MIL-OSI USA News: Reinvigorating the Nuclear Industrial Base

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1.  Purpose. The United States originally pioneered nuclear energy technology during a time of great peril. We now face a new set of challenges, including a global race to dominate in artificial intelligence, a growing need for energy independence, and access to uninterruptible power supplies for national security.
It took nearly 40 years for the United States to add the same amount of nuclear capacity as another developed nation added in 10 years.Further, as American deployment of advanced reactor designs has waned, 87 percent of nuclear reactors installed worldwide since 2017 are based on designs from two foreign countries.At the same time, the Nation’s nuclear fuel cycle infrastructure has severely atrophied, leaving the United States heavily dependent on foreign sources of uranium as well as uranium enrichment and conversion services.These trends cannot continue.
Swift and decisive action is required to jumpstart America’s nuclear energy industrial base and ensure our national and economic security by increasing fuel availability and production, securing civil nuclear supply chains, improving the efficiency with which advanced nuclear reactors are licensed, and preparing our workforce to establish America’s energy dominance and accelerate our path towards a more secure and independent energy future.

Sec. 2.  Policy. It is the policy of the United States to expedite and promote to the fullest possible extent the production and operation of nuclear energy to provide affordable, reliable, safe, and secure energy to the American people, to power advanced nuclear reactor technologies, as defined in 42 U.S.C. 16271(b)(1)(A), and to build associated supply chains that secure our global industrial and digital dominance, achieve our energy independence, protect our national security, and maximize the efficiency and effectiveness of nuclear fuel through recycling, reprocessing, and reinvigorating the commercial sector.

Sec. 3.  Strengthening the Domestic Nuclear Fuel Cycle. (a) Within 240 days of the date of this order, the Secretary of Energy, in coordination with the Secretary of Defense, the Secretary of Transportation, and the Director of the Office of Management and Budget (OMB), shall prepare and submit to the President, through the Chair of the National Energy Dominance Council and the Director of the Office of Science and Technology Policy, a report that includes:

(i.) a recommended national policy to support the management of spent nuclear fuel and high-level waste and the development and deployment of advanced fuel cycle capabilities to establish a safe, secure, and sustainable long-term fuel cycle;

(ii.) a review of relevant statutory authorities to identify any legislative changes necessary or desirable to achieve the national policy recommended under subsection (a)(i) of this section;

(iii.) an evaluation of the reprocessing and recycling of spent nuclear fuel from the operation of Department of Defense and Department of Energy reactors and other spent nuclear fuel managed by the Department of Energy, along with a discussion of steps the Department of Defense and the Department of Energy are taking or must take to improve such reprocessing and recycling processes;

(iv.) an analysis of legal, budgetary, and policy considerations relevant to efficiently transferring spent nuclear fuel from reactors to a government-owned, privately operated reprocessing and recycling facility;

(v.) recommendations for the efficient use of the uranium, plutonium, and other products recovered through recycling and reprocessing;

(vi.) recommendations for the efficient disposal of the wastes generated by recycling or reprocessing through a permanent disposal pathway;

(vii.) a recommended process for evaluating, prior to disposal, nuclear waste materials for isotopes of value to national security, or medical, industrial, and scientific sectors;

(viii.) a reevaluation of historic and current nuclear reprocessing, separation, and storage facilities slated for decommissioning and that are identified as having valuable materials, isotopes, equipment, licenses, operations, or experienced workers, and that may have potential fuel cycle or national security benefits if operations are continued or increased; and

(ix.) a program to develop methods and technologies to transport, domestically and overseas, used and unused advanced nuclear fuels and advanced nuclear reactors containing such fuels in a safe, secure, and environmentally sound manner, including any legislation required to support this initiative     (b) Within 120 days of the date of this order, the Secretary of Energy, in consultation with the Chair of the Nuclear Regulatory Commission and the Director of OMB, shall develop a plan to expand domestic uranium conversion capacity and expand enrichment capabilities sufficient to meet projected civilian and defense reactor needs for low enriched uranium (LEU), high enriched uranium (HEU) and high assay, low enriched uranium (HALEU), subject to retention of such stockpiles as are necessary for tritium production, naval propulsion, and nuclear weapons. The plan shall be implemented based on the timeframes set forth in the plan.

WASHINGTON, D.C. – Today, Congressman Russell Fry (SC-07) reintroduced the Targeting Child Predators Act, a critical piece of legislation aimed at strengthening law enforcement’s ability to investigate and prosecute online child exploitation.

Under current law, when officials identify a suspected child predator through an IP address, they can issue a subpoena to the Internet Service Provider (ISP) to obtain the name and account information tied to that address. While ISPs typically comply with these subpoenas, they sometimes alert the targeted user, who, in these cases, are suspected child predators.

This early notification can have devastating consequences and allow suspects to tamper with evidence, flee prosecution, intimidate witnesses, and jeopardize investigations before charges can be filed.

The Targeting Child Predators Act would give law enforcement the ability to request a temporary nondisclosure order that is valid for up to 180 days, preventing ISPs from alerting suspects while investigators build their case.

This specific authority would apply only in cases of suspected child exploitation. In addition, law enforcement must certify that, if the Internet Service Provider disclosed the information request to the targeted suspect, that disclosure could enable suspects and result in:
1. Endangering the life or physical safety of an individual
2. Flight from prosecution
3. Destruction of or tampering with evidence
4. Intimidation of potential witnesses or
5. Seriously jeopardizing an investigation
The bill does not expand what type of evidence law enforcement can collect and ensures all subpoenas remain subject to judicial review.

“We must ensure that child predators are brought to justice, and not tipped off by the systems that are meant to hold them accountable,” said Congressman Fry. “The Targeting Child Predators Act strikes a balance between protecting due process and giving law enforcement the tools they need to stop online exploitation before it’s too late. This legislation is a vital step toward protecting our children and ensuring investigators have the ability to act swiftly and effectively.”

The Targeting Child Predators Act is supported by South Carolina Attorney General Alan Wilson, Child Rescue Coalition, RAVEN, Major County Sheriffs of America, and the National Fraternal Order of Police.

“The Targeting Child Predators Act gives law enforcement additional tools to ensure investigations can move swiftly and securely without giving child predators an opportunity to delete valuable evidence,” said South Carolina Attorney General Alan Wilson. “I support this legislation and commend Congressman Fry for his leadership in standing up for the safety of our children.”

“The TCPA will streamline data access for law enforcement in child exploitation cases, without compromising their investigations, or repeatedly burdening the Judiciary, enabling quicker investigations to protect and rescue victims from online predators,” said the Child Rescue Coalition.

“This bill is a commonsense step to help law enforcement move faster in child exploitation investigations,” said RAVEN Director of Legislative Affairs Jennifer Dunton. “By removing the extra step of seeking a court order just to delay user notification, we’re eliminating a procedural bottleneck that can cost investigators critical time. When children’s safety is on the line, we need to prioritize speed, discretion, and effectiveness — this bill does exactly that.”

MIL-OSI Security: Gastonia Man is Indicted for Laundering Over $380,000 in Wire Fraud Scheme

CHARLOTTE, N.C. – A federal grand jury returned a criminal indictment this week, charging Matias Alexander Vinces Aguayo, 24, formerly of Gastonia, N.C., with conspiring with others to launder over $380,000 in illegal proceeds from a wire fraud scheme, announced Dena J. King, U.S. Attorney for the Western District of North Carolina.

Robert M. DeWitt, Special Agent in Charge of the Federal Bureau of Investigation (FBI), Charlotte Division, joins U.S. Attorney King in making today’s announcement.

According to allegations in the indictment, during the scheme, Aguayo owned and operated Keys ‘N Go, a North Carolina company located in Gastonia, which maintained online payment processing accounts with Stripe and Square. In addition, the indictment further alleges that Aguayo owned and controlled personal and business bank accounts with a financial institution, including in the name of Keys ‘N Go, and a cryptocurrency exchange account at Binance.US.

According to allegations in the indictment, Aguayo’s co-conspirators used fraudulently obtained personally identifying information (PII) to open bank accounts online in order to receive promotional money and other fraudulently obtained funds, which was then deposited into the bank accounts. A co-conspirator of Aguayo then allegedly sent the bank account information to Aguayo, who used it to withdraw the money from the accounts via the Keys ‘N Go accounts at Stripe and Square. It is further alleged that, after receiving the Stripe and Square deposits into the Keys ‘N Go bank account at the financial institution, a co-conspirator provided Aguayo with directions to transfer the proceeds from the accounts Aguayo controlled to overseas bank accounts in Pakistan and to cryptocurrency addresses. In total, Aguayo allegedly transferred at least $240,000 to cryptocurrency addresses and via wire transfers. Aguayo earned compensation for his role in the scheme, including keeping a percentage of the money initially deposited into the accounts he controlled.

The money laundering conspiracy charge carries a maximum sentence of 20 years in prison and a $500,000 fine or twice the value of the property involved in the transaction.

The charges against Aguayo are allegations and the defendant is innocent until proven guilty beyond a reasonable doubt in a court of law.

In making today’s announcement, U.S. Attorney King thanked the FBI for their investigation of the case.

Assistant U.S. Attorney Caryn Finley of the U.S. Attorney’s Office in Charlotte is prosecuting the case.

The European Investment Bank (EIB) signed an agreement to provide €700 million for the construction of two large-scale offshore wind farms developed by Norway’s Equinor and Poland’s Polenergia off the Polish coast of the Baltic Sea. The twin Bałtyk 2 and Baltyk 3 wind farms will have a shared capacity of 1.44 GW and are expected to go online fully in 2028.

“Bałtyk 2 and Bałtyk 3 are important projects for Poland’s decarbonisation plans as they will produce enough clean electricity to meet annual demand of two million households. The European Investment Bank has provided €350 million for each wind farm, which makes us the biggest lender by far among some 30 financial institutions involved,” said EIB Vice-President Teresa Czerwińska. “This is the EIB’s third major renewables investment in Poland only this year and our third financing for Polish offshore wind farms in the Baltic Sea in general, which highlights our dedication to developing green energy in Poland as a prerequisite for both economic competitiveness and security.”

Located some 30 kilometres off the Polish coastal towns of Ustka and Łeba, the two fixed-bottom wind farms will consist of a hundred wind turbines of 14.4 MW each. Primarily supplied by European companies, the joint venture between Equinor, a leading international player in the offshore wind sector, and Poland’s largest private energy group Polenergia will also contribute to modern development of the EU’s cohesion regions.

InvestEU brings together under one roof the multitude of EU financial instruments available to support investment in the European Union, making funding for investment projects in Europe simpler, more efficient and more flexible. The programme consists of three components: the InvestEU Fund, the InvestEU Advisory Hub and the InvestEU Portal. The InvestEU Fund is implemented through financial partners that invest in projects, leveraging on the EU budget guarantee of €26.2 billion. The entire budget guarantee will back the investment projects of the implementing partners, increasing their risk-bearing capacity and mobilising at least €372 billion in additional investment.

Small and medium businesses, sole traders and third sector organisations in Aberdeen are being encouraged to apply for grants that can help in reductions towards energy bills and lower their carbon footprint.

The Aberdeen Energy Efficiency Programme, ran in partnership with SCARF, offers non-repayable grants of up to £10,000 to eligible businesses. These grants will cover up to 50% of the total project cost, providing businesses with the financial support needed to undertake energy-saving upgrades.

Aberdeen City Council Co-Leader Councillor Christian Allard said: “This is a great opportunity for local businesses to reduce their energy costs while contributing towards our net zero goals.

“I encourage all eligible businesses to apply and discover what support they could receive.”

Aberdeen City Council Co-Leader Councillor Ian Yuill said: “The grants available represent a significant step forward in supporting Aberdeen’s businesses to embrace energy efficiency and sustainability. Employees of Rosneft enterprises held a large-scale environmental campaign in Samara and Saratov as part of the Volga Day. Volunteers cleared more than 140 thousand square meters of the coastline of the great Russian river from garbage, collected and removed 50 cubic meters of household and current-borne garbage.

During the campaign, employees of Samaraneftegaz, Kuibyshevsky, Novokuibyshevsky and Saratovsky Oil Refineries, Novokuibyshevsky Petrochemical Company, Novokuibyshevsky Oil and Additives Plant also improved coastal areas in recreation areas of Samara and Saratov.

Environmental volunteering is an integral part of the corporate culture of Rosneft subsidiaries. For several years, volunteer campaigns to collect plastic caps, waste paper, batteries and other environmental initiatives have been held at the enterprises of the Samara Group.

Preservation of water resources is a significant area of Rosneft’s activities in the field of environmental protection. At the Novokuibyshevsk Oil and Additives Plant, thanks to the construction and commissioning of recycled water supply units, the share of recycled water supply increased to 95%.

Rosneft subsidiaries systematically work to replenish aquatic bioresources in the Volga basin. In 2024, the Company’s Samara enterprises released more than 430 thousand fish fry, including valuable sterlet, into the Volga waters.

The effectiveness of the environmental policy of Rosneft enterprises in the Volga Federal District has been repeatedly noted at regional and all-Russian competitions. For many years, the enterprises have become winners of the competition “Leader of Environmental Activities in Russia”.

The Secretary of State for Wales, Rt Hon Jo Stevens MP, in her role as Chair of the Transition Board sought endorsement from the Board for three regeneration projects, which will be supported with over £21.2million of Transition Board funding. These projects include:

Advanced Manufacturing Production Facility/National Net Zero Centre of Excellence

Redevelopment of business premises at Metal Box and Sandfields Business Centre

Today’s release of money is the sixth announcement from the UK Government’s £80m Tata Steel / Port Talbot Transition Board fund and should support over 270 jobs and add a total of over £119m Gross Value Added to the local economy over the next decade. This latest major investment means more than £70 million has been announced by the Transition Board in the last nine months.

Investment from the Transition Board compliments UK Government’s action to secure new trade deals with the US and India, including seeking agreement to eradicate tariffs on core steel products imported into the US. This will protect tens of millions of pounds worth of steel exports from Wales every year.

The Board also received updates on:

Tata Steel UK’s decarbonisation programme;

The Department of Business and Trade’s plans for a steel strategy;

Mental health and well-being interventions;

China’s reservoirs and dams rank first globally in both number and installed capacity, according to the 28th Congress of the International Commission on Large Dams held in Chengdu City, the capital of southwest China’s Sichuan Province.

Congress attendees noted that China has developed a comprehensive, systematized approach to mitigating climate risks through water infrastructure, which is a replicable model for the world.

According to data from the National Energy Administration, China had constructed more than 94,000 dams by December 2024 — the largest number globally — and the country’s total installed hydropower capacity had reached 436 million kilowatts, including 377 million kilowatts of conventional hydropower.

Annual hydropower generation comes in at 1.42 trillion kilowatt-hours, accounting for 57 percent of China’s total renewable energy output, official figures show.

China’s total reservoir storage capacity is approaching 1 trillion cubic meters, including a flood control capacity of over 185.6 billion cubic meters. MIL-OSI Security: Federal Grand Jury Returns Indictment Charging Two Men Involved in Robberies at Stores in Shreveport

SHREVEPORT, La. – Acting United States Attorney Alexander C. Van Hook announced that a federal grand jury has returned an indictment charging two men for their involvement in the robbery of two stores in Shreveport.

Kevin Terrell Lewis a/k/a “Kelvin Lewis,” 38, of Arlington, Texas, and his brother, Larry Dewayne Lewis, 44, of Shreveport, have been charged with two counts of robbery and one count of conspiracy to using, carrying, brandishing and discharging firearms during and in relation to a crime of violence. Kelvin Lewis was also charged with two counts of using, carrying, and brandishing a firearm during and in relation to a crime of violence.

The indictment alleges that on or about December 23, 2024, Kelvin Lewis and Larry Lewis, each aided and abetted by the other, committed robbery of personal property consisting of approximately $500 in United States currency from the victim owner/manager of the Pull-Up Liquor located at 5619 Hearne Avenue in Shreveport, as he was closing the store and walking to his car in the parking lot.

The indictment further alleges that on or about January 22, 2025, Kelvin Lewis and Larry Lewis, each aided and abetted by the other, committed robbery of personal property consisting of prescription drugs and a work van that was in the care, custody and control of victim B.J. as he was making a delivery from the Hackbarth Company to Walgreens located at 3124 Line Avenue in Shreveport.

Kelvin Lewis is charged in the indictment with using, carrying, and brandishing semi-automatic firearms during and in relation to these crimes of violence. The indictment also alleges that Kelvin Lewis and Larry Lewis conspired to use, carry, brandish and discharge a firearm during and in relation to a crime of violence, namely, robbery.

If convicted, each defendant faces a sentence of not less than 10 years or more than life in prison, and a fine of up to $250,000.

Larry Dewayne Lewis is currently in federal custody after being indicted on February 5, 2025, and charged with one count of possession of a firearm by a convicted felon.

This investigation is ongoing and is being led by the Federal Bureau of Investigation and Shreveport Police Department. The case is being prosecuted by Assistant United States Attorneys J. Aaron Crawford and William C. Gaskins.

An indictment is merely an accusation, and a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.

Prime Minister Narendra Modi inaugurated the Rising North East Investors Summit 2025 at Bharat Mandapam in New Delhi today, reaffirming the government’s commitment to the holistic development of the North Eastern region. Addressing a gathering of dignitaries, industry leaders, and stakeholders, the Prime Minister expressed pride and confidence in the region’s vibrant future.

“Infrastructure projects in the region are not just about roads and bridges; they are about emotional connectivity,” he said.

MIL-OSI Security: Two Arkansas Men Sentenced to More Than 23 Years Combined in Federal Prison for Fraud and Money Laundering in Connection with Proposed Elm Springs, Arkansas Wind Farm

FAYETTEVILLE – Two Arkansas men were sentenced today to federal prison for Wire Fraud, Aiding and Abetting Wire Fraud, Money Laundering and Aiding and Abetting Money Laundering in connection with the development of a wind turbine that was never operational and a proposed wind farm project in Elm Springs, Arkansas, that was never constructed. The Honorable Judge Timothy L. Brooks presided over the sentencing hearings in the United States District Court in Fayetteville.

Jody Douglas Davis, 47, of Searcy, Arkansas, was sentenced to 180 months in prison followed by three years of supervised release and ordered to pay $1,138,845.28 in restitution and Phillip Vincent Ridings, 64, of North Little Rock, Arkansas, was sentenced to 97 months in prison followed by three years of supervised release and ordered to pay $1,138,845.28 in restitution.

“This case represents some of the most important work that we do,” said United States Attorney Clay Fowlkes. “These defendants developed a scheme for the purposed of stealing large sums of money from innocent investors. The defendants in this case used lies and misrepresentations to trick investors into paying them large amounts of money that they converted for their own, personal use. We will continue to work with our Federal Law Enforcement partners at the FBI and the IRS to investigate and prosecute cases like this. We will also continue to work tirelessly to protect others from similar schemes to defraud.”

“Mr. Davis and Mr. Ridings callously defrauded members of our community through a fictional investment opportunity,” said FBI Little Rock Special Agent in Charge James A. Dawson. “Even after being federally indicted, these men continued to advance their criminal scheme through blatant falsehoods and deceit. Today’s sentencings send a clear message to other fraudsters: preying upon our Arkansas communities will not stand.”

“Davis and Ridings stole money from investors and used it for their personal use with no intention of building the wind farm project.,” said Special Agent in Charge Christopher J. Altemus Jr., IRS-CI Dallas Field Office. “This sentencing should detour criminals from committing similar crimes.”

According to court documents and evidence presented at trial, Davis, and Ridings, formed a limited liability company in Texas in 2014 called Dragonfly Industries International, LLC (“Dragonfly”) and Arkansas Wind Power (“AWP”), an Arkansas limited liability company located in Springdale, Arkansas, to develop what they told investors was a revolutionary wind turbine design that was to be installed on a 311-acre wind farm proposed for construction in Elm Springs, Arkansas.

According to the superseding indictment, Davis and Ridings conspired with Cody Fell of Springdale, Arkansas, and others, beginning as early as June 2014 and continuing through and including March 2018, to obtain money from investors who were told that the investors’ money would be used to build a prototype of the wind turbine and develop wind farms in Elm Springs, Arkansas, in Iowa, and other states. The evidence presented at trial showed that Davis and Ridings used most of the $700,000 they obtained from investors for Davis’ and Ridings’ personal use. Specifically, evidence at trial revealed that investors were told that Dragonfly’s wind turbine could produce more energy than the traditional three-blade wind turbines commonly used on existing wind farms; that nationally recognized engineering firms and a University of Memphis mechanical engineering professor had “validated” the Dragonfly wind turbine’s design; that the Department of Defense has expressed strong interest in acquiring Dragonfly’s wind turbines for use in combat zones; that a prototype of the wind turbine was nearing completion; that leaders of underdeveloped countries were ready to buy Dragonfly’s wind turbines; and that a $10 million grant from the Department of Energy was soon to be awarded to Dragonfly, when in truth and fact, none of these representations were true.

A federal jury convicted Davis and Ridings on September 3, 2021.

The case was investigated by the Federal Bureau of Investigation and the Internal Revenue Service – Criminal Investigation.

PM Modi highlights infrastructure revolution in Northeast, positions region as gateway to ASEAN

Prime Minister Narendra Modi, addressing the inaugural session of the Rising North East Summit on Friday, underscored the transformative role of infrastructure in boosting tourism, trade, and investment in the North Eastern region.

He said the government has launched an “Infrastructure Revolution” in the North East, aimed at addressing historical challenges and transforming the region into a “Land of Opportunities.” “Well-developed roads, reliable power infrastructure, and efficient logistics networks are essential to the growth of any industry,” PM Modi said, adding that thousands of crores have been invested to enhance connectivity across the region.

Among key projects mentioned were the Sela Tunnel in Arunachal Pradesh and the Bhupen Hazarika Bridge in Assam, which are improving both mobility and economic integration. He also cited major achievements of the past decade, including the construction of 11,000 kilometers of highways, new railway lines, the doubling of airports, development of waterways on the Brahmaputra and Barak rivers, and the installation of hundreds of mobile towers to strengthen digital connectivity.

The Prime Minister highlighted the commissioning of the 1,600-kilometer-long Northeast Gas Grid, which will ensure a steady energy supply to support local industries.

“The synergy between highways, railways, waterways, and digital infrastructure is creating a fertile ground for industries to take the First Mover Advantage,” he said.

Touching upon India’s growing trade relations with ASEAN nations, the Prime Minister said that the country’s trade volume with the bloc currently stands at $125 billion, with projections to cross $200 billion in the near future. He positioned the North East as a strategic trade bridge and gateway to the ASEAN region.

He emphasized the strategic importance of the India-Myanmar-Thailand Trilateral Highway, which aims to connect India directly with Thailand, Vietnam, and Laos. He also mentioned the Kaladan Multimodal Transit Project, which will link Kolkata Port with Myanmar’s Sittwe Port, further connecting to Mizoram, thereby significantly reducing the travel time and boosting trade between West Bengal and the North Eastern states.

Further developments include the transformation of Guwahati, Imphal, and Agartala into Multi-Modal Logistics Hubs, alongside the establishment of Land Custom Stations in Meghalaya and Mizoram, designed to expand cross-border trade.

“These advancements are not only accelerating the growth of the North East but also positioning it as a rising force in India’s trade with the Indo-Pacific region,” PM Modi said.

Prime Minister Narendra Modi on Friday underlined the growing global demand for organic food and said his vision is to see Indian food brands on dining tables across the world.

Speaking at the Rising North East Summit, held at Bharat Mandapam in New Delhi, the Prime Minister said that over the past decade, the scope of organic farming in the region has more than doubled. He noted that the North-East is producing a wide range of high-quality products such as tea, pineapples, oranges, lemons, turmeric, and ginger.

“The exceptional taste and quality of these products have led to increasing international demand,” he said, urging stakeholders to tap into this opportunity and recognize the region as a key driver of India’s organic food exports.

Prime Minister Modi also reiterated the Centre’s commitment to strengthening food processing infrastructure in the North-East. He said that enhanced connectivity is already aiding the initiative, while additional steps are being taken to develop mega food parks, expand cold storage networks, and establish testing lab facilities.

Referring to the recently launched Oil Palm Mission, the Prime Minister highlighted the North-East’s favourable soil and climate for palm oil cultivation. He said this initiative not only offers farmers strong income potential but also reduces the country’s dependence on imported edible oils.

“Palm oil farming in the North-East is a significant opportunity, and I encourage industries and stakeholders to actively participate in harnessing the region’s agricultural potential,” he added.

MIL-OSI Security: Investigations and Oversight: Director Wray Discusses FBI’s Commitment to Government Accountability

The FBI pursues the cause of government accountability by investigating abuses of power by law enforcement officers and the corruption of public officials, and by holding our own workforce to a higher standard, FBI Director Christopher Wray said during the University of Georgia’s 2024 Getzen Lecture on Government Accountability on March 19. The lecture—which is held annually at the school’s Athens, Georgia, campus—invites current and former government leaders and other experts to share their thoughts on government accountability.

“Our mission at the FBI is a broad one—to protect the American people and uphold the Constitution of the United States,” Wray said. “It covers everything from cyber to counterintelligence to counterterrorism to working with our partners to tackle violent crime. And, particularly relevant to this afternoon, it includes protecting the vulnerable and holding the powerful accountable.”

In the United States, the rule of law comes first and applies to everyone—regardless of their socioeconomic status or position of power (or lack thereof), Wray said. This approach differentiates our nation from “authoritarian regimes, like Russia and China, where the rule of law is subordinated to their leaders’ despotic will,” he added. But to maintain the public’s trust in our justice system, he said, the FBI must demonstrate that it holds powerful people accountable when they break the law.

“While there will always be people out there looking to exploit their positions of public trust by serving themselves rather than the American people, with an agency like the FBI on the job—and with institutions like UGA shining a light on why government accountability is so important in the first place—I like our chances,” Wray said.

Holding Law Enforcement Accountable

The FBI leads federal government efforts to investigate civil rights violations, including the responsibility to investigate what are known as color of law violations.

“Those crimes occur when an individual acting under the authority of federal, state, or local laws—under what’s known as the color of law—willfully deprives someone of their constitutional rights,” he explained. “And that deprivation of rights can run the gamut, from excessive force, false arrest, or obstruction of justice to sexual assault, withholding medical care or the failure to keep an individual from harm.

While color-of-law violations can be committed by anybody acting under their lawful authority— including probation and corrections officers, public officials, prosecutors, and judges—they too often involve law enforcement officers.”

He then described an FBI Jackson Field Office investigation into a group of white law enforcement officers who in January 2023 “kicked in the door of a home where two Black men were staying and subjected them to an hour and a half of pure hell”—including physical and psychological abuse—even though the officers had “no probable cause to believe either had committed a crime.”

The officers then went to extraordinary lengths to cover up their actions, including (but not limited to) destroying evidence, planting a gun on a victim, filing fraudulent reports, lying to investigators, and charging a victim with crimes he didn’t commit, Wray said.

“All of that came out through the course of the FBI’s investigation,” Wray said, adding that the FBI also learned “three of the officers had committed color of law violations just a month earlier.”

The investigation, which Wray said was a group effort between the FBI and “our state and federal partners” resulted in guilty pleas from all six officers, who are now awaiting sentencing.

“I recognize that what happened in Mississippi is an extreme example,” he said. “In fact, it’s hard to imagine a more atrocious set of civil rights violations than those carried out by these guys. But, on the flip side, it’s hard to imagine more important work than investigating those crimes and seeking justice for the victims.”

These criminals don’t represent “the vast majority of law enforcement officers,” Wray stressed.

“I’m the leader of the country’s premier law enforcement agency, and I’ve spent most of my career working shoulder to shoulder with law enforcement officers … so I’ve seen firsthand what they’re made of and what they do to make our communities safer,” he said. These ingredients, he said, include selflessness, courage, character, dedication, and service.

Wray added that officers are overworked and underpaid, largely operate outside the spotlight, and are rarely recognized or credited for their efforts. Yet, he said, they do their jobs knowing that each time they bid their families farewell to head to work, they might be doing so for the last time. “It takes a pretty extraordinary person to choose that life,” he said.

Wray said the contrast between officers who wear the badge to serve and protect and those who wield their power to harm others makes color of law violations harmful to both their immediate victims and the public’s faith in the way our country holds criminals to account.

“We’ve entrusted law enforcement officers with vast power and authority,” Wray said. “And when they abuse it—when they operate as though they’re above the law—they’re not just depriving victims of their civil rights. They’re degrading the public’s trust in our criminal justice system, one violation at a time.”

Holding Public Officials Accountable

Investigating public corruption is the FBI’s top criminal priority because of its dollars-and-cents cost to our nation’s’ government and taxpayers, which estimates put “at billions of dollars every year,” Wray said.

Public corruption—which can be carried out by public officials, regardless of how they get their jobs—can also infect and impact everything from border security and neighborhood protection to courtroom deliberations and even the quality of public infrastructure, he added. But at its core, public corruption denigrates the American people’s trust in their government and “undermines the strength of our democracy,” he said.

The “secretive nature” of many public corruption violations can make them tricky to detect and prove, Wray said, but the Bureau’s long track record of investigating these types of crimes gives us an advantage.

“On any given day, we’re working about 3,500 public corruption investigations with our federal, state, and local partners across the country—and our efforts pay off,” he said. “Over the past five years, we’ve disrupted nearly 2,000 criminal schemes and helped secure more than 3,000 convictions in this arena.”

Those convictions include that of former Ohio House Speaker Larry Householder, who, Wray said, led “the most elaborate and extensive corruption scandal the state has ever seen.”

Householder orchestrated a bribery scheme in which FirstEnergy—a company that owned two “failing nuclear power plants”—regularly paid off a tax-exempt organization run by Householder. In exchange, Householder’s organization worked to helped get a bill passed that provided “a billion-dollar bailout” for the troubled facilities, Wray explained.

These corporate funds helped bankroll Householder’s bid for speaker and other state House candidates’ campaigns and pad the pockets of Householder and his team.

“All in all, the FBI’s investigation found FirstEnergy paid upwards of $61 million in bribes to bail out their plants and to put and keep in office politicians like Householder who’d be loyal to the company over their constituents,” Wray said.

But what the corrupt politicians and his cronies didn’t know was that the FBI had an inside source who “cooperated with our agents, recorded incriminating phone calls and conversations, and shared text messages sent by members of the conspiracy,” Wray said. As a result, he said, Householder was eventually convicted of racketeering and sentenced to 20 years in federal prison. FirstEnergy signed a deferred prosecution settlement and agreed to pay a $230 million penalty for conspiring to bribe elected officials and others.

Holding Ourselves Accountable

The FBI’s authority and power enable our public corruption investigations, but they also rightly force us to carry tremendous responsibility and undergo careful scrutiny, Wray said.
“The work of the FBI is subject to a wide range of internal and external controls, all with the aim of holding our organization accountable for what we do,” he said.

The Bureau’s internal checks and balances include the Office of Professional Responsibility, the Inspection Division’s Internal Affairs Section, and whistleblower protections for all Bureau employees, he said. Department of Justice-level accountability includes oversight from the DOJ Office of Professional Responsibility and the department’s Office of the Inspector General, he added. On top of that, our efforts are monitored by Congress and our investigative steps are subject to judicial review, he noted.

“All of those components are in place to make sure people have avenues for reporting violations of the law, dangers to public health and safety, and gross waste, fraud, and abuse” for the FBI to address and correct, he said. The oversight makes the FBI stronger and the public safer, he said.

“For the FBI to be the world’s leading law enforcement agency, and for the American public to continue placing their trust in us as an organization, people need to know we’re committed to doing the right thing in the right way,” he said. He stressed that this commitment to process includes maintaining consistent operational rigor, “upholding the Constitution and rule of law,” and “following the facts, wherever they lead.”

“Process is what enables us to say, ‘You may not like the result we reached, but you cannot credibly say we didn’t do our work by the book,’ and it’s what allows people to trust us in the long run: the people we do the work for and the people we do the work with,” he said.

Learning from the Past

Wray also acknowledged the FBI’s missteps with respect to Dr. Martin Luther King Jr.—including an October 1963 wiretap request against the civil rights leader that failed to “present a shred of evidence.” He also reflected on the psychological toll FBI surveillance took on Dr. King.

“I do not think any organization can aspire to have an unbiased loyalty to process and truth if it’s not willing to turn the spotlight around and look at itself,” he said. “So that’s something we work hard to do.”

The FBI’s mission requires its personnel to simultaneously preserve Americans’ constitutional rights and safeguard their communities, Wray said. And neither requirement may be ignored in the name of the other.

New special agents and intelligence analysts now complete a curriculum that incorporates “those difficult historical lessons and how they relate to our core values: respect, compassion, fairness, integrity, accountability, leadership, diversity, and rigorous obedience to the Constitution” to ensure they understand the importance of balancing these professional obligations, Wray said.

“Looking back on that dark chapter in our history reminds us what can happen when we become untethered from the rule of law, and from oversight and accountability for our actions,” he added. “And I’m proud to be part of an organization that does not hide from its history, but learns from it, instead.”

Chairman Johnson requested that these former public officials appear voluntarily before the Subcommittee for interviews by June 6, 2025.

A recent book detailing the former president’s cognitive and health decline while in office revealed that members of President Biden’s inner circle were alarmed by the state of his health. One Cabinet secretary was reportedly left “upset and disturbed” after meeting with President Biden due to his “mumbly and incoherent” speech. As the chairman’s letter noted, the reported behind-the-scenes concerns stand in stark contrast to Cabinet officials’ public statements portraying the former president as healthy and mentally sharp.

“The discrepancy between what Cabinet officials were telling the public about the former president’s health and what they were apparently witnessing and saying privately is astonishing, particularly considering that the former president was seeking reelection. After years of being lied to and kept in the dark, the public deserves full and complete transparency about what was known and when concerning President Biden’s health,” Chairman Johnson wrote.

ALBANY, NEW YORK – Sherry Ozmore, age 56, of Richmond, Virginia, pled guilty today to conspiracy to commit bank fraud in connection with her role as a “runner” for a nationwide conspiracy to impersonate customers of financial institutions to fraudulently obtain cash, checks, loans, and credit. United States Attorney Carla B. Freedman and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI), made the announcement.

Ozmore was indicted in October 2024 as part of a superseding indictment charging the alleged ringleader of the conspiracy, Oluwaseun Adekoya, 39, a Nigerian citizen living in New Jersey, as well as David Daniyan, 60, a Nigerian citizen who according to prosecutors has lived in the United States under stolen identities for decades, with orchestrating a conspiracy to steal the identities of people who resided all over the country and impersonate those people at banks and credit unions to fraudulently obtain cash, checks, loans, and credit. According to documents previously filed in court, the conspirators also allegedly opened bank accounts in the names of identity theft victims, which were then used to deposit and access the funds from checks they had fraudulently obtained from banks and credit unions by impersonating other individuals. The conspirators’ conduct allegedly involved nearly $3 million in intended losses, over $1.7 million of which was successful.

Ozmore admitted that she was recruited to join the conspiracy as a runner in or around January 2023 and fraudulently obtained over $195,000 over a five-month period that year from banks and credit unions by impersonating identity-theft victims whose personal identifying information was supplied to her by supervisors. Ozmore was paid a small portion of the money she fraudulently obtained.

The following defendants are charged as follows in the superseding indictment:
- Adekoya is charged with conspiracy to commit bank fraud, money laundering conspiracy, and nine counts of aggravated identity theft;
- Daniyan is charged with conspiracy to commit bank fraud, money laundering conspiracy, and four counts aggravated identity theft;
- Kani Bassie, 36, of Brooklyn, New York, is charged with conspiracy to commit bank fraud and two counts of aggravated identity theft;
- Davon Hunter, 27, of Richmond, Virginia, is charged with conspiracy to commit bank fraud and aggravated identity theft;
- Jermon Brooks, 20, of Richmond, Virginia, is charged with conspiracy to commit bank fraud and aggravated identity theft;
- Christian Quivers, 20, of Richmond, Virginia, is charged with conspiracy to commit bank fraud and aggravated identity theft; and
- Crystal Kurschner, 44, of Brooklyn, is charged with conspiracy to commit bank fraud and aggravated identity theft.
The prosecution is the result of an ongoing investigation by the U.S. Attorney’s Office and FBI-Albany, which began after the May 2022 arrest of Daniyan, Gaysha Kennedy, 46, of Brooklyn, and Victor Barriera, 64, of the Bronx, by the Cohoes Police Department after the trio had allegedly traveled to the Capital Region to commit bank fraud.

Adekoya, Daniyan, Kennedy, and Barriera were originally indicted, along with coconspirators Jerjuan Joyner, 50, of Brooklyn, Akeem Balogun, 56, of Brooklyn, Danielle Cappetti, 46, of the Bronx, and Lesley Lucchese, 53, of Brooklyn.

At sentencing on May 6, 2025, Ozmore faces a maximum term of 30 years’ incarceration, an order of restitution in the amount of $195,500, and a term of supervised release of up to 5 years.

Kennedy, Barriera, Joyner, Balogun, Cappetti, and Lucchese have pled guilty to bank fraud conspiracy and are pending sentencing.

The charges in the superseding indictment are merely accusations. The remaining defendants are presumed innocent unless and until proven guilty.

MIL-OSI Security: Four Indicted for Operating Unlicensed Money Transmitting Business, Conspiracy to Make False Statements to a Bank

SAN FRANCISCO – A federal grand jury in Oakland indicted four individuals on charges of operating an unlicensed money transmitting business, conspiracy to operate an unlicensed money transmitting business, and conspiracy to make false statements to a bank.

According to the indictment filed Nov. 7, 2024, and unsealed Dec. 16, 2024, Gaston Kolker, 49, of Connecticut, Michael Goldfine, 66, of New York, Astrid Jasnis, 52, of Argentina, and Joanna O’Donnell, 56, of Sherman Oaks, California, allegedly made false statements to FDIC-insured banks in order to initiate and maintain a business transmitting money on behalf of others, many of whom were foreign nationals in Argentina. The defendants allegedly opened and maintained numerous accounts under false pretenses, claiming the accounts were held in the names of companies engaged in the importing and exporting of goods, when the defendants were operating the accounts for an unlicensed money transmitting business that transferred funds on behalf of others. The defendants are also charged with operating, and conspiring to operate, a money transmitting business without a license.

Kolker was arrested in Connecticut on Dec. 13, 2024, made his initial appearance in Hartford that day, and was released on $250,000 bond. Goldfine self-surrendered on Dec. 13, 2024, made his initial appearance in New York City that day, and was released on $100,000 bond. Kolker and Goldfine are scheduled to appear in San Francisco on Jan. 21, 2025, for initial proceedings before Magistrate Judge Peter H. Kang. O’Donnell self-surrendered and made her initial appearance in San Francisco on Dec. 16, 2024. She is currently released on $100,000 bond following a hearing before Magistrate Judge Sallie Kim on Dec. 20, 2024. Jasnis remains at large.

Tripp, Federal Deposit Insurance Corporation, Office of Inspector General (FDIC-OIG) Special Agent in Charge Ryan Korner, and San Francisco Division Inspector in Charge Stephen M. An indictment merely alleges that crimes have been committed. All defendants are presumed innocent until proven guilty beyond a reasonable doubt. If convicted, defendants each face a maximum sentence of five years in prison and a $250,000 fine for each violation of 18 U.S.C. §§ 371 & 1014, conspiracy to make false statements to a bank, 18 U.S.C. §§ 371 & 1960, conspiracy to operate an unlicensed money transmitting business, and 18 U.S.C. § 1960, operation of an unlicensed money transmitting business. Any sentence following conviction would be imposed by the court after consideration of the U.S. Sentencing Guidelines and the federal statute governing the imposition of a sentence, 18 U.S.C. § 3553.

Assistant United States Attorney Robert David Rees is prosecuting the case with the assistance of Kay Konopaske and Veronica Hernandez. The prosecution is the result of an investigation by the FBI, FDIC-OIG, and USPIS.

23 MAY 2025 – The project joint venture partners Equinor (50%) and Polenergia (50%) have reached financial close for the Bałtyk 2 and Bałtyk 3 projects. Two project financing packages of over EUR 3 billion for Bałtyk 2 and over EUR 3 billion for Bałtyk 3 including ancillary facilities, have been secured.

The offshore wind projects were awarded Contracts for Difference (CfD) in 2021, securing power prices at approximately EUR 71 per MWh (2021 price) for 25 years, with inflation indexation. The wind farms are project financed with gearing of approximately 80%. The projects support Equinor’s expected double-digit nominal equity rate of return for renewables and low carbon investments.

Equinor is responsible for the construction phase and will be the operator of the two offshore wind farms. Onshore construction work is ongoing, fabrication of key components has started, while marine operations will start next year. Total power capacity of the projects is 1440 MW, enough to power 2 million Polish homes. Full commercial power production is expected in 2028. The individual project finance packages will fund the capital investment and the other expenses of each of the projects during the construction process totaling approximately EUR 7.2 billion.

Danske Commodities, an Equinor subsidiary, will provide route-to-market services including balancing and power offtake for the first three years of operations.

Following strong interest from lenders, Bałtyk 2 and Bałtyk 3 have secured competitive terms and conditions. The final group, comprising of around 30 financial institutions, includes the most experienced in the sector along with many of Equinor’s core banks, the Nordic Investment Bank and the European Investment Bank.

Final investment decisions for Bałtyk 2 and Bałtyk 3 were taken by the project joint venture partners, 19 May.

About Bałtyk 2 and Bałtyk 3

Bałtyk 2 and Bałtyk 3, developed by Equinor (50%) and Polenergia (50%), the largest private energy group in Poland, are two offshore wind projects with a total capacity of 1440 MW (720 MW each). The two wind farms, developed in parallel, largely within the same time schedule, will consist of 100 fixed bottom turbines, placed 22-37 km off the Polish coast. All key suppliers have been selected and contracted and are among the most experienced in the industry. The operations and maintenance base will be situated in Łeba, located in the region of Gdańsk in northern Poland. The base will serve as a centre for marine operations and support during the construction phase. Equinor is the owner of the base and will be the operator of the projects.

In addition to Bałtyk 2 and 3, the company together with Polenergia is maturing Bałtyk 1 (up to 1560 MW) for the second phase of Poland’s offshore wind development where an auction is expected late 2025. A recently published study from the University of Aberdeen has revealed a new approach to evaluating the ecological impacts of offshore activities.
By integrating a dynamic ecosystem model with a comprehensive ecosystem services database the team, which includes researchers from the Plymouth Marine Laboratory, aim to accurately forecast the environmental consequences of fisheries displacement and broader ecosystem-level changes resulting from offshore wind farm development.
The scientists says that this new methodology will have the ability to support marine spatial planners to balance and minimise conflicts and tensions amongst existing and future planned marine uses of natural resources.
The proposed methodology also provides an approach to integrating the relative value of Marine Net Gain (i.e a conservation approach that ensures human activities in marine environments result in a measurable net positive impact on biodiversity) interventions in terms of wider Natural Capital Accounting. This will further progress understanding of ecosystem services and market-based approaches which will enable stakeholders to access and compare global studies on the environmental and socio-economic outcomes of offshore wind farm developments.

Dr Neda Trifonova from the University of Aberdeen and lead author of the study said: “The rapid expansion of offshore wind farms is a key component of global decarbonisation efforts. However, in the race to achieve Net Zero, it is essential to ensure that we do not inadvertently create new environmental challenges. Our study presents a methodological roadmap designed to support sustainable and evidence-based marine management and offshore renewable energy policies.
“Given the dual pressures of climate change and spatial conflicts with existing industries such as fishing, our approach aims to enhance decision-making by balancing environmental and socio-economic trade-offs. We propose the use of dynamic ecosystem modelling to inform a risk assessment framework, supported by a comprehensive ecosystem services database.
“At the heart of our methodology is supporting a nature-positive approach—a conservation principle that ensures human activities in marine environments result in a measurable net gain for biodiversity and ecosystem services.”
This project was funded by the Natural Environment Research Council (NERC) and The Crown Estate (TCE), part of the ECOWind Programme, as well as the UK Energy Research Centre. The study is published in BES Ecological Solutions and Evidence.

MIL-OSI Security: Man Sentenced to Nine Years in Prison for Transporting Two Girls for Prostitution

NEWS RELEASE SUMMARY – April 24, 2024

SAN DIEGO – Deonathan Abdul Gaston of Long Beach, California, was sentenced in federal court Monday to nine years in prison for transporting two girls, ages 15 and 16, to San Diego in August 2023 to engage in prostitution.

One of the victims had been reported missing from Arizona prior to being transported by Gaston from Arizona to Los Angeles and then to San Diego to engage in prostitution. Gaston had known one of the victims since she was 14.

The victims were rescued by the National City Police Department on August 13, 2023, when officers conducted a traffic stop on the defendant in a high-crime area known for prostitution. He had no driver’s license on him and was not going to be allowed to drive the car. He called his “girlfriend” to come pick up the car from the traffic stop; the girl turned out to be the missing Arizona teen. Officers then responded to the hotel where the girl said they were staying and found the other victim. The case was turned over to the San Diego Human Trafficking Task Force.
