well as introducing student guardian visas for their parents to stay in Hong Kong and engage in time-limited employment; and
     
    (3) whether it will consider encouraging private enterprises or educational institutions to establish additional student hostels or overseas students’ apartments to provide accommodation and ancillary services suitable for students of different ages, as well as establishing corresponding licensing and registration regimes?

         The Chief Executive announced in the 2024 Policy Address that the Government would promote the development of an international hub for post-secondary education by establishing the “Study in Hong Kong” brand as well as pooling together and nurturing excellent global talents. The policy is built on the foundation that Hong Kong’s universities enjoy an international reputation. Among our eight public universities, five are ranked among the world’s top 100 and six within Asia’s top 50, and four are among the top ten on the list of the most international universities in the world. The internationalisation and diversity of our post-secondary education attract outstanding talents from all over the world to Hong Kong for further studies and research. Meanwhile, the National 14th Five-Year Plan supports Hong Kong as a development centre in eight key areas (“eight centres”), the Education Bureau (EDB) has been proactively encouraging post-secondary education institutions to develop more related applied degree programmes to complement with the talent backing for the “eight centres”. At the same time, we are also committed to promoting the “Study in Hong Kong” brand, developing Hong Kong into an international education hub, attracting outstanding talent from all over the world in all aspects to enrich the local talent pool.
     
         Regarding our basic education, under the “one country, two systems”, Hong Kong has the distinctive advantages of enjoying strong support of the motherland and being closely connected to the world. We have been providing 12-year free and quality primary and secondary education to all local children through public sector schools, and parents of local children are offered with diversified choices. Meanwhile, non-local children can study in non-public sector schools, including international schools, private schools and Direct Subsidy Scheme schools, on a self-financing basis. These arrangements aim to ensure a reasonable balance between the supply and demand of school places in basic education in the relevant arrangements, while achieving prudent use of public funds. In fact, Hong Kong’s diversified and quality school education system has long been ranked among the top in international education comparative studies.
     
         Having consulted the Security Bureau and the Immigration Department (ImmD), our reply to the question raised by the Hon Chu Kwok-keung is as follows:
     
    (1) In the past three years (2022 to 2024), a total of 1 686 applications for student visa/entry permit were approved by the ImmD for non-local children aged 17 or below coming to Hong Kong for education (see Annex). The ImmD and the EDB do not keep statistics on the types of schools admitting these students.
     
    (2) The Government is committed to developing a vibrant international school sector to meet the demand for education from non-local families living in Hong Kong as well as children of families coming to Hong Kong for work or investment. International schools operate on a self-financing and market-driven basis and belong to the private school sector. They have been enjoying the flexibility, including the medium of instruction, curriculum arrangements, public examinations, etc, and they are not subsidised by public funds for daily operation, providing diversified choices for local parents, while offering school places to non-local children who pay school fees at their own expense under the “user pays” principle. As seen from the figures provided by the ImmD over the past three years, there have been hundreds non-local children aged from five years eight months to 17 years being approved with study visa/entry permit to come to Hong Kong for education annually. We will closely keep in view the demand for school places from non-local children, conduct dynamic assessments of the demand and supply of school places, create conditions in a timely manner, and launch policy measures to adjust the supply of school places including supporting the development of non-profit-making private schools offering non-local curriculum through the school allocation exercise. Meanwhile, we will proactively explore the feasibility of facilitating non-local students to come to Hong Kong to study in non-public sector schools on a self-financing basis.
     
         As the goal of public sector schools is to provide 12-year quality and free primary and secondary education to eligible children to meet the educational needs of local children, we adopt mother-tongue teaching. The medium of instruction, curriculum arrangements, public examination (i.e. Hong Kong Diploma of Secondary Education Examination), etc in public sector schools are based on the learning needs of local children. 
     
    Therefore, for public sector schools, the Government has always been devoting substantial resources to public sector schools in providing quality education to students over the years, meeting the different learning needs of students in an all-round way, including catering for the learning diversity for students with special educational needs and non-Chinese speaking students with the provision of additional learning support and complementary measures. Public sector schools are publicly funded at full costs, offer local curriculum and serve local children. It ensures the prudent use of public funds and fair allocation of educational resources, and benefit local children.
     
         At present, the parallel development of the public sector schools and non-public sector schools not only caters for the learning needs of the children of different stakeholders, but also achieves the purpose of prudent use of public funds and an appropriate allocation of resources. Therefore, the policy meets Hong Kong’s actual circumstances.

    (3) In general, the boarding services provided by different types of schools are mainly aimed at enriching local students’ learning experiences, and cater for the residential needs of a small number of non-local students. At present, there are a total of 16 publicly-funded and private ordinary primary and secondary schools across the territory, which provide boarding services offering about 3 500 boarding places altogether. If individual schools have needs, and the premises and space allow, they can submit applications to the EDB to provide boarding facilities on a self-financing basis. We will consider the applications based on the actual needs. The facilities and management of boarding schools should comply with the relevant stipulations such as the Education Regulations (Cap. 279A). The accommodation arrangements outside schools should also comply with all relevant laws and requirements.     In my first week as Minister for Early Childhood Education, I stopped in to meet educators and children at a busy early learning centre.

    22-year-old Talitha told me with a big smile, “I can finally see a future.”

    She was talking about our 15 per cent pay rise, one of the key pillars of building universal early education in Australia.

    With a prime minister who wants to be remembered for universal childcare, and a 57 per cent majority women government, early education is not just on the agenda, it is already in motion.

    For too long, early childhood educators have loved their work – work that builds the foundations of learning and development for our youngest Australians – but love doesn’t pay the bills.

    Educators like Talitha, who once juggled multiple jobs just to get by, now have stability and a vision for a future in the sector.

    “I’m now able to significantly save,” Talitha shares, following the first installment of the pay boost.

    “It helped with my mortgage, and it means less stress at the supermarket – I can buy the brand names!”

    And the first pay installment is also a catalyst for broader change in the sector.

    Already online job advertisement rates are down 28 per cent in the past 12 months.

    With increased wages and recognition, educators like Talitha are able to stay in the sector they love.

    For too long, workforce turnover has been high.

    As Talitha explains, “people love the children, but other jobs pay better – so that’s why they leave.”

    “When staff change, it’s stressful for the workers, and it’s not good for the kids.”

    Better pay means higher retention for the profession, creating a steady environment and better outcomes for children and families.

    And creating a stable workforce paves the way for our plans to expand access to quality early education, starting with our 3 Day Guarantee.

    Today some families are locked out of early learning due to work and study requirements.

    The 3 Day Guarantee will replace this activity test to provide at least three days of subsidies for early education for families who need it.

    And our Cheaper Child Care policy is already delivering more affordable education for more than one million Australian families.

    Alongside this, the Government is investing over $1 billion in the Building Early Education Fund, to build and expand in areas of need, including in the outer suburbs and regional Australia.

    These centres will be co-located on school sites wherever possible and run by high quality non-profit providers.

    Talitha welcomes this investment, explaining “it’s important children have access to education at this stage in their life – so that when they grow up, they can have the same opportunities and same outcomes as everyone else.”

    As early education services expand, quality will be at the forefront.

    While the vast majority of services meet or exceed quality standards, a small number of operators fail to provide quality care and a safe environment.

    “This job is about caring for children, and it’s about giving children the best start in life, so when people don’t do that, it makes me feel betrayed,” Talitha says.

    There is no place for providers who put profit over children’s safety in this sector.

    That is why we will strengthen Commonwealth powers to prevent providers that persistently fail to meet minimum standards from expanding, and to restrict their access to the Child Care Subsidy when appropriate.

    We want to make sure that families can feel confident sending their children to early education knowing that providers are offering quality and safety.

    As Minister, I’m looking forward to the work ahead in building the pillars of universal early education.

    So, we can build a sector where children have universal access to high quality early learning no matter their postcode, and where dedicated educators like Talitha can flourish.

    This is another step on the journey towards every pupil in Scotland receiving free school meals.

    The Scottish Greens have secured the expansion of free school meals to thousands more high school students, a move confirmed by the Scottish Government this morning.

    During budget negotiations with the Government Green MSPs secured agreement to expand eligibility for free school meals to S1-S3 pupils in eight council areas across Scotland from August this year.

    All S1-3 pupils whose families receive the Scottish Child Payment (SCP) will now be eligible for free school meals in Aberdeen, Glasgow, Fife, Moray, North Ayrshire, South Lanarkshire, Shetland and the Western Isles.

    Scottish Green MSPs previously secured the expansion of universal free school meals to P4 and P5 pupils, as well as the ongoing expansion to P6 and P7 pupils who receive the SCP.

    Scottish Greens spokesperson for education, Ross Greer MSP said: 

    “Thousands of young people will now get a free school meal through our pilot programme. Children can’t learn if they are hungry and we know that free meals can have a transformative impact on their success at school.

    “The Scottish Greens have always championed universal free school meals, and that is why we brought this proposal to the table during budget negotiations. It builds on our previous work to expand free school meals in P4-7, which is already helping tens of thousands of children.

    “These eight areas are just the start. Green MSPs will now push for this programme to be expanded to every other council as soon as possible and eventually, for every pupil from early years right up to S6 to receive a free school meal.”

    On June 10, an important event took place in the village of Belskoye Ustye in the Porkhov district. New bells were consecrated in the Church of the Ascension of the Lord. The first rector of the Polytechnic University, Prince Gagarin, is buried near the church, and his estate Kholomki is located nearby.

    The Polytechnic University plays a special role in the revival of the Church of the Ascension of the Lord. It not only provides financial support, but also directly participates in the restoration work. A special event is the installation of new bells, which will give the church a finished look and allow the bell ringing to sound again. They were cast by order of the ANO “Revival of Cultural Heritage Sites of Pskov and the Pskov Region”.

    The rite of consecration of the bells was performed by Metropolitan of Pskov and Porkhov, Abbot of the Holy Dormition Pskov-Pechersky Monastery Matfey (Kopylov), assisted by clergy of the Pskov diocese. The ceremony was also attended by Bishop of Nizhny Tagil and Nevyansk Feodosiy (Chashchin) and Bishop of Karasuk and Ordynsk Philip (Novikov).

    Not long ago we met with Andrey Ivanovich. Seeing his glowing eyes when the speech touched upon the revival of this ancient shrine, I believed at that moment that the temple would be restored and put into operation at all costs. Today we have gathered here to rejoice at the completion of another stage of restoration – the consecration of the bells. I would like to thank the staff of the Polytechnic University for their contribution to this important matter, – shared Metropolitan of Pskov and Porkhov, Abbot of the Holy Dormition Pskov-Pechersky Monastery Matfey (Kopylov).

    The Metropolitan noted that the church will find its own voice, which will be heard by people and will become a guide for them on the path to God.

    The temple, which was once one of the largest in the Pskov region, needs a full restoration, which has been actively carried out in recent years. Polytechnic is taking part in the restoration of the temple, so employees and graduates support the reconstruction both organizationally and financially. Ten bells were cast in Zhukovsky (Moscow region) with funds allocated by PJSC Rostelecom, for which special thanks to Polytechnic graduate Mikhail Eduardovich Oseevsky, – emphasized the rector of SPbPU Andrey Rudskoy.

    The history of the Church of the Ascension of the Lord spans over two centuries. It was built in 1796 by Colonel Artemon Kozhin on his estate. Decades later, in the early 1860s, his son Pyotr Kozhin decided to build a new church due to the dilapidation of the old building. The new building in the style of early classicism with elements of baroque was built according to the design of the St. Petersburg architect Shestakov.

    Over its long history, the temple has witnessed many significant events. In 1920, the funeral service for Prince A. G. Gagarin, an outstanding Russian scientist and engineer, the first director of the Polytechnic, was held here. In 1921–1922, the temple became a magnet for artists, including K. I. Chukovsky, E. I. Zamyatin, M. L. Lozinsky and others.

    Unfortunately, in the 1960s the church was closed due to its emergency condition. Only in 2014 did large-scale work begin to restore the temple by an initiative group, which included representatives of SPbPU, the administration of the Pskov region and the “Orthodox Russia” movement. In 2023, the ANO “Revival of Cultural Heritage Sites of Pskov and the Pskov Region” began working with the architectural monument.

    Today, restoration work on the restoration of this unique architectural monument continues, returning it to its former glory and grandeur.

    Question:

    Regarding the supply of car parking spaces, will the Government inform this Council:

    (1) of the following information on parking spaces for various vehicle classes (including private cars, commercial vehicles and motorcycles) in Hong Kong from 2022 to 2024: the number of parking spaces, the district distribution, the utilisation rate, the increase or decrease in the number of parking spaces due to redevelopment, new development or other projects, with a tabulated breakdown by type of parking space (e.g. public or temporary car parks, on-street parking spaces); whether it has projected the parking space demand from this year to 2029, and of the currently planned number of parking spaces for various vehicle classes to be built, their locations, the government departments responsible for building them and their expected completion dates;

    (2) whether it has plans to conduct a comprehensive review of the supply of parking spaces for various vehicle classes in the territory and study the further opening of car parks in schools and government premises in various districts in the evenings and on public holidays for public use; if so, of the details; if not, the reasons for that; and

    (3) whether, on the pretext of not affecting traffic flow and road safety, it will consider increasing the number of free on-street parking spaces, extending the parking hours for night-time parking spaces and installing multi-storey stacked parking systems to improve land use efficiency; if so, of the details; if not, the reasons for that?

    In response to Oral Question 1, the Government has outlined its parking policy and I am not going to repeat it here. We will adopt a multi-pronged strategy to comprehensively increase parking supply, including leveraging technology, fostering stronger collaboration among stakeholders, and prioritising the parking needs of commercial vehicles (CVs).

    Having consulted the Transport Department (TD), a consolidated reply in response to the questions raised by Dr the Hon Ngan Man-yu is as follows:

    (1) Over the past three years, the total number of parking spaces in Hong Kong has increased by more than 15 000, bringing the total to over 800 000 (Annex 1). The ratio of parking spaces to registered vehicles has improved, and the number of metered parking spaces has also grown (Annex 2). However, the recovery of some short-term tenancy (STT) car parks has led to a slight decline in CV parking spaces (Annex 3). To address this, we have implemented various measures to enhance CV parking supply. For example, public vehicle parks (PVPs) currently in operation and under construction will provide approximately 460 CV parking spaces, and we have mandated a minimum number of CV parking spaces in suitable STT car parks. The Government continues to collaborate actively with stakeholders to expand parking supply. Between 2022 and 2024, more than 25 000 additional parking spaces were introduced under urban redevelopment projects (Annex 4). Utilisation rates remain consistently high across all types of parking spaces, with metered parking spaces averaging around 90 per cent and trending upward. Among public car parks managed by the TD, utilisation rates range from approximately 80 per cent to 90 per cent, while STT car parks average around 60 per cent.

    When advancing PVP projects, the TD assesses district-level parking demand based on illegal parking occurrences and the availability of facilities near project sites. For example, priority is given to areas with a high concentration of logistics trades for additional CV parking spaces. The TD will also consider conducting studies to forecast medium-to-long-term parking needs.

    The currently operating and under-construction PVPs will provide over 3 200 parking spaces. We are also exploring the adaptive reuse of construction shafts left after the completion of the Central Kowloon Bypass, with plans to convert them into underground multi-storey car parks featuring automated parking systems (APS).

    Over the next two years, the Government will introduce 12 000 additional parking spaces, with at least 500 designated for CVs. The actual quantity will be even higher when accounting for additional CV parking spaces from upcoming STT car parks and private development projects.

    Our priority remains the expansion of CV parking spaces, particularly in areas facing shortages, and we will intensify efforts to promote APS. Through policy initiatives and co-ordinated action with districts, we are confident that Hong Kong’s parking supply will continue to improve. Projected parking space supply estimates beyond 2025 are detailed in Annex 5.

    (2) The standard of parking facilities in the Hong Kong Planning Standards and Guidelines (HKPSG) will be reviewed regularly and revised when necessary to meet future transportation and policy needs. The first batch of subsidised housing planned under the revised HKPSG in 2021 (Note) is scheduled for completion in 2026, providing approximately 4 700 parking spaces across 26 subsidised housing developments. This includes 220 CV parking spaces, as well as the introduction of 33 medium/heavy goods vehicle and 18 coach/bus shared-use loading and unloading bays for night-time CV parking. The TD is closely monitoring the implementation of the revised HKPSG and will review it as needed to ensure it aligns with the latest developments.

    The Government Property Agency has opened around 1 000 parking spaces within the 12 joint-user general office buildings under its management, with some parking spaces available for public use throughout the day. Additionally, public car parks managed by the Leisure and Cultural Services Department provide more than 2 700 parking spaces for public use. The TD is actively collaborating with the Housing Department to explore the possibility of opening loading/unloading bays in five subsidised housing developments, including Sha Tin and Tsuen Wan for night-time CV parking, given the substantial parking demand from medium and heavy goods vehicles in these areas. Furthermore, the TD is working with the Education Bureau to encourage more schools to make school bus parking spaces available for student service vehicles during non-school hours, specifically to address CV parking needs.

    (3) The TD has been proactively identifying suitable locations across districts to provide additional on-street parking spaces. As of 2024, more than 1 860 on-street night-time parking spaces have been designated. The free parking period for over 600 CV night-time parking spaces has been adjusted to start at 7pm, and future provisions of such spaces will aim to advance the free parking period as much as possible.

    The Government has been implementing APS projects in suitable PVPs and STT car parks, as APS can nearly double the parking capacity within the same space. PVPs currently under construction will provide 1 000 automated parking spaces. Additionally, seven private car parks and three STT car parks are already equipped with APS. The PVPs are located in Tseung Kwan O, San Po Kong, Sham Shui Po, and Ma On Shan, while the STT car parks are in Tsuen Wan, Tai Po, Sham Shui Po, and Yau Ma Tei. Various APS models are being adopted, including puzzle-stacking as proposed in the question, vertical lifting and horizontal sliding, as well as circular shaft lifting systems.

    The widespread adoption of APS in Hong Kong requires private sector involvement from the society. Both the Electrical and Mechanical Services Department and the TD have published APS implementation guidelines for industry reference. In the future, the TD will actively encourage developers to adopt APS and explore further incentive measures.

    Agriculture Minister, John Steenhuisen, has proposed the development of a National Biosecurity Compact – shared commitment between government, industry, academia, and civil society to strengthen South Africa’s preparedness and resilience against biological threats.

    Speaking at the National Biosecurity Summit 2025, held at the University of Pretoria’s Hatfield Campus on Tuesday, Steenhuisen outlined the objectives of the proposed compact, which aims to coordinate national responses to animal and plant health risks.

    “This compact will define baseline vaccine stock levels; clarify roles and responsibilities during outbreaks; embed data-sharing mechanisms and institutional partnerships like the Biosecurity Hub; and provide a framework for coordinated, credible, and timely responses,” Steenhuisen said.

    Steenhuisen argued that the initiative is not only about defending against risk, but “it is about enabling growth.”

    He said export markets require sanitary and phytosanitary compliance, and they demand evidence of control, traceability, and institutional readiness.

    “Strengthening our biosecurity systems opens the door to new trade opportunities, safeguards jobs, and boosts investor confidence in South African agriculture. Biosecurity is not a “nice-to-have”, [but] it is as fundamental to national stability as clean water, reliable electricity, or functioning roads.

    “When it works, farmers prosper, food remains affordable, and our exports flourish. When it fails, the consequences are steep—economically, socially, and politically. We have the tools [and] the institutions, and now, we have the momentum,” the Minister said.

    The Minister also noted one of the country’s most significant structural weaknesses, vaccine production, highlighting operational backlogs and infrastructure limitations at Onderstepoort Biological Products (OBP) – the country’s primary vaccine producer.

    “We cannot afford to repeat the failures of the past. Vaccines are not a luxury – they are the first line of defence in any biosecurity system, and we will hold OBP accountable.”

    To address these challenges, the Minister announced that his office has implemented quarterly performance reviews, brought independent oversight, and is actively investigating diversification options to reduce dependence on a single supplier.

    Addressing veterinarian shortage

    The Minister also raised concerns about the critical shortage of veterinarians, particularly in the poultry industry and rural areas.
    “Nationally, we require 400 veterinarians. We currently have around 70 in the public system,” the Minister said.

    To close this gap, he said the department is expanding vet training posts, creating rural internships opportunities, and building regional partnerships.

    “Through the Biosecurity Hub, we are also mapping career pathways to attract a new generation of animal health professionals.”

    Biosecurity Hub at Innovation Africa

    Launched in October 2022, the Biosecurity Hub is a joint initiative between the Department of Agriculture, then Department of Agriculture, Land Reform and Rural Development (DALRRD), and Department of Science Technology and Innovation.

    The hub is an innovative platform designed to foster collaboration, enhance information sharing, and strengthen our collective capacity to respond to biological threats, not only for South Africa, but potentially across the continent.

    Sixty students got an in-depth look at the OSCE’s comprehensive work on organized crime during a visit to the OSCE in Vienna, Austria on 10 June. Each year a group of students visit the Organization as part of the European Consortium for Political Research’s summer school on transnational organized crime.
    “Young people are both the most vulnerable to organized crime and the most powerful agents of change. Through initiatives like the summer school visit, we equip future leaders with the knowledge and tools — such as financial literacy and inclusive prevention strategies — to drive effective and sustainable solutions in their respective communities,” said Umberto Severini, Head of the Strategic Police Matters Unit in the OSCE’s Transnational Threats Department.
    This year’s visit focused on emerging trends in youth recruitment into organized crime, particularly in the areas of drug distribution and exploitation. It was also an opportunity for participants to examine key risk factors contributing to youth vulnerability and explore effective prevention strategies.
    Special attention was given to a newly released OSCE publication on financial literacy, which highlights how a lack of financial awareness can increase susceptibility to criminal recruitment, as well as showcases good practices in prevention.
    During hands-on exericses, participants analysed practical tools and approaches that participating States can adopt to counter youth involvement in criminal networks, including through early education and targeted community initiatives. A group activity challenged students to design a youth-focused, financially informed prevention strategy, combining theoretical insights with real-world application.
    The students also had a chance to network with each other and OSCE experts, helping them to consider various career paths and share perspectives across diverse academic and cultural backgrounds.

  • MIL-OSI Russia: Scientists of the State University of Management are expanding their partnerships: meetings were held with the management of the Leningrad Region Committee for Transport and the Belarusian State Technical University “VOENMEKH”

    On June 10, 2025, as part of expanding opportunities for solving strategic tasks to achieve technological leadership of the Russian Federation and in accordance with existing competencies, scientists and specialists of the State University of Management visited the Leningrad Region Committee for Transport and the BSTU “VOENMEKH” named after D.F. Ustinov.

    The Committee is a sectoral body of the executive power of the Leningrad Region and a structural element of the Administration of the Leningrad Region. Among the tasks of the Committee’s work is the implementation of powers to organize transport services for the population of the region, as well as the formation of a strategy for the development of the transport complex, the development of forms and methods for its implementation based on forecasting, planning and program-target management, coordination and methodological guidance of work on the implementation of the strategy at the municipal level.

    The delegation of the State University of Management included: Vice-Rector Maria Karelina, Chief Researcher of the Scientific Research Coordination Department Aleksey Terentyev and Head of the Department Maxim Pletnev.

    The Chairman of the Committee Mikhail Prisyazhnyuk spoke about the main goals and objectives of the organization. Particular attention was paid to infrastructure projects and the formation of the digital contour of the Leningrad Region. The parties discussed the main areas of interaction and agreed to sign a framework agreement on cooperation. As part of the training of highly qualified personnel, it is planned to develop a network-based postgraduate program in the direction of “Logistics Transport Systems”. The Transport Committee has an extensive practical base, which will allow dissertation research to be carried out in close connection with the needs of the transport industry of the Leningrad Region. The Head of the Committee accepted the offer to participate in the educational process of the State University of Management in the programs “Transport Systems Management”, “Transport and Logistics”.

    Another direction for expanding the scope of scientific projects was worked out with the BSTU “VOENMEKH” named after D.F. Ustinov. The university is one of the leading defense and technical universities in the country and trains specialists for enterprises of the defense-industrial complex in the field of aircraft manufacturing and astronautics, radio engineering, energy, mechatronics and robotics, IT technologies.

    The meeting was attended by the Vice-Rector of the State University of Management Maria Karelina, the Director of the Engineering Project Management Center Vladimir Filatov, the Researcher of the Center Dmitry Rybakov, the Junior Researcher of the Reverse Engineering Laboratory Nikita Akinshin. From BSTU “VOENMEKH” the negotiations were attended by the Acting Vice-Rector for Research and Innovative Development Vladimir Voronov and the Head of the Rocketry Department Vyacheslav Borodavkin.

    The parties exchanged achievements in the field of scientific research, experience in implementing projects and discussed prospects for joint work on R & D. A representative of the real sector of the economy, Mikhail Petrov, Director of Development of the Petersburg Machine-Building Plant, took part in the meeting. The plant specializes in the production of tractors and agricultural machinery. The meeting participants discussed a joint project to develop a new type of equipment.

    Representatives of BSTU “VOENMEKH” and the Petersburg Machine-Building Plant were invited to the State University of Management to sign a cooperation agreement, get acquainted with the Student Design Bureau at the university and the results of the work on the Large Scientific Project. Colleagues from BSTU “VOENMEKH” were also interested in the competencies of the State University of Management specialists in the field of machine vision.

  • MIL-OSI Russia: Representatives from 24 countries took part in the XXV Yasin International Scientific Conference of the Higher School of Economics

    Program Committee of the Jubilee XXV Yasinsky (April) International Scientific Conference on Problems of Economic and Social Development (YaMNK) summed up the first results. In 2025, 1,384 people from 24 countries and 29 Russian regions took part in the conference events, 335 people made presentations.

    This year, for the first time, the conference was held in a scientific format only. The architecture of the program also changed, it was compiled within the framework of five scientific topics: “Economics”, “Human Capital and Society”, “Foresight Research”, “International Research”, “Instrumental Methods and Models in Management and Social Sciences”.

    Traditionally, many applications were submitted to the conference. This year, the competition was 3 people per place. Of the 1035 applications, 381 applications passed the scientific examination, and as a result, 335 people presented their papers at the conference.

    “I would like to especially emphasize that many applications were interesting, but during the selection we adhered to the principles that we always talk about, namely: a clear description of the problem under consideration and the extent to which it has been studied, an indication of the research methodology and its main results, their validity and novelty,” says Fuad Aleskerov, Chairman of the XXV YMNC Program Committee. “No less important was the criterion of compliance with the designated volume of the abstract.

    The diversity of affiliations in the program was an important factor. We are interested in making the conference open to many scientific schools, including those from Russian regions and foreign countries.”

    The conference doors were open to many participants. Thus, a total of 1,384 people took part in it, of which 637 were participants in sections and special events, and 747 were conference listeners. Among the participants were guests from 24 foreign countries and 29 Russian regions.

    “We thank everyone who applied and took part in the events. We believe that the discussions were held at the highest level and the Yasin (April) International Scientific Conference has retained its position as one of the leading conferences in its segment.   • MIL-OSI Russia: Polytechnic presented its initiatives to the rectors of BRICS countries at forums in Brazil

    Rio de Janeiro hosted large-scale events — the second forum of university rectors from Russia, Brazil and Belarus, as well as the second forum of university rectors from the BRICS countries. The events were organized by the Federal University of Rio de Janeiro with the support of national rectors’ communities, including the Russian Union of Rectors. They became a powerful platform for strengthening academic ties and promoting joint initiatives. The forums were attended by more than 50 representatives of universities from Russia and Belarus, delegations from Iran, India, China, South Africa, Ethiopia, Indonesia and more than 60 universities from Brazil.

    At the section on educational cooperation, Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky emphasized the unique role of BRICS in the modern world: In the conditions of international turbulence, it is education and science that are becoming the most important tools for finding joint answers to global challenges. The BRICS association is one of the few international platforms where interaction is built on the principles of mutual respect and equality, where there are no main ones, where everyone is equal and is committed to working together for the sake of a common future. We see that this approach is of interest and response to many countries. The creation of a ranking of BRICS universities is especially relevant in the conditions of political commitment of the headquarters of international rating agencies. This is the development of the BRICS Network University, recognition of qualifications, support for talented youth and the creation of its own BRICS university ranking.

    The key sections and plenary session were held at the Museum of Tomorrow. SPbPU was represented by a delegation consisting of Vladimir Shchepinin, Director of the Institute of Industrial Management, Economics and Trade; Ekaterina Belyaevskaya, Head of the Department of International Interuniversity Cooperation; and Nikita Lukashevich and Olga Ergunova, associate professors at the Graduate School of Management and Management. She described in detail the neural network model developed under the auspices of the RSF for forecasting and managing labor markets in the BRICS megacities (Shanghai, Bangalore, Moscow, Sao Paulo).

    Olga Ergunova drew the attention of those gathered to a successful example of comprehensive cooperation between the BRICS countries — the international competition for young researchers “SMART CITY 2030: Sustainable Development Management of BRICS Cities”. The event was first held in 2024 in pilot mode and generated considerable interest. In 2025, the co-organizers of the competition are SPbPU, the Russian Institute of Tsinghua University (China), Lovely Professional University (India) and the Federal University of Rio de Janeiro (Brazil). The Rectors’ Forum provided an opportunity to announce the expansion of the competition and invite new representatives of the BRICS countries to participate.

    The SPbPU delegation held talks with existing partner universities in Brazil (these are nine leading universities in the country), and also met with new promising educational institutions and agencies. Among them are the Federal Agency for Technological Education, the Secretariat for Supervision and Development in Higher Education. Both agencies operate under the Ministry of Education of Brazil.

    Polytechnic University signed cooperation agreements with the Federal University of Fluminense and the Federal Rural University of Rio de Janeiro.

    During working meetings and negotiations with rectors and representatives of university delegations, projects in the field of joint research, academic mobility, joint educational programs of double degrees and the organization of summer schools were discussed.

    In the context of changing global educational landscapes, Brazilian universities are becoming key centers for ensuring the scientific and technological sovereignty of the BRICS countries. Their competencies in the field of sustainable development, green economy, bioeconomy, agribusiness, artificial intelligence and other areas, supplemented by Russian fundamental science, form a unique ecosystem of cooperation, its integration into the BRICS educational space through the mechanisms of the BRICS Network University. They allow the creation of new formats of cooperation that combine academic mobility with applied research in areas that are strategic for the countries, noted Vladimir Shchepinin.

    A pleasant surprise was the delegation’s meeting with a 1988 Polytechnic graduate, Electo Eduardo Silva Lora. He is currently a professor and holds the post of head of the Scientific Institute at the Federal University of Itajuba, a leading university in the field of electric power and electrical engineering. Electo Silva Lora spoke excellent Russian and recalled his teachers, professors at the Polytechnic University, with great warmth. He expressed a desire to renew scientific and academic ties with his alma mater and is already interacting with colleagues from the Institute of Power Engineering.

    In addition, Olga Ergunova visited the leading business school of Latin America — FGV EBAPE (Getulio Vargas Foundation), holder of the prestigious “Triple Crown” of accreditations (AACSB, AMBA, EQUIS). She held business negotiations with the director-dean of the school, Professor Flavio Carvalho de Vasconcelos and the head of the international department of Yuna Fontoura.

    Representatives of the school expressed interest in cooperation with SPbPU. During the negotiations, specific steps were outlined: organizing academic exchanges, joint research in the field of innovation management, technological development and sustainable production.

    For FGV EBAPE, it is always valuable to establish connections with leading universities in the world, such as SPbPU. We are interested in developing academic mobility and joint research initiatives, especially in areas related to technology and innovation, – emphasized Flavio Vasconcelos.

    Universities in Brazil represent a huge potential for partnership. Of course, everyone understands the difficulties and cost of logistics between our continents, but even this does not become an obstacle for such innovative projects as, for example, the Smart Cities competition. A number of government agencies support the mobility of Brazilian students, and these opportunities should be used. Brazil has created the strongest scientific centers and technology hubs in the field of research into renewable energy, artificial intelligence, agricultural and food technologies, oil and gas. Colleagues are interested in joint publications, the development of postgraduate programs, international grants for joint research. There is a lot of work to do to turn today’s agreements into real projects with the participation of the Polytechnic University, – Ekaterina Belyaevskaya summed up.

  • MIL-Evening Report: Q+A follows The Project onto the scrap heap – so where to now for non-traditional current affairs?

    Two long-running television current affairs programs are coming to an end at the same time, driving home the fact that no matter what the format, they have a shelf life.

    The Project on Channel 10 will end this month after 16 years, and after 18 years on the ABC, Q+A will not return from its current hiatus.

    Each was innovative in very different ways.

    Q+A was designed specifically to generate public participation. Its format of five panellists, a host and a studio audience of up to 1,000 was a daring experiment, because the audience was invited to ask questions that were not vetted in advance.

    This live-to-air approach gave it an edgy atmosphere not often achieved on television. From time to time, the edginess was real.

    In 2022, an audience member made a statement supporting Vladimir Putin’s invasion of Ukraine and repeated Russian propaganda to the effect that Ukraine’s Azov battalion was a Nazi group that had killed an estimated 13,000 people in the Donbas region.

    After a brief discussion of these allegations, the host Stan Grant asked the man to leave, saying other audience members had been talking about family members who were dying in the war, and he could not countenance the advocating of violence.

    In 2017 the Sudanese-Australian writer Yassmin Abdel-Magied was involved in a fiery exchange with Senator Jacqui Lambie over sharia law.

    They had been asked by an audience member if it was time to define new rules surrounding migration to avoid community conflict, to which Lambie replied: “Anyone that supports sharia law should be deported.”

    Abdel-Magied questioned if Lambie even knew what that meant, before getting into a heated defence of feminism and Islam.

    In 2024, an audience member listening to politicians on the panel debate family violence could not contain his frustration, calling out:

    How dare you go into politics, in an environment like this, when one woman is murdered every four days, and all you […] can do is immediately talk about politics? That is just disgraceful.

    His outburst went viral.

    He had put his finger on what was an increasing problem with the program. It became hostage to fixed political positions among those of its panellists drawn from party politics.

    As a result, it became predictable, and although the surprise element supplied by audience participation remained a strength, the panellists’ responses increasingly became echoes of their parties’ policies.

    While the objective no doubt was to achieve a range of perspectives, it began to look like stage-managed political controversy.

    This is not to criticise the established presenters – Tony Jones, who fronted the program for 11 years, Stan Grant and most recently Patricia Karvelas, all gifted journalists who adroitly managed the time bombs occasionally set off in their midst.

    Unfortunately, especially for Grant, the program was a lightning rod for attacks on the ABC by The Australian newspaper. ABC management’s abandonment of him, after a particularly vicious attack in 2023 over his commentary during coverage of the king’s coronation, was disgraceful.

    Resigning from the program, Grant said: “Since the king’s coronation, I have seen people in the media lie and distort my words. They have tried to depict me as hate filled. They have accused me of maligning Australia. Nothing could be further from the truth.”

    The ABC is promising to continue with audience-participation programming along the lines of Your Say, a kind of online questionnaire which the ABC says was successfully tried during the 2025 federal election.

    How such a format would translate to television is not clear.

    Meanwhile at Ten, there is promise of a new current affairs program, but details are scant.

    The Project will be a hard act to follow. It promised “news done differently” – and it delivered. News stories were given context and a touch of humanity by a combination of humour, accidents, slips of the tongue and the intellectual firepower of Waleed Aly.

    Aly is a Sunni Muslim, and his “ISIL is weak” speech in 2015 spoke directly and passionately to the fears of the public at the peak of one of the many panics over terrorism.

    Inevitably, much of the attention in the wake of the announced closure has been on the celebrated gaffes of long-time presenter Carrie Bickmore, a little rich to be reproduced in a sober article such as this, but findable here.

    It may not be an auspicious time for launching a new current affairs program at Ten. Its ultimate parent company, Paramount, in the United States, is in the process of negotiating a settlement with US President Donald Trump over a trumped-up court case in which the president is suing the company for US$20 billion (A$30.7 billion).

    He says an interview done by another Paramount company, CBS News, with the Democrats’ former presidential nominee Kamala Harris during the election campaign was “deceptively edited”.

    This is said to have no prospect of succeeding in court, but Paramount wishes to merge with Skydance Media and fears the Trump administration would block it if the company doesn’t come across. The Wall Street Journal is reporting it is proposing to settle for $15 million.

    Senior editorial staff at CBS have already resigned in protest at Paramount’s cowardice, so what price editorial independence at Ten?

    In Beni, North Kivu Province, MONUSCO celebrated World Environment Day on Thursday, June 5, by organizing an awareness campaign and planting trees at a local school. “It’s a very important day” said Adam Obatoki Salami, acting head of the UN mission’s sub-office.

    Celebrated every year on June 5 since 1973, World Environment Day is the largest global platform for environmental public awareness, observed by millions of people around the world.

    According to Adam Obatoki Salami, this year’s celebration was an opportunity to raise awareness about the harmful impact and dangers of plastic materials that pollute the environment. The theme chosen for this year is: Beat Plastic Pollution..

    It’s a call for everyone to take responsibility so that we can collectively protect our environment and fight against the dangers of plastic pollution. Our message to the people of Beni is, first, that MONUSCO is committed to combating plastic pollution, working toward a better environment, and raising awareness so people consider environmental issues in their daily lives. We’ve planned several awareness activities throughout the city for this day.” noted Adam Obatoki.

    Among these activities were tree planting events at MONUSCO’s Mavivi base and at Matembo Primary School, along with public awareness meetings on environmental protection.

    Moïse Adirodu, Head of Administration and Finance at the environmental coordination office in Beni, believes MONUSCO is fulfilling its role in full cooperation with local authorities:

    MONUSCO plays an active role in environmental management. It implements waste management strategies and makes efforts to reduce its carbon footprint in its decision-making processes, in line with the objectives of the Rio de Janeiro Earth Summit. Through its actions in the city of Beni, MONUSCO has become a key partner for our environmental coordination. I’d like to recall that when the mayor of Beni launched the community cleanup initiatives—commonly known as Salongo—MONUSCO was leading from the front. We truly appreciate this kind of partnership” he said.

    According to the United Nations, more than 400 million tons of plastic are produced every year, half of which is designed for single use. Less than 10% of this plastic is recycled. An estimated 11 million tons of plastic end up in lakes, rivers, and oceans annually—and Beni’s rivers are no exception.

  • MIL-OSI United Kingdom: Perry Hall rated Good with Outstanding features

    Inspectors visited the school in April and, in their report published recently, describe Perry Hall as a ‘happy and welcoming school’ where ‘pupils feel safe and flourish in its supportive atmosphere.’

    Staff ‘take the time to get to know pupils and their families well’, meaning that, from Early Years onwards, ‘pupils thrive in this nurturing environment’.

    Staff have ‘high expectations of pupils’ behaviour and academic success’. Pupils ‘achieve well across a range of subjects’ and are ‘respectful to staff, visitors and each other’.

    The school has developed a ‘broad, balanced and ambitious curriculum’ which pupils learn well while an effective reading programme with ‘high quality phonics teaching’ means ‘pupils quickly develop the skills that they need to become fluent, confident and independent readers’.

    Children follow clear routines, ‘listen carefully to one another and treat each other with kindness’, which gives them ‘an exceptionally strong foundation to behave positively and collaborate together’. As a result, children are ‘very well prepared’ for the next stage of their education.

    Staff identify the needs of pupils with special educational needs or disabilities (SEND) effectively, and pupils are able to successfully progress through the curriculum and to ‘achieve well because staff make useful adaptations to the curriculum where necessary’.

    The provision for pupils’ personal development is ‘effective and underpinned by the school’s values’, while a wide range of before and after school clubs ‘cater for many interests’. Pupils also benefit from a range of educational visits to enhance their learning and older pupils are ‘keen to take on roles of responsibility that allow them to make a positive contribution to their school’.

    Leaders ‘understand the strengths and weaknesses of the school’ and are ambitious in developing their school and supporting pupils in achieving well. The school prioritises staff well being and fosters a supportive environment, which staff members appreciate. Meanwhile, governors provide ‘appropriate challenge and support for school leaders’.

    Inspectors concluded that the quality of education, behaviour and attitudes, personal development and leadership and management at Perry Hall Primary is Good, and that its Early Years provision is Outstanding.

    Andrew Brocklehurst, Chair of Trustees at Perry Hall Multi-Academy Trust, said: “I am absolutely delighted to celebrate the fantastic achievement of Perry Hall Primary School. The dedication, talent, and teamwork shown by our incredible staff and wonderful children make us all extremely proud.

    WASHINGTON, D.C. – Today, Congresswoman Joyce Beatty (OH-03) co-led a House Resolution with Congresswoman Shontel Brown (OH-11) calling for urgent, coordinated federal action to address the nation’s worsening housing crisis by preserving and expanding access to affordable housing. 

     

    The Resolution outlines the urgent need to address the housing crisis nationally and calls for a comprehensive approach to addressing it, including: expanding and preserving affordable housing units; strengthening Federal rental assistance programs; promoting equitable zoning and infrastructure alignment; and partnering across the public, private, and nonprofit sectors to protect tenants and spur innovation. 

     

    “Housing is a human right, full stop,” said Congresswoman Joyce Beatty. “The nation’s ongoing affordable housing shortage hits low-income and minority communities the hardest, making it virtually impossible for millions of families to stay healthy, pursue higher education, maintain steady employment, or achieve financial stability. This resolution recognizes the urgency of addressing the housing crisis in America and affirms a commitment to advancing federal legislation to support rental assistance and housing development so that every American family has a safe, affordable place to call home.”

    The United States faces an estimated shortage of over 7 million affordable homes for extremely low-income renters and over 12 million spend more than 50 percent of their income on rent, often sacrificing food, health care, or transportation as a result. 

     

    Since 2020, rents have increased by more than 35%, while median incomes have not kept pace, fueling record-high homelessness and housing instability. Black households are substantially less likely to own a home than white households – 44% homeownership rate for Blacks versus 72% for whites – and the Black homeownership rate remains lower than in the year 2000.

  • MIL-OSI China: Calligraphy exhibition honors Chinese literary tradition

    A calligraphy exhibition by Chao Daishuang, a research fellow at the National Museum of China and director of the Institute of Ancient Chinese Calligraphy, opened June 6 in Beijing, highlighting his decades of research and artistic achievement.

    At the opening ceremony, Chao spoke of the profound reverence inspired by ancient calligraphic works, noting that they embody the intellectual spirit and philosophical depth of China’s traditional scholars.

    Koh Hock Kiat, founding dean of the Confucius Institute at Nanyang Technological University, also attended the event. He called calligraphy “the soul of Chinese culture,” saying its integration with classical poetry and wisdom can exert a subtle yet profound influence on children’s upbringing.

    After the ceremony, Chao spoke with attendees, stressing that mastery of the Chinese language is essential for understanding the classical texts featured in the artwork.

    Chao said appreciating calligraphy requires an understanding of its cultural roots. He urged young cultural workers to develop a solid literary grounding, saying, “Only those deeply versed in classics can create truly meaningful calligraphy.” He emphasized that authentic cultural exchanges must be built on genuine traditional foundations.

    On the topic of cultural diplomacy, Chao said its effects are often gradual. “A lecture or an overseas exchange may not yield immediate results,” he said. “But such efforts lay foundations for the future — persistent engagement will naturally bear fruit over time.”

  • MIL-Evening Report: Malaria has returned to the Torres Strait. What does this mean for mainland Australia?

    Malaria is one of the deadliest diseases spread by mosquitoes. Each year, hundreds of millions of people worldwide are infected and half a million people die from the disease.

    While mainland Australia was declared malaria-free in 1981, from time to time travellers return to Australia with an infection.

    Infections from local mosquitoes are incredibly rare. However, last week two cases of locally acquired malaria were reported in the Torres Strait.

    So what does this mean for local communities? And is this a risk for mainland Australia?

    What is malaria?

    Unlike other mosquito-borne disease, malaria is caused by protozoan parasites, not viruses. These parasites belong to the Plasmodium genus. While five of these parasites are considered a human health concern, Plasmodium falciparum poses the most serious threat.

    Symptoms can be mild and include fever, chills and headache. But sometimes people develop severe symptoms, such as fatigue, confusion, seizures and difficulty breathing.

    Without appropriate medical care, the disease can be fatal. Those most at risk of life-threatening illness include infants, children under five years, pregnant women and patients with HIV and AIDS.

    How does it spread?

    Malaria parasites are spread by the bite of a mosquito carrying the malaria parasite.

    Not all mosquitoes can carry the parasite. The group of mosquitoes responsible for most malaria transmission is called Anopheles. Aedes and Culex mosquitoes, which are typically associated with the spread of viruses, don’t transmit malaria to people.

    While there are medications available to prevent malaria, and these are routinely recommended to travellers, this is not a sustainable approach for communities within regions at risk. The cost of medications, as well as the risk parasites may develop resistance to medications over time, are barriers for routine use in high risk countries.

    Alternative strategies include using insecticide-treated bed nets and controlling mosquitoes by spraying insecticide on and around homes. Early diagnosis and treatment of those suspected to have an infection is also crucial.

    ‘Imported’ versus ‘locally acquired’ infections

    There is an important distinction between “imported” and “locally acquired” cases of malaria.

    “Imported” cases mean the person has been infected overseas and returned to Australia, where they’ve been diagnosed and treated. These cases appear in official statistics but are not the result of local mosquito bites.

    “Locally acquired” cases are where a person is infected without any overseas travel. These cases often result from the parasites first introduced into Australia by infected travellers. The travellers are then bitten by local mosquitoes that go on to bite and spread the pathogens to people who haven’t travelled.

    The last locally acquired malaria outbreak in mainland Australia occurred in 2002, when ten people were infected in Far North Queensland.

    When this happens, it indicates local mosquitoes are carrying the malaria parasites and there is a significant risk further infections have occurred (but are not yet diagnosed) or may be diagnosed in the near future. Mosquito control or other initiatives are required to prevent larger outbreaks.

    In the case of the Torres Strait, there is also the risk infected mosquitoes are transported, either by wind or boats, from Papua New Guinea.

    So, what’s happening in the Torres Strait?

    Queensland Health is currently investigating two recent cases of locally acquired malaria on Saibai Island.

    But cases of locally acquired malaria aren’t unusual in the Torres Strait. They’re often suspected to be linked to movement of people into the islands from PNG, a country that reports more than a million suspected cases of malaria each year.

    Previous locally acquired malaria cases in the Torres Strait were reported in 2023. Before that, a single case was reported in 2013 and eight cases in 2011.

    The tropical climate of the Torres Strait and presence of Anopheles mosquitoes means conditions are right for local spread once the parasites are introduced, either through infected mosquitoes or people.

    Could malaria spread to mainland Australia?

    Since the 1980s, there have only been a small number of cases reported on mainland Australia. The majority are in travellers returning to Australia who were infected overseas.

    Historically, malaria cases were reported in many parts of the country, especially in the 1940s, including suburbs around Sydney when soldiers infected overseas returned to Australia.

    The mosquitoes capable of spreading the parasites then are still present today. While the most important malaria mosquito in Australia, Anopheles faurati, is limited to northern regions of coastal Australia, Anopheles annulipes is widespread across much of the country.

    But just because the mosquitoes are there, it doesn’t mean there will be an outbreak of malaria.

    The parasite needs to be introduced and it needs to be warm enough for it to complete its life cycle in local mosquitoes. The cooler it is, the less likely that is to happen, even if suitable mosquitoes are present.

    The parasites also face additional challenges. Infected people need to be bitten by local Anopheles mosquitoes, not just any mosquitoes. And with modern health-care systems in Australia, untreated sick people are less likely to be exposed to mosquito bites.

    Malaria is one of the mosquito-borne pathogens considered at risk of increasing as a result of climate change. But there are many other factors at play that will determine future outbreak risk in mainland Australia, especially outside the tropical north of the country, such as a changing climate and seasonal changes in numbers and types of mosquitoes.

    How to stay safe

    The most important way local communities and visitors to the Torres Strait can stay safe is to avoid mosquito bites.

    Cover up when possible with long-sleeved shirts, long pants and covered shoes and apply an insect repellent.

    Insect screens, whether on buildings or in the form of bed nets will also provide protection overnight.

    Cameron Webb and the Department of Medical Entomology, NSW Health Pathology and University of Sydney, have been engaged by a wide range of insect repellent and insecticide manufacturers to provide testing of products and provide expert advice on medically important arthropods, including mosquitoes. Cameron has also received funding from local, state and federal agencies to undertake research into various aspects of mosquito and mosquito-borne disease management.

    The results of the first season of the Rosmolodezh.Grants grant competition have been summed up. Students of Peter the Great St. Petersburg Polytechnic University became winners with five projects, receiving funding for a total of 2.5 million rubles.

    The All-Russian competition of youth projects “Rosmolodezh.Grants” is held by the Federal Agency for Youth Affairs and is aimed at supporting initiatives implemented by citizens of the Russian Federation aged 14 to 35. The winners of the first season of the competition in 2025 were five students of SPbPU. The projects cover a wide range of areas: from environmental education and engineering training to scientific volunteering, educational forums and socio-cultural initiatives.

    Alexandra Kuznetsova — project “Educational module on designing and constructing a geodome from recycled polymers”

    The project will include an educational course on separate waste collection and recycling in the Polytech Tower. The plastic recycling equipment, which the students assembled themselves, can be used to make various products from recycled polymers. Usually, these are souvenirs, but the project team has set an ambitious goal: to assemble a geodome from recycled plastic, which will be an addition to the Tower’s summer space next year. The project introduces plastic recycling processes in a visual and interactive form using compact equipment similar to industrial equipment. This creates a logical chain from packaging submitted for recycling to the finished product.

    Anna Melnichuk and the PCPS student club – the project “Autumn school “SPARK””

    The initiative of the PCPS (Polytechnic Club of Physical Students) club is an educational project aimed at 1st-2nd year students of physical and technical fields. The SPARK school is dedicated to the topic of building a career path in science. The event will include lectures and master classes from invited speakers – scientists from the Polytechnic University and other scientific institutions. They will talk about their own path in science, share practical advice, and also conduct classes on developing soft skills: writing a resume, a motivation letter, a scientific article, finding a scientific supervisor and other important aspects of a scientific career.

    The Case Club Forum is an event aimed at creating a space and favorable conditions for the exchange of ideas and experience between members of student associations promoting the case method in their activities. The project includes a seminar called “Case Club Forum”. The goal of the event is to create a space for the exchange of competencies and experience, allowing for improved communication between associations and the development of joint activities for the further promotion of the case method. Representatives of existing case clubs in St. Petersburg and Moscow will be invited to participate in the forum!

    Alexander Merkuriev – the project “Vaccination is impossible to remain silent”

    The project “Vaccination is not possible to remain silent” is aimed at educating young people about the safety and effectiveness of vaccination. During open lessons in schools in St. Petersburg and the Leningrad Region, young specialists in biology and medicine will tell students from different classes about our immunity, the composition and production of modern vaccines, and myths about the dangers of vaccination. All these and many other questions will be discussed in class after a popular science lecture on the topic.

    Daria Khadjaridi – “Black Bear School” project

    “Black Bear School” is a five-day intensive course in sports management. Over the course of five days, experts will talk about lectures on SMM, photography, video, event organization, and working with partners. The intensive course will be useful for anyone who wants to learn something new in the field of sports media – whether you are a beginner or a pro, because the intensive course is divided into categories by level of training.

    The grant competition has been held since 2005 and is aimed at supporting projects of young people and student associations. The competition provides financial support in the amount of 5 thousand to 1 million rubles for the implementation of socially significant projects. In the first season of 2025, more than 15 thousand applications from all regions of Russia were received for participation. The selection of projects was carried out according to the criteria of relevance, feasibility, social significance and the presence of a sustainable result.

    Support for SPbPU student projects confirms the high level of project activities at the university, as well as the active civic position of students. The university will continue to provide methodological assistance to students and youth associations in participating in such competitions, developing a culture of project thinking and social leadership.

    BEIJING, June 11 (Xinhua) — Wudalianchi City Publicity Department of the CPC Wudalianchi Municipal Committee in northeast China’s Heilongjiang Province said that events in the field of popular science and cultural exchanges between Chinese and Russian youth were held in Wudalianchi from June 4 to 5, 2025.

    On the evening of June 4, the opening ceremony was held at the Wudalianchi Cultural and Sports Center, where young people from the two countries in national costumes presented dance and song numbers. The melodic sounds, combined with the rhythmic performances of the kuaiban (recitative accompanied by an instrument made of bamboo planks), conveyed youthful enthusiasm and passion to the applause of the audience.

    During the events, the participants visited the city’s science and technology museum, where they immersed themselves in the world of space and conducted experiments with interactive exhibits.
