  • MIL-OSI USA: Garamendi Demands President Trump Prioritize U.S. Leadership in Nuclear Nonproliferation

    WASHINGTON, D.C. — This week, Representative John Garamendi (D-CA-08) led a bicameral letter expressing concern about President Trump’s understanding of the important role the United States plays in nuclear weapons safety and nonproliferation. This letter was co-led by the Nuclear Weapons and Arms Control Working Group Co-Chairs, Representative Don Beyer (D-VA-08), Senator Ed Markey (D-MA), and Senator Jeff Merkley (D-OR), along with Representative Lloyd Doggett (D-TX-37), Representative Bill Foster (D-IL-11), Representative Pramila Jayapal (D-WA-07), Representative Ilhan Omar (D-MN-05), Representative Jim McGovern (D-MA-02), and Representative Mike Thompson (D-CA-04).

    Nuclear nonproliferation refers to efforts to deter the spread of nuclear weapons. This happens via discouraging nuclear buildups by countries that already possess nuclear weapons and by working to prevent non-nuclear states from obtaining nuclear weapons.  

    A world with more nuclear weapons is a less safe world. By cutting funding for nonproliferation activities and firing professionals responsible for managing the United States nuclear weapons stockpile, the Trump administration has failed to demonstrate it appreciates this reality.

    In the letter, the lawmakers wrote, “Nonproliferation is not just about stopping the spread of nuclear weapons – it also includes securing and disposing of dangerous materials, preventing radioactive materials from falling into the wrong hands, and ensuring compliance with international nuclear agreements and export controls. This work is essential to safeguarding public safety, strengthening global oversight, and preventing nuclear accidents or terrorism.”

    “Nuclear proliferation is a significant threat to U.S. and global security. At this critical juncture, U.S. allies are reevaluating their non-nuclear status, driven in part by concerns that the U.S. may no longer be a reliable partner. A world with more nuclear weapons is one in which every minor conflict has the potential to cause mass casualties, and where terrorists will have more opportunities to attempt to seize nuclear materials and weapons in nuclear-armed countries. A steadfast U.S. commitment to global nuclear security is more crucial than ever.”

    “Underinvestment in nuclear security threatens research and workforce development programs focused on addressing national security challenges such as uranium enrichment, weaponization by foreign actors, the risks posed by artificial intelligence to nuclear security, and technical assistance to U.S. companies developing advanced nuclear reactors.”

    The letter requests the President provide answers to the following questions: 

    • You have stated clearly your intention to “de-nuclearize.” Will your administration prioritize efforts to secure arms control agreements and nuclear nonproliferation?  

    • Does your administration remain committed to the principles of the Nuclear Nonproliferation Treaty? Will you sanction or otherwise condemn any country that withdraws from the treaty to pursue a nuclear weapons program? 

    • Will your administration prioritize preventing uranium or other nuclear material from falling into the wrong hands? Will you commit to maintaining robust investments in global tracking and accounting for nuclear material? 

    • Which specific programs will be affected by the $185 million reduction of Defense Nuclear Nonproliferation account? Please provide details on specific programs and the amounts their funding will be reduced.  

    • How will the reduction of manpower and nonproliferation funding at NNSA impact its ability to prevent nuclear accidents or threats?

    Dear President Trump:

    We write to strongly urge your administration to prioritize nuclear nonproliferation, and to express concern that recent actions suggest a lack of appreciation for the vital role of U.S. leadership in these efforts.  

    Nonproliferation is not just about stopping the spread of nuclear weapons – it also includes securing and disposing of dangerous materials, preventing radioactive materials from falling into the wrong hands, and ensuring compliance with international nuclear agreements and export controls. This work is essential to safeguarding public safety, strengthening global oversight, and preventing nuclear accidents or terrorism.

    Your administration’s actions have signaled an underappreciation of critical nonproliferation work. These actions include the hasty firing of over 300 National Nuclear Security Administration (NNSA) employees overseeing the U.S. nuclear weapons stockpile in February and the redirection of $185 million from the NNSA’s Defense Nuclear Nonproliferation account in the recent full-year Continuing Resolution to the nuclear weapons activities account.  

    Reports also suggest your administration has suspended two key programs that provide vital assistance to international nuclear inspectors, including those monitoring Iran’s nuclear program. There are vacancies at several high-profile arms control and nonproliferation posts across the administration. The potential for large reductions in the workforce at the Department of Energy, including NNSA experts responsible for maintaining a safe and secure nuclear weapons stockpile, are cause for further concern.

    Nuclear proliferation is a significant threat to U.S. and global security. At this critical juncture, U.S. allies are reevaluating their non-nuclear status, driven in part by concerns that the U.S. may no longer be a reliable partner. A world with more nuclear weapons is one in which every minor conflict has the potential to cause mass casualties, and where terrorists will have more opportunities to attempt to seize nuclear materials and weapons in nuclear-armed countries. A steadfast U.S. commitment to global nuclear security is more crucial than ever.

    The 2024 Department of Defense Report on the Nuclear Employment Strategy states that “…deterrence alone will not address strategic dangers. Arms control, risk reduction, and nuclear nonproliferation are indispensable in preserving stability, enhancing predictability, deterring aggression and escalation, reducing the consequences if deterrence fails, and mitigating the risk of nuclear arms racing and nuclear war.”

    The Defense Nuclear Nonproliferation (DNN) account at NNSA, which is being cut by $185 million, funds essential programs that protect U.S. national security. One is the Office of Global Material Security (GMS), which works globally to prevent terrorists from acquiring nuclear or radioactive materials for attacks on the U.S. GMS also collaborates with international partners to secure nuclear materials and combat trafficking. In addition, the DNN account funds the Office of International Nuclear Safeguards, which ensures that countries comply with International Atomic Energy Agency agreements and do not divert nuclear materials to weapons programs or pursue undeclared nuclear activities.

    Underinvestment in nuclear security threatens research and workforce development programs focused on addressing national security challenges such as uranium enrichment, weaponization by foreign actors, the risks posed by artificial intelligence to nuclear security, and technical assistance to U.S. companies developing advanced nuclear reactors.  

    These actions raise serious concerns about your administration’s commitment to nuclear nonproliferation. As such, we respectfully request prompt answers to the following questions:

Prioritizing nonproliferation strengthens deterrence, reduces the risks of nuclear accidents or intentional use, promotes international cooperation, and allows for the peaceful and responsible use of nuclear energy.  

    In today’s rapidly changing global environment, the United States commitment to nonproliferation is vital. Continued investment in these efforts will advance international security, stability, and cooperation. For America to lead in creating a safer world, we must reaffirm and uphold our commitment to nuclear nonproliferation.

  • MIL-OSI USA: Balderson Unveils Legislation to Prioritize Grid Reliability for Federal Regulators

    LANCASTER, OH – Today, Congressman Balderson announced the introduction of the Reliable Power Act, legislation designed to protect America’s electric grid by ensuring that federal agencies consider the impact of their regulations on grid reliability before finalizing new rules. Representatives Randy Weber (TX-14) and Julie Fedorchak (ND-At Large) joined as original co-sponsors.

    Balderson unveiled the bill at an energy roundtable in Lancaster, Ohio, where he led a discussion on Ohio’s growing power needs, the challenges facing the electric grid, and his work as Chairman of the House Energy Action Team (HEAT). The roundtable included a panel of energy experts and industry leaders from across the Buckeye State.

    “When bureaucrats focus too much on churning out new rules and regulations—and ignore the real-world impacts of their mandates—our grid’s reliability is put at risk,” said Balderson. “Under the Biden Administration, federal agencies worked around the clock to push through extreme Green New Deal policies, throwing our grid into a reliability crisis. The Reliable Power Act sets clear accountability and coordination standards to ensure that federal regulations support, rather than threaten, the strength and dependability of our power system.

    “I pplaud the outstanding work President Trump, Energy Secretary Chris Wright, Interior Secretary Doug Burgum, and EPA Administrator Lee Zeldin have done to advance our vision of American energy dominance,” Balderson continued. “Ohioans can’t afford to see this progress undone by far-left bureaucrats down the road. This legislation will help keep the lights on and ensure energy remains affordable for Ohio families.”

    The Reliable Power Act builds on the groundwork laid by the GRID Act, introduced in the previous Congress by former Congressman Jeff Duncan, by clarifying responsibilities, streamlining agency coordination, and reinforcing the Federal Energy Regulatory Commission (FERC) central role in upholding electric reliability.

    Key provisions of the Reliable Power Act include:

    • Agency Coordination: Amends the Federal Power Act to require coordination between FERC and any Federal agency seeking to finalize a regulation that may affect electric generation necessary for the reliable operation of the bulk-power system, commonly known as the electric grid.
    • Annual Assessments: The bill requires the electric reliability organization (ERO) to conduct annual long-term assessments of the reliability of the bulk power system. If the ERO determines that the bulk power system does not have sufficient generation to maintain reliability, FERC would review, comment, and recommend changes to the proposed regulations.
    • Federal Accountability for Reliability: The legislation ensures that no final rule can move forward if it would cause a substantial negative impact on grid reliability.

    Balderson leads discussion at energy roundtable in Lancaster, Ohio.

    Balderson is also leading the GRID Power Act, a bill that would enable grid operators to expedite consideration of power generation projects that improve the reliability of the electric grid. These projects must currently wait up to five years in the interconnection queue before federal assessments and impact studies can even begin.

  • MIL-OSI USA: Balderson, Pfluger Reintroduce Legislation to Protect American Energy Investments from Woke Mandates

    WASHINGTON D.C. – Congressman Troy Balderson (OH-12), Chairman of the House Energy Action Team (HEAT), and August Pfluger (TX-11), Chairman of the Republican Study Committee (RSC), reintroduced legislation to nullify a Biden-era final interagency guidance from the Federal Reserve, Comptroller of the Currency, and the Federal Deposit Insurance Corporation titled, Principles for Climate-Related Financial Risk Management for Large Financial Institutions. 

    This guidance encourages banks and other financial institutions to manage “climate-related financial risks” associated with their investments and loans, potentially serving as a backdoor to restrict funding and resources for the American energy industry. This includes Ohio’s growing oil and gas sector, which supports more than 351,000 jobs and contributes $55 billion to the state’s economy.

    The vague language in this guidance could allow for potential punitive actions against banks doing business with the oil and gas industry, effectively pressuring financial institutions to support environmental, social, and governance (ESG) policies over sound financial decisions. 

    “This Biden-era guidance was nothing more than a back-door effort to push a woke ESG agenda,” said Balderson. “Under this framework, federal regulators could target banks who want to work with, and invest in, industries crucial to Ohio. This puts climate activism ahead of sound investment strategies, costing everyday Americans.” 

    “I’m pleased to join the RSC’s HEAT Chair Troy Balderson in introducing this bill to end the Biden administration’s radical ‘climate’ guidance,” said RSC Chairman Pfluger. “The previous administration weaponized the government to wage a politically-driven attack on American energy through ‘net-zero’ and ‘environmental, social, and governance’ mandates.  Since President Trump returned to office, financial institutions and markets have retreated from a woke ESG agenda, and this bill will help ensure that investments can flow to energy projects that power our homes, businesses, and economy without radical bureaucrats picking winners and losers.”

    Electric grid experts have warned that one of the largest threats to our nation’s energy security is misguided federal and state policies. Federal climate rules, such as the Clean Power Plan 2.0, would force the United States’ most reliable power plants to shut down, even as electricity demand grows at historic levels. With this new ESG guidance, banks could face regulatory backlash for providing regular financial services to the oil and gas industry–further imperiling American energy security.

    In September, Balderson joined his House colleagues in passing H.R. 4790, the Prioritizing Economic Growth Over Woke Policies Act, which cuts back on the Biden-Harris Administration’s burdensome ESG policies for American businesses and enhances Congressional oversight of federal financial regulatory agencies.

    Balderson’s bill nullifies the final interagency guidance and prevents the Federal Reserve, Comptroller of the Currency, and the Federal Deposit Insurance Corporation from issuing any substantially similar guidance in the future.

    Washington, D.C. – Representative Alexandria Ocasio-Cortez (NY-14) and Representative Nicole Malliotakis (NY-11) introduced legislation that would reauthorize the Healthy Start program, which provides critical funding for community-based efforts that improve maternal and child health.  

    “Healthy Start serves countless families across the nation. In my district, The Bronx Healthy Start Partnership provides essential public health services to ensure that all babies and new parents can receive medical and non-medical support that improves their health outcomes,” said Representative Alexandria Ocasio-Cortez. “This bipartisan bill would ensure that Healthy Start programs across the country can continue to fill in where traditional health care falls short, working to eliminate major health disparities that leave the most vulnerable communities wounded.”

    The Healthy Start program invests in communities across the country to improve health outcomes before, during, and after pregnancy. The Bronx Healthy Start Partnership provides case management, educational activities, and other support services to more than 475 families in the Bronx community each year. 

    Local Healthy Start projects are community-driven and tailored to the specific needs of each community to help reduce disparities in infant mortality and maternal health outcomes, so that all new parents and their babies can be healthy. These projects work to enroll pregnant women, other women of reproductive age, new parents, children from birth to 18 months, and fathers/partners. This bill would authorize $145 million in critical funding for each fiscal year from 2026 through 2030.

    Healthy Start program funding goes to communities experiencing high rates of adverse health outcomes, including infant mortality rates that are at least 1.5 times the U.S. national average, or high rates of preterm birth, low birth weight, and maternal illness.

    CALGARY, Alberta, June 01, 2025 (GLOBE NEWSWIRE) — Cenovus Energy Inc. (TSX: CVE) (NYSE: CVE) is providing an update on its Oil Sands operations following ongoing wildfire activity in northern Alberta. Cenovus is focused on the safety of its people and the integrity of its assets, and all staff are safe. Based on the inspections the company has completed to date, it is not aware of any damage to its infrastructure and would anticipate a full restart of Christina Lake operations in the near term.

    As a precaution, currently only essential personnel are at the Christina Lake oil sands asset, where the company began safely and methodically shutting in production on May 29. Operations will resume as soon as it’s safe to do so. Approximately 238,000 barrels per day of production have been impacted, and the company will provide an update when it is in a position to restart.

  • MIL-Evening Report: These 5 roadblocks are standing in the way of energy-efficient homes

    We all want homes that keep us warm in winter and cool in summer, without breaking the bank. However, Australian homes built before 2003 have a low average energy rating of 1.8 stars out of 10. This means they’re often uncomfortable to live in and expensive to run.

    There’s a strong case for a “renovation wave” of home energy upgrades across Australia. Reducing the use of fossil gas and improving the energy efficiency of existing housing by nearly 50% is also central to achieving net zero emissions by 2050.

    Energy-saving upgrades such as solar panels, batteries, insulation, draught-proofing and hot water heat pumps also reduce the cost of energy bills. So while there’s an upfront cost, upgrades can reduce household expenses in the long run.

    We wanted to find out what’s holding people back from getting energy-saving upgrades. We surveyed 100 Australian households and interviewed 19 people about their experiences. Our new research revealed five major barriers that stop these upgrades from being accessible to most households. Suppliers, governments and community organisations can all help overcome these barriers.

    Embarking on home energy upgrades can be an emotional rollercoaster ride.
    RACE for 2030

    1. Information about upgrades is confusing and overwhelming

    Households told us the amount of information out there about energy saving upgrades is overwhelming and sometimes conflicting. There are many different types of upgrades and product choices, making it challenging to identify which options provide the best value and what to do first. People found it difficult to know what information and which suppliers to trust.

    Households need clear information from a trusted source about what their homes need. Many governments internationally, such as Scotland, provide online resources and tools to provide tailored advice to help with this.

    Energy upgrade programs run by neutral community organisations and councils can also help, such as Rewiring Australia’s Electrify 2515 or Geelong Sustainability’s Electric Homes Program. These programs use their expertise to vet suppliers and ensure households receive good deals and high quality products.

    2. Homes need to engage multiple suppliers and tradespeople

    Many households worked on their home gradually, one upgrade at a time. Each upgrade involved a labour-intensive process of researching products, selecting companies, getting quotes and managing the disruptions caused by the installation. One Sydney homeowner told us:

    The process of needing both a plumber and an electrician to change to induction cooking was frustrating. [We had to] to coordinate availability times and appliance delivery.

    Australians need companies that can do multiple upgrades at once, to simplify and streamline the process. In Ireland, the government helped stimulate a market for organisations that can cover all the upgrades needed by a household.

    3. Households are losing opportunities for straightforward upgrades

    Every year, Australians invest billions in home renovations. They spent more than A$3 billion in the December 2024 quarter alone.

    One of the best times to improve your home is during major renovations or when old appliances, such as hot water systems, break down. If you’re already facing disruptions and need to spend money, it can be an easy and more cost-effective way to increase your home’s energy efficiency at the same time.

    Yet our research found advice on energy-saving upgrades was rarely provided to people undertaking major renovations or emergency replacements unless they asked for it. Households needed to seek out builders, architects and tradespeople who specialised in sustainability to get advice on an energy-saving renovation.

    Providing energy upgrades to homes should be a standard component of modern renovations. Otherwise, households are missing out on easy and more affordable opportunities to get these upgrades.

    4. Many tradespeople lack knowledge of energy-saving upgrades

    Our research found tradespeople are the most common point of contact for households. They can be a valuable source of information and advice to facilitate upgrades. However, many households reported difficulty finding tradespeople knowledgeable about – and willing to install – energy-saving upgrades.

    Some upgrades, such as solar panels, require specialised workforces. Others, such as hot water heat pumps are usually installed by regular plumbers and electricians.

    Some tradespeople lack the knowledge to advise on energy-saving upgrades or need training to install new technologies to a high standard. This situation leaves households vulnerable to misinformation, with a shortage of skilled workers to do their upgrades.

    Tradespeople require increased support and incentives to make energy-saving measures part of their skill set. This is especially true in regional areas, where there are fewer products and workers available.

    5. The costs are too high for many households

    A final, significant barrier was the cost of home upgrades, which often caused households to drop out early in the process. Australian households, particularly those with less disposable income, need more help with the upfront cost.

    One way to do this is through targeted government rebates, which are currently only available in some regions. Another is affordable and accessible financing, like that available in Tasmania and the ACT. The national Home Energy Upgrades Fund could also be extended to make sure available finance matches the scale of the challenge.

    Also needed are long-term reforms such as mandatory disclosure of energy performance when homes are sold and minimum energy standards for rental properties, which are currently only required in some jurisdictions in Australia. When these are both addressed we can make comfortable, and affordable homes the norm rather than the exception.

    Keeping warm in winter and cool in summer is the number one motivation for energy saving upgrades.
    RACE for 2030

    A worthwhile journey

    Roadblocks aside, households also shared the joy and satisfaction of completing home energy upgrades. While the journey was often difficult, those who reached the end of the road were overwhelmingly pleased with the results. A homeowner who had installed solar panels and undertaken draught-proofing and insulation in Adelaide said:

    It’s nice not to have huge electricity bills, and but I find it’s that day to day stuff of actually being comfortable that makes the biggest difference.

    This research was undertaken by Jaime Comber, Kamyar Soleimani, Ed Langham, Nimish Biloria, Leena Thomas and Kerryn Wilmot from the University of Technology, Sydney.

  • MIL-OSI United Kingdom: expert reaction to randomised trial on physical exercise and reduced risk of recurrence of colon cancer

    A randomised trial published in The New England Journal of Medicine and a conference abstract presented at the American Society of Clinical Oncology meeting 2025 (ASCO) looks at physical exercise and colon cancer recurrence. 

    Dr Marco Gerlinger, Professor of Gastrointestinal Cancer Medicine and Consultant Medical Oncologist, Barts Cancer Institute, Queen Mary University of London, said:

    “This is a really important study. It’s the first randomised trial showing that physical exercise can reduce the risk of recurrences, new cancer diagnoses and death in patients who had surgery followed by chemotherapy for an early-stage colon cancer. Major confounders such as baseline physical activity, tumour stage, comorbidities or age did not differ between the groups in this randomised trial. I could not find information on the exact N stage of patients in the two groups which is a slight limitation. The paper shows that the same proportion of patients in the two groups had stage 3 disease which tumours where local lymph nodes were involved. But it does not show if the proportion of patients with N1 (up to 3 nodes positive), N2a (4-6) and N2b (7 and more) was similar. The recurrence risk of N2 is quite a bit higher than N1, and imbalance may hence lead to a difference. Maybe this data is somewhere in the supplements but that was not available to me. All patients had chemotherapy after their surgery and an exercise program that added activities such as jogging for 30 minutes three times a week or brisk walking for an hour three times per week led to a 30% further reduction in the risk of cancer recurrence and death. This indicates that exercise has a similarly strong effect as previously shown for chemotherapy, which is really quite impressive. One of the commonest questions from patients is what they can do to reduce the risk that their cancer comes back. Oncologists can now make a very clear evidence based recommendation for patients who just completed their chemotherapy for bowel cancer and are fit enough for such an exercise program. I think that support from their doctor and a physiotherapist or trainer will almost certainly be necessary to make this effective for the majority of patients.”

     

    Professor Amy Berrington, Team Leader in Clinical Cancer Epidemiology at The Institute of Cancer Research, London, said:

    “There have been several observational studies that suggested that exercise after colorectal diagnosis could reduce the risk of colorectal cancer mortality by about 25 per cent for 10 MET/hours per week.

    “The findings from this large well-conducted trial are quite consistent with those previous observational studies – the trial found a 28 per cent reduction in disease-free survival with an exercise programme designed to increase exercise by 10 MET/hours per week.

    “The two treatment groups were well balanced with respect to potential confounders through the randomisation. The programme was quite intensive, and adherence decreased over the three years, but the amount of exercise remained higher in the structured exercise programme group.

    “It would be important to know how expensive these types of behaviour support programs are to evaluate the cost-effectiveness.  Also, the recruitment was very slow, suggesting that it was difficult to find patients willing to commit to this long programme, but hopefully these very positive results will help convince more patients to try what looks like a very promising safe and effective ‘treatment’.”

    UK-Morocco Joint Communiqué: Strategic Dialogue 2025

    The Kingdom of Morocco and the United Kingdom enter an Enhanced Strategic Partnership and sign a series of agreements driving mutual growth and security.

    The Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita received the Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, The Rt Hon David Lammy MP, in Rabat on 1st June 2025. Mr. Bourita and The Rt Hon David Lammy co-chaired, on this occasion, the 5th session of the Morocco-UK Strategic Dialogue. Following productive talks between the two Ministers, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland have secured a historic agreement to enhance their bilateral relationship.

    A historic partnership between two Kingdoms rooted in shared values

    1. The Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland are bound by one of the world’s oldest diplomatic relationships, dating back over 800 years. From the first recorded contact between both Crowns, in the early 13th century, to present day exchanges, the longstanding and enduring ties between Moroccan and British Sovereigns have formed the bedrock of this unique alliance.

    2. Their Majesties King Mohammed VI and King Charles III continue to anchor Moroccan-United Kingdom ties. Their leadership has continuously fostered the stability and high-level commitment necessary to develop an ambitious, forward-looking strategic partnership.

    3. The privileged ties between both Kingdoms rest on a solid foundation of shared values and converging interests. From the Treaty of Peace and Commerce, signed over 300 years ago, to the UK-Morocco Association Agreement, which passed into effect in 2021, trade and economic cooperation continue to grow from strength to strength. People-to-people connections and flourishing cross-cultural exchanges nurture the bonds of friendship and mutual respect that ensure the resilience and growth of this relationship.

    4. Both countries reaffirmed the paramount importance of a rules-based international order and the fundamental principles of the Charter of the United Nations, and their constant position on respect for the territorial integrity and sovereignty of countries, the non-use of force for the settlement of conflicts and their support for the principle of respect for self-determination.

    Securing a Historic Agreement: Ushering in a New Era of Bilateral Relations

    1. Building upon this exceptional shared history and its many bilateral achievements, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland seek to usher in a new era of comprehensive and genuine strategic partnership. To this effect, both Ministers reaffirmed their mutual commitment to deepening collaboration across all dimensions: political, diplomatic, security, economic, cultural and people-to-people exchanges.

    2. Marking a significant step towards a pioneering partnership fit for the future, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland reaffirm their shared objectives in the realms of security, conflict resolution, green growth and socio-economic development, for the mutual benefit of their peoples.

    3. The Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland pledge to act as partners to jointly address regional and global challenges, and to uphold the principles ​​of peace, security, tolerance, and human rights. In this spirit, the two countries intend to optimize existing bilateral frameworks and adopt an ambitious, enduring roadmap across issues of common interest.

    Western Sahara: Supporting Morocco’s Autonomy Plan

    1. The UK recognises the importance of the question of Western Sahara for the Kingdom of Morocco and follows closely the current positive dynamic on this issue under the leadership of His Majesty King Mohammed VI.

    2. As a Permanent Member of the UN Security Council, the United Kingdom agrees with Morocco on the urgent need to find a resolution to this long-held dispute, which would be in the interest of the parties. The stalled nature of the political process and ongoing conflict prevents the region from realising its full social and economic potential and hampers regional integration, security and development. The time for a resolution and to move this issue forwards is long-overdue, and would strengthen the stability of North Africa and the relaunch of the bilateral dynamic and regional integration.

    3. Both countries support, and consider vital, the central role of the UN-led process to bring the parties together and move the issue forward to achieve a just, lasting and mutually acceptable political solution and reaffirm their full support for the efforts of the UN Secretary-General’s Personal Envoy, Mr. Staffan de Mistura. To this end the UK is ready, willing and committed to lend its active support and engagement to the Personal Envoy and the parties to reach such a solution to this dispute.

    4. In that context the UK, in encouraging the relevant parties to engage, urgently and positively, with the UN-led political process, considers Morocco’s autonomy proposal, submitted in 2007 as the most credible, viable and pragmatic basis for a lasting resolution of the dispute.

    5. The UK and the Kingdom of Morocco expressed their shared conviction that renewed efforts were urgently needed to support the PESG in the search for a solution, underlying that the only viable and durable solution will be one that is mutually acceptable to the relevant parties, and is arrived at through compromise. They committed themselves to this goal, in the belief that, with goodwill on all sides, a solution could be found very soon. To that end, the UK will continue to act bilaterally, including economically, regionally and internationally in line with this position to support resolution of the conflict.

    6. The two Ministers discussed how to move the question forward, and, in that context, the UK welcomed Morocco’s willingness to engage in good faith with all relevant parties, to expand on details of what autonomy within the Moroccan State could entail for the region, with a view to restarting serious negotiations on terms acceptable to the parties.

    Enhancing bilateral cooperation: strengthening collective security, advancing green growth and deepening people-to-people bonds

    1. The Kingdom of Morocco and the UK agree to strengthen their bilateral cooperation mechanisms, including the Strategic Dialogue, the Association Council, the Security Dialogue and the informal Human Rights Dialogue.

    2. In the field of security, the Kingdom of Morocco and the UK commit to enhanced efforts to address national security concerns. Both parties committed to increased collaboration on counter-terrorism and its root causes, including the return and rehabilitation of foreign terrorist fighters, tackling online radicalisation, counter-unmanned aerial systems (drones), cybersecurity and risks posed by Artificial Intelligence and emerging technologies in particular their potential malicious use, security of critical infrastructure and major international events. Ministers agree that strengthened security cooperation in counterterrorism, illegal migration and serious organised crime will enhance mutual resilience from these threats and that this will be underpinned by an agreed information and intelligence exchange. In this regard, the UK welcomes Morocco’s election as Interpol Vice-President for Africa, reinforcing its role as a key player in both regional and international security efforts.

    3. In the field of Defence, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland will continue to work together to strengthen their defence cooperation, built upon the foundations of a dynamic programme of activity, agreed at the annual Joint Military Commission.  With both the Kingdom of Morocco and the UK being Atlantic maritime nations, the two countries agreed to look for opportunities to strengthen maritime collaboration. Both sides agreed to deepen Defence industry cooperation and partnership, including investments in industrial projects, leveraging UK Defence industry expertise and resources to deliver cutting-edge capabilities.

    4. On bilateral trade, the Ministers applauded the expansion of economic ties, which reached £4.2 billion in 2024, doubling since the entry into force of the UK-Morocco Association Agreement in 2021. Building on this positive momentum, both parties expect this new partnership to drive further trade growth, create quality jobs and reduce costs for consumers.

    5. The Parties reaffirmed their shared commitment to maintaining and expanding economic ties, paving the way for deeper collaboration and continuity of trade. The UK especially welcomes the support to strengthen public procurement co-operation between the parties.

    6. They acknowledged the importance of intellectual property to the UK’s export economy, and expressed support of efforts to safeguard the Moroccan market from counterfeit and low-quality imitation goods.  In this regard, the two sides agreed to examine the registration of a list of UK geographical indications in Morocco, ensuring the protection of emblematic quality products.

    7. Both parties welcomed the efforts to reach a decision on rules of origin and the progress made on the agricultural review, aimed at improving market access and enhancing trade. Their finalization will mark a major step in strengthening the UK-Morocco Agreement and deepening a fair and mutually beneficial partnership.

    8. Both Ministers recognise the untapped investment potential between the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland, and agree to work together to unlock new investment opportunities. In this context, they commit to establishing a Morocco Business Alliance, driven by the private sector.

    9. Morocco also welcomes UK Export Finance’s £5bn commitment to support new business across the country. The UK and Morocco discussed the coverage of UK Export Finance. The UK can consider supporting projects in Western Sahara subject to meeting UKEF’s due diligence requirements. The UK recognises Morocco as a key gateway to Africa’s socio-economic development and reaffirms its commitment to deepening engagement with Morocco as a partner for growth across the continent.

    10. Regarding the 2030 FIFA World Cup, the UK reiterates its congratulations to Morocco on its successful bid to co-host the tournament. Morocco welcomes the UK Government’s technical support and efforts to promote associated commercial opportunities for UK businesses across the value chain. Both Ministers expressed their commitment to collaborate on priority infrastructure projects ahead of the tournament, including by utilising support from the UK Government, where relevant and jointly agreed, as well as expertise from the UK supply chain.

    11. In the field of water, climate and energy transition, both parties will enhance efforts to unlock green growth projects, remove barriers to clean energy deployment and connectivity, and mobilise climate and sustainable finance, including through the Energy Transition Council, the Breakthrough Agenda, and the Powering Past Coal Alliance. The United Kingdom of Great Britain and Northern Ireland recognises Morocco’s pioneering leadership in renewable energy and sustainable development, and its strategic efforts to become a regional energy and sustainable mining and fuels hub. Both sides commit to work closely on sustainable water management, building on Morocco’s national strategy for water resilience, and jointly encourage broader international financing and political backing for water security and climate action ahead of COP30. The UK welcomes Morocco’s support for, and participation in, the UK-led Clean Power Alliance. Both countries welcome the new collaboration of the UK Met office and Morocco’s Direction Generale de la Meteorologie as a positive example of collaboration on climate and related environmental services.

    12. In the healthcare sector, the Ministers discussed Morocco’s ambitious plans to expand its national capacity and to achieve universal health insurance. Morocco welcomes the UK’s support in advancing this goal, noting agreements between public and private bodies to strengthen partnership across hospital  building, medical equipment supply, and teaching links.

    13. Both parties commit to further deepening their cooperation in education, scientific research, and innovation, including through the promotion of mobility for students, researchers, and faculty, the establishment of co-financing mechanisms for joint research, and the expansion of British university campuses in Morocco. The UK welcomed Morocco’s announcement of automatic recognition of UK higher education qualifications for Moroccan students studying in the UK, as well as its intention to facilitate the establishment of UK higher education institutions and recognise UK degrees delivered in Morocco. Morocco recognises the UK as a partner of choice in its efforts to expand English language education and will match-fund the UK’s current annual investment in British Council pre-service training programmes for English language secondary school teachers and inspectors.

    14. They welcomed the Agreements and Memoranda of Understanding (MOUs) which will give new impetus to the bilateral partnership and deepen collaboration in several areas of common interest including healthcare, water, energy, transport, defence and procurement.

    15. The United Kingdom of Great Britain and Northern Ireland welcomes and is supporting the major reforms undertaken by Morocco, under the leadership of His Majesty King Mohammed VI, for a more open and dynamic society and economy. Both countries note the constructive cooperation between the Bank of England and Bank Al-Maghrib in areas such as cyber security, regulatory alignment, and Central Bank Digital Currency. Both parties will continue to collaborate – alongside relevant multilateral institutions – by sharing expertise and advancing cooperation in financial policy reforms, climate risk, financial stability, and economic diplomacy.

    16. Furthermore, the UK commends the progress achieved by Morocco in the field of human rights under the leadership of His Majesty King Mohammed VI, both at the national level and on the international stage. The UK congratulated Morocco on its successful presidency of the United Nation’s Human Rights Council in 2024, and both Ministers welcomed Morocco’s participation at the UK’s Wilton Park Conference on Women’s Political Empowerment in January 2025. They also welcomed the second UK-Morocco Informal Dialogue on Human Rights, held in Rabat on 30 April 2024, during which the two countries discussed areas of mutual interest, including freedom of expression, empowerment of women, media freedom, and judicial reforms. Both parties reaffirmed their commitment to empowering women and girls across all areas of bilateral cooperation and confirmed their intention to hold a third session of the dialogue before the end of 2025 in London.

    17. Both parties welcome the burgeoning cultural and sport exchange, and the people-to-people ties that underpin this partnership. Both nations will support emerging cultural spaces and festivals, youth and community engagement, and friendly matches between their national football teams.

    18. The two Ministers celebrated the increase in people-to-people contacts between the two kingdoms. Given the record number of Moroccan and British visitors in both directions, and in line with the strengthening of bilateral relations, they agreed to build on existing visa processes and to make meaningful improvement for visitors from both countries.

    Fostering cooperation on regional and international issues of common interest

    1. The UK regards Morocco as a credible and trusted partner, playing a key role in promoting stability and development at both the regional and international levels.

    2. The UK welcomed Morocco’s efforts through initiatives launched by His Majesty King Mohammed VI to progress peace, stability and socio-economic development in Africa, notably, notably, “the Initiative of the Atlantic African  States Process”; and the “International Royal Initiative to facilitate access for Sahel countries to the Atlantic ocean”. Both parties expressed their concern about security threats in the Sahel region, the proliferation of non-state actors, and reports of multiple human rights violations. Both parties consider that the fight against violent extremist organisations in the Sahel requires a holistic response that includes development, trade and investment and the protection of the civilian population alongside security. Both parties agreed to explore cooperation on these issues in this regard.

    3. With regard to the Middle East, the UK commends the key role played by His Majesty King Mohammed VI as Chairman of the Al-Quds Committee. Both countries reaffirm their shared commitment to advance a comprehensive peace in the region, including by building on our close cooperation to support regional stability. Both sides reiterate their support for a two-State solution, leading to a safe and secure Israel living alongside a sovereign and viable Palestinian state, based on 1967 borders, with Jerusalem as a shared capital.

    In the context of the UK Foreign Secretary’s visit to Morocco, and following the Strategic Dialogue with His Excellency Nasser Bourita, several agreements have been signed to deepen ties between the two kingdoms, driving mutual growth and security.

    The following have been agreed:

    1. 2030 World Cup Government to Government Partnership Agreement, signed between the UK Department of Business and Trade, and Morocco’s Minister Delegate of Budget, to progress UK-Morocco collaboration on critical infrastructure projects ahead of tournament.

    2. Memorandum of Understanding signed between the UK Department for Business and Trade and Morocco’s Ministry of Equipment and Water to strengthen bilateral cooperation on water and ports infrastructure, promoting UK expertise in sustainable water management, smart logistics, and green port technologies.

    3. Agreement between the UK Department for Business and Trade and Morocco’s Ministry of Interior to advance sustainable infrastructure and partnerships between the UK and Moroccan local authorities across several priority sectors, including water management, sustainable waste management, and urban mobility.

    4. Noting the ongoing strength of the UK Morocco Association Agreement, driving record bilateral trade volumes, a Memorandum of Understanding was signed between the UK Department of Business and Trade and Morocco’s Ministry of Industry and Trade to promote procurement co-operation.

    5. A Memorandum of Understanding between the UK and Morocco covering higher education, scientific research, and innovation.

    6. Memorandum of Understanding signed between the UK Department for Business and Trade and Morocco’s Ministry of Health to enable UK private sector engagement to support Morocco’s healthcare transformation programme. confirming comms lines

    7. UK Export Finance Memorandum of Understanding with SGTM to explore opportunities of partnership in Morocco and wider Africa

    8. UK Export Finance, and TAQA Morocco have signed a memorandum of understanding to support TAQA Morocco’s transition to a low-carbon power generation portfolio in line with the sustainable roadmap of the Kingdom of Morocco. This will contribute to give additional access to competitive, innovative and accelerated financial conditions to enhance the Kingdom of Morocco’s competitiveness.

    9. A Memorandum of Understanding on climate collaboration and related environmental services between the UK Met Office and Morocco Meteorological Office

    10. A intent to collaborate with Vicenne to introduce UK digital health solutions to the Moroccan market and support innovation in partnership with the Ministry of Health.

    11. A intent to collaborate with the Mohammed VI Foundation of Health and Science aims to promote UK expertise in medical equipment, hospital design, and academic partnership to support healthcare development in Morocco.

    12. An invitation to the Moroccan Airports Authority to visit the UK and explore partnership opportunities amidst Morocco’s airport transformation plans.

    The following agreements will be agreed and signed in the coming days:

    • A Memorandum of Understanding between UK defence and security trade association ADS Group and the Moroccan Agency of Investment and Export Development to strengthen links between UK and Morocco defence industries.

    • A Memorandum of Understanding between BAE Systems and the National Defence Administration of Morocco and the Moroccan Agency of Investment and Export Development on investment and capability across the defence sector.

  • Mediterranean diet may help relieve IBS symptoms: study

    A team of US researchers has found that the Mediterranean diet may offer symptom relief for individuals suffering from irritable bowel syndrome (IBS), offering a less restrictive alternative to traditional dietary approaches.

    IBS affects an estimated 4–11 per cent of the global population, and many patients prefer managing symptoms through dietary changes rather than medication.

    While the low FODMAP diet is widely recommended and shown to improve symptoms in over half of IBS patients, it is known to be restrictive, costly, and difficult to follow. To address these challenges, researchers at Michigan Medicine have been exploring simpler and more accessible dietary strategies.

    In a new study published in the journal Neurogastroenterology & Motility, participants were randomly assigned to either a Mediterranean diet group or a low FODMAP diet group.

    According to the findings, 73 per cent of those on the Mediterranean diet reported symptom improvement, compared to 81.8 per cent of those on the low FODMAP diet.

    “Restrictive diets like the low FODMAP plan can be hard for patients to adopt due to concerns about nutritional deficiencies, disordered eating, and the time and cost involved,” said Dr. Prashant Singh, gastroenterologist at Michigan Medicine and lead author of the study. “The Mediterranean diet is not an elimination diet and may overcome several of these challenges.”

    Although both diets led to symptom relief, the low FODMAP group reported slightly better outcomes in terms of abdominal pain and overall symptom severity.

    Still, researchers said the Mediterranean diet shows promise as a more sustainable option. “This study adds to a growing body of evidence suggesting that the Mediterranean diet could be a valuable, evidence-based option for managing IBS,” said Dr. William Chey, Chief of Gastroenterology at the University of Michigan.

    Already well-regarded for its cardiovascular, cognitive, and general health benefits, the Mediterranean diet may now hold new potential for IBS patients seeking relief through more balanced and less restrictive eating plans.

    If you’ve seen videos of people tearing into tiny toy packages online, or noticed teens obsessing over pastel-coloured figurines at the mall, you’ve probably encountered the global craze for blind box toys.

    These small collectibles — usually figures of cartoonish characters — are sold in sealed packaging that hides which specific item is inside. You might get the one you want, or you might not. That uncertainty is part of the thrill.

    Unlike traditional toys, these figures are marketed as collectibles. Many are part of themed series, with some designs labelled as “rare” or “secret,” appearing in as few as one in every 144 boxes. This sense of exclusivity fuels repeat purchases and has spawned a resale market where rare figures can command hundreds of dollars.

    Popular among children and adults alike, blind box toys have grown into a billion-dollar industry. One of the more popular brands is Pop Mart, a Chinese toy company founded in 2010 known for its collectible designer toys sold in mystery packs.

    Gen Z consumers, in particular, have embraced blind box toys both as a nostalgic pastime and as a form of legitimate collecting. The proliferation of unboxing videos on platforms like TikTok and YouTube, where creators open dozens of blind boxes on camera, has added to their appeal.

    For many fans, these toys offer more than just cuteness: they also provide suspense, surprise and a rush of dopamine with every box opened. But how did this niche product become a global obsession?

    From Tokyo streets to western malls

    The origins of blind box toys trace back to East Asia. Capsule toy vending machines called gashapon originated in Japan in the 1960s. By the 1980s, they had become a cultural fixture. These machines dispense small toys in opaque plastic balls, with customers never quite sure which item they’ll receive.

    In the early 2010s, Chinese companies like Pop Mart adapted the gashapon model for the mainstream retail space. Instead of vending machines, they began selling artist-designed vinyl toys in blind boxes at dedicated boutiques.

    Pop Mart’s success helped transform the blind box into a mainstream commercial phenomenon. Characters like Molly, Skullpanda and Dimoo became instant hits, combining Japanese kawaii esthetics with western pop art sensibilities.

    Pop Mart figures have since developed a cult-like following. Many consumers treat the toys as affordable art objects, displayed in cabinets, on purses or traded online.

    Today, blind box retail stores have expanded globally from Asia to Europe and North America. In October 2024, Pop Mart opened its first store in the Midwestern United States, located on Chicago’s Magnificent Mile at The Shops at North Bridge. The store offers exclusive products and taps into the growing demand for collectibles among American consumers.

    The psychology behind the mystery

    What makes blind box toys so hard to resist?

    Their success relies on a psychological principle known as variable-ratio reinforcement — the same reward pattern that makes slot machines so addictive.

    You never know exactly when you’ll score the item you’re after, but the possibility that the next box might contain it keeps people coming back. This unpredictability keeps people engaged, especially when the potential reward is framed as rare or valuable.

    Cconsumer psychology research also suggests that anticipation plays a major role. Studies show that dopamine, the brain’s reward chemical, spikes not just when we get what we want, but when we anticipate it. The sealed packaging, the suspense of unwrapping and the hope for a rare figure all heighten this effect.

    For younger collectors, the excitement of “the chase” can foster compulsive buying habits. This effect is amplified by the social influence of watching unboxings online or seeing friends complete their sets, and it becomes a powerful loop.

    Even when buyers don’t get the figure they want, the sunk cost fallacy — the feeling that they’ve already invested too much time or money to walk away — keeps them buying more.

    The hidden costs of blind boxes

    As blind box toys surge in popularity, they have drawn criticism from consumer advocates, psychologists and environmentalists alike.

    Some worry that blind boxes normalize gambling-like behaviours, especially among children. The randomness, excitement and promise of rare rewards closely mirror the mechanisms behind loot boxes in video games — another product that has sparked global concern over youth exposure to gambling psychology.

    Several countries, including Belgium and the Netherlands, have regulated loot boxes under gambling laws. Blind boxes, though currently unregulated, may be next in line for scrutiny.

    There are also environmental concerns. Many blind box toys come in excessive packaging — plastic wraps, foil bags, cardboard boxes — most of which is discarded immediately.     The power system remains stable with Eskom’s Kusile’s Unit 1 expected to improve the country’s energy availability factor (EAF).

    “Kusile Unit 1 is officially back online today, following its successful reconnection to the repaired flue gas desulphurisation (FGD) system and permanent stack, which had been out of service since 31 March 2025. 

    “Once ramped up to full capacity, this unit will contribute 800MW back to the national grid and further improve the Energy Availability Factor (EAF).  Once Unit 1 reaches full capacity, the station will deliver its total combined output of 4 800MW to the national grid,” Eskom said in a statement on Friday.

    The Kusile Power Station is located in Mpumalanga.

    In its update, the power utility said that the power system is stable and continues to demonstrate resilience. It added that system constraints remain, and that adequate emergency reserves are in place and strategically deployed to support demand during the morning and evening peak winter periods. 

    A total of 2 930MW of generation capacity is expected to be returned to service ahead of the evening peak on Monday, 2 June 2025, to further stabilise the grid.

    Meanwhile, the Unplanned Capacity Loss Factor (UCLF), which measures the capacity lost due to unplanned outages, stands at 28.60% for the financial year to date (1 April to 29 May 2025). 

    “This represents a slight increase of ~0.2% compared to 28.43% recorded over the same period last year. The marginal increase is primarily due to delays in returning units from planned maintenance.

    For the financial year-to-date, planned maintenance has averaged 6 197MW, representing 13.25% of total generation capacity. This reflects a decrease from the previous week, but a 2.6% increase compared to the same period last year.”

    The Open-Cycle Gas Turbine (OCGT) load factor increased to 12.70% this week, compared to 7.65% in the previous week (16 to 22 May 2025). 

    The financial year-to-date Open-Cycle Gas Turbine (OCGT) load factor reflects a 0.4% increase compared to the year-to-date figure from the previous week. 

    “The diesel expenditure is still within budget for the current financial year. Diesel usage is expected to decline further as more units return from long-term repairs and maintenance activities are reduced, increasing available generation capacity,” said Eskom.

    Additionally, the utility’s Winter Outlook, published on 5 May 2025, covering the period ending 31 August 2025, remains valid. 

    “It indicates that load shedding will not be necessary if unplanned outages stay below 13 000MW. If outages rise to 15 000MW, load shedding would be limited to a maximum of 21 days out of 153 days and restricted to Stage 2.

    “While load shedding remains suspended and electricity demand continues to rise during the winter period, Eskom urges the public to avoid illegal connections and energy theft.

    These activities often lead to transformer overloads, equipment failures, and in some cases, explosions and extended outages—prompting the need for load reduction to protect the network. 

    “To help maintain a stable electricity supply this winter, customers are encouraged to purchase electricity only from Eskom-accredited vendors and take responsibility by regularising their electricity usage.”

    WASHINGTON— The U.S. Department of Energy (DOE) today issued an emergency order under section 202(c) of the Federal Power Act. The order directs PJM Interconnection (PJM) to operate specified generation units at the Eddystone, Pennsylvania Generation Station past their planned retirement. This order follows recent statements from PJM warning that its system faces a “growing resource adequacy concern” due to load growth, the retirement of dispatchable resources, and other factors.

    “Maintaining access to affordable, reliable, and secure power is always our top priority, particularly during the summer months when electricity demand reaches its peak,” said U.S. Secretary of Energy Chris Wright. “Americans should never be left wondering whether they will be able to turn on their lights or air conditioning. This emergency order helps keep money in consumers’ pockets while keeping their homes and businesses fully powered. Energy shortfalls or unnecessary price increases are not options in this Administration.”

    DOE’s order states that PJM shall, in coordination with Constellation Energy, run specified units at the Eddystone Generating Station, when PJM deems necessary, past their planned retirement date of May 31, 2025. DOE issued the order due to resource adequacy concerns given the timing of the retirement of the generation units coinciding with sustained increased energy demand.

    Background:

    PJM has recently stated its system faces “growing resource adequacy concern” due to load growth, the retirement of dispatchable resources, and other factors. Upcoming retirements, including the planned retirement of Unit 3 and Unit 4 of the Eddystone Generating Station in Eddystone, Pennsylvania, will exacerbate these resource adequacy issues.

    In its February 2023 assessment, PJM also highlighted the increasing resource adequacy concerns and reliability risks in the coming years due to the potential timing mismatch between resource retirements, load growth and the pace of new generation entry.

  • MIL-OSI Global: Forecasters expect a busy 2025 hurricane season – a storm scientist explains why and what meteorologists are watching

    U.S. forecasters with the National Oceanic and Atmospheric Administration are expecting an above-normal 2025 Atlantic hurricane season, with 13 to 19 named storms, and 6 to 10 of those becoming hurricanes.

    But, how do they know what’s likely to happen months in the future?

    I’m an atmospheric scientist who studies extreme weather. Let’s take a look at what Atlantic hurricane forecasts are based on and why those forecasts can shift during the season, which runs from June 1 to Nov. 30.

    What goes into a seasonal forecast

    Think of the preseason hurricane forecast as the 30,000-foot view: It can’t predict if or when a storm will hit a particular location, but it can offer insight into how many storms are likely to form throughout the entire Atlantic, and how active the season overall might be.

    These outlooks rely heavily on two large-scale climate factors.

    The first is the sea surface temperature in areas where tropical cyclones tend to form and grow. Hurricanes draw their energy from warm ocean water. So when the Atlantic is unusually warm, as it has been in recent years, it provides more fuel for storms to form and intensify.

    Once water temperatures are 79 degrees Fahrenheit (26 degrees Celsius), hurricanes can form. Most of the Gulf was above that by late May 2025.

    The second key ingredient that meteorologists have their eye on is the El Niño–Southern Oscillation, which forecasters refer to as ENSO. ENSO is a climate cycle that shifts every few years between three main phases: El Niño, La Niña, and a neutral space that lives somewhere in between.

    During El Niño, winds over the Atlantic high up in the troposphere – roughly 25,000 to 40,000 feet – strengthen and can disrupt storms and hurricanes. La Niña, on the other hand, tends to reduce these winds, making it easier for storms to form and grow. When you look over the historical hurricane record, La Niña years have tended to be busier than their El Niño counterparts, as we saw from 2020 through 2023.

    We’re in the neutral phase as the 2025 hurricane season begins, and probably will be for at least a few more months. That means upper-level winds aren’t particularly hostile to hurricanes, but they’re not exactly rolling out the red carpet either.

    At the same time, sea surface temperatures are running warmer than the 30-year average, but not quite at the record-breaking levels seen in some recent seasons.

    Taken together, these conditions point to a moderately above-average hurricane season.

    It’s important to emphasize that these factors merely load the dice, tilting the odds toward more or fewer storms, but not guaranteeing an outcome. A host of other variables influence whether a storm actually forms, how strong it becomes, and whether it ever threatens land.

    The smaller influences forecasters can’t see yet

    Once hurricane season is underway, forecasters start paying close attention to shorter-term influences.

    These subseasonal factors evolve quickly enough that they don’t shape the entire season. However, they can noticeably raise or lower the chances for storms developing in the coming two to four weeks.

    One factor is dust lofted from the Sahara Desert by strong winds and carried from east to west across the Atlantic.

    These dust plumes tend to suppress hurricanes by drying out the atmosphere and reducing sunlight that reaches the ocean surface. Dust outbreaks are next-to-impossible to predict months in advance, but satellite observations of growing plumes can give forecasters a heads-up a couple weeks before the dust reaches the primary hurricane development region off the coast of Africa.

    Dust blowing in from the Sahara Desert can tamp down hurricane activities by shading the ocean over the main development region for hurricanes and drying out the atmosphere, just off the African coast. This plume spread over 2,000 miles in June 2020.

    Another key ingredient that doesn’t go into seasonal forecasts but becomes important during the season are African easterly waves. These “waves” are clusters of thunderstorms that roll off the West African coast, tracking from east to west across the ocean. Most major storms in the Atlantic basin, especially in the peak months of August and September, can trace their origins back to one of these waves.

    Forecasters monitor strong waves as they begin their westward journey across the Atlantic, knowing they can provide some insight about potential risks to U.S. interests one to two weeks in advance.

    Also in this subseasonal mix is the Madden–Julian Oscillation. The MJO is a wave-like pulse of atmospheric activity that moves slowly around the tropics every 30 to 60 days. When the MJO is active over the Atlantic, it enhances the formation of thunderstorms associated with hurricanes. In its suppressed phase, storm activity tends to die down. The MJO doesn’t guarantee storms – or a lack of them – but it turns up or down the odds. Its phase and position can be tracked two or three weeks in advance.

    Lastly, forecasters will talk about the Loop Current, a deep river of warm water that flows from the Caribbean into the Gulf of Mexico.

    When storms pass over the Loop Current or its warm eddies, they can rapidly intensify because they are drawing energy from not just the warm surface water but from warm water that’s tens of meters deep. The Loop Current has helped power several historic Gulf storms, including Hurricanes Katrina in 2005 and Ida in 2021.

    The Loop Current stretched well into the Gulf in May 2022. The scale, in meters, shows the maximum depth at which temperatures were 78 F (26 C) or greater.

    But the Loop Current is always shifting. Its strength and location in early summer may look very different by late August or September.

    Combined, these subseasonal signals help forecasters fine-tune their outlooks as the season unfolds.

    Where hurricanes form shifts over the months

    Where storms are most likely to form and make landfall also changes as the pages of the calendar turn.

    In early summer, the Gulf of Mexico warms up faster than the open Atlantic, making it a notable hotspot for early-season tropical storm development, especially in June and July. The Texas coast, Louisiana, and the Florida Panhandle often face a higher early-season risk than locations along the Eastern seaboard.

    These are generally the busiest areas during each month of hurricane season, but that doesn’t mean hurricanes won’t make landfall elsewhere.

    TEHRAN, May 31 (Xinhua) — Atomic Energy Organization of Iran (AEOI) chief Mohammad Eslami said on Saturday that there has been “some progress” in the proxy talks on the nuclear program between his country and the United States, Iran’s official IRNA news agency reported.

    He made the remarks at a national conference in the northern province of Mazandaran, referring to ongoing Oman-facilitated indirect talks between Tehran and Washington on Iran’s nuclear program and the lifting of sanctions against the latter.

    As Eslami pointed out, although some progress has been made in indirect talks with the United States, some American officials continue to talk about Iran’s zero enrichment level, and such statements, in his words, are just rhetoric of “enemies aimed at appeasing Israel.”

    Speaking about the production of nuclear electricity in Iran, he noted that the country has a 1,000 MW nuclear power plant in the southern province of Bushehr, which generated more than 7 billion kWh of electricity during the previous Iranian calendar year that ended on March 20, 2025.

    M. Eslami also specified that by 2028, the country’s total nuclear power capacity will reach 3,000 MW, indicating that Iran has allocated sites for the construction of two nuclear power plants in the northern and southern parts of the country.

    The head of the AEOI said that Iran plans to generate 20,000 MW of nuclear electricity by 2041 and stressed that the radiopharmaceuticals produced in the country are not inferior to their foreign counterparts.

  • MIL-OSI Africa: Eskom, KEPCO KPS partner on Research and Business Improvement

    Eskom has signed a Memorandum of Understanding (MoU) with Korea Plant Service & Engineering Co., Ltd. (KEPCO KPS) to establish a strategic partnership focused on non-commercial research, technical consulting and innovation. 

    In a statement on Thursday, the power utility said this agreement sets out a framework for collaboration aimed at enhancing Eskom’s operational performance and supporting its long-term sustainability objectives. 

    Under the MoU signed on Thursday, the two organisations will cooperate across six key focus areas, namely: 

    • Exploring strategic cooperation and exchange of information related to critical spares’ replenishment including, but not limited to, remanufacturing, reproducing, repairing or retrofitting of obsolete spares;
    • The identification, implementation and evaluation of potential research and consulting-related technical projects; projects supporting asset development plans, performance improvements of existing plant, and asset management;
    • Digitalisation (such as artificial intelligence, internet of things, and data analytics) and related focus areas, working together to leverage expertise on training, skills development and knowledge transfer on digitalisation expertise towards modernising and achieving an intelligent power grid;
    • Energy transition, green and smart research and development, plant construction focusing on socioeconomics, water generation with interest in the circular economy, and climate change risk mitigation;
    • Enhancing human resources development, skills transfer and training, employee exchange and training programmes, study tours, workshops and sharing of studies and reports. 

    Eskom Group Chief Executive, Dan Marokane, said that Eskom was a research-driven, people-centred, and technology-focused organisation.

  • MIL-OSI Africa: Minister announces preferred bidders under BESIPPPP Bid Window 3

    In an ongoing effort to ensure energy security and reduce the cost of electricity, Electricity and Energy Minister, Dr Kgosientsho Ramokgopa, has announced the appointment of five preferred bidders under the Battery Energy Storage Independent Power Producer Procurement Programme (BESIPPPP) Bid Window 3.

    These preferred bidders are expected to make a total investment of R9.5 billion into the South African economy.

    The Battery Energy Storage Programme is a critical initiative aimed at enhancing South Africa’s power system by providing essential ancillary services and increasing grid capacity through energy storage.

    “What we are announcing today… is another ‘peaker’ that is going to help us during the peak, instead of relying more and more on the open cycle gas turbines and on burning diesel.

    “We are going to use that excess generation capacity that we generated during the day when the sun was out … we store it and at the time when we need it, draw it. We are going to draw it from the batteries and [it will] be discharged and give us the kind capacity that we need. We are working on ensuring that we have additional generation capacity drawing from the technology that is out there in the world,” Ramokgopa said at a media briefing on Friday.
     

    WATCH | Bid Window 3 announcement 

    BESIPPPP Bid Window 3 is a site-specific procurement round designed to facilitate the procurement of up to 616 megawatts (MW) from facilities that will provide capacity, energy and ancillary services to the National Transmission Company of South Africa (NTCSA) as the buyer, at five specified sites in the Free State supply area.

    “This is part of our quest to ensure that we achieve energy security, bring down the cost of electricity – because this solution has been shown to be the most cost competitive of the energy solutions that we can have.

    “A combination of solar BPV [biological photovoltaics], wind and now storage capacity means that we are flattening the cost curve of electricity. We will make household lives more bearable – disposable income and more significantly for industry.

    “Electricity is the backbone of the economy. If the lights are off, there is no economy.”

    The department received a total of 33 bid responses on 28 November 2024. 

    The BESIPPPP BW3 round was again found to be highly competitive, with a marked increase in the number of bids relative to the previous bid windows, resulting in a 40% and 8% decrease in the average evaluation Price, compared to Bid Window 1 and 2 prices respectively.

    The five preferred bidders have made the following commitments:
    •    Black Shareholding: will contract at a minimum of 40% in the IPP Project Companies; up to 30% black shareholding by construction contractors; and up to 42% in operations contractors.
    •    Total Job Opportunities: 852 job opportunities for South African citizens (measured in job years), during construction and operations.
    •    Local Content Spend: Over R3.7 billion during construction and during the operation and maintenance phases.
    •    Preferential Procurement: Over R3 billion from Broad-Based Black Economic Empowerment (B-BBEE) companies, R1.3 billion from black-owned enterprises, R1.1 billion from Qualifying Small Enterprises (QSEs) and Exempted Micro Enterprises (EMEs) as well as R562 million from black women companies.
    •    Supplier development, skills development, bursaries for black students, skills development for Black disabled people, enterprise development and socio-economic development initiatives: R184 million over the lifetime of the projects.

  • MIL-OSI: Trans Mountain Corporation Releases First Quarter 2025 Financial Results

    CALGARY, Alberta, May 30, 2025 (GLOBE NEWSWIRE) — Trans Mountain Corporation (“TMC” or “the Company”) has released its financial statements and associated management report for the three months ending March 31, 2025. The Company’s financial results are also included in Canada Development Investment Corporation’s (“CDEV”) consolidated quarterly financial statements.

    Adjusted earnings before interest, taxes, depreciation, and amortization (“EBITDA”) reflect the performance of TMC’s base business. Revenues and Adjusted EBITDA have increased significantly following the commercial commencement of the Expanded System on May 1, 2024.

    Financial Highlights:

    • EBITDA: For the three-month period ending March 31, 2025, Adjusted EBITDA increased by $532 million to $568 million, compared to $36 million in the same period of the prior year.
    • Capital Structure: In December 2024, Canada TMP Finance Ltd., the entity which holds the Government of Canada’s investment in TMC, provided funding to repay $17.9 billion of guaranteed third-party debt. The refinancing results in lower interest costs for the Company, making additional funds available to optimize the system, grow, pay down debt or increase returns to its shareholder.
    • Capital Return: During the first quarter an aggregate of $311 million was paid to Canada TMP Finance Ltd., consisting of $148 million in interest payments and $163 million in cash dividends. These distributions are expected to grow significantly in 2026 and beyond.

    Operational Highlights:

    • Throughput: During the first quarter, the Expanded System had an average daily mainline throughput of approximately 757,000 barrels per day (bpd), including 445,000 bpd to Westridge Marine Terminal, 227,000 bpd to Washington state on the Puget Sound Pipeline and 85,000 bpd to BC delivery points.
    • Vessel Traffic: For the three-month period ending March 31, 2025, 74 vessels were loaded at Westridge Marine Terminal, including 29 vessels in March marking a new monthly high for the Expanded System’s operation. Since the commercial commencement of the Expanded System on May 1, 2024, TMC has loaded 266 vessels at the terminal. Third-party information suggests vessel destinations have been broadly split between the US West Coast and Asia.
    • Loading Performance: Ship loading performance remains strong. During the quarter, approximately 90 per cent of ships were loaded on time, with delays attributable to vessel operator factors.

    Since the commercial commencement of the Expanded System, all deliveries have been subject to the Expanded System tariff and tolls. Contractually committed revenues associated with the 15-and 20-year transportation service contracts covering approximately 80 per cent of the Expanded System’s capacity have resulted in a significant increase to transportation volumes, revenues and Adjusted EBITDA.

    TMC reported net income of $148 million for the first quarter of 2025, as compared to $158 million in the same period of the prior year. While Adjusted EBITDA reflects the results from the Company’s base business, net income incorporates depreciation and amortization expense, as well as the significant financing impacts of the Trans Mountain Expansion Project (“TMEP”), specifically, the equity allowance for funds used during construction (“AFUDC”), interest expense and capitalized debt financing costs.

    While net income decreased by $10 million year-over year, the underlying factors changed significantly. Interest expense before capitalized debt financing costs was materially lower, reflecting the recapitalization of TMC’s balance sheet in December 2024. However, these savings were offset by increased depreciation and amortization expense, and the cessation of equity AFUDC and capitalized debt financing costs on TMEP following the commercial commencement of the Expanded System.

    Toll Hearing: TMC continues to operate under an interim toll structure currently before the Canada Energy Regulator (CER). On November 30, 2023, the CER approved preliminary interim tolls for the Expanded System, which remain in effect today. Under the current CER hearing timeline, final arguments are scheduled for late 2025.

    Optimization Opportunities: Trans Mountain is exploring both short and long-term optimization projects aimed at increasing pipeline capacity by 200,000 bpd to 300,000 bpd. Potential solutions may include the use of drag-reducing agents to increase flow efficiency, as well as other operational enhancements to improve system capabilities.
